C

onstruction of Phuket’s longawaited and much-touted B450 million Provincial Hall has fallen flat, with the main contractor running out of funds to complete its part of the project. The shell of the building looms large on the south side of Phuket Town, casting a large shadow near Suan Luang, also known as Rama IX Park. The contractor, Chun Eaw Co

Ltd, has already had two stays of execution. First, the original ninemonth deadline of May 29 last year was extended by a further six months as the company had run into trouble with a “lack of workers”. It was then granted another extension to Nov 26. When that deadline passed with zero progress made, the company was given until next month – date unspecified – to complete its construction. Then, finally, Chun Eaw Co Ltd will be held accountable for a B449,000 per day fine for late completion, prom-

ises Thawee Homhuan of the Phuket Provincial Office of Public Works and Town & Country Planning, which is tasked with overseeing the project. Incredibly, Mr Thawee called the construction “very slow”, while admitting that construction of the new Provincial Hall is still only at 70%, the same percentage reported back in June last year. However, he confessed, “At this rate it will certainly not be completed by the current deadline in February.” “After February 2018, they will be fined B450,000 (sic) per day. They

will be fined and then the contract will possibly be terminated. “There will not be another extension issued for this company. I will send a request to Phuket Governor Norraphat Plodthong to consider cancelling this contract and finding a new construction company,” Mr Thawee explained. “But we need the Governor’s approval to terminate the contract,” he added. Six rescued from fishing boat after two days adrift A ROYA L TH A I NAV Y search helicopter last Sunday (Dec 31) located and coordinated the safe recovery of six people on board a fishing tour boat found adrift some 20 nautical miles off Promthep Cape, Phuket’s southernmost point, after two days missing at sea. The boat, the “Jirin”, departed Phuket at about 8am on Friday (Dec 29), but at about 3pm one of the crewmen on board, named only as Mr Komsan, called home, saying that the oil line was leaking, his parents explained. Mr Komsan urged relatives to arrange for spare parts and equipment to be delivered to a rendezvous point directly west of Kata Beach. However, the Jirin failed to make the rendezvous and calls to Mr Komsan went unanswered. Relatives staged their own search and pleaded for the

huket suffered two deaths and 46 people injured in 46 accidents during the Seven Days of Danger road-safety campaign for the New Year. The campaign began last Thursday (Dec 28), and concluded at midnight Wednesday night (Jan 4). The first fatality during the campaign was that of 24-year-old Phuket Rajabhat University student Akkarapon Chumkeaw, who crashed his motorbike into a pole in front the GMS Duty Free building on Phra Phuket Keaw Rd in Kathu late last Friday afternoon (Dec 29). The next day, 11-year-old schoolgirl Rattana Boonchoop died after she was struck by a

The move was in line with a nationwide push to reduce deaths and injuries caused by drink driving across the country during the festive period. “I cannot ignore the impact of alcohol in this. Drunk driving deeply concerns me. Police are to test drivers for alcohol in every accident,” Gov Norraphat told officials at a meeting at Provincial Hall.

remaining, which will be picked up by the new contractor, if there will be one, to finish off the project,” he added. “In Phase 2, which includes the parking areas, meeting rooms and furniture, we have a separate budget of B300mn from the Ministry of Interior,” Mr Thawee continued. “Works for Phase 2 will begin this month, in January. In the meantime we are urging Chun Eaw Co Ltd to hurry up,” he added. However, Mr Thawee did not confirm exactly how much of the B280mn budget already spent had been given to Chun Eaw Co Ltd to complete the construction. Land Architect Co Ltd has been

entrusted to complete Phase 2 of the project, he noted, but did not clarify whether Phase 2 can proceed without Chun Eaw completing its part of the project – and if so, why that work had not started already. Chun Eaw project manager Karist Rabjaeng said the main problem was that the company is “lacking in financial management”. “At the end of the month, we don’t have enough money to buy materials or pay more than a certain number of workers,” Mr Karist said. “We are looking for more investment money to resolve this problem,” he added, without elaborating on why an investor would plough funds into completing a government contract

that leaves no room for profitability on completion. “In addition, many of our workers left during the change in labour laws in late June this year, which also slowed down the construction,” Mr Karist noted, possibly hinting at the true downfall of the company’s ability to complete the project. Koh Maphrao bridge proposal raises issues

he Depa r t ment of Marine and Coastal Resources (DMCR) has voiced their concern to The Phuket News about the likely negative environmental effects that would result if a proposed bridge from Phuket to Koh Maphrao (Coconut Island) went ahead. Watcharin Thintalang, Director of the DMCR’s Phuket office, said, “If this project negatively effects the environment and leads to causing harm to the mangroves, then I am very concerned, and I will take serious steps to make sure the law is strictly followed. “We will arrange to meet with the officials involved in this project. Then, we will bring to their attention the environmental laws involved, especially if the bridge will affect mangroves in the area,” he added. Mr Watcharin cited the example of the Klong Koh Phee project, a B176.3 mil-

This issue should also be addressed in the mandatory Environmental Impact Assessment (EIA) of the project,” Watcharin said. “But, the public’s voice is the most important, if the

public disagrees there will be no movement with this project,” he assured. Chris Gordon, Managing Director of The Village Coconut Island resort on Koh Maphrao, said the bridge is unnecessary. “We ultimately believe a good car ferry would be far cheaper. It could be achieved in three to six months and most importantly protect the lifestyle of the whole island for the local community, whilst allowing slow, well-planned development.

“The main problem with a bridge is that the quiet and calm will be ruined and Koh Maphrao will then just be an extension of Phuket. Very little of Phuket remains truly untouched and undeveloped. Koh Maphrao is a gem and can be preserved and gently developed without the need for a bridge. “We have made proposals to operate and run this ferry service for many years to no avail. Koh Maphrao is minute and does not need a bridge,” he added.

A 27-YEAR-OLD WOMAN from the Ivory Coast was arrested at Phuket International Airport after an airport X-ray found more than one kilogram of cocaine in her stomach. The woman was stopped by officials late last Wednesday night (Dec 27) after landing on a flight from Doha, reported AFP from Bangkok as no Phuket officials were involved in the public release of information about the arrest. An X-ray revealed more than 60 small packages in her stomach, filled with 1.2kg of cocaine, according to Sirinya Sitdhichai, Secretary-General of Thailand’s Office of Narcotics Control Board. The drugs were likely

bound for wealthy clients in Bangkok, he added. “Unlike methamphetamine (ya bah), cocaine and ya ice (crystal meth) are for a very niche group of rich customers,” he told AFP. Mr Sirinya said drug traffickers based in West Africa routinely hire African or Asian woman as “mules” to smuggle narcotics into Thailand, a country whose porous borders and air links make it a popular transit stop for all kinds of contraband. Smugglers often fly into smaller airports outside Bangkok and then travel by road to sell the drugs in the capital, he added. The Phuket News

Van driver pulls gun in traffic amid road rage PATONG POLICE LAST FRIDAY (Dec 29) charged a van driver for illegal possession of a firearm after he threatened another driver with a handgun during a road rage incident on Dec 28. According to a report filed by Lt Col Narong Muangduang of the Wichit Police, Padet Boonkeaw, 50, told police that he had been threatened with a gun following a altercation on the road at about 10:30am on Dec 28. According to the report Mr Padet was driving from his home in Phuket Town to Patong for work. As he drove past Darasamut intersection, a van driver tried to cut in front of him and he was unable to give way because of other traffic, he said.

Then, as Mr Padet drove near the intersection of Bang Yai Rd and Wichit Songkran Rd, the van driver tried to cut in front of him again. Outraged, Mr Padet then got out of his car and went to talk with the van driver. As he approached the van the van driver pulled the gun out and threatened Mr Padet, causing him to run back to his own car. He then called police as he followed the van driver and tried to get video footage as evidence. Eventually Patong police stopped the van, which had the company name “Aroon Kuechan” printed on its side, and found the an automatic handgun and ammunition in a black bag.

The police found that the van driver had a gun licence but did not have a permit to carry the gun in public. Police brought him to the station for further questioning and laid charges. A representative of Public Transport Group, Tinakorn Jommeung, later told police on behalf of the van driver, whom he identified as “Mr Aroon”, that he did not draw his weapon during the confrontation. Instead, Mr Aroon verbally warned Mr Padet, as he and his passenger approached the van armed with a steel rod and a glass bottle, to back away or risk being killed. “We went to Wichit Police Station to deny that Mr Aroon drove

improperly as any CCTV footage will prove. He did not start to fight. It is meaningless to do this. If the pickup truck had hit his van he would lose time to fix it which would affect his income. He has no reason to do this,” Mr Tinakorn said. Regardless, and after reviewing CCTV footage available, Wichit Police Chief Col Wikorn Somsook confirmed that van driver “Mr Aroon” was still being charged. “Patong police have charged him already, but I am happy to report the claims of Mr Aroon,” he said. A

whopping 78% of respondents to an online poll have called for police and other officials who assist in enforcing traffic laws to recognise tourists’ driver’s licences issued in their home countries. The issue came to a head last month as Phuket entered its tourism peak season, when more tourists started landing on the island ahead of the region’s busiest time of the year. The current situation of why police in Thailand do not recognise tourists driver’s

licences is a long and winding road, and flies in the face of Thailand signing international agreements arranged through the United Nations. However, and especially at this time of year, a great revenue earner for the Royal Thai Police is fining tourists for operating a rental vehicle while holding only a driver’s licence issued in their home cou nt r y, for example in England, the US, France, Germany, Italy and Australia. Motorbike and car rental shops seem to consistently forget to inform tourists that these licences are not valid in Thailand unless they are accompanied by an International Driving Permit, as issued in their home country under the terms of the 1949 Geneva

Convention on Road Traffic. This is the only way the Royal Thai Police recognise a foreign driver’s licence. Many long-term expats like to argue that the 1949 Convention was superseded by the Vienna Convention on Road Traffic, signed into effect on Nov 8, 1968. That is not quite true. The Vienna Convention is an international treaty designed to facilitate international road traffic and to increase road safety by establishing standard traffic rules among the contracting parties. Although Thailand signed both international conventions, not all aspects of the agreements were ratified into law in Thailand – which means not all of the agreements are

Also of note is that, to date, police have fined 953 people for operating a vehicle without a driver’s licence since the nationwide Seven Days of Danger road-safety campaign began last Thursday (Dec 28). However, the Phuket Disaster Prevention and Mitigation Phuket office (DDPM-Phuket), which compiles the road accident reports for the campaign, does not report how many of these people were foreigners. To all this The Phuket News asked our readers, “Should tourists driver’s licences be recognised as legal?” A total of 59% of re-

spondents voted, “Of course Thailand should. The country signed the international conventions and is failing to uphold its commitment to the international community.” A further 18% of respondents voted, “Yes, Thailand should – but only for selected countries and for limited periods of time.” Despite the huge support for Thailand to recognise foreign driver’s licences, 23% of respondents still voted, “No. The current system already enforced with tourists having to present their original driver’s licence and an International Driving Permit is enough.” The Phuket News

Slippery road ahead

he results of The Phuket News poll this week (see page 4) heralded much support for Thailand to recognise driver’s licences issued by foreign countries, either in full or even in part for limited periods only. It’s no secret that some Western countries have long allowed Thai drivers to operate vehicles on their roads, even if just as a temporary measure for tourists. To wit, the UK currently allows holders of Thai driver’s licences to use their Thai licence for up to 12 months. The Thai authorities finally recognising foreign licences would bring a bounty of benefits, but would also bring forth a few perils along the way. First, it would go a long way for Thailand for uphold the international agreements it signs, much like the eventual crackdown on illegal migrant

workers last year. Apparently the powers that be took umbrage with the word “slavery”, or the impending economic sanctions from the US and Europe, and finally took action to remedy the situation for the better. Likewise, the constant barrage Thailand is deservedly getting in the international press for how lethal the country’s roads are is finally doing its part for the country’s “tourism image”. Recognising foreign licences can help correct that problem, especially when it comes to tourists renting motorbikes – which is probably the most dangerous thing they could do while on holiday here. The net effect of recognising foreign licences would boil down to, “If they don’t have a licence to operate a motorbike in their home country, then they can’t operate one here.” Simple. Yet this week Phuket Gover-

nor Norraphat Plodthong shone a little light on one aspect that authorities have been happy to ignore for decades. During a meeting to hear an update on the death and injury count for the Seven Days of Danger road-safety campaign for the New Year, Gov Norraphat pointed out that “motorbike rental operators might not be clear on the rules”. Recognising foreign licences would also hit police in the pocket for a long-term money spinner: fining tourists for not having a valid – that is, Thai – driver’s licence, or an International Driver’s Permit issued in their home country. Yet it would keep inexperienced drivers off the roads. If the goal is to save lives, and not to worry about the money to be made from tourists not having the correct driver’s licences, then Gov Norraphat knows which turn to take next.

A

police reform proposal to have investigators work without the interference of powerful bosses has been met with criticism that such a plan is not practicable. Among those not convinced the idea has wings is Manich Suksomchitra, who is working closely with a group of experts under the police reform committee to draft a so-called “zero interference” measure. Sen ior of f ice r s have expressed similar scepticism. The experts suggested three measures in a field of police work known as sob suan. Unlike outdoor criminal suppression efforts, this area of police work is more paperwork-driven and inquiryand law-intensive. In a recent interview with the Bangkok Post, Mr Manich, chairman of the public rela-

tions panel under the police reform committee, admitted it would be “difficult to make sob suan investigations completely free from high-ranking officers”. His com mit tee has suggested a nine-member panel be set up to monitor irregularities, Mr Manich said. The group, made up of

three special branch police officers and six non-police experts, will handle people’s c ompla i nt s ove r u n fa i r treatment. Its role would be to head off any attempts to intervene in investigations. Such freedom to operate unconstrained is crucial, according to Lt Col

Kritsanaphong Phutrakun, a lecturer of police science at the Royal Police Cadet Academy. O t he r w i s e, c r i m i n a l cases can go off-track if local police station chiefs abuse their power in preparing investigation repor ts for prosecutors, he added. Police station chiefs are authorised to look through investigation results, giving them the power to overrule them. Proponents of reform are aware that different opinions between police investigators and their bosses can occur, so they suggested a police commander, who has no direct role in a criminal case, be permitted to arbitrate disputes. However even this does not guarantee the commander will not interfere with the work, said Col Suwat Saengnum, chief of the Crime Suppression Division’s sob suan unit. Col Suwat said officers only come up with initial investigation results. Whether they proceed to court still largely depends on prosecutors, he added.

Bearing in mind such concerns, many senior police officers are reluctant to say the suggested reform of the sob suan field will bear fruit and eliminate unwanted interference. Col Uthen Uniphin, chief of the Metropolitan Police Bureau’s Training Centre, said giving young or inexperienced i nve st igat or s t o o much freedom may not be always a good idea because “working freely and working at will are divided by a thin line”. He expressed concern such officers may not exercise enough caution when conducting investigations. Despite all this, reform in this area is much needed, Mr Manich said. The Royal Thai Police require capable officers to fill more than 1,600 vacant jobs in this field, he said, citing the figure from last August. Without a bright career path it would be hard to attract new recruits. The proposal also suggests sob suan merge with sueb suan, or outdoor criminal suppression, he added.

Bus crash driver ‘high on meth’ SURAT THANI THE DRIVER OF A BUS that skidded off a road on Monday (Jan 1), injuring an American passenger, tested positive for drugs, a police officer said on Tuesday (Jan 2). Don Sak district police chief Col Sutthi Nitiakkarapong said tests on both driver Samrueng Chuenchom, 36, and his assistant Amornthep Apairat, 22, found methamphetamine (ya bah) substances in their urine. The tests were carried out by Don Sak Hospital after the double-decker bus operated by Lomprayah Co skidded off Road 4142 in Don Sak district in Surat Thani on Monday. The accident slightly injured Amornthep and American passenger Mariana Paredes, 34. The driver said the bus was taking 35 tourists from Krabi to a Lomprayah pier in Don Sak, where they were to board a ferry to Koh Samui. Col Sutthi said the driver and his assistant have been charged with having narcotic substances in their bodies,

The National Council for Peace and Order (NCPO) is investigating whether the woman in the picture really is Yingluck after the image surfaced on social media last week. First shown by new18 (NewTV), a digital TV news channel, the picture was said to have been taken last Tuesday (Dec 26) at Westfield Shopping Centre, Shepherd’s Bush, the largest mall in London. A report later surfaced that the UK had granted Yingluck a passpor t, but the Thai embassy in London checked with British authorities and confirmed the story was false. Thaksin, meanwhile, was said to have spent the New Year holiday in Japan, INN News reported last Friday (Dec 29). The for mer premier’s daughter Paethongtarn posted a live video stream of her father with his children and grandchildren on her Ing Shinawatra Facebook page. He was shown cooking beef curry in Niseko, a town on the northern island of Hokkaido. Thaksin is also a fugitive from justice after he was convicted in absentia in 2008 over a corrupt land deal.

Brightening the drab streets

Graffiti brings colour to the lives of residents in Jordan’s capital JORDAN Kamal Taha

readlocked university student Suhaib Attar clutches a can of spray paint as he sets to work on the latest gloomy corner of Jordan’s capital that he has turned into his canvas. The leading light of a tiny group of graffiti artists, the 25-year-old is on a mission – daubing flowers, faces and patterns across Amman to bring more colour to the lives of its four million inhabitants. “Our city is beautiful but it needs to be brightened up,” Attar says. The aim is to “transform these great big walls of dull concrete into an expressive painting that is full of life,” he says. Built on seven hills that give their names to the main districts, Amman has been home to a small graffiti community for some years. And while they may number fewer than 10, the artists have been busy. Their eye-catching designs

In a conservative society like Jordan’s the graffiti artists have constantly had to challenge convention to carve out a niche for their works. But the art still faces limits like other forms of expression – and Attar says

he steers away from politics and religion. “I avoid topics that may shock some people who do not understand this art yet,” the street artist explains. Art student Suha Sultan has experienced first hand the suspicion – and hostility – that sometimes meets her work. “I was doi ng a large portrait of a tribal man and passers-by started questioning

me, lecturing to me because I was up a ladder among a group of men,” she recounts. “They interrogated me about the meaning of my graffiti.” Sultan says that as she walks around Amman she itches to use her skills to revitalise the many soulless expanses of wall she sees. “But it isn’t so simple as to do the graffiti; we need to

get prior permission from the municipal authorities or the owner of the building,” she explains. “Most of the time we end up getting refused and sometimes we face rejection by members of society.” Painter Wissam Shadid, 42, agrees that there are “red lines” that cannot be crossed in a society steeped in tradition where artistic creation

can be curbed. “We paint nature, animals, portraits, but we don’t touch at all subjects connected to morality,” the street artist says. But even that makes for an impressive change around the Jordanian capital. “Before there were only the names of football clubs, phone numbers or messages from young guys to their friends scrawled on walls,” Shadid says. “Now we are trying to make our art more popular.” And as graffiti makes inroads in Jordan it is increasingly drawing admiration from some locals and visitors. “It adds colour to the city as buildings here can all look alike,” says Phoebe Carter, an American studying Arabic in the kingdom. Jordanian Karim Saqr, 22, agrees that the works bring a much-needed splash of excitement. “When I spend the morning near a wall with beautiful graffiti, it fills me with positive energy for the rest of the day.” AFP

e shows off some of Milan’s most sumptuous frescoes to tourists, but Syrian Mohamed Hamadi also does more than that – he reaches out to visitors across the cultural divide in a troubled era. Bor n 69 years ago in Homs, a city now devastated by the conflict in Syria, the bespectacled Muslim guide charms those in the Italian city by drawing on his memories of the religious tolerance taught in his youth. Those dropping in to admire 16th-century frescoes at the San Maurizio church, dubbed “Milan’s Sistine Chapel”, may not be expecting their lessons on Renaissance art to be accompanied by moral musings. Describing his education, Hamadi says: “The students were Muslims, Christians... we didn’t pay any attention to all that. “Once a week at school there was a lesson on Chris-

The Muslim pupils went along to listen, and vice versa,” he says. “Diversity was a richness for the country,” adds the guide, who has made his home in a continent where populism is on the rise and the far-right are making political gains following the arrival of hundreds of thousands of migrants.

Hamadi fled Syria in his twenties. A member of the Arab Socialist Party and opposed to the ruling powers at the time, he had already been imprisoned twice, and tortured. He travelled first to Beirut, where he studied law, then on to Kuwait, Spain and finally Italy, working each time in the import-export business. He married a Milanese

woman and says he feels first and foremost “a citizen of the world”. After Hamadi’s wife died and he retired, he dedicated his time to helping Syrian asylum-seekers fleeing the war back home, who would arrive exhausted and disorientated in Milan, hoping to travel on to Britain or Germany. Two years ago, he joined the Touring Club of Italy,

becoming one of around 2,000 volunteers – including 800 alone in Milan – who volunteer at sites such as museums and churches that would remain otherwise closed to the public. At the San Maurizio, he tells visitors the history of the Benedictine Convent, and explains which religious scenes are depicted in the frescoes, from Noah’s Ark

to the Last Supper. Visitors are sometimes surprised their guide is Muslim – a reaction he counters with a quick word on religious history. “The Koran, the Bible, the Torah... they are all linked,” he says, recalling that key figures like Adam and Eve, Noah, Moses and Abraham feature in all three tomes, though the details may differ. “Syria has been a land that has hosted many cultures, with occupations by the Phoenicians, Persians, Greeks, Romans, Ottomans and even the French,” he says. Hamadi, who speaks four languages – Arabic, English, French and Italian – says he sees his chats with visitors as a way to “open people’s minds”. The man who has worked as city councillor in the past has simple advice on tackling the thorny issue of “integration”. People should “live, talk, eat together, but that does not mean they should forget their roots,” he says. AFP

Asian source markets keep tour agents afloat TOURISM Don Ross

hailand’s travel companies are on target to have closed the year 2017 with a respectable 6% to 7% increase in clients. In its latest assessment posted before the New Year, the Association of Thai Travel Agents (ATTA) noted member companies handled 5,495,806 clients at Bangkok’s two gateway airports from Jan 1 to Dec 10, 2017. The number represents an improvement of 6.81% and almost guaranteed that ATTA members would close the year on this positive note. For the period Dec 1-10, association member companies handled 164,925 clients, an increase of 57.25% over the same period last year. However, it was good news only for those members who handle travel itineraries generated by a booming China outbound travel market. In December alone, Chinese tourists handled by ATTA agents were on target to in-

Based on the performance throughout the whole of 2017, China represented a 59.45% market share, leaving tour companies that specialise in North American and European markets having to get by with marginal growth rates, or even declines. It is not that there are fewer Europeans visiting Thailand, but the hard truth for travel agents is that many of them, mostly budget travellers, are booking their Thailand

holidays direct. Tour companies handling Western tourists will argue that their clients spend more in Thailand, but they also have massive overheads to run offices across Thailand and the Mekong region countries. In addition, consumers in Europe, particularly the UK, are tightening their belts and have less discretionary cash to spend. Of the top five supply markets for ATTA member companies from Jan 1 to Dec

10, China topped the list with 3,267,035 clients, representing an increase of 4.15%. Vietnam followed in second place with 273,745 clients, up 25.66%. Korea was third with 264,391 clients, up 57.44%, India fourth with 233,677 clients, up 24.01% and Japan fifth with 158,062 clients, up 10.38%. The highest-placed European outbound market on the list was Russia (6th) with 158,082 visitors using travel company services, but down a hefty 27.5% when compared with 2016. The UK, once considered the jewel in any travel firm’s crown, is struggling in eighth place with 81,904 clients, down 12.7%. Always considered a priority market for Thailand’s travel companies, Germany is in 11th place with 50,578 clients, but the market did improve by 10.3%. France in 12th place also improved by 19.4% delivering 44,102 clients for Thailand’s travel firms. Spain in 15th place supplied 29,888 clients, up a respectable 30.9%.

PKCD moves amid expansion plans CORPORATE PHUKET CITY DEVELopment Co Ltd (PKCD) has begun moving its main office to Central Festival Phuket East as part of their planned expansion early this year. “We are moving our main office from Limelight Avenue, Phuket Town to the Home Pro building next to Central Festival for several reasons that involve PKCD’s expansion aims,” one PKCD staffer who declined to be named told The Phuket News. “PKCD aims for areas of expansion including: Phuket transportation such as smart buses, bus stations, Phuket ocean marina, developing alternative sources of energy (solar, wind), improving water supply management,” the

PKCD staffer added. “The new office will be bigger and more centrally located, which will enable us to have more space for new projects and a control room for the new smart buses that PKCD is launching,” she said. The PKCD’s new “smart bus” was intended to go on trial in Phuket in November, but was delayed due to external design alterations. The presentation of the new bus at the Bangkok International Trade and Exhibition Centre (BITEC) in November included a demonstration of its built-in electronic wheelchair lift for the disabled, and a showcase of the integrated technology such as built-in WiFi, GPS, an electronic ticketing system which can be used via a supporting mobile application. rganisers of the China International Boat Show (CIBS) are targeting Phuket boat builders and other key players in the island’s marine industry to take part in the show, to be held in Shanghai on April 26-29, 2018. Established in 1996, CIBS is the longest established boat and yacht exhibition in China, covering the whole boating industry – and is the only boat show in Mainland China to host international pavilions. The CIBS is the only Chinese Platinum member of International Federation of Boat Show Organisers (IFBSO), recognised globally in its field. MESMERIZING MERGUI Myanmar’s Mergui Archipelago is a step back in time to a peacful island existence A stunning sunset from the isolated Mergui islands, which sit off the southern tip of Myanmar.

T

here is an insider’s secret whispered by long-term Phuket residents about the Andaman Sea’s best pristine islands, dive spots and deserted beaches. Situated across an international border, they just got easier (and cheaper) to explore. Have you ever imagined what it must have been like in Phuket say 30 years ago, before the arrival of flash resort hotels, high-rise condos, air-conditioned shopping malls, golf courses, clubs and bars? Some dive operators know. Lured by the azure waters and the coral reefs teeming with aquatic life, they ventured north from Phuket to the Mergui Archipelago, where new dive spots became legend among the diving fraternity. Some 20 years ago, access was finally allowed from Thai and international waters into the string of islands that make up the archipelago. Why the problem with access? Most of the 800 or so islands strung out along 400km are situated in the military-sensitive border-seas of Myanmar, where unregulated exploitative fishing and forestry, along with a smuggling economy, meant the warm blue waters masked a harsher reality. Over the last two decades – negotiating a lot of red tape – chartered liveaboard dive boats have taken intrepid adventurers from Phuket into the archipelago, a couple of day’s sailing north.

The expense of such one-week excursions has meant that, last year, only a couple of thousand foreigners managed to make it to these islands that lie off the coast of Myanmar. In 2018, the coveted region will open up to tourism with the unveiling of new resorts and eco-friendly accommodation. However, certain measures such as new restrictions on foreign boats, and the prohibitively high fees aimed at curbing the access of Thai-based vessels, are aimed at encouraging the fledgling local tourism industry and it is likely that we will see more excursions from the Burmese port of Kawthaung. A bustling trading town with the atmosphere of a bygone era, Kawthaung lies a short longtail boat trip away from the Thai border town of Ranong. With the scattering of islands located a hour or more off the Myanmar coast, the town is set to be the marine hub and island gateway. There are even plans to build a 3.5km bridge across to the closest island, where a casino already pulls in Thai gamblers. Half a dozen resorts are slated to open in 2018, some bankrolled by big players in the burgeoning Myanmar tourism industry. It is unlikely the growing number of middle-class domestic tourists will prefer the archipelago over the exotic liveliness of Thailand’s beaches. And it remains to be seen whether foreigners decide the hassle and expense of getting to the archipelago is outweighed by the benefits of

a more exclusive resort experience. Aiming to cater to curious, soft-adventure travellers who want to get close to nature and away from the tourists, the Boulder Bay Eco-Resort (boulderasia.com) is one of the few enterprises taking a smaller-scale approach to development. With 10 rustic bungalows tucked away behind native screw-pine palms, the eco-resort is not visible from the sea, and its environmental footprint is small. There is no infinity swimming pool, no manicured gardens, and no phone reception. The soft-sand beach and shallow reef are the swimming pool, the island’s jungle and coral wonders are its gardens, and with very weak WiFi, the handful of guests instead end up having conversations around the communal dining table. The Mergui Archipelago is the ultimate “get-away-from-it-all” destination, says Bjorn Burchard of Moby Dick Tours (islandsafarimergui.com). He believes the islands, best visited between October and May, are suited to slow, unhurried, travel and soft adventure activities such as diving, snorkelling, kayaking, hiking and beach-combing. “This really is quite a special place – much of its charm and appeal lies in its untouched nature,” says Bjorn. Bjorn, a Norwegian and veteran of the tourism and hospitality industry of Thailand, used to run liveaboard boats out of Phuket, but now he says the lack of development on the Mergui islands means a visit really is like turning

back the clock 30 years. “To give you an idea of the archipelago’s state, there are some islands that haven’t been properly surveyed and mapped, some small islands don’t even have names, and visitors can be the first to set foot on some beaches. Perhaps there are species underwater and in the rainforest waiting to be found and identified by science?” With anthropologists and marine biologists still learning more about the islands, and its dwindling indigenous population of sea-faring Moken, also known as Sea Gypsies, the remoteness and isolation of the region make it a fascinating place to visit, according to Belgium photo location scout David Van Driessche (davidvandriessche.com), who runs a company called Expeditions in photography (expeditionsinphotography. com). A soulmate for Shiver

I

t’s now over six years since a skinny, hairless pup arrived at the Soi Dog clinic, he was only a few months old and had been found all alone at the side of the road by a passing driver. The Soi Dog team named him Shiver because he was so very cold. Dogs who are suffering, just like Shiver, arrive at Soi Dog’s shelter every day. These dogs simply have nobody to turn to without the generous people who support Soi Dog. Thanks to these wonderful donors, Shiver got the medical treatment he desperately needed. It still took many months of intensive care under the watchful

eye of our vets but gradually, his fur started to grow back, he gained weight and grew into a healthy dog. Sadly, what was a lot more difficult to change was his complete terror and refusal to let most people near him. Whatever the horrors endured by Shiver before arriving at the Soi Dog shelter, he was left traumatised and terrified of nearly all humans. Volunteers and staff did their best with him, but they feared he would never be ready to leave the safety of the shelter for a home of his own. These are the animals that need help from donors most, with no government funding, dogs like Shiver are entirely dependent on their compassion. Thanks to generous donations of much needed funds Soi Dog is able to rescue, provide medical care and rehabilitate the damaged souls of dogs like Shiver. In all, Shiver spent over six years being cared for at the Soi Dog shelter and the staff still say that some days, they cannot believe he’s gone. But in

Shiver sits on the bed at his new home in America. what can only be described as a miracle, his future took an amazing turn which simply couldn’t have happened without the ongoing support of donors. Today, Shiver lives in a very special home in Michigan, USA, having been adopted by Melissa and her family. Melissa has years of experience working with shut-down dogs and Soi Dog couldn’t have wished for a better home for Shiver. After being scared of humans for so long, he now sleeps on Melissa’s bed at night and continues to make progress with each passing week. At this special time of year, he is a reminder that miracles can happen. While this story has the happiest of endings, Soi Dog was only able to take Shiver in and care for him thanks to support from animal lovers. As you read this, there are many other Shivers that deserve the same chance. But if to be able to help them, Soi Dog needs as many people as possible to be a part of it. Mekong still full of surprises Over 100 new species confirmed by science but habitat faces challenges AFP

Vietnamese ‘crocodile lizard’ and a Thai turtle found on sale in a local market are among more than 100 new species discovered in the ecologically diverse but threatened Mekong region last year, researchers revealed on Boxing Day last week (Dec 26). The Southeast Asian countries flanking the Mekong river, which snakes down from the Tibetan plateau to the South China Sea, are among the most biodiverse in the world. Each year, scientists announce scores of new species discovered in the region, which includes Thailand, Myanmar, Cambodia, Laos and Vietnam. But there are fears that many more species could die out before they are found in a region whose jungle and river ecosystems are increasingly threatened by roads, dams and a thriving illegal wildlife trade. In total, scientists confirmed 115 new species in 2016 after a lengthy vetting process, according to the World Wildlife Fund (WWF). They include 11 amphibians, two fish, 11 reptiles, 88 plants and three mammals. “While the global trends are worrisome, and the threats against species and their habitats here in the Greater

The new finds include a mountain horseshoe bat (Rhinolophus monticolus), found in the forests of mountainous Laos and Thailand. It took 10 years to determine it was a new species, with a horseshoe-shaped facial structure, known as a noseleaf. A snail-eating turtle (Malayemys isan) was identified in a market in

north-east Thailand. It is threatened by infrastructure, such as dikes and dams, and needs to be protected under Thai law, conservationists said. The crocodile lizard (Shinisaurus crocodilurus vietnamensis), a scaly reptile that hails from northern Vietnam’s evergreen forests, was also among the new species announced on Tuesday. Although the reptile was first discovered in 2003, it has taken years to confirm its status as a separate subspecies. Coal mining and pet trade poachers have gravely endangered the lizard, whose numbers are estimated to be

fewer than 200, scientists said. A vibrantly coloured frog (Odorrana mutschmanni) is threatened by quarrying for cement and road construction. The frog’s karst forest home needs new protection, the WWF said. Two new mole species (Euroscaptor orlovi and Euroscaptor kuznetsovi) were also found in Vietnam, with researchers noting that their underground dwellings have helped protect them. Over the past 20 years more than 2,500 new species – amounting to around two per week – have been discovered in the Greater Mekong, said the WWF.

ho would’ve ever thought that one could find deep Buddhist insights in a skateboard park? Our skateboard park is a rather happy little slice of Thailand. Located in Benjasiri Park, in the heart of downtown Bangkok, a lot more goes on here than just spectacular jumps and youthful acrobatic feats. Life pulses through our skateboard park as youngsters make their daily rounds, jumps, and aerobatic marvels. You might also be surprised to know that the World Fellowship of Buddhists building stands just behind the skateboard park. (Who says Buddhists don’t like to have fun?) Middle-aged folks like me can be seen doing musical exercise just off to the side of the skateboard arena, and young lovers can be seen quietly picnicking by the park’s picturesque pond; with an occasional kiss beneath the gentle Bangkok moonlight. Leo Gauvain was one of the nice young men who enjoyed spending some time at our little slice of heaven. I had only met him a few times, but I had always been impressed with his kind demeanour. Sadly, Leo just died in a freak accident. He was just 23 years old. Death never shocks a Buddhist, but it is always sad when someone is cut down in the prime of their life. This feeling is especially poignant for those of us who

I could go on about how nice people sometimes die when they do not deserve it, or I could write about how unfair life can be. (Oh, and yes, life is often very unfair.) Thai Buddhism, however, says a lot of interesting things about the fragility of life. A famous monk named Ajarn Jayasaro once said that life is divided into two groups: those who are dead and those who will soon be dead. While that may initially sound morbid, that is actually a very positive statement. What this monk is trying to say is that we do not know when our life will end so we need to lead a harmonious life now. To that end, isn’t it true that most of us make New Year’s resolutions only

to wind up breaking them? We can all list off quite a few, I bet. Losing weight. Quitting smoking. Drinking less. Eating healthier. Saving more money… the list goes on, and it is a list that is familiar to all of us. Yet, everyone reading this article has kept one New Year’s resolution: We all took a trip to Thailand. All of us want to be better people and that is how tourism actually starts. We look for inspiration in our lives and when we don’t find it, we take a risk and go to someone else’s home; hoping to find some inspiration there. Well, I’d like to welcome all of our tourists to Thailand by providing you with a little Buddhist secret: You’re a great person just as you are and what you can really learn from this exotic Thai religion is how to be an even better

person than the very good person that you were when you arrived here. Contrary to what some people might have you believe, Thai Buddhists don’t just sit around and meditate all day. We also enjoy our lives immensely while we are here. As you explore Phuket’s ancient and beautiful temples like Wat Chalong, Wat Srisoonthorn or the cave Temple of Wat Tham, you are experiencing the ancient side of Buddhism. True, we do have many cave monks and quite a few forest monks. But, most Buddhists like me spend the bulk of our time in the modern world. Outside of worship services, we do most of the same things that you do. We go out to eat, we’re online, we go jogging and a few of us even like to do jumps at the local skateboard park. So, we might start our day by chanting and giving gifts to monks, but we fill most of our days with everything modern. Yet, one thing that has not changed between the ancient Buddhist world and the new Buddhist world is death. So, make sure to keep those New Year’s resolutions and cherish life now because, in the end, time is the only thing we really own… and one day we may find out that we owned far less of it than we thought. – Dedicated to Leo Gauvain, 1994-2017. Bar you can’t help but gasp a sharp intake of breath at the sheer majestic natural grandeur of the scalloped crescent of Kata Bay that lies below you, with distant Poo Island, the graceful headlands and the huge, verdant amphitheatre of Phuket’s central massif to the east. Designing and constructing this beauteous resort on this tremendously steep hillside must have been an extremely difficult and time-consuming enterprise, but the three local Thai sisters who own SIS Resort must draw an immense sense of satisfaction and pride whenever they step out into this wonderful space with its fabulous views. Dramatic zig-zag designs grace the swimming pool alongside Twilight Sky, where a cool DJ was setting up his spin-meister’s shop for the evening, as we entered this haven of sensuality. From 5pm there are sundowner spins and drinks promotions, to get the evening started with OOOMPH, a commodity of which there was an abundance on our evening visit! Beautiful couples lounged and cud-

Yes, there’s certainly no lack of eccentric creativity at SIS Resort! The resort’s smiling staff were welcoming as they seated us at a perimeter table overlooking the sensational views and we started our evening by enjoying cool refreshing bottles of Maha Nakhorn (from the traditional name for Bangkok – Krung Thep Maha Nakhorn) craft beverages, from the boutique brewery which is also owned the three eponymous local sisters who created SIS Resort. Supper commenced with an Antipasto Platter served on a butcher’s block, featuring wonderful roasted peppers, asparagus, eggplant, tomatoes, crisp brown bread and Kalamata olives and matched with a delightful crisp white

vinous libation, served by-the-glass. The menu boasts many local Phuket specialities such as pork belly, Moo Hong, Pad Thai with Andaman Sea prawns, a local crab curry with white noodles, as well as delicious pizzas and healthful crunchy salads. The Himalayan Salt Brick that serves as a plate for dished like scallops sashimi and classic beef Carpaccio, was an interesting touch as was the Hot Stone used to cook of Australian Wagyu Sirloin at the table. I was a refreshing change and the creative touch of Chef Sonthaya shone through on these main dishes. And don’t forget to leave space to try the array of immensely tempting and stylish desserts. earing red lipstick and a pink sports bra, ‘Nong Rose’ trades blows with her twin brother in a Thai boxing gym, preparing for a foreign debut that will make her the first transgender fighter to enter the ring in France. A few days ahead of the Muay Thai match in Paris, the 21-year-old is training hard in central Thailand’s Chachoengsao province, with her brother as sparring partner. Boxing is part of the siblings’ DNA – they learned how to jab, cross and kick from their uncle, a professional Muay Thai fighter, who started teaching them the basics when they were eight. “Since (we were) little ones, we used to fight... but she was always stronger than me,” Nong Rose’s twin brother, Somrak Polchareon, said. In the eyes of the Thai government, Nong Rose is a man named Somros Polchareon.

In life as in the ring, where she competes against men, finding her place has not always been easy. “When I started fighting (as a girl), I was afraid that people would not accept me,”

she said, wiping away sweat after a feisty round of training. While Thailand has a reputation as a free-spirited haven for LGBTQ people, discrimination abounds outside of nightlife and entertainment venues. The boxer says her male opponents were initially rattled

– or even angered – by her appearance. “In my village everyone knew me so it was easy,” she says. “But outside the city, some boxers looked at me wrong and said that trans people could not win.” Many trans Thais say they are treated like second-

class citizens in a country where changing genders was considered a mental illness by the military as recently as 2012. The practice is still not legally recognised, causing headaches for those trying to navigate medical care or bureaucratic processes. Nong Rose, who turned professional after graduating from high school two years ago, pushed through the prejudice by racking up victories in the ring, winning half of her 300 matches. Today, she is better known for her knees of steel. “In combat, she always walks on you and hammers you with her knees,” said Chalongchai Meemindee, a 25-year-old boxer known as “Phetsuphan” who faced Rose in November. “It’s good to have her in the ring because it brings colour and attracts viewers, especially foreigners,” he added. Nong Rose is not the first transgender boxer in Thailand. ‘Nong Toom’, whose story is captured in the 2004 film

“Beautiful Boxer”, led the way, famously using her championship winnings to pay for a sex change. “She was my role model,” said Nong Rose, adding that the fighter comes to support her at most matches. For the up-and-coming boxer, the Paris competition, which takes places tomorrow (Jan 6), against formidable French Muay Thai champion Akram Hamidi, is a chance to advance her career – and bring more attention to trans fighters. “It helps to promote the trans, to show that we are worth as much as the others. We are not weak,” she said. Nong Rose says she plans to take her transition to the next step after her boxing days are over. “Today, I do not take hormones because it affects my condition and my boxing. When you are on hormones, you have much less energy. “But as soon as I stop boxing, I will do all the operations to finish my transformation.” AFP

ell sh iver me timbers maties, sometimes I won­ der how the Thai baht con­ tinues to stay as strong as it has over the last turbulent decade of coups, coos, tsu­ namis, bird ’flus and all the other destabilising influences I have experienced over the years. Why do I mention this? Well, since I sat down to write this article I have been besieged with power cuts and decided to vent my frustration in my monthly contribution to the island’s edification, as my input intermittently disap­ pears as I forget to “save” my ramblings every few minutes. I love Thailand and accept I am living in a “third world” country, but what happened to the advantages of having a “f irst world” pension?

Amazing Thailand. December brought even more Chinese tourists, whose only contribution to our tourist coffers looks to have been cornered by the 7-Eleven organisation and with fewer and fewer Europeans being available to get out on the boats fishing, things have been noticeably tighter for the boats. Ian from Thai 2 On has advised me he has had his first confirmation for his fishing adventure trips to the “Burma Banks” and is awaiting quite

a few deposits confirming further trips to this incred­ ible 200-square-mile fishing utopia. My regular ramblings this month were delayed due to visiting my friends in Khao Lak and joining them on one of their “Rasta” excursions around the peninsula on the pretext of fishing and collect­ ing drift wood. This is not a trip for the faint-hearted as the boat counts its tinnies by the case in rela­ tion to passengers and then sends the tender ashore for more. One of my most memo­ rable days out, what I can remember of it. The picture tells the story! For a very different day at sea, if you are in the Khao Lak area, Baow’s “Reggae /

Rasta” boats are an experience not to be missed. Where else, on Christmas Day, can you get a 10-mile long pristine beach, all to yourself?

he Notice of Race (NOR) has been published for the 14th Top of the Gulf Regatta Presented by Ocean Marina and entries are now being taken. Scheduled for April 27 to May 1, 2018 at Ocean Marina Yacht Club in Pattaya, Thailand, the NOR allows for up to 12 classes, ranging from Optimists (competing in the Thailand Optimist National Championships) to dinghies, the one-design Farr 25 Platus competing for the Platu Coronation Cup, keelboats and multihulls, as well as an International One Metre (IOM) Radio Controlled Yacht Class.

The NOR can be viewed and dow nloaded from the event’s website at TopOfTheGulfRegatta.com, where entries can also be registered online. “The diversity of boats and sailors of all ages, makes the Top of the Gulf Regatta unique. We’re expecting upwards of 200 boats and 700 sailors and friends joining us for some top quality sailing off Ocean Marina Yacht Club from April 27 to May 1,” said William Gasson, Co-Chairman of the Top of the Gulf Regatta Organising Committee. The multi award-winning regatta and penultimate event in the 2017/18 Asian Yachting Grand Prix, has developed a reputation for delivering top-class racing from one of the best waterfront settings

Looking to grow the regatta’s charter fleet, organisers have listed a number of charter opportunities at www.topofthegulfregatta. com/charters which include monohulls ranging from 53foot Beneteaus to 25-foot Platus, as well as a selection of multihulls including a Perry Prestige 57 and a 53-foot Fountain Pajot Catamaran, amongst others. “We are receiving more requests from overseas sailors who wish to charter and compete. In response to this, we have put together a collection

of available quality charter boats – racers and cruisers, monohulls and multihulls – all of which are suitable for racing at the Top of the Gulf Regatta. We aim to grow the charter fleet this coming year event and this is an area of the regatta we will continue to develop for future editions,” added Gasson.
