LISA QUEEN lqueen@insidetoronto.com Despite an outcry from residents that luxury townhouses would negatively change the face of their neighbourhood, North York councillors approved a development near Bayview Avenue and York Mills Road. While it still needs to be approved by city council on Oct. 8, the development at 6 Baytree Cr., which runs west off Bayview north of York Mills, would include five three-storey townhouses fronting on to Bayview and a detached home facing on to Baytree. The townhouses would range in size from 343 square metres to 390 square metres (about 3,700 square feet to 4,200 square feet) while the house would be 466 square metres (5,000 square feet). An existing home on the site would be torn down to accommodate the new homes. The development would be “extravagant in design,” lawyer Tom Halinski, representing the applicant, told councillors at the Tuesday meeting of North York Community Council. Driftwood shooting: Man charged in death police release photos of North York woman of suspects’ bikes ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com
ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police have released photos of the bicycles that three suspects used in a double murder at a North York townhouse complex last month. O’She Doyles-Whyte, 16, and Kwame Duodu, 15, were gunned down at the complex, near Grandravine Drive and Driftwood Avenue, at 1:30 p.m. Aug. 23. The suspects fled the scene on bikes but discarded them in a park nearby. Police want to locate the “lawful owners” of the bikes. Police are also appealing for help in identifying anyone who may have been riding them on the days leading up to the murders. “If you have a child who may have been operating one of these bikes, I certainly appeal to you to contact me,” Det. Sgt. Terry Browne said. Police believe only one of the
suspects was the shooter. “There’s been a lot of community chat about this homicide, and what is consistent is that the person responsible, their name is being called out over and over,” Browne said at a news conference yesterday. “This provides us with a direction on where to focus our investigation. However, to be able to advance this investigation and ultimately be in a position to arrest and charge those involved, we require community participation.” Browne called the victims innocent bystanders. “They were just young boys that were out enjoying a summer’s day,” he added. A man has been charged with firstdegree murder in connection with the death of a 72-year-old sex trade worker. Janina Wrigglesworth, who also used the names Playful Tina or Linda, was found dead in her apartment at 5754 Yonge St. after emergency crews responded to a fire there at 1:15 p.m. July 13. The death was later ruled a homicide. Investigators have obtained telephone records of the business line Wrigglesworth used and ask anyone who contacted “Playful Tina” or “Linda” between July 6 and 13 to call the homicide squad. “We would prefer that contact is initiated by these individuals,” Det. Sgt. Terry Browne told reporters during a news conference yesterday. Police also want to speak to any sex trade worker who was the victim of an “unreported incident” in the last few months.

Browne, of the homicide squad, said Wrigglesworth advertised “in one of the local trade publications and it was not uncommon for potential clients to visit her address.” Wrigglesworth had also been preparing taxes for people on the side for several years. “We as investigators are now in possession of numerous tax returns that she had been filing and we would like to surrender these taxes to the proper owners,” Browne said. “I’m requesting anyone who may have left their tax returns with Ms. Wrigglesworth to contact our office...to arrange for pickup of your tax returns.” On July 15, police released security camera images of a person of interest in Wrigglesworth’s murder. “That, in fact, is the person that I’ve know charged with first-degree murder,” Browne said. Charged is 26-year-old Blake Anthony Wilson of Toronto.

North York wrestler eyes Tokyo Games Kwinter North York’s Alec McNeil didn’t let a pesky shoulder injury hamper his plans at the Canada Summer Games late last month. McNeil, a Newtonbrook Secondary School graduate, helped underdog Team Ontario to a gold medal while grappling his way to two individual gold medals at the Games, held in Sherbrooke, Quebec this year. The 17-year-old Willowdale resident, whose father Callum McNeil wrestled in 1992 for Great Britain at the Barcelona Olympic Games, has been battling a partially dislocated shoulder injury for the last 18 months. The injury restricted his training regimen for the majority of that time. “I was out for most of the summer because of it, so there was a lot of cancelled events, which set me back a bit,” he said. “I couldn’t really spar so I had to do a lot of running to get in shape.” A week prior to the Games competition he began sparring again and “tweaked” the shoulder

year – which meant his school would not take part in the OFSSAA provincial championships – “due to the political climate with the teachers at the time,” she said. “I understand (the teachers’ perspective), but the kids didn’t get any extra-curricular. That hurt.
Alec was pegged to win OFSAA in his weight class. That would’ve been a big deal for him.” The 6-foot-1, 150-pound McNeil did, however, win the club provincial championships, which qualified him for the national championships. He finished second at the nationals, but was “devastated” because he was favoured to win his division. Following the Nationals for McNeil was the Canada Games Trials. “He had to wrestle the same boy he wrestled at the Nationals and he had to beat him to qualify (for the Canada Games),” said Renee. “We said you got to shake it off and get your head in to the right place and win the Trials.” McNeil, who started wrestling just four years ago, did manage to redeem himself at the qualification trials finishing with a gold medal, marking a bittersweet turning point to the season and paving the way to a subsequent double gold medal showing at the Canada Games. Because the sport has been dropped from
the Olympics for 2016, McNeil, best case scenario, will have to wait until 2020 to follow in his father’s Olympic footsteps. The International Olympic Committee announced this week it has opted to reinstate the sport in the 2020 Tokyo Olympic Games, welcome news for the North York native. It may be seven years away, but McNeil is gunning for a spot on that 2020 Canadian squad. “I would have to win the Senior Nationals and Olympic Trails in 2016 to get there though,” he explained. Phillip Le, who attends William Lyon Mackenzie C.I., and Pickering’s Dillion Williams also represent Team Impact and won gold medals at the Canada Games in the 63-kg class and 58-kg class, respectively. Jamal Henry, a Scarborough native who attends West Hill Collegiate, closed out the Games with a personal bronze medal in the 46-kg category.

In response to the province of Quebec’s proposed controversial charter of values, Kwinter introduced the motion this week in Ontario Legislature to reaffirm the province’s commitment to religious freedom. “I want to make sure people here understand that we in Ontario treasure our diversity,” said the North York Liberal MPP, who represents the riding of York Centre. usinesses in Toronto – big and small – help make our city the economic force it is. They create jobs, they pay taxes and they provide services and create products we need. We’d suggest there’s another goal local businesses should make a top priority: to give back to the community they serve. Business owners and their employees are part of our neighbourhoods just as much as anyone else – in fact, they hold a position of influence that should be used to set an example by spreading goodwill. In recent editions we’ve helped share the stories of some businesses already leading the way. Bloor West entrepreneur and 1-800-RID-OF-IT president Rick Crawford rolled up his sleeves this week to help clean garbage from the Humber River. There are plenty of non-profits and local community groups in need of help. Encourage employees to participate in one of the many charity walks that take place throughout the year. Or form a company team and pitch in on a Habitat for Humanity build. This can be a win for everyone, but also a teambuilding exercise and a way to instill pride in the company and confidence in its mandate. Even adding a charity element to a new office opening or anniversary can make a difference. North York’s Royal LePage Partners celebrated a 100th birthday this year with a barbecue and fundraiser for the North York Women’s Shelter. It’s the completely selfless actions that inspire further good works. If your business is going above and beyond, let us help spread that good influence. Province shows might in subway decision
N
ow that most of the key players have switched positions, and we found out that the impossible can be done, Scarborough residents have the luxury of an alternative, fully funded, rapid transit extension from Kennedy station. With any luck, one of them, a subway or light rapid transit, will get built. Last week, the province announced that it had designed a subway extension from Kennedy station, using the current Scarborough Rapid Transit route, and ending at Scarborough Town Centre. Since the province is willing to re-allocate budgets, the subway extension is fully funded, as was the illfated Light Rapid Transit option. This is good news, right? Up to a point. First and foremost, it demonstrates what polls show: among those likely to vote in Scarborough, subways are popular. This
david soknacki beyond the headlines is a different proposition than building a system based on cost, service or need. Secondly, it proves that the province is in charge. Despite a premier who touts conversations and consultations, the announcement says very clearly that the Queen’s Park is prepared to do what it takes to get action on critical matters, especially when seats in the legislature are at stake. Third, it shines a sharp light on problems at council and the TTC. Toronto’s transit commissioners and its many staff could have implemented the same proposal with the same funds years ago. They flipped. They flopped. They dithered. They decided nothing could be achieved with the funds available.
It took the provincial transit agency to show what could be done. These three factors have put a very different dynamic into transit planning. Although details of the proposal require city approval, it is obvious that the province will not tolerate a veto from the municipality. TTC staff, its commissioners and council have the choice of either finding a face-saving solution to approve the new plan, or to sink into irrelevance. Once the squabbling subsides and construction begins, it will be useful to reflect on our new world of building transit. Over at the TTC offices and Toronto City Hall there must be servers and bookshelves full of meaningless plans. But as well, there are two lines that either are being built, or are likely to be under construction. The difference lies in

the need for provincial involvement. As council proved by its inability to raise additional taxes for transit, councillors prefer pushing transit investment to Queen’s Park rather than facing taxpayers. In turn, the province’s consideration turns not on a project’s technical justification, but from a calculation of political advantage. It’s how we are building the Spadina subway extension and the basis for the Scarborough extension. While it isn’t the best way to create rapid transit, it beats doing nothing at all.

Catholic board’s new director hits the ground running Angela Gauthier endorsed by board of trustees to replace Bruce Rodrigues CLARK KIM ckim@insidetoronto.com As the buzz of students returned to schools last week, Angela Gauthier has already hit the ground running. T h e n e w d i re c t o r o f education for the Toronto Catholic District School Board (TCDSB) officially replaced Bruce Rodrigues Aug. 1 after he was selected as the CEO of the Education Quality and Accountability Office (EQAO) for the province. “It’s been crazy busy,” Gauthier said in an interview with The North York Mirror before the school year began. She attended a Focus on

Youth celebration event in August with summer school programs still going on. Gauthier also met with senior staff to identify board priorities and took part in

workshops to help new principals and vice-principals prepare for the school year. So far, the transition has been smooth. It helped that she’s already
very familiar with the board, Gauthier said. Prior to her appointment as eduction director, Gauthier served as TCDSB’s associate director of academic affairs since 2008. The board of trustees also endorsed her as someone who brings a wealth of experience to the education director position. “Angela is very passionate about how we can better support the academic achievement and well-being of our students,” said board chair Ann Andrachuk in a statement. “She is the right person at the right time with a clear understanding of the gains already made by this board and how we can move forward together with innovative, new ideas that support learning and deal with the challenges ahead.” In her tenure as associate director, she focused on the board’s 21st Century Learning strategy and improving access to technology for students

and teachers. Using technology to identify “teachable moments” and to figure out what fully engages students remains a priority this year, Gauthier said. From a curriculum standpoint, she noted they will redouble their efforts and revisit strategies to improve overall math scores, which have plateaued lately. Another priority is working with local parishes as key stakeholders within the schools to provide Catholic values. Stabilizing governance will also be a continued work in progress. “We want to make sure our resources are aligned with our needs,” said Gauthier, who expressed optimism about working with the trustees. “We’re progressing really nicely. We’ve done a lot of reflection and there’s always room for improvement.” As for the challenges ahead, Gauthier cited a better understanding of poverty in
the city will be necessary to help disadvantaged students in every school. That will mean getting involved beyond the school walls, reaching out to community stakeholders such as daycares and police as well as parent councils for their input. “We want our neighbours to know that we’re there,” said Gauthier, adding that Catholic schools should be a positive presence within the community. With the school year now underway, Gauthier emphasized the importance of shared leadership and collective responsibility with her staff. They’ll also be out in the schools more often to connect with the students and to understand better what’s good for their education. “It’s good for us to have that constant reminder,” she said. “It’s going to be fun.”

Cyclists pedal from Barrie in support of Baycrest More than 160 cyclists hit the road last Sunday to pump some “life” into programs at Baycrest Health Sciences. They participated in the 18th annual Barrie2Baycrest (B2B) Chai Ride. Chai means “life” in Hebrew. The cyclists, who raised $1.25 million for this year’s event on Sunday, pedaled more than 110 kilometres from Barrie’s Coronation Park to North York’s Baycrest campus on Bathurst Street, south of Hwy. 401. Since it began, the ride has raised more than $10 million for health and fitness programs at Baycrest, which provides a wide range of services for the
elderly and is a world leader in research on aging and brain health. “When it comes to aging well, fitness is the key,” Baycrest board of directors chair Garry Foster said in a statement. “Baycrest’s research tells us that exercise is crucial for both physical and mental health as we age. That is why the B2B event is so important – it supports the kind of programs we all need to live longer, healthier lives.” Each cyclist had to raise at least $2,500 to participate. Participants who raised $10,000 or more were entered into “Stan’s Club,” named after Stan Feldman, who has

Members of Toronto’s graffiti community turned against two of their own after a memorial mural for fallen Canadian soldiers was vandalized. The “Highway of Heroes” mural, located in the laneway at the rear of the Coroner’s Building near Yonge and College streets, was designed by five teens from the Flemingdon neighbourhood in the summer of 2010. Toronto Police Const. Scott Mills and graffiti artist Jessey Pacho oversaw the project. “It was a message of respect for fallen soldiers and their families and it was a cry for world peace,” Mills said of the mural. Last Friday afternoon, Mills was walking by the mural and noticed it had been defaced. “It pretty much brought me to tears,” he said. “This is a complete disrespect to all those who’ve served and

“And it came about through the graffiti community... reaching out to me,” he said. “They know how much this

them directly and just find out what was going through their mind when they did this,” Mills said. “Let’s change some minds here, let’s do some educating and let’s make sure this never happens again.” Mills noted he’s also open to the idea of getting the vandals involved in restoring the mural. Pacho said he’s working on a new design for it. He and a friend plan to paint the new mural on Sept. 20 and 21. Pacho had this message to the vandals: “Learn the rules before you get into the game. You’re never supposed to go over a dedication piece.” The mural is located at the end of the Highway of Heroes route fallen soldiers take after being flown to Canadian Forces Base Trenton. “This is one of the last things that the families will see before the body enters the coroner’s office, so it’s really a way to honour our fallen troops and something positive for the families to put them at ease,” Pacho said. The wings of the dove was in the shape of a Canadian Flag,” Mills said. “It had citizens, police officers and soldiers all together saluting on bridges like they do on the Highway of Heroes.” The mural also contained poppies and the words “Highway of Heroes.” Police believe the vandalism took place Aug. 5 or 6. “We’re going to repair this mural and make it bigger and better,” said Mills. “This is much more than just a mural on a wall in Toronto. This is about the lives that people have given for freedom in our country and in our world.”

of the country, who require a labour market opinion to bring in temporary foreign workers and it simply covers the cost of processing the application from employers,” Fortier said in a statement emailed to The Guardian.
“The reasoning behind the fee is simple – taxpayers shouldn’t pay the cost for employers to bring in temporary foreign workers. Previously taxpayers were paying the entire processing cost.” It has long been the case that booking agents, promoters and venue owners are required to obtain an LMO to hire international artists to perform in bars and restaurants in Canada. According to Fortier, when international artists are being booked by a promoter or booking agent to play at several bar and/or restaurant venues across Canada, they are only required to pay the LMO fee once. Tracy Jenkins, manager of the Lula Lounge, said that venue focuses on presenting diverse music and has international artists playing there frequently, often in collaboration with local artists. “We work with local musicians to create collaborative projects where we invite international artists to come here,
spend some time, work with local musicians often in a mentoring position, do workshops and then present a concert at the end,” Jenkins said. “With this new fee, it will make that kind of project almost impossible to do.” It will also affect young people who work at small venues, according to Marion Lewis, a co-creator of Canada’s first artist-run centre, known as A Space. Given a lack of employment opportunities, many young people end up with part-time work in the arts, entertainment and service industries, which will be hit by the fees, she said. Carlyle Doherty, an independent promoter from Waterloo, started a petition at change.org/canada4music that demands the government cancel their fee hike on live music. It has garnered more than 100,000 signatures inside a week from people across the globe, Doherty said.

Good journalism essential to democracy Given the hearings, trials and appeals Mayor Rob Ford has gone through over the past three years, it’s hard to imagine a lower-stakes game than the Ontario Press Council hearings that took place Monday. If the Globe and Mail and Toronto Star are found to have behaved unethically in pursuing stories about the mayor and his brother Doug, they’ll have to publish the scolding decisions in full. No one’s talking about throwing them out of their newspaper boxes. But wouldn’t you know it? Out of the second half of the hearing came one of the most cogent – and dispiriting – statements of the health of our body politic to come along in years. Specifically, it came from complainant Connie Harrison, who objected to the Globe and Mail’s story alleging Doug Ford once ran a hashish distribution business in central Etobicoke. She, however, demands more than the Globe has been able to provide, being as none of the sources who spoke about the alleged Ford

Assurances from editors and reporters that the sources had been vetted, and their fears of the consequences of revealing their names were real, didn’t wash with Harrison. The Globe should have betrayed its sources, submitted its reporter’s notes to a third party, or failing that, simply ask for its reporter’s resignation. Bottom line: whatever credibility the Globe had managed to earn over the decades didn’t count to her. By reporting as much of the story it thought it could without squaring the circle with unwillingly named sources, the Globe and Mail did only harm to the city. Now, we journalists have never enjoyed the love we feel we deserve from the public, and Harrison’s opinions and feelings are her own. But they are not only her own, in this divided city. The mayor and his brother take pains to paint
their critics in the media as partisan liars, whose freedomof-information requests are signs of impertinence. Is that narrative taking hold? Not overall, hopefully. The accountability provided by good journalism is, as was stated by both Globe editor John Stackhouse and earlier in the day by Toronto Star editor-in-chief Michael Cooke, essential to the functioning of a healthy democracy. It’s also fragile. Reporters and editors cannot compel testimony or proceed with criminal charges if they believe they’re warranted. They can’t use wiretaps. They can’t enter premises. They cannot, always, deliver 100 per cent of an important story as fast as their readers might wish. With all its imperfections, however, good reporting sheds light on matters the public should know about, and that’s a vital function – even if sometimes that light isn’t as bright or constant as some of us might wish. up to optimal levels. One area of particular concern was the city’s planning department, which is currently down by between 36 and 40 positions. The committee also got a look at the city’s overall surplus, which currently is being projected to be $57 million – a number considerably lower than surpluses in years past. City finance staff told councillors that by the end of the year, the surplus was likely to approach $100 million, but not much higher than that. Council policy dictates that 75 per cent of that surplus should go to paying down the city’s debt.

The bus shelter advertisement initiative is the latest phase of TCHC and Toronto’s Closing the Housing Gap advocacy program. It will see ads appearing in 136 bus shelters in Toronto, and also shelters in Ottawa, calling on the federal and provincial governments to step up with funding for public housing. “Today we are boldly expanding the visibility and reach of Close the Housing Gap,” said campaign co-chair and Davenport Councillor Ana Bailão last Thursday. The advertisements
