anning buses from Patong Hill entirely, redirecting traffic through other parts of the island, straightening the road, and introducing motorcycle lanes and permanent checkpoints are some of nine solutions proposed on Wednesday (January 1) to combat the high rate of vehicle crashes on Patong Hill. The proposals came after the ter-
rifying crash on Sunday (December 29) when a bus driver lost control of his vehicle, which careered down the hill, swiping cars and then smashing into a power pole on Phrabaramee Rd. Two people were killed and 26 injured. Some ideas were aired on Monday morning by Governor Maitree Intusut, who said, “We may issue a
new rule banning double-deck buses from going over the hill at any time.” The meeting heard that at the Kathu checkpoint, in just one day six out of 30 bus drivers searched were found to be in possession of amphetamines and one with alcohol. One truck driver who was stopped was also found to be in possession of drugs. All of these were heading

Gov Maitree said, “We are going to call bus owners to discuss this matter seriously because they are directly affected by accidents. “To prevent accidents [such as Sunday’s bus crash], we need to increase checkpoints by 20 per cent and invite the private bus owners to discuss the problems.”

ahead. This would likely happen between Sea Pearl Villas (at the top of the hill) and Wat Suwankiriwong.
Buses and trucks heading from Kathu to Patong would not be allowed to go over Patong Hill. They would have to go via Cherng Talay. However, buses and trucks coming from Patong to Kathu would still be allowed to go over Patong Hill. On many occasions trucks and buses have failed to make it up the hill from Kathu, some rolling backwards and crashing, others stalling and blocking traffic. At the other end of the hill, most accidents are caused by large vehicles that make it up over the hill but go out of control on the way down into Patong. Imposing stricter drug checks on motorists, and imposing higher penalties. Governor Maitree Intusut said, “These ideas are very good and are under consider-
ation. They are not finalised yet.” Gov Maitree and officials from the Highways Department, Land Transport Office, police, engineers and municipal staff will attend a merit-making ceremony at Wat Suwankiriwong today (January 3). Afterwards they will discuss with Wat officials whether the Wat might donate land so that the bend can be straightened to make it less dangerous. On Sunday aftrenoon about 3.30pm, the Natalie Tours bus came flying down the hill on the Patong side, taking out a slew of vehicles in its path before smashing into a power pole outside the Family Mart at the foot of the hill. Found dead in the front of the bus was Phanthitha Jaruwat, 40, the bus tour guide.
Also killed was Kanrat Kajornjit, 55, who died instantly when the bus flattened his Toyota Vios. Twenty-six were injured, including 15 Russians and 11 Thais. Eight vehicles were damaged. Police said the bus picked up tourists in Phuket Town before heading to Patong. Early investigations seem to show malfunctioning air brakes are to blame for the crash. At Monday’s daily meeting during the Seven Days of Danger surrounding the New Year, Theerayuth Prasertphol, head of the Phuket Provincial Transport Department, said that bus drivers have to renew their licenses every six months. He felt that more must be done by owners to ensure their buses are safe. “We will invite all bus owners to a meeting to discuss solutions to the problem of malfunctioning air brakes.” At the provincial meeting, Vice-Governor Jamroen Tippayapongthada, forthright as usual, blamed the driver squarely for the accident. “It was the fault of the bus driver [Chanchai Nuisanga, 36]. He is too ignorant and careless. He should realise the tragedy and sadness [he has caused to] the victims’ families. “This driver needs to be trained to check the condition of the bus before every trip.” Mr Chanchai was expected to be charged with careless driving causing death. Including the latest, 11 buses have crashed on Patong Hill in the past two years, with four deaths and dozens of people hurt.

Danger Days road toll no improvement on last year ON THE FIFTH DAY OF the Seven Days of Danger surrounding the New Year holiday, no deaths were officially recorded on Phuket’s roads. There were five serious accidents, with five people hospitalised. Up until The Phuket News went to press on Wednesday (January 1), five people had died on the roads during the first five days, with 25 serious accidents recorded and 30 people injured badly enough to be hospitalised. The deaths were two fewer than in the same period last year, when there were seven. However the number of accidents was up from 17 last year, and the number of injured was up from 16 last year. The first four deaths this year all took place on Sunday (December 29). Frenchman Sylvain Wacquez and Thai Thai national, Robert Marano both died after crashing motorbikes, as did Thanawat Todthing on Tuesday (December 31). The other two deaths were the victims in Sunday’s bus crash on Patong Hill. (See story on pages 1 and 2.)

wo foreigners have been caught on camera by Phuket expats after they were seen apparently posing as deaf people and soliciting “donations” in Patong and Kata. A Phuket expat, who wanted to be named only as Ryan, posted a video on YouTube on Monday (December 30), which shows a foreign woman collecting donations from customers at the Swensen’s shop at Kata Beach. Another Phuket resident took a photograph of a foreign man doing the same thing at a bar/restaurant on Patong Beach around five days ago, and posted it on Facebook. Speaking with The Phuket News the following day, Ryan explained how he was inside the ice cream shop when he saw the foreign girl enter. She was holding a sign, commonly used in Thailand by people collecting for charity, say-

Cop kills woman ‘by mistake’ A YOUNG WOMAN WAS killed early in the morning of December 26 in what Kathu police say they believe was an accidental shooting by one of their own. Officers were called at 7 am to the Fong Beer pub on Pang Muang Sai Kor Road in Patong. There, they were shown the body of 27-year-old Sawitree Kaewnin, sitting at a table outside, her head on the table in a lake of blood. She had been dead about two hours. It was not explained why it took two hours for the police to reach the scene from the

police station, which is on the same road. Investsigators found that Ms Sawitree had been shot behind the ear, with the bullet exiting through her forehead. They took the body to Patong hospital for further examination. In the hospital they met with Pol Sgt Phongsagorn Treeyut of Kathu Police who, witnesses had told them, had fired the fatal shot, and who was being treated for a gunshot wound to his left wrist. Witnesses told them that Sgt Phongsagorn came to see Ms Sawitree, who worked as
a waitress in the pub, and they sat having “sweet talk” at the table. Then staff heard a shot. Police say their inquiries lead them to believe that Sgt Phongsagorn was “just teasing” Ms Sawitree by holding her around the neck and pointing the gun at her ear. The sergeant, they say, had removed the magazine from the weapon but did not realise there was still a round in the chamber. In among the “teasing”, he pulled the trigger, firing the fatal shot and also injuring himself. Eakkapop Thongtub

But this is the first time I’ve seen a young, healthy-looking farang looking for donations.” He questioned the Swensen’s staff outside the shop and they told him there was a foreign man as well who would come in doing the same. One staff member told Ryan that she once heard the girl speaking on the phone in a Slavic language. Another man who did not want to be named took a photograph of a Western man collecting donations at a bar/ restaurant on Patong’s Beach Road last week. The photographer said he was sitting with friends when the foreigner entered, dropping small cards along with small toys or keychains on the table, and then waiting for money. A small Russian flag was printed on the cards. He did not receive any donations. “The whole situation was kind of rude,” the man told The Phuket News.
“When I took the photo he ran away. As a law-abiding citizen, I don’t think this is a good thing. “I don’t think he was deaf. I’ve been here 13 years – I think I can tell when a rip-off is happening. “I’ve never seen a foreigner do that, that’s why I took the photo, because I was a little bit shocked. It surprised me.” Thai law states that if the foreigners are collecting funds on behalf of a charity, the charity must be a licensed Thai foundation and the foreigner must have a work permit. If they are not with a registered Thai charity then they are begging, which is illegal. Two police officers at Karon Police Station told The Phuket News they had received no reports or complaints about cases such as these. Pol Maj Urumporn Koondejsumrit, an inspector with the Tourist Police in Phuket Town, also said he had not received any reports about “deaf” foreigners soliciting donations.

olice in Patong have arrested five men after officers posing as taxi drivers were threatened when they tried to pick up customers from two hotels, the Avista Hideaway Resort and the Citin Plaza Hotel. Col Paisarn Sangthep, Deputy Superintendent of Kathu Police told The Phuket News, “On December 27 at around 4.30 pm, Pol Lt Seksan Prakapsin posed as a taxi driver driving a green-plate taxi, and tried to pick up customers from the Avista Resort.” “When Lt Seksan arrived in front of the resort, two black [illegal] taxi drivers blocked his way. They would not let him go inside to pick up customers. They questioned the plainclothes police [Lt Seksan] to see if he had a voucher or a job card [from a tour company]. “[Finding he did not], the black taxi drivers threatened the police officer, saying that

Photo: Kathu Police this was their territory and no one else was allowed to pick up customers there. “When Lt Seksan was threatened, Sub Lt Chusak Tussanaphom, seeing the situation looked like getting out of
hand, gave the signal to other police to move in.” Pamorn Maiphuak, 40, and Narathit Wangaree, 27, were arrested and charged with conspiring to utter threats and coerce others into complying
with what they wanted. Col Paisarn told The Phuket News, “I am not sure how much the fine will be, but the Phuket court can impose a maximum sentence of three years. “At the scene, there were three black taxi drivers, but the other one did nothing, so we did not arrest him. Usually, there are about 10 taxi drivers there, but the others were out taking passengers elsewhere.” Col Paisarn said that this was the second time police from Patong had mounted this kind of exercise. On December 20, three black taxi drivers – Pitak Noonun, 36, Chaiwut Noonun, 34, and Kittikorn Jaripak, 32, were arrested in front of Citin Plaza Hotel on Prachanukhro Rd, Patong. They were charged with the same offence. “With these two cases, we used the same method to arrest them. I think the taxi system is already improving. Now, misbehaving taxi drivers are starting to worry about our activities.”

Safer Phuket unveils sweeping plans A NEW WATER SAFETY initiative called ‘Safer Phuket’ may see 50 new lifeguard towers and a new internationallyrecognised skipper’s qualification launched on Phuket as soon as next year. Qualified skipper and Phuket-based businessman Duncan Stewart, one of the founders of Safer Phuket, said that when he moved to Phuket he wanted to give something back, and started thinking
about ways he could do so. Noting the large number of drownings off the island’s beaches, Mr Stewart decided to set up a social enterprise around marine and coastal water safety. Mr Stewart; Shoreline Asia Consulting partner Peter Grimes; Martin Carpenter, the British Honorary Consul; and Tarin “Chompoo” Tachthongchan are the founding partners of Safer Phuket.

vember, and will be discussed in more depth at the Coastal Waters Safety Summit to be held on the island in collaboration with the British Embassy on January 9 and 10. One of the first plans Safer Phuket has is to set up 50 lifeguard towers around the island’s beaches. Lifeguards, currently employed by the Phuket Lifeguard Club, will be given extra training, and lifeguard towers can be “sponsored” by compa-
nies, generating income for the group. The local lifeguard club were “110 per cent” behind the project, Mr Stewart said. The lifeguard towers will be similar to those found on Australia’s Bondi Beach, each with a full range of life-saving equipment. Lifeguard training is planned to start in May or June, at the beginning of the southwest monsoon season. The second plan is to introduce an internationally recognised skipper qualification for Thai skippers and crew. The plan is for three different levels of powerboat licensing, based on the Royal Yachting Association (RYA) format. As for the main source of funding, Mr Stewart said the set-up will be a social enterprise, and will operate as a business. The initial start-up capital of US$10,000 (B300,000) has been provided by Mr Stewart and Mr Grimes. Any profit made will be ploughed back into Safer Phuket projects. thephuketnews

ourists, please don’t freak out – the yucky, slimy and sometimes itchy clumps floating in the water off Naiharn Beach on Christmas Day (December 25) have been identified as tiny, more or less harmless jellyfish. Photos of the clumps were sent to The Phuket News by Nattha Thepbamrung who said she and friends came across them while swimming off Naiharn Beach. They finally decided to get out of the water because they did not know what the slippery clumps were, but the jellyfish left their skin very itchy. “They looked like tapioca,” she said. Local people who talked with The Phuket News said the jellies were nothing unusual. Song Sa-ingthong, who owns a snack bar at the beach, said, “They are jellyfish. I don’t know what kind they are, but they come every year between

Some people are allergic, and they get a rash on the skin that looks like mosquito bites. It doesn’t burn like some kinds of jellyfish.” Scientists at the Phuket Marine Biological Centre were
not available to help with identification, but Thanes Munnoy, Director of the Phuket Marine and Coastal Resources Office, gave some eminently sensible advice. “If people go to beach and see something they can’t identify, they shouldn’t touch it. If they are really curious, they should scoop it up – not with their bare hands – and
show it to an expert [such as a beach lifeguard].” One of those experts, Jula Nontree, chief lifeguard at Naiharn Beach, confirmed Mr Song’s opinion. “It is jellyfish. I forget what it is called, but it is harmless. If people touch it and are allergic, they will get a rash, but it’s not serious – it will go away. “The ones that people really need to stay away from is the Bluebottle [also known as the Portuguese Man o’ War] which we see here quite often and which are much more dangerous. “The sting from one of these can cause death if someone is badly stung and is also allergic. It looks like a jelly balloon with tentacles below.” He said the Bluebottles come seasonally between November and December. Generally, they appear about two days a month, each day about four times, he said. Mr Jula told The Phuket News that the lifeguards have first aid kits – including vinegar – at their watch tower on Naiharn Beach.

Baggage handler ID’d from ‘selfies’ on iPad he stole A PHUKET INTERNATIONal Airport baggage handler was arrested after he stole an iPad from a Chinese tourist’s luggage and took photos of himself – not realising the tourist could view the ‘selfies’ from his home computer in China. Yang Liqiang found his iPad had gone missing when he landed back at home after flying out of Phuket International Airport on December 14. So he logged onto his home computer to see if anyone had used the iPad to take photos. They had. Not only that, there were several “selfies” taken by the thief, airport baggage handler Somsak Pro-

rnisai, after he stole the iPad. Mr Yang emailed these to a contact at China Southern Airlines, who forwarded them to a representative at Phuket International Airport. Staff at the airport were able to identify Somsak from the photos, and questioned him about the stolen iPad. He admitted he had stolen the iPad from Mr Yang’s luggage and taken it to his house in Sakoo. Police went to Somsak’s house and found the iPad, along with three phones and three cameras, also stolen. Family rescued after losing way in deep forest
Phuket tourist app for iPhone is launched A NEW APP FOR iPHONES and iPads with visitors to Phuket specifically in mind has been launched. The app is so far available in Thai only, and can be downloaded free from the App Store (search for “Phuket” in Thai). An English-language version has also been created and is awaiting approval from Apple. It should be available this month. At the launch on December 26 – chaired by Governor Maitree Intusut and Santi Pawai, the director of the Phuket Office of Tourism and Sports – Nuttapol Bawonwatana, Vice President of Ignite Asia Ltd, which created the app, explained that it has a variety of functions. These including information on and pictures of tourist attractions, maps, a ‘near me’ guide and a moderated section where people can post details of places they find interesting and give feedback to the Governor himself. It also has a user profile, which works rather like Facebook, a section that allows local businesses such as shops, restaurants, tour companies and hotels to promote themselves to app users.

Gang use bayonet to stab student
A
17-year-old student at Muang Thalang School was hospitalised on December 26 after being stabbed with a bayonet in front of horrified fellow students. Ronnagorn Gunphai, 17, was attacked at the entrance to the school by a gang of six teenagers, one of home stabbed him just beneath the ribs on the right side of his body, in the area of his liver.
The Kusoldharm Rescue Foundation were alerted by a school teacher at around 2:30 pm. At the scene they found a crowd of students, plainly upset and frightened by what they had just witnessed. After first aid, Ronnagorn was taken to Thalang Hospital for treatment. His injuries are understood not to be lifethreatening. Police said a friend of Ronnagorn’s told them it all
happened very fast. Six teenagers rode up to Ronnagorn on motorbikes and stabbed him, before fleeing. Police believe the attack was part of a teenage gang war, and that Ronnagorn knows who his attackers are. They were due to question him in hospital. A FRENCH FAMILY OF four were rescued in the early hours of last Friday (December 27) after spending an epic evening lost in thick forest on Baan Sakoo Hill in Thalang. The Letshon family members, named as Bill, 56, Ninon, 20, Rose, 19 and Elisa, 16, were reportedly trying to walk over the hill from Nai Yang Beach to Nai Thon, when they lost their way. The family phoned the 1155 tourist police hotline at around 6.30pm on December 26, but Tha Chat Chai Police and Kusoldharm Rescue Foundation volunteers took
a further two hours to find them because they were so far inland. One of the search parties eventually managed to locate the family. The trail was so rough it then took the Letshon family and their rescuers another four hours before they were safely out of the forest. After speaking with the group, police said the family were staying at a hotel at Nai Yang Beach. After they had checked out, they decided to walk to Nai Yang to Nai Thon to look for another hotel, but instead became lost. Eakkapop Thongtub
Slaughterhouse mystery THALANG POLICE ARE INvestigating the mysterious death of a truck driver who was found – possibly murdered – near his vehicle around 7am on Tuesday (December 31). Police ar r ived at the slaughterhouse in Baan Manik, in Sri Soonthorn area, to find the body of Anan Nakharat, 53, with a wound in his back. Police found that Mr Anan
had driven his truck, with 100 pigs in the back, from Nakorn Sri Thammarat to the slaughterhouse. They noted that the previous night, the truck had been involved in an accident with a motorbike. Police believe Mr Anan may have been followed by the motorike rider, who killed him. The investigation continues. Eakkapop Thongtub

fficials met on December 26 to prepare for national elections on February 2 – if they do actually take place. “We’re facing a very unusual situation,” said ViceGovernor Somkiet Sangkhaosutthirak, chairing the meeting at the Phuket Office of the Election Commission. “[The election] may happen or it may not. But I would like us [government officials] to be constantly aware and to prepare for anything that may happen.” The meeting therefore discussed methods for proper handling of ballot boxes, who will ensure that there is no tampering of ballot boxes, and how any anti-government protests should be dealt with. A number of issues were discussed, in particular who should look after ballot boxes – volunteers, officers picked at random, or officials who have previous experience. Police received a tipoff that Natthawut “Max” Yothee, 19, was about to do a deal behind Phuket’s OrBorJor hospital. They caught Max and Chalermpon “Tam” Rattananon, 38, red-handed with drugs. Police then went to Nattawut’s room, where they found a haul of 5,800 meth pills and 592.2 grammes of ice with a total street value of B2.7 million.

additional pressure on Phuket’s police manpower. The vice-governor stressed that Phuket must be able to handle election security without having to ask for help from outside. “If the government sees that the election in Phuket requires extra care, then it will have to send additional officers here. “But,” he added, “we don’t know yet what is going to happen. We just need to be aware and wait to hear more from the Central Election Commission about whether this vote will go ahead or not.” The meeting also discussed early polling for people who will not be in Phuket on February 2, and for those living on the island but are registered as living in other provinces. For them, election day will be on January 26. Phuket people may register for pre-election voting January 13 and 17 for Phuket residents. Those who live elsewhere should register before January 2 at the Muang District Registrar’ office, at the intersection of Yaowarat Rd with Mae Luan/Thungka Rd. Pre-election voting booths
will be set up at Thalang Pranangsang School for Thalang District residents, and at Kathu Wittaya School for Muang and Kathu residents. People from other provinces will cast their votes on the same day at the Sala Prachakom Community Hall on Narison Rd, Phuket Town, opposite the Election Commission Office. In Bangkok, election commissioners who at first urged the government to postpone the elections – even threatening to resign in order to derail them – later changed their minds and are now working to make sure it happens. “It is not hard to predict that the election will not be smooth, fair and transparent under the current circumstances,” EC chairman Supachai Somcharoen was quoted by the Bangkok Post as saying at a press conference shortly after the ballot numbers for party-list candidates were drawn. Later, however, the EC, after a meeting with PM Yingluck Shinawatra, appeared to have a change of heart, announcing the election would go ahead after all.

Bomb squad deal with shrimp threat BOMB SQUAD OFFICERS were called on December 25 to the entrance of Baan Laem Hin, just north of Phuket City. The caller, Worapoj Pluksacheep, 20, told police he was sitting in a sala at the entrance with a friend when they noticed a bag tucked under one of the seats. Fearing it might contain a bomb, he called the police. The EOD officers spent 15 minutes gingerly checking and then opening the bag to reveal its contents: about 10 kilos of kapi – shrimp paste. Mr Worapoj was thanked for his alertness and civicmindedness. The bag was taken to Muang Police Station to await collection by its owner who will, presumably, be rather embarrassed.

Three fellows and one gecko with two heads THREE MEN – TWO BROTHers and a friend – who share a house on Hasip Pi Rd in Patong are feeling extra lucky these days after one of the brothers was woken at around 1 am last week by a baby house gecko. But this was no ordinary house gecko. It has six legs and two heads. The second head and the extra two legs stick out from the left side of its body. One of the trio, Ratchapol Pangsri, told The Phuket News on Thursday (December 26) , “When my brother found it three nights ago, one of its heads was still covered with eggshell. It’s very small – about the length of a baby’s finger – and it was very weak.” The baby gecko is being kept in a green plastic bowl. “We are treating it as a pet, giving it food and water.” The men have been putting a little sugar in the bottom of the bowl, which then attracts ants. “We feed it with insects – ants and little bugs. I don’t know if geckos normally eat these things, but it looks much healthier now.” Dr Sansareeya Wangku-

House geckos usually live about one year, but I’m not sure about this one because it’s deformed. “The owners could try feeding it with black ants, which will not sting the gecko, or with mealworms.” So far, not many people
know about the little twoheaded gecko, but as word gets around, the trio can expect a steady stream of visitors. he old Sino-Colonial house in the new Whiskey Mansion Park in Kathu is to be restored to its former glory in a joint effort by Kathu Municipality and the Phuket office of the Fine Arts Department (FAD). Restoring the building properly to FAD standards is painstaking and expensive work; any rotten or broken parts of the building must be replaced with original pieces if possible, or with handcrafted replicas using original materials. Waritsapong Likitwattananukul, the Municipality’s Civil Engineer explained to The Phuket News that, for example, modern cement cannot be used in the repairs as it is not compatible with the cement used 100 years ago when the mansion was built. So the restorers must make
and use the old style of cement known as Punn Tum. Paint, too, must be carefully chosen so that it does not flake off later, though some modern paints can be used without causing damage. The stairs inside will have to be completely remade, using the same kind of wood as in the original, which cannot be repaired to the point where it can be considered safe for use. Some of the mansion’s doors and windows have rotted, but others are still in good condition and can be repainted. The rotten ones will have to be replaced with replicas made with the same type of wood. The roof is a mess, with rotting beams under cheap cement sheets. All the beams will have to be replaced, and 100-year-old tiles must be found to recreate the roof. Once it is completed, the mansion, on what used to be the site of a rice spirit factory, will be opened to the public, allow-
ing people insights into the way people lived in Phuket when there was no air-conditioning, no cars, no computers and no phones. Restoration of old buildings is rare in Phuket. Only two major restorations have been completed in Phuket Town – the Thai Airways International building on Ranong Rd and the old post office on Montri Rd, now a museum of philately. The government offers no incentives to carry out proper restoration, and there is no system for listing buildings that must be preserved, so most people repair old buildings using modern materials, with decidedly mixed results. Even the Governor’s Mansion on Narison Rd – which dates back to the same period as the Whiskey Mansion – was repaired a few years ago using modern blue tiles for its roof, a choice that drew horrified local reactions when it was completed.

A mountain to climb

anning large tour buses and trucks with 10 wheels or more from travelling over Patong Hill during peak hours is not the solution to solving the bus crashes on the deadly stretch of road. Governor Maitree Intusut earlier this week at a meeting with government officials, suggested that buses be banned from the hill between 6 and 9am and 4 and 7pm. For starters – if this ban were in place already, it would still not have prevented Sunday’s fatal crash in which two people were killed, because that happened around 3.30pm. Secondly, how else can buses get to Patong? From the airport they would have to drive through Cherng Talay, Surin, Kamala and then arrive in Patong – that’s if they
don’t crash on any of those dangerous hills either. Or, go down Chao Fah West, through Chalong Circle then over Kata, Karon etc – where there are also treacherous hilly roads. Or do the buses stop just before Patong Hill, and tourists cram into mini vans for the final leg? But third – and most importantly – removing buses from Patong Hill is not the true solution for this problem. The real issue here is proper driver education about how to drive these large buses safely on such steep roads, and also regular bus maintenance to stop the apparent brake failure, which seems to be blamed for every bus crash. Wherever buses are driving on the island’s roads – not only Patong Hill – they should be in top condition and being driven
cautiously to avoid crashes. All bus drivers should also be checked to see that they are carrying a driving licence, and the correct one. Also that they aren’t driving under the influence of alcohol or drugs, too. Simply removing the buses from the hill will not solve the wider problem of accidents on the island’s roads. To reduce the road accident toll on Phuket, would anyone ever suggest the idea of removing all the cars from the island? The authorities need to think hard about a true solution for this problem (aside from the tunnel, which is years away from reality), rather than removing the buses from the hill during peak time, which is like putting a bandaid on a broken leg.

he House’s decision to pass the amnesty bill on November 1 triggered a political crisis and prompted former Democrat MP Suthep Thaugsuban to lead protests against the government. The bill passed by the House is controversial because the ruling Pheu Thai Party designed it to offer a blanket amnesty, not only pardoning political demonstrators in 2010 but also absolving deposed prime minister Thaksin Shinawatra of his corruption charges. Protesters stayed put as the Constitution Court ruled on November 20 that the government-sponsored charter amendment on the make-up of the Senate violated the constitution. The judges ruled on a 6-3 vote that the process adopted to pass the amendment was improper and violated Section 291. It also ruled by five votes to four that the amendment to make the Senate a fully elected chamber violated Section 68 of the constitution which prohibits unconstitutional efforts to seize power. The court did not disband

However, its key members including the Pheu Thai leader, the House Speaker and the Senate Speaker who were directly involved in the passage of the amendment draft announced their defiance of the court’s ruling and power. Anti-government protest leaders escalated their demonstration and demanded
the ouster of the Yingluck Shinawatra government. Their rally on November 24 drew a huge crowd, yet the government did not respond. Mr Suthep then led another big rally on December 9 and even more people joined his movement. Prime Minister Yingluck dissolved the House that morning before demonstrators moved from the Democracy Monument to Government House. Demonstrations continue.
Preah Vihear ruling The International Court of Justice (ICJ)’s November 11 ruling on the interpretation of its June 15, 1962 verdict that granted Cambodia sovereignty over the Preah Vihear temple captured the attention of a nation. That day, Thais, regardless of political stripes, waited on the court’s decision as to whether Cambodian sovereignty over the temple included the 4.6 sq km disputed area surrounding it. The dispute over Preah Vihear has been lingering between the two countries for more than five decades.
The ICJ ruled Cambodia has sovereignty over the whole territory of the promontory of the temple, and that Thailand is obliged to withdraw its forces from the area. But the court did not decide which country has authority over the larger issue of the 4.6 sq km disputed area, as requested by Cambodia in 2011. The court said Cambodia and Thailand, as parties to the World Heritage Convention, must work together to protect it as a world heritage site. It urged them to find a joint solution to the disputed area. The countries now are waiting for negotiations on how to implement the ruling.
Kamnan Poh The arrest of convicted murderer and former fugitive Somchai Khunploem, aka Kamnan Poh, made headlines this year. Somchai, the so-called ‘”Godfather of Chon Buri’” was arrested by CSD police after a 120-day operation, supervised by Central Investigation Bureau commissioner Pol Lt Gen Pongpat Chayaphan. Somchai, father of caretak-
er Culture Minister Sonthaya Khunploem, was sentenced to 25 years for masterminding the murder of his political rival Prayoon Sitthichoke, kamnan of tambon Samet in Chon Buri’s Muang district, at a wedding reception in March 2003. Somchai was also given a jail term of five years and four months for corruption involving the 1992 sale of a site in Khao Maikaew forest reserve for use as a garbage dump. Somchai failed to show up when the Supreme Court delivered the verdict, prompting the court to issue a warrant for his arrest. Somchai, 75, was taken to the CSD’s special operations unit in the Chok Chai 4 area for interrogation.
Thaksin’s voice clip One way to trace the spark of the anti-government protests is to look back to July 6 when an audio clip about an amnesty was posted on Youtube. The 30-minute clip came to be known as the “General thang shao clip”, named after a mushroom that allegedly enhances sexual performance. It is believed to be a conversation between ousted prime minister Thaksin Shinawatra and deputy Defence Minister Yutthasak Sasiprapa. In the clip, it was proposed the amnesty should be treated as a national security issue and it should be submitted to the Defence Council for consideration. According to the clip, Supreme Commander Tanasak Patimapragorn and army chief Prayuth Chan-ocha supported the proposal, as long as Thaksin was prepared to permanently leave politics. However, both Gen Tanasak and Gen Prayuth denied knowing anything about the plans discussed in the clip. Gen Yutthasak also insisted the clip was doctored. Bangkok Post

Zoroastrians confront threat to existence at Mumbai gathering Rachel O’Brien

he world’s tiny but hugely successful Zoroastrian community will confront a demographic crisis which threatens its very existence when it gathers en masse in its spiritual home of Mumbai this week. The four-day World Zoroastrian Congress, beginning Friday, brings together followers of one of the world’s oldest religions, many of whom are descended from Persians who fled to India to escape persecution more than 1,000 years ago. Known as the Parsis, this group went on to become one of India’s wealthiest communities, closely linked to the rise of financial capital Mumbai. Famed members have included the industrialist Tata family and the late Queen singer Freddie Mercury, the son of Parsi migrants to Zanzibar. But the population of Parsis is quickly diminishing, with members divided over how best to preserve their religion and culture.

Coloured tattoos escape ban Tattoo artists in France, who were up in arms about a government ban on certain dyes, say the health ministry has reassured them they will be able to keep using coloured ink, attributing the uproar to a misunderstanding of thousands of pages of regulations. n South Africa, right-wing prophesies that Nelson Mandela’s death will be followed by a racial apocalypse refuse to be quashed by events. Ever since the mostly peaceful transition to majority rule in 1994, right-wing South Africans have claimed the moment would spell an end to reconciliation and unleash untold bloodshed. So engrained was the idea of a “Night of the Long Knives” that it even seeped into mainstream thinking. Some plotted elaborate evacuation plans, radio programmes discussed whether it was remotely possible and one journalist even visited a town where whites would supposedly gather before fleeing, just in case anyone turned up. When nothing happened after South Africa’s first black president drew his last breath on December 5, or after his burial 10 days later, most were unsurprised, but for some it was nothing more than apoca-
lypse deferred. “They are definitely planning something. It won’t happen over one night, but will be gradual,” said Neil, 40, while on a recent visit to an Afrikaner memorial, the Voortrekker Monument in Pretoria. The belief that one day whites would be slaughtered en masse is tenacious and can be traced back to the earliest white settlers. Later, in the early 1900s, in the wake of the second Anglo-Boer War, the idea was propagated by soothsayer Nicolaas van Rensburg, who has obtained cult status among radical Afrikaner groups. Van Rensburg was a farmer who only read the Bible and was unable to write anything besides his own name. Among believers he is credited with predicting World War II and the rise of a black leader who some believe to be Mandela. The “siener”, or “seer” in the Afrikaans language, had a number of visions that his
daughter and friends wrote up in notebooks which today lie in a cultural history museum in the northwestern town of Lichtenburg. In 1915, Van Rensburg had a vision of “a coffin lowered into a grave, multiple fires coming out, led by one big blaze”. “Someone important is buried, and then a revolution breaks out,” explained Tollie Vreugdenburg, a police investigator who has worked on cases involving the far right. Van Rensburg’s prophesies were among those adopted by white terrorist group the Boeremag, who plotted to kill Mandela and overthrow the government in the late 1990s and early 2000s. One member of the group who turned state witness against his 20 co-accused revealed how they used the prophesies to plan and recruit new members. “They relied heavily on the Seer’s visions,” Vreugdenburg said. “The Night of the Long Knives, Mandela’s death, was the main reason.” AFP

Royal Phuket Yacht Club is sold again P
huket’s first luxury hotel, the Royal Phuket Yacht Club at Nai Harn Beach, has been sold to an overseas investor, property and hotels consultant Bill Barnett reports in his blog, ThePhuketInsider.com. The transaction occurred in the private market and details have not been made public. Opened in 1986, the property has changed hands a number of times and has been managed over the years by Hong Kong’s Mandarin Oriental group and Starwood’s Le Meridien. The hotel was designed and built by MR Tridosyudh Devakula – who went on to build The Boathouse in Kata and Trisara. In its heyday, the 110-room hotel was by far the finest in the region, and attracted as regular guests members of royalty and glitterati such as James Bond actor Roger Moore and writer and comedian Peter Ustinov. Before the current sale it belonged to the developers of Puravarna, a very upscale project in Rawai. The project, being inland, had no beachfront, so the hotel was bought as a “beach club”, but continued to operate as a hotel. The Puravarna project subsequently collapsed after buyers discovered that a building permit had never been issued for the project. Nineteen buyers claimed they had paid a total of B217 million – an average of B11.4 million each – but that Phase 1 of the project had stalled and Phase 2 had never been started. spent 18 months in custody awaiting trial for deception, which he denied. He was released after the charges were dropped. In 2010 the hotel was offered for sale for B1.3 billion by Puravarna Holdings, a strange partnership between British India PLC and Spanish group Boscasolidos, which has links to Spanish football club Barcelona. The hotel – which continued to operate smoothly – was sold to the low-key Corbis Group, a private equity, corporate investment and development group headquartered in Spain, for an undiclosed price. Corbis has now cashed out.

The sale of the 55-room Manathai Resort at Surin Beach, one of the island’s most desirable locations for upscale tourism, was brokered by Jones Lang LaSalle Hotels. As is so often the case with hotel transactions, the price and the name of the buyer were not revealed. Mr Barnett expects more sales of hotels in 2014 as new hotels open and owners of existing properties are faced with the choice of reinvesting with upgrades, or divesting.
THE NUMBER OF MOBILE subscribers in Thailand this year exceeded the entire population by one-third, thanks to the many people subscribing to more than one number. The local mobile market grew by 9 per cent to 95.5 million this year, with 25 million 3G customers using the 2100-megahertz network. The figures were released by the National Broadcasting and Telecommunications Commission (NBTC). Overall prices for voice services plunged by 45 per cent to an average of 53 satang a minute, thanks to fierce competition in the 3G market. Prices of internet service rates dropped by 36 per cent to 21 satang per megabyte. Short messaging service (SMS) rates were down by 46 per cent to 84 satang per message, while multimedia message service (MMS) rates declined by 29 per cent to B2.77 a message. NBTC secretary-general Takorn Tantasit said that the number of mobile subscribers increased by 9 per cent in the past year, from 87.5 million to 95.5 million.

here is little doubt that Mirko Cappa, executive chef of Bodega & Grill at Angsana Laguna Phuket, has infused his Italian upbringing into the dishes at the restaurant. Far away from the cobblestone streets and cute little grandmothers of Italy, Cappa has created a set menu that takes advantage of the perfect fishing of southern Thailand and added a modern twist to the usual culinary fare. The chef recently gave The Phuket News a sneak peek of the new menu, which thankfully still includes Bodega’s signature grilled Australian grass fed beef strip loin – but we’ll get to that. Starters are meant to be previews of what’s to come, a small window into the eye of the dinner storm. Cappa insisted on wow’ing us with this course and started with the duo of tartar, which which included yellow fin tuna, Norwegian salmon tartar, an assortment of greens, and topped with a large chip that resembled a surfboard. On top of this edible surfboard was a boiled quail egg and beluga caviar! Just like the sport it represents, the balance of taste was savory yet subtle. A perfect compliment to their famous “Bodega” goose liver foie gras – a most indulgent and savoury dish that fin-
ished with a delightful crispness. The sword fish and saku tuna carpaccio as well as the crispy golden fried zucchini flowers kept things refreshingly light and were easy to eat. Cappa used the appetisers to bring diners in, using a sense of fun and delicious flavours. What was seafood earlier, quickly became something more – a language spoken through taste. Clearly, he had learned from working at the best five-star restaurants in the world, which included stops in Sin-
gapore, Brazil, Shanghai, and Argentina. This is the Milanese’s second stint with the restaurant – he worked with what was formerly known as the Sheraton on the same spot years earlier. Within moments, the second course began and it was clear that the steak, served with roasted potatoes and creamy spinach, would be a winner. The searing was perfect and almost melted at the end of your fork before chewing – that’s true tenderness. Another winner was the almond
and pistachio crusted amberjack steak, served with a fennel salad, baby vegetables, and green pea sauce that was almost too delicious for its own good. The sauce could easily be mistaken for a healthy mashed potatoes. For dessert, Cappa served the restaurant’s signature cheesecake with blueberry naga, set against the backdrop of a crispy brandy snap that resembled the sun. It was a sugary beach scene that blended well with the entire meal’s “fun in the sea” style and flavours. Though slightly difficult to eat because of the layers of chocolate, the fruity flavours stood out. It’s never too early to check out the new menu at Bodega & Grill, if only to taste the splendid steaks and appetisers. Warning: a full belly is imminent. The event, which pits 20 of the world’s top junior drivers against each other, was the site of round six to nine of the MRF Challenge series. The 24-year-old placed 7th in the seventh round of the series and crossed the line just over three seconds away from 3rd place, and just 6.7 seconds behind the winner. “[Placing 7th] out of 20
drivers, including being ahead of top GP3 drivers from Europe, shows again just how much progress we’re making with every round,” Young said after the race. SEASON’S GREETINGS my fellow fisheroos. As I write this article, I was reminded it was nine years ago today (December 26) they were pulling bodies out of the water after the 2004 Tsunami. When I say reminded of that tragic occurrence, this was a happy event, related
to me at the Drift Inn as a contender for the “catch of the week”. So this month it goes to a bunch of guys from Australia, who pulled a commercial fisherman out of the water in choppy seas two miles west of the gap between Racha Yai and Racha Noi. The poor chap said he had been in the water for five hours after falling off his fishing trawler around 4 or 5 am. The boat’s crew said they were lucky to find him as there was, as is usual in

Some time ago I had a professional chef on-board who caught a fair sized Cobia. He took it back to his restaurant and reported the next day that
it tasted terrible. Having tasted Cobia I was inclined to agree, but recently I found out that when you catch a Cobia you must immediately cut just above the tail and break and cut the spinal column, hang and bleed the fish if you want the best results when cooking. Nadal tries new treatment to prolong career TENNIS WORLD NUMBER ONE Rafael Nadal has had new treatment on his troublesome knees which could help him complete a full season on the ATP Tour for the first time since 2011. The 27-year-old Spaniard also believes that it may prolong his career, but admits that the delay in restarting work during the off season has reduced his chances of regaining the Australian Open title in two weeks time. Although Nadal would not say precisely what had been done to the semipermanent injuries, he volunteered only that it was “different” and that he is hopeful about a healthier 2014. Nadal missed all of the second half of 2012 as well as the first Grand Slam of 2013, in Australia, prompting many predictions that he would never be a world-beater again.

Though he proved these wrong, previous treatments have brought only temporary improvements, and Nadal is mindful that he has reached a crucial phase of his career if he is to fulfill his talent completely. All this has left Nadal short of court time. Not till two and a half weeks ago did he start hitting tennis balls again, something which may influence what happens in the first Grand Slam of the season. “In the first week I didn’t move myself, I was just practising from the middle,” he said. “So realistically I have been playing for one week or something, that’s all.” That places in perspective his straight sets loss to his friend David Ferrer, the world number three from Spain, in an exhibition event in Abu Dhabi last week. “I am going to try to be competitive from the beginning,” he said. Smith hails ‘incredible win’ over strong India CRICKET

outh African captain Graeme Smith hailed “an incredible win” for his team after they clinched an emphatic ten-wicket victory on the fifth day of the second and final Test against India at Kingsmead on Monday (December 30). The win, in Jacques Kallis’ final Test match, clinched the two-match series for South Africa after the first Test in Johannesburg was drawn. It also confirmed South Africa’s ranking as the world’s number one Test team and increased their gap over second-ranked India. Smith said South Africa had to fight their way out of some tough situations. “We were behind the game for 90 per cent of the time at the Wanderers,” he admitted. “We fought our way out of that and we knew we had to play well in Durban.” There was not much for
South Africa to cheer at the start of the second Test as India moved to 181 for one with bad light and rain cutting short the first day and delaying the start on the second day. Man of the match Dale Steyn, who had match figures
of nine for 147, produced what Smith described as a “special spell”, dismissing over night batsmen Virat Kohli and Cheteshwar Pujara – the men most likely to have played long innings – inside his first two overs of the day. Steyn followed up with
a third wicket – his 350th in Tests – with the second new ball and finished with three for 47 as India were dismissed for 223, leaving South Africa a target of 58, which Smith and Alviro Petersen knocked off in 11.4 overs. AFP

Hunger for speed and risk haunts great Schumacher FORMULA ONE

ormula One legend Michael Schumacher Tuesday (December 31) showed a slight improvement after a second operation following his life-threatening ski accident but was “not out of danger”, doctors treating him said. Surgeons said they had “gained some time” by performing a successful second procedure on the seven-time world champion on Monday night but he still remained critical. His wife and two children are at the hospital in the French Alpine city of Grenoble where Schumacher is in a coma after he fell and slammed his head on a rock while skiing off-piste on Sunday (December 29). According to his manager Sabine Kehm, he was not skiing at high speed when the accident happened. “He

Kehm added that the accident could have happened even “at 10 kilometres (six miles) per hour.” Schumacher’s condition has attracted attention from around the world and several people have tried to sneak through the hospital and approach the former racer, she said. “There apparently was a person dressed up as a priest, who tried to get near Michael. I am asking everyone to let the doctors work and leave the family spend peaceful time with Michael.” Schumacher may have retired in 2012 after a glittering career but his love for speed and danger how not diminished.
After years of racing in the high risk world of Formula One and winning a record seven world titles, his accident suggests that perhaps retirement had not dulled his relish of dangerous pursuits. As an F1 racer, Schumacher was known for his daring overtaking manoeuvres, his at-times almost reckless abandon in the pursuit of victory and his mastery of the tricky conditions presented by rain. When he won his first world title in 1994 with Benetton, he did so in controversial fashion, crashing into his title rival Damon Hill at the final race after he had already scuppered his own hopes by going off the track when
pushing hard despite leading comfortably. It wa s i nd ic a t ive of Schumacher’s win-at-all-costs attitude and his willingness to take huge risks in order to do so. He almost provoked a similar crash in the final race of the 1997 season when battling Jacques Villeneuve for the title, an incident for which he was retrospectively disqualified from the whole season. But even such mishaps didn’t slow Schumacher down or quench his thirst for success as he went on to win five successive titles with Ferrari from 2000-2004. He retired at the end of the 2006 season before making a
damp squib of a comeback in 2010 with Mercedes. He is the sport’s most decorated champion with a record 91 GP wins, while he is one of only two men to reach 300 races. In 2000 he also sealed Ferrari’s first championship in 21 years with victory in Japan. Schumacher’s father was a bricklayer who also ran the local go-kart track, where his mother worked in the canteen. By 1987, Schumacher was the German and European go-kart champion. Four years later he burst onto the Formula One scene, qualifying seventh for Jordan in his debut race at Belgium. The young German was immediately snapped up by Benetton, where he won his first Formula One race in 1992, again in Belgium. By 2003, Schumacher broke Juan Manuel Fangio’s record by claiming his sixth world title. In 2004 he won 13 races, his greatest season. But his greatest ever battle may just be commencing as the father of two finds himself battling to recover from a serious accident.
