ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police forces are preparing for a potential jump in drug-impaired driving once marijuana is due to be legalized next summer. Toronto police traffic services Const. Clint Stibbe said officers already have mechanisms in place to charge drugged drivers, though the service is increasing the number of drug-recognition experts and officers who can administer standardized field sobriety tests. "We are gearing up for the possibility of more offences being committed involving impairment by drug." What is still outstanding (awaiting government approval), said Stibbe, is a device capable of roadside drug-screening, similar to a breathalyzer. "Those devices are only an additional tool in our belt ... not a make or break for us," he said, noting police already have the "ability to test and determine whether a person is impaired by drug or alcohol." Methamphetamine is the most common drug police in Toronto are seeing in motorists, Stibbe noted. Drivers with more than one drug in their system or a combination of alcohol and drugs are also being seen. "The reality is even if an officer is not trained as a drug recognition expert or as a standardized field sobriety test officer, the question is: Does the person appear to be impaired? (If) they do, then you place them under arrest," Stibbe said. "The officer at the roadside just has to make a determination whether or

Jack West, a retired Toronto police traffic sergeant who now teaches traffic law at Humber College, said about a dozen Toronto officers are being trained every month in field sobriety. "In Toronto, we have about 200 officers already trained and we have 15 drug-recognition evaluators (with) one available 24 hours a day," he said, adding the OPP has 85 drugrecognition experts. The Criminal Code pro-

hibits driving while impaired by alcohol and/or drugs and driving with a blood alcohol concentration of over 80 mg of alcohol per 100 mL of blood. There is currently no equivalent legal limit offence for drugs, and the Criminal Code doesn’t authorize the use of any roadside test of a bodily substance to indicate whether a driver has drugs in the body. But West said roadside drug-testing devices have been used in Europe and Australia for the past decade. "We’re just trying to catch up," he said.

On April 13, the federal government introduced Bill C-46 to strengthen existing impaired-driving laws. The first part of the bill creates three new offences for having specified levels of a drug in the blood within two hours of driving. The penalties would depend on the drug type and the levels of drug or the combination of alcohol and drugs. The second part of the bill would authorize mandatory alcoholscreening at the roadside, where police have already made a lawful stop, increase certain minimum fines and certain maximum penalties, and permit

an earlier enrolment in a provincial ignition interlock program. The first part of the legislation is expected to come into force "to ensure that a robust drug-impaired driving regime is in place" before the legalization of marijuana comes into effect, according to a government of Canada document on Bill C-46 published in May. A total of 53 officers from six police forces, including Toronto, were involved in a pilot project testing roadside drugscreening devices between December and March. The devices, which can detect

the presence of several drugs, including cocaine, methamphetamines and THC from cannabis, weren’t used in actual enforcement situations. About 15 per cent of volunteer participants in the project registered a positive drug reading. "The results from this pilot project indicate that with the proper training and standard operating procedures, these devices are a useful additional tool for Canadian law enforcement to better detect individuals who drive under the influence of drugs," the final report on the oral fluid drug-screening device pilot project concluded. "We’re just waiting to have it all legislated," West said. "It has to be a qualified accredited machine that has to be approved by the government." The devices use either a swab or a wipe to take fluid from a person’s mouth. Once entered into the device, it would print out results about seven minutes later. West said he thinks there will be an increase in drugged-driving once pot is legal. "We have to be prepared to assume there is going to be a spike. I’m assuming there most likely will be." Education is also a key part of the police strategy to combat drugged-drivers. "In any of the lectures we are giving to schools, we are including drug and alcohol as a dual component," Stibbe said, adding 30 per cent of those aged 15 to 17 have "started drinking and about the same percentage, give or take, has already started consuming drugs."

"The books are tools to open up serious discussions," said the mother of three grown kids. The Monster in My Room deals with the emotions a young person might experience after being violated and told not to tell. "I am the voice for those who have not yet found their own," Shepherd writes for the 28-page book’s dedication, which she echoes several times in an interview. In the book, a young girl finds her voice and encourages others in similar situations to do the same. The Monster in My Room is accompanied by a note to parents from social worker Marion Soloway, who notes one in four children will be inappropriately touched by the time they reach 18. Her second book, Grandma Doesn’t Know My Name, tells the story of a young girl whose grandmother suffers from Alzheimer’s disease. Although her grandmother might not be able to recall her granddaughter’s name, readers are reassured the pair can still do fun things together, and the older woman’s love for the young girl remains the same. The 26-page book al-

so explains what Alzheimer’s disease is and that it’s not contagious. In the note to parents at the book’s beginning, Dr. Sandra E. Black, who holds the Brill Chair in neurology, department of medicine, Sunnybrook Health Sciences Centre and the University of Toronto, writes some 48 million people are affected by Alzheimer’s and other dementia, with more than nine million in North America alone - and those numbers are expected to double by 2030. "Grandma Doesn’t

Know My Name does a wonderful job helping children learn to accept these changes, even if they can’t understand them," she wrote. A photo of Shepherd’s parents, Siggy and Nancy Levy, are featured on the cover. Shepherd and 83year-old Nancy’s handprints are on the back, with Shepherd’s print shrunk to replicate that of a child. "My mother suffers from Alzheimer’s disease," Shepherd said. "She is an incredible human being. She was born happy and still has a smile. I love and miss her so much. They’re gone, but they’re still here." Both books, which were self-published and available on Amazon.ca, are written in rhyme. "It’s different and kids like it," she said. "When I was young, I loved books that rhymed. I would remember better when I heard it." Shepherd has two other children’s books in the works set for release next year, which deal with the loss of a pet and a young boy struggling with his sexuality. "I know someone is going to be healed through these books," she said. "That’s my only goal."

Our health care system can do better As proud as most Canadians are of their public health-care system many of us realize it could, with some effort, be even better. Alarmingly, a comprehensive new report from south of the border indicates the room for improvement and the need for it to happen are both enormous. After a study of 11 wealthy countries, Canada was awarded the dismal ranking of ninth place by the Commonwealth Fund, an American research foundation. Only France and, perhaps predictably, the United States finished lower than us. And when it came to people’s access to health care, Canada was judged the second worst in the developed world because of its lengthy waits for everything from primary care to emergency treatment, elective surgery and long-term care. Absorb those words: Second worst in the developed world. Maybe we have less to be proud of than our politicians tell us. The Commonwealth Fund report wasn’t dashed off on the back of an envelope after a morning meeting. It is an exhaustive compilation of information that comes from Commonwealth Fund surveys and groups such as the World Health Organization and Organization for Economic Co-operation and Development. The 11 countries were graded according to 72 measurements that were grouped into five categories: care process, access, administrative efficiency, equity and health-care outcomes. When it came to care process and administrative efficiency, Canada finished in sixth place or the middle of the pack. And there is comfort in knowing Canadians receive very good medical care — once they can finally get it. But in the category of health-care outcomes, we were ninth. Canada’s infant-mortality rate was 4.8 deaths for every 1,000 live births, the worst showing next to the U.S. Meanwhile, 16 per cent of Canadian adults reported having two of five common chronic conditions. Once again, only America was ranked lower. This study leaves many tough questions to be answered. One of the hardest is: Why don’t we get a bigger bang for our health-care bucks? While Canada spent the equivalent of 10 per cent of its gross domestic product on health care in 2014, it was dramatically outperformed by Britain, Australia, Norway and New Zealand, which all spent less. These countries were respectively ranked first, second and tied for fourth. How do they do it? For too long, Canadians have been content to favourably compare themselves with the Americans who grapple with an ultraexpensive, but problem-plagued, health-care system. It’s time to look at and learn from other countries such as Britain and Australia. It’s not necessarily how much you spend or how people pay that matters, it’s how you deliver that counts. Canada has a long way to go in what it delivers — a deficiency our federal and provincial leaders must fix.

Cop board stunt may be theatre, but outrage is real Desmond Cole did it again last week. The journalist-turnedactivist stopped the Toronto Police Services Board’s July 27 meeting dead in its tracks. Cole has a history of doing this to the Toronto Police Board, often in the company of other Black Lives Matter activists - on issues ranging from the police practice of carding black youth, to the placement of police officers in schools that also have more racialized student bodies than the average. He and the group stage protests outside, make their voices heard - often loudly in the board meeting - and more than once have caused the board to simply go into recess. This time, the board was ready -

leave, police charged him with trespassing. No question, the charge played into Cole’s very theatrical civil disobedience stunt. But while the stunt was theatrical, the outrage at the heart of it is real. On Dec. 28, 2016, 19-yearold Dafonte Miller was brutally beaten in Whitby, so badly that he is likely to lose an eye. Charged is Michael Theriault, a Toronto Police Service constable who was off-duty, along with his brother Chris. The two are alleged to have followed Miller, who is Black, after they saw him walking down their street in Whitby. The matter only came to the attention of the Special Investigations Unit seven months after the fact.

The Toronto Police Service for reasons that are unclear did not file the report; Miller’s lawyer Julian Falconer did. Why? For the moment, as it’s all before the courts and under investigation by Waterloo Regional Police, we can only guess. The only thing we do know that in an incident that reads like an account of a Jim-Crow-era lynching, a young Black man was badly beaten, and a Toronto Police constable has been charged, and a Black activist got himself charged, talking about it.

Maple Leaf Forever Tree plants roots at science centre Three years and 10,000 volunteer wood carving hours later, The Maple Leaf Forever Tree has planted its roots at the Ontario Science Centre. The eight-foot, handcarved wood sculpture created by the Ontario Wood Carvers Association was unveiled Wednesday, July 19 at the Don Mills Road and Eglinton Avenue site. The piece was made from part of the silver maple tree that inspired Alexander Muir’s 1867 song Maple Leaf Forever for Canada’s Confederation. According to legend, Muir wrote the song after he saw a

leaf fall from the silver maple tree in front of his cottage in the Toronto Beach’s Leslieville neighbourhood. The tree was knocked down during a strong wind storm on July 19, 2013, and only its lower trunk remained. The city decided to salvage part of it and distributed it to heritage groups and art organizations for more than 150 projects. The Maple Leaf Forever Tree features 35 hand-carved leaves, each depicting a historically-significant person, place or event in Toronto’s history. "It’s quite a moment," Tom Gallagher, president of

the Ontario Wood Carvers Association and lead carver on the project, said in a release. "That’s the work of 25 different people right there." Since July 2014, the group has been working on the science centre’s exhibit floor, volunteering their time for the craft. After three years of toolwielding and care, maple-leaf framed vignettes of Toronto’s history cover the trunk’s two metres, including life in Aboriginal long houses, Toronto’s first city hall, along with some well-known faces. "I’m dazzled that they chose mom," June Callwood’s daughter, Jesse

Frayne, said in a release regarding the carving of her mother. An activist and writer, Callwood penned numerous books, including one on the history of Canada. The significance of these carvings is not lost on the great-great-great-granddaughter of Muir. "It’s absolutely beautiful," Molly Meitin said in a release. "They did an amazing job of tying in a sense of community and a broader sense of history into one." The Maple Leaf Forever Tree is permanently displayed in Forest Lane at the science centre.

To support this service increase, Metrolinx is proposing the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; • Upgrades to existing structures within the corridor including bridges and culverts; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. The Process Metrolinx is assessing the environmental impacts of the Barrie Rail Corridor Expansion (BRCE) Project in accordance with the Transit Project Assessment Process (TPAP) as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act). As part of the TPAP, an Environmental Project Report (EPR) is being prepared and will be filed documenting any potential environmental effects and mitigation requirements of the Project.
