City council, not Augimeri, to pay legal expenses in wake of Cusimano complaint MIKE ADLER madler@insidetoronto.com Maria Augimeri won’t have to pay legal expenses for a complaint made against her by a political rival, and that makes some other Toronto councillors unhappy.

Janet Leiper, the city’s integrity commissioner, has found Augimeri breached the code of conduct for councillors with a remark about Gus Cusimano quoted in a February newspaper article.

On Tuesday, Leiper told council the facts weren’t in dispute, and that Augimeri made the apology Cusimano had requested.

“It had to be unqualified, and the councillor provided it,” Leiper said.

But Mayor Rob Ford and some other councillors weren’t satisfied with Leiper’s recommendation – which followed

city policy – that council pay Cusimano up to $5,000 for his legal costs.

“Councillors, if we make a mistake – including myself as mayor – should pay for it,” said the mayor, who introduced a motion asking Augimeri to do just that.

If council pays, the mayor said, “we have a shield in front of us saying, ‘Come and get me, but I’m going to use taxpayer’s money to protect myself.’”

Cusimano ran against Augimeri in her York Centre ward in 2010, losing by 89 votes.

Leiper’s report said an Italian-language newspaper published an article in print and online in which Augimeri referred to Cusimano as a “criminale.”

Cusimano does not have a criminal record, Leiper’s report said, adding after Cusimano lodged a complaint on March

24, Augimeri provided an apology and retraction to Cusimano for publication by the newspaper, calling her description of him “completely untrue.”

“I wish to retract the use of that word, and provide an unqualified apology to (Cusimano) for using it,” she said.

Leiper told council the newspaper did not publish the apology, and said Cusimano is the first complainant to ask the city to cover legal costs for such as complaint. She recommended council pay Cusimano’s “actual and reasonable costs” up to $5,000, as stated in the policy.

But Etobicoke North Councillor Doug Ford said approving council’s payment for what should be Augimeri’s expense would demonstrate nothing but where the current “political lines” are drawn on

council.

It would also set a precedent, he argued, encouraging councillors to think “we’re above the law” and “can call anyone names, knowing we’ve got the big taxpayers to cover our backs.”

The mayor was “falsely accused” during his term, and the Ford family had to pay legal costs as a result, Doug Ford added.

“We did not go hat in hand to the taxpayers even though we were right.”

Don Valley East Councillor Denzil Minnan-Wong said council cannot order Augimeri to pay the legal costs, but drawing the funds from her office budget is within the rules.

“I think the public is not happy that they are paying for Councillor Augimeri’s inappropriate comments,” he said, asking in a motion

that Augimeri comply with his suggestion, which he called a “symbolic slap on the wrist.”

Other council members, including John Parker, warned against changing city policy “on the fly.”

If the policy changed to require councillors to pay legal costs for complaints themselves, predicted Joe Mihevc, people “out to get us who have deep pockets” could lodge “vexatious complaints” against mistakes councillors make “in the heat of the moment.”

Though Mayor Ford argued it was irrelevant, Toronto Centre-Rosedale Councillor Kristyn Wong-Tam said the Fords in 2010 supported Cusimano, who is registered to run again against Augimeri, and have continued to campaign for him.

Council ultimately voted 30-4 to approve payment of Cusimano’s expenses.

The family of a missing 50-year-old woman believes she may be hiding in a North York park.

Catherine “Kit” Currie, a resident of the Dufferin Grove neighbourhood, was last seen at about noon Aug. 15 at Queen and Bathurst streets.

Longtime friend Mary Neumann said Currie left the area on her bike and seemed depressed.

“She’s never ever been missing before, so we have no sense of what happened to her,” Neumann said. “She’s a wonderful person. She really deserves to be found.”

Family and friends have mounted a poster and social

media campaign to locate Currie, an artist and life model. A $1,000 reward is being offered to anyone who finds her, Currie’s sister Jenny Currie-Roy said.

On Tuesday night, volunteers searching Serena Gundy Park near Eglinton Avenue and Leslie Street found a fire pit that they believed may have been Catherine ‘Kit’ assembled Currie

by Currie.

“I wanted to narrow things down to one wooded area, and this seems to be the place,”

Currie-Roy said. “Kit is a nature lover, she’s not likely to be wandering around the streets of Toronto. She’s very resourceful in the woods.”

There was also a credible sighting of Currie on Bayview Avenue south of Eglinton Avenue at about 1:15 p.m.

Saturday. A man said a woman who looked like Currie walked up to him and asked, “Can you spare some change. I need to get back to my family in Ottawa.” (Currie’s elderly parents and a brother live in Ottawa.)

“We have been postering up in that neighbourhood and doing our best to get more information out,” Neumann said.

Currie is white about fivefeet four-inches tall, 155

pounds with long reddish brown hair and brown eyes.

Her black hybrid bike has black fenders and a green milk crate on the back. A bike matching the description was recently found in downtown Toronto; it’s not yet known if the bike is in fact Currie’s.

“She usually wears a very distinctive necklace,” said Currie-Roy, noting her sister is an animal lover, an environmentalist and very spiritual.

About 20 people have been heavily involved in the search with dozens more volunteering for an hour or two.

Neumann said Currie had a breakdown about two years ago but she reached out to friends at the time and got better. “She did become paranoid, so we’re a bit con-

cerned she might have had another episode,” Neumann said. “Her son was worried that she’d been hearing voices and told her she had to go to the doctor the day before she went missing.”

Currie-Roy said she’s convinced her sister is dealing with a mental health issue.

“There’s no way she wouldn’t be calling home after all these days and not feeding her cat and not being in contact with her son. She would never do this to us.”

n this week’s papers and online (http://bit. ly/1pCC7MZ), we take a look at nine key municipal ward races to watch this municipal election year, but truth be told every ward across the city is an important one to watch.

There are ward races with high-profile name recognition (Michael Ford, nephew of mayor Rob and councillor Doug, in Ward 2), some with no incumbent (Ward 20 and 39 with the departures of Adam Vaughan and Mike Del Grande, respectively) and then there are rematches (like in York Centre’s Ward 9, for example).

And for those few weeks leading up to election day, it is the responsibility of every Torontonian to ask their local candidates important questions about themselves, and what they plan to do for the ward. Because, after all, it’s what happens in your ward that impacts you the most every single day.

Transit, development, safety, green space, visioning studies, the list of issues that could potentially impact one or every ward across the city are many. But what’s key to your neighbourhood, your ward may not be the same as the ward next door. That’s why it’s important to not be too distracted by what’s happening elsewhere in this municipal race. Keep your eye on the local prize.

The race to become mayor is always the hot-button topic, and the one that gets more play in the papers, but the mayor is only one vote on city council – no different than your local councillor. The administration’s vision may come from the mayor, but when it comes to voting, each councillor’s vote counts.

Councillors will fight for what is good for their ward; they will raise issues the city needs to hear; and they should speak on behalf of their constituents. Make sure they do, and that you keep them accountable after they take office.

Your back-to-school questions answered

Q.

My daughter is entering Grade 1, her first day of school. The tension is palpable. I’m anticipating a very emotional response after we hug and say goodbye. Any suggestions on how to deal with it? Sleepless in Scarborough.

A. Just one. Don’t fret about the inevitable. It’s not unusual for moms to have a serious case of the sniffles the whole first week. But you’ll get over it eventually.

Q. My son is on the verge of being a fifth grader, a group often referred to as being the smartest around. If this goes to his head he could be a real handful this year. How does a father keep him humble?

A. Remind him who gives him his allowance.

Q. Why don’t their pencils come sharpened?

A. I wouldn’t sweat the small stuff. Just be thankful crayons arrive ready to use. Imagine how much time you’d have to spend if

Q Retailers are bombarding parents with ads for “essential” back-to-school supplies as Sept. 2 draws near. When it comes to school stuff just what is the actual definition of “essential” anyhow?

A. Basically, whatever their friends have got.

Q. Are there any guidelines you can pass along to children regarding bedtimes during the school year?

Researching in Rosedale.

A. Definitely. Bedtime hours are inconsistent in the summer which throws household scheduling out of kilter. This won’t work during school season. It is imperative to have the same bedtime every night in order to be refreshed and raring to go each school day. That being said, the experts all agree that kids should make absolutely sure to tuck mom and dad in

Q. Any advice for extraneous internet usage? All ears in Etobicoke.

A. It has to be curtailed, while school is on, plain and simple. So dad, you’re going to have to drop out of your on-line Texas Hold ‘Em poker League. When it comes to keeping on top of your kids study habits, you have to be “all- in” 24-7.

Q. Just wondering, what was your favourite subject when you were in public school? Curious in the City Centre.

A. That’s easy: recess. Still is, today, in fact. I’m taking a night school course in recess as we speak, just to keep up with the times.

Q. Did you have a favourite school text? Digging on the Danforth.

A. We didn’t have cyberspace back then, but if we did it would definitely have been a tweet from Mark who sat near me. He really cracked me up.

Q. My twins are in Grade 3 and I asked them if they had a strategy to keep track of

homework and they giggled in unison, “Not to worry Mom, there’s an app for that.”

I asked how they planned to keep up with special assignments and again they replied, “There’s an app for that.”

What about keeping up to date with school functions?

“There’s an app for that.” And school holidays? “There’s an app for that.” And so on.

School doesn’t start until next week and I’m already worn out hearing about apps. My question is, when it comes to trying to deal with this mania: “Is there’s an app for that?”

Bemused in the Beaches.

A. Yes, of course. But in this case there’s something way better than an app. With all due respect to the so-called panacea for everything, when it comes to exhaustion, especially when it is borne of frustration, the best advice you can give anybody is: there’s a nap for that.

KickStart, now in its third year, is a free eight week soccer program in 15 Toronto Community Housing communities across the city.

The program, open to youths aged six to 12, aims to build soccer skills, self-esteem, fair play and leadership in the 300 youngsters taking part this year.

Last year, 12 Toronto Community Housing communities were involved with KickStart, and this year three more communities have been added.

Coaches from the communities were trained by professional soccer players, and the idea is to run KickStart in each community for eight weeks.

Two practices are held each week, along with one game on Saturdays.

Games are played at Baycrest Park on Neptune Drive in the west end, and the east end at Glen Ravine Park on Glider Drive.

Tayven, who has participated in KickStart since it began three years ago, said he’s been playing soccer since kindergarten and though he’s “really good” at the sport, the 11-year-old has learned better dribbling skills through the program.

And there was one more signature he hoped to add to his shirt - that of star striker Jermain Defoe, who drew loud cheers from the young crowd gathered inside The Hangar.

Defoe told them he’s living his dream of playing soccer, stressing the importance of enjoying what you’re doing.

The Toronto FC players ran drills and helped the budding soccer stars with technique, taking time to sign autographs for the star struck youth.

Shevon Thompson, KickStart coordinator with Toronto Community Housing, said the program offers young people an alternative to just hanging out.

“We saw the direction the program was going in and growing in popularity,” he said of the additional communities. “We were initially going to expand to 20 sites, but that was too much of a leap.”

KickStart is offered in seven east and seven west Toronto Community Housing sites, along with a central location of Regent Park, he said.

Lenna Bradburn, vice president of resident and community services for Toronto Community Housing, said program benefits are plentiful for both the kids and the coach volunteers.

“It’s a great example of what partnerships can do,” she said.

Toronto councillors say no to election sign restrictions Toronto councillors have refused to support a call to restrict posting of campaign signs to a two-week period, with several saying it was like changing the rules of a game in progress.

Election signs can be posted in Toronto 25 days before the vote, or in provincial and federal campaigns immediately after the writ is dropped.

City staff had recommended all elections, including the next city vote on Oct. 27, have a three-week sign period, which a council committee last week cut to 14 days.

“It’s a valid debate and we can have that debate at the appropriate time,” said St. Paul’s Councillor Josh Matlow, who on Monday proposed holding off decisions on the issue until next year.

Tracey Cook, director of the city’s Municipal Licensing and Standards Division, said her staff spent more than $200,000 during the 2010 municipal campaign responding to almost 1,000 complaints about illegal signs and storing candidates’s signs. MLS had also proposed replacing the $250 deposit collected from candidates who post signs with a non-refundable fee.

That fee – reduced by the committee to $125 per candidate – would at least get back part of the money the city spends on election signs, and would eliminate the need under a deposit system for invoicing and waivers, allowing MLS staff to concentrate on the signs affecting public safety, Cook said.

For 2010, the period for posting campaign signs was cut to 21 days due to a religious festival. After an election ends, candidates have 72 hours to remove their signs or face a penalty.

Some councillors thought changing rules after Jan. 2, the day candidates started to register for this fall’s vote, wasn’t fair.

It’s “moving the goal posts” during the game,” Mary-Margaret McMahon argued.

“It favours incumbents to shorten the time period,” added the Beaches-East York councillor, who also said she believes a nonrefundable sign fee is unfair.

Scarborough Centre Councillor Glenn De Baeremaeker, who moved the 14-day motion in the city’s licensing and standards committee last week, said after hearing the debate and reading a confidential legal opinion from staff, he would support keeping the status quo on the sign period.

But he argued councillors should approve other recommended changes he said would close loop-

holes in the sign-posting rules “that allow people to cheat and ignore our bylaws.”

York West Councillor Anthony Perruzza said candidates are the only people who care about election signs, while other residents “dislike the clutter.”

But Perruzza also supported

Matlow’s motion to refer the proposals to the same licensing committee in the second quarter of 2015.

Calling for end of public road blockages for condo construction A city councillor’s bid to raise fees for builders who block public streets or sidewalks for construction will have to wait until next year.

Last week, Josh Matlow argued blocking part of a public road to build a condominium is an unfair, congestion-causing practice that should end in Toronto.

He said developers pay the city an upfront fee only $500 and “very

minimal” monthly amount thereafter for each cubic square metre they occupy.

Matlow and John Filion, a North York councillor whose ward sees plenty of condo construction, proposed a city council motion calling for an investigation on whether this practice can end.

If there are situations where construction must block a lane or

sidewalk, Matlow said he wants the city to charge higher fees, and as added incentive, escalating the charges after each month the public area stays closed.

On Tuesday, however, the motion didn’t get the two-thirds vote it needed to avoid being referred to a city committee after a new council takes office in December.

That same family waited at the gate when she returned this year with the two Seneca students as well as a recent graduate working at Yes I Can Nursery School in North York, which MacDougall operates.

“It felt a little bit like coming home,” added MacDougall, noting the host family was so hospitable that they left their keys to the house and to the truck even when they went away on vacation.

MacDougall didn’t come emptyhanded, bringing toys and books for the local youth, which were donated by parents of the children who attend Yes I Can. They also helped set up programming for the Early Learning Centre in a community that’s been wrestling with such issues as poverty and unemployment.

“They want to have a rich life in their community. They don’t want to leave their community,” MacDougall said. “Early learning is key, it’s critical. There’s no reason people on the reserve shouldn’t have the same opportunity.”

Gay, who is also entering her second year in the early childhood education program at Seneca, said she learned a lot from the trip.

“People don’t learn the same way,” said Gay, adding they wanted to teach some helpful strategies learned back home while still respecting the culture and diversity that exists in Big Trout Lake.

“We learned mutually from this experience.”

Extracurricular activities need not involve sports Rare is the child today who returns home immediately after school. Many schoolaged children now have busier schedules than their parents. Involvement in an extracurricular activity can help kids make friends while they learn about responsibility. Some extracurricular activities even allow kids to apply lessons learned in the classroom in real-world situations.

Many students play a sport as their extracurricular activity, which can make it easy for parents to encourage their youngsters to go out for a school team.

But not all youngsters want to play sports, and even those who do might not be able to make a team. But lacking the desire or talent to compete in high school sports does not mean students cannot participate in extracurricular activities. The following are a handful of extracurricular activities that can benefit students even if they don’t require them to lace up their cleats.

• Volunteering - Volunteering is a great

way for school-aged kids to spend some of their free time. Student volunteers can often pick when they want to perform service, and that can make it easier on kids who want to focus on their performance in the classroom. For example, students can focus on their studies on weekdays and volunteer on the weekends. Many organizations, from animal shelters to hospitals, accept student volunteers, who can learn about the benefits of helping others and the importance of making a positive impact in their communities.

• Music - Some youngsters might not know the difference between a first down or the first inning. But many kids who are not inclined to play sports may be inclined to play a musical instrument. And some kids are inclined to play both a sport and try their hand at music. In addition to giving kids a creative outlet, music may even ben-

efit them in the classroom. Students involved in music programs though elementary and high school perform significantly better in mathematics by grade 12 than those who do not.

• Working - Many students live in communities that allow them to work once they reach high school age.

Police: Condo fraud case involves millions A lawyer who allegedly swindled condo buyers out of millions of dollars in deposits after a building planned for North York was cancelled by the developer has been arrested.

Police said the lawyer completed purchase-and-sale agreements for pre-construction condominiums at 5220 Yonge St., in between Finch and Sheppard avenues, while

acting on behalf of Centrust Development Group.

The purchasers provided the lawyer with deposit cheques for the purchased condominium units, pending the completion of the project, police said, adding the project was cancelled and the lawyer did not return money back to the would-be buyers.

York Centre: centre of attention Ward race has six candidates registered... Augimeri facing same challenger who nearly knocked her off in 2010... Downsview Park mentioned as a key issue

FANNIE SUNSHINE fsunshine@insidetoronto.com In what was the narrowest of victories in the 2010 municipal election, veteran politician Maria Augimeri managed to hold on to Ward 9 by a mere 89 votes, barely escaping defeat by Mayor Rob Ford-backed businessman Gus Cusimano.

While both Augimer i and Cusimano appear confident they will stand victorious once the votes are tallied from the Oct. 27 municipal election, constituents can only wait and see if the councillor who has represented them for 30 years will remain, or if there will be a new face on council.

“I’m tired of the nonsense, not my constituents,” Augimeri said when asked if she was tuckered out after three decades in office. “I love city building.”

The “over development” of Downsview Park has constituents, who anticipated the site to be parkland, very upset, she said.

The former military base at Keele Street and Sheppard Avenue is slated for 10,000 units of development after the Ontario Municipal Board approved plans in 2011.

Crown land company Canada Lands Co., which took control of the 232-hectare park in 2012, will not be handing over control of Downsview Park to Toronto, despite calls from Augimeri to do so. “(Residents) were promised a park, not 10,000 units on one parcel of land,” she said. “That’s absurd. Our infrastructure can’t take it.”

Though she came close to losing her job four years ago, Augimeri isn’t concerned history will repeat itself - or leave her unemployed this time around.

CLOSE RESULT That October election night was so intense, Cusimano’s co-campaign manager had his hand glued to the phone, waiting for word from the scrutineers, which came just before midnight.

At one point early in the evening, television stations declared Cusimano the winner, but before he could celebrate Augimeri’s numbers were back up. With one poll left to count, Augimeri was in the lead by a mere 23 votes.

On the ballot

Several candidates have pointed out Cusimano, like Augimeri, does not live in the ward, though he said it hasn’t been an issue at the doors.

“The issue is whether or not you can get the job done,” he said, adding he’s moved from Willowdale and lives in Toronto, declining to say exactly where. “I was born (in Ward 9), raised, educated, I was asked by the community to run there. I know every street in Downsview.”

Augimeri, who said she lived in the ward before the boundaries were divided in 2000, resides just south of the area she represents.

Danny Quattrociocchi believes it’s time for new leadership in the ward he’s called home for 40 years.

“I’m tired of the shenanigans going on at City Hall, making our city look like a circus,” he said. “It’s not just (Mayor) Rob Ford, it’s a lot of councillors. Maria Augimeri is too complacent. I’ve been here the whole time Maria’s been in power and her leadership is weak.”

Issues in the ward include developing Downsview Park, which residents would like to keep as green space, traffic along major roadways, crime, and slow TTC buses, Quattrociocchi said.

If elected he would set up neighbourhood watches, focus on combating youth unemployment to keep young people off the streets, and make sure Downsview Park becomes a responsible community development, said the retail consulting business owner.

Ances Hercules decided to run because it’s time for a fresh start in the ward she calls home, she said.

“We need someone with new ideas and solid solutions to the issues we have,” she said, noting public transit and community safety as top concerns.

“Maria won the last election by 89 votes and that shows the community wants change,” said the lab technician and mother of three.

“I am offering a strong voice and proactive support.”

To help ease TTC bus bunching, Hercules said she would like to see more distance in between buses, or bring in double decker buses. She would also like to see speed bumps installed on streets near schools, and area residents hired for the new Humber River Regional Hospital set to open next year at Keele Street and Hwy 401. She would also initiate a program for TTC commuters during winter months to pay their fares at stations, rather than on the bus, if correct change is not available.

She realizes many residents would like Downsview Park to remain green, but Hercules, who is for development, said there must be an even balance between the two.

Though Anthony Fernando respects Augimeri and considers her a friend, he believes results from the 2010 municipal election were meant as a message for change.

“People voted for (Cusimano) because they just wanted Maria out,” he said.

Fernando, who founded the Downsview Residents Association and currently runs a public affairs consulting business, said the main issues facing the ward centre on traffic, Downsview Park, and safety.

“We need to invest in infrastructure,” he said.

Fernando, who believes development is key in attracting desired businesses to the neighbourhood, said he would implement the Neighbourhood Watch program to help deter crime and work to improve TTC bus performance to avoid bunching.

“Ward 9 is a three horse race between the incumbent and two bald guys to choose from, one of whom lives in the ward at Keele and Wilson,” he said.

Also running is Wilson Basantes, who as of The Mirror’s deadline did not make contact information public through the city’s election website.

Ward 2: Etobicoke North

W

ard 2 - Etobicoke North is the race to watch to see if name recognition is all it takes to get a seat on city council. Polls indicate that twentysomething, Humber College student Michael Ford, nephew to Rob and Doug, leads the race, with Rexdale native and financial planner Andray Domise coming in second. Dr. Lorne Bozinoff, president of Forum Research says name recognition, however, only goes so far. The Ford brand isn’t untarnished and Michael Ford has kept a low profile so far in the election, with his uncle Doug saying there’s no reason for him to speak to reporters. In order to beat the Ford brand in north Etobicoke, pundits say candidates need to do a “huge amount of grassroots, streetlevel, door-to-door canvassing” to get their own name out there.

Ward 12: York South-Weston

T

hree candidates have so far signed up to run in Ward 12 - York South Weston in the upcoming 2014 municipal election on Oct. 27.

Longtime incumbent Frank Di Giorgio is running again in the riding he’s served in since 2000. Before the city’s amalgamation, Di Giorgio was a North York councillor first elected in 1985.

It will be Nick Dominelli’s third time running for Ward 12, finishing second both in 2010 and 2006 by less than 500 and 2,300 votes, respectively.

Lekan Olawoye, who’s built a strong local profile as executive director of For Youth Initiative for the past six years, will also be on the ballot to represent Ward 12.

Ward 17: Davenport

Ward 18: Davenport

Ward 20: Trinity-Spadina

I

t’s the third matchup for municipal candidates Cesar Palacio and Alejandra Bravo in Ward 17 - Davenport, who faced off against one another in 2003 and 2006. The last time around, Palacio won with only a couple hundred votes ahead of Bravo. The incumbent says he’s running on his track record and experience, citing his advocacy for fiscal responsibility and neighbourhood revitalization. Bravo, on the other hand, feels the ward needs a change and thinks Palacio’s close alignment with Rob Ford is detrimental to the constituents of Ward 17. She’s mostly concerned about creating jobs and expanding transit.

he ward’s current councillor, Ana Bailão, has been leading the charge in Ward 18 for the past four years and will battle it out with a set of new candidates this year.

In the last municipal election, Bailão defeated her closest rival for council, Kevin Beaulieu, by 1,366 votes. Of the 10 registered candidates so far, nine are candidates who didn’t run in the 2010 municipal election.

Issues surrounding development, transportation, and green space are key in the ward.

Ward 18 is known to have a high Portuguese population according to the 2011 Canadian Household Survey, which plays well for Bailão, who is Portugeuse. However, the riding is changing quickly, and the average household income is growing.

Located just west of the downtown core, Ward 18 runs from Dovercourt Road to Dundas Street West, north to Dupont Street, with its most southern point at King Street West, Davenport is a vibrant area of the city.

he race for Ward 26 - Don Valley West features four registered candidates so far, and a re-match between two candidates who finished just over 400 votes apart in 2010.

The ward includes the neighbourhoods of Leaside, Thorncliffe Park, Flemingdon Heights and Wynford and takes in parts of East York and North York.

Registered to run are incumbent John Parker, who has held the seat since 2006, and challengers Jon Burnside, Ishrath Velshi and David Sparrow.

In the 2010 election, Parker beat Burnside by 415 votes.

Prior to being elected ward councillor in 2006, Parker, a lawyer, was MPP for the York East area from 1995 to 1999. Burnside is a former Toronto police officer, who has been involved in the ward through both his job and coaching youth sports.

Velshi has served as executive assistant to Parker at city hall, and most recently as executive assistant to Ward 34 Don Valley East Councillor Denzil Minnan-Wong.

Sparrow is a longtime resident and president of the Alliance of Canadian Cinema Television and Radio Artists (ACTRA).

ard 30 - Toronto-Danforth is going through a period of significant change and its next representative will need to both be able to mitigate those changes and the impacts they’ll undoubtedly have on the ward, while juggling the expectations and demands of city hall.

Improving transit both in Toronto-Danforth and the city as a whole as well as finding the best balance when it comes to development pressures are key election issues this time around in Ward 30.

This election race promises to be an exciting one this time as three-time incumbent Paula Fletcher is running for a fourth term.

She won the last election in 2010 by just 259 votes against television personality, Liz West.

West is also running again.

Jane Farrow, a journalist, former executive assistant to Ward 32 councillor Mary-Margaret McMahon and founding director of Jane’s Walk, is also trying her hand at representing Ward 30 as is Dan Trayes, Francis Russell, Kim Diep and Mark Borden.

ith former councillor Adam Vaughan leaving the municipal scene to join the Liberal Party of Canada as MP for TrinitySpadina, the race for the council seat in Ward 20 has attracted a full slate of candidates.

The ward is one of the city’s most diverse in terms of neighbourhoods, from the artsy, primarily low-rise Annex community to a growing number of highrise condominiums downtown.

It has seen its share of change in recent years, including an overhaul of the entertainment district, massive condo development and the rapidly redeveloping waterfront.

Other issues that have captured the public’s attention include a proposal for a weatherproof dome at Central Tech, a proposal to build a Walmart near Kensington Market – which led to extensive community consultation on stronger development controls along Bathurst Street, and the fight over the expansion of the Toronto Island Airport.

Whoever wins the election race will have their hands full representing their constituents’ disparate wants.

ith the decision by veteran incumbent councillor Mike Del Grande to step down earlier this year, the race for the Ward 39 Scarborough-Agincourt council seat features a number of high-profile candidates.

Running for the seat are Christopher Blueman, Cozette Giannini, Clayton Jones, Jim Karygiannis, Franco Ng and Patricia Sinclair.

Collectively, the candidates have deep community roots and a wealth of political experience.

Karygiannis served as the area’s MP for more than 25 years before resigning his federal seat earlier this year Blueman, who grew up in the area, served four years as a councillor in Sundridge, Ont., before moving back to Scarborough.

Sinclair has been actively involved in numerous city issues, mostly related to transit service in Scarborough.

Ng worked as an assistant in Councillor Del Grande’s office.

Worker recovering after fall A construction worker is recovering after falling from a second-floor balcony at a North York school Monday.

The incident happened at Hillcrest Progressive School at 59 Plymbridge Rd. near Yonge Street and York Mills Road at 11:48 a.m. on Monday, Aug. 25.

Police said the worker, who is in his 30s, fell about four metres.

A Toronto EMS spokesperson said paramedics stabilized the victim and took him to Sunnybrook trauma centre in serious but non-lifethreatening condition.

Wilfred Akiwenzie, 30, of Toronto, was arrested Sunday and charged with seven counts of arson.

The residential buildings would contain 474 units containing 800 beds for students.

The city is also in the midst of processing the York University Southwest Precinct Plan, which includes a proposed vision and framework to guide future development within the southwest precinct of the university, according to a planning report to North York Community Council earlier this month.

Pennachetti faced turbulent times

S

ix years ago, Joseph Pennachetti came to the job of Toronto city manager abruptly and definitively. David Miller, mayor at the time, stepped out of his office to talk to reporters about the departure of Shirley Hoy. Scarcely after thanking Hoy for her service, Miller announced that Pennachetti – Toronto’s chief financial officer – would be Hoy’s replacement. There were some formalities to be observed: Toronto Council had to vote on the matter.

But Miller said that council would do so, and, speaking as a mayor at the height of his influence, he was right. Pennachetti stepped into the city’s top job easily, in a smooth transition in the middle of a term, with a mayor who had confidence in him.

Pennachetti ran a smooth bureaucracy even through the somewhat rougher transition to a very different mayor in Rob Ford, and the tumultuous years of his term as mayor – through a time when it was unclear that there was anyone in charge politically.

It’s hard to imagine

david nickle the city another bureaucrat being able to manage something like that as gracefully as Pennachetti – which is why the timing of his departure, to fall between the Oct. 27 municipal election and the convening of the new council – is such a gift.

Deciding who the new city manager is will, as a result, be among the first orders of business for the 2014-2018 council and mayor. As such, it will give council and the mayor in particular, the opportunity to choose a city manager who will mesh well with the political mandate that Torontonians will have granted.

It’s a lot to ask of a brandnew council, which will have a number of greenhorn councillors blinking in the light and possibly a brand-new mayor who’s never done this kind of thing before. But a sympatico city manager will be essential for the job ahead.

Because it’s going to be a tough job, one way or another.

At the end of this year’s budget deliberations, Pennachetti warned council that in coming years it will have little choice but to raise property taxes at rates higher than the rate of inflation. Pennachetti said the bureaucracy has cut as much as it can without affecting core services.

Tax increases or other new sources of revenue are going to be the rule, to keep the city functioning.

There will be more pressures as well. At some point, the real estate market in Toronto is going to slip, and when that happens, the city’s lucrative land transfer tax is going to start to dry up. If certain mayoral candidates prevail, taxpayers will also have to finance a costly subway through annual property tax levies.

Council will be responsible for all this. They will need a bureaucrat that understands their mandate, understands city finance and gets the value of public service. And as Pennachetti will be otherwise occupied, the sooner they find a replacement the better.

A TTC board member is imploring city council to quickly approve a planned bus garage on TTC-owned land near Kennedy Road and McNicoll Avenue.

Josh Colle’s motion asks council put aside an unexpected decision by the city’s planning and growth management committee earlier this month to defer consideration of the bus garage plan until 2015, and instead approve the project’s environmental report and send it the province for further consideration.

There’s been longtime opposition to the plan from local residents fearful of traffic and other impacts, Council is scheduled to debate the matter at its meeting this week. video on new streetcars wTTC

The TTC has released its full schedule of weekend subway closures planned for the remainder of the year.

Multi-day closures of parts of the subway system have become the norm for riders over 2014 as the TTC undertakes renovations to its aging infrastructure which has included upgrading its signalling system.

From Sept. 6-7, the TTC will close the Yonge line between Bloor and Lawrence stations, followed by two successive Yonge line shutdowns on consecutive weekends in October.

wall artists sought wNoise A city art program is looking for submissions to create an art project for segments of a future “noise wall” along the Georgetown South rail corridor.

Along with Metrolinx the StreetART initiative, also known as StART, is holding a competition to find visual artists to conceive designs for three noise walls to be located in the city’s west-end.

Submissions must reflect the character of the neighbourhoods they’ll be in and the finished art will be maintained for at least five years, the group said in a statement.

Artists have until Sept.

22 to submit proposals for the project which has a budget of up to $159,000.
