Canada vs. U.S. STOP Battle of York commemorated ERIN HATFIELD ehatfield@insidetoronto.com Before she started planning the commemoration of the Battle of York six years ago, Sandra Shaul admits she didn’t fully realize how important that one day, 200 years ago, is to Toronto. “I’ve come a long way and I hope others will grasp the importance (of the Battle of York) when they come to Fort York and watch the parade on Saturday,” said Shaul, head of the city’s War of 1812 Bicentennial commemoration. On April 27, 1813 The Town of York was attacked and taken by American forces. It was the largest military conflict ever to have taken place in Toronto with 500 casualties and nearly 200 deaths in a period of six hours. After the battle, the Americans burned the parliament buildings and pillaged the town. But, Shaul explained despite it being a tragic defeat, the battle was a key chapter in the development of the City of Toronto, which, with the return of peace, began to transform from a town of 700 into a city of commerce and industry. “Had that war ended differently there is no reason to >>>toronto’s, page 3

School ecstatic over this ‘Band-Aid’ solution ERIN HATFIELD ehatfield@insidetoronto.com A group of students at Parkdale Junior and Senior Public School thought they were assembled for a regular band practice on April 17 – until a group of adults from Music Canada flooded into the room with $10,000 in instruments in hand.

The school, at Lansdowne and Seaforth avenues, received a $10,000 Band-Aid Grant from MusiCounts, made through a partnership with Music Canada, Sony Music Canada, Warner Music Canada and Universal Music Canada. With the potential cutbacks to the Itinerant Music Program in the news recently, Tammy

Kundakcioglu, an itinerant band instructor at Parkdale Public School, said this grant will go a long way in giving students an opportunity to enrich their lives with music. “It is hard work, but there is a payoff and that brings enjoyment of their accomplishment,” Kundakcioglu said. “Most importantly, it will

help them with academic success.” Before receiving the grant, the school had 20 instruments in working order and were therefore able to offer the program to 12 students in each grade. “There are so many students asking to be in band that couldn’t,” said Kundakcioglu, >>>MUCH, page 16

he winners of the night will no doubt be The Hospital for Sick Children (SickKids) and Nazareth House, but leading up to the 9th Annual Fight for Independence, amateur boxer Patrick “Mayhem” Miller is warning his opponent, Cam “Haymaker” Heaps, he had better be prepared to lose. “Mr. Heaps, there is no shame in defeat,” said the Liberty Village resident. “The post-fight drink just doesn’t taste as good!” The event, to be held May 2, 5:30 p.m. at Kool Haus on Queens Quay East, is a night of bankers, investors and business people boxing to raise money for Nazareth House, a home for at-risk women and infants and SickKids. The event has raised more than $1.5 million since 2004. “I love the sport, but the most important part of it are the charities that are behind it,” Miller

said. “We prepare for many months to get in the ring in front of a crowd of people and this helps draw people in from our

network for a fantastic event to raise money for two very important charities.” Miller, an Assistant Portfolio

Manager of Fixed Income at Bimcor Inc., is a longtime committee member and volunteer with the Fight for Independence. This is Miller’s third year competing in the event as a boxer. He lost his first fight by decision and last year won on a technical knock out in the first round. “I do enjoy the sport, it is an unbelievable workout and is a very challenging,” he said. The amateur boxers begin training four to five months prior to the event with coach and trainer Rico Mancini to learn the proper techniques of boxing. On fight night Miller and Heaps, the co-founder of Steam Whistle, will have three, twominute rounds with a one-minute break between each round. “I think a lot of people have misconceptions of the type of people that work on Bay Street,” Miller said. “We tend to be type A, very focused, strong personalities so it works well within the competitive nature of the sport of

boxing.” Money is raised through ticket sales, event sponsors and through donations the boxers raise. The event has a 1920s era theme with the venue transformed into a speakeasy. Tickets are $200, which includes drinks and food. “This is a first class event, that we would argue is one of the best Thursday nights you could have during the year,” Miller said. This battle has been dismissed because the British lost it, but the bottom line is people sacrificed their lives and we have a lot to be grateful for.”

200 years to the day Two hundred years to the day of the Battle of York, numerous events have been planned to commemorate what is known as Toronto’s most traumatic day. “I expect the atmosphere to be sombre and much like Remembrance Day,” Shaul said. “But at the same time it will be exciting.” Commemoration activities begin with a sunrise ceremony led by the

Mississaugas of the New Credit First Nation on Saturday from 6 to 7:30 a.m. at Palais Royale in south Parkdale.

At 10 a.m. until 12:30 p.m., a ‘Walking in their Footsteps’ tour will start at Palais Royale near to where American troops began their

advance in 1813. The public will be led by historical interpreters to retrace the battle route, stopping at several significant points, and arriv-

ing at Fort York National Historic Site, the location of the Battle of York. From 11:30 a.m. to 1 p.m. a Canadian Armed Forces parade, one of the largest military formations seen in Toronto since the Second World War, will march from Queen’s Park to Fort York. That will be followed by a large commemorative ceremony inside the walls of Fort York, a plaque dedication, military demonstrations and themed tours. Shaul suggested those coming to the Fort should try not to drive a car there as there is no parking on site that day. On Saturday, April 27 and Sunday, April 28, St. James Cathedral, the St. Lawrence Market BIA and the Toronto Public Library will also be staging ceremonies and events.

Construction helps keep roads safe

here’s an old joke that there are two seasons in Toronto: winter and road construction. Except, it’s no joke when roads are closed and streets are clogged with frustrated drivers and transit riders either crawling through traffic or tearing through residential streets looking for detours. Like the weather, road construction in Toronto cannot be avoided; it must be endured. While the road closures and traffic jams may make our blood boil, there is no alternative. The city has a limited window of good weather in which to do the work and given the toll winter takes on major roads such as the Don Valley Parkway and Gardiner Expressway, it must be done to keep the roads safe. This year the City of Toronto will spend $155 million to keep roads and bridges in good repair and improve the quality of streets in need. Major projects will include Kingston Road between Birchmount Road and Queen Street; Albion our view Road from Steeles Avenue to Hwy. 27; Keele Street between Falstaff and Arrowsmith Construction avenues; and Leslie Street from means safety York Mills Road to Lawrence Avenue. As usual, there will in community also be closures of the DVP and Gardiner for maintenance work. With concerns about its safety mounting over the past few months, an additional $17 million has been earmarked for structural repairs and safety work on the Gardiner. Though it may cause traffic congestion, the city would be negligent not to do the work. What construction season in Toronto does not need to be, however, is a nightmare for road users. The city has lots of information on road work on its website. Ongoing and emergency construction updates can be found at www.toronto.ca/torontostreets Even more helpful for those trying to navigate the construction is the city’s new T.O. INview, which has info on all the work going on the city on a ward-byward basis, and ways to avoid traffic tie ups. It can be accessed at www.toronto.ca/inview The site also lets residents weigh in on the works and get involved in planning and setting priorities. It’s easy to sit in your car complaining about road construction, but as a form a civic engagement it’s useless. Do something good for yourself and your community and take advantage of the opportunities offered by the city. And remember, when you’re stuck in traffic, that the work is being done to improve the area and keep our roads safe.

Verbal gaffes revealing of our politicians T.O. needs There is a hierarchy of sin that mayors can commit while in office. At the summit would be actual crime and it shades down from there, through corruption, conflicts of interest, extramarital affairs and so on. Near the bottom of that list of sins is the old-fashioned gaffe. Which is a good thing – of all the things a mayor can do wrong, mis-speaking is surely at the bottom. Which is not to say it is without its impact. Former mayor Mel Lastman’s bad joke about being boiled alive by natives prior to pitching the Olympics in Africa embarrassed the country and gave a pretext to send the Olympics to Bejing. When mayor David Miller made a joke about police officers in jail with his London counterpart... well, it upset then-policechief Julian Fantino. And when Mayor Rob Ford, on his radio show, suggested that “females” who wanted to get into

david nickle the city politics should call him at home so he might explain how politics works over coffee... well, it was good for a laugh. Yes, it’s kind of old-fashioned to talk about women as “females,” and as some have pointed out, more than a little condescending to suggest that women might need to have politics explained to them. And asking women to call you at home to schedule a coffee date? The less said about that the better. I would never wish, however, that Ford had kept quiet any more than I’d have found Lastman a better joke writer or got Miller farther away from that live microphone. The beauty of the gaffe is how revealing it is – how it completes picture of our elected representatives in the way that no press release can.

Lastman was, and is, that uncle who blurts politically incorrect things over dinner. Miller was, and is, a left-of-centre Torontonian with a disdain for police who dip toe in corruption. And Ford? Well, he’s got old-fashioned ideas on gender, and also is excited about the business of getting elected. It’s laudable enough, although not entirely a generous enthusiasm: Ford also understands the value of mentoring new politicians as a way of shoring up his vote on council. He doesn’t understand how we expect men to speak about women these days. But the mayor has had a very rough year or two, and has worn sins that climb considerably higher up the tree than this one, which really is nothing but a revelation of something that has been apparent for years now.

HERE IS WHERE for Workman Arts Contact exhibition ERIN HATFIELD ehatfield@insidetoronto.com It took many months for Michael Mills to lift the lens of his camera up to meet the world. What he found and captured is now a part of an upcoming exhibition inspired by mental health. In 2010, Mills went into a major bipolar disorder episode and was housebound for a year. “My family, in order to encourage me to go out, purchased an entry-level digital camera,” said Mills, a Don Mills Road and Hwy. 401 resident. “I would go out every day and take 100 photos, 99 I would throw away, but every once in a while there was one nice photo.” For the first seven months of his photo trekking, the 49 year old would only take photos of the sidewalk, afraid if he lifted his head he would make eye contact with others on the street. Eventually he moved the camera up to see the world

in front of him. Mills said photography played a vital role in his recovery and is crucial to keeping him healthy. The result is work that will be on display at the 2013 Contact Photography Festival as part of Workman Arts’ HERE IS WHERE exhibition. Workman Arts helps artists with mental illness and addiction issues develop and refine their work through its training programs, public performance and exhibit opportunities as well as partnering with other arts organizations. The theme for Contact 2013 is “Field of Vision”, photography as an extension of sight, providing different ways of seeing, which Mitchell said these artists, all members of Workman Arts, have met and far exceeded in their look at CAMH. With his work, Mills explores the visceral response to being admitted to the hospital and the feelings of confinement, entrapment,

longing and hope. The HERE IS WHERE exhibition is four artists’ response to receiving treatment at the Centre for Addiction and Mental Health (CAMH) site and their experiences. The participating artists – Heather Fulton, Catherine Jones, Annette Seip and Mills – created visual experiences that uncover beauty, fear,

secrets and hope within the landscape at 1001 Queen St. W., according to HERE IS WHERE Curator Chris Mitchell, the visual arts manager and Workman Arts. The artists were able to take inspiration from the 150-year history of CAMH, archives, the redevelopment currently underway at the site and their personal expe-

rience. Catherine Jones, who lives near Bloor and Lansdowne, gathered landscape elements and brought them into the studio to create her pieces, which explore the idea of our inner emotional landscape. Seip, from Mississauga, created 3D skulls using imaging software. The skulls incorporate portraits and historical and contemporary images from the site. “( What) I am trying to depict is a change, not only in the physical architecture, but a shift in values and perception towards mental health and addiction,” Seip said. “This is why I modelled the photography on heads.” Midtown’s Fulton is a recent OCAD graduate whose whole art practice is about exploring memory and physical place. Her images put forth the notion that stories exist within a landscape or built structure. “She was a perfect fit for

this project,” Mitchell said. Contact Photography Festival runs from May 1 to 25 and HERE IS WHERE can be seen at a pop-up gallery Workman Art has created in the former development information trailer on the grounds of CAMH, just off Queen Street West at Gordon Bell Road. “I’ve had my eye on it for a while, thinking it would be a perfect pop-up gallery,” Mitchell said. “And they aren’t using it now so we were really lucky to secure it.” The opening reception will be held on Wednesday, May 1 from 5 to 8 p.m. This is the fourth time Workman Arts has participated in the Contact Photography Festival. Roncesvalles Avenue woes inform how to manage construction city wide ERIN HATFIELD ehatfield@insidetoronto.com

T

he massive reconstruction of Roncesvalles Avenue took longer than it was supposed to, brought noise and traffic, transit rerouting, torn-up sidewalks, storefront disruption and loss to businesses. It was difficult for residents and businesses to endure, but resulted in one of the most unique streets in Toronto and important lessons learned, many of which have now been incorporated into a strategy to better manage future construction a disruptions city closer wide. look “Not only Inside did we wind up with a beautiful Toronto street, but we passed along the lessons we learned from construction to change the way construction is done everywhere else in the city,” said Parkdale-High Park councillor Gord Perks. The strategies outlined in the city’s ‘Managing Construction Disruptions’ report are a significant improvement to not only the way the City of Toronto and its contractors do business, Perks said, but also how residents and communities are affected by construction. The Roncesvalles Avenue

Reconstruction Project was undertaken in two major phases between 2009 and 2011 – well past the original 2010 deadline. When it was done members of the community sat down with city staff and went through what needed to be improved in the process. There were two meetings and Perks said they contributed heavily to the report, which also takes into consideration a review of a project on Glentworth Road in North York. As a result of the issues associated with disruption and duration on the G l e n t w o r t h Ro a d a n d Roncesvalles Avenue projects, the city’s Engineering and Construction Services took action to employ strategies and make specific improvements in four key areas: planning and coordination, contractor performance, claims handling, and communication/customer service. There are 12 strategies to improve the way the city does major construction projects. The report was approved by council on April 4. John Bowker, the owner of She Said Boom! and vicechair of the Roncesvalles BIA, took part in the discussions with the city. He explained community representatives had three main asks: improvements to the claims process when

damage is incurred due to contractor negligence, meaningful deadlines and penalties, and that the city create a ‘construction czar’ to head up all projects. Upon reviewing the report, Bowker said he likes some details including having a series of milestones during construction projects, which would help keep timelines in check as well as improvements to the claims process for businesses impacted by work. “We were very concerned about businesses who experienced damage – flooding for example... And it was very hard for them to figure out

how they could get compensation,” Bowker said. However, what is missing, Bowker said, is a better response and understanding to communities undergoing construction and no construction czar role was worked in. “I think that is something that would be very useful,” he said. From the perspective of a Murray Barbon, the city’s manager of Linear and Trunk Watermain Capital Project Delivery, who oversees about 20 contracts with $25 to $30 million, the report and the recommendations outlined

Dufferin Street, Ontario’s worst road, gets a work over The dubious distinction of being named the worst road in Ontario by the Canadian Automobile Association (CAA) in 2012 went to Dufferin Street. The road has made the CAA’s list for the past six years. Laden with potholes, debris, cracks and bumps, it was a rocky road for cars and cyclists to navigate. But that is in the process of changing. In May, road reconstruction, water main and combined sewer replacement will begin on the portion of Dufferin between Peel Avenue and Dundas Street West.

He calls a fairly extensive construction project, which will cost in the area of $4 million. “We don’t reconstruct that many arterial roads as of late, we do more of what we call major road resurfacing,” he said. Resurfacing means the asphalt alone would be torn up and replaced. With a reconstruction, the asphalt is replaced as well as the 250

to the road alignment and the sidewalks will remain the same width, although Barbon said cyclists will be happy to hear that all the grates along the road will be replaced with more cycling-friendly versions. Construction is expected to be complete by the end of November and traffic will be maintained, at least one lane in each direction Barbon said. “It will be a vast improvement in terms of the surface condition once we are complete with the work,” he said.

Further south on Dufferin, the work currently taking place between King Street West and Queen Street West is a continuation of the contract that did not get completed last year. The contract included water main and water service replacement on Dufferin Street from Springhurst Avenue to Queen Street West. The contractor resumed working this year on April 8 and is scheduled to complete the work by April 24. – Erin Hatfield

Funding city’s infrastructure is a necessity How do you repair and maintain $10 billion worth of city infrastructure despite a sizeable funding gap? That’s the question the city’s Transportation Services department struggles to answer. Under Director Stephen Buckley, the department is responsible for Toronto’s 5,300 kilometres of roadway, 7,100 kilometres of sidewalks, 500 bridges and 600 pedestrian crossings. The department also oversees around 400 kilometres in bike lanes and paths, 2,200 traffic signals and an estimated one million traffic signs. It issues around 100,000 permits in a given year. Despite widespread agreement that well-maintained infrastructure is critical to Toronto’s continued growth Buckley, said convincing is required on the part of elected officials. It would likely take at least $500 million per year just to adequately maintain Toronto’s road and transportation infrastructure over the next quarter century. In 2013, the transportation department’s entire budget was just under $330 million. A funding deficit persists despite escalating traffic gridlock and congestion, which has ended up costing the city billions in lost productivity, said Councillor John Parker, who said the city can prosper through investing in infrastructure and better public transit. For the construction projects underway, a further challenge is convincing people to tolerate months of inconvenience. Updated plans for the proposed ‘town square’ at Sorauren Park, unveiled at a meeting April 17, received thumbs up from local residents, although there were requests to add a few garbage cans and a washroom. The meeting, held at the Parkdale Community Centre on Landsdowne Avenue, was hosted by the City of Toronto, Wabash Building Society, The Planning Partnership and Councillor Gord Perks. The Planning Partnership, the interdisciplinary landscape architecture, urban design and planning firm behind projects including Evergreen Brick Works, was tasked to draw up the final concept for the lands located off Wabash Avenue between the Fieldhouse and the old Canada Linseed Oil Mills plant, which is vacant. The plan features clean strong geometry of the paved square, integrated heritage elements, a balance of green space and it has been scaled to fit the Sorauren Farmers Market activities. The design incorporates seating, heritage plantings, flowering trees and a sloped

lawn to sit in the shade of the tree canopy. There is a pergola along Wabash Avenue that could be used for hanging art projects or mounting speakers for festivals. David Leinster of the Planning Partnership said the design of the town square – lined by the edge of the linseed oil factory, Wabash Avenue, the field house and greenery on the north – gives the sense of a defined outdoor room. “It is quite a comfortable size for the kinds of activities we imagine taking place,” he said. Lighting has been incorporated on the exterior of the linseed building even though the building itself is not within the scope of this project. “We think, like many of you do, that the linseed building has a lot of potential,” Leinster said. “We want to plan for that eventually that it could be used. “With the lighting we think

it could be quite a magical space for events,” he said. The plans to create the square have been laid out in phases that address certain portions of the design so the city could tender out pieces as money becomes available. Construction for the first phase, aimed to happen in the fall, would be to create a functioning town square with tree plantings. A second phase of the development would be a community kitchen and terrace at the north edge of the fieldhouse with a pizza bake oven. The next step in realizing the town square, Leinster said, will be to create a final master plan and then move into a detailed design phase. The Wabash Building Society continues its fundraising efforts to fund the creation of the square. Every dollar donated before May 1 is doubled through a matching grant from Live Green Toronto. All donations over $10 receive a charitable tax receipt, and donations of $100 or more are recognized on the donor walls.

Pan Am mascot finalists Four entries from across the city are among the top six finalists competing in the Toronto 2015 Mascot Creation Challenge for the Toronto 2015 Pan Am/Parapan Am Games. Youth aged 16 and younger were asked to create a mascot that represented the Games, Canada, and embodied the spirit and values of the Games. Students from J.B. Tyrrell Senior Public School in Scarborough created two of the final six, including a moose and an owl mascot. The two other city finalists included a twins mascot

submitted by students from Scarborough’s Dr. Norman Bethune Collegiate and a raccoon mascot from North York’s St. Francis de Sale Catholic School. The other two finalists include a porcupine mascot from Markham’s Buttonville Public School and a beaver mascot from a family in Mississauga. Now that the finalists have been selected, people are invited to vote online for their favourite.
