How Phuket plans to convert all taxis to meters

Tempting fares and the ability to pick up passengers anywhere will, it is hoped, result in most of Phuket black- and green-plate taxis coverting to meters.

he Phuket Land Transportation Office (PLTO) has released graphics showing what Phuket’s meter taxis will look like, in an effort to get full approval from the ruling National Council for Peace and Order (NCPO) for its plans to convince the island’s green-

passengers outside the airport gates. The proposed rates – on the meter – would see them charge roughly the following amounts: Airport to Phuket Town B400, to Chalong B470, Patong B500, Karon B600, Cherng Talay B300, Panwa B520, Rawai B620. Jaturong Kaewkasi, Chief Adviser to the PLTO said he would like to see meter taxis operating from inside the airport, paying the airport a fee each time for the privilege. This

Those who convert to meter taxis will eventually have to repaint their cabs yellow and red but initially the stripes will identify a meter cab. “They will then have a year to repaint the car yellow and red. “The Army is now focusing on taxis in Phuket. I hope our plan will be successful.” Vice-Governor Jamroen Tippatayapongtada told The Phuket News, “The plan is to convert the island’s 1,400

green plate taxis into meter taxis. Then the old system whereby a driver could only take passengers to the airport but not take anyone on the return journey will be no more.” Speaking about the meter taxis, V/G Jamroen said that although the prices will be

cheaper than the green plate taxis, those who opt to drive meter taxis will have the chance to pick up more passengers. “For example, in the past, if taxis drove from the airport to Patong, they would charge about B800, but when it comes to meter taxis, drivers will earn almost B700 – and they

can also pick fares up from the airport to take back to Patong, so they will earn double.” Green-plate taxis, however, will be attached to a specific place – such as the airport or a hotel, and will not be able to roam at will, picking up fares. “What would you choose to do if you were them?”

B2bn plan to buy taxis VICE-GOVERNOR JAMroen Tippayapongtada is to ask the National Council for Peace and Order to persuade banks to extend a credit line of up to B2 billion to allow would-be cab drivers to buy meter taxis on easy terms, with the loans guaranteed by the government. “I have already presented the plan to Governor Maitri Inthusut who will talk with the Royal Thai Army Region 4 who in turn will pass it on to the NCPO.” “If the government agrees about the policy, it will contact banks. The drivers will be able to pay by installments over nine years. After that they can change the car. The scheme, if approved, will get around the current

problem of illegal “black-plate” taxis not being able to convert to green or yellow plates. Drivers buy a car with money borrowed from a bank, stating that it is for private use. Banks are then reluctant to back an application for the car to become a legal taxi without shortening the repayment period (because of the much higher mileage). The drivers cannot afford the higher payments, and so are effectively forced to remain illegal. V/Gov Jamroen’s plan would get around this by allowing drivers to buy taxis on long-term loans at easy rates. “In a year, the drivers will pay about B100,000, perhaps a bit more. That’s less than B10,000 a month.”

‘Farang’ burglar caught on cam

A BUSY BURGLAR OPERating in the Bang Jo area of Cherng Talay was caught on CCTV breaking into yet another house on July 24. From the footage it appears he is a Westerner – the first known case of a non-Thai burgling homes in Phuket. The former owner of Diamond Condominiums, Mr Jo D’Hondt, told The Phuket News that for technical reasons he was not able to watch the footage until Wednesday night (July 30). When he did, he could see the man climbing over the wall into a neighbour’s property, which was unoccupied at the time. In his small soi there are four houses, he said. Only his is occupied; the other three are for sale. There has been a spate of burglaries in the area, suspected to have been the work of the same person. Mr D’Hondt’s house alone has been burgled our times in five years, while the neighbour’s house has been broken into four times in two years. He said that the thief had stolen more than 8,000 Euros in cash, expensive watches and many other valuables from his home. Many of the homes in Bang Jo are usually unoccupied, making them a prime target for break-ins. “I want him hunted and caught and thrown into jail!” Mr D’Hondt told The Phuket News. he Public Sector Anti-Corruption Commission (PACC) is close to finalising its case against three police officers from Chalong on corruption charges. The cases against the three officers, accused of running an extortion racket against foreign dive instructors and other foreign employees of dive companies at Chalong Pier face one more procedure before being handed over to the public prosecutor. Pol Lt Col Wannop Somchintanakul, Head of the Section 4 of the PACC, told The Phuket News on July 25 that the cases will be passed to the PACC Committee, which will review them, and if it feels they will stand up in court, will hand them to the prosecutor, most likely by next month. “If the committee, after it reviews the cases, concludes that there is solid evidence of wrongdoing, it will pass the cases to the prosecutor. “We expect them to be charged with corruption. They have the right to put their side of the case to the judge,” Col Wannop added.

Corruption busters investigate 77 cases THE CHIEF OF THE NATIonal Anti-Corruption Commission (NACC) Phuket office revealed on July 24 that the office is investigating no fewer than 77 cases of corruption involving government officials on the island and in Bangkok. Officials in four government departments are involved in just three cases relating to the issue of illegitimate papers for land in Sirinat Marine National Park. The NACC chief, Tawichat Nillakan, told The Phuket News that 20 per cent of the cases are about land. Seventy per cent involve misuse of public funds and corruption in hiring and promoting staff at tambon administration organisations (OrBorTor). The remaining 10 per cent are related to embezzlement of funds in the Education and Finance Departments in Phuket. “The first of the three cases relating to Sirinart Park land involves 10-15 government officials from the Office of the Permanent Secretary for Interior, the Land Department and the Department of National Parks, Wildlife and Plant Conservation (DNP). It also involves local officials [village heads and kamnan]. “The second case is being checked by the NACC using aerial photographs. The DNP reported it to the police in 2011. However, this case involved someone issuing illegal land papers in 1987 so [the crime] has exceeded the statute of limitations. “[However] the NACC can still proceed with disciplinary action and withdraw the land paper.” “The investigation team are arriving soon to continue the case.” thephuketnews

each clubs, bars and restaurants along the east side of the walkway along Surin Beach will soon receive orders: Knock it all down. There is some doubt about whether structures originally built on public land for tsunami victims will be preserved, but it seems probable they will also be demolished, including what remains of world-renowned Catch Beach Club and its rivals, Diamond Beach Club and Zazada. The owners of the 16 illegal buildings along the beach have been served with orders to stop using them and to make no alterations to them, said Wachira Sakunchit, OrBorTor Cherng Talay Administrative Assistant. In 30 days they will receive orders to demolish, with a deadline of 30 days after that – around September 25. He said the fate of the other 36 buildings – 20 of which

Monday (July 28), “Following the relevant laws, we have posted demolition orders on the buildings.” He added that the posttsunami buildings had been so heavily transformed that the original structures were invisible to recognise, “so all the buildings are going”. “Anything that was added on to the original buildings

must be destroyed, including structures that look changed or damaged. Phuket Vice-Governor Jamroen Thippayapongtada, who has been at the forefront of the charge to clean illegal structures off Phuket beaches, confirmed that all the illegal buildings would have to go and probably the post-tsunami buildings too.

“Buildings that were built without permission must be demolished, and buildings belonging to the OrBorTor or OrBorJor will be considered [to see what should be done next].” He explained that the authorities will check whether those who were originally given occupation rights still have possession of the buildings, and whether they are still poor

enough to merit allowing them to continue in their possession. Officials will also check how the buildings are transformed and by whom, and what legal steps must be taken before they can be demolished. “We must check all these small details and do things according to the law. If the occupiers of the buildings are not the same people we originally helped, then the building must be demolished. “I never saw the original buildings but I have heard that they were simple structures for people to use to sell goods. Now, they have all been completely transformed. “I don’t see any buildings that still have the original structure. “The people who were poor in the past are not poor any more. They make millions of baht a year. ” He added that he felt sorry for those who would lose their businesses but the authorities must do everything right, and Thai society must change.

Forestry boss views hotel ‘in state forest’

he Director-General of the Royal Forestry Department (RFD) Theerapat Prayouthsithi, visited three controversial areas of Phuket on Saturday (July 26) – a forest in Thalang District that has almost disappeared, the contentious land above Freedom Beach, and a hotel in Kamala that appears to be built in state forest. In Kamala he was shown the hotel which, officials said, was built on 10 rai of forest land. Investigators had discovered that the hotel’s owner has nine title deeds, but there appeared to be no underlying papers, leading investigators to believe the papers are fake. They are now examining aerial photos to see whether the land was ever farmed. At Freedom Beach he was shown a large tract of land that is claimed by an individual but which the RFD considers to be state forest. The land was investigated by the Public Sector Anti-Corruption Commission, which urged the Land Department to cancel the ownership papers. In May 2012 the Land Department indicated its willingness to rescind the land papers but this has apparently not happened so far.

RFD Director-General Theerapat Prayouthsithi surveys the scenery with the aid of Google Maps. In Thalang Mr Teerapat visited Bang Kanoon Forest, which officially covers 5,000 rai, but has shrunk to just 500 rai thanks to individuals who have turned the forest into plantations and built whole communities inside its borders. The RFD, Mr Teerapat said, will set up investigation teams in each province of Thailand to solve problems. The teams will also reopen past cases and go over them in detail. He said, however, that it was important for officials to understand that many of the encroachers are poor people, so all departments must be sympathetic in their approach to clearing people from forests. The provincial government, too, must work closely with residents, he added, saying that he hoped to see results in three to six months.

“Hopefully we will have the correct documents within two months. If we find out that government officials are involved in any of these cases they will be subject to investigation.” Despite the sympathy for poor people, he announced that he was acting on orders from the National Council for Peace and Order to take a stricter line on encroachment. An impressive line-up of officials accompanied him on his visit: Phuket Governor Maitri Inthusut, Col Kritsada Ratanasupa of the Army’s Internal Security Operation Command in Phuket, Sirinart Marine National Park Chief Kitipat Tharapiban, Charnchaoi Pongpasson of the Anti-Money Laundering Office, and the head of the RFD’s Crime Suppression Unit, Cheewapap Cheewatham.

Loan shark enforcers arrested POLICE IN PHUKET TOWN on July 26 arrested five enforcers for a loan sharking ring, after reports that the ring had been charging interest of 20 per cent a month and intimidating people who did not pay on time. The five are Sakrin Salea, 34, from Trang, Surin Siboo, 20, from Songkhla, and three men from Pattani: Abdulor Jealea, 29, Kanawut Leadee 20, and Mohamad Soming, 23. Police seized five mobile phones, a printer, three bank books, ATM and ID cards, and B14,000 in cash. he White Box restaurant received a visit on Tuesday (July 29) from the beach-cleaning committee, led by Patong Mayor Charlermluk Kebsap and Vice-Governor Jamroen Tippayapongthada, accompanied as usual by men in camouflage uniforms. Citing height restrictions and the positioning of the outdoor deck, they presented the manager with an order giving him seven days to reconstruct the building so that it complies with the rules. V/Gov Jamroen told Phuket News TV, “Some areas [of the building] are right, some areas are wrong. They must be restructured to make it all right.” Dr Roberto Ugolini, owner of the Watermark Group, which recently took possession of the White Box, was not amused. “I have all the papers to show that I have done everything according to the law.” He said that he would take

I didn’t close this area. Anyone can go and sit out there [not just White Box customers]. For a long time there has been a sticker saying this is public land. Now they have told me to destroy

it. It’s public area. How can I destroy it?” Asked about the allegation that the building exceeds the height restriction of six metres, he said, “That’s not true. The third floor is a temporary structure made of plastic fabric. I can take it down in three hours. “The two floors are actually

less than six metres.” Dr Ugolini bought the White Box business just 60 days ago. “I have renovated it but I have not changed the structure. “We will take this case to court.” Asked if he would be making any of the alterations demanded, he said, “Zero. I

have all the approvals from [former] Mayor Pian [Keesin].” V/Gov Jamroen also zeroed in on the southern end of Patong in his continuing Army-backed drive to clean up Phuket’s beaches. Accompanied by Mayor Chalermuk Kebsap and a gaggle of officials and military

men, he visited Paradise Beach and then Tritrang Beach to check for encroachment onto the beaches or public land. On Paradise Beach there was little to criticise; the last remaining concrete from an illegal restaurant will be demolished within seven days, he was told. He also ordered the owner of a line of beach loungers to get them off the sand. The owner complied. On Tritrang Beach, however, he spotted more serious infringements, with restaurants built out into the sand or over rocks at the water’s edge. Patong officials have already issued orders for them to be demolished. V/Gov Jamroen said he will visit again today (August 1) and added that he hoped the encroachers will demolish all illegal structures by then. Taxis back at work around Surin Beach THE TAXIS ARE BACK again, working around Surin Beach while waiting for the authorities to decide on how the island’s taxi services should be reorganised. Ma-Ann Samran, Chief Executive of Cherng Talay OrBorTor told The Phuket News on July 25 that some taxis in the area are operating again, but as long as they are not waiting in queues or building new exclusive stands “it’s not a problem because we are still waiting for the authorities to finalise what they want to do with taxi call centers.” Soon after militarybacked authorities demolished illegal taxi stands on public property in various parts of Phuket, it was proposed that taxis – in Cherng Talay at least – should be controlled by call centres, with drivers waiting at home to be called in. “As a local authority, we will follow the law and the order from the province,” Mr Ma-ann said. “The organisations who are responsible are the PLTO and the police.”

en restaurants on Sai Kaew Beach, at the north end of Mai Khao Beach, which their owners claim have been there for over 40 years, were demolished on July 24 by Sirinat Marine National Park officers and other officials, assisted by 150 army troops.

The 10 restaurants occupied about 15 rai of land belonging to the Treasury Department, along the edge of the Sai Kaew Beach. Jirasak Chookwamdee, head of Protected Areas Regional Office 5, said, “There are a total of four beaches in Sirinat Park that have been encroached on – Sai Kaew, Mai Khao, Nai Yang and Nai Thon. Sai Kaew is the last one

to be cleared up. “We are going to plant sea pines [casuarinas] and trees that can live with sea water, to make the beach look the way before [the restaurants were there]. “We are going to do this on August 10 to honour HM Queen Sirikit, who graciously gave her name to the national park.” [August 12 is Mother’s Day, Her Majesty’s birthday].

Sai Kaew Beach is an important beach in Phuket and is located in Sirinat National Park, which is connected to Mai Khao Beach. 15 rai of the land was encroached by ten people. In 2007, the Treasury Department reported the encroachers and finally received the court’s authority to demolish the illegal premises and take back the land.

Central underpass ‘ready by December’

The main structure is complete. Now it needs to be fitted out and roads must be repaired.

LIKE THE UNDERPASS at Tesco on the bypass rd (news report last week), the underpass at Central Festival is likely to be finished a couple of months late. Construction began in October 2012 and was due to end in October this year. Somkiet Yimpong, Engineering Manager of the Department of Highways in Phuket, who is overseeing the project, told The Phuket News, “The construction is going well. It’s about about 80 per cent complete.” The finish date will now be late November or early December, he said.

He explained that the project had been delayed partly by a problem of underground water supply pipes that had to be moved, but also by the recent heavy rain. From the Central Festival bridge the project looks almost ready but Mr Somkiet explained, “Power has to be installed, along with warning lights, fire extinguishing equipment and CCTV cameras.” The contract continues into the new year because, even when the underpass is complete, the contractors must still repair all the damage to the roads around the project.

THE PHUKET YACHT CENtre (PYC) was officially opened on July 24 by Governor Maitri Inthusut and Paiboon Upatising, president of the Provincial Administration Organisation (OrBorJor), which owns Chalong Pier, home to the new centre. Others present included representatives of the Harbour Department, the Customs Department, Immigration, Phuket Disease Control Office, the Royal Thai Navy Third Fleet and a number of the island’s honorary consuls. Mr Paiboon said, “The OrBorJor opened Chalong Pier back in 2002. The Harbour Department and the Ministry of Transportation helped fund the PYC building. Yacht skippers can register online, he said, adding, “The PYC is here to serve all yachts. It will also act as a system to prevent any illegal yachts from entering Thai waters.” Gov Maitri said, “We want to put the One Stop Service at the hub of Thailand’s tourist attractions, making it the most popular yacht centre and boosting international tourism.” A PYC official told The Phuket News, “The PYC is responsible for collecting all the details of yachts that arrive into Phuket. This is mainly because so many yachts used to come into Phuket illegally, because of the old manual system. “This will not be possible now that the new computerised system has been put into place. “We also cooperate with the Marine Police and the Navy. This new security system will be able to check any yacht that comes into the Phuket area. ‘Happy’ policeman kills himself

A police officer tried to kill himself by jumping out of a third floor window in police accommodation in Talad Yai, Phuket Town at about 3am on Tuesday July 29. At about 7am, his fellow officers heard a shot. This time Lt Rapiwat had succeeded, shooting himself in the head with his .38 pistol. Ancient artillery shell dug up

Workers digging for the foundations of a new dormitory building in Phuket Town made an alarming discovery on Friday (July 25). They found they had dug up a large lump of metal that looked like an old artillery shell. Luckily, it did not explode. Crime suppression officers from the Department of Natural Resources and Environment, seized just over

seven cubic metres of allegedly illegal timber from the Underwood factory on the bypass road and another 4.4 cu m from Ayutthaya Antique, also on the bypass road, last Friday (July 25). The Sri Soonthorn Municipality rescue team were called to a home in Baan Naiklam, Thalang on July 24 after the owner found a two-metre python in her chicken and duck enclosure. Wanna Binabdullah, 45, had a worried wait until they arrived as the python went after her birds, but luckily failed to catch any of them. Surin lifeguards save 4 in rescue family of three from Belgium, including their three year old son, along with a fourth victim, were all caught in a flash rip current, in which could have been fatal, on Sunday (July 27). The victims ventured into the water, passing a row of red warning flags and multi-lingual signs – all illustrating “no swimming” and “dangerous currents”. According to Daren Jenner, one of the rescuing lifeguards, large red and yellow flags had been set up to mark off the safe swimming area, which beach-goers had been using for hours without incident. Mr Jenner said that at around 4:30pm, the four were spotted by lifeguards well outside of the safe area, struggling to swim to shore against the current. Mr Jenner said the child’s mother was being swept the farthest out. Three lifeguards quickly dove into the ocean to rescue the victims, while three other rescuers remained on shore for back-up.

They were fortunately all returned to the beach safely, without any serious injury. According to Mr Jenner, there hasn’t been a drowning death on Phuket’s Surin Beach for four years and two months. Despite multiple drownings at nearby beaches such as Layan, Patong, Karon, and Kata dur-

ing the same time, Surin has remained free of fatalities. Mr Jenner said that, had the lifeguards not been successful, the incident could have been one of Phuket’s worst drowning disasters in recent times. Lifeguards have said that monsoon storms have ravaged the coastline, destroying the lifeguard tower at Surin and washing away part of the road. Although they now have temporary guard quarters, the height of the old tower

provided a much clearer view. Mr Jenner said that Surin’s full time lifeguard staff has been cut from eight guards last year, to just five this year. “During the rescue, if another victim needed assistance, we just wouldn’t have been able to get there in time”, one of the rescuers said. “Everyone will make it home safely from Surin today, so no matter how difficult the rescue was, it was definitely a good day in the end,” one of the lifeguards said.

Finally the end is in sight for the island’s assorted taxi mafias. And residents and visitors alike can look forward to the dawning of a long-overdue era of metered taxis – and professional and fair services from the island’s drivers and transport companies. Moreover, many of the more honourable taxi drivers who were dragooned into going along with the taxi mafia’s sharp businesses practices and general thuggery, can now breath sighs of relief. No longer will predator divers at the airport be able to take advantage of exhausted tourists who have just disembarked from long-haul flights, and are duly seen as easy prey.

And most of Phuket society will be mightily relived to see the end of those taxi “fiefdoms”, though not the nefarious cowboys who have been flouting common decency for so many years now. Until this point we have been in danger of killing – or at least, seriously wounding – the golden goose. How so? First impressions count enormously. And if the first impression a visitor gets of the island is getting ripped off and/or finding him or herself in a dispute with a taxi-driver – and so many luckless tourists have – the image of Phuket as a tropical tourist paradise suffers. And with tourism being the main driver of the island’s economy, addressing the taxi problem with vigour and finality is an imperative. We also welcome the new look of the taxi vehicles themselves. With a uniformity of

appearance, public trust will begin to be restored; though understandably, this will take time, given how entrenched the problem has become. The NPCO has truly made its mark with numerous crackdowns in recent weeks and months. However the targets in the NCPO’s cross-hairs has usually been deserving of a direct hit – few more so than Phuket’s opportunistic taxi mafias and their misguided minions. What is often overlooked in this discourse is that many of the island’s taxi drivers are fine, honest souls unconnected to the racket, and thankfully they too will be beneficiaries of the drive against the unscrupulous drivers. The reputation of the island will also benefit. High season therefore may well see a resurgence of Phuket’s fortunes, and a rise in business confidence island-wide.

Dolphin disgrace [Re Opinion: Dolphin shows are a thing of the past “They are an untenable disgrace.” Congratulations to the editor for being forthright, informed and vocal. This dolphin prison brings disgrace to Phuket and to Thailand. The developers might like disclose to everyone where they obtained their marine slaves, and how they were captured, what happened to their ‘pod’, after their family member was ‘captured’ what veterinarian care (antibiotics) they will require for the rest of their miserable incarceration. Moggoid Thumbs up for this well written article. Maybe also important to mention is that Dolphins not only die prematurely in captivity, some simply take their own live by actively stop breathing. Its not widely known that Dolphins are able to do that and the probably most famous case showing this behavior is the Dolphin Flipper who took his own life in the arms of his

trainer. I have no words for those Nemo people and hope from the bottom of my heart that Thailand starts caring and for once show respect to nature and animals living in it. the wild). Many dolphins die en route to their destination pool. All dolphins and whales in captivity suffer from deep psychological problems and are often controlled using strong tranquilising and/or anti-psychotic drugs. Many captive dolphins commit suicide. (The industry denies this, but I have first-hand experience.) A dolphinarium on the beautiful island of Phuket would be nothing short of an abomination. Red-shirt prison inmates transferred out of capital

he temporary “redshirt” prison holding detainees on charges relating to the 2010 political unrest will close down when the last six inmates are sent to Ubon Ratchathani and Maha Sarakham Wednesday (July 30). Prison authorities on Monday relocated 16 prisoners to other jails around the country, leaving only six inmates at Bangkok’s Laksi facility. Prisoners knew about the impending shutdown of the prison, but many were caught off guard by their abrupt transfer. Corrections Department chief Withaya Suriyawongwas not specific about the deadline for the transfers and the relatives of four prisoners from Ubon Ratchathani had made plans to visit Bangkok this month. “On Monday at 8am, 16 prisoners were ordered to pack their belongings and were taken away in prison trucks. We knew right away that it would be our turn soon,” one of the remaining six prisoners said Tuesday (July 29).

PEOPLE WHO ENJOY A nice piece of fish have been warned to be careful how they handle it in a market, and to clean any wounds as soon as possible, following reports that a Thai man died after pricking his hand on a fish bone. Authorities have been careful not to say where this happened (though it was not in Phuket) but reports of the death from necrotising fasciitis – so-called “flesh-eating” bacterial infection – have been circulating in Thai news media for some days. The man, it is reported, was pricked on July 11 by a bone from one of Thailand’s favourite fish, pla taptim, or red tulapia. Although the wound was treated by a doctor he col-

lapsed, by which time the bacteria had infected his blood and it was too late to save him. Doctors who examined him believe that he was infected by a form of Aeromonas bacteria, some of which can cause tissue to dissolve. Ratthanakorn Panduang, epidemiology specialist at Vachira Phuket Hospital told The Phuket News, “We have had no reports of such infections recently in the population of Phuket. Doctor Sopon Metthanon, Director of the Department of Disease Control (DDC) in Bangkok, said the DDC had been notified of the death from necrotising fasciitis. He explained,“If this kind of bacteria gets into the circulatory system then it can cause shock and death within 48 hours, particularly in people who are in weak health.

Whale hunt ends after 115 kills Japan announced Tuesday (July 29) that it had wrapped up a whale hunt in the Pacific, the second since the UN’s top court ordered Tokyo to halt a separate slaughter in the Antarctic. The country’s Fisheries Agency said 115 whales were killed during the 12week campaign. Japan has hunted whales under a loophole in the 1986 global moratorium that allows lethal research on the mammals, but has made no secret of the fact that their meat ends up in restaurants.

The complex case of the regime’s two most senior surviving leaders has been split into a series of smaller trials, initially focusing on the forced evacuation of people into rural labour camps and related crimes against humanity. The first trial against “Brother Number Two” Nuon Chea, 88, and former head of state Khieu Samphan, 83, was completed late last year, with the verdict – and possible sentences – set to be delivered on August 7. At the opening hearing of the second trial, which focuses on genocide and other crimes against humanity, judges will discuss issues such as reparations for victims. “The second trial is equally important as the first, and more victims and witnesses will

The mass killings of an estimated 100,000 to 500,000 ethnic Cham Muslims and 20,000 Vietnamese form the basis of the genocide charges against Nuon Chea and Khieu Samphan.

Before these charges were filed, the treatment of the minority Muslim group and Vietnamese community was rarely discussed. The pair also face a string of other charges for the deaths of up to two million people through starvation, overwork or execution during the Khmer Rouge’s 1975-1979 rule. Most of these deaths do not fall under the charge of genocide, which is defined by

the United Nations as “acts committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group”. It is not known how long the second trial will last, but Olsen estimated it may go on until 2016 with hearings covering crimes committed at Khmer Rouge labour camps and prisons including the notorious Tuol Sleng, also known as S-21.

“This trial is very important for me as a victim who lost both parents in Tuol Sleng,” said 45-year-old Norng Chan Phal, one of just a handful of survivors from the prison. “Those criminals who committed genocide and killed their own people must be punished seriously.” Led by “Brother Number One” Pol Pot, who died in 1998, the Khmer Rouge dismantled Cambodian society in a bid to create an agrarian utopia. The new trial will also provide the first forum for justice for tens of thousands of husbands and wives forced to marry, often in mass ceremonies, as part of a Khmer Rouge plan to boost the population. The rape charges refer to rape within the forced marriages. In its debut trial, the court in 2010 sentenced former Tuol Sleng prison chief Kaing Guek Eav to 30 years in prison – later increased to life on appeal – for overseeing the deaths of 15,000 people. FRESH SATELLITE IMAGES suggest North Korea might be wrapping up engine trials on an intercontinental ballistic missile (ICBM), fuelling speculation of a full-scale flight test to come, a US think-tank said Wednesday (July 30). Development of a working ICBM would be a gamechanging step, bringing the continental United States into range and adding a whole new threat level to the North’s regular nuclear-strike warnings. “The rocket engine test program may wind down by

the end of this year,” The US-Korea Institute at Johns Hopkins University said on its closely followed “38 North” website. “If the engine tests are concluded, the next stage in development of the KN-08 road-mobile ICBM may be full-scale flight tests of the missile,” it added. It stressed, however, that it was unclear just how successful the tests had been. Regular satellite analysis has shown a major construction programme underway at

the Sohae Satellite Launching Station since mid-2013, focused on upgrading facilities. Although there is no doubt that North Korea has an extremely active ballistic missile development program, expert opinion is split on just how much progress it has made. Images taken showed the gantry height on the main launch pad had increased significantly, while a wider access road and rail spur capable of transporting larger rockets to the pad were either finished or nearing completion. US protests release of alleged druglord THE UNITED STATES said Monday (July 28) it was “deeply disappointed” after the Dutch-administered Caribbean island of Aruba released a former Venezuelan military chief wanted in the US on drug trafficking charges. Washington had made a “legitimate request” for the arrest of retired major general Hugo Carvajal in line with its extradition treaty with Aruba and the Netherlands and was “disturbed by credible reports” that the Venezuelan government had threatened both territories to win Carvajal’s release, State Department spokeswoman Jen Psaki said. “This is not the way law enforcement matters should be handled,” she told reporters. “Carvajal is under indictment in the United States, and is alleged to have used his former position as head of Venezuelan military intelligence to assist the activities of narcotics traffickers,” she insisted. “He has been on the Department of Treasury’s kingpin list since 2008. he deadly Ebola virus can spread like a forest fire, US health authorities said Monday (July 28), urging travelers to West Africa to take extra precautions amid the largest outbreak in history. Since March, there have been 1,201 cases of Ebola and 672 deaths in Guinea, Liberia and Sierra Leone, the Centers for Disease Control and Prevention said. Two Americans – one doctor and one healthcare worker – in Monrovia, Liberia have come down with the virus, characterized by fever, joint pain, diarrhea, vomiting and often fatal bleeding. “The likelihood of this outbreak spreading beyond West Africa is very low,” said Stephan Monroe, Deputy Director of the National Center for Emerging and Zoonotic Infectious Diseases, of the Centers for Disease Control (CDC). But, he added, it is a “rapidly changing situation” and the CDC must be “prepared for the very remote possibility” that a sick traveler could bring the disease into the United States.

The CDC also sent out a notice to health care professionals in the United States, reminding them to find out if patients have traveled to West Africa in the last two weeks, to familiarize themselves with the symptoms of Ebola and to isolate any suspected cases. The State Department said the United States was providing “personal protective equipment and other essential supplies” to the affected areas. “We’re taking every precaution, of course, as would be expected,” said spokeswoman Jen Psaki, adding that the situation was not expected to affect a planned summit of African leaders next week in Washington. The CDC said the family members of the American doctor who has contracted Ebola, Kent Brantly, had been living with him in Liberia. However, by the time he fell ill they had already returned to the United States. As a precaution, they are being monitored for signs of fever for the incubation period of 21 days. An outbreak could not be declared over until two full incubation periods – 42 days – have passed without new cases, he added. “The concern is that the outbreak can be reseeded, much like a forest fire with sparks from one tree,” said Monroe. Confidence back Beware rising household debt, investors warned up after a year in the doldrums T he confidence of business people surveyed in the second quarter of this year improved for the first time in four quarters, with respondents saying they now expect a recovery in the domestic economy. Krungthai Bank conducted the survey on 2,300 businesspeople nationwide during April, May and June and concluded that confidence had risen from 49.52 in the first quarter of this year to 51.05 in the second quarter. It was the first increase of the confidence index for a year. The survey showed that the business people based their growing confidence on perceived improvement in the political situation and on economic stimulation measures, by the National Council for Peace and Order. These measures included the diesel price being capped at B30 a litre, the maintaining of VAT at 7 per cent for another year, and corporate

Thai Inter dumps 5 top managers FIVE EXECUTIVE VICEpresidents of Thai Airways International (THAI) have been transferred to inactive posts to pave the way for army and air force officers, according to a source within the airline. The five are now working as “advisers” to the acting president. The decision was made in a board meeting on July 24 and took immediate effect. The source said THAI’s acting president, ACM Siwakiat Chayema, signed an order the

following day appointing their replacements, specifying four from the Air Force and one from the Army. According to the source, the order assigned three of the sidelined VPs to map out an urgent plan to explore ways to boost revenue and to consider rehabilitation efforts. Their work will cover sales and marketing, mail shipments, passenger transportation and other sources of revenue. They were told to provide regular updates of their work

to the acting president, the source said. Mr Danuj was assigned to provide advice on good governance and service, while Mr Niruj was given the task of legal counselling. The source said the replacements have yet to take up their posts. THE BIG LIST Hard teeth Teeth last a lifetime, but dentures are forever...

Japanese wood: The practice of using wood as a viable alternative for fake teeth was first utilised in Japan. Historians found the earliest set of wooden teeth at the Ganiyoji Temple in Kii province with the dentures made out of a certain tree commonly referred to as the Japanese Box. The dentures were believed to be used by Nakaoka Tei, a Japanese priestess, in the early 14th century. The fake teeth could be attached inside the mouth with suction while the method continued to be used in Japan until the late 19th century. Italian animals: Archeological researchers have discovered that the Etruscans, an ancient civilization from Northern Italy, used gold wire to bind human and animal teeth together to create dentures as early as 7,000 BC. The ancient tribes of Mexico (not the Mayans or Aztecs) were also known to have used a process that included the teeth of wolves in their dentures. Though these types of dentures would fall apart easily, the practice of combining animal and human teeth would remain the standard in Europe until the mid-1800s. Mayan stones: The Mayans, the pre-Columbian civization in Southern Mexico, used to place carved stone inlays into prepared cavities in the mouth as a replacement for front teeth. Researchers believed that the process was used for religious, ritual, and even aesthetic purposes rather than practical. The stones were made to fit the cavities in the mouth exactly and was said to have completely fused itself with the jawbone permanently. Waterloo teeth: Why not replace human teeth with... human teeth? That’s what happened in the 1800s in Belgium and England. After the Battle of Waterloo in 1815 – where Napolean Bonaparte’s troops faced off against British and Prussian forces – the cadavers of 50,000 soldiers were scavenged for human teeth. They were sent to England in barrels where dentists would rivet them into a base of animal ivory and placed into mouths everywhere. The practice continued during the American Civil War just 50 years later, as civilians even robbed graves and extracted teeth from executed criminals to collect enough to make dentures.

n a bar in trendy East London, dozens of people mill about, sniffing from plastic bags. But there are no drugs inside – just slightly smelly T-shirts. These adventurous single men and women are at a “pheromone party”, an alternative dating trend based on the idea that smell plays a key role in the choice of a sexual partner. Each of them has agreed to wear the same cotton T-shirt for three nights in a row, with no deodorant or perfume, and to bring it to the party. The clothes, infused with the pure scent of the wearer’s body, are placed in transparent plastic bags with numbers on coloured

labels – pink for women, blue for men. “Smell as many bags as you like, have fun!” encourages the organiser, Judy Nadel. There is laughter, then a sudden rush for the bags laid

out on a big table in the middle of the room. Some people open the bags carefully, taking a timid sniff, while others plunge their noses right inside. “This one’s been worn

for a few days,” quipped one young man, while his friend Steven Lucas, a 23-year-old law trainee, remarks that the clothes “all smell the same”. “It’s like sweat and a tiny bit of perfume, or just, like, clean,” he says. Those who get a sniff of their dream partner snap a picture of themselves with the bag. The images are then projected onto the wall, and the lucky owners of the chosen T-shirts have the chance to meet their admirers. “It is such a weird concept. It’s a huge ice-breaker because you are smelling a stranger’s T-shirt – you can’t be cool or pretentious,” Nadel says. AFP

Maggots rain on comedy club audience Vulcanite teeth: In addition to Waterloo teeth, another “denture craze” swept Europe – vulcanite teeth. This was the affordable alternative of the day and was first invented and used in 1839 by Charles Goodyear. Vulcanite is a form of hardened rubber and was used with a mix of silver, gold, and aluminum with silicate cement for fillings. These were the most used dentures until the creation of acrylic resin and plastic-based dentures in the 20th century.

We thought it may be a simple surgery but once we opened it there were multiple pearl-like teeth inside the jaw bone,” she said. After removing those they also found a larger “marblelike” structure which they struggled to shift and eventually had to “chisel out” and remove in fragments, she added. Dhivare-Palwankar said the literature they had come across on the condition showed a maximum of 37 teeth being removed in such a procedure, whereas she and her team had counted more than 232 taken from Gavai’s mouth. witzerland: the land of FIFA, superior yellow-andblue-striped guards, army knives, chocolate, cheese, skiing, banks and watches... and what grand Swiss list would be complete without Roger Federer, the International Red Cross, world peace and not to mention, the Large Hadron Collider – you know, that huge science facility under the SwissFrench Alps near Geneva, where reality as we know it is being tried, tested, challenged and changed? For a country whose population represents little over 0.1 per cent of the planet, the Swiss have certainly made their mark, carrying more than their weight in furthering humanity’s grand cause. As this paper hits stands in Phuket on August 1, some eight million souls around the globe – who are proud to identify as Swiss – celebrate their National Day. And here in Phuket, and indeed across the Kingdom of Thailand, thousands more will happily join in on the observance of Schweizer Bundesfeier, or as the French-speaking Swiss call it, Fête nationale Suisse, (or Festa nazionale svizzera for the Italian Swiss). This day commemorates the Federal Charter of 1291, made among three cantons (the Swiss ver-

That initial confederation laid the groundwork for several more pacts to be formed in the following centuries, building on the firm foundation for the peaceful and proactive, yet powerful and productive nation that we all know today. Indeed, there are not many nations on this planet that can claim a war-free record, and especially considering the last century with two world wars in addition to the endless conflicts rampant throughout the planet – that's quite an accomplishment. But that's not to suggest that Switzerland has been passively neutral throughout the years. On the contrary, it’s been actively neutral. And the result is peace and stability, and citizens the world over becoming ever-aware and conscious of the fragile human condition. The fruits of the Geneva Conventions and the International Red Cross are testaments to this. For this, The Phuket News would like to extend our sincere gratitude to the Swiss and their nation for an on-going and invaluable legacy.

Most Thai people hold Switzerland – and everything Swiss – in high esteem. We know that the two countries had established initial contact, through trade and Swiss missionary visits, since the 17th century. And though we’ve had 84 years of formal diplomacy since the signing of the Friendship and Trade Agreement in 1931 – which concluded 34 years of talks initiated by then-president Adolf Deucher and King Chulalongkorn (Rama V), who visited Switzerland in 1897 – the main reason why most Thais today hold Switzerland in such high regard is for the Swiss legacy and impact on the Thai people’s destiny through the current monarch. As Thais, we’ve all heard tales about our beloved rulers, their majesties the king and queen first meeting in Paris, and then ultimately falling in love in the Swiss city of Lausanne, where the then-princess tended to then king-regent following an automobile accident. In fact, it is in Switzerland where our beloved King Bhumibol (Rama IX) – pictured as an infant, in Switzerland, in the centre of the top-right photo – received most of his education, from the age of five in 1932, until his 24th birthday when he returned to Thailand to formally begin his fortuitous reign. Building on this SwissThai legacy, Queen Sirikit became the President of the Thai Red Cross Society in 1956, and the fruits of her efforts, and the organization, continue to this day.

Spotlight: What it means to be Swiss Andrea Kotas

Switzerland Honorary Consul, Phuket Can you tell us a little bit about yourself – where did you grow up? I was born in Biel, a small town in the canton of Bern with about 50,000 inhabitants. Biel is on the linguistic boundary between the French and German speaking parts of Switzerland but I was raised speaking German. The city lies at the foot of the Jura Mountains. How long have you been living/visiting Thailand? I’ve been living here for almost 19 years, all in Phuket. Other than being the Swiss Honorary Consul, what else do you do here? I used to work for a travel company but last year I started my own company called SOS Phuket which focuses on travel and consulting for expats. How did you come to be Honorary Swiss Consul in Phuket? I have been involved in the Swiss Society Phuket Committee since nearly its beginnings, and through this I was always asked for help and advice from our members, often in contact with the Swiss Embassy. When they decided to open an Honorary Consulate, they asked if I would be interested. Can you tell us a little bit about the job – is it stressful, busy, challenging? What kind of tasks do you deal with day-to-day? Usually I’m busier during high season. Lost passports are often an issue. I get many phone calls with all kinds of different questions, and if they are more of an administrative nature I have to refer them to the Embassy as I’m not allowed to deal with certain issues, on legal grounds. Very often I am asked about Thaivisa procedures where I have to explain the people that they have to contact Immigration for the correct answer. Sometimes, we have Swiss who get in trouble with the law and I visit them in prison. And proof of life for our retired expats is something I do quite often. I wouldn’t call it stressful, but you deal with lots of different people and some might be more difficult to deal with than others. What does Swiss National Day mean to you? It’s a good occasion to remind ourselves of the great values Switzerland stands for and the system of direct democracy, which I think is really unique. On the other hand, I would love to see the Swiss people more open. We as a country have achieved a lot and I think it would be time to do more in the welfare sector. What does being Swiss mean to you? Being Swiss means being just, fair and open to other humans around the world. It means equality for everyone and that we take care of the less fortunate too. It also means that everyone is able to play their part in the political evolution of the country. Approximately how many Swiss people/families live in Phuket? Approximately 800 people are registered in Southern Thailand How many Swiss people visit Phuket every year? In 2013, almost 200,000 Swiss visited Thailand. Is Phuket considered a popular destination among Swiss people in general? If so, why? Yes, of course. The wonderful beaches and the good infrastructure is attracting a lot of Swiss people to Phuket. What are some similarities between Swiss and Thai people/culture? That’s a hard question. Maybe that both like to eat good food :). What are some of the biggest differences between Swiss and Thai people/culture? Swiss are very organized, exact and future oriented. @thephuketnews

I started my Asian experience in Manila at the Mandarin Oriental in 1978, and moved to Malaysia and then Thailand. I did not leave Asia until 2000 when I went to Egypt. In 2007, I came back to Asia and started at the Moevenpick Resort & Spa Phuket in the position of General Manager. How long have you been living in/visiting Thailand? This is my second time in Thailand, intially I joined Siam City Hotels and Resorts as Group General Manager, 1983-89. And I have visited all parts of Thailand, and am familiar with the area I work in. And how about Phuket? Been in Phuket for the past seven years. Phuket has been growing over the years. Unfortunately, the infrastructure is not keeping pace with what is being built. Work in some areas has started but is not ready for the upcoming peak season. What does Swiss National Day mean to you? We are a big, happy family with approximately 8.2 million inhabitants. During my younger years we lit a large fire on the highest part of the mountain, enjoying the summer evening with family and friends and having a barbeque. We yodel and play our alphorns. That’s what this special day means to me.

What does being Swiss mean to you? Being warm and hospitable, flexible, punctional, reliable in terms of service (and with a personal touch), and being able to generate joy and delight. Can you tell us a little bit about your job? The value we create for customers is the end game – and that is delivered by the experience we create and I bring along. Every hotel faces the same challenges ... It is a busy, year-round job. How many Swiss guests visit Phuket every year – your hotel and in general? We have approximately 7,000 guests yearly visiting Phuket but only a small portion of these come to our resort. Some go to Khao Lak and others to Krabi, as the market has shifted to more quiet areas. Is Phuket considered a popular destination among Swiss people in general? If so, why? It’s still in their minds, but now we’re leaning more towards other destinations within Thailand. Once the Swiss experienced a destination, he/she may come back one more time, but will look for alternative destinations in the future. What are some similarities between Swiss and Thai culture? Hospitality. The strong presence of Swiss companies in Thailand combined with tourism and the significant number of Thai citizens in Switzerland, and of Swiss citizens in Thailand – have all helped to strengthen ties between the two countries. What are some of the biggest differences between Swiss and Thai people/culture? Thais respect hierarchical relationships, the Swiss not as much. Language; Swiss people are multi-lingual. But a crucial point for outsiders to consider is that to openly criticizing a person here is considered a form of violence, as it hurts the person and is viewed as a conscious attempt to wound that individual. You must be more patient in Thailand than in Switzerland and other parts of the West. When you’re in Thailand, what do you miss about Switzerland the most? The food, the mountains, the fresh air, and the punctuality. When you’re in Switzerland, what do you miss about Thailand the most? The good weather, the free-and-easy lifstyles, smiles and having fun.

Phuket’s Pink Panther OrBorJor Chief Paiboon Upatising

Budgets are a constant – and long-standing – problem in Phuket, Bangkok allocates funds based on the number of people registered as living in the province, currently about 300,000. But the actual population of residents is estimated to be around a million – and that’s not counting the millions of tourists ...

P

aiboon Upatising is wearing a pink tie. He is sitting in an office in a building that is painted pink. Even the cover of his smart phone is pink. “I’m not red and I’m not yellow. I’m the Pink Panther,” he jokes. The choice of pink dates back to November 2007 when HM King Bhumibol left hospital in Bangkok wearing a bright pink jacket, and immediately sparked a nationwide demand for pink clothing. “[Wearing pink is] a tribute to his majesty,” says the President of the Phuket Provincial Administration Organisation, or OrBorJor. “And I hope it will lend me a little of his power.” Pink is the theme of the OrBorJor. Its website is pink-themed, as is that of the Phuket Provincial Hospital, which the OrBorJor runs. The OrBorJor buses in Phuket Town are pink. It’s the colour of optimism, an optimism that runs through Mr Paiboon’s life. He is slim these days, the result of a battle with cancer two years ago that he seems to have won, and he has a “can do” attitude to the long list of things he wants to achieve while in office. The OrBorJor runs not only the hospital and the buses but also owns and runs five schools on the island, along with Chalong Pier and Surakul Stadium, home to Phuket FC. It pays the salaries of 200 teachers in state schools and helps pay for state school maintenance when the Education Ministry’s budget does not stretch far enough. It funds the beaches’ life guards, plants artificial reefs to protect vulnerable parts of the coastline and pitches in with roadshows to promote tourism. It has installed 300 security cameras to supplement those of the police. A good example was a couple of years ago when village houses were flooded with rain runoff from Phuket’s main road, Thepkrassattri Rd. The road itself, too, was flooded. Mr Paiboon organised for the runoff to be diverted onto unused private land and the OrBorJor paid for the drains to take the water there. There have been no more floods since. Mr Paiboon is from a wealthy family, the grandson of Chinese immigrants. The family was behind the Phuket Villa series

of property developments, and holds the agency for Boonrawd Brewery, makers of Singha and Leo beer. Many were surprised when he was elected in April 2008. Although he had previously been an elected Senator, representing Phuket, he was up against the might of the Democrat Party machine, which was supporting the incumbent, Anchalee Vanich-Thepabutra, who was seeking reelection. He says he was not that surprised at the win. “The voters needed people to communicate with,” he explains. “I’m closer to the local people.” He was re-elected in 2012 with 60 per cent of the votes cast. The OrBorJor is a slightly odd animal. Originally, back in the 1990s, when the government decided to devolve power to the provinces, it almost seemed that it would take over from central government’s appointed provincial masters. That was all reversed during the time of Thaksin Shinawatra and his successors, who firmly believed in central control. But it still plays an important part in the island’s community. Asked to define the OrBorJor’s role, he says, “We look after whatever the central government or the tambons and municipalities cannot do.” To do this it receives a budget that comes from a variety of sources: a once-

controversial tax on hotel room nights, income from the pier and the hospital, along with slices of the tax take from vehicle registrations, tobacco and VAT. This gives it an annual budget currently of B1.4 billion. “It’s not enough,” Mr Paiboon says. He wants to do more. Environmental matters have been at the heart of OrBorJor policy ever since the first body was elected in 2000. “It’s difficult to control people’s behaviour,” he says, citing garbage as one of his top concerns. “Thai ways...” Composting – turning kitchen waste into fertiliser – is not something that attracts many Thai adherents, and most of the “wet” garbage ends up mixed with every other kind at the island’s incinerator at Saphan Hin, which is overwhelmed. It can handle 700 tonnes a day, but receives 690. Wet garbage is separated out, but currently ends up as landfill, and the land is running out. “We’ve asked for budget from the central government for composting at Saphan Hin.” Budgets are a constant – and longstanding – problem in Phuket, he explains. We don’t have enough money to look after our island.” He would be in favour of Phuket becoming a special economic zone, but only if enough funding can be assured. “Even the Governor of Bangkok, who is elected, does not have enough authority or enough budget. They should have designed it so that we have enough budget to look after Phuket.” But despite all the island’s problems and the shortage of funding to tackle them, Mr Paiboon is far from despairing. hree local artists – Chaiwat Kaewnok, Kriengrat Tappabut and Watcharin Rodnit (pictured) – combined the fruits of their creative juices recently to celebrate Phuket’s rich cultural heritage by displaying some of their works at a mobile exhibition. Set up at the recent Kathu Walking Street cultural fair early in July, the exhibition was entitled “Nai Too Doo Silp” which roughly translates to “Seeing the art in Kathu” Mr Watcharin said that the street fair was the perfect medium for the exhibition, noting that Kathu is one locale in Phuket where the traditional way of life is still quite prevalent. “We collected several of our paintings, sculptures and other works that specifically reflect on the environment, nature, architecture and local customs, all of which are valuable in preserving local heritage and culture.” The main objective of the exhibition was to strike up attention and awareness in audiences and to the value of such elements, so as to ensure that they will be everlasting, and to create an understanding that preserving the old ways can be complimentary to urban development – not necessarily conflicting as

commonly thought. “It starts with the people having pride in their home and the things they have. This will make them want to preserve them. But it doesn’t mean they have to reject modernism. Both the traditional and modern can co-exist together. And for this we need both the arts and sciences, as well as honesty and sincerity,” he said. ooking out to sea, as kite surfers hurl themselves into the sky and crash back down to the waves, I ponder how exhilarating it must be. Paving a sustainable future

M

embers of the Rotary Club of Patong Beach, and several other visiting Rotarians (from the UK and Germany, respectively) partook in an engaging and productive discussion last week about environmental sustainability in Phuket. The evening’s meeting, held at the Aloha Villa hotel in Patong, was fueled by a hearty yet lean chicken and fish buffet dinner, ice cream and fruit dessert, which served as the perfect primer for a food-for-thought discussion led by guest speaker, Dr Chantinee Boonchai, an international education and environment researcher and professor at the Prince of Songkhla University Phuket (PSUP) Campus. Prior to the speech, the club formally inducted their latest member, Dr Peter Harris of the Asia Pacific Environment Network (APEN), a seasoned environment educator and Phuket resident originally from Australia. Dr Harris introduced Dr Chantinee, who he has worked with closely on a number of projects in collaboration with APEN, PSUP, the SEEK organization as well as the Kathu and Phuket city municipalities. Setting the stage with elegant prose, Dr Harris heralded Dr Chantinee’s many achievements and accomplishments culminating a decade of higher learning overseas. A Thai government scholarship recipient, Dr Chantinee obtained her Bachelor’s of Science from the National University of Singapore and Master’s and PhD (Environment Management) from the University of Queensland. Setting the tone for the rest of the evening, Dr Harris read an excerpt from Dr Chantinee’s dissertation about the cross-cultural and economic-mobility challenges of the exhausted buzzword of the day: “sustainability”, which could be summed up as “The contradictions between diverse social context and glo-

balized economic-technological development pose constraints for implementing sustainable development” In her speech, Dr Chantinee outlined several environmental and societal challenges facing the island. “When I first came to Phuket in 2006, I liked this place, like many of you, but I also saw a lot problems, and wondered how my studies could contribute to a better future. “There are a lot of problems, but not many solutions. Why is that? … Being educated overseas for more than 10 years, I saw many differences, which are not necessarily bad things. It’s more about how to use the best of different cultures.” Dr Chantineee showed several photos of Phuket’s past (above right is Thalang Rd in the ‘good old days’), from the tinmining era, and in 1959 when their majesties the king and queen visited Phuket. Such powerful images were in stark contrast with those of the present – overdevelopment, carved-up hills, Bangla Rd, and even more startling, the future we may face – one with tens of thousands

of tourists packed along a small stretch of beach (above right), with towering skyscrapers cluttering the backdrop of Patong. “Is this the future we want?” Dr Chantinee asked. “During my studies, I interviewed a lot of people and asked them what is sustainability or sustainable development going to look like for them? “Instead of talking about the ‘triple bottom line’ that we often hear about – social, economic and environmental – they actually talked about the problems they want to change, that they want solve.” She noted that one major challenge overlooked in Phuket is the marginalization of certain people, particularly migrant workers from Myanmar. Shedding some light on prevailing Thai cultural values that are commonly misunderstood if not misinterpreted by westerners, she pointed out how Thai society has long been dependent on hierarchical authority rule. This point is clear in context to the latest “clean up” of Phuket’s beaches and

“mafia rule” by the military. While in the short term, Phuket has a big opportunity to make many things right under the current military rule, Dr Chantinee insists that in the long term, changing the prevailing educational paradigm will be essential. “A lot of my students don’t dare to do things outside of the box because they think since I’m the teacher I know best... I have to tell them what to do … This comes from the psychology – ‘you look like this, you have to be like this, I am older, I’m better than you’… For some reason in our culture, this attitude prevails and I’m trying to break this, but it takes time.” One of the transforming educational initiatives she is leading is the Andaman International College of Arts and Sciences at PSUP, set to launch this fall. “We realized that we are producing a lot of graduates who are trained to do specific things without seeing and understanding the bigger picture – how things are related to each other. So we wanted to change that educational paradigm by offering students a broad range of subjects, both arts and sciences.” “For the first two years they’ll take both integrated science and arts subjects while deciding on their major, and in their final two years, they’ll have the opportunity to further their education with one of our many partner universities, in North Dakota, US, or at Queensland University, or China, for example,” she said. While creating more enriching and eye-opening educational platforms and opportunities for Phuket’s future leaders will certainly prove essential for Phuket’s sustainable future, the approach needs to be holistic. ats and dogs injured in car accidents will benefit from a surgical breakthrough after vets in Hua Hin carried out the world’s first urethra graft operation on an animal. The Veterinary Teaching Hospital in Prachuap Khiri Khan province performed the buccal mucosal graft urethroplasty last Tuesday. The operation restores the urinary tract of an animal, enabling it to pass urine and live a normal life. Wanchart Yippaditr, a hospital veterinarian, said many dogs and cats involved in car accidents in Thailand suffer a broken pelvis. This injury can also damage their urethra. He said the animals are normally given bypass surgery, which allows urine to be discharged directly from the bladder through an opening in the stomach. But the operation often causes post-surgery complications. Common complications include incontinence, narrowing of the urethra and infections that can spread and cause kidney failure in the worst cases. “These animals need special care. Some owners have no choice but to put them down to spare them pain. “This prompted us to seek a better procedure to give them back a normal life,” he said.

LAMPHAI INTATHEP Vets chose to use buccal mucosa, otherwise known as the inside lining of the cheek, for the graft because it is flexible and tolerant to moisture, Dr Wanchart said. The graft is usually around 2-3 centimetres in diameter and the surgery takes just a few hours. Pets are required to stay in hospital for 14 days to recover, he said. Dr Wanchart said five dogs and one cat have undergone the surgical procedure so far, which costs 8,000 baht. One of the dogs was from Kuala Lumpur, Malaysia. “This is the first time in the world that buccal mucosal graft urethroplasty has successfully been performed to help dogs and cats,” Dr Wanchart said. Hospital director Khongsak Thi-

angtum said his vets would continue conducting research in pursuit of their goal of becoming Asia’s veterinary education hub. The Princess Chulabhorn International Conference Centre is being constructed inside the hospital compound to serve as an international centre for veterinary education in the region. The work on the centre is now 30% complete. The Veterinary Teaching Hospital in Hua Hin is one of four animal hospitals connected to Kasetsart University. Kasetsart University rector Wuttichai Kapilakarn said the university’s Faculty of Veterinary Medicine is one of the best in Thailand and produces around 100 veterinary graduates each year. “The Veterinary Teaching Hospital in Hua Hin is first-rate. It already may be the leading veterinary hospital in Asean,” he said. Apinan Suprasert, dean of the Veterinary Medicine Faculty, said the department is preparing itself for the Asean economic community in 2015 by introducing a credit transfer programme for Asean students who wish to come and study there. The faculty is also organising an Asean veterinary student volunteer project. The initiative will encourage better understanding of the veterinary profession among member countries. “We want to promote friendship and build a network of those involved in the veterinary profession in Asean.”

No HIV tests on job seekers

T

he National Human Rights Commission has urged employers not to require job seekers to take an HIV test as this is viewed as a human rights violation. The commission issued a statement on Friday seeking cooperation from all employers in the government and the private sectors, as well as independent organisations and state enterprises. It stated that it had received complaints against employers’ demands for blood tests for HIV on job applicants. The commission also said that its research on discrimination against HIV-infected employees together with the Social Research Institute of Chulalongkorn University found people with HIV were facing many forms of discrimination at their workplaces. Some employers even use the results as one of the criteria for hiring. The commission said the HIV test requirement on job applicants was equivalent to violating the right of people’s body. The infringement could have direct impacts on the persons in economic and social contexts and their self-esteem and indirect impacts on their families. The commission also urged affected people to file complaints with it. Bangkok Post

oh Kaew is a tambon (that’s a sub-district for you Thailand newbies) on the northern fringe of Phuket’s Mueang district, about 10-15 minutes’ drive north of Phuket Old Town, and just a stone’s throw south of the Heroines Monument. Home to the British International School Phuket, Boat Lagoon and Royal Phuket Marina developments, Koh Kaew’s neighborhoods – propped up on either side of the island's central traffic artery, Thepkrasattri Rd – are predominately Muslim. This means that most residents wake up and go to bed early, and after 7pm, there's not many places you can go and sit down for a bite to eat. Sure there’re 24-hour convenient stores with foodlike products, and a handful of road-side vendors who will happily send you home with more plastic than food, but a nice and affordable warm meal on a plate and table is ever-harder to come by once the sun goes down. For Koh Kaew residents like me who rarely get a chance see the setting-sun on a weekday, supper must be planned accordingly. Thankfully, there are a few places in the neighborhood catering to those of us who don’t have the luxury of early nights. One of them is Lung Som’s kitchen. Located on Boat Lagoon Soi 1 in the open-air “food court” at the front of the marina-side development (its entrance just before the PTT petrol station), this eatery is open seven days a week from midday until 10, and even as late as 11pm on some nights. As I'm not usually on the way home until 8...9pm on most nights, Lung Som’s has been a savior on many occasions. Lung Som along with the help of his wife, Pa Sert, their son Kay and neice Sumpun, serve up the classic Central Thai favourites with choice of chicken

or pork meat base. Namely, stir-fried dishes (putt) with basil (gra-pao), Thai black pepper (prick Thai dum), garlic (gra-tiem), spicy red chilli curry (khreuang gaeng), roasted sweet chilli paste (prick pao), and not to mention other common rice and noodle staples – fried rice (khao putt), Pad Thai and Gui Tieo noodle soup. Lung Som’s menu also has several popular Isaan dishes too, namely minced meat salads (laab), spicy soups (Tom Yum and Tom Saeb) and a selection of spicy yum salads too. A creature of habit, I usually opt on an easy putt krapao kai dao (basil, chilli and garlic stir-fried with fried egg), if not the fiery khreuang gaeng for its blood-rushing, endorphin-engaging kick. And it hits the spot every time! Originally a rice farmer from Nakhon Sawan’s Tak Li district, Lung Som came to Phuket about a decade ago, to try his hand in construction. “The endless cycle of droughts and flooding made rice farming difficult, and not to mention the rising cost of supplies.” He saw a new opportunity, realizing his hungry crew members at Boat Lagoon had little selection in the area.

Knowing his body wouldn’t afford him many more years of back-breaking labour, he took to the kitchen, initially serving the construction crews from a small shack in Boat Lagoon, adapting home recipes to the reactions and feedback of the workers. Finally, he had saved enough to lease his current spot in Boat Lagoon, opening earlier this year. And since he's the only one who will stay open into the night, he has started getting regulars, including this author. His portions are hearty, and the price range of B50-60 is definitely reasonable. On any given night, customers from various walks of life can be seen enjoying a meal. “The Chinese tourists tend to come in groups, sharing multiple dishes. Westerners, many from boats in the marina will order their own dishes, and usually go for the Thai pepper or garlic dishes,” notes Lung Som. And he'll also deliver anywhere in Boat Lagoon – straight to your boat or condo. For orders, call 089 727 8149

A

shocking total of eight SiameseBurmese wars took place during the 18th Century between the now friendly ASEAN neighbours of Thailand and Myanmar. And the one that most powerfully shook – and shaped – the psyche of Phuket was undoubtedly the the year-long conflict of 1785-1786, known as the Nine Armies’ Wars, and so dubbed because the Burmese invaded in nine armies (nine being a magical number in Burmese numerology). This war was was fought between the Konbaung dynasty of Burma and the Chakri dynasty of Siam, which of course we now call Thailand. The King of Burma was hell-bent on expanding his territory by invading his neighbour to the east. But the outcome was a defensive victory for Siam, and one of the turning points of the war took place on our island. Duly one of the most important events in the history of Phuket took place in 1785,

when the Burmese invaded Siam. But they encountered unexpectedly strong resistance, which is what the Two Heroines Memorial is all about. More on that landmark later. In the north of Siam, the Burmese attacked overland, but here in the south they arrived by sea. The main Burmese military fleet landed at Nai Yang Beach, close to the present-day International Airport. Another contingent of invaders entered the island by means of paddling their vessels of war inland up a “klong” (waterway) to Thalang. Even today – 229 years after the event – this Klong is still referred to by many locals as “Burmese Soldier Klong”. For a number of reasons too complex to detail here, the Phuket of 1785 was in a militarily weakened state. But the defenders had an unexpected trump card. Than Phu Ying Chan, the wife of the recently deceased governor, and her sister Mook, assembled what local forces they could

muster. And after a ferocious defensive led by the sisters, the Burmese were forced to retreat on March 13, 1785. Naturally the two surprise saviours of Phuket became local heroines, receiving the royal titles Thao Thep Kasattri and Thao Si Sunthon from a grateful King Rama I. And indeed their story is held in the same kind of reverence that the British hold for the story of Joan of Arc. Heroines Monument on Thepkasattri Road at the Thalang’s Tha Ruea intersection (about 12 kilometres north of Phuket Town) is home to a statute of the two courageous sisters, and has long been one of Phuket’s most famous landmarks. Had the Burmese invaders avoided the strategically risky move of trying to take Phuket in 1785, the story of Phuket’s most famous native-daughters would never have come about. But in their valiant fight against the Burmese, the sisters saved the day. And left their mark on the island’s history.

‘Dark tourism’ creeps out Thailand Bangkok’s Siriraj Medical Museum offers science, knowledge and gore

ummified serial killers, deformed foetuses and bisected human heads probably are not what most travellers dream of seeing on their Thai holiday. But then again, some do. On a recent weekday morning in Bangkok, two universityage British backpackers were among the steady number of foreign visitors emerging from Siriraj Medical Museum, on the campus of the country’s oldest medical school. They were wideeyed at what they had seen. “You’ve got to have a fairly strong stomach,” said Nick Bushell, from London. “I wasn’t expecting it,” agreed Chris Lock. “It was pretty shocking.” Originally established as a teaching venue for the school’s medical students, Siriraj Medical Museum today is increasingly better known as a tourist destination. Last year, it attracted more than 20,000 foreign visitors, representing one-quarter of all admissions, museum director Tumtip Sangruchi said. The museum has become famous for its morbid photographs of murders and accidents; for its mermaid babies and conjoined twins preserved inside glass jars; and for its embalmed human cadavers in various states of dissection,

housed in permanent display cases. “We have very unique exhibitions. Initially, they were for teaching purposes only, but since the specimens are rare, we decided to open the museum to the public,” Mr Tumtip said. Detailed scientific exhibitions on forensic medicine, pathology, anatomy, parasites and pre-historic human evolution are all on display at the museum, but foreigners tend to overlook the lesssensational elements and concentrate on the gore.

“It’s rare to see these things,” said Cara Hull, a biology student from Australia. “A lot of universities have them, but people don’t always have access to them.” “I really liked the anatomy section, where they have cross-sections of all the bits of the human body,” she said. As a tourist destination, Siriraj Medical Museum stands in stark contrast to the vision of palm-fringed beaches, Buddhist temples and bejewelled ele-

phants promoted by Thailand’s tourism authority. “The tourism board wants to give visitors a ‘Disneyland’ picture of the country, simply the bright and glossy side. But oftentimes it’s an obsolete side, just quaint anachronisms,” opined Jim Algie, author of the book Bizarre Thailand, which explores the country’s darker facets. “Travellers want authentic experiences these days, and they often want to see the nitty-gritty of the countries they go to,” he added. Globally, the trend of “dark tourism” has already gone mainstream. In neighbouring Cambodia, tourists flock to the Tuol Sleng Genocide Museum and Killing Fields, while in Vietnam they head to war sites, including the infamous torture den known as the Hanoi Hilton. The medical museum in Bangkok “combines elements of supernatural tradition and Buddhist compassion,” said Mr Algie, noting that droves of Thai schoolchildren pass through the museum each week, often leaving candy or dolls as offerings to the babies who died before childbirth. “We pretty much just wanted to see something different,” said Mr Bushell, the British backpacker. “We also went to the capital punishment museum. he Department of Cultural Promotion plans an internet network that will allow parents to observe their children at video game shops via closed circuit cameraa connected to the department’s website. Department director-general Chai Nakhonchai said the planned IT network will be implemented nationwide with a pilot project first in Bangkok, where there a re more than 6,000 game shops. The system would connect game shops’ cameras, along with Google Maps, so parents would be able to see inside the shops and know the exact location of the shop when they see their children playing games there. The department will add an icon on the homepage

of its website www.culture.go.th. Browsing this icon, viewers will see game shops nationwide, by province and district, or they can search from the shops’ addresses. Mr Chai said the department would require game shops to register player’s 13-digit identification card to verify their identity. The concept is to allow the public to monitor the game shops in general while parents would be able to observe their own children. People who find game shops violating the law could immediately report it to the department, via the website. The department will try to finish installing the system soon and monitoring may be later expanded to mobile applications. Bangkok Post

he impossible has happened: I enjoyed a Brett Ratner film. The director, best known for the Rush Hour films, creates cheesy popcorn flicks tailor-made for long airline flights (other than Red Dragon – thanks Edward Norton!). Hercules is no different than any other film he’s done: ridiculous action, hokey characters with clear flaws, plot twists that involve betrayal, character redemption, and last-second humour. And yet Hercules, even with every Ratneresque characteristic trying to weighing it down, is solid enough to keep audiences entertained. This year’s blockbuster season has thrown every kind of mish-mash action film our way (machines battling robots battling monsters battling superheros) and Hercules plays into that as well. The Greek epic (and the graphic novel the film is based on) involves monsters and an out-of-this-world of a demi-God. Despite this, Dwayne “The Rock” Johnson’s charming and empathetic portrayal of a Hercules suffering from post-traumatic stress carries the film to a level beyond expectation, making it – more than any other blockbusters this year – a pleasant surprise. The film begins with a quick synopsis of Hercules’ birth and upbringing, and the 12 labours he had to complete to appease the Gods. Quickly, the legend is laid out for the audience and we see him save his storyteller nephew, Iolaus (Reece Ritchie), with the help of his band of mercenaries. Hercules and his men are approached by the daughter of the King of Thrace to help them win a civil war in their region. He reluctantly accepts, hoping to gain enough gold to live the rest of his life in peace. He later discovers that things are not as they seem and questions who exactly he is fighting for. The plot, though simple, becomes more complicated when you realise that Hercules and his men (and woman) are allowing the legend of his accomplishments to spread to make more money. It’s never fullyexplained, but questions within the movie remain as to whether the heroic tales of grandeur are true or just a ploy to play-off of his cartoonish strength. In the same way, Hercules’ band of mercenar-

ies – all based on Greek mythological characters – are also responsible for the legend of the man. Amphiaraus (Ian McShane), an elder Athenian famed for his ability to see into the future, stood out. McShane’s comedic, yet humbling portrayal of a wise old warrior was a great balance. The female archer Atalanta (Ingrid Bolsø Berdal) and thief Autolycus (Rufus Sewell) all helped to buoy the different parts of Hercule’s character, showcasing his soft-side for the downtrodden and seemingly unuseful. It goes without saying that Johnson more than looks the part. All those years in professional wrestling have served him well in this role. Audiences are going to expect an action film with no heart, but will walk away with a fair assessment of a film that should have tanked (and did not).

British actor Idris Elba is in talks to team up with director Guy Ritchie (Snatch; RocknRolla) for an upcoming film on the tale of King Arthur. Knights of the Round Table: King Arthur will not feature Elba in the lead as he is in talks to portray Bedivere, the older right-hand man to King Arthur’s father. While there is not cast yet, the film is slated for a July 2016 release date. The film will be a reunion for Elba and Ritchie as they collaborated together in RocknRolla, along with Gerard Butler.

King Kong is back in Skull Island

Last week’s Internationa l Com ic Con event in San Diego saw several announcements of upcoming films with the biggest being a new King Kong movie. Skull Island is expected to be released on November 4, 2016 with a story based around the land of mysterious monsters. This will be the first film starring the monstrous gorilla since 2005’s King Kong, which was directed by Peter Jackson (The Hobbit; The Lord of the Rings). No details about the film, such as who will direct and star, have been announced yet.

as any person in history ever had the solution to a world filled with bloodshed, chaos, violence and carnage? Possibly, but the most unlikely candidate, was neither a statesman nor a philosopher. He was a bewigged small-town Austrian foppish fiddler, who loved billiards, terrible puns, cute puppy dogs, dirty jokes, and — almost incidentally — composed the most beautiful music ever known. “I only wish,” wrote Wolfgang Amadeus Mozart to his father in 1773, “that the whole world could

feel the power of harmony.” Was Mozart thinking of musical harmony, worldly harmony, or — more likely — the harmonies of the planets and the universe. On Aug 8 at the Thailand Cultural Centre, Bangkok may well feel that same “force of harmony” with three indispensable works of Mozart, led by one of the world’s most celebrated violinists/conductors. Dmitry Sitkovetsky, holding both the baton of the Bangkok Symphony Orchestra and the bow of his rare Stradivarius violin, will lead the ensemble in Mozart’s tragic Symphony No. 40, the overture to Don Giovanni and Mozart’s final Violin Concerto, a

Symphony Orchestra two years ago. While the audience loved him, the real test was with the musicians and they found his personality as genial as his playing was electrifying. In his previous concert, he played the lush ultra-romantic Sibelius’ Violin Concerto in D Minor and this year, the maestro will be turning to the ultimate in 18th century music. Whether Sibelius or Mozart, Sitkovetsky has the same feeling about the force of music. “Sometimes,” he says, “words cannot express our deepest emotions. Those feelings can only be given with sounds. ... All we need

is an audience, a conductor, a composer and we can communicate to something far greater than what we are and that is what I live for.” How will he conduct and play this music? Coming from several generations of musical artists, who often performed for themselves, one might imagine that Sitkovetsky would exemplify the description given Mozart by the philosopher Karl Barth. “When serenading God,” he wrote, “I suppose the angels would play Johann Sebastian Bach. But when angels wish to entertain themselves and their family of angels, the music must come from Wolfgang Amadeus Mozart.”

With ICC batting first, Junaid Mohammad clubbed 9 fours and a six to have ICC on 81/1at the break. Thalang’s South African duo Justin Thomatos and debutante Donavan Cowell bowled in tandem through the middle of the innings, wrestling back the run rate and sniffling 5 ICC wickets in the process. In the 9.2 overs following drinks, ICC lost 9 wickets for just 29 runs to be all out for 110! Only Ravi Naik (15 runs) showed resistance with Thoma-

tos 3/12, Cowell 2/13, Andrew McMillan 2/7, and Craig Murphy 2/17 the lucky recipients. ICC then took the field and within four overs they had the scalps of Thomatos and Simon Wetherell. iverpool announced last week the signing of 19-year-old Belgium striker Divock Origi from Lille, but said they will loan him back to the French side for the 2014-15 campaign. “I am very happy and delighted a club as big as Liverpool showed interest in

Patong cage fights return with Full Metal Dojo 2 MMA THE INTENSE ENERGY of Seduction Nightclub in Patong will once again be the backdrop for Full Metal Dojo, the newest Thailand-based mixed martial arts promotion, on August 23. The inaugural show on June 7 featured a fight card of warriors with mixed experiences – from Thais making their professional debut to veteran foreign fighters from Cambodia, Europe, and the United States. The promotion’s second show, dubbed FMD2: Protect Your Neck, will feature a co-main event bout between Afghanistan’s Baz Mohammad Mubariz (3-2) and Sweden’s “Kreepy” Kristoffer Persson (2-3). Both fighters are based in Thailand with

Baz sharpening his skills at Phuket Top Team in Chalong and “Kreepy” Kris hailing from Legacy Gym in Ubon Ratchathani. The fight card will also feature the debut of the promotion’s female division as Suwaman “Pocket Rocket” Boonsorn (Amp) takes on Kaewjai Prachumwong in a 50kg bout. The historic fight marks the first-ever women’s MMA bout featuring two Thai contenders competing on home soil. FMD2: Protect Your Neck will showcase Suwaman and Kaewjai, both considered pioneers of the women’s MMA movement in Thailand. outh Africa ended fourtime Commonwealth Games rugby sevens champions New Zealand’s unbeaten 30-match run to take gold last Sunday (July 27) while Kenya grabbed two titles on the opening day of the athletics programme. The Springboks clinched a nail-biting 17-12 final victory at a packed Ibrox Stadium thanks to tries from Seabelo Senatla (2) and Cecil Afrika and a conversion by Branco du Preez. New Zealand, whose winning streak stretched back to a Jonah Lomu-inspired side that won gold in Kuala Lumpur in 1998, scored two tries through Sherwin Stowers and Joe Webber, Gillies Kaka nailing one conversion. “This feeling is the greatest,” said Afrika. “We as South Africans are so proud. Teerasil, who is on loan for one season from Thai Premier League side SCG Muang Thong United, returned to Thailand yesterday (July 28) with the La Liga club, as the team prepares for their August 6 friendly against Phuket FC at Surakul Stadium in Phuket Town.

The 26-year-old forward arrived in Spain earlier this month and made his presence felt by scoring three goals in Almeria’s warm-up matches. “It is just the beginning and there is still room for me to improve. I have to work hard and try to get used to life and football there. “Football [in Spain] is completely different from [Thailand]. They are stronger and faster. We have to train very hard in the morning and afternoon.’’ Meanwhile, Phuket FC are set to face Bangkok FC this Saturday (August

2) ahead of their friendly against UD Almeria on August 6. The exhibition will be the first time a top-flight European club will play on Phuket soil against the local squad. The match is part of the “LFP World Challenge by Chang”, the Spanish league’s effort to promote La Liga overseas.
