fficials are calling on all people to have a fun Songkran this week, but to keep safety in mind as the annual Thai New Year water festival is set to soak the streets of Phuket this coming Thursday (April 13). Seven “zones” have been dedicated for family-oriented fun, Phuket Vice Governor Snith Sriwihok told leading officials at a meeting at the

Department of Disaster Prevention and Mitigation Phuket office (DDPMPhuket) in Phuket Town on Tuesday (April 4). This year the zones are at: Bangla Rd and Loma Park in Patong; Saphan Hin and in front of Limelight Avenue mall in Phuket Town; Soi Ta-iad in Chalong; along the Kata Beach road; and at Surin Beach in Cherng Talay. “The Songkran water splash zones will be helpful for people who want to enjoy the ‘water play’ and there will

be officials to take care of them,” V/ Gov Snith said. However, many of the zones will still allow traffic through to engage in the “water play”, V/Gov Snith noted. “Only Bangla Rd will be closed to traffic so people can enjoy the festival, as tourists there start splashing water to celebrate Songkran in the afternoon of April 12 and continue through April 13,” he said. “This year there are no strict rules for Songkran, but like every

he Songkran Thai New Year “Seven Days of Danger” road-safety campaign this year will be held from April 11-17, Phuket officials have announced. “The aim is to reduce the number of victims from road accidents to less than 10 per 100,000 people across the country by 2020,” Phuket Vice Governor Snith Sriwihok told a meeting at the Phuket office of the Department of Disaster Prevention and Mitigation (DDPM) in Phuket Town last Wednesday (Mar 29). “To achieve this target, Phuket is following the national policy by developing an ‘accident network’ in the province in order to have the most effective road-accident

This year the Songkran Seven Days road-safety campaign will be conducted under the theme “Khab Rod Mee Namjai Raksa Winai Jarajorn” (“Drive carefully, follow traffic rules”). As usual, the campaign

will include checkpoints, Songkran safe water-play zones, enforcement of speed limits and road-safety measures at known traffic accident “black spots”, V/Gov Snith explained. A road-safety emergency response command centre will also be set up during the campaign, he added.

This year’s Songk ran Seven Days road-safety campaign comes after 478 people killed and 4,128 injured in road accidents during the “Seven Days of Danger” from Dec 29 to Jan 4, making the 2017 New Year death toll the highest in the 10 years that records have been kept. It also follows the worst Songkran death-and-injury toll from road accidents on record. Last year 442 people died from traffic accidents over the seven days, 78 more than in 2015, with drink driving being the number one cause of accidents. In Phuket, three people died and 62 people suffered injuries in 57 reported road accidents last year – up from 57 reported accidents leaving 58 people with injuries – but zero deaths – in 2015.

Wear seatbelts or get fined, warn Traffic Police

T R A FFIC POLICE I N Phuket have confirmed that they have started warning passengers to wear seatbelts in all vehicles, including taxis and vans, following the new law brought into effect on Wednesday. “Today (April 5) is the first day of the new seat belt law enforcement in Phuket, and Thailand,” Lt Col Jirawat Laemsuwan, Deputy Chief of Phuket City Traffic Police, told The Phuket News. Traffic Police officers have been advised to issue warnings first, Col Jirawat explained.

not wearing seatbelts in small vehicles, such as car, pickup trucks and taxis, is not more than B500, Col Jirawat noted. “The fine is the same as a driver not wearing a seatbelt in any vehicle,” he added.

However, Col Jirawat cautioned, “Passengers in vans and tour vehicles can be fined up to B5,000.” However, the law does not apply to any vehicles registered before 1994 as seatbelts were not required by law to be fitted in the back seats of cars at that time, he added. PM Gen Prayut Chan-ocha introduced the new law in the wake of a horrific accident in which 25 people died when a fatigued van driver ploughed into a truck in Chonburi province during the New Year holidays. hai Prime Minister Gen Prayut Chan-ocha on Tuesday (Apr 4) ordered Phuket Governor Chockchai Dejamornthan to be transferred to the Office of the Prime Minister in Bangkok, effective immediately. The special order, enforced under the special powers provisions of Article 44, also ordered the transfers of 14 other provincial Governors. No specific reason was given for Gov Chockchai’s transfer, though he is to take up the position of Special Inspector at the Prime Minister’s Office. Former Governor Chockchai is to be replaced by Norraphat Plodthong, who previously held the post of Provincial Management Advisor at the Office of the Permanent Secretary for the Interior. Mr Norraphat is also a former Deputy Director-General at the Department of Local Administration, which is the governing body for all local administrations below the

Wanted Russian fugitive arrested PHUKET IMMIGRATION Police last Wednesday (Mar 29) arrested a Russian expat wanted internationally for property fraud. Russian national Matvei Shuvalov, 41, was arrested at an undisclosed location in Phuket and was to be deported back to Russia to face prosecution, according to reports issued by Russian news agency TASS. The arrest of Shuvalov was confirmed by the Russian Embassy in Bangkok. “ T he i nt e r nat ional ly wanted man will soon be deported to his home country for prosecution”, said Vladimir Sosnov, head of consular section of the Russian Embassy in Bangkok. Mr Sosnov did not disclose any further details of how law enforcers managed to locate the fugitive who was wanted since 2013. In late 2014 Russian-language newspaper Vladivostok published a detailed investigative report on Shuvalov’s activities supported with an “Attention, Wanted Person” warning issued by Vladivostok City Police. The newspaper claimed the latter rented a house from Shuvalov in Phuket, but did not provide any further details in his suspected role in the kidnapping and murder. News of Mr Shuvalov’s arrest follows national Immigration Chief Lt Gen Nattathorn Prosunthorn, visiting Phuket in person last Thursday (Mar 30) to head a meeting ordering Phuket Immigration officers to crack down on transnational crime. ing, at the Royal Phuket City Hotel, were national Immigration Deputy Chief Maj Gen Apirat Niyomkan and Immigration Bureau Region 6 Commander Maj Gen Jetsada Yaisun, together with police officers as well as consuls and embassy representatives from 22 countries. PHUKET CITY POLICE are hoping to identify and determine the cause of death of skeletal remains found floating in a water drain at Khao Rang Cemetery, in the heart of Phuket Town, last Friday (Mar 31). Police were notified of the remains by a call to the national police hotline 191 just after midnight Thursday night. When police arrived at the scene, they found a bone protruding out of the edge of the drain, which measured about 1.5 metres long and 50 centimetres wide and was full of water. Upon recovering the rest of the remains, officers uncovered a soil-clad corpse dressed in a white T-shirt and long blue trousers. The remains, in a very

advanced state of decomposition, had the skull detached from the body and some dried flesh remained attached to the skeleton. Police inspecting the area found no weapon, or signs of a struggle. The remains were sent Vachira Phuket Hospital for medical examination, said Lt Col Udom Petcharat, Deputy Commander of Investigation of Phuket City Police. “It is currently unclear who is dead,” he said. “Most of the remains are decomposed to bone. Ghost rider, 62, killed A 62-YEAR-OLD MAN riding a motorcycle in the wrong direction along Thepkrasattri Rd died last Friday night (Mar 31) after he was struck by a car driven by a British woman. The rider was identified as Pongsak Sripheuk, 62. The driver of the Vios car, Jayne Pauline Watt, 31, from Glasgow, sustained minor injuries . Witnesses confirmed to police that Mr Pongsak was driving in the oncoming lane – a practice known locally as “ghost driving”. Police did not comment on whether Ms Watt will face any charges. olice have arrested a waiter at a busy live music pub in Phuket Town for the stabbing murder of a manager at the venue early last Sunday morning (April 2). Police were called to the “Cowboy Return Music Seesun Gan-eng” live music pub on Surin Rd at around 1:50am, where they found Srichan Inthaburi, 48, from Phang Nga, dead on the kitchen floor. He had been stabbed once in the chest and once in the abdomen. Mr Srichan assisted in the operations of the pub and was an uncle of the pub’s owner. Pub staff told police that Attaphong “Odd” Chanasik, a 21-year-old waiter at the

They found the murder weapon on him, a stainless -steel knife with a 10-centimetre blade. Mr Attaphong told police he arrived to work “as usual”, but claimed he stabbed Mr Srichan in self defence after Mr Srichan started beating and kicking him for falling asleep drunk . Police are continuing their investigation.

POLICE A R R EST ED A drug delivery man who was carrying a kilo of crystal meth ( ya ice) and nearly 8,000 methamphetamine pills (ya bah) worth about B5 million into Phuket. A team of officers from various branches of Phuket Police arrested Somphan Meemuangnok, 32, at 9.30am last Friday morning (Mar 31) for smuggling copious amounts of drugs into Phuket for distribution among local teenagers. The arrest of Somphan was announced by Phuket Provincial Police Chief Maj Gen Teeraphol Thipjaroen at press conference held last Saturday. Gen Teeraphol explained that local police received a tip-off from their sources that a big drug delivery from Bangkok was expected to happen last week and the drug mule would be using one of the night buses arriving last Friday morning. The source indicated that Somphan will be the man to deliver drugs and when the bus arrived at Phuket Bus Terminal 2 law enforcers were already waiting for their suspect.

ocal police and officials from the Kamala Tambon Administration Organisation (OrBorTor) took the launch of the “Keep Phuket Clean” campaign on Tuesday (April 4) to heart by demolishing structures that were home to about 10 beachfront businesses deemed to be on public land. The “cleanup”, which attracted a crowd of Thai and foreign onlookers, began at 9am and was supervised by Lt Col Chockdee Mabangyang and Lt Col Pramual Jaikrathok of the Kamala Police. “Business owners had been given notice that the demolitions would happen this morning,” Col Chockdee said on Tuesday. “They had time to prepare and move their belongings out of the premises.” Col Chockdee pointed out the demolitions were approved by the Phuket Provincial Court. “The Kamala OrBorTor is responsible for the campaign

Mr Ratchaphak said, “I did not know that the couple had left the bag in my car until some new passengers told me. They also told me that they hadn’t opened the bag. “I soon found that the bag belonged to my previous customers who I had dropped off at the bus terminal, so I decided that after dropping of my new passengers I would go to the Tourist Police Station and hand in the bag. “In the meantime, the Tourist Police called me and said that a couple had reported leaving a bag in my car and asked me to go to the station,” he said. THE PHUKET PROVINcial Court has again ruled in favour of sea gypsies in Rawai, upholding their rights to occupy land in the overcrowded sea gypsy village at the southern end of Phuket. Speaking in front of Phuket Court last Thursday (Mar 30), sea gypsy Bancha Hadsaithong and lawyer Pasit Thavornlamlert explained that the court had ruled against a claim filed by Boonsri Tantiwattanawanlop and Jindarat Thammajak. The claim alleged that Mr Bancha was illegally occupying land and had removed numbered concrete pegs marking the boundaries of a plot covering three rai and 73 square wah that Ms Boonsri and Ms Jindarat claimed to own. Presented in the claim was a Chanote land document No.

95230, Mr Bancha and Mr Pasit explained. The land in question is where Mr Bancha had build a restaurant, next to his father’s house in the village. Mr Bancha explained that court had ruled in his favour because the court had already ruled on Mr Bancha’s right to the land on Jan 31, and that the restaurant is on the same plot that the court ruled on Jan 31 that Ms Boonsri had no right to evict from. “I thank the Phuket Provincial Court and every officer who has helped to bring me justice, and the sea gypsies who have always stood right beside me,” Mr Bancha said. “I hope that this case brings hope for the sea gypsies in their fight for their rights,” Mr Bancha added. Birthday boy injured by concrete barriers THE DRIVER OF A PICkup truck was left seriously injured on his birthday after crashing into concrete barriers off Thepkrasattri Rd early Tuesday morning (April 4). Thalang Police were i n for med of a si ngle vehicle accident on the Thepkrasattri-Baan Manik Rd southbound at 2:45am. Capt Krisorn Boonprasop of the Thalang Police arrived at the scene with Srisoonthorn and Kusoldharm rescue workers to find a Phuket-registered silver Isuzu Dragon Eye pickup truck with its front left-side damaged. Still inside the vehicle was driver Mesa Thongjub, 37, who had sustained se-

rious damage to his right arm. Mr Mesa was initially taken to Thalang Hospital but was later transferred to Vachira Phuket Hospital due to the severity of his injuries. Capt Kraisoon said, “We believe Mr Mesa was driving at high speed when he arrived at the scene of the accident. The road is currently being resurfaced and is not very well lit. “He hit the concrete barriers and lost control of his vehicle,” he said. “Mr Mesa has not been tested for alcohol yet, but I can confirm he has been charged with reckless driving,” Capt Kraisorn added. By law, all Thai males in the year of their 21st birthday must attend conscription “lucky draw” in their home province to see if they will spend the next two years of their lives in military service. Drawing a red card means military service, while drawing a black card means no military service but conscription duty fulfilled. For Mr Thanon, that time came on Monday morning (April 3) at Piboonsawasdee Municipal School on Damrong Rd in Phuket Town. However, he requested that he “postpone” his service until a later date. “I have to postpone my selection because I have to study in my first year at Bangkok University,” Mr Thanon explained. “I am very excited and this has been fun, as this is

Pregnant Myanmar mother of twins saved from hanging at home A MYANMAR CONSTRUCTION worker remained in shock after he returned home last Friday morning (Mar 31) to find his pregnant girlfriend, who is also mother to his 7-month-old twin baby girls, hanging from a rope tied to a crossbeam in the kitchen. Her body hit the floor as I couldn’t handle the heavy weight. I called my neighbour. Mr Jake admitted that he and Ms Lek argued. “Last night, we had an argument. I have a job to do. I easily get

he battle for ownership rights of a female elephant at a Phuket safari camp has taken another twist with the camp now presenting to police a registration document for the same elephant, but with a different name. The new registration document, presented by Amazing Bukit Safari Camp in Chalong to Ao Nang Police Deputy Chief Lt Col Winai Poonsawat on Monday (April 3), now names the elephant as “Srinuan”. When initially defending its claim to the elephant late last month, the camp’s owner presented registration documents showing the elephant’s name was “Nampetch”. In short, the camp has now presented two sets of registration documents for the same elephant, with the same registration information, including the same microchip number – but for elephants with different names. While the new registration document presented for

The battle for the female elephant called ‘Srinuan’, ‘Nampetch’ or ‘Yo’ – depending on who you believe – continues. “Srinuan” features all the same registration information as the documents initially presented for “Nampetch”, the camp has so far not offered any explanation for – or documentary evidence recognising – the name change. However, the camp still maintains it bought the elephant for B1.4 million in February from Raewat Chernkaew, 54, from Trang province. Mr Raewat has told police that he bought the elephant for B500,000 more than 10 years ago from a man he has so far named only as “Mr

Norkam”, who he said he has not seen since. Col Winai, however, told the press on Monday that his officers had tracked down Mr Norkam. “He does exist,” was all Col Winai would say on verifying that lead into the elephant’s origins. Col Winai has been tasked with leading the investigation into the ownership rights for the elephant after brothers Wan and Somsak Reangngern came forward last month claiming the elephant is actually called “Yo” and was stolen in Ao Nang, Krabi, in 2003.

The brothers filed complaints to claim the elephant on behalf of their brother Mr Chorp, who they say is the actual owner. To support their claim, the brothers presented registration documents which included the microchip number 121-675-455 – which matches the microchip actually implanted in the elephant except it is missing the letter “A” at the end. The microchip number featured in the both sets of registration documents presented by the camp – 121-675544 – does not match the chip.

A 9-YEAR-OLD BOY WAS taken to hospital for treatment for burns after a fire causing an estimated B200,000 in damage broke out at his home on Tuesday morning (April 4). Nopparat Eakvanich, 9, was home alone when the house, on Thepkrasattri Rd in Rassada, caught fire at about 8:30am. His father, Nattawut Eakvanich, 38, had left the house earlier in the morning for work. “Nopparat attempted to stop the fire, but burned his forearms in the process. He eventually ran out of the house and called for assistance,” said Lt Col Sakchai Chunyong of the Phuket City Police. “Three fire trucks were called to the fire, which took them about 15 minutes to put out,” he added. After hearing the news, Mr Nattawut raced home as quickly as he could. “I had to go to work and Nopparat was home by himself as usual,” he said. “Fortunately, my son is not too badly hurt. It was very

Nopparat told police there were sparks before the fire. He said he used a broom to try and stop the fire, but it only fanned the flames. “It’s an old house and the electrical system is quite old,” Mr Nattawut said. The home was filled with flammable components such as paint, scraps of wood, cleaning liquids and other chemicals, he added. “As I am a contractor, a lot of construction materials are stored in the house,” Mr Nattawut explained. Progress meets Phuket

he recent order from the PM Prayut for Governor Chockchai to be transferred after just six months in office highlight’s the seemingly intractable issues that face the island and the lack of direct impact the governor, any governor, has when it comes to addressing them. Dr Chockchai’s whirlwind romance with Phuket, his “dream” posting, began in late September last year, just weeks before the country would be plunged into mourning. To his credit, Dr Chockchai fulfilled his duty as the Phuket’s highest official admirably and has helped guide the island through this difficult period calmly and competently. But is wasn’t long before the many critical issues that face Phuket reared their hydra-like heads and forced Dr Chockchai to take a position. First came the old chestnut of virgin beaches,

which initially seemed like a cut-and-dried issue to the Governor – the law calls for virgin beaches, therefore we shall have virgin beaches, he said, with a charming innocence that would soon be confronted by the reality of Phuket. His first backtrack on the beaches, to allow 10% zones to be re-established, set the tone for the many rude awakenings he would receive during his tenure as Governor of Phuket. Again, to his credit, the Governor was quick to correctly identify some of the major problems in Phuket. He announced his “Top Five issues” to tackle as: “Organising” Phuket’s beaches; taxi management; land encroachment and wastewater management; mafia and entertainment venues; and gambling and corruption. A good start, but let’s not forget sea gypsy land rights, lack of public transport,

illegal hotels, waste management and road safety. It’s a pretty big laundry list for any politician to tackle, but Dr Chockchai gave it a red hot go. He declared a war on motorbike-riders without helmets, told illegal hotels they would be demolished if they didn’t register, championed a local business consortium’s plans for a public transport network, signed a petition to the PM asking to extend trading hours in Bangla Rd, launched Keep Phuket Clean’, ordered probes into corrupt officials and launched recycling initiatives. Wow, did he really do all that in six months? I hear you say. Well... not exactly, but he certainly did say that’s what he was doing. For an official that can be arbitrarily moved from his position after less than six months on a whim of the PM, with no reason given, that’s about all he could have done.

After travelling to Phuket for 32 years I’m offering a good suggestion to the authorites: Put more bins on the sidewalk and surrounding areas. Every time I go to Karon, Kata or even walking around Patong it’s so visible to see that there isn’t enough bins and eventually the ones that there are are often spewing over with rubbish or there is black plastic bags beside a post that are already full. It’s a start in the right direction.

Deputy PM puts stop to requests for late-night celebrations NATIONWIDE Bangkok Post

ongkran celebrations must stop at midnight this year, Deputy Prime Minister Prawit Wongsuwon has said. He said provincial governors must take responsibility for any incident that may occur in their provinces before or after midnight. Speaking after the regular Tuesday cabinet meeting on April 4, Gen Prawit insisted cabinet members did not discuss a proposed “Midnight Songkran Celebration” event. The meeting focused on other activities for the country’s famous water-soaking festival and measures to curb unwanted incidents, he said. His remarks came after companies in 19 provinces, mostly tourist-related, proposed a plan for midnight Songkran celebrations in their provinces to provincial governors for consideration. If allowed, Gen Prawit stressed that activities and events should be toned down

400 lodge lawsuit against Ford BANGKOK MORE THAN 400 PEOPLE on Monday (Mar 3) filed a class action suit against Ford Motor Company (Thailand) and its three sister firms over alleged defects in Fiesta and Focus car models they purchased. Kriangkrai Nakhawaree, a lawyer representing the car owners, said his clients want the company to buy back the defective cars at full price and pay them a combined total of B24.7 million in compensation for having sold them sub-standard vehicles. About 50 of the car owners went to the South Bangkok Civil Court on Monday to submit the lawsuit. The three other companies named in the suit are Ford Sales & Service (Thailand) Co, Ford Operations (Thailand) Co, and Ford Services (Thailand) Co. The Ford customers said all the firms are responsible for the alleged defects, which they said affected vehicle safety. The court accepted the suit and scheduled the first hearing for July 3. One of the plaintiffs, Korbsak Numnoi, said he and the other owners decided to bring the class action after the cars @thephuketnews

Other problems included rapid deterioration and breakages of components such as the steering wheel, fan belt, shock absorbers and doors, Mr Korbsak added. Over the past three years, they have tried in vain to obtain help from state agencies and decided to take the case to court after the company repeatedly turned down requests for talks on their grievances, Mr Korsak said. The class action suit might be a faster way of getting compensation, he added.

Narong Sritalayon, Managing Director of Ford Motor Company (Thailand), said the company would buy back cars only if the Office of the Consumer Protection Board orders it to do so. He said the plaintiffs’ demand to buy back the cars at 80% of the full price or more was unreasonable. Thirty-four of the allegedly defective cars had been used for more than four years while 20 others have clocked up more than 80,000 kilometres, he said. “We’re still open to buyback negotiations, on a caseby-case basis,” he said. Checkpoints will also be set up to encourage road users to drive more carefully, he added. The transport minister had ordered relevant agencies to ensure enough space at bus terminals, railway stations and parking spots to serve the needs of passengers during the festival, Col Atisith said. He had ordered public transport operators to increase their services to cater to the expected upsurge in passengers. Col Atisith added that Gen Prawit, who oversees security, had ordered heightened security measures during the festival with an emphasis on intelligence gathering, monitoring possible sabotage activities, and preventive measures in crime hot spots. The transport minister said the hot spots include airports, railway stations, electric train stations, bus terminals and department stores.

t feels strange, but a few times each year Vietnamese bodybuilder Kendy Nguyen must strap a bikini top over his rock-hard pecs and pretend for a day he is once again a woman. He’s not happy about the official rules that force him to compete with other women, but it’s a small price to pay to live the rest of his life as a man, says Vietnam’s first openly transgender competitive bodybuilder. “It’s weird to wear the uniform during competition, I don’t really like it, but because [bodybuilding] is my passion, I accept it,” said 28-yearold Kendy, wearing a black sleeveless shirt showing off his bulging biceps. With more than 6,000 Facebook followers, an outspoken nature and Adonis-like physique, Kendy is breaking transgender barriers in communist Vietnam. He’s also changing what

Funeral discounts for elderly drivers who quit JAPAN THE PROSPECT OF A cheaper funeral is being used to entice elderly Japanese drivers to give up their licences as police step up efforts to prevent accidents caused by ageing motorists. Deadly accidents involving elderly drivers are a growing problem in a country where the population is rapidly growing older and some 4.8 million people aged 75 or older hold a licence. In November, a six-yearold boy died and 11 others were injured after an 87-yearold driver’s pickup truck hit children walking to school in Yokohama, south of Tokyo. Japan last month introduced a new rule under which drivers aged 75 or older must pass cognitive tests when renewing their licences. Now, a funeral service company in central Japan has started offering a 15% discount to elderly drivers who give up their permits. @thephuketnews

Ariga said the discount was offered after a request by the local police department in the city of Ichinomiya in Aichi prefecture where the funeral business is located. It is applied to altars used

during funerals, Ariga said, adding that the elderly drivers can end up save a minimum of 56,000 yen (B17,145). The discount applies not just when the drivers who give up their licences die but even their close family members as well, he said. But he insists he doesn’t have an unfair advantage over the women he must compete with according to the organisers’ strict rules. “In bodybuilding, using hormones is normal for men and women, everyone uses them,” he said. The Vietnam Sports Administration officially bans any hormone use as doping, but admits it is hard to control, and said in the absence of any regulations on trans competitors Kendy has to compete according to his legal gender at birth. “If Kendy legally changes his identity, then he could compete with men,” said Do Dinh Khang, head of weightlifting and bodybuilding at the organisation. The Vietnamese government is drafting a landmark law that could allow some trans people to legally change their gender, but it’s not yet clear who will be eligible. Kendy said he’s not ready to have sex-reassignment surgery, currently not available in Vietnam.

It’s also not clear whether the law – which will take at least two years to pass – will allow him to change his gender if he doesn’t have the surgery. Kendy isn’t the first trans role model in Vietnam, where Nguyen Huong Giang shot to stardom on the ultra-popular Vietnam Idol – one of several well-known trans singers in the country. But female-to-male celebrities are not as well-known as their ultra-feminine counterparts, and there are few role models outside the entertainment industry. “Kendy has proven that trans people have the freedom to choose their jobs like everybody else,” said Luong The Huy, LGBT rights programme manager at the non-profit institute iSEE. Kendy said he had few people to look up to while he was growing up trans in Vietnam, but doesn’t hesitate when asked who his idol is today. “Arnold Schwarzenegger,” he said, flashing a broad smile.

hile their American and European peers twisted and shouted to The Beatles in the 1960s, in Cuba childhood sweethearts Gisela and Hector kept their Beatlemania a naughty secret. Now, still Beatles-crazy after all these years, but with the communist island’s Cold War-era censorship of rock music a thing of the past, they are making up for lost time. “We are very happy that Cuba is becoming reconciled to the Beatles,” says Gisela, 64. She and Hector, 65, have decorated their home with pictures, posters and souvenirs dedicated to the British band. Whenever they can, they join crowds of fellow Cubans in their 60s and 70s, singing and dancing at the Yellow Submarine bar – El Submarino Amarillo – in downtown Havana. “This is not nostalgia,” says the artistic director of the club, journalist Guillermo Vilar, 65. “This is about them claiming their right to experience what they could not experience before because of all the contradictions of the time.” Fidel Castro’s revolutionary regime banned songs in English, the language of its

Records lent by the occasional returning traveller were copied in state recording studios, with the complicity of staff, onto low-quality metal discs. “You put it on the record players we had back then and

you just heard noise with the music in the background,” Ruiz recalls. “It was terrible, but hey, at least it was The Beatles.” At their high school, skinny-leg trousers, miniskirts and long hair were also banned. But times have changed. T he Yellow Subma r i ne, opened in 2011, is one of at least six Beatles tribute bars across the island – all of them run by the culture ministry. One of them, in the east-

ern city of Holguin, is said to be an initiative of ruling party leader Miguel DiazCanel – widely touted as the country’s possible next president. On a bench near the Yellow Submarine sits a bronze statue of late Beatle John Lennon. Fidel Castro himself inaugurated the statue in 2000. In footage of the ceremony, the late leader can be heard bewailing the former censorship of Beatles songs.

“I greatly regret not having met you sooner,” Castro told the statue. The censorship was not his idea, Castro went on: he delegated cultural policy to underlings while he was busy leading Cuba through the Cold War. Fidel Castro’s death last November marked the end of an era in Cuba. His brother Raul, in charge now for more than a decade, has been gradually opening up the economy and foreign relations.

The bronze Lennon has become an attraction for locals and the growing number of foreign tourists visiting the island. The statue’s spectacles have been stolen several times and a guard has been appointed to take care of them, getting them out for passers-by when they want to take photos. Fans trace the rise of Beatlemania in Cuba to 1990, when Vilar organised a tribute concert to mark the 10th anniversary of Lennon’s murder. For many Cubans, that marked the belated birth of rock on the island – for the old generation and the new. At the Yellow Submarine, gentlemen’s bellies bulge under black Beatles T-shirts and grey ponytails, while the ladies show off their miniskirts and long boots. On stage, Cuba’s top Beatles tribute singer Eddy Escobar, 46, plays the band’s hits for scores of ageing revellers. This ponytailed rocker was not yet born when The Beatles lit up the counterculture movement before they broke up in 1970. But he discovered the music, like younger Cubans are doing now. “Good music will always last as long there is someone who somehow appreciates it, right?” says Escobar. “The Beatles are here to stay,” he says. “I give the bug to anyone I can.”

Tour manager Gianni Grillo, who accompanies tourists himself to towns such as Corleone – made famous in the Godfather films – insists on the agency’s website that the outing is in essence an “anti-mafia tour” because it raises awareness. The excursions will give visitors “a broader understanding about the influence of Cosa Nostra crime that continues to affect Sicilian society, and this has to be clear that it is very bad for Sicily and Sicilians,” he said. “The Mafia kills, silence too,” reads the site, quoting Italian journalist Peppino Impastato, who publicly denounced the Mafia and was murdered in 1978, at age 30. Russian arrivals jump 33%

ussian tourist arrivals to Thailand have continued to rebound in 2017 as the Russian ruble stays stable compared with other world currencies, including the Thai baht. In short, Russia’s long recession is officially over, reported Bloomberg this week. “In the fourth quarter of 2016, the country’s economy grew 0.3% and growth appears to be continuing. Consumer sentiment is in positive territory for the first time since 2014. The numbers indicate that President Vladimir Putin’s Russia is regaining some of its lost economic optimism,” wrote Leonid Bershidsky. To this, the Tourism Authority of Thailand (TAT) office in Moscow does not expect Russian arrivals to the Kingdom to decrease after the success of 2016. Last year Thailand welcomed more than one million tourists from Thailand’s burgeoning

Currently Turkey is actively luring Russians again and a ban on flights to Egypt can also be lifted at some stage, but Russian arrivals to Thailand are continuing to grow despite an even more competitive environment. “Egypt and Thailand have never been direct competitors. They are in different

niches, offer different tourism products, distances [for travellers] are also different,” said Konstantin Kinel, head of marketing at TAT Moscow. “The growth of Russian tourist arrivals to Thailand depends more on the economic situation in Russia, depends more on rate of the ruble to major world currencies. Right now the number of tourists is growing. In January-February we recorded growth of 33%,” Mr Kinel said in an interview

for Vestnik ATOR, a Russian online publication for tourism and hospitality professionals. According to Thai Department of Tourism records, January-February 2016 saw 248,947 arrivals to Thailand from Russia. Talking to Vestnik ATOR, Mr Kinel projected at least one million tourist arrivals from Russia in 2017, providing the economic situation in the country remains favourable. Mr Kinel believes Thailand

has huge potential in the Russian travel market and Russian travellers have not fulfilled all the potential of the Kingdom’s tourist destinations. To support arrivals growth, the TAT is planning to continue close cooperation with Russian tour companies, including financial and marketing support. In 2017, the TAT also aims to promote various spheres of niche tourism, including segments such as sports, weddings and honeymoons, health and recreation, active and luxury tourism. The TAT will also promote family tourism, which is the key segment in the Russian market. Thai tourism authorities would like to lure more Russian families to the Eastern Seaboard. Russian travel powerhouses – Anex Tour, Coral Travel, Pegas Touristik and Biblio Globus – already announced plans to keep reasonable numbers of charter f lights to Thailand during the green season (May-Oct), thus providing one of the key foundations for affordable tours throughout the year. As

Mr Kinel noted, active charter programs by key travel agencies were one of the crucial factors behind the growth in Russian arrivals during high season. “There will be enough transportation options for every budget,” Mr Kinel said. According to TAT statistics, last year more Russians travelled to Thailand during the green season than before. “We analyse the structure of tourist flow throughout the year. During winter months, thanks to charter flights, there are more organised group tours. In summer – a little less: due to visa exemptions, more independent Russian tourists go to Thailand. In 2016 some 68% of Russian tourists visited Thailand in winter and 32% in summer, which is very good. In 2015 the distribution rate was 90% versus 10%, respectively,” Mr Kinel said. In January-December 2016 there were more than one million Russian arrivals to Thailand. Some 51% of those arrived chose Phuket as their holiday destination.

ollowing our first article in this “Arbitration in Asean” series, which explained the new model for arbitration under the Asean Agreement, this article focuses on filing claims.

CLAIMS The Asean Agreement provides several different protections to eligible investors and allows such investor to submit a claim against the investment State for loss of, or damage to, their investment as a result of a breach of the Asean Agreement by failing to provide such protections. The investor who incurs such loss or damage may then submit a claim: (A) To the courts or administrative tribunals of the investment State, provided that such courts or tribunals have jurisdiction over such claims; or (B) Under the ICSID (International Centre for Settlement of Investment Disputes) Convention and the ICSID Rules of Procedure for Arbitration proceeding, provided that both the investment State and the investor’s State are parties to the ICSID Convention; or (C) Under the ICSID Additional Facility Rules, provided that either the investment State or the investor’s State is a party to the ICSID Convention; or (D) Under the U NCITRAL (United Nations Commission on International Trade Law) Arbitration Rules; or

Photo: KLRCA (E) To the Regional Centre for Arbitration in Kuala Lumpur, or any other regional centre for arbitration in Asean; or (F) If the disputing parties agree, to any other arbitration institution, provided that resort to any arbitration rules or forum under sub-paragraphs (A) to (F) excludes resort to any other. If the investor chooses to submit its claim to arbitration under one of the five options above, then: (A) The submission must be made within three years of the time at which the disputing investor became aware, or should reasonably have become aware, of the breach of an obligation under the Asean Agreement that causes the

claimed loss or damage; and (B) The investor must provide written notice of its intent to submit the claim, and details of the claim, to the investment State at least ninety days before the claim is submitted; and (C) The notice of arbitration must be accompanied by the investor’s written waiver of the investor’s right to initiate or continue any proceedings before the courts or administrative tribunals of the investment State, or other dispute settlement procedures, of any proceeding with respect to any measure alleged to constitute the breach. This does not, however, preclude the investor from seeking interim measures of protection from any relevant court or tribunal.

PROCEDURE The Asean Agreement also regulates certain matters regarding the conduct of any arbitration pursuant to the Asean Agreement as follows: (A) Where any preliminary objection to admissibility or to the tribunal’s jurisdiction is raised, the arbitration tribunal is required to decide it in the form of an award before proceeding to any remaining merits of the case; (B) Where a preliminary objection is to any claim against the investment State specifically, the investment State must file its objection no later than thirty days after the constitution of the tribunal stating as specifically as possible why the claim is: (1) “manifestly without merit”; or (2) “outside the jurisdiction or competence of the tribunal”; (C) The tribunal is explicitly empowered to award reasonable costs in connection with any preliminary objection to the prevailing party; (D) Where the parties have not agreed to the place of arbitration, the tribunal is empowered to determine the place of arbitration provided that such place is a party to the 1958 New York Convention on the Recognition and Enforcement of Arbitral Awards; (E) Where the dispute

relates to an alleged taxation measure, the investment State and the investor’s State, including representatives of their tax administrations, are required to hold consultations to determine whether the measure in question is, indeed, a taxation measure. This is of import because the Asean Agreement does not protect investors from taxation measures by a party State, except where such taxation affects the transfer of an investor’s funds or where it amounts to an “expropriation” (as defined by the Asean Agreement). Where the investor claims that the investor State’s adoption or enforcement of a taxation measure has resulted in the “expropriation” (as defined by the Asean Agreement) of the investor’s investment, the investment State and the investor’s State, upon request from the investment State, are required to hold consultations with a view to determining whether the taxation measure in question has an effect equivalent to such expropriation. The arbitration tribunal is not required to defer to either of the States’ decisions in these regards but it is required to “accord serious consideration” to them. But, if the either State fails to provide their decision in a timely manner, then the tribunal must

There are also provisions giving the investment State the right to: (1) Submit an objection that the claim is manifestly without merit (essentially without merit as a matter of law assuming the facts are as agreed, i.e. what would be referred to in American jurisprudence as “summary judgement motion”) and to have that objection ruled on before the tribunal proceeds further; (2) To have reasonable non-discriminatory taxation measures excluded from any basis of a claim of expropriation and to have the right to official comment thereon with the tribunal bound to give due consideration thereto; and (3) To provide transparency to its citizens by making public any non- specificallyconfidential information regarding the arbitration. These are all radical departures from the old investment agreement model. For example one will not find any of these measures under Thailand’s bilateral investment agreements with the United Kingdom (1978), China (1985), Sweden (2000) nor Germany (2002). These new-model provisions are intended to provide a more equitable consideration of the investment State’s interests. This is the second part of the “Arbitration in Asean” series. ocal student Rebecca Preen will be representing Thailand at the International Public Speaking Competition in London next month. The competition, organised by the English-Speaking Union, aims to celebrate and encourage the power of the English language. Rebecca, a student at the British international School Phuket, recently competed in the Thailand Public Speaking Competition 2017, beating 10 other finalists from across the nation to land a spot at the international finals in London. She says reaching this point has been a whirlwind affair, having never thought of public speaking before entering the competition this year. “When I first found out about this competition, I wasn’t sure whether or not to enter, as I had never done public speaking before and I felt very nervous just thinking about it. But, with the help of my coach Ms Burley and attending a pre-competition workshop, I have not only overcome my fear but I have found that I really love public speaking,” she said. Rebecca’s five-minute prepared speech on the set topic that “To define is to limit” saw her selected as one of the top three finalists. She then went on to present an impromptu speech on

In this three-minute speech, given after only 15 minutes notice of the topic, Rebecca spoke about how the internet and social media have given a positive platform for everyday people to share their ideas and views, but has also given rise to negative aspects such as cyberbullying. The judges, swayed by Rebecca’s eloquence and coherence of thought, named her winner and she will now be competing with national winners from more than 50 countries in London with heats on May 11 and the grand finals on May 12. English teacher and Debate Society organiser Leica Burley, who was Rebec-

At only 16, Rebecca was amongst the youngest competitors and was up against students from some of Thailand’s top universities. “Rebecca’s success is proof that students should not be afraid to try new things. I encourage students from all schools to take up opportunities that are presented to them with a positive at-

titude and a willingness to put in hard work,” she said. Before heading to London, Rebecca will attend one final workshop in Bangkok with representatives of the British Council to help refine her skills and receive constructive feedback on her speech content and presentation manner. “I am so excited for everything that the week in London has to offer – competing, meeting new people, the chance to discuss world issues and also the chance to explore London. During the five-day program we will do lots of exciting things like workshops on public speaking and debating, tour Shakespeare’s Globe Theatre and see the musical ‘Wicked’,” she said.

ifteen HeadStart students recently travelled to Bangkok to participate in the regional round of The World Scholar’s Cup. Founded in 2007, the World Scholar’s Cup is not a strictly academic competition, but as stated on its website, the competition aims to be a “celebration of the joy of learning, a tournament as rewarding for the team that came in last as the for the team that came in first, an enrichment opportunity that motivated students not just to demonstrate their existing strengths but to discover new ones.” The competition has an over-arching theme every year. This year the students were working with content related to the theme “An Unlikey World”. They studied Art, Literature, Science, History, Social Studies and the special area of Modern Mythologies.

The knowledge and understanding that the students gain is then tested during the competition by their ability to debate, write analytical essays, complete a multiple choice exam and work as a team under pressure in the Scholar’s Bowl. With over 320 students taking part in the regional round, HeadStart’s 15 students performed exceptionally well and all teams qualified for the global round, which is set to take place in Hanoi, Vietnam at the end of June this year. huket Town – the most jazzmopolitan little city in Thailand – along with Music Matter jazz club, is once again hosting the annual Phuket Unesco International Jazz Day Festival. The festival, now in its sixth edition, is celebrated in 194 countries and this year an even more special meaning owing to the passing of the late, great Thai reedsman, pianist and composer King Bhumibol Adulyadej.

In about 1946, King Bhumibol started writing music when still a teenager and put together a jazz band with his friends. He wrote many popular hits during the late ’40s and ’50s: Saeng Deuan, Blue Day, HM Blues, Love at Sundown and Sai Fon spring to mind instantly. Thai people well know King Bhumibol’s oeuvre as the old recordings are considered a part of the national heritage. King Bhumibol’s death on October 13 last year prompted a revival of interest in his musical catalogue both inside and outside the country. Top international jazz stars banded together for an album of King Bhumibol’s songs and many young Thai musicians are now adding their take. Some are so good it’s a revelation just how vibrant and forward-thinking his compositional ideas were – and still are – more than 70 years later. Notable artists at this year’s fest include the Villalta Boon MacKenzie Trio and Michelle SgP and the Stuffed Toys. The former is headed by guitarist and award-winning visual artist Diego Villalta and comprises Sam Boon on sax and Lincoln McKenzie on guitar – no bass or drums. An unusual line-up, to be sure, but all three are outstanding Melbourne musicians, each recognised in his own right throughout Australia and internationally. Villalta, born in El Salvador but raised in Oz, is one of the new-breed jazz musicians who look other than to the traditional American songbook for inspiration. A consummate and exciting player, Villalta looks more towards, say, Bjork for the ideas on which his tone poems and soundscapes are based than to old warhorses such as Oscar Peterson. He doesn’t need a drummer. Singapore band Michelle SgP and the Stuffed Toys, on the other hand, produce radio-friendly mainstream pop jazz. Leader, singer, pianist and songwriter Michelle has played the North Sea and other jazz festivals, worked with many international stars, demonstrated scat singing at the 2004 International Vocal Festival in Tilburg, Netherlands, and was vocal coach for the first Singapore group to win a gold medal at the World Championships of Contemporary Music in Los Angeles, among many other achievements.

This year’s fest will also see a big band from Rajabhat University playing selections from the late King Bhumibol; Louis Kersley Piron, from Mauritius, who displays a virtuosity on bass that must be seen to be believed; drummer Nat Klomchum and bassist Mai Wongchyasilpa from Bangkok, who together form one of Thailand’s best rhythm sections; and 10 other bands hailing from every continent, and redolent of diverse cultures. More than 60 people will take the stage. It’s the biggest International Jazz Day show in Southeast Asia, and the

only one mounted continuously in Thailand since Unesco initiated the celebration in 2012. Moreover, because the city of Phuket wants everyone to come, admission is free. The Phuket Unesco International Jazz Day Festival gets underway on Chana Charoen Rd in Phuket Town at 6pm on April 30. ituated in the centre of busy Patong, the Grand Mercure is the perfect place to find serenity and escape from the heat and noise of the streets. But just because you want a break from the hectic pace of street life in Patong doesn’t mean you have to go without some delicious Thai street food. Every Monday night, the Grand Mercure’s poolside restaurant Bubbles puts on a street food buffet of epic proportions, where you can sample Thai street food staples that have been taken to the next level by Executive Chef Anurak Kanittharat and his team. Chef Anurak sources most of his ingredients from the Banzaan fresh market in Patong where he bargains alongside local street vendors for the freshest local produce. He also prides himself on his tried and tested recipes for local dishes such as mee hoon gaeng poo (crab in yellow curry with thin rice noodles). This rich crab curry has an incredible complexity and depth of flavour when made from scratch by Chef Anurak and earns its place among the most famous local dishes from Phuket. The relaxed buffet style of dining works perfectly for the street food theme, letting you sample a little bit here and a little bit there, enabling you to try some of the most popular Thai dishes all in one sitting. In addition to local specialities there are plenty of choices from across all regions of Thailand. Naturally, popular Isan-style (Northeast Thailand) dishes such as som tum

(spicy green papaya salad) can be made to order with more or less chilli to suit your taste. Another Isan favourite, larb moo (minced pork and onion salad) is served beside some more unusual salads, including a spicy pomelo salad and beef salad with fresh tomatoes and onions. There are also many popular curries and stir-fried dishes you can help yourself to. From the warmed serving dishes, my personal favourite was the stir-fried chicken with cashew nuts, pineapple and vegetables in a sweet sauce. The pungent chicken massaman curry was also a triumph, bursting with flavour from the handfuls of fresh spices used to make it, and full of tender chicken, potatoes and peanuts. The seafood selection is where the Grand Mercure takes it up yet another notch, as authentic as the rest of the dishes are, I have yet to see a street vendor serving up juicy barbecued king prawns and blue swimmer crabs in these proportions! A team of chefs work the grill, flipping dozens of prawns and crabs at a time, before dishing them up with a selection of delicious dipping sauces. If that wasn’t enough, there are also squid skewers, sushi and sashimi, fresh whole fish and spicy seafood salads to choose from. Next up is the noodle bar, where you can order yourself a custom bowl of noodles with all your favourite ingredients. If your not sure what you want, pad Thai is always a safe and tasty choice, or for something even simpler you can try pad siew moo (thick rice noodles stirfried with pork and soy sauce). Noodle soup is also a popular choice, pick either a tom yum or simple pork broth as a base, then just choose your type of noodles and start adding ingredients such as prawns, meat, fish or pork balls and fresh vegetables. No Thai street food experience would be complete with trying some of the scores of unique desserts or sweet snacks (khanom) that can be found on almost every street corner in the nation. The Grand Mercure has a team of four dedicated dessert maestros, making for an extremely wide selection of sweet treats. There is the classic mango and sticky rice, yellow steamed cakes, crispy coconut pancakes and various cubes of pudding-like sweets made from glutinous rice and flavoured with pandan leaf. For something a bit more Western, there is also rich blueberry cheesecake and velvety iced chocolate cake. In short, the Grand Mercure puts

on one of the best Thai food buffets I’ve ever seen. There are plenty more dishes to choose from that I haven’t even mentioned here, lest the article run to encyclopedic lengths. Even better, it is all-you-can-eat and costs just B799 per person. I recommend coming early and pacing yourself because every dish is exquisitely authentic and made with fresh ingredients that really make the flavours pop. he 38th Bangkok International Motorshow, currently underway until April 9, is a chance for the auto makers to show off their new models and point towards the future of the industry with concept cars. The show’s theme this year is “Reach to the Planet of Technology” and several vehicle manufactures have taken the lead with concept cars designed to run on alternative fuel sources. The show’s Chairman, Dr Prachin Eamlumnow, said it was an opportunity for “Thai people to closely experience and learn about the cutting edge technology of the automotive world. We hope our show can give inspiration to young people to come up with new ideas and innovations that would help promote the sustainable growth of the Thai automotive industry.” This year’s highlights include the presentation of new models as well as the latest concept and bikes from over 40 car and motorcycle manufacturers. Three major car brands, Toyota, Mitsubishi and Nissan are showcasing their concept cars, each with slightly different approaches to achieving zero-emission motoring. TOYOTA Toyota FCV is a follow-up to last year’s Mirai, and is the brand’s first hydrogen-powered fuel-cell car. The futuristic-looking FCV

The Lamborghini Huracan Performante. boasts an aero-friendly body and a fuel-cell stack that can be reused as an electricity generating device when not driven. MITSUBISHI Part of the brand’s electric racing car project, the Mitsubishi MiEV Evolution III is the latest incarnation that took a podium at the 2014 Pikes Peak International Hill Climb in the US. It managed to clock run times within 10 seconds of the winning car, which used a normal petrol engine. MAZDA The CX-3, Mazda’s compact SUV which was recently named Thailand’s Car of the Year for 2016 has been updated with more specification and the brand’s G-Vectoring Control system. Motors include 165hp 2.0-litre petrol and 105hp 1.5-litre diesel and will be priced between B835,000 to B1.2mn. NISSAN Based on the e-NV200 minivan,

AUDI In the premium market Audi led the pack with three models on display at this year’s show – ranging from the sporty A5 Coupe, to the Q2 mid-size SUV and their bigger Q5 SUV. Priced between B3.6mn and B4.2mn the secondgeneration A5 Coupe sports a 2.0-litre petrol-turbo engine mated to seven-speed dual-clutch automatic. The cheaper version gets 190hp and FWD, while premuim model receives 252hp and Quattro AWD. At B2.2mn, Audi is hoping to captures the midrange SUV market with it stylish Q2 1.4 TFSI. The cheapest of Audi’s SUV range, the Q2 is powered by a 150hp 1.4-litre petrol-turbo engine mated to a sevenspeed dual-clutch transmission. The popular Audi Q5 has entered its second generation with a choice of 2.0 litre petrol or deisel engines. It’s also recieves some style and feature upgrades and the fully optioned 252hp TFSI comes in just shy of B4mn. BMW BMW all-new 5-series models will come with either a 2.0-litre turbocharged petrol or diesel engine, both with an eight-speed automatic transmission. The sporty 530i boast 252hp and M Sport trim, while the 520d targets those seeking a luxury interior and has a more subtle 190hp. BMW’s 7-series family has been expanded with another two versions priced from B6.6mn to a whopping 12.4mn. The eco-friendly 740Le model features 326hp 2.0-litre petrol-electric hybrid with plug-in facility, while the top-end M760Li has a 610hp 6.0-litre twinturbo V12 with AWD.

IZUZU The popular Isuzu  MU-X pickup has undergone some minor style and feature upgrades, but no change has been made to the existing diesel engine line-up for this year. The 150hp 1.9-litre and 177hp 3.0-litre engines, both with six-speed auto options remain un-

Are robots coming for your job?

Robotic innovations have sparked debate about the fate of human work

lthough technology has long affected the labour force, recent advances in artificial intelligence and robotics are heightening concerns about automation replacing a growing number of occupations, including highly skilled or “knowledge-based” jobs. Just a few examples: self-driving technology may eliminate the need for taxi, Uber and truck drivers, algorithms are playing a growing role in journalism, robots are informing consumers as mall greeters, and medicine is adapting robotic surgery and artificial intelligence to detect cancer and heart conditions. Of 700 occupations in the United States, 47 percent are at “high risk” from automation, an Oxford University study concluded in 2013. A McKinsey study released this year offered a similar view, saying “about half” of activities in the world’s workforce “could potentially be automated by adapting currently demonstrated technologies.” Still, McKinsey researchers offered a caveat, saying that only around five percent of jobs can be “fully automated”. Another report, by PwC this month, concluded that around a third of jobs in the United States, Germany and Britain could be eliminated by automation by the early 2030s, with the losses concentrated in transportation and storage, manufacturing, and wholesale and retail trade. But experts warn that such studies may fail to grasp the full extent of the risks to the working population. “The studies are underestimating the impact of technology – some 80 to 90% of jobs will be eliminated in the next 10 to 15 years,” said Vivek Wadhwa, a tech entrepreneur and faculty member at Carnegie Mellon University in Silicon Valley. “Artificial intelligence is moving a lot faster than anyone had expected,” said Wadhwa, who is co-author of a forthcoming book on the topic. “Alexa (Amazon’s home hub) and Google Home are getting amazingly intelligent very fast. Microsoft and Google have demonstrated that AI can understand human speech better than humans can,” he added. Wadhwa calls the driverless car a “metaphor” for the future of labour and a sign of a major shift. Warnings of dire social consequences from automation have also come from the likes of the physicist Stephen Hawking and tech entrepreneur Elon Musk, among others. Hebrew University of Jerusalem historian Yuval Harari writes in his 2017 book, Homo Deus: A Brief History of Tomorrow, that technology will lead to “superfluous people” as “intelligent non-conscious algorithms” improve. “As algorithms push humans out of the job market,” he writes, “wealth and power might become concentrated in the hands of the tiny elite that owns the all-powerful algorithms, creating unprecedented social and political inequality.” Harari points to the Oxford study, estimating a high probability of job loss to automation – cashiers (97%), paralegals (94%), bakers (89%) and bartenders (77%), for example. Others, like Boston University economist and researcher James Bessen, disagree and dismiss alarmist predictions, contending that advances in technology generally lead to more jobs, even if the nature of work changes. His research found that the proliferation of ATM machines did not decrease bank tellers’ employment in recent decades, and that automation of textile mills in the 19th century led to an increase in weaving jobs because it created more demand. “Robots can replace humans in certain tasks but don’t entirely replace humans,” he said. But he acknowledged that automation “is destroying a lot of low-skill, low-wage jobs, and the new jobs being created need higher skills.” Former president Barack Obama’s council of economic advisors also warned last year that most jobs paying less than $20 an hour “would come under @thephuketnews

Microsoft founder Bill Gates said last month that he supports a “robot tax”, an idea floated in Europe, including by a socialist presidential candidate in France. But Bessen, a former fellow at Harvard’s Berkman Center, said taxing robots could be counterproductive. “You don’t want to be taxing the machines because they enable people to earn higher wages,” he said. “If you tax machines, you will slow the beneficial side of the process.” Peter Diamandis, chairman of the X Prize Foundation for technical innovation and founder of the Silicon Valley think-tank Singularity University, is among those calling for a “universal basic income” to compensate people for job losses. But Wadhwa says the problems run deeper and will require more creative solutions. “A basic income won’t solve the social problems of joblessness because people’s identity revolves around our jobs,” he said. “Even if we have enough food and energy, we have to deal with

the social disruption that’s coming. We need a much broader discussion.” Bessen says reversing the trends of the past decades, where high-skilled jobs gain at the expense of others, pose a “big challenge”. “It’s entirely possible we can meet the challenge,” he said. “But the evidence in the past 20 years is that things are moving in the wrong direction. Phuket downed by Hat Yai FOOTBALL

huket FC suffered their second defeat in a row last Sunday (April 2), going down 3-2 away to Hat Yai FC, a result which also meant the Andaman Dragon dropped down one place to 3rd in the Euro Cake Thai League 4 table. Going into last Sunday’s game, Phuket sat in 2nd place in the table on 10 points, while Hat Yai, who picked up their first win of the season with a 2-3 win away from home to Yala United the previous weekend, sat at 5th with six points. Hat Yai started strongly against the Andaman Dragon and it didn’t take them long to open the scoring. A corner from the right fell to an unmarked Akraphol Meesawad (10) who was just outside of Phuket’s six-yard box, his header to the left of Phuket’s goal should easily have been taken by keeper Ratchanon Intharawisoot (3) but he fumbled it over his own goal line to give the “Gold Argosy” a 1-0 lead. And that lead was extended shortly after. A free kick, again from the right flank, was put perfectly into Phuket’s penalty area and Piyapong Konkham (22) put an unstoppable shot past Intharawisoot. The teams went in at half time with the score at 2-0. But it was Phuket who started started the brighter of the two teams in the 2nd 45 and they were rewarded for their efforts about one third into the period. However, it was a goal that brought much condemnation from the home team. A free kick from the left by Phuket’s Taewarit Junsom (26)

was put into Hat Yai’s penalty area and found Hamed De Silci Diarrassouba, who chested the ball towards the six-yard box. This ball clearly put Phuket FC’s Nattapoom Maya (7) and Yannick Pairice Touguessong (29) in offside positions, however, this was missed by the officials and Nattapoom slotted the ball home. Protests from the home team fell on deaf ears and the goal was allowed, 2-1. The goal brought Nattapoom’s tally for the season so far to six, still keeping him as the league’s top scorer. There was yet more controversy shortly after. A long ball from just inside Hat Yai’s half found their forward Manop Sornkaew (21), who, trying to make a quick break, put too much on his first touch and Phuket’s Taewarit went sliding in to take not only the ball, but also Sornkaew down in Phuket’s penalty area. Having seen video footage from the incident it is clear that Taewarit got the ball before taking down Sornkaew, who certainly made a meal of the situation, but it was a hard one for the ref to call.

Akraphol stepped up to take the spot kick and made no mistake putting the ball home, 3-1. Despite being 3-1 down, Phuket pressed on and shortly before the full-time whistle managed to get the score back to 3-2. A cross from the left just

Rain doesn’t put stop to yachties’ race-week SAILING EARLY RAIN LAST SUNday morning (Apr 2), together with the thought of more rain, looked to have dampened the enthusiasm of the club racers from showing up for racing. But as the sun came out, and Phuket Yacht Club’s (PYC) intrepid race officer Chandran made his appearance, competitors started to flood the clubhouse. PYC race officer Pete Gregg set a course inside Chalong Bay so that the three keelboats and three catamarans could sail a course that could be changed at any given point, depending on the weather. So, with all boats on the start line, the hooter sounded at 1:05pm to get the race underway in a very light south easterly breeze. The first boat to show out was the Java yachting Mumm 30 Judy, which revelled in the light breeze to show the way around the top mark to all competitors, while Hurricane and Galeforce and the new Corsair trimaran The Sting were dicing up the beat. The rain also didn’t stop play for the PYC ladies team, and Liz and the girls had clamped a tight cover on the new monohull Slainte Mhath, which had on board Liz’s soon-to-be-husband Alfie – and she wasn’t going let him have bragging rights on their upcoming wedding day. So the race progressed and a rain squall was followed by

As each boat crossed the line they were greeted with that big Chandran smile and either told well done, or if he had seen a slight muck up, you were also told about that as well. Big thanks go out the to race officers as the boats and crews couldn’t have gone out and enjoyed the water without them and the other volunteers who made the day possible. So to the results. In the multihull class, first over the line was Galeforce, with Kirill giving great instruction to the crew all the way round the marks. Galeforce was followed by Hurricane, who needs a good bottom wipe, or so Alan says, and third the Corsair trimaran The Sting, which was warmly greeted into the club having joined the fleet. he crew from Stand Up Projects were triumphant in achieving their goal of stand up paddling from Krabi, zigzagging through islands across Phang Nga Bay, all the way to Phuket. This two-day adventure paddle was to raise awareness and much needed funds to complete the building of MissionShip. Organiser of this paddle and Co-Founder of Stand Up Projects, Tim Campbell, said: “We heard about MissionShip – a boat that will sail around to remote island communities providing health care to those who are currently dying of preventable diseases – through a friend and after seeing the boat 90% complete and learning UNICEF’s data that 5.9 million kids under the age of five will die this year from preventable diseases, we at Stand Up Projects were compelled to do what we could to help raise awareness and hopefully the needed funds. “Stand Up Paddling is what we do, so we did an open water crossing to help,” he added. The crew of ten men who completed the paddle included 79-year-old Trevor Wadsworth from England who comes to Phuket every year to paddle his sea canoe, Tim Campbell, Richard Jones, Martin Jandke,

Campbell said: “On an adventure like this you immediately bond and encourage each other through having a few laughs and stirring each other up. Everyone at some point takes the lead and sets the pace. “With the amazing backdrop of tropical islands and clear aqua coloured water it definitely helps you find the extra strength needed to push on. “We camped overnight on a remote island beach and couldn’t help ourselves as the full moon rose high in the sky. We all got up from around the camp fire and circled around the island we were camping on to take in the spectacular

sight of the nights sky. “With a few blisters on hands, and some sunburn, all of us made the last paddle stroke and touched the shores of Phuket, where we were welcomed by family and friends,” he said. Patrick Vickers, the Founder and builder of MissionShip, informed us that the boat is 90% complete but that the project had come to a halt due of a shortage of a few remaining items such as masts, sails and rigging. “MissionShip only needs US$60,000 (B2.06 million) to finish the building of the boat and Stand Up Projects, through this recent paddle, have managed to raise around B40,000 and kickstart this push to help raise the remainder of needed funds. “This is obviously well

short of the total amount needed but since their paddle more people have been getting in contact and generously making donations,” Vickers said. “The whole idea of the paddle was to bring to people’s attention this massive health issue and put the call out to those of us who have the fortunate opportunity to receive health care whenever they want, to donate the amount of a weekend meal, a coffee, anything which will go towards giving those less fortunate a chance,” added Campbell. One shot off TGA title GOLF YOUNG PHUKET GOLFER Louise Landgraf, 8, last weekend fell just one shot short of first place at the Thai Golf Association (TGA) Junior Golf Championship held at the Royal Hills Country Club in Nakhon Nayok. However, by finishing second in her U9 category, shooting rounds of 73, 71 and 67, Louise still managed to qualify for the IMG Golf Junior World Championship and the FCG Callaway World Championship both to be held in July. This is not the first year Louise has qualified for the IMG Golf Junior World Championship, as back in 2015, when aged just five, Louise finished 4th in the 6 and Under Division of the championship held at the Colina Park Golf Course in San Diego.

Louise receives her runnersup trophy at last weekend’s event in Nakhon Nayok. Louise was one of 1,200 participants from all around the world representing 60 countries to play in the 46th series of the championships and finished with a score of 187, just one shot behind 3rd place, only two behind 2nd. Moreover, in October 2015, Laguna Golf Phuket member Louis, then aged just six-yearseight-months, made history when she became the youngest golfer ever to achieve a holein-one on the club’s newly upgraded golf course. or the very first time in the 2017 edition of the Patong Pool League one team walked away with an 0-11 win away from home. That team was Cool Hand Lukes, whose win moved them up to 2nd place in the league table, but still some 15 points off long-time league leaders 1Bar. In fact, 1Bar have now taken the top spot in the league since the start of the 2017 league season, and even now without prolific player Goh are still proving to be the team to beat. It was Happy End Bar that suffered at the hands of Cool Hand Lukes, and that loss dropped them down one place to second-to-last in the table. Another mention is also

due to Tommy Hansen from Genius Bar. Why? Because he sent this editor a private message via Facebook to put his hands up to say he was 7-balled by Mark and his wife from San Sabai Sports Bar when they played last Thursday (Mar 30). Well done Tommy for your honesty. The final score in that game between San Sabai and Genius Bar was 3-8. The teams now sit in 11th and 8th place in the table respectively. Champs Bar were the only other team to pick up a reasonably high score in last week’s action when they beat Green Mango 8-3 at home. Those teams now sit at 10th and 13th in the league table respectively. THE PGA HAS REACHED an agreement with Laguna Golf Phuket, Thailand, to brand its new state-of-the-art golf academy. The new Laguna Golf Academy, Phuket, will become part of the PGA family of branded facilities joining a group that includes The Belfry in England and Gleneagles in Scotland. The new PGA academy will be the Association’s first in Southeast Asia based in Thailand, and one of the 11 PGA-branded facilities around the world. hile the Football Associat ion of Thailand (FAT) made another ambitious move to fulfil its World Cup dream on Tuesday (Apr 4), former national team coach Kiatisak Senamuang lashed out at FAT officials and fans whose criticism led to his resignation. Kiatisak, 43, announced his resignation as national team coach last Friday (Mar 31) after his men were hammered 0-3 at home by Saudi Arabia and thrashed 4-0 by Japan in Saitama in World Cup qualifiers. The results were described by FAT president Somyot Poompunmuang as “embarrassing”. With the losses, Thailand remain bottom of Group B in Asia’s final qualifying stage for the 2018 World Cup and are already out of contention with three games left. “I quit as coach of the Thai national team on March 31 for the FAT to move forward. I

apologise that I could not take Thailand to the World Cup in one year,” he said in his first interview since his departure. “The target is too high. It is difficult to reach the target so I quit to open way for another person to do the job. There are wins, losses and draws in sports. We cannot always win. We lost matches but won fans’ hearts. It is the FAT president and its executive board who passed judgement on me.

“We may forget who we are. Everybody wants to play at the World Cup finals but we have to know ourselves. When we lose, it is not that everybody can scold at us.” He added: “I was a national player for 15 years and national coach for five years for a total of 20 years and I had never thought about quitting. But I can’t accept this [criticism] and I think I have made the right decision.”

Pattaya to host Gulf event YACHTING MORE THAN 250 BOATS and 700 sailors from 25 countries will congregate in Pattaya from May 4-8 to take part in the Top of the Gulf Regatta, organisers said on Tuesday (Apr 4). The Top of the Gulf Regatta is set to welcome its 3,000th entrant this year and is the penultimate event in the 2016/17 Asian Yachting Grand Prix Championships. The Top of the Gulf Regatta is the only marina-based regatta in Thailand, and is

hosted by the Ocean Marina Yacht Club. The multi award-winning regatta is an international showcase for sailing and the Gulf of Thailand. Unique in its diversity, up to 12 classes are planned for the 2017 Top of the Gulf Regatta with participants from six years to 70-plus competing. Among them are world champions and future Olympians. Joining the international crews are Thai national sailors who will participate in the SEA Games in Malaysia in August. “2017 will be a milestone

Meanwhile, FAT president Somyot on Tuesday signed a contract with Ekkono Method Soccer Services for the Spanish firm to help groom young Thai players with the ultimate aim of steering Thailand to the 2026 World Cup. Ekkono executive Mikael Ferrero represented the company at the signing ceremony. Bangkok Thonburi University is part of the project as it has donated a 22-rai plot of land for the FAT to build a national young football development centre.

Barcelona-based Ekkono will send their coaches to look after Thailand’s junior teams. Julian Marin Bazalo will coach the U21 side, Oriol Alcazar will be in charge of the U19 team, Lorente Sola will supervise the U16s and Salvador Valero Garcia will oversee the U14s. “The signing of the contract is to lay the foundation for football development from the youth level,” Somyot said. “We want to see these players take us to the World Cup finals in 2026.” Ekkono will only work for the FAT in youth development and will not have any role in the full national team, Somyot said. Fifa will increase the number of World Cup participants from the current 32 to 48 in 2026. Asia is expected to get eight finals berths, up from the present four or five spots. This would give Thailand, as well as other minnows, a higher chance of playing at the World Cup. Thailand have never qualified for the World Cup finals.

anchester United manager Jose Mourinho has told Luke Shaw to improve his understanding of the game if he wants to win a regular place in the side. Shaw made his first appearance in a month against Everton on Tuesday (Apr 4) and won the stoppage-time penalty that allowed Zlatan Ibrahimovic to earn United a 1-1 draw. T

hough the emerging battle between Ferrari and Mercedes promises to enthral at this weekend’s Chinese Grand Prix, the ongoing woe befalling McLarenHonda is teasing to take its own seismic turn. Thanks to a dreadful preseason, almost completely bereft of meaningful testing mileage, grim faces arrived in Melbourne for the seasonopening Australian Grand Prix, where the results justified the pessimism. Though Fernando Alonso, in a typically herculean drive, managed to cling to the pointspaying tenth place for much of the race largely due to the retirements of others, a suspension failure in the final 10 laps put paid to any dreams of an against-the-odds finish.

Rookie teammate Stoffel Vandoorne endured a baptism of similar brimstone, finishing a whole two laps down and dead last in a field of 13 finishers. Alonso, long the most vociferous dissenter inside the team, couldn’t hold back after getting out of the car. “It was probably the best race of my life,” he said. “[There are] few times I’ve had such an uncompetitive car … and even so we were in the points. “But it was probably one of the best races I’ve had.” Any hope for salvation remains months away, with round five or six – the Spanish or Monaco grand prixs in middle or late May – the likely introduction point due to regulations requiring each power unit to last one quarter of the 20-race season. But when in 2015 and 2016 the waiting game was a question of when, in 2017, the third year of the relationship, it could be a question of if – with the stakes for the future

of the partnership high should Honda fail to deliver. The next three grand prixs will be raced on circuits with long straights, with the next two rounds in particular – in Shanghai this weekend and Bahrain the following weekend – comprising straights of 1.2 kilometres and 1.1km respectively, which are amongst the longest in the sport. Not only will Honda’s low power output and high fuel consumption make life difficult for Alonso and Vandoorne on such power-demanding track configurations, the power unit’s electrical deployment – the hybrid energy worth 120kW per lap – is rumoured to be so off the pace that the cars will dramatically lose acceleration before the end of those long straights. The situation is so dire that long-time McLaren shareholder Mansour Ojjeh informally sounded out old engine partner turned rival Mercedes regarding a customer engine supply last month.
