House prices on the rise in Roncesvalles Village

ERIN HATFIELD ehatfield@insidetoronto.com A quick search of the online Multiple Listing Service gives clear evidence that in Roncesvalles Village you aren’t likely to break into the housing market for much under $700,000. The value of property in the westend Toronto neighbourhood has no doubt changed the demographic, but what kind of impact has it had on property taxes, affordable housing, surrounding neighbourhoods and businesses? Roncesvalles Village residents recently had an opportunity to pose these questions to a panel of area real estate agents. At its meeting last month the Roncesvalles Macdonell Residents’ Association (RMRA) assembled a panel of local Realtors – Chander C h a d d a h o f Su t t o n G r o u p Associates, Kim Kehoe of Bosley Real
Estate and Mark Campbell of Keller Williams Neighbourhood Realty – to discuss and share their thoughts on the changing neighbourhood, trends and demographics. “The creative people and artists that used to live here have moved out because they no longer can afford it,” said Kehoe, who has been working in the Parkdale, Roncesvalles, and High Park market since 1997. “We have a lot of double-income families, doctors and lawyers, coming in, fixing up the houses and changing the neighbourhood.” The increase in housing costs in Roncesvalles Village, which is a neighbourhood centred around Roncesvalles Avenue, has spilled over into surrounding neighbourhoods and increasing the cost of homes there as well, Chaddah said. “The rising tide lifts all boats,” >>>residents, page 6

It’s an under-used piece of land; a triangle just east of the junction of GO’s Kitchener (formerly Georgetown) and the Lakeshore lines in downtown Toronto. But, according to a team of planners, developers, architects and landscape artists and the area councillor Mike Layton, the land commonly referred to as the Ordnance Triangle, could be something special and a shining example of good city building. Proposed for the area, located just off Strachan Avenue, opposite Liberty Village, are two mixed-use base buildings with three residential
towers at 49, 29 and 23 storeys. The development team showed images and even an animated video of a park and large pool proposed for the pocket of land to the east of the cluster of condos. “The pool won’t be built immediately, but by putting all these pieces together you could have something as beautiful as this,” said George Dark, a Partner with Urban Strategies Inc, one of about nine firms involved in the development. City staff explained a pool would have to go through a community consultation and the city will seriously review the developer’s proposal for the parkland. West-end speakers series is academia for adults ERIN HATFIELD ehatfield@insidetoronto.com After School is education re-imagined for the curious adult, according to the founder and principal organizer of the new west-end speaker series. “Really, it’s about re-imagining higher learning and cultural engagement outside of university,” Nicola Spunt said. “The idea is to pull all the exciting and inspiring things that happen in a classroom and transport them to the after school.” A Brockton resident, Spunt was a teaching assistant throughout her undergraduate and graduate degrees. She finished her PhD in English literature at York University last year. “The job market is insanely bleak in academia,” she said. “You could be up against 800 or 1,000 applicants for one position.” With a lack of tenure or contract positions within academia, Spunt
said she was searching for a way to keep a foot in higher learning. “I love teaching and the exchange of ideas. I love an inspiring classroom,” Spunt said. That was when she said she came up with the idea of organizing a speaker series. After School took shape organically, starting as a way of connecting people completing PhDs into an interdisciplinary speaker series that involves academics and nonacademics. After School taps into a nostalgia, Spunt said, and gives those who may have been out of school for 10 or more years an academic experience outside of a classroom and in a more social atmosphere. “It is supposed to be social. You bring friends or you meet new people,” she said. “I think it helps people feel a sense of engagement, community and fun.” The idea is for it not to feel like a stuffy lecture hall, so Spunt said

they are trying to be creative with the format and possibly include interviews, panel discussions, talks using PowerPoint images and art. The series is not hosted at a uni-
versity, but instead at spaces in the community such as pubs and art galleries. “It’s not alienating and it isn’t someone droning at the front of the room,” Spunt said. After School hosted two events toward the end of 2012 and has five speakers lined up for 2013. The first event of 2013 is a steamy Valentine’s Day talk, which is being held as part of a larger event called Long Winter Vol. 4 at the Great Hall on Queen West Friday, Feb. 8. Long Winter is a monthly night of immersive and interactive music, installations, visual art, readings, food and dance, and is a pay-whatyou-can event. This is the first time After School is participating in the Long Winter series. The After School talk that evening, titled Modern Love, Sex and Singleness, will feature Michael Cobb, the author of Single: Arguments for the Uncoupled, and Arianne Shaffer, the curator of Love
Letters to a Friend. It takes place from 9 to 9:45 p.m. “Because it is the week before Valentine’s Day, I wanted to do something a little more edgy,” she said. Spunt develops the programs with a team of advisors, she calls the Students’ Council, made up of academics, filmmakers, fundraisers and community animators. On Feb. 20, After School will present a talk with Dorion Sagan, American science writer, essayist and theorist, at Milk Glass Co., an art gallery at 1247 Dundas St. W. That venue will also play host to a talk in March by former Toronto mayor David Miller, who will speak on community, city building, environment and social justice. I
t wasn’t a straight line that led Chloe Charles to this point in her music career. Studies in fine arts and psychology were interrupted by years playing music, but as she readies to release her latest album, Break The Balance, Charles said the twists and turns have led her to a great place. Charles, whose stepbrother is Julian Lennon, is a young singer-songwriter and self-taught guitarist. In the myriad of media coverage she has received, her voice has drawn comparisons to Joni Mitchell, Feist and Bjork. All high compliments, Charles said. “My mom was a huge fan of Joni Mitchell’s album Blue,” she said. “Sometimes I can hear it in my voice.” But it isn’t vocals or any particular singer Charles counts as an influence on Break The Balance, but rather orchestral arrangements and cinematic scores.
“The music I listen to isn’t ever really singer/song-writer stuff,” she said. “It is usually wordless.” If anything, Charles said it’s her mother who has been her greatest musical influence. Not only did her mother consume all manner of music around the home, from Ladysmith Black Mambazo to opera, but she also played classical guitar and wrote songs with her sister. “It was very rich in harmonies,” Charles said. “And I grew up hearing that at every family occasion... I think that is in me.” New to Trinity Bellwoods Charles only recently moved to the Trinity Bellwoods area and, having spent the past two years touring extensively, she hasn’t really settled into the neighbourhood yet. “The last two years have been insanity, I basically toured nonstop,” Charles said. She spent extensive time touring in Europe, Germany, Switzerland and Italy.
Between shows, piece-bypiece, she worked on and completed Break The Balance, which was recorded at studios in Toronto and north of the city, in the U.S. and “all over the place” she said. There are 14 tracks including a few hidden vignettes and an interlude comprised of older home recordings and warped representations of her older work, she said. “It is sort of a wink to the past and future,” she said. The album was made with help from The Ontario Arts Council, the Toronto Arts Council as well as fans who donated and invested in the album. Charles said she is looking forward to sharing an album so many people have helped make. The album has already been released outside of Canada, but will have its official Canadian debut Feb. 13 at 8 p.m. at The Revival, 783 College St. Charles said she is looking forward to playing the Toronto release among family and friends. “I am very connected here and

Impact of public meetings
A
s the city-wide tour of transit consultations makes its way through Toronto this week and next, it’s important to re-inforce the potential value these community gatherings have. When we take advantage of these opportunities, we build better communities. The Feeling Congested? series is designed to garner public feedback on transportation priorities and funding options for projects. The series kicked off with events in York Monday and Scarborough Wednesday and continues into next week with events in North York and downtown. Additionally, according to chief planner Jennifer Keesmaat, more than 1,500 people have already shared their opinions online. It is admittedly challenging to share feedback for projects that are years, even our view decades away from being realized. But as we seek to connect our Change is communities, this stage is an possible if we important one. It has impact. For evidence, look no further speak up to what happened last week on another transit-related issue: the construction of the Eglinton Avenue light-rail line. Metrolinx confirmed at a public meeting last Thursday that after reviewing feedback, a station at Ferrand Drive in North York would remain in the plans. Initially, there were plans to scrap the station from the line. Ferrand Drive is in Flemingdon Park, one of the city’s priority neighbourhoods whose dense population would benefit from a transit stop. The construction of the Aga Khan Museum nearby was also a factor in keeping the station, according to a Metrolinx spokesperson. These are the things that happen when people speak up – in this case, it helped shape and ultimately improve a critical piece of transportation infrastructure. Not bad. Hopefully the Feeling Congested? series can yield those kinds of ideas that shape our transit future. At the York Civic Centre Monday, the first session, from 4 to 6 p.m., drew a sparse turnout. But it’s apparent one common concern that’s already surfacing is how the potential funding tools – percentage of a property tax, parking levies, fuel taxes, highway tolls, among others – would be applied and to whom and for how long. These are critical questions. These are conversations we must have now. And it’s good they’re happening now. These are conversations that don’t need to be restricted to election time. So we must understand the contributions we make to our communities today can have far-reaching impacts. It’s how communities grow, evolve and prosper. newsroom

It’s time they stopped telling us that Premier elect Kathleen Wynne is the first openly gay leader in Ontario. Is this going to influence her ability to lead the Liberal Party? Isn’t it time to focus on what other qualifications she has to be a capable leader, instead of merely promoting her sexual orientation? Has any other politician come out and said they were openly heterosexual? Is sexual orientation now a prerequisite for getting elected? Really, who cares? If she is a capable leader, let her get on with leading. If not, then let’s have an election and find out who is ready to give good, honest leadership, regardless of their sexual preference. Mary P. Legal system a popular weapon in Toronto politics It’s been a big winter for the left-wing anti-Rob-Ford illuminati. They nearly toppled our virtuous, football-loving mayor for the crime of loving football too much. Fresh from that neartotal-victory, they saw fruits of their other investigations – in the form of a compliance audit of Mayor Ford’s 2010 election campaign. This is serious business: the same pack of villains saw another sometime-Ford-ally, Giorgio Mammoliti, could be facing prosecution for his own alleged electoral sins in 2010. If you listen to the mayor and his allies, the scoundrels are engaged in an unfounded, partisan and political attack on democratically elected politicians, the like of which has never been seen.

And if you believe that, you haven’t spent much time watching Toronto politics. Because while it’s true that this latest round of legal challenges brought forward have come from citizens who it’s fair to say don’t agree with the direction in which Ford is taking the city – using the courts to win fights you can’t win at the ballot box is not an exclusively left-wing tactic. In the 2006-2010 term, it was councillors on the left who were in the spotlight. Former councillors Sandra Bussin and Adrian Heaps both incurred stiff legal
fees to deal with issues while in office. When the two councillors – along with Mammoliti, then an ally of mayor David Miller – had their expenses reimbursed, future Deputy Mayor Doug Holyday took the city to court, and won. Holyday’s move was a matter of principle, to be sure – he didn’t think taxpayers should be reimbursing legal fees for members of council, but it’s hard not to see it as political as well. After all, those three were allies of left-of-centre mayor Miller: Holyday was then firmly entrenched in the right-wing opposition. All of this is – or should be – beside the point. The reality is that everything that goes on having to do with politicians is political. Everyone who comes to city hall does so with an
agenda – whether improving their neighbourhood, improving the lot of the disadvantaged or finding the gravy that’s costing taxpaying Torontonians an arm and a leg. Sometimes, their agenda is more visceral: putting politicians with whom they disagree on these points out of office. The legal system might be a weapon of choice for those players from time to time. But whatever the motive anyone has for engaging it, once engaged the system has a way of sorting things out. Most of the Roncevalles Village neighbourhood is in an area which was formerly considered to be within the boundaries of Parkdale and Brockton villages. “By jettisoning Parkdale for Roncesvalles Village the value has grown by leaps and bounds,” Chaddah said. Kehoe said she felt it was an asset that many of the shop owners live in the area, while Chaddah said he felt that the west side of Roncesvalles Avenue is currently largely residential had prevented the strip from attracting big corporations to set up shop. The city is currently evaluating the need for amendments to the Zoning By-law to permit small-scale retail, service and office uses on those lands on the west side of Roncesvalles Avenue currently designated as “neighbourhoods”. The owner of A Good Read book store on Roncesvalles, Gary Kirk, said he feels increasing property taxes for independent businesses will

have the greatest impact on the character of the street. He explained his property taxes have doubled since 2007. “I don’t know if the character of the street will survive the property tax increases,” Kirk said. RMRA Chair Brian Torry, who also works in real estate, said these property tax increases are being passed on to tenants of the local stores. He said storefronts on Roncesvalles currently rent for roughly $40 a square foot and smaller retailers are being priced out of the neighbourhood. condominiums and there are condos at various stages of development on Roncesvalles and Howard Park avenues – so when talk turned to condo developments the three agents explained they believe these condos are important to maintaining a diverse population in the area. Without them many would be priced out of the neighbourhood, they said. “People are coming in here and there is nowhere to house them, there is no new singlefamily home being built so there has to be condos built,” said Campbell who has a background in architecture. He went on to explain intensification is particularly
important in areas that are well served by public transit like Roncesvalles. “If not, how much farmland are we going to eat up building single family homes and asking people to drive 50 miles to get to work,” Campbell said. A few residents spoke about their objections to the condo buildings being built, saying they are too tall and there isn’t appropriate infrastructure to support the increased population. Community concerned more about condo development than bridge >>>from page 1 anticipated and long delayed Fort York Pedestrian and Cycle Bridge. The bridge was originally approved in 2010, but when the tendered cost came in at $6.5 million over the $21.44 million budgeted, council sent it back to look for alternatives. These cheaper alternatives were presented to the community at the meeting – all made cheaper, largely
because the new designs touch down in the Ordnance Triangle, at the aforementioned park, to create two sections of bridge as opposed to the original plan which spanned both GO lines from Stanley Park in the north to the Garrison Common at Fort York in the south. But, the residents in attendance paid little attention to the bridge, focusing instead on the condo development, made up of one-
and two-bedroom units, and the adjacent park proposal, expressing concerns about population increases, traffic, parking and the make up of the buildings. The development would require a change to both the official plan and the current zoning by-law to move forward. Comments on the Fort York bridge are to be submitted by Feb. 15 and can been seen at www.toronto.ca/fortyorkbridge

Public meeting to address cuts to Community Start-Up funds ERIN HATFIELD ehatfield@insidetoronto.com Parkdale Against Poverty, a group made up of residents and community workers, is poised to fight back against recent cuts to social assistance. C o l e We b b e r, a c o m m u nity legal worker with Parkdale Community Legal Services, said at the end of 2012, the province cut the Community Start-Up and Maintenance Benefit (CSUMB). The money was available to Ontario Works and Ontario Disability Suppor t Program recipients to help them set up their home. “If you were coming out of a shelter you could use for first and last month’s rent or if you were a woman fleeing abusive situation, you could use it for first and last,” Webber said. “If you had a fire, flood, bed bugs, you could use it to buy new furniture.” On average, 16,000 people were accessing Community Start-Up in Ontario every month, Webber said.

The amount handed out, a maximum $799 for a single person and $1,499 for a couple, depended on their situation. The money could be accessed once every 24 months if you met the eligibility or in a shorter time frame if you proved you had an exceptional circumstance. To replace the Community Start-Up and Maintenance Benefit, Webber explained the province has allocated $63 million, about half of what the province spent on the program, to a new program, which
will be run by municipalities across Ontario. In Toronto, it is called the Housing Stabilization Fund. “Eligibility is much stricter and far fewer people will be eligible,” Webber said. “And it is a fixed pot of money – once it runs out, it runs out.” On Feb. 13, a public meeting will explain the changes and inform people on how they can access the new Housing Stabilization Fund. The meeting, set for 6 p.m. at the Parkdale Library, 1303 Queen St. W., will also aim to get people on side with speaking out against these changes, which Webber said will be detrimental to many in Parkdale. “Our plan going forward is to fight for as many people as need it,” Webber said. “But also to put pressure on province to reinstitute the (Community St a r t - Up a n d M a i n t e n a n c e Benefit).” At the meeting, refreshments will be provided and it will be wheelchair accessible. Children are welcome and there will be TTC tokens available for those who need them.
Toque campaign raises money to fight homelessness With the winter cold finally here, the Sherbourne Health Centre, St. Christopher House and Houselink are teaming up with Raising the Roof to help raise funds to combat homelessness. The organizations have taken to selling toques with a big push on Toque Tuesday when they went out into the community selling warm winter headwear for $10. The funds from Toque Tuesday and ongoing toque sales will support the three organizations’ homeless programming. “Sherbourne Health has been serving homeless people in the downtown area for about 10 years and this will help us with funding for our programs,” said Sherbourne Health Centre CEO Suzanne Boggild. Boggild noted funds raised through the toque campaign will help fund Sherbourne Health Centre’s infirmary, which provides temporary shelter for the homeless following hospital care, its Women in Need Clinic (WINK) which supports homeless and underhoused women, and Supporting Our Youth. “A number of the people we see here are youth and it’s estimated that 40 per cent of the homeless youth in Toronto are part of the lesbian, gay, bi
and trans community,” she said. Lambr ina Nikolaou of St. Christopher House noted homeless youth will also benefit from her organization’s partnership with Raising the Roof. Funds raised through the initiative will support the organization’s Toronto Youth Job Corps, which helps connect youth with work, school and training. “We have a number of youth out selling toques (Feb. 5), raising awareness and letting people know what it means to be a homeless youth in Toronto,” she said. “The program really empowers youth to make a difference in their life and do it from where they’re at (in life) right now.” Sherbourne Health Centre was looking to sell a total of 1,200 Raising the Roof toques and had already sold some 500 prior to the organization’s participation in Toque Tuesday. The organization will continue to sell toques out of its headquarters, at 333 Sherbourne St. St. Christopher House, meanwhile, typically sells about 1,000 toques a year, bringing in $10,000 for its youth programming. The organization will continue to sell toques after Toque Tuesday at its 1033 King St. W. location. – Justin Skinner
