Both buildings were served with orders branding them "unsafe" - both lacked fire safety systems required for places of worship and schools - but the city also acted because they were in an employment area it wants to save. Michael Thompson, chairperson of Toronto’s Economic Development Committee, says the city is not picking on any religious groups, but Sakinah and Canada Kanthaswamy both

ignored the city’s warnings about improper zoning. "A lot of folks are just not wanting to follow the rules." Part of the problem is this industrial part of Birchmount is already dotted with places of worship and private schools, as are many employment zones across the city. Seeking to stop a trend, the city clamped down in 2013 with a new bylaw, though it seems it sometimes takes inspectors years to find and act against new places of worship existing where they shouldn’t. To leaders of religious institutions struggling to find an affordable building - and who perhaps received bad advice this must look awfully unfair, and empty industrial real estate awfully tempting. But what about those believers who scraped together the donations, the money for lessons? Where can they go now?

Toronto is a place of religious freedom, but isn’t a friendly place for religious groups which lack a lot of patience and money. If you want to start a church, mosque, or temple, and you don’t want to rent space in another religious institution, your options are limited. Building a place of worship takes plenty of time and cash. If you don’t have that, you’re more likely to do something foolish, such as moving into an old warehouse or factory. On a stretch of Birchmount Road in Scarborough, the city shut down a Hindu temple last month. The Canada Kanthaswamy Temple Society held services in a warehouse for years, temporarily, while its home on the same street is being rebuilt. The Sakinah Centre opened a mosque and private school in an industrial building two doors away from that warehouse. More than 100 children attended the school

It is with regret that we announce that after this edition, Metroland Media Toronto will no longer be publishing the Parkdale Villager newspaper. It is with regret, but also with some reserved optimism. For while this newspaper may no longer be delivered to your homes, our connection to this community will live on. We’ve served Parkdale for eight years, but our newsroom has been serving this city for decades. We’ve established relationships with our readers, community groups and neighbourhood leaders. That’s not something we’re prepared to give up. It’s no secret that everyone in the media industry continues to struggle to maintain foothold in the market, be it print or broadcast or online. Traditional revenue opportunities are not what they once were and while we adapt and look for ways to innovate, sometimes costs need to be cut and products that aren’t sustainable need to be let go. All that we can do is turn our attention to the next challenge with renewed determination, and in Parkdale, that involves getting local news and events to people in other ways besides through the newspaper. While local delivery of your weekly flyers will continue, the news will come to your phone or

The Christmas season is the time of giving and the Centre of Addiction and Mental Health ( CAMH) is gearing up for the holidays with its Gifts of Light. The program provides its clients with basic necessities bought for them by donors.

he Centre of Addiction and Mental Health (CAMH) is spreading some Christmas cheer and looking to the community to help. Its Gifts of Light program is asking the community to think about the vulnerable this holiday season and give the gift of dignity to CAMH clients. "We can supply them with the basic necessities that can help them get through their treatment and feel comfortable and feel that dignity we all deserve to feel, especially when you’re in a very vulnerable state," said Quinn Kirby, the program manager for the Gifts of Light program. "There are a lot of people that come to us and they have nothing. They show up at the hospital through the streets or the judicial system; sometimes they’re coming from an emergency department. In fact, a lot of the times people do not plan to actually come to CAMH, it’s usually in a crisis moment, so they don’t come with

stuff. They show up with the clothes on their back and then we’re there in case they don’t have any other option." The Gifts of Light program offers practical and basic necessities as gifts that meet the needs of its mental health and addiction clients ranging from a teddy bear and blanket for the younger clients to an emergency toiletries kit or transportation to a job interview and everything in between. It may seem small, said Kirby, but the gifts make a big impact on clients. "Hearing the direct impact we get to have on the client it makes everything worth it. It feels like a small gesture but if you tried to go about your daily life without those small practical items it would be a much more difficult journey for you," Kirby explained. This year the program has more than 4,000 brand new gifts to hand out and serves roughly 31,000 client per year and 150 per week. CAMH is lucky to work with companies such as Joe Fresh, Shoppers Drug Mart and Knixwear who often provide them with brand new clothing and personal hygiene products, Kirby told the

Villager. "We try to do our best year round to help people feel that they have that support from the CAMH and greater community, but the holidays can be a difficult time for clients," she said. Recreational therapist, Melissa Pearce sees first-hand what clients go through and how the gifts can leave an impression. She works at the partial hospital program, which helps clients experiencing acute psychotic and severe mental health issues. "It gives them the confidence to go out there in the community and feel equipped to do it. For example, if you’re going to school and you have your pens, pencils, notebooks and backpack you feel ready to take it on," Pearce said. "We also try to support people by decreasing the stigma around mental illness, just by having that sense of confidence and taking away that label and now they can be an athlete or an artist or a student. he Drake Hotel is expanding its horizons. The owners have decided to expand the hotel on Queen Street West at Beaconsfield. The news comes as a surprise to some members of the broader community. As it currently stands, the Drake Hotel is three-storeys and the expansion, which has been in the works for the past five years, is for a five-storey building slated for adjacent 1142 and 1144 Queen Street West. This new building will house the Drake’s 32 new hotel rooms. It also includes a pedestrian bridge resembling a train car that connects to the third-floor levels of both buildings. Plans are to demolish the three neighbouring buildings to the east. The Drake Hotel’s owner, Jeff Stober, did not respond to a request for comment in time for deadline.

According to The Drake’s development application, the proposal was sent to the city’s committee of adjustment (COA) in January 2016, which only requires notifying residents within 120 metres of the property under review. It did not trigger a wider community consultation process as rezoning or request for an Official Plan Amendment would, thus allowing the expansion to fly under the surrounding community’s radar. "I was surprised that a project that seems pretty major, would go to the committee of adjustment.That’s one thing I wish had been done differently," said Jessica Wilson, the vice-president of the Ossington Community Association (OCA). "It’s up to the committee of adjustment to send an application back if it warrants community consultation, but I would argue that this is a big enough file and has enough interest in the community that it should have received at least one (general) public consultation meeting." But no community-wide consultation was scheduled either by Stober’s team or by Ana Bailao, the local councillor. But, a smaller, more selective community meeting was l See next page

held in 2015. Only key stakeholders received an invite. The Queen West Business Improvement Area’s executive director Rob Sysak was one of the handfuls of community groups invited to take a look at the designs. He believes an expansion like this one is good for the community. "It’s unique, and it’s interesting. Anytime one of our anchors does something to make the neighbourhood more popular and cool it benefits all of our (BIA) members because it brings more attention to the area," Sysak told the Villager. "We’re a growing neighbourhood and that’s a good sign that people are willing to stay and grow and keep that momentum of us being named the second coolest neighbourhood in the world." The Beaconsfield Village Residents’ Association (BVRA) president Randy Ker was not as convinced. He believes the expansion will be an inconvenience to the neighbourhood because it will impact traffic and street flow and delivery trucks in the laneway on Beaconsfield. Kerr also told the Villager he didn’t like the designs then and he still doesn’t like it. "They could have done a much better job.it’s monstrous. I told them it was God-awful and that it didn’t have any redeeming features related to the streetscape and the nature of Queen Street," Kerr said. In a staff report submitted to the COA in January 2016, it echoes that sentiment and states Heritage Preservation Services(HPS) had "serious concerns" regarding the demolition of 1142 and 1144 Queen Street West in the context

of the ongoing Heritage Conservation District Study for Queen West and the "potential impact it will have on the existing character of the street." However, the heritage impact assessment submitted in October as supporting documents for application, appears to give the go ahead with the demolition of the building because they "have limited capacity to support additional load requirements" and because of The Drake’s "cultural hub" status. Therefore the expansion will only "enhance The Drake Hotel as a local cultural driver and city-wide destination." According to Bailao, the expansion is considered a "minor variance and is within their zoning limits." She also added the application’s site plan is still under review, therefore designs have not been finalized. The Drake and the heritage department continue to work together on this aspect. This helps "ease" Wilson’s mind and sparks optimism that the final design could "keep in character of the area." However, neither Kerr nor Wilson considers the proposal a minor variance. It’s requesting a height that is over the maximum permitted for the area is 16 metres. The plans call for a height of 18.5 metres, and demolishing two buildings that fall within the boundary of West Queen West Heritage Conservation District Study area.
