announced the plan at a meeting at the Phuket Graceland Resort & Spa, in Patong, on Wednesday (Dec 16). “A 33KV power-supply cable will be installed along three kilometres of the beach road, from the Klong Pak Bang bridge (at the southern end of Thaweewong Rd) to the intersection with Ruamj ai Rd,” Mr Panya said. “The contract has been signed and comes into e ect in pril allowing 18 months for the contractor to complete the proj ect. We believe

The threat was made against Col Sompop Kamkana of the N avy’s Third Area Command while he was leading a raid on a gambling den in Chalong on December 7. N avy personnel arrested more than 40 suspects, and officers sei ed game machinesfrom inside the house. During the raid, one woman who was arrested gave Col Sompop her phone and said that someone wanted to talk to him, Col Sompop said. “I took the phone from her and a man was on the other end. He said that he was an Army colonel and asked me to dismiss the case and release the

suspects… After I refused, he condemned me with very rude words. He also threatened that he had powerful friends who would have me transferred out of Phuket. “I have reported the incident and sent a recording of the call to my commanding officer ol Sompop said. Phuket Governor Chamroen Tipayapongtada has also been notified o the incident, he added. “I have checked the number of the phone that was used to make the call and it does belong to an Army colonel,” said Col Sompop. “We have contacted his superior officer and as ed him to investigate. “We would like this colonel’s commander and his unit to investigate the incident, but as it is an Army matter, they will determine how he is to be disciplined,” he added. huket’s Sirinath N ational Park is to regain land worth B2.49 billion ollowing confirmation rom the Department of Special Investigation (DSI) on Tuesday (Dec 15) that the land had been encroached. Lt Col Prawut Wongseenil, Chief of the DSI’s Consumer and Environment Protection ivision also confirmed that the persons who claimed to own the land and those involved with land transfers are to face legal action early nex t year. “Two cases out of seven (investigated by the DSI) are found to be encroaching on the park land. These are beachfront plots in Cherng Talay and a forest area in Sakoo,” he said. The forest land in Moo 3 of Sakoo had two C h a n o t e title deeds issued for the land, but it encroached on park land and on the Khao Ruak – Khao Muang protected forest area, Col Prawut ex plained. “The land belonged to two men named Tee N aknam and Gown N aknam. They lived and planted some rubber trees on the land, which covers 9 6 rai and is located behind the abandoned Peninsula Hotel.

However, what we found was that they used the ying S o r K o r 1 to get the C h a n o t e titles. “We also discovered that the S o r K o r 1 used to obtain the C h a n o t e titles was forged… After comparing the original S o r K o r 1 to the C h a n o t e s we found that the signature for the approval officer and the official seals did not match. “We received confirmation from the Central Institute of Forensic Science that the S o r K o r 1 used was a duplicate from the original. The family that owned the original S o r K o r have confirmed this he said.

“However, what is crucial is that they claimed the park area by forging documents. “In addition the officers who approved the C h a n o t e s are believed to be corrupt and will face legal action. “We know of at least three officials including the ormer Sirinath Park chief, who were involved in this case and they will be questioned by the DSI and face charges,” he added. Col Prawut also said that four people involved in the Sakoo encroachment will also face charges and that warrants would be sought nex t week. “Those involved would be made aware of the case against them in J anuary,” he said.

“An additional plot, a forest area nex t to the abandoned hotel is also suspected of encroaching on park land and an investigation is still ongoing because it involves nominee shareholders.” Meanwhile, the second area believed to encroach on park land is in Moo 4 Cherng Talay. Roman Ledenev, 33, and Alex ander Bukharov, 42 , were apprehended at an undisclosed location on December 11, a press conference at Tourist Police Region 5 headquarters in Phuket Town was told last Sunday (Dec 13). Presiding over the conference was a line-up of highranking police officers, including the assistant to the Royal Thai Police N ational Commander, Pol Lt Gen Suchat Tirasawat, acting as head of the investigation team in collaboration with Phuket

The press conference was told that the two Russian suspects were wanted in Russia and internationally for crossnational drug and human traffic ing violations and were thought to have been residing in Phuket and Krabi for the better part of the past two years. Police did not elaborate further about the suspects or their alleged crimes, but only confirmed that the two suspects are undergoing immigration processing in collaboration with Interpol and the Russian Police. olice are looking for a Patong Beach j et-ski operator who allegedly pulled out a gun and threatened at least one other rival j et-ski operator during a heated argument on the beach Thursday last week (Dec 10). t ol uthichai ienpo arrived with his team o officers near Loma Park at 11: 30am after receiving a call from a local vendor. Two groups of j et-ski operators had an altercation on the beach and one man pulled a gun out and threatened his rivals, the vendor reported, said ol uthichai. “The man’s name is Banyong Thongket. To legally own a gun in Phuket, you must apply at your local District Office. The applicant must be Thai, as foreigners are not allowed to buy or carry any type of firearm or ammunition in Thailand. N ote that in Thailand air guns are considered firearms and owners must be licensed to own and carry these weapons as well. Please note that although people can still buy and own new guns, several years ago a Governor of Phuket ordered, as a gun-control measure, all officials to cease issuing permits to carry guns in public places. This policy is still in place today.

A

complaint filed by famous Thai actor Puri Hiranprueck has spurred a probe by the Department of Special Investigation (DSI) into allegedly stolen protected forest land that has been sold or million o the east coast of Phuket. A team of DSI investigators led by Pol Lt Col Prawut Wongsinil, chief of the DSI’s Consumer and Environment Protection Division, inspected the site, on N aka N oi Island, on Monday (Dec 14). The land in question was still forest, no buildings were found at the site. Mr Puri, 37, ex plained that he inherited about 60 rai on N aka N oi Island from his grandfather. “Then four years ago, my family was contacted and asked to buy land on N aka N oi that had a S o r K o r 1 (land document),” Mr Puri said. “We thought that was impossible, as our understanding was that the land being sold was a protected forest area, so we declined the o er.

A SWISS MAN WAS ARrested at Phuket International Airport (PIA) on Monday (Dec 14) when it was discovered he was carrying live ammunition in his suitcase. The arrest of 39 -year-old Andre Steinemann was made by Tha Chatchai Police Chief Col Somchay Sanprasert, Immigration olice and officials from Royal N avy Third Third Area Command when the two 9 mm bullets and one Sig Sauer magazine was detected by x -ray scanner. New airport terminal aims for Valentine’s Day opening IN ITIAL BASIC SYSTEMS checks will begin at the new international terminal under construction at Phuket Airport this month ahead of the facility’s trial soft opening on February 14, Airport Director Monrudee Gettuphan has announced. Construction of the terminal is more than 8 0 per cent complete and on target to be fully operational by May, Ms Monruidee added. The new terminal will include 10 aircraft parking bays, as well as four gangways for passengers to embark and disembark aircraft. “The new international terminal will be able to handle 12.5 million passengers annually, which is almost double the ex isting one, which can take only 6.5 million passengers per year,” Ms Monrudee said. “But we are not only rush-

ing the proj ect to be done according to the plan, but also ensuring that the airport meets the standards by the Civil Aviation Authority of Thailand,” she added. “And of course the facilities at the new terminal will include brand-new duty free shops, a shopping area and restaurants,” Ms Monrudee said. The new terminal is part of a maj or overhaul of the airport costing more than B5.7 billion, which began more than two years ago. Concerns have already been raised that Phuket Airport will be over-capacity soon after the ex pansion proj ect is complete, and a B3 billion “upgrade to the upgrade” to raise passenger throughput capacity to 18 million has already been tabled. ublic transpor t operators on the island will have their driving licences seized, suspended or terminated if they break Department of Land Transport (DLT) rules, and people now can report drivers’ behaviour directly via the 158 4 hotline. The announcement came from Chief of Phuket Land ransport ffice arurong Kaewkasi, during a meeting held at Phuket Provincial Hall. He warned all of Phuket’s public transport operators that if they are found to be brea ing traffic laws they will face more severe penalties from the DLT in addition to charges for violating ex isting traffic laws. “Licences will be seized, suspended or terminated if any driver is found guilty of damaging the island’s tourism image by either driving recklessly, acting inappropriately or endangering others,” said r aturong. “Our records show that many public transport driv-

Opening the GMO oo gates

T

he future of Thailand’s agricultural and ecological biodiversity was granted a small albeit significant li eline this past week when the Premier rej ected the so-called “biosafety bill”. Had it passed, the controversial legislature – popularly dubbed the “GMO bill” – would have paved the way for the production of genetically modified organisms s and thus e ectively ending a 14-year ban on GMO testing. The bill, which had been revised several times over 11 years, received its latest approval by cabinet on N ovember 24 before it was submitted for final approval a move which sparked protests by agrofood and consumer groups nationwide, including here in Phuket. Ex plaining his decision, the PM said that GMOs were “unnecessary” for the time being. But even with the ban in

place, GMOs are increasingly commonplace in Thailand, with testing still legally possible thanks to a 2007 cabinet resolution that allows limited trials to be conducted in partnership with the government. Over the past two decades, dozens of cases of contamination from GMO papaya, corn, soy and cotton have been reported throughout the kingdom. Should Thailand j oin the TPP, biotechnology clauses in the agreement would likely open the ood gates urther. Thai supermarkets are already full of products with GMO ingredients. While there is a labeling law in the kingdom, it is seldom enforced, if at all, due to easily bypassed stipulations that require only soya and corn products with their top three ingredients containing more than 5 per cent GMO content to be labeled. uffice to say nobody at

niversit y st udent Santadevi Meghwal has been threatened, harassed, ostracised and even fined by a council of male elders in her village in India. But the 20-year-old is determined to push ahead with annulling her child marriage, and j oin a small but growing number of youngsters in northern India rej ecting the ancient tradition. Ms Meghwal was only 11 months-old when her elders married her to a nine-yearold boy from a neighbouring village in the desert state of Raj asthan, where rates of child marriages have long been high. She recalls seeing her husband or the first time aged when a friend, whose family had attended Ms Meghwal’s ‘ wedding’ when she was a toddler, pointed out a drunk man hurling abuse outside their school. “My friend turned to me and said ‘ look, that’s your

husband’,” Ms Meghwal said, describing how her heart sank as she raced home to confront her parents. “I asked them, why did you marry me o li e that I was so innocent and I didn’t even realise what happened, I mean how old was I she said, sitting on a bench in J odhpur U niversity, where she is currently finishing her final year of arts studies. Although illegal, millions in India are married as children in a deep-rooted tradition in mostly poor and rural areas. N early 50 per cent of women, aged 20 to 24, say they were married before the legal age of government figures show. The custom is particularly strong in Raj asthan, a popular tourism destination, where politically powerful village councils, comprising men of the same caste, have an iron grip over villagers’ social and moral life. But a small number of youngsters there are fighting back, seeking annulments to marriages they never agreed to,

Garbage collection is “the first thing we can do to serve the people,” Thet Thet Khine, a newly elected MP from Yangon, said in an interview. “This is very fundamental and a very important lesson to all MPs.” Observers say the N LD will struggle to meet the soaring hopes o a long su ering people seeking remedies for the nation’s economic and social problems. N ew MPs will also have to learn the nuts and bolts of power and policy making and

deliver on the party’s change narrative. But if there’s one thing Suu Kyi can count on, it’s the enthusiasm of her supporters. “We need a good leader who shows us how to live... when she says something, people are ready to perform. And in it, we found a ray of hope in a small law,” said Ms Bharti, sitting behind her desk in a room decorated with awards and certificates or her wor . Ms Bharti, whose charity has helped annul 27 marriages in Raj asthan, said annulments were favoured over divorce, as they were generally quicker and required less paperwork. Granted with the consent of both parties and proof of their age, annulments also avoid the stigma of divorce for women. Meghwal is hopeful of eventually winning an annulment despite the fact her husband, with whom she has never lived, staunchly opposes one, and has even threatened to abduct her. Every year, on the holy day of Akshaya Tritiya, authorities crack down on underage marriages. The festival, usually in April or May, is an auspicious time across India

for weddings, including those between children. Police in Raj asthan together with social workers often conduct raids on villages to break up ceremonies, and pressure priests, wedding-card printers, caterers and tent operators to say no to the families who want to hire them. Such campaigns, along with government cash incentives for families who defer marrying their daughters until they are older, have helped lower the overall numbers. But J oachim Theis, U N ICEF’s chief of child protection in India, warned the challenge was still huge and needed a national approach given the enormous population. Parents continue the practice in the hope their daughters will be cared or financially by their in-laws. Parents also opt for marriage to avoid daughters having pre-marital sex , still considered taboo. They also believe unmarried girls are more likely to become victims of sex ual abuse. AFP

t is likely that people who have never been tax ed on their assets will be ex empted from the planned land and buildings tax as part o the government s e ort to gain more public acceptance for the new property tax , said a source at the Finance Ministry. At present, only two tax es are charged on assets – house and land, and local development tax es. The house and land tax is levied at 12.5% of annual rental income, but landlords always pass the burden on to tenants, causing a tax disparity. The local development tax also creates inequality, given that its median prices are based on outdated appraisal prices, has many waivers and its rates are considered regressive. The local development tax is based on median prices from appraisals from 19 78 -8 1, which are far lower than the present market value. Moreover, landlords who have plots of up to five rai are waived, while those who are liable to the tax are charged at 0.5% of the land value for land priced at no more than B30,000 per rai and 0.25% for land valued over B30,000. The land and buildings tax was initiated by the Prayut Chan-o-cha administration with the intention

The government hopes to reduce the burden of subsidising local administrative organisations if the land and buildings tax comes into force since the new property tax would earn higher income. Both the local development tax and the house and land tax are currently collected by local administrative organisations. Residences appraised at under B2 million would be tax ed at 0.03% or up to B600 a year, while homes priced more than B100 million would be charged at 0.2% . Commercial land would be tax ed at 0.1% or up to B2,000 a year if the appraisal value is less than B2 million and at 0.6% for land valued at more than B1 billion.

he continuing rolling out of maj or development proj ects initiated by the Thai government in Phuket and elsewhere in the country has thrown the legal state of play of investor-State agreements into sharp relief. o this our first column in our three-part series on “Investor-State Agreements in Thailand: Encouraging Investment By Protecting Foreign Investors”, ex plained the different forms of rights foreign investors can make use of in public-private contracts (“PPCs”) and investment treaties (“ITs”). Our second instalment focused on what legal options are available in enforcing those rights. This week we look at the latest developments in how Thailand has supported rights enshrined under investor-State agreements. Thailand can properly

However, in December 2003 the Civil Court of Thailand upheld a B6.2 billion international arbitration award against the Ex pressway and Rapid Transit Authority of Thailand (ETA), a Thai government agency, in favour of Bangkok Ex pressway PLC, a Thai-foreign j oint-venture company, regarding their PPC to construct the Bang N a-

Chonburi elevated ex pressway and a concession to thereafter operate it. Following this, on J anuary 27, 2004, the Thai Cabinet passed a resolution prohibiting the inclusion of arbitration in PPC contracts involving concessions without prior approval by the Cabinet. Then, on J uly 1, 2009 , Walter Bau AG (a foreign contractor) was awarded approx imately 30 million euros in an international arbitration regarding the construction

of the Don Muang tollway. And – although this arbitration was brought under an IT – on J uly 28 , 2009 the Thai Cabinet issued a resolution ex tending the 2004 resolution to all PPCs. Both Cabinet resolutions, as well as other instances where Thai courts have refused to enforce international arbitration awards based on interpretations, which are not in keeping with international norms, have caused concern to the

foreign business community in Thailand. Furthermore, although Thailand signed the Washington Convention in 19 8 5, it still has not ratified it. ndeniably these issues must be considered in the course of any potential foreign investor’s contemplation of contracting with the State in Thailand. However, despite these issues, Thailand remains a part of the trend to protect foreign investors by way of its several IT commitments. And even with regard to PPCs themselves, it should be noted that Cabinet approval for the provision of arbitration therein has actually been granted in several instances since 2010. A further encouraging sign is the J uly 14, 2015 Cabinet resolution, which amended the 2009 resolution. Pursuant to this Cabinet approval of arbitration in PPCs is now required only for: 1) contracts covered by the Private Investments in State nderta ings ct which includes all PPC for proj ects worth B1 billion or more; and

2) all PPCs involving concessions. Thus, any potential investor should consider PPC contractual provisions with the Thai State, including arbitration as the means to resolve any dispute. And any applicable IT – which may still achieve what may not be obtainable by way of a negotiated PPC. Furthermore, with little ex ception, the current dominant global and regional international trend is to favour protection and enforcement of rights between investors and State parties. Thailand has always been and continues to be a responsible and active member of the global economic community. It is anticipated that Thailand will continue its path towards harmonisation with internationally accepted foreign investorState practices. veteran of no less than six editions of the Phuket International Blues Rock Festival, Rich Harper will return to Phuket to perform a onenight-only benefit concert live at HOME restaurant in Kalim on January 2. It has been too long since this guitar virtuoso visited our island paradise. But the wait is over: Rich Harper and local blues act The Mojo Man Band will take to the stage at 7pm. Rich knew very early in life what he wanted to do after his father gave him his first guitar at the age of 10, and he learned to play the traditional way: by listening to a variety of international guitarists. After playing different genres of music in numerous bands including paying his “blues dues” in his native rural Pennsylvania, Rich and his wife Marie in the early 1990s headed for Los Angeles, where Rich embraced his calling – The Blues.

Rich Harper comes HOME In 1997 he recorded the excellent album Don’t Think Just Play, followed by what some critics rated as the “even more excellent” Bottled Up Blues in 1999. Both albums received great reviews and airplay all over the world and are still today regularly on many DJs’ playlists. These two first recordings took Rich around the world, including Australia and the phenomenal Byron Bay Festival in 2004. That same year he took Sweden by storm at the country’s biggest and best blues festival, Amal, and his entry into Scandinavia was secured, touring those countries every year with his merry band of blues men from Los Angeles. His first visit to Thailand came in 2005 when he and his band were chosen to headline the first installment of the newly inaugurated Phuket Blues Festival, later renamed Phuket International Blues Rock Festival, at the Hilton Arcadia. Little did he know then that he

would be asked to return every year by popular demand; basically unheard of at any blues festival worldwide. The Phuket festival gradually attracted blues stars such as Eric Bibb, Charlie Musselwhite, Mason Ruffner, Curtis Salgado and Chris Thomas King, but an interview with founder and organiser Andy Andersen revealed that many people came to the show every year

primarily to see Rich Harper. With his unique, superb sound, bubbly personality and showmanship, Rich had developed a dedicated local following that came out to see him year after year. Rich Harper’s new CD Ellwood and Me, released in October, has already received significant airplay around the world and is available from numerous sites, including iTunes and Amazon. Rich recently lost his wife of 34 years to a long and hard fought battle with cancer. Rich is left with a mountain of medical bills to pay now that she’s gone. Y

oga is a Hindu spiritual and ascetic discipline, which if you haven’t tried, you may not fully understand why some choose to partake in such an activity. It has fast become popular with the Western and Asian world as it is known for helping with detox, helping kidneys and the liver function better, weight loss, and it works every single part of the body. However, don’t be fooled by its sudden rush to coolness within recent times, as it can do a lot more for the mind, body and soul than one would think. And it’s not just yoga, it’s all forms of meditation in general. I recently took part in a workshop where albeit, I initially wasn’t sure how effective it would be, but let’s just say I left feeling a lot more optimistic, positive and bright. The Yoga & Mindfulness Workshop was held at the wonderful Shining Stars school in Kamala, on December 12. It was the second workshop to be held and it won’t be the last, and what’s more, all contributions on the day were given to the SOS Children’s Village in Phuket. Shining Stars school was opened in 2008 by Christine Reilly and Lee Feekins, but these days it is run by Christine and her husband James Geary, who both direct and teach at the school. The school provides an Englishlanguage education for students aged two to seven, and over the years literacy has become a strong focal point at the school. The school incorporated yoga in to the curriculum earlier this year, with the idea of enhancing the children’s ability in art, improving behaviour and helping them to express how they feel both physically and emotionally. The workshop held last weekend included some of the kids’ parents, so it was a great way for some of the parents to see how yoga can be beneficial. A local yoga expert called Steph, originally from Italy, led the workshop on the day. He has been teaching yoga and meditation for more than 10 years and he shared his knowledge and expe-

Steph leading the Yoga & Mindfulness Workshop. rience with the rest of the class. The day was a mix of physical yoga practice, stillness meditation, and theory of mindfulness with discussion. The morning session began with a light introduction and stretching, where we introduced ourselves to each other. I was recently involved in a motorbike accident and have been unable to exercise for over a month, and considering my usual active lifestyle and weekly classes in Muay Thai, you can only imagine how much of a change it has been to rest and being unable to exercise. Although I wasn’t able to fully participate in the movement part of the workshop, what I will say is I was blown away by how much the meditation part helped me emotionally. Steph helped us to understand the difference in knowing what you’re doing, what’s in your mind and what’s ‘real’. He was helping us to focus and not drift off into ‘dreamland’. We were instructed to become aware of our bodies, become aware of our surroundings and see the beauty around us. By using various methods and techniques, we were guided how to allow pain to exist and not resist, as if we allow pain to be there, then it becomes easier to deal with – whether that be physical, or emotional pain. Admittedly I hadn’t always been a fan of being told how to feel or how one can appreciate beauty outside, but I truly was touched by some of the words that were said to us. Perhaps it’s because I’ve been out of action physically, but suddenly I became mesmerised by the trees outside, the butterflies flying around, the mountains in the background, the sound of the birds and all

things natural, that previously, had never even crossed my mind. Indeed, meditation isn’t for everyone, but what it can do is open doors, open thoughts, and open the idea of one becoming aware of their surroundings and truly appreciating some of the more peaceful and smaller things in life. Steph explained that, “When you don’t have time to feel, then everything is ruled by your thoughts that are often dictated by fear, and one can become aggressive because of that.” But he explained that the reason people usually need to be reminded to take a moment to relax, think and

Christine and James. unwind, is purely because people are controlled by habits and routine. Steph has always had an interest in yoga and meditation and he is a mere example of someone who wanted to escape suffering and tried to find a way out. Like so many today, Steph found peace in the form of yoga and spends his time and energy in helping others as well. “I do it, because I like to do it. I studied with various teachers over the years, and so I just enjoy trying to give back a little now as well,” explained Steph. By the end of the workshop, everyone shared and expressed their thoughts and experiences with each other. The way that everyone felt so comfortable to openly discuss their feelings is a reflection on how much of a positive atmosphere Steph created. Each person felt an effect by one or more methods that Steph used throughout the day. From walking through the garden with a spoon full of water; to a calm, meditative walk around the school; to typical yoga postures; to sitting in silence; it was an insightful workshop which everyone thoroughly enjoyed.

ecember 11, 2015 was a sad day for Phuket, for on that day we lost somebody very dear. Described as an icon and even a “pillar” of the Phuket expat community, Brad Kenny dedicated his life to improving the lives and welfare of others in Phuket, and throughout Thailand. Mr Kenny, 59, well liked and much loved by nearly all who had the chance to know him, was a mainstay of many charity projects both on and off the island. He only recently returned from a charity project in Mae Sot, where he oversaw the installation of a clean-wa-

ter system for an impoverished village, and was also advising on a project that will see water purification systems installed at Patong schools. Founder of Environmental Solutions & Protection Co Ltd (ESP Phuket), Brad was a water expert complementing a fruitful career in aviation engineering. Though a successful and respected entrepreneur, most of us remember Mr Kenny for his numerous charitable contributions and initiatives in the local community. A member of the Navy League Phuket and the Home & Life Phang Nga Foundation, Brad was also a driving force behind the Rotary Club of

Patong Beach, for which he served as president last year. A key figure in the recovery effort immediately after the tsunami devastated Phuket in 2004, Mr Kenny for years continued his post-tsunami recovery efforts, often taking US Navy volunteers to carry out repair and restoration charity projects for villagers and orphans still living in abject conditions on and off the island. For his work with the US Navy League, Mr Kenny in 2010 was awarded the prestigious Sahataya Naval Insignia and Certificate from the Royal Thai Navy at the Royal Thai Navy Convention Hall in Bangkok for his role in 63 Navy Community Relations (“Comrel”) and Handclasp projects. In May this year, Mr Kenny received on behalf of the Rotary Club of Patong Beach (RCoPB) Rotary Thailand’s highest service award, the HRH Crown Prince Maha Vajiralongkorn Trophy, for one of three projects helping the children of Myanmar migrant workers and sea gypsies. A “full-blooded expat” with character to match his intelligence and finetuned wit, Mr Kenny was also an active member of the Phuket’s famed Grumpy Old Men’s Society. So active in so many facets of charity work, Brad caught us all by surprise with his untimely departure. But no one would argue that he didn’t live each day full of life. Originally from Livonia, Michigan, in the US, Mr Kenny studied Aerospace Engineering and was a field service engineer for F-16 fighter aircraft. His work with jets brought him

Brad and his daughter Sonya and Larry Amsden. across Asia, where he worked in South Korea, Japan, the Philippines and finally Thailand, formally moving here in 1987, initially to work with the Royal Thai Air Force. By 1993, he founded ESP to fulfill the growing need for water treatment systems in Thailand’s expanding residential sector. Initially based in Bangkok, following the 1997 Asian financial crisis, Brad finally moved to Phuket, which he had first visited and fell in love with 33 years ago. But he never lost touch with his American roots, and was known to host some fiery debates on his active Facebook threads, whether about environmental conservation and human rights, or the upcoming presidential election. In his short-yet-enriching time on this planet, Brad touched the lives of thousands – Thais, expats, migrant workers, Rohingya and then some, and the island won’t be the same without him. And though his body has departed this realm, his spirit and legacy lives on, firstly through his three children – Sonya, Justin and Kaylynn – and secondly through all of us. Thank you Brad, for making Phuket a better place, and all of us, better people.

f you're a fan of brunch delicacies such as pastries, warm homemade breads, croissants, and all things sweet, then I highly recommend you pay a little trip to the brand new bakery in Kathu – Zurich Bread. The bakery offers European-style breads, pastries, cookies, and desserts, all whipped up by a European expert. The bakery is located just in the middle of Kathu, on Wichit Songkram Rd, before heading up to Patong Hill (opposite Tiger Kingdom), so it's fairly easy to get to. The Phuket News recently headed to the bakery to sample a few of their specialties. As soon as I walked in, I felt like I had stepped into a winter cavern, with all its dark brown wood décor and a warm homely feeling. It brought back memories of my childhood in Canada, where we would spend Christmas curled up on the couch with a warm hot chocolate in hand. The ambience and relaxed atmosphere makes guests feel at ease and it is the perfect place for either a go-to coffee or a long lunch in the upstairs area by the trendy, youthful bookshelves and huge, inviting leather sofas. The staff were all friendly and polite, and there to meet your every need. First up, they brought out a few appetisers, including plates of cold-cuts, potato salad, garlic bread, cheese and olives. Following this, traditional pastries were brought out, including tempting chocolate and sweet almond croissants and other typical delicious Danish pastries, each as inviting as the next. After we started to fill up on appetisers, the staff then surprised us with a huge plate of homemade pizza, various plates of spaghetti, as well as avocado bruschetta. Just when I thought we were done, they then brought out an array of their signature sandwiches, including their BLT, a typical Western favourite concocting of bacon, lettuce, and tomatoes on some homemade rye bread, as well as the Cuban option which con-

sisted of ham, pork pastrami, cheddar cheese, butter, and dill pickles. And who could forget my personal favourite, the Reuben sandwich, which was a layer of tasty beef pastrami, cheddar cheese, and sauerkraut on soft rye bread. Other sandwiches and baguettes

included the smoked chicken as well as the grilled ham and cheese. All of the bakery's breads, pastries and cakes are handmade and cooked to perfection, so if you're looking for that perfect place to satisfy all of your Western habits, then Zurich Bread may just be the café for you.

orget about your usual ham and bacon dishes for a minute, and let's concentrate on some popular Issan dishes. I recently headed to 88 Tasty restaurant in Thalang to sample some of these said dishes, and it was definitely a memorable experience. There are a few dishes that are highly recommended. Firstly, “Tum Pa” (Pa means jungle or forest), which is papaya salad with rice noodles. It is a mix of many yummy things, such as pickles, lettuce, tomato, morning glory and ark

clam. Fresh spiny rock crab is a special dish. The taste of the rock crab is delicious and goes well with salad. The pickled fish gravy is boiled before being added to each dish. A typical Issan soup is made from mixed vegetables and pickled fish gravy with either pork or chicken and is known as “Gaeng Om”. The smell of the dill herb is so pungent and really makes the dish special. If none of those tickle your fancy, there are lots of other Issan options including spicy green papaya salad. The spicy, sour and sweet flavours are so unique and the dish is always served with grilled or fired chicken, grilled beef or spicy minced beef

salad and sticky rice. There are lots of healthy dishes if one should desire. The dishes are formed of lots of vegetables with herbs. The “Nam Neung”, or Vietnamese spring rolls, which cost B199 (small size for 2-3 persons) or B299 (big size for 3-4 persons). The Vietnamese sausage is also worth a try which goes well with a beer on the side. Very few restaurants in Phuket serve the “Nam Neung”, so it's a great place to try Vietnamese food. The ordinary menu prices start from B50. Diners can make use of the promotion that includes papaya salad with assorted sides, which comes with a free bottle of coke, which is valid until December

huket FC ended the 2015 Yamaha League One season with a disappointing result at Surakul Stadium last Saturday (Dec 12) losing to bottom of the league Trat FC 0-1. Although the hosts controlled the maj ority of the start of the match, it was the visitors who got the first chance at goal when on 10 minutes a shot from the edge of the penalty box was saved by the Ronins’ keeper, Piyawat Inthaparim. The hosts fought back, and ust five minutes later hatdanai J oompha took a shot from 20 yards out, forcing visiting keeper Chaiyaporn U ttamaratt to make a save. However, it was The White Elephants who were to score the only goal of the game, and that came on 27 minutes from striker Borce Manevski. The Ronins tried to respond with Chatdanai having a second chance at goal on 32 minutes. He received the ball inside the host’s penalty area but his shot was blocked by Trat’s defence.

fter last years’ surprising and shocking defeat to the N orthern Hemisphere team, the Southern Hemisphere were hoping to bounce back and reclaim the trophy in this years annual ‘ Pryder Cup’ competition held at Kamala Lawn Bowls Club. Based on the Ryder/ Presidents/ Solheim cup format, 8 players from each team competed on 2 x fours, 4 x doubles and 8 x singles matches. With one point up for grabs for each match, 7 points minimum were needed by the N ortherns to retain the cup whilst the Southerns needed 7.5 points minimum to win back the trophy they last held 3 years ago. Slight favourites on paper, due to late withdrawals from the N orthern team, the Southerns probably fancied their chances. As always in this format, the captain’s choices of pairings and lane allocation, (done in secret prior to each round) could, and did, turn out to be a crucial part of the games. In the fours, the N ortherns played safe by picking one

outhern a tain ohn riffiths ri ht han s the tro h to the innin a tain f ersta ho retain the u for a fourth ear strong team and one weaker team. So, it was one point each after the fours. In the doubles, team and lane selection was trickier for both captains. Some games went with form and others against, and once again the points were shared leaving the match level at 3-3. This now meant that singles order and lane selection for the singles was ultra important for both teams. The Southerns tactic of selecting ‘ form horses’ J ohn riffiths and reigning amala Singles champion Dean Lambert on their favourite lane bac fired spectacularly as both fell to comprehensive

defeats by the Swedish dynamos, U lf Egerstad and U lf Danielsson. Conversely, the N ortherns tactic of giving the two cup ‘ rookies’ Stef Rodrigues and J ohnathan (J onty) Hayes previous ex perience in the doubles on the tricky lane 4 proved to be a masterstroke as both used that knowledge of the lane to triumph against the form book in their singles. Even though after the first round of singles the scores were tied 5-5, those two points from the ‘ rookies’ were unex pected, and, in the end crucial and possibly brilliantly conceived. Apart from the previously

mentioned games, all the other singles were ‘ nip and tuck’, several only being won or lost by one point. The prime ex ample being when George Sasanow bowled a ‘ wonder bowl’ with his very last delivery to ‘ nip’ a victory in the singles for the Southerns over Richard Tuck. In the end, after all the drama and ex citement, the cunning strategy and tactics of the N orthern team saw them prevail as winners 8 -6 and retain the cup. The stand out overall performer of the day was N ortherner Rob Knight who finished with a per ect record from his games.

number of Phuket FC’s foreign players, including Andre Lopes, Trent McClenahan and Yusuke Sato, have headed home following Sunday’s (Dec 13) announcement by Phuket FC President and Kata Group CEO Pramookpisitt Achariyachai that he and his family will no longer manage or be involved with the club. The announcement was made at a press conference held at the club’s Republic Training Ground following a 0-1 defeat to bottom-positioned Trat FC on Saturday (Dec 12), a game which also cemented Ronin’s relegation to Division 2 (see page 35). admire all the club’s previous managers who worked so hard in managing to get the club into Division One even though they themselves were having big financial problems at that time. “Managing the team requires a lot of money and almost never generated any income. To build and manage a football team you must truly love football, and perhaps be a bit crazy. “I believe that if there isn’t a businessman who puts his own financial support into a club, that club will not survive,” he said. Mr Pramook went on to say that he and his family often felt low because of posts which were put on Facebook by some fans. “They would curse our team when we lost or didn’t play well,” he said. “I wanted to ask them why they had to be so mean to us at a time when we needed them the most. “However, there are still many fans that support us no matter whether we lose or win, they often lifted mine and the team’s spirits,” he added.

He also stated that although the team was relegated to Division 2 this season, he hoped that in his time as president, he had proved to Phuket FC’s fans what his true intentions for the club were. “We were not involved with the club to achieve political gain, we became involved with a sincere heart and did it for the fans who clearly are as passionate about football as we are as a family. “We invested so much money in the club and were happy when we won. However, we felt sad when we were condemned by our fans on Facebook when we lost. The latter hurts me the most, and this actually makes me understand what those managers who came before me had to endure,” he said. Mr Pramook added that he put his heart and soul into Phuket FC because he wanted to return happiness to the people of Phuket, “as they are the people who gave me my many opportunities in life, he said. “After reviewing my position and my duty with the club, I think I am now done

with Phuket FC. My family and I officially announce the end of [our] Phuket FC team. “We want to apologise that our team slipped down to Division 2. All our players gave it their best throughout the season. I hope that a better person can come in and support Phuket FC after me. “Thank you to all our sponsors that have helped us through our seasons,” he said. Meanwhile, Mr Pramook’s wife and former Phuket senator Thanyaluck Achariyachai went on to say, “We came to manage and own Phuket FC because a number of people had asked us to become involved. This was because the team was in deep trouble at the time and the team needed a lot of money in order to help them survive.” She also stated that in the past three years the family had spent more than B200 million on the club. “In the first six months we were in charge we spent B25mn, in the second year B60mn, the third B75mn and this year B65mn. “ Eve n t hou g h club sponsors gave us B10mn, we still had to dip into our

business money to sup por t the team,” she said “We do want to continue to help support Phuket, but not manage Phuket FC. I think we can do other things to support the island. “When we were managing the team we became very depressed because people would condemn and put us down if we lost, and that has to stop,” she added. Ms Thanyaluck also said that the person she felt most sorry for was her son Pariyawit, whom she always went around the country with to support him and the team and was always ready to stand by should the team lose. “I admire my son, he is only 24 years old and has been helping his father manage the team and do his best for Phuket. “However, we are now done with Phuket FC so I beg you all to stop breaking our spirit,” she concluded. Mr Pariyawit concluded the press conference by saying, “I am happy that I had the chance to help my father for the last two years. Every time I saw the team win I was happy.

“I am not going to take negative comments seriously as I understand people got upset when we lost. If we did lose some people would condemn us, but if we won they would admire and be happy for us. But that is normal,” he said. “We invested a lot of money bringing in the best strikers and making our team the best. We really hoped that we would take the team to the Thai Premier League but that didn’t happen. “Today we are stepping down from the club, but we hope that someone better and stronger will take our place. “We are not going anywhere and we will continue to support Phuket FC forever because Phuket FC is in our hearts,” he said. It is still unknown whether anyone will step in to take over the helm at Phuket FC, or in fact whether there will still be a team to play in Division 2 come the 2016 season. The club is now in complete limbo with not only the fans, but also the Thai players still unsure of their and the club’s future. thephuketnews
