City reveals which parts of Queen West need heritage preservation Hilary Caton hcaton@insidetoronto.com The West Queen West community is one step closer to preserving its iconic character and heritage. The preliminary findings from the West Queen West Heritage Conservation Study, which began this summer, were revealed to the community Tuesday night at the Theatre Centre, 1115 Queen St W, by the city and FGMD Architects. The results of the study showed parts of the Queen Street strip, being the district from Bathurst Street to Roncesvalles Avenue, would benefit from the status, while other parts would not. FGMD Architects senior associate on the file Dima Cook, recommended the area of Roncesvalles to MacDonell and Jameson, and the area of Dufferin and Shaw Streets not receive heritage status.

The community strongly disagreed, but it didn't surprise Cook. "We've been involved with the working groups a lot and there's been a lot of push to get that particular stretch (Shaw to Dufferin) designated. We have to review it again with the city," Cook explained. "We'd have to look at whether or not a one sided designation would protect what they're concerned about, which is the development of the south side of the street. I think there are other tools that would be more effective to give them the protection they want." With nearly 80 people in attendance, many thought it was a gross oversight to not recommend the heritage status in the area of Shaw to Dufferin which also touches on Ossington Ave, an area experiencing immense pressure from developers. While city staff

acknowledged their concern, they stressed to the crowd that the heritage status' purpose is to manage development, not stop it. Local resident Randy Kerr understands it can't freeze Queen Street in time, but he fears it will begin to mirror the "vertical sprawl" that's swallowed up King Street. "It has to be preserved carefully. There's room for development, but it's the gaps you have to worry about," said Kerr. "If you allow developments in pockets, you lose the heritage and you don't have the streetscape and you don't have the same feel. Then it's easy for the developer to argue that are some similar development here and there ... that's the argument we've been hearing for the last 20 years." The study came to its conclusion, said Cook, by looking at the strip's character from east to

west, the consistencies of building materials, building height, facades and overall streetscape. "What's important to note is the strip changes quite a bit from east to west, its character changes, its uses and functions change, the sidewalks and how you use the street also change," Cook told the Villager. The community's feedback will be reviewed and drafted into a report to be presented to the Toronto Preservation Board, which will decide the strip's heritage conservation district status next year. "There will be a whole zoning bylaw created just for West Queen West, that's the end result of all this work. The heritage part is just one piece of it," said councillor Gord Perks. "This is a consultation process. This is the consultant's first thoughts. It's not set in stone."

The Premier noted it's perhaps more important now than it was even a year ago to commit to stopping violence against women given the tenor of comments that came both before and after the election of Donald Trump as President of the United States. "Some of the rhetoric that we've heard gives permission to step backwards, to lose some of the gains that we thought we had made," she said. Tory pointed out that violence against women is an issue that affects all communities across the city and around the world. "We need look no further than the shelters that exist in our city, where today there are many women residents in those shelters because they were fleeing abuse," he said. "This year, the Toronto Police Service will service 20,000 calls that relate to domestic incidents ... involving violence." Tuesday's ceremony also featured a moment of silence and candlelighting ceremony to honour those women who have lost their lives to violence.

When a lone gunman killed 14 female students in cold blood at Ecole Polytechnique on Dec. 6, 1989, it brought the discussion of violence against women to the fore. Sadly, 27 years later, violence against women remains prevalent, as evidenced by the murder of Dr. Elana Fric Shamji last week. A ceremony to commemorate the victims at Ecole Polytechnique and other women who have lost their lives to violence was held at Women's College Hospital on Tuesday, Dec. 6, the National Day of Remembrance and Action on Violence Against Women. At the event, hospital president and CEO Marilyn Emery, Ontario Premier Kathleen Wynne, Toronto mayor John Tory and others noted more needs to be done to combat the problem. "Each year, we gather on December the 6th to remember the 14 young women who were murdered on this day in 1989," said Emery. "They were murdered simply because they were women."

Emery noted that those who commit violence against women are most often men. Intimate partners and close relatives are common perpetrators, and no one from any age group, particular cultural background, region or socioeconomic level are immune. "We are shocked just this past week yet again by the loss of someone from our community, violently killed and discarded in a suitcase thrown under a bridge," Emery said, making note of Fric Shamji's death. A successful physician, the victim's murder sent shock waves throughout the medical community and society at large. "This tragic case illustrates again that the women victims of violence are also from many diverse backgrounds. There is no such thing as what we think is a typical victim of violence," Emery said. Wynne, whose government created the It's Never Okay action plan to stop sexual violence and harassment last year, said the issue of violence against women has touched everyone in one way or another, even if the problem too often goes unreported. "It's a reality that is too often shrouded in secrecy and in shame," she said. "The truth

HILARY CATON hcaton@insidetoronto.com It’s time for the staff, students and community surrounding Parkdale Collegiate Institute to dream big. The local high school was given the rare opportunity to embark on a re-imagining of the school grounds with the support of the Toronto District School Board (TDSB). Together, they’ve created the Parkdale C.I. Enhancement Project, a collaborative community endeavour working to give the 127-year-old school grounds a much needed facelift. The project, which aims to begin some minor enhancements next fall, includes

upgrading the basketball and tennis courts complete with outdoor outlets, create more seating and greenery in front of the school, increase ground lighting, controlling the area with pigeons at the south end of the school and potentially installing a new track around the field. “There are so many opportunities here to improve the school and the ideas have been flooding in. The kids are excited and the ideas are taking off,” said Principal Alisa Cashore. The project, which will have to be done in phases, is the brainchild of Cheryl BouzideMcKee, a parent whose son is attending Parkdale C.I. She said when her son came home

one day and said the school can’t play any home games on its field because it was in such poor shape, she knew something had to be done. So she created a grounds enhancement committee with a handful of parents about a year ago. Since then she’s been working with the TDSB’s senior sustainability group in the facility services department, which has put in place a three-year remediation plan for the field. “It all just kind of grew from there. We’ve been collaborating closely ever since,” recalled Bouzide-McKee. The local TDSB trustee

on student council see this as a chance to have a meaningful impact the school. “There’s a strong sense of community here and it was important for us to leave a legacy in the school, so you could say this is the Class of 2017’s legacy project,” said Grade 12 student, Jerome Goddard. “A project like this is going to go such a long way. Twenty to 30 years from now we can look back and say that was us. We helped do that. It’s a rewarding experience.” Part of the enhancements for the school will be funded by the board, said Cashore, because some of what is suggested is considered a deficiency, which is covered by the board. But there is no ballpark price tag for these suggestions. It’s still too early in the process, she said. However, once a master plan is agreed upon, the school will have to set out construction priorities and set multiple project budgets that will require some fundraising. “This whole process has been so exciting and interesting,” said Cashore. “It’s infused with this sense of optimism and collaboration. It’s a really worthwhile project.”

Robin Pilkey is overseeing the project and recognizes the significance of the enhancements for the student population and the surrounding community, which could benefit from the improvements all year round. “The front part of the school, after school hours, acts as a town square in my opinion for the people of Parkdale. There’s always people in the front, using the basketball courts, there’s elderly people sitting on benches, too,” Pilkey told The Villager. “We recognize it’s an important community space for Parkdale and parents are very interested in making sure that it stays that way. They recognize the lack of green space and outdoor community space in Parkdale and we wouldn’t do anything to restrict that, that’s not the goal. The goal is in fact is to enhance it so the community has better access.” The steering committee consists of the principal, staff, students and a landscape architect on board. It was easy, said Bouzide-McKee, to find people passionate about sprucing up the school.

“I think the feeling is that this is a little hidden gem in the neighbourhood and how amazing would it be to have the outside represent the vibrancy of the inside,” she explained. The project is currently in a robust community consultation process and has decided on three main themes; greening, active learning and inspiration, art and welcoming. For greening, the school is working on a partnership with Greenest City and West-End Food Co-Op to help maintain future gardens during the summer months. Active learning includes outdoor education opportunities, such as revamping the amphitheatre into a performance space and/or outdoor classroom complete with seating. And the welcoming and inspiration theme suggests making the front of the school more pleasing. The first draft of the master plan has already been drawn up and students in the Green Industries landscaping class are getting in on the action by drafting plans for the south end of the building to submit to the landscape architect. MIKE ADLER Edges of Toronto None of this will change things in the five selected areas, and these councillors know it. Enforcement takes too long; fines are too low. Demand for cheap housing in these places isn’t going away. Four are near campuses (Humber College North, Seneca’s Newnham, York University’s Downsview, University of Toronto Scarborough) enrolling more students than they can house; the fifth, is across northwest Scarborough, in aging neighbourhoods conveniently close to Markham.

It’s said many rooming house tenants don’t know their housing is illegal, but let’s assume many do. They are usually newcomers to Canada, or young adults, or both. They learn they need to break the rules, to dump their garbage somewhere else, to furtively move their cars around, and to expect no protection from the city they live in. Some rooming houses need to be shut down, but shutting them all before licensing begins is impossible. In old Toronto, licensing at least provides rules and inspections that can keep people safe. Mel Lastman - once mayor of a North York where three persons unrelated by blood or marriage couldn’t legally live together - used to say legal basement apartments would lead to disaster in his former suburban city. The province made second suites legal in Toronto - all of amalgamated Toronto - in 1995, and the disaster has yet to arrive.

The electrified third rail of municipal politics isn’t road tolls, after all. No, in what used to be Toronto’s suburbs, it’s rooming houses. Homeowners in Scarborough, North York and north Etobicoke can’t abide them. A generation after amalgamation they are illegal, a threat to property values, blamed for nearly everything dragging a neighbourhood down. Yet, those parts of the city - in five selected areas across the north end - are where city staff want to introduce some form of legal, licensed rooming houses before the next city election in 2018. Here’s a prediction on the number of rooming houses licensed north of Highway 401 by then: none. It’s easy for suburban councillors to side with homeowners, call for fresh crackdowns, talk about petitioning the province to give city bylaw enforcers the right to immediately enter homes.

Indeed, Tory’s own deputy mayor Denzil MinnanWong’s ward 34 (Don Valley East) straddles the Don Valley Parkway and at the Executive Committee he was concerned that his constituents would wind up being disproportionately gouged with tolls. His solution was to look into providing a cap on tolls for Toronto residents. There will likely be other solutions designed to mitigate the impact of the new fee on constituents by the time this gets to Council and we would urge councillors to look at any such measures with caution. That’s because by any estimation, as ambitious as it might seem to raise money for transit and transportation through road tolls, road tolls alone are not enough. Mayor Tory selected his three revenue measures from a list of nine put forward by city staff. Those include alcohol and sales tax, an income tax, changes in residential property tax rates, a parking tax and the reintroduction of the vehicle registration tax, at double the rate that it had when briefly in place. At some point, council will have to revisit some or all of these measures, after having taken this first step of tolling roads. Knowing that, it would behoove councillors not to stumble out the gate.

CONTINUING OUR ROOMING HOUSE STANDOFF IN THE SUBURBS

Next week, Toronto Council will gather to talk about the prospect of tolling two highways: the Don Valley Parkway and the Gardiner Expressway. It wasn’t so very long ago that politically at least, such conversation would have been unthinkable. Ontario’s only experiment with a toll road, the privatized Highway 407, has not been the best proof-of-concept for commuters and taxpayers - and that was a road that was purpose-built in parallel to the existing toll-free Highway 401. The idea of putting tolls on roads already built, without easy free alternatives, has been political poison for more than a decade in this town. Now, road tolls on the DVP and the Gardiner are more pill than poison, and even John Tory, who once ran for mayor opposing them, seems to understand that. He’s thrown the weight of his office behind the idea, along with a couple of other revenue sources - a hotel tax, and the closing of a tax exemption for vacant businesses - and it’s unlikely that Toronto Council will turn him down next week. Of course, voting in favour of tolls will be easier for some councillors than others. Those who represent wards along the two highways will get pushback
