ivestock officials together with Cherng Talay Police have seized a baby female elephant recently seen paraded along Surin and Bang Tao beaches by a mahout, touting for Phuket tourists to pay to have their photos taken with the infant pachyderm and to play with. The elephant, 6-year-old “Nang Chok”, was taken into protective
custody at Bang Tao Beach, Cherng Talay, on Monday afternoon (Aug 1). Her registered owner, Boonchu Rattanadilok Na Phuket, is now facing charges of smuggling Nang Chok into Phuket. “The microchip implanted in the elephant confirmed her identity and origin,” said Surajit Witchuwan of the Phuket Provincial Livestock Office. “The elephant is a female called ‘Nang Chok’. She is 6 years old. She was born in Surin province (in Isan)
and microchipped and officially registered in Tak province,” he told The Phuket News. Mr Surajit estimated Nang Chok to be valued at about B1.4 million. “She was transferred to Phang Nga province, then moved to Phuket without permission,” he said. “We will hold Nang Chok for 30 days until a suitable location has been chosen, where we will send her,” Mr Surajit said. “In that 30 days, we will look for

Officials moved in and seized Nang Chok after tourists reported seeing a mahout using her as a tourist attraction at various beaches along Phuket’s west coast, most recently Surin and Bang Tao. The mahout, who was said to be of Asian nationality and carried a bag of fruit with him as he walked along the beach with the elephant, asked tourists to buy the fruit which they could then feed to the elephant. The Phuket News were first made aware of a mahout and his elephant about three weeks ago when they were spotted on Patong Beach. When Patong Police were
contacted by The Phuket News at that time they said that they were unaware of such incidents and that they had not seen or been able to find a mahout with an elephant in their area. “The beaches of Phuket are not ideal places for a wild elephant to be,” Mr Surajit said. “They should be in a nature park, such as the one currently under construction,” he added. The Elephant Nature Park (ENP) Phuket, a welfare park to provide care for elephants injured or retired from working in Phuket’s tourism industry, was announced earlier this year as scheduled to open in Thalang this month. A sibling venture to the ENP projects in Chiang Mai, Kanchanaburi, Surin and Cambodia, ENP Phuket will be located near the Khao Phra Thaew Wildlife Sanctuary, on 70 rai donated by Montree Todtan, former owner of At Hill Adventure Park in Chalong.

he ongoing dispute between the Phuket sea gypsies in Rawai and claims to land in their village must be resolved now before the same dispute rears its head at other sea gypsy villages in Phuket, National Reform Steering Assembly (NSRA) officials were told last week. “If we do nothing now, in 10 years Phuket will still have this problem and the sea gypsies’ livelihood will not improve. If we solve the land issues, other issues will be easy to tackle,” Phuket Vice Governor Prajiad Aksornthammakul told the NRSA Committee on Social Reform members at a meeting at Provincial Hall last Friday (July 29). The committee officials, led by Chairman Anothai Ritpanyawong, were in Phuket to hear the latest status of the ongoing dispute involving claims by Baron World Trade Co Ltd and 13 other individuals to land at the sea gypsy village on the Rawai seafront. Among the many people present at the meeting were Preeda Kongpan of the Committee for Sea Gypsy Problem Integrating Solution and Baron World Trade Co Ltd representative Chatri Mardsatul. “There are five sea gypsy communities in Phuket – at Hinlukdiew, Leam La, Sapam and Laem Tukkae and Rawai – and they all face different

Speaking specifically about the sea gypsies at Rawai, V/G Prajiad explained, “The land that the Rawai sea gypsies are living on is claimed by many people. This land issue has been discussed in court. In some cases, the court has already ruled against the villagers, while other cases are still being heard. However, he added, “Besides the land issue, villagers are also facing other problems, such as they have to pay higher rates than other areas for electricity. The villagers need to be the rightful owner of the land they live on and need public utilities in place. “Right now, we cannot help them with their living
condition issues because of the problem with the land ownership,” he said. “We have proposed that the central government buy 20 rai of land from the people whose claims to the land are upheld as one possible solution to the problem, and suggested to develop the area into a community for sea gypsies,” V/Gov Prajiad added. “After many meetings, the people who claim the land agreed to sell ‘their’ land (sic) to the government for more than B90 million. “If we decide to develop the area with public utilities, we will need a total budget of more than B250mn for this,” he said. NSRA Committee Chairman Mr Anothai said, “I am
in favour of the proposal for the central government to buy the land to settle the land dispute and pay the rightful owners of the land. I have already proposed this idea to the committee once, which they all favoured. “I will bring all the information from this meeting today back to my next meeting with them. I think it will take too long to wait for the investigation into the land ownership, so we must work on both projects (buying the land and installing public utilities) at the same time,” he added. “Regarding the specific dispute with Baron World Trade Co Ltd, we will have to discuss this again at a later date.”
Jungceylon ‘closed’ areas re-open THE PORT AREA PLAZA at Jungceylon shopping mall in Patong re-opened to the public on Wednesday (Aug 3) after officials conducted a final inspection led by Phuket Governor Chamroen Tipayapongtada. The team, along with representatives from Jungceylon management, inspected the repair works carried out on support pillars that showed signs of crumbling early last month. After the inspection, Governor Chamroen assured that
the area is safe and that the pillars had been strengthened and repaired appropriately. olice say they have identified one of five men who allegedly kidnapped a Myanmar man in Phuket Town and extorted B120,000 from him before releasing him near Wat Naka. Maung Moe, a 40-year-old Myanmar national who also goes by the name “Oalek”, filed a complaint at Phuket City Police Station on Monday (Aug 1). He was accompanied by his employer, named by police only as “Mr Sombat” (not his real name), age 42. Mr Maung Moe told police that four men who claimed to be part of a “special task force targeting illegal migrants” forced him into a black Toyota Vigo pickup truck in front of Phuket Community Hall on Narisorn Rd on July 28. Once he was in the pickup truck, the men seized his Siam Commercial Bank ATM card and his mobile phone, Mr Maung Moe said. “He said they stopped and waited on Surin Rd for more than 30 minutes for another vehicle,” reported Capt Kraisorn Phakaree of the Phuket City Police. While waiting, the men demanded B200,000 from Maung Moe. If he did not pay, the men said they would arrest him for performing work not defined in his work permit, he added. While Mr Maung Moe was attempting to convince his abductors that he was unable to pay the ransom, a Toyota
Myanmar national Maung Moe allegedly lost B120,000 in the shakedown by the ‘anti-illegal immigrant task force’. Vios arrived. “Mr Maung Moe said that the driver, who he said was a middle-aged man whom the men called ‘Palad’, stepped out of the car and searched him before taking him into his vehicle,” Capt Kraisorn reported. “He said they took him to a PTT petrol station on Chao Fa West Rd and asked for his PIN number to withdraw cash from an ATM,” Capt Kraisorn said. “I felt threatened by them and frightened for my family’s safety,” Mr Maung Moe told police. “At one point the driver called someone on his phone and said that the team had arrested one Myanmar migrant and asked how long the sentence would be ‘for this one’,” he said. The man dubbed “Palad” escorted Mr Maung Moe to the ATM and withdrew B120,000 from Mr Maung’s account through six separate transactions, Mr Maung Moe said. “He could not withdraw
any more money because he had reached the limit,” he added. However, Mr Maung Moe reportedly still had about B500,000 left in the account, police confirmed. “They let me go and dropped me off near the fresh market in front of Wat Naka. They threatened me not to report the incident to police,” Mr Maung Moe said, adding that he was reporting it to the police at the behest of his employer “Mr Sombat”. Capt Kraisorn told The Phuket News, “Although Mr Maung could not remember the licence plates of either of the two vehicles, we were able to get an image from the ATM’s CCTV showing the suspect who escorted Mr Maung to the ATM. “We have identified this suspect, but we cannot reveal his name or position to the public because it might affect our investigation,” Capt Kraisorn said.
Boy, 3, found dead in ditch THE BODY OF A 3-YEARold toddler was found in a rain-filled roadside ditch at a construction site in Kamala on July 28. Lt Col Somnuek Damkaew of the Kamala Police was alerted by Kamala rescue workers at 2pm that they had discovered the body of a young boy in a small ditch behind Phuket FantaSea. On arrival at the scene, where a new access road is under construction behind the tourist attraction, police saw one backhoe parked above the rain-filled ditch. A rope with danger signs and traffic cones were placed around the ditch. The sign read “Danger @thephuketnews
The ditch had been cordoned off with cones and ropes. please be careful, road is under construction”. Lt Col Somnuek said, “The boy, Weerapol Thasida, had been dead for at least one hour before his body was discovered by Chatchai Srikhan, 29, (the construction site foreman) who drove past the pool and noticed a hand poking out from
the water. “Mr Chatchai stopped to check, and when he realised it was a body he called for help,” he said. “We assume that the child was playing at this area and accidentally fell into the pool which was about 1.5 metres deep,” he added. Parents Boonsom Chanrangsi, 40, and Thongla Thasida, 45, were devastated by the news of Weerapol’s death, at just 3 years 11 months of age. “They both fainted when they saw the body,” said Lt Col Somnuek. Death of man at Kata Beach baffles police MYSTERY SURROUNDS the death of a Chinese tourist who was found unconscious on rocks off Kata beach on July 26, with police stating that the body has been sent to Songkhla for autopsy. Police were notified of the incident at 2pm that day, reporting that a 70-year-old Chinese tourist had died after being swept onto rocks by strong waves at Kata Beach, but by the time police arrived with Ruamjai rescue workers, the man, identified as Su Fuhai from Beijing, was unresponsive on the beach. It was stated in the police report that attempts were made to revive Mr Su, but he remained unresponsive. The Phuket News

huket has more unhappy people than anywhere else in Southern Thailand, and the world is about to officially report it, according a recent survey conducted by the Prince of Songkla University (PSU). As part of its ongoing series of regular surveys, the PSU’s Academic Outreach Centre (AOC) in Hat Yai conducted its very first “Happiness of the Communities” survey for Southern Thailand in June. The results have been forwarded to the United Nations Sustainable Development Solutions Network (UNSDSN) for inclusion in the global World Happiness Report update for 2016. T he AOC p ol l re su lt showed that residents of Satun, south of Phuket, as the happiest people in the South, while residents in global tourism destination Phuket rated the least happy of all 14 southern provinces. People living in Satun recorded an overall index score of 3.2595, compared with Phuket’s

According the results posted, the eight “happiest” provinces, in descending order, are: Satun, Songkla, Patthalung, Phang Nga, Narathiwat, Chumphon, Pattani and Surat Thani. At the bottom, ranking above Phuket, are Nakhon Sri Thammarat and Ranong. Even st r ife-tor n Yala scored higher, ranking 11th on the index, one place below Krabi. In ages, the happiest people
are aged 26-29, while children under 12 are the least happy. In employment, people who work for the government are the happiest, while housekeepers say they are the least happy. The poll results have been submitted for inclusion in the World Happiness Report 2016, which currently ranks Thailand at number 33 of 156 countries ranked in terms of happiness, one place below France but one place above Saudi Arabia. According to the global
report, Denmark is the happiest place on Earth, while Burundian people are the least happy on the planet. Second from bottom is Syria. The Sustainable Development Solutions Network (SDSN) was commissioned by UN Secretary-General Ban Ki-moon in 2012 to mobilise scientific and technical expertise from academia, civil society, and the private sector to support practical problem solving for sustainable development at local, national, and global scales.

huket Governor Chamroen Tipayapongtada on Tuesday (Aug 2) presided over an open forum for people to express their opinions and ask questions about the constitutional referendum to be held on Sunday (Aug 7). Also present at the forum, held at the Phuket Rajabhat University meeting hall, were Vice Governor Prajiad Aksornthammakul, Vice Governor Chokdee Amornwat and Election Commission Phuket office (PEC) Director Kittipong Thiengkunakrit, along with politicians, local officials, students and others. “Today’s forum is for everyone to express their opinions and raise their concerns with the panel led by scholars from the Prince of Songkla and Rajabhat universities, who are here to answer your questions,” Gov Chamroen explained to those present at the forum. “I believe that in order to vote in the referendum people have to base their opinions on knowledge and understanding of our constitution. We must understand that our country is moving forward with stability. “For those who loves democracy, I believe it is our responsibility to decide the fate of our country. It is up to you whether you agree or disagree with the questions asked in the referendum, so go to the voting booth on Sunday and exercise your right,” he said. Mr Kittipong explained, “The PEC decided to hold the forum today to bring people together and discuss additional questions before they vote on Sunday. “We want to give people, both those who agree and disagree with the proposals asked in the referendum, the

Today, they will leave with the right information about our the constitution and the referendum, and they will have answers to any questions they may have about either,” Mr Kittipong added. Gov Chamroen assured that all people involved in co-ordinating the referendum in Phuket were ready to play their part on Sunday. “We are 100 per cent ready for the referendum,” he said. “Officials in all three districts are prepared to handle the number of people who will turn out at the voting booths, and to provide maximum security in those areas and for the voters. Gov Chamroen noted that the government was hoping for 80% voter turnout in the referendum.
“This expectation is quite high, but I think Phuket can do it,” he said. After the for um, Gov Cham roen of f iciated i n “launching” 17 sound trucks to head out to all 17 subdistricts across Phuket to encourage people to vote on Sunday. The referendum on August 7 will ask two questions. The first will ask whether voters accept or reject the draft constitution; the second question will ask voters whether they accept or reject allowing the National Council for Peace and Order to select all 250 members of the Senate, who will be able to vote with elected MPs to choose the prime minister. In line with Thai election law, the referendum will incur a nationwide ban on alcohol sales at shops, bars, restaurants and hotels on Sunday. “Shops and restaurants are banned from selling alcohol from 6pm on August 6 (Saturday) to midnight on
August 7 (Sunday),” Phuket Provincial Police Commander Col Teeraphol Thipjaroen told The Phuket News. Hotels are included in the alcohol ban, Col Teeraphol confirmed.
TH E M A N ACCUSED of shooting another man four times in a car park near Bangla Rd in Patong last week has surrendered to police. Thanaphol Phatkaew, 34, presented himself at Patong Police Station at 3:30pm that same day, July 27, and handed in a 9mm Glock handgun used in the shooting. Thanapol was wanted by police for shooting Sayan Padungsap, 35, in a fit of rage at the car park at about 3:30am that day. Several vehicles were struck by bullets in the shooting. Mr Sayan sustained gunshot wounds to his abdomen, hip, left foot and lower left leg. At last report he was recovering at Vachira Phuket
Hospital in Phuket Town. “Sayan and Thanaphol were embroiled in an argument in the parking lot, where Thanaphol shot Sayan four times before fleeing the scene in his pickup truck,” said Lt Col Somsak Thongkleang of the Patong Police. “Thanaphol was a tout on Bangla Rd, and he and Sayan knew each other,” Col Somsak said. “We agreed to meet at the car park to settle a dispute… Sayan used abusive language toward me and called my parents names,” Thanaphol told police. Task force nets four for working illegally AN ELITE UNIT OF OFficials tasked with arresting foreigners found working illegally in Phuket arrested four foreigners last week. Two of the men were arrested leading a tour at Chalong Pier, while the other two were caught working as “pre-wedding” photographers in Phuket Town. Kun Put, 24, of Myanmar, and Saingyong Saechen, 24, were arrested at Chalong Pier on July 27. “They were arrested after officials checked Chalong Pier area at 11:30am and found them leading a tour group,” reported Phuket Labour Office Chief Suthipong Saisakares. Wet road blamed after BMW slams streetlight THE DRIVER OF A BMW sedan said he lost control of his car due to the rain-soaked road in the early hours of Tuesday morning (Aug 2), causing his car to slam sideways into a roadside streetlight. Capt Kraisorn Boonprasop of the Thalang Police was notified of the accident, near the Tha Ruea Shrine on Thepkrasattri Rd south of the Heroines Monument, at 2:30am. Police arrived with Kusoldharm rescue workers to find a BMW that had struck a roadside streetlight sideways. The driver, Pichet Thongtongkaew, 30, suffered a minor head injury. Of his two passengers, Pichet Nualchuay, 33, suffered a broken left leg and Thanawit Salam, 21, suffered only minor injuries. “The driver (Mr Pichet)

ilitary personnel and officials from the Anti-Money Laundering Office (Amlo) arrived on Koh Yao Yai island, east of Phuket, in force last Saturday (July 30) to investigate Blue Bay Resort. The resort is one of 16 subsidiaries of Tranlee Travel Co network, which was named last month by Royal Thai Police Deputy Commissioner Gen Srivara Ransibrahmanakul as suspected of illicit dealings. Officials arriving at the 330-room resort, of which parts are still under construction, were greeted by two men: company representative “Mr Witthaya” and lawyer “Mr Apichat”. The pair presented to the officers seven NorSor 3 land documents as evidence to the company’s right to occupy the 19 rai that the resort covers.
Officials are investigating Blue Bay Resort on Koh Yao Yai as it is a subsidiary of now de-registered Chinese tour company Tranlee Travel Co Ltd. The men told officials that all 19 rai was bought by shareholders from a partnership in May 2016, and they presented permits for buildings at the site. Phuket Town council eyes pet control law P
huket City officials have drafted regulations for a proposed “Animal Welfare Act 2016”, which will require all cat and dog owners to register their pets and adhere to strict regulations. Should the regulations not be met, then the owners of the pets will be liable to pay a fine of B5,000. The proposed act, which will be added to the existing “Municipality Act”, was discussed at a meeting held on July 23 by Phuket City Mayor Somjai Suwansupapana at Baan Bang Niew Municipal School in Phuket Town and attended by local government officials and residents. Dur ing the meeting Mayor Somjai said, “We have received a number of complaints from residents regarding issues with cats and dogs such as their health and cleanliness, dogs barking, conflicts between pet owners and also stray dogs. “To solve these issues we are proposing to set out rules and regulations for when owners let their cats

Kuwaiti man dies at Patong Beach A 71-YEAR-OLD KUWAITI man died after a group of people carried him out of the water unconscious at Patong Beach last Friday (July 29). Patong Police received a call at 4:30pm reporting that a tourist had drowned near Loma Park. Lt Yingyong Chuaykit arrived with rescue workers to find people gathered around as lifeguards administered CPR to an unconscious man, identified as Abdullah Almusawi. Mr Abdullah was taken to Patong Hospital, where he was pronounced dead soon after arrival. Witnesses said that Mr Abdullah was staying in a hotel in Patong with his wife and children for nearly two months, Lt Yingyong reported. “The man had a disabled arm. LOBSTER LOVERS GET ready, the Phuket Lobster Festival is on this month, with a total of 35 restaurants across the island offering signature dishes at special rates. A Constitution for you
or many expats living in Phuket, the referendum on Sunday (Aug 7) is likely seen as having little direct relevance to their daily lives – other than how the political landscape for the coming years will affect the nation’s economy, and one’s bank balance. More of a concern will be how to avoid the splotches of traffic massed around the 370 polling stations across the island as Thais cast their votes to decide whether or not to approve the draft Constitution proposed, and whether to allow the National Council for Peace and Order to appoint all the members of the Senate to be. It’s hard to blame them, given the two coups, the Thaksin and Yingluck administrations, a short-lived Democrat government and the past two years under military governance. If anything, political upheaval
has become the norm. While it may be difficult to perceive how a Constitution works “on the street”, we do urge foreigners to at least read the document, an unofficial translation of which can be found at un.or.th. Much of the Thai constitution will be an eye-opener for expats who have never gleaned the nation’s charter, though many of the provisions are exactly the same if not incredibly similar to the provisions in force before the events of May 22, 2014. More importantly, few foreigners appreciate how many rights are enshrined in the Thai Constitution, notably in the sections Duties of the State and Duties of the Thai people. If you aim to take anything away from this weekend, while the bars are closed, at least remember this: Section 41: A person and a community shall enjoy the right;
(1) to be informed of and have access to public information or news in possession of State agencies as provided by law, (2) to submit a petition to a State agency and be informed of the result of its consideration without delay, (3) to bring an action against a State agency holding it liable for an act or omission of an act as committed by its government official, official and employee. Section 59: The State shall disclose public information or news in possession of State agencies which are not in respect of security of the State or official secrets as specified by law, and shall facilitate public access to such information or news. Those are your Constitutional rights, and have been for a long time. Don’t think they do not apply to you.

I was astonished by the comment from the Vachira Hospital pharmacy person: “One handy thing to remember is that if you’re not sure which snake bit the victim, including yourself, it is best to bring the snake with you [to the hospital]...” Is this person quite insane? Anyone bitten by a venomous snake should be kept as still as possible. Muscle movement spreads the venom. But this person expects victims to wrestle with and defeat the snake, risking more bites and greatly speeding up the spread of venom. Oh yes, then we take the potentially deadly snake into a hospital full of people?? come of this survey. For Thai people from other provinces who come to work in Phuket to make a living and support family in home towns life in Phuket is not easy. Many earn low salaries, have to pay high Phuket room rents, then send some money to home town, and they themselves live on the edge of poverty, just enough to eat. Managers who have no clue about management, but can cancel their employees day off as it comes without compensation, etc, That people working in the government are the happiest, sure, no wonder. Just walk in any OrBorTor or district office and see how happy they sit behind their empty desks, waiting for orders. Salary, pension, 5-day working week, holidays plus many extra public holidays. Yingluck’s rice bill at B286bn BANGKOK

ormer prime minister Yingluck Shinawatra will be fined B286.6 billion in compensation for losses incurred by her government’s rice-pledging scheme following the latest evaluation by a government panel. Jirachai Moonthongroy, deputy permanent secretary at the Prime Minister’s Office, who headed a committee looking into administrative offences involving the rice programme, reported the findings to Prime Minister’s Office Minister ML Panadda Diskul on Monday (Aug 1). ML Panadda said the panel also reported that former commerce minister Boonsong Teriyapirom and five former key ministry officials are liable to pay B18.7bn in compensation for bogus government-togovernment (G2G) rice deals. He noted the Yingluck administration received 13.3 million tonnes of paddy under the pledging programme, adding that less than one million tonnes was exported and 13 million tonnes were kept in warehouses. Photo: Bangkok Post government is probing the case honestly and transparently without prejudice. “The figures came from a thorough deliberation process from all parties participating in the meetings,” the minister said, adding state agencies must be held accountable for what they have done. “The use of power has to be carried out with care. Civil servants need to learn they cannot do everything they want.” The B286.6bn damage evaluation is much lower than the more than B500bn previously evaluated by a panel of
the Finance Ministry. Mr Jirachai said the latest figure will be forwarded to a committee on civil liability, chaired by the comptrollergeneral, to consider whether to seek compensation for the sum from Ms Yingluck. Under the process, if the panel agrees, it will have to request that Prime Minister Prayut Chan-o-cha issue an administrative order to demand compensation from Ms Yingluck, said a government source. The findings were to also be reported to the national rice policy and management
committee, chaired by the prime minister, on Wednesday (Aug 3), Mr Jirachai added. Mr Jirachai said the panel, chaired by the comptrollergeneral, has agreed to push up the liability for Mr Boonsong and other former ministerial officials to B20bn instead of the B18bn proposed by his committee. Meanwhile, the Commerce Ministry says it will write to Mr Boonsong and the five ex-ministerial officials demanding they reimburse the losses incurred by the G2G rice deals. Duangporn Rodphaya,
director-general of the Foreign Trade Department, said the administrative order letters will be signed by Commerce Minister Apiradi Tantraporn and sent to the offenders, who will have 30 days to pay. If they fail to pay, another notification letter would be sent to them within 15 days, she said. If they still ignore it, another letter indicating enforcement measures will be issued and a working panel will be formed to discuss with representatives from the legal execution department, the Anti-Money Laundering Office (Amlo) and prosecutors whether to seize their assets, Ms Duangporn added. The six offenders however can petition the Administrative Court, asking it to revoke the administrative order once they receive it, she said. This will also depend on what the alleged offenders petition against, such as the revocation of the order or the amount of money they are required to pay. If the court dismisses the petition, the enforcement in line with the administration order can proceed, Ms Duangporn added.
“Now it is a matter of the legal process. The department sent the administrative order to the commerce minister to sign last Friday (July 29). The letters indicated clearly the amount the six have to compensate. They will be sent after they are signed,” said Ms Duangporn. Ms Yingluck is accused of dereliction of duty for failing to stop her government’s lossridden rice scheme despite being warned of the potential damage. Her case in the Supreme Court’s Criminal Division for Political OfficeHolders is still ongoing. Mr Jirachai testified in court on May 13 that Ms Yingluck’s rice scheme led to B510.6bn in losses. By May 22, 2014, the project’s cost stood at B653bn, plus the B24bn in management expenses and B30bn in interest payments. The scheme had made B189bn in revenue. As for the loss of B510.6bn, the committee subtracted farmers’ benefits and interest payments and found Ms Yingluck was still liable for B286.6bn in losses, he told the court. Bangkok Post
Begging law takes effect NAKHON RATCHASIMA A NEW LAW ON STREET begging control came into effect nationwide last Thursday week, as the government vowed to wipe out illegal beggars. Under the law, those proven to be foreign beggars will be deported and beggars who are Thai nationals will be forced to undergo a rehabilitation programme that includes occupational training, Social Development and Human Security Minister Adul Sangsingkeo said. Those making an illegal business out of getting people to beg for money on the street can be jailed for up to three years and/or fined up to B30,000, said Gen Adul. As for those found guilty of exploiting the disabled or mentally ill in this business may, under the law, face a maximum jail sentence of five years and/or a maximum fine of B50,000, he said. Since beginning a so-called beggar regulating policy in October, 2014, the ministry has counted about 4,648 beggars, or 2,944 Thais and 1,704 foreigners, he said. Between September, 2014 and January this year, a total of 3,896 beggars, children and adults have been rescued, Maj Gen Sansern said. Of this number, 2,487 were Thai nationals and 1,409 were foreigners, he said. The government was worried about exploitation of babies and children and had learnt people running child beggars for a living could make two to 10 times better money than adult beggars can earn, he said. They also found over 90 per cent of newborn babies and children aged 10 or younger used for street begging were victims
of human trafficking involving criminals from neighbouring countries, he said. In past suppression efforts, authorities have adopted a DNA testing and comparison technique to prove if these children really belong to the people claiming to be their parents, he said. Those proven to not be the biological parents of the children were arrested while the human trafficking victims have been sent to a government centre for the homeless, he said. Lurking in an old war bunker
Millionaire oenophiles store collections in ‘Little Hong Kong’ HONG KONG
I
n high-rise, high-priced Hong Kong, even millionaires don’t always have room to store their fine wine collection at home, but a converted British war bunker offers space-crunched oenophiles the perfect solution. Built by Her Majesty’s government in the 1930s to hold munitions, the “Little Hong Kong” bunker complex was the last Allied position to fall to the invading Japanese on December 27, 1941 – two days after the surrender of the British governor. Collectors may rest assured that this spirit endures, says Gregory De’ Eb company principal of Crown Wine Cellars. “We have great feng shui here. Nobody died, last place to surrender – it was all good!” he explains. The firm has converted the sprawling complex into state of the art wine storage. Six of the Central Ordnance Munitions Depot bunkers – each spanning some 1,000 square feet – have been painstakingly transformed into what he describes as “the Rolls-Royce of wine cellars.” Carved out of Hong Kong’s hills, protected by reinforced concrete and soil, the complex – whose sensitive restoration even received a nod from Unesco – offers one of the most secure environments possible for wine. “If you give us one bottle of 1982 [brand removed] that your grandfather gave to you (with) his signature on the top left hand corner, we make absolutely sure that your bottle will never be interchanged with any other,” said De’ Eb, a former diplomat. “In 50 years’ time we will give that bottle back to you.

De’ Eb says the wine vaults were built in accordance to the US standard for gold bullion, while overall security at the bunkers drew inspiration from methods employed by the diamond industry in his native South Africa. Staff must wear wetsuits when entering the cellars – an anti-theft measure to ensure nothing can be smuggled out in clothing, and some vaults require three people to simultaneously input codes in order to access them. Clients are not allowed to enter the main storage warehouses, but can request to view their collection in small rooms, where they will be closely monitored by security cameras. Such measures are not just for show: the cellar holds two of the world’s most expensive bottles ever sold at auction – a bottle that went under the hammer in 2010 at Sotheby’s Hong Kong, fetching US$232,692 (B1,071,517) apiece. Thanks to Hong Kong’s incredible concentrations of wealth, the city has become
a world capital for fine wine. The city hosts Vinexpo, Asia’s largest wine and spirits fair, and has become a major hub for fine wine sales across Asia, thanks in part to a government decision in 2008 to drop import duties on wine. Imports have grown exponentially – to $1.5 billion in 2015, up from $206 million in 2007 according to Hong Kong Trade Development Council figures. The city is a key gateway to the vast, lucrative Chinese market, but of the 63.3 million litres of wine that was imported into Hong Kong in 2015, just 27.2 million was re-exported – highlighting the city’s own love affair with grapes. Astronomical real estate prices coupled with Hong Kong’s hot and humid environment, mean that “wine storage really is a growing business,” said Korean wine expert Jeannie Cho Lee. “It’s not like in France where everyone has a basement under their house,” said wine importer Alex Yim. “In Hong Kong, you even need to find a place to store
your clothes,” he added, referring to the city’s notoriously small but expensive apartments, which often lack basic storage space. T he gove r n me nt ha s sought to encourage the nascent local wine storage industry, creating the world’s first Wine Storage Management Systems Certification Scheme in 2009. By the end of 2015, 37
Hong Kong companies had been certified, giving winelovers many options. They could trust their entire collection to Crown, which has 2,000 customers including major auction houses like Sotheby’s, and manages “more than three billion Hong Kong dollars,” worth of wine, De’ Eb said. The company is an arm of Crown Worldwide, which
also has relocation, record management and fine art divisions. Or they could turn to companies like Wine Vault, which started in 2008 and has converted disused industrial space into individual climatecontrolled wine storage rooms. The firm’s cellars are between 40 and 80 square feet in size, and users can access their wine collection whenever they want, thanks to facial recognition software. The rooms off the long corridor in the bland industrial complex are now packed with cases and bottles of the world’s best vintages. ‘In order to mimic the environment of underground cellars in Bordeaux or other wine regions we keep the temperature around… 13-14 degrees [Celsius],” said Hubert Li, a partner at the Wine Vault. “All of our 550 clients are private collectors,” he said, adding that sometimes clients send their drivers to collect a few more bottles to top up their smaller wine stores at home. Kidnapping for cash is a growing threat in the part of eastern Democratic Republic of Congo where Safari, a 54-yearold subsistence farmer, lives. People from all walks of life, including civil servants, priests and imams, have fallen victim to the crime wave in a southeastern region of North Kivu province. The state has a limited presence in this part of the country, where dozens of armed groups have been active for years and humanitarian conditions are among the worst in the world. Insecurity runs so high that aid agencies regularly suspend their operations. With little to fear from the police, the kidnapping gangs are able to operate with impunity. Sitting outside his small

$500 (B17,502) that Safari’s family managed to scrape together. In the provincial capital Goma, North Kivu Governor Julien Paluku seemed somewhat overwhelmed by the situation. “We’re witnessing a new plague... this is a new business,” he said. “We’re currently
studying how to put an end to this.” In Kayna, as in most of the vast central African country, there is no running water, no electricity and practically no tarred roads. The few masonry buildings are in bad shape and appear to date from Belgian colonial times, before 1960. Since he was freed on May
13, Safari has not dared return to his banana plantation for fear of being abducted again by the same kidnappers. Earning just 5,000 francs (about B175) a month from selling a banana-based alcohol and with no savings, Safari is despondent. “I don’t know what I’m going to do to pay people back,” Safari says. “Here we are suffering. If I had the means, I’d go to live elsewhere.” A somewhat luckier kidnap victim is businessman Isaac Kavusa Vukole, 39. Last September, armed men wearing balaclavas abducted him from his Kayna home and led him off into a forest. For two days, they pressured Kavusa’s family by threatening to kill him. They whipped him as he pleaded with his loved ones to raise $15,000 (B525,067). When the family eventually managed to collect $4,500 (B157,520), his kidnappers agreed to let him go. Much wealthier than Safari, Kavusa said that within a month, he was able to re-
turn the $3,000 (B105,013) he borrowed to help pay his ransom. But he had to quickly sell off three-quarters of his merchandise. “I go undercover” when travelling, said Kavusa, who is regularly on the road to make sure all is well in the shops he owns. “In the evening, I do all I can not to be visible.” Bandits in the area have long targeted a stretch of North Kivu’s main north-south highway between Kanyabayonga and Kiwanja. In recent months, at the behest of Governor Paluku, vehicles have been travelling in convoys escorted by soldiers. Departures take place twice a day in both directions. Though they welcomed the military protection, several travellers described it as a stopgap measure. For Jeannot Kisiba, an accountant in his 30s, the authorities would do better to “put an end to the problem of insecurity” that has ravaged the province for more than 20 years. AFP

The Washington, DC-based museum wants to hire a beer specialist for three years to taste beer in breweries across the country. “Brewing and beer have been an important part of the American experience since before the nation’s founding, and continue to shape industry and community life into the present day,” said Susan Evans, the Smithsonian’s director of Food History Programs. The lucky historian would write articles, gather archive material and conduct research into the history of food and drink for use in exhibits. Overwhelmed by a deluge of applicants, the museum’s online job site crashed after news about the position got out. “Hundreds of thousands of people have been looking at the offer,” Evans said. The job “has made a lot of noise because people are very excited that we are interested in something that concerns them [so] much,” she added. Candidates have until August 10 to apply. Brexit: The Aftermath PHUKET EXPAT FINANCE
T
he recent referendum in Britain, effectively calling for the Union of England, Scotland, Wales and Northern Ireland to leave the European Union, will likely have not just European, but worldwide repercussions for the next few years. The vote divided a nation, and it appears that the same issues that led the “Brexit” referendum are also very real in many other European countries. But despite the disbelief and mild outrage voiced by EU leaders in the wake of the UK vote to exit the union, other countries seem to be having second thoughts about their own future membership. Populist rumblings within France, Holland, Austria and Hungary are exhibiting exit sympathies, which bodes the question: “What will happen to the EU if they get their own referenda?” Marine Le Pen, the far right leader of the French National Front, has vowed to do exactly that should she win next year’s elections. Geert Wilders, the

Photo: AFP leader of the Dutch Freedom party has called for the same, and Norbert Hofer – who only lost the Austrian presidential elections by a tiny margin – has also called for a referendum within the next 12 months. And Hungarian Prime Minister, Viktor Orban, was adamant that “Brussels must hear the voice of the people.” In total, a future referendum is being discussed in 10 EU countries, with opposition parties in Portugal, Denmark, Sweden, Finland, Slovakia – and even Italy – demanding
the right to at least vote on this issue. It is safe to say that a lot of this discontent started before the Brexit vote. Large inflows of refugees from the war in Syria have unsettled many. In addition, violent attacks have become a far too common occurrence across Europe (211 terrorist attacks in the EU in 2015, and over 1,000 arrests). The terrible incidents in Belgium on March 22, the spate of gun-related deaths in Germany and the deadly attacks in France, which now
seem a part of everyday life. It is a sad reality that such incidents are likely to be repeated. Meanwhile, German taxpayers also will most likely end up playing a major part of the shortfall (circa £2.44 billion) which will arise when the UK finally leaves the EU. It is not clear at this stage exactly what sort of deal Brussels will negotiate with Britain, but the end result will certainly be an increased EU contribution from Germany. This will go down like a tonne of bricks with the German voting public.
German newspapers are hopefully suggesting that Britain should be offered more than just a simple break-away – perhaps some new form of EU partnership deal – anything to insure that Germany picks up as little as possible of the post-Brexit EU tab. Politics being what it is, and the fact that every European country is a voting democracy, the “should I stay or should I go” debate provides ample ammunition for every opposition party across Europe. Most of these countries will almost certainly hold tight to see what the real effect on Britain will be over the next 12 months, or so. It is still too early to tell, but the fate of Britain will undoubtedly play a major part in others’ actions. On a global scale, the UK has already seen the pound plummet, and there is a strong likelihood the country will experience a slowdown in the property market – many commercial property funds in the UK have already been suspended because they cannot meet the volume of withdrawals. It is also very likely that foreign direct investment (FDI) will stay weak for some time
and that many jobs will be lost. To add to the uncertain outlook – with concrete figures – American Nobel Prize-winning economist Paul Krugman has estimated that Britain will “end up about 2 per cent poorer than it would otherwise be, essentially forever.” And the IMF has already downgraded global GDP growth by 0.1% as a result of the referendum. That’s not the UK growth estimate – that is the impact on the global economy, only as a result of this vote. For the time being, Europe will remain as it is. The EU and the UK will talk about the future role of Britain at least in a trading bloc with Europe and they are likely to reach some accord before the “Article 50” (EU exit) button is pressed. But if tensions bubble over on the continent and another domino falls – in the form of a Nexit, Frexit or Oexit – Mr Krugman and the IMF will almost certainly bring us far more pessimistic forecasts for the future of Europe… and the world. ello my fellow yogis, August is here! We celebrate Mother’s Day in Thailand this month. A day to pay homage to the supporting, guiding, presence in most people’s lives but unfortunately mothers are sometimes no longer around or were not ever that guiding presence in life. What is it about mothers that is so special, what are we celebrating? I view Mother’s Day as a celebration of the maternal energy. The wind beneath your wings, the cheerleader in your corner, the voice that tells you, you can do it, the unconditional love and patience. Yes, mums are awesome but not the only people in the world to possess these supporting qualities. We all have the ability to create and maintain these views and before we give love to others we must truly love ourselves first. So, this Mother’s Day let us celebrate the wonder of mum but also why
not celebrate the wonder of your own ”maternal” instinct. Believe in yourself, tell yourself, you can do it, give yourself the support and the encouragement to reach for the stars and have the patience and love to be gentle on yourself when difficulties arise. Cultivating our own karmicly uplifting quality of compassion, empathy and unconditional loving kindness. This month’s asana is known as Salabhasana – also known as the locust pose – but for as long as I can remember, I have always called this yoga pose the superman. I thought it a fitting asana, as this month, we are our own superhero, we are supporting ourselves to reach for the stars!

Seeds from the shoes

hen exploring Phuket, one cannot help noticing numerous plantations with perfectly aligned trees, giving a stroboscopic effect as you drive past. These are rubber trees or Hevea brasiliensis, a species that was introduced to Phuket in the early years of the 20th century and since then has consistently been either the island’s largest or second-largest export-earner after tin or tourism. Rubber trees are not native to Phuket. They originated in the Amazon rainforest and for years Brazil was the only supplier of natural rubber, jealously safekeeping this unique natural resource. It was not until 1875 when English explorer Henry Wickham succeeded in breaking Brazil’s monopoly by smuggling out several dozens of hevea seeds. The romantic story goes that he hid them in the heels of his shoes. No-one can tell for sure whether this story is true, but one thing is for sure – by the time Wickham’s seeds arrived in Great Britain the demand for rubber was incredibly high. And if such names as Charles Goodyear, John Boyd Dunlop and Claude Michelin ring a bell, you will easily figure out why. By the beginning of the 20th century rubber was used for many applications. However, the seeds kidnapped by Wickham gave rich fruit, but not on the English soil. Local climate was too cold for hevea, thus Great Britain had to try the overseas colonies, namely Ceylon and Singapore, as their

climates more closely matched that of the Amazon. Of the 22 saplings that reached Singapore only nine survived, but these nine saplings have now propagated most of the millions of rubber trees that cover large swathes of tropical Southeast Asia today, including much of Phuket. The first rubber trees to arrive in Siam were brought by the ever-enterprising Khaw Sim Bee when he was the governor of Trang. With his usual astuteness, he went to Sumatra in 1901 and purchased a few dozen seeds and then forced people in Trang to cultivate. He then persuaded the government to change the law to allow farmers to cut back the jungle, plant rubber on the cleared land and then own it. As the rubber price relentlessly rose in the early 20th century, the Chinese in Phuket started burning and cutting back the jungle and “stately trees” that had shrouded the island’s interior. All over the island, forested land began to be claimed to plant rubber trees or to be sold off as the next prospective tin mine. Rubber prices grew continuously in the first half of the 20th century, as it was used in almost everything mechanical, electrical or automotive, and, after oil and steel it had probably become the third most important commodity required to run an economy, or an army. For example, each US Sherman tank in World War II required half a ton of rubber. The production cycle generally follows a regular pattern. A rubber tree takes about six years to reach maturity, when tapping can begin; in the meantime, pineapples are usually planted between the rows of trees to bring a temporary income. A rubber tree has a productive life of around 30 years, after which it is cut, the wood sold and new trees and new pineapples are planted. In the years of post-war rubber boom, more and more of Phuket’s jungle was frantically cut away and replanted with rubber trees, three metres by five metres apart, giving a stroboscopic effect as one drives by. Rubber planters’ huts and villages cropped up all over the island, new roads were created to previously inaccessible places and new houses build where no-one ever lived before. In 1960, for the first time, rubber became Thailand’s largest export earner, overtaking even rice. The scant few seeds from Mr Wickham’s shoes have utterly transformed the appearance and the ancient ecosystem of Phuket, an island on almost exactly the opposite side of the world from their original Amazonian home. No longer
is Phuket island hidden by a spectral blanket of “impregnable jungle full of tigers wild elephants and rhinoceros” as earlier visitors described the place. No longer is the region a thinly peopled and jungled “wilderness” as King Mongkut described it in 1855. Thai government figures today claim that natural forest now covers only 26 per cent of Phuket Island and rubber covers almost 60%. But these official figures seem incorrect. Today the hiker or rambler in Phuket’s hills and national parks sees that much of this so-called “natural” and protected forest is also illegally interplanted with these ubiquitous and lucrative rubber trees. This on-going process of reforestation with rubber is still continuing deeper into the national parks and higher up in Phuket’s mountain forests today.

oi Dog Foundation gets called upon to rescue dogs and cats that have fallen on hard times for all kinds of reasons, all with their own individual stories of love lost, hardships endured, and hope for a miracle that somebody out there will somehow hear of their plight, take them into their home and give them
the unconditional love that they deserve and will return with interest. I will share the stories of three of the deserving dogs currently looking for their forever homes at the Soi Dog shelter with you, so that you have an insight into what these wonderful animals have endured. Yet, they still wag their tails with happiness when meeting and going for walks with the kind people that help out at the shelter. The smallest mite is a Chihuahua boy just over 3 years of age. Oktem once had an owner but he didn’t want the little dog in his life anymore. When
the owner moved houses, he left the little frightened dog behind to fend for himself. To add to his woes, Oktem also broke his leg and was in a lot of pain when he was picked up by Soi Dog rescue officers and brought to the safety of the shelter in Phuket. Oktem’s leg healed and his soul healed too. Oktem is extremely friendly and enormously cute, loves his walks and behaves like a gentleman on the lead and towards other dogs. He would make an ideal pet and would enjoy having some canine brothers or sisters in his new forever home to play with. Our lady in the middle is a female pit bull named Peewee who absolutely turns herself inside out with pleasure when she meets a new human friend. She was dumped at a temple in Phuket by her previous owner where the other dogs mistook her exuberance and joy as a threat and kept on attacking her. She did not have any food or water, and did not have any other place to go, so the kind head monk at the temple contacted Soi Dog to pick her up and care for her. Peewee enjoys every minute whilst out on her walks, and people are always amazed how happy, loving and kind she is. As some countries do not allow pit bulls, finding her a forever home has been difficult, but we are sure that there is a strong and confident person in Thailand that will be able to handle a strong and energetic dog like her. She would be best suited in a home with no young children or other pets. Pacifica is a smart Thai Bangkaew girl who is 3 years and 6 months old. Bangkaew dogs are known as fighting dogs and can be aggressive towards other dogs they don’t know. It is unknown what hardships she endured before being found abandoned near a temple and being brought by a kind animal lover to Soi Dog to be treated and cared for. She is a very independent soul and she does not trust other dogs or people easily. She can be affectionate once she gets to know you, but it will take time and patience. Even though she has not had an easy life she is very confident. She is looking for an owner who has lots of time to walk with her, and who is willing to challenge her intelligence with formal training. Her new owner should be someone with a strong, loving personality and has had a lot of experience with dogs. She would be best suited in a home with no young chil-

Pacifica does not want to live in a shelter for the rest of her life, as she is bright, loving and playful, and can’t wait to find a forever home where she can spend time running and playing with her new family! These are the stories of some of the stray dogs that have been lucky enough to end up being rescued by Soi Dog in Phuket, and have now been treated, sterilised and fully vaccinated. Adopting a companion animal in need is so much more rewarding than buying a puppy or kitten from a pet shop that possibly comes from an uncaring puppy mill farm. other’s Day was first introduced to Thailand on April 15, 1950. In 1976, Mother’s Day was moved to August 12 to commemorate the birthday of Her Majesty Queen Sirikit, the Mother of all Thai people. A few weeks before The Queen’s birthday, preparations start in full swing. For this occasion, people all around the country raise national flags and houses are decorated with portraits of Her Majesty The Queen. This is their way of expressing their loyalty and to honour her. Thai people unanimously commemorate this day because of The Queen’s benevolence towards needy and poor in the nation. The Queen has captured the hearts of Thai people through her devotion toward the welfare and well-being of her people. In the morning, alms-giving ceremonies will be held, followed by countrywide candle-lighting ceremonies and fireworks displays. Phuket will host a range of events for visitors and residents to enjoy in the days leading up to, and on, August 12.

Phuket International Sportfishing Tournament 2016 SPONSORED History 2005 – 2016
After the destructive tsunami in the Indian Ocean in 2004, the former organisers of the fishing tournament in Phuket gave up. In 2005, it was quickly decided over a period of two weeks to start to or-
ganise a new tournament on the island and the “Phuket International” was born. In the first three years it was held under various names, and from 2008, its name became “Phuket International Sportfishing Tournament”. In the early days we had five people to start up, but soon we went to healthy three-man teams. In 2009 we started to support the Sun-
shine Village orphanage with a charity evening. Our decision to run a fun tournament is paying off very well, as we don’t want to pay out prize money – instead, we try to build up more towards contributing to charity. This year is the 12th year of our event, making us the longest-running fishing tournament in Asia. Last year’s event collected a massive B175,000 for Sunshine Village.

Registration is on November 23, 2016 from 4pm onwards at Tamarind Bar & Grill in Chalong. The weigh station will be at the Tamarind Bar & Grill in Chalong on all three fishing days, from the 24th to the 26th of November. The final evening and prizegiving party will also be held in the Tamarind Bar & Grill. In an effort to showcase individual team skills, the rules of the PIST 2016 have been designed to allow teams to fish the event as they would while having fun fishing. The PIST 2016 is a three-day team
fishing event with top team honours going to the team that tallies the most points (per kilo) during the tournament. The tournament also awards prizes to the teams that catch the largest fish (by weight) in each eligible species. A special release trophy will be awarded to the team releasing the most Billfish.

I
n my previous article we talked about how your business here in Phuket can benefit the most from content marketing. Today, I would like to explain how to promote your business through what is called an “influencer”. An influencer is a person who has amassed a great number of followers on one or more online channels. They may be an actor/actress, TV personality or just a passionate commentator who writes about a specific topic and who has generated several thousands of followers on Instagram, Facebook, YouTube or a blog. Usually influencers are great “sto-
rytellers” and develop their content around niche topics, such as travel, food, fashion or sports, garnering the trust of others to deliver expert advice. Influencers with a large amount of followers are now getting paid to do sponsored posts for brands. The price can be anything from a free meal or accommodation in a hotel, to a few thousand or hundred thousand baht. For instance, Amanda Lee has become a big personality in the fitness industry on Instagram and now receives $5,000 (approximately B174,000) for a single post – note that she has more than 4 million followers on her Instagram account. The down side of influencers is that it is very difficult to track the return on investment (ROI) for a sponsor post, just as any other social media marketing campaign. However, it is worth trying to find the right personality that could become an ambassador and continually post about your business or brand. However, don’t be fooled. Just because a profile has hundreds or thousands of followers, doesn’t mean that
they are the real deal. People can purchase followers on these platforms. Fake followers will bloat their number of fans, but also means that if they post about your brand, no one will really care, or perhaps no one will even see the post. To avoid paying or offering these “fake celebrities” sponsored posts, try to check what is happening on their profile. Are people commenting on the post? Are they performing well on only one platform? Who is engaging
with their audience? Do they have a blog? Do they have references from previous venues that they have visited before? All these questions will send you in the right direction, and further towards your targets. Probe finds Tesla autopilot speeding in fatal crash
A
Tesla electric car driving in semiautonomous mode when it crashed and killed its driver in Florida on May 7 was speeding just ahead of impact with a tractor-trailer, a preliminary probe claimed last week. The National Transportation Safety Board on July 26 said its preliminary findings showed the Tesla was traveling at 74 miles (119 kilometres) per hour ahead of impact, but noted that investigators have not yet completed an analysis of the crash data or assigned a cause for the fatal collision. The car was driving in excess of the posted speed limit of 65 miles per hour before the crash. “All aspects of the crash remain under investigation,” the NTSB said in a statement on its review of the fatality, which raised concerns about the safety of the rapidly growing field of autonomous driving technology. The NTSB said the driver was using

It was also equipped with automatic emergency braking that is designed to automatically apply the brakes to re-
duce the severity of or assist in avoiding frontal collisions. Tesla earlier this month acknowledged the crash and said its sensors failed to pick up the white side of the truck against a brightly lit sky.
With the truck crossing the divided highway, the impact sheared off the top of the car and killed the driver. Some reports said the driver may have been watching a DVD at the time, ignoring Tesla's warning to remain vigilant while using the Autopilot system. Tesla said the Autopilot system, introduced last year, is not a fully autonomous system and that drivers are cautioned that they need to be at the wheel and in control. The system allows the vehicle to automatically change lanes, manage speed and brake to avoid a collision. The system may be overridden by the driver. Backers of autonomous driving say that despite the Tesla fatality, the technology is likely to eliminate a large percentage of accidents, which are attributed mainly to human error. Most major automakers are also looking at autonomous cars. AFP

f you are looking for a good old pub in Phuket, then Angus O’Tool’s could be the answer. Founded fourteen years ago it perfectly satisfies the criteria with a warm and friendly family pub atmosphere, great choice of authentic Irish brews and traditional pub grub – all-time pub favourites. The place is run by front-of-house manager Maurice, a trained chef who shares a strong passion to provide good food and “craic” (good conversation and entertainment). Maurice recollects that in the 2000s there wasn’t a single proper pub in Karon that sold draught beer, so the idea was to create one, a place with no bar girls or brain-bruising music, where owners and guests alike could enjoy their food and drink without any disturbance. For Irish draft lovers Angus O’Tool’s is heaven on Earth, because throughout the years they have faithfully followed the principle of offering value for money, while keeping the prices and the quality better than other venues. Maurice is a magician when it comes to British meat classics, although vegetarian options are also available. The portions are generous enough to challenge a solo diner, but perfect to share with a friend. The Big Bhoyo Breakfast – to give one example – is a gastronomic parade of eggs, bacon, sausage, beans, tomatoes, mushrooms, black pudding, butter and toast, and is priced at just B320 and served all day from 10am until midnight. Chef Mo’s daily specials are also perfect to share, specifically the Mick’s Grill, served every Monday. For B420 diners get a plate full of beef, pork, sausage, kidney, liver and bacon with six side dishes including black pudding and real chips. The meat is cooked to perfection and the size of the portion is big enough to feed a family. It seems like the Angus O’Tool’s team strongly support the idea that there is something special about every day of the week, so there is a special set menu for each day. Wednesday is Boozy Chicken, Thursday is dedicated to home-made pies, Fridays to BBQ ribs in honey and oyster sauce, Saturdays is a day of Black Angus steaks and the Sunday Roast is there to round off the week. From the main menu there are some great British specialities that are well worth a mention such as the carpetbagger steak with oysters, cottage pie, Irish stew and the eternal cornerstones of pub grub: fish and chips and bangers and mash. The portions of these dishes are as generous as the special sets. It might be reasonable to mention that Angus O’Tool’s is not only a pub but also a guesthouse, and it shows all the major sporting events live on big

huket FC took on bottom of the table Nakhon Si Heritage (Saints of the South) in their 2016 AIS Southern Region Division 2 game last Sunday (July 31) at Surakul Stadium with neither team getting on the score sheet. After the Andaman Dragon’s coach Pittaya “Odd” Phimarnman last week described their performance against Yala United as one of the best of the season so far, despite losing the game 4-3 after being 1-3 up, Phuket’s fans were hoping to see a similar performance on home turf, and with the Saints only taking four points from four draws so far this season many were sure the team would seal a victory and walk away with three points. However, that wasn’t to be the case, in fact, it was totally the opposite and Phuket put in what was by far the worst performance of the season. And as is usual with Phuket’s fans after such a dismal display, they were calling for the sacking of Coach Odd.

Photo: Puvadon Kosol Klabpadung Yes, the performance was dire, but to pinpoint the blame on just one person is a little unjust as there are far more people involved in the team than Coach Odd himself. He is now assisted by two other coaches, and there were also some 15 players, who, over the course of the 90 minutes, could also have been blamed. In addition, the reaction of the fans was just a reminder of seasons past where coaches have been changed two or three
times, usually resulting in the team fighting for relegation, which is certainly not the direction Phuket need to be heading mid-way through the season. There really was very little action to report in the game and neither goalkeeper was really tested at either end of the pitch. But that changed with 20 minutes left of the game when Nakhon Si Heritage’s number 36 was given a straight red card after committing a “last man” foul. The resulting free kick of
which was put narrowly over the bar. However, the red card did make Phuket up their game a little and they certainly put the visitors under a lot more pressure than at any other time of the game. But unfortunately, despite Nakhon being down to 10 men, the hosts were still unable to find what they needed to give them a win. Luckily for Phuket other games played last weekend

While at the other end of the table, Wet Dreams suffered their first loss going down 7-4 to Sports Bar. Dirty Nellies had a good 8-3 win at home against Martin Swiss, but it was the team from Martin Swiss who cleaned up in the “Killer”. Also in that game, Warren won his singles game meaning that he stays top of the individual player’s league. Elsewhere, Genius had a good win at home against Natalie Bar coming out 8-3 victors. But despite the loss, Nu from Natalie bar won his singles game with a fine seven ball. Ting Tong had a good 6-5 win over a very strong Champs team and also managed to claim victory in the “Beer” leg. Once more fishing was curtailed by the weather me old shipmates, and on the one trip out towards the end of the month we had one hit from a Sail which lasted all of three minutes and nothing else. Great to be out again, but quite disappointing really when you consider the conditions to be good, “overcast, calm and after a storm”, especially after the fantastic season we have had. I apologise for this month’s article being delayed, but I awaited the outcome of the PGFC’s (Phuket Game Fishing Club) committee meeting, where it was rumoured that exciting, earth-shattering things were about to happen, like the arrival of the Kraken. The Kraken being a legendary sea monster of huge propor t ions, somet i mes thought to be a giant squid with a psychotic temperament and tentacles everywhere, the scourge of anything maritime.

Public Domain Well that’s it, as my timbers are well and truly shivered, I have decided to jump ship as I believe she is now well beyond repair and have advised what’s left of the of the PGFC crew of my assessment of the situation. ollowing the destructive Tsunami in the Indian Ocean region in 2004, the former organisers of the Phuket fishing tournament decided to call it a day. However, in 2005 they decided – in only two weeks – that they would start to organise a new tournament, and the Phuket International was born. In the first three years of the event went by various names, but from 2008 onwards it was officially known as the “Phuket International Sportfishing Tournament” (P.I.S.T). In the tournaments early days there were just five people who joined, but that number soon increased to a healthy three men teams. By 2009 the event had became so popular that the organisers started to hold a charity evening whereby funds raised from the event were donated to the local Sunshine Village Orphanage. Now in its 12th year, the decision to run a fun fishing tournament is paying off very

We haven’t seen the same storm of activity as we are used to this year, and this is why the rest of us surf-addicted people are chomping at the bit to see some bigger waves. This past week has given us a snippet of that hope with a rise in the swell. Meanwhile, the “all girls surfing day” put on by Roxy, Andaman Sea Surf & Freedom Boardsports was a huge hit last weekend, and girls of all ages were encouraged to give it a
go. This is one of many great initiatives happening around Phuket’s surf scene now. We are halfway through Phuket’s surf season now so it’s time to stop putting it off, grab your surfboard and come to the beach before the waves are gone and you’re yelling at the dog, blaming it for your procrastination.

fter just four days of training together, and ahead of a scheduled visit to Suining, China to take part in an international football competition, the Phuket FC Youth football team played the Phangnga FC Academy team in a friendly game last Saturday (July 30) at Surakul Stadium. Despite the short training period, the team, managed by Samak Rattanadilok Na Phuket and coached by Choochai Angkabkaew, came out surprising 6-2 winners against their opponents. However, the main purpose of the quick setting up of the team, who will now represent Phuket at a provincial level, was for them to compete in an invitational football tournament to be held from Aug 6-15 in Suining, a prefecture-level city of the eastern Sichuan province in Southwest China. the future holds for them. “We had to select this team very quickly as the province was invited to Suining in China to play in a competition after the two became sister cities. The governor of Phuket specifically asked us to become involved and select the players from local
schools,” said Samak. “They played the game here at Surakul Stadium against the Phangnga FC Academy team in preparation for that tournament in China,” added Choochai. When asked how the team was selected, Samak said that all local schools were informed that trials were taking place and that any children between the ages of 16 and 18 were invited to attend. “We had a big turn out for the trials, but eventually we managed to get our squad of players,” said Samak. Both Samak and Choochai pointed out that despite the team being called Phuket FC Youth, they are in no way connected to the official Phuket FC team, although the new club owners, Royal Raya Sport, have given them some support. “Phuket FC have provided us with our kits and they have also given us permission to use their name,” said Choochai. Turning back to the upcoming tournament in China, Samak and Choochai ex-
plained that it will be the state administration of the Suining prefecture that covers all the costs involved in the team playing in the tournament bar the cost of flights. “Suining will cover all expenses for the team except for the travel costs,” said Choochai. “The Phuket Governor will arrange for the travel costs for the team to be paid for,” he added. After returning from the tournament in China it will be back to the training ground for the squad as they prepare for their next event, the Southern National Youth Games to be held in Nakhon Sri Thammarat in October. “This event will see the 14 southern provinces taking part to compete in the final where the winners from each region will come together to see who is the best in Thailand,” explained Samak. “After seeing what the team has done in these four days I truly believe that they can at least reach the semifinals,” he said.

eroy Sane’s transfer to Manchester City on Tuesday (Aug 2) follows a well-worn path of Bundesliga talent tempted by high-profile Premier League moves – but many then fail to secure a first-team place in England. Cit y have repor tedly paid £37mn (B1.7bn) for the 20-year-old fleet-footed winger, who has just four caps for Germany and 47 Bundesliga appearances under his belt for Schalke. Sane has bags of potential and will be battling England international Raheem Sterling for playing time at City. He will add to the attacking options for City coach Pep Guardiola with Sergio Aguero, Kevin De Bruyne, David Silva, Wilfried Bony, Jesus Navas and Samir Nasri also vying for starting places. The Premier League is arguably the world’s most high-profile and physically demanding domestic competition, which, unlike some of its continental cousins, does not break for winter. Sane joins fellow Germany squad member Ilkay Gundogan, who signed for City from Dortmund and will also be under pressure to perform after back-to-back injury-ravaged seasons with Borussia. Former City and Germany midfielder Dietmar Hamann is backing Sane to be a success. “He’s a very gifted player technically and he’s got a lot
of pace,” Hamann told Sky Sports. “He’s not been prolific for Schalke over the last couple
