A
young Myanmar woman has been left blinded and her face and body severely disfigured following an acid attack by her best friend on Nanai Rd, in Patong, last week. Kathu police arrested Myanmar national Ta Zin Moe, 24, at 10am on August 27 on an arrest warrant issued for assault causing deathly
injury after she threw formic acid at her friend, Ka Ta, 22, in front of unnamed restaurant in Nanai Rd in Patong in the early hours of August 26. Ms Ka suffered severe burns to her face and torso. She lost sight in both her eyes and both her ears have been maimed. She was taken to Patong Hospital immediately after the attack by a local resident, but later transferred to Vachira Hospital in Phuket Town after she slipped into a coma.
“CCTV showed Ta Zin Moe waiting for Ka Ta at a restaurant that morning and then attacking her before fleeing on the motorbike,” said Lt Col Suthichai Tienpo of the Kathu police. Police tracked down Ta Zin Moe by her phone number, which was stored on Ms Ka’s phone and found her hiding at a rented home on Srisuthat Rd in Rassada. “We arrived to find Ta Zin Moe packing her clothes ready to flee the

Ta Zin Moe was taken to Kathu police station where she told police that she attacked her best friend with acid because she believed that she had something to do with her being fired from her job. Ta is currently being held on charges of assault causing deathly injury. “Ms Ka suffered third-degree burns to most of her body,” Col Sutthichai said on Wednesday (Sept 2)…

Woman scorched by acid Mystery bite on Aussie tourist not Continued from page 1 “She is stable at Vachira Hospital and luckily expected to survive, but she is completely blind in one eye and doctors are hopeful but not certain that she will regain at least partial sight in her other eye,” he said. Relatives have arrived at the hospital to provide support. “They want to take her home, but obviously they cannot until she shows much more improvement,” Col Sutthichai said. Preventing such acid attacks is nigh impossible, Col Sutthichai rued. “There is very little we can do to prevent attacks like this,” he said. “This acid is available everywhere. It is commonly used for basic pre-processing of rubber before it is shipped off to factories.”

S
hark expert Tassapon Krajangdara, a specialist at the Phuket Coastal Fisheries Research and Development Centre, on Wednesday (Sept 2) confirmed that the sea animal that bit and seriously injured an Australian woman’s foot at Karon Beach this week was not a shark. Aussie tourist Jane Neame, 37, was swimming at Karon Beach on Tuesday morning (Sept 1) when she suffered serious bite wounds to her left foot and was rushed to hospital. “The shape of the wound is guaranteed not from a shark bite. It is not from a hammerhead shark or any other kind of shark, as some people think,” Mr Tassapon told The Phuket News.

“The wound is the wrongshaped curve. This we have confirmed by information and photos provided by doctors at Bangkok Hospital Phuket.” Mr Tassapon believes that the culprit was either a puffer fish, or a trigger fish. “The wound shows that the teeth that bit her were sharp and it was a straight, clean bite, like those of a puffer fish or a trigger fish,” he said.
“Puffer fish are in the Tetraodontidae family and trigger fish are in the Balistidae family, but both are in the order of Tetraodontiformes. So I cannot tell exactly which type of fish bit her, but it was not a shark.” Mr Tassapon suggested that the fish that bit Ms Neame was defending its territory. Lifeguards returned to the area by jet-ski on Wednesday
morning – at the same time when Ms Neame was bitten the day before – and confirmed that large puffer fish were still in the area, not far from a reef. Lifeguard Weera Palikam, who rendered assistance to Ms Neame on the beach after the bite, said, “We inspected around there, and we found some puffer fish. They are quite big, around three kilogrammes.” The puffer fish spotted today were about a foot long, he said, not joking. In the meantime, lifeguards have moved the redyellow f lags marking the swimming area at that section of beach further away from the site of the attack. Tanyaluk Sakoot

People in risk areas will be asked to relocate to an emergency assembly area at Chai Field, opposite Provincial Hall. The Phuket News
Phuket to host new Thailand Yacht Show THE DATES OF THE FIRST edition of the Phuket Yacht Show, now re-christened the Thailand Yacht Show, have finally been confirmed by organisers SYE Pte Ltd, who also stage the annual Singapore Yacht Show each April. The announcement follows a partnership agreement signed recently with the Marine Department of Thailand’s Ministry of Transport. The event is destined to become the focal point of the luxury charter yacht business in Asia Pacific, and is set to take place February 11-14, 2016 at Phuket’s Ao Po Grand Marina. The new show is to be publicly announced at an international press conference and private launch party in Bangkok on September 16, hosted by Prime Minister Prayut Chan-o-cha. It was the PM’s own initiative to create an international Yacht Show for Thailand, and make Phuket the principal hub for superyachts in Asia. Also in attendance will be new Minister of Transport Arkom Termpittayapaisith and Minister of Sport and Tourism, Kobkarn Wattanavrangkul, both also involved in and highly supportive of the Yacht Show, together with

The proceedings will take place on board the sensational 41-metre Norman Fosterdesigned motoryacht Ocean Emerald – first in line to be awarded the new Superyacht Charter Licence – moored alongside an exclusive waterfront venue in Bangkok for the evening. Momentum and interest in Thailand’s charter potential have been building in recent months after discussions between key players in the local yachting community, including SYE, and the country’s Ministry of Transport resulted in last month’s landmark announcement of a new licence for foreign-flagged
superyachts to charter in Thai waters. Andy Treadwell, founder and owner of SYE, comments of the official announcement: “With superyacht charter now being legalised in Thailand – indeed, made very welcome! - and with the Government and all the other stakeholders aligned, the time is right for us to launch the new Yacht Show with industry-wide support. Ao Po Grand Marina is a perfect location for the event and we look forward to providing this new, crucial platform to capitalise on Thailand’s stated objective of becoming the principal yachting destination hub for Asia.” The Phuket News thephuketnews

Underpass under fire A Alan Morison, 67, and Chutima Sidasathian, 34, speak to the media before entering the court earlier this year.
Phuketwan not guilty on all counts at trial THE PHUKET COURT on Tuesday (Sept 1) ruled Phuketwan journalists Alan Morison, 67, and Chutima Sidasathian, 34, not guilty of all charges filed against them for defamation and under the Computer Crime Act. The two faced charges of defamation, which is a criminal charge in Thailand, and with offences under the Computer Crimes Act. If found guilty they could have faced up to two years in prison for defamation and five years for breaching the Computer Crimes Act, as well as a B100,000 fine. The charges to trial after a complaint filed by the Royal Thai Navy. The complaint related to an article published
on the Phuketwan website in July last year. The article quoted an investigation by the Reuters news agency, which alleged that some members of the military were involved in trafficking Muslim Rohingya refugees who had fled Myanmar. The case drew criticism from human rights and press freedom groups around the world. Phil Robertson, Deputy Director, Asia Division, of Human Rights Watch, said before the proceedings on Tuesday, “This case should have never been brought to trial in the first place, and the fact that it was shows this Thai government’s total lack of concern for media freedom.” The Phuket News
team of expert engineers have arrived in Phuket from Bangkok to ensure that the Sam Kong Underpass is built according to safety standards, Phuket Governor Nisit Jansomwong announced this week. “The new Minister of Transportation, Krasuang Khamanakhom, has sent a special team of engineers to Phuket to inspect the construction of the underpass to ensure it meets safety standards,” Gov Nisit told the press at Provincial Hall on Tuesday (Sept 1). “The minister has confirmed that [project contractor] Wiwat Construction Co will be held responsible for the construction site. They must strictly abide by all standards set out in the concession contract,” he added. The news comes after a handful of protesters gathered at the construction site last Sunday (August 30) to protest the condition of the roads passing the site and the long delay in completing the underpass, which at last report was more than seven months behind schedule. Protest leader Apisit Tiewattanakul handed to Gover-

New Year’s Day expectation for the underpass to open to traffic, Samak Lueduanghad, Director of the Highways Department Phuket office, reiterated that the date for completion had moved from October 9, 2015 to February 10, 2016. “I understand that there was a protest at the Samkong intersection yesterday (August 30) because of the delays in completion of the project… Today, when the protesters were passing their complaint to Governor Nisit Jansomwong, I explained the situation to some of them. “I explained that holes in the road were caused by heavy rain and traffic. I also

This is expected to be around February 2016.” Project Manager, Chalermpon Wongkietkun added, “Our date for completion is now scheduled for February 10, 2016 and a request for the delay has been sent to Highways Department in Bangkok. The ramped up attention on the underpass this week follows Mr Samak flaming Wiwat Construction Co for failing to complete the project on time. He also ordered emergency repairs to be made to the road alongside the project site to make them safe for passing motorists.

he island’s famed Vegetarian Festival is set to take place from October 13-21 to once again preserve part of the island's beautiful cultural heritage. But in addition, this year's event will include a procession to honour HM King Bhumibol Adulyadej. Phuket Governor Nisit Jansomwong held a meeting on August 25 to announce details of the festival, which was also attended by Urai Lursakanusorn, acting director Office of Phuket Culture; President of the Phuket Shrine Club, Prasert
Phakthongphol, and a number of city officials. Speaking at the meeting, Governor Nisit said, “The annual Phuket Vegetarian Festival will start on October 13 and end on October 21, and this year we will have additional parade to honour HM The King. “This parade is scheduled to take place on Wednesday October 14 at Chai field and we will also have a blessing ceremony for HM The King at Saphan Hin.” “During the nine days of the Vegetarian Festival, observers must dress only in white, and they must abstain from meat and alcohol to purify their bodies. This is also
a time for merit making and giving thanks to ancestors. “The Festival will begin with the raising of Go Teng (Lantern) Poles at the participating Chinese shrines (san jao) around the island to invite the spirit gods to be present during the festival. “The opening ceremony is generally a quiet affair but the emotion will build over the following days as a riot of parades with massive amounts of firecrackers and mah song – steeds of the gods – mortifying their flesh with axes, maces, and a variety of artefacts inserted through cuts in their cheeks or hung by hooks from the chests or backs,” said Governor Nisit.
Phuket Hungry Ghost haunting underway THE ANNUAL POR TOR (Hungry Gost) Festival organised by the Phuket City Municipal Office and Tourism Authority of Thailand (TAT) Phuket Office is currently being held in Phuket Town and everyone is invited to join the event, which runs until September 12. “The festival is also called the Hungry Ghost Festival, as believers prepare food not only for their ancestors but also to nourish spirits who have no living family to visit,” explained Somjai Suwannasupapana, Mayor of Phuket Town. “Every year at this time, Phuket holds the Por Tor Festival to give thanks and offering to our ancestors as a way to express our gratitude. This practice have been passed on to us from generation to generation. “This annual giving not only gives the spirits great food, but also brings luck and good health in return to the givers,” Mayor Somjai added. During the festival in Phuket, various foods, fruits and colourful desserts are placed at altars for the spirits of ancestors. Many people

Paying for the pleasure to read QUESTIONS & ANSWERS The Phuket News editor@classactmedia.co.th
Question One thing I miss from home is the libraries. The peace and quiet, and the books. I recently went to join a library in Phuket Town that my wife told me about, and I was astounded to be asked to pay a fee to join. And the fee was pretty steep, considering it was supposed to be a government library, which I thought would be free to join. Why do government libraries charge joining fees? Samuel, Chalong
Answer The membership fees for join-
ing our libraries are: B50 for people aged under 15, B100 for people aged 15-25; and B300 for people for over 25. This is a standard fee for all public libraries in Thailand. We do not receive much support from the government to keep them open, and what we do receive is not enough to cover all library expenses, such as staff salaries, electricity and all basic office expenses. Each year, Phuket City Municipality has to support them with our own budget. We have to cover the shortfall for all their expenses. In addition to the membership fee, all you need to bring to join a public library is a copy of your ID card (for Thais) or your passport (for
foreigners). You will also need to bring two current one-inch photos clearly showing your face. However, we do have freeof-charge libraries supported by the Non-formal and Informal Education Association (KorSorNor). They are also known as your local “Chalerm Rajkumari Public Library”. There are three such libraries in Phuket: on Haad Patong Rd in Patong, in Thalang, and one near the Governor’s residence in Phuket Town. This library is the easiest to join. All you need to bring is your ID card or passport. Membership is free. – Thawatchai Tongmang, Chief Administrative Officer (Palad), Phuket City Municipality. thephuketnews

Scott Stammers, 46, was arrested with four other foreigners in September, 2013, as they prepared to ship the drugs out of Thailand by boat. They were formally extradited in November of that year. Stammers pleaded guilty to conspiring to import 100 kilogrammes of pure North Korean ya ba from Thailand into the United States, US prosecutors said. He faces 10 years to life in prison when sentenced at a future date by a US judge. Three of the other defendants pleaded guilty earlier this month. The gang was exposed when he made a deal to hire Joseph Manuel “Rambo” Hunter, 48, an American who had served in the US military as a sniper instructor. Hunter and his Filipino girlfriend ran drug operations from a house in Kathu. Hunter, who was arrested at the same time as the drug gang, pleaded guilty last February to charges of conspiring to murder. He was convicted of running a gang of military-trained snipers who were to carry out contract killings for two Colombian drug cartels. No changes to beach management system Saroj Kueprasertkij

lthough the study into Phuket Governor Nisit Jansomwong’s beach management system is complete and has been handed over to the relevant officials, no decision has yet been made on any changes that could be made. “I have not made any changes to any rules regarding the beach management system,” Gov Nisit told The Phuket News last Friday (August 28). “Yesterday (August 27) I received the study from Prince of Songkhla University in Phuket (PSU). However, it is not just me who needs to see their findings. It needs to be discussed in a meeting. “As for now everything still remains the same and the same rules apply.” Vice Governor Suthee Thongyam added, “The beach management system is still the same. The 10 per cent rule still applies … We have received the study but have not changed anything. It will take time to consider the study and if changes are made they must not go against the law.” Meanwhile, Jakkarin Ja-

No changes have been made to the beach management rules… yet. Photo: Phuket News reujit a representative of the Patong Beach Vendors Club told The Phuket News that a meeting was held with Gov Nisit at the Governor’s House on August 27. “We came to meet with the governor to find the best solutions for beach management for the coming high season. A member of staff from PSU handed their report into their findings of their study of the beach management system today. “However, the governor will take some time to study the report and another meeting will be held again soon,” he said.
Mr Jakkarin also said that he would like the governor to understand the problems the beach vendors have faced during the past year. “We are suffering from the beach management measure. Many of our beach vendor family have been affected. I heard so many tourists complain about how uncomfortable they were on the beach and said that next year they will not come back,” he said. Mr Jakkarin was also at a meeting held on August 21 at Kathu municipality with V/Gov Suthee who some time ago asked the Kamala beach vendors to set up a beach ven-

So the vice governor said that if they cannot form their group by October 1 they will not be allowed to do any business on the beach again,” Mr Jakkarin said. NATIONAL LEGISLATIVE Assembly (NLA) panel chairman Klanarong Chantik has urged Phuket officials not to be afraid of asking for more money to complete crucial projects for the island. Mr Klanarong, who served as Secretary-General of the National Anti-Corruption Commission (NACC) before May 22 last year, delivered his call for budget applications at a meeting with Phuket Governor Nisit Jansomwong and leading island officials at Phuket Provincial Hall last Sunday (August 30). Mr Klanarong said that the main problem his investigative team had discovered was that provincial officials were frightened to ask for budget support from the central government for fear of being investigated by the Office of the Auditor General (OAG).
“We have visited many provinces and discovered the same issue among local administrations: that they are afraid to request funds because the OAG is very strict and scrutinizes where the money will be used. “This is especially so concerning the rules governing yearly budget disbursement, which state that any unspent budget must be returned.” In explaining his understanding of why local officials were afraid to apply for budgets, Mr Klanarong did not include the fact that on June 25 dozens of senior officials across the country were suspended or transferred by direct order of Prime Minister Gen Prayut Chan-o-cha pending investigations into corruption allegations, at the behest of the NACC, under the advice of the OAG. A LEADING FIGURE AT the Phuket office of the Road Safety Network, which operates under the Thai Health Foundation, this past week revealed that Phuket was now officially the worst province in the country for deaths and injuries resulting from road accidents. “Today traffic accidents are responsible for the most deaths and injuries in Thailand, and Phuket has the highest record of traffic accident reports in Thailand,” said Dr Wiwat Seetamanotch, Vice President of the Phuket office of the “Road Safety Thai”. “According to statistics, the number of people in Phuket injured in traffic accidents is 4,952.55 per 100,000 and the death toll in Phuket is 72.04
Michael Woodford of the Safer Roads foundation. Photo: PR Dept per 100,000,” he said. “About 30.63 per cent of these deaths and injuries are from alcohol-related accidents.” Dr Wiwat delivered the news an event at Provincial Hall on August 27 attended by Phuket Governor Nisit Jansomwong.
The event was held to mark the non-profit Safer Roads Foundation from the UK handing over of 39 breathalysers to the Phuket Police to use for its “Guarantee Arrest if Drink and Drive” campaign. The breath-test units, costing a total of B1,143,000, were handed over by Safer Roads President Michael C Woodford. “The new breathalysers we are receiving today are definitely a life saver,” Gov Nisit said. “Our police officers now have enough to use to prevent drunk people from driving and help police reduce the number of alcohol-related accidents on Phuket roads. “Provincial police will push this campaign by stopping and checking all drivers
to enforce the law on those who drink and drive in order to promote safer roads,” he added. Dr Wiwat agreed: “One problem we have here in Phuket is that we do not have enough alcohol breathalysers and Mr Woodford and his foundation has generously come to the rescue and donated some.” He added that the donation came as part of the Safer Roads Foundation campaign in 31 countries around the world to promote road safety. “We know that Phuket is a tourist destination and officials need alcohol breathalysers in order to check drivers so they can reduce the number of traffic accidents,” explained Mr Woodford.

Youths confess to ‘shoot to kill’ in Chalong TWO YOUTHS HAVE BEEN arrested for the fatal shooting of one man and injuring another at Chalong Pier last Friday night (August 28). Isayat Malee, 28, from Narathiwat, died from a gunshot wound fired at close range in the car park at the pier. His friend Amdee Jaolaeh, 19, from Pattani, was wounded in the attack. Police arrested Ekkasit Kongsamuk, 18, from Trang, and Phuket native Kawatchai Tingwai, 21, on Monday (August 31). “They confessed that they fully intended to shoot to kill when they opened fire,” Phuket Provincial Police Commander Pachara Boonyasit told a press conference on Tuesday (Sept 1). However, both suspects remained silent throughout the press conference, held at Phuket Provincial Police Station, in Phuket Town. Ekkasit and Kawatchai were found in possession of a 9mm Glock handgun, a 9mm magazine and a total of 19 bullets and drug paraphernalia, Gen Pachara said. Both youths have been charged with premeditated murder, illegal possession of a firearm and carrying a firearm in public, he added.

Welcome to the First World
T
een gun crime and slayings in car parks and public parks, meth coming out of ears and anywhere else mules feel is a good place to hide it, and a terror bombing in the capital to top it all off. It has not been a good couple of weeks for Thailand. Yet, all this is testament to one lone point: Thailand, and Phuket, has well and truly joined the global neighbourhood. Not so long ago they used to say “America catches a cold, and the world sneezes.” Today, anything that affects the world has every chance of presenting itself, in manifestation or shadow, in Thailand. That includes Chinese Uygurs and jihads in Turkey to hit squads working for drug lords. Now there’s no telling where the next non-traditional threat will come from. Thailand, welcome
to the First World. Doom-and -gloom bloggers like to slight Thailand as “Third World”, a term that conjures up images of “Dark Heart” locales where pretty much anything goes, and men in uniforms get away with murder. Hopefully, those days are over for Thailand, as this week’s court freedom of press ruling highlighted. The case centred on a news report saying that some sources claimed that some officers might be involved in the human trafficking of Rohingya. Well, more than 100 arrests later by the Thai authorities themselves, with the highest-ranking official arrested being a Lieutenant-General, the report might have had a point. Meanwhile, however, the fiasco trial of two migrants for the notorious Koh Tao murders trial this week has fallen off the radar. The point pivots. Out of politeness, the United
Nations decades ago diplomatically stopped using First, Second and Third World to describe nations. Now we’re developing, or developed. Apparently the capitalists get to decide which ones are which. On the human-trafficking, border-smuggling front, which seems to be lurking beneath all the international issues currently facing Thailand, the United Nations more than 10 years ago said the main issue this decade would be “transnational migration”. Boy, they weren’t wrong. Now they’re saying that the main issues for next decade will be climate change and over-population. Let’s hope that grave prediction is just a warning shot to stave off critical issues in the decades to come. Otherwise all of humanity is in for another harsh Dark Age. After all, we all now live in the same hood.

Police reward scrutinized
Critics condemn B3m reward to investigators BANGKOK
C
ivil society leaders are condemning national police chief Somyot Poompunmuang for rewarding police investigators with B3 million for arresting a suspect in the Erawan shrine bombing, saying it is tantamount to bribery as they are already being paid a salary for their work. Srisuwan Janya, secretary-general of the Association of Organisations Protecting the Thai Constitution, said a state official handing out a cash reward to other state officials – who are required to do their jobs – is considered an act of bribery by law. “This is a form of bribery under the Organic Act on Counter-Corruption of 1999, and this specific policy was strictly revised in 2011,”
@thephuketnews
Mr Srisuwan said. Police chief Somyot had earlier announced a B1 million reward, then raised it to three million on August 21, for anyone who could provide information leading to the arrest of the bomber. Last Saturday (August 29), police ar rested the first suspect, a foreigner of unconfirmed identity whose role in the attack was unclear. On Monday (August 31) the police chief announced he would give the B3 million bounty (one million of which was his own, and two million from “friends”) to his own men – even though the “yellow-shirted bomber” was still at large. He insisted the officers deserved the reward because of their “arduous work” tracking down suspects in the bombing, which killed 20 people and injured 130 on Aug 17. Sources said B1 million
Pol Gen Somyot shows off what he claims is B3 million, a “reward” for officers who made the first arrest in the Erawan shrine bombing case. (Post Today photo) is for the Central Investigation Bureau team and B1 million is for the Metropolitan Police Bureau. It is still
unknown who will receive the remaining one million. Mongkolkit Suksintharanon, secretary-general of the
National Anti-Corruption Network, has also slammed the reward and called for a government review of
whether it is legal. “Police officers get their salary from taxpayers. So it is their duty to find the culprits when a crime is committed, especially in a case that threatens our national security,” Mr Mongkolkit said. “It would be better if these funds were donated to the victims of the blast.” Ajchariya Ruangratanapong, president of the Help Crime Victims Club, said cash incentives derail the morality of law enforcement. It was similar to the police policy of giving part of the money from traffic fines to traffic officers. “Such a cash reward is a conflict of interest since it is the duty of law enforcers to enforce the law,” he said. “This only leads to our police serving for money and not their duty to the people.” Bangkok Post

PM set to strip Thaksin of rank BANGKOK
P
rime Minister Prayut Chan-o-cha on Tuesday (Sept 1) confirmed he has received a police recommendation that ousted premier Thaksin Shinawatra should be stripped of his police lieutenant colonel rank. Gen Prayut said he had read the proposal, but had yet to sign it. “I’ll sign it myself. There’s no need to bring the issue to the cabinet. It will then be sent to His Majesty the King for approval,” Gen Prayut said. The latest push to strip Thaksin of his rank came last month, when Gen Prayut ordered Justice Minister Paiboon Koomchaya to set up a panel to look into the matter. Gen Paiboon had promised action by Sept 1, but Tuesday came and went without any movement on the years-long controversy. Thaksin has stopped using the title and
“I’ll sign the document,” says Gen Prayut on Tuesday. his son Panthongtae recently urged the government to take action. A joint meeting between the Royal Thai Police and Council of State, which serves as the government’s legal adviser, agreed Thaksin can be stripped of his rank. Their decision was based
on Thaksin being a criminal fugitive, one of seven criteria needed to strip a police officer of his rank, according to Gen Paiboon. The Council of State ruled in 2011 that the criteria can apply to retired officers. Thaksin left the police force before the Supreme
Court’s Criminal Division for Political Office Holders sentenced him in absentia in 2008 to two years in prison for abuse of authority while he was premier, in connection with the Ratchadaphisek land case. The head of a retired police officers association, worried the Thaksin case sets a precedent, on Tuesday petitioned the Administrative Court calling for the revocation of rules introduced by police concerning the stripping of a former officer’s rank. Pol Col Banjob Sudjai said the Royal Thai Police was not authorised to devise rules to withdraw the rank of retired officers or those who have left the force. Police administrative power under the Police Act should not apply to those who have left the force, he said. “Moves to strip ex-officers of their ranks are unprecedented and this is happening with Thaksin,” he said. TWO MEN AND A WOMAN were arrested on Tuesday (Sept 1) for allegedly transporting marijuana worth an estimated B5 million. Kanchit Mongkolsupa, 27, Ampon Helkhuntod, 25, and Ratdawan Puangchan, 29, were speeding in a Bangkokregistered pick-up truck carrying 290 kilogrammes of compresses cannabis when they were pulled over at a checkpoint on Petchkasem Road in tambon Khao Chairat in Pathiu district, said Chumphon provincial police chief Wisit Sukornsep. Police searched the pickup and found the 290 bars of ganja hidden in secret compartments under the back seat
and in the back of the vehicle. Pol Maj Gen Wisit said the three were hired by a man known only as Muad for B40,000 each to deliver the drugs from the northeastern province of Mukdahan to an unknown location in the South. They claimed someone they believed to be a client would tell them the delivery point by telephone, but they were caught first. Pol Maj Gen Wisit said police would consult with northeastern colleagues to investigate who hired the group. He added the seized marijuana had an estimated street value of B5 million, but the price could double if it were smuggled out of Thailand and sold in neighbouring countries. Bangkok Post

UK paedophile busted at Chiang Mai home CHIANG MAI A BRITON WAS ARRESTED at his home in central Chiang Mai on Monday (August 31) for allegedly sexually abusing Thai minors, videotaping them and posting it on the internet. Police armed with a search warrant raided the home of Simon Jeremy Merrington Briscoe, 64, in tambon Chang Puak of Muang district and charged him with abusing minors, filming his encounters and posting them online. Briscoe was previously arrested and convicted of similar crimes in the United Kingdom in 1995 and 2005, Thai media reported. He subsequently came to Thailand and unofficially married a 28-year-old Thai man. The arrest came on an Interpol request for the Provincial Police Region 5 Women and Children’s Protection
Centre to locate two teenage boys shown in a video clip in bed with a western man. The video, found on a gay-oriented website in the United Kingdom, included a shot of Chiang Mai’s Tha Phae Gate was shown, which tipped off police to where it was filmed. Police later identified the victims in the video as 16-year-old hill tribe boys in Mae Chaem district. The teens said they met Briscoe at the Tha Phae Gate and he offered them B500 each to have sex with him. Police later obtained an arrest warrant for Briscoe. Police said they found a large amount of child pornography on a desktop computer in his home. Briscoe denied the charges and did not talk to police. Investigators said more charges could be brought if Briscoe’s husband was found to have been involved in the incidents. Bangkok Post

Seeking better lives in Taiwan
Stressed-out Hong Kongers leave for neighbouring Taiwan Silkworm farmer Munia Murmu shows off her new laptop at her home in the Banka district of the eastern state of Bihar. Photo: Dibyangshu Sarkar/AFP
INDIA: Silk road out of poverty INDIA POINTING TO A TELEVIsion in her recently built mud and brick home, Indian villager Munia Murmu proudly shows off her new-found wealth, thanks to hundreds of squirming green silkworms. Like thousands of other tribal villagers in India, Mur mu lives in extreme poverty, and until recently could not afford enough food for her and her family. But the 40-year-old decided to join others in her community farming wild silkworms in the forests of her home state of eastern Bihar. Along with dozens of other women, Murmu nurtures the worms which produce silk threads which are in high demand in India, Europe and the US for use in saris and other garments and home furnishings. The mother of two also sells silkworm eggs to other rearers in this remote corner of India. During the breeding season, which lasts three months of the year, Murmu earns 50,000 r upees (B27,587) – a relative fortune. “I used to live in a tiny house with no toilet, no fans, nothing. Then I started keeping the silkworms and I haven’t looked back since,” a beaming Murmu told AFP, pulling a shiny laptop out of

a huge metal trunk. Decorated with colourful murals of tribal life on the walls, her home also has a room dedicated to watching TV on the new set, along with two toilets and a water pump in her front yard. Members of tribal communities, also k nown as Adivasis, have traditionally been at the bottom of India’s socio-economic ladder, with some of the worst rates for poverty, malnutrition and life expectancy. They have long reared silkworms in the dense forests of Bihar and neighbouring Jharkhand states to make tasar, a copper-coloured silk coveted for its unique texture. But production has hiked in recent years, thanks to the adoption of modern techniques, attracting new farmers like Murmu and handing them a way out of poverty. Local NGO Pradan has helped train the far mers in several ways, including how to use microscopes to examine and discount diseased moths. “We have [also] helped the far mers plant arjuna trees on the wastelands here. These trees serve as hosts to the moths,” said Pradan’s Shamshad Alam. India is the world’s second largest producer of all types of silk, including tasar, after China, and is its largest consumer. S
queezed by soaring rents, cramped living conditions, and unease over their city’s political future, increasing numbers of Hong Kongers are leaving to seek a better life in neighbouring Taiwan. The island, which lies a 90-minute flight away, offers lower costs and an abundance of space – a rarity in Hong Kong, one of the world’s most densely populated cities. Carlos Cheung, 28, moved to Taiwan’s central Taichung City last year to run a noodle shop there. He says being a food vendor in Hong Kong would have been impossible, with a closet-sized space costing 10 times his current monthly rent of HK$10,000 (B46,576). “ How m a ny skewe r s of fish balls or ‘fried three treasures’ would I have had to sell?” said Mr Cheung, referring to common Hong Kong street snacks. The former luxury watch salesman was able to emigrate as a spouse to his Taiwanese wife. “Sales here haven’t been that bad, so I’m not under much pressure,” he said of his shop Toi Heung Traditional Snacks. Hong Kongers without family ties can apply for residency through investor programmes, as technical professionals in designated industries, or as entrepreneurs. Last year a record 7,498 people from Hong Kong and neighbouring Macau obtained residency in Taiwan – the

Residents are increasingly worried that China is tightening its grip on the semi-autonomous city, with tensions sparking mass protests for full democracy at the end of last year. Some see Taiwan, a selfgoverning democracy, as offering respite from China’s grip. Fears over China’s influence are not new – an estimated 40,300 Hong Kongers left the year before the handover by Britain in 1997, but the numbers jumping ship to previously popular destinations like Canada and Australia have fallen. Taiwan has its own difficult relationship with the mainland – since it broke away at the end of a civil war in 1949, Beijing still views the island as part of its territory, awaiting reunification. Undeter red , Dicken Yeung, 38, moved to the island over what he saw as the increasing influence of China on Hong Kong and
a deterioration in the city’s autonomy. “It’s getting more and more communist,” said Mr Yeung, who worked as a schoolteacher in Hong Kong and recently moved to Yilan county, on Taiwan’s east coast. “Law enforcement is becoming more like the Chinese public security and the judiciary, while not yet interfered with, is also going in that direction.” Mr Yeung entered under a programme that gave residency to those who had Tw$5 million (B5,553,340) deposited in a local bank, though the scheme was later scrapped. He says the pace of life in Taiwan is a pleasant contrast to frenzied Hong Kong. “Life here isn’t as stressful and people are kinder and very happy to help,” said Mr Yeung. “Living costs are so low. I also really like the environment here. In Taiwan, places are designed with people in
mind, unlike in Hong Kong where everything is fenced in.” Hong Kong applicants who enter Taiwan under its investor immigration programme need to make an investment of Tw$6 million – real estate does not count. That is much lower than the thresholds for similar programmes in Canada, Australia, and Britain, according to Hong Kong-based Uni Immigration Consultancy. “Some who want to move overseas but don’t have the money are considering Taiwan,” said Tyson Ho, who advises clients at the agency. “It’s also much closer. Many of them go into food and beverage because it’s relatively easy, even if they may not have experience running their own businesses in Hong Kong.” For those chasing profits a move to Taiwan may not be easy – this year the economy is set for its weakest growth since 2009. ‘Cure’ for Chernobyl children The sun, sea, clean air and good food of Portugal PORTUGAL
A
nya wasn’t even born when Chernobyl exploded nearly 30 years ago, but even today its radioactive fallout stalks her and other Ukrainian youngsters growing up near the disused plant. The world’s worst nuclear disaster saddled the sparkly-eyed 16-yearold with chronic cardiovascular and respiratory problems, thanks to contamination that lingers in the air, water and ground soil around her village. A brief break comes each summer when Anya and a few dozen other children and teens trade their homes for a “clean” holiday on Portugal’s west coast. “A month’s vacation in Portugal can extend their life expectancy by one or two years,” said Fernando Pinho, citing a study by doctors at Ivankiv hospital, 45 kilometres from Chernobyl. Mr Pinho, 59, heads “Blue Summer”, a project started in 2008 by employees of the Liberty Seguros insurance company to give Ukrainian children a chance to reduce the levels of radioactive caesium that creep into their systems at home. Similar programs are also held in Belgium, France, Germany, Ireland, Italy and Spain, offering a “cure” of sun, sea, clean air and good food to several hundred young Ukrainians each summer. Thirty-four of them came to Portugal this year. “Blue Summer” finances their transport and health insurance and they stay with volunteer host families, who cover their everyday needs.
Ukrainian Anastasiya, 11 years old, says goodbye to her host family who had received her for the last two years to pass her vacations away from her hometown situated near the inactive Chernobyl. Photo: AFP “I discovered the ocean here, its wonderful smell. I never tire of looking at it,” said Anya in near perfect Portuguese. It is her seventh summer in the seaside town of Peniche, north of Lisbon, in the bright, white villa of Maria Joao and Hernani Leitao, her “second family”, near sand dunes as far as the eye can see. On April 26, 1986 when one of the four reactors exploded at Chernobyl in then-Soviet Ukraine, it spewed out huge quantities of radioactive particles – some estimates say 200 times that of the nuclear bomb at Hiroshima. Thirty-one deaths have been directly attributed to the catastrophe, though the UN Chernobyl Forum says the radiation could eventu-
ally cause up to 4,000 deaths. The environmental watchdog Greenpeace, meanwhile, says the death toll from radiation could eventually hit 100,000 to 400,000 in Ukraine, Belarus and Russia. Aside from environmental damage, long-range effects in the Chernobyl region include thyroid and other cancers, leukaemia, heart and liver problems, deformations, cataracts, immune system troubles and mental health issues. The UN Chernobyl Forum, in fact, calls the mental health impact “the largest public health problem created by the accident”, according to the World Health Organization website. Today it may be the parents who have the most health problems but
“tomorrow it will be the children’s turn”, said Pinho. Bogdan, nine, from the town of Ivankiv, has so far shown no signs of health problems. It is his first trip to Portugal and though he doesn’t speak the language, he quickly found ways to communicate with Jonas, the 11-year-son of his host family in Santa Iria de Azoia near Lisbon. “He was a little shy at first but our cats helped break the ice,” said Jonas, mother Anabela Pereira, 43, whose own bout with thyroid cancer, diagnosed in 2007, has made her sensitive to the risks in Chernobyl. “Radioactivity is an invisible evil that wreaks havoc,” she said. In the Chernobyl area alone, more than 6,000 children have been diagnosed with thyroid cancer and
the numbers are expected to rise, according to UNSCEAR, the UN Scientific Committee on the Effects of Atomic Radiation. Anya, from Mussiki, about 40 kilometres from Chernobyl, grew up eating fruits and vegetables grown in the fields near the modest home she shared with her mother and little sister Anastasiya, before starting studies in the capital Kiev. Not far away from her village, hundreds of thousands of people were evacuated from a 30-kilometre zone around the nuclear plant – an area that still has restricted access today. Anya’s host “father”, Leitao, 63, an active member of “Blue Summer”, actually travelled to this exclusion zone in 2010. “I saw deserted villages where there was deathly silence, abandoned classrooms still stocked with books and dolls left by children,” he said. He showed photos of Pripyat, a ghost town three kilometres from the Chernobyl plant where time stopped after the 50,000 residents were evacuated. Anya’s own uncle, Anatoli, still works at Chernobyl where he is in charge of maintenance of the plant’s equipment as work continues to seal off the damaged reactor with a massive steel and concrete cover to limit radioactive contamination. The target date for completion of this “sarcophagus”, as it is called, was initially set for 2015 but has been extended to 2017. Nine hours battling death at sea LIBYA PAKISTANI TEENAGER Shefaz Hamza spent nine hours at sea clinging to the wreckage of a migrant boat that sank off Libya. By the time the coast guard arrived his mother and young sister were dead.
They were among at least 76 people to die when their boat went down off the western Libyan port of Zuwara, Red Crescent spokesman Mohamad al-Misrati told reporters. Up to 198 other people were saved, including many of Arab and African origin,
but dozens of others are still missing at sea, he said. At a police station near Zuwara, Hamza sat on the ground next to his brother among those rescued. “We set of f at about 1:30am,” said the 17-yearold. “It was a wooden boat with about 350 people on board, including my father, my mother, my little sister [aged 11], my older sister [27] and my brother [16]. “After an hour and a half, the boat started shaking, then water started to leak in, and very fast we found ourselves in the sea,” he said, a hand on his forehead and gaze cast to the ground. “The boat shattered into pieces of wood. My mother and I grabbed on to one and I saw my brother and little sister by my side.
“Someone tried to grab the life jacket that my brother was wearing because he did n’t have one, but my brother hit him and he left him alone,” said Hamza. “My little sister, someone climbed on her back and pushed her down. When I saw her for the last time, she was underwater with him on top of her.” “My mother and I spent nine hours in the water, holding on to a bit of wood. I kept telling her everything would be okay. But a quarter of an hour before the rescue team arrived, she passed away,” he said. “She died in my arms. I asked the man to let me take her body with me, but he refused. My mother is dead. My little sister is dead,”he added, crying. AFP thephuketnews

ey figures involved in creating the exclusive Diamond Condominium complex, situated at Bang Tao on Phuket’s renowned west coast, led a blessing ceremony for the site late last month. The ceremony preceded the major construction phase of the development, which is now underway to create 365 innovatively designed condominiums featuring one-two bedrooms with complete living spaces to include gourmet kitchens, luxurious bathroom suites and spacious private terraces overlooking 2,000sqm of resort tropical landscaping and an aquatic zone. Providing a unique opportunity for freehold ownership along the Andaman coast, Diamond Condominium will feature stunning common-area pools linking together to provide space between the buildings while connecting them with walkways complete with modernstyle salas and landscape features.

The highly experienced development team behind the project, includes CEO Pritpal Gill Singh; Jo D’Hondt, Managing Director & Partner; Huw Butler, Design & Building Contractor; and Phirchawees Boonyassatiean. The project offers a range of unit options, from one-bedroom units in a variety of designs, ranging from 33.8sqm to 44sqm or more, and two-bedroom units at just over 50sqm, or three options offering about 80sqm of interior space, and one option ranging to over 100sqm.
Common area and rental management services will be provided by the globally recognised firm Jones Lang LaSalle. Yet, the standout attraction for experienced buyers in Phuket’s property market is the “EIA Approved” emblazoned on billboards promoting the project across the island. “What some buyers don’t realise or aren’t advised is that condominium development, selling and registration in Thailand is a highly regulated affair,” explains Mr D’Hondt. “Some buyers think of condomin-
ium as a generic term for an apartment and don’t bother to examine the legal guidelines and procedures, or they believe everything will get built exactly as the developer has told them,” he cautioned. Key elements buyers should look for, particularly when looking to buy a condo off-plan, are that the land has a Chanote title deed, that the Environmental Impact Assessment (EIA) has been approved and that the building permits, which can only be obtained once the EIA is approved, have been issued, Mr
D’Hondt explained. “The EIA approval process can take between six and nine months, and construction and sales should not start without it,” he said. “The risks to buyers in considering buying without the EIA range from a potential delay in the the construction start date – and therefore the completion date – whilst waiting for the EIA to be approved to the project not being registered if the EIA for some reason is not approved.” Another key aspect for the project is the target market, he added. “Lifestyle and investment buyers who appreciate a rare combination of high quality and value for money in one of Phuket’s best beachside communities,” said Mr D’Hondt. “We want to build something that people want to buy; something that has good quality, is great value and in a prime location for a correct and affordable price,” he added. THE INFLATION RATE IN Phuket of 4.1 per cent for the full year 2014 well outpaces the national average, including Bangkok, reports Bill Barnett of hospitality consulting firm C9 Hotelworks. Despite a rise in the cost of living, C9’s Phuket 2015 Economic Overview, released this week, points out that rising inflation is directly linked to the island’s economic growth and there remains considerable upside in both basic necessities and discretionary spending of Phuket residents. “Tourism directly accounts for 35.6 per cent of Phuket’s economy according to a new report released by hospitality consulting firm C9 Hotelworks. Whereas the sector is the leading indicator of GPP (Gross Provincial Product),
the reality is that once you add in the expanded influence over other components that make up the island’s GPP, the reality is that well over half of the Phuket economy is derived from tourism,” said Mr Barnett.
Aside from tourism, real estate accounts for 4.5pc of GPP, with incoming and launched luxury properties for sale exceeding US$500 million (B17.914 billion), he added. The Phuket News

QROPS: Back to basics PHUKET EXPAT FINANCE
I
n 2005 the EU Commission proposed a directive that laid the foundations for a radical change in the portability of an individual’s pension. British, Dutch and Irish nationals were given the flexibility to move certain private pensions to the jurisdiction of their choice, rather than leave it in their home country and currency. The seeds planted in 2005 were slow to take root, but once they did, they quickly sprouted and grew into a multibillion-euro industry, with a plethora of offshore tax-free centres opening their doors to pension transfers, and evolving into specialists in the field of overseas pensions. The largest of these, the UK QROPS market (Qualifying Recognised Overseas Pension Schemes), sprung up in April 2006 when the UK amended its legislation to embrace the EU directive. Since then, UK pension holders have enjoyed the flexibility to move their pensions, provided the new jurisdiction
Making the most of your QROPS investment can turn pennies into pounds. Photo: Almaty offers approved, qualifying pension schemes which have been vetted by HMRC. There are a number of reasons why you would consider doing this. Certainly, if you’re a UK non-resident who has lived overseas for many years and have no intention of returning to live in the UK at any time in the future, moving your pension can make simple common sense. Firstly, many QROPS jurisdictions have friendlier tax regimes than the UK. So purely from a pounds and pence perspective, the ability
to earn a higher annual pension income due to lower taxation is very appealing. If you qualify for a QROPS transfer, your new pension jurisdiction should be chosen based on the tax regime of the country where you choose to retire, and/or any DTAs (Dual Tax Agreements) which exist between that country and the UK. But what happens if you decide to relocate during your retirement, or even move back home? Well, the pension trustees have thought of this. Most of the major global play-
ers are established in multiple jurisdictions, ensuring that they can provide you the best possible tax advantages for your pension, regardless of where you decide to live. Also, most global players offer the flexibility to transfer your pension from one jurisdiction to another at no cost whatsoever, requiring only the completion of a simple form to do this. For retirees in Thailand, one of the most appealing destinations for your pension is the British Overseas Territory of Gibraltar, which has a
meagre 2.5 per cent tax rate for pensions. Among other benefits, if you have a final salary (or defined benefits) scheme in the UK and leave it there, your spouse would typically receive only 50pc of the pension income in the event of your death. When your spouse dies, that income stream will cease altogether. This is not the case for a pension transferred into a QROPS, where the spouse will receive the full pension value and all future balances will pass to the rest of the family upon her death. If your pension pot has instead been amassed through many years of defined contributions – whether into a company scheme, a private pension, or SIPP (Self-invested personal pension) – there are still distinct advantages to moving it. Once the pension has been transferred into a QROPS, you can avoid all inheritance taxes. A private pension left in the UK, by contrast, will be liable to a 40pc tax if death occurs after the age of 75. Not only can you avoid unnecessary inheritance taxes, but you
can also avoid UK probate, allowing the remaining balance of your pension to be left to those who you wish to have it, without this being contested in a court of law. If you would also prefer more control over the way your pension is managed, a QROPS also offer far greater investment options and flexibility. Whether you are more interested in keeping your pension in conservative timed deposits, money markets or fixed income, or would prefer to be at the helm of dynamic investment portfolio, with access to 34 global stock markets, an “Open Architecture” QROPS platform certainly gives you far more options than a conventional UK pension. It is not only the investment choice, but also the currency choice that may appeal to you. If you are living abroad, the pound may not be the most suitable currency for you, so you can choose to denominate your pension in any other major currency. Sure they like the beaches and jungle, which are similar to their own. But that’s not the real reason they come. If not to holiday, then certainly to work. Their beautiful tall girls are common among the Bangkok modeling scene, and their talented footballers are on the starting roster of nearly every professional club here. Phuket is no exception, we currently have three professional Brazilians living in and serving Phuket – two on our futsal (five-a-side) squad, Phuket United, and one with our football (11-a-side)
outfit, Phuket FC. The Phuket News spoke with two of them about September 7. Andrezinho Deia Lopes, or “Zinho” as he is known internationally, is the speedy left winger for Phuket FC, who has had a part in nearly every goal the club has scored this season, directly or indirectly. He joined the club last year and lives here with his Brazilian wife Andrea and their daughter AnnaLouisa. Asked what September 7 means to him, he said, “It’s a celebration for the victory of independence of Brazil, and on this day we have a parade and BBQ. I miss meeting with my friends because I’ve been away from Brazil for so many years. This year I don’t have any plans because I have to train, but I will have a BBQ with my family and some friends.” One of those friends is Phuket United’s all time leading scorer, Francisco Jackson dos Santos Alves, or as fans know him “Action” Jackson Santos, who shared his thoughts about the holiday. “I’ve been away from Brazil during September 7 for many years but I have good memories of back home. I remember the last time I was there, studying in a local school. On that day there would be class, the students were going to walk the streets and sing the Brazilian national anthem to the tune of a military band. “My family loved to be waiting for me on the street at the parade to take pictures and attend the parade. I also recall that in the late afternoon we sat on a bench on the sidewalk to watch a squadron of airplanes that gave a show in the sky. A feast followed, and we spent the day watching images of the parades and events nationwide, telling the story of our Brazil.” Jackson, who’s lived in Thailand almost nine years, says he still enjoys living here, but dearly misses his family and mum’s food at times. After this month, when the futsal season concludes, he’ll get to go back to sample mum’s cooking once more, but in the mean time, he and teammate Edson “Gugu” Silva will just have to see what Zhino and Andrea have got on their grill. thephuketnews

Following up on the community’s drive to implement “Zero Waste” policies on the island, Phuket City Municipality on August 25 held a seminar entitled “City of Waste Minimisation”, aimed at promoting waste recycling and the discarding of hazardous materials. Phuket Governor Nisit Jansomwong presided over the seminar held at the waste management centre next to the Provincial incinerator and during the seminar he promoted the idea of a lower carbon city and encouraged all residents to collect and dispose of hazardous materials properly See panel. Phuket City Mayor, Somjai Suwansuppana, city officials and residents were also present. Mayor Somjai said, “Phuket City Municipality is responsible for overseeing the island’s waste management and have assigned local administration offices from each area to collect and dispose of hazardous materials to designated areas and decide whether to treat, recycle or dispose of the materials according to procedures set out by the Ministry of Industry. “In March 2015, Phuket City Municipality received a budget of B1,471,000 to fund a waste management program and to improve the hazardous waste room to store hazardous materials. “Hazardous materials such as batteries, mobile phones, fluorescent lights and spray cans can be dropped off at the facility on the 20-25 of every month.” After every three months, the hazardous waste is sorted further before being sent to private businesses licensed to dispose of them properly, she said. “They [the licensed companies] will dispose of the materials according to the guidelines set out by the Ministry of Industry,” explained Mr Somjai.

Getting back on the horse! Kim White kim@mindbodyyogasystem.com
T
his week I was in Australia living the farm life with my brother. So naturally our yoga pose has a farm flavour this month. It also got me thinking about all of the body movements that used to be an everyday part of our lives, that in this modern day, we now miss out on. Perhaps what suffers the most is our core strength. We used to spend more time doing physically demanding daily chores that activated our core but now in this day, we have a modern, minimal effort, easier lifestyle and building our core has been left behind. This month’s asana Utkata Konasana also known as horse pose is a great DIY way to build a good honest strength throughout the body. I am not sure the average person truly understands how important core strength is to the general everyday movements of our bodies during daily life. When our core strength is low,
we have tell tale signs like lower back discomfort, poor balance and poor posture. Everyone, from beginners to the super fit can build a good level of core strength with this month’s horse pose and it only requires your heart and your body to work together.
Lets look at the benefits of utkata konasana: • Stretches your hips, groins and chest • Strengthens and tones the core muscles • Strengthens the quadriceps and inner thigh muscles • Strengthens the shoulders, arms and upper back • Heats the body and increases circulation • Prepares the body for childbirth by creating more room in the pelvis Below are the instructions on how to practice this powerful yet simple pose: 1. Start in a standing position with your feet about 3 feet apart, turn the feet out to 45 degrees facing the corners of the room. 2. There are two options for the arms, for those that have shoulder issues or are starting out, place your hands in prayer (anjali) position at the chest and roll your shoulders firmly down your back, (see left photo). For a stronger, more challenging pose, lift your arms up bending at the elbow with palms facing upwards. (see right photo) like you are holding a big ball over your head.
3. Exhale and bend the knees, keeping feet firmly placed on the floor, and the knees in line with the middle toe. Try not to roll the knees inward, keep your focus on keeping the weight even in your big toe and little toe. 2. Press the hips forward, press the knees back. Drop the shoulders down and back and press the chest toward the front of the room. Keep the arms active. Look straight ahead with the chin parallel to the floor. 3. Breathe and hold for about 30 seconds. 4. To release: inhale and straighten the legs, reaching the fingertips to the ceiling, then exhale the arms to the sides. This is an amazing pose to add to your daily routine and I like to think that it is a way of getting back some old school strength, farmer style!

Mother-to-child HIV transmission drops
T
hailand has sharply reduced the rate of mother-to-child HIV/Aids transmission and claims to be among the world’s most successful nations in this field of endeavour. The country has been working with the United Nations, the World Health Organisation, and the the United Nations Children’s Fund (Unicef) to certify the achievement, Public Health Minister Rajata Rajatanavin said. The rate of mother-tochild HIV/Aids transmission has dropped sharply from 20
per cent-45 per cent after the first mother-to-child HIV/Aids transmission was discovered in 1998, to 2.1pc in 2014, he said. Dr Rajata said the 2.1pc transmission rate is close to the 2017 target of 2pc. “The effort to reduce HIV transmission from mother to child and cut the transmission rate further to under 2pc is our next priority,” he said. Successful measures included a campaign aimed at persuading pregnant women to seek care before 12 weeks of gestation, giving antiretroviral drugs to infected
pregnant mothers as soon as possible, rapid blood tests and antiretroviral drugs for infants, and avoiding feeding infants with milk from infected mothers for at least 18 months. Feeding infants with infected mothers’ breast milk causes up to 14pc of infections, he said. “If the reduction rate is certified, it would make Thailand among the top countries in the world that have been able to end HIV transmission from mothers to children,” Dr Rajata said. H
aving been fortunate enough to experience some of the most luxurious and exquisite areas to eat on the island, I feel confident in knowing which ones stand out amongst the rest. Although Bliss Beach Club may not be a new spot, it certainly does itself proud in presenting some of the finest delicacies on the island, a classic cocktail menu, as well as a friendly, warm, attentive team of experts. I recently headed there just as the sun started to set, and trust me when I tell you it’s worth checking out the venue during this hour. The beach club is set on Phuket’s northern Bang Tao Beach, so the views overlooking the Andaman Sea are simply incredible. And what’s more is that there is a long stretch of sand, so it feels really peaceful, secluded and spacious. I’ve done my fair amount of reviews and I feel it’s crucial to highlight how the experience is not simply just about the food, but rather how welcoming the staff are. We were greeted by the club’s GM, Pepe, and Chef Garfield, their most talented chef in recent times. It is down to the team as to whether they chooose to leave you and your party to it, or if they wish to join in on the evening’s shenanigans. I have to admit,

being fortunate enough to be within their presence was what made the night so special. Rather than just sit down, sample all the latest dishes, and casually let the night go past, we in fact spent the evening getting to know the staff, understand the beach club and learn about the chef and how he got to be in Phuket. And what’s more, they gave us first hand knowledge on each of the dishes and served us an endless amount of spectacular authentic wine. The staff selected various special dishes for our party to sample. First up, we were served some delicious nachos, which came with seared Wagyu striploin with avocado, Nam Jim Jaew, and smoked jalapeño chilli. These were delicious and unusual, something that I had never tried before. The tenderness of the beef went perfectly with the kick of the chilli. The sweet taste of the dipping sauce (Nam Jim Jaew) was a little treat and once combined with the rest, was packed full of flavours. Next up, the table were served some quesadillias, which came in a variety of different flavours. Each option came with a base filling of cheddar and jack cheese, fire roasted tomato salsa and either Wagyu steak, marinated chicken, wild mushrooms, or sea prawns. We tried the Wagyu steak, which as you can imagine was faultless. Let’s get on to my favourite dish: the Bliss burgers – 275gm of pure perfection. The beef was thoroughly cooked and was topped with goat’s cheese, Mediterranean olives, pickled relish, rocket, and oven-dried tomatoes, served with garlic parmesan fries. Burgers can often be too oily and acidic, but this was a fine example of what a burger should taste like. We were also served a number of other dishes including seabass fillet, soft shell crab salad, seared Yellowfin Ahi Tuna served on taco chips, but a dish in
particular that will stay with me for a long time was the Australian lamb massaman curry, served with steamed rice. When I first tasted it, the lamb was so tender that I found it hard to believe it wasn’t beef! It was cooked to perfection and it just melted in your mouth. Curries can at times be too heavy, but the lamb and potatoes combination in this dish left you wanting more. Finally it was time for desserts, and boy were we in for a treat. By this point I was so full, but with such a selection of treats how could anyone say no? The staff brought us out peach and Crème Brulee Napolean as well as chocolate spring rolls, which for me, was the star of the show. I had never experienced such a heavenly dish. I am not usually
one for sweets, but the spring rolls were so unique I was intrigued as to what they tasted like. The rolls were a mix of dark and milk chocolate, baked in a crisp pastry, served with some fresh juicy strawberries. I believe that’s what they call the dream! Overall, our party had a wonderful evening. The quality of ingredients were consistently fresh, the service was second to none and we were welcomed by such a level of professionalism amongst all the staff. The beach club deserves its place as one of the top end clubs on the island and the dishes created by the new chef are definitely worth checking out. Sweet Monster Thailand
F
or anyone with a sweet tooth and heading to Bangkok soon, then be sure to check out this awesome colourful kiosk in front of J Avenue, Sukhumvit Soi 15. They sell Sweet Monster ice cream and other desserts every day from 11am to 10pm. This brand comes from South Korea. The special feature of their desserts is that they are all made from organic milk. In addition, the ice cream is supposed to contain at least 75 per cent of milk. At the moment, the stall only offers the ice cream which can be enjoyed plain or with different toppings like flavoured popcorn or cookie crumbs. You can get a plain cup for B125. The popcorn comes in different fla-
vours like caramel, cheese or chocolate. Thus, the recommended Mix Monster ice cream cup is topped with caramel and cheese popcorn. There will also be yummy drinks like organic milk shakes and cake shakes soon. I think this is really worth a try if you love ice cream. My cousin, fashion photographer Amat Nimitpark, recently tried the Mix Monster cup and said it was delicious – aroi maak. Finally, if you have the chance and love soft ice cream, I recommend you go to Sweet Monster Thailand and get yourself one of their amazing desserts. Yours, Sirinya

ENTERTAINMENT 21
Through the lens T
he photography scene in Bangkok used to be about specialised venues such as Kathmandu Photo Gallery, Serindia Gallery or RMA Institute. Or maybe a handful of others if just pinning photographs on walls counts as an exhibition. Photo Bangkok 2015, the first homegrown photography festival, is currently taking place across the city in a highprofile showcase of art. While the main exhibitions are being held at Bangkok Art and Culture Centre (BACC) and Bangkok University Gallery, 19 others partner with galleries throughout Bangkok with their own photo shows. In many of the shows, photography functions as an artistic medium, as well as social and political reflection. Some of the highlights include selected works by iconic American photographer Ralph Gibson; a showcase of “forgotten” Thai masters, from Buddhadassa Bhikku to an early nude lensman; contemporary Southeast Asian photographers; street photos; and works by international artists. In the West, there’s hardly any need to mention how photography has long had a “proper” status in the realm of fine art. Most of our neighbours have had photo festivals for many years (Cambodia has two annually, in Phnom Penh and Siem Riep). In Bangkok, it’s long overdue but festival director Piyatat Hemmatat, prominent photographer and RMA Institute founder, said there’s absolutely no point in comparing ourselves to others. “It’s just the beginning of a long journey,” said Piyatat. “Photo Bangkok comes from my experience of working in this industry, with other photographers, artists, curators and galleries. I’m lucky that I’m in a position to see the potential in these people and I think that we, as a city, are ready for this. We saw the possibility and it would be a shame to let this chance go by.” Piyatat said 60 per cent of exhibited artists and photographers are Thai but nationality was never a criteria. “Photography is a universal language. One of the inspirations in coming up with the festival is the divisiveness in Thai society in recent years. Not just in politics, it is the same in the art scene. Galleries tend to show artists who in one way or another are affiliated @thephuketnews
Photo: Adam Levine with them. That’s natural, I know, but I believe with this festival, we can overlook that and can work together without such boundaries.” Piyatat said workshops and talks are also a significant part of the festival, from collectors’ talks and portfolio reviews by guest professionals to photo editing workshops. It’s the element which makes the project rounded, not just for the emerging and established to showcase their works, but also for those who have just started out to learn and develop themselves as well. Renowned curators Manit Sriwanichpoom, Ark Fongsmut and Nikan Wasinondh have been the driving forces since the inception of the project, three years ago. Despite countless hindrances, including last year’s political turmoil which forced the postponement of the original schedule, the festival is finally taking place and will continue until late October. Manit, a prominent photographer and Kathmandu Photo Gallery owner, said that Bangkok is ready in every aspect, especially for new-generation photographers. The closest to a proper photo festival was “Month of Photography”, organised by the Alliance Francaise Bangkok years ago. Manit curated that once and said the reason it didn’t continue is because the organiser felt that Thais
should be more involved with such festivals. “We have a number of new and emerging photographers,” said Manit. “But the problem is that there’s no proper platform for them to continue, especially financially. Even those smaller cities have done it. Photography is an integral part of our lifestyle now. It’s the most easily accessible medium.” The festival is sponsored by BACC but the state sector like Office of Contemporary Art And Culture has remained unresponsive despite the team’s approach, something Manit found
extremely odd, as support for such a project is the office’s mission. While the show Manit curates, “Rediscovering Forgotten Thai Masters of Photography”, will begin in September at Bangkok University Gallery, another main show “Pause”, a photographic exhibition by artists from Southeast Asia curated by Ark Fongsmut, has already started at BACC. “In Thailand at this point, the notion towards photography is too detached from what we think of other mediums and I don’t think it should be like that,” said Ark. “This festival will give an opportunity for artists to showcase their works. At the same time it gives viewers a chance to develop themselves as potential audiences.” Bangkok Post The Photo Bangkok will continue until late October. Check out schedules and details of talks and workshops at www. photobangkokfestival.com.

huket United retook third place in the 14-club Futsal Thailand Premier League (FTPL), following a 3-2 win over Thai Port futsal club last Saturday (August 29) at Phuket’s Saphan Hin Sports Complex. Stakes were high for both sides going into the match, with Phuket in 6th place with 37 points, while their opponents were in 4th with 39 points. Thai Port, who’d been the victor in the two side’s first meeting back in April, had the chance to move into 2nd place league, while Phuket, who were ousted from 3rd place after their defeat to Siam Navy last week, were looking for an up-boost. Thai Port’s hot-shot Brazilians Thiago Mora de Oliveira and Marcos Vinicius de Mendonca were not on the roster for this match; Marcos was serving a ban due to accumulative yellow cards, while it was learned that Thiago was in Bangkok recovering from a motorbike accident; luckily, the injuries aren’t serious. But luckily for us, Thai Port would have to do with only one Brazilian, Adriano, and their Thai arsenal, who were still not to be underestimated. After a tense initial quarter of

ICE BREAKER: Suttiporn Kladcharoen (3rd right) celebrates with teammates after scoring the opening goal.

play, Phuket’s Suttiporn Kladcharoen opened the scoring with a piercing missile in the 12th minute from the right flank, deflected in by the keeper. The visitors answered back through Rattagorn Tubduang 3 minutes later, cashing in on anticipative defensive marking and clever ball movement on the counter attack. Phuket quickly found themselves in foul trouble, and Thai Port was finally awarded a penalty shot after the referee blew his whistle for the home team’s six accumulative foul. Finally, the visitor’s Attapong Tengrom scored on 31 minutes, again through clever ball movement and assisted this time by Wiroo Bualuang. Minutes later, Phuket were awarded a free kick and fans and players were enthralled when it appeared that Edson “Gugu” Silva had scored the equaliser, but the goal was denied by the official who deemed thay Gugu
had taken the kick before his whistle. The game witnessed lots of fouls, and fans scorned the officials after every whistle against their own side, but it was an alleged hand ball by Thai Port’s Rattagorn Tubduang that finally saw Phuket to the penalty spot. Jackson Santos did not miss his mark to level the score. Moments later, Gugu scored the advantage, seeing through the final metre of a shot by Thanakorn Penpakul, who was credited with the assist. Motorcross Surfing SURF SPOT Tim Campbell info@skylaphuket.com
HEY WATER PEOPLE HOPE you have been enjoying the clean waves we have had over the last two weeks. Now, while your probably scratching your head and thinking that this photo of a motorbike on a wave is photoshopped let me tell you it’s 100 per cent REAL. Robbie Maddison, an Australian adrenaline junky and his sponsor DC Shoes have taken it to the next level. They performed this stunt at one of the world’s most famous big wave surfing spots, Teahupoo in Tahiti. As motocross fans are getting pumped about this, surfers are freaking out at the thought of their waves being over run with motor heads. Who knows what the future will continue to bring but “jai yen yen” fellow surfers, our precious waves won’t be crowded anytime soon.
n the first game of the Outrigger Resorts T20 League played at the Alan Cooke Ground (ACG) last Sunday (August 30), the Thalang Cricket Team (TCT) defeated Laguna by 29 runs keeping them at top of the T20 table. TCT captain Simon Wetherell won the toss and elected for TCT to bat first. Alex Runhaar and Andrew McMillan got TCT off to a steady start with McMillan the first wicket to fall 61/1. Laguna captured another wicket and restricted TCT to 66/2 at drinks. After the break Alex Runhaar lifted the run rate to 7.14 before losing his 3rd batting partner. TCT’s Hico McDonald then took over the role of aggressor with 6 overs remaining in the innings. McDonald bludgeoned 31 runs from 20 balls before he was caught. TCT finished on 155/5 from their 20 overs. Laguna, with the addition of batsman Sameer Khan, should have been confident of chasing down the TCT total. Laguna scored freely in the first 3 overs but lost Arif Mushtaq to a catch in the 4th over. At 25/1 Phuket’s biggest hitter of the cricket ball Ali Khan walked out to try and capitalise on the fielding restrictions. A.Khan was Anthony Dupont’s second victim, only managing one boundary in his

The tough ask became tougher in the 11th over when the leagues highest wicket taker, Simon Wetherell, picked up the wicket of Sameer Khan (27 runs). Laguna played out the remaining overs without challenging the 155 run total. Laguna finished on 126/7 from 20 overs. In the second game, Phuket Asian Cricket Team (PACT) took on Patong Cricket Club. PACT won the toss and chose to bat first. D. Bagdal and Manish Sadarangani opened the PACT innings looking to post a large total. In the second over Bagdal (12) was caught by Justin Swart. S. Singh (2) strode to the crease only to walk back two balls later. Ventrapatti (0) was the next man in, but his visit was

brief, being judged LBW first ball by Seemant Raju. Elisha (4) was next, but he too was trapped LBW. Kandolkar (8) innings lasted a lengthy 26 minutes; however, he could not take control having his middle stump disturbed by Neil Quail. Kishor Sadarangani (14) joined his brother Manish and got a valuable 19 run partnership before Sadarangani edged one to keeper Anthony Van Blerk. Two quick runs outs followed K. Sadarangani (14) and S. Singh Rathore (5) leaving B. Amit not out (2). The PACT innings closed at
106 runs for 8. Chandawaskar opened the batting for Patong but was clean bowled by Bagdal for just a single run. Henno Jordaan (0) got a beauty of a delivery first up by Bagdal, a big in-swinger beating the defensive shot of Jordaan and clipping the top of off stump. Stuart Hamilton was next in and looked to attack in his usual style, but was bowled by a flighted delivery off parttime bowler K. Sadarangani. Raju then followed being bowled by S. Singh looking to attack. PACT seemed in a very
comfortable position so experience was required by Patong at this time and came in the form of Van Blerk and Dave Thomas. Van Blerk played every ball on its merit and together with Thomas, amassed a partnership of 34 runs until Thomas (11) was dismissed, bringing Quail to the crease. Van Blerk and Quail saw the innings out with Quail 7 not out and Van Blerk finishing on 49 not out. The win still leaves Patong second on the table behind Thalang due to an inferior run rate with PACT in last place.

High stakes in Monza BOX OF NEUTRALS
Michael Lamonato michael@boxofneutrals.com
F
errari is looking to win its home race with an engine upgrade and the drivers are ramping up pressure on Pirelli to address perceived tyre inconsistencies, all against a backdrop of Monza fighting to have its contract extended at this year’s Italian Grand Prix. Scuderia Ferrari, the focal point of so much of that emotion, will be hoping to give its home crowd tifosi something to cheer when it introduces its new spec power unit to tackle Formula One’s temple of speed. After being pasted by Mercedes in Belgium, Ferrari is hoping it can make up ground by spending some of its seven remaining “engine tokens” to modify its engine, with each token representing approximately 1.5 per cent of the power unit. Though it won’t be enough to win the power war with Mercedes – the Germans qualified almost 1.5 seconds ahead of the next fastest car at the similarly power-hungry Spa-Francorchamps – any extra power in the back of the Ferrari car will help it fend off
Ferrari are hoping to give their home fans something to cheer about at this weekend’s Italian Grand Prix. Photo: Emmanuel Dunand/AFP an attack should it squirm its way into the lead. Ferrari, and particularly Sebastian Vettel, will be aiming to right what it is labelling the wrong of the Belgian Grand Prix that had Vettel fail to score points after a high-speed tyre failure put him out of the race on the final lap. Pirelli’s response after the race, which was to blame Ferrari for being too ambitious with its tyre strategy, drew criticism from the Grand Prix Drivers Association, whose chairman, Alex Wurz, called for greater cooperation with the tyre manufacturer to reduce the
incidence of explosive failures. “As drivers, we strongly believe the end of a tyre’s performance window can and should not be a tyre delamination in the form of an explosion,” he told the BBC. “I believe there are technologies which prevent such sudden delamination, but for the short term we need to give Pirelli the freedom and support to introduce any measures they declare safe and fit for F1 racing.” Wurz’s words were a step down from Vettel’s expletive-laden smackdown on Pirelli immediately after the race, but the drivers remain generally
unhappy with Pirelli’s offering to the sport. To make matters worse, Pirelli is bringing the medium and soft tyres to this year’s Italian Grand Prix, which are the middle two compounds in its four-compound range, in contrast with the medium and hard compounds it bought to Monza last year. Pirelli was criticised earlier in the year for selecting tyres that were too durable and thus for creating boring racing. Its criticism in Belgium for supplying tyres that didn’t last were too soft, paradoxical though it was, has put Pirelli’s motorsport
division in a tricky situation at its home race. Dwarfing all of the issues to be aired at the Italian Grand Prix is negotiations over the future of the race itself, with Monza’s hosting contract due to expire at the end of next season. Bernie Ecclestone has made almost exclusively negative sounds about a new deal, culminating in an admission last weekend that though he hopes not to lose the race, he thinks that “there is a good chance we will”. Monza has hosted a Formula One Grand Prix every year bar one since the championship started in 1950. It is set to celebrate its centenary of existence in 2022, making the quest for a contract extension all the more meaningful. With wealthy oil-rich nations circling to snatch the slot, and with other Italian circuits weighing up their options, time could be running out to save the Italian Grand Prix’s traditional home and becoming the latest classic race to fall off the calendar. The 2015 Italian Grand Prix will be a high-stakes affair indeed. Don’t forget to tune in to Live 89.5 from 9am on Saturdays to hear Box of Neutrals talking all there is to hear about F1.

City set club record FOOTBALL
M
anchester City set a club record of 10 successive league victories by maintaining their 100 per cent start to the season with a 2-0 win over Watford at Eastlands last Saturday (August 29). Raheem Sterling’s first competitive goal for City set up the win early in the second half, before Fernandinho added a second with a fierce drive to end the newly-promoted visitors’ unbeaten league start. Manuel Pellegrini’s side are three points clear at the top of the table after winning their first four league matches of the season without conceding a goal. The run of 10 victories, stretching back to April, beat a record set in 1912. They were patient in breaking down a limited Watford side, and by the end of the match were showing the attacking verve which has made them the early favourites to win the title. Meanwhile, Chelsea manager Jose Mourinho suffered only his second Premier League defeat at Stamford Bridge as
Crystal Palace clinched a shock 2-1 win over the spluttering champions on Saturday. It was the latest setback for Mourinho’s side, winners only once in their first four matches and already languishing eight points behind leaders Manchester City. “Palace gave us a very difficult game but the result should be a draw, which would still be bad for us,” Mourinho said, Just seconds after clearing a Gary Cahill header off the line, Mali forward Bakary Sako struck at the other end, sweeping high into the net from Yannick Bolasie’s cross to give Palace a 65th minute lead. Colombia’s Radamel Falcao looked to have rescued a point for Chelsea when the on-loan Monaco striker headed in a Pedro Rodriguez cross in the 79th minute. However, Palace defender Joel Ward headed home from Sako’s cross in the 81st minute to give second placed Palace their first win at the Bridge since 1982. Liverpool were beaten for the first time this season as West Ham’s 3-0 victory gave the east Londoners their first league triumph at Anfield since 1963.

Steven Whittaker was sent off for Norwich in the 31st minute after receiving quickfire yellow cards for preventing Matt Targett from taking a quick throw-in and hauling Tadic back on the halfway line. Man of the match Sadio Mane crossed for Graziano Pelle to sweep Southampton ahead in first-half stoppage time before teeing up the first of Tadic’s two goals in the 64th minute. Tadic struck again three minutes later, following up after Pelle’s header was parried by Norwich goalkeeper John Ruddy. “It was a very positive result,” said Southampton manager Ronald Koeman. AFP

VNEA POOL
LEAGUE RETURNS POOL
O
n the 7th October the VNEA Pool League will be kicking off their main event at a location near you. A mixture of exciting events, great players and top-class facilities, the VNEA Thailand Pool League has attracted more fans and players year on year. The Pool League is extremely popular with both local and foreign fans. That fan base is also increasingly diverse, with the league attracting more support from all parts of society. With the introduction of the VNEA in 2013 into the Kingdom, the sport’s popularity has increased substantially. Special events hosted by Thailand Pool Tables, such as world records attempt by Dave “Ginger Wiz-
ard” Pearson, has been primary reason why the love of the game has expanded. Support for the league is growing fast; the competitors are arguably the most passionate and most committed to their teams. This was evident in last year’s season, with all players and fans; the level of passion that was shown from the side lines was a sight to be seen. The open pool league is working on growing the sport among females, and therefore the league is perfect both for those who are only planning to get involved in 8-ball for the first time, as well as more experienced players looking to play at an elite level. When you register an all-women’s team, sanction fees will be waved, this means your membership is free. Thailand Pool Tables hopes
to possibly expand the league into Bangkok next year. As there is already a Koh Samui division, a Bangkok division would cement the VNEA Pool League as the premier competition in Thailand. No matter if you are a beginner or professional, if you like playing pool, meeting new people and looking to sharpen your 8 ball skills. Then this is your opportunity to be a part of the biggest and most exciting pool league in the world. If you have any questions or want more information contact them at: https://www.facebook. com/vneaphuket, call (English) 085-797-0002 (Thai) 085-7970202 or Email: info@thailandpooltables.com
