The TTC needs an additional $400 million to finish the Toronto York Spadina Subway Extension (TYSSE). The money, 60 per cent, or $240 million of which needs to come from the City of Toronto, won’t account for extra construction work for the northern extension of the Spadina line, which isn’t projected to open until late 2017 at the earliest. Instead, said TTC CEO Andy Byford, it’s for settling outstanding legal claims made against the project, which now has a budget of $3.2 billion. “That amount of money needs to be put aside for known claims from that we know have merit and do need to be funded, and also potential exposure to claims,” said Byford Friday following a media tour of the York University station site currently under construction. “As with any major project, (TYSSE) has received a number of claims from contractors, and we think there are a number to come. Sunnybrook surgeon awarded province’s highest official honour HILARY CATON hcaton@insidetoronto.com Of the 25 Ontarians a w a rd e d t h e O rd e r o f Ontario, Sunnybrook hospital’s head and neck surgeon in the Department of Otolaryngology, Dr. Julian Nedzelski, was surprised he was one of them. “I’m of the opinion that good luck means an awful lot, so being lucky enough to be able to do the things that I’ve done is in no large measure for anything I deserve. I’ve just been there and I had the opportunity to do it,” Nedzelski said. “But I was delighted (to be given this award), I really was.” The otolaryngologist was nominated by those close to him, although he admits he has no idea who did, but is grateful nonetheless to be recognized. “I think it’s a wonderful accolade, but it’s kind of mysterious,” he admitted. Nedzelski, is one of a few doctors who pioneered the multi-channel cochlear implant in Canada. He also

helped form the Ontario Cochlear Implantation Program, which today comprises four sites across the province. It provides high quality regionalized care to treat hearing loss. A cochlear implant is an electronic device that does the work of damaged parts of the inner ear to help provide sound signals to the brain. “I don’t think I do anything special, I just put the thing in and the technology takes over, but it is exciting. The people who really get the

greatest emotional lift are the audiologists,” he said. “The patient gets the implant, which I install, then two to three weeks later they get the programming for it and the audiologist, once they turn on the device and they’re sitting there…I mean everybody cries. It’s an emotional lift, for sure.” He began championing for the technology back in the 80s, he said, but it was not an easy road. “It was an interesting time because cochlear implants were viewed as a threat to what they called deaf culture,” he explained. “People who are deaf, born deaf, don’t view it as a handicap they view it as a culture.” Funding was initially given by one of his neighbours who was a Mason, it was that contribution that helped the program get off the ground. Today, the cochlear implant is the standard of care for patients with significant hearing loss. “It’s truly amazing. It’s a life changer for many, many people,” he said.

Humber River Hospital president and CEO hit the slopes Dr. Rueben Devlin announces retirement Dr. Rueben Devlin announced his retirement as president and CEO of Humber River Hospital after roughly 17 years of service. A statement was released Friday by Paul D. Allison, chair of the hospital board of directors. In his retirement announcement, Devlin thanked the Humber team for its support over the years, stating, “When I first came to Humber River Hospital, I never thought that my time here would stretch to

Have a say on the future of Toronto

oronto residents can have their say on making our city a better place by taking part in a series of public consultations over the next week. Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years. The first meeting is tonight in Etobicoke, followed by others downtown, in York and in Scarborough. In its mission statement, Social Planning Toronto says it is committed to “building a civic society in which diversity, equity, social and economic justice, interdependence and active civic participation are central to all aspects of life.” Now there’s something all our view Torontonians can get behind. After all, this is the city we Attend a have chosen to call home, raise families and live our lives meeting, have our in. voice heard What could be more important than contributing to a healthy future for Toronto? One of the areas Social Planning Toronto would most like to hear from residents is on dealing with change. That seems to be a constant in everyone’s lives these days, and it’s no different for a city. What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving what is in many parts of the city an aging population; the need for green spaces and recreational opportunities; and, our clogged roads and numerous transit plans? These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future. We encourage residents to attend one of the Social Planning Toronto meetings over the next week. Budget balancing continues along in haphazard way If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February. In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities. City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves – a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come. As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself. That was a lucky break. And maybe there will be another lucky break, after Toronto Council gets through

david nickle the city with this year’s budget. This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget. Rather, the city administration has made it clear that Mayor Tory and Toronto Council have created pressures that a simple balancesheet budgeting exercise can’t resolve. To whit: an inflationary property tax increase as Mayor Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions. So on Monday, budget chief Gary Crawford brought forward a solution. It involves an old-fashioned raid on

reserves, recalibrating various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less. It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year. It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way – hoping that a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources – and things always seem to have turned out OK. Roads are more or less fixed, programs in one form or another are delivered, and life in Toronto’s many neighbourhoods goes on.

So why not simply continue along this route? When erosion is this slow in its effect, is it erosion at all? The short answer is yes. The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax – which has above all else kept the city afloat – is going to plateau and decline along with real estate sales. If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse. That may happen by Mayor Tory’s third budget given the indicators. And that will mean that this one will be the last time that councillors can avoid making the difficult choices they should have made long ago. When that time comes, they’d better have a plan B.

Richie Laryea, a graduate of North York’s Dante Alighieri Academy, was the highest Canadian selected in Major League Soccer’s (MLS) Super Draft last week, selected seventh overall by Orlando City SC. And while local soccer fans were hoping he might be available for Toronto FC’s ninth pick, Laryea was not disappointed to be heading south. “Wow I can’t believe this,” he tweeted upon his selection. “So happy to be joining @OrlandoCitySC, can’t wait to get started!” At least one Orlando player was more than pleased to hear of his imminent arrival. “Boom!! Congrats ...see you in Orlando soon,” tweeted Cyle Larin, a Brampton native who was drafted first overall last year and then proceeded to have one of the best rookie seasons ever in the MLS, set-

ting the rookie record for MLS goals in a single season with 17 tallies. The two are best friends, having suited up together for Canadian youth national teams and also club soccer in Toronto for Sigma FC. “This is amazing. Orlando’s the team that I really wanted to go to, so I’m very happy that I get to go there,” said Laryea, in a news release on the team’s website. “Cyle (Larin) has been my best friend ever since I’ve been nine years old so it’s going to be great. I know Orlando has a great fan base and it’s a great city to live in so I can’t wait to get started.” After graduating Dante Alighieri, Laryea played two years of U.S. college soccer with the University of Akron, closing out his career by playing a crucial role in the team’s 18-3-3 regular season record as they advanced to the semifinals of the National Collegiate Athletic Association (NCAA) tournament, finish-

He said his grandfather (on his mom’s side) was a good soccer player, playing professionally in Ghana “and then came to the (United) States and played semi-pro.” Laryea also laced up the skates growing up, he said. “They always try to put everyone through hockey, so I had a hockey stage. It wasn’t too bad, because I think there was a rule across some of the schools that we had to go skating every Friday. I was pretty good at skating, but the whole contact and all, I wasn’t too good at that.”

CARP welcomes cuts to hospital parking rates >>>from page 1 in their base operating funding, and it’s harder for them to improve their buildings, equipment, or communications technologies. Gary Hepworth, chair of the Etobicoke chapter of Canadian Association of Retired Persons (CARP), said his group welcomes the changes, “as hospital parking fees are an unwelcome burden for families already undergoing a lot of stress due to the hospitalization of a loved one.” Hepworth said CARP members would like to see the changes earlier than October, and their one concern is whether hospitals will try to recover the lost revenue with “some other fee or charge.” Grosso, who lives in midtown Toronto, said she knows hospitals are strapped for money and parking is lucrative, but “you’ve got people at their most vulnerable point” paying too much. The problem is so large,

the city has had to restrict parking on streets around hospitals, she said. It’s important for hospitals to advertise the new policy on parking passes to patients and loved ones, she said. Robert Biron, CEO of The Scarborough Hospital, said his institution has maintained the lowest parking rates among comparable Greater Toronto hospitals since 2009. TSH already has multi-use passes, but they are structured differently, said Biron. Parking does pay some hospital costs, and it’s too early to tell whether the new regulations will affect the finances of TSH, he said, adding if they do, a new revenue source must be found.

TTC CEO to make funding request for subway extension next week >>>from page 1 from extensive analysis to be the maximum exposure we are likely to face.” Byford will present his funding request to the TTC board at a meeting planned for next week, the second request for additional funding for the Spadina extension made within 10 months. In March of 2015, Byford was able to convince the board, and later Toronto Council, to approve adding an additional $150 million to TYSSE’s budget to pay for a thirdparty consultant company to manage the remaining construction work needed to complete the 8.6 kilometre extension. Thanks to that decision the TYSSE is now on schedule to open by late 2017 and is 80 per cent complete, said Byford, with every station at least 80 per cent done – with the exception of the York University site. Even so, significant progress has been made said Byford, who estimated York’s

construction is nearing 65 per cent completion. Exterior station work is all but completed, with the last of subway track set to be laid out in the coming weeks. After that “fill-ins”, electrical work and station finishes will take another year to complete. During Friday’s tour, media had a chance to descend onto the active station construction site, which has approximately 125 workers, to get a firsthand look. York’s massive saddle-shaped entrances are in place, and its concourse, like the rest of the stations on the line, is significantly wider than other TTC subway stations. Another feature is a “waffle roof” which will allow for a tremendous amount of natural light when it’s complete, said station site manager Peter Boyce. Hospital parking costs to drop this year The cost for visitor parking at hospitals during extended stays will decrease in 2016, the Ontario government pledged this week. The move, announced by Ontario Minister of Health Eric Hoskins, will require hospitals which charge more than $10 a day for parking to offer passes 50 per cent less than the regular rate for stays of five, 10 and 30 days. The passes can be transferred between patients and caregivers, allow for unlimited in-and-out privileges and remain valid for one year. In addition, parking rates will freeze for three years, and after that can only increase at the rate of inflation. The changes are scheduled to go into effect in October.

SIU called in after North York crash leaves truck driver with life-threatening injuries The province’s police watchdog is probing a collision in North York that critically injured a truck driver Tuesday. The Special Investigations Unit (SIU) said police officers were “verifying an address” near Sheppard Avenue and Dufferin Street when they encountered a car that sped away from them around 1

Scaled back SmartTrack plan include light rail along Eglinton DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory’s city-spanning SmartTrack transit plan will be scaled back, with light rail replacing heavy rail at the western end of it, according to a set of reports released by Toronto staff and the University of Toronto. But even in its scaled-back form, the viability of the massive transit project relies on conditions that may not be possible: a five-minute headway between trains, and the ability to ride the trains running on GO lines at Toronto Transit Commission fares. The two reports were released Tuesday, Jan. 19, and Tory was quick to modify what had begun as an ironclad election promise: to run heavy rail lines from Markham through Scarborough and downtown Toronto, and west through Etobicoke. “Now that these expert studies are available you will not find me digging in my heels on projects that don’t make sense, cost too much or don’t provide the most efficient service to our residents,” he said. “When it comes to projects like this we ultimately have to rely on the expertise of our planning team.” Toronto’s planning team unveiled its qualified support of the plan at a technical briefing after Tory’s statement.

Mayor John Tory has scaled back his SmartTrack transit plan by replacing heavy rail with light rail in the west end of the city, it was announced this week.

First among the recommendations were a major change to the plan: to abandon plans to build a new heavy rail corridor west of Mount Dennis. The corridor would need to be tunneled for “significant stretches” which would raise construction costs – ranging from $3.6 billion to $4.8 billion for a northeastern corridor, and between $3.7 billion to $7.7 billion for the Eglinton corridor. Extending the Eglinton LRT along Eglinton would, in contrast, cost $1.3 billion. And projected boardings on the LRT by 2031 would be three times higher than the Eglinton heavy rail

He looked at a number of different variables, and found that SmartTrack would be an effective release for con-

gestion on the Yonge line – assuming that certain conditions applied. First, riders would have to pay a TTC fare – the more expensive GO Transit fare would be a disincentive. Second, trains would have to operate frequently, about five minutes apart. Both of those are challenges, in that the trains would be operating on GO lines and any fare integration would likely amount to some amount between the lower TTC fares and the higher GO Transit fares. As well, running more frequent service along lines currently used by less-frequent GO trains would mean that there would need to be

Budget dips into reserve funds to keep increase at rate of inflation DAVID NICKLE dnickle@insidetoronto.com The route to the balancing of Toronto’s 2016 budget became a little clearer Monday as budget chief Gary Crawford put forward a plan to keep taxes low and fund some but not all of the enhancements approved by Toronto council last year. But critics say the plan put forward at the Monday budget committee meeting, and endorsed by Mayor John Tory, will simply end up digging Toronto into a deeper financial hole in years to come because the budget would make up the $51-million gap by using one-time sources of funding and reserve funds. But Crawford said the plan would allow council to invest in at least some of the areas that council approved in 2015, and would maintain property tax increases at 1.3 per cent – the rate of inflation, as promised by Tory. “The focus has an affordable budget at 1.3 per cent, and we have achieved that,” Crawford said. “But we’ve included the good majority of investments that people want.”

In fact, the budget, as proposed by Crawford, funds about 40 per cent of the wishlist that council approved. Axed from the budget’s $57 million in enhanced services are student nutrition inflationary enhancements, daily grooming of Toronto beaches, enhanced winter maintenance for parks paths and new and enhanced express bus services, among other things. But Crawford said various

enhancements are included. The city’s arts funding remains intact, and the budget proposal puts $5.3 million into poverty reduction – most of the $5.7 million council requested. It also provides for earlier TTC services Sundays, more TTC fare inspectors and measures to make streetcar service more reliable. “There were a number of things that we looked at and they were important, but we thought they were nice to have,” said Crawford of those areas that didn’t make the cut. “We’re not saying no. It’s probably not this year but we’ll look at them for next year.” The plan also finds money by asking various departments find more efficiencies. The Toronto Police Services budget would be reduced by $3 million gross and net, and asks police to find savings by freezing discretionary expenditures, and asks the TTC to find $5 million. The budget also demands that the Toronto Parking Authority surrender a one-time dividend of $5 million and demands another $5 million from the Toronto Port Lands Corporation, and an increased $5.5 million from pay-

ments in lieu of taxes, based mainly on revised estimates. More money will come from the city’s shelter, support and housing administration’s Social Housing Stabilization Reserve, and from holding back the city’s contribution to the National Child Benefits Supplement Reserve. Critics on council say all of that will only make things worse in 2017. “There’s $51 million that the budget chief is proposing we loot out of various reserve funds,” said Councillor Gord Perks. “That means next year we have to find $100 million because we have to pay back what we looted and we still have to set our base budget to pay for what we’re doing. The gap remains. It stays there.” Perks said that the budget might be supportable if council and the mayor is willing to look at adding new revenue tools in future years, to make up the difference. “The only way a budget like this can be healthy for Toronto is if there’s a clear commitment to bring in the long-term revenue so we can backfill,” he said.

TTC Chair Josh Colle, meanwhile, offered a more optimistic reaction, calling SmartTrack “a positive development for Toronto’s transit and transportation network.” He wrote in a prepared statement: “The SmartTrack ridership projections released today suggest that local commutes on our regional rail system could significantly decrease the pressure on the overburdened Yonge subway by as much as 17 per cent,” he said. “SmartTrack will also integrate with existing busy TTC bus routes and help transit riders travel quickly and seamlessly across our city.”
