Dear CAPP Candidate: Welcome and congratulations on considering becoming a CAPP, respected worldwide as the leading credential in parking. What does it mean to be a CAPP? You need only connect with any parking professional who currently holds the title to know that the CAPP community comprises the very best in the profession— mentors, innovators, leaders – who combine talent, skills, expertise, and a commitment to share their ideas and expertise to advance the parking profession. It’s a special group, but not an exclusive one. CAPPs warmly welcome new graduates to the fold, expanding what has become a close-knit family of colleagues with whom to network, share, learn, and grow. As you will see in the CAPP Candidate Handbook, the path to earning and maintaining the credential has changed. These changes have been made to ensure we follow best practices in credentialing and to align the expectations for a CAPP’s body of knowledge with IPI’s groundbreaking Parking Jobs Analysis Survey, which was conducted to ensure the CAPP credential reflects the real-world breadth of knowledge and skills required of today’s parking professionals. The triangle embedded in the new CAPP logo represents both the solid foundation that is required of every CAPP, as well as the pinnacle of achievement in earning the credential and the commitment to always strive to reach new heights. CAPP Certification Program Philosophy

Please direct all communications in writing to:

Designation as a CAPP is meant to assure stakeholders (employers, regulators, consumers, and the public) that the credentialed parking professional has demonstrated an established level of competence in the field. Applying research performed in the development of the CAPP Certification Program, candidates are measured against standards that reflect competence in the role as it is practiced today.

The goals of the CAPP Certification Program are to:

I. Provide a means for parking professionals to demonstrate the critical knowledge, skills, and abilities necessary to serve the public trust and interest;

Thank you for your interest in the CAPP Certification Program. This CAPP Candidate Handbook details the process, policies, and procedures supporting the CAPP Certification Program. It contains the program application, eligibility and experience requirements, examination content outline, reference recommendations, information about registering for and taking the CAPP examination, and recertification requirements. The CAPP Certification Program is administered by the CAPP Certification Board, which operates as an autonomous board of the International Parking Institute (IPI).

II. Establish legally defensible criteria against which competency as a CAPP may be measured; III. Encourage personal and professional growth; IV. Recognize parking professionals who demonstrate and maintain competency as a CAPP; and V. Provide a registry of CAPPs, serving the stakeholder need to identify those who have earned the credential.

The CAPP Certification Board is responsible for all aspects of the CAPP credential, as authorized by the bylaws of IPI. IPI is a nonprofit membership 501(c)3 trade organization providing services to and representing the parking industry since 1962.

Becoming a CAPP To be considered for candidacy in the CAPP Certification Program, candidates must:

• Assert and document completion of a minimum of three years of management/supervisory experience in parking or an allied profession (e.g., architecture, construction/ maintenance, service/material vendor, consultant).

Mission Statement IPI’s CAPP Certification Program is designed to:

• Assert and document a minimum education of a high school degree.

• Establish a benchmark of excellence for the parking profession;

• Assert and document a minimum of 25 professional development contact hours.

• Assert and document a minimum of 50 total education,

• Provide continual information and training to parking and transportation professionals;

certification process, candidates are expected to self-assess their knowledge and understanding required to successfully pass the examination through thorough study of the CAPP examination content outline. This self-assessment may highlight skill and task areas that would benefit from additional study, education, and/or professional development. Passing the examination ensures that CAPP credential holders have demonstrated competency in the full complement of subspecialty content areas, reflecting competent practice in the field.

• Receive an endorsement from a CAPP, employer, or equivalent of the attestation of education, training, and experience claimed on the application. • Complete the application in its entirety, including provision of acceptable responses to the Ethics Certification and Attestation; Privacy Policy opt-in/opt-out questions; and Certification of Accuracy, Agreement, and Release Authorization, attesting to the truth of the assertions regarding professional experience, education, and professional development.

CAPP Candidate Eligibility Matrix

• Submit the examination fee.

To be eligible for candidacy as a CAPP, candidates must meet the minimum education, experience, and professional development point requirements (totaling 45 points), plus five additional points from any of the three eligibility categories, for a total of 50 points. The following matrix outlines the point distributions and requirements.

To earn the CAPP credential, candidates must pass the examination with a scaled score of 70 or better.

Eligibility Requirements Eligibility is determined based upon recognized education, experience, and professional development related to competency in the parking profession. The CAPP Certification Board recognizes that the pathway to the CAPP credential is diverse. Some professionals have a wealth of experience managing parking facilities; others come to serve in the parking industry based upon education or experience in the fields of facility design, urban planning, construction, maintenance, traffic management, etc. Other professionals serve the industry as consultants, vendors, or ancillary service providers. As the CAPP examination content outline (included in this guide) details, the skills required to practice competently involve expertise in subspecialties representing many areas of parking management and operations, but to require education, professional development, and experience in all subspecialty fields is impractical. Therefore, the minimum requirements in each of the three eligibility areas allow candidates to apply various combinations of education, experience, and professional development to meet the minimum requirements, recognizing that CAPP candidates come from varied backgrounds.

Eligibility requirements may focus on one requirement area, with the understanding that candidates are expected to obtain the knowledge, skills, and abilities from other content areas to demonstrate competency. Meeting eligibility requirements for the CAPP is the threshold in assessment of the full scope of applied knowledge that describes the parking management professional. Independent of the

Applying for the CAPP Credential

• Project Manager

The CAPP Application is downloadable from the CAPP website at parking.org/capp. Candidates may also request a printed version. Applications must be submitted in writing or via fax, filled out completely, and signed by the candidate. Applications will not be accepted without payment and documentation of education, professional development, and experience. Endorsements must be received via USPS or courier independent of the application. The fee to apply for the CAPP credential is $450 (IPI members) or $700 (non-IPI members) U.S., which includes a non-refundable $100 application fee. All CAPP correspondence, scores, and certificates will be mailed to the candidate’s preferred address as indicated on the application. Applicants are responsible for notifying the CAPP Certification Program in writing of any change of name, address, or contact information.

The application contains a checklist of requirements designed for self-assessment of eligibility. Incomplete applications will not be considered. Applications will be processed within 30 days of receipt. If an application is approved, candidates will receive email instructions concerning examination registration procedures and testing options. Candidates submitting incomplete applications will be notified in writing of deficiencies and provided 30 days to produce the missing documentation or application items. If the application is not complete within the 30-day window, the CAPP Certification Program will provide notification that the application is incomplete. Upon receipt of the second notice, candidates are provided 14 additional days in which to produce the requested application documents or request a withdrawal from consideration. Withdrawal or failure to respond to requests for information results in a refund of the CAPP Certification Program fee, minus the $100 application fee. review cycle, candidates may appeal the decision by requesting a final application review in writing to the CAPP Certification Board Appeals and Discipline Committee. The committee, or its agents, will review the application and make a final decision within 30 days of receipt of the appeal.

The CAPP Scholarship Fund Established in 1997 to benefit CAPP candidates based on a needs-based assessment, the CAPP Scholarship Fund is designed to provide assistance to support candidates’ efforts to achieve and maintain the CAPP credential. The CAPP Scholarship Committee is responsible for making the scholarship awards based on the following policy:

Verification of Candidate Eligibility The CAPP Certification Board reserves the right to verify the experience, education, and professional development attested to by the applicant. This may be accomplished by a phone interview with a supervising parking professional or employers or through verification of education/professional development transcripts, certificates, and/or licenses. Additional documentation may be requested to support the application attestations.

1. Scholarships are available to offset the cost of registration fees, travel, and lodging expenses related to earning and maintaining the CAPP credential. 2. If requesting assistance for professional development required to support an application for CAPP candidacy, applicants must demonstrate progress toward the required 50 eligibility points required for CAPP candidacy.

Certification of Accuracy, Agreement, and Release Authorization

3. If requesting assistance toward recertification requirements, a CAPP must demonstrate that he or she has accumulated a minimum of 10 recertification points supporting the threeyear, 20-point requirement.

Candidates are required to attest and certify the veracity and accuracy of the application and to agree to abide by the CAPP Code of Ethics principles and rules, which are available for download from the CAPP website at parking.org/capp. Any misrepresentation or misconduct related to the application or examination may result in disqualification or revocation of certification. By applying for the CAPP credential, candidates agree to the terms set forth in the application and this CAPP Candidate Handbook regarding certification requirements and the examination.

4. There is a lifetime award limit of $5,000 per applicant.

Applying for a CAPP Scholarship The CAPP Scholarship application forms are downloadable from the CAPP website at parking.org/capp. All information included on the scholarship application is kept confidential and secure according to the IPI privacy policy.

Endorsement

CAPP scholarships are given to individuals needing to attend in-person professional development courses. Scholarship applications are considered twice yearly, in November and April; applications are accepted year-round but must be submitted by October 15 and March 15, respectively, to be considered in November or April. Award decisions are made within 30 days of the deadlines and are binding. Questions concerning the CAPP Scholarship program should be directed to capp@parking.org or by calling the CAPP Certification Department at 571.699.3011.

Every candidate must obtain an endorsement from an appropriately certified individual or employment supervisor who is willing to attest to the applicant’s assertions regarding professional experience and to confirm that the candidate is in good standing within the profession. If a CAPP credential holder is not available, another qualified professional with knowledge of the CAPP certification or a supervisor of the candidate’s employ may validate/endorse the candidate’s claim of professional experience and professional standing. The endorsement must be submitted independent of the application.

Refunds

Should an application be denied, the program fee will be reimbursed, less the $100 application fee. Similarly, candidates requesting a withdrawal from consideration will be refunded the CAPP fee less the $100 application fee. Candidates suspecting they may not meet CAPP eligibility requirements

The CAPP Certification Board shall admit applicants regardless of age, sex, sexual orientation, race, religion, ethnicity, national origin, disability, or marital status and provide all rights and privileges, as well as open access to programs, examinations, and certification.

Special Accommodations

CAPP staff with access to protected information is expected to safeguard that information from unauthorized disclosure. This includes, as appropriate:

The CAPP Certification Board grants reasonable accommodations for candidates with documented disabilities, in compliance with the Americans With Disabilities Act. If special assistance or arrangements are required, the following protocol must be followed:

• Computer Systems and Applications Security: Central processing units, peripherals, portable storage devices, operating systems, applications software, and data; • Physical Security: The premises occupied by CAPP and/or the IPI personnel or contractors using computer equipment storing or having access to protected information;

1. A request for accommodations must be made by the candidate in writing when the CAPP application is submitted. This request must include a complete description of the requested accommodation.

• O perational Security: Environmental control, power equipment, and operational activities related to operations;

2. Documentation of the disability, as diagnosed by a qualified health care professional, must accompany the accommodation request.

• Procedural Security: Established and documented security processes for information technology staff, vendors, management, and individual users of protected information;

Candidates requesting accommodations may be contacted by the CAPP Certification Board to discuss the disability and requested accommodation. In conference with a psychometrician, with consideration of examination security and examination administration guidelines, a reasonable accommodation will be made. Candidates will be notified in writing of the accommodations to be offered.

• Network Security: Communications equipment, transmission paths, switches, terminals, and adjacent areas. The IPI and the CAPP Certification Board reserve the right to change this policy at any time by notifying users of the adoption of a new privacy statement.

Examination Information

Privacy/Confidentiality Policy

Examination Development

The CAPP Certification Board abides by the IPI’s strict privacy/ confidentiality policy demonstrating its firm commitment to CAPP candidates and certificant privacy (available at parking.org/capp). The policy applies to all aspects of the CAPP credential, including the secure handling and storage of application materials, examinations, scores, and candidate and certificant records. CAPP staff is required to complete a nondisclosure document agreeing to protect the privacy of CAPP certificants and candidates. It is the policy of the CAPP Certification Board that nondisclosure-protected information may not be released to or shared with:

The content validity (relevance), fairness, and accuracy of the CAPP examination are assured. The CAPP Certification Board, working with experts in the field of certification programming, mandates that the examination development, administration, scoring, and reporting adhere to international professional standards and guidelines establishing assessment and certification best practices. The most important of these standards are promulgated by such key organizations as the National Commission for Certifying Agencies (NCCA), ISO/American National Standards Institute (ANSI) 17024 Standards, American Psychological Association (APA), and Council on Licensure, Enforcement and Regulation (CLEAR). This body of standards provides a means for ensuring that the assessment and credentialing process is a fair measure of competence and is legally defensible.

1. Any member of the public unless there is applicable statutory exception or written release from the CAPP candidate or certificant. 2. Any member of the CAPP Certification Board unless the recipient has a legitimate interest for the use of that protected information to perform a service or carry out a responsibility within that person’s scope of employment or engagement as a public official.

The examination content outline is based upon the 2013 Job Analysis Study (also called a role delineation) that will be revalidated periodically. The most recent study findings have been implemented and used a full-scale survey methodology inviting all known parking professionals and CAPPs to participate. This research was performed under the direction of

a panel of Subject Matter Experts (SMEs) representing the full complement of diversity in the field, providing a documented link between the content of the examination and practice on the job as a CAPP.

best response, first answering the questions they are sure of, returning to the more difficult questions as time allows. Credit is given only for questions that have responses; questions left blank will be scored as incorrect. Therefore, there is no penalty for guessing.

The passing standard (cut score) for the CAPP examination was determined using methodologies involving a representative panel of CAPP SMEs and empirical judgments (Angoff, Design V). New forms and versions of the examination are systematically implemented to protect the integrity and security of the examination program and to conform to testing industry standards. Each new examination form contains a significant percentage of new questions that are unique to the new form. Psychometric procedures are used to score the examinations in compliance with relevant technical guidelines. The CAPP examination reports scores using a scaled score model, in which raw scores are placed on a 0–100 scale, with 70 reported as the passing score on all examinations. Score scaling is a common psychometric practice used on many examinations, including the SAT, ACT, and CPA examinations.

At the end of the testing session, a computer-generated score report will be issued.* This score is provisional, pending statistical verification that will take place within 72 hours. If candidates do not hear from the CAPP Certification Board or its agent within that time period, they may assume the score stands as reported. Candidates passing the examination will not receive a scaled score. Failing candidates will receive a scaled score, along with a diagnostic report indicating content areas of weakness. The examination score is based upon the total number of correct responses that represent competency. Scores are unrelated to the performance of other candidates taking the examination. *At times during the examination development cycle, candidate scores may be withheld pending further psychometric analysis. Withheld scores will be released within approximately 60 days of the test administration date.

Ongoing question writing, question review, and examination and question analyses are conducted to ensure that the validity, reliability, and other psychometric characteristics of the examinations conform to standards. New questions written by CAPP SMEs are reviewed multiple times, verified to an approved reference, and linked to the examination content outline. All questions undergo statistical review to ensure they operate properly. All of these activities are overseen by professional test development and psychometric staff, as contracted by the CAPP Certification Board. The board is highly confident that the validity of the exam content, the reliability of the test instruments, and the measurement processes employed to analyze, score, and establish reporting scores are of the highest caliber.

Examination Content As described, the examination content outline is based upon job analysis research of the role of the parking professional. The examination construction is based upon the importance rating of the seven main content areas. A complete content outline follows.

Examination Registration

IPI offers single and multi-day training seminars and workshops independent of the CAPP Certification Board. The CAPP Certification Board provides no training, nor educational materials, and it is important to note that candidates for the CAPP are not required to purchase training or education materials from the IPI in order to pass the examination.

Once a CAPP application is approved, candidates will receive official notification of their right to register to take the CAPP examination and instructions on how to do so. The examination is offered via computer administration at more than 250 test sites in the U.S. and Puerto Rico, U.S. territories, Canada, and various sites outside of North America. Test sites operate in all 50 states, and most are open from Monday to Saturday from 9 a.m. to 9 p.m., and Sundays from 1 p.m. to 6 p.m., excluding holidays. These sites are operated by the CAPP administration contractor, ISO Quality Testing. Information concerning testing center locations and hours of operation may be found at www.isoqualitytesting.com; click the “Take a Test” tab and then the “Locate a Testing Center” hyperlink. Note: Candidates may not register for a testing site until registration information is provided by the CAPP Certification Board upon approval of the application.

Rescheduling an Examination Registration

Candidates scheduled to take the examination may reschedule or cancel for a $25 charge if the request is made five working days in advance of the scheduled administration date. The examination cannot be rescheduled five days prior to the scheduled testing date unless the following four situations have occurred:

• During the registration procedures at the test site, candidates must sign the test roster and provide one form of valid government-issued photo identification with a signature, such as a driver’s license or passport. • No books, papers, texts, references, or personal calculators are allowed into the examination room. An on-screen calculator will be provided, along with scratch paper and a pencil that will be collected by the test proctor after testing. No electronic devices of any kind are permitted in the testing room (e.g., cell phones, smartphones). If any are found, the candidate will be disqualified. If at all possible, personal belongings should not be brought to the testing site. If they are, they will be placed in a secure location and will be unavailable to the candidate during the examination.

Candidates with a specific medical condition (e.g., hypoglycemia, pregnancy, diabetes) requiring the consumption of water or food during the examination period must submit a written request to the CAPP Certification Board for a special accommodation prior to the examination.

Failure to appear at any scheduled examination site without contacting IQT or failure to reschedule an examination date within a one-year window will cause the forfeiture of all application fees. Candidates may reapply for the CAPP Certification Program by paying the full application fee. It is the candidate’s responsibility to contact the computer-testing administrator, ISO Quality Testing, to reschedule a test administration.

• Visitors are not permitted in the examination room. • At no time during the examination may candidates give or receive help to one another or communicate in any way. Examination proctors have the authority to remove a candidate suspected of cheating from the examination room, at which time scores will be cancelled and disciplinary action will be taken.

Examination Administration Rules and Regulations

• Candidates are expected to follow all instructions from examination proctors, printed in test booklets and answer sheets, and/or displayed in the computer-testing program. Candidates will be provided with the opportunity to ask questions prior to beginning the examination.

The examination administrator or proctor is the CAPP Certification Board’s designated agent for maintaining a secure and valid examination administration. Any individual found by the CAPP Certification Board or its agent to have engaged in conduct that compromises or attempts to compromise the integrity of the examination process will be subject to disciplinary action as sanctioned by the CAPP Certification Board, the Code of Ethics, and the CAPP Certification Board policies and procedures. Examinations are administered according to a strict protocol to ensure the examination security and protect the right of each candidate to a standardized testing experience. In addition to the attestation on the CAPP Application, as a prerequisite to distribution of examination materials, candidates are required to sign a

The computer-delivered examinations include a five-minute tutorial program designed to give candidates confidence in the use of the program, as well as familiarity with the system prior to beginning the examination. The tutorial questions are for demonstration purposes only and do not affect examination scores. Candidates are encouraged to take the time to complete the tutorial as it explains features of the computerized testing system. The candidate name and the name of the examination will be shown in the upper left corner of the screen. If either of these is incorrect, candidates are asked to inform the proctor.

Examination Scoring and Reporting

A navigation grid is posted on the upper right of the screen, depicting the number of questions on the examination and the status of those questions (answered, bookmarked for review, or skipped). A digital clock is also posted indicating a countdown of available time. Registered candidates may take a sample test (content is not parking-related) before going to the test site by accessing the testing contractor’s website at parking.org/capp.

The CAPP Certification Board works with its testing consultant and contractors in the development, administration, scoring, and reporting of the CAPP examination and facilitates research studies with a committee of CAPPs to establish passing scores for each examination. Using Modified Angoff V standardsetting procedures, the CAPPs are asked to review every question on the examination and provide empirical judgments of the likelihood of competent CAPPs answering the question correctly. Through this process, a raw score representing competency is established. The raw passing score is translated into a scaled reporting score. Passing the examination requires a scaled score of 70.

• Candidates may leave the testing room only after receipt of express permission from the proctor. Candidates must sign out and sign in from the room and must surrender all testing materials when they exit. Exit from the testing room is permitted for washroom and drinking fountain visits only. Candidates may not access cell phones or leave the building during breaks. Test timing is not paused for these breaks.

1. Candidates passing the examination receive notice of successful performance. The CAPP examination is a minimum competency examination and is not intended to distinguish scores above the passing point. Numeric scores are not reported above the passing point.

Candidate Comments

4. Examination scores will be provided only to the candidate via U.S. Postal Service mail and will not be provided by phone, fax, or internet.

During the examination, candidates have the opportunity to post comments simply by clicking on the icon “Comment on This Question.” Once the examination is completed, candidates may provide additional feedback and comments on the examination exit survey. Examination proctors may not discuss or comment on the examination contents. All comments and questions are reviewed and considered by the CAPP Examination Committee; however, security procedures preclude discussion with candidates concerning individual test questions or comments. Candidates should not expect a response to a comment unless it relates to a problem with the examination administration. Candidate comments or lack thereof may be taken into consideration as evidence during the appeals process (details of examination appeal procedures follow).

Retesting for Failing Candidates Failing candidates are allowed to reapply to retake the examination upon payment of a $150 re-examination fee. The first retake may take place as soon as the re-examination fee is received and processed. Candidates may retest four times. An additional $150 re-examination fee must be paid for any subsequent retest. Candidates are afforded 12 months in which to take and pass the examination. After the fourth failure there is a six-month waiting period, after which candidates may schedule another retest.

Examination Appeals

Section 3: Appeal Procedures

Examination candidates have the right to appeal examination results within the following specified criteria established by the CAPP Appeals and Discipline Committee.

3.01 Level One: CAPP Appeals and Discipline Committee Appeal Consideration: a) An appeal shall be submitted to the Appeals and Discipline Committee within 14 days of the receipt of examination scores. All communication from the Appeals and Discipline Committee will be mailed to the address stated on the submitted appeal.

Section 1: Grounds for Appeal 1.01 Appellants may appeal examination results in situations restricted to extraordinary circumstances that: • Arise coincidentally with the examination administration,

b) Two representatives of the Appeals and Discipline Committee shall determine the validity of the appeal based upon the submitted documentation as to the existence of extraordinary circumstances described in Section 1.01.

• Are outside the control of the appellant, • Made the appellant’s experience different from other candidates’ (related to the examination administration) and/or affected the candidate’s ability to receive credit for a test question (related to the examination content),

c) A CAPP Appeals and Discipline Committee representative shall notify the appellant by mail within 10 business days of receipt of the appeal regarding whether the appeal has been accepted or denied. Accepted appeals will be brought to the consideration of the CAPP Appeals and Discipline Committee.

• Were severe enough to account for examination failure, and • Were properly reported to the examination administrator and the CAPP Appeals and Discipline Committee.

3.02 Level Two: Appeals and Discipline Committee Action: a) Only appeals brought forth for consideration by the CAPP Appeals and Discipline Committee representatives will be reviewed. Review will take place within 60 days of receipt of the appeal from the representatives.

In addition to earning the required recertification points, in order to maintain an active status as a CAPP in good standing, certificants must agree to abide by the CAPP Code of Ethics, attest to his or her good standing according to the CAPP Code of Ethics, and pay the $125 (IPI member) or $200 (nonmember) recertification fee. This fee is subject to increase upon approval of the CAPP Certification Board. The CAPP membership will be notified within 30 days via e-newsletter prior to fee increases.

Requests must be made within 350 calendar days of a CAPP retirement or professional change; recertification requirements are waived for professionals holding this status. The designation CAPP (Ret.) may be used. 2. Suspended CAPP status may be awarded in the case of extenuating circumstances that preclude a CAPP from earning the required recertification points within the threeyear recertification window (e.g., serious illness, military leave, or family emergency).
