South Sea Eco-Island An Introduction
The South Sea Pearl Studio speculates about the possibility of self-sustainable urbanism that balances and integrates the aims of culture, nature and business to reclaim the importance of intelligent ecology in 21st century urbanism. Looking at individual small towns and city-states that arose throughout history—from Greek city-states, such as Miletus and Samos, to the towns populating the Roman Empire, to the Renaissance fortress city of Palmanova—it is notable that each of these urban systems were developed with a degree of autonomy and independence that is impossible in today’s globalized era of the nation-state. For centuries, towns and city-states developed idiosyncratically, as micro engines of cultural, agricultural and social sustainability; their often remote locations and distinctly defined urban boundaries led to highly specific architectural, urban, economic, and social considerations as each culture addressed the questions unique to its own advancement.

Cities that used to take generations after generations to build now can be done by single group within decades. With the unprecedented technology and tools, once again we start to question the essential of an autonomous land, an island, a city. Now, China is poised to inherent this legacy by constructing a 290 hectare island that will become a laboratory and demonstration project of urban sustainability in Hainan, China. Studio targets the fundamental experience that defines the space from five distinguished approaches, they are Floating Landscape, Archipelago, Infrastructure Urbanism, Extreme man-made urban environment, and the Autonomous Private Spaces.

Haikou Eco-Island is an artificial island under construction off the coast of Holiday Beach in Haikou Bay, Haikou, Hainan, China. Developed and owned by HNA Group, it will ultimately become a eco-tourism destination for people all around the world. HNA Group views this Eco Island as an significant strategical move for its sustainable features. The characteristics of Chinese tourism market, the ecosmart island system, potentiality of South China Sea cruise tourism and the integration of various services provided by HNA group are all considered as the basis of the eco-island project. Natural Resources To the United States Geological Survey (USGS), underneath the waters of the SCS are a potential 11 billion barrels of oil and 190 trillion cubic feet of natural gas. In addition, mass liquid gas pass the area of south china sea. Because of the ownership of the abunding resources, none of the surrounding countries is willing to surrender. Economical Influences There are plenty of commercial relationship between China and Countries around South China sea. Therefore, all those countries keep restrained and avoid breaking up the relations, which will have negative effects on both countries.

Nine-Dash Line is the demarcation line used initially by the government of the Republic of China and subsequently also by the government of the People's Republic of China for their claims of the major part of the South China Sea. On 12 July 2016, an arbitral tribunal in the Permanent Court of Arbitration in he Hague ruled that China has no legal basis to claim "historic rights" within its Nine-Dash Line a case brought by the Philippines. The court judged that there was no evidence that China had historically exercised exclusive control over the waters thus China was not suppose to claim the territory within the Nine-Dash Line. The ruling was rejected by the Chinese government since the court by law should not rule on any sovereignty related issue. “九段线”中国官方称 “南海断续线" 是中华人民共和国依据中华民国政府于1947年提 出“十一段线”主张其在南海各项权益边界的依据。 2016年7月12日,由荷兰海牙常设仲裁法院提供场地和秘书服务的临时仲裁庭就菲 律宾提出的“南海仲裁案”做出判决,裁定中国没有在九段线范围内行使领主权同时 裁定中国对南海九段线拥有历史权利的说法违反了联合国海洋法公约。由于联合国 海洋法公约第15部分第3节的第298条规定法院不能裁决主权问题,中国外交部表 示该裁决是无效的,没有拘束力的,中国不接受,不承认。

The area of South China invloves in serious disputation which related to complicated political and economical conditions. The surrounding islands around Sourh China sea were claimed to be the territory of several countries. However their claiming of the territory, the islands were controlled separately by those countries, and none of them have the full control of the area. Vietnam Controlled the majority of the islands and the main area of South China sea. The attempt and negotiations to solve the dispution have always been going on. The agreement of solving the disputation was once made in 2011 but not last long. At present, some resource development have been implemented within the area. Vietnam and Japan reached an agreement early in 1978 on the development of oil in the South China Sea. By 2012 Vietnam had concluded some 60 oil and gas exploration and production contracts with various foreign companies. Certain judgement was made, while it did not help to solve thw problem. In 2016, an arbitral tribunal ruled against PRC’s maritime claims in Philipinesv. China, but PRC did not abide by the ruling, and insisted on the negotiation with other claimants. 中国南海区域目前陷入到严重的涉及政治及经济的争端之中。区域内部岛屿被周边 多个国家同时宣布主权归属。但是尽管各国宣布岛屿的主权,所有岛屿目前分别被 周边国家控制,没有一个国家拥有此区域的主导权。越南现在实际控制此区域内最 多的岛屿与海域。 解决领土争端的尝试与沟通一直在进行之中。在2011年各国曾经达成一项解决领土 争端的共识,但是并没有维持很久。 当下,区域内部的一些资源已经处于开发之中。越南和日本早在1978年就关于中国 南海的石油资源开发达成一致协议。截至2012年,越南已经与广大国家达成了60 余项石油天然气的探索与开发协议。 很多关于中国南海问题的判决也曾被作出,但是并没有促进问题的解决。在2016 年,一项关于中国与菲律宾的水域争端问题对中国不利的仲裁判决做出,但中国方 面不承认此判决,并坚持通过与周边国家沟通协商解决问题。

Currently, many artificial islands were found under construction in South China sea by China. In addition to the islands, some media claimed that there are evidence of facilities being built on the artificial islands such as airstrips. They also claim that the driving force for Chinese government to build artificial islands is to claim territorial waters based on new man-made islands. US and other counties are suspecting the aggressive attitude and actions of China. US government protested that the constructions are illegal and some military actions were taken that warships sailed through a 12 nautical mile zone around two artificial islands.

On the other hand, Chinese government is promoting tourism for disputed Paracel Islands as response. The Paracel Islands, a cluster of islands on the western edge of the South China Sea, are perfect for tourism, water sports and romantic weddings. Some tourism has already started on three tiny islands in the Paracel Island, and China is expecting a community of 1,500 residents complete with a school, a police station and a court.

The island is based on the well-developed cruise tourism around the south china sea. Asia now ranks fourth among the world’s cruise markets in cruise capacity. The existing cruise terminals in Hong Kong and Singapore attract many tourists around the world. The existing artificial island are the references for the proposing Eco island in Hainan. There are several driving forces behind the constructions of artificial islands: in addition to tourism, flood protection and wildlife sanctuaries are other important motivations of man-made islands. Apart from the designing masterpiece and economical influence, the ecological impact of artificial islands are also eminent. 在中国政府宣扬中国南海的旅游开发方向的背景环境下,中国政府控股的海南航空 集团举办了为宣传中国南海新形象的人工旅游岛的设计竞赛。 人工岛建立在中国南海高度发展的邮轮旅行的基础之上。亚洲目前在全球邮轮市场 中就客流量而言排名第四。现存的诸如香港和新加坡等地的邮轮母港已经吸引了全 球很多游客前来游玩体验。 现存的人工岛屿可作为海南人工岛设计项目的参照案例。人工岛的建设背后有很多 不同的驱动因素:除旅游之外,其他的人工岛屿重要的驱动因素还包括洪灾防治和 野生动物保护栖息地。人工岛的生态效应是在其设计和经济效应之外很重要的因 素。

Series of precedents were studied as the tourism trends as well as the fundamental discourse in urban desgin. In this case, the most important character for the island should be defined as touristic island.

The ability to contain large amount of people and meanwhile to keep tourist entertained is also carefully studied. Finally, the design strategies that used to overcome design challenges are also studied in terms of the way to establish landmark, the implementation of sustainable technology as well as the relationship between large urban area and cruise terminal. Land Reclaimation is the number one enemy to many living organisms and the eco-system we live in. Meanwhile, artificial Islands has proven to be a popular development ideal for many developers seeking to invent a new world. The conflict between these two issues bring about the concept for floating landscapes, which suggest zero reclaimed land while constructing an artificially floating island. With a small environmental footprint the islands can work to enhance the eco-system, while creating a new ecology of its own. The land is constructed from floating structures that are interlinked with a secondary structure that keeps them held in place. Program can be held above the floating structures while the top shell is public space and landscape. The overall look and feel of the island promotes natural urban living and provides an opportunity to live in a modern green world where wellbeing, environment and technology are brought together in sync to provide for a sustainable future.

For centuries, towns and city-states developed idiosyncratically, as micro engines of cultural, agricultural and social sustainability; their often remote locations and distinctly defined urban boundaries led to highly specific architectural, urban, economic, and social considerations as each culture addressed the questions unique to its own advancement.

The South Sea Pearl Studio speculates about the possibility of self-sustainable urbanism that balances and integrates the aims of culture, nature and business to reclaim the importance of intelligent ecology in 21st century urbanism. Looking at individual small towns and city-states that arose throughout history—from Greek city-states, such as Miletus and Samos, to the towns populating the Roman Empire, to the Renaissance fortress city of Palmanova—it is notable that each of these urban systems were developed with a degree of autonomy and independence that is impossible in today’s globalized era of the nation-state.

The proposed is a natural floating island chain that challenges the ecology of the ocean is explored through the lens of programming and differentiating between passive and active water ponds. We wanted to explore different notions of recreations which the landscape within each island follows a piazza format. The big organizational strategy is the main island clusters and the pedestrian and bike bridges that work as a secondary connection in our island. Each of these islands has mixed-use programs that are surrounded by anchor points which define the main island identity. Also, there is a gradient from public to private as you navigate from the inside out. The Archipelago is a tourist destination that embraces ambiguity and excitement though natural and augmented landscape. The Hainan south sea pearl man-made island provides an unique opportunity for architects and urban designers; no context, no history and no land - a carte blanche.

Such an unique opportunity allowed us to explore the fundamentals and necessities of the urban environment in our search to create a non-conformist multi-layered island experience. The project emphasizes the one-of-a-kind edge experience all islands share. We’ve created an array of opportunities to explore and discover the island’s outer and inner edges, the open sea and the inner bay. We celebrate the island’s man-made qualities by revealing the ‘true nature’ of it, creating environments, places, parks and building suitable for the manmade, rather than trying to emulate the natural. Haikou is on the northern edge of the torrid zone, and is part of the Intertropical Convergence Zone. April to October is the active period for tropical storms and typhoons, most of which occur between August and September. May to October is the rainy season with the heaviest rainfall occurring in September. Despite its location, the city has a humid subtropical climate, falling just short of a tropical climate, with strong monsoonal influences. Nevertheless, the area has hot summers and warm winters, usually with high humidity. Extreme temperatures have ranged from 2.8 to 39.6 oC. From June to October torrential rains may occur, with 70 days annually receiving at least 50mm. The island is a purpose for a platform that suits a dynamic, everchanging urban environment. It takes the sometimes fixed and unfixable master plan and breaks it down into small fragments that change in scale and program. By doing so, the small fragments, pods, can use the water of the island as infrastructure and to be dynamic. Moreover, it changes the common conception of what is moving and what is fixed in the urban fabric. The house, the hotel room or even the public program such as the park in the eco dynamic island can change its location all the time. The Spatial language of the island is after an open-ended system that can be exiting, divers, flexible and could always regenerate itself. The moving pods creating a new kind of spaces such as water plazas where the water become the landscape of the plaza and the ground changing program. Streets that become docking were the relation between the built and the unbuilt is blurred. As well as different scaled fixed island that are curved to meet the water infrastructure.
