I hope you’ll use Forum (forum. parking-mobility.org), email, texting, phones, and your own social media to reach out to colleagues and friends for virtual human contact during this time. Many of your industry colleagues are facing the same challenges you are, and these communication devices can be a huge resource. Forum posts about what you’re going through help everyone else in the industry, and I hope you’ll consider posting there. For now, we’ve pulled together thoughts from some professionals in this issue, starting on p. 18. Thanks to them for sharing their challenges and responses during a very busy time (to say the least)—we appreciate your time and thoughtfulness. For a breath of regular-world, we’re pleased to bring thoughts from Donald Shoup, author of The High Cost of Free Parking, on curb management and how parking professionals can start incorporating it—and why. It’s a great feature and a nice reference to hold onto. We’ve also included our list of companies that were due to exhibit at the 2020 IPMI Conference & Expo in San Antonio. N ALMOST EVERY STATEMENT WE READ, whether from an airline

or car rental company or hotel chain, they share their concern for your health and well-being. This same sentiment and thought process went into the IPMI‘s Board of Directors’ decision to shift the IPMI Conference & Expo to a virtual event. With the uncertainty of travel and to mitigate exposure our members might have to the virus, the board felt it was the only decision to make. It was the right decision but still a difficult one because each year we look forward to sharing all that goes on at the Conference and seeing our growing community of parking and mobility professionals. These are difficult times and we understand that in many ways, you are working on the front lines, helping your city, university, airport, or medical center cope with the pandemic. We will continue to share news from other parking and mobility professionals about how the novel coronavirus has affected their workload and operations. We all hope things calm down a bit in the weeks and months ahead. While the Conference & Expo will remain our signature event, IPMI will continue to host conversations and peer-to-peer learning to benefit your organization and the industry as a whole. Marketing as a Value-added Service By Bill Smith, APR

HROUGH THE YEARS, this column has addressed different types of marketing, how

they work together, and how they benefit parking and mobility organizations. One thing we haven’t discussed (yet) is how companies can use marketing to provide added value to their clients.

He has a unique take on this topic. “Marketing isn’t a line item that generates revenue for us, but being able to promote our clients and our projects offers our clients value,” Schnier says. “There are 100 engineering firms that can design a parking garage. The value added is when you bring something to the table that no one else can, such as easing the way to approval and building public support for the project.”

Public Engagement For a design firm, there are a number of ways to help with marketing. For instance, many projects require public engagement to inform neighbors about the project and its benefits to the community. The design team plays an important role in scheduling, publicizing, and managing public meetings. “The public thinks they understand parking because they see it and use it everywhere they go,” he says. “During the public engagement stage, firms can provide value by clearly demonstrating how a project will benefit the community and responding openly to any questions or concerns. It’s essential, though, to make sure that any statements the team makes are accurate. You don’t want to open any wormholes critics can go down.” Schnier says visualization models are an important element of an effective presentation and the technologies that are essential elements of design, such as AutoCAD, are just as useful as communication tools. These tools allow the development team to provide an animated look at the project and how it will fit into the community. Similarly, a public website can be ­developed to provide timelines, project renderings, and other visualizations of the project.

Any organization that sells to parking owners or operators can enhance its value to customers with marketing. For example, if a technology company generates case studies in industry or business media, those articles shine a positive spotlight on that client. Or a consultant can help earn approvals for a planning or design project through a strategic communications program. The benefits to the client are obvious, but there are also very clear and important benefits to organizations that are able to offer marketing as a ­value-added service. I recently spoke with Will Schnier, vice president and chief marketing officer for the engineering and


After completion of the project, generating news stories and case studies about it in local, national, and industry press can help to shine a positive light while providing significant added value to the client.

Publicity Publicity is another area where firms can provide added value. By working closely with the media, consultants can keep the public informed about the project, its progress, and its importance to the community. Ultimately, this also helps the consultant by strengthening the client relationship. Of course, providing added value through marketing isn’t just a good strategy for design and planning firms. Any organization that provides a product or service in the parking and mobility space can benefit from it. Parking technology companies can implement online marketing and public relations strategies to

benefit their clients and their projects. Or traditional parking supplies providers, such as sealant and lighting companies, can do the same. Regardless of what type of organization you represent, chances are you can provide added value by promoting your parking clients. “The best projects are win-win-wins where the client is happy, the stakeholders are happy, and our people are happy because the project goes smoothly,” Schnier says. “Using our marketing resources and expertise to promote a project helps ensure success in the eyes of everyone involved.” ◆ BILL SMITH, APR, is principal of Smith-Phillips Strategic Communications and contributing editor of Parking & Mobility. Another Approach to March Madness By Brett Wood, CAPP, PE

W

ITH THE SUDDEN AND NECESSARY DECISION to cancel March Madness this year,

we were all left with a bit of a bracket-shaped hole to fill over the back half of March. With no current basketball to escape to, perhaps a review of previous tournaments makes sense; many of the all-time great games are available online. But this March, I spent a little time with another tour down memory lane of previous March Madness moments with the annual Streetsblog USA parking crater challenges.

Parking craters are large surface lots that take up an inordinate amount of space in otherwise dense downtowns.

If you’ve never seen this amazing spectacle, during the course of several weeks, the team assesses competitions between some of the North America’s best parking craters. What’s a parking crater? Well, in their words, it’s simply large surface lots that take up an inordinate amount of space in otherwise dense downtowns. The presence of these surface lots deadens walkability, breaks connectivity, and lessens the viability of mobility, transit, and pedestrian investments. Their most recent version of the competition took a unique turn, where they evaluated the most improved parking crater. The improvements showed a more right-sized approach to parking, with a reliance on multiple modes of transportation to support community access, resulting in a higher density of development, people, and activity. It’s an urban planner’s dream!

It got me thinking about a concept I’ve been discussing with cities throughout the U.S. the past few years: the surface parking exit strategy. As we continue to think about how our downtowns, communities, and campuses will be shaped by the advent of new mobility solutions and the imminent changes coming from autonomous vehicles, we too often rely on advanced design concepts or technology solutions to drive change. The surface parking exit strategy takes a much more straightforward and simple solution. Instead of trying to redesign the way we create new space or leverage technologies to move demand around, the approach simply says, “Let’s limit new parking capacity, create shared access opportunities, and strategically remove spaces that are overcommitted or overbuilt.” A general set of rules for the application of a surface parking exit strategy typically includes: ■  Managing private parking supply to create public supply. A great example is the approach being implemented by the City of Sacramento, Calif. The city has essentially become a parking operator for private parking owners, integrating spaces into a city-branded system and promoting a more efficient use of spaces. This approach lessens the overall amount of parking needed by unlocking underutilized spaces and promoting better balance within the system. ■  Creating incentives and funding resources for the centralization of parking. These could include development incentives, fee in lieu of parking, or creation of management districts that help to persuade new developments to take part in the shared

parking system rather than contribute to parking surpluses with the creation of new parking. ■  Removing surface parking supply from the system to support new development. As the centralized system begins to materialize, the community will be able to define areas where the reduction of surface parking could better balance overall utilization and improve community density. ■  Limiting new parking to when it is truly needed. As the area grows, consider a strategic approach to new parking, including defining an investment strategy that evaluates parking based on its ability to invest in the future of an area. And new parking should be considered for fringe areas to minimize effects on walkability and density, defined with a mixed-use nature in mind, and be adaptable for future conversions to autonomous vehicle storage and mobility hubs.

By taking this strategic approach, perhaps we might find ourselves with more and more of these parking craters solved and downtowns that are not limited by dead areas of surface parking. This centralized approach to parking management could be the catalyst that helps us transition into the autonomous future we all envision. I know one thing: It’s exciting to watch as right-sized parking and good urban planning have grown from a Cinderella seed early in my career to a top-seed capable of changing the world! ◆ BRETT WOOD CAPP, P.E., is president of Wood Solutions Group. Spending Package Includes Sweeping Retirement Plan Changes By Mark A. Vergenes

Community Up for Retirement Enhancement (SECURE) Act, which represents the most sweeping set of changes to retirement legislation in more than a decade.

While many of the provisions offer enhanced opportunities for individuals and small business owners, there is one notable drawback for investors with significant assets in traditional IRAs and retirement plans. These individuals will likely want to revisit their estate planning strategies to prevent their heirs from unexpectedly high tax bills. All provisions took effect on or after January 1, 2020 and were accurate as of press time, unless otherwise noted.

Elimination of the Stretch IRA Perhaps the change requiring the most urgent attention is the elimination of longstanding provisions allowing non-spouse beneficiaries who inherit traditional IRA and retirement plan assets to spread distributions—and therefore the tax obligations associated with them—through their lifetimes. This was often referred to as the stretch IRA rule. The new law generally requires any beneficiary who is 10 or more years younger than the account owner to liquidate the account within 10 years of the account owner’s death unless the beneficiary is a spouse, a disabled or chronically ill individual, or a minor child. This shorter maximum distribution period could result in unanticipated tax bills for beneficiaries who stand to inherit high-value traditional IRAs. This is also true for IRA trust beneficiaries. Traditional IRA owners may want to revisit how IRA dollars fit into their overall estate planning strategy. For example, it may make sense to consider the possible implications of converting traditional IRA funds to Roth IRAs, which can be inherited income tax-free. 12 PARKING & MOBILITY / APRIL 2020 / PARKING-MOBILITY.ORG

Benefits to individuals On the plus side, the SECURE Act includes several provisions designed to benefit American workers and retirees: ■  People who choose to work beyond traditional retirement age will be able to contribute to traditional IRAs beyond age 70½. Previous laws prevented such contributions. ■  Retirees will no longer have to take required minimum distributions (RMDs) from traditional IRAs and retirement plans by April 1 following the year in which they turn 70½. The new law generally requires RMDs to begin by April 1 following the year in which they turn 72. ■  Part-time workers age 21 and older who log at least 500 hours in three consecutive years generally must be allowed to participate in company retirement plans offering a qualified cash or deferred arrangement. (The new rule applies to plan years beginning on or after January 1, 2021.) ■  Workers will begin to receive annual statements from their employers estimating how much their retirement plan assets are worth, expressed as monthly income received over a lifetime. ■  New laws make it easier for employers to offer lifetime income annuities within retirement plans. In addition, lifetime income investments or annuities held within a plan that discontinues such investments can be directly transferred to another retirement plan, avoiding potential surrender charges and fees.

(Regular income taxes will still apply.) ■  Taxpayers with high medical bills may be able to deduct unreimbursed expenses that exceed 7.5 percent (in 2020) of their adjusted gross income. In addition, individuals may withdraw money from their qualified retirement plans and IRAs penalty-free to cover expenses that exceed this threshold (although regular income taxes will apply). The threshold returns to 10 percent in 2021. ■  529 account assets can now be used to pay for student loan repayments ($10,000 lifetime maximum) and costs associated with registered apprenticeships.

■  Employers

have easier access to join multiple employer plans (MEPs) regardless of industry, geographic location, or affiliation. Open MEPs offer economies of scale, allowing small employers access to the types of pricing models and other benefits typically reserved for large organizations. (The failure of one employer in an MEP to meet plan requirements will not cause others to fail, and plan assets in the failed plan will be transferred to another.) ■  Auto-enrollment safe harbor plans may automatically increase participant con-

Parking Harmony: Where Paid and Free Parking Live Together By Sean Renn

COUPLE OF YEARS AGO, I was giving a presentation to some city officials, explaining how, with a

However, since that meeting, I have seen many interesting examples of clients offering free parking in conjunction with their paid parking systems. Here are just a few: ■  Paso Robles, Calif. Paso Robles is in the coastal mountain region of California, close to mountains, beaches, and deserts. The area is famous for its wineries—the downtown features 15 wineries for your tasting and drinking pleasure. The downtown also features many shops and restaurants. Recently, the city instituted paid parking throughout the town. A key element of its pay-by-plate system that helped the city ease into paid parking is offering parkers two hours of free time once a day. During the two hours, parkers can leave their zone and come back and still maintain their free time. ■  Nyack, N.Y. Nyack is a small but bustling Main Street village about 19 miles from New York City along the Hudson River. The village strives to ensure that merchants succeed, but it also wants to encourage on-street turnover. The village recently implemented a pay-byplate system through which on-street parkers can receive 15 minutes of free parking twice per day. The user decides how to use the two units of free parking time, which can be back-to-back or one in the morning, one in the afternoon, etc. This type of system allows

customers making quick purchases, such as a cup of coffee, to do so without paying for parking but also without staying on-street all day. ■  Roanoke, Va. Roanoke is in the heart of Virginia’s Blue Ridge Mountains and has a population of nearly 100,000. The city is known for its vibrant downtown with great restaurants, bars and craft breweries, and arts and cultural experiences. In 2017, Roanoke implemented metered parking on downtown streets for the first time since removing parking meters in 1998. A parking study revealed that even though parking inventory was sufficient, turnover was low in high-demand areas. To help with the transition back to paid parking, the city has adopted pay-by-plate parking with a tiered-rate structure. The first hour of parking is free, the second hour is $1,

and the third hour is $3. The maximum time in a zone is three hours. There are several off-street parking areas for motorists needing to park for more than three hours. Following the relaunch of paid parking, the high-demand areas yielded approximately 80 percent occupancy versus 90 to 100 percent when there were no meters. ■  Harvard Continuum, Cambridge, Mass. A mixed-use development near the Harvard University campus, the Continuum features apartments, restaurants, and shops. Parkers can receive free parking once per day (the hour can be broken up throughout the day), and a second hour can be purchased. The maximum amount of time someone can park is a total of two hours. This is a friendly approach that encourages space turnover.

pay-by-plate system, the city could offer free time to parkers for specific time ranges at various parts of the day. They looked at me funny and said something like, “Free parking? We would never offer free parking.” So I quickly backed out of that discussion and focused on revenue generation.


BUSINESS VISION Merchant Buy-in I’ve worked for a manufacturer of parking kiosks for 12 years, and I fully believe in paid on-street parking to help free up prime spaces in front of local merchants. I’ve also interacted with many of those merchants, and I think I have a good understanding of how paid parking affects their businesses (or at least how they believe it affects their businesses). While it may be counterintuitive to offer free parking, each town is unique, and a balance must be struck to keep harmony between parkers, merchants, and parking initiatives. (By the way, when merchants believe in your parking initiatives, they can become your best cheerleaders.) As more and more people are turning their back on the suburbs and choosing to live in cities, it is up to us to deliver systems that benefit the merchant community to help keep dollars on Main Street. Listening to key stakeholders is very important, and working with system suppliers to find adaptable solutions that are easy to understand is critical. By combining free time, paid parking time, and a strong parking ambassador presence (I did not say “parking enforcement presence”) that ensures people follow the posted maximum parking rules, the industry can deliver a parking experience everyone can get behind. In most cities, the main goal of metered on-street parking is to turn over parking spaces in prime locations and encourage the use of off-street lots and garages. By offering free time in some or all locations, this goal is achievable as long as abuse can be easily controlled and there are mechanisms in place to assist with long-term parking, such as a successful permit program. Luckily for us, technology now allows us to customize parking policies based on plate numbers as well as by parking zone. Gone are the days of putting a parking meter in front of each shop and assuming that all parts of town should be treated the same. Yes, there are some areas of a city that may require paid parking all day long. But the feeling of quickly parking, running in, grabbing a caramel macchiato (I don’t want to promote a specific coffee shop, but these drinks really are the best), and not having to pay or worry about getting a ticket gives me a warm and fuzzy feeling that encourages me to keep coming back. ◆ SEAN RENN is vice president of marketing and communications with Flowbird Group. At the start of the parking technology boom in 2012, lighting was the easiest way for parking operators to start driving home the savings. LED bulbs created a brighter shine at almost half the cost of traditional bulbs. Now, almost a decade later, saving money with gate-access technology has become a hot topic. Customers are used to pulling a ticket, scanning a pass, or pushing a button on their phone. However, operators, third-party services, and online reservation companies are accelerating into the driver’s seat with access technology solutions. Access technology solutions could be the next best way to tackle costs and drive sustainability. When access capability is built into online reservation apps, those millions of customers who prefer to reserve parking ahead of time don’t pull a ticket and idle for less time.

Many environmental effects of parking are not just from encouraging the use of the automobile instead of public transit and ride-share, but also from the material resourced to building and maintaining the infrastructure. It is no surprise that property costs money to maintain, keep safe, and future-proof. Access Magazine determined that emissions from parking infrastructure cost the U.S. between $4 and $20 billion annually. Emissions, higher traffic, and customers’ high expectations in bigger cities such as New York, N.Y.; Chicago, Ill.; and San Francisco, Calif., grow the cost of upkeep. There are different forms of access technology that cut down on idle time, ticket pulling, and poor customer experiences. The most recognized form involves cameras in each lane and license plate scanning commonly referred to as LPR (license plate recognition). LPR companies that work to create access efficiency at the gate as well as on the road require infrastructure capable of supporting the setup. In contrast, one of the newer pieces of technology advancing gate entry talks to existing parking access and revenue control systems, PARCS through Bluetooth low energy (BLE)—which drastically cuts down on setup costs while providing a similar customer experience. BLE allows customers to access the garage through their smartphone without needing customers to take out their phone or roll down the window. BLE is a directional, low-power Bluetooth perfect for garage access. It doesn’t drain device batteries as fast as other systems, and it stays in sleep mode until it’s in use. Access technology allows the customers who reserved their spot ahead of time to gain access to the garage or lot without pulling a ticket, scanning a code, or pushing a button on their phone. What the pandemic means for parking and mobility operations, and what professionals are doing to keep things moving.

I

T’S DIFFICULT TO THINK THAT WHEN A MYSTERIOUS NEW VIRUS infected 41 people in Wuhan, China, last December, anyone could have foreseen the coming global effect. COVID-19 has dominated the news and many businesses—including parking and mobility—during the first quarter of 2020, and doesn’t show many signs of slowing down anytime soon. First called similar to the flu, COVID-19 causes headaches, fever, body aches and chills, digestive issues, and respiratory complications that can grow into a fatal form of viral pneumonia. At press time, vaccine and treatment trials had begun but overwhelmed hospitals and medical professionals could only treat symptoms and hope for the best. Highly contagious, the virus forced virtual shutdowns of businesses, schools, and cities around the world. And those closures have had

massive effects on parking and mobility, from empty garages and lots to micro-mobility service disruptions to the well-being of staff members—and all of that has rocked the industry’s economy.

Staffing and People Starting in mid-March, companies in the U.S. were strongly encouraged to have employees work from home whenever possible; stay-at-home orders in many cities strengthened the ask. Parking and mobility operations shifted where they could, but it wasn’t possible for everyone. Mike Estey, manager of parking programs with the City of Seattle, Wash., says most of his staff began working from home fairly quickly, but it wasn’t possible for everyone. Despite lowered demand for parking, frontline staff largely can’t work from home, and that’s created its own challenge. “The field side is more difficult,” he says. “The office staff is working from home but the field staff can’t always do that. So the field staff feels like there are haves and have-nots, and they are the have-nots.” He works on constantly communicating with them and offering whatever support he can to dissipate that issue. Hal King, CAPP, parking administrator with the City of Hollywood, Fla., says some issues come down to essential vs. non-essential functions and employees, especially when states decide who can and can’t move around or go to work based on those labels. “We normally deal with hurricanes and everyone gets the essential tag put on them,” he says. “Now, we can’t go back and say those people are non-essential.” His downtown garages were about 60 percent full at press time, PARKING-MOBILITY.ORG / APRIL 2020 / PARKING & MOBILITY 19

It’s very easy to lose sight of the importance of community during this time.” largely by residents of the city, but beach garages were empty. “We have to have staff on standby,” he says. “And what do you do with those people if you just send them home? I’d prefer to keep people on the payroll and not have them burn up sick leave or vacation time or anything else for a situation that’s totally out of their control.” Others have found ways for frontline people to keep their jobs doing different things. “We have about 150 officers a day on the street,” says Shawn McCormick, parking enforcement director, San Francisco Municipal Transportation Agency (SFMTA). Those people are doing enforcement and working on curb management to ensure employees aren’t parking in front of businesses all day and keeping pick-up customers out of valuable parking spots. In an effort to keep people on the payroll and do good, McCormick says some officers began patrolling neighborhoods, offering a sense of presence and letting people know the city is still around. “Some of our officers are taking on other assignments,” he says. “They’re stuffing bags with masks and gloves for hospitals, they’re cleaning buses, and they’re doing other things.” In areas where parking enforcement has continued, staff remains on the street. “We’ve been working very hard at trying to stay ahead with the message of what we’re doing as an essential means of maintaining traffic flow,” says Scot Reinmann, section chief, parking operations, Montgomery County, Md., Department of Transportation. “We’re examining it constantly.” His office has made parking in two garages free for residents who don’t normally need off-street parking or who want to store vehicles until the crisis is over. “If you’re still letting people park in your facility, it’s essential that you keep it safe,” he says. “I’m seeing most of our functions as essential, and we’re trying to be flexible with employees who have childcare issues. We are providing some level of safety and service as long as we’re available to be open.”

Operations and Revenue Not everyone can keep their people working because demand is down significantly, and that has real affects on revenue and budgets. “Parking revenue and utilization is down anywhere between 40 and 70 percent per facility,” says Aurora Perkins, parking administrator, City of San Antonio, Texas. “The highest-impact facilities are those surrounding convention center operations, which have canceled all conventions and meetings until the first week of April [at press time].” Enforcement is ongoing, she says, but officers have been given expanded areas to review. San Antonio has actually seen 20 PARKING & MOBILITY / APRIL 2020 / PARKING-MOBILITY.ORG

a bigger need for enforcement pertaining to parking violations and solid waste services. “More families are home with more vehicles on the street and an increase in residential trash output,” she says. Benito Pérez, AICP, CTP, curbside management operations planning manager at the District of Columbia Department of Transportation, says his department’s role has grown as well, “between outreach to reiterate CDC (Centers for Disease Control) guidance, move critical and business services online, and also continue to operate the transportation network for those who continue to rely on it—vulnerable populations, essential/ emergency responders, and employees.” “The District Department of Transportation continues to operate and maintain our curbside as-is, with some exceptions such as lifting rush-hour restriction enforcement. We are contemplating how we can repurpose our curbside to facilitate enhanced pick-up/drop-off activity to support our food service and restaurant, pharmacy, and grocery businesses as those businesses transition to takeout/delivery models. That means contemplating revamping our existing Pick-up/Drop-off (PUDO) Zone program, whether temporarily or permanently.” That’s a common theme in cities where parking organizations are called upon to help support businesses trying to survive the pandemic. Many have launched pick-up parking on the curb, offering customers a certain amount of free parking so they can patronize restaurants and stores safely. For many, it’s leading to other thoughts for a different future. “As we continue to rethink curbside management in light of COVID-19, we are thinking not only in the immediate term and needs, but the ramifications of curbside in a more digitized future that will emerge after this public health emergency,” says Pérez. “Online food delivery (from restaurants and grocery stores) were nascent and starting to grow before this emergency. We have to start thinking now that such business activity will start to become a major part of our future and has huge ramifications on how we manage our curbside.” For now, operations have shifted drastically. Ted Graf, director of parking, San Francisco Municipal Transportation Agency, says demand is down, which has led to agency consolidation. “As a consolidated transportation agency—that is, parking, traffic engineering, and transit are all under one roof and policy dictates parking revenues are to support transit—the impacts of COVID19 are pervasive,” he says. “Parking impacts are being measured by both revenue and utilization. Garage visits and revenue decreased by about 50 percent for the time period of March


COVID-19 Guidance from the Equal Employment Opportunity Commission Updated on March 19, 2020

■ The

EEOC enforces workplace anti-discrimination laws including the Americans with Disabilities Act (ADA) and the Rehabilitation Act, including the requirement for reasonable accommodation and rules about medical examinations and inquiries. ■ The ADA and Rehabilitation Act rules continue to apply, but they do not interfere with or prevent employers from following the guidelines and suggestions made by the CDC or state/ local public health authorities about steps employers should take regarding COVID-19. Employers should remember that guidance from public health authorities is likely to change as the COVID-19 pandemic evolves. Therefore, employers should continue to follow the most current information on maintaining workplace safety. ■ The EEOC has provided guidance (a publication entitled Pandemic Preparedness in the Workplace and the Americans With Disabilities Act [PDF version]), consistent with these workplace protections and rules, that can help employers implement strategies to navigate the impact of COVID-19 in the workplace. This pandemic publication, which was written during the prior H1N1 outbreak, is still relevant today and identifies established ADA and Rehabilitation Act principles to answer questions frequently asked about the workplace during a pandemic. It has been updated as of March 19, 2020 to address examples and information regarding COVID-19; the new information appears in bold. ■ The World Health Organization (WHO) has declared COVID-19 to be an international pandemic. The EEOC pandemic publication includes a separate section that answers common employer questions about what to do after a pandemic has been declared. Applying these principles to the COVID-19 pandemic, the following may be useful: • How much information may an employer request from an employee who calls in sick, in order to protect the rest of its workforce during the COVID-19 pandemic? – During a pandemic, ADA-covered employers may ask such employees if they are experiencing symptoms of the pandemic virus. For COVID-19, these include symptoms such as fever, chills, cough, shortness of breath, or sore throat. Employers must maintain all information about employee illness as a confidential medical record in compliance with the ADA. • When may an ADA-covered employer take the body temperature of employees during the COVID-19 pandemic? – Generally, measuring an employee’s body temperature is a medical examination. Because the CDC and state/ local health authorities have acknowledged community

spread of COVID-19 and issued attendant precautions, employers may measure employees’ body temperature. However, employers should be aware that some people with COVID-19 do not have a fever. • Does the ADA allow employers to require employees to stay home if they have symptoms of the COVID-19? – Yes. The CDC states that employees who become ill with symptoms of COVID-19 should leave the workplace. The ADA does not interfere with employers following this advice. • When employees return to work, does the ADA allow employers to require doctors’ notes certifying their fitness for duty? – Yes. Such inquiries are permitted under the ADA either because they would not be disability-related or, if the pandemic influenza were truly severe, they would be justified under the ADA standards for disability-related inquiries of employees. As a practical matter, however, doctors and other health care professionals may be too busy during and immediately after a pandemic outbreak to provide fitness-for-duty documentation. Therefore, new approaches may be necessary, such as reliance on local clinics to provide a form, a stamp, or an e-mail to certify that an individual does not have the pandemic virus. • If an employer is hiring, may it screen applicants for symptoms of COVID-19? – Yes. An employer may screen job applicants for symptoms of COVID-19 after making a conditional job offer, as long as it does so for all entering employees in the same type of job. This ADA rule applies whether or not the applicant has a disability. • May an employer take an applicant’s temperature as part of a post-offer, pre-employment medical exam? – Yes. Any medical exams are permitted after an employer has made a conditional offer of employment. However, employers should be aware that some people with COVID-19 do not have a fever. • May an employer delay the start date of an applicant who has COVID-19 or symptoms associated with it? – Yes. According to current CDC guidance, an individual who has COVID-19 or symptoms associated with it should not be in the workplace. • May an employer withdraw a job offer when it needs the applicant to start immediately but the individual has COVID-19 or symptoms of it? – Based on current CDC guidance, this individual cannot safely enter the workplace, and therefore the employer may withdraw the job offer. 1 to 19, and narrowing the time window to March 17 to 19 shows a reduction of 90+ percent; this spike is result of the city partially closing 15 of its 20 garages effective on March 18.” “In parallel, on-street parking revenue decreased by about 70 percent as compared to March 2019,” he says. “Beyond revenue impacts, the agency expedited consideration of temporary changes to many parking policies (rates, time limits, enforcement, etc.) to best address the shift in demand during this crisis period.” His staff is working to keep figures up to date and assess the total impact. “With respect to parking regulations and enforcement, it was decided to cease enforcement for several regulations such as permit parking, general time limits, and street cleaning, but enforcement would continue for critical points of access—fire hydrants as well as other conditions for safety,” he says. “Parking enforcement is also being maintained for meters because meters are in locations where turnover is necessary for essential services including grocery stores, medical facilities ,and banks.” For now, meters have been reduced to base rates: $.50 per hour for vehicle spaces and $.10 per hour for motorcycles.

Empty Campuses For university parking offices, COVID-19 has been a complete game-changer. Students and faculty have largely been sent home, leaving questions about staffing, enforcement, and the question they hear over and over—what about refunds? Rodney Gomez, CAPP, executive director of parking & transportation at University of Texas Rio Grande Valley, says, “The biggest impact has been the loss of student, faculty, and visitor activity on our campuses. We have had to rethink our enforcement protocols as well as the level of service provided via our transit routes. We have had to be very adaptive to meet evolving needs while still adhering to safety protocols.” Gomez says his university administration has been “on top of things from the beginning,” which eases some of the crunch. His office is focused on safety, with continuous monitoring and adjustments to keep customer service high. “It’s a tough time for everyone and it’s important to keep morale up,” he says. “The future is very uncertain. We engage our staff as much as possible in our decisions, share knowledge as soon as we can, and encourage everyone to share their thoughts and feelings. It’s very easy to lose sight of the importance of community during this time.” Other universities have similar things to share. Kevin Rowald, CAPP, director of parking and transportation at the University of Kansas Medical Center, says his blended world offers unique challenges, especially now. “The leadership teams of the health system and university are communicating numerous times per day via numerous media avenues to adjust and react as necessary,” he says. “Our emergency management department is effectively executing and adjusting our established plans daily to accommodate new situations as the present themselves.” 22 PARKING & MOBILITY / APRIL 2020 / PARKING-MOBILITY.ORG

“It has taken the entire campus working in synergy to address this challenge. Critical planning had taken place well in advance and then the entire team has shown a unique ability to be execute the plan while being nimble enough to adjust efficiently as the situation has changed. I am grateful to be a part of a great unified team,” he continues. Aaron Quisenberry, associate director, student involvement and leadership center, University of Kansas, says the challenges are numerous, from bus route changes to working with the city to having all staff working from home. “It seems like I’ve got a dozen webinars or Zoom calls a day, trying to figure out what level of service we’re offering,” he says. “It seems like I’m busier than normal and there are so many different dynamics at play.” He says communication is a priority, both with his staff and others across campus, up to and including guidance on what to do when someone shows COVID-19 symptoms. Many participants of an IPMI online Shoptalk for university and campuses said refunds are a hot issue—when or whether to offer them and then how. An informal poll during the event showed slightly less than half of participants were actively offering refunds to students, and a popular sentiment was that faculty/staff payroll deductions for parking had simply stopped. Those were not true on campuses that still housed students, largely because they lived overseas and couldn’t go home. And a big concern was raised by Ross Allanson, CAPP, University of Minnesota: “What do we do with employees who are supposed to work from home but can’t do their jobs that way?” ◆ KIM FERNANDEZ is IPMI’s director of publications and editor of Parking & Mobility. PAID SICK LEAVE AND EXPANDED FAMILY AND MEDICAL LEAVE UNDER THE FAMILIES FIRST CORONAVIRUS RESPONSE ACT

The Families First Coronavirus Response Act (FFCRA or Act) requires certain employers to provide their employees with paid sick leave and expanded family and medical leave for specified reasons related to COVID-19. These provisions will apply from April 1, 2020 through December 31, 2020. ►

PAID LEAVE ENTITLEMENTS

Generally, employers covered under the Act must provide employees: Up to two weeks (80 hours, or a part-time employee’s two-week equivalent) of paid sick leave based on the higher of their regular rate of pay, or the applicable state or Federal minimum wage, paid at: • 100% for qualifying reasons #1-3 below, up to $511 daily and $5,110 total; • 2/3 for qualifying reasons #4 and 6 below, up to $200 daily and $2,000 total; and • Up to 12 weeks of paid sick leave and expanded family and medical leave paid at 2/3 for qualifying reason #5 below for up to $200 daily and $12,000 total. A part-time employee is eligible for leave for the number of hours that the employee is normally scheduled to work over that period. ►

ELIGIBLE EMPLOYEES

In general, employees of private sector employers with fewer than 500 employees, and certain public sector employers, are eligible for up to two weeks of fully or partially paid sick leave for COVID-19 related reasons (see below). Employees who have been employed for at least 30 days prior to their leave request may be eligible for up to an additional 10 weeks of partially paid expanded family and medical leave for reason #5 below. ►

QUALIFYING REASONS FOR LEAVE RELATED TO COVID-19

An employee is entitled to take leave related to COVID-19 if the employee is unable to work, including unable to telework, because the employee: 1. is subject to a Federal, State, or local quarantine or isolation order related to COVID-19; 2. has been advised by a health care provider to self-quarantine related to COVID-19; 3. is experiencing COVID-19 symptoms and is seeking a medical diagnosis;

5. is caring for his or her child whose school or place of care is closed (or child care provider is unavailable) due to COVID-19 related reasons; or 6. is experiencing any other substantially-similar condition specified by the U.S. Department of Health and Human Services.

ARKED CARS HAVE COLONIZED CITY STREETS for so long they seem to own

the curb lanes. Decolonizing is underway, however, because new demands are overcrowding the curb. E-commerce deliveries need truck-loading zones. Uber and Lyft need passenger-loading zones. Traffic congestion has increased the need for dedicated bus lanes. Cyclists want safe bike lanes, and pedestrians want wide sidewalks. The curb is the new urban frontier, and parking is not always its most productive use. How can cities measure curb productivity? One way is to count how many people the curb serves. A study in Manhattan in New York City, N.Y., compared a bike station on one side of Broadway with three parking spaces occupying the same length of curb on the other side of the street. In one hour, 200 people arrived at or departed from the bike station, while only 11 people arrived at or departed from the parking spaces. If we measure productivity by the number of people served, the bike station was 18 times more productive than the parking spaces. Similarly, a study of Uber and Lyft vehicles on Santa Monica Boulevard in West Hollywood, Calif., found that loading zones served four times more passengers per hour than the same length of curb parking did. Because parked cars filled the curb lane most of the time, Uber and Lyft had to pick up and drop off 41 percent of their passengers in a travel lane, which is dangerous. Double-parked cars that stopped to load or unload passengers blocked a travel lane 65 percent of the time. Turning a few curb spaces into bike stations or loading zones may reduce traffic congestion

and serve more people, but change is difficult for two reasons: ■  Measuring curb productivity is difficult. ■  Cities lose revenue when they convert metered parking to other uses. Cities can address both issues by charging the right prices for every use of the curb.

The Right Price for Curb Parking What is the right price for curb parking? The only way to know is to look at the results. The right price will yield one or two open curb spaces on every block so drivers will not have to cruise for parking. This is the Goldilocks principle of parking prices— not too high, not too low, but just right. Right prices will eliminate the cruising that congests traffic, wastes drivers’ time, exhausts nonrenewable resources, endangers pedestrians and cyclists, and pollutes the air. Planners cannot reliably predict the right price for parking on each block at each time of day, but they can use a simple trial-and-error process to adjust prices in response to observed occupancy.

To create political support for right-priced curb parking, some cities have created parking benefit districts that dedicate the meter revenue to pay for added public services on the metered streets. Because everyone who lives or works in a parking benefit district can see the meter money at work improving their neighborhood, most residents will probably want Amazon, UPS, and FedEx to pay fair market prices for using the curb. Austin, Texas; Boston, Mass.; Houston, Texas; Los Angeles, Calif.; Mexico City, Mexico; Pasadena, Calif.; San Diego, Calif.; and several other cities have established parking benefit districts.

The Right Prices for Loading Zones and Other Curb Uses Prices can also manage loading zones. The city can charge delivery vehicles for parking by the minute, with prices set to produce reliable curb availability. Columbus, Ohio, is testing reservations for loading zones, with the initial price set at $0.10 per minute at the curb. The city can later use variable prices to manage demand. Delivery companies pay for parking, but drivers save valuable time because they can quickly find a legal space. Cities can also price loading zones according to the length of delivery vehicles. If a 50-foot-long truck pays five times more per minute than a 10-foot-long cargo bike, both will pay the same price per curb foot. The per-foot prices may lead delivery companies to use electric cargo bikes for short trips and small packages. If cities measure the revenue per curb foot for each use, they can identify underperforming uses and rebalance the curb space to increase productivity and revenue. For example, converting some of the curb lane from low-value parking spaces to high-value loading

Like the U.S. Supreme Court’s definition of pornography, you know the right price for curb parking when you see it—the block has one or two open spaces. One or two open spaces on every block will ensure that curb parking is both well-used (most spaces are occupied) and readily available (a few spaces are open). Baltimore, Md.; Boston, Mass.; Los Angeles, Calif.; San Francisco, Calif.; Seattle, Wash.; Washington, D.C.; and several other cities have begun to price parking by demand so finding a space no longer resembles winning the lottery. Surprisingly, more prices fell than rose after San Francisco began varying curb prices to manage demand. During the first two years of the city’s program, prices declined sharply in the morning and increased moderately in the midday and afternoon. On many blocks, the price fell to $0.25 an hour in the morning from the previous price of $2 an hour all day. If prices remain the same all day, they will probably be too high at some times and too low at others. Motorists may argue that parking spaces are “priceless,” but anything is priceless until it is sold. ­Demand-based prices for curb parking will show where parking is valuable and where it isn’t. These prices will also suggest the times and places where curb spaces might shift from privately owned cars to shared cars (such as Zipcar). Consider a block in a dense neighborhood with 200 residents and only 20 curb spaces. Twenty shared cars will serve more residents more often than 20 privately owned cars can. The collective users of shared cars will probably outbid some private car owners for space at the curb. To ensure equity in using prices to manage the curb, cities could give low-income residents a discount on curb parking, just as they give discounts on electricity and water bills. If cities do subsidize curb parking for low-income drivers, however, they should also give an equivalent subsidy to equally low-income residents who do not own a car and instead walk, bike, or ride public transit.

Because most delivery trucks and ride-share vehicles spend short times at the curb, shifting only a few curb parking spaces to loading zones may satisfy the delivery demand on most blocks. Many trucks and ride-share vehicles paying a high price per minute for very short parking sessions can yield more revenue per curb foot than a few cars paying a low price for much longer sessions in the same space. Charging all users for time at the curb will produce not only a revenue stream but also a data stream that shows how the curb is being used. Demand-based prices for curb parking can also show where the city might shift a curb parking lane to a bike or bus lane. If the price of parking is low, bike and bus lanes will cost little in lost meter revenue compared to the time and money savings on safer bikes and faster buses.

How Much Curb Space Are We Talking about? How much land can cities convert from curb parking to more productive uses? Laid end-to-end, New York City’s 3 million curb spaces would stretch almost halfway around the earth and cover about 17 square miles of land—13 times the size of Central Park and 6 percent of all land in the city. Because 97 percent of New York’s on-street parking is free, the subsidy is huge. If New York charged only $5.50 per day per parking space (the price of one round trip on the city’s subway), the city would earn $6 billion a year in parking revenue. In comparison, New York’s total farebox revenue from public transit was $6.2 billion in 2018. Because many New York curb spaces are worth far more than $5.50 a day, curb parking revenue could more than double the funds for public transit. San Francisco has a similar story. Laid end-to-end, the city’s 275,000 curb spaces would stretch longer than California’s coastline. Combined into one piece of land, the curb spaces would cover Golden Gate Park. In a city famous for its high housing prices, cars park free in 90 percent of its curb spaces.

Conclusion Demand-based pricing rules can depoliticize the curb. With pricing based on occupancy data, politicians cannot raise prices simply to gain revenue or reduce them

to please voters. The goal is to optimize occupancy, not revenue, and prices go down as well as up. Prices provide vital information about demand, and markets can perform some functions better than planners and politicians can. The curb lane will not be used properly until it is priced properly. When it comes to managing the curb, cities can let prices inform the planning and spend the resulting revenue to pay for public services. another 40 percent say they used to be shy. Is it any wonder then that when you go to a social gathering, you may feel uncomfortable? You may look around the room and think (probably in error), “Everybody here knows here!” or “Everybody is looking at me!” Relax. There is a good chance that about 40 percent of the room is feeling just as you are.

To advance both personally and professionally, we need to engage with people. And sometimes we just need to get comfortable being uncomfortable.

Reducing Anxiety To lessen your anxiety, here are six things you can do: 1. Determine in advance your reasons for attending a social event. If necessary, write out the reasons on the back of a business card and sneak a look at the card while you are at the event. You will find that you can do just about anything in life if your why is strong enough. The real secret to successful time management is to constantly ask, “Is this the best use of my time right now?” If so, go to the event and make the best of it. If not, go do something else. 2. Plan what you will say when you meet another person at the event. If you can make your opening statement interesting or better yet, humorous, the conversation can get off to a great start. For instance, at a wedding, one guest introduced herself by saying, “Hello! I am a former girlfriend of the groom’s father!”

3. Go with a friend. You may know people at the event your friend is unfamiliar with and vice versa. You can introduce your friend to others and say things about your friend that he may socially be unable to say about himself. And he can do the same for you! Speaker Patricia Fripp says, “It’s like being with your own PR person. We say about each other that which we would not say about ourselves.” 4. Look for a person standing alone. “The person who is speaking to no one would welcome your conversation,” notes Susan RoAne, “The Mingling Maven” and best-selling author of “How to Work a Room: The Ultimate Guide to Making Lasting Impressions—in Person and Online.” “Just because someone is standing alone doesn’t mean he or she is a snob or unimportant. People who are alone may be shyer than you.” Perhaps she is hidden under the fake palm tree, clutching a drink in her hands. Chances are, she is repeating those three statements (lies) at the beginning of this article. If you go over and introduce yourself to her, you may have a new best friend for life!

Listen—Truly Listen Best-selling author Stephen Covey asked, “Do we listen to understand? No! We listen to reply.” Let me relate the concept of empathetic listening to something I experienced recently. My wife took me into her garden to show off her phlox, mums, or rhododendron. I’m not really sure because I am not into gardening. But I am into my relationship with my wife. So rather than thinking at the time about an upcoming presentation I was about to give, I needed to slow down and be in the moment with her. Always take the time to truly be with the person with whom you are speaking. Do not constantly scan the room for somebody even more important.

How to Make Others Love (or Like) You English journalist Jenni Murray talked about meeting a charismatic politician: “He made you feel for those few short moments that you were the only woman in the world and he’d never met anyone as interesting or as lovely as you.” Similarly, Jacqueline Kennedy Onassis seemed to possess the ability to have men all over the world fall in love with her. Asked how she did it, the former First Lady replied, “Two ways. First of all, when a man would finish talking about himself and his work, I would say, ‘Tell me more!’” (I can only imagine the nervous guy thinking to himself at this point, “Oh, nobody has ever asked me about quim-quat widgets before, but here goes.” We guys and our egos!) Secondly, as the wife of a wealthy Greek shipping magnate, Onassis revealed, “I would hang on their eyes.” Can you just imagine how powerful that effect must have been? Now, you may not want women or men all over the world to fall in love with you. You may only want to survive your next social gathering. However, you can adapt Clinton’s or Onassis’ strategies to help you achieve your goal.

F–O–R–D If you tend to be an analytical type (and many shy people consider themselves to be), when you meet a new person, imagine the blue oval of the carmaker Ford emblazoned on her forehead. It will give you

5. Pretend you are a talk show host. Treat the person across from you as the most important guest of the evening. What questions (and answers) would your viewers or listeners want to have discussed? As a good host, make the conversation be about the guest and not about you. Be interesting, but more importantly, be interested. 6. When the other person begins to talk, listen. I believe that empathetic listening has three parts: Listen with your ears (obviously), but also listen with your eyes and listen with your heart. Instead of planning your response, anxiously waiting for the other person’s lips to stop moving so you can talk, take the time to be present with the other person.


clues as to what you can talk about with your conversation partner. The F stands for “Ask her about her family.” (Everybody has a family.) The O references her occupation. That does not necessarily mean a paying job. My wife was a stayat-home-parent, one of the most difficult jobs in the world. She was offended when somebody had the attitude, “Oh, you don’t really work!” So, occupation could even refer to a present vocation, for instance, volunteering for Habitat for Humanity or some other charitable organization. The R means relaxation. Ask her what she likes to do for fun! And if you really feel you have hit it off with your new acquaintance, ask her about D, her dreams.

Don’t Try to Impress Another successful networking strategy is to ask questions rather than attempting to impress another person by talking about yourself. I was interviewing for my first job out of graduate school. The firm sent a new hire who was a recent graduate to interview prospective employees from his alma mater. When it was my turn to sit down with him, I asked him about his experiences in graduate school— about the professors, fraternities, and sororities. The interviewer was thoroughly enjoying himself regaling me with interesting stories. When it was finally my turn to launch into my sales pitch, the interviewer interrupted me by saying, “Ted, you are exactly the kind of person we want working at our firm!”

Mary Kay Ash, founder of Mary Kay Cosmetics, said, “Everybody has an invisible sign hanging from their neck saying, ‘Make me feel important.’ Never forget this message when working with [or meeting] people.”

What to Do if You Struggle with Small Talk I thought when I would attend a social event I would need to develop an elevator pitch or some other pithy story so when another person would hear it, he would be forced to take a step back and exclaim, “Wow, Ted! That is so profound! Let me hire you right now!” It isn’t going to happen, so don’t put that kind of pressure on yourself. Simply engage in small talk. “Small talk,” says author Michael Korda, “should intrigue, delight, amuse, fill up time pleasantly. Given that, anything will do, from dogs to delicatessens. The aim of small talk is to make people feel comfortable—to put them at their ease—not to teach, preach, or impress. “It’s a game, like tennis, in which the object is to keep the ball in the air for as long as possible.”

Networking the Right Way We have all been to a Chamber of Commerce mixer or some similar networking event at which one of the attendees does networking the wrong way. His goal is to meet everybody in the room and get right down to what he wants to accomplish. He’ll run up to you and say, “Hi!” while thrusting his business card into your hand. “I’m John. I fix computers. If you ever need your computer fixed, call me.” Before you even have a chance to respond, John will rush off to his next … victim. “I learned that real networking was about finding ways to make other people more successful,” says Keith Ferazzi, author of “Never Eat Alone and Other Secrets to Success, One Relationship at a Time.” “It was about working hard to give more than you get. Those who are best at it don’t network—they make friends. Highlights from the IPMI Blog

Hit By the Bus—and Smiling By David M. Feehan I read with a smile Kim Fernandez’s story about her stupid furnace and brand loyalty. It made me recall an incident that occurred just before Christmas. I was on my way to visit my son and his family in Brooklyn. It was a lousy night for driving from D.C.— rainy, foggy, and bone-chilling. I had just pulled off the Verrazzano-Narrows Bridge and onto the BQE (the Brooklyn-Queens Expressway), exited at the Fort Hamilton off ramp, and was preparing to turn right on 65th Street. While waiting at stop light, I suddenly felt a bump. I looked to my left and there was an MTA city bus, trying to squeeze between my Jeep and another car. I started honking and flashing my brights and the bus driver pulled over to the curb. The young driver got out, came around to my driver’s side window, and asked if anyone was injured. I told him I thought it was a minor collision and he looked at the side of my Jeep and then told me he would call his supervisor but it might be awhile before anyone would come. Wanting to make sure I had a record of the accident, I called New York City Police, who promised to send a squad. Within about 20 minutes, two MTA supervisors arrived. They were very friendly and courteous. One, noticing my Maryland plates, remarked about the

Nationals winning the World Series. Before long, we were discussing the 1969 Amazin’ Mets and the 1979 Pittsburgh Pirates. After the supervisor took a number of photos with his cell phone, he explained how I could file a claim and gave me a form with instructions and a number to call. By the time police arrived, we had pretty well settled the issue. When I returned to Maryland, I found I already had two mailings from MTA with the forms I needed and the instructions for filing a claim. I then received a call from Dominick, a representative of MTA’s legal department, who wanted to check and see if I received the forms and again walked me through the process of filing a claim. All’s well that ends well. I took the Jeep to my neighborhood body shop, where the owner rubbed out the scratches with some rubbing compound. No harm, no foul. Who said transit agencies are by nature rude and impossible to deal with? New York’s MTA set an example for other transit and parking systems. There is a lesson here for any public agency, whether transit or parking. Encounters like these can build loyalty or animosity. Your choice. DAVID M. FEEHAN is president of Civitas

Managing Homelessness in Parking By Kristen Becker, PE People just don’t realize how parking affects many aspects of our communities. It’s not just about rates and time limits; we also deal with other challenges, including the homelessness crisis. It’s a tough topic no one wants to discuss. The City of Spokane, Wash., has been trying to address the impacts of vehicle habitation throughout our residential communities. Our parking enforcement officers are dealing with matters that go far beyond a simple parking ticket, and the city is dealing with the extensive costs of monitoring and responding to residential complaints regarding dilapidated vehicles populating the streets. The challenge is significant and the cost is great. Towing companies are trying to provide the resources necessary to handle the size of motor homes and campers, and the city faces other considerations when the vehicles are purchased at auction for pennies on the dollar and then recycled back to residential streets. Thousands of complaints are received and our parking enforcement resources have been dispatched and redirected from their daily duties to identify vehicles that are immobile and derelict. Often, the vehicles don’t run and become gathering spots for illicit activities.

This matter goes far beyond parking management operations and the sensitivity of removing someone’s home from the streets is contentious. We are trying to find the balance of how to manage this complicated social issue and the associated costs. We look forward to sharing our experience at the 2020 IPMI Conference. Let’s Charge By Arishna Lastinger In 2018, Auburn University was selected as one of many Alabama universities to receive electric vehicle (EV) charging stations that would be supplied and installed free of charge by the Alabama Power Company. Alabama Power funded the charging stations with a grant and did not place a limit on how many stations the university could install. After identifying where the best locations for charging stations would be, Auburn decided to have 14 charging stations installed around campus. Level II EV charging stations were installed; these operate with a power supply similar to your home washer or dryer at 240 volts and are more affordable than DC fast charging, but offer more power and range than Level I charging. Typically, a Level II EV charging station can supply up to 70 miles or range per hour and can fill up most electric vehicles in around two hours. To increase campus buy-in, Parking Services placed an incentive for owning an electric vehicle: Anyone with an electric vehicle can purchase his or her regular campus parking permission at a reduced rate. While there is a four-hour limit, there is no additional charge for any

student or faculty/staff member with a valid parking permission to use the charging stations. Our goal is to encourage those with electric vehicles to drive them knowing they can charge them on campus and not just at home. HE NEW ENGLAND PARKING COUNCIL (NEPC) is entering its 36th

year as one of the most active and connected parking associations in the industry.

NEPC recognizes parking as a fundamental part of mobility, suitability, technology, and transportation. As the industry grows and transforms, we see an increase of technical, smart parking, and parking management tools to shape the metamorphosis of the entire industry. To respond to our changing industry and culture, NEPC created a new blueprint through strategic planning, combing new and old visions and creating a goal as we transition into a new world of interactive parking, mobility, and transportation.

Municipal Parking Services’ Smart Meter Technology Finalist For Awards SMART CITY technology company Municipal Parking Services, Inc. (MPS) announced its Sentry System parking management technology is the source technology for Flint AutoPark, a project that has been identified as one of three finalists in the transportation infrastructure category for the 2020 Smart Cities North America Awards sponsored by IDC Government Insights. The nominated MPS Sentry System technology has been rebranded locally as Flint AutoPark by the Flint, Mich., Downtown Development Authority (Flint DDA). / DESIGNA CEO Thomas Waibel Announces Retirement APPROXIMATELY 14 YEARS AGO, a new era began at DESIGNA with Thomas Waibel. Within just a few years, the experienced manager from Vorarlberg, Austria, helped significantly strengthen the long-established German specialist for parking management systems. The passionate technical manager now is leaving the CEO role and joining the company’s supervisory board. Waibel entered DESIGNA for the first time in January 2006. He was in charge of development, production, all supply chain and administrative departments, and marketing and sales. The challenge ahead is to steer the company into successful waters in an ambitious competitive environment. Josef Taus appointed Waibel to the management of DESIGNA for an initial period of three years. In the end, the

three years turned into 14; the position of managing director was followed by various roles as president, board mem-

ber, supervisory board member, and chairman of the board. DESIGNA, which was quickly rejuvenated, has been sailing into success, achieving its national and international goals for many years. Waibel’s motto is, “Try something new; you can always change it if you don’t like it.” It points to his tireless creative strength. No fewer than eight

patents underline the high demands Waibel places on himself. They include a safety system for automatic equipment cabinets and a brake sensor for modern vehicles. DESIGNA’s future path will be more digital than ever before. Digitalization, changes in customer needs, and the drastic changes in mobility will require DESIGNA to have a strong will to change, Waibel predicts. The parking garage will no longer remain a place to just leave the car. It will have to evolve into a hub in an integrated mobility concept—with further transport means for long distances and urban means of transport such as bicycle, bus, or e-mobile. DESIGNA would like to thank Waibel for his sustained and successful teamwork.

ParkVia Renews Contracts with airBaltic PARKVIA HAS SECURED its third consecutive contract renewal with Latvia’s flag carrier, airBaltic. Access Professional Systems Chosen for Westin Mission Hills Golf Resort & Spa ACCESS PROFESSIONAL SYSTEMS announced it has been selected by the Westin Mission Hills Golf Resort & Spa in Palm Desert, Calif., to install an advanced TIBA parking technology suite. The equipment will be paired with Westin’s Opera PMS interface to provide an exceptional and seamless parking experience for hotel guests. The project is part of the hotel’s initiative to help provide a better, more secure guest parking experience. “We’re extremely excited and honored to have been chosen by the Westin family for their inaugural transition to automated parking controls,” says Chris Dix, director of business development for Access Professional Systems.
