Many of the roughly 30 community members who gathered at the Greek Orthodox Cathedral Annunciation of the Virgin Mary Church, at 136 Sorauren Ave. on the evening of Monday, Nov. 23, voiced their dislike for the proposed development because of its height, density and lack of privacy for Lukow Terrace residents. Many were also disappointed with the repetition of concerns that were left unaddressed from the last pre-application meeting in January. “Nothing is different,” Church said. “What we’re noticing is they’re writing down the same suggestions we’ve been voicing for the past half a year.” Residents were still unhappy with the height of 13.65 metres to top of the main roof, and the 16.5 metres to top of enclosed rooftop staircases, the density of the building, the potential increase in traffic, and shadow impacts on the townhouses on Lukow Terrace. Another issue was the possible light reflecting from the units into the backyards of residents on Lukow who are accustomed to darkness. “The building isn’t fitting to the community adjacent to this development,” Malawski

Surrounding the development is a series of one- to three-storey detached, semidetached and rowhouses near Wright Avenue to the south, a two-storey industrial building fronting onto Wabash Avenue, and Charles G. Williams Park to the west, Sorauren Park and a three-storey vacant industrial building and three-storey loft building at 345 Sorauren Ave. to the north and townhouses on Lukow Terrace to the east. Zinc Developments is looking to construct a 62-unit, four storey walk up apartment consisting of 31 one-bedroom units (50 per cent), 25 twobedroom units (40 per cent) and six three-bedroom units (10 per cent). It also includes an indoor and outdoor amenity space, that city planner Avery Carr has noted as a deficiency as it only meets half of the City of Toronto’s requirements for amenity spaces. It also lacks onsite landscaping, street trees and visitor parking

spaces, said Carr. There’s also underground parking that will have 65 parking spaces (59 residential spaces and six visitor spaces) as well as 62 bicycle parking spaces (56 residential spaces and six visitor spaces). For Wright Avenue resident Francis Syms, the development isn’t adding to the community in a positive way. “It feels like they’re taking what’s good about the community and putting it into the development and not necessarily giving back that good into the community,” Syms said. “We just want a development that improves the neighbourhood and doesn’t impact the quality of life of the neighbours.” By the end of the meeting, Perks realized more consulting needed to be done and suggested the residents choose a few community residents to represent their concerns and create a working group with the developers moving forward. It’s an idea the community was receptive to, including Syms and Malawski. “We just want it (the development) to be a win-win. We want the community to be a livable area for everybody and we do want an empty lot developed,” she said. “We just want it to mirror what’s surrounding it.” The first working group meeting is projected to take place in December.

Residents discuss future of Dundas and Roncesvalles neighbourhood Planning study aims to ensure future developments will positively reflect the area over next 20 to 50 years

Roncesvalles residents seemed eager to learn more about shaping the Dundas Street West to Roncesvalles Avenue Planning Study as more than 100 people gathered at Fern Public School Tuesday, Nov. 17 to hear more about how they can have a positive impact on the neighbourhood. “This process is one of the great things we do at the city, where people come together like this and over the course of the year design and plan for the future of their neighbourhood,” Parkdale-High Park Councillor Gord Perks said to the audience. “This is a lot of work. You’ll all learn a lot about how planning law works, and you’ll get to know your neighbours, but most of all you’ll be part of a legacy of how this area will develop over the next 20 to 50 years.” The Dundas-Roncesvalles Planning Study covers the development of Roncesvalles between Queen Street West and Boustead Avenue as well as on Dundas West between Boustead and Sorauren avenues.

It will also include a record of current applications and current development pressure in the area, which Dan Nicholson, the senior city planner on the study, said is the main push for green lighting the study. “I think there’s been some pent-up demand, quite frankly, for this study,” Nicholson told The Villager. “There’s a pent-up concern about how Roncesvalles is going to develop.” Preservation At the meeting, residents voiced what they’d like to preserve in the area such as the view of the lake, gathering spots in front of angled storefronts, affordable housing and a small-shop feel of the street. Parkdale artist debuts graphic novel The Salesman HILARY CATON hcaton@insidetoronto.com Four years ago, Parkdale artist and animator John Little got his heart broken, but he found a way to turn a negative experience into a positive. “I was going through a rough patch and I just needed to get a lot of energy out,” Little said. So the Queen Street West and Roncesvalles Avenue resident focused on creating his debut graphic novel The Salesman. “It definitely came out of heartbreak. That’s when I started this project and it ended up taking on a life of its own. I guess it came out in a sort of angry juvenile way.” The graphic novel, which was released Tuesday, Nov. 17, has already sold a couple hundred copies, said Little, and has gotten its fair share of praise so far, including from Ty Templeton, the comic book artist of Batman 66 and The Batman Adventures. “It feels really good to have people spread the love and positivity about the project. You can make things for a long time and have everybody hate

Little, who works on video game technology for Time Play Interactive and went to Sheridan College for Computer Animation and OCADU, published the graphic novel with Underbelly Comics. The 68-page graphic novel, which crosses genres from sci-fi, to fantasy to western, is set in a post-apocalyptic world of 2333 where Earth has become barren thanks to the world’s rampant wastefulness, and the surviving humans have to live off leftovers

and scraps. “The world we created is generally pretty horrible. It’s a horrible place that was ruined by the excesses that we lived through,” Little explained. Commentary on world “It’s sort of taking whatever ecological disasters we talk about today and taking it to the extreme. Overconsumption ruins the Earth. It’s certainly a commentary on

today’s world.” The Salesman follows the story of Nathan Mayor, a dangerously smart vigilante-shaman on a mission to eradicate anyone he deems to be excessive and immoral when it comes to the overconsumption of anything. “He’s very judgemental. He kind of has this classic naiveté and believes the world should be a certain way and he’s sort of trapped in this perspective. He’s a strong personality,” Little told The Villager. “He uses the ruse of a door-to-door salesman to interview people and find out what’s really inside their head and see if they’re being excessive in his mind and he punishes them for it.” The graphic novel was a joint project with one of Little’s long-time friends Jon Sufrin, a Toronto-based journalist, who helped with the writing component of the novel. Getting Sufrin on board, was the best decision he made, Little said, adding that Sufrin was “essential to the whole process.” “I’m an absurdist and it’s hard for me to stick to ideas and I’m all over the place, but he’s very logical. So he brought together all of these

ideas I was throwing around and took all the essential elements and threw away what was garbage,” Little explained. “He’s super important (to this graphic novel). This whole thing would have been a complete disaster if it wasn’t for him. He brought clarity, he brought freshness to dialogue and a literary perspective that I don’t have.” Sufrin not only helped with the writing, but also helped inspire Little to pull qualities from Sufrin’s personality and put them into the main character. He said almost all the characters have some elements of people he knows in real life. “They may not be too happy across the board. But it’s pretty far from the truth in a lot of ways,” he said. This is the first volume of the story, but Little said he hopes there’s more volumes to come. “We have ideas in mind for the sequel,” he said. “We’re looking forward to it and it’s going to be even better.”

he Toronto Transit Commission’s board is on the right track when it comes to the balanced approach it decided to take this week regarding fare increases. At its meeting, the board voted to increase cash fares for adults by 25 cents, up to $3.25, and to increase the price of an adult token to $2.90. Considering one can literally ride the TTC the entire length and breadth of Toronto for that price, it’s a more than reasonable cost. At the same time, the board wisely decided not to increase the cost of the Metropass, which now goes for $141.50. The monthly pass offers unlimited rides. It is a valuable item based on the service it provides, but its cost is high relative to other North American cities and it has been the chosen route for our view fare hikes for too long. TTC board chair Josh Colle There’s a cost summed it up well when he said the system cannot rely on to pay for Metropass users as an “endless well of money.” It also doesn’t good transit hurt to reward the loyalty of those who use the TTC multiple times every day. The cash fare and token fee hikes only apply to adult fares. The TTC will keep fares for seniors and students where they are, at $2 cash and $1.95 for tokens, which is a good decision. And, of course, due to a decision by city council last year championed by Mayor John Tory, children under 12 ride the system for free. This is all part of having a grown-up transit system in Toronto. The whining that takes place every time a fare increase is mentioned is unreasonable. There’s a price for good transit, and part of that must be paid by those who use the service. That being said, all city taxpayers must continue to pay for the TTC whether they ride it or prefer to drive their cars or use their bikes. Property taxpayers can’t be complaining about the cost of building infrastructure if they want to continue living in one of the best cities in the world. However, that does not let the federal and provincial governments off the hook when it comes to funding an essential service in Canada’s largest city. Prime Minister Justin Trudeau made some big promises along those lines during the election campaign, and we expect him to honour them.

Road to transit parity barely a ‘goat-path’ John Tory often talks a bit of sense – and he did so on Monday when asked what he thought about the thenimminent fare hike under debate at the Toronto Transit Commission. “I believe fares should be adjusted for every year because the cost of running the system goes up and we have to maintain the financial viability,” said the mayor. “I think it’s fair that those who use the system pay their share of the cost.” This raised some eyebrows, if only because Tory had made some hay during the election and earlier this year in freezing transit fares, for 2014. That he seemed fine with a 25-cent hike on the cash fare and a 10-cent hike on tokens... well that seemed a reversal. Of course, Tory had only made the promise for 2014, and made it clear he never intended there be fare freezes all the way

david nickle the city down. And his position, that as costs to deliver a service increase so should the cost to the user, is as sensible as is his notion that services as they stand shouldn’t be cut. Service should be reliable, and books should be balanced. So far so good. It is a shame, as my colleague Rahul Gupta remarked during the debate at the TTC, that the mayor couldn’t take the same even-handed approach to other matters of transportation financing, such as road tolls. It’s a shame, sure, but it’s also an immovable factor in the politics of mobility, the disparity between the privileges of drivers and transit users respectively. The latter occupy the bottom end of things.

Since the provincial government stopped funding operating costs for the Toronto Transit Commission, an uneasy balance of property taxpayers and transit users have been covering the cost of getting around to a greater and greater degree. Fares rise every year or so, and service fluctuates too, and when service drops and fares rise, a portion of those transit riders who can afford to, use their cars more. The rest... well they get used to disappointment. Drivers, on the other hand, are the demographic of choice, particularly for more conservative politicians, but not limited to that. After the 2010 municipal election, politicians from across the political spectrum voted to shut down the vehicle registration tax along with then-mayor Rob Ford. Attempts to put a bike lane on Jarvis Street were similarly squashed.

And when Tory was elected, one of the first things he did was take immediate action to battle one of the few remaining irritants to the pampered driver: downtown traffic congestion in the presence of construction. So while it would be sensible to look at revenue tools such as modest road tolls to help fund, for instance, the maintenance and reconstruction of the Gardiner Expressway, or more sensibly still, road decongesting public transit, the road to that solution is barely a goat-path these days. Still, baby steps are better than none: and if a mayor can recognize decent public service requires a decent amount of revenue, well, that is at least a very tiny step in the right direction.

City turning vacant lots into affordable housing JUSTIN SKINNER jskinner@insidetoronto.com Mayor John Tory has unveiled a plan that will see vacant lots opened up for the development of affordable housing and allow affordable housing developments to be fasttracked through the approval process. The mayor spoke of the city’s Open Door project alongside Toronto’s Housing Advocate, Davenport Councillor Ana Bailao, and Trinity-Spadina Councillor Joe Cressy in the CityPlace neighbourhood, on an open lot that has been earmarked for affordable housing. The program had been announced at 200 Madison Ave. in Apr il, but that announcement came with few particulars. “We weren’t certain at that time as to what form (the project) would take,” Tory said at last Thursday’s announcement. “We’d been given some input by the private sector

as to what it would take to get them more into this business. We knew what we had to do was to cut red tape and streamline processes so that we weren’t part of the problem.” The site at 200 Madison was long earmarked as an affordable housing site, yet it remained undeveloped for years.

Decade of inaction “200 Madison was a piece of land the city owned; it was zoned for residential, set aside for affordable housing and ready to go,” Tory said. “The problem was that it had then sat after that declaration for 10 years.” Mere months after the mayor addressed the issue in April, a developer was selected who promised to build 82 units of affordable housing on Madison. Given the success of that process, Tory said the city is moving forward with its Open Door project to unlock other

ahead with it as we did on Madison,” Tory said. “Once a developer is chosen, the approvals process will be accelerated and affordable housing will be built on this piece of land.” A minimum of 80 affordable housing units will be included in any plan approved for the site. The mayor said the concept will be replicated across the city. In addition to the five sites already on tap to be activated for the construction of 389 units, Open Door will see the city release an inventory of 13 other sites with potential for affordable housing, offer financial incentives to developers by waiving certain

fees or reducing certain taxes, and offer at least 500 housing allowances for residents in buildings built through the project. Tory also called on the provincial and federal governments to kick in excess properties for the construction of affordable housing. Bailao said the program is long overdue given the city’s woeful shortfall of affordable housing. Cressy’s office has set aside some $3 million in Section 37 benefits to support the approval of affordable housing on the site. While Open Door will see the approval process for the site fasttracked, Cressy insisted good planning principles would remain front-of-mind. Spadina-Fort York MP Adam Vaughan said his government is fully on board when it comes to ensuring affordable housing in cities.

The TTC is looking for feedback on a proposal to improve transit service for the port lands. The transit commission is examining the prospect of bringing back continuous service of the 72 Pape bus from Pape Avenue to Union

Station. The service was split at Commissioners Street to accommodate a renovation of Union, supplemented by a new version of the 172 Cherry Street bus. With the Union renovations complete, the TTC is considering replacing the 172 with two new routes: from Pape Station to Union via Queens Quay, and extending Front Street service to the burgeoning CityPlace development. North York’s long-standing late-night transit nightmare, early closings of the Yonge line from Eglinton to Finch stations, will officially end by mid-December, the TTC has confirmed. Since 2008, service has been ending just after midnight six days a week to accommodate critical subway tunnel repairs. At the TTC’s recent customer town hall, CEO Andy Byford promised an end to the early closures. Now it can be confirmed, thanks to the TTC’s Brad Ross, the Yonge line will return to regular night-time service beginning the weekend of Dec. 18 and 19.

City budgets $19.7 million to construct two-part bridge >>>from page 1 The bridges will allow Torontonians to walk or cycle from Trinity-Bellwoods Park through Queen West and King West to Fort York down to the waterfront. “This community needs this bridge to tie these disconnected communities together,” Shiner added. The short-listed design teams went through an evaluation process and had to create a bridge that stayed with the city’s $19.7-million budget. The project itself is a two-part bridge that extends north-south across two active railway corridors just east of Strachan Avenue. The first bridge will span from the Stanley Park Extension on Wellington St r e e t ov e r t h e n o r t h Georgetown railway corridor and then touch down on the north side of the future location of the Ordnance Triangle Park. The second bridge will begin on the south side of Ordnance Triangle Park and span over

the Lakeshore railway corridor and end on Fort York grounds. Both bridges provide landings with lookouts of views east to Fort York and downtown and tilt in opposite directions in a “Ying and Yang” effect that gives the appearance of a single bridge crossing. The materials used are also low maintenance with an extended life cycle and is corrosion-resistant. “These bridges allow bicycles, families and kids to make it to the waterfront and back with a great deal of elegance and ease,” said Liberal MP Adam Vaughan. “It also brings Fort York to the community. Fort York used to be landlocked by all the expressways and rail lines and what have you, but there are new ways to get to Fort York and it also opens up the history of our city to lots of folks in a way that’s pedestrian scaled.” The idea for the bridge first popped up in 2011, but was shot down by council
