Toronto’s first tool library is opening its doors in Parkdale on Saturday. An initiative of the Institute for a Resource-Based Economy, the Toronto Tool Library (TTL) has an inventory of more than 500 tools including hand, power, gardening and specialty tools. High-value items include power generators, mitre saws, welding tools, shop-vacs, ladders, lawn mowers and even a pottery wheel. Located in the basement of the Parkdale Activity-Recreation Centre, at 1499 Queen St. W., the TTL will offer annual memberships for a nominal fee. Members will have access to the more than $10,000 worth of tools, which were donated by community members and sponsors like PARC, the Parkdale Thrift Store, Canadian Tire, Wurth Canada, Champion and Mibro. Opening weekend hours are Saturday, March 23, 10 a.m. to 3 p.m. and Sunday, March 24 from 11 a.m. to 4 p.m.
Boulevard Club rebuild puts waterfront access on the table ERIN HATFIELD ehatfield@insidetoronto.com Parkdale’s exclusive recreation and social club is looking to expand, and some hope construction could lead one step closer to continuous waterfront access. Sitting on the edge of Lake Ontario, The Boulevard Club, which grew out of the Parkdale Canoe Club, has been in opera-
tion since the 1930s. The property it sits on is leased from the city and The Boulevard Club has exclusive use of that portion of the waterfront. As it stands, The Boulevard Club legally doesn’t conform with the city’s official plan or Western Waterfront Master Plan (WWMP), which both say the public is entitled to continuous access along the waterfront. But the club wants to rebuild
the west wing of its building and needs a variance from the Committee of Adjustment to do so. Parkdale-High Park Councillor Gord Perks said a rebuild would require the club to come into compliance with the WWMP. Currently, the Sunnyside Boardwalk leaves the water’s edge just before Palais Royale to the west of the Boulevard
Club. It veers north to meet the Martin Goodman Trail and doesn’t reappear until after the Argonaut Rowing Club to the east. Between these two points, a number of private facilities, the largest being The Boulevard Club, have private waterfront access. The long-term intent of the WWMP is to continue the boardwalk along the water’s edge, including in front of the
various facilities that today enjoy unrestricted private access to the water. If the club chooses not to expand the footprint of the building, they would not be forced to come into compliance, but if they want to make changes, Perks said he believes the club should come into compliance with city policy. The Boulevard Club was built in three sections and the western edge of the club is the oldest part of the building, constructed nearly 90 years ago. “When it was built it was built on top of a concrete slab and that slab has been deteriorating for some years now, to the point that we have been advised by consulting engineers that it is time to replace the slab,” Babin explained. Rather than simply replace the slab, Babin said the club decided to tear down the old building and replace it with something new. The proposed rebuild will extend to the north and be about 10,000 square feet larger than the existing structure. It would include larger locker rooms, a family change room and a multi-purpose room that would enable the club to program things such as volleyball and indoor soccer for kids and indoor lawn bowling for seniors.

In terms of making allowance to relocate the boardwalk to the south side of the club, Babin said at this stage of the game, it would be difficult for the club to undertake. “If you take a look at the layout of the club, the clearance between the outdoor
swimming pool, the outdoor patio and the break wall, it is very narrow. “There just isn’t the room to put that kind of a public thoroughfare through,” Babin said. “Today, we don’t see the possibility of providing that public access.”
However, the project to rebuild does not in any way preclude that from happening in the future, Babin said. “We are not building to the south towards the lake,” Babin said. Understanding it is difficult at the moment to provide

continuous waterfront access, Babin said the club is open to doing other things to provide a benefit to the community, such as possible improvements to Dowling Beach to the east or improvements to the Martin Goodman Trail. “We recognize that The Boulevard Club occupies a very nice piece of real estate and in return we try our best to give back to the community,” Babin said, highlighting the club’s fundraising efforts to benefit the Parkdale Activity Recreation Centre among other charities as evidence. Waterfront access But area activists maintain there needs to be some progress toward putting the measures in place to enable uninterrupted waterfront access. “I think people generally
accept that the club has a history there and will probably continue to be allowed to exist there, but it needs to compromise with its lease holder,” said Dirk Townsend of the Parkdale-High Park Waterfront Group. Andrew Emery, president of the Parkdale Residents Association (PRA), said The Boulevard Club operates on leased public parkland in the heart of the western waterfront so there is considerable public interest in how it develops and how their plans mesh with the WWMP. “Cities around the world have realized the importance and enormous benefits of reclaiming their waterfronts for public use,” Emery said. “The reality in Toronto is no different.” Emery said PRA is committed to keeping pressure on the province, the city and existing leaseholders to see the WWMP vision through. The PRA plans to hold a meeting in April on the topic of the western waterfront and the Boulevard Club’s plans. Information about the meeting will be posted on www.parkdale.to

CNE parking nixed from popular park, Ex GM concerned ERIN HATFIELD ehatfield@insidetoronto.com For years, in August, it has been a similar scene – Marilyn Bell Park becomes a parking lot to accommodate cars for the annual Canadian National Exhibition (CNE) and the Parkdale-High Park Waterfront Group takes to protesting. But, recently the city has decided to put an end to Marilyn Bell Park parking and the waterfront group couldn’t be happier. Meanwhile, the CNE is hoping there is still room to negotiate a plan to keep parking. Marilyn Bell, a 28-acre park, is across from the intersection of Br itish Columbia Drive and Lake Shore Boulevard and follows the lakeshore just west of Exhibition Place. It’s a popular green space for west-end residents, but
is used as overflow parking during the CNE. The practice has gone on for years and in exchange the CNE undertakes the clean up and parks and recreation assesses damage, which is charged back to the CNE. The city also gets a percentage of parking fees that go toward tree reforestation in Toronto, but not necessarily in Marilyn Bell Park. Dirk Townsend, a Parkdale resident and a member of the Parkdale-High Park Waterfront Group said the organization worked toward the day when people would see the rationale behind not using parkland for parking cars. “Now here we are and it is fantastic,” Townsend said. For more than six years the group has gone to the park with signs and taped off entrances to try to curb parking.
“In this area, close to the waterfront, we have large populations, quite dense housing and the people stream down to the lake in the summer and they want to be able to play soccer and use the beach,” Townsend said. “They don’t want to find the parkland full of cars.” Pa r k d a l e - H i g h Pa r k Co u n c i l l o r G o rd Pe rk s explained Marilyn Bell Park, like all city parks, is not for parking. “When I first took office there were all kinds of people who parked along the waterfront for all kinds of events – Canada Day fireworks and various wing-fests – but the city and I have been very clear with everyone that parks are for people, not for parking,” Perks said. “So we have gradually been reducing the amount of parking for certain events. The (CNE) has known this was coming.”
Perks and the general manager of the parks department and have met with representatives of the CNE a number of times over the past year or two to discuss having the fair transition out of parking at Marilyn Bell. ‘Consistently told them’ “We have consistently told them that they had to either provide us with a plan for transitioning out or we would simply not allow them to use the park anymore,” Perks said. “They haven’t produced a plan.” Perks said as a result the Ex has been told the park will no longer be available for parking. To enforce that message, 20 new trees were planted in the area, Perks said. David Bednar, the general manager of the CNE, said he is very concerned about the direction the parks depart-
ment and Perks have taken. “We hope the door is open to further negotiation,” Bednar said. “We still think an exception should be made because we think we are worthy of an exception.” He said the CNE has reduced the number of parking spaces it offers in the park during the CNE from 2200 to a maximum of 800 cars and only uses them when the other lots are full. “We recognize residents of Parkdale need parkland, but one of our real concerns is the cars that aren’t able to park there will filter north and park in the neighbourhood,” Bednar said. “When the other lots are full they are going to turn up Jameson (Avenue) and start looking for a place to stash the car.” The CNE is yet to make their formal application for permission to use the park
again this year, but Bednar said they will be making one. Based on the response from the city, Bednar said they will see what the options are and one of the options may be to take their request to council. “We have been such a fact of people’s lives for so long we hope people have a soft spot for us and are willing to make some reasonable accommodations,” Bednar said. However, should the decision hold, Townsend said he hopes to see more organized use of the parkland happen over the summer. “Now that we know there is not going to be several hundred cars parked there a lot of different options come up,” he said.

Political will needed for transit funding It’s hard to argue with Toronto Region Board of Trade (TRBOT) President Carol Wilding who said the time for debating how to pay for transit expansion is over. However, providing funding recommendations like those in the TRBOT’s discussion paper, A Green Light To Moving The Toronto Region, doesn’t make funding a reality. Four revenue tools are recommended: a one per cent regional sales tax; a $1 per parking space levy; a 10 cent per litre regional fuel tax; and a road toll for highoccupancy lanes charged at 30 cents per kilometre for single drivers who wish to use the lanes. We’re a far cry from any government having that courage and, despite the board’s assurances, from understanding what the public would accept. The Board of Trade discounted using devices such as property tax hikes to fund transportation, citing them as revenue sources for municipal governments – and always under consideration to increase to keep municipalities afloat. Whether in the form of a straight-out tax, a levy, or toll the end result is the same – money comes from the pockets of residents. We have said many times that we will get the kind of transit we pay for. Very true. The ambitious recommendations are what is needed. After all the region is losing $6 billion in productivity annually. While the TRBOT suggests upward of 50 per cent of people would be willing to swallow taxes to fund transportation it’s never that easy to evaluate acceptance. We do know this. You can’t tweak today’s revenue generation and come up with an answer that would raise the required capital to build the system and to maintain the operation. This paper offers dramatic new income sources to be considered. But is there a political will to carry any of these recommendations forward?

It’s weighed in on social issues, infrastructure and tax policy at the same time as it’s engaged in its more core business of... well, business growth and retention. This week, the board stepped into the fray once more: this time, with a suite of taxes, fees and levies to come up with about $3.5 billion a year, going toward public transit. This is not a huge leap for the board.

On the other hand, it is newsworthy, when a business organization is the first out of the gate in proposing what under other circumstances its more conservative members might decry as a massive tax grab. In this case, the conservatives who seem most uneasy about these proposals are the ones on Toronto council. Mayor Rob Ford has made it clear he doesn’t support any tax increases for transit. Doug Holyday, the deputy mayor, doesn’t like them much either. Even Karen Stintz, the chair of the Toronto Transit Commission and generally a more progressive conserva-
cent per litre regional fuel tax, a road toll for HOV lanes, and the aforementioned parking levy. The proposal is a good start toward coming up with the $50-billion cost of the regional Let’s Move plan. One might add to that a portion of income tax – so that the entire cost isn’t borne through user fees and consumption taxes – but the TRBOT does provide the basis for a payment plan for the cost of building our infrastructure to match our city’s needs and aspirations. The alternative is the continued reliance on the current mayor’s fantasy of private sector funding that will never materialize. In other words, stagnation.

The inference is we shouldn’t build a casino here. By that logic, we should close bars, beer stores and liquor stores because of the potential negative effects they have on problem drinkers. Liberty Village says no to casino ERIN HATFIELD ehatfield@insidetoronto.com Residents and businesses in Liberty Village want a clear vision for the future of Exhibition Place, but one that doesn’t include a casino. Ward 19 Councillor Mike Layton and the Liberty Village Business Improvement Area (LVBIA) hosted the town hall meeting March 14 to discuss the Toronto casino proposal by MGM and Cadillac Fairview. They are looking to build a three-million-square-foot casino resort at Exhibition Place. Although residents at the meeting said they would like to see a better, year-round use of the 192 acre city-owned parkland in Ward 19’s Niagara Neighbourhood, they didn’t want it to be a casino. “It is a vacuum down there at (Exhibition Place), but it’s hard to argue against a casino if we don’t have a better alternative,” said Michael Cruickshank, who identified himself as a developer. Jane Siklos, vice-chair of the LVBIA board of management,
said the BIA has decided to publicly voice its opposition to a casino. “We believe a casino in such close proximity to (Liberty Village) would put this neighbourhood at risk,” she said. Among the BIAs concerns are traffic congestion, parking constraints and an increased burden on area police. “It’s widely agreed that casinos shouldn’t be put near a residential community, and Liberty Village is a growing residential community,” a letter penned by LVBIA Chair Dan Armstrong said. MGM is proposing a massive casino complex with a 1,200 room hotel, convention facilities, restaurants, nightlife and a shopping mall. They said its development will create more than 10,000 direct and indirect jobs and it would attract one million new visitors a year from outside Ontario who will spend between $500 million and $1 billion on nongaming activities. Maureen Lynett, Sheila Lynett and Peggy Calvert, founders of No Casino Toronto,
a group of concerned citizens, said they believe a casino will have a devastating impact on local restaurants, bars, hotels and theatre. It will also increase crime, problem gambling, bankruptcies, traffic gridlock and parking problems, they said. The Ontario Lottery and Gaming Corporation (OLG) needs the City of Toronto’s consent to build a casino in the city. There is no mandatory referendum about building a casino, but the city has hosted public meetings and conducted an online survey; the resulting report will be before the city’s Executive Committee sometime in the next few months. That report will then go to council. No Casino Toronto asked those who attended the meeting to help spread their message to other residents, particularly in the suburban neighbourhoods of Toronto. “I did canvassing in Ward 37 and they didn’t even know about it,” Maureen said. Stop the Crazy shakes it Harlem style in support of mental health ERIN HATFIELD ehatfield@insidetoronto.com Stop The Crazy continues to wage its war against mental health stigma, this time by hitching its efforts on the ‘Harlem Shake’ dance sensation. Last week, volunteers and supporters of Stop the Crazy, a grassroots movement to get people talking about mental health, dressed in feather boas, funky sunglasses and masks and shook their stuff in south Parkdale to create a Harlem Shake video in support of mental health awareness. The ‘Harlem Shake’ is an Internet fad that has spread across the internet since February when a YouTube video set to the song recorded by American DJ and producer Baauer became a sensation and sparked countless copies. These videos, which now number in the hundreds with millions of views, traditionally feature a lone dancer in a crowd of people going about their business. When the beat drops in the song everyone starts dancing, normally dressed in costumes and masks. “This sensation is across the world so we thought, ‘Why not use it as an opportunity to bring some awareness to mental health’,” said Wendy Curnew-Harris, a community outreach coordinator at the group home Arrabon House and one of the coordinators of the Stop The Crazy Campaign.

“We wanted to capitalize on how big it is already.” Stop the Crazy began May 12, 2012, by a few women that work at Arrabon House. The hope is to bring people together to get them talking about mental health and to empower people. This video shoot is just another in a series of initiatives aimed at ending the mental health stigma and get people talking. The shoot began with a youth holding a sign that read, ‘When stigma is attached to mental health, I feel like I am dancing alone’. When the beat dropped, that youth was joined by a dozen other dancers holding signs that said things like: ‘When stigma disappear, the world dances with me’. “This video will also mark our official YouTube page
going up,” she said. The YouTube page will also serve to let people know about upcoming Stop the Crazy events including the flagship event, The Human Chain on May 4 where people living with or touched by mental health and their supporters will line Queen Street West, east from Roncesvalles, to make a visual statement to end the stigma around mental health. This will be the second year Stop the Crazy will host the Human Chain. “The Parkdale area has been so embracing and wonderful, it looks like our human chain will be quite a bit bigger this year,” CurnewHarris said.
