Face It: It Starts with Parking By Laurens Eckelboom

S

ince 1987, Barcelona has been the epicenter for anything related to the mobile industry, at least for four days a year. Organized by the Groupe Spéciale Mobile Association (GSMA), more than 100,000 people from all over the world congregate in Catalonia’s beautiful capital to visit the annual Mobile World Congress (MWC). Like many industry events, the initial focus of MWC was on anything mobile-phone related. I am sure some of you remember the brick size mobile phones, followed by revolutionary flip-phones, and former cutting edge technologies such as 2G, SMS texting, and mobile email. These innovations dominated the show floor for many years. I will refer our Gen-Z readers (born after 1995) to Google for some images and description of these so-called ancient technologies. I recently visited Barcelona (one of my favorite cities) again and spent four days at the Fira de Barcelona, which hosts the MWC conference. I saw several huge booths from large consumer brands showing their latest smartphones. Samsung had the global launch of its new flagship S9, just one day before the opening of the conference. Their booth was, as usual, enormous. 5G was everywhere, and companies seemed serious about it. 5G is the next-generation wireless system offering substantially higher capacity and lower latency than current networks. It is an enabler of the internet of things (IoT) and smart cities and optimizes connectivity to countless devices and sensors. Widescale implementation is not expected to happen before 2019. That said, Korea Telecom was able to implement a 5G network in Pyeongchang for the 2018 Olympic Winter Games. In the slipstream of 5G, I was fascinated by how many connected and autonomous vehicles were the centerpieces of many telecommunications booths. Connected cars generate a

huge amount of data every day, and 5G has the bandwidth to deal with it. In addition to that, mobile commerce networks were more popular than ever. Mobile multi-services commerce networks are basically converting vehicles, whether connected, shared, autonomous, or all three, into wallets on wheels. Then came the best part: Parking was viewed by the clear majority as the most relevant service in these networks. Can I say I was not surprised? We parking professionals know it all starts with parking. I have heard through the grapevine that MWC will change mobile into mobility next year. It also wouldn’t hurt if GSMA would invite a large contingent of IPI professionals to educate hightech companies about the art of parking. Another chance to advance the parking profession awaits! Orlando is no stranger to Hollywood. It’s been featured in lots of movies, including “Apollo 13,” “The Waterboy,” “Sharknado 3” (we know you all saw that one), and “Lethal Weapon 3,” which exploded City Hall and featured a cameo by the mayor. Celebrities who’ve lived in Orlando include Arnold Palmer, Christina Aguilera, Ryan Gosling, Paul McCartney, and Tiger Woods, whose house was later purchased by golf pro Bubba Watson.

Mr. Rogers, host of the famous kids’ TV show, wrote “Beautiful Day in the Neighborhood” while a senior at nearby Rollins College. His lakefront home in Winter Park is a popular attraction for boat tour passengers.

There are more than 100 lakes in Orlando—many are the result of massive sinkholes. Rose Lake gained fame as a potential hiding place for bodies in “The Sopranos,” and Lake Eola in downtown Orlando is 80 feet deep—that’s a big sinkhole!

Before amusement parks and restaurants, Orlando was a booming citrus farm center. Dr. Philip Phillips, who perfected the process of canning orange juice, sold his 5,000-acre-holding company to Minute Maid in 1954 for a whopping $50 million—super big money back then. Dr. Phillips is now the name of an affluent area that hosts Restaurant Row, along with one of the 50 coolest places in the world, according to Travel + Leisure: the Dr. Phillips Center for the Performing Arts.

Mobile Applications and PARCS Integrations Best Practices By Todd Tucker

U

BER, LYFT, GROUPON, AND OTHER POPULAR CONVENIENCE applications have created an expectation of a frictionless experience for consumers. Parking consumers are no different. Many of the most popular mobile parking applications help seamlessly connect parkers with spots at their intended destinations. However, the lack of a fully integrated system with scanning capability creates a breakdown for the consumer. For the parking operator or asset owner, frustration can also exist in the absence of proper equipment integration, creating the need for more facility labor, administration, and accounting function to support the mobile sales process.

An open application programming interface, also known as a public API, allows the owner of a network-accessible service to give universal access to consumers of that service, such as developers. Open APIs are commonplace in today’s connected parking ecosystem; yet in many cases, integrations seem to take extended periods of time or can feel impossible. The parking operator or asset owner is now faced with manually processing transactions, which maintains the friction that many operators and parkers are determined to avoid. So if the demand is there

from both consumer and operator, why is the complete integration process challenging?

Fragmentation

In many cases, the lingering challenge of fragmentation in the parking industry is to blame. Varying challenges in connectivity due to location and facility structure or local support by either the equipment vendor or the mobile platform could be an issue. In other scenarios, parties may have an expectation of beyond-reasonable fees to enable the integration,

going well beyond covering development costs. Or it’s simply a matter of prioritization by one or both parties. What is a proper timing expectation for you as an asset owner/operator for integrating with your preferred application(s)? Assuming you have the hardware already in place, scanners and related equipment are ready, and both the application and the parking access and revenue control systems (PARCS) provider are motivated, an integration should take approximately two to three weeks for firms with ready-made APIs. If hardware needs to be procured and added, the time expectation goes up, assuming the budget permits for the capital outlay. If an API doesn’t exist with one or both of the firms, expect major delays. So the key is to know what you’re getting into with your chosen PARCS system and desired mobile platforms ahead of time. Here are some best practices to consider to help get you across the finish line faster: ■■ Before investing in a particular product, ensure that the platform provides for simple, easy, and seamless integrations with your favorite platforms. This means going beyond just reading the sales collateral. Many horror stories tell of promises made that are never delivered upon. Several top companies have embraced the mobile future and have truly simple processes in place to enable the integration with their product designed to integrate out of the box and forever. Find them. ■■ Call references and test equipment independently where possible. Validate the claims by consulting current equipment

owner references, and find some with a similar operational layout as what you’re contemplating. ■■ Ask the PARCS vendor to quantify the number of live site integrations they have with your desired platform, then validate those claims yourself. ■■ Ask the equipment vendor to clearly and succinctly share its integrations process in a step-by-step manner. Many times, it’s unclear what the path to activation is. ■■ Parking consultants can provide great insight into who is successfully fulfilling demand in the marketplace and who is struggling to meet the demands of the mobile economy. ■■ As with anything, prioritization is often a challenge. Today’s higher performing mobile/app parking solution companies will employ full-time personnel to manage the activation process for your parking facility. Ask them to project manage and connect the dots for you if the process is dragging on. All PARCS are not created equal in respect to swift and efficient integrations with the top mobile solutions. Expanded due diligence and accountability measures for your partners will ensure that your end result matches your parkers’ expectations. Happy frictionless parking!

I

ALWAYS HATED VALUE ENGINEERING (VE) . As a young designer, I imagined how the interior glass bridge symbolized our journey through life, its transparency juxtaposed with the adjacent green wall’s filtering of sightlines as you waited in line to pick up your coffee. I’d dream about it only to be told, “Juan, we appreciate your passion for user experience, but we’re building a shoe store. Giving out coffee on a life-bridge is not in the budget.” (OK, I made this example up, but anyone that knows me will tell you it’s somewhat plausible.)

It seemed like VE meetings were where architecture projects went to lose their spirit and become generic. Yes, I realize that this is an immature and idealistic view of architecture, but the point is that … well, I guess I was immature and idealistic. After awhile, I started seeing another side of things. I heard stories of people who would purposely add to projects things they knew would be taken out in the VE process (like weird decoys in preparation for negotiations). Or I would hear about projects where things were over-engineered in a covering-bases mentality, and I mean waaaay over-engineered. This is when I began to see the VE process in a different light. Not only is it absolutely necessary, as a project can’t be built if it doesn’t come in under budget (obvious, yes, I know), but it’s a valuable tool for sustainability.

Greening

It’s up to clients if they want to spend their money on the lifebridge (that idea is still available, by the way). If the beautiful stainless-steel railing specified for the life-bridge is overpriced compared with an equally suitable alternative, well then that’s a needless, one-time waste of money. But if the cooling system is oversized and the type of glass is not adequate for the location, those mistakes will cost the client money year after year. And if you consider that buildings consume nearly half of the energy produced in the U.S. (and are responsible for half of the CO2 emissions), VE has implications that go beyond money. when there is nothing left to take away.” This is especially true in engineering. I now find myself at a different point in my career where I see VE as a crucial tool to optimize the building as a system and ensure we are giving our client the best building she or he can get. Efficiency doesn’t mean getting rid of unique and exciting things in a project; it means eliminating waste. The difficult thing is correctly identifying what is waste! It’s not just cutting cost; it’s identifying value. We must be careful that our clients understand the long-term implications of VE—a high-performance material, for example. VE means looking out for your client’s best interest, which should be our No. 1 priority. One of the best ways we can do that is making sure that our client doesn’t end up with a building that will cost more to run than it should. Right-sizing equipment, commissioning and retro-­commissioning existing systems can save our clients money, reduce emissions, and provide a safe and healthy environment for building occupants. Let’s Change the World’s Perception of Parking By Bill Smith, APR

I

s there anything people complain about as much as parking? They complain they have to pay for it. Or when they can’t find any. Or when they can’t park for as long as they want to. Or when the space they found isn’t convenient enough. I could go on, but my column space is limited.

What is it about parking that makes people have such a sense of entitlement while at the same time feeling anxiety and often anger? I think there are a few things at play. First is the traditional sense that parking has less value than other land uses. It’s a viewpoint that became prevalent at the dawn of the automobile age, and it has never been effectively dispelled in spite of all of the evidence to the contrary.

What about Us?

We parking professionals bear as much—if not more—of the responsibility. We traditionally haven’t done a good enough job of promoting the industry and the many advances that have been

As for the anxiety and anger, these emotions, too, harken back years—even decades—before the art of parking planning fully evolved and well before the advent of parking technology. The fact of the matter is that parking is more ­driver-friendly, convenient, and easy than ever before, but the public just doesn’t know it. Unfortunately, when it comes to public perception, most people are living in the past. So, who’s to blame for these widespread misconceptions? Certainly the media bears its share of the blame. All too often, media coverage of parking issues tends to be sensationalized and overly negative. As the Parking Matters program has worked to make progress,

made. Parking organizations often take a reactive approach to communication, responding to particular complaints and challenges rather than aggressively touting their products and services. Parking organizations should be particularly aggressive when it comes to using public relations to spread the good word about parking. As I’ve pointed out in past columns, PR, particularly publicity, is the best way to reach large numbers of people. Articles in local and national media and industry press can allow organizations to reach thousands of people all at once. A continuous strategic public relations strategy can potentially reach millions of people in the course of a year.

Every organization should have a public relations strategy in place already to promote its brand or market its products or services. Public agencies should be using publicity and social media to explain local parking regulations and their benefits to the community; consultants and other service providers should be using publicity and social media to demonstrate the benefits of their services to the public and establish their expertise to prospective clients; and companies that provide technology and other products to parking owners should also already be using PR to market their products. When municipal officials and their parking consultants publicize their plans and regulations, they help residents, visitors, and employees use parking services appropriately and demonstrate how parking policies support local businesses and improve the quality of life. Likewise, when parking designers and equipment providers promote the benefits of their products and services, they inform the public about how contemporary design approaches or new technologies improve the parking experience. John F. Kennedy famously said that a high tide lifts all boats. When organizations pursue strategic PR programs they don’t just promote their brands or organizations (though they certainly do that). Avoiding Common Estate Planning Mistakes By Mark A. Vergenes

Mistake No. 1: Not Having a Will

Nearly two-thirds of Americans don’t have a will, according to a July survey by Harris Poll for Rocket Lawyer, which queried 2,000 consumers. Famous examples of people who have died without a will include Prince, Sonny Bono, and Jimi Hendrix. Hendrix’s estate remained in court 30 years after his death. The lack of a will has implications beyond control of assets after your death. Estates without wills often incite intra-family battles. Without specific instructions from the deceased, an estate may also be subject to drawn-out court battles as family members and other potential beneficiaries fight for what they perceive to be their fair share. Notably, devoted friends or partners will have no rights for financial support under the law unless you mandate it specifically in a will.

Mistake No. 2: Not Having a Current Will

Having a will is a good start, but you should also review it annually. By regularly updating estate planning documents and beneficiaries, you’ll make appropriate adaptations as your financial and personal situation changes. After Phillip Seymour Hoffman’s unfortunate death in 2014, heirs discovered his outdated will clashed with New York laws governing estates. While his son was named in it, he didn’t update the will to include his daughters. Hoffman left some of his estate to his son and the rest to his partner and mother of his children. But because they were unmarried, she did not benefit from the spousal deduction of an additional $5.34 million. Years of litigation have followed as the family sorts out the multi-million dollar estate.

Mistake No. 3: Not Planning for Taxes

It’s important to create a will and an estate plan. Involve your lawyer and your financial planner to develop a plan that protects your legacy from excessive taxes, needless limitation, or family feuds.

How you structure your inheritance is critical. The structure of the assets has huge implications on the taxation of the inheritance. Poor estate planning could mean that your heirs must sell off assets to pay taxes or that they have very little left in true income after taxes. For example, Joe Robbie’s family was forced to sell their stake in the Miami Dolphins and Joe Robbie Stadium to pay estate taxes. On the other hand, Joan Rivers left a well-organized estate. She used a variety of strategies to shelter her money

and assets and to reduce the tax burden to heirs and beneficiaries. Joan Rivers reportedly revised her will 11 times throughout her life to reflect changes in assets, heirs, and philanthropic wishes. She developed a solid network of trusts to protect her assets and income from excessive taxes after her passing. In addition to having an updated will, it’s important to think about the tax implications of inheritances, the role of trusts, life insurance options, and structuring the ownership of assets such as portfolios, real estate, and business interests. A lawyer and a financial planner can help you consider the tax benefits of fits and transfers. The tax implications of life insurance payouts are very different from the tax issues surrounding property or assets. before. Does she take mass transit? Ride-share? Or does she drive—and park? Whether attending a downtown meeting, connecting with friends for a concert, or making your way to the airport for a flight, we make these decisions many times every week. Driving and parking are still top-of-mind for many, though alternatives such as ride-share are growing in popularity. The challenge for parking operations is to provide information that enables consumers to understand their options and make an effective mode decision based on the specific needs of each journey. This article provides insight into determining a consumer’s information needs during such a decision process and describes some of the common technologies used to provide parking guidance information—key information used in the decision. Every traveler’s journey can be segmented into four simple phases, regardless of whether it’s a common trip or a one-time visit to a new destination. Phase 1: The Pre-Journey

Before setting a foot out the door, the consumer needs to decide which mobility option is best for getting to the destination. But what makes up the best option? Primary factors include reducing cost and maximizing convenience. Most parking operations want to leverage their facilities with an objective to fill spaces and generate revenue. For a parking operation, the pre-journey is the most important phase; this is where the battle is won or lost. If a consumer chooses not to drive, he or she won’t become a parker. The pre-journey decision can be made in an instant when it comes before a simple trip to the grocery store or other routine errand. Or it can take significant research and planning to coordinate complexities such as distance, familiarity, multiple parties, modal transfer, carrying goods, and the like. Understanding who your likely parking customers are and providing them useful and relevant information to assess their options will increase the probability that your facility is the selected option during the parker’s journey. Understanding that customers prioritize their desirable needs differently for various types of journeys will help parking operations better present parking options that interest the consumer. What are the considerations a traveler makes to reduce cost and maximize convenience of a journey? The cost of a trip is the real cost plus the indirect cost. The real cost is how much is paid out-of-pocket for ride-share, gas, train ticket, taxi, tolls, and/or parking.

The indirect cost includes hard-to-define costs such as less convenience, longer time, and stress waiting for others like ride-share to arrive. For example, consider traveling to the airport with two oversized suitcases by subway versus driving. The lower-cost option is subway, but it comes with the high stress and struggle with heavy baggage in cramped, public spaces.

Understanding who your likely parking customers are and providing them useful and relevant information to assess their options will increase the probability that your facility is the selected option during the parker’s journey. Parking operations have the ability to charge different rates to different customers based on their usage. A person parking for a local lunch hangout on a lunch break values time and thus a higher fee for a shorter period of time, while a student going to class probably appreciates economic parking on the top of the garage … unless it is raining. Convenience can also mean offering flexibility. What if a meeting finishes early or a baseball game goes into extra innings? Is the traveler tied to a transit schedule or waiting for a taxi, or paying surge-pricing for a ride-share at peak time? If driving, will traffic be light or gridlocked? Parking operations must understand they are but a stop along the traveler’s route to a final destination. How close is the lot to the place he or she wants to go? How far is the walk? Is there a shuttle? Are there stairs? Is it safe? What will the weather be? Is it central to multiple destinations? Amenities offered by the parking operation—reservation of a prime parking space, a car wash coupon, or shuttle or valet services—can drive more business to the parking operation while increasing the opportunity cost of alternatives. As a further example, if your parking facility supports an office building, how you share information about parking options is different to tenants or non-tenants. You can educate tenants about parking options every day by sharing information on daily parking options, weekend parking options, and local event parking options. With the right information they may not even do an online search if they know they can park in your facility for non-work activities. However, if your facility supports an event district, you probably need to rely on online tools and other means to communicate information to most customers, some of whom may not know you exist and will likely do a search or rely on their destination to provide recommendations for transportation. When you understand who your customers are, you can tailor your parking services to meet their needs and address their considerations, offering amenities to attract the type of clientele you want. The table below provides some examples of communication methods and considerations for three types of common journeys. A parking facility should also consider the mobility services it is competing against when promoting its parking services. Again, cost and convenience come

into play. For example, it is easier for a single person to use ride-share than it is for a family of five. Also, consumers have to consider the ability to quickly request a ride-share during high-demand periods. A parking operation can effectively compete by providing attractive rates that fit a consumer’s parking times and explaining the conveniences available (preferred parking space, covered parking, valet, etc.) to reduce potential anxiety and ease their journey. Understanding the needs of the consumer will help you tailor parking options to best fit these needs and communicate them to the customer in a way he or she can understand and compare to ride-share options.

Phase 2: The Travel Phase

During the travel phase, the consumer has selected a mobility option but continues to evaluate next steps while in motion. Sometimes a consumer will pay for parking during the pre-journey phase and know where they are going. Other times, consumers will have a general idea of where they will park and start the journey with the plan to select parking as they get closer. With the growing use of mobile devices and connected vehicles, consumers are able to receive updates on traffic and space availability and even purchase parking from their car or phone. Customers who have already purchased parking are likely to need updates on traffic as well as stepby-step directions to their parking. This is the level of service many consumers are beginning to expect via their phones. Consumers who have not purchased parking look for options as they approach their destination. Just as in the pre-journey phase, the consumer will be researching their options to purchase parking.

Is your facility providing space availability information in real time, can a customer purchase parking while enroute to your facility, and do you have a method to allow a consumer who purchased parking enroute to enter the facility? As parking facilities sell their parking services, they should include the ability to share information on apps. It is also important to have a method to allow consumers to enter the facility if they reserve parking enroute.

Internal signage directs consumers to the correct area of a parking facility or to an open space. The signage can be fixed or digital, providing information about open spaces in aisles.

Phase 3: Arriving

Phase 3 involves arriving at the parking lot (assuming that the traveler decided to drive/park or is taking a ride-share to a drop-off lot). Remember that for the consumer, arriving at the parking lot does not finish the journey. To the parker, the parking lot is a modal transition or a waypoint in the journey to the final destination. Many customers desire and expect additional information to complete their trip. Useful information to navigate the last mile will likely come from the facility. The facility should consider the information needs of customers who have prepaid (direct them to their specific parking area and offer step-by-step directions to their destination) and those who are still considering where to park (pricing, location, conveniences). Typically, this information is best shared with signage. There are two areas to consider placing signage: roadway and entry, and internally. Roadway and entry signage is used to provide specific instructions or space-availability information for arriving vehicles. Directing consumers to open spaces or other parking facilities is important for those desiring to purchase parking. Providing instructions to consumers with prepaid permits is just as important.

Internal signage is also important to help consumers get from the parking facility to the final destination quickly and easily. Providing directions and clear instructions to the various destinations from the parking facility delivers on the service consumers expect and improves the likelihood that consumers will drive versus use a rideshare or mass transit the next time. If you want consumers to return for a future visit, make sure they do not get lost on their way to their final destination.

Technological advances have improved wayfinding, helping drivers find spaces and then find their way to their ultimate destinations.

Phase 4: Final Destination

Phase 4 is arrival at the final destination. Go back to the beginning: Consciously or not, Sally conducts a mental review of her completed journey and the overall experience. Would she choose the same journey next time, or choose something different? Is there opportunity to reduce cost or increase convenience the next time? Will there be a next time for this trip? Did she learn something new that she can apply to future journeys?

An informed decision comes from having relevant information, or data, on which to base the decision. Occupancy data must be timely for consumers, and generally the closer to the destination the more accurate and timely the data must be. For example, signage in a garage must have timely data, while signs on a highway/roadway only need to approximate. Presentation of data is important. A parking operation with confidence in the data will present stall/ level counts, while a parking operation with lower confidence may present approximations using ranges or red/yellow/green status. Finally, occupancy data must be transportable. It needs to be easily shared with signage and apps and other systems. Any data that communicates with a parker, either directly or indirectly, has an opportunity to influence the journey. The IPI Data-Ex standard (parking.org/ipi-dataex) helps make parking data more interchangeable and widely distributed

Occupancy Detection Technology

Occupancy counts generally fall into two approaches: ■■ Area counts. Vehicles are counted as they enter or

exit/depart a specific area. The area can be a lot, garage, level, aisle, or any region containing multiple spaces. The number of vehicles at any given time in the area is the difference between the entry count and exit count. ■■ Space counts. Vehicles are counted in individual spaces. The occupancy in this case is the sum of all spaces with vehicles present. As a general rule, the cost-per-space of implementing a count system increases as the area counted gets smaller.

In many cases a parking operation may use a mixture of area counts and space counts to get a sufficiently detailed picture of parking occupancy. Some parking areas are more critical or more valuable than others and require a higher degree of accuracy, especially when data is shared with consumers in real-time. The table below summarizes today’s common technology. Loops are the granddaddy of counting technologies and probably don’t need much explanation. Loops (and similar magnetic-flux technologies) detect vehicles using induction, which generates an electrical signal as metal passes nearby. They are relatively inexpensive but can easily be tricked by a

shopping cart or other hunk of metal, and calibration is required from time-to-time. To help with directionality, multiple loops can be used, and drive lanes are sometimes implemented to keep cars aligned over the loops. Loop counters mostly require cutting into the ground, though their cousins, tube-counters and ­pressure-sensors, are often surface-mounted. These are all area-based count technologies.

The underlying technology often uses ultrasound or infrared lasers to measure the distance to the object below the sensor. Obviously for such technology to work, there needs to be a ceiling to affix the sensor, so this technology is best in garages; additional trussing is needed for open-air mounting as on a surface lot or garage rooftop. Cost-per-space varies depending on whether the solution is implemented for area counts or space counts. For area-counts, just like loops, accuracy is improved when vehicles are aligned into predictable drive lanes; for space-counts each space is monitored actively while ignoring cars in transit through the facility. Ground sensors are the opposite of overhead sensors; these are mounted on-ground or recessed inground. A variety of detection technologies can be employed, including mag flux (loops on a chip), ultrasonic, and infrared, and many times a single sensor includes multiple detection technologies to reduce errors. They are generally considered to be accurate but also expensive to install and maintain. Most commonly, the sensors have long-life batteries and use wireless communications to transmit occupancy data every few minutes. Each individual space is monitored, though some systems are capable of using statistics to interpolate occupancy where not every space contains a sensor. As a ground-based device, consideration should be given to the possible impact of equipment for cleaning or snow removal.

Video analytics is a relative newcomer to vehicle counts, and there are a variety of solutions. Each uses a form of artificial intelligence and pattern matching to classify an object as a vehicle. Area-based counts use video streaming technology to count vehicles in a lane and determine direction, while space-based counting

Technology can be limited by obstructions such as trees, sufficient lighting, and choice of mounting location. As high-end camera technology becomes cheaper to collect, the cost-per-space drops dramatically. In some cases the camera may also be able to read license plates. What’s the cheapest way to count? Not to count at all! Instead of counting vehicles, you count something that represents the vehicles, such as payments or transactions. Gathering pay-by-space or pay-by-plate data from a meter in real-time is also an approximate indicator of occupancy. Perhaps the vehicle will leave early or stay later (or perhaps not pay at all), but in

Consumers have many options to transport themselves to their destinations on a journey. Driving and parking is a relevant option for many of these journeys. To better show the parking options to consumers, parking facilities need to consider who their customers are and how to best position parking services to them.

HERE ARE SEVERAL DIFFERENT TECHNOLOGY SYSTEMS that can be used to manage all types of parking infrastructures, and many have the capacity to share common data to help

make the parking experience ideal. When implementing new technology, integration and compatibility between systems ais key to achieving a smooth, systematic handling of parking needs. One of the most important features a central parking management system (CPMS) can have is the flexibility and adaptability to integrate with an infrastructure’s existing systems and new systems with ease to allow an amazing ecosystem of parking systems to coexist. Two main drivers within these features are portability and automation to be able to increase productivity as well as availability in a fast-paced and changing industry. These are key for infrastructural success.

Systems integration

Almost all CPMS are dependent on data, and much of the information they store is used for more than one purpose. A system might handle account creation, enforcement, permitting, communications, and other pieces of information. By integrating various systems, it is possible to minimize data entry and maximize data accuracy. Integration ensures data are entered, stored, and maintained in only one centralized place. Thus, a data file containing a list of students and staff can be entered into a CPMS and maintained by key personnel responsible for redistributing and sharing that data between other applications. The same principle can be applied to any data file coming from an integrated system.

SCENARIO: The ABC University Parking Office normally

gets its user data from software named Baron. This application is used across the university and managed by the university’s IT team. It creates and manages student accounts and exports student data to other departments for their needs. Baron exports these files as comma-delimited text files; someone on the parking staff then needs to manually input updated student information into the parking software. It normally takes 24 to 48 hours to make sure these data are processed and handled correctly.

SOLUTION: The ABC University Parking Office recently

invested in a central parking management system that integrates with Baron. Now, the parking office can have the CPMS pick up the text file from Baron and automatically process all the updated student information within one hour.

There are several advantages to system integration, including avoiding the duplication of data. It can significantly reduce operational costs by removing the effort required to enter data several times into several systems. It also reduces the risk that contradictory or obsolete data are stored by various integrated systems. For the user, the differences between various integrated systems is almost invisible. Some parking systems can be integrated to the point where, as far as the user is concerned, there is only one system. This can greatly reduce training costs and increase productivity. Keep in mind, however, that while system integration and the distribution of data by various parking systems are great for infrastructure growth and productivity, the integration needs to be carefully organized and properly documented so any updates and changes to one system do not have unintended consequences for another. In addition to being mindful of proper organization, hardware or systemic changes to an integrated system also tend to be more involved than with standalone systems and require tech-savvy personnel to accomplish. Integrated systems are also vulnerable to widespread failure if problems occur in any of the participating integrated systems, which is another problem that does not occur in stand-alone systems. Nonetheless, in many cases, the advantages of having system integration greatly outweighs the costs and these inconveniences.

Automation

Automation is relatively new to the parking industry but is remarkable when integrated properly; it can increase productivity markedly depending on the infrastructure of the parking environment. Automation is simply defined as the technology by which a process or procedure is executed without any human interaction or assistance. When system integration exists, automating tasks such as data entry, permitting based on criteria, citing based on criteria, and sending out communications based on criteria are all possible by just creating a system procedure to handle such tasks. When it comes to automation, making sure that an audit system is set in place is key in achieving accuracy in data processing and helpful in identifying errors and systematic issues.

System Compatibility

System compatibility and integration are closely related. To share data between systems and for users to have access to seamless systems with common appearances, the integrated systems must be compatible with the hardware, operating systems (OS), and software such as web browsers. One way to guarantee compatibility is to use hardware with common OS and capabilities, often by purchasing all necessary hardware from one vendor and at the same time. An example would be buying license plate recognition (LPR) cameras from the CPMS vendor and integrating them to be recognized by the software. Although this approach can lock you into a long-term relationship with a set of vendors, it maximizes the compatibility of a fully operational central parking management system with relevant and related hardware. Another advantage of using compatible systems throughout a parking infrastructure is the potential to significantly reduce maintenance and upgrade costs. Where parking systems are compatible and integrated,

currently uses Apple computers to accomplish daily parking tasks and have access to the parking software. It recently purchased some occupancy signs that count vehicles in the lots and garages. This new counter software is not compatible with Apple computers and will only function on Windows machines.

American Heritage School Installs INDECT’s Intelligent Barrier Control System THE AMERICAN HERITAGE SCHOOL, Florida’s prestigious private PK3–12 educational institution, recently installed INDECT’s barrier and event control system at its Plantation campus. In keeping with its reputation for excellence and its commitment to providing the best facilities for its students and staff, the American Heritage School has become the first non-university to install parking guidance software. “The great thing about this project is that it demonstrates the flexibility of the INDECT software,” says Dale Fowler, president of INDECT USA. “The school had specific parking and traffic control issues they wanted addressed, and we were able to tailor a simple, functional solution that didn’t break the bank,” Fowler says. Morning drop-off is an extremely busy and hectic time for parents, teachers, and students alike. Buses, cars, pedestrians, bikes … even on a good day, traffic can be backed up for

blocks. To solve this problem the American Heritage School has installed a combination of INDECT’s parking guidance sensors and signs with additional tailored software. INDECT’s special barrier and event software has been integrated with the existing security system to control boom gates located at the school’s onsite parking garage. The boom gates automatically open and close depending on pre-determined volume levels and can also be manually operated when required. This allows the buses to circle around the drop-off area and then quickly move through into the parking garage, clearing the way for parents. The INDECT software has also been linked to the school’s fire alarm system to manage traffic flow during an emergency. Since the installation, traffic flow has greatly improved, pleasing not only the staff and parents but also the daily commuters who need to pass by the school on their way to work.

Los Angeles Tops INRIX Global Congestion Ranking INRIX, Inc., a transportation analytics and connected car services company, published its all-new Global Traffic Scorecard. Based on a new methodology, INRIX analyzed 1,064 cities—240 in the U.S.—across 38 countries, making it the largest-ever study of traffic congestion. Based on the findings, the U.S. ranked as the first most congested developed country in the world, with drivers spending an average of 42 hours a year in traffic during peak hours. For the first time, the INRIX Traffic Scorecard also included the direct and indirect costs of congestion to all U.S. drivers, which amounted to nearly $300 billion in 2016, an average of $1,400 per driver. U.S. cities dominated the top 10 most congested cities globally, with Los Angeles (first), New York (third), San Francisco (fourth), Atlanta (eighth), and Miami (10th) each dealing with an economic drain on the city upwards of $2.5 billion caused by traffic congestion. Los Angeles commuters spent an average of 104 hours last year in traffic jams during peak congestion hours—more than any other city in the world. This contributed to congestion costing drivers in Los

Angeles $2,408 each and the city as a whole $9.6 billion from direct and indirect costs. Direct costs relate to the value of fuel and time wasted, and indirect

costs refer to freight and business fees from company vehicles idling in traffic, which are passed on to households through higher prices. Interestingly, both New York and San Francisco, the second- and third-ranked cities in North America (89 and 83 peak hours spent in congestion respectively), have a similar average congestion rate (13 percent) as Los Angeles, but show strikingly different traffic patterns during various parts of the day. For example, New York City has the highest daytime congestion on arterials and city streets, while San Francisco holds the top spot at peak times. Phoenix and Detroit tie for the lowest cost of congestion among the top 25

U.S. cities, at $1,062 per driver, and rank among the bottom in all three categories of costs: commuting, business, and leisure/other. Despite the high costs of congestion in New York and other cities, American drivers, in general, have it easier than their German counterparts. At $1,938, congestion costs the average German driver 38 percent more than an American, after adjusting for exchange rates and the cost of living. “A stable U.S. economy, continued urbanization of major cities, and factors such as employment growth and low gas prices have all contributed to increased traffic in 2016. Congestion also costs our country hundreds of billions of dollars, threatens future economic growth, and lowers our quality of life. Traffic truly is a double-edged sword,” says Bob Pishue, senior economist at INRIX. “The demand for driving is expected to continue to rise, while the supply of roadway will remain flat. Using big data and technology to improve operations of existing roadways offers a more immediate impact on traffic flows and mobility while transportation officials explore strategic capital investments.”

Parking Just Became Easier at Hawaii’s Ward Village AEO AT WARD VILLAGE condominium complex debuted a new smart-tech

parking facility that will include two levels dedicated to the new Whole Foods Market, scheduled to open this summer. The Aeo tower is one of Howard Hughes Corp.’s four mixed-use residential towers in Ward Village, which also includes Waiea, Anaha, and Ke Kilohana. The developer said the multi-level parking structure will use the state’s first M4 camera-based system by Park Assist,

which is designed to optimize parking guidance, reduce wait time, and improve overall traffic flow. Levels four through six have opened to the public, totaling 384 stalls. The remainder of the parking structure is expected to open later this year, adding a total of 720 parking stalls to the Ward Village community. Once completed, the 72,000-squarefoot Whole Foods inside the Aeo tower will be the company’s fourth in Hawaii.

Asheville Launches New Citation Management System Powered by Passport PASSPORT, a parking enforcement software company, has launched its citation management platform for the city of Asheville, N.C. The city, which expects to issue up to 20,000 citations this year, is upgrading its system to run congruent with its mobile pay platform, provided through PassportParking® since 2012. The new system will streamline the city’s citation management process, providing more accuracy and convenience, and integrating the mobile pay and citation management systems together on the same platform. With Passport’s citation management platform, city enforcement officers can efficiently issue citations using wireless handheld devices and Bluetooth printers. Enforcement officers can also monitor parking, conduct digital chalking, and upload pictures of violations in real time. The real-time data transfer functionality allows parking administrators to access citation information immediately upon ticket issuance through Passport’s back-­office platform. The new system also has a built-in scofflaw violation tool to provide officers with immediate repeat offender information. “It made sense for us to combine Passport’s mobile pay system with its citation

management technology to equip our onstreet enforcement officers and our parking administrators with better tools and more accurate data,” says Harry Brown, parking services manager for the city of Asheville. “Our goal is to improve how we make data-driven decisions, and that begins with using state-of-the-art technology for a seamless account of what’s happening in our city.” “We’re excited to integrate our citation management platform with our mobile pay solution for the city of Asheville,” says Kelsey Owens, sales executive at Passport. “The innovative technology with our two platforms will ensure enforcement officers are supported with real-time information to successfully do their jobs. This is an incredible opportunity to showcase the difference in how our combined services will work to deliver a clear analysis of parking habits and trends in the city.” With the platform, the city has the ability to track enforcement officers in real time, pull ticket density reports, and analyze parking patterns to continuously improve parking in the city. The city of Hickory and town of Davidson both have Passport’s citation management platforms.

WPS shortlisted for Intelligent Parking Award CHESHIRE WEST AND CHESTER COUNCIL’S new concessionary parking system, designed and installed by WPS, one of the U.K.’s leading parking systems providers, has been nominated for the Intelligent Parking Award at the British Parking Awards. The Intelligent Parking Award recognizes smarter approaches to the planning and management of parking. Nominated projects demonstrate “joined-up” or lateral thinking that deliver solutions to parking problems or needs. Cheshire West and Chester Council wanted to find a way of accommodating visitors to a pay-on-foot car park in the city that serves both the general public and patients/visitors of five different medical practices. The challenge was to ensure that customer service was optimized by clearly informing visitors whether they qualified for a concession and that they then correctly benefited from the available concession. The solution now in place is a bespoke management system centered around a custom-built ticket entry terminal, designed exclusively for Cheshire West and Chester Council by WPS. A single, twin-moded terminal is installed in each entry lane, enabling visitors to choose between surgery parking and public parking. If a surgery ticket is chosen the system automatically analyzes the current parking status and either provides the visitor with a “concession parking available” ticket (to be validated in the surgeries/clinic prior to exit) or informs the visitor

that concessions have currently reached the available limits and requires the person to take a standard public ticket. Simon Jarvis, managing director of WPS in the U.K., says as the WPS, ParkAdvance™ system is fully IP based, validation is very straightforward. “Each surgery is provided with their own internet validation webpage which requires no special software other than a standard web browser.” Ken Prior of Cheshire West and Chester Council says they are very pleased the project has been recognized for successfully delivering a solution to a complex parking challenge. “Since the system was installed, it has met with overwhelming approval from all parties. It provides the highest level of customer service and visitor convenience while giving the very best security levels,” Prior says.

ParkCloud Expands into Canada as It Continues Global Growth GLOBAL ONLINE PARKING RESERVATION PROVIDER ParkCloud has broken into a new market, announcing Canada as the 42nd country available to customers booking through its extensive global network. ParkCloud is now able to offer its online parking reservation services to customers traveling from Canada’s largest and busiest airport—Toronto Pearson International Airport. Passengers parking at the airport’s self-park covered garages at both terminal 1 and 3 will now be able to reserve their parking space before they travel, with 24-hour access and electric vehicle charging capabilities available. Additionally, customers choosing the value-park garage will benefit from ParkCloud’s pre-bookable service, which boasts fast, free terminal-link train transfers to terminal 1 and 3 and is a favored option for travelers parking for an extended period.

ParkCloud’s partnership to offer its parking reservation services to the airport’s 44 million annual passengers has been agreed via U.S airport parking company, Park ’N Fly.
