hais around the world will stop to pay their respects today, Oct 13, to remember and honour their beloved late King Bhumibol Adulyadej, who passed away on this day one year ago. The Father of the Nation, whose achievements throughout his 70-year reign saw him bestowed the titles “King Bhumibol The Great” and “King of Kings”, has long held a
special place in the hearts of Thais and foreigners alike, especially in Phuket, where their love and devotion has held apparent. (See page 6, “The grief within”). As with elsewhere throughout the country, many banks, shops and businesses will close today, a national public holiday, so that the people can pay their respects. Foreigners are invited to join the memorial services, though have been urged to respect the deeply sensitive nature of this period of mourning. (See page
7, “Advice for Royal Cremation”). The Public Relations Department Phuket office is inviting one and all to join a government-organised event where ceremonies and performances in memoriam of the late King Bhumibol Adulyadej will be held at Saphan Hin in Phuket Town tonight and tomorrow night (Oct 13-14). “Everyone is allowed to join the various events and musical and theatrical performances that will take place at Saphan Hin on Friday (Oct 13) and Saturday (Oct 14) in
the evening,” said event organiser Lertpong Tansowat. “The events will honour and remember our late King Bhumibol Adulyadej,” he said. “There will certainly be many other events happening around the island organised by the private sector, however, this event is the only one organised by the Phuket PR office,” he added. Merit-making today began at 7am with an alms-giving ceremony during which food was given to monks.

“People can also join a memorial merit-making mass prayer led by 10 monks, starting at 4:30pm,” explained Butsaya Jaipiem, Chief of the Public Relations Department Phuket office. “After the mass prayer, the monks will lay down a funeral robe and light candles in front of an image of His Majesty King Bhumibol Adulyadej. Then people may approach to pay their respects in front of the image. “The monks will then give a sermon before closing the ceremony...

Memorials, respect to mark mourning period Continued from page 1 ...with prayer,” Ms Butsaya said. “During the ceremonies, officials will be dressed in their ceremonial white uniforms with black armbands along with students and other members of the public. Locals are asked to wear sombre and respectful clothing,” Ms Butsaya added. Other less formal activities will begin at 3pm with an exhibition on Her Royal Highness Princess Maha Chakri Sirindhorn presented by the Peranakan Association of Phuket, Mr Lertpong explained. “At 5pm, there will be a theatrical performance entitled ‘I was born in the reign of King Rama IX’ by a group from Phuket Rajabhat University named ‘I was born to be number one’. “Then, at 6:35pm, there will be a light-and-sound show titled ‘King, you are inscribed in the heart of Thailand forever’.” Mr Lertpong said that on Saturday (Oct 14), some of the same performances will take place in the evening, however, with additions. “At 5pm the Royal Thai
Navy Third Area Command’s Orchestra will play Royal Music. At 5:35pm, the ‘I was born in the reign of King Rama IX’ theatrical performance will be re-shown. “Phuket Governor Norraphat Plodthong will arrive at 6:45pm, which will be followed by the Mayor of Phuket Town Somjai Suwansupana giving a welcome speech. They will open the event together,” he said. Meanwhile, bars, nightclubs and other entertainment venues in Patong, especially those along Bangla Rd, have been ordered to tone down their operations to respect the passing of the late King. Entertainment venues have not been specifically ordered to close and no ban on the sale of alcohol has been issued, confirmed Weerawit Krueasombut, President of the Patong Entertainment Business Association (PEBA). However, he added, “Everyone will understand as we know how the nation will feel on Friday. However, whether or not each venue will stay open or close remains the choice of the operator.”

New tsunami-warning deployed off Phuket The nine-day mission is to deploy the tsunami-warning buoy (yellow device on rear deck) in the Indian Ocean. Photo: Royal Thai Navy Third Area Command

A
team of technicians departed Phuket on Monday (Oct 9) to install a tsunami-warning buoy in the Indian Ocean. Present at the high-powered event at Cape Panwa, on Phuket’s east coast, to mark the departure of the team on board the boat MV SEAFDEC, which belongs to the Samut Prakan-based Southeast Asian Fisheries Development Centre, were Phuket Vice Governor Snith Sriwihok, National Disaster Warning Centre (NDWC) Director Chatchawan Benjasiriwong and representatives from the Royal Thai Navy Third Area Command. The nine-day mission is scheduled to be carried out from Oct 9-18, said Mr Chatchawan. MV SEAFDEC departed at 3:30pm. The mission was being carried out “in order to make sure that the system is ready to transfer data to warn people of tsunamis,” Mr Chatchawan sagely noted. However, no other details were provided, includ-
ing where the buoy is to be deployed, the budget used to fund the mission or any other explanation of the current operational status of the “tsunami-warning system” that aims to provide residents and tourists along the Andaman coast warning of an impending tsunami. In July last year, officials played down concerns in response to repeated requests for updates on what was being done to repair a tsunamiwarning buoy that stopped transmitting data in March.
I n Aug u st t h is yea r, DDPM-Phuket officials announced that it aimed to have all 19 tsunami-warning towers in Phuket operational by the end of that month. In addressing those concerns, Mr Chatchawan, who at the time was DDPM Region 18 Chief, also confirmed that one of the two tsunami-warning buoys anchored up to 1,000 kilometres off Phuket’s west coast was operational. “We have just completed an annual check on one buoy, which is still working,’ he said.
“We are in the middle of conducting a check on the other buoy now, which has ceased functioning. We expect it to be fully operational again by October,” Mr Chatchawan said at the time. “Do not worry about the buoy that is not working now because it is part of a much larger system of other warning buoys that work together to detect tsunamis, so one buoy not working has very little effect on the whole tsunami-detection system,” he explained.
B100k fine warned for smoking on beaches STARTING NEXT MONTH, officials will be posted at 20 beaches around the nation, including the island’s Patong Beach, to ensure that beachgoers do not smoke on the sands, Director-General of the Department of Marine and Coastal Resources (DMCR) Mr Jatuporn Buruspat announced to local news media on Monday (Oct 9). The announcement on the smoking ban comes after an inspection on Patong Beach yielded an average of 0.76 cigarette ends per sqm. “From the beginning of November 2017 onwards, we will enforce Section 17 of the 2015 law on marine and beach resources management at 20 beaches nationwide, said Mr Jatuporn. “It will be organised with correct places where to

Volunteers for Royal Cremation The Phuket News editor@classactmedia.co.th
P
huket Governor Norraphat Plodthong has called on all officials and volunteers involved in the Saphan Hin processions for the Royal Cremation Day ceremonies to practice the duties they will be performing during a rehearsal to be held on Sunday, Oct 22. “We will hold a rehearsal of the Royal Cremation Day ceremonies on Sunday, Oct 22, starting at 9am. I have planned for 200 students from high schools and universities to play the part of the public,” Gov Norraphat told a press conference at Provincial Hall on Tuesday (Oct 10). “Then, we can see how well we can manage on Oct 26,” he said. “It is also a chance for volunteers to have a rehearsal. Please, registered volunteers, take responsibility and perform your duties on Oct 22, because your duties are very important on Oct 26,” Gov Norraphat said. “We still need some volunteers’ motorbikes to pick people up on Oct 26, as cars will not be allowed into the [Royal Crematorium replica] area,” he added. A total of 10,733 volunteers have or will play a part in the ceremony to be held at Saphan Hin on Oct 26, Gov Norraphat noted. The number includes 8,814 who have already contributed, such as by creating Dok Mai Jan flowers, the traditional artificial flowers carved from @thephuketnews
Governor Norraphat runs through the details with officials who will join volunteers performing their duty by attending the rehearsal on Oct 22. Photo: Tanyaluk Sakoot sandalwood to be used in Thai-Buddhist cremations, and 1,919 are assigned to help on the day of the Royal Funeral, he added. Across the island, a total of 27,446 volunteers have registered in all three Phuket districts, with 5,725 helping out with Dok Mai Jan and a further 515 assisting with transport, 2,516 volunteering to provide medical services, 1,980 to help with security and safety and 853 to assist with traffic control, Gov Norraphat explained. In the campaign to create Dok Mai Jan for the Royal Funeral services, residents across Phuket so far have crafted 503,270 Dok Mai Jan, surpassing the target of 400,000, with 324,135 of the flowers created in Muang District, 111,035 in Thalang District, and 68,100 in Kathu District. Meanwhile, the replica of the Royal Crematorium under construction at Saphan Hin is now “98% complete” and is set to undergo the final stage of detail work, Thawee Hom-
huan of the Phuket Provincial Office of Public Works and Town & Country Planning has confirmed. The final stage includes adding details to the inner edges, installing curtains, a pedestal, carpeting, a frame for the image of King Bhumibol Adulyadej to be displayed and testing the lighting system, Mr Thawee explained on Monday (Oct 9). “We will also prepare the area surrounding the Royal Crematorium replica, such as where Dok Mai Jan will be set alight, which will be 10-20 meters away from the shrine,” he said. “Officials and volunteers have been assigned to patrol the site 24 hours a day for security reasons while the decorative aspects surrounding the replica are added. “It is a work of coordination within the province including the local government and the people. All sectors can get involved to volunteer and help decorate the location,” said Mr Thawee.

Orca spotted off Phuket A LEADING MARINE LIFE specialist has called on people not to panic after a large orca, or “killer whale”, was spotted off Phuket’s west coast last Sunday (Oct 8). The news broke when Facebook user “Phairot Kong” posted a photo credited to Peerayut Boonchom as well as a video showing the killer whale surfacing alongside what appears to be a fishing boat. In response, respected marine expert Dr Thon Thamrongnawasawat noted that orcas have been sighted around Thailand for at least 20 years. “Do not panic or be frightened… They do not attack humans. Just be happy that orcas are in Thailand and visit Phuket from time to time,” he said. Eakkapop Thongtub

Former land officials jailed for illegal titles The Phuket News editor@classactmedia.co.th
T
he Department of Special Investigation (DSI) this week announced that three former Phuket Land Office officials have been sentenced to prison for their part in illegally issuing a land document that was later sold on for B330 million. The fourth official also involved in the issuing of the land document was named as former Phuket Land Office chief Tawatchai Anukul, who was found hanged in a cell at the DSI headquarters in Bangkok in August last year, reported Post Today. Speaking to media on Monday (Oct 9), DSI Deputy Chief Lt Col Prawut Wongsrinil said, “The Central Criminal Court for Corruption and Misconduct Cases (CCCM) has now delivered their judgement on the illegal issuing of a land document for a six-rai plot of land connected to Laypang Beach in Moo 4 Cherng Talay.
The Central Criminal Court for Corruption and Misconduct Cases handed down the jail sentences for the corrupt Phuket land officials on Monday (Oct 9). Photo: Post Today “The owner of the land and officials were all found guilty of being involved in illegally issuing land title deed No.21047 which was later sold on to another person for B330mn,” he said. Col Prawut explained, “This is a special case for the DSI as four government officials were accused of illegal action. Those four were former Cherng Talay Kamnan (Tambon Chief) Sommit Seubsin, former Phuket Land Office
surveyor Narong Aunseam, former Phuket Land Office Chief Surveyor Yuhard Pattanasuree and former Phuket Land Office chief Tawatchai Anukul. “All four of these officials were proven to have signed their name on the illegal land title deed. “The other person involved in this case was the person who was issued the original illegal land document, Suppakorn Daechopanang. He
and the Land Office officials faced legal action for land encroachment and laundering,” Col Prawut said. In sentencing, the judge handed down a sentence of five years imprisonment for Narong, three years and four months imprisonment for Sommit, and four years imprisonment for Yuhard, which was reduced to two years due to his confession. The court also ordered that the land title deed, a Chanote, be revoked as evidence presented in court proved that the SorKor 1 land document presented to obtain the Chanote in fact related to another plot of land. That other plot of land, which is connected to the land in question, was also illegal as it is home to the Layan Forest Protection Unit of the Department of National Parks, Wildlife and Plant Conservation (DNP). The land is about a seven rai plot which would have a value of over B500mn.

nly seven people have applied to be directly hired by the Phuket Provincial Administration Organisation (PPAO, or OrBorJor) to work on Phuket’s beaches as lifeguards, the PPAO Acting Chief confirmed on Tuesday (Oct 10). Speaking to the press during the monthly Governor Meets The Press conference at Phuket Provincial Hall, Mr Watcharin explained, “In total, only seven people from the Kamala Beach area have applied.” However, Mr Watcharin did not clarify how many had actually been hired by the PPAO. Meanwhile, The Phuket News has independently verified that several former lifeguards at Kamala with years of experience of conducting surf safety patrols and rescues had applied to the PPAO – and been turned away. “But we are increasing the number of positions available for the lifeguard training from

The training, to be conducted by Royal Thai Navy personnel, is now open to all people, not just officials as previously announced last week, Mr Watcharin clarified on Tuesday. Asked how many officials
had been signed up for the training, Mr Watcharin said, “I have no idea, yet. The deadline for registration is Oct 12.” Regardless, Mr Watcharin assured those who completed the training “would be ready to work effectively” as lifeguards. “This is only until we draft a new contract (a government tender for a private contractor to provide lifeguard services) and open it to bids in about two
Beach ‘torpedo’ stuns experts A SECTION OF NA I Yang Beach within the boundaries of Sirinath National Park was closed off to the public last Friday (Oct 6) and is expected to remain so while more than 40 officers from the Royal Thai Navy Third Area Command and relevant departments inspect the torpedo-shaped object that was found there last Tuesday (Oct 3). “Park officials would like to inform people that this area [where the object is] must be closed off for security purposes. But other areas are open as normal, such as near the beach road of Nai Yang,” said Sirinath National Park Chief Witoon Dechpramualpol. “We are not letting people or tourists enter the area. It is a temporary measure for safety,” said Chief Witoon. “We want to ask the public not to panic. I want to clarify that it is still safe and we have now re-opened most other parts of the park for normal use.” More than 40 officers who came to the scene along with Park Chief Witoon included Royal Thai Navy Third Area Commander Sombat Saengchaiyapum, Lieutenant Junior Grade (LTJG) Thanakrit Jamjit and Maj Surasak Pungyaem of @thephuketnews
Officials appear perplexed over what to do with the mysterious torpedo-shaped object on the beach at Sirinath National Park. Photo: Eakkapop Thongtub the 25th Military Circle based at the Royal Thai Army Region 4 headquarters in Nakhon Sri Thammarat. Despite explosive ordnance experts from the Royal Thai Navy base in Phang Nga “confirming” last Wednesday (Oct 4) that the object is a torpedo, and slating it for destruction with a controlled explosion, Cdr Sombat last Friday (Oct 6) expressed his uncertainty that this was the case. “We cannot yet confirm whether it is an explosive device or a piece of equipment. The object is believed to be a relatively harmless object. But it is not clear what exactly it is, so let’s define it as a suspicious object. The investigation into what exactly the object is will continue,” Cdr Sombat said.
“Officials dug the sand around the object for inspection and the part at the end was found to resemble a tail. But from digging deeper, no other parts were found. This took about one hour,” he said. “We are currently undergoing a joint analysis and evaluation between the Royal Thai Navy Third Area Command and the Naval Ordnance Department,” he said. “Before we move the object we must know exactly what it is. When it is clear, it will be reported, and we will outline the procedure we will implement to render it safe. This is expected to take about three to four days or maybe within the next week for it to become clear,” he said. Eakkapop Thongtub
or three months,” he added. However, it was not mentioned that only last Thursday (Oct 5) 29-year-old Chinese tourist Sa Gnan drowned at Karon Beach despite local Civil Defence Volunteers actually patrolling the beach that day. Challenged on the failure of officials to turn up for beach patrol duty last Sunday (Oct 8), Mr Watcharin on Tuesday blurted that local municipalities and other local authorities were suddenly responsible for ensuring lifeguards remain on Phuket’s beaches. The point was raised after he was asked why a Filipino man had to be rescued by local residents as officials had failed to turn up for beach patrol duty at Bang Tao Beach last Sunday. “Bang Tao Beach is the responsibility of the Cherng Talay OrBorTor [Tambon Administration Organisation]. They must find the officials and volunteers to take care of tourists by themselves. “It is OrBorTor’s job to look after each beach for now,” he said.

He did not wear snorkel equipment either,” explained Mr Theerayut.
“After national park rescue officers were informed that Mr Gnan had drowned they arrived to find him floating face down in water about one metre deep,” he added. Rescue officers organised a speedboat to bring Mr Gnan back to Nopparat Thara pier and administered CPR en route. “They continued pumping until his heart started to beating again and he began choking water. The grief within
oday, October 13, 2017, marks exactly one year since one of the most monumental dates in Thailand’s history for its current generations. Exactly 365 days ago to the day it was announced that one of the most remarkable and well-respected of all Thais, King Bhumibol Adulyadej, had passed away after a long battle against illness. This is a day that will not only remain fixed in the minds of all Thai citizens, but also those, wherever they may be from, who have any kind of close connection to the Kingdom. It was one of those days when pretty much all of us remember exactly what we were doing at the time when King Bhumibol’s passing was announced. And there certainly aren’t many days we remember such as this.
Soon after the announcement, it was pretty clear to see what the nation as a whole was going through. From the thousands upon thousands who made their way to the capital to pay their respects to such a popular man, to the hundreds upon hundreds who flocked to the island’s Saphan Hin Park in Phuket Town to remember who had become known and loved as the Father of the Nation. From the very next day, without any formal instructions, the nation adorned themselves in black, a black ribbon sufficed for those who didn’t have black attire. And even for the 364 days from then until now the overwhelming number of people still wearing black has been remarkable. Sure, the outpouring of grief shown by Thai citizens has slowly receded, but we all
know full well that deep down inside the grief is still there. The grief for the loss of such a deeply revered person does not just disappear overnight. We have all lost someone close to us and understand the reality of how long it actually takes to get over such a loss. For Thailand as a nation, that someone was King Bhumibol. We cannot even try to anticipate what today and the week leading up to next Friday’s Royal Funeral holds in store with regards to Thais showing respect to their Father, but we as guests in their country should warm to it, be part of it, and do exactly as our Thai friends would expect of us at such a time. The Phuket News holds Thailand and its nationals close to our hearts, and we grieve and mourn with you at this difficult time.

Re: Phuket Opinion: Getting the Phuket lifeguard crisis dead wrong Let the municipalities take over? You’ve got to be kidding. Before the Phuket Lifeguard Service, standards at beaches varied. It wasn’t unusual to see “guards’’ sleeping in towers. Drownings were at shocking levels. The lifeguard service gave every beach the same standard - and managed the process island-wide by being able to fill gaps for holidays, sickness and days off. A municipal service would be a step backwards. The problem is the acceptance of the need to pay skilled lifeguards - and their managers. The PPAO and municipalities are ignorant about beaches but know everything about money. Alan Morison Fair and well written opinion! Clearly this person knows what he is writing about! Eagle Perhaps the Gover nment should create a Beach Rescue Department under or with the Tourist Police: this department
could also run the beach chair renting business, make sure the beaches are kept clean, make sure there are clean toilet and shower faculties, among other things. The whole operation could get financed with the beach chair umbrella rent income and a small token for the use of the toilet and shower facilities.! Once again, the world is welcome to Thailand during this historic period, and Thailand is thankful for our friends coming to share their sadness and pass on their condolences. • Some of the traditional festivals may be taking place

We ask tourists and visitors for their understanding and patience should they experience delays or some routes may be closed to traffic. • In order to facilitate the travel of people who wish to attend the Royal Cremation, many public transport operators including city trains, buses and boats, provincial buses and trains, will be offering free or more services on October 25-27 as per the following: • Airport Rail Link offers free services from October 25- 27. • The BTS SkyTrain offers free services on October 26. Pressure ends 7-Eleven draught beer sales NATIONWIDE Bangkok Post
Victims of an investment scam linked to the Mon State of Myanmar wait at the DSI headquarters in Bangkok to give their statements. Photo: Tawatchai Kemgumnerd
Investors cry foul over Mon mega-project con BANGKOK A BOU T 10 BUSI N E SS operators testified to the Department of Special Investigation (DSI) in Bangkok on Monday (Oct 9) that they were conned into investing about B300 million in several bogus projects in the Mon State of Myanmar. Among the complainants was contractor Mr Chanont, who withheld his family name. He said he and many others were persuaded to invest with Hujjee Group Co. His company was hired for B20mn to complete designs for 78 projects, but was never paid. Mr Chanont said he invested in Hujjee Group because he was told an investment of B100,000-B200,000 would yield a return of B200B300mn. Receiving their complaint, DSI Deputy Director-General Suriya Singhakamol said the case dated back two years. A Thai woman who said she had a doctoral degree claimed to have received concessions for 78 infrastructure projects in Mon State. He referred to Supattha Chantararangsri, who claimed
to chair Hujjee Group in Sri Racha District of Chonburi, and Kyaw Myint Oo, who claimed to be a member of the Mon royal family who granted the concessions. According to Maj Suriya, Hujjee Group misled Thai business operators into believing Kyaw Myint Oo had awarded it 78 projects, including a government complex and an airport. Consequently about 100 Thai contractors invested in it. The victims were also persuaded to make donations to a bogus charity foundation in exchange for police-like uniforms supposedly displaying insignia of high rank. Maj Suriya said some local reporters had been hired to report the activities of Hujjee Group, and provincial officials had been invited to participate, to boost its credibility. “All the stories were fake including the claimed registered capital of the company of B500 billion,” Maj Suriya said. Mrs Supattha and another Thai suspect, Kosin Jina-on, were arrested last Saturday (Oct 7) and the DSI was seeking the arrest of Kyaw Myint Oo, who had already fled to his homeland, he added. C
P All, which runs 7-Eleven stores in Thailand, announced on Tuesday (Oct 10) it is ending the sale of draught beer at its outlets following opposition from prohibitionist networks. The company said its executive board had decided to shut down the pilot project it launched at 18 stores early last month after taking into consideration concerns expressed by various agencies. Anti-alcohol advocates and health authorities spoke against the controversial beer sales, saying it gave underage youths easier access to alcohol and encouraged alcohol consumption in general. A panel of experts under the Public Health Ministry on Tuesday insisted that selling draught beer on tap at convenience stores was illegal, in response to the 7-Eleven sales. The panel disagreed with the Disease Control Department (DCD), which had earlier approved the project. Asadang Ruyajin, deputy chief of the DCD, earlier said such sales did not contravene Section 30 (1) of the Alcohol Control Act, which prohibits the use of an automatic vending machine for the product. The DCD argued that because the vending machines would be operated by store staff, the process was not considered “automatic”. However, the panel ap-
CP All has officially decided not to combat activist pressure and announced the end of its very brief sales of draught beer at selected 7-Eleven outlets. Photo: via Google Images pointed to consider the issue backed up its argument with a strict interpretation of “sell” and “dispense” for commercial purposes, as stated by the law, and the way the machine was used to serve these purposes. The panel resolved it is illegal for convenience stores to use an automatic machine to dispense beer despite it being operated by cashiers, Bunyu Khophonpraseot, the committee’s spokesman, said. It also found there were “clear logos and symbols of the product on the dispenser” which is outlawed under Section 32 of the law, Mr Bunyu added. These findings appear to
contradict an earlier inspection of the convenience stores. The controversy over draught beer sales at convenience stores caught the public interest and drew attention from anti-alcohol advocates after 7-Eleven introduced the beer dispensers at a number of its outlets on Yaowarat Rd, which is known as Bangkok’s Chinatown and the city’s top tourist attraction for street food. Last week, Songk ran Parkchokdee, director of ThaiHealth’s Stop Drink Network, said he was worried this way of selling beer would cause other grocery stores to follow suit. Bundit Sornpaisarn, Dep-
uty Manager of the Thai Health Promotion Foundation, spoke of the risk of customers ordering beer from a cashier and then stepping behind the wheel of their vehicle, especially given Thailand’s high road casualty rates. Anti-alcohol advocates will forward their resolution to the Office of Alcohol Control Committee for further consideration, they said. They are also preparing to suggest to the Public Health Ministry that it issue clearer regulations to control the use of vending machines after civic groups said they gave youngsters “easier access” to alcoholic drinks, Mr Bundit said.
No matched DNA results in Yingluck’s escape via Police BANGKOK DNA SAMPLES TAKEN FROM a Toyota Camry were too contaminated to be compared with samples from former prime minister Yingluck Shinawatra’s residence to confirm whether she used the vehicle when she fled the country. Deputy national police chief Srivara Ransibrahmanakul said on Monday (Oct 9) that an informal report indicated there was no evidence confirming the vehicle was used for Yingluck’s escape in late August. Therefore, police could not charge Col Chairit Anurit with malfeasance of duty under the Section 157 of the Crimes Act.
Gen Srivara said he received the preliminary report from the Office of Police Forensic Science, which would later submit an official report to him. He said as there is only a verbal confession that the vehicle was used in the great escape, without forensic evidence to support it, police were unable to charge Col Chairit on this count. However, the legal process against Col Chairit and two other officers, on charges relating to the vehicle and violation of the Customs Act and false documentation, will continue. The Toyota Camry was found near a house in Nakhon Pathom’s Muang district on the night of Sept 21. Forensic police collected DNA

Iran’s blooming art scene In the past decade, Tehran’s galleries explode to more than 100 IRAN Eric Randolph
A
gallery opening in northern Tehran, and a typical scene: silk scarves barely clinging to the backs of women’s heads, young hipsters, gentlemen in that most unrevolutionary of items – the tie. Trendy, wealthy and in their element, the packed crowd edges around abstract sculptures, somewhat grotesque portraits and looped cartoons by US-based Iranian artist Pouya Afshar. The work has clear Iranian and religious themes, drawing on traditional mourning ceremonies, yet the censorious rulers of the Islamic republic – still deeply ambivalent about the liberating and libertine tendencies of the art world – feel a world away. Afshar, 33, himself epitomises the globe-trotting Iranian middle and upper classes. He teaches at a US university yet is still drawn back “like an itch I always need to scratch”. “When I’m here, I’m not completely Iranian, and in the US I’m not completely American, but that helps me cook my own stew,” he said. “I’m not trying to re-establish my roots with this work. I enjoy being lost.” Such return trips have become less fraught since 2013, when a new moderate government eased social pressures and rebuilt ties with the West. “Even if I’m cynical, it feels more inviting when you have people from the government saying that Iranians from outside should come back and share something,” he said over coffee in a north Tehran cafe that looked like it had been airlifted in from Brooklyn. The past decade has seen the number of galleries in the city explode from just a handful to more than 100. The clerical establishment still meticulously monitors all art for anything deemed un-Islamic or obscene, but a public space has opened up for young creatives to live in a way that would have seemed impossibly daring just a few years ago. Still, some worry they are just living in a bubble, trying to wish away Iran’s harsh censorship and disapproving authorities. Some speak – off the record – of stints in prison and friends who fled the country for little more than their ar@thephuketnews
Iranian Hormuz Hematian, founder of the five-year-old Dastan Gallery in Tehran poses for a photo next to art work during an interview at his gallery on Sept 23. Photo: Atta Kenare / AFP tistic tastes. “When bad stuff happens we just ignore it. There’s no other way to deal with it,” said one Tehran-based curator, who asked not to be named. “There are these 2,000 people who go from one gallery to another, from one pool party to another, living in LA while not really living in LA. It’s a psychosis,” he said. “You’re sedated by thinking that you’re in a party when you’re really in a locked room.” But even he admits the atmosphere is much lighter than in the past, and that this is an exciting time to be part of the art scene as Iran slowly reacquires its traditional status as a paragon of world culture. The freer atmosphere has pushed ordinary artistic concerns to the fore: about authenticity and funding, and what it means to be an “Iranian artist”. Nima Zaare-Nahandi, whose finely detailed abstract drawings feel unattached to any time or place, pushes back against the idea that his nationality should dictate his style. “Art is universal. Can you say biology belongs to somewhere? The idea of creating an ‘Iranian school’ is what Westerners demand to make it exotic,” said the 34-year-old in his Tehran studio. “Obviously local culture affects Iranian artists, but we are so exposed to world cultures today,” said ZaareNahandi, whose own influences lie more with Japanese cinema, and his time training in Paris and Madrid. The challenge, he says, is not to create some single idea of Iranian art, but to build the institutions that can nurture future talent. “We need more than just galleries, which are purely commercial. We need education, museums, a good review.” Slowly, those elements are starting to emerge, funded by a booming interest from local and international collectors. But the numbers are still small and many obstacles remain, says Hormuz Hematian, who founded the Dastan Gallery in Tehran five years ago. “Last year, the whole art scene in Iran made just $35-50
million (B1.17-1.67 billion). The entirety of the masterpieces of contemporary Iranian art cannot be worth the same as one painting at Sotheby’s,” he said. “The problems are everything you can think of, includ-
ing us – the galleries – the artists, the education system,” he added. “We need writers, translators. We need visitors not to feel scared to come here; hotels, entertainment and restaurants.” Hematian says the market
could grow five or 10 times in the next decade if only the remaining US sanctions on Iran can be lifted. “There’s such a rich history of visual culture to draw on – calligraphy, architecture, illustration. “The minute the banking problems are solved and the American, French or British markets open up to Iranian art, the growth will be huge,” said Hematian. Of course, there is still the censorship issue to deal with, though many put that more on the level of “annoying” rather than repressive. “It’s not fear – it’s more a question of uncertainty, which is... yes, annoying,” said a Tehran gallery manager, who also asked not to be identified. “We have to be careful about how much skin we’re showing and things like that. It’s always an issue, although censorship can also make people more creative. “But we are very optimistic these days. Life is getting easier. It’s blooming. This is the time to be here.” AFP

Waste-collecting cyclists
Recycling and biking, and turning organic waste into compost FRANCE Anne-Sophie Lasserre
P
utting an end to the unnecessary burning of biodegradable waste, one restaurant at a time, has become the forceful mission of a team of French cyclists. Their creative initiative, which relies largely on volunteers, has even impressed the United Nations. For La Tricyclerie, a neat play on the French words for sorting out rubbish, recycling and biking, turns vegetable, coffee, and other organic waste into compost. Coordinator Valentine Vilboux, 29, travels on her electric bicycle to restaurants in the western city of Nantes, collecting peelings otherwise destined for the bin. “It’s simple; we take everything, even the eggshells and citrus fruits. Everything apart from bread, meat and fish,” she says. “It’s a lot! It proves the food is fresh and homemade,” she says, of one cafe after weighing out 20 kilograms
La Tricyclerie is one of the 12 finalists for the UN’s Young Champions of the Earth award. Photo: Loic Venance / AFP of vegetable peelings. Launched at the end of 2015 with just eight restaurants on board, the anti-waste tour has grown to include 23 restaurants and nine businesses, catching the attention
of the United Nations. La Tricyclerie and its founder Coline Billon, 26, are one of 12 world finalists, whittled down from 2,400 candidates, for the UN’s “Young Champions
of the Earth” competition. The prize, to be awarded in November, is $15,000 (B500,250). “It’s very rewarding, even if you don’t feel like you’ve invented something incred-
ible,” said Vilboux. While paper and glass recycling is becoming automatic to many, biodegradable waste generally ends up in landfill or incinerators in France. This “black gold” could serve as fertiliser for farmers once it’s been composted, and currently represents a third of French household rubbish. Salad bar manager Colette Marghieri wanted to join the scheme, even though there is no legal obligation to separate biodegradable rubbish. “At the start, I had some doubts about the sorting but it’s easy and it doesn’t disrupt the service at all,” she said. Fellow restaurant manager Guenole Clequin said: “It’s simple and very effective. We can see how much used to be thrown away.” La Tricyclerie, which has two paid staff and about 10 volunteer collectors on bikes, receives a financial contribution of 40 euros (B1,567.62) per month and an annual membership fee of 50 euros (B1,959.53) from
each business. “A real community with the restaurants has built up around the reduction of rubbish and the creation of compost – we are real environmental actors,” said one of the volunteers, Pierre Briand, stirring smoking compost. Cyclists call at each restaurant twice a week to pick up the waste. The compost is redistributed free of charge to community gardens or to students of the Nantes horticultural school. La Tricyclerie, which collects around 1.5 tons of waste a month, has set itself an objective of reducing the volume of restaurant food waste in the city by 40%. And the impact could spread out of town. The initiative has already been contacted by interested individuals in the southern French city of Perpignan, the Belgian capital Brussels, and the Indian Ocean island of La Reunion. “It’s a little drop, but the potential is enormous,” Vilboux said confidently. Residents and their guests will benefit from Pavilions Hotels & Resorts’ acclaimed “mindful service” approach, which extends from highly attentive to no interruption, leaving each individual free to create their own private hideaway. Penthouse owners will also have the option of entering a rental pool with 60 days’ personal use per year and an expected annual return on investment of 4%. Yet The Pavilions Phuket Residences also stand testament to a core philosophy
that is currently undergoing nothing short of a global expansion. Under founder and CEO Gordon Oldham, The Pavilions Hotels & Resorts in the past 18 months has brought six more properties into its portfolio. The bespoke hospitality company will break ground on The Ginto Residences in Niseko, Japan, in October with 50% of the plots already sold, and is also creating The Pavilion Residences Lisbon, Portugal, which will mark the luxury residential concept’s European debut. Also already on the company’s map are properties in Amsterdam, Rome and Madrid as well as an awardwinning “100% energy selfsufficient” luxury eco-resort
built on the site of a base camp climbers’ hut in the shadow of the Annapurna in Nepal. “The thought was that we’d start with cities first as finding the right locations in cities is pretty easy,” Mr Oldham jokes while sitting in the The Pavilions Phuket resort, high on the hill overlooking Layan Beach. But it is not just location Mr Oldham is looking for; he wants more. “The property in Lisbon is undergoing a complete renovation. It is a listed historical building that is part of the local culture itself,” he explains. Similarly, the property in Rome has taken on the role of presenting works by local artisans to become a centre for local arts.
The two properties, as with the rest of the collection, specifically represent the four core concepts at the heart of The Pavilions brand: Art, Culture, Romance and Adventure. On this, Mr Oldham has his sights set firmly on delivering, and it is difficult to imagine that the Hong Kong lawyer of 40 years once called a “legal Rottweiler” will miss his mark. “I guess I am going back to my roots,” he explains, pointing out that even in Bali, where The Pavilions brand began with one property 17 years ago, the company is in talks to take over more luxury villas and a newly constructed wellness centre with a superyacht on hand for guests wanting to tour the islands. For Phuket, it has been a series of graduating expansions over the years since the resort opened in 2006, culminating with the launch of the Residences. “Phuket is famous as a place of romance,” Mr Oldham notes, but even on this concept the theme runs deeper. Romance is an attachment, a sense of belonging with someone, something or even some place other than the self. “It is a feeling,” is the short definition offered, as Mr Oldham recalls the early days when he scaled the hill where the Pavilions Phuket now stands, cloaked in serenity just counting the coconuts. That sense among natural surroundings remains today as you enter the grounds under a canopy of thick bamboo curled over the driveway. As for adventure, Mr Oldham notes by example, “A friend of mine each year runs a ‘pop up’ hotel in Mongolia, where he has just had 4,000 horses provided. You get to stay in authentic ger [large
tents] where Genghis Khan started his little trip.” “My vision is that when you buy into The Pavilions, you buy into so much more. You buy into a lifestyle where you do not have to feel obliged to spend time in a property you bought far away just because you paid for it,” he says. “You get to choose where you want to go, whether you want to enjoy the snow-blanketed forest in Niseko, go diving off Bali or soak up the culture the Nepal.” In the age of managed properties, The Pavilions is also heading in a different direction. “The object is always to own the buildings we have,” Mr Oldham explains. That single factor provides the freedom to create the property the brand is striving for. “Here at The Pavilions Phuket Residences, apart from the main structure of the building we can tailor the interior to each buyer’s own preferences,” he adds. To the future, Mr Oldham says he has yet to set a finish line for himself for how far he would like The Pavilions to grow. “At this stage I want to have the infrastructure to have 10 hotels, to survive these days you must,” he says. “There are a couple of guys with beautiful hotels who I want to say, ‘Look, come under the umbrella’,” Mr Oldham notes, but other than that he confirms that he is not looking to join with other associations to broaden the range on offer. Control in delivering what The Pavilions stands for is paramount. “My concept of time these days is a little different – it’s just a function of time,” Mr Oldham says. “Not that I’m demanding but I have a few principles in life and one of them is ‘Lead, Follow or get out of the way’. There is nothing else,” he laughs.

LEARN, EARN, RETURN UWCT patron funds education to change the world
Mark Knowles editor1@classactmedia.co.th
H
ow can we make the world a better place? How can we foster understanding and unity between people from different nations and cultures? How can we help build a sustainable future for our planet? These are the big questions that we have all pondered at one time or another and there are surely as many different answers as there are people in the world. For American philanthropist Shelby Davis, however, there is one simple answer to all these questions: Education. Shelby and his wife Gale recently visited United World College Thailand’s (UWCT) campus in Phuket to extend their US$1 million Davis Impact Matching Fund to the school. Over the last two decades Shelby’s generous and steadfast support has propelled the greater umbrella organisation United World Colleges (UWC) further on its mission to make education a force to unite people, nations and cultures for a peaceful and sustainable future. Founded in 1962 at the height of the Cold War, UWC was the vision of German educationalist Kurt Hahn, who in 1933 was exiled to the UK after speaking out against the Nazis. Having witnessed the catastrophic results of World War II, Hahn sought to unite bright young students, aged between 16 and 19 and from many different nations, to become champions of peace through an education based on shared learning, collaboration and understanding. Hahn believed deeply in the power of education to change the world and that if young people from diverse backgrounds could be educated together, devastating future conflicts could be avoided. In the late 1990s, at the invitation of his friend Phil Geier (then President of UWC-USA) Shelby Davis visited the UWC-USA’s New Mexico campus. He was deeply impressed by the students he met there and by Hahn’s educational vision. As a result of that first fateful visit, Shelby has gone on to donate countless millions in scholarship funding to the 17 UWC schools across the globe and millions more with university scholarships for thousands of UWC graduates going to select American post-secondary institutions. “I went to UWC in New Mexico and I was blown away by the talent of the kids. They came from 80 different countries and were all boarding together, there was every race, religion and culture you can imagine,” said Shelby. @thephuketnews
Shelby and Gale Davis (centre) met with United World College, Thailand students during their recent visit to Phuket. “I could see right away that this was a microcosm of the world. They have kids from all over the world and they learn to live together, to respect differences and still get along. It’s a lesson the world needs to learn… because the alternative is violence,” he added. Shelby himself is living proof of the value of education, with a degree from Princeton University in hand, he was able to land a job at The Bank of New York. Once there, he rapidly rose through the ranks to become Head of the Research Department and the bank’s youngest vice president since US Founding Father Alexander Hamilton. In 1969, Davis struck out on his own and founded the investment management firm Davis Selected Advisers. Once again his education stood him in good stead, and through savvy investment in the burgeoning mutual fund industry, he built his considerable fortune over the next three decades. Shelby says that the UWC mission resonates strongly with him due to his own background and upbringing. His father was a respected businessman and diplomat who advised two US Presidents and his mother was a philanthropist and scholar of world affairs who championed women’s rights. “I grew up with it, my parents were both internationalists, they both got PhDs and Masters degrees at Columbia and the University of Geneva – which is the home of the League of Nations – they knew people from all over the world and they made sure I visited countries with them.” He credits his incredibly generous philanthropy to the lessons taught to him by his parents, who imparted to him their philosophy of “learn, earn, return”.
“We have a saying in my family, that my father and mother taught me… in the first 30 years you focus on learning; in the next 30 years you focus on earning; and in the last 30 years… if you’re lucky… you focus on returning,” he says. This wise advice was foremost in Shelby’s mind when he began providing scholarships for academically highachieving students who lacked the financial means to attend a UWC school. However, when the first batch of his UWC scholarship students graduated, he realised that many of them, despite being academically selected for enrollment at a prestigious university, would be unable to pay the high fees. “To me it was a waste of talent, it was stranding kids that were getting into good universities because they didn’t have the money. Now, I don’t have the ability to cure Alzheimer’s, or invent something new, but I knew that education creates possibilities. If you have an education, you have more possibilities in life, so I’m all for funding kids to have more possibilities,” he said. Determined to fix the problem Shelby, together with Phil Geier, created the Davis-UWC Scholars Program – with the aim of “advancing international and cross-cultural understanding on US college campuses and ultimately throughout the world”. Since its inception in 2000, the program has provided scholarships to 7,686 scholars for students from over 150 countries and is the largest international scholarship program for undergraduates in the world. The need-based scholarships are available to every UWC graduate who gains acceptance and matriculates at one of the 100 US universities involved
in the program. By his own estimate, Shelby provides “between 30 to 40 million dollars” per year to fund the Davis-UWC Scholars Program. As increasing numbers of UWC students graduate and take up a Davis Scholarship, the yearly funding costs rises inexorably – but if Davis is daunted by the magnitude of his ongoing commitment, he hid it well. “I’ve been lucky in the mutual fund business. The money rolled in and now the money is rolling out under the philosophy of ‘earn, learn, return’. I’m glad I found something really big to focus on – it’s consuming to tell you the truth. I’ve visited every UWC school at least once and I tell the kids it keeps me young at heart. It makes you much more optimistic, more vibrant and more energetic I think,” he shared. “We’re in a global world and a global workplace, so kids from various parts of the world need to learn to live and work together, and maybe, as we integrate the world, we can have a better chance of having global peace,” he said. While Davis has high hopes for every UWC student who takes up a scholarship, it is also clear that he believes a good education is not merely a means to an end, but an end in itself. “The UWC teachers often tell me ‘this kid is going to be the next president, or a great scientist’. But if they are just good in their community and make a difference in their community, at their job, with their families, I don’t really care… as long as they have an open mind, an open heart, and open eyes to the world. That’s what we need – more of those citizens.” Learn more at: www.uwcthailand.ac.th or www.davisuwcscholars.org

On November 3, the “Best of the Best” will bring together seven highly respected local and international chefs in order to create a incredibly diverse and delicious dining experience. Together the chefs will prepare a seven-course dinner (with one course from each chef) for the good cause of supporting the Phuket Hotels Association Education Scholarship and Training Fund, The Kamala Green Club and the Barnhem home for children in need.
The seven chefs taking part will be Alessandro Frau from Acqua, Tammasak Chutong of Suay, Jamie Wakeford of Bampot, Olivier Limousine from L’Atelier de Joel Robuchon, Paulo De Souza from the Ritz-Carlton Beijing, Peter Webber from Les Diables and, of course, the master of the kitchen at Paresa, Jordi Valles Claverol. Each of the seven chefs is unique in their own way. For example, Alessandro Frau is one of the legends of Phuket’s culinary scene and a devoted master of authentic Sicilian cuisine. Tammasak Chutong is a Thai chef who has mastered his cooking skills in European restaurants and then applied his knowledge to Thai cuisine, giving the classic dishes of Thailand a new and delicious lease of life. Jamie Wakeford from Bampot is a
talented experimenter whose minimalistic approach focuses on developing the flavour of each and every ingredient in a particular dish. Olivier Limousine has honed his craft at L’Atelier de Joel Robuchon in Bangkok, where he and his fellow chefs experiment, create and work on new ideas right in front of customers – giving them an inside view to the creative cooking process. Chef Paulo de Souza will bring experience from working in no less than three Michelin-starred restaurants to bear on his creation of a course for this fabulous evening of creative dining. Legendary British pastry chef Peter Webber was at The Mandarin Oriental Bangkok for many years before opening his restaurant, Les Diables, here in Phuket and building a reputation
for fantastic themed menus and divine desserts. Finally, Jordi Valles Claverol, a champion of the food of his native Catalonia, who combines haute cuisine and traditional recipes that have been in use for years in family kitchens in Barcelona and across Catalonia. To compliment this cavalcade of cuisines on the night will be a performance by the Thailand’s first and only pop-opera band Fivera, who have carved out a new niche and brought classic opera to a wider audience. In pursuit of happiness small the task is very motivating. Set yourself a small target, be successful in that one project, in that one aspect of your life, and this will lead to success in other areas. Work out the formula for small successes, repeat it time and time again with perseverance, self-discipline and determination, and you will achieve big successes, the reward of the feeling that your hard work pays off and that achieving a goal is worth the time and effort necessary to succeed. Success usually goes hand in hand with self-worth, appreciation, recognition and respect. Which are all qualities which we crave and which strengthen our character, our resolve and which lead to true happiness. I look forward to sharing with you my story, my journey and my personal pursuit of happiness.

find that we all have this one thing in common; we all want to be truly happy. This makes the pursuit of happiness a true conundrum as old as the ages. For what is true happiness and how does one achieve it? This simple yet abstract quest and desire for happiness, a word which we use to describe an emotion, is actually at the heart of what defines and motivates a large part of our existence, of our everyday lives, and gives meaning to mundane everyday tasks. I believe the need to achieve this feeling, which is produced by a complex chemical reaction in our bodies, is hard coded into each of our DNA. We translate and describe this feeling with the simple letters h-a-p-p-i-n-e-s-s but it is in fact a by-product, a result and state of mind which we achieve as result of other factors in our lives. Understanding these factors is the key to achieving true happiness. As with every journey, clearly knowing where we want to go and the path we will take to get there enables us to reach the targeted destination. I believe that the quest and the pursuit of happiness should be approached in the same way. With clear understanding of our targets, with defined long- and short-term plans and a disciplined and

A long life lived with love for his people
The memory of King Bhumibol’s beneficent reign will forever remain in hearts of all Thais
F
or seven decades, King Bhumibol Adulyadej was Thailand’s guiding light. The monarch, regarded far and wide as Father to the nation, took the country out of several deadly turns with his wise counsel. His fortitude and devotion to human development were an inspiration to all. Regardless of the differences and disparities across Thai society, King Bhumibol was a solitary constant, a beacon of hope for Thais rich and poor, young and old, rural farmers and urban residents alike. The late King’s selflessness, generosity and compassion will always be remembered. In this article we will look at some of the key events in King Bhumibol’s long and prosperous life as Father of the Thai nation, beginning with his birth in 1927. On Monday, December 5, 1927, a young baby boy was born at Cambridge Hospital in Boston, Massachusetts. The parents were a young Thai couple known in the US as Mr and Mrs Songkla Mahidol, a medical student and a nursing student respectively. But in Siam, Mr Mahidol was known as Prince Mahidol Adulyadej, Prince of Songkla, and halfbrother to King Prajadhipok, Rama VII. His wife was Mom Sangwan, a commoner who had won a nursing scholarship from Queen Savang Vadhana, the Queen Grandmother. The infant Prince Bhumibol had two older siblings, Princess Galyani Vadhana, who was born in London, and Prince Ananda Mahidol, who was born in Germany. By July the following year, the Mahidol family left Boston, travelling home via London and Lausanne. At the end of 1928 the family arrived in Bangkok where Queen Savang Vadhana had arranged Srapathum Palace be set up as their family home. Even from an early age, Prince Bhumibol showed himself to be precocious and lively, with interests ranging from sports, music, science and technology to carpentry and the arts. The bespectacled young prince displayed agility in various sports, including skiing, badminton and water sports. But it was in the field of technology where Prince Bhumibol excelled, especially mechanics and electronics. At the age of 10, he was able to build his own radio with metal coils he won at a school raffle. Music was another leisure activity for the young Mahidols. While Princess Galyani Vadhana played the piano, Prince Bhumibol started learning to play the accordion, but later switched to the saxophone. Upon completing high school, Prince Bhumibol received a baccalaureate majoring in French literature, Latin and Greek. He applied to study science at the University of Lausanne. Photography was one of Prince Bhumibol’s passions during this period; but the prince also began composing jazz numbers in collaboration with Prince Chakrabandhu, who had been a regular at the musical soirees at Villa Vadhana in Lausanne. Most of the King’s much-loved compositions were composed during this time, from Candlelight Blues and Love at Sundown, to Falling Rain and H.M. Blues. The day Prince Bhumibol turned 18, on December 5, 1945, the Mahidol family arrived back in Bangkok, landing at Don Muang International Airport in a British Air Force plane. During this trip, King Ananda Mahidol made his first visit to Bangkok’s Chinatown, with Prince Bhumibol acting as his brother’s official photographer. Tragically, King Ananda Mahidol was mysteriously killed by a gunshot to the head on June 9,
1946. Suddenly and unexpectedly, Prince Bhumibol found himself King. King Bhumibol Adulyadej threw himself into his studies after returning to the University of Lausanne, planning to return to Thailand in 1948 for his brother’s cremation. But just as fate had brought unexpected tragedy to him earlier, fate now brought an unexpected romance into the picture. The King had previously met Mom Rachawongse Sirikit Kitiyakara, daughter of the Thai ambassador to London, Prince Nakkhatra Mangala Kitiyakara, but romance did not develop until the King was involved in a serious car accident which resulted in the loss of his sight in his right eye. The King’s convalescence in Lausanne was made all the more bearable with the constant presence of MR Sirikit. On August 12, 1949, the day MR Sirikit turned 17, the couple announced their engagement. In February 1950, the couple returned to Thailand. The joy of the royal romance was overshadowed by the solemnity of the task at hand – the Royal Cremation of King Ananda Mahidol, took place on March 29. A month later, on April 28, the Royal Wedding took place at Srapatum Palace, presided over by Queen Savang Vadhana, the Queen Grandmother. This was followed a week later by the Coronation at the Grand Palace, during which he swore: “We shall reign with righteousness, for the benefit and happiness of the Siamese people.” Not long after, the royal couple departed once
again for Switzerland where the King resumed his medical treatments, and finally returned to Thailand permanently after the birth of their first child, HRH Princess Ubolratana Rajakanya, in 1951. The King’s task now was to establish a role for the constitutional monarchy, in a country that had not seen a king in permanent residence since 1935 when King Prajadhipok, Rama VII, abdicated. Acting as his staunch supporter and setting the tone for the new King’s vision for his country was none other than his mother, who had always instilled in him a sense of selflessness, and the values of helping others less fortunate. During the early years of his reign, the King was already finding ways to help improve the livelihood of his people. When the Royal Family moved from Amporn Palace to Chitralada Villa, Dusit Palace, the palace grounds gradually became an experimental ground for various projects that was funded through the King’s own private purse. Realising that his people were suffering from malnutrition, he experimented with fish breeds so that the rural poor could have an easy source of protein. The best of breeds were presented to government officials and farmers for further breeding. From this grew the Royal Chitralada Projects, which aim to serve as models for the agriculture sector. This would soon include demonstration forestry, experimental rice fields, biogas production, crop planting, a dairy farm, milk centre, experimental
rice mill, rice husk grinding and compressing plant, fruit juice plant, the Suan Dusit powdered milk plant, milk-pellet plant, cheese plant and alcohol distillation plant for fuel research. The family soon grew, with the addition of HRH Prince Vajiralongkorn in 1952, HRH Princess Sirindhorn in 1955, and HRH Princess Chulabhorn in 1957. In 1955, Their Majesties made their first visit to Thailand’s impoverished northeastern region, the first monarch of the House of Chakri to do so. In December 1955, the Queen Grandmother, Queen Savang Vadhana, passed away at the age of 93, and following her cremation in the following year, King Bhumibol entered the monkhood according to Thai tradition. The ordination took place in the Temple of the Emerald Buddha on October 22, 1956, and the King, now known by his monastic nomenclature as Bhumibalo Bhikku, resided at Pan Ya Villa, Wat Bowon Niwet. The fourth decade of the King’s life was marked by a series of state visits that put Thailand on the global stage. In all, Their Majesties visited more than 25 countries in Asia, Australasia, Europe and America, with the bulk of the visits being concentrated in this decade. As part of his plan to help his people, King Bhumibol started dedicating himself to agricultural experiments to improve the well-being of his people. Another means to release the pressure from his responsibilities was sailing and building dinghies.
His first boat, a two-man Enterprise design built in 1964, was called Rajpatan (Royal Design). It was in this boat that he beat the Duke of Edinburgh in a race from Pattaya to Koh Larn. As he moved into his 50s the King’s development projects were fully formulated, particularly with the full support of the new prime minister, Gen Prem Tinsulanonda, who was head of government for eight years, and Dr Sumet Tantivejkul, who gave up a diplomatic career to help the King on his Royal Development Projects. Despite severe bouts of illness, His Majesty worked harder than ever, extending his upcountry visits long into the night, and often working through the night studying and analysing data to find the best course of action while his entourage rested. His understanding of localised problems came from listening to the villagers. “Villagers are your teachers,” King Bhumibol explained. “You must learn from them first, about their way of life and culture, and then use your knowledge to complement the work, and in advising them.” The Royal Projects helped hill tribe villagers replace opium crops with commercially viable crops. In 1979, the first of many “Living Museums” was opened at Khao Hin Son, Chachoengsao province, as a research and development centre. The key principle of this and subsequent Living Museums was the restoration of ecological balance that would allow the local people to work on the land using folk
know-how and become self-supporting. This principle of self-reliance and moderation was constantly brought up in King Bhumibol’s speeches during the 1970s, and formed the basis of what was to become known as “Sufficiency Economy” and “New Theory” in the 1990s. On July 2, 1988, King Bhumibol celebrated another milestone. At 42 years and 23 days on the throne, his reign had now surpassed that of the previously longest reigning Thai monarch, King Chulalongkorn. The following year, on November 13, 1989, King Bhumibol became the longest reigning monarch alive. As he entered his 70s and with health and age taking a toll, King Bhumibol was obliged to call a halt to his travels upcountry which had featured so prominently throughout his reign. Yet he was hardly at leisure, working constantly whether he was resting within the palace confines or at Siriraj Hospital, where he spent much of his later years under close medical supervision. Thailand was the centre of focus in the international community in 2006 as the country celebrated the 60th anniversary of His Majesty the King’s Accession to the Throne. King Bhumibol’s health then suffered setbacks as a deep fever required the King to be hospitalised at Siriraj Hospital in September 2009, beginning a lengthy stay that would last for four years. The year 2011 should have been another year of celebrations, as King Bhumibol reached an auspicious milestone, his seventh cycle (84th) birthday. However, King Bhumibol’s frail health, and his concern for the plight of his people as a result of the floods, was apparent in his Grand Audience at the Grand Palace when he appeared in a wheelchair, and gave a speech. While still in hospital, King Bhumibol held meetings with the prime minister and members of the Strategic Formulation Committee for Water Resource Management (SCWRM) who reported to the King on the progress of flood control measures, while King Bhumibol would offer his suggestions, as he has always done. Deforestation and greed was partly to blame for the great floods, King Bhumibol cautioned. Finally, King Bhumibol left Siriraj Hospital for Klai Kangwon Palace in Hua Hin and it was here, for the first time during the long reign, that King Bhumibol’s birthday ceremonies were held in December 2013, instead of at the Grand Palace or Ananta Samakhom Throne Hall in Bangkok, which had always been the tradition. Sadly, his health deteriorated again and he returned to Siriraj Hospital on October 3, 2014. His doctor continued to treat King Bhumibol for a range of maladies over the following two years. His health later worsened due to a liver infection and his condition remained unstable. King Bhumibol died at the hospital on October 13, 2016 at 15:52pm, the devastating news was announced by the Bureau of the Royal Household later that day. PCC continue their resurgence Patong have eyes firmly set on final face-off with Phuket Stars CRICKET Jason Robertson
L
ast Sunday’s (Oct 8) installment of the Madras 30 Over Cricket League, played at the Alan Cooke Ground (ACG), had turned into an elimination game for the Island Cricket Club (ICC). They took on Patong Cricket Club (PCC) and needed to not just win, but, win with two bonus points to stay in the competition. PCC won the toss and chose to bat first, and from the outset it was clear they had their eyes set on a place in the final. The first two balls were dispatched to the boundary by part-time model, full-time vegan, A Runhaar. Runhaar was ably supported by his opening partner P Ledeboer who gleefully took to his pinch-hitting role. ICC did f inally get a breakthrough with the score on 34, the ball after Ledeboer (17) had dispatched a ball out of the park for six, M Rehman had the last laugh and demolished his stumps

Unfortunately for ICC, the loss of that wicket brought to the crease a new gladiator and likely the best player on the island H McDonald. He hit the ground running with some beautiful sixes before he would be involved in the run-out of Runhaar (20) when
McDonald expected a little more pace and intent than Runhaar was able to deliver. Next to the crease was the Iceman, M Kohler, who has devastated all bowlers in the league this season with destructive stroke play. Last Sunday would be no different, and when McDonald (33)
Teams prepped for youth league FOOTBALL FOL L OW I NG T H E success of the inaugural Phuket Youth Development Football League (PYDFL) at British International School, Phuket in May of this year, the young football players of Phuket were delighted to be back in action last Saturday (Oct 7) for the 2nd PYDFL, at HeadStart International School who are the hosts and sponsors for the latest edition of the event. The PYDFL is organised by Cruzeiro Soccer Schools and supported by Phuket International Schools Athletics Conference (PISAC) schools. Players are mixed into teams and represent some of the major teams in club football. The league is split into four age groups; U7, U9, U11 and a combined U13-16 age group. The event is open to players of all abilities and experience levels, including players who do not attend PISAC schools, with girls being allowed to play down @thephuketnews
Last week’s action was a chance for coaches to start making their team selections. one age group. Players who participate in the league will have an opportunity to work with the Cruzeiro and PISAC coaches in a challenging but supportive environment, where the focus is on developing their football skills, but also on participation, sportsmanship, making friends and developing social skills. The facilities at HeadStart are ideal for the event with two immaculate astroturf pitches (one of which is covered), which are particularly appreciated at this time of year during the wet season. The deadline to register is this Sunday (Oct 15), so if you would like to participate, please contact events manager Nicole Harris at infobisp@cruzeirothailand. com to sign up today. and Kohler (61 off 37 balls) finally got out with the scores on 146 and 158 respectively, the foundations were set and the writing clearly on the wall for ICC. There were a few nice cameos to come from PCC captain G Van Blerk (26) and J Robertson (41), but, the job
was done upfront in this one and PCC posted an excellent total of 242 for 7 in 30 overs. ICC was look i ng for something quite special to pull this one out of the fire. Unfortunately for them fire is exactly what they were met with. As new ball bowlers, S Bhattacharya (2 – 13) and left-
arm swing bowler D Watson (2 – 22) ripped through the ICC top order. That left them reeling at 30 for 4. A few other part-time bowlers picked up a wicket a piece before it was rightly left to eventual man of the match, M Kohler, to take the final wicket, when Kumar (6) was beautifully caught in the slips by Mcdonald. ICC were all out for 58. Regardless of the result, this game had been played in great spirits on a beautiful cloudless day at the hidden gem that is the ACG. This result makes this weekend’s game between PCC and the Phuket Stars a rehearsal for the final and decider to see who tops the league table. Cricket on the island is still growing and is always looking for new players, teams, and sponsors. Surf fit, sustainable fat loss
Secrets and techniques to getting in great physical condition maximum effort with 2.5 minutes recovery periods (four sets).

M
any surfers ask me for surf training secrets, fitness techniques and the best ways to stay in great physical condition. But 99% of them also want to know how to drop body fat. That’s right, 99%. Let me share a little secret with you. The fat burning fireplace in the human body is called the mitochondria. We all have them, and they work brilliantly. They can increase in size and number with the correct stimulation. Just to be clear – inside your body – fat gets oxidised in the mitochondria. So if surfing fitness and fat loss is your goal – focus on mastering your mitochondria. By the way, when your training is performed cor-

Pool or Ocean 30 second swim at 100% (full recovery) and repeat. Swim down / cool down / stretch out.
When your training is performed correctly the stimulation will also carry over to improved power, more waves and better lung function for surfing. rectly the stimulation will also carry over to improved power, more waves and better lung function for surfing. If you want a re-cap on how to do this simply check out last months Surf Training Secrets blog.
Basic Surfing Training Science First, everything affects everything. Lifestyle factors come into play – long-term fat loss results do not come about from only focusing on your surfing training.
Second, food is of paramount importance – especially consuming essential oils. Have you ever considered why they are called essential? If you want to drop body fat, consuming good fats and oils is essential. Third, growth hormones play a vital part in fat metabolism. Recovery and rest periods are important. Less is often more. Fourth, aim to get off your butt and move more every day, especially if you have a desk job. The body is very smart and will down-regulate if you move slowly (or don’t move much) on a daily basis. Lastly, scientist Dr Len Kravitz taught me that the only two pathways to turn on the master switch for fat metabolism is through the AMPK and CaPK pathways – activated only by specific training methods. Surfing Specific Fat Loss Workout The style of training in this
workout is surfing specific (pool or ocean-based) and the methodology helps to turn on the master switches in your mitochondria to increase fat as fuel. Please remember to also look at your lifestyle to help balance your stress hormones … after all hormones run the fat-loss show. Remember, over-training is pointless. I recommend performing this surfing workout one or two times per week when the swell dies or when you are not surfing a lot. By the way, the new Fast Surfing Fitness program will deliver these types of surfing workouts with video instruction – swim, yoga and bodyweight training for surfing – keep your eyes open – new program to be launched soon. Enjoy. Pool or Ocean 100 metre easy swim. 100m increasing tempo / speed swim. 30 second swim at 100%

Premier chasing clubs are ‘risking bankruptcy’ FOOTBALL
AFP
E
nglish Football League (EFL) clubs are risking bankruptcy by chasing promotion to the Premier League where they face “economic exhaustion” trying to compete with established sides, financial experts said this week. Between the 2008-09 and 2015-16 seasons, 19 clubs gained promotion to the top flight, with Hull, Norwich and QPR going up twice and Burnley three times. Of these, only Crystal Palace avoided making a loss, with average losses among the 19 of more than £300,000 (B13.14 million) per week, said the report by Vysyble. Most clubs made money in their first Premier League season but after four years just

One in three clubs was immediately relegated and two in three were down within three years. The “Over the Line” report highlighted the “economic exhaustion” caused by trying to compete with the more established Premier League clubs. Vysyble’s Roger Bell said many fans and owners of clubs
in the EFL see promotion to the top flight as a “golden ticket to untold riches” but in reality trying to stay in the Premier League is “ultimately lossmaking”. This “financial over-exertion” can lead to long-term problems, Bell said, which cannot be solved by parachute payments to relegated clubs, even though they can now total
more than £90 million (B3.94 billion). “EFL clubs who spend beyond their means are, in fact, risking their futures by chasing a dream that is just that, a dream, and one that is actually more likely to end up as a financial nightmare,” Bell added. According to the report, Blackburn, Bolton and Fulham are examples of this, while both Aston Villa and Sunderland face similar challenges. But a spokesman for the EFL said the league was in a strong financial position and that no club had been through an insolvency process for several years. “Reports of this nature inflame the position and confuse the reality of the situation for supporters,” he added. The Premier League declined to comment on the report.

TITLE HOPES OVER
Vettel’s campaign ends after calamitous Japanese GP
Ferrari’s Sebastian Vettel sits inside his car during third practice of the Formula One Malaysia Grand Prix in Sepang on September 30. Photo: Mohd Rasfan / AFP
BOX OF NEUTRALS Michael Lamonato michael@boxofneutrals.com
T
he Japanese Grand Prix started at 2:03pm, but by 2:04pm Sebastian Vettel knew he’d lost the championship. His poor getaway was no disaster, but as the field raced to the first turn the German could feel the engine problems he identified on the parade lap were still plaguing the car. Hamilton was pulling away and Vettel couldn’t keep up. Max Verstappen jumped him for second place halfway around the track, and at the end of the lap
Vettel was mugged by three cars on the straight. When a fourth got him one lap later Ferrari put the German out of his misery; the call came in to retire the car. Vettel’s race was over and, with Hamilton streaming into the distance virtually unopposed, so too was his 2017 championship campaign. T he proble m wa s a s painful as it was simple: the engine required a spark plug change, but such is the complexity of the modern F1 power unit, this relatively simple task could not be conducted in the few minutes mechanics have to work on the car while it rests on the grid. It was the latest incident
in a damaging unreliability trend for the Italian team. Turbocharger problems troubled Ferrari early in the season and handling issues that had the car pulling to one side in a straight line afflicted Vettel’s Hungarian and Italian grand prixs. In Singapore both Vettel and Kimi Räikkönen were eliminated on the first lap – though this was down to driver error on Vettel’s part – and in Malaysia three power unit problems struck down the team on what should have been a weekend of heavy point-scoring. Japan was perhaps Ferrari’s last chance to push Vettel’s title hopes, but when the engine cover came off the
car just minutes before the start of the race the result seemed inevitable. Out of the car, Vettel rushed to the defence of his team. “I think I need to protect them,” he told TV crews after the race. “We’ve done an incredible job so far. “Obviously bitter about the last two races with the reliability issues, but it’s like that sometimes. “Of course it hurts, and we’re all disappointed, but now I think we just have to get back, get some rest and go flat out for the last four races and see what happens.” But the championship permutations are out of Vettel and Ferrari’s hands at this late
stage of the season. At the end of the Japanese Grand Prix, Hamilton and Mercedes lead Vettel and Ferrari by 59 and 145 points on their respective title tables. If Hamilton outscores Vettel by 16 points at the next race in the United States – if Hamilton wins and Vettel finishes sixth or lower – the Briton will claim his fourth world championship. Mercedes will win the Constructors’ Championship if it prevents Ferrari from outscoring it by more than 16 points. “Geez,” Hamilton exclaimed after the race when told of his commanding lead. “I could only have dreamt of having this kind of gap.” In the face of unrecov-
erable odds, Vettel put on a brave face, perhaps for himself as much as for the cameras. “We still have a chance this year,” he said. “But overall I think the team is in a good way. I think we’ve got a lot further than people have thought, so there’s also some positives – but for sure now you don’t look at the positives because it’s not the day to look at positives.” Ferrari may have come further than many thought was possible in 2017, but they can come no further than this. Don’t forget to tune in to Live89.5 each and every Saturday from 9am for the Box of Neutrals radio show.
3,200 turn out for 13th Mai Khao Marine Turtle Fun Run CHARITY THERE WAS A HUGE TURNout for the 13th Mai Khao Marine Turtle Fun Run and Mini Marathon 2017 last Sunday (Oct 8) with 3,200 people taking part in the annual event, which is in its 13th year. Mr Oriol Montal, General Manager of JW Marriott Phuket Resort & Spa welcomed the guests of honour and participants, and an opening ceremony was pre-
sided over by Phuket Governor Norraphat Plodthong alongside Vice Governors Snith Sriwihok, Thawornwat Kongkaew and Uthit Limsakul, and Deputy Director of the Tourism Authority of Thailand (TAT) Phuket office at the Phuket Gateway. Before the race kicked-off, Gov Norraphat requested participants observe two minutes of silence in loving memory of the late King Bhumibol Adulyadej. The atmosphere was incredible with local people taking part to
run for fitness and conservation of sea turtles together. The 10.2 kilometre mini-marathon runners made history once again by running across the iconic Sarasin and Thao Thepkasattri bridges to Phang Nga province and back, it was the second year this beautiful route was used for the annual Mai Khao Marine Turtle Fun Run and Mini-Marathon. “Healthy people make for a healthy community. I am delighted to be part of this amazing event. Huge thanks also goes to the
foundation owners the Minor group, sponsors, partners and hard-working volunteers. This event would not be possible without them,” said Mr Montal. The annual Turtle Fun Run and Mini Marathon – while also aiming to encourage people to live a healthy lifestyle – is a collaborative effort by the Mai Khao Marine Turtle Foundation and JW Marriott Phuket Resort & Spa to raise funds and awareness of the conservation work done by the Phuket Marine Biological Centre
