A fight is brewing in Toronto’s suburbs over proposed licensing for rooming houses in parts of Scarborough, North York and North Etobicoke. Rooming houses are illegal there, but are legal if licensed in other parts of Toronto. Most local councillors are expected to fight any move towards licensing, reflecting the views of homeowners.
