he Department of National Parks, Wildlife and Plant Conservation (DNP) is working on limiting the number of tourists visiting national park areas near Phi Phi Island to allow the protected sites a chance to recover from intense environmental pressure. Local residents rallied to file a petition calling for park areas to be

closed off to allow environmental recovery, resulting in Krabi Governor Phinich Boonlert filing that request with DNP Chief Thanya Netithammakun, confirmed Dr Thon Thamrongnawasawat, adviser to the DNP and Deputy Dean of the Faculty of Fisheries at Kasetsart University in Bangkok. “Consequently, Yoong Island has been closed since May. Maya Bay is next in consideration,” he told The Phuket News this week.

Sarayut Thantian, Chief of the Hat Nopparat Thara - Mu Koh Phi Phi National Park, also confirmed the news this week. “We are thinking about limiting the number of tourists visiting the areas,” he said. “Right now we are collecting information about the impact on Phi Phi. We don’t have details yet, but we do recognise that some national park areas will have to be closed because of the effect of so many tourists visiting those areas,” Mr Sarayut said.

Vice Governor Chokdee Amornwat made the announcement at a meeting with local residents campaigning for official action to ease congestion on the island’s main thoroughfare. 67-year-old Chinese man died at Phi Phi Hospital on Tuesday (Aug 9) after being taken there when he was found unconscious in the sea at Loh Mudee Bay, Koh Phi Phi Don. Phi Phi Police’s Lt Santipoj Nuanreang was notified at 1:30pm that a group of people including tourists had rescued a Chinese tourist who they had found unconscious in the water at Loh Mudee Bay. The man was in a critical condition, police were told. Phi Phi Police, Krabi Marine Police and Tourist Police arrived at the area where they saw a group of more than 10 people surrounding the unconscious man, identified as Tang Hongzhu. Rescuers and tourists helped carry Mr Tang onto a speedboat which took him to Phi Phi Hospital, where he was pronounced dead upon arrival.

When they arrived

at Loh Mudee Bay at around 11:17am Mr Tang went into the water for a swim with his life jacket on,” he said. “Mr Theerawat said he heard other tourists shouting ‘a man has drowned,’ so he went into the water to help along with his crew.” Capt Theerawat explained to police, “We administered first aid to him while waiting

for help to arrive.” Lt Santipoj continued, “Doctors at Phi Phi Hospital said that Mr Tang had a sudden health issue while swimming causing him to fall unconscious. “Tourist Police are notifying the Chinese Embassy to let them know of the incident and assist the victim’s family,” he said.

There will be no ban on the sale of alcohol on today, Phuket Provincial Police Commander Col Teeraphol Thipjaroen told The Phuket News. “The sale of alcohol is permitted on Mother’s Day. The alcohol ban is for the major Buddhist holidays only,” he said. According to an announcement by the Prime Minister’s

Office on January 22, 2015, the sale of alcohol is prohibited on five specific religious days: Makha Bucha, Visakha Bucha, Asalaha Bucha Day, Khao Pansa and Wan Org Pansa days. DNP adviser Dr Thon has long lobbied for touristexclusion zones to allow heavy traffic areas to environmentally recover. “The situation has been

worrying for years, as anyone can see. Limiting the number of tourists is a good idea, if it can be done,” he told The Phuket News. “Huge numbers of tourists continue to flood into Phi Phi, namely at 20 coral reef areas in the national park – and this is not likely to abate in the next few years as the number of tourists coming to Thailand continues to rise,” he said.

Two men held for imam gun attack

olice are questioning two men in hospital for the attempted assassination of a Phuket imam while he was driving home last week. Imam Weerachart Kahapana of Baan Bangpae Mosque in Pa Khlok suffered a bullet wound to the abdomen in the attack on August 4. His 3-year-old son, who was sitting on the back seat of the car when his assailants opened fire, was unharmed. Police were alerted to the shooting, in Soi Koh Kaew 24, off Thepkrasattri Rd – in the heart of the Koh Kaew subdistrict north of Phuket Town – at 8:45pm. Phuket City Police Chief Col Kamol Osiri, Deputy Chief Col Peerayuth Karajadee and forensic officers responded to the call. At the scene, officers found a Honda City sedan crashed into a guard rail and a concrete pole. There were four bullet holes in the driver’s window. Jammed under the front of the vehicle was a Honda Dream motorbike without a licence plate. Nearby on the road was a pair of flip-flops and two full-face helmets. The driver of the car, Imam Weerachart, who is also a member of the Phuket Islamic Committee, was rushed to Vachira Phuket Hospital in Phuket Town. He was conscious and told police that he was driving home when a black motorbike pulled alongside. “The passenger pulled out a gun and pointed it at me through the driver’s window and shot four times. I was hit once in the stomach,” he said. Imam Weerachart crashed his vehicle into the suspects’ motorbike to stop the attack,

Tourists threatened by axe-heavy robbers

The two suspects then fled the scene on foot, and stole another Honda Dream motorbike that was parked in front a nearby house to make their getaway. Police were told that the suspects were last seen in Soi Koh Kaew 22, heading toward Thepkrasattri Rd, believed to be heading toward Phuket Town or the bypass road. One of the suspects reportedly had suffered an injury to a knee. All police on the island were alerted to be on the lookout for the suspects, but at halfpast midnight – 12:30am on August 5 – Phuket Provincial Police Chief Investigator Col Akanit Danpitaksarn received a call from staff at Vachira Phuket Hospital emergency room. The medical staff reported that two men involved in a motorbike accident being treated for scrapes and bruises all over their bodies were acting suspiciously. The men had been transferred from Thalang Hospital. Police arrived at Vachira

Wisuth Yokyong and Thanachai Chunthong were served arrest warrants while recovering in hospital. Hospital to question the two men, 23-year-old Wisuth Yokyong, registered as living at an address in Mai Khao, and 24-year-old Thanachai Chunthong from Trang. The men are suspected of the attempted slaying of Imam Weerachat, police have confirmed. “We have officers monitoring them 24 hours while they receive treatment at the hospital to prevent them from escaping until we question them about the incident,” Col Akanit said. Disabled man, 51, dies after bridge leap A 51-YEAR-OLD MAN died in a Phang Nga hospital after a leap from Sarasin Bridge last Sunday (Aug 7). A 15-year-old girl who jumped with him is currently being treated in the hospital. Capt Suthipong Rodsong from Khok Kloi Police Station was notified that a man and girl had jumped from Sarasin Bridge at the northern point of Phuket at 7:10pm. the man and girl climbed up and sat on the edge of the bridge, then jumped together. “The man and girl were still alive when they were pulled from the water and taken to Takua Thung Hospital in Phang Nga. PHUKET CITY POLICE, in less than 24 hours, tracked down and arrested two men for threatening two tourists with an axe and making off with more than B5,000 in Phuket Town last Saturday night (Aug 6). Vedat Dogan of Australia and Domonkoso Vaniko of Slovakia, both 28, were robbed by two men on a motorbike in front of the Downtown fresh market on Ranong Rd at about 11:45pm. Ms Domonkoso, who was clearly upset, told police that while the two were riding their motorbike in front of the market, two men on a green motorbike pulled alongside. The passenger then attempted to snatch her handbag. However, she resisted and kept hold of her bag. The suspect then pulled up his shirt to show an axe with which he threatened them, she said. “I panicked and let go of my handbag. Among items inside the purse were B5,000, a mobile phone and a driving licence,” Ms Domonkoso told police. After checking CCTV footage, police on Sunday night tracked down and arrested 29-year-old Somchai Buraphut at a house on Surin Rd Soi 3 at 10pm. Somchai matched the description of the driver and his green Kawasaki

KSR motorbike also fit the description of the vehicle used in the robbery, police said. After confronting the suspect and showing him their CCTV evidence, police said Somchai confessed to committing the robbery with his younger brother, 20-year-old Sompong. Somchai led police to a house on Soi Saen Suk 2, where Sompong was arrested and also confessed to the crime. Police recovered the handbag, identity documents and a black Samsung Galaxy S4 Mini, which were returned to the victims, although the money had allegedly already been spent. Apologetically, Somchai told police that he and his brother robbed the tourists only to get money to party and cover their daily expenses. Sompong also claimed that he only pulled up his shirt to show an axe at his waist. Police seized as evidence two T-shirts said to have been worn by the suspects during the crime as well as the motorbike. THE ROYAL THAI NAVY rescued the captain and his one crewman of the lost speedboat Chamnina, reported missing off Koh Rok south of Phuket, last week. The Chamnina left Phi Phi Island and was heading to Koh Lanta with Capt Wijit Ngankhang and one crewman, Yothee Sandee, 37, when it went missing near Koh Rok from about 6pm on August 3. The boat had run out of fuel near Koh Rok, but the two acquired some fuel at the island. They went missing again after leaving the area. A Navy helicopter search team found them near Koh Libong at 4:30pm last Friday (Aug 5). The pair had run out of fuel a second time, the Navy reported. The Phuket News

pinion on whether or not to keep work permits is divided, with those calling for Thailand’s “little blue book” to be discontinued edging ahead, according to the results of a recent online poll by The Phuket News. The poll, which ran online for two weeks, asked: “Is the Thai work permit necessary?” That question was prompted by the clarification last month that a work permit is not required in order to receive income from renting out a condo, an announcement that brought much relief to expat condo owners across the island. However, the disparity of that decision compared with the need for a work permit for any other income-creating activities by foreigners threw the proverbial cat amongst the pigeons in a country where work permits are required by

For decades the concept of whether or not money is received has been irrelevant as the definition of work in Thailand, as posted on the Ministry of Labour website, remains “engaging in work by exerting energy or using knowledge whether or not in consideration of wages or other benefits”. In defence of the work permit, 39 per cent of those

who took part in the poll voted, “Yes, the work permit is a valuable form of identification and should be upgraded to a photo ID card.” A further 5% of respondents voted, “Yes, the work permit is a valuable form of identification and should be kept in the booklet form as is.” Interestingly, 6% of respondents in the poll supported the Thai work permit in its current format while noting

Officials marred by corruption probe

provincial-level task force has been tasked with investigating allegations of systemic collection of payments by Phuket officials, including police, from employers to allow their migrant workers to keep working. The investigative committee was set up on Aug 3 and was given 15 days to present its findings, Phuket Provincial Chief Administration Officer (Palad) Pakpoom Intarasuwan told the press at Provincial Hall last Friday (Aug 5). The committee is to present its recommendations for any legal action against any officials deemed guilty of corruption, he added. The announcement followed a list of persons listed by nickname and mobile phone number – and the government agency the persons allegedly work for – going viral on Thai social media days earlier. The list included payments allegedly collected by those people on the 10th of each month. Phuket Police Chief Maj Gen Teerapol Thipjaroen denied any involvement in any such scheme, and vowed to investigate the origins of the list. He also called for victims of extortion by corrupt officials in Phuket to come forward

Do the officers on the list exist, are they just made-up names? “We also will investigate where this list came from and who posted it online,” Gen Theerapol said. “I have no involvement in this type of operation and I encourage the victims to come forward and file a complaint so we can bring corrupt officials in to face the law,” he added. The list features a list of “names” that resemble nicknames, such as “Region 8 Narin”, “Wichai” and “Pi Moo” (“Elder Pig”). Also on the list are the corresponding

government offices where the “nicknamed” people work, including Patong Police, Phuket City Police, Kathu Police, Wichit Police, Tourist Police, Region 8 Police, as well as the Kathu Civil Defense Office and even the local anti-human trafficking centre, among others. In response, Phuket Governor Chamroen Tipayapongtada said corrupt officials in Phuket was “not new”, but joined Gen Teerphol in his call for victims to come forward with evidence and file complaints. The posting of the list followed more than 150 contractors and business operators filing a complaint at Provincial Hall on August 3 to urge

Officials seize photo tout elephant OFFICIALS HAVE SEIZED another baby elephant in Phuket being used by touts, charging tourists money to have their photo taken with the iconic animal. Livestock officers seized 4-year-old “Namwan” at the “Mai Khao Mart”, near Mai Khao Plaza at the northern end of Phuket, on August 3 after a tip-off from undercover police. “When officials arrived we found the mahout with Namwan asking tourists to have their photo taken with the elephant,” said Surajit Witchuwan of the Phuket Provincial Livestock Office. “We don’t know where Namwan was born; we are still checking details on the microchip,” Mr Surajit added. “However, Namwan’s owner, Suwatchai Kamthip, has admitted to bringing her from Phang Nga to Phuket without a permit,” he said. FOUR INMATES BEING held at the Phuket Department of Juvenile Observation and Protection (DJOP) centre for drug offences, and who were later found to have taken part in last year’s Thalang riots have been transferred to Phuket Provincial Prison after causing a riot at the centre. Officials called for emergency assistance from Phuket Prison, Provincial Police and others at 3pm on August 5. DJOP Director Rawee Kuhamuk said the inmates, mostly teenagers, had destroyed property and items inside the food court and main hall on the first floor. Ms Rawee said, “We tried

to stop and reason with them, but they did not listen. They let off fire extinguishers, smashed a glass partition between the food court and activity room, threw food on the floor and destroyed chairs and lockers.” By 3:45pm a team of officials led by Phuket Prison Director Pichit Wanjit and Phuket City Police Chief Kamol Osiri arrived at the centre, where a group of 35 inmates were still running amok causing chaos. Pickup wet wipeout leaves ankle severed DOCTORS HAVE YET TO confirm whether they can save a man’s left foot, which was severed from his ankle in an accident on Thepkrasattri Rd north of Phuket Town last Sunday (Aug 7). Police and rescue workers were notified of the accident at about 9am and reported to the scene, at a roadside ditch along the infamous Kuan Din Daeng curve, a few kilometres north of Super Cheap. There, on its side in the ditch off the southbound lane was a wrecked bronze-coloured pickup truck with Bangkok license plates. Inside the cab was 41-year-old Kayan Lahab of Nakhon Sri Thammarat screaming frantically that his foot had been cut off. Rescue

workers quickly assessed the situation, noting that a steel guardrail from the road had penetrated the inside of vehicle causing the man’s left foot to be severed from his ankle. ittle more than half of eligible voters in Phuket turned out to cast their ballots in the referendum last Sunday (Aug 7). However, those who did turn out voted in support of the draft constitution and to allow the National Council for Peace and Order (NCPO) to select all 250 members of the Senate, who will be able to vote with elected MPs to choose the prime minister. According to unofficial results posted at Saphan Hin on referendum night, only 150,326 of Phuket’s 274,407 eligible voters turned out to cast their votes. The turnout of only 54.78 per cent was a huge shortfall on the 80% turnout hoped for, but only 3% short of the national average. All votes cast for Phuket were counted Sunday night, with 3,181 spoiled ballots reducing the number of countable votes 147,819. Of those, 88.03% agreed to introduce the draft constitution, and

Pokemon Go tours launched in Phuket WHILE THE COUNTRY struggles to contain the Pokemon Go frenzy that has already seen people endangered while hunting for animated characters on their smartphones in the augmented reality game, one Phuket tour operator has launched tours to hunt down the prized critters. Yongyuth Chankul, Managing Director at Phuket Tour Holiday Co, launched tours around the island to hunt Pokemon characters on Monday (Aug 8), just two days after the game was launched in Thailand. “Many people are delighted that we came up with the idea to help them hunt for Pokemon at Phuket landmarks. We normally offer daily tours to these tourist attractions, so all we had to do was add Pokemon hunting to our package,” he told The Phuket News. The tours, by car or van, take Pokemon hunters around Phuket. Thalang police were notified at 3:10am that one of their officers had been assaulted by a customer inside the Makam Deekwuy pub on Thepkrasattri Rd in Srisoonthorn. Police arrived at the pub with Kusoldharm rescue workers and were told that someone had already taken the victim to hospital. The officer, later identified as Sen Sgt Maj Sukon Kaewthongsan, received five stitches to his face at

Thalang Hospital and was released immediately after receiving treatment. Sen Sgt Maj Sukon later reported the incident to Capt Santichai Simai. “The man grabbed a plastic chair and hit me in the face,” Sen Sgt Maj Sukon said. Capt Santichai added that another officer reported that the man who assaulted Sen Sgt Maj Sukon had gone to the station at 9am that day and admitted that he had had too much drink when he carried out the assault. n Thailand there are three occasions to formally show appreciation to your mother. The first is today, August 12, the Kingdom’s official Mother’s Day, which has been celebrated on Her Majesty the Queen’s birthday for the past 40 years, since 1976. H M Q u e e n Si r k it , a mother herself, is revered as the Mother of all mothers in the Kingdom, so it’s only logical to mark her birthday August 12 as Mother’s Day. (See our full tribute to HM the Queen on pages 20 and 21 in Life). Prior to 1976, Thais officially celebrated Mother’s Day on April 15, at least since 1950. Another day in Thailand that is customary to show appreciation to one’s mother is on one’s own birthday. The logic behind this is that your

mother devoted nine months (give or take) to carry you around in her womb. Ask any mother about the pain and suffering they endured during, before and after labour, and you’ll get a better idea of the nature of a mother’s unconditional love for their child. Indeed, you would not have any birthday at all if it weren’t for your mother’s weeks, months and years of pain and suffering, ensuring you had/have the best opportunities in life. No one is perfect, not everyone has the best opportunities or financial means, but we can rest assured that all mothers do the utmost within their means to ensure the best outcome. It is ever-common in the age of “selfie” for Generation Y to celebrate themselves on their birthday, by throwing

a birthday party or having meal and cake. Perhaps this world would be better if we all honoured the traditional Thai birthday custom. On your next birthday, The Phuket News encourages you to show your appreciation to your mother – in person or spirit. Cancel the birthday party, make a date with mum. Be careful what you get in curries,covered in dubious sauces, especially if you cannot read/understand Thai, and in less-touristy areas especially, if you are in food courts, markets, along street stalls. Had to take night bus once couple of years ago in high season (flights full). Bus stopped along the way, there was a meal ticket included. We went for coffee, but some backpackers stood and looked at the limited buffet. Overhead one ask the other, what is that (pointing to a very yellow peculiar stew with funny objects sticking out)? The other one replied: “No Idea! he draft constitution cruised to an easy win last Sunday (Aug 7) in the long-awaited referendum, as supporters overwhelmed opponents in what was not the tight contest that had been predicted. The unofficial result from the Election Commission (EC) with 94 per cent of the votes counted showed 15.56 million people backed the draft as opposed to 9.78 million who were against it. The EC said the vote counting was frozen for Sunday. The counting resumed on Monday (Aug 8), but EC chairman Supachai Somcharoen said shortly after all polling units closed that the official result was expected on Wednesday (Aug 10, when The Phuket News went to press), pending no complaints lodged to the election organising agency. The ‘Yes’ camp accounted for 61.4% of the voter turn-out on Sunday, while the ‘No’ fac-

HIGHWAY POLICE ARrested two men early on Wednesday morning (Aug 10) and seized 99 kilogrammes of marijuana smuggled into the country from Laos. Mongkhol Khamtheera, 26, and Pheeraphol Muangngam, 21, both from Saraburi, were arrested at a checkpoint on the Mitrapharp Highway in tambon Kham Muang of Khon Kaen’s Khao Suan Kwang district about 5am. Highway police found 99 slabs of compressed mari-

juana in three bags behind the driver’s seat. They were well packed and waterproofed for the rainy season, said Col Aphichart Phojan, chief of the highway police in Khon Kaen. He said the two men confessed they received the marijuana from smugglers in Si Songkhram district of Nakhon Phanom, bordering Laos, and were taking it to Phetchabun province for delivery to a large drug gang. Cops sharpen sights on rail-delivery drugs BANGKOK POLICE ARE EXPANDing a campaign against illicit drug smuggling on trains to cover all rail routes across the country after operations targeting selected train journeys proved successful. Col Torsak Sukwimon, head of the police commando division, said his unit has worked closely with railway police in searching and providing a presence on trains running along the main northern and southern routes. The effort is part of the “Police in Train” campaign aimed at cracking down on illicit drug smuggling on trains and boosting passenger safety. Of the northern and southern trains targeted, the route connecting Bangkok and Chiang Mai has received particular attention because it is one of the main transport routes favoured by drug smuggling gangs, he said. Police targeted suspects wanted on arrest warrants for drug offences, Col Torsak

said, adding that 54 wanted suspects were arrested last year and 59 others on warrants have been apprehended so far this year. Police are now expanding operations to cover rail routes across the country to stamp out drug smuggling activities, particularly those in border provinces, Col Torsak said. Smugglers usually pose as tourists and carry drugs from border areas to Bangkok, Col Torsak said. Many of the drugs are destined for a third country, so Bangkok is just a transit point, he added. Drugs from the far North destined for Malaysia pass through Bangkok, so the journeys are long which means many smugglers usually travel on a long-haul sleeper trains and often switch routes, making it difficult for police to hunt them, police said. he national telecom regulator will send an urgent letter to Pokemon Go developer Niantic Inc, asking the US-based firm to set four “no-go zones” for players in Thailand in order to ban them from entering restricted and dangerous areas. The four restricted areas encompass state properties, temples, private zones and dangerous areas including roads, waterways and railways. The National Broadcasting and Telecommunications Commission (NBTC) also ordered all mobile operators to provide Pokemon Go Players’ Guides. The regulator also wants operators to set up parental controls on the use of the augmented reality mobile game, by setting up automated alert systems as a warning for the parents of players to remain alert while their kids are playing in order to prevent shock bills. The move came after many complaints were made about a number of gamers who entered several sensitive areas playing the game following its launch in Thailand last Saturday (Aug 6). The resolution came on Tuesday (Aug 9) after a discussion among representatives of the NBTC, Ministry of Social Development and Human Security, and five mobile op-

The NBTC urged mobile operators to improve alert systems for parents in the event their child buys items excessively while playing or processes unintentional purchases. Mr Takorn said some operators have set up an alert system to send a notification message immediately to parents as they approach their credit limits. Advanced Info Service (AIS) and Total Access Communication (DTAC) have allowed customers to buy items from online games through both credit card purchases and monthly bill payments. The two companies already have a credit limit system to prevent excess purchases, with the credit limit set at B1,000

per one-time purchase and B8,000 per month for DTAC and B10,000 per month for AIS. However, TrueMove has yet to allow its customers to buy items through online games via monthly bill payments. Purchases can only be made by debit and credit cards. Prime Minister Prayut Chan-o-cha said that despite his concerns over safety, it was an individual’s right to play the game. However, he said, “What makes me worry is the safety of the players. Suffering a never-ending vigil

Millions of families around the world yearn to bury their dead NETHERLANDS

N

ameless migrants laid to rest in unmarked scrubland, murder victims dumped in mass graves, desperate searches for the missing after natural disasters. Around the world, millions of families wait in vain to bury their dead. “You cannot close the book on the life of a loved one if you do not know the truth, or what the reasons were, why people went missing,” said Salvadoran diplomat Augustin Vasquez Gomez. His country, where some 8,000 people are still missing after years of civil war, has become one of the latest nations to sign a treaty pledging to support the work of the International Commission on Missing Persons (ICMP). In the Philippines, also a signatory to the treaty, there are still 2,000 missing after Typhoon Haiyan struck in November 2013. And while finding and identifying the missing killed in conflicts or disasters is an age-old problem, no overall global figure has ever been determined. The numbers are thought

Photo: Armend Nimani/AFP to be “staggering” – between 250,000 and a million in Iraq alone stretching back to the early days of the regime of former dictator Saddam Hussein, said Kathryne Bomberger, ICMP director general. The organisation, which finances its painstaking research through voluntary donations, held a recent seminar on its work as it moves its headquarters from Sarajevo to The Hague. Born out of the conflicts in former Yugoslavia and

set up in 1996 by then US president Bill Clinton, the ICMP has used sophisticated DNA matching techniques to identify more than 70 per cent of the 40,000 who went missing in the Balkans wars. Now it is shedding its ad-hoc status to become a recognised international organisation – the only one dedicated exclusively to accounting for the missing. It hopes to open a new lab in the Dutch city in the coming months, to comple-

ment its first one in Sarajevo which already has the capacity to handle up to 10,000 DNA cases a year. Demand is growing. And as the conflicts in Syria and Iraq feed a new wave of refugees, hundreds of whom have perished at sea lacking any kind of documents, a new challenge is emerging. After five years of civil war and a huge exodus from the country, there are an estimated 60,000 missing Syrians.

“There’s nothing we can do in Syria for the moment, but we’re already losing time in terms of collecting data from survivors,” Ms Bomberger said. She’s hoping to try to move into the refugee camps, build up trust with families there and start organising a valuable database. Every day Syrian families are contacting the organisation for help finding relatives, and the ICMP is already working with Italian authorities to try to identify the dead washing up on Italy’s shores. In Iraq on Mount Sinjar, it has been working to identify mass graves from the Islamic State group’s persecution of the Yazidi people, protect the sites and catalogue the DNA of the dead. And that’s without mentioning conflicts in Africa or Asia, where there are also many families waiting to claim their dead. “Part of what we want to do and focus on is demographics, for once to try to get a handle on how many people are missing in the world,” said Ms Bomberger. “Most countries don’t have accurate figures because of the highly political nature of these conflicts.”

Identifying the dead is also crucial, if those behind the world’s worst crimes are to be successfully held to account, said Kweku Vanderpuye, senior trial lawyer at the International Criminal Court. “Often, the perpetrators of those crimes operate under the principle: no bodies, no crime,” he said. For those left with no grave to mourn over, there is an overwhelming sense of loss, of farewells left unsaid, a raw grief which does not fade as the decades pass. “Our truth is hidden in mass graves,” said Munira Subasic, president of the Mothers of Srebrenica, who lost 22 members of her extended family in the 1995 genocide in the Bosnian enclave. She told the seminar how one Bosnian Muslim mother died in Srebrenica a few days ago, still mourning her son whose body has never been found. “Her last words were that if she had been so lucky to find just one little piece of bone she would have wrapped it in silk and kept it for herself. And it would have made her the happiest person in the world,” said Ms Subasic. AFP

It took f ive days for Guillaume Legros, better

known as Saype, to paint a pipe-smoking shepherd onto 10,000 square metres of grass near Leysin in the Alpine canton of Vaud. Keen to protect the environment, Saype, 27, used only natural products for his artwork, which will gradually fade as the grass grows and as rain falls. Altitude and the sheer scale of the project were challenges for the artist.

“If I forgot a bucket of paint down the hill, it would take me half an hour to go and fetch it,” he told the 24 Heures newspaper. Saype had to make several emergency repairs to the painting, filling in the burrows made by moles, before its official launch last Saturday (Aug 6). “I painted an immense man. But he is nothing compared to the immensity of na-

ture. That’s what I wanted to reflect on,” he told the paper. According to Guinness World Records, his work is slightly smaller than the largest painting on any surface. That honour belongs to Croatian artist Duka Siroglavic, whose “Wave”, covers 10,800 square metres of canvas and was first exhibited outside a university in Zagreb. AFP

Condo legals: True or false

Dubunking the misinformation fallout from condo rental fiasco PROPERTY Jerrold Kippen Tax & Law Expert Duensing Kippen

ince we published our article, “Is your house or condo an illegal hotel?” on April 30 there have been several media reports on the same subject. Unfortunately, not all of the comments quoted in the reports were legally accurate, and we have received several inquiries regarding the reports. Accordingly, we thought we would take the opportunity to provide a short legal “fact checking” of the following comments quoted in the reports that seemed to have piqued the greatest interest: 1) “[Renting one’s condo] is a personal arrangement between the person renting out the condo and the person renting it – it does not concern the Employment Department.” HALF TRUE Section 5 of the Alien Workers Act defines “work” as follows: “Work by using manpower or knowledge, whether those who perform the work want wage or any other benefits in return or not.” Setting aside the circularity of the definition, any foreigner within Thailand engaging in any activity that meets that definition would need a work permit. In our opinion, actively renting out your condo or villa on a daily or weekly basis could be considered a service. And using your knowledge or manpower to do so meets the Section 5 definition. However, if you do so from outside of Thailand you do not need a work permit. 2) “In actual fact, accord-

Photo: Tanyaluk Sakoot ing to Thai Law, foreigners allowed to purchase under foreign quota is [sic] only allowed for personal dwelling and not for business or income.” FALSE While it is true that the Condominium Act restricts the percentage of foreign ownership of a condominium, there is nothing in the Condominium Act that restricts a foreigner’s use of their condominium unit. 3) “Rentals can be done from 30 days up and not less.” HALF TRUE The Hotel Act restricts rentals of less than 30 days without a licence. But there is an exception to this for properties with four bedrooms or less and where the income earned from doing so is not the operator’s primary source of income. 4) “If you are a Thai company you need not have a work permit as you have Thai directors.” FALSE Neither the Civil and Com-

mercial Code nor the Foreign Business Act require a Thai company to have a Thai director. Furthermore, if you are a foreigner and the Thai company in which you are a shareholder or director is doing any business activity, and you are acting on behalf of the company for its business – you must have a work permit. 5) “It is inacceptable [sic] to operate an illegal hotel. The penalty for this is up to one year in jail or a fine of up to B20,000, or both.” TRUE, BUT there is also an applicable fine of up to B10,000 per day of the illegal operation. 6) “If a property is registered with the Land Department as a condo, then it cannot be registered as a hotel.” FALSE The Condominium Act regulates a type of real estate ownership, but not activities or businesses. The Hotel Act regulates

what it defines as the type of activity that constitutes hotel business. As long as a registered condominium building complies with the requirements of the Hotel Act (which also requires compliance with the Building Control Act’s requirements regarding hotels) and all of the owners of the condominium consent to engaging in that type of activity/ business at the condominium and obtaining the hotel licence, a condominium can indeed obtain a hotel licence. And in fact, there are many such cases of registered condominiums for which hotel licences have been obtained, including in Phuket. Generally this is planned and processed when the development is set up. But it is also possible to change a pre-existing apartment building into a legally registered condominium and, therefore, a legal hotel as well, as we explain here. 7) “To make them all legal can take time and some

of them simply cannot be registered as a hotel simply because structurally they are not hotels.” TRUE As the Hotel Act stands at the moment, most illegal “hotels” cannot become legal, largely because they cannot comply with the requirements under the Building Control Act for legal hotels. And for those currently illegal hotels that could comply, it would require a significant amount of time for them to obtain legal status. However, it should be noted that operators who are providing rentals of less than five bedrooms for less than 30 days AND only for “additional income”, could comply with the Hotel Act by simply reporting their activity to the relevant local authorities. 8) “The Hotel Act needs to be updated to allow condominiums that do wish to obtain a hotel licence and villa estates or properties a clearer pathway, as there are a many

who are willing to obtain the necessary documentation.” and “A hotel business involves many laws, so solving this issue is not easy. The Ministry of Interior is working on this issue. I know the ministry is considering a proposal to allow other types of buildings to operate as hotel, which is now being considered by their policy committee.” WE AGREE This could be done without the need to amend the Hotel Act itself. As we mention above, there is already an exception to the definition of a “hotel” under the Hotel Act pursuant to a Ministerial Regulation under the Hotel Act which excludes operators with less than five bedrooms (and less than 21 guests at time) who are only doing such for “additional income”, from the definition of “hotel” operators. We suggest that similar could be done for the many currently illegal hotels in Thailand by carving out one or more categories of exceptions to accommodations that would require a hotel licence. Such additional categories of operation could perhaps require a lower grade licence with much less onerous requirements and, of course, a fee payable to the Thai government. We believe the majority of such operators would be pleased to comply with such reasonable requirements and Thailand would not only gain direct fee income but its tourism industry would benefit as well. Taking stock of investing

A beginners’ ‘crash’ course to investing in the Thai stock market STOCKS Steven Layne editor@classactmedia.co.th

F

or the past 10 months or so, I’ve enjoyed a steep learning curb trading stock through the Stock Exchange of Thailand (SET), and hereby share some reflections. First, it should be noted that I do not come from a “seasoned” business background. I’m a 33-year-old journalist with a degree in Communication Arts who for much of my adult life has gone from pay cheque to pay cheque teaching English if not writing, translating and editing content for a handful of publications, and will continue to do so for the foreseeable future to pay the bills. The rudimentary business knowledge I possess – which made me confident enough to start putting a little cash aside each month for the purpose of investment – came mostly from working on the Business Desk for one of my former employers, complementing

Economics 101 coursework in college, in addition to many leisurely hours playing a stimulating PC business simulation game called “Capitalism 2”. That said, notwithstanding possessing an actual MBA, a fundamental understanding of economics – micro and macro – is essential for anyone looking to successfully trade company stocks, in Thailand or anywhere for that matter. Understanding what makes a business, and economy, quantitatively thrive will ensure that one has a better chance of choosing, and running with the “right” companies. My first six months of SET trading proved to be steadily fruitful. As ubiquitously advised, I diversified my portfolio and conducted basic fundamental analysis on the companies I was attracted to (mostly in the agri-food and energy sectors), reinforcing my knowledge base with some useful Thai-language “tips” books and periodicals. Before long, I was in the green, eyeing five per cent appreciation.

Source: Bidschart. com Graph: TradingView.com But just like that, without clear warning, the share value in one of the companies I had about 30% of my portfolio staked, Solatron PLC – a solar-energy company – took an overnight plummet. When said company released a negative report in May for a sluggish first quarter, I could only watch in disbelief over the following three trading days as the price per share raced to its new bottom at B4, from B9. As the stock price plunged in the hours after

the two-month-lagged report was released, I had the snap reflex to sell the bulk of my stake in the company, settling for a 20% hit to my overall portfolio – luckily I didn’t hesitate too long, otherwise it could have been worse. All those financial advisers telling you to diversify and perform due diligence in financial fundamentals are not blowing hot air! In hindsight, I should have scrutinised the company fundamentals and dealings

a little finer before getting in. Clearly I jumped in too quickly because I wanted my own stake in the potentially lucrative alternative energy sector, despite that particular stock being fundamentally inflated. A little more scrutiny of their cash flow and earnings reports and forecasts would have provided some important indicators that at B9, it was already overpriced, and thus vulnerable to any negative catalyst. There are various indicators that can signal whether a stock is considered overvalued, and thus vulnerable to a market correction. A favourite is the Price to Earnings ration or P/E, which is derived from dividing the current stock price by its most recent Earnings per Share (EPS) figure. Interpreting the value of a stock using the P/E can be tricky and it’s best taken into consideration with P/E values of other similar companies. The Price to Book Value (P/BV in the SET, or P/B elsewhere) is a more straightforward indicator that is derived

by dividing the current stock price by its underlying assets minus intangible assets and liabilities. A higher P/BV (more than 1) tends to suggest a stock is over-valued. No one indicator should be used to draw conclusions, however. In sum, traders hoping to reap capital gains in the short or medium terms should always be prepared to act or react to catalysts, which can happen overnight and may be triggered from a bad – or good – earnings report, keeping in mind that for many SET-listed companies, it may take up to two months after the last quarter concludes for such reports to be issued to the bulk of minority shareholders. It goes without saying that well-informed and researched “foresight” and intuitive “forecasting” skills and knowledge are priceless. I

n Safe Waters, we've mainly discussed emergencies that can happen while one is swimming or enjoying a day on the beach. Frequent reports in local media clearly indicate that travelling on a yacht or ferry can also be quite risky. Boats capsize, collide and sink, causing injuries or loss of life, but following some basic rules can increase your chance of staying safe. Below you can find some recommendations from the Phuket Tourist Rescue Centre at Chalong Pier.

Boarding and disembarking

Big vessels such as ferries normally have comfortable and safe boarding ramps, gangways and bridges for passengers to get on and off board. These vessels themselves are also heavy enough to stay motionless while people board, disembark and move around. Small boats, including longtails and speedboats, are not as stable, and gangways are not always present. The smaller the boat is, the more careful one should be on it. Remember, falling into the water can present a serious danger, because boats at the pier are often moored next to each other and there is always high risk of being hit by a boat or getting trapped under one. In order to be safe, always follow the directions of the boat crew. When boarding, first check if the boat is stable, then hold somebody's hand, put one of your feet inside the boat (not on the gunwhale), put the other foot inside, proceed to the designated seat to let the other person board.

Don't scramble to get on the boat, do not jump into it. Remember, that boarding or disembarking a speedboat is allowed only when the engine is off.

When on a boat

As said above, small vessels are prone to instability, they are not cruise liners after all. Try and do your best not to unbalance the boat any further. The recommendations of Phuket Tourist Rescue Centre, Chalong Pier are as follows: • If there are chairs set up, sit on them. • Try to be aware of balancing both sides of the boat when choosing a seat. • Do not stand on the stern, the gunwale or sit on the roof of the boat. • Do not relocate without informing the captain/crew and getting their permission. • Always wear life jackets while on a boat. • If you use the restroom, inform the staff before you go. Otherwise in the event of an emergency they won't be able to inform you immediately and guide you to safety. When travelling with children always be aware where they are and what they are doing at any given moment. Sit down with them before your journey to make sure they know the basic safety rules.

If there is an emergency on board or a boat collision, but the vessel is not taking water, wait patiently for instructions from the staff and follow them closely. If the boat is taking water, evacuate the boat immediately and float freely with others from the boat. Make sure to swim away from the boat because water will be sucked into the sinking boat plus there is always a risk of being hit by the vessel or its propellers. If you see somebody falling in the water or if it happens to you, the first thing to do is informing the boat's crew and other people on board. Other recommendations from the Phuket Tourist Rescue Centre, Chalong Pier are: 1) Do not panic if you fall overboard. Swim away from the ship to get a safe distance from the propeller, then stop and float freely in the water waiting for help. 2) Do not attempt to swim to shore

if it is too far away, you can become exhausted and can possibly drown. Raise your hand to attract attention and shout for help. 3) If someone else has fallen overboard, immediately inform the crew then throw safety equipment such as lifebuoys or life jackets to them. 4) If you are in the water, try to find improvised lifebuoys such as pieces of wood and other buoyant objects. Watch out for people who may need your assistance and provide help if necessary. 5) If possible, try to remove your shoes, belt or anything that is weighing you down. Emergencies on board can take different forms, including fires, boat collisions and capsizing to name a few. No one is able predict when or what can possible go wrong, so always wear a life jacket, they are not called LIFE jackets for nothing. You can be an Olympic swimmer, but even a FINA world champion can do little if they end up in the water unconscious after being hit by a

Driving in Thailand

f you are new to Phuket or Thailand you will have found that the driving practices are somewhat different from your home country. In many Asian countries it seems to be that red traffic lights are somewhat of a suggestion rather than a rule. Yes, it is advisable to stop at a red light, but you may choose to proceed at your own risk! A little more difficult to get used to is the accepted practice of motorbikes driving into oncoming traffic from the opposite

direction (to take a shortcut). Be alert at all times. Pedestrians should also be aware that sidewalks are not always only for pedestrians. To obtain a Thai driver’s licence or not, that is the question. Strictly speaking, it is a legal requirement and you will find that in the event of an accident, your insurance may not be valid if you do not have a Thai driver’s licence or International Driver’s Permit. If you are staying a while, it’s a good idea. If you do the groundwork to obtain all the necessary documents beforehand, it is a fairly straightforward process. You will need: 1) Photocopies of your passport photo page, current visa stamp and entry

card. 2) A health certificate (cheaply and easily obtainable from medical clinics. Must be less than one month old.) 3) Proof of registration of residence or work permit (obtainable from Immigration). 4) Photocopy of your home country licence or International Driver’s Permit. Submit all the documents at the Phuket Provincial Land Transfer office in Phuket Town between 8:30am and 9:30am and you will be given a reaction test (to show you can break quickly – a skill quite often needed!) and a colour-blind test. You are also required to watch a one-hour video (in Thai with English subtitles) about the Thai traf-

fic regulations. After that, payment is made, a photo is taken and you have a two-year licence that can be renewed near to the expiry date to a five-year licence. n July 15, Satree Phuket School successfully held it’s first International Programme Cambridge (IPC) Parents’ Meeting. The meeting was very useful for parents and teachers. Test results were given out and teachers had a chance to not only get to know the parents, but to review with them their children’s strong points, the progress they’ve made, and areas needing improvement. It was a very valuable meeting for all.

However, if one were to think about the shopping malls in Bangkok, as well as the decline of Buddhism in the East, that statement would take on a new form of irony. The biggest trouble with teachers is that it is very difficult to find one that won’t lead you astray. Take, for instance, the televangelists in America. If ever one should beware of false prophets, these bloodhounds would take the cake. Here are just a few notable pearls of wisdom from these “learned men”. Pat Robertson apparently forgot the whole “turn the other cheek” part of the Bible when he once said of Washington, D.C., “Maybe we need a very small nuke thrown off on Foggy Bottom to shake things up.” In the same vein, (and apparently forgetting that pesky “Thou shalt not kill” commandment) television huckster Jimmy Swaggart

once quipped, “I’m gonna be blunt and plain, if one ever looks at me like that I’m gonna kill him and tell God that he died.” Money is, of course, also frequently a topic for teachers. Joel Olsteen is quoted as having said, “God wants us to prosper financially, to have plenty of money, to fulfill the destiny He has laid out for us.” Creflo Dollar (aptly named, I might add) got more efficiently to the point when he recently tweeted, “Jesus bled and died for us so that we can lay claim to the promise of financial prosperity.” Throughout history, women have also been the subject of the most stupid of teachings, even by good teachers. Aristotle once said, “The female is a female by virtue of a certain lack of qualities.” Plutarch once said, “A wife should have no feelings of her own…” Saint Thomas Aquinas once wrote that woman is made when “the semen is weak”, Cato the Elder lamented that, “Woman is a violent and uncontrolled animal…”, Napoleon proclaimed, “Nature intended women to be our slaves…” and even Sigmund Freud stated, “The sexual life of women is a dark continent for psychology.” I imagine you’re thinking that Buddhism would be immune from this chicanery; with all of its sophistication and everything? Not so! With the proliferation of the Internet, there are so many incorrect quotes attributed to

There has always been and always will be the crowd who wants to take your money, much like America’s infamous televangelists. There are also far too many teachers who simply learned incorrect knowledge and unwittingly pass it on. The question becomes how do I find an enlightened teacher?” It’s not easy. After all, in Thailand, you would need a team to translate for you. I do have some advice that can help. First, a sincere Buddhist teacher will not be interested in your money or be hawking goods. Second, you need to know that Buddhist teachers do not perform miracles like Jesus. They cannot take away all of your sorrows and suffering. If you’re looking for that, look elsewhere or you’ll be taken advantage of. Finally, while Thailand is one of the best places for a Westerner to discover Buddhism, Thailand is not one

of the best places for most Westerners to learn Buddhism. Yes, there are certainly a few services in English that you can find for yourself on the Internet. You need to understand that Thai culture and Western culture are polar opposites. Many foreign teachers will struggle to accommodate your learning style and translation will also be a serious issue. If you really want to learn Buddhism you may need to make a commitment to return to the west. You may be surprised to learn that many of Thailand’s best monks actually live in the West now. There are many wonderful temples dotting Europe and America. There is even a Buddhist university in Boulder, Colorado. Bear these things in mind when searching for a teacher. Remember, Buddha urges us to find the truth on our own, for Buddha said, “By oneself is evil left undone; by oneself is one made pure…” That’s something Buddha actually said. It’s in Dharmapadda XII, verse 165.

Annual Por Tor Festival coming up next week with red turtle parade

he annual Por Tor Festival organised by the Phuket City Municipality and the Tourism Authority Thailand (TAT) Phuket Office is scheduled to be celebrated at many shrines in Phuket from August 15 -31. The Por Tor Festival, also known as the “Hungry Ghosts Festival” is held in the seventh lunar month in the Chinese calendar, which is believed to be when the gates of Hell open and spirits are allowed to wander the Earth and revisit homes. During the festival, people bring food and decorated fruits to offer to the God of the Demons, Por Tor Kong, for him to pass along to the spirits. An essential offering for the festival is a red turtle-shaped cake called Ang Ku, which come in various sizes and are made from wheat flour and sugar. Turtles, to many Chinese, symbolise longevity. At the festival people can enjoy the sight of beautiful street parades on August 19 and August 21. The event is scheduled as follows: • Aug 15-22 – Thaihua Museum

L

et me start by saying that despite living in Phuket, which is well known for its beaches, we (as a family) are not really beach people. We don't really ever go to the beach, certainly not for a whole day. Normally, just in passing we might decide to take a look, or if I am in a “go for a drive” mood, we might stop at a beach or two. We honestly never visit the main beaches in Phuket, and I suppose the only beach that we visit often would be Khao Khad beach which is home to The Beach Bar, a favourite hangout of ours in the high season (it closes in low season). Maybe we used to visit beaches more often when the kids were small, around a decade ago, but even then we preferred small beaches with no crowds. Despite being a very, very busy tourist island, Phuket and the surrounding area does have many quiet areas and some quieter beaches. We first found Laem Ka beach in 2006, which was the year I started doing my blog, so we started exploring Phuket a lot more. Although we'd been around the Rawai beach area many times, we had no idea that Laem Ka existed! After a wrong turn and directions from a friendly hotel security guard we found this lovely quiet place and (for once) we even stayed a while and let the kids play at making sandcastles. Time passes, kids grow up, everyone is busy, and then one day you find 10 years have got behind you. It was in late 2006 that we first found The Beach Bar too, and we started to drive towards Rawai less often as it normally takes 45 minutes from our house. I actually think that until a few days ago I had not been back to Laem Ka since 2006. Too busy working and exploring new places. I was heading to Rawai a few days ago mainly to photograph @thephuketnews

the mosques, but I figured it would be good to check out Laem Ka again. I had heard over the past few years that it had become busy with speedboats. Coming from Chalong, the tiny road down to Laem Ka is almost at Rawai Beach. Just before the turning to Laem Ka is an even smaller side road leading to Laem Ka Noi (noi means small). I remember 10 years ago seeing a sign for Laem Ka Noi Seafood, but when we got there we just found a few old tables by the sea. The place is mentioned on several websites, so I wondered if it looked more open these days … Laem Ka is about one kilometre down a very narrow road, and then you hit a twisty concrete track heading slightly downhill and then (promising) a sign to Laem Ka Noi Seafood. An even narrower road heads steeply downhill. I parked near the sign and walked down. And saw some old tables by the sea. Like a 10-year-old memory. Now, there was one table occupied by a couple, and the table had some plates on it, but aside from an old man in a hut above the sea, I saw no restaurant, no staff, no menus. Nobody came to ask if I was hungry or wanted a drink. If this place really is a restaurant, it holds its secret well! That mystery has yet to be solved. I drove back to the main road and then the turning to Laem Ka is just 400 metres further towards Rawai, just after a 7-Eleven store and opposite the entrance to Rawai temple. The one kilometre drive passes through the back of Rawai village and then you come to a security barrier (open) and then drive through a beautiful piece of land full of coconut trees. It's private land and there are signs on trees saying "No

Photo". Whoever owns the land has granted right of way to the beach. The car park at the beach is still bare and dusty. There is still an old open front shack above the beach as there was 10 years ago, but no sign of any vendors selling food or drinks. A few steps lead down from the carpark to the sea. It was high tide, plus (being low season) a few waves. The rocky area where my kids played 10 years ago was not accessible. Crowded? No. People had told me about speedboats, but maybe because it's low season and with a few small waves, not safe for the speedboats to land… I'll have to check again in high season. The rocky area (with patches of sand) is to the right of the steps. With that being underwater, I turned left. There was one local family there, plus two foreign couples (another couple arrived with a guide/driver and only stayed a few minutes for a photo) and there was a bunch of little local kids – some clothed, some

not – running around playing football and jumping in the sea. A sunny low season day would seem to be ideal for a visit to Laem Ka beach! The whole beach is only about 150m long. The rocky area is at the south end, and at the north end is a rather dilapidated looking building. Just north of that is the old Evason resort which closed a few years ago, but is due to reopen in 2019 as the Intercontinental Phuket Resort. There are some basic wooden stalls at the back of the beach. Nothing was open when I was there, but perhaps in high season there will be vendors for the tourists coming in by speedboat. On the day I visited (one of those not so uncommon perfect blue sky, low season days) Laem Ka beach was paradise… Jamie Monk blogs about all things Phuket. Long Live Her Majesty The Queen

T

oday, Friday, August 12, is the birthday of Her Majesty Queen Sirikit Kitiyakara, a day which is also celebrated by the nation as Mother’s Day. This year is particularly auspicious as it represents the 7th cycle of 12 years for HM the Queen, who is regarded by Thais as a mother who has upheld exemplary standards of motherhood since she came into the role on April 5, 1951, with the birth of her first child, Princess Ubolratana Rajakanya. Mother’s Day in Thailand was established in 1976, and Thai people commemorate this day because of the queen’s benevolence towards the needy and poor of the nation, as well as her other roles as Mother to the nation of Thais. Queen Sirikit has captured the hearts of Thai people through her devotion to the welfare and wellbeing of her people. Preparations for the annual celebration begin weeks before the Queen’s birthday, with authorities and citizens all around the country raising national flags, and houses and official buildings being decorated with coloured lights and portraits of Her Majesty.

In the capital, the area around the Grand Palace is decked out with colorful lights and a firework display takes place in the evening. Early in the morning in Bangkok on August 12, government officials, the Royal Thai Army, students, teachers, and Thais from all walks of life, gather to form a procession and then walk to the Royal Palace. As the procession makes its way through the streets, bands play popular music to honour the Queen. After arrival at King’s palace, the procession presents flowers to a representative of HM the Queen. This is followed by the singing of the song Mother of the Kingdom. In the evening ceremony at the Queen’s garden, government officials light candles to pay respect to the Queen, and pray for her and her good health. The Queen of course is one of millions of mothers nationwide – albeit the most highly respected and revered one – so Thai people also make use of this day to express their heartfelt thanks to their mothers for their unconditional love, and all the other wonderful things that mothers have provided to the native sons and daughters of the Kingdom of Thailand.

Across the 77 provinces of Thailand, Mother’s Day morning starts with the giving of alms to monks. Then, following the nation-wide tradition, children kneel down before their mothers to show their love and gratitude. Typically, they present their mothers with garlands of white jasmine and other sweet-smelling blossoms. In return, Thai mothers shower blessings on their offspring. On Thailand’s Mother’s Day, white jasmine flowers can be seen all across the kingdom; the white hue of the flower symbolizes the purity of mother’s true love, which will never change. Regardless of where one is from – the first word that a child learns to speak is “mother”. She is the first person we ever know, so August 12 is a good day to tell your mother – and show her – just how much you love her. And, as we all know, you can never say “I love you” too often to that amazing person who brought you into this world, nurtured you, kept you from harm, and showed you how to live your life with honour, dignity, kindness and grace. huket FC came back twice from being a goal down to seal their 5th win of the 2016 AIS Southern Region 2 season, a win which a number of players insinuated was for Coach Odd who resigned as head coach late last Friday night (Aug 5). Players posted photos on their Facebook pages of the team celebrating their win after last Sunday night’s (Aug 7) game from the changing room along with the message “For You”, tagging Coach Odd in the posts. The resignation of Pittaya “Odd” as coach of the club last Friday was confirmed in a post on the official Phuket FC Facebook page (Phuket FC 2016) last Saturday morning (Aug 6), the message read: “Breaking News: Phuket FC Coach Odd Pitaya Pimanman and his assistant Coach Jew Niwat Nuisanga officially resigned from being the coaches for Phuket FC yesterday August 5”. They said the reason for their resignation is because they can no longer continue their job the way they had expected, and that Phuket FC had appointed Coach Noi to over see the team for the next coming match with Trang FC on Sunday (Aug 7) until they

Although not elaborating on the exact reason for the resignations,“because they can no longer continue their job the way they had expected,” it is possible that outside influences could be to blame, as in past seasons previous coaches have been “forced out” of their position by said outside influences of the club. Last Su nd ay’s game, the 17th of the season, was against Trang FC, who were, at the time, sat at 4th in the 12-side table on 25 points, while Phuket were at 7th on 20 points. It was Trang who opened

the scoring in the 23rd minute with a goal from Theerasak Kunaraksa (30). But their lead was short-lived, as Phuket’s Sukree Etae (13) pulled the score level just minutes later. The 1-1 score was also short-lived as just as little as five minutes later Trang took the lead again with a goal from Anirut Kunaraksa. The score remained at 1-2 when the teams went in at half-time. It was end-to-end action when the teams took to the park for the 2nd 45, and a third of the way through Phuket’s new Danish Striker Marcus Lassen, playing in his first game for the club, brought the scores level once again. ONE OF THE MOST PREstigious international sporting events in Southeast Asia, the Phuket King’s Cup Regatta Under Royal Patronage, has recently kicked off its Phuket Dinghy Series 2016 to celebrate the regatta’s 30th Anniversary at 3 Naval Area Command Beach off the coast of Cape Panwa. Since 2010, the lead-up to the regatta has traditionally been a chance for young Thai sailors to hit the waters in Optimist and Laser dinghy classes. The last weekend of July was the first of three events taking place before the main regatta sails, and saw competitive dinghy racing with over 28 young sailors. In the Lasers, Tanakorn

Kaewluan of the Songkhla Sailing Club achieved first place followed by Keeratika Krongboon and Aekkorn Naulplub of the NAC3SC. Yada Hasap took victory in the Optimist class, with Bunyamin Klongsamut and Tanawan Malikee (all from NAC3SC) as runners-up. The second race of the series will be run from 24-25 September (again at 3 Naval Area Command Beach) off the coast of Cape Panwa. The 3rd race will be held from 26-27 November at Bang Tao Beach. The Phuket King’s Cup Regatta’s introduction of the Dinghy Series in 2010 created a network between sailing clubs to inspire more youths in Thailand to take up the sport (especially the Optimist Challenge for the under 15s).

efugee judoka Popole Misenga said he had to quit the Democratic Republic of Congo and train in Rio’s favelas to save his sporting career. Misenga and fellow Congolese Yolande Bukasa started to compete for the Games’ first ever all-refugee team in the men’s under-90 kilogramme and women’s under-70kg categories respectively in Rio on Wednesday (Aug 10). Both fighters live in Rio, having defected following the Judo World Championships in the city in 2013. But Misenga said such drastic action was necessary to be able to keep fighting. “I decided to stay in Brazil. I love sport, in Africa there’s no funding for athletes,” Misenga said. “There isn’t a good support network. I stayed here to look for a good support network, to find people who could help me, to at least prepare in a judo centre – that’s why I stayed in Brazil, to look for that.”

country’s language, Portuguese. A friend introduced Misenga, who is now married to a Brazilian with whom he has a

child, to former Brazil international fighter Falvio Canto. The bronze medallist from the Athens Games in 2004,

who is now a television presenter and commentator, runs a judo club in a favela in Rio where Rafaela Silva – who won Brazil’s first gold medal of their home Games on August 1 – also trains. “Flavio Canto took me to Reacao where Rafaela also trains. He introduced me to sensei Gerardo (de Moraes Bernardes, the head coach at the Reacao Institute). “I returned to judo in Reacao, in Flavio Canto’s favela.” Misenga also received support from the Brazilian Olympic Committee and says it was Canto’s idea for him to join the refugee team. “It was his idea, he talked to me about it. He said: ‘Are you ready to take part in the Olympics with the refugee team? To do this all you need is courage’. “Now it’s a reality for me. It’s important to be part of this refugee team. “[In DRC] I earned nothing. I came here for the world championships and earned nothing. That hurts my heart, just the fact that I earned nothing.”

Now that he’s at the Olympics, Misenga just wants to fight, like any other athlete in any other tournament. “It’s my first time doing such a big competition as this. There are a lot of judoka that I know, everyone’s here to do their best, and me too. “I’m here to do judo like the others, like in other competitions too.” It’s a far cry from his troubled upbringing in a war-torn country, although he still has some contact with family members in the DRC. “It’s difficult, my life was difficult there with war and the confused situation in Congo. “My mother died, I don’t know where she is.” He was contacted by an uncle, though, who said he’d seen him on television. Misenga hoped he would be able to give his uncle something to celebrate on Wednesday. “I’m going to be on the tatami (mat) at the 2016 Olympics – it’s a dream. “I want to show what I know, here on the tatami.” AFP

ext week, coaches from the FC Porto Youth Academy will be arriving on the island to host a Player Development Camp, in what will be the club’s very first ever visit to Thailand. FC Porto, or simply Porto, was founded on September 28,

1893 and is one of the “Big Three” teams in Portugal – together with Lisbon-based rivals Benfica and Sporting CP – that have appeared in every season of the Primeira Liga since its establishment in 1934.
