Different but Fantastic IT’S BEEN TOO LONG —I miss you! Since March 2020,

we’ve all only gathered together on Zoom and Teams, through social media, and in Forum. Thankfully, our online streak will be broken in just a few short weeks, and I can’t wait to see you live and in person at the 2021 IPMI Parking & Mobility Conference & Expo in Tampa. It’s going to look and feel different, but I suspect that might be a relief to some. I hope you’ll be fully vaccinated before the event and while I’ll miss seeing your smile out from underneath a mask (fret not—we’ll give you one if you forget), our eyes will tell the story—along with our fist bumps and waves. On-site badge pickup will be touchless and there will be plenty of sanitizer everywhere. It’s a new world and adapting is the name of the game, and a little mitigation and protection is a tiny price to pay to get back out there safely and happily. Choose distanced seating in every room if that’s your comfort zone or pick a seat right next to someone if that’s where you’re happy. It’s all good; same for the Expo hall, which will have a lot more room to groove so everyone’s comfortable. As always, we’ll offer the industry’s top experts during presentations, fantastic opportunities to connect and share and collaborate during Shoptalks (real, in-person, around-the-table Shoptalks!), the latest products and services and technologies at the Expo, fantastic general sessions with loads of opportunity to applaud your industry friends, and so much more. The parking industry was not immune to change. We saw a drop in parking demand across our industry as the pandemic caused businesses to shutter and travel to grind to a stop. Even as the economy began to re-open, and people brought their cars as they returned to public venues, we’ve seen the Delta variant spread like wildfire through our communities and cause another dip. It feels like it will never end. Through these challenges, we’ve seen the industry respond and adapt. Implementation of touchless, cashless systems or pay-as-you-go services accelerated. Curbside management became increasingly important as expanded delivery systems and even restaurants vied for space. Parking decks served as hospital or testing areas. We adopted new technologies and implemented new processes to maintain customer service in a socially-distanced world. The challenge gave us permission to try new things, and keep those that worked. It’s the silver lining to the pandemic cloud—in some cases, we may never have conceived of our newfound processes without that nudge. Perhaps it’s true that necessity is the mother of invention! For the first time in two years, we will gather in person at the 2021 IPMI Parking & Mobility Conference & Expo

in Tampa. We’ll see what we’ve learned from Smart Cities projects and curbside management initiatives. We’ll learn what’s on the horizon with electric and autonomous vehicles. We’ll explore how micro-mobility services contribute to our transportation network. We’ll see the bright ideas of new start-ups making their own contributions for a better future. As we catch up with our colleagues, we can ask the question, “What does the future hold?” And as we stroll through the show floor and attend the educational sessions, we will see a glimpse of the answer. Health and Safety Measures

at #IPMI2021

Heading to Tampa for #IPMI2021? We’re carefully following COVID-19 guidance from the top sources of information. While things are fluid and may change between now and the end of November, here are five ways we’re working to keep you healthy and comfortable at this year’s Conference & Expo.

Contactless, start to finish. Check yourself in and get your event badge at our scan-and-go kiosks and go from there. It’s your choice whether to exchange physical business cards but this year’s Conference was designed to be touch-free. It’s also enclosed inside one property so there’s no need to go anywhere else unless you want to.

All the preventative things. We strongly encourage attendees to be fully vaccinated at least two weeks before arrival in Florida and we’re requiring everyone to wear masks during the event. Forget yours? We’ll be happy to give you one. There will also be hand sanitizer throughout the event, frequent opportunity to wash your hands, and other resources in place.

Set your own boundaries. We’ll have color-coded wristbands for all attendees so everyone knows at a glance whether you’re hugging, fist bumping, or staying at least six feet away from everyone else.

Take the space you want. Socially distanced seating will be available at all events, and the Expo was designed to give you plenty of space if you want it. Food and beverage service was also put together with your health in mind.

There’s More to EVs Than Cars

HE SUMMER OF 2021 promised to be a return to normal. Instead, it was wrought with the rapid spread

of the COVID-19 Delta variant, deadly heat waves across the Pacific Northwest, perilous floods across Europe, and massive wildfires centered on climate change. In August, the United Nations Intergovernmental Panel on Climate Change (IPCC) released a report of how the planet’s air, oceans, and ice are pushing relentlessly into new territory. The report highlighted that Earth is on the doorstep of the much discussed 1.5 degree Celsius threshold, more likely than not to be reached by 2040. The hazards of compound impacts—such as heat and drought together—have risen to new prominence. Tackling the climate and air pollution crises requires changes to transportation.

Challenges Transportation is one of the most challenging sectors to decarbonize due to its heavy fossil fuel use and reliance on carbon-intensive infrastructure, such as roads, airports, and the vehicles themselves. Reducing climate impacts from transportation relies on increased usage and adoption of electric cars, and although they continue to grow in popularity, they still only represent a fraction of the overall fleet. It will take decades to replace the world’s fossil fuel fleet. Focusing solely on electric vehicles can slow down the race to zero emissions, but it will not feed in fast enough to make the necessary difference in the time we can spare. One way to reduce transportation emissions relatively quickly is to swap cars for active transportation—cycling, walking, e-biking, and e-scooters. Shifts in transportation should not only be viewed as they relate to climate change, but also with intentionality toward equity and affordability. Transportation is the second-highest household expense after housing. To the extent one can lower it, it allows households to

spend money on other needs. Limited mobility options impact residents and employees, restricting the economy and quality of life in our communities. Transportation and mobility need to adapt to more rapidly advance improvements to transit, biking and walking, and increased mobility options. Communities across the country are wrestling with challenges in creating a transportation system to better address equity challenges and better connect residents and employees to transportation and reducing climate impacts. Electrified options like shared e-bikes, e-scooters, and e-assist cargo bikes could provide a more cost-­ effective, faster way to reduce the climate impacts from transportation.

Spin Community Pass Program Pre-COVID, the City of Grand Rapids, Mich., had been one of the fastest grow-

ing cities in the Midwest, but not all residents benefited from that prosperity. Neighborhoods of color in Grand Rapids see less private investment and Black and Hispanic residents have lower incomes compared to White residents. Residents also have unequal access to safe and fast transportation options. This is not unique to Grand Rapids, but these disparities have only broadened during the pandemic and addressing them requires a commitment to equity. Related to both economic opportunity and mobility, communities of color experience opportunity differently. While significant strides have been made in recent years in mobility related to parking, transit, transportation demand management, and safety, similar disparities exist. Vulnerable and historically marginalized communities of color experience disproportionately high levels of impact whether


A whole related to crashes or access to safe, affordable and efficient transportation options. Racial and income disparities also persist in ownership of personal vehicles. Micro-mobility increases transportation options for those who are least likely to own a car and is potentially most beneficial to people who are least likely to be able to afford privately-owned vehicles. Yet, without a distribution requirement, private companies may not make the effort to locate in all areas of the community. Cities need to meet the needs of all users and support of bike and scooter share services are critical components. A key is actively bringing private mobility companies and communities together to ensure that equity considerations are included within all forms of mobility.

Micro-mobility The city of Grand Rapids initiated a scooter­-share pilot program in the fall of 2020 and since has deployed e-scooters and e-bikes in a 12-square-mile area including downtown, neighborhoods, and business districts. The pilot serves 74 percent of underserved neighborhoods to evaluate how shared micro-mobility services can contribute to Grand Rapids’ multi-modal transportation system. The city has contracted with two vendors, Lime and Spin, to offer services through December 2021 with up to $400,000 in city funding. In April 2021, the city and micro-­ mobility partner Spin, owned by Ford Motor Company, launched Spin Community Pass in Grand Rapids. Designed for residents in need, the Spin Community Pass allowed residents to take up to five free 30-minute scooter rides each day during the course of three months. This pilot program, funded by the city, provided up to 650 passes to Grand Rapids residents who face transportation barriers like limited incomes and credit card or smartphone access and need more mobility options. The city partnered with community organizations such as the Greater Grand

Rapids NAACP, West Michigan Works, Baxter Community Center, Grand Rapids Urban League, and Hispanic Center of Western Michigan to distribute the passes to Grand Rapids residents they serve. Program participants were also eligible for a free safety helmet. This program provides an opportunity to pilot ways to reduce transportation costs and provide city residents better access to mobility solutions. All participants in the Community Pass program were transitioned at the end of the three months to Spin Access, a program which provides 50 percent discounts on ride fees. Spin Access is still available to all qualifying residents. Based on the success and popularity of the Community Pass program, the city is working with Spin and Lime on a longer-term program for e-bike and e-scooter services in Grand Rapids.

E-assist Cargo Bikes An electric cargo bike, or e-cargo bike, combines a gear-hauling bike with an electric motor. These vehicles offer flexibility for individuals, private companies, and cities with a range of uses from transporting kids and groceries, delivery of goods and services, and carrying tools and equipment. E-cargo bikes are very popular in bike-friendly countries in Europe such as the Netherlands and Denmark. Their popularity is growing rapidly in the United States. Pedal-assist is a common mode or design for many electric bikes. As opposed to running the motor with a throttle, the power is integrated with the pedaling. E-cargo bikes provide opportunities for both private and public agencies. They have been found to produce faster deliveries in major cities with congestion while reducing emissions. E-cargo bikes can reduce car and truck trips while still offering ample space to transport goods in a city. This can lead to obvious benefits such as fleet emission and cost reductions, which can be a particular benefit to local governments hoping to double down on climate and sustainability commitments.

Cities that include Portland, Ore., and Madison, Wisc., have piloted e-­ cargo bikes in municipal operations. The usage of these e-bikes provides benefits of replacing car and truck trips, reducing air quality impacts and can also reduce employment barriers for those who do not drive outside of work. Riding a bike on the job means employees do not have the time and cost commitments of obtaining a driver’s license, allowing greater on-the-job engagement and more job opportunities for non-drivers.

What’s Next? We cannot return to the transportation status quo. Electric cars are coming but should not be the sole focus of cities in their approach to reducing the climate impacts of transportation. It is essential for local agencies to ensure that inclusive and accessible mobility options exist and are maintained. Local governments in particular are going to need to think about why they should care about and not deter elements of

electrified vehicles beyond cars that can provide greater transportation resources to citizens. I recently purchased an e-cargo bike as my primary mode of transportation including taking my daughter to kindergarten this fall. I can attest to the flexibility that they offer for the future. This vehicle is a cost-effective, sustainable option when compared against purchasing a second car. It has lower annual operational costs, able to carry groceries and even a date night with my partner. However, based on current availability and pricing, they’re not an easily accessible option for everyone. Relationships Still Rule the Day

URING THE PAST SIX YEARS of writing this column, I’ve written a lot about how tech-

nology has changed the way parking companies market themselves. Digital marketing, social media, and even publicity largely revolve around technology today.

This month, however, I want to focus on a distinctly low-tech marketing tactic: networking. Sometimes we get so caught up in using the latest gadgets and approaches that we lose sight of the tried and true. At the end of the day, marketing and new business development are about building relationships. When selling directly via ads, direct mail, or digital marketing, those relationships are with customers. When pitching earned media stories, those relationships are with editors and reporters. When public speaking, those relationships could be with customers or strategic partners. Regardless of which tactics you are using, your ultimate goal is to develop relationships.

Building Networking In That’s why you should build networking into your marketing and business development efforts. Unfortunately, it’s a lost art that many organizations don’t place a pre-

mium on, and many companies don’t help staff network effectively. However, ignoring face-to-face networking is a mistake. It’s easy to see why relationships are key to parking equipment companies and other vendors marketing to parking owners and operators. You are much more likely to close a deal when you get to know the prospect personally and learn what’s important to him or her. Really getting to know people allows you to provide real value to the relationship and puts you in a better position to keep that business and earn future business from the customer. There are plenty of opportunities to network within the parking industry as well as in vertical industries your company may serve. Of course, national conferences and symposia, like the upcoming 2021 IPMI Parking & Mobility Conference & Expo in Tampa, offer opportunities to network with other parking professionals, potential strategic partners, and, of course, new business prospects.


EXPERIENCE, RELIABILITY, COST EFFECTIVENESS Sometimes we get so caught up in using the latest gadgets and approaches that we lose sight of the tried and true. At the end of the day, marketing and new business development are about building relationships. Vertical Markets Additionally, there are many networking opportunities at conferences sponsored by organizations in your key vertical markets. National conferences in the healthcare, higher education, municipal management, airport, retail, real estate, and building owner/operators industries offer excellent networking opportunities. These include the Society for College and University Planning, BOMA, HITEC, Recon, and the American Association of Airport Executives, just to name a few. There are dozens of trade shows put on by industry groups with an ongoing interest in parking issues. There are also many local networking opportunities. Local affiliated branches of national industry organizations (including state and regional IPMI affiliate organizations) often offer seminars, business meetings, and committees in which to participate. Likewise, local business groups, such as Rotary and Chambers of Commerce, typically have regularly scheduled meetings at which networking is encouraged. You can even reach out to your existing contacts and ask them where they would suggest you go to network. It’s important to remember that networking doesn’t end when you leave the event. In fact, that’s just the beginning. You need to stay in touch with the people you connect with and cultivate relationships with them. Like any relationship, it needs to be nurtured. Networking is an essential element of any parking company’s marketing and business development efforts, but for many it’s a lost art. The Ongoing Evolution of EVs

ITH SOME ANALYSTS PREDICTING that electric vehicle (EV) sales will jump 70 percent in 2021,

an influx of new drivers is hitting the road and looking for places to charge their vehicles. With EV adoption and the governmental regulations guiding them changing almost faster than we can keep up, implementing charging technology in new parking facilities is a constantly evolving challenge. How It Gained Traction

Electrical infrastructure

A few years ago, very few cities across the U.S. mandated EV charging requirements for parking. Palo Alto, Calif., home of Tesla in the heart of Silicon Valley, was an early adopter of EV requirements, requiring 5 percent of all parking spaces in new non-residential projects to have charging stations and an additional 20 percent wired with the necessary infrastructure to install them later. However, in just a few years, major cities such as San Jose, Oakland, Los Angeles, and San Francisco have begun requiring EV chargers for 10 to 20 percent of new parking, with infrastructure for a future capacity of 50 to 100 percent. EV technology and policy has evolved as well. California became the first state to pass legislation that mandates all new vehicles to be zero emissions by 2035. This will likely be a game changer for vehicle manufacturers that need to address this significantly-growing market. Earlier this year, Ford announced the first all-electric truck to its lineup, starting with the 2022 model year.

Adding significant amounts of EV charging infrastructure often increases the project’s electrical system up to a higher voltage, adding to the cost of the overall electrical system. This in turn requires additional room onsite and in the buildings for larger electrical rooms. In cities where this infrastructure is mandated, this can create a financial burden on projects, or even make them cost prohibitive. The other challenge of adding EVs in a parking structure is the conduits and raceways they require. Parking decks are typically not designed to incorporate extensive conduits embedded in the slabs. Therefore, EV spaces in elevated parking decks require unsightly exposed conduit, or adding thickened slabs or curbs to enclose the conduit within the slabs.

An EV Diagnostic As more EVs hit the road, designers and planners are seeking out ways to support them with adequate infrastructure, which poses a number of challenges.

Efficiency Office buildings and long-term parking facilities where vehicles are parked for hours a day face an efficiency problem: vehicles that are finished charging are now taking up a charging station they no longer need. Many of these locations are looking at solutions from valet programs to technology in order to better manage power and charging loads to get the most out of each charger.

The Road Ahead EV charging technology is evolving rapidly to address challenges and provide more efficient ways to manage power. DC fast chargers, which can charge a vehicle in approximately 30 minutes, are becoming more prevalent. Load and power management systems can be implemented that throttle power consumption to chargers based on overall building demands. Dual chargers also help by providing 50 percent power when two vehicles are charging. This type of technology can help mitigate increased electrical requirements. Electric vehicle charging station companies have also developed mobile charging units as a way to address some of the issues of adding EV charging capacity in new and existing buildings. These units are charged in centralized locations, and deployed to vehicles on demand. Both load management and mobile charging are good fits for the longer-term parking facilities mentioned above, such as offices and residences, where vehicles are parked for longer than they need to be charged. Going one step further, robotic chargers are under development that will remove the necessary manpower from the equation. Robotic chargers, both stationary and mobile, could automatically unplug themselves and move between multiple vehicles, allowing more vehicles to be charged with fewer stations. Induction charging technology is also under develop-

Update: One Year Later!

IME FLIES! It is so hard to believe that exactly one year ago in the October issue of

First, for me, a great deal has changed during this past year. The world is in a different place/space regarding COVID-19 and business operations, there is a new administration running the country, and many industries, including ours, have made strides in the DEI arena by just having conversations with employees and customers to gain insight on their perspectives. IPMI has not only continued the conversation with this column, but there have been online training sessions and Shoptalks addressing diversity, equity and inclusion; there have been articles written for Moving Forward, the professional development newsletter; and there will be sessions and opportunities for sharing at the upcoming IPMI Conference & Expo in Tampa.

Organizational Culture One of the biggest takeaways for me has been not only learning and reading how others are approaching DEI work individually, but that it is becoming more of the norm in organizational culture, not just a topic that 16 PARKING & MOBILITY / OCTOBER 2021 / PARKING-MOBILITY.ORG

is checked off as completed after a brief discussion or training. Many organizations, both academic and corporate, have created or expanded the DEI divisions within their human resources departments and/or a variety of positions within different divisions directly focusing on DEI work with the ultimate goal of addressing how their organization might begin to move away from unconscious bias, making the unconscious conscious, to increase awareness in this arena. I have recently been interacting with an architect and engineering firm that specializes in the management of projects for museums, educational institutions, community organizations, performing arts facilities, and private developments on their DEI initiatives. During my initial conversation with their HR representative about what steps had been taken to date related to their DEI hiring initiatives, the representative said they believed that for a firm their size, they had done all they could, and the problem was they do not get a diverse applicant pool. This person was not aware of any potential unconscious bias. They use a

It had never even occurred to them to even inquire about the hiring firm’s DEI initiatives, ask what their track record was in recruiting more diverse applicants, etc. The HR representative thanked me for asking the questions and increasing their awareness of making the unconscious conscious. Many individuals have independently taken it upon themselves to begin their own self-assessments on their personal views related to diversity, equity and inclusion. They are becoming more culturally literate, both learning and appreciating people who are different from themselves, regardless of their gender orientation, class status, culture, and ethnicity.

to explore their own personal narrative, the values they grew up with, and examine how those values have shaped who they are and how they see the world or how others might see them and their views. In a non-judgmental safe space, they are exploring the awkwardness or discomfort of sharing their thoughts, gaining a better understanding of their reactions and behaviors to persons or situations that are different from their norm—they are getting out of their comfort zones. There is still lots of work to do and the potential for even greater change. What is encouraging is the conversations are continuing, change, although still slow in many organizations, is beginning to occur, and we are gaining comfort in having these crucial conversations. ◆

That is a hard one because parking is so critically multidisciplinary. Urban planning is important for parking professionals because it increasingly impacts facility location choices and is difficult to learn outside of a dedicated degree program.

I would encourage folks to “embrace the pause,” both for themselves and for their staff. We aren’t pushing ourselves to the edge—we have careened over it and are in uncharted territory mentally, physically, and emotionally. The only thing we really have control over is our own reaction and unless we take some time to really be in the moment, we are in danger of real burnout and staff attrition.

I

N 2012, THE CITY OF DURHAM, N.C. , was faced with a challenge: The downtown area

was growing with planned mixed-use, residential, commercial/retail, and hospitality developments among an already overrun parking infrastructure. “We were experiencing an unprecedented demand for parking in our city-owned public parking facilities,” explained Thomas Leathers, CAPP, city of Durham chief parking administrator and president of the Carolinas Parking and Mobility Association. “The city’s off-street parking garages were at capacity for monthly permit holders. As a result, we were not able to accommodate requests for monthly parking permits from individuals or businesses.” First, the city enlisted a consultant to conduct a needs assessment and feasibility study of transitioning an existing urban surface lot into a new parking deck. The site is adjacent to businesses and apartments and bound by three busy streets with constant pedestrian and roadway traffic. Following the needs assessment and feasibility study, city leaders decided to build a seven-story, cast-in-place concrete, post-tensioned structure. The project team included Kimley-Horn, led by Matt Sumpter, P.E., along with Balfour Beatty (contractor), Little Diversified Architectural Consulting (architect), Engineered Designs, Inc. (electrical engineering), Falcon Engineering, Inc. (geotechnical engineering), Carolina Time & Parking Group (parking equipment supplier), and Allied Universal Security Services (parking security).

A New Garage Beyond its 655 parking spaces, the Morgan Rigsbee Parking Garage offers its own mixed-use amenity spaces. The lower level features approximately 15,300 square feet of retail space and 5,330 square feet of space for the city’s parking administration office. Additionally, an array of commercial and retail options in Durham city center are within walking distance of the garage’s location. Given the opportunity to construct a distinctive parking structure on the precipice of the downtown area, the city issued a list of urban design tenets developed from an outreach program called The Urban Design Studio. The program provides visioning workshops for projects that have the potential to significantly affect the design of the community but are not part of the city planning department’s day-to-day work. The outreach program provided the public with opportunities to express their vision for the parcel redevelopment and 56 PARKING & MOBILITY / OCTOBER 2021 / PARKING-MOBILITY.ORG

helped define the important design and functional characteristics for the new facility. The results of the studio helped the design team further refine the materials and approach for the façade, furthering the impression of a traditional commercial structure.

Innovation and Creativity The 1.25-acre site required innovation and creativity to accommodate the site’s curvature and significant grade change as well as its proximity to neighboring businesses and multifamily developments. “The tight, curved site required a complicated garage design—architecturally and structurally,” explains Sumpter. “The design features a curved facade to complement the existing path of Morgan Street. For long-term waterproofing durability and reduced maintenance costs, a crystalline concrete admixture and a split-slab waterproofing system are installed on the second level over the retail areas.” The existing site affords entries off two of the three streets that front the building, both having a different grade. The project also accommodated an existing alleyway behind the building that provides access to neighboring businesses. To reconcile the entry grades, a gathering level allows for merging and changing directions before going onto the speed ramp between the first and second levels. The speed ramp supplies the required clearances within the mixed-use spaces. Patrons are served by a gated entrance/exit on each street, with the Rigsbee Street access point providing three lanes—full-time entrance and exit lanes with a central lane that can be reversed based on traffic demands.

Integrating Technology The primary access control credentialing system for monthly users is license plate recognition (LPR) technology. “This is the first known implementation of

this technology by a university or municipality in the Raleigh-Durham metropolitan area,” says Sumpter. Access control also features automated vehicle identification readers as a secondary credential, and ticket dispensers/readers at each vehicle access lane for transient users. For visiting patrons, the garage uses a standard hourly rate during regular business hours and parking at no charge during weekday evenings and on weekends. “Openness and transparency were important factors on the upper level, so our team focused on maintaining long-span construction and column-free spaces along the interior,” says Sumpter. “Minimizing columns not only improves vehicle flow, but also leaves the main parking areas and circulation pathways clear of obstructions to create a safer user experience for vehicles and pedestrians.” As a single helix, the garage’s open pathways and circulation make it easy to find parking and navigate throughout the deck. Pedestrians can access the facility through one of three stair/elevator cores, optimally placed to enter/egress at each surrounding street.

Additionally, there is a pathway that allows pedestrians to navigate through the middle of the facility along a safe and clearly marked access aisle on the first level of parking. Constructing a new structure at the gateway to Durham’s downtown core presented an opportunity for a distinctive structure beyond the purpose of providing parking. The garage features pedestrian entrances at each corner and resembles a conventional city building, with openings that look like windows and mixeduse facilities at the ground level. Its exterior walls are a contemporary blend of red brick veneer and gray concrete slab. The lowermost perimeter of the structure, which contains mixed-use space and the central office for the city of Durham Parking Administration, is a wall of glass and red brick to correspond with the brick-wrapped stair towers located at each of the city streets. The parking openings at the corners of West Morgan and North Mangum Streets are cloaked in multicolored panels to create an illusion of tower walls. A metal screening system was installed to further enhance the building-like façade without fully enclosing PARKING-MOBILITY.ORG / OCTOBER 2021 / PARKING & MOBILITY 57

the structure, allowing for an innovative response to the existing curvature of Morgan Street to the north.

Part of the Community In addition, city leaders had a clear vision to include dynamic, meaningful artwork and to fully integrate the structure into the vibrant downtown culture. city leaders sought work from local artists as the ultimate distinction of the parking deck. Through a series of community outreach sessions and a contest, the city selected Durham native Gabriel Eng-Goetz’s design, “Leading the Charge,” to adorn the garage. Eight panels, 40 feet tall by 16 feet wide, depict the charge of six bulls, each in a different and vibrant color. A small child—representative of minority youth—stands at the front of the herd. While the vivid banners are a nod to the city of Durham’s nickname of “The Bull City,” they also overlook the downtown skyline to pay homage to the entrepreneurial spirit of the city’s rich minority history and the possibility of a positive and diverse future. The banners are secured to the exterior screening system along the garage’s south façade. The design team’s efforts included developing signage and wayfinding for the project. This included

developing a brand palette, pathway and exiting signage, and floor identification. The brand palette is used inside and outside the facility for consistency. A large custom parking entry element also was created to clearly identify parking garage entrances from a distance. The entrances and exits are marked at both garage access points, with “do not enter” symbols flanking the red garage exit signs. The hourly parking rate and free parking policy after 7 p.m. on weeknights and all weekend hours are posted at each entrance. The driveways are gated with illumination to indicate when drivers can enter (green) or not (red). With the Morgan Rigsbee Parking Garage occupying as much of its curved site as possible, the landscape architecture team designed an efficient hardscape to complement the brick-and-concrete building exterior. Area-­ native trees line the curbs along West Morgan Street, Rigsbee Avenue, and North Mangum Street, evoking an idyllic urban walkway that complements the bulb-outs at the West Morgan Street entrance/exit, which opens into the inside of a left curve on the street. Drivers only may make left turns when using this exit, as West Morgan Street is a two-lane, one-way roadway with street parking on the side opposite the garage.


Safety The safety and security of the building’s users was an important design consideration and a city programmatic requirement. CCTV cameras are installed throughout the building, including the main drive aisles, the entrances to the vertical circulation, and at the ground level entries. Each camera is patched through the city of Durham’s security network to the Command Center located in the city’s Centralized Parking Office within the garage’s ground-level mixed-use space. The Command Center provides real-time monitoring of the cameras. The interior lighting uses LED fixtures based upon their efficiency and illumination capabilities. A photometric study was conducted by the lighting designer to ensure an even distribution of lighting, minimize hot spots, and ensure that minimum lighting levels as recommended by the Illuminating Engineering Society were met and exceeded. The LED lights chosen to illuminate the parking level were selected due to the positive sustainable impact they have on the environment. The LED lights last longer than traditional fluorescent tubes, are low maintenance, and yield lower energy costs. In addition to these safety and security measures, City of Durham security staff walk through the facility after hours to provide physical security for each level.

Future Thinking Besides LPR technology at the entries, the project provides six electric vehicle spaces with Level II charging stations over the first two floors, including one designed for ADA vehicles. Vertical infrastructure was included in the design to increase the number of charging stations as future electric vehicle numbers increase. Future adaptive reuse also was considered with long rows of parking that allow the interior layout to be restriped to support autonomous vehicle parking. In addition, restriping will be able to increase the density of parking for riderless autonomous vehicles. With the charging station infrastructure in place, the deck is distinctively suited to act as a fleet storage location. The budget for Morgan Rigsbee Parking Garage was approximately $23 million with initial design and construction schedules of 13 and 15 months, respectively. These construction budgets and schedules were maintained throughout the project. The average cost per space was approximately $28,000. Numerous factors attributed to this higher-than-typical cost, including a complicated, curved site that reduced parking and structural efficiency; auger cast pile deep foundations; incorporating ground floor retail, back-of-house storage, and utility space to serve retail areas; designing the façade within the Durham Historic District requirements, including massing elements, materiality, and a visual relationship that not only provides a contextual response to the surrounding neighborhood,

but also the project’s program; and technological elements such as CCTV and LPR. “Through the appropriate use of material and scale, the new project was seamlessly integrated into the surrounding district context,” says Leathers. “The project successfully incorporated public art on both the northern and southern façades and was innovative in its implementation of modern parking technology.” Completed in March 2019, the Morgan Rigsbee Parking Garage is a solution to an overwhelmed parking infrastructure that blends function with form. The project’s mission goes beyond providing much needed additional parking for the thriving Durham urban core. The city sought a structure that enhanced the distinctive city center and honored the neighborhood culture. They transformed an existing surface parking lot into this seven-story parking structure, providing visitors with access to an array of retail, restaurant, public parks, and other mixeduse spaces while overcoming a sloped and curving site at the intersection of three major thoroughfares, and now functions as a gateway to a thriving urban district. Its contemporary design is undoubtedly a multistory parking deck, yet it enhances the architectural style of downtown Durham. With its additional parking spaces, first-level mixed-use amenities, and distinctive appearance featuring local art, the Morgan Rigsbee Parking Garage enhances Durham’s thriving commercial district as its newest access point. ◆ MANDY BOWERS is senior marketing specialist, parking, with Kimley-Horn. WILD Animals, artistry, and ambiance take over at the San Antonio Zoo’s new parking garage.

the San Antonio Zoo animal-themed parking garage. The zoo parking garage features three Reticulated giraffes, four Monarch butterflies, a Sumatran tiger adding a unique feature to San Antonio. In addition, recently installed lighting added additional nighttime ambiance to the newly completed parking garage. The zoo parking garage was funded as part of a voter-approved 2017 city bond, and opened to the public in October 2019. The garage added much needed additional visitor parking to San Antonio Zoo, Kiddie Park, Brackenridge Park, and other amenities in and around Brackenridge Park.

“San Antonio Zoo is a world-renowned conservation leader,” says President & CEO of the San Antonio Zoo, Tim Morrow. “The larger than life animals that adorn the parking represent some of our conservation programs around the world and right here in San Antonio. This project has been a herculean effort we couldn’t have done without the incredible cooperation of the Public Works department, architects, designers, construction teams, and our zoo crew. LORIDA PARKING AND TRANSPORTATION ASSOCIATION (FPTA), formerly known as Florida

Parking Association, was established in 1979 and renamed in 2016. The organization was founded by a small group of parking professionals who met to discuss parking issues and decided that a professional organization in parking would benefit parking professionals throughout the state. FPTA’s main purpose is to identify and meet the needs of its membership. This includes but is not limited to providing educational sessions for frontline employees, creating networking opportunities, and introducing the latest technologies and innovation in the parking and transportation industry. FPTA relies on the diversity of its membership to provide an array of views and expertise.

Rethink and Retool Many industries, organizations and businesses have to continuously retool and rethink their strategies to remain relevant and be successful. During the past two years, FTPA has done the same by implementing changes to streamline operations and enhance the overall value of membership. Last year, the membership and board voted to increase the number of Board of Directors members from nine to 11 and approved a new assistant treasurer position. These measures were taken to improve operations and enhance the ability to support its members and the industry. FPTA rolled out a new website that boasts a cleaner look and is easier to navigate. The revamped website includes a new career opportunity page and a member spotlight page. Check out the site at www.flapta.org. This year, we revamped and rolled out a new sponsorship program. The new sponsorship plans provide additional exposure, options and value for our sponsors. The new plans are currently active for this year’s annual conference.

FPTA also welcomed a new association manager, Dawn Marti. Dawn comes to the association with decades of experience and is an expert in association and event management. She provides these services to associations nationally, managing large and small conferences, trade shows, golf tournaments, educational forums, webinars, and training events.

Return It was a difficult decision last year to cancel all in-person events, especially the annual conference. Consistent with the environment at the time, we shifted to virtual meetings and missed the opportunity to learn about new technologies and ideas while interacting with our colleagues from Florida as well as afar. This year, with vaccines rolling out and travel restrictions lifted, we started throwing about the idea of an in person mid-year educational seminar. After polling our membership, we realized they had their share of Zoom calls and virtual meetings and there was a strong desire to return to an in-person setting. As a result, FPTA returned to its first in-person event on the beautiful campus of University of South Florida in Tampa,

Fla., in June. The event was a full-day seminar filled with hours of presentations, networking and of course good food. It was a great success with approximately 45 attendees representing municipalities, universities, vendors, etc.! It felt good to have the opportunity to meet new colleagues as well as see old friends again. The Florida Parking and Transportation Association will hold a full, in-person annual conference at the Omni Orlando Resort at ChampionsGate in Orlando, Florida from Nov 16–19, 2021. Each year, the annual conference provides opportunities for organizations to present their latest technologies, case studies, etc., that ultimately have an impact on the industry. In addition, it provides a plethora of educational sessions that are filled with valuable information, and facilitates discussion and opportunities to learn from each other. Customer experience (CX) has gotten complicated and competitive in the last five years! I’m sure I don’t have to tell you, but what started out as a location, location, location business has turned into a technology-fueled and customer choice driven business. Gone are the days when we could hang a sign at the entrance, open the gates and let them in. Parking customers are making choices about where to park long before they arrive, with devices that didn’t exist 15 short years ago (their smartphones). And when they arrive, that gate better go up, or they’ll tell you–and millions of other people–about that negative experience via social media. If that wasn’t challenging enough, delivering a great customer experience has become the guiding light for every company on the planet, which means the experience you deliver to your customers isn’t measured by how the “parking guy” down the street does it. Rather, experts tell us that every experience is compared to the best experience that customer has ever had.

That means you are now competing with Disney, Amazon, The Ritz Carlton, AND the guy down the block! The good news is that the same technology that made your life more complicated, and business more competitive, has also created infinitely better tools for you to help your customers. Innovative companies are leveraging the Internet, cloud computing, and smartphones to give you the ability to know more about your customers, give them more choices about how to choose and pay for parking in your facility, and help them when they get stuck. This same technology has also made it easier for collaboration between innovative companies, bringing their technologies together to deliver a better CX for your customers. There is no turning back to the good old days. We all must move forward, embrace the digital transformation sweeping our industry and meet our customers where they are–on their smartphones and in the cloud.

Jump Start Employee Biking: How It Can Roll By Joshua Cantor, CAPP, and Janet Walker After the tax law changes of December 2017 eliminated the monthly $20 pre-tax bicycling commuting benefit, George Mason University needed to recalibrate its employee biking program, which is an important cog (pun intended) of the transportation program. We needed to find a way to incentivize faculty and staff bicyclists to keep commuting by bike and to persuade others to bike. The university’s transportation department did a top-down assessment, including our cycling stakeholders in focus groups and conducting outreach with cyclists during the drafting process. Besides figuring out what was important to cyclists, we had to involve our payroll department, which now would be involved in processing a taxable benefit. A brand new, threetier incentive system was rolled out in the first quarter of 2019. Employees under the new program could earn benefits such as direct payments, complimentary parking passes, and annual funding for bike maintenance from a local bike shop based on how often and how far they rode to campus. The maximum

benefit annually is more than $1300, compared to $240 annually in the older program when bicycle benefits were pre-tax. A year later, COVID-19 put the program on hold for a bit but gradually, the faculty/staff cyclists are returning. We even added a new introductory tier of support in January 2021 to try to encourage new cyclists who are returning to campus as we progress through the pandemic. With thousands of employees returning to work in person, it is important to keep incentivizing people to bike to work and reduce our single occupancy vehicle demand, especially as Mason plans to grow considerably and is hoping to reduce the amount of parking that is constructed in the future.

Parking, Traffic, and Congestion at Special Event Venues By Angel Diaz, Henry Espinosa, and Mike Mckeon Have you been to a large sporting event lately and said, “WOW, that was painless getting to my parking spot?” We didn’t think so, but there is a better way–Free Flow Frictionless Parking. Our parking ecosystem includes many established parking technology companies that worked together to bring to fruition the first stadium in the country using this mode of parking operations to mitigate traffic and congestion and improve on the overall experience of coming to a large venue like LoanDepot Park– 37,000 capacity. And, though we were not thinking about viruses and pandemics in 2019 when we first began developing our Free Flow parking program, in hindsight, it turned out to be the safest and healthiest way to conduct event parking at large event venues. Franklin has over 15 years of experience in the areas of organizational development, coaching, talent engagement, employee relations, and total rewards. Prior to ParkMobile, Franklin worked at PowerPlan, where she was a strategic business partner to the senior leadership team, executing global expansion initiatives and managing the employee lifecycle, including onboarding, talent development, benefits and compensation, and offboarding. / Parkopedia Partners with CarPay-Diem PARKOPEDIA has announced a partnership with fuel payment provider CarPay-Diem to strengthen Parkopedia’s recently launched integrated multi-domain payment platform. The new partnership expands the coverage of Parkopedia’s incar fueling payment solution to become the largest facilitator across Europe. CarPay-Diem is a trusted fuelling payment provider, with a 90 percent returning customer rate, that has recently raised investment from corporate services provider Edenred, a giant in the fleet, mobility, and corporate payment sector with more than 44 million users worldwide. Edenred also owns mobility solution and fuel card specialist, UTA, enabling a strategic partnership between CarPay-Diem and UTA, combining the digitising of both the corporate fuel card and payment industries in Europe. Having recently surpassed one-anda-half million fuel refills, CarPay-Diem connects drivers with fuel networks, enabling pay-at-the-pump activation and payments from user’s smartphones. Integration of CarPay-Diem into Parkopedia’s

multi-domain payment platform allows drivers to complete these tasks via their vehicle’s integrated head units, as well as incorporating wider vehicle sensor data to provide a seamless and complete digital fuelling experience. By adding CarPay-Diem’s services to its payment platform, Parkopedia will now enable in-car fuelling payments at almost 3,500 fuel stations across Germany, Austria, Belgium, France, Luxembourg and the Netherlands - the largest reach of any connected vehicle payment services provider. The number of fuel stations covered is predicted to rise to more than 60,000 across 18 countries over the next three years with existing partnerships alone, and as CarPay-Diem expands its reach into Poland, Italy, Spain, Austria and Switzerland shortly. When a vehicle arrives at the fuel station, the driver selects an available fuel pump number on their in-car infotainment screen. The platform activates the pump automatically, initiates the transaction and securely manages the payment from the vehicle. Once the nozzle is

Parkopedia’s existing payment solution is currently in use by various leading global automakers. The recently announced expansion of the platform manages the full aggregation and payment flow between providers into a single payment platform, and will now also include payments for Electric Vehicle (EV) charging, fuelling and tolls, using a single sign-on solution that removes the need for drivers to maintain multiple apps and accounts for their on-the-road payment needs.

/ Abington-Jefferson Health Celebrates Grand Opening of Woodland Parking Garage at Abington Hospital THE HARMAN GROUP (THG), is pleased to announce the grand opening of the new Woodland Parking Garage at Abington Hospital. The new, five-level, precast concrete garage provides 247 parking spaces for hospital patients, visitors and staff and includes a pedestrian bridge to the Hospital. The project consisted of the demolition and replacement of the former 50-yearold Woodland Parking Garage on the same site. The Harman Group provided parking consulting and structural engineering services for this Abington-Jefferson Health garage. Prime consultant, Ewing Cole, provided architectural and mechanical, electrical, plumbing, fire protection engineering services. LF Driscoll was the construction manager. The new Woodland Garage is designed to accommodate a two- level vertical expansion in the future. The garage

includes electric vehicle parking stalls with charging stations as well as energy-efficient LED lighting, self-pay on foot stations and climate-controlled elevator lobbies on each level. “The Harman Group was able to bring its extensive parking planning and design knowledge to bear on this challenging replacement garage and pedestrian bridge project on a small, tight site immediately adjacent to Hospital,” said William Kavanagh, Director of Parking Planning and Design of The Harman Group. The Harman Group has extensive experience in the design of both stand alone and mixed use parking garages that serve a variety of occupancies.
