Council goes out on a limb for heritage tree DAVID NICKLE dnickle@insidetoronto.com Toronto City Council has approved a scheme to preserve a giant red oak tree that could be as old as 350 years where it sits in the yard of a North York bungalow. The vote Nov. 4 came nearly six months after Ward 7 Councillor Giorgio Mammoliti first brought the matter forward. Originally, Mammoliti and ParkdaleHigh Park Councillor Sarah Doucette had suggested that the city simply purchase the property near Weston Road and Sheppard Avenue. But since then, the house on Coral Gable Drive has changed hands twice – and the current owner has given assurances that although he is renovating, the work is all taking place inside. “He’s not looking to do any additions, so there will

As the old hockey saying goes, the bigger they are the harder they fall...

– Councillor Stephen Holyday

be no damage to the tree,” Doucette said. “He also likes the tree, and says he intends it no harm.” Council approved a motion from Mammoliti that would see the city establish a fund to which the public might contribute, to help pay for maintenance of the tree and go toward the cost of eventually acquiring the property on Coral Gable Drive. ‘Got to see the tree’ “You’ve got to see the tree to understand why this approach needs to be taken,” Mammoliti said. The tree’s canopy covers

the roof of the house and extends past the roofline on either side. It is also designated a heritage tree under Forest Ontario’s Heritage Tree program. But that designation offers no protection from being cut down. Council supported the plan, but some worried that the city might be entering into a dangerous liability if it did at any point acquire the property. Etobicoke Centre Councillor Stephen Holyday pointed out that just in June, a century-old tree fell in a park located in his ward, smashing a transformer and shattering bleachers. “It could have killed someone,” he said. “I hope money gets raised for this and I hope a private entity continues to own the tree. As the old hockey saying goes, the bigger they are the harder they fall and something could happen any day.”

York Lions host men’s soccer championships Thanks to some timely goal scoring by Michael Cox, the York University Lions didn’t need the host’s exemption into the Canadian Interuniversity Sport (CIS) men’s soccer championship they are hosting at York Stadium Nov. 12 to 15. Instead, the Lions will go in as Ontario University Athletics (OUA) champs, by virtue of their 2-1 championship win over the McMaster Marauders on Sunday. It marked the Lions’ third straight OUA title, and they are the defending national champions. York, which hosted the OUA final-four over the weekend, scored two second half goals (Jarek Whiteman in the 55th minute and Cox in the 88th minute) to overcome a 1-0

first half deficit. The OUA bronze medal game turned into a battle of downtown universities, won by the University of Toronto 3-0 over Ryerson University. It was actually a key contest as the U of T now gets to join both York U and McMaster U at this weekend’s CIS championships. York beat the U of T in Saturday’s semifinal 1-0 in overtime – Cox scoring the game’s first and only goal in the 110th minute. The previous weekend, York also won its quarterfinal game in overtime 4-3 over the University of Guelph – Cox scoring in the 105th minute. Cox, who joined the Lions in the off-season after three years with FC Edmonton in the North American Soccer

League (NASL), was the OUA’s leading scorer in both the regular season (16 goals in 16 games) and in the playoffs (four goals in three games). York sported the best record in the OUA over the regular season at 13-1-2 and is the tournament’s top seed. Thursday’s quarter-final matchups at York Stadium i n c l u d e : Mc M a s t e r v s . Food bank fall drive a success North York Harvest Food Bank (NYHFB) has surpassed its Fall Food Drive fundraising goals. The drive, which ran Sept. 26 to Nov. 6, brought in $108,198 and 106,053 pounds of food. The food bank was aiming to raise $100,000 and collect 100,000 pounds of food. Though the Fall Food Drive has ended, food and monetary donations are always welcome. Non-perishable food items such as canned fish and dried beans are in need, which will be distributed to NYHFB’s 47 member agencies. Visit northyorkharvest.com to donate.

Talk alone won’t solve Toronto’s drug problem

Write us

T

he war on drugs may be nearing an end, but the war of words on drugs is just getting started. At last week’s Toronto council meeting, a debate on banning hookahs in Toronto business establishments couldn’t go for long before handwringing questions about the implications of legalized marijuana would have on such a ban. Toronto’s Chief Medical Officer of Health Dr. David McKeown told councillors again and again that the fulfillment of the Prime Minister Justin Trudeau government’s promise to legalize the drug wouldn’t have much impact on this ban one way or another. But that didn’t stop the rhetoric. It is an easy target for fearour view mongering politicians, pot legalization. What terrible things might Address the happen when Toronto residents are granted easier, consequenceoverdose free access to the long-unlawful, arguably, unhealthy drug? epidemic Here’s the thing: Torontonians are already ingesting substances illegal and legal that cause different degrees of harm. And Toronto has been dealing with that reality for a decade now, through the Toronto Drug Strategy. On Monday, McKeown provided an update on the city’s attempts to deal with problems that arise from addiction, experimentation and overdose in the city. Overdose right now is the big problem faced by public health officials. Over the past 10 years, death by drug overdose has increased by 41 per cent and is now the second largest cause of death for young people. (Vehicle collisions remain the first.) The culprit in the overdose spike is a resurgence in popularity for opiates like heroin – highly addictive and so difficult to discourage with the threat of arrest and long jail sentences. The Drug Strategy’s implementation board has come up with a partial solution: POINT, a Toronto Public Health program to prevent overdoses. POINT distributes a kit for delivering Naxolone, a drug that can reverse the fatal effects of an overdose if administered immediately. So far, 2,000 kits have been distributed, and the drug has been used 300 times. More lives might be saved if the province and federal government passed a Good Samaritan law so that people present at an overdose can call 911 without fear of arrest themselves. That won’t solve things either, but that is the reality: when it comes to drug use and abuse, there’s no solution, just mitigation. And no amount of talk will change that.

Sizing up garbage in Toronto is getting tiring ‘If this is what you do with an extra large garbage bin, Toronto, maybe you shouldn’t be allowed to have one.’ When Toronto homeowners moved from old-fashioned garbage bags and cans to a payas-you-throw bin system under former mayor David Miller, Torontonians went along with it gamely. The plan was intended to encourage us to recycle and use our green bins, in the spirit of extending the life of Toronto’s landfill capacity without getting into the dirty business of incineration. It had some secondary benefits, too, many of them to the health and well-being of Toronto’s solid waste workers, and also to the gradual elimination of their jobs. The bins were designed to be emptied mechanically, which meant trucks

david nickle the city might one day be operated by a smaller crew, and no one on that crew would have to lift heavy garbage cans filled with whoknows-what into the back of their trucks. The other thing, of course, was the bins came in different sizes and that allowed the city to move over to a somewhat measurable pay-as-you-throw system, taking garbage off the property tax bill and providing financial incentive for homeowners to divert more effectively. Trouble is, the system was only somewhat more measurable. Homeowners paid more for the biggest garbage bin on the presumption they would throw away bags and bags of garbage each pickup, rather than the occasional large load and otherwise smaller loads.

TTC chair wants to lower fares to $1 Eglinton-Lawrence Councillor Josh Colle wants TTC fares to drop considerably, and for the province to make up the difference in revenue. At this week’s budget meeting, the TTC chair put forward a motion calling on the Kathleen Wynne government to subsidize every TTC ride, like it does for other Ontario transit agencies, to bring down fares to $1 by 2017. This would require a $1-per-ride subsidy from the province. The provincial subsidy would then increase to $1.30 per ride after 2017, and continue to increase thereafter to maintain an even split between the province and city in operating costs.

In 2013, the TTC announced the closings would be extended by a further two years due to the rapid deterioration of the tunnel ceiling under Lawrence station’s bus bay, which had become a safety hazard. With the year nearly over, the TTC remains non-committal about ending the early closures. In the meantime, buses, not trains, will remain the only way to get north of Eglinton for late-night riders.

The Goods perform the wheelchair tango >>>from page 1 Baycrest Health Sciences, the couple was able to enjoy the sensual dance they once loved. Now residents of Baycrest’s Apotex Centre, Jewish Home for the Aged, the couple performed the adapted dance during Baycrest’s monthly Café Europa program for Holocaust survivors living in the community, which includes speakers, entertainment, and refreshments at the Bathurst Street and Hwy. 401 site. A Holocaust sur vivor born in Poland, Mendel endured seven concentration camps and two ghettos before moving to Ottawa in the late 1940s. It was there, at a Christmas party, where he first laid eyes on Valerie Blau, a Holocaust survivor from Hungary. “When I saw her, my knees went under,” Mendel said of his future bride and mother of his three children. “She was 18 years old and so gorgeous.” Mendel asked Valerie to dance, and the rest is history. “Since the night we met, we’ve never stopped dancing,” he said, holding the hand of his wife, who suffers from dementia. “It’s not only her physical beauty, she gave me all those years no one

else could give me.” Born and raised in Poland, Mendel was 14 when he and his family were sent to a concentration camp. His parents, sister, two brothers, six aunts and uncles and as many as 50 cousins were killed by the Nazis. Mendel, who ran a successful tailoring business in Ottawa for more than five decades, chaired the Holocaust Committee in Ottawa for 12 years and was instrumental in planning a Holocaust Memorial in 1978. He also co-chaired the Canadian Holocaust Gathering in Ottawa in 1985, and for more than 40 years has been a regular speaker at schools, churches, and universities. Born and raised in Hungary, Valerie and her family were sent to concentration camps, where she later learned her family, including her parents, brother, and grandmother were killed. Krista Samborsky, a dance movement therapist who helped the Goods with the wheelchair tango, said she could tell the couple still had a love for movement. “They have overcome so much together,” she said. “It’s truly amazing to see the love they have for each other and for life.”

York University professor trying to sweeten the pot to bring bees to Canada Honeybees produce 75 million pounds of honey each year A York University professor’s project to protect Canada’s honeybees by developing a winter-hardy, disease resistant breed has been awarded $7.3 million in funding. Bee genomics expert Amro Zayed, along with Leonard Foster of the University of British Columbia, received the joint government-industry funding for their project. “It is very clear that we have to develop innovative solutions for bee health because bee declines will have serious consequences for Canada’s economy and food security,” Zayed said in a release. About a quarter of the colonies die each winter forcing beekeepers to bring in more from the United States, increasing the risk of importing aggressive “killer” bees or new diseases. health to honeybees. “Our group has recently shown that you can predict the behaviour of specific colonies

by knowing their genetics. We no longer have to spend a lot of time and effort observing colonies to determine if they

are going to be healthy or not,” Zayed said. The team will identify genomic and proteomic markers to selectively breed 12 economically valuable traits. This will enable beekeepers to quickly and cost-effectively breed healthy, disease-resistant, productive bee colonies that are better able to survive harsh Canadian winters. As this will not eliminate the need to import bees from other regions, the team will also develop an accurate and cost-effective test to detect bees with Africanized genetics. This new test will improve on an earlier version developed jointly by the Zayed team and researchers from the University of Sydney.

Indie Toronto publisher printing unauthorized James Bond book Canadian copyright expires 50 years after author’s death DOMINIK KUREK dkurek@insidetoronto.com An independent Toronto publishing house is capitalizing on James Bond’s expired Canadian licence and doing what few in the world legally can. ChiZine Publications is releasing an anthology of unauthorized James Bond stories by professional writers. Licence E xpired, The Unauthorized James Bond, will be released Tuesday. “I think we’ve had more buzz about this book than almost anything else we’ve ever published. People love Bond and they’re excited by it,” said ChiZine co-owner Sandra Kasturi. C a n a d i a n c o py r i g h t expires 50 years after the author’s death, so agent 007 entered public domain in this country in January. The publisher quickly jumped on the opportunity to publish its own book. This opportunity could be a short one, however. People at ChiZine anticipate Canadian copyright law will be amended to extend to 70 years after the artist’s death, to be in line with much of the rest of the developed world. This copyright change will likely happen in 2016. The publisher sent out a call to its regular authors and an open call for submissions in January, and quickly set to work to get the book published. “We have this tiny little window in which to publish this book because Canada may change the copyright law next year,” Kasturi said. “In the meantime, it’s perfectly legal to do this. We’re doing it while we can.” The idea for the book came from its two editors, David Nickle and his wife Madeline Ashby. Nickle is Metroland Media Toronto’s city hall reporter and a pub-

I think Ian Fleming himself would probably have liked this, to see this natural evolution of his character. – Sandra Kasturi

lished author. When the couple heard of Bond’s expired licence in Canada, they approached Nickle’s publishers with the idea. Kasturi said the 19 stories are fantastic and help reenvision Bond. “I think Ian Fleming himself would probably have liked this, to see this natural evolution of his character.” The stories in this Bond book, which range from about 3,000 words to 10,000

words, look at different stages of Bond’s life. Kasturi said reading this book will be like rediscovering a beloved family member you once thought was gone. “He’s your weird uncle and kind of a creep and said some really terribly rude and racist and sexist things, but I kind of love him anyway. And look, now he’s a little bit better,” Kasturi said. “We’ve reinvented him a little, we were able to look at him through a 21st century lens.” Kasturi said she hopes Canadian copyright remains at 50 years for a while longer, which would allow her to reimagine another of Fleming’s books, Chitty Chitty Bang Bang with new illustrations.

First World War stories, paraphernalia available in special online collection

in remembrance

Project a partnership between city, York University and Historica Canada The City of Toronto is paying homage to those who fought in the First World War through a special online project detailing 100 personal stories and showcasing artifacts from the Great War. Dubbed Toronto’s Great War Attic, the project saw stories collected from everyday Torontonians at a series of public sessions last year, while historians and archivists photographed authentic First World War paraphernalia visitors brought in. “The public sessions were a rewarding experience for the participants as museum staff were able to share their expertise on the objects and stories being shared as well as telling them about the war

and Toronto’s involvement in it,” said Councillor Michael Thompson, chair of the city’s Economic Development Committee. Given that the First World War took place a century ago, the stories collected were passed down through generations, while the items on display have become family heirlooms. The project was run through a partnership between City of Toronto Museums & Heritage Services, York University and Historica Canada, and the project is funded by the City of Toronto and Heritage Canada.

“We all learned so much from the people who shared stories and listened to the interpretations of family heirlooms by museum staff and historians. “The project was an important model for museums in community engagement and people’s history,” said Craig Heron, York University history professor. The stories and photos of the artifacts from the Toronto’s Great War Attic project can be viewed on the Historica Canada website at www. thecanadianencyclopedia. ca/en/map/stories-of-thegreat-war#/en/collection/ first-world-war

Bayview/Finch development approved at Community Council Final approval on agenda items to be voted on Dec. 9 at city council North York Community Council has approved a 91-unit, four-storey residential development near Bayview and Finch avenues. The approval, made during the council’s Tuesday, Nov. 9 meeting, calls for the demolition of six existing single-detached houses, five of which are rental units, at 221, 223, 225, 229, and 231 Finch Avenue West. The owner has agreed to provide tenants, who currently occupy two units, with relocation assistance. The item will head to city council for final approval Wednesday, Dec. 9. The site currently contains a 34-storey condo at 181 Wynford Dr., the sixstorey Don Valley Hotel and Suites at 175 Wynford Dr., and a six-storey seniors residence at 187 Wynford Dr. Councillors approved construction of additional 30- and 36-storey condos containing 700 units, along with converting the hotel to be made up of 141 hotel rooms and 142 residences, totalling 983 new units in the area. The developer will also contribute $900,000 in community benefits, which will include an outdoor recreation area for children. City marks 10 years of Toronto Drug Strategy DAVID NICKLE dnickle@insidetoronto.com It has been 10 years since Toronto Council approved the Toronto Drug Strategy – and at a conference looking back on the strategy’s first decade of implementation, health officials admitted that it could take more than another decade to eradicate the problems associated with substance use and abuse, if such a thing is ever possible. “Alcohol and drug use is complex,” said TrinitySpadina Councillor Joe Cressey, who chairs the Toronto Drug Strategy Implementation Panel. “People have consumed drugs throughout history for all kinds of reasons. Substance use is not going to end tomorrow. In fact, that’s not necessarily the goal. We have more work to do in setting and addressing those issues.” The strategy was

approved in 2005 after having been first proposed by the Toronto Board of Health in 2003 and has been used in a myriad of initiatives to deal with drug and alcohol use across the city. While many of those initiatives are long-term advocacy and education projects, some, said Cressey, have saved lives. “I would point to one example and that’s the city’s POINT (Public-Health Implemented Prevention Overdose in Toronto) program,” said Cressey. “As part of the program, we have distributed more than 2,000 Naloxone kits, that have been used over 300 times.” Naloxone is a drug that can help reverse the potentially-fatal impacts of a drug overdose. And drug overdoses, said Cressey and Toronto’s chief medical officer of health Dr. David McKeown, are a

looming crisis. Over the past 10 years, death by overdose has increased by 41 per cent and is now the second biggest killer of young people next to vehicular collisions. “These deaths are preventable,” said Cressey. Toward that end, the implementation panel has also approved a pilot project that will provide testing stations in nightclubs so that people who’ve obtained a pill can determine whether its contents are as-advertised. “You have your pills tested and then you write on a chalk board what is real and what is not. That is good harm reduction, but it also helps on enforcement.”

Vibrant ‘main’ streets key to local neighbourhoods City planner calls for avenues to be built up JUSTIN SKINNER jskinner@insidetoronto.com According to City of Toronto Chief Planner Jennifer Keesmat, a new city-building model centred around complete streets is vital if Toronto is to thrive as it becomes denser. Speaking at a symposium at the 519 Community Centre on Tuesday, Keesmat espoused the virtues of building up “main streets” to help preserve neighbourhoods, help local businesses prosper and keep the city livable. Titled “Building Vibrant Main Streets and the Power of Local” and hosted by WoodGreen Community Services, the symposium brought together business leaders and community builders from across Ontario. By building up avenues, Keesmat said, it would increase Toronto’s walkability – and in turn its livability – by ensuring that residents could access the services and amenities they need right in

their own neighbourhoods. That would mean building up many of Toronto’s avenues to ensure each neighbourhood has a vibrant mix of retail, health care and other services.

It’s something that makes a very large city very, very local.

– Jennifer Keesmat, City of Toronto chief planner

“Walkable communities exist and thrive when there is a main street (with services provided) within walking distance of the home,” the chief planner said. “Main streets historically have been a critical part of the vibrancy we have in our cities. “It’s something that makes a very large city very, very local.” Building up main streets to the necessary level – Keesmat pointed to Brooklyn, where four and five-storey buildings are the norm through-

out – would be particularly difficult in some parts of the city. Suburban majority “Our city is not predominantly characterized by main street retail – in fact, the vast majority of our city is suburban,” she noted, pointing out that in a 630 square kilometre city, “most of the growth is concentrated in 17 square kilometres downtown.” While some might be opposed to increased density, even on their larger avenues, Keesmat said it would in fact have a positive impact on problems such as traffic congestion. Taking a main street mentality means designing streets that provide bike lanes and wide sidewalks instead of simply focusing on how many cars they can handle. “It’s about making more trips that are reachable by foot,” she said, noting that “cars actually fall to the very bottom of the list (of priorities) if your focus is on planning for people.” Planning streets in this way would provide a boon

to local retailers. Providing more widespread retail instead of centring retail in destination centres such as malls would encourage more people to walk or bike to run errands, and studies have shown that pedestrians and cyclists are more likely to make multiple stops on a trip than motorists. That, along with the building of communities, would allow smaller mom-and-pop retailers to thrive, which would benefit the city as a whole, she said. “The money tends to stay in the community more,” Keesmat said. “It’s very different than when you go into a big box store and the money from the toilet paper you buy goes to a big American conglomerate.” The radical shift in thinking when it comes to citybuilding will take time, but Keesmat noted the Eglinton Connects project – both the crosstown LRT and the associated development and street redesign that goes along with it – will showcase what such a vision could bring to more communities across Toronto.

‘The Immigrant’ tells story of friendship between two Russian Jews and a Texas couple In the early years of the 20th century, waves of Russian Jews escaping the pogroms (violent riots aimed at the massacre or persecution of an ethnic or religious group) of their homeland arrived in North America seeking new lives. The musical play The Immigrant tells the story of one of these refugees, Haskell Harelik. He arrives peddling fruit at the home of a Hamilton,

Steven M. Alper with lyrics by Sarah Knapp. Simply and fluidly staged by Robert McQueen, this production does what the best musicals should do. It introduces us to characters we quickly come to care about and participate in their evolving story. Sean Arbuckle delivers a richly varied performance as Haskell. He arrives knowing limited English, but with a desire to learn.

His friendship with his unofficial American sponsor, Milton, leads to an opportunity for both to learn about each other’s cultures. Milton begins to see his country’s many benefits through the eyes of Haskell and develops a better appreciation for all America has to offer. Steven Gallagher brings natural charm to his portrayal of the redneck Milton learning to embrace his initial fear of the immigrant and help Haskell become a successful businessman. When Haskell brings his wife Leah to join him, the four friends begin sharing their traditions and finding much that connects them. Kathryn Akin provides some feisty fun as the openhearted Irma teaching Leah local colloquialisms such as “Padadooly” and learning how to bake bagels. Tracy Michailidis plays up a gentle sensitivity in her role as Leah who is shocked to learn that her husband has buried his cultural identity
