Memorial honours mothers of sons lost to gun violence Andrew Palamarchuk apalamarchuk@insidetoronto.com
Four mothers who lost their sons to gun violence were given a community hug by friends, family and strangers at a recent memorial. Dozens holding candles formed a circle around the women during a moving memorial ceremony at Monsignor Fraser College on
Norfinch Drive. “The importance is really to comfort those who are going through grief,” said grief therapist Rev. Sky Starr, who organized the fourth annual interfaith community memorial. “The pain really never goes away. It gets easier over time, but it’s always there.” Two of the mothers experienced relatively recent loss:
Comfort Duodu’s 15-year-old son Kwame and Stephanie Whyte’s 16-year-old son O’She were gunned down in front of Duodu’s townhouse in the Jane and Finch area Aug. 23. Also taking part were Riverdale resident Joan Howard, whose 24-year-old son Kempton was killed on Dec. 13, 2003, and Etobicoke resident Julia Farquharson, who lost her 24-year-old son

‘Dirty Dozen’ arrests Police have made two arrests – including one with a North York connection – in connection with the Dirty Dozen cold case bank robbery investigation. On Dec. 10, police released security camera images of 12 men wanted in unsolved bank robberies throughout the GTA since 2006.The Canadian Bankers Association announced it would top up the Crime Stoppers payout by an extra 50 per cent for information leading to an arrest and conviction. Police believe they have arrested the Blue-eyed bandit and the Bent Brim bandit. The Bent Brim bandit was wanted for a robbery at the CIBC at 2340 Finch Ave. W. in North York on the morning of April 13. “He approached the teller and handed over a note indicating a holdup and that he was armed with a gun,” police alleged in a news release. “He was given a quantity of money and he took back the note.” On Monday, Pablo Reinoso, 49, of Toronto was charged with robbery.

LISA QUEEN lqueen@insidetoronto.com Santa’s “elves” were busy wrapping presents at North York General Hospital this week in advance of Jolly Old St. Nicholas’s visit to the pediatric floor Friday. Every year at this time, Santa hands out presents to young patients, whose faces light up when the big guy drops by their hospital bed for a visit. More than a dozen elves gathered Monday to wrap the gifts Santa is handing out tomorrow. Mary Trapani Hynes, a patient/family advisor, was happy she can help make the holidays cheerier for the youngsters, especially since she knows what it’s like to be hospital during the holidays. “I spent a Christmas in hospital as an adult so I know what it can be (like),” she said, adding it’s more difficult for children. “It’s different. You feel so lonely and alone, even though you have family with you. It’s not the same. You’re not around the Christmas tree with the family doing what you normally do.” As she wraps gifts, Hynes thinks of the kids who will be opening them. “I’m thinking some kid will feel just a little bit better that somebody has thought about them,” she said. Valeria Ndunga, a child and youth counsellor doing her internship on the pediatric floor, said the visit from Santa means a lot to the young patients. “It lights up their day,” she said. “Some of the kids can’t go home. They’re missi n g C h r i s t m a s, t h e y ’re

missing a lot of the fun things they can do at home.” Ndunga had a big smile on her face thinking of the joy the presents will bring the children. “I think how happy they will be and who is this lucky boy or girl who will open this,” she said. “I love doing this. It’s fun. I’m so excited.” Four-year-old Malachai McKenzie was in the waiting room of a pediatric clinic Monday when he was given one of Santa’s presents early. When he realized the present, which had been marked for ages zero to five, was a little young for him, Malachai showed true holiday spirit by giving it to a toddler while an
elf went back down to the wrapping room to find a toy that would appeal to him. Watching Malachai open his present and give it to a younger boy was chief of pediatrics, Dr. Ronik Kanani. He knows the difference Santa’s visits makes to the young patients. “Obviously, it’s difficult for kids when they’re sick in the hospital. Getting a present cheers them up and makes them feel they can still celebrate Christmas even though they’re in hospital. It makes a big difference for them,” he said. As usual, Don Valley East MPP Michael Coteau and Toronto firefighters, who collect and distribute toys to children in hospitals and to
social service agencies, will join Santa as he visits children at the hospital Friday. Getting a present while in hospital makes the children’s stay a little nicer, Coteau said. “It is difficult for children and their families to spend the holidays in the hospital,” he said in a statement. “The toy drive is a great way to give back to the community and deliver some cheer to the kids, so that they can have a fun holiday season. I’m proud to support this worthy cause with North York General Hospital and the Toronto Fire Services – Station 116.”

L
et 2014 be the year of definition for Toronto’s transit future. Circular discussion about transit options doesn’t ease gridlock. Insecure funding doesn’t build transit. Poor transportation doesn’t help us realize economic stability, let alone economic potential. And every day without a bona fide master plan agreed to by funders, builders and users is another day to fall behind an eager and competitive global marketplace. For the decisions made or not made today affect us for years to come – and hurt us as traffic gets increasingly problematic. You can’t build what you can’t fund. And nobody seems willing to accept responsibility for funding regional transportation plans. our view Back in May, Metrolinx, the provincial agency planning and Toronto must building transit improvements in Greater Toronto and Hamilton meet its full the Area (GTHA), estimated a $34-billion cost for priority projects. potential Funding methods suggested included a gas tax hike; increasing the HST in the GTHA by one per cent; hiking development charges to 15 per cent; and requiring commercial parking lot operators to pay a fee of 25 cents per space. Ann Golden, who chaired a provincial task force examining Metrolinx’s funding suggestions, has recommended to Premier Kathleen Wynne to either fund transit with a gas tax hike or a combination of a raised gas tax and HST hike. The thought of any tax hike is tough for many drivers – and politicians – to accept. Politicians who say they won’t support this tax, however, must offer their own credible solution for funding. We’ll repeat our great wish: Let’s see an ongoing and public meeting of representatives from all levels of government to meet and hash out a complete transit system and a complementary funding formula every level of government can live with. For this isn’t simply a Toronto problem. Canada does not succeed with a Golden Horseshoe weakened by transit woes. Ontario does not succeed when the manufacturing and population hub is staggered by lengthy commute and transport times. And Toronto does not reach full potential on a local or world stage if it develops a reputation as municipally dithering and indecisive in future planning.

Texting in a Winter Wonderland
A song to inspire appreciation of our Canadian weather
T
he snow is falling, what are you doing? In Canada, it’s must-see viewing. Why are you cooped up inside, so preoccupied, texting in a winter wonderland?
You know why we love this season. The picturesque setting is the reason. How can you be glued to a screen, unaware of this scene, texting in a winter wonderland? In the meadow You can build a snowman, if you’d pretend your cell just can’t be found. You can also ride a sled or a toboggan. The world’s your oyster when there’s white stuff on the ground.
so preoccupied. texting in a winter wonderland?
jamie wayne BUT SERIOUSLY And later on, you’ll perspire. It’s something exercise tends to inspire. It’s a pretty safe bet no one works up a sweat, texting in a winter wonderland. In the meadow you can also build a snow-woman. There can never be enough of those around. You can lie down an make an angel right beside her. Texting ain’t the only game in town. The snow is falling, what are you doing? In Canada, it’s must-see viewing. Why are you cooped up inside,
The snow is beckoning, don’t ignore it. The landscape’s inviting you can explore it. Make no mistake, it’s time for a break from texting in a winter wonderland. ... So, get off you duff, you’ve had more than enough texting in a winter wonderland. texting in a winter wonderland. texting ... in a winter ... wonderlaaaaaand. Pay tribute to memories of Zivcic, Mandela with good works To the editor: As the world says farewell to Nelson Mandela, we must appreciate he overcame racism only to face ageism by those who will capitalize from his contributions with selfinterest. Mandela’s message was simple: Listen, and then talk. I am sad upon hearing of the news of Mandela’s passing; this void must now be filled with compassion, not rhetoric. As Toronto says farewell to a local hero police officer John Zivcic, and Mandela, let us honour their memory with good works that are founded on mutual respect. Beth Taurozzi

BATTLE ON BAYVIEW SETTING DESIGN GUIDELINES ALONG STRETCH OF AVENUE
LISA QUEEN lqueen@insidetoronto.com
U
pset with the changing landscape of Bayview Avenue between Hwy. 401 and Lawrence Avenue, the community is hoping that establishing design guidelines will put limits on future development. “This (development along Bayview) is becoming really quite intrusive,” said John Nicholls, president of the York Mills Gardens Community Association. “There is a tendency by builders to look at what has been approved in the past and try to exceed that. It just really starts to change the streetscape. You begin to wonder what’s next.” The city is launching a study of Bayview from the 401 to Lawrence. It will help establish a framework that can be used to evaluate future townhouse proposals on issues such as set-
backs, landscaping, privacy and adjoining land uses. The study comes in response to concerns from the community about the changing face of Bayview, said Don Valley West Councillor Jaye Robinson, who proposed the study. Those concerns began in 2010 when the Ontario Municipal Board (OMB) approved a 20-unit townhouse development at 2425 Bayview and eight townhouses at 2500 Bayview after both had been rejected by the city. “These decisions by the OMB have changed the planning context for Bayview, unfortunately,” Robinson said. The community’s concerns resurfaced in September when the city approved luxury townhouses at 6 Baytree Cr. near Bayview and York Mills Road despite an outcry from the community. Planning staff said there was little point opposing the project
because the OMB had already opened up Bayview to townhouse developments at 2425 and 2500 Bayview. Residents said they feel threatened by developers “circling like vultures” around their neighbourhood. Residents are very concerned about the heights of the developments, Nicholls said. Bayview has traditionally been home to two-storey houses but developers want three- and even four-storey townhouses with rooftop gardens that rob neighbours of their privacy, he said. “We really believe the city has to set some guidelines for what is a reasonable and a permissible development for that stretch of Bayview Avenue,” Nicholls said. “When you go one project at a time, you get the feeling it’s getting more extreme every time.” Development should probably be capped at three storeys
The city is launching a study of Bayview Avenue from Lawrence Avenue East to Hwy. 401
and there should be a transition buffer to protect neighbours, he said. The guidelines would also stop development creeping into established neighbourhoods, Robinson said. She held a community meet-
ing in early November and said the vast majority of residents want design guidelines for Bayview. Those opposed want to stop development, but that is not possible, Robinson said. “You can’t stop it but we’re going to try to manage it,” she said. “Developers are buying up houses along Bayview slowly with hopes of developing them. We simply have to have a plan in place.” Having the community come up with guidelines will hopefully convince developers not to propose outrageous projects, Robinson said. “Developers will play better in the sandbox or play ball when they know there is buy-in with the community,” she said.

George S. Henry Academy held its inaugural Winter Festival Tuesday with all the school clubs and councils working together to present a major community event. “It’s pretty exciting,” said Hermine Steinberg, staff advisor for the school council, noting that in the past, the various clubs and councils would hold their own events. But this time, student leaders got together at the beginning of the school year and decided to host a festival where they can showcase the diverse talents of the student body as well as give back to the community. There were music and dance performances as well as an art gallery featuring student work, a multicultural bistro offering food from around the world, and sports tournaments throughout the day. Proceeds from the tickets

sold for the community event went to Eva’s Place, a local charity that provides support for homeless youth. “We’re hoping to make this a tradition,” said Steinberg, adding she’s impressed with how well co-ordinated all the clubs have been in putting on the successful event. Nikhil Pasricha, student
council president, said the response from his fellow students has been great. “And we reached out to the community,” said Pasricha, noting members from each school club had a number of tickets to sell to their parents, local residents and community sponsors to visit and support the school. “It’s a good feeling.” Fellow student council member Subooh Javed added the fact that funds raised from the event are going to Eva’s Place was also rewarding with the issue of homeless youth being important to them. “It’s a local charity and we know where it’s going,” Javed said. “We really wanted to unite the community.” Both graduating high school students were excited about how the event turned out with more than 200 student volunteers involved. “Hopefully it’ll be even more successful next year,” Pasricha said.
‘TIS THE SEASON TO BE THRILLED.

Man grateful for firefighters’ help after horrific crash FANNIE SUNSHINE fsunshine@insidetoronto.com “Thank you, boys.” With those three words, Bruno
JOE OLIVER
PC, MP
EGLINTON - LAWRENCE Phone: 416-781-5583 Email: joe.oliver@parl.gc.ca Website: www.joeoliver.ca
Deotto summed up the gratitude he feels towards the firefighters who spent three hours freeing him from a horrific crash at Steeles Avenue and Fenmar Drive Nov. 26. The Weston Road and Sheppard Avenue area resident, 80, stopped by Fire Station 411 on Toryork Drive yesterday to personally thank the emergency personnel who were on scene when a tractor trailer flipped onto his car as he was attempting to make a left turn. Six crews from Toronto Fire, along with firefighters from York Region, attended the scene. Remarkably, Deotto, who was airlifted to hospital, sustained only minor injuries, including a cracked sternum and a badly bruised elbow. Walking with a cane, a broad smile across his face, Deotto shook hands with his rescuers, noting words could not fully express the emotion he felt. “I will never forget you guys,” he said. “You guys are angels.” Deotto was heading to his brother’s house when the crash occurred. He remembers praying and calling out to his deceased nephew, believing he was near death. He then heard the cutting of

glass and steel, realizing he was still alive and emergency crews were working to free him. “I cannot say thank you enough,” said the father of three and grandfather of four, noting Christmas will have an extra special meaning this year.
Firefighter Mike Sayers was part of the trench support truck and rescue team that responded to the call. Armed with heavy lumber and lifting equipment, he helped take the car apart in six- to eight-inch pieces. “I’ve never seen anyone trapped
that bad,” said Sayers, a 22-year firefighter. “We were aware he was conscious and breathing. The only complaint (Deotto) had was he was cold. He wanted to walk away.” Deotto’s cousin, Jack Cossarini, said he heard of the crash on the news but didn’t realize his relative was involved until the following day. “My dad called and said it was his cousin, and I said, Is he alive? He’s a tough nut,” he said. “It’s a nice ending. A lot of accidents don’t get a happy ending.” Perhaps the most touching moment of the reunion was when Deotto met Marc Saberton, the firefighter who held his hand for two-and-a-half hours while crews worked to free him. “All I could see was his hand,” Saberton said. “We talked about his family, his grandkids, where he was from. Anything to distract him. I was trying to make him feel a little relaxed. We don’t get a chance to meet the people we help usually. I’m glad I helped him through it.”

MAKES ANOTHER LIST ◗SCHULICH
York University’s Schulich School of Business is making it a habit to appear on business school ranking lists. Most recently, Schulich was named as one of the world’s “most beautiful” business schools, according to topmanagementschools.com According to the website, these schools “are as aesthetically pleasing on the outside as they are innovative on the inside,
and with their host of topclass facilities these attractive buildings may inspire students to work harder.” Of the 50 schools listed, Schulich placed 25th, the second-highest among Canadian schools. SAYS: ‘WE DON’T TRUST YOU’ ◗SURVEY
A Canadian Federation of Independent Business Survey reveals a high percentage of small business owners are opposed to new taxes to fund transit. The survey, taken of 1,300 members in the Greater Toronto and Hamilton Area and the results of which were released earlier this month, found 84 per cent of respondents want new transit projects funded from existing revenues.
Additionally, 83 per cent of respondents said they don’t trust the provincial government to spend the money for the intended purpose.
PROVIDES ECONOMIC SERVICE ◗LIBRARY
Toronto Public Library, which includes multiple branches in North York, got some good news as a result of a recent academic study. The University of Toronto’s Rotman School of Management, which conducted the study, estimates the library contributes $1 billion a year into the city’s economy. The study, commissioned by the board of the Toronto Public Library, also stated that for every dollar invested in the library, it returns $5.63. transfers may be expanded wTime-based The TTC may expand the use of time-based transfers. At its December meeting set for this week, the transit commission’s board is expected to approve a motion from chair Karen Stintz for a review of the TTC’s transfer policy that allows riders to take unlimited trips within a two-hour window – but only along the 512 St. Clair West streetcar line. Time-based transfers were introduced in 2005 as part of a TTC pilot program. Independent research estimates the TTC would take a $15-million annual loss if the policy were expanded system-wide. Several GTA transit agencies already offer timebased transfers. appoints new CEO wCivicAction
The group known for the Your 32 transit awareness campaign has appointed a new CEO. Sevaun Palvetzian is getting ready to join the Greater Toronto CivicAction
rahul gupta TO in TRANSIT Alliance as its CEO in the new year. She will replace Mitzie Hunter, who left to run successfully for the provincial Liberals in the riding of Scarborough-Guildwood during August’s byelection. Palvetzian also has ties to the current provincial government, most recently serving alongside CivicAction chair John Tory on a Ministry of Tourism revitalization plan for Ontario Place. Palvetzian is expected to start as CEO on Jan. 6. Power of arrest for transit officers TTC transit enforcement officers will again have the power to arrest unruly riders thanks to a new agreement with Toronto police. The Toronto Police Services Board and the transit commission reached a deal late last week to designate some 40 officers, who are part of the TTC’s transit enforcement unit, as special
w
constables. With the new status, the officers will be able to investigate incidents, conduct search and seizures and make arrests. Such powers were removed by the TPSB in 2011 following reports of special constables misusing their authority. LRT poster contest wCrosstown
A poster design contest to promote local business while the Eglinton Crosstown LRT is built is now on. Until Jan. 24, the Experience Eglinton contest, organized by Metrolinx and the Upper Village BIA, is seeking poster designs supporting Eglinton Avenue businesses throughout the construction period. Entries can be dropped off at St. Paul’s Councillor Joe Mihevc’s community office, 747 St. Clair Ave. W. For more info and contest rules, visit www.thecrosstown.ca

Eric Botosan, left, Julie Lennick and Brian Hooper appear in a scene from The Civic LightOpera Company’s production of the musical ‘Oliver!’ on stage at Fairview Library Theatre until Dec. 22.
Oliver! delivers great family entertainment until Dec. 22
W
ith a score full of memorable songs and based on the Charles Dickens novel Oliver Twist, the Tony Award-winning Lionel Bart musical Oliver! promises terrific family entertainment. The production by The Civic Light-Opera Company now on stage at Fairview Library Theatre fully delivers on those promises. From the moment a group of orphaned boys rush on stage singing Food, Glorious Food right through the dramatic final scenes, this Oliver! is perfect family entertainment for this pre-holiday season. In the title role, Brian Hooper has the requisite soulful look and brings a plaintive sound to Oliver’s theme song, Where Is Love? Koby Lee plays The Artful Dodger with just the right amount of savvy, taking young Oliver on a tour of London in the song Consider Yourself. This leads Oliver to the hideout of Fagin, played by David Haines. Here is a take on Fagin that never goes overboard in terms of stereotype, yet doesn’t ignore the more unsavory
mark andrew lawrence front row centre aspects of the character. Haines sails through Fagin’s ode Reviewing the Situation, making it a miniature one-act play. As the tragic heroine Nancy, Elizabeth Rose Morriss delivers a powerful and moving rendition of As Long as He Needs Me that wins deserved cheers from the audience. The man who she believes needs her is Bill Sykes. Andrew Byrne has the right physical look for this role, aided by Sheila LaCasse’s properly Dickensian costumes. Eric Botoson is properly pompous as Mr. Bumble, joined by Julie Lennick as a shrewish Widow Corney. Bob Deutsch brings grandfatherly warmth to the role of Mr. Brownlow, who eventually adopts young Oliver. The story of Oliver! takes many twists on its way to a final resolution, and director Joe Cascone keeps the show moving at a tight pace, gathering momentum as the familiar tale unfolds.
The intimate feel of the show is enhanced greatly by the precise lighting design by Gareth Crew. The balance between the singers and the orchestra is at times problematic, since the performers do not use amplification. Amplification should not be necessary in a theatre of this size, but depending on where you are seated, it can occasionally make deciphering the lyrics a bit of a challenge. You do want to hear Lionel Bart’s songs from Oliver! since many have become standards, and here you have a chance to hear them in their intended context. It’s a bright, lively production that doesn’t shy away from the darker aspects of Charles Dickens. Oliver! runs until Sunday, Dec. 22 at Fairview Library Theatre, 35 Fairview Mall Dr. For tickets, visit www. MusicTheatreToronto.com or call 416-755-1717. Veteran theatre reviewer Mark Andrew Lawrence offers his insights on stage and musical productions for The North York Mirror. Contact him at nym@insidetoronto.com

North York ice dancer is one step closer to Sochi Olympics Andrew Palamarchuk apalamarchuk@insidetoronto.com
North York ice dancer Piper Gilles is one step closer to the 2014 Olympics after becoming a Canadian citizen at a ceremony in Scarborough Tuesday. “It’s just a very happy moment now,” she said just before the citizenship cer-
emony on Tuesday. “It’s cool to call me actually Canadian now.” Gilles, 21, skates with partner Paul Poirier, who resides in Unionville. They train with the Scarboro Figure Skating Club at Centennial Recreation Centre on Ellesmere Road. Being a Canadian citizen allows Gilles to be eligible to represent Canada at the 2014
Olympic Winter Games in Sochi, Russia. “It would be really cool to compete at the Olympics. I mean he (Poirier) has already done it before,” Gilles said. “It’s everyone’s dream to be able to get to that point...so hopefully we’ll be able to get there.” Gilles was born in Illinois and lived in Colorado. However, she has deep roots
in Canada: her mom, grandmother and great grandmother are all Canadian citizens. “I somehow found my way back. The roots kept calling me back,” Gilles said. Gilles moved to North York two-and-a-half years ago to train with Poirier. They were silver medalists at the 2013 national skating championships.
“We knew obviously that the citizenship was going to be an obstacle and that it would be something that we would have to overcome,” Poirier said. “At the same time we knew in terms of skating it was the right match and those additional difficulties were worth it.” Gilles was among 99 people who took the oath of citizen-
ship during the hour-long ceremony, which was attended by federal sports minister Bal Gosal. “It feels surreal. I feel like I need to keep pinching myself,” Gilles said of her new citizenship.

MARY
I started working as a carrier around the time I was in the second to last year of high school (17-18), and now at the age of 23, I am still, happily delivering flyers to my great community every week. I love being a carrier, which is why after 5 years I still anxiously await every Thursday for my delivery. What we do, what we all do, it’s not a job. It’s a chance to meet people, and get to know our community more so than anyone else. It seems as though every time I step out my door someone new will approach me and actually thank me for the work I put in to getting them their new flyers every week. I’m so thankful for everything this community has done for me, and I’m glad to be a part of it.

Nurse dedicates honour to Filipino community LISA QUEEN lqueen@insidetoronto.com Calling his award humbling and a great honour, North York General Hospital intensive care nurse Edsel Mutia dedicated the prize to citizens of his native Philippines hit hard this year by natural disasters. “It (the award) means so much to us, to me as a Filipino and a representative of the Filipino community in Toronto to uplift the spirit of most Filipinos. We all know Filipinos back home affected by the calamity,” he told The Mirror moments before being presented with the award from the Centre for Internationally Educated Nurses (CARE). It is expected the Philippines will take years recovering from the devastation of Typhoon Haiyan in early November, which left thousands dead. Just a couple of weeks earlier, the country was hit by a magnitude 7.1 earthquake. At the presentation at North York General late last month, Mutia said he hopes his award brings some joy to the Filipino community.
“I will dedicate this award to my fellow countrymen in the Philippines to lift their spirits after what happened from the recent calamities,” he said. The North York resident, who lives with his wife Tess and their sons Nathan, 7, and Liam, 3, in the area of Sheppard Avenue and Leslie Street, thanked his supporters in Canada, including his family, CARE, his church family, North York General, co-workers and mentors. “I will also share this award with my fellow nurses in this hospital, most especially with the ICU nurses. Let’s continue to stand tall in giving the best of care to our patients and (their) family. Our job truly gives us the sense of purpose, which reminds us of the amazing impact we have as nurses.” Mutia, who worked as a nurse at a community hospital in the Philippines and as a charge nurse in an intensive care unit in Saudi Arabia before coming to Canada, is the third recipient of the award. It is presented annually to an internationally educated nurse who displays profession-

alism, excellence in holistic care for patients, exceptional knowledge, teamwork, courage, resilience and passion. Mutia was nominated by his colleague, nurse Sharon
Fernandes. “Edsel is well-known for being a seasoned professional who has mentored many new nurses and nursing students to help develop and guide them,” she said in her nomination. The award, known as the Joan Lesmond IEN of the Year Award, is named in memory of Joan Lesmond, who championed the cause of internationally educated nursing and was renowned for her compassion and ability to connect with everyone she met. Hospital president Dr. Tim Rutledge knew Lesmond as the sister of a close friend. She died in August 2011. “She was an incredibly personable woman, absolutely connected one on one with everybody she met with. I know she was a very highly respected professional as well,” he said. “So, I’m incredibly proud to have one of our own receive this prestigious award.” For more on the Centre for Internationally Educated Nurses, visit www. care4nurses.org

Anne Golden touts benefits of gas tax to raise transit funds Head of provincial transit panel speaks to Toronto Region Board of Trade RAHUL GUPTA rgupta@insidetoronto.com Residents and businesses can choose to stomach proposed tax increases or face the consequences of paying more in increased congestion costs in the future, said the co-author of a report recommending how to best fund transit expansion in the Greater Toronto and Hamilton Area.

Speaking to the Toronto Region Board of Trade on Friday, Anne Golden, chair of a blue-ribbon panel tasked by the province to come up with ways to raise an estimated $34 billion for priority transit construction projects as part of Metrolinx’s Big Move plan, said her group’s findings were fair since they balance the burden of paying equally on the private sector, transit riders, drivers and government alike. “Here’s the choice, we can all pay a little now or a whole lot later,” said Golden in her speech. The report calls for an initial three-cent-per-litre increase to the provincial gas tax, resulting in an average household increase of $80. That would be followed by additional percentage increases capping out at five or 10 per cent within eight years, upping the maximum increase to $260. (There are two options for the gas tax hike: Option 1 is to cap at 10 cents a litre, with a three-cent increase to start followed by percentage increases every year after; Option 2 caps the hike at five cents

Golden said the cost was small compared to the loss created by traffic gridlock, estimated by the report to equate to $700 per driver. “If you can’t move your car or truck, that’s a lot more costly than an extra cent a litre,” she said. said the panel concluded gas taxes should be part of proposed measures to raise almost $2 billion annually in new transit funding beginning in 2015, noting even with a modest price hike, the rates will still be lesser or comparable to cities like Montreal and Vancouver. “We favour the gas and fuel taxes because they match usage, affect travel behaviour, are simple to administer, raise a lot of money, and haven’t been raised in more than 20 years,” said Golden. News of the transit panel’s formation in September combined with the ongoing Scarborough subway “fracas” resulted in a cynical attitude from the public and media alike with accusations made that the initiative was simply a stalling tactic for the minority government of Premier Kathleen Wynne to put off making politically unpopular decisions on transit. “However, the panel was not cynical,” said Golden. “We were determined to figure out the best way to generate the needed funds to create the regional network so urgently needed in the GTHA. We were committed to coming up with a viable plan. And we believe we have done so.”

Golden’s remarks were received warmly from the audience of business and transportation professionals eager to know more about the funding proposals. However, Martin Collier, the founder of Transport Futures, an industry-supported advocacy group that organizes events on transportation construction and funding, said raising the gas tax would not succeed in reducing congestion despite claims made to the contrary. “The gas tax is a very blunt instrument and it’s not going to reduce congestion,” said Collier. “There should be more consideration for emissions or carbon taxes which will actually reduce the amount of cars on the street.” But Robert Chant of Loblaw Companies said the report was fair, and he was especially happy to see no mention of commercial parking levies, dismissed by the panel as being too complicated and onerous on business to impose. “Not only is this report fair, it allows everyone to contribute and ramp up the speed to see results, which is extremely important.”
