Groups oppose diesel air rail link

RAHUL GUPTA rgupta@insidetoronto.com Two west-end residents’ groups are taking different tacks in their battle to electrify an upcoming air rail link (ARL). Both the Clean Train Coalition and the Junction Triangle Rail Committee object to the province’s intention of running diesel trains along a planned rail spur linking Pearson International Airport with Union Station via the Georgetown South GO rail corridor. Instead of diesel, which they fear will lead to long-term negative health effects for residents, the groups want clean electric trains running on the link instead when it opens in 2015. And they dismiss assurances by Metrolinx, the province’s transit planning body, the
diesel trains planned for use on the link will be the cleanest possible and fully convertible to electric. Metrolinx is currently conducting an environmental assessment (EA) on electrification of the ARL and has enlisted the services of global planning firm Parsons Brinckerhoff. Approval for the electrification EA is expected in 2014. But that’s not good enough for the Clean Train Coalition, which has filed a lawsuit against Metrolinx demanding a judicial review of the decision to run diesel trains along the ARL in the first place. Break a sweat and get a haircut for a good cause at Bloor Street Fitness and Boxing Monday, Nov. 26. The gym is hosting its annual Canadian Breast Cancer Foundation fundraiser with help from No Frills and its neighbour, The Little Hair Shop. From 4 to 9 p.m., gym members as well as community members are invited to get a haircut or blow dry from the stylists at Roncesvalles Village’s The Little Hair Shop for a reduced price. All proceeds will go toward the Canadian Breast Cancer Foundation. “We just wanted to do something for the community,” said Bloor Street Fitness and Boxing spokesperson Shane Walters. “We’re looking to raise as much money as possible.” The fundraising event falls in line
with the boxing and fitness gym’s mission statement, said Walters. Founded in part to get kids off the street and participating in a constructive activity that promotes health and self-discipline, the gym prides itself in its involvement in social and community initiatives. “We’re doing everything we can to bring the community together,” said Walters, adding the fundraiser’s goal is to raise at least $4,000. Funds will go toward the Breast Cancer Foundation’s work, including research, support and rehabilitation for cancer patients. Bloor Street Fitness and Boxing is located at 2295 Dundas St. W. Family resource centre aims to raise $10,000 at its gala Providing a friendly and stimulating environment for youngsters for almost 40 years ERIN HATFIELD ehatfield@insidetoronto.com

herri Manko cradles her three-week-old son Holden in her arms as her older son, Elliott Manko-Erickson, 2, buzzes around the Creating Together Family Resource Centre. He begins with the playdough and then heads to the sand table where he drops a couple of shovel scoops of sand through a wheel before moving on to bang on noisemakers. Manko has regularly been bringing Elliott to the resource centre for about a year and a half, even more often since Holden came along. With a newborn and a toddler, Manko said the resource centre plays a vital roll in their lives. “In the winter, it is somewhere to get out of the house and be with other kids,” she said. “It is just a nice, free place to meet up with other parents and kids the same age.” Spending time at the centre allows Manko to nurse the baby while Elliot is entertained by other children and adults are around to help keep an eye on him. That’s important, she said. Outings to the centre also helped to prepare Elliott for daycare, Manko said. Elliott has made friends, but just as important, his mother has met other parents and built a network. For nearly 40 years, Creating Together on Queen Street West in Parkdale has been a place for parents, guardians and caregivers to come with their children. It is a non-profit, charitable organization that provides a friendly and
stimulating environment for children up to six years old to play, learn and socialize, with the aim of supporting healthy social, cognitive, emotional and physical development. It’s a popular spot, with a minimum of 30 families, but sometimes as many as 100, coming every day, Monday to Friday and two Saturdays a month. “A lot of moms are home and they need to get their children out, keep them busy and get them involved with other children,” said Zalikha Ramjohn, the centre’s manager of office administration. “Even for the parents, it helps them meet other parents, build networks among themselves.” There is no criteria to attend and the children come from diverse cultural and economic backgrounds. Christa Thilagesnaran brings her three-year-old daughter Shuruthie almost daily. She has been coming to the centre since her first child was born five years ago. “This is a very good place to learn with the kids, from baby to school age,” she said. “My son learned a lot about behaving, sharing, playing nicely.” Thilagesnaran said the centre – and its parents – have taught her everything from parenting strategies to other cultural traditions. “We share food, we share culture,” she said. “I get so much benefit from (the centre). The storefront space is a light-filled and colourful environment where parents and caregivers stay with their children and supervise play. There is story time, music, drama and healthy snacks. “We set up activities in

all areas of development and we encourage parents to get involved with their children and participate,” Ramjohn said. The drop-in centre also offers parent relief, nutrition programs, health promotion activities, parenting and caregiver education, resource lending library, and clothing exchange. There are workshops, educational activities, visits by a public health nurse and even off-site field trips to places outside of Toronto. Creating Together offers opportunities to share parenting techniques and promote an understanding of child development, Ramjohn said. She said the centre plays a vital roll in many of their
participants’ lives. It is funded through the City of Toronto and through fundraising activities. The biggest such fundraiser is the seventh annual ‘Get Out and Play’ Gala Monday, Nov. 26. The Gala is at Parts & Labour Restaurant and Bar at 1566 Queen St. W. from 7 to 10 p.m. local families There will be multicultural dance performances given by local families, a silent auction and a balloon pop fundraising game with prizes. “It is a really exciting event because it brings the whole community together and it is a night out for parents without the kids,” said Patty Porretta, resource

Re-connect during Grey Cup festivities
T
his Sunday’s Grey Cup is more than just an opportunity to experience an annual celebration of a storied Canadian tradition. For Torontonians, this city is on display as the rest of the country watches. Being the 100th game, it’s a milestone event and we should be proud to be hosts. But the football game is also an opportunity for us to re-connect with and celebrate the city’s rich history in the sport. The first Grey Cup game was played at Toronto’s Rosedale Field Dec. 4, 1909. The University of Toronto Varsity Blues defeated the Parkdale Canoe Club 26-6. Of the 100 Grey Cup games, Toronto’s hosted nearly half of them at places such as Varsity Stadium, Exhibition Stadium and now the Rogers Centre. In addition to the Varsity and Parkdale teams – as well as the Argonauts – Toronto also once had a Balmy Beach team competing. Players such as Ted Reeve (a former Argonaut and Balmy Beach player) are enshrined in the our view city’s sporting history. Reeve’s name now adorns a sports Celebrate our facility in East York. Much has changed as Canadian football has evolved. history this While interest in the Argonauts may have waxed and waned in weekend recent years, the city’s connection to football remains strong. There’s a number of Toronto youth teams in the Central Ontario Minor Football League. Several high schools offer playing opportunities at different levels of competition and two universities, York and U of T, have varsity teams. A number of players on both of Sunday’s championship finalists, the Calgary Stampeders and the Argonauts, also have connections to the city. The great thing is, there are ways to celebrate and re-connect with the sport even if you don’t have tickets to the game. There are plenty of ancillary events taking place in the city. Also, treat this game as an opportunity to reach out to friends with whom you’ve had a connection through the sport. Perhaps you went to games together or watched them on television or played together in high school. When people get together, events like these can unite citizens and neighbourhoods. Friendships can be rekindled. New relationships can be forged. By hosting the milestone event, Toronto and its historic connection to Canadian football is being recognized. I am 10 years old and in Grade 5. I love to participate in extra-curricular activities in my school, and this teachers’ conflict is hitting kids like a ton of bricks. Teachers didn’t ask us what we wanted. Did they think this wouldn’t affect us? All kids in schools are affected by this horrible mess. It’s a disgrace to children and parents. Is there even an end to all of this? Does this mean extra-curricular activities will never be reinstated ever or just for the year? Our education doesn’t only occur in the classroom. It takes place on the playing fields, in the gymnasiums, on the diamonds and in so many other locations that extra-curricular activities take students. In closing, we need teachers back. It’s not their needs, it’s ours. How it gets done is up to the province and the unions. We learn to get along in the classroom, and the province and teachers should too. Kayla Herrington
Colle on executive committee a good move by mayor There have been a lot of dumb moves by the Mayor Rob Ford administration over the past year. But last Friday, the right-wing mayor and his so-very conservative team made a smart move, as they invited Eglinton-Lawrence Councillor Josh Colle to sit on their executive committee. Colle is a first-term councillor, and one of the more prominent voices – some would call him the de facto leader – of council’s so-called “mushy middle.” Now that is a deceptively unkind term to describe a group of councillors who essentially bring the kind of pragmatism that one would hope comes to nuts-andbolts municipal government, keeping their place on the political spectrum generally to themselves. More than the hated left,

this group has been the real bane of Ford’s existence on the floor of council. They have proven themselves anything but mushy, as they rejected the mayor’s budget, derailed his plans to build a subway instead of light rail lines, replaced his TTC board of directors and approved a plastic bag ban for January. The mayor and his team have so far responded with glares and threats of electoral retribution. But as 2013 approaches, that strategy is proving ever-more hollow, particularly as the mayor’s personal troubles
stack up. Bringing Colle onto the executive committee could signal an intelligent shift. Colle has made it clear he’s going to vote independently, whether he’s sitting on the mayor’s team or not. That doesn’t seem to have dissuaded anyone in extending the invitation. And it shouldn’t. Colle has proven himself to be a leader among the middle. It was his amendment to the budget this year that reversed cuts championed by the mayor and the budget chief. He’s often at or near the middle of the compromises that pull that middle vote one way or another. And over the next two years, the Ford administration has to have some wins. If 2012 was a lesson in anything, it was humility: that however great a man-
date Ford received in 2010 when he was elected, he can’t count on that alone to bring about consensus on council. If he wants to succeed, he’ll have to follow the example of other mayors and seek consensus. Ford has begun to do this in recent meetings – notably, backing off his dream of selling off 700 detached homes owned by the Toronto Community Housing Corporation in favour of a small selloff and big renewal. With Colle onside, he will have a means to determine how to make those compromises earlier and more strategically. It could mean a balanced budget that passes with the consent of council. It could, if he plays it right, mean a rebirth for the Ford mayoralty.

ERIN HATFIELD ehatfield@insidetoronto.com Having been granted a scholarship to attend the Association of Fundraising Professionals (AFP) Congress, Helen Choi wants to use the knowledge and connections she acquired there to help the food bank that once helped her. Choi, originally from South Korea, has been living in Parkdale with her three-yearold daughter for the past two years. It was when Choi, 31, was in need herself that she became acquainted with the Parkdale Community Food Bank. “As a low-income sole support mother I had to use the food bank,” she said. She was taken with the organization, the clients, volunteers and the good work being done by the food bank in South Parkdale. “The people there are like a family. They are so funny, you
will catch the volunteers singing and dancing while they are cleaning,” Choi said. “Even though the food bank has its share of troubles, the people there really come together like a real community.” As is often the case with food banks, The Parkdale Community Food Bank was struggling to raise the money to meet the needs of their nearly 3,000 clients and Choi felt compelled to help. In 2010, Choi attended Humber College to study volunteer management and as part of her schooling, she decided to do her work placement with the Parkdale Community Food Bank. The placement lasted from October 2011 to April 2012 and she worked with the food bank coordinating volunteers and assisting the executive director at the time. After her placement ended, Choi said she stayed on at the food bank as a member of its board of directors. It is
the board, I see even more the need.” The Congress took place in Toronto Nov. 19 to 21 and Choi said her aim was to network with seasoned professionals and learn about emerging trends in the field of fundraising. “I want to bring this information back to the food bank and help the food bank, which will in turn help the members and the users and the community,” Choi said. During the conference Choi said she learned a great deal about grant writing, strategizing, board engagement and event co-ordination. “I feel so energized and rejuvenated,” Choi said. The Association of Fundraising Professionals (AFP) represents 30,000 members in more than 200 chapters in Canada, the United States, Mexico and China working to advance philanthropy through advocacy, research and education.

Eighty-eight letters. That’s all it took York University student Jacqueline Tran to come up with a winning slogan in a contest that awarded her a year’s free tuition, worth about $6,200. Part of the university’s This is My Time campaign, the contest challenged students to use no more than 140 characters to describe how their York degrees will help them achieve their goals and impact society. Out of 3,482 entries, Tran was declared the winner Wednesday, Nov. 14, at the university’s Red and White Da y c e l e b ra t i n g Yo rk’s spirit. “I develop a compensation strategy that eliminates the gender wage gap and inequalities in the workplace,” Tran’s winning entry said.

‘I thought it was a joke.’ – Jacqueline Tran A judging panel selected hers as the winning entry. Tran, who lives in the Lansdowne Avenue and Dundas Street area, is taking human resources management. In third year, the 20-yearold said her entry reflects her hope that her degree will enable her to make a positive impact for Canadian workers. “If I actually accomplish it, it will make a difference in society, it will make a difference in the workforce,” she said. Tran found out she won the contest a couple of weeks ago but said the news didn’t come easily. University officials spent the day trying to reach her
and finally resorted to texting her. “I thought it was a joke,” she said, adding she phoned to verify her victory. “I was thrilled.” The prize is equivalent to a year’s free tuition, which will come in handy for Tran. Because she isn’t carrying a full course load due to her many extra-curricular activities, she can use the prize over more than one academic year. Tran is president of the Human Resources Student Association, vice-president of the Communications Human Resources Student Association, a peer mentor at York’s New College, which falls under the faculty of liberal arts and professional studies, a public relations representative on the New College council and the university’s representative with Human Resources P r o f e s s i o n a l s o f We s t Toronto.

In a downtown courtroom Monday the group, represented by litigator Saba Ahmad, had a chance to present its case, said Clean Train spokesperson Rick Ciccarelli. “What we are asking is for Metrolinx to go back and do a thorough analysis for electric, as well as diesel, and make a decision,” said Ciccarelli, who is Clean Train’s chair. “Metrolinx has gone ahead and implemented a project without due process for decision making.” Ciccarelli dismissed past statements by Metrolinx CEO Bruce McCuaig and provincial transportation and infrastructure minister Bob Chiarelli stating the ARL would hopefully be converted from diesel to electric as early as 2017. “They can say whatever they want, but until there’s a start date, a budget and a timeline for implementation then it’s all vapour,” said Ciccarelli. The panel of three judges hearing the case in Ontario Divisional Court reserved judgement but are expected to make a decision within the next four weeks, said Ciccarelli.
Should the group lose the case, he said the coalition will not end its battle to electrify. “We’re not giving up one way or the other,” he said. “Metrolinx has said electrification should happen and in another breath they’re implementing diesel. That’s why we’re here.” Metrolinx, which was represented by attorney John Laskin, declined to comment on the case but did release a statement re-iterating its intention to deliver electrification in a timely manner. “We aren’t that far apart in our goals from those who advocate electrification; with the EA in progress, we are on the path towards electrification of the air rail link,” says the statement. While Clean Train was prepping for its court date last week, Kevin Putnam and fellow members of the Junction Triangle Rail Committee met with Chiarelli and McCuaig at Queen’s Park. This is the first time a government minister has ever spoken directly to residents about the topic,” said Putnam, who said Davenport city councillor Ana Bailao also attended the Nov. 14 meeting.

Decision expected in next four weeks “We’ve been chasing and asking for meetings and they never come out, so for us we’re grateful to hear the minister say electrification is government policy.” Putnam said the group also received a commitment from McCuaig for Metrolinx to host an upcoming public meeting in the Junction regarding plans for the construction of a series of five-metre high noise barrier walls along the rail corridor. Metrolinx has said the walls are necessary to drown out the din of diesel train traffic. The idea has proven extremely unpopular with residents who fear the walls will justify maintaining diesel train traffic indefinitely. In a statement, David Salter, spokesperson for Chiarelli, confirmed 2017 as a target date for electrification of the ARL. “Minister Chiarelli was clear that we’re committed to electrification. 2017 is our target – based on funding availability and the successful completion of the EA.” Putnam, however, said he hasn’t given up on electrification in time for 2015. “I think technically it’s possible, it’s not a moon launch.”

Longtime Roncesvalles BIA member honoured ERIN HATFIELD ehatfield@insidetoronto.com A long time board member of the Roncesvalles Village Business Improvement Area (BIA) was honoured at the Second Annual Toronto BIAs Recognition Awards on Nov. 13. Andrew Chomentowski was awarded the first Michael Comstock Community Builder Award. Chomentowski’s involvement in the business community in Roncesvalles Village began shortly after establishing his photography studio on Roncesvalles Avenue in the early 1970s. Along with John Wakulat, then chair of the Upper Roncesvalles BIA, Chomentowski played a key role in the merger of the Upper Roncesvalles BIA and the High Park BIA to form the Roncesvalles Village BIA in 1986. “We were in a portion of the street that had no BIA and the idea came along to merge the two and include us,” he said. “I was in the centre part so I went to our neighbours and mobilized them to lobby to come together.” Since then Chomentowski has chaired the Marketing and Promotions Committee of the

Chomentowski served as vicechair of the Roncesvalles Village BIA for many years, and decided to retire from this position on May 1, 2012. In tribute to his many years of service to the organization, Roncesvalles Village BIA Chair Tony Cauch took

Also recognized that night was the Dundas West BIA, which was recognized for its parkettes in the Outstanding Streetscape Improvement Awards category. The Gateways Award was given to The Liberty Village BIA in recognition of its public art installation, which is located at the corner of King Street West and Atlantic Avenue. Committee opts for safety strategy rather than removal of old streetcar tracks DAVID NICKLE dnickle@insidetoronto.com Toronto transportation staff will look at ways to educate cyclists about the dangers of streetcar tracks, but the city’s works committee balked at a proposal to remove several kilometres of out-of-service tracks in locations around the city. The committee was looking at the issue of cyclists and streetcar tracks in part in reaction to the death of a cyclist who caught his tire in streetcar tracks on Wychwood Avenue, off St. Clair Avenue West in August. The cyclist died when he struck his head after falling off his bike. The tracks on Wychwood were out of commission and local councillors and cycling advocates said it made sense to fill in or remove the tracks to prevent future accidents. In total, there are 3.5 kilometres of disused streetcar tracks throughout Toronto. Trinity-Spadina Councillor Mike Layton moved the recommendations to simply report on filling in the street-

‘If I thought resources were being distracted from potholes to tear up streetcar tracks in areas that don’t get a lot of cycling traffic and where they’re self-evident, that might not be the best use of resources.’ ~ Councillor John Parker car tracks. “We know what a problem this is,” he said. “You know that certain care needs to be taken on streetcar tracks. And sometimes it’s dark, there’s water covering the track and sometimes a car is parked in the wrong place. It can result in tragic circumstances.” St. Paul’s Councillor Joe Mihevc, who not only represents the area where the
cyclist was killed, but actually knew the man from the time he was a child, made an impassioned plea to fill in the unused tracks. But other members of the committee were unwilling to go that far. The committee did recommend a safety strategy that would include better pavement markings and a public education campaign to teach cyclists how better to navigate the hazards. And that, said some, should be enough. Don Valley West Councillor John Parker said streetcar tracks are just one of the hazards facing cyclists and shouldn’t be blown out of proportion in terms of their risk. “As a cyclist I know where to look for streetcar tracks and how to avoid them, but potholes are a matter of surprise every time I go out. If I thought resources were being distracted from potholes to tear up streetcar tracks in areas that don’t get a lot of cycling traffic and where they’re selfevident, that might not be the best use of resources.”

TTC’s new, longer LRTs on track for 2014 RAHUL GUPTA rgupta@insidetoronto,com They won’t be ready to ride until 2014, but for one day at least the TTC unveiled the first of the new sleek modern light rail vehicles to replace the city’s aging streetcar fleet. Representatives from all three levels of government were on hand at a press conference last week at the TTC’s Hillcrest complex to tour the new streetcar. The new low-floor Bombardier LRVs will be 25 feet longer than their articulated predecessors, allowing for 68 more passengers. The interior of the vehicle will contain no steps, allowing riders with mobility issues to board with ease, according to a fact sheet provided by the TTC. The new vehicles, which have a top speed of 70 kilometres per hour, are fully air-conditioned and provide space for bicycles as well as designated areas for wheelchairs and mobility scooters. TTC spokesperson Brad

Each vehicle will have Presto card readers riders can tap, as well as two automated ticket dispensers that will issue receipts that double as transfers. POP Having a proof of payment system (POP) in place will improve service and reliability, Ross said. “The vehicle can now move off more quickly from a stop so that the vehicle behind doesn’t catch up, and that’s when we get into situations like bunching and gapping,”
Ross said. It will still be more than a year before the public will get a chance to ride the new streetcar, but Ross said the TTC will make the test model it unveiled this week available for people to board. He said the vehicle will be on the streets in 2013, but only for testing purposes. If all goes well, the new vehicles could be in service in early 2014, but nothing is confirmed as of yet, Ross said. He said both the 510 Spadina and the 504 King routes could be the first lines the new streetcars run on, which are expected to run on all 11 of the city’s existing streetcar lines. Of the $1.2-billion price tag for the cars, two-thirds of the cost will be covered by the city and the TTC while the remaining third comes from the province. The TTC has also allocated a share of the federal gas tax fund – $108-million – toward the order of 204 vehicles to be manufactured at Bombardier’s Thunder Bay plant.
