Council to consider ‘fair trade’ designation

Practice makes perfect at ricoh coliseum
ERIN HATFIELD ehatfield@insidetoronto.com Some minor tweaking to Toronto’s policy around purchasing Fair Trade coffee, tea and sugar could mean ‘Fair Trade Town’ status for the city. It wouldn’t be difficult for Toronto to obtain the designation, said Ward 19 Councillor Mike Layton. “The initiative wouldn’t cost the city much money and basically is a form of recognition, for the most part, for purchasing practices the city already employs,” Layton explained. “The designation would also empower Fair Trade Toronto to go out and solicit businesses to make similar changes.” Fair trade certification means producers and companies purchasing products have met a variety of criteria including labour standards, minimum prices and fair pay, sustainable farming, governance, on-site audits and the democratic participation of workers. To become a Fair Trade Town, Toronto must achieve a series of goals that include focussing on getting broad local support, increasing public education, mapping and increasing the availability >>>small, page 10

Turning Ward 19 into a park JUSTIN SKINNER jskinner@insidetoronto.com If all goes according to plan, the whole of Ward 19 could become Canada’s first “Homegrown National Park.” The ambitious plan is being headed by the David Suzuki Foundation, which is partnering
with a number of other community organizations working toward making the city greener. It calls for a major greening of an urban corridor and involves organizations such as Local Enhancement and Appreciation of Forests (LEAF), the Toronto and Region Conservation
Authority, Not Far from the Tree, Green Roofs for Healthy Cities and others. Together, they are looking to ensure as much of the ward as possible is converted into usable green space, which has been shown to improve the health and quality of life of local residents, reduce stress and crime
and offer other benefits. “It all started with an idea from American author Richard Louv, who talks about the links between children with ADD, ADHD and obesity and a lack of organized time outdoors,” said Jode Roberts of the David Suzuki Foundation. “The idea >>>COORIDOR, page 11

New LHIN board member to champion accessibility
“
JUSTIN SKINNER jskinner@insidetoronto.com With the Toronto Central LHIN (Local Health Integration Network) looking to improve access to health care, newly appointed board member Cynthia Pay’s experience will certainly be an asset. Pay, who has called Little Italy home for more than 25 years, was added to the board earlier this year, and will bring years of experience in helping ensure marginalized people get the support they need. “The board’s role is to make sure the LHINs are accountable and make sure they meet the needs of the communities they serve,” Pay said. “A lot of people do have issues with access (to health care) and the LHIN is now doing a lot of work in terms of language accessibility.” Pay, who studied law at the University of Toronto, has been filling a similar role at Parkdale Community Legal Services (PCLS) for the past 15 years. That organization ensures lowincome families and individuals and others who might otherwise have difficulty getting legal help are not shut out. “We offer legal aid and a teaching clinic to serve low-income people,”

Cynthia Pay was recently appointed to the board of directors of the Toronto Central LHIN. Pay has been with Parkdale Community Legal Services for the past 15 years.
she said. “It can be hard for a lot of people on social assistance or who are getting disability benefits and people with mental health issues.” PCLS was instrumental last year in ensuring members of the
Roma community got the help they needed with refugee claims. At the time, many had withdrawn or rejected their claims out of fear of repercussions due to changes to immigration laws. Pay, whose father hails from
“There was a huge backlash during the SARS outbreak against Asian-Canadians,” she said. “At one point, we heard that during refugee hearings, everyone there was wearing masks.” Her previous experience with those organizations, as well as with the National Anti-Racism Council of Canada and the Barbra Schlifer Commemorative Clinic, where she focused on issues related to violence
against women, will come in handy with the LHIN. “The board has a good mix of skills,” she said. “I have more of a community background, but there are others who have more of a policy background and some have expertise in finances.” Pay said she hopes to bring her same focus on accessibility to the LHIN, a particular challenge in the diverse downtown Toronto area. “I’m impressed with how committed the LHIN is to the issue of accessibility,” she said. “I think my experience will definitely help make sure more people have access.” The board is also tasked with making the health-care system more efficient and finding better ways to work with those with complex health needs. “There’s a small percentage of people who need a lot of the resources in the health-care system and we need to find a way to serve them better for both their sake and the health-care system’s sake,” she said. Pay is one of seven people on the board for the Toronto Central LHIN. Toronto Central LHIN covers an area that stretches from Islington Avenue east to Warden Street; and from Lake Ontario north to Eglinton Avenue and Hwy. 401

MPP Schein calling for electrification clarification RAHUL GUPTA rgupta@insidetoronto.com Davenport MPP Jonah Schein wants more than assurances from the province on electrifying the UnionPearson air rail link by 2017. Both current transportation minister Glen Murray and his predecessor Bob Chiarelli, as well as Metrolinx, have indicated completing electric conversion of the line from diesel is possible by 2017. But Schein, the NDP’s transportation critic, insists there needs to be more than just words. “We’re looking for a firm commitment, a promise we will have electric trains,” Schein said.
Last Wednesday, Schein asked Murray to confirm 2017 as a completion date for electrifying the future rapid transit link between Union Station and Terminal 1 of Pearson International Airport, currently under construction. Pressed for an answer, Murray would only say he and York SouthWeston colleague Laura Albanese are working hard to get electrification completed by the date. “I have learned in my political life to quite frankly under-promise and over-deliver on things,” said Murray during Question Period at Queen’s Park. That’s not acceptable to residents living along the Georgetown GO
rail corridor who are worried about increased diesel train traffic from the air rail link, Schein said. “People in the west end have heard this for a number of years and we won’t be satisfied until we actually hear a firm commitment,” he said. Despite Metrolinx’s work on an ongoing electrification study and its inclusion in the $34 billion of priority projects the transit planning agency has identified for requiring immediate funding, Schein said it means nothing. “We keep on hearing it’s possible but there’s been no actual time frame or funding,” he said. The air rail link is scheduled to

open in 2015 and, according to Metrolinx, will run the cleanest burning diesel trains possible until it is converted. Last week, Schein wrote to Murray’s office requesting a formal meeting between the transportation minister, himself and west Toronto political representatives. Murray did not respond to the request but did offer an informal one-on-one meeting with Schein, who accepted according to his legislative aide Jennifer Barrett. Murray’s director of communications confirmed 2017 is the target date for completing electrification of the air rail link. But Annette Phillips said achieving that date • Best Buy • Canadian Tire • Freshco • Future Shop • Home Hardware • Lastmans Bad Boy • Lowes • Metro • Michaels • No Frills • Payless Shoe Source
would be determined by “technical issues” to be addressed by Metrolinx. “That’s what they are working towards,” said Phillips Tuesday. “We will rely on Metrolinx’s best judgement.” Metrolinx is currently completing an electrification study on the feasibility of converting air rail link. It is expected to be completed next year. Work on the project could take an estimated three years at a projected cost of $444 million.

Make safety on streets a priority W
ith the impacts of the change back to daylight saving time and the anticipated increase of cars and pedestrians on the streets due to March Break, Toronto police have launched a safety campaign this week. The March Break - March Safe Pedestrian Campaign will run through to this Sunday. Though already planned, this week’s campaign has been made all the more meaningful by the death of fiveyear-old Kayleigh Callaghan-Belanger on Cliffside Drive in Scarborough. Kayleigh died instantly last Thursday after being struck by a garbage truck while she was crossing the road with other children while on her way home from school. Police are still investigating the circumstances of the incident. Her death has touched all Torontonians: drivers, pedestrians and cyclists alike. The consequences of these incidents are most often tragic and devastating. Sadly, this past weekend did not get much better on our streets. On Sunday, a cyclist suffered serious head injuries after being struck by a car on Bloor Street West, and a North York man suffered broken legs after he was struck by a vehicle. Part of the police’s message this week is that safety is everyone’s responsibility, and using caution in all circumstances is the best approach while on the roads. Part of the campaign will include increased enforcement of traffic violations committed by drivers, cyclists or pedestrians that threaten safety. Parking officers will also be out dealing with vehicles parked in ways that might impact saftey. Police will also be paying extra attention to unsafe behaviour at intersections, crosswalks and by pedestrians crossing streets mid-block. This week’s campaign comes on the heels of a Toronto Police and GO Transit campaign urging pedestrians to Do the Bright Thing and make themselves more visible to drivers. Const. Hugh Smith pointed out that pedestrians taking actions to protect themselves was not a case of blaming them for being hit by vehicles. “So we’re just saying to be alert, be aware and be responsible for your movement.” We believe everyone using our roads has an equal share of responsibility when it comes to the safety of others and themselves. Drivers must always be keenly aware of the surroundings, following the traffic laws at intersections and not speeding, while pedestrians and cyclists need to improve their visibility and be vigilant. Together we can hopefully avoid more tragedies.

Don’t bet on casino debate, info coming slowly As we all struggle to pull our minds from the gutter of (alleged) sleaze, bad behaviour and public lewdness that emerged last week at and around city hall, it’s worth remembering Toronto council has a major policy debate on its plate this spring: whether to host a casino. Right now, the debate is alleged, too. It was to have occurred in the coming weeks, once staff delivered a final report to the executive committee and then to council. It will be a bit later than that, we learned Friday; the Ontario Lottery and Gaming Corporation has been slow in providing the necessary information to make a rational decision on the matter. The best current information we have on the benefits of a casino comes in the form of a hard-sell pitch from MGM Resorts International and Cadillac Fairview to turn much of Exhibition Place into a giant resort and gambling complex.
david nickle the city The casino would bring 10,000 jobs, they say – good paying jobs with an average income of $60,000. It would revitalize the city’s waterfront around Exhibition Place and Ontario Place with new foot bridges, and spur massive transit improvements to and from the site. And on the subject of admission to what is left of the Canadian National Exhibition...the casino would have it covered, for the next 10 years and maybe even longer. Of course, none of that’s set in stone – or even in a remotely binding document. Like all the best pitches, the MGM-Cadillac Fairview proposition gives plenty of impetus for an irrational decision. Right now, the rationalism is all on the “no” side. The city’s medical officer of health has weighed in
with a report indicating the adverse effects of a casino on gambling addicts would outweigh any benefits in terms of employment and economic stimulus. Developers in the downtown have joined small businesses there in arguing a casino is the last thing the city needs from an economic stimulus point of view. And that report from staff hanging in the air still hasn’t been able to pin down what kind of annual hosting fee Toronto might expect, which is the final demonstrable public benefit that might tip the balance, if it’s large enough. Whenever that report comes out, there will be the question facing council: is a certain amount of suffering among a demographic of addicts and their family worth it? It’s a moral question, and fundamentally an ugly one. Answer it badly...and that gutter beckons.

T.O. needs regional transit plan The gridlock in Toronto is getting worse. Gridlock, by some estimates, costs the local economy $6 billion a year. To add LRTs would make things worse. The obvious answer is to build subways to take the load of above-ground roads. Subways will be paid by taxpayers – either federal, provincial or municipal - or a combination of these and the savings that removing gridlock will save. Decision-makers should come to their senses and look for long-term solutions. I would prefer a regional plan that combines subways and GO trains that would serve Toronto and Hamilton region under one authority. All large cities have regional public transport systems. S. AGO’s latest exhibition is a dream come true for Parkdale medievalist ERIN HATFIELD ehatfield@insidetoronto.com For Sasha Suda, an assistant curator at the Art Gallery of Ontario specializing in medieval art, co-curating an upcoming large-scale exhibition of early Renaissance Florentine masterpieces was a dream come true. Revealing the Early Renaissance: Stories and Secrets in Florentine Art, which the AGO is presenting in partnership with the J. Paul Getty Museum in Los Angeles, is slated to run March 16 to June 16. Including Giotto’s five-panel Peruzzi Altarpiece, two painted and hand-written copies of Dante’s Divine Comedy and Bernardo Daddi’s Virgin Mary with Saints Thomas Aquinas and Paul, the exhibition pulls together more than 90 key pieces from the first half of the 14th century. “It is only going to be happening here once ever,” said Suda, the AGO’s assistant curator of European art. “Bringing works like this together is pretty impossible.” Having grown up in the St.
Lawrence neighbourhood of Toronto, Suda said when she went off to study art history in the United States she never imagined she would have the chance to come back to her city. “When I got the job at the AGO (Art Gallery of Ontario) it felt too good to be true, but now we are here and it is definitely where we want to be,” Suda said. Suda specializes in late medieval manuscripts from roughly between 1350 to 1500. “Medieval art is pretty abstract and it is really conceptual in its nature because it isn’t really representational,” said Suda. “Medieval stuff is so tangible, so it is kind of the ultimate dream to be a medievalist. You get to flip pages in 1000 year old books and open doors on old reliquaries.” Sitting in the dining room of her south Parkdale home, Suda explained that becoming a medievalist happened in a roundabout way. She went to Princeton University and studied modern art, where she had a professor who suggested she try looking at other eras of art. She

heeded the advice and wrote her thesis on a Renaissance-related topic. “I liked the fact-finding mission that this historical topic put me on and I applied to grad school for modern, Renaissance and general interest art. While in grad school she got an enviable internship at the Metropolitan Museum working on
a medieval exhibition. “I got this internship at the Met because I spoke (Czechoslovakian), my parents are both Czech,” she said. “So I ended up working on this medieval Prague exhibition and it became clear to me over the three or four years that I worked on that show that I have a certain skill set that was useful.” She ended up working at the Metropolitan Museum part time while doing her Masters degree at Williams College. From there she went back to New York to do her PhD and she decided to stay with the central European and medieval material. “It was really interesting to me ... from the point of view of how it has been treated through the history of art,” she said. “ In large part, because of communism, that whole part of Europe was shut off from Western scholarship for a long time.” It was an opportunity to work with the AGO’s Thomson Collection of European art from the Italian Renaissance to the mid-1900s that brought her back to Toronto nearly
two years ago. “All of those works are about virtuosic making and production and that, for me, was an absolute dream to work with that collection,” Suda said. “It was a total serendipitous event that they were hiring at the same time I was looking for a job.” The upcoming exhibition was already in the works and she started working on it along with Christine Sciacca, assistant curator of manuscripts at the J. Paul Getty Museum. Together the women organized and will produce the show, which entails everything from travelling to requesting and negotiating loans of art to designing and installing the show. “It is a big deal for the AGO to be doing this because Canadian collections are slim on this material, but everything we do, from my point of view, in the program is about modernism or it is about a break from some previous tradition and this (art work) lays the foundation for modern art.”

GTA home sales decline in February Greater Toronto Area (GTA) realtors reported 5,759 sales through the TorontoMLS system in February 2013 – a decline of 15 per cent in comparison to February 2012. It should be noted that 2012 was a leap year with one extra day in February. A 28 day yearover-year sales comparison resulted in a lesser decline of 10.5 per cent. The average selling price for February 2013 was $510,580 – up two per cent in comparison to February 2012. “The share of sales and dollar volume accounted for by luxury detached homes in the City of Toronto was lower this February com-
pared to last. This contributed to a more modest pace of overall average price growth for the GTA as a whole,” says Toronto Real Estate Board (TREB) President Ann Hannah. “Stricter mortgage lending guidelines that precluded government backed mortgages on homes sold for over one million dollars and the City of Toronto’s additional upfront land transfer tax arguably played a role in the slower pace of luxury detached home sales.” The MLS HPI Composite Benchmark price covering all major home types eliminates fluctuations in price growth due to changes in sales
mix. The Composite Benchmark price was up by morethanthreepercentonayear-over-yearbasis in February. “We will undoubtedly experience some volatility in price growth for some market segments in 2013,” says Jason Mercer, TREB’s Senior Manager of Market Analysis. “However, months of inventory in the low-rise market segment will remain low, resulting in average price growth above three per cent for the TREB market area this year. Our current average price forecast is $515,000 for all home types combined in 2013.” –TREB

>>>from page 1 of Fair Trade products. City staff have done the research and are recommending some small, but important changes the City of Toronto can make to its purchasing policies to achieve Fair Trade Town designation. “We are a cosmopolitan city that cares about other people in the world, the environment and the workers and we have purchasing policies that reflect that,” Layton said. “It isn’t difficult to find stuff like fair trade sugar and it isn’t that much more expensive, so staff has said ... we will be able to do it.” The recommendations on the requirements to achieve fair trade town status was adopted at the Feb. 25 government management committee and will be considered by Council April 3. There are 500 Fair Trade Towns in the United Kingdom and municipalities across North America including Vancouver, Chicago, San Francisco, Berkley, Boston and Barrie.

Corridor will hug Garrison Creek >>>from page 1 is, less screen time and more green time.” The corridor will run along the former path of Garrison Creek, one of the city’s lost rivers, and will entail everything from tree planting to enhancing flora in yards to improving alleyways and parkettes. Most importantly, the initiative will put the power in the hands of community members, with locals invited to apply to become a Neighbourhood Park Ranger. “They’ll be champions for green action, going out and talking to people face-to-face about what can be done in the community,” Roberts said. The Neighbourhood Park Rangers will also be responsible for hosting events and meetings, organizing tree plantings and more. The David Suzuki Foundation approached councillor Mike Layton based on parks like Christie Pits and Trinity Bellwoods being located in his ward. Layton was instantly enthusiastic about the project. “I told them about the work I was involved in with our incredible local parks groups in other parks within the Garrison Creek watershed which could support their efforts,” he wrote in an email. “Once they understood
that we had a great network of community groups and active residents, their decision to choose ward 19 was natural.” said the comLayton munity has long been involved in improving the ward and pointed out that the Garrison Creek path also lent itself to a project of this nature. “The community has been involved in similar initiatives for many years and lots of people are keen to build a connection between our public green spaces, our homes and our community groups,” he wrote. “There are beautiful bridges, great parks and a historical heritage that can be built upon.” While applications are still being accepted, Roberts said the feedback has been overwhelmingly positive. “We have a couple of groups suggesting we try to encourage folks in condo buildings to start planting projects on their balconies,” he said. LEAF executive director Janet McKay said her organization will work with property owners to green their own properties through tree plantings and native plant kits. “We can help them choose which kind of tree would be best for their property and where to plant it based on how much light it will need, the size of the tree and soil type,” she said.
LEAF is known throughout Toronto for its work in helping to increase and improve the green canopy with native plant species. McKay noted the partnership with the David Suzuki Foundation came about naturally given the scope of the Homegrown National Park initiative and the work LEAF is already doing. “The David Suzuki Foundation is a much larger organization with a lot of communications expertise, so they’ll also help us get more exposure,” she said. “We’re on the ground already doing work, so this will allow us both to focus on our own strengths.” McKay sees great potential for the Homegrown National Park concept. Roberts said that, if the initiative takes hold in Ward 19, it could be rolled out elsewhere across the city and beyond. “We’ve chosen the footprint of Ward 19 to start but we’re hoping it will grow from there,” he said. Those interested in becoming a Neighbourhood Park Ranger can apply up until Monday, March 18. Selected applicants will undergo an intensive training program in early April.

Road testing for new streetcars If you live near the TTC’s Hillcrest facility and are prepared to stay up late you might just catch a glance of the new streetcar. TTC spokesperson Brad Ross said a testing version of the new Bombardier vehicle will make its debut on city streets in “the middle of the night”. While no date was given, media speculation suggests the test could happen as early as this month. The testing vehicle, which was manufactured in Thunder Bay, has been housed at Hillcrest, located at 1138 Bathurst St., since last year. The new vehicles are slated to roll out in late 2014.

Artist hopes to uncover fate of missing paintings LISA RAINFORD lrainford@insidetoronto.com She is less concerned that they’re missing and more concerned that they’re alright. Most of all, artist Tennille Rose Will would love to find out what happened to two of her paintings, which were hanging on the wall at the Rhino Restaurant and Bar on Queen Street West, just west of Dufferin Street. The paintings, said Will, whose studio is on Dundas Street West at Brock Street, disappeared over the summer or fall. ‘Lullaby,’ which depicts two women, took Will three months to paint. Priced at $1,000 – the canvas alone cost $300, it is a six feet by six feet painting. “Someone went in, took it off the wall and walked out,” said Will at her studio recently. “Did someone throw
it out? Was it a joke? As long as I know it’s loved, I don’t feel so bad.” The other, called ‘Stillness,’ is 26 by 30 inches priced between $500 and $600. “I was kind of in shock,” admitted Will, who is grateful to the Rhino for allowing her to exhibit her work without charging a commission. “Someone had to have seen something.” Will wonders if it was taken by someone who wanted it, but couldn’t afford it. She said she would feel better knowing if this was indeed the case. Liz Szynkowski, founder and chair of the Roncy Rocks Music and Arts Festival, which Will is taking part in, said she would love to see Will reunited with her work. “Really, I think that in her heart she is worried about whether or not her paintings are being appreciated,” said Szynkowski.
Will opened her studio, “Rose Will Studio,” in October. Currently, 10 artists paint and exhibit their work there. She’s trying to recruit more artists. Rose Will Studio can be found at 1630 Dundas St. W. Log onto www.rosewillstudio.com for further details. Will has been painting since she was 16, although she says she can’t pinpoint where her artistic leanings come from – her father is a butcher. “When I said I wanted to be a painter, I might as well have said, ‘I don’t want to work,’” said Will with a laugh. Her first love, Shakespearean theatre, led her to England before she moved to Australia for several years. Will has lived in Toronto for the last 13 years. If you have any information about the missing paintings, contact 416-897-8057 or email rosewillstudio.gmail.com
