Raise a Flag fundraiser supports Sunnybrook’s Veterans Centre FANNIE SUNSHINE fsunshine@insidetoronto.com The lawns in front of Sunnybrook Health Sciences’ Veterans Centre will be a sea of red and white Friday, Nov. 11 when some 30,000 miniature Canadian flags will be planted to mark Remembrance Day and to honour the vets for their

service and sacrifice.

Now in its sixth year, proceeds from the Raise a Flag fundraiser will benefit the Veterans Centre, located on the campus of the Bayview and Eglinton avenues hospital.

A personal heartfelt message of thanks can be included and will be shared with the veterans.

“The war was over 70 years ago but the memories are still so vivid,” Second World War veteran Mac Joyner said, in a release. “I am in awe when I see all of the miniature flags outside on November 11; it is a spectacular show of appreciation, truly awe-inspiring.

Bayview Village Association celebrates 60 years with gala On Sept. 27, 1956, three dozen households came together to discuss concerns common to urban life: traffic, the need for green space, and a need for community.

From that meeting, the Bayview Village Association (BVA) was formed. Now in its 60th year, the BVA has marked the milestone with numerous events throughout the year, including a walking challenge

and speaker series, with a gala to top things off Friday, Nov. 4.

The gala will be held at the Grand Luxe, 3125 Bayview Ave., south of Finch Avenue. A reception will begin at 6:30 p.m., followed by dinner at 7:30 p.m.

Just walk in at What’s Up walk-in clinic FANNIE SUNSHINE fsunshine@insidetoronto.com Young people now have six places in Toronto where help with their mental health requires no fee, appointment or even a health card.

Children and youth in the city, perhaps one in every five, struggle with serious mental health disorders, but usually face long waits and inconvenient scheduling when they turn to professionals for help.

Increasing funding for a group of walk-in clinics, now called “What’s up” walkins, by $724,000 each year has allowed the province to open new locations this year in South Scarborough and at the Griffin Centre near Dufferin Street and Finch Avenue in North York.

Open five days a week, the walk-in clinics serve children and youth of any age up to 24 (29 at Griffin Centre), and will also see members of their families, along with delivering help in several languages.

The TTC has launched its annual Poppy Campaign in support of war veterans.

Police on Wednesday, Nov. 2 announced they have charged Yung Cheung Chow, 44, whom they allege was the driver of the Honda, with criminal negligence causing bodily harm and dangerous operation of a motor vehicle causing bodily harm.

Halfway through the term, Mayor Tory shines as a peacemaker

t has been just a little over two years since John Tory became Toronto’s fourth mayor, and there are certainly reasons to celebrate.

Tory was, after all, elected in 2014 as an antidote to the awful toxicity of Toronto City Hall under the stewardship of his predecessor, the late Rob Ford.

And he has filled that role admirably and well - rising well above what was frankly a very low bar for civility and professionalism set by Ford.

Having reached the halfway point of his first term, Tory can be satisfied in the fact that he has brokered an effective peace, or at least détente, among Toronto Council’s often warring factions, forging a strong voting bloc of centrist and conservative members of council.

He has forsaken many of the less savoury dog-whistle rhetorical positions that have blurred council debates in the past (anyone remember the “war on the car?”) and shown a willingness to compromise in a way that occasionally crosses the ideological divide with council’s left wing.

That has generated much good will. But good will comes at a cost, and over the remainder of the term and beyond, Torontonians will be paying that cost.

To make peace in the city’s east end, Tory has stubbornly maintained solidarity with the ruinously expensive singlestop Scarborough subway plan. To please the north and the west, he backed another gold-plated infrastructure project, to maintain an elevated highway at the east end of the Gardiner Expressway against the good advice of city planners but according to the wishes of suburban motorists and their representatives.

He and council largely avoided making hard choices in the term’s first two budgets and may well be headed toward a cliff on the third in 2017 - again, in the interest of peace and compromise.

In all this, Tory has shown himself to be a good-natured and collegial Torontonian with the city’s best interests at heart. It’s a good thing that he has the remainder of the term to demonstrate the ability to manage the peace that he’s forged.

Transit financing deal could be too much for taxpayers Is it possible that it’s all too much, this suddenly tiny transit expansion plan?

That is certainly an impression that one might take reading City Manager Peter Wallace’s report on a costly deal with the provincial government for building and managing the vestiges of Mayor John Tory’s SmartTrack heavy rail and former mayor David Miller’s Transit City light rail plans.

To begin with, the plans are tiny compared with their visions. Tory’s SmartTrack heavy rail plan now drops from 22 stations promised in the election to just six stations, and crucially is to be delivered by 2026, not as he promised within seven years. The old Miller light rail plan has been diminished for some time, resurrected as it was after the late mayor Rob Ford “killed” it in 2010. But now the lines on Eglinton, Finch and Sheppard

by Metrolinx will be run by the city-owned Toronto Transit Commission.

The Eglinton Crosstown LRT will cost $80 million; Sheppard will cost $38.1 million; Finch West, $51.5 million. SmartTrack is expected to cost another $40.5 million to operate.

Which is peanuts compared to the capital spending the city will have to do to cover the costs of the SmartTrack expansion.

The city will need to finance debt to the tune of $2.01 billion of the $3.72 billion cost (which includes the cost of the Eglinton West LRT). The city can finance that through a mix of tax increment financing, development charges, and, eventually, the equivalent

of a property tax increase as high as three per cent.

And in case one thought that might be all - Toronto will, under the agreement, begin contributing $20 million a year over three years to GO Transit’s own capital expansion program.

That’s a lot to digest.

And it doesn’t include the cost of building the onestop extension of Line 2 to the Scarborough Town Centre, which will add another $3 billion to the city’s debt, or the eventual cost of the downtown relief subway line – identified by the TTC as essential to deal with growing congestion on the Yonge subway Line 1, which could cost in the neighbourhood of $7 billion.

Council will have to make a call on the deal next week at its November meeting, and it’s an unenviable task. Toronto does need better transit, and has for years, and this costly plan seems to be

the only route to actually creating it.

The trouble is that some of the biggest spends in this expensive list don’t match that well with the most urgently needed transit infrastructure in the city. SmartTrack might be Tory’s political priority; it is not, really, Toronto’s.

And even the elements that do address priorities come with a surprising and politically unpalatable cost.

Council probably can’t say no, in spite of those costs and misapplied priorities; if they do, it’s tantamount to giving up on city building, at least as far as partnering with the province is concerned.

But councillors and the mayor will have a hard time convincing attentive voters that they’ve brought home anything like a win.

Watching where you commute Control centre relies on camera feeds, automated software to improve traffic flow

RAHUL GUPTA rgupta@insidetoronto.com Inside a control room, located in a nondescript East York office building, a small team watches the city’s traffic unfold.

The group of traffic watchers, called operators, monitors feeds from dozens of cameras posted at the city’s busiest intersections, logging major traffic incidents 24/7.

The team also coordinates emergency road closures, dispatches maintenance crews and communicates advisories to the commuting public.

On a gloomy October morning, traffic surprisingly moves well during the heart of rush hour. But even during this unusually calm period, the traffic control team logs 12 major incidents between 7 and 10 a.m., which is normally one of the busiest parts of the day, according to head controller Linda Lee. “That’s just part of living in a city that’s booming,” said Lee Thursday, Oct. 20, during a tour of the traffic control centre. “When we look at our downtown cameras, it’s not just automobiles but lots of cyclists and pedestrians.”

Cameras capture traffic at expected hotspots like the Gardiner Expressway and the Don Valley Parkway. Feeds are also centred on Allen Road, Eglinton Avenue - more than 190 in all, capturing action in real-time.

The operators, contractors to the city, not only monitor traffic but also learn how to dispatch service. They undergo three months of training, learning how to operate the cameras, and familiarizing themselves with

various locations. Each feed can be accessed by punching a four-digit code. Feeds starting with ‘8’, for example, reference expressway locations.

“It used to be we could ask an operator to bring up a (feed) and it was simple, but it’s a little more difficult because we’ve got so many cameras now,” she said. “Now it’s hard to remember them all.”

From the control room, operators can also make traffic signal-timing changes to improve flow. The process can also be automated, with the system making predictive changes based on detectors measuring the level of traffic.

Operators can also favour traffic signals at certain routes at the expense of others to even out traffic flow. Over 300 current signals have the adaptive technology, according to Lee, with more to come.

“There are a lot of factors which can impact signal coordination,” she said.

A major intersection with multiple left-turn lanes, for example, will drive up the amount of time before the light changes. And for the signals to be coordinated, they all have to have the same “cycle length”. The spacing between lights is another factor, not to mention whether there are transit signals for TTC vehicles on the route. Sometimes, the detectors can be damaged

through construction, causing the traffic signals to cycle without any apparent rhyme or reason.

The team monitors the communications of the traffic signals and dispatches a maintenance crew in case anything is off. In some cases there is daily monitoring, but in less busy areas that drops to weekly.

Lee says the value of the program comes from being able to easily coordinate a response to an incident. For example a disabled vehicle creating a massive traffic pileup can be more quickly

diffused and authorities dispatched if it appears on a camera feed. Lee also gets tips from police, sometimes even media outlets advising of a traffic scenario.

THE FUTURE The control centre also tracks response times and reviews with the pertinent authorities how to improve them.

Analysis of traffic patterns also takes place, although Lee admits without the proper software, it’s not possible for a deep-dive into the informa-

tion just yet. She’s hopeful new software ordered for the control centre will be able to provide automated suggestions to deal with a specific incident.

“Right now if an incident happens, our operators need to find the camera feed and then determine if messages have to be changed on an electronic road sign,” she said.

“The advanced system on the way will provide suggestions on what to post and where to post it based on where the closure. It makes the process more efficient.”

RE-TIMING TRAFFIC SIGNALS The city has also undertaken re-timing its traffic signals, something which started back in 2012. Lee says a review has been undertaken of signal times at major arterials to improve the timing of traffic off-sets, so that there’s minimal waittimes between a succession of signals. All of the city’s 2,300 signals are scheduled for retiming, with 939 completed at major routes. But re-timing is expensive, with one installation costing as much as $160,000 and regular maintenance $15,000 a year.

Medical marijuana info session highlights health options JUSTIN SKINNER jskinner@insidetoronto.com For a growing number of Canadians for whom conventional medicine has proven ineffective, medical marijuana has become a ray of hope in relieving pain, anxiety and other chronic conditions.

More than 100 people learned some of the basics about medical marijuana at a special information session hosted by Metroland Media Toronto at the Ontario Science Centre recently.

Those in attendance heard from experts and were able to speak with a broad variety of service providers, including licensed medical marijuana providers and producers such as Bodystream, Canadian Cannabis Clinics, Aphria, Tweed and Mettrum.

While the session offered time for visitors to learn more from individual providers, the highlight was a panel discussion featuring pain and addiction medicine

Marks de Chabris noted that cannabis has a long and varied medical history dating back thousands of years. It wasn’t until the 20th century, in fact, that the plant became vilified and outlawed for racial and political reasons.

“The laws against it were designed to target certain ‘undesirable’ ethnic groups,” he said. “At the time, most

Canadians didn’t even know what marijuana was and had no idea that the cannabis preparations they’d been using for years were the same as this fiendish and dangerous marijuana drug.”

The campaign to denounce cannabis has done an aboutface recently, with 70 per cent of Canadians agreeing that it should be legalized according to a 2016 survey, he noted.

Cannabis itself contains more than 500 compounds which target the body’s endocannabinoid system a system within the human body featuring receptors that react to THC and CBD, the two compounds in cannabis that are primarily used for medicinal purposes.

Strains of medical cannabis and cannabinoid products vary in terms of how much THC and CBD they contain.

Unlike recreational marijuana, it is not smoked, but is typically vaped or taken as an oil extract.

Schecter said many patients who would benefit from medical cannabis fail to do so because either they or their physicians fail to understand the benefits. He spoke of a “10-80-10” rule, estimating that 10 per cent of doctors are willing to pre-

scribe it, another 10 per cent have decided they will never prescribe it, and the remaining 80 per cent need more information.

He said misinformation remains about the use of medical cannabis, adding that if people simply wanted to get a cheap high, they could use opioids or other prescription drugs.

Ontario Trillium Grant helps introduce theatre to inner city youth FANNIE SUNSHINE fsunshine@insidetoronto.com Often, the theatre is something first experienced as a teenager or young adult.

But Adam Seelig is hoping to change that through his theatre company’s first play for young audiences, which will be performed at 40 Toronto District School Board (TDSB) Model Schools for Inner Cities sites.

10,000 children Beginning in the fall and running into 2017, PLAY: A (Mini) History of Theatre for Kids, will reach some 10,000 children free of charge, thanks to an Ontario Trillium Grant Seelig applied for and received.

Seelig, founder of One Little Goat Theatre Company and

writer and director of PLAY, said this is the company’s first time creating a play for young audiences in grades 1 to 6.

Actors Richard Harte and “Mavis-the-Sometimes-Cat” (Jessica Salgueiro, alternating with Rochelle Bulmer) take the audience through four distinct periods of drama throughout the 45 minute production: * early beginnings: games around the fire; * ancient Greek tragedy: Antigone by Sophocles; * Japanese Noh theatre: Zeami and 14th-century Noh; * and modern theatre: Alfred Jarry, Gertrude Stein and Samuel Beckett.

PLAY also addresses issues such as bullying and gender equality by representing an equal number of male and female characters.

Seelig didn’t have to look too far to figure out the material for PLAY; he simply imagined what would have appealed to his own two kids when they were younger.

“I wanted it to be a play they could see from start to finish,” he said, adding many theatre productions aren’t allages appropriate.

“If I only had one shot at doing a children’s play, what would I want to share?”

The other thing about PLAY is it doesn’t require travel for the students, as the actors set up shop right at the school, he said.

“I hope they take away what an extraordinary pleasure there is in performing,” he said. “There’s music and dance in this. There is a huge responsibility performing for kids and I’m delighted to have that responsibility.”
