at and Amatore De Sario’s house is hard to miss. First, there are the thousands of bright lights that adorn the Benjamin Boake Trail home.

And secondly, large inflatable decorations such as Mickey and Minnie Mouse and Snoopy can be found on the lawn and roof. For the past 13 years, the family’s home has lit up for the Christmas season, which serves as a fundraiser for The Hospital for Sick Children. The De Sarios spent time at the downtown hospital after their daughter was diagnosed with juvenile diabetes years ago. After a month of preparation, the lights were turned on Nov. 25

and will shut off Jan. 6, Pat said, adding the house is lit up at 5:30 p.m. “We started getting everything ready at Thanksgiving,” she said. “It takes 150 hours.” While new additions are added every year – such as Charlie Brown and a pair of penguins – the De Sarios reuse the same decorations year after year, just in different locations, she said. “I don’t like it being the same all the time,” Pat said. “I change the design of it. People don’t want

to see the same thing.” The family puts out a collection box and has raised $80,000 for SickKids, she said, adding last year $16,000 was donated. The impressive display draws not only nearby residents to check out the site, but folks from outside the city, Pat said. “Last week we had the lights on and then shut them off,” she recalled. “A couple rang the doorbell and said they had come from Richmond Hill and can we please turn them on. So I did.”

The Grade 3 St. Bernard Catholic School students sat attentively on the gymnasium floor, glued to the anti-bullying message brought by members of the leadership class at Chaminade College School. The presentation at the Jane Street and Lawrence Avenue school Tuesday was held in partnership with Louise Russo’s Working Against Violence Everyday (W.A.V.E.) program, which centres around the principles of respect, responsibility and role of leadership in reducing violence in schools and communities. Russo, an innocent bystander inside California Sandwiches at Sheppard Avenue and Chesswood Drive, was left paralyzed in 2004 after a bullet from a botched mob hit entered her spine. With a breathing exercise kicking off the workshop, students were asked to describe how they would feel if no one greeted them that week or showed acts of kindness. They were then asked to use words to describe physical, verbal/emotional and cyber bullying, which were then written on large pieces of paper taped to the wall. Don Valley East Councillor Shelley Carroll, who said last week she will run for mayor if there is a byelection to replace Mayor Rob Ford, is appealing to her constituents to attend a town hall meeting to discuss next year’s city budget. Residents need to speak up soon if they want to have any influence over the budget’s bottom line to be adopted by council, she said. “This year’s proposed budget, although a major undertaking as in any other year, is being carried out extremely fast with little chance for input from you,” Carroll said in a statement. “Because the current budget chair (Scarborough-Agincourt Councillor Mike Del Grande) insists on bringing both the capital expenditures and the operating budget forward at the same time, there will likely

be superficial consideration of the budget. That is why I need your help.” Capital expenditures are items like building roads and arenas. The operating budget covers the services the city provides such as policing and recreational programs. Carroll said she’s concerned the budget could result in reductions in fire, emergency medical and even police services. The town hall meeting will be held Thursday, Dec. 13 at 7 p.m. at St. Timothy Catholic School, 25 Rochelle Cr., northeast of Sheppard Avenue and Shaughnessy Boulevard. Residents want action on body rub bylaws FANNIE SUNSHINE fsunshine@insidetoronto.com Residents angry with a neighbourhood business they say operates as an illegal massage parlour called on their councillor to fix the city’s body rub and holistic centre bylaws. Some 50 residents came out to a meeting Monday at William Lyon Mackenzie Collegiate Institute with York Centre Councillor James Pasternak, 32 Division officers and the acting manager of the city’s municipal licensing and standards department. Attendees directed their concern and anger towards one particular business that opened in May near Wilson Heights Boulevard and Sheppard Avenue, noting it’s close to a daycare and a high school and in a residential

neighbourhood away from a main street. Those who spoke said they don’t have issues with those types of businesses in general, but they should be in industrial areas and away from residential neighbourhoods. “I don’t think our goal is to shut down all the massage parlours in North York,” said meeting co-organizer Rebecca, who didn’t want her last name published. “It is encroaching on our neighbourhood. I have to walk my four and two-yearold daughters in front of it. How can something that’s so clearly an adult entertainment spa move in within three minutes of a high school? We’re not going to stand for something so blatantly sexual in our neighbourhood.” Richard Mucha, acting

manager of the city’s licensing enforcement and licensing services, walked attendees through the license application process and when businesses can be charged with bylaw infractions. The business in question is licensed as a holistic centre and is one of 424 in Toronto. There are 25 licensed body rub parlours, Mucha said. Created in 1998, the holistic centre bylaw is geared toward shiatsu, reiki, and reflexology services and was conceived after practitioners put pressure on the city to separate their businesses from body rub parlours, Mucha said. “Things have not gone so well,” he said, adding the city plans to revisit the bylaw in 2013. Licensing requirements are fairly specific and if a business

meets them, there is little the city can do to deny a license, he said. Holistic centre applicants go through a criminal background check and the license must meet the zoning bylaw for that area, Mucha said, adding the applicant must also be a member of the 30 or so certified or accredited holistic associations recognized in the bylaw. There is not a mechanism currently in place to decertify an association. “Except for a criminal record or land use that is not permitted (zoning) or outstanding fines, we must give a license,” he said. It’s not uncommon for operators of businesses charged with bylaw infractions to shut down before the case can be heard in court, which can be a slow process, he said, adding

investigations are conducted on a complaints basis. Det. Const. Kevin Georgopoulos of 32 Division’s plainclothes office, one of two officers assigned to inspect body rub parlours and holistic centres in the division, said catching businesses in the act of law breaking is “very, very difficult.” The officer and his partner have conducted five inspections of the business in question and have not found any infractions, he said. “There is no reason to believe anything illegal is going on,” he said, adding inspections focus on underage prostitution, pimping and drugs. The laws of keeping a common bawdy house are currently up in the air following an Ontario court of

appeal ruling last year stating it unconstitutional, so officers are not specifically looking for sexual encounters. While one resident’s suggestion of holding a peaceful demonstration out front of the business with signs was met with enthusiastic applause, one man disagreed. “I don’t think vigilantism is good in any community,” he said. “The thing that worries me is, are the women in there being abused? Is the business related to organized crime?” Officers assured residents they don’t believe the business poses a risk to the community. Calling it a “flimsy bylaw”, Pasternak promised to look into amending it. “I assure you, we are not the only community in the city that has this problem,” he said.

his week’s announcement by the Canadian Olympic Committee (COC) that it will be boosting funding levels for athletes in advance of the 2015 Pan Am/Parapan Games, which will be held in Toronto, is a confirmation these games will feature the best athletes from Canada and other participating countries. our view The COC is devoting $2.6 million of a $100-million commitShare in the ment to high-performance sport Pan Am Games in order to allow our athletes to focus on their training as they excitement gear up for the 2015 games. While we won only one gold medal at the London 2012 Olympics, we still finished with a total medal count of 18 for a 36th place overall finish. At the London Paralympics, we were 20th overall with a total of 31 medals including seven golds. When Canada last hosted the Pan Am Games, in Winnipeg in 1999, we finished third overall behind the United States and Cuba with a total of 64 golds, 52 silvers and 80 bronzes. Canada will be aiming for first at Toronto 2015 as this week’s funding announcement proves. It also sends a message to the other 42 participating countries about the quality of competition. They will have to send their best. And we need to show them our best – not just in competition, but in how we host these games. Toronto residents have every reason to start getting excited about the Pan Am Games, and that’s especially true in communities such as Etobicoke, North York and Scarborough where a number of high-profile events will be taking place. The aquatic centre being built beside the University of Toronto Scarborough campus will be home to not only swimming and diving, but the field house will host Parapan volleyball and fencing. York University in North York will host the prestigious track and field events at a new stadium. The Etobicoke Pan Am hub will be centred around the Etobicoke Olympium and Centennial Park and will be home to BMX cycling, archery and bowling events, along with also serving as a swimming training centre. Residents in these areas can share in the Pan Am excitement by not only attending events in their neighbourhood, but also by volunteering to help at their local venues. To the editor: I would deduce that Clayton Ruby’s victory in dislocating Mayor Rob Ford from city hall has outraged hard-working, taxpaying Torontonians like myself who welcomed Ford’s prudence after the excesses of the David Miller years. Should Rob Ford lose his appeal I only hope for the sake our city that Doug Holyday or Doug Ford will fill the void, shielding Toronto from regressing back to the Miller-era days, which elected to support union jobs rather than go with the most cost-efficient TTC streetcars and subway train replacements at the expense of the taxpayers and who gave us the abhorred land-transfer tax that has hindered real estate transactions. Ford’s outburst at Vaughan just venting W

hat was that about? Toronto Council’s last meeting, already distracted by a judgment against Mayor Rob Ford, descended into chaos as the mayor and his brother accused Councillor Adam Vaughan of a “shakedown” on a development proposal near Queen Street and University Avenue. At stake was Vaughan’s request that council authorize approval of a 24-storey mixed-use building against the advice of city staff, in return for changes to the building plus $1 million for affordable housing and streetscape improvements. Perhaps the rage was due to the mayor’s frustration because he lost at court earlier in the week. Maybe it was anger at the prospect of an agreement contrary to the recommendations of staff. Or was the outburst

because the mayor thought the city would be abusing its regulatory powers? Whatever the mayor’s opinion, Vaughan was on solid ground making his request. Under Section 37 of the Planning Act, the city has the authority to accept benefits in return for approving projects that do not meet municipal standards. From small beginnings about a decade ago, these agreements are now common. Large projects sometimes include more than $3,000 per residential unit for this fee, and the city has raised more than $150 million

from Section 37 benefits. While the city has authority to enter into these agreements, a citywide rate would be struck down as an illegal tax, so each project must be individually assessed. A rule of thumb, whereby developers pay 20 per cent of the revenue from increased density, is widely discussed but not endorsed by tribunals or the courts. While individual assessments allow flexibility, it also allows the perception of unfairness. Precedent requires a connection between Section 37 benefits from a development and its surrounding neighbourhood. As a result, a majority of these funds are invested within a five-minute walk of the original project. It is a rule, say critics, that keeps the majority of benefits downtown. Ideally, benefits are intended for capital projects

only, negotiated through the city’s planning staff “in consultation with the local councillor.” But there was a time, not so long ago, when council approved amenities such as community picnics, for which the main beneficiary was the incumbent councillor. It is no wonder Section 37 agreements have had mixed reviews. In the case that sparked the mayor’s outrage, an overwhelming 25-4 majority agreed with Vaughan to change to the original recommendations, approve the Section 37 agreement including community benefits, and avoid the Ontario Municipal Board. York University beefs up security in wake of assaults Man charged after campus sex assault York University has stepped up security following a rash of violent crime in recent months. “We are deeply troubled by reported safety occurrences on our campus and we are supporting Toronto Police

Service in its investigations,” the statement, issued yesterday, said. “We have enhanced security staffing patrols on campus and additional Toronto Police Service patrols in the area.” Police have arrested a man in connection with a sexual assault on the Keele campus Thursday, Nov. 29. Police said a female student was approached by a man in the basement of Stong College asking if she

wanted to dance. The man then grabbed her hand and pressed himself against her. The woman managed to pull away and the man fled. The alleged assault happ e n e d w h i l e s t u d e n t s, community advocates and university officials attended a town hall forum to discuss the university’s handling of assaults and alleged racial profiling by police. A 24-year-old Mississauga man is facing charges.

Allen Road study meeting Monday Residents can find out what the city has in store for Allen Road and share their ideas at a public meeting next week. Officials will discuss the Allen Road study, which is investigating ways to improve the road for people who travel on it and communities that surround it. Residents are also invited

to give their input. The meeting will include a drop-in session for viewing study materials and speaking one-on-one with members of the project team, followed by an interactive workshop session. The event takes place Monday at the Ancaster Park Community Centre, 41 Ancaster Rd., northwest of

Youth mentor youth in W.A.V.E. program >>>from page 1 to yell out “stop!” when they spotted bullying to help identify that behaviour when it happens. S.T.O.P. – which stands for Speak up, Time out, Open up and Peace – is a central part of the W.A.V.E. program. After taking a pledge to stop bullying and create a safe school environment, students then wrote their names on paper hands to be placed in the hallway and completed a word search with an anti-bullying message. They then received W.A.V.E. youth ambassador certificates in recognition of

completing the program. Nicolas Gaspar, one of the program’s presenters, said youth teaching youth helps get the message across that much better. The Grade 11 student, who was a victim of bullying in elementary school, stressed the importance of instilling the anti-bullying message in youngsters. “I think everyone at some point in their lives was affected by bullying or was a bystander to bullying,” he said. Chaminade teacher Nadia Pasquini said the goal of the program is to empower stu-
