HELPING REFUGEES: A heavy downpour couldn’t stop more than 900 Bishop Marrocco/Thomas Merton Catholic Secondary School students participating in their sixth annual walk for peace through High Park last Friday. The schools are committed to promoting social justice issues. Funds raised from pledges will go to Romero House, which provides housing for refugee residents.

Metrolinx to use vacant lot next to Sorauren Park In the next few weeks, Metrolinx will be setting up shop at Wabash and Macdonell avenues. A vacant piece of land next to Sorauren Park will be used by the provincial transportation body as a construction access area for track work related to the Georgetown South (GTS) Project and the Union Pearson Express. Work will begin in June of this year, and is expect to be complete by the fall of 2014. Metrolinx says it requires access on the south-west side of the rail corridor to complete grading and signal work. They also require a storage area for equipment and access for trucks to deliver materials, equipment and aggregate. In response to a request for an interview, Metrolinx, through an email from spokesperson Malon Edwards, said, “We reviewed a couple of options

and found 40 Wabash Ave. to be the only location that met all of our requirements.” Metrolinx is in the process of securing use of 40 Wabash Ave. for a rental fee. The area of land in question is east of the old Linseed Oil Factory at the corner of Wabash and Macdonell avenues. The land is currently fenced off, but is owned by Toronto’s Parks Forestry and Recreation. It is immediately south of Sorauren Park and near the future Sorauren Park Town Square, which the Wabash Building Society has successfully raised more than $300,000 to begin construction on this fall. Metrolinx said they anticipate a maximum 30 trucks per day at the peak over a four-month period delivering equipment and material. The number of trucks will decrease significantly afterwards. Parkdale dancer becomes Argos cheerleader ERIN HATFIELD ehatfield@insidetoronto.com Paula, a petite redhead from Parkdale, had no experience as a cheerleader when she decided to try out for the cheerleading team. “I have always wanted to be on that team,” Paula said. “My Dad has had season’s tickets since I was a little girl and we would go and watch the game. He would be watching the players and I would always be watching the dancers.” With her optimism and ambition to back her up, the 23 year old said she decided to attend an open audition for the Argos cheerleading team in March. After two auditions and an interview, Paula was chosen for the team. (The Argos have a policy of not releasing the last names of the cheerleaders). “I had no idea I was going to make it. I was just giving it a valiant effort,” Paula said. “But I am really happy that they put me through.” Born in Chatham, ON, Paula moved to Parkdale from Scarborough, where she lived since she was four, three years ago, drawn to the area because of its proximity to downtown and to the lake. Paula goes to school full time, got married in August and is a mother to a twoand-a-half-year-old girl.

She is a dance major at York University, set to graduate with a bachelor of fine arts in October. Although she didn’t cheer in high school or have any training, Paula, who studies ballet and modern dance, suspects it is her dance training that landed her on the team. “You do do strikes and poses like regular cheerleading,” Paula said of the Argos cheerleading style. “But it is less flips and catches and lifts, it is definitely more of a dance style.” There were roughly 150 girls at the first audition and unless you are a captain, you have to audition every year. Of those who tried out, 48 went on to an interview process followed by a second audition held at the Scarborough Town Centre.

“It was open to the public and (Canadian rapper and record producer) Kardinal Offishall was one of the judges,” she said. “And they choose 27 girls.” Those 27 girls now practice twice a week and also participate in different events and activities in the community. “It is a lot of fun and all the girls are really great,” she said. “I love their personalities.” But the routines can be challenging, so Paula said she gets the material and then practices at home at night. And although she has never taken the field with pom-poms in hand, Paula said she is really looking forward to it. “It is going to be crazy to fulfill that dream I have had to actually be on the field in front of 30,000 people,” Paula said. “I think the Argos cheerleaders have made a really good name for themselves as well. It is something to be proud of to be on the team because the Argonauts are the No. 1 sports team in Toronto. They dedicate the most time to community charity work.” Paula and the Argos cheerleaders will perform for the first time June 28. Visit www.argonauts.ca for details and the schedule.

Tool sharing service grows The organization that opened Toronto’s first tool library in March recently received nearly $20,000 in grants to grow the Parkdale tool sharing service. The Institute for a Resource-Based Economy (IRBE) has been awarded an Ontario Trillium Foundation grant of $14,500 to purchase tools and cover costs for the project. Home Depot grant Home Depot Canada Foundation has also given the IRBE a $4,000 grant including $1,000 to purchase supplies and tools at the store. Representatives from the Tool Library can now purchase all the

items on their wish list that haven’t yet been donated and purchase things such as ear muffs, dollies and rototillers. The Tool Library operates out of the basement of the Parkdale Activity Recreation Centre, 1499 Queen St. W. and is open Wednesdays from 4 to 8 p.m., Saturdays from 10 a.m. to 3 p.m. and Sundays from 11 a.m. to 4 p.m. An annual membership, which grants users access to all of the more than 500 tools at the library, is $50.

Transit needs to be provincial priority

S

hould a provincial election come before summer - and we’re still waiting to see whether Ontario’s New Democrats will support the budget put forward by the minority Liberals on May 2 – transit must be at the forefront of the debate for Torontonians. Toronto council’s decision last week not to endorse any of the proposed revenue tools for transit expansion can be taken as an indication it is not keen on working with other stakeholders – including other municipalities – until after a provincial election. At best, it’s a non-commital stance. When it came time to consider those tools, Toronto council rejected all but two, and even then offered no opinion on those. In addition, council voted to ask the province for funds for a westward expansion of the Sheppard subway and the conversion the Scarborough Rapid Transit line to an extension of the Bloor-Danforth subway line. Neither of these projects (the our view Scarborough project is currently as an upgrade and extenTransit vision funded sion of the existing RT line) are listed as a priority of Metrolinx, has to be the provincial transportation made clear agency. The city’s position on transit funding is at distinct odds with the positions recently put forward by Metrolinx, other municipalities and organizations such as the Toronto Region Board of Trade, who agree that if we want transit expansion, we must find a way to pay for it. So what does this all mean? It means if Ontario is plunged into an election, it is incumbent on Torontonians to hold the candidates and their parties to account. We must ask them: What is their vision for transit’s future in Toronto? How do they intend to fund the necessary expansion to relieve our gridlocked roadways? How will responsibility for cost recovery be allocated? These are hard questions. They demand thoughtful answers. We recently wrote in this space about how these proposed revenue tools are “gaining traction with influential decision-making groups and the public that is willing to pay for better transit.” We need to be part of that discussion so Toronto’s council is actively proposing solutions – not just demanding more funds. A provincial election campaign, should it happen, is the ultimate opportunity to have your say.

More legislative futility at city hall On Monday, six members of Toronto council had a look at possible changes to the way they’re elected. City clerk’s staff had come out with a range of ways to make the process more open, to make sure that as many residents as possible are enfranchised, to make the best choice for representing their needs and aspirations. The committee would have none of it: all the recommendations lost on a tie vote. It was a depressingly familiar moment of legislative futility at city hall. The week previous, council had similarly failed to present a coherent opinion on funding for the public transit expansion that Toronto needs. Over the course of two days, councillors collectively rejected nearly every funding option set in front of them. And then asked for hundreds of millions of dollars of new transit projects. Now, council supports to spending another

david nickle the city $500 million to turn the Scarborough RT minisubway into a full-blown subway and another subway line connecting Downsview station to Yonge-Sheppard station. The transit asks useful politically. York Centre Councillor James Pasternak joined council with the narrowest of electoral margins, and he did so in part on a pledge to see that subway connection built. Scarborough Centre Councillor Glenn De Baeremaeker was elected more handily in 2010, but has made a name for himself opposing Mayor Rob Ford’s “Scarborough” subway. He knows full well that many of their constituents voted for Ford because of his subway promise. Opposing subway expansion in Scarborough is going to hurt at least their

victory margins, and could see them out of a job. The fact that both positions – the mayor’s and council’s – amount to little more than expensive and unproductive pandering is beside the point. Under the current electoral system, pandering is the most effective weapon in the campaign arsenal. Would changing the electoral system resolve Toronto’s transit gridlock issues? By itself, it’s unlikely. But the reality is that for a variety of reasons, Toronto council has descended to a level of opportunism that if allowed to persist, will render it all but irrelevant in the lives of Torontonians. It might make sense to see if there’s a better way to have a government that reflects both the will and the needs of Toronto. All the evidence suggests that the current system has not done so.

Signal lights could solve gridlock Re: ‘The perils of not articulating a transit vision,’ Beyond the Headlines, May 2. Columnist David Soknacki has just confirmed my position on transit. He points out that in Scarborough and Etobicoke “almost 60 per cent of residents use their car as their primary means of transportation.” They know there is no way transit can be designed to take them where they want to go in a reasonable time. Downtown is already well serviced. Why should people in either place pay for transit they won’t use. The improvement on Bloor from Avenue to Jane by fixing the traffic signals could be spread across the whole city and would have more impact on actual travel times. David Vallance

Metrolinx CEO comments on regional transit plans Letter Getting around in the Greater Toronto and Hamilton Area (GTHA) can be challenging, with an average commute time of 82 minutes. The GTHA is growing. If we do nothing to address congestion, we could end up spending an average of 109 minutes commuting every day. The price of congestion and delays is high. We know that the GTHA loses out on about 26,000 jobs due to congestion and costs our economy $6 billion a year. It also affects our quality of life, our health and well-being. Metrolinx’s Big Move is a plan to ensure our roads and public transit systems across the GTHA are able to meet the needs of residents. The plan was endorsed unanimously by all the GTHA municipalities four years ago. Sixteen billion dollars in investment has already started the building of The Big Move with a number of major projects completed or currently in construction. The Union Pearson Express will cut the journey between the airport and downtown to 25 minutes. GO is expanding, with major infrastructure projects such as the Union Station

Revitalization and the Georgetown South Project creating new capacity to meet customer demand, and help make the GO more convenient. New rapid transit is being built across the region. Currently under construction is an 18-kilometre eastwest busway that will run across the City of Mississauga, as well as vivaNext, a network of bus rapidways in York Region. Züm express buses have been introduced in Brampton, and Pulse express buses will soon launch in Durham. Toronto light rail transit projects underway. These are just some of the more than 200 projects currently in progress across the GTHA. The Big Move’s proposed next wave projects expands the regional

transit network and providing resources for local transit, roads, walking and cycling, and more. The next wave is worth $34 billion and will create between 800,000 and 900,000 new jobs, and growing our economy by $110 to $130 billion by 2031. Metrolinx is tasked with providing advice to the minister of transportation and the heads of the councils of municipalities in the GTHA on an investment strategy, including proposals for revenuegenerating tools. This is advice is due June 1. The benefits of the next wave will be felt across all six regions in the GTHA. In Toronto, a new subway ‘relief line’ will connect the east to the downtown core, easing congestion on the Bloor-Danforth and YongeUniversity-Spadina lines, and creating space that will allow for an extension of the Yonge line from Finch subway station to Richmond Hill. Union Station is being revitalized. Let’s tackle congestion and clear up our roads while building a strong economy and a vibrant quality of life for you and your family. ‘Wanted ones’ launched ERIN HATFIELD ehatfield@insidetoronto.com Following the success of the Toronto Police Service 55 Division’s Wanted Wednesday, 11 Division launched their own version of the initiative dubbed Wanted Ones. Wanted Ones is a weekly news release profiling a person with an outstanding warrant for their arrest. It is sent out to media and also pushed on social media sites such as facebook and Twitter. The aim is to find the suspect, execute the warrant and have the matter heard in court, said Det.-Sgt. Tony Diviesti of 11 Division, which polices neighbourhoods such as Roncesvalles Village, Dufferin Grove, High Park and Bloor West Village. “We are open to using social media to get the word out to people. The more information the community has, the safer and better off everyone will be,” Diviesti said. Const. Rob McDonald, a social media officer with the criminal investigations bureau, started Wanted Wednesday in 55 Division, which polices neighbourhoods in the area of Riverdale, the Beach and east Danforth in September 2012.

“It is a great project he set up, so we have kind of taken it on here at 11 Division,” Diviesti said. “We are hopefully going to be able to run with it. The releases in 11 Division come out Thursdays and they have issued two Wanted Ones to date. “It is a worthwhile program,” Diviesti said. “Fifty-five has had quite a bit of success.” Outstanding warrants Eleven Division has a number of outstanding warrants to choose from each week and Diviesti said they tend to choose cases that are more serious in nature. In the latest installment of 11 Division’s Wanted Ones, 11 Division issued a request for the public’s assistance locating Hassan Kayad Barkad, 52, of Toronto, who is wanted for sexual assault. Last Thursday, at a community meeting in Fern Avenue Public School, the applicant, architect and interior designer presented a redesigned proposal, which reconfigured the townhomes. “The design from 2010 is quite different from what you will see here tonight,” said Joanna Kimont, the city planner handling the file. Anna Simone, with Cecconi Simone, an interior design firm, said the owners, the Farzin Group, had allowed the architect and designers to devise plans that were unique in the housing market and the area. The 14 townhouses are three stories high and each unit would have two underground parking spaces. The exterior is simple and designed to look like a lantern, Hariri said. It fronts on the east side of the lot with the laneway

between the existing buildings on Lukow Terrace and the proposed building to be widened and shared. Residents expressed concern over sharing the laneway between their building and the proposed building. Hariri said the planners said they had believed, based on community comments from the 2010 meeting, Lukow Terrace residents wanted to see the laneway widened and shared, as he believed there are benefits that would come with that. Upon hearing the concerns from the residents about sharing the laneway, the architect and designer said they will study the plans and look at moving the access to the parking garage from the east side of the building to the west. Apart from the use of the private laneway, which will have to be negotiated with the landowners, the building conforms to all of the city requirements for the site. Kimont explained the city cannot take an application for development that includes a piece of land that the appli-

cant doesn’t own, so the issue of the laneway will have to be worked out before the application is made. The architect and designer decided to set up a small working group with the residents in the area to discuss the laneway and other concerns they might have about the development. “These are homes that will sell for a substantial amount of money,” Simone said. “These are going to be proud homeowners. We are trying to find like-minded people who care about the environment, who care about design and care about community.” The timeline for the development depends on when the revised plans are submitted. Once the key issues are satisfied, the zoning amendment requires council approval. At the earliest, the application may be before the September Toronto East York Community Council. More buses for Queens Quay RAHUL GUPTA rgupta@insidetoronto.com Residents living by the waterfront can finally look forward to seeing improvements to the Queens Quay streetscape. That was the assurance from Christopher Glaisek of Waterfront Toronto during a town hall at the Brigantine Room last week, which is proceeding on a $110-million transformation of Queens Quay that will see the lakeside concrete roadway turned into a tree-lined promenade by 2015. The project, which is funded by all three levels of government, also includes a $10-million re-construction of the TTC streetcar tracks (on Queens Quay) from Bay to Yo Yo Ma lane, east of Bathurst, which will not re-open to streetcar traffic until the end of year.

Vehicle traffic routing will remain one way until March 2014 when it switches to eastbound traffic. By summer 2014, Glaisek, Waterfront Toronto’s vice president of planning, said the new roadway will be complete and open to two-way car traffic. He said the TTC will also start running more replacement buses along Queens Quay, to replace the streetcars, with frequent service to accommodate increased summer traffic. Bob Rasmussen said he was pleased to hear progress is being made on the revitalization of Queens Quay. But the president of the York Quay Neighbourhood Association (YQNA) is worried the replacement TTC bus service will prove confusing to the estimated 17 million people who visit Harbourfront every summer.

Rasmussen said he would raise the matter with TTC CEO Andy Byford at a May meeting of the YQNA, which was scheduled for May 14 after the paper’s press deadline. The TTC has said it will have improved signs and staff at Union Station on hand to guide visitors to the replacement bus stop on Bay Street. Costs to construct a dedicated light rail line for the east waterfront have escalated to $370 million making it unlikely the project will begin without further government funding, Glaisek said. “Until there is a larger decision about what our transit funding priorities are, there’s not money to do that,” he said of the project which would extend to Cherry Street.

But it wasn’t out of disinterest – this year’s Police Week theme is ‘Walking the Digital Beat - A New Era of Engagement.’ Chief Bill Blair said Police Week, launched last week, is about celebrating the relationship the police have with Toronto residents. “One of the things we do in Police Week is we open up our facility and we make available to the public opportunities to come and engage with us,”

Blair said. “Now we have the opportunity to engage virtually as well as physically and it has enhanced our relationships and it has given us access to another generation of people in this city.” From Twitter to Facebook, YouTube and more, police are using social media to aid them in their jobs, explained keynote speaker Deputy Chief Peter Sloly. Sloly, who goes by the Twitter handle @deputySloly, said in many ways his more than 4,000 followers know him better in the social media context. About 200 Toronto police officers have Twitter, Facebook and YouTube accounts and social media can be used

Torry said he was left with the impression that this is a done deal and there is nothing the community can do about it. “I think it’s ridiculous and I even suggested alternate locations like the (No Frills) parking lot or the parking lot by the Brock Avenue Beer Store,” he said. “Our understanding was this was the spot picked by Metrolinx and they would give us no other reason.” However, the RMRA have been putting up fliers in the community to try to inform neighbours. “The RMRA is doing its best to inform the neighbourhood about what is going on because the neighbourhood wasn’t being informed,” Torry said. “Our hope is that people will raise their voices against it.” Doug Bennet, chair of the Wabash Building Society, said he suspects there isn’t much the community can do about the situation and instead his board has put forward a list of recommendations to mitigate construction and provide

some community benefit from the situation. “Metrolinx is way more powerful than us, it is way more powerful than the city quite frankly, because it is an agency of the provincial government,” he said. “We are up against a power that is greater than us, so our approach is to try to be reasonable without selling the community short.” EMERGENCY MEETING Following the meeting, the Wabash Building Society held an emergency meeting of their executive to decide what they could say or do about it. “The board has voted on a list of recommendations that we have put forward to Parks, Forestry and Recreation because it is their land so they have to do the negotiating with Metrolinx,” Bennet said. Recommendations include things such as no heavy truck traffic on neighbourhood streets Mondays between 1 p.m. and 7 p.m. during the Sorauren Park Farmers Market and that a “Construction Committee” be struck to

deal with issues and follow the construction. In terms of community benefits, the Wabash Building Society is proposing Metrolinx pay for all costs related to reengineering the rail safety berm in the park. “We are also suggesting a $50,000 Metrolinx donation to the Town Square fundraising campaign,” Bennet said. Bennet doesn’t expect the Metrolinx staging area will impact the Town Square construction, but it will effect the neighbourhood, because there could be up to four construction projects going on at the same time in that immediate vicinity: the Metrolinx construction, Town Square construction as well as two proposed developments at 383 Sorauren Ave. and 35 Wabash Ave. Metrolinx has community relation’s staff to work with local residents in its three community offices along the rail corridor. ART CONTEST FOR wWaterfront QUEENS QUAY RENO Toronto is set to announce the winners of an international public art contest for its three sites in the West Donlands. The planning agency, which has representatives from all three levels of government in its board, has appointed a jury of design experts to judge the submissions for three separate sites along Front Street. Waterfront Toronto, which is also working with

the TTC to complete a $100 million renovation of Queens Quay, wants the art installations completed in time for the 2015 Pan American Games. The results are expected by the end of the month.
