A sense of security for slum dwellers Nattha Thepbamrung reporter2@thephuketnews.com

Villagers in Soi Kingkaew have yet to get sealed roads. The roads they do have are littered with potholes.

he 2,000 or so families in the large slum along Soi Kingkaew in Baan Kuku, to the northeast of Phuket Town, can breathe a sigh of relief after their community has been given rights to occupy the land and an attempt by a businessman to establish ownership over a large part of the 300-rai village was rejected. The slum has long been a contentious area, with authorities arguing that the 2,000 families had encroached on government land, and refusing to adopt or repair roads or supply other basic infrastructure. In January, however, the villagers came under a new threat when a local businessman claimed that he owned a large chunk of the land under

Community leader Surasak “Sak” Udom with the Sor Kor1 paper the businessmen claimed showed he owned much of the village land. This has now been disproved. the community. The first the villagers knew of this was when they saw Land Office surveyors measuring the land. They chased the surveyors off and marched to Provincial Hall to protest. Now, however, says community leader Surasak “Sak” Udom, it has been shown that

the Sor Kor1 paper on which the businessman’s claim was based had been “flown” from another area. It has now been established that the land, originally mangrove forest, belongs to the Royal Forestry Department (RFD). “It has already been proved

that the businessman’s Sor Kor1 paper is [not legitimate],” said Mr Sak. “In the past we were shown many land papers by a group of people claiming to represent the businessman, but after this one was proved not to be legitimate, no one else has been here since,” he added. Mr Sak told The Phuket News that everything is now better for the community. “The [RFD] are now letting people live in the village by declaring the land to be ‘decayed forest’ and allowing the installation of water and electricity supply. “We are satisfied that we are able to live in our homes with water and electricity, though we must pay to build [proper] roads,” Mr Sak said. The community has now been separated from the remaining mangroves to protect them from encroachment.

Underpass chaos starts in five days

WORK ON THE UNDER pass through the intersection next to Central Festival Phuket will begin five days from now, on Wednesday (November 21). The lanes closest to the median strip of the bypass road, in both directions, will be closed and traffic disruption is a certainty. At the meeting on Thursday (November 8) at the future construction site, the project engineer, Ittiwat Kritsanawanit of the Phuket Highways Department, told local business people about the plan so that they can prepare for the inconvenience of more traffic jams. After the site has been cleared, construction by the main contractor, the giant Italian-Thai, will start at the beginning of December. The underpass will take about two years to complete. “I have talked to Central Festival representatives and will give them some brochures which show people three ways to avoid the intersection while work is underway. We will also be handing out the brochures ourselves,” Mr Ittiwat said.

For those wanting to go from the north to Patong, its a simple matter of following the most logical route – turning right at Tesco-Lotus. But the other two suggested routes are far from simple. They are: Coming from the north and going to anywhere on Wichit Songkram Rd to the west of Central (such as Makro) head south from the TescoLotus intersection, make a U-turn at the Phuket International Hospital, then turn left into Bangyai Rd. To go from the north end of the bypass road towards the south of the island, avoiding the roadworks, the depart-

ment suggests turning left at Tesco, then right past the Bangkok Hospital, then following Yaowarat Rd through Phuket Town to the Suriyadet (fountains) roundabout, then on down Bangkok Rd and Wirat Hongyok Rd before turning left into Chao Fah West Rd to the south of Central Festival. This route will require changes to the one-way system in Phuket Town, and it has yet to be seen how the narrow streets of the town will handle the extra traffic load. The department has yet to make suggestions on how to avoid the roadworks when driving from the south.

PHI PHI MYSTERY

US scientist suggests new theory for Belanger sisters’ deaths Alasdair Forbes execeditor@thephuketnews.com

A

n American scientist who worked on Gulf War Syndrome has proposed a possible new scenario to explain how the two Canadian sisters, Noemi and Audrey Belanger, died on Phi Phi on the night of June 14. So far forensic examinations have concentrated on the possibility that the sisters might have drunk a version of the teen narcotic drink See Koon Loy, with the insect repellent Deet added to it. See Koon Loy normally consists of ground-up kratom leaves and prescription cough mixture mixed with cola and ice, though many other ingredients may be added. News reports have said that Thai forensic scientists concluded that the sisters were possibly killed by an overdose of Deet – maybe a mistake by the person who mixed the “cocktail” for them. News reports in Canada, however, say the Canadian scientists disagree; they detected Deet in the women’s bodies, but not in high enough concentrations to cause discomfort, let alone illness or death. Dr James Moss has proposed a different hypothesis: that Deet has “beta adrenergic agonist activity”. In layman’s terms, this means that Deet by itself, and See Koon Loy by itself, would not kill.

But the two in combination might. Dr Moss has done considerable – and initially controversial – research on the beta adrenergic agonist activity of Deet as part of his quest to explain Gulf War Syndrome, a cluster of as-yet-unexplained illnesses affecting US soldiers involved in the First Gulf War in 1991. About one third of the 697,000 servicemen and women involved in that war still live with Gulf War Syndrome. Dr Moss proposed a theory, which he attempted to back up with research, that the syndrome was caused by a combination of Deet the soldiers sprayed on themselves as mosquito repellent and Pyridostigmine Bromide pills, given to soldiers as an antidote to nerve gas. The Americans were worried that the Saddam Hussein regime of Iraq would use nerve gas against US troops. Dr Moss’s employer, the US Department of Agriculture (USDA), did not like the way this was heading – if he could prove his theory, it might lay the US government open to suits for compensation totalling billion of dollars. When he pursued his research despite its disapproval – and testified at a televised US Senate hearing despite being told not to talk to anyone about his research – the USDA decided not to renew his contract. “I attempted to confirm my suspicions that Deet had some

Dr James Moss: Similarities between the Phi Phi deaths and Gulf War syndrome? adrenergic activity, using rats,” Dr Moss told The Phuket News. “I found that adrenergic agonists and antagonist drugs had potent effects on the time to convulsions from a fixed dose of Deet. “One drug reduced the time to convulsions from 40 minutes to less than one minute (the animal died while I was setting down my instruments, probably from cardiac arrest). “Another time, with a lower Deet dose and the same drug, the time to convulsions was reduced from 60 minutes to 15 minutes. The drug was

yohimbine.” Yohimbine is, according to Wikipedia, “structurally related” to 7-hydroxymitragynine and mitragynine, two of the active ingredients in kratom. That said, Wikipedia adds that “their pharmacology is quite different”. But, Dr Moss says, “The kratom leaf suggested by the press as part of something possibly consumed by Audrey and Noemi Belanger, seems to contain some of the same adrenergic activity I tested 15 or so years ago. “At least one kratom chemi-

cal, Tetrahydroalstonine, is antiadrenergic at alpha-2 receptors, like yohimbine. “I did not collect enough data to publish this, but if my other Gulf War chemical hypotheses can serve as a model, I’m probably right. “This is (one) reasonable explanation for the death of these girls that can be verified fairly easily.” The Phuket News asked Dr Moss whether a combination of kratom in the drink and Deet on their skins could have caused the sisters’ deaths. His response: “On the skin

or in the drink, either way would work.” This opens up the possibility that the sisters, after spraying themselves with a repellent containing Deet, headed out for an evening in Phi Phi village. Drinking See Koon Loy, with its cargo of kratom, might have sparked the violent and deadly reaction that the repellent on it own, or the See Koon Loy on its own, would not have. Both the Thai and Canadian governments have clamped a gag on information about forensic results. The Phuket News emailed the Canadian pathologist who carried out the autopsy on the sisters and received no response. It is understood that information on the results from the Canadian side was released by the sisters’ family, not the government. An official of the Thai Central Forensic Institute, speaking on condition of anonymity, said that she did not know where the reports saying Thai scientists had pinpointed Deet as the cause of death had come from. “Deet was only one element in the deaths,” she said, but declined to give further information, adding that the gag order was still in place. Whether either set of forensic scientists will take heed of Dr Moss’s theory and follow up remains to be seen. Meanwhile, the tragic deaths of the two young women will remain a mystery.

Jumper survives 18-floor hotel dive AUSTRALIAN JOHN BERnard Hurley was rushed to hospital after he jumped from the 18th f loor of the Royal Paradise Hotel in Patong on Tuesday (November 13) – and miraculously survived. Mr Hurley, 39, suffered seven broken ribs, his left leg was broken in three places, his wrist was smashed and he

suffered internal bleeding said a member of the emergency room staff in Patong Hospital. Police said that Mr Hurley had been staying in the hotel, and had run out of money. One report said that Mr Hurley crashed through a canopy before hitting the ground, breaking his fall somewhat and, perhaps, saving his life.

olice in Phuket’s neighbouring province of Phang Nga, led by Pol Lt Chaiyuth Boonyai, arrested 112 Rohingya-Burmese in Tai Muang district on Saturday (November 10). The 122 are believed to be from a flotilla of seven boats containing as many as 1,000 Rohingya who left Myanmar by sea and were heading for Malaysia. In heavy seas their engine failed and their boat was blown onto the Phang Nga coast. The arrival of the Rohingyas’ boat in Thai waters was reported to police by a Phang Nga fishermen. By the time police arrived at the beach in front of Tai Muang Industrial and Community Education College, they had already beached and were jumping out of the boat. The Rohingya are all men, aged between 18 and 40 years old. After they were formally arrested on charges of illegal immigration, the police fed them, then took them to the police station and from there handed them over to the local

She explained that the 1,000 Rohingya had left Rakhine state in Myanmar on November 2 intending to go to Malaysia. Th rough Ms Na they pleaded with the police not to send them back to Myanmar. They said they were sure that if they were sent back it would

be to their deaths. It would be better to die in Thailand, they said. The Rohingya are regarded by the Myanmar government as illegal immigrants into the country. Thousands have fled over the past couple of years, most aiming for asylum in Malaysia, after becoming targets of communal violence. At the end of October the Myanmar government admitted that thousands of homes

in villages and parts of towns inhabited by Rohingya were burned, along with boats, in the latest outburst of sectarian violence between the mainly Muslim Rohingya and the Buddhist majority. Rangoon said it would send more police and troops to the area to keep the peace, but most Rohingya will undoubtedly see this as the precursor to more government action against them.

Gov backs plan for 2,000 cams GOVERNOR MAITREE INTUSUT HAS supported a police plan to buy and install an additional 2,000 CCTV cameras around Phuket during the current high season. At a meeting between the Governor, Phuket Police Chief Pol Maj Gen Chote Chavalviwat and all police superintendents at the Provincial Police HQ, Deputy Commander Pol Col Peerayut Karajedee said, “We have already assigned officers to 21 security areas in Phuket. These are six in Patong, three each in Tung Tong, Chalong, and Kamala, two each in Tah Chat Chai and Phuket Town, and one each in Cheng Talay and Thalang. Sarayut Mallum, Vice-President of the Phuket Tourism Association, seemed disappointed that there was no security

zone for Kalim. He pointed out that there were no police in Kalim, and told the meeting, “I have lived [in Patong] for a long time. I think the Kalim area should also have a security zone and CCTV cameras, because this is a high-crime area.” The Superintendent of Kathu Police Station, Pol Col Jirapat Phoachanapan, replied, “Kalim is a sensitive area. We already have a plan to establish a police presence. “When I solve problems in this area it will not only be through the power of policemen to arrest people, but also through the application of psychology. “We know that Baan Kalim is a highcrime area. We have already surveyed the area. Most of the drug dealers are

low-level. But we already have a security plan [for Kalim].” Gov Maitree said, “We have to respond to the Government’s target of B2 trillion in tourism income by 2015. Security is therefore the first priority for Phuket. “At the moment, there are 1,419 CCTV cameras in Phuket. I will ask the government for the budget to buy the additional 2,000 cameras.” He asked the police to provide him with a proposal on paper that he could pass on to Bangkok to support an application for funding. “I will wait for the proposal from Col Peerayut,” he said. “When I get it I will sign it and send it to the Government as soon as possible.”

Phuket ports to be revamped THE GOVERNMENT IS to carry out a major exercise to improve ports along the Andaman Sea coast, including the Phuket Deep Sea Port and Rassada Port. A meeting last Friday (November 9) at the Royal Phuket City Hotel, chaired by ViceGovernor Sommai Preechasilpa and featuring on the top table Wilawan Siri-Ngampen, Director of the Harbour Department, and Wichai Kamkong, Director of the Region 5 Harbour Office, drew a large number of people from the tourism industry, who were invited to give their

feedback. Also present were researchers from Thammasat University, who have been given the job of coming up with the plans. Mrs Wilawan said that the project was part of a major policy of the Ministry of Transport to develop marine transportation in Thailand with the aim of saving energy, reducing air and road accidents, along with pollution, and increasing carbon credits. In Phuket, the two existing harbours Rassada in Phuket Town and the Deep Sea Port in Cape Panwa will be upgraded in

preparation for the start of the Asean Economic Community (AEC) in 2015. Mr Wichai said Rassada Port will be the first to be upgraded, along the lines of Krabi’s Jilad Harbour, which is seen as a model for the overall project because it has a large terminal with clean toilets, food outlets and other facilities such as ATM machines. The channel between Rassada Port and the sea will also be dredged to allow larger vessels to use it. It was not clear at the meeting what the government plans for the Deep

Sea Port at Cape Panwa. There is already a plan to improve the privately-operated port, first announced in October 2011. The plan, budgeted at B176 million, includes lengthening of the quay and creation of a passenger terminal. However, the environmental impact assessment has yet to be approved. The meeting was also told that the government will spend money on a drive to increase the Thai merchant fleet, with incentives to shipbuilders and by encouraging owners of merchant vessels to register under the Thai flag.

he next phase of the investigation into encroachment in the Sirinart Marine National Park has been suspended indefinitely on the orders of the Minister of Natural Resources and Environment (MNRE). 120 teams of investigators were expected to arrive in Phuket at the end of October. They will not now be coming. The teams were ordered set up by Damrong “the Demolisher” Pidech, the former director of the Department of National Parks, Wildlife and Plant Conservation (DNP). He retired at the end of September, but before leaving, ordered his subordinates to continue the probe. Now, however, the MNRE Minister, Preecha Rengsomboon, has ordered Reungchai Prayoonvech, acting director of the DNP, and Boonchob Suthamanaswong, director of the Royal Forestry Department (RFD), to suspend the investigation. He told them that the Cabi-

Damrong Pidech has retired and is setting up a noodle shop. net wants to “help local people to earn their living in those land plots, especially those plots where it has not yet been clarified whether they encroach on national parks or forest reserves”. On Wednesday there was further potentially bad news for the probe when it was announced that the government intends to disband the DNP as an entity, and absorb its officials into the RFD. This is not the first time the

politicians have stepped in to scotch investigations, especially when they involved MPs who had invested in businesses on land that had allegedly been encroached on. The case of the Baan Talay Mok Resort in Prachinburi Province, one of nine resorts demolished overnight by Mr Damrong’s men after he concluded that they encroached on the Tap Lan National Park, brought things to a head in July. The newspaper Daily News

reported in July that a mobile Cabinet meeting in Surin Province discussed relieving Mr Damrong of his post. Mr Dam rong intially expressed annoyance at the decision to suspend the investigation. “It probably has been suspended because someone does not want the land probe to continue. “However, it must be continued because it is in the public interest and some of the land has obvious evidence which proves that it is illegal. “Even though I am retired, I am still a Thai citizen and I believe it is in the public interest, so I will still be keeping my eye on it and waiting to see the action of the DNP.” He is in the process of setting up a noodle shop. He said he supported amalgamating the PND and the RFD, as conflicts between the regulations of the two departments had caused problems in the past. But he said the amalgamation would be unlikely to take place before the end of the current budget year, which ends on September 30, 2013.

REMEMBERING THE WAR DEAD A mixed group gathered on Karon Beach on Sunday to mark Armistice Day, also known as Remembrance Day, when the dead of various wars of the past century are remembered, particularly the two World Wars. The original Armistice Day was on November 11, 1918, when shooting in World War I ended by agreement at 11 am. A poem was read about war, while veterans of various wars spoke of their memories. Children then placed wooden crosses with paper poppies – symbol of the dead in WWI – in the sand. Photo: Island Life Photos

At the time of going to press Mr Baxter, Mr Speers and a third partner, Chief Technical Officer Graham Johnson were unable to comment on the sale; they were waiting to meet the buyers to discuss the precise wording of anything that is to be said to the press. However, it is known from the statement to the exchange that “two of the promoters” of HTC (believed to be Mr Speers and Mr Johnson) will continue to manage the company and will be eligible for additional payouts and incentives for the next three or four years,

based on performance. These could potentially add as much as US$35 million (B1 billion) to their gains. MMT has been going through a bad patch recently. For the quarter ended September 30 it posted a net loss of US$1.2 million, compared to a profit of $700,000 in the same quarter of 2011. The announcement of this saw saw the company’s shares (it is also listed on Nasdaq) tumble. The loss has been blamed on the horrible state of the Indian air travel market, resulting in a fall in MMT’s air ticketing revenue, and in buying HTC it presumably hopes to spread its risk outside of India.

Krabi Tourism Association president, Ittirit Kinglek said, “This video will definitely hurt the province’s tourism industry for a long time to come. “I am aware that tourists, especially British, have already cancelled their bookings at certain five-star hotels in Krabi because they were not confident about the security in the province.”

The president said the video should serve as an important lesson for the authorities, showing them they need to act fast and deal with crime. The Tourist Police are once again in a bad light; the division was created to deal with tourist-related crime and ensure justice for visitors who often need to return home before a crime goes to court. Phi Phi Island, in Krabi province, was the scene of the unexplained deaths of two Canadian sisters earlier this year. The government has gagged officials, leading to allegations of a cover-up. “The authorities should not cover up information about cases involving visitors, they should make it clear what they are doing,” Mr Ittirit stressed. He said Krabi authorities had tried to cover up other crimes against tourists. The video clip Evil Man from Krabi, shows the Dutch father singing about his daugh-

The father made the clip to campaign for justice after a Thai tourist guide, who was arrested for allegedly raping the teenager, was freed on bail. During his appearance in court he retracted a confession he made earlier to police. Krabi police deputy commander, Pol Colonel Jongrak Timthong, said the suspect, named as Chumpon Khaonuang, was granted bail after he denied the charges in court. “His retraction means the

court could take a year or even two years to issue a verdict.” “The father has the right to protest,” the police said. In her statement, the victim told the police that she was beaten so badly that she stopped resisting in order to survive. She was treated for her injuries at Krabi Hospital before filing a police report and returning to the Netherlands. The suspect, who was identified by his victim from CCTV footage, was described as a tour guide. If true, this is a serious reflection on the country’s tour guides. Of all

the people working in tourism they spend the most time with visitors and tour companies rely on them to act professionally and present a positive image for the country. On October 22, the day before Evil Man From Krabi was uploaded to YouTube, a British tourist was stabbed several times during an attack in Ao Nang by a gang of youths. Two have been arrested. Pol Col Thaksin Phocha korn,Superintendent of Krabi Town Police Station told The Phuket News, “The case is now in the hands of the Prosecutor’s Office. “We are police. We have to be be fair to everyone; we have to protect both the victim and the suspect. “The comments on the YouTube video are uncontrolled viewer opinions. “Our duty is to look after the people here. The critics may not know the details but we know them.”

xtortionists claiming to be representatives from KT Publishing, which represents the interests of music publishers and issues licenses on their behalf, have been active in Ao Nang. A particularly unpleasant incident was reported by the owner of a well-known restaurant in the tourist town. The owner – who for reasons that will become apparent does not want to be named – told The Phuket News, “On November 5, three days after we had reopened the restaurant, three cars pulled up in front and five people got out. They claimed to be working for some authorised group for the licensing of music. “I pointed out to them that our music came through a TrueVisions tuner, and we therefore did not need a license. Then they saw that my wife was working on a computer. They demanded to check the computer. I asked them who they were. One of them flicked open an ID, so fast that I could not read it. “They found there was music on the computer, including one song they claimed was licensed by them. We downloaded that from the Apple iStore, and we said we did not use it in the restaurant,

but they insisted that she must pay a fine.” The visitors took the computer and then took the restaurateur’s wife’s arms and pulled her to one of their cars and drove off to the police station in Krabi Town. Her husband hurried after. There, in a makeshift office outside the police station, were more of the people the “copyright officials” had targeted, and with whom they were making deals in return for not “prosecuting” them. In a post on ThaiVisa the restaurateur wrote, “Then came our turn, and this gentleman asked us to pay a fine. ‘Much better for you,’ he said, adding that if we did not pay he would put my wife in jail.” Aghast, Umberto wondered, “Are we talking about paying for some license or for a crime serious enough to put my wife in jail?” On the advice of his lawyer over the phone he asked to see the documents of the “publishing company” and some ID. “They started to threaten us, saying that we were now in serious trouble. We were taken inside the police station, and from that point on we had to talk with the police officer on duty that night. “We explained the situation to the officer (my lawyer was in telephone line telling me not to pay because it was a scam). Again I asked for an

Culture Fest postponed

THE PLANNED ANDAMAN Cultural Festival, originally due to begin last Friday (November 9) has been postponed until sometime in December, a spokesperson for the Provincial PR Office said on November 7. Prime Minister Yingluck Shinawatra had been due to attend the gala opening at the Blue Elephant restaurant on Krabi Rd, Phuket Town. The spokesperson said that there were two reasons

for the postponement: the fact that the organising committee was unable to complete all the arrangements in time; and the moving of Worawat UaApinyakul from PM’s Office Minister to the post of Science Minister in the October Cabinet reshuffle. The event is part of an initiative launched by Mr Wora wat, who ordered all the Andaman coast provinces to hold events promoting local culture.

The restaurateur captured video of one of the ‘gentlemen’ visitors he alleges put him and his wife through an evening of fear. This is a screen grab from that video. explanation, but the officer very coldly said that we had to pay B50,000 or he would put my wife in jail. “I was desperate. I knelt down and pleaded with the officer not to put my wife in jail, and said, ‘Okay, I will pay but I can’t get that amount at this time.’ So he went to talk with the gentleman of the publishing company and when he came back he said, ‘Okay, you can pay just B30,000.’” “I repeated that I was not sure if I had that amount. He was very angry. He said he was sick of my talking, he need to go sleep, so he was definitely putting my wife behind bars. “So I started to run and

when I reached the first ATM I took all the money I had – B27,500 – and ran back.” He showed them the money and the ATM receipt demonstrating that his bank account was empty. They didn’t believe him. “Pay B30,000 now or f*** off and come back with the money tomorrow, then I’ll let your wife out,” the police officer said. “At that point I did not know what more to do, seeing my wife clinging to the iron bars and crying. I was myself giving in to despair. “Once again I checked my wallet and magically, in a recessed pocket I found 50 Euros that I put there for

emergencies, and which I had forgotten about.” The “copyright officials” accepted the Euros in lieu of the B2,500 “owed” and the restaurateur’s wife was released from jail. There was no police report and no receipt for the money he paid for her release. “On the way back,” the restaurateur wrote in his ThaiVisa post, “we were speechless and shocked. It’s been two days now and my wife is still crying, and saying she had to shower many times because she can’t scrub off the smell of that night. “This experience has shaken us and our beliefs. After 12 years living here without ever having done anything wrong, having worked and paid taxes honestly, we were treated like beggars. “My wife, even though she is Thai, can’t believe how her country could become like this.” Since that night the restaurateur and his wife have managed to get in touch with a more senior police officer, who advised them that the “copyright officials” were long gone and they could forget about getting the money back. The restaurateur is resigned to the loss of the money, but balance was restored somewhat when he was told that the police officer who put his wife behind bars has been transferred to a post in Yala, in the troubled

deep south of Thailand. A KT staff member, who asked not to be named, told The Phuket News, “Our company often faces accusations that our staff cheat people. To be honest, there are a lot of people doing this kind of thing. “I myself was in a restaurant in Krabi and saw a man who walked into restaurant to cheat people. I asked him, ‘What’s your company?’ He answered, ‘I come from KT company.’ Then he walked out again. “I knew immediately that he was not from our company. I ran after him but he escaped. “We about have six staff taking care of customers in the South of Thailand. Most pay the copyright fee by ATM transfer. “I would advise people not to pay these criminals but to call and check with the company, and to call the police, too.” The KT phone number is 02-689-2884. Pol Col Thaksin Phochakorn, Superintendent of Krabi Police Station said, “This kind of crime is always happening. If I had known about it, I would have dealt with this case too.” He denied that police were involved. “I don’t believe any of my underlings would dare to do this.” Saying he had to get to a meeting, he then hung up. The number for Krabi Town Police Station is 075-611-222.

The Government has announced formation of a new Phuket Land Centre. What will this mean? We summarise the situation Alasdair Forbes & Nattha Thepbamrung editor@thephuketnews.com

J

ust over a week ago a working group of more than 20 officials met as the first stage in setting up a Phuket Land Centre, which will theoretically be a central point to pull together all the government departments involved in land matters. The centre will, it is hoped, solve many of the problems that arise from different offices having regulations that conflict. The initiative comes on the orders of Deputy PM Chalerm Yubamrung, who last month set up a national Land Integration Management Committee (KorBorChor), with himself in the chair. Provincial Land Centres, or SorPorTor, are currently being set up in all provinces, and will report to the KorBorChor. The Phuket SorPorTor will have representatives from the

Land Office, the Royal Forestry Office, the National Parks Office, the Public Works and Planning Department, the Treasury Department and the Office of Natural Resources and Environment. There will also be districtlevel equivalents in Muang, Kathu and Thalang districts, bringing together local government officers such as district officers (nai amphur), their deputies, municipal mayors, presidents of OrBorTor, village chiefs (Kamnan and Pu Yai Baan) and the chief of the district land office. Chairing the meeting on November 8, Gov Maitree Intusut noted that the choice of people to serve on the various committees will depend on the local conditions. Somyot Laochoo, the Land Officer who is in charge of setting up the centre and the district bodies, said that the first priority of the working group will be to map the areas that the

Gov Maitree told officials to prepare maps at a scale of

1:4,000 by November 15. These will then be collated by Somdow Lohakij, chief technical officer at the Provincial Land Office. Gov Maitree said that up to now when there have been problems with land involving more than one government department, and that there has often been a lack of cooperation. The SorPorTor will, it is hoped, change this. What was not made clear at the meeting is how exactly the committee will work and what its responsibilities will be, but Phuket could certainly use some coordination on land matters. The island has been subjected to a variety of land-related investigations by various government bodies over the past year. Some of these are on hold since the annual reassignments of top civil service and police officers at the end of September. The investigations include:

Sirinart Park: The investigations into encroachments into land within the borders of the Sirinart Marine National Park were initiated by Damrong Pidech, Director-General of the Department of National Parks, Wildlife and Plant Conservation (DNP). Mr Damrong earned the nickname “the Demolisher” after he descended on the Wang Nam Khiew area on the southern edge of Khao Yai, Thailand’s biggest national park, in 2011, ordering the demolition of resorts and villas that encroached on the park. Several were, indeed, knocked down in nighttime raids. His arrival in Phuket and his announcement that he would

The Phuket News

apply “the Wang Nam Khiew model” to Sirinart Park encroachments sent chills through the island’s property and resort industry as he and his teams quickly identified seven resorts and four property developments as possibly encroaching. The DNP has filed a number of complaints with the police, backed with evidence of corruption, sometimes decades in the past, but all these cases can be expected to take years going through court hearings and appeals. Mr Damrong retired at the end of September. The investigation has now been suspended indefinitely (see page 5), and no successor to him has been named. It has also been announced that the DNP will be absorbed into the Royal Forestry Department.

PACC probe: The Public Sector Anti Corruption Commission (PACC), headed by Inspector-General, Pol Col Dutsadee Arayawut, also descended on Phuket to look into cases of land papers allegedly being corruptly issued for pieces of real estate that actually belonged to the government. The most desirable of these was 65 rai of hillside sloping down to Freedom Beach, south of Patong. Freedom Beach is arguably the last unspoiled large beach on Phuket because there is access to it only by sea; the hinterland is plain jungle. An owner came forward, claiming to have land documents and demanding a Chanote so that it could be sold, for around B62 million per rai, or

a tasty B4 billion total. Col Dutsadee’s investigators eventually unearthed enough evidence of dirty dealings to recommend that the deeds be cancelled. The PACC also examined two large pieces of land in the hills above Kathu that had simply been annexed by former vice-governors of Phuket. Cleared of trees they would have the vast sea views that are the wet dream of property developers, and could have been expected to fetch large sums if put on the market. The PACC probe also lasered in on 200 rai of beachfront land in Karon, and a large slab of land on Koh Yao Yai that it said was virgin forest. In August, Col Dusadee said the PACC had received information from its local network that deeds for more than 200 pieces of land on Phuket – 40 per cent of all the land parcels being investigated in the entire country – were issued corruptly. “We didn’t believe at the beginning that the number would be that high,” said Col Dutsadee. Col Dutsadee got a new job in drug enforcement at the end of September and neither his successor, Pol Col Pokpiboon Potranun, nor the PACC investigators have been seen in Phuket since then.

NACC probe: Other bits of Phuket have been under the microscope of the Office of the National Anti-Corruption Commission (NACC). Its Commissioner, Wicha Mahakhun, revealed in July that 12,000 rai of land around Thailand was under investigation by the NACC. Once again, Phuket had a disproportionately high share of the shonky land – 3,600 rai, or 30 per cent of the total. NACC officials blamed corruption for “the loss of half of Phuket’s national forests”.

Massive corruption:

What most of these investigations have highlighted is the rampant corruption in government departments in Phuket, from land officials up to provincial governor level. It remains to be seen whether Mr Chalerm’s new provincial land committees will amalgamate all the investigations effectively and bring some results, or simply add another layer to the already very complex cake.

Volunteer Muslim medics on frontline of south insurgency Aidan Jones

T

hey are rubber tappers by trade but every week are summoned to the scene of beheadings, bombs and shootings as volunteer medics dealing with the fallout from Thailand’s southern insurgency. Violence strikes with grim regularity in the lush, forested hills of Bannang Sata, a militant stronghold – or “red zone” – in Yala province, where locals are caught between the warring militants and security forces. “It’s hard to collect a body when they have been burnt, beheaded or hit by a bomb blast,” said father-of-three Madanee Duereh. “But it’s our duty to help the people... to help them bury their dead the right way,” he said, referring to Islamic rites decreeing that the full body must be buried – a challenge when corpses have been torn apart by bombs. Like many Hilal Ahmad Foundation volunteers he makes a living in the rubber plantations that dot the Muslim-majority Thai south, draining and col-

Drawn from the remote communities they serve, the volunteers provide a safety net of sorts in an area stalked by fear as the eight-year insurgency grinds on. The Islamic charity, started seven years ago with a handful of volunteers now runs teams

across all the restive provinces of Yala, Pattani and Narathiwat. It also has its own “1669” hotline, which villagers dial in the event of an attack. “They are our first call,” said 60-year-old Daliya Doloh, lifting his wrapped-cloth “sarung” to show where a bullet smashed through his knee when unknown gunmen opened fire

on a teashop in his hamlet last year. Regular ambulance teams from the provincial capital of Yala are reluctant to travel into the remote hills, especially at night or dawn when the militants target security forces with ambushes and roadside bombs. So villagers and local police turn to the foundation.

More than 5,300 people – the vast majority of them civilians according to analysts Deep South Watch – have died in an eight-year conflict in Thailand’s border region, with little sign of it ending. The near-daily attacks are blamed on a web of militant groups seeking greater autonomy for the southernmost provinces, although the groups have few stated aims. Most Muslims in the deep south are fiercely proud of their culture, Malayu language and religion, which distinguishes them from the rest of predominantly Buddhist Thailand. Motivated by faith and a profound sense of civic duty, the volunteers give 24 hours a week to the charity, praying, sipping sweet tea and swapping banter at their base until their walkie-talkies crackle to life with news of an emergency. “The job is quite dangerous but we don’t mind... we work with our heart. We believe God will protect us,” said Abdul Rahman Kalong, a senior member of a 65-strong team. The volunteers say they are

non-partisan, treating casualties from all sides of the conflict, although the minority Buddhist population runs parallel services. The rescuers operate with the tacit permission of the militants but are still at risk, particularly as insurgents commonly bait security forces into ambushes with a shooting or small bomb, only to detonate a larger device. The teams say they have been fortunate to avoid serious injuries so far, with volunteers forced to hide in ditches as gunbattles rage around them. Abdul Rahman said the team, trained in first-aid, would benefit from more skills and equipment as well as 4x4 vehicles to negotiate remote roads when they are deluged by monsoon rains. “Prophet Mohammed said if you want society to be good you have to start on your own... that’s what we are doing. Hopefully working together with the communities will help us towards peace.” It is a seemingly distant aspiration. AFP

Record sentence for rhino trafficker SOUTH AFRICAN AUTHOrities announced a record 40year sentence for a Thai national accused of masterminding the slaughter of rhinos for their horns to smuggle to Asia for the black market trade. Chumlong Lemthongthai pleaded guilty to 59 offences against the South African Customs and Excise Act and environmental legislation in relation to the killing of around 26 rhinos in bogus trophy hunts. Five other co-accused were released – the charges against them dropped after Chumlong claimed that he alone knew the rhino horns were being exported for profit. Chumlong

paid Thai commercial sex workers to pose as hunters and obtain export certificates for horns, which were in fact taken from rhinos killed by professional hunters. T he prosecution was brought by the South African Revenue Service and South African Police Service, and has been supported by a parallel inquiry by Thai authorities. Freeland (an international organisation dedicated to tackling wildlife trafficking and human slavery) investigators have been assisting Thai authorities since February 2011 when six rhino horns, declared as “hunting trophies” for three

Thai females, were discovered at Bangkok Suvarnabhumi Airport. “Our information suggests that Chumlong was guilty, no doubt about it,” said Steven Galster, Director of Freeland. “South African authorities have done a great service to Southeast Asia for putting a major criminal who was threatening wildlife in this region too behind bars. “However, this one man was not the mastermind, nor do we believe his South African and other Thai codefendants were innocent. We support a continuation of this investigation.”

Women speak out over Khmer sexual violence F

or three decades the scars branded onto Kim Khem’s arms have been a reminder of the sexual torture she saw under the Khmer Rouge. Now, aged 80, she is finally breaking her silence on the horrors of the past. “They did bad things and if I continue to hide it, it’s like hiding an enemy in my village,” she said of the Khmer Rouge troops who terrorised fellow female inmates at a detention centre in Cambodia in the late 1970s. “One day, soldiers came in with a red-hot iron bar and asked for ‘naughty women’,” the frail elderly woman added, a psychologist sitting by her side for support. She went on to describe a brutal sexual assault inflicted on one woman using the implement. The soldiers then used the same scalding bar on her own arms, Kim said, sobbing as she unbuttoned her white blouse to show thick, jagged scars across her weathered skin. In a country raised on the

proverb “men are like gold, women are like white cloth” – implying that only the former can be cleaned after being stained – many Khmer Rouge survivors have kept their sexual traumas secret. But a growing number of women are now coming forward to shed light on a largely hidden chapter of the country’s “Killing Fields” era, when up to two million people died from starvation, overwork, torture or execution. Kim said she outlived some 600 women at a prison in southern Takeo province after her guards were apparently spooked that she had survived being clubbed into a mass grave. Last month she told her story at a public forum in Phnom Penh. “I speak on behalf of the dead women,” the slight old lady said to an audience of some 400 people. Tearfully, she recounted how women were taken from the facility to be “played with” by soldiers, never to be seen again. She said while she did

Cambodia’s first “truth-telling forum” last December, also organised by the non-profit Cambodian Defenders Project

(CDP). “Sexual violence under the Khmer Rouge was widespread but there has been little research on it,” said Duong Savorn from the CDP, which has set up a series of events to raise awareness of the issue. Led by the late Pol Pot, the hardline Khmer Rouge dismantled modern Cambodian society, broke up families and forced the population to work in huge labour camps in a bid to create a communist utopia during its 1975–1979 reign. Duong, who turned survivors’ stories on the topic into a book last year, said he believed more people would again be inspired to speak out after last month’s “women’s hearing”, which also heard stories from other conflict areas including Nepal and Timor-Leste. “There is no hope of the (Khmer Rouge) court dealing with gender-based violence, that’s why we do this to give the victims a voice, a kind of healing to find justice outside the judicial process,” he added. Kim, who was imprisoned for daring to mourn the deaths

of her mother and husband, said telling her story for the first time was painful but necessary. “I was afraid my children would be embarrassed by my history. But as long as I kept it to myself my chest felt heavy,” she said. In another testimonial at the forum, Hong Savath said that when she was just 14 she was gang-raped by three Khmer Rouge cadres until she fell unconscious and was left for dead in the jungle. She gave birth to a boy four months after Vietnamese forces ousted the Khmer Rouge. “As an unmarried mother, I could not hide that I had been raped,” Hong, now 48, told reporters. “Some people were ok, others discriminated against me.” Hong is now taking part in the legal proceedings against the former regime leaders as a civil party for the deaths of her relatives, but she expressed frustration the court will not take her own experiences into account. WORLD NEWS 11

Who will be Obama’s new team? A

week after winning re-election, President Barack Obama has yet to reveal his new White House dream team amid fierce jostling for coveted posts key to shaping America’s foreign and defense policy. Speculation is heating up in Washington corridors about who will be crowned the new secretaries of state and defence, with veteran Senator John Kerry, US Ambassador to the United Nations Susan Rice and National Security Adviser Tom Donilon the odds-on favourites to be among the new cabinet faces. White House spokesman Jay Carney said Tuesday that Obama “has not made a decision on personnel matters,” refusing to discuss any of the rumours. On Wednesday, Obama was due to give his first press conference since winning a second term. But his closelyguarded calculations may have been thrown askew by Friday’s shock resignation of CIA director David Petraeus, which opened up another job to fill. Kerry, the longtime chairman of the Senate Foreign Relations Committee with

foreign policy stamped into his DNA, is a well-known, respected figure in international circles and has long dreamed of becoming secretary of state. But the outspoken, feisty Rice is part of Obama’s inner circle and has been a loyal champion of US foreign policy at the UN. US dailies reported her nomination to replace Hillary Clinton may almost be in the bag. Kerry might instead be tapped for the Pentagon to take over from Defence Secretary Leon Panetta, both The New York Times and The Washington Post said, quoting White House officials. Among his qualifications for the job is his service in the US Navy during the Vietnam War, for which he was decorated with a Silver Star, a Bronze Star and three Purple Hearts. Both nominations could be problematic though. Rice has come under fire from Republicans who have alleged there was a bid to cover up the circumstances surrounding September’s attack on the US mission in Benghazi. Too many questions remained unanswered and “Susan Rice would have an

Barack Obama is putting together his White House team. incredibly difficult time getting through the Senate,” veteran Republican Senator Lindsey Graham said Sunday. “It depends whether the president wants her bad enough in that position to go... fight” for her, said Barry Pavel, director of the Brent Scowcroft Center on International Security at the Atlantic Council. Kerry’s appointment to a cabinet post would also force an election for his Massachusetts seat in the US Senate, which could see popular Republican Scott Brown – defeated on November 6 – make

another bid for Congress. However, analysts said the Democrats had done better than expected in last week’s elections by winning a 55seat majority in the Senate, including two Independents expected to vote with them. During Ker r y’s 2004 presidential campaign, some Vietnam veterans launched a controversial smear campaign, alleging false claims about his war record. But he is widely seen as a safe pair of hands to be entrusted with America’s wideranging and powerful foreign

policy. “There’s a combination of prudence, and knowledge,” said Christopher Preble, vice president for defence and foreign policy studies at the Cato Institute. The veteran senator would bring sober reflection on US intervention in world crises to the table born from the “lessons taken away from the war in Iraq in particular, but also Afghanistan,” Preble said. And there were voices of support for his nomination – to either post – as US lawmakers returned to work. Kerry would be “an excellent choice for either of those positions,” said Republican Senator Dick Lugar. Kerry was deflecting all speculation. “Senator Kerry’s only focus right now is his job as senior senator from Massachusetts and chairman of the Foreign Relations Committee,” his spokeswoman Jodi Seth said in a statement. Donilon, who has been Obama’s trusted national security adviser since 2010, is said to want the State Department post, but some say he lacks the political stature of either Rice or Kerry. “The White House would

have a sense of tighter control if it were” either Rice or Donilon, Pavel said in a nod to Obama’s efforts to keep a tight rein on foreign policy. And Pavel did not see Rice’s famed outspokenness as mitigating against her hopes for top US diplomat. Obama, however, may also have a surprise in store as in 2008 when he picked Clinton, his fierce foe in the Democratic primary race, and kept defence secretary Robert Gates in his post as a holdover from former president George W. Bush’s administration. Republican names circulating include former secretary of state Colin Powell, Chinese speaker Jon Huntsman – who was appointed US envoy to Beijing by Obama – and former Nebraska senator Chuck Hagel. “It’s the kind of thing a pragmatic President Obama might do,” Pavel said. Preble, however, argued that picking a Republican in this partisan climate may not buy Obama much goodwill. Showing a willingness “to cooperate with the Democrats and particularly the Democratic president” effectively undermines “your credibility among your party,” he said. AFP

Doctors without Borders on their first US mission THE GROUP DOCTORS Without Borders has aided victims of war and disease in countries like Sudan, Haiti and the Democratic Republic of Congo. Now, they are on their first mission in the United States – helping victims of Sandy, the megastorm that brought historic destruction to the New York metropolitan area. By last Saturday, medical teams were on the ground in the Rockaways, a hard-hit section of Queens, as well as Staten Island, New Jersey and Brooklyn. The doctors, nurses and medical students provide free medical evaluations to residents still without power, and help them fill and pick up prescriptions they might otherwise go without. While noting the environment was “apples and oranges” compared to many of the locations Doctors Without Borders has worked, media relations manager Michael Goldfarb said there were gaps in health care after Sandy that the organisation could address. “There are real needs here and we’re doing our best to try

Rice farming ‘needs radical makeover’ Bangkok Post

THE FEDERATION OF THAI Industries (FTI) has urged small rice farmers to band together to form what it calls “agricommunity enterprises” – small companies owned by farmers. “The whole business [of rice farming] is collapsing,” said Veerachai Chaochankit, chairman of the FTI’s Agricultural Machinery Club. “If the situation is not resolved, then farmers will always remain in debt and cannot become self-sustainable.” In the past, farmers grew rice once a year, giving the soil time to regenerate. “Today, they produce more than one crop a year and use more pesticides [and fertilisers], which destroy the soil,” said Mr Veerachai. The situation has been aggravated by the government’s rice-pledging scheme, with farmers, particularly in the Isarn region, planting two or three crops a year in the hope of meeting the pledges they have made against government loans. Some have had to buy rice from neighbouring Cambodia to make up their pledges, while others have mixed poor-quality grain in with better grain in order to meet pledges. The FTI proposes that villages in rice-growing regions set up agricommunity enterprises comprising 10 farmers owning a total of about 1,500 rai of land. This would allow members to share machinery such as combine harvesters. “One village could have two or three communities. If this model became a success, there would be no need for price intervention from the government,” said Mr Veerachai, who is also an adviser to and former executive of Siam Kubota Industry Co, which

makes tractors and combine harvesters. Ultimately, the model would promote organic agriculture and result in an increase in rice quality. Mr Veerachai slammed the government’s rice pledging scheme, saying it does not encourage farmers to improve rice quality. “The government should use the money to fund these community projects – for example, by subsidising the cost of buying tractors,” he said. However, he admitted, “It will also be difficult to get the rice mills to cooperate,” he said. A pilot agricommunity project has been implemented involving 30-40 farmers, with the FTI and the Thai Chamber of Commerce providing knowledge and management. After it has run for four or five years, the model will be proposed to the National Economic and Social Development Board to be added to its plan to develop the agricultural sector. Mr Veerachai said most agricultural cooperatives do not focus on improving production. “While cooperatives are run in a government-type way, we’re teaching a business approach similar to the way factories are run,” he said. He said if farmers do not band together, then big companies and millionaires will continue to dominate the sector. Chamroon Suaydee, a representative of environmental group the Eastern People’s Network, supports the model but cited potential problems. He is sceptical about whether farmers will be able to manage companies, as they have no management skills. “Farmers are not telling their children to go into farming but rather sending them to study other fields that provide higher incomes. This is dangerous,” said Mr Chamroon.

attaya has overtaken Phuket as the mostsearched destination in Thailand for potential property buyers and investors on a leading overseas property website. Interest in Thailand also jumped last month in TheMoveChannel.com’s monthly ‘Top of the Props’ chart which ranks countries in terms of searches conducted on its website. The Land of Smiles was the 12th most-searched destination on the UK-based website, accounting for 1.29 per cent of all searches. Thailand is also the only country from Asia to make it into the top 40. Dan Johnson, Managing Director of TheMoveChannel.com, said, “Property in

Thailand jumped up two places to hover just below the Top 10 in October’s Top of the Props, a sign that investors are continuing to return to the market following last year’s flooding. “With the economy back on track, demand for real estate is growing again. Phuket and Pattaya are still proving to be the most popular among investors. “Pattaya overtook Phuket for the first time since June 2012 to become the destination of choice for buyers, accounting for 46 per cent of Thai property enquiries last month compared with Phuket’s 41 per cent.” The USA was the mostsearched destination during October, the first time it has claimed the top spot in the monthly rankings since December 2011. One in five visitors to TheMoveChannel was looking for property in the US. The support for US prop-

erty was so strong that not even Spain, America’s longstanding real estate rival, could compete. Searches for US property accounted for a record 20.91 per cent of all enquiries – the largest share ever recorded by a country since Top of the Props reports began. Johnson added: “Go back several years and US property always came out on top of TheMoveChannel.com’s polls. It is only in recent years that Spain and the Eurozone have dominated the overseas real estate market. “Over the past year, the US has become the main rival to Spain’s lifestyle appeal. It replaced France as buyers’ second favourite property destination several months ago.” After the US and Spain the remaining eight places in the Top 10 were taken, in order, by Portugal, France, Italy, Cyprus, Turkey, Brazil, Bulgaria and the UAE.

TOUGH TIMES Phuket resorts ‘still face difficulties’ B

The Sala Talay Resort, now reopened as the Holiday Inn.

Holiday Inn takes over Ao Nang hotel HOLIDAY INN HOTELS & Resorts is now operating its first resort in Krabi, after taking over management of the Sala Talay Resort and Spa at Ao Nang Beach. The conversion took place on November 1. The 55-key resort is the most recent addition to the Holiday Inn brand and is “designed to cater for travellers seeking an idyllic getaway”. This is only the first phase – the resort is to be expanded, explained general manager Steve Ng. “By October 2013 we plan to announce the complete opening of our 188-room property to the public,” Mr Ng said. The new wing of the property will house the Holiday Inn Kid Suites, offering private areas for both parents and children, each with separate sleeping berths. The kids’ section of each suite comes with

a bunk bed and a play corner that includes a flat screen TV, a DVD player and a game console. Three resort swimming pools will also surround the new wing, one of them with a large water slide. The resort currently has a choice of four room types, ranging between 45sqm and 95sqm. The 19 Deluxe Rooms offer all the Holiday Inn standard amenities and 45sqm of free living space and balcony views, while the 21 Pool Access Rooms, also 45 sqm, are all on the ground floor next to the pool. angkok-based property company Seacon has warned that although the influx of large Chinese and Russian tourists has compensated for the fall in European visitors, Phuket resorts and hotels are not out of the woods yet. Piya Sosothikul, Executive Director of Seacon Group, which owns the Ramada Renaissance Resort in Mai Khao and has built 10 successful property developments on the island under the Erawana banner, said this week, “The total number of Phuket visitors should increase by 15 per cent this year despite the prolonged financial and economic crisis in Western Europe. “The island is fortunate to have continued high growth rates for Russian and Chinese tourists, with arrivals for each market expected to surpass 300,000 in 2012, second only to Australians at 500,000. “The average Phuket hotel occupancy rate should reach 70 per cent, while room rates will increase by 5 per cent, depending on the segments,” Mr Piya said. Operators who benefitted from the growth of the Chinese market, he said, are large 3- or 4-star hotels in Phuket Town or inland from the beaches, due to their competitive pricing and also because Chinese tourists

The Ramada Renaissance Resort in Mai Khao has made weddings a speciality. normally are more interested in sight-seeing and shopping than sunbathing or swimming. As for Russians, he said, their preferred accommodations range from small 2-star apartments to 5-star international chain-managed resorts close to the beach. Their average stay is longer than a week. “We are pleased with our performance both operationally and financially,” Mr Piya said. “It has received multiple awards – including, for two consecutive years, being named the best five-star hotel in Thailand by TUI Nordic, one of the world’s largest travel agents. “We expect our occupancy rate to reach 75 per cent, while

average room rates should outperform our target due to higher individual direct bookings and strong demand for the villa product.” However, not every hotel will enjoy the same success, he warned, because of massive growth in rooms supply. He noted that the opening of properties such as the Holiday Inn Express in Patong, the Pullman Phuket in Nai Thon and the Regent Phuket in Cape Panwa would add some 1,500 keys in the last quarter of the year. Price competition therefore remains high, making it difficult to increase room rates. The main immediate challenge for Phuket, he said, is

solving congestion at the airport, which has to accommodate more than 20 chartered flights a day during the high season on top of regular scheduled flights. In the medium term, he said, the Phuket MICE market would benefit greatly from a convention centre, which has been delayed for many years and was recently cancelled by the government. There is also an urgent need for road expansion and a public mass transit system which, he said, could start with something as simple as a public bus service within Phuket, with connections to Phang Nga and Krabi, Mr Piya said.

he sad deaths of Canadian sisters, Noemi and Audrey Belanger, who died on Phi Phi island in June, has highlighted the need for transparency from officials regarding such cases. Both the Thai and Canadian governments have clamped a gag on information about forensic results, which does nothing but encourage speculation worldwide about what “might” have happened to the two girls. The authorities would do far better to come out and admit they don’t know what killed them (if that’s the case) or at least speak about the results. The Canadian sisters are the latest in a string of mysterious deaths in Thailand in the past few years, all of which end up being labelled “unexplained”. five tourists died from “unexplained” circumstances in Chiang Mai – three of them in the same hotel. These incidents alone don’t destroy tourism or ruin Thailand’s international reputation – it is the way such deaths are handled that may lead to the bad reputation. A lack of transparency in releasing information leads to such situations being labelled as ‘a cover-up’. So what killed the Canadian girls? An official of Thailand’s Central Forensic Institute said that she did not know where the reports saying Thai scientists had pinpointed Deet as the cause of death had come from. But she would not say more. Perhaps the Thai authorities aren’t saying anything because they don’t want to frighten off the tourists. But in not investigating the situation properly or going public with the findings, (or often, both) they are doing far more harm to tourism than they realise.

Uncovering the hidden world of poverty in Phuket

B

ehind Phuket’s palm trees, white beaches and smiles, is another world, unseen by most eyes. A world where mothers give birth on shack floors, where fathers are rarely able to see their families, and where children have nothing to play with but a stick or a piece of metal they find in the ground. A world where women suffer the indignities of not being able to support their families or being granted basic health care; where men often resort to gambling and drugs as ways to escape their pitiful lives; and where, for children, even basic education is a luxury commodity. Welcome to ‘paradise’. It is estimated that 2 million Burmese migrants live in Thailand, with a high percentage of that figure found in Phuket. Many are trafficked here illegally without proper documentation, with a promise of a better life, only to find themselves locked in a vicious circle of poverty and debt. The majority of migrants are forced into menial labour work on construction sites, or are sent out to sea on rickety fishing boats. They earn very little, having to give a portion of their salaries to the traffickers who brought them into Thailand.

Adriano Trapani a locallybased professional photographer, began a six-week project over the summer to document the lives of these migrants in the hidden camps of Phuket. The Good Shepherd charity organisation needed new images to help bring awareness of the migrant plight in Phuket, but what began as a simple marketing exercise soon became much, much more. Walking through the small walkways of the migrant camps, lined with drying clothes, water barrels, cats, chickens and wood for cooking, there is a realisation that life here is basic and hard. Each ‘home’, being only a few metres across, is usually furnished by a small storage cupboard at best. People sit, eat and sleep on the floor. Pillows, bedding and basic comforts do not exist here. Despite their simple surroundings, many of the Burmese were happy to spend time and have their picture taken with Adriano, including a man with HIV. The photographer and the migrant talked, sat on the floor with the man’s six-month-old baby, his wife out at work, earning money for the family. As the man is terminally ill, he is unable to work. He has spent a hard life working on the fishing boats, spending months

Basic education is often a luxury. at sea at a time, with little sleep and the desperate struggle to provide for the family. He had turned to drugs to bring some relief to his life, but now here he sits, frail, waiting for an end to come. This man had been found previously by The Good Shepherd’s Migrant Worker Outreach Project, which provided him with the medical check ups and prescriptions he needed. However, this dying man’s wish was to go back to Myanmar, and spend his remaining days with his family, in his home country. Sitting in his Phuket shack, Adriano was generously offered water, and the man recounted his life story. He is a young man, with the soul and body of a much older person. A meagre B12,000 was all that is required to grant the wish of this man and send him back to his home with proper

medicine. Reaching out to its network, The Good Shepherd was able to find a sponsor. The project continued in this way. All across the island, Adriano was welcomed into the homes of the migrant workers, always being offered water and food and listening to the Burmese stories, of imagined dreams, and broken promises. Through his lens, he began to capture ‘the gaze of hope’, in each of the eyes of the migrants he was photographing, and ‘The Gaze of Hope’ project was born. The Indigo Pearl resort in Nai Yang will host the ‘Gaze of Hope’ exhibition from December 1, a limited collection of portraits to be sold in a silent auction. The gallery will be open in the lobby of Indigo Pearl two weeks prior to the event with all details also on Facebook. All proceeds from the event go to The Good Shepherd charity project, working for the Migrant Worker Outreach Project in Phuket. This is your paradise. Make it theirs too. EDUCATION 3

First in her class Estonian makes education history Helery Homutov editor3@thephuketnews.com

M

y name is Helery Homutov and I am a student at Prince of Songkla University (PSU), Phuket. I am also a student of Tartu University of Pärnu College in Estonia. I am 22 years-old and I am in my final year of my bachelor’s degree in Tourism and Hotel Management. For several years I had been considering an opportunity to improve my tourism studies abroad. Although there are many different international programmes and destinations that I could have gone to, I finally decided upon Phuket. I was interested in PSU as they had a Faculty of Hospitality and Tourism, and after reading the curriculum I felt that I could learn a lot from the courses that are offered. Personally I wanted to see how Phuket’s tourism industry is dealing with the huge numbers of tourists and how tourism affects the nature and the local people. I thought that a semester in Thailand would be an academically-beneficial opportunity and would like to be somebody who works in the tourism sector who has had a real life experience in one of the most popular tourism destinations in the world. My family and friends were surprised to say the least that I had decided to study outside of Europe. My friends had very stereotypical thoughts about Thailand and kept telling me that this is more of a sun, sand and sea destination and not a place for studying. Thailand and especially Phuket is a very famous holiday destination for Estonians, so maybe I even wanted to show them that there is a person who is actually going there for studying as well. The experience has been great so far. I really like the fact that I can smile everywhere. A simple smile can make you so much more cheerful and it gives a good energy. Back home people do not smile like that. It would be considered weird if you walk around with a wide smile. People would think is there something wrong with you or question why you are smiling to strangers? But here I now do that without thinking. I enjoy the Phuket weather, especially as in Estonia it is already snowing. I like the stu-

dents and the hospitality I have received. Of course there were some drawbacks at the beginning when I arrived. For example I had some difficulties in eating Thai food as I do not really eat very spicy food, and here you often do not know what are you ordering until you get and taste it. Also, I was bit afraid about the traffic and I was scared to rent a scooter. Soon I realised that the scooter is the best and easiest way to travel around and now I am used to left handed traffic and the local driving style. I think that I am getting used to the local lifestyle day by day. When I compare my home university and PSU the biggest difference is the fact that we have to wear uniforms here. For me it is the first time in my life that I have worn a uniform in school and I actually really enjoy it. I do not have to think twice in the mornings what to wear and also it gives a sense of belonging to one group – one university. When I’m wearing the uniform outside of campus I really get a lot of attention. Locals are often whispering and I can hear them say “moooo” to each other as this is how you refer to PSU in Thai. I like that I can show them that PSU has international students and it is known outside of Asia as well. The teachers here are very nice to me and they always try to find ways in the lessons to ask more about my home country and make sure that everything is okay. We often have guest lecturers and I like the campus area here as in Estonia they are not so big. The International Affairs Centre in PSU also often arranges different social activities like excursions or movie days and there are a variety of things to do with your free time. I am the first Estonian who has studied at PSU and I really hope that when I go back I can spread the word about the university. I would definitely recommend the opportunity to study abroad in Thailand. My experience here is so different from my culture and everyday life. Being here opens your mind and you start to see things differently. You might start to understand what you truly want from your life.

Helery Homutov is a student at Prince of Songkla University(PSU).

T

he Pure Blue Foundation will present a charitable evening of ‘Chocolate Decadence’ at the Aleenta Phuket-Phang Nga Resort on December 1. The event, which will be held at a ‘secret location’ close to the resort, is Aleenta’s annual fund-raising event, where endangered leatherback turtles that have been nursed back to health at the nearby Turtles Sanctuary are released back into the sea. Yann Gouriou, the general manager of Aleenta Phuket-Phang Nga Resort said that this year the event will be even bigger and more glamorous than before. “I’ve enlisted the godmother of MC’s Able Wanamakok who will be the maitre d’, presenter and also the TV interviewer,” Mr Gouriou said. Able explained, “I’ll be interviewing the guests on the night, which will go to make a video, which will then be uploaded onto Youtube. It’s all about bringing some more glamour and glitz to the event.” She added that most importantly it’s about getting the ‘message of the plight of turtles in the region’ out there. Ever since the resort first opened in 2006, it has ‘wanted to be part of the solution rather than the problem’ says Mr Gouriou. “Aleenta supports the Turtle Sanctuary financially on a monthly

Pets

basis and we routinely release turtles every few months.” He says that the sanctuary is busy all year round but that there had been extra activity recently. “We’ve found four turtles this summer, many of which were caught in fishing nets. What the Turtle Sanctuary does is take care of the turtles and nurse them back to health before releasing them. “We also have a lot of turtles that are born in the sanctuary and we raise them to when they are about 10-12 months old and then release them,” Mr Gouriou said. The event is first and foremost to raise money for the charity (they are aiming for B400,000 this year), raise awareness and also put on a wonderful night. Much of the services and products have been donated, including the food and drink. There will also be a silent auction, where Aleenta will auction hotel vouchers, one week stays in Austria, suites in Bali and the grand prize of a five day stay at any one of 400 luxury hotels in the world. Music will be provided by French DJ ‘Tiki’, from Paris, specially flown in for the occasion, there will be a swimwear fashion show by Katalina Collection, body painting by Vinni and of course chocolate-inspired dishes with live food stations. The Wilde family says Jack has adapted to his new home very quickly and loves to play with rubber toys that have a squeaky noise. His favourite thing is chasing toys which have been thrown, and bringing them back to whoever has thrown it. “Jack is so loveable, and we all fell in love with him right away – especially our daughter, it was very important to us that he gets along well with children, which he does,” says Mrs Wilde.

This beautiful tabby is called “Mai Roo” because Phakawan Noknetphan adopted the cat from the street and didn’t know its name. Phakawan has looked after this cat for almost seven years now. Mai Roo loves to sleep during the day, and play with the kids once they are home from school.

Fifth of US youth with HIV unaware during first-time sex

T

wenty per cent of young people born with HIV in the United States don’t know they’re infected when they have sex for the first time, according to a new study released Friday. The study, which appeared in the Clinical Infectious Diseases journal, also found that most of the juveniles who were aware of their status said they did not tell their partners before becoming intimate. In addition, a majority of these sexually active HIV-positive youth reported some sex without condom use. “Our findings show that these young people act very much like their HIV-negative counterparts across the country,” said Rohan Hazra of the Eunice Kennedy Shriver National Institute of Child Health and Human Development. “However, because of their HIV status, it is extremely important for health care providers, school counsellors and family members to reinforce the importance of practising safe sex, taking medication regularly and disclosing HIV status to potential partners.” The study consisted of 330 HIV-positive 10- to 18-year-olds who were given computer-guided questionnaires. It is being billed as the first to comprehensively examine factors linked to the initiation of sexual activity among young people born with HIV. Nearly 10,000 people in the United States are living with HIV they got at or before birth, according to the Centers for Disease Control and Prevention. On average, participants of the study who had initiated sexual activity reported having their first sexual experience at the age of 14. A third indicated that they had been honest about their HIV status with their first partner. AFP

China, Japan relations need major makeover

A

s relations between Tokyo and Beijing appear increasingly in need of major surgery, officials in the far north of Japan are hoping the infant industry of medical tourism can thrive unscathed. They are quietly confident that a spat over disputed islands will not seriously impact the growing number of relatively wealthy Chinese visiting Japan for its high quality treatment, therefore keeping the lifeblood pumping in an industry that analysts say could one day be worth US$7 billion a year. And for a tourism industry that was battered by the tsunami and subsequent nuclear disaster of last year – visitor numbers were down by around a quarter – that might be just what the doctor ordered. “I came here because Japanese medicine has a very good reputation in China,” 30-year-old Zhang Lan said, two translators in tow, as staff welcomed her to a well-equipped hospital in Asahikawa in Hokkaido. Treatments there range from head-to-toe checkups, with a focus on cancer screening and neurological diseases, to anti-ageing and cosmetic surgery, including breast enhancements and liposuction. Getting a clean bill of health was at the top of Zhang’s agenda, but she also liked the idea of breathing fresh air in a region known for skiing and nature tourism – a big change from her hometown of Shenyang, an industrial city in northeastern China. “I’m here this time for a follow-up to the last check-up as the doctor said I needed careful observation of my stomach,” she said of her US$2,400 trip, which took place before the current tensions erupted. “But I really liked the hot springs, the food and the sea the last time I visited. I’m not interested in big cities such as Tokyo and Osaka, because China has many big cities. “Hokkaido is placid and pastoral. The air is fresh and you can relax here,” she added. Of the several hundred thousands of foreign tourists who visit Hokkaido annually, the lion’s share are from East Asia, with many keen to see the dramatic mountains, extensive pastures and rich woodlands. That image is a key selling point for Zhang’s tour operator, Medical Tourism Japan, which last year brought about 270 Chinese customers to northern Japan, a number it hopes will grow. Most clients chose Hokkaido because it “has the image of being an ‘Asian Switzerland’ to the Chinese,” said company president Katsuya Sakagami. “I was originally selling medical equipment and came to realise the potential of medical tourism for Chinese people,” he said. A long-running dispute over the sovereignty of Tokyo-administered islands in the East China Sea, known as the Senkakus in Japan and the Diaoyus in China, is a worry for the industry, said Kayo Uemura, researcher at the Development Bank of Japan. Sometimes violent anti-Japanese protests shook a number of Chinese cities in September after Tokyo nationalised the islands, and airlines linking the two

countries reported a fall-off in demand. Japanese exports to China, its biggest trading partner, tumbled 14.1 per cent that month as a result of the row and the impact of a broader slowdown. “The territorial row could last longer than most Japanese had expected, so we have to watch how many Chinese tourists will come back to Japan, say, by the start of next year,” said Uemura. Cho Shosho, a senior official and a medical translator at Medical Tourism Japan, said the company had noticed some impact from the spat, including cancellations during the Chinese holiday at the start of October. A growing number of wealthy Chinese are visiting Japan for its high quality medical treatment, despite ongoing disputes between the two nations.

Lessons we have learned

Australian couple Neill Thacker and Kirsten Smallcombe work together at the British International School, we ask them how they have successfully combined their work and home lives

THE TWO OF US Jody Houton editor3@thephuketnews.com

A

ustralians Neill Thacker and Kirsten Smallcombe work together at the British International School. They are the first couple to be featured in ‘The Two of Us’, a new section where we look at prominent Phuket couples who work together, and ask them how they manage to combine work and home lives.

Neill Thacker – Head of Arts 1. Why did you choose a career in education? I have been a full time teacher for 21 years. It is a great job to be in as every day is different. Although you may teach several classes of the

same age, the class dynamic is always so different in each and that’s where the excitement comes – variety. So no treadmills in this job. 2. Where did you both meet? We both met in Australia when Kirsten was finishing her honours degree and I was the music teacher of her younger brother and sisters. We met by chance at one of her siblings band performances. I was in my second year of teaching and Kirsten was finishing her university studies. 3. Do you think you both have a similar approach to education? As far as working together in education, we have different roles; me as Head of the Arts and Kirsten as Marketing Manager. In previous schools I have held the same position and Kirsten, the personal assistant to the Headmaster. So in our roles we are both focussed on striving for educational excellence. 4. How do you find living and working together? Working together is great. In our roles we do not see that much of each other at school, but it is so nice to be able to have a coffee or bite to eat together once in a while. It is great as parents too working at the same school that our children attend, as it allows us to go and see some of their presentations when held during the school day. This means a lot to us and our kids. Would we recommend it? Absolutely!

Kirsten Smallcombe – Marketing Manager 1. Why did you choose a career in education? I spent most of my career in Australia as a market research consultant working across a range of industries; the education industry however is of great interest to me as the product is personal and complex. As our two daughters attend BIS Phuket, and as the marketing manager, I have a vested interest that the high quality position is maintained in all areas of our provision.

The Phuket News

2. Where did you both meet? We met because Neill at the time was teaching my younger brother and sisters. I had just finished a Bachelor of Business (Hons) at QUT in Australia, so at the time I hadn’t begun full-time work. While at home, my sisters in particular talked constantly about how fantastic and wonderful their music teacher Mr Thacker was, so I was intrigued and wanted to meet him, so I did at one of their concerts. 3. Do you think you both have a similar approach to education? As I am not a teacher, I can’t comment really about my approach to education, I personally leave the education delivery in the hands of the qualified and experienced teachers. Our approach to work however is similar in that Neill and I are both high achievers with a shared work ethic – it always interests me to talk to Neill about his day and to see and feel his passion when he talks about his students’ amazing learning experiences. 4. How do you find living and working together? We hardly ever see each other during the work day because we are so busy and rarely cross paths, but of course we have a great deal in common because we share the same workplace, have the same work colleagues and friends and know of the same students and parents. Working for the same organisation works for us as it is the bustling hub of what we perceive as our community whilst we are based overseas. This is the seventh year that we have both worked at an international school at the same time, Neill teaching and me in administration (two years in Cairo and then three years in Shanghai). Sure, living and working together may work for other couples, but it may not work for everybody especially if working side-by-side day-in day-out. If you would like to be featured in ‘The Two of Us’ section, send an email to Jody Houton at editor3@thephuket news.com

THE BIG LIST End of the world predictions

The Mayan calendar ends on December 21, 2012, prompting many to call it the end of the world. We thought it best to look back on how wrong we’ve been in the past – many, many times before... Y2K: Those three letters struck fear into many around the world in the final throes of the 20th century, otherwise known as the year 1999. Theories were abound that computers would shut down on January 1, 2000 because the machines would not read 00 – the two digits it assesses as the calendar year – as 2000. Computers were programmed to understand the four digit calendar years as two digits (98 = 1998). People stocked up on gas-powered generators, canned food, and water in preparation for the biggest bust of a New Year’s party ever, which actually turned out to be quite awesome. Jesus ‘birth’: Joanna Southcott was a 64-yearold British virgin from Devon, England that had never heard of menopause and claimed to be the woman in Revelation 12:1-6 that would give birth to the Christ child. She claimed the second coming would be born on Christmas Day of 1814, immediately ushering in judgment day. Southcott had close to 10,000 people convinced – most of whom were disappointed when she died instead of giving birth. An autopsy revealed she was not even pregnant. Oops! The Great Disappointment: What happens when an American Baptist preacher is wrong about the second coming of Jesus in the 1840s? You start a new religion, of course. Based on his reading of the prophecy of Daniel, William Miller claimed the second coming of Jesus would take place on October 22, 1844. With over 100,000 followers, many of whom sold all their belongings in anticipation for the day, it was an understatement to call the next morning The Great Disappointment. The event forced the Millerites to regroup in the face of humiliation and harassment as they eventually went on to form the Seventh Day Adventists.

Joke pregnancy test leads to discovery of cancer

U

sers of the popular social news website Reddit helped a young man diagnose his testicular cancer after he posted a h umorous comic poking fun at his positive pregnancy test. The user, CappnPoopdeeck, posted the comic to explain how his male friend had jokingly used his girlfriend’s pregnancy test to find that it came out positive. The comic went viral and had 1,500 comments, several of which warned that it could be a sign of testicular cancer. “If this is true, you should check yourself for testicular cancer. Seriously, Google it,” said one comment.

Drunk elephants search for liquor

A

group of around 50 elephants ransacked a small Indian village last week, trampling over homes and crops, looking for a stiff drink. The elephants were drawn out of the jungle after they caught the scene of a popular local alcoholic drink, Mahua. They made their way to the small shop that was selling the drink and proceeded to consume about 18 containers. The party didn’t stop as the elephants continued to search for more of the liquor in the rest of the village – trampling over crops and causing damage to property.

Catholic priest loses ear in fight

I

n a fight more reminiscent of Tyson vs Holyfield, two retired Catholic priests got into a brawl last week in Perth, Australia, resulting in one of the men getting his ear bitten off. Eighty-one year-old priest Father Thomas Joseph Cameron Smith refused to give up a parking space to neighbour and fel-

low retired clergyman Father Thomas Henry Byrne, age 80. Byrne began the scuffle in which he reportedly told Smith to pick up something off the ground. It was not until he got back to his apartment that Smith realised he picked up his own ear. He quickly drove to a local hospital to receive immediate

treatment and had the ear reattached. During a court hearing just a day later, Byrne sported a black eye but did not make a plea. He was ordered to stay at least 10 metres away from Smith since both men live in the same housing complex funded by the church.

Harold Camping: The king of end of times predictions is California-based radio show host Harold Camping (pictured above) who has been wrong on four different occasions. Camping first predicted the world would end sometime between September and October 1994. When it did not come, he predicted the rapture would happen on March 31, 1995. In defiance, Camping once again predicted the world would end on May 21, 2011. After being wrong three different times, he claimed those predictions actually ushered in a new ‘spiritual judgment’ and then foretold the rapture would come on October 21, 2011. Um, nope. Pisces f lood: As a priest, astronomer, and astrologer it would be easy to believe in the prophecy of German-born professor Johannes Stoffler in the 1500s. Stoffler noticed in 1499 that the known six planets would all be in the constellation of Pisces in February of 1524. Since Pisces is a fish, he predicted that the world would end due to flooding – leading to a fire-sale of beachfront property along the coastlines of Europe. 1524 went on to become one of the driest years in recorded history.

Turns out, a doctor at the University of Texas confirmed the link, as the body produces high levels of human chorionic gonadotrophin in times of pregnancy and when certain cancerous tumors appear. A pregnancy test can detect the hormone. News reports say that the user’s friend subsequently was admitted to hospital where doctors confirmed the existence of a tumor in the early stage of cancer. ntroducing the candy that makes you smell better. A company in the US, with help from a Bulgarian confectioner, has developed a new rose-flavoured candy that acts as an edible deodorant. Deo Perfume Candy costs about US$10 (B310) and is currently available only online.\ The makers of the candy say that for six hours the product can make a 145-pound person excrete a pleasant floral aroma through their pores. The candy contains a compound called Geraniol that cannot be broken down by the body and is instead excreted through the skin. Geraniol is naturally occuring in many plants, such as roses and lavender.

riving through the wilds of New Zealand’s South Island last December, I had no idea I was amongst one of the world’s future food sources. Lining all the roads in New Zealand’s south is the colourful carpet of lupins. Yes, the flowers – purples, greys, pinks, lilacs and yellows. Lupins are also apparently an excellent food source. Nearly 12 months later I am seated at Phuket’s Re Ka Ta Beach Club sampling a true culinary adventure, featuring, yes, some foods sourced from the beans of the lupin plant. Dutch master chef Marco Westmaas made a flying visit to the island to oversee a sneak preview of a 12-course degustation menu that will be held at Re Ka Ta on December 7. Although this thoroughly tantalising adventure in tastes won’t be strictly vegetarian, it will feature some of Marco’s newest offerings from his ‘vegetarian butchery’. Marco is well aware of the looming world food shortage and the unsustainable nature of farming animals for food. The issue has become a passion for him, but rather than becoming a preacher of ‘mung beans and carrot sticks’, Marco has instead turned to a whole new array of exciting tastes. But, hang on, that’s fillet steak,

Dharamshala: Boom times in Buddhist retreat

O

nce the refuge of pious Tibetan monks and a few hippie travellers, Dharamshala in the Himalayan foothills is today a crowded and chaotic town where long-term residents fear for its future. More correctly known as McLeod Ganj, it suffers from the same traffic jams, wail of car horns, construction work and stinking piles of rubbish that afflict India’s largest cities. Dharamshala’s scant resources are being stretched to bursting point by a huge rise in visitors as domestic Indian tourists pour into the cramped streets to join pilgrimage groups from across Asia and young Western backpackers. For those who remember the sleepy hilltown where India provided a safe haven for Buddhist leader the Dalai Lama and his followers fleeing China after 1959, the modern reality is often ugly and depressing. “Before, there were virtually no private vehicles, so everyone would walk up and down the steep mountain paths,” said Tenzing Sonam, a well-known film-maker who first lived in Dharamshala 35 years ago. “The town was tiny and there was a close-knit community of the generation who first fled Tibet and their children. Everyone knew everybody. “The place felt very cut-off from the rest of India,

and the only visitors were a small number of the hippies and Buddhist seekers.” As hotels, restaurants and car parks sprout from sites excavated into the hillsides, Dharamshala’s image as a sanctuary from religious persecution and a place for quiet contemplation are fading. “It is hard to be critical as people benefit from the economic activity, but it is impossible to expand like this on the side of a mountain,” said Sonam, 53, whose parents were close associates of the Dalai Lama’s family in Tibet. “Most upsetting is the unplanned and illegal development, with laws about height and position flouted due to bribes being paid. If that is not fixed soon, the place will be destroyed.” Sandal-wearing monks in saffron robes and Tibetan women wearing long dresses remain a striking feature of the town, but they are increasingly swamped by four-wheel-drive vehicles squeezing past open drains and bars selling beer and pizza. At Chonor House, a boutique hotel where actor and devout Buddhist Richard Gere is a regular, one sign of Dharamshala’s creaking infrastructure is bath tubs being replaced by showers to save on scarce water. “There is so much construction going on,” said manager Karma, who only uses one name. “All the hotels

are booming, and water is becoming a serious issue.” Karma says most of his guests are couples from the United States, Britain and Germany, while tour groups of Japanese, Thai and Vietnamese pilgrims stay in bigger hotels nearby. “We need a generator because of power cuts, and the roads are rough here because they get washed away by the monsoon,” Karma added. The winding route up to the town is crumbling and congested, while pedestrians walking along the two narrow streets of McLeod Ganj in the busy summer months are assailed by noise and fumes from vehicles. Rubbish disposal is also a serious challenge, with much refuse simply dumped off the side of roads, spoiling the enjoyment of walkers who head up forest tracks towards soaring peaks behind the town. According to the Himachal Pradesh state tourism department, last year 1,800,000 Indians and 99,000 foreigners visited the district of Kangra – which includes Dharamshala – a sharp increase on the figures from 10 years ago. “The new popularity is due to people coming to enjoy the cool climate when the plains are hot, adventure sports such as mountaineering and religious places of interest,” said Kangra deputy director for tourism Ashwani Sood. “People enjoy these things, and we want more visitors to come and experience them too.”

TRAVEL 11

The town’s new role as a popular weekend get-away for young crowds from New Delhi and Chandigarh has been underlined by Indian Premier League (IPL) cricket games played each year in the nearby stadium. After the most recent matches in May, drunken mobs of travelling fans from neighbouring Punjab state gathered in the tiny main square of Dharamashala, clashing with police and throwing bottles at bars that refused them entry. Such scenes appalled many Tibetan exiles, who fear that long-standing relations with local Indian communities may been threatened by increasing commercialisation. AFP

The system calls for the built-in use of cameras on monitors, computers, and mobile phones and is reported to take still images of consumers. The patent also mentions one type of headmount display, though no specific devices or services are named in the filing.

Blast from the Past: Mario Kart 64

Featuring the biggest mapped city in Rockstar Games’ history, GTA V is slated for an early 2013 release.

Major details on Grand Theft Auto V revealed

R

ockstar Games has revealed major details on the new Grand Theft Auto V: Pest Control game they plan to release next year, including the concept of having three playable characters and hosting the biggest map in the developer’s history. The characters – Michael, Trevor, and Franklin – all have their own social circles and hobbies that gamers will be able to consistently play with while not on missions. Reports say that gamers can flip through the characters at the push of a button, even during heist missions. For example, while one character shoots his way

through a bank, the gamer can switch to a different character flying a helicopter to save his comrades. Michael and Trevor are both in their 40s, but one is a divorcee looking for more money while the other is a “drugged out psychopath” reports said. Franklin is a 20-year-old repo man that seems to be the leader of the group. The fictional city of Los Santos will be the biggest world in Rockstar Games’ history – bigger than GTA IV, San Andreas, and Red Dead Redemption combined. Other details include improved driving capabilities, use of a smart phone, and appearances by past characters.

Tweaks put Fifa 13 on top

T

he sough-after realism that has finally come to fruition in Fifa 13 makes it – and this may be heresy to some – a better game than Pro Evolution Soccer (PES) 2013. Gone are the passes that magically made their way to a teammate’s foot, or the cookie-cutter set pieces that could be mastered in a month. The tweaks in Fifa 13 have more to do with the AI engine and First Touch mechanic. Only highly skilled players can easily control a loft ball meant for them – the other 80 per cent of average skill players have to pay attention to things like weather, speed, and opponents jockeying for position. The game also features a deeper Career Mode that gives gamers a far more real feel for transfer bids, one of the strengths of PES, including players that come with certain conditions. Players are now given a rating that signifies their value to a team, so good luck trying to acquire Wayne Rooney. Fifa 13 also boasts a slew of new Skill Games that let gamers practice their passing, crossing, dribbling, and shooting in a competitive environment without losing

The game is as real as ever with a deeper Career Mode. face in an actual match. Overall, while the innovations seem small, we can’t expect anything groundbreaking until the next generation of consoles come out. Until then, it’s safe to say that Fifa 13 is the king of football games.

R

eleased in 1997, Mario Kart 64, played on the Nintendo 64, was the follow-up to 1992’s Super Mario Kart for the Super Nintendo console. As a serious racing game, it was not going to beat games like Need For Speed or Cruisin’ USA. However, Mario Kart 64 can be considered arguably the most fun auto racing game of all-time. It features the usual suspects of Mario, Luigi, and Yoshi as well as other stars of the Nintendo universe like Donkey Kong and Wario. It’s a timeless classic that pitted you against your mates in a battle for who finished in the top four. By throwing banana peels, green shells, or the feared blue-spiked shell, racers were quickly wiped off the track and sent tumbling backwards. The beauty of the game was in it’s simplicity: knock each other around and see who comes out on top. You were never too far back to win or too far ahead to coast along. The drama heightened in the final moments when you could get hit just before the finish line and lose. Nintendo created a sequel for the Wii, but it just wasn’t the same. For many, Mario Kart 64 is a classic game that can never be improved on. Do you have a Blast from the Past? Let us know at editor2@thephuketnews. com

Silent Hill: Revelation 3D

Approx. 94 minutes Director: Michael J. Bassett Starring: Adelaide Clemens, Kit Harrington, Deborah Kara Unger and Sean Bean

Monster mash provides no depth FILM REVIEW Jean-Pierre Mestanza editor2@thephuketnews.com

Y

et another video-game adaptation makes the big screen, with the second Silent Hill movie. Silent Hill: Revelation 3D takes place just six years after the events of the original film that was released back in 2006. The story centres around 18-year-old Heather (Clemens)

who in the previous film was called Sharon. She changed her name in order to escape the cult that is chasing her. The alternate reality of Silent Hill includes monsters and demons, and Heather is forced back into that world after her father Harry (Sean Bean) is kidnapped. With the help of her friend Vincent (Harrington), she sets out to find out the truth about

her past and why the cult is after her. The film includes appearances by Malcolm Gladwell and Martin Donovan. Silent Hill: Revelation 3D is a good-time romp through monster land but has no coherent story structure and clearly needs to focus it’s energies on forcing a continuous narrative. Although good performances by actors Sean Bean, Adelaide Clemens,

and Kit Harrington definitely string the film along, it’s fair to say that it could have been better if we got a little more than cliché surprises. The 3D enhances the sharp visual sequences of the film, but without the appearance of the Dark Nurses and Pyramid Head, it’s just another romp around horror story with little depth and even less fear factor.

Sesame Street puppeteer denies underage sex claim

T

he puppeteer behind Elmo on Sesame Street says he is taking time out from the muchloved US children’s TV show to fight a “defamatory” claim he had a sexual relationship with an underage boy. Kevin Clash, the man behind the furry red character’s high-pitched voice and frenetic gestures, admitted he had a relationship with his accuser, who claims he was 16 years old when they started dating, according to studio officials. But Clash – who was the subject of an awardwinning documentary last year – said Monday that the accuser was not under the age of consent, which is 17 in New York, where the show is made. “I am a gay man. I have never been a s h a me d of t h i s or tried to hide it, but felt it was a personal and private matter. I had a relationship with the accuser,” said Clash, in a statement forwarded by publicist Risa Heller. “It was between two consenting adults and I am deeply saddened that he is trying to characterise it as something other than what it was. I am taking a break from Sesame Workshop to deal with this false and defamatory allegation.” Sesame Workshop, the studio behind the legendary show, said it was contacted by a man who claimed to have had a relationship with Clash seven years ago, when he was 16. Clash was reportedly 45 at the time. “In June of this year, Sesame Workshop received a communication from a then 23-year-old man who alleged that he had a relationship beginning when he was 16 years old with Kevin Clash,” it said. “We took the allegation very seriously and took immediate action,” it added, noting it had interviewed both the accuser and Clash about the claims. Name: Namthip Thavorn Age: 11 years What instrument do you play and how long have you been studying? I play the violin and I sing. I’ve been studying for three-four years. What is your favourite thing about singing? My favourite thing about singing is that I don’t need to have anything with me, just a microphone. Do you get stage fright? How do you deal with it? Yes I do get stage fright. I just stand there and look forward to the crowd that looks mature. Tell us about one of your best performances. My best performance was in the Talent Quest at school with my friend. We were singing Forget You by Cee Lo Green. Unfortunately, I had food poisoning the day before the performance so I had to sing the easy parts. But I still feel good about it because my voice didn’t crack or turn out ugly. Who inspires you musically? Kelly Clarkson inspires me a lot. I listen to her music every morning on the way to school.

Strumming tunes in Phuket Town

P

huket Town’s nightlife regulars will be familiar with Nattawath “Moo” Kijsomboon, a well known and talented guitarist and singer in the area. Since moving here from Bangkok around 12 years ago, Moo has well established himself on the local music scene. He plays regularly at Sanaeha bar with saxophonist “Koe”, and spends the rest of his time performing at Anna’s. “My teacher is my ear,” he says of his natural ability to perform a tune. He’s been professional since the age of 25, and now at 41 he’s well established in his groove of performing classics for the people of Phuket. He’s also a freelance graphic designer on the side, since he graduated from Rajabhat University with a Bachelor’s degree in communications/arts. Moo first arrived in Phuket around 1999 to perform at the grand opening of Phuket bar Yarumba (located near Kor Tor Mor, but since closed) and then returned to Bangkok. “But the owner really liked me so he said every day to me, “Moo move to Phuket”,” Moo recalls. Moo was already performing in three places in the capital, but gave it three months before deciding to move to

Phuket for a six month stint to see how it went. “After six months I went back and got my belongings and my dog (a large Siberian husky called Steve, aged 14),” and has remained here ever since. He earned a living for two years as a wedding singer in Phuket Town, during which time he estimates he did around 20-30 weddings. “Twelve years ago just about every wedding in Phuket Town had music by me,” he said with a laugh. His songs at Anna’s and Sanaeha are mostly Thai covers, but he also sings many popular English songs, most of which are by Michael Buble. Moo’s speciality is easy listening and love songs. Music is a real stress release for him: “I just forget about everything and enjoy the music, it is really good for my brain.” Moo also plays the ukulele, and percussion/drums, but his main instrument is his prized guitar. Moo plays at Anna’s on Tuesday, Wednesday and Thursdays, Sanaeha on Sundays and Mondays and at both venues on Friday and Saturdays.

A fisherman faces the truth about his tackle CAST AWAY

Jimmy Stewart editor@thephuketnews.com

H

ello once again my fellow ‘ofishinadoes’, A celebrated member of Phuket’s fishing clubs, Neill Campbell, recently returned from a five-day excursion to the Similan Islands. Neill is an accomplished international fisherman although I know he would be happy to expunge the following tales from his enormous repertoire of stories. They say ‘Fishermen catch fish, and fishing shops catch fishermen’. In Khun Neill’s case this is undoubtedly a fact. But what does he do with all that tackle? The first “secret weapon” our illustrious fisherman lost was an expensive “guaranteed super” lure which he mislaid against a Fish Aggregating Device (FAD). The amusing part is that another participant in the 2012 Wahoo Fishing Tournament

Trish, a regular lady angler, pictured with a large Wahoo caught off the coast of Phuket. Photo: Jimmy Stewart retrieved the lure and was able to pull in a large sail fish with it. Whilst expounding the virtues of his next best “secret” weapon, he once again set his line. And bang! A sail fish strike! After a few spectacular

jumps, the fish slips the hook and is gone. With the brutality of the strike I suggested he check his lure. Embarrassment – Neill had left the protective coating over the hooks. He is a big Shimano fan

and having bought a brand new and expensive rig, Neill once again set his line. This time, when the big one struck, his latest “new weapon” lost all its line, plus lure, as he had forgotten to adjust the primary clutch on the new reel.

In other, tuna-related news, very rarely do I return empty handed but in the latter end of October I am ashamed to admit we had one of those days. Changing our tactics the following day on Mena 2 we pulled in 64 tuna, a personal

record. Well that’s fishing for you. Well done Bruce and Steve, you are now both officially in the Tuna Bashers Hall of Fame. And did you hear about the well known local PGFC Captain, who last week, when washing the dishes, disposed of all the ship’s cutlery when throwing the dishwater overboard? Apparently the fish were jumping for knives, forks and spoons. For competitive ‘fisheroos’, this could be your final chance of getting in on serious prizes (about B3 million) offered by the RBFC’s “Wahoo 2013” competition in February. The club is nearly at its limit of 30 boats with only a few spots available for individuals on boats already booked. If interested, let me know and will put you in touch with Warren Crowe. Tight lines, Jimmy For more whoppers, visit fishinginphuket.com or drop by the Drift Inn in Rawai.

American Olympic silver medalists Jennifer Kessy (standing) and April Ross (front), along with pro Brad Keenan, with the SOS Children’s Village girl’s beach volleyball team.

Olympians give helping hand to girl’s volleyball FRESH OFF THEIR WIN AT the FIVB Bangsaen Thailand Open World Tour last month, American Olympians April Ross and Jennifer Kessy paid a visit to SOS Children’s Village and pledged to provide a new court for the girl’s volleyball program. Ross and Kessy, who won the silver medal in beach vol-

leyball at the London Olympics, were joined by Ross’ husband Brad Keenan – himself a professional volleyball player. The trip was their second to the village as last year they provided funds for the volleyball team’s new uniforms and other equipment. SOS Children’s Village houses children who were orphaned by the tsunami in late

2004. The team is led by head coach Bob Selznick, who hopes to organise a local tournament for volleyball players around Phuket. The SOS team is noted for winning the PTT Schools Tournament last year. The Olympic duo showed off their silver medals to the team and also spent time sharing tips.

ith three games to go, Mor ning Star only needed another two points to secure the title. They applied pressure early on in their match-up against Sweet Lemon and found themselves quickly up 4-1. However, the opposition did not want to make it easy and started pegging back Morning Star. The game bobbed back and forth with plenty of goals, but Morning Star finally came out on top in the end with an 8-6 victory, securing the championship. The battle for the 2nd spot between Shakers FC and Phuket Condos & Homes (PC&H), the latter in the midst of a five game win streak proved to be a close one.

This Sunday (November 18), the Phuket Cricket Group will host a memorial T20 cricket match at the Alan

he Phuket Cricket Group (PCG) rolled over the Singapore Cricket Club at the Alan Cooke Ground (ACG) in a recent visit by the island nation team. For the first match on November 10, the SCC boys ar-

rived at the ACG all clad to the nines, perhaps anticipating an easy game, but the PCG had other ideas. It was a nail biter from start to finish, but the local boys ended up scoring the winning runs with just five balls to spare. The next match on November 11 saw Singapore player

A. Beer (yes, that is his real name) contribute 50 runs for the SCC, whilst Sami Ullah bowled a great two spells (3 for 26). A confidant PCG strode out to the middle and made light work of the run chase. Simon Wetherell set the pace with a 29 ball fifty backed up by solid

work from Anand Chand (34), giving PCG the victory. The PCG boys are proving to be a hard nut for visiting teams to crack and are quickly establishing a reputation as in-form cricketers. They split a two game series with the British Club Bangkok in late October.

AUSTRALIA’S ADAM SCOTT said last week the format of the Presidents Cup needed to be drastically overhauled or risk living forever in the shadow of the Ryder Cup. “Someone needs to take a lesson from the Ryder Cup,” Scott told reporters ahead of last week’s Australian Masters at Melbourne’s Kingston Heath course. World number five Scott said the format must change before the next Presidents Cup between the United States and the non-European Internationals at Muirfield Village in Ohio in October 2013. “We’ve got to get the competition back in the event. The last three have been walkovers by the US, to be quite honest.

We need to change the format so it’s not all done by Sunday,” Scott said. Scott, who has played in the last five Presidents Cups, said each team should have a chance to win on Sunday’s final day of the event. “Most of the five I have played in have been done and dusted by Sunday apart from the first one in South Africa which was a tie,” he said. “We’ve got the chance to do it (change format) next year at Muirfield Village in Ohio and we should.” Only 28 points are up for grabs in the Ryder Cup (Europe v USA) compared to 34 in The Presidents Cup (International Team v USA). Both formats allow for 12 singles matches to be played on the Sunday of competition. AFP

Chelsea lose Terry in nightmare weekend

helsea crashed back to reality this past weekend after a 1-1 draw with Liverpool left them third in the table and, worst of all, may cost them their best – albeit controversial – defender. In his first game back from suspension, John Terry scored in the 20th minute to put Chelsea up in the first half. But shortly after, Terry was carted off the field with a knee injury that will put him out of action for at least four weeks. Uruguayan international Luis Suarez, continuing his top form for Liverpool, pulled one back in the 73rd minute to help the Reds take a share of the points. In their second week at the top of the table, Manchester United took care of a strong Aston Villa side with Javier Hernandez scoring twice in

ormula One is returning to America with this weekend’s US Grand Prix in Austin, Texas as all indications point towards a possible championship champagne shower for Sebastian Vettel. The purpose-built Circuit of The Americas is a 20-turn cathedral of racing, complete with 5.5 km of distance, a series of tough 90-degree turns, and 9,000 seats in the grandstand.

It is the first track in the US to be purposely built for Formula One and will also host American Le Mans Series, Rolex Sports Car Series, and the RIM Road Racing World Championship all next year. The new circuit, the first to host a Formula One event since Indianapolis in 2007, means uncertainty for the drivers, all of whom will be breaking in the track over the weekend. With a ten-point lead over Ferarri’s Fer-

nando Alonso, double champion Vettel is closing in on the title quickly. He has had five first-place finishes this season, two more than his Spanish contemporary, including a stretch of four-straight wins at the Singapore, Japan, Korea, and India GPs. Standing in the way of either man’s title hopes is a brand-new track that, though purpose-built, has forced Pirelli to bring out both the medium (white) and hard (silver)

tyres just in case. Current number three Kimi Raikkonen is 57-points back from Vettel and looks unlikely to surpass either of his two competitors between now and the final GP in Brazil, though anything can happen. In order to overtake the German, Alonso would have to finish first and hope Vettel places no higher than third, creating a tie for first place and a dramatic showdown in Brazil on November 25.

Westboro Church to protest ‘evil’ Formula 1 FORMULA 1 WHEN THEY ARE NOT protesting military funerals and holding up homophobic signs, the Westboro Baptist

The Phuket News

Church likes to let people know how evil Formula One is. With the first US Grand Prix since 2007 taking place in Austin, Texas on November 18, the WBC has stated

that they will protest the race to “remind this nation that God hates the wicked people of this land of vain idolators and that they shall be turned into Hell.” The group are notorious

for travelling around the United States protesting funerals of fallen military veterans with signs of “God is your enemy” and “Pray for more dead soldiers”. They have also picketed homosexu-

als and Aerosmith concerts. Fred Phelps, the leader of the group – which is mainly made-up of members of his immediate family – has also scheduled a protest at a American soldier’s funeral

in Kansas on the same day. “Shame on these people for worshipping these athletes instead of following the plain commandments of their God,” Phelps said in a statement.
