Teddy bear fights mental health stigma ERIN HATFIELD ehatfield@insidetoronto.com TEAL is a teddy bear like many others – soft and plush with button eyes and two little hearts on the sole of its foot. But this bear has a greater purpose. TEAL, whose name stands of Teaching Everyone Awareness and Love, currently calls Arrabon House, a Parkdale home for adolescent girls in need of safe shelter, positive life skills and emotional support, home. Wendy Curnew, an addictions worker/child and youth worker at
Arrabon House and one of the organizers behind the Stop The Crazy Movement, which aims to end the stigma surrounding mental health and mental illness, said TEAL will soon travel across the country. TEAL is the mascot for a public awareness campaign that hopes to create a dialogue about mental illness and health and how people are committed to end the stigma of mental illness in their communities. “It’s about working together collectively to end the stigma,” Curnew said. TEAL will visit agencies and communities all over Canada to start a

global dialogue about mental health. At each stop, people are encouraged to take photos with TEAL and write stories about the visit. “People will upload their blogs, stories and photos to Facebook and we can start the conversation about mental illness or mental health,” Curnew said. On Friday, Sept. 28 from 4 to 7 p.m., there will be a launch party at Masaryk-Cowan Community Recreation Centre (220 Cowan Ave.), where TEAL will be introduced to the community and given a grand send-off. “The people in Parkdale are such @ParkdaleLiberty
a great community; we would like everyone to come out,” she said. “Our plan is to have TEAL travel around Parkdale to the agencies we have been involved with and then it will go over to Newfoundland.” TEAL will be on the road throughout Canada until the end of April, when it will come home to Parkdale for Mental Health Awareness Month. Even though Parkdale is home to the largest Roma population outside of Europe, many non-Roma residents here have never had the opportunity to sit down and talk with their new neighbours. Gina Csanyi-Robah, the executive director of the Roma Community Centre said she hopes that will change with an upcoming community gathering meant to connect the Roma and non-Roma communities in Parkdale. “I think it is a good idea to have a bit of a welcoming event,” CsanyiRobah said. Organized by the Roma Community Centre and ParkdaleHigh Park Councillor Gord Perks’ office this “relationship building”, community event takes place Saturday from 1 to 4 p.m. at West Lodge Park, 165 Lansdowne Ave. The event will bring together neighbours, police and representatives from community agencies and service providers to get to know each other better. Csanyi-Robah said it is an opportunity for both the Roma and their neighbours to bring any concerns they had forward. “A large number of Roma (who) have come to Canada don’t know a lot about Canadian culture and values and expectations,” she said. The family friendly event will feature music, sweets, refreshments and activities for kids. T
he best of British country style — think fox hunts and academic types — meets socially minded biking with Toronto’s Tweed Ride this weekend. Tweed Ride Toronto is a fundraiser for the westend-based not-for-profit Bikes without Borders. Dubbing it “a dashing metropolitan ride in style”, Tanya Smith, the executive director of Bikes without Borders, said this, the second such fundraiser for the organization, is something to behold as riders come out, dapperly dressed, and take a group ride around town. Smith said she expects Saturday’s ride to be similar to last year – hundreds of men and women, dressed in tweed coats and pants, skirts and hats. The dress is open to interpretation, but Smith described it as Britishinspired fashions from around the mid-20th century, the height of the tweed fashion era. Funds are raised for Bikes without Borders, which uses bikes as tools for development in marginalized communities both in Toronto and as far away as Africa, through the registration fee. In exchange, riders get tea, supper and an after party at the Dovercourt House as well as a chance to win a number of bike-related prizes for things such as Most Dandy Chap and Lady and the Best Mustache. The ride begins at Trinity Bellwoods Park where
riders will assemble. Smith said last year’s ride saw a crowd of dapperly dressed riders, vintage bikes and penny-farthings, the type of bike with a large front wheel and a small back wheel. “People had kids in little suits with little hats,” Smith said. “Some people really got into the spirit.” From the park, Tweed Riders will head to Old City Hall where they will assemble for a photograph on the steps. “We bike in a line because you have to obey the law because we don’t have road closure permits,” Smith said. Riders will then get back on their bikes, head up through Kensington Market and then to Dufferin Grove where they will be served tea. People are asked to bring their own teacup and there will be a prize for the most fancy one. In the park, there will be a bike polo tournament, which the crowd can watch. From there the group will head to Dovercourt House, at 805 Dovercourt Rd., where there will be a supper, live bands, a DJ and swing dancing. For those who would like to just attend the party that rounds out the day’s activities, it costs $13. “I lot of people from the swing dance community did that last year,” Smith said. Smith said the Tweed Ride was created when Bikes without Borders needed to fundraise, but wanted to attract a different demographic than the usual bike ride. “I just knew we couldn’t host a ride and expect to

get the kind of crowds that Ride for Heart gets, so we had to offer something that people would go to whether it is for a charity or not,” Smith said. “People were going to these Tweed Rides in droves all around the world.” Last fall’s Tweed Ride was modelled after similar rides in London, England, and Vancouver, B.C. “People loved it,” Smith said. “Never in all of my fundraising did I get feedback the way I did with that Tweed Ride.” There were 266 riders who attended the inaugural event, all without any real advertising for the event.

Brcic started collecting bikes to take to the remote hilltop community of San Pedro de Casta, Peru.
After seeing the difference that initial donation made to the farmers and children there, Brcic and Smith decided to grow the organization. They did a larger project to bring bikes and bike ambulances to Malawi, Africa, in 2009. More recently, Bikes without Boarders has been working with youth in St. Jamestown in Toronto. Bikes without Borders is a registered not for profit and is in the process of applying for charitable status. West Toronto Railpath wins RAIC national design award The West Toronto Railpath is one of two City of Toronto projects that will be honoured with national awards for urban design during a ceremony this Friday. The linear path that stretches 2.1 kilometres between Cariboo Avenue to the Dundas Street West and Lansdowne Avenue area to south of Bloor Street West has been deemed a 2012 National Urban Design Award winner by Architecture Canada/Royal
Architectural Institute of Canada (RAIC), hailed as the leading voice of architecture in Canada. It is RAIC’s aim to build awareness and appreciation for the contribution architecture makes to the physical and cultural well-being of Canadians. The National Urban Design Awards recognize individuals, organizations, firms and projects that have contributed to not only the quality of life in Canadian
cities, but to their sustainability. Designed by landscape architect Scott Torrance, the West Toronto Railpath is on the alignment of a former rail corridor, which has been transformed into a public linear space. “It’s been completed for a couple of years,” Torrance told The Villager last year upon winning the Toronto Urban Design Award of Excellence. “I think when we started the
project and I was walking down the corridor, it struck me that it had a wonderful wild quality, which is a rare experience in Toronto. We saw hawks there, lots of insects and butterflies, beautiful views – we wanted to maintain that quality.” Torrance said he is pleased the way the railpath functions, not only for cyclists, but on a daily basis for pedestrians and in-line skaters. The trail extends south to the intersection of Dundas Street and Sterling Road with bridge crossings at Dupont Avenue and Bloor Street West. Garage sales benefit those who buy and those who sell

Back to school; back to transit issues
N
ot only are students across Toronto back in school, but all the politicians who represent the city – municipally, provincially and federally – are packing their fancy new lunch boxes and pressing their clothes to get back to business. And there is one issue that should speak loudest for Torontonians – transit. And not just public transit, but cars, bicycles and every other way we get around the city. The very nature of public transit is one where individual neighbourhoods and geographies can’t be individually satisfied, but necessitates working toward a common vision and plan. In these pages, we have called for a national transit strategy – not just ad hoc funding that bends with the wind. We have called for the provincial government to take back running the Toronto Transit Commission, alleviating our view the strain on municipal coffers. And to that end, we’ve called on Time to think everyone who sits on city council to stop arguing about a tran- of a solid sit vision and commit to one so transit solution Toronto can be the world-class city it can be. All you have to do is travel the streets and highways of Toronto to see how busy they have become since school has started up again. The summer, a respite for many, has come to an end and the crowds of students – from primary to university – are now on the streets, and with them come many parents in their vehicles. Summer vacations are over so those Torontonians (and to greater extent Ontarians as a whole) are also back on the streets, highways and public transit slowing everything down. With these increased volumes, everyone across the city should keep up the pressure on all levels of government to treat the transit issue as more than just a one-off discussion. Getting from one end of the city to the other has become noticeably difficult – downright impossible some times, and that’s without adding the recent difficulties when the Gardiner Expressway is closed for the weekend, the Toronto International Film Festival bringing more people into the city core and various festivals shutting down streets. It’s easy for politicians to lose track of the transit issue when dealing with their individual portfolios and concerns, but if we hope to one day have a solid transit solution for such a large and growing city, we must keep their political feet to the fire and make sure the topic never disappears from their radars.

I used to do sales at a church outdoor event. Theft occurred often so I had two volunteers to watch people to curtail this. Garage sales benefit the person who sells and the person who buys. One person’s junk is another person’s treasure. A lot of these items used to go to landfills. Garage sales help the environment. Some people can’t afford to pay retail prices on items, but can afford garage sale prices. That is one of the reasons garage sales are so popular. Some people are lucky enough to find valuable antiques. I do my sales to benefit the DCAT chorus, a non-profit group that sings to veterans and seniors in nursing homes. Most of my volunteers are seniors. Garage sales help many people and they are fun. They are also a great way to meet a lot of interesting people. Linda Carscadden
Community housing report stands chance of success With all the gridiron drama unfolding in Mayor Rob Ford’s life, it’s often easy to forget that the City of Toronto has a life beyond the mayor’s, and often beyond the mayor’s reach. On Monday, Councillor Ana Bailão provided evidence of that when she unveiled the report into dealing with the Toronto Community Housing’s (TCHC) backlog of repairs and maintenance. The report, titled Putting People First, is something of a repudiation of one of Ford’s early triumphs this term when he led the wholesale gutting of the TCHC board of directors and put former councillor Case Ootes in place as a one-person board. As a councillor under former mayors Mel Lastman and David Miller, Ootes had been a sharp

critic of the TCHC’s stock of more than 600 singlefamily homes. His view had been if TCHC’s apartments and townhouses were crumbling, the city shouldn’t be putting up tenants in large and sometimes quite valuable pieces of real estate in some of the city’s nicest areas. With Ford’s support, Ootes set the wheels in motion for a sell-off of that housing – in the course of it, potentially displacing subsidized tenants across the city. When it came to council earlier this year, councillors
balked – and in a compromise set up the task force and put Bailão in charge of finding other ways to raise the $751 million needed to erase the housing company’s backlog. The new plan is much more modest. It would sell off at least 55 houses, and no more than 155 homes (with up to 100 going to tenants themselves) and look elsewhere for the money for the repair. Those tenants who would be displaced in the much more modest sell-off would be relocated to other city-owned homes in their home neighbourhood, minimizing displacement. The housing company would otherwise look to remortgaging, bond-funding and simple efficiencies to dig into the repair backlog. Really, inasmuch as it might fit with his world
view, all of this is tangential to the mayor’s agenda. In making the appointment of Ootes to run the housing company, Ford really gave an old ally an opportunity to eradicate one of his pet peeves while on council. The solution that came forward – essentially a one-time influx of an insufficient amount of cash, coupled with the removal of stock that might be seen as a little too fancy for the sorts of people who end up in affordable housing – was something council as a whole couldn’t stomach. Bailão’s report, focussing as it does on the wellbeing of even those tenants lucky enough to live in The Beach, stands a better chance. And so it is that the city trundles on, absent either the person or the politics of its self-immolating mayor.

Liberty Village Residents’ Association hosts movie night in Liberty Park Tomorrow’s event designed to bring neighbours together ERIN HATFIELD ehatfield@insidetoronto.com
There will be free snacks and pop (while supplies last) for viewers and the LVRA hopes to begin the evening with a miniLiberty Village film festival as there are a number of filmmakers living in Liberty Village, Hofley said. “The goal of the residents’ association has always been to support and encourage the residents to get connected and make a real community out of the neighbourhood,” Hofley said. The movie night feature presentation will be Ferris Bueller’s Day Off, the 1986 coming-of-age comedy written and directed by John Hughes. “Ferris is a movie that everyone identifies with whether they are 20 years old or 60 years old, everyone knows that movie,” Hofley said. He said the movie, rated PG13, is one that can be enjoyed by young and old, which is important because of the large number of families living in the area. “The fact of the matter is people are now opting to live in condos,” Hofley said. “The vast majority of the world lives like this, in 700 square feet with a family... people want to live downtown.”
Liberty Village may be a neighbourhood of condos, but Todd Hofley of the Liberty Village Residents’ Association (LVRA) said it’s a community like any other in Toronto. “People can feel very cut off in a vertically gated community, but you don’t have to be at all,” Hofley said. The LVRA has a plan to bring neighbours together to celebrate their community and the end of summer with a movie night tomorrow. An inflatable 25-by-16 foot screen and a sound system will be set up in Liberty Park, which features the giant sculpture by Francisco Gazitue called Perpetual Motion. Liberty Park is at 70 East Liberty St. “I am sure you can fit a few hundred people in (the park),” said Hofley. “I would love to see this park absolutely jam-packed with people because I just think it is a great way for people to get out and meet their neighbours. Plus, it is a great way to say goodbye to the end of the summer.”
The evening will begin around 6:30 p.m. with music and the short films beginning around 7:30 p.m. and Ferris Bueller’s Day Off slated to begin at around 8 p.m. The event is sponsored by Metrolinx, Hofley said. He said Metrolinx and the community office on King Street West have been supportive of the LVRA both with addressing residents concerns as it relates to the Metrolinx construction on the Strachan Avenue overpass and with community events like the movie night. “It became a natural sort of thing for Metrolinx to sponsor it as sort of a thank you to the community for putting up with and continuing to put up with huge traffic disruptions and noise and those sorts of things,” Hofley said. The LVRA, which meets once every two months, will have its first annual general meeting Oct. 15 at 7 p.m. at 59 East Liberty St., in the lobby lounge. At this meeting the association will elect its first board of directors with the aim of the LVRA being registered as a not for profit by the end of this year. All residents are welcome to attend.

The River Art Show, curated by Janine Lindgren, will be staged at the Parkdale book
shop. Fittingly, all of the art featured in the show depicts or is inspired by rivers. The show came about when Lindgren and a friend were in the store and decided they wanted to help bring more people into what they see as a much-needed addition to the neighbourhood. “I just wanted to help raise their profile, increase traffic,” she said. “It is a win-win really because it also increases exposure to local artists.” Knowing how many artists live in the area, Lindgren said

she decided she could pull together an art show. “I sent out a mass email and the response was tremendous.” There are about 20, mostly Parkdale artists taking part in the show. Artists range from emerging to established, and the work is in many mediums: painting, etching, sculpture and photography. “It is a real mixed bag and the only thing tying it together is the theme of river,” she said. “Every work in some way or another is inspired by a river or depicts a river literally or symbolically.” Lindgren, a print artist and instructor at the AGO and Central Technical School, and her husband, George Farmer, have called Parkdale home for the past 17 years. Lindgren is curating the show as well as showing in it and showcasing a number of pieces by her students. Farmer, a sculptor, stained glass artist and a technician in sculpture and bronze casting at OCAD, is also showing a piece. Half of the participating artists had already completed their works, while others were inspired to create something specifically for the show. Muralist Walter Ruston acrylic on canvas painting of the Humber River is among the highlights, Lindgren said, as well as a long stained glass piece depicting an ancient landscape with dinosaurs. The River Show opens Saturday at the River Trading Company and Book Store at 1418 Queen St. W. and runs until Oct. 27. The show will open with a wine and cheese reception from 2 to 5 p.m. and everyone is welcome.

Emerging artists showcase their work this weekend The fifth annual Sunnyside Beach Juried Art Show and Sale returns to the Sunnyside Pavilion Friday to Sunday. The three-day fine art event features more than 80 emerging and established artists from sculptors to painters and photographers. Artists will occupy the ground floor and upper level of the pavilion, providing visitors an opportunity to meet the artists, purchase fine art and stroll inside one of the city’s architectural gems. There will be art installations and live music performances, said one of the organizers, artist Ania Biczysko, an area resident who immigrated from Poland two decades ago and settled not far from the lake shore. This is an opportunity for artists to exhibit their work to people with a strong interest in the arts and to collectors looking to purchase pieces of a variety of different styles, Biczysko said. “We would like to invite people to participate in creating a large-scale painting – everyone can participate in this. Artists will supervise,” she said. “We are looking forward to seeing what will evolve when art brings us together.” The event is free and open to the public. All sales are commission-free. There are
three awards up for grabs. The first place juried art show winner receives $1,000 in prize money – selected by a qualified committee of gallery owners and recognized art critics, Biczysko said. There is also a People’s Choice Award worth $500. All artists are included in an official show catalogue. The show will include children’s art workshops on a drop-in basis. Proceeds from a small art auction will go toward Freeing the Human Spirit, a Canadian charity that brings rehabilitation to prisoners through meditation and yoga. City to retain much of its TCHC housing stock Year-end budget surplus DAVID NICKLE dnickle@insidetoronto.com More than 90 per cent of Toronto Community Housing’s stock of single family homes won’t go on the auction block if Toronto Council approves the recommendations from a report presented by city councillor Ana Bailao Monday. Instead, the city would sell just 55 of its stock of 619 free-standing homes as part of a strategy to deal with the Toronto Community Housing’s $751 million backlog in housing repairs. The city would also look at refinancing models in partnership with the federal and provincial governments, cut administrative costs and convert some of the homes to affordable ownership, selling them to the families who live there now.
“The report, ‘Putting People First’, proposed new and innovative methods for Toronto Community Housing to raise revenue while retaining 90 per cent of its single family homes,” said Bailao. “It recommends that 564 of 619 single family homes be retained as affordable housing, while selling the remaining 55 which are worth more than $600,000 or are vacant and in need of repair.” Up to 100 of the remaining homes could also be sold to tenants who are able to participate in an assisted home-ownership program. The shift will affect 39 families, and until those families are notified, TCHC wouldn’t release the addresses of the homes to be sold. But the report recommends anyone displaced by a home sale be moved into
another single family home in the same neighbourhood as it becomes vacant. The move is a major step back from plans put forward by Mayor Rob Ford in 2011 after he and council changed the board of the housing company. Ford’s plan was to sell off all of the single family homes owned by the company and relocate the tenants who live there. Council balked at that plan, and decided instead to hand the policy off to a Special Housing Working Group, headed by Bailao. The housing sales would raise about $120 million to add to the existing capital repair budget of $52 million. Contributing to that figure would be administrative efficiencies, the reduction of administrative costs that come about from selling the

properties, and using development charges to pay for subsidized housing. The group looked at other methods to raise the rest of the money, including refinancing existing mortgages, maximizing bond borrowing, going after private-sector investment opportunities, making buildings more energy efficient, and leveraging land assets. The plan will go through Ford’s executive committee next month and then on to council. Bailao said she hadn’t yet spoken with the mayor or anyone from his office. But she said the entire package was something she believed council can support. “I think there’s support for this report,” she said. “I think if it were just a proposal to sell 55 homes, there wouldn’t be. But I think the two-year plan plus a fiveyear plan shows how we’re going to get the money. I think there will be support to have a final solution on this.”

According to the variance report released Monday that will go before the Sept. 24 meeting of the budget committee, the city’s budget surplus sits at $187 million – more than double the $90 million projected. Toronto’s CFO Cam Weldon predicted it will be $115 million by the end of 2012. The bulk of the surplus this year comes from savings achieved by not filling 1,800 positions approved in the 2012 operating budget. The report indicates most of those positions were simply not filled due to timing issues. But Parkdale-High Park Councillor Gord Perks said it amounts to an informal hiring freeze. “The civil service I believe with the assistance of the mayor is cutting service without council’s permission,” he said. “...We’re about to be pushed into approving the 2013 budget without current information...”

Perks and others were critical of last year’s budget process, during which the city’s true financial health remained a mystery through the entire process. The budget process began with a massive deficit the city had to fill, and by the time council voted on the budget in January, the surplus sat at $154 million. But when the final figures came in for 2011 in June of this year, councillors learned they were dealing with a $292 million surplus. Mayor Rob Ford’s team argued any surplus should go in to paying down the city’s debt, but even with the smaller surplus lost the day at council and found many of the cuts they supported reversed. This year’s budget process will be starting in the fall and concluding in early January, the same as last year’s. Doug Ford, vice-chair of the city’s budget committee, would not comment on the surplus when approached by reporters.
