even-year-old Molly Ann Bailey died on Sunday (December 14), three days after the pick-up truck her mother was driving crashed into a huge hole left by the collapse of a minor road in Srisoonthorn. On the night of December 11 a
local resident, Supaporn Jareonrak, called police to report that a motorcycle and a pick-up truck had driven into the hole. Rescuers and police arrived to find the Isuzu truck lying in the hole, on top of the wreckage of the motorbike. Inside the pick-up were the driver, Phakkamon Duangchaytemcharat, 38, suffering from a broken arm, and,
Molly, who was unconscious. Both were rushed to Thalang hospital. Molly underwent brain surgery last Friday at Vachira Phuket Hospital but died in intensive care on Sunday. Residents told police the motorcycle underneath Ms Phakkamon’s pick-up belonged to Sod Boonrueang, 34. He had driven into the hole just 15 minutes earlier. Locals took him to

hospital minutes before the pick-up crashed on top of his bike. The locals issued a plea – not their first – to Worawut Songyod, the Mayor of Srisoonthorn, to do something about the hole. They said that the fatal accident was not the first crash; “many vehicles” that used the road had fallen into the hole, they said, and many people had been injured.

The only warning was a piece of green plastic shade net stretched across the road just metres before the hole, decorated with a small handwritten notice on a piece of cloth stating, “Road cut off.” The residents had complained a month previously about the flood erosion on the Baan Lipon-Baan Bangjo Rd in Moo 4 that had caused the road to collapse, leaving a hole eight metres across and two metres deep. But, as reported by The
Phuket News on November 15, municipal officials told residents they did not have the money to repair the road and people should use an alternative route via Baan Banjo Prison because the council did not have the funds to make repairs. Locals saw the idea of driving a motorbike alone at night through the prison grounds as being far from a perfect solution. After the crash that killed Molly, Mayor Worawut told The Phuket News that his staff had installed a series of metal crowd-control barriers across the road and put up warning signs at the side of the road
before the hole. But someone had removed the barriers – he did not know who or why. He added that he had spoken to Ms Phakkamon in hospital. He said she told him she used the road regularly and, seeing the barriers no longer there, had assumed that the road had been fixed. He added that he was working on ways to prevent further accidents. Mayor Worawut went to pay his respects to Molly and her family at the wat on Tuesday. He had earlier offered to take care of all funeral expenses. Editorial: page 10
he vast majority of respondents in a recent Phuket News poll oppose animal captivity for the purposes of tourism and entertainment, with some 89 per cent declaring strong opposition to the practice. The results should come as little surprise, considering controversial incidents in recent months involving captive animals, which included two fatal attacks by tourist-trecking elephants on their respective owners, a tiger mauling an Australian tourist while posing for a photo with it, as well as the widespread and growing opposition to the dolphinarium project in Chalong. The poll, which ran online from November 19 to December 5, asked: What’s your stance on the use of animals for Phuket’s entertainment and tourism industries? Respondents were given five options, and here’s how they answered: I’m absolutely against it. All animal shows and services

cast by three demographic categories – Thai nationals (30pc), Local expatriate residents (15pc) and Foreign visitors to Phuket (54pc). Of the voters, Thais and foreign tourists were nearly unanimous in their extreme opposition to animal tourism, with 92 and 94pc choosing answer number 1. This is compared to expats, of whom just 65pc voted against the practice. Of this category, 25pc said that some types of animal tourism were okay, and another 5pc voted for Phuket to continue to feed market demand. Even with such a clear scope on public opinion, there are a whole lot of tourists and operators who likely didn’t vote to reflect their position of not being against the practice, and who continue to feed the demand throughout Phuket by supporting elephant trekking tours and photo ops, attending monkey and bird shows, and otherwise sustaining the animal entertainment industry.
Cough medicine seized POLICE AND CUSTOMS officials on Tuesday (December 16) seized 35,700 bottles of cough medicine at a Phuket delivery firm. They suspected the medicine was to be used to make a type of drug cocktail popular among teenagers. The illegal concoction, known as 400 x 100 juice, is blend of cough medicine and kratom leaves (a mild,
naturally occuring stimulant). The afternoon raid at a delivery company Chalermprakiet Rd in Rassada was headed by Police Lt Col Somsak Tongkleang and Customs officer Jareon Chamniglang after they wrre tipped off about the unusually large delivery. Staff were counting and loading the 189 boxes of A-Nadril cough medicine when police arrived at the
warehouse. The syrup was destined for 36 pharmacies across Phuket. “We became suspicious when we heard about the large order. We wanted to make sure the cough medicine is legal and registered. “We will question all the pharmacies that placed orders as we want to know who buys it [from them],” said Col Somsak.

he Department of National Park, Wildlife and Plant Conservation (DNP) has recommended that The Land Department cancel titles for 17 land parcels totalling around 100 rai – worth an estimated B5 billion and registered as owned by five companies in Phuket. The five companies include Fair & Firm Co Ltd (the Pullman Arcadia Naithon Beach resort), Three Dolphins Co Ltd (the Trisara resort) and Malai Hill Co (The Malaiwana property development). The other two are United Developers Corp and Three Dolphins Resort Co Ltd (for land in Cherng Talay). Sirinart Marine National Park chief Kitiphat Taraphiban told The Phuket News last Friday (December 12), “We have recommended that the Land Department revoke the 17 plots but we still do not know if the owners will reject
Under a cloud for three years: Trisara is just one of the properties on land that is being investigated. the decision and file an appeal. “If the process is done completely and the land is restored to the national park, we still have to think about what to do with the buildings on the land, which are worth billions or trillions of baht.” He said that 20 teams of investigators have been working for about six weeks on another 2,600 rai of land believed to belong to Sirinart National Park, but with land titles already issued to private individuals or corporations.
“There are 16 teams of five specialists each from the Land Management Office, regions 1-16, who are doing the work on the ground. “Another team is handling the paperwork and three more from the Bureau of Preserved Land Reconstruction and Development doing cadastral surveys and interpreting aerial photographs.” The Department of National Parks, Wildlife and Plant Conservation (DNP) had approved a budget of B12 million for three
months’ work by the various teams, he added. “The teams are expected to finish their investigations within three months, which is around the end of January next year. “Today we had a training session about legal tricks [used by encroachers], attended by the 20 teams of officers working on the Sirinart Park encroachment issue.” Maitree Narukatpichai, Executive Director of Fair & Firm Co, appealed for fair treatment by media who have branded the owners of the blighted land as bad people. On Tuesday (December 16) he told The Phuket News, “They [the Land Department] are checking the land deeds.” No decision has yet been made, he pointed out, and the investigation by the Land Department is still underway. “Our papers have not been rescinded,” he said. “We will decide what to do when or if that happens. “Every land deed we hold
was issued by the Land Department. We bought the land and we have paid all the taxes.” Mr Maitree said he was distressed by stories in some media, which he said were one-sided and “have portrayed us in a negative light, affecting our business and how the tour companies perceive us. “Please present the facts fairly because the investors do not understand [the whole picture] and they have invested a lot [in our property]. “Those title deeds were [originally] approved by the Land Department. If something is wrong, then it must be dealt with according to the law.” The Phuket News was unable to get a response from Three Dolphins or Malai. The Phuket News notes that even if the Land Department decides to rescind the various land deeds, long legal battles going up to the highest courts in the land are likely to ensue – taking decades, perhaps – during which the resorts will continue to operate as usual.

“Right now everything is quiet. [The “land owners”] are now looking at what we have done and I don’t know when or if they will take some kind of action. “If they file a legal complaint, will I be the person who is sued because I was doing my job?”
A GROUP OF FRAUD VICtims gathered at Phuket police station on December 11 claiming they have lost between them some B7 million. “We were invited to join the business by a woman who was our friend and colleague,” said Chonticha Jampa-Ngern, 32, spokesperson of the group. She named the scam artist as Netwimon, also known as Kwan, 31.
Kwan, she said, slowly and convincingly suckered them into putting more and more money into her face cream business. “She introduced a new product and asked for more investment from us. “We believed her because she always paid on time, so most of us increased our investment. “But then she disappeared.”

Local vendors invade gardens of Dusit resort CHERNG TALAY POLICE were called to Laguna Phuket on Saturday morning (December 13) after more than a dozen vendors set up small shops in the grounds of the Dusit Thani Laguna Phuket Resort, selling swimwear, food and beverages, and tour packages. The vendors ran away when they saw police in the area. The officers announced over loud hailers, “We are not here to arrest anyone. We only came to check the area. But, please come speak with us, or you will be taken to the police station.” The police told Wirat Karaket, 44, the leader, and the shop vendors, that they were on private property and must get off it.

overnor Nisit Jansomwong has vowed to revoke the operating license of any jet-ski owner whose machine is found sitting on the sand on any beach in Phuket, along with the boat operator licenses of any staff. On December 11 he said, “Following the announcement signed by me about jet-ski zoning in Patong, which provides separate areas for swim and water sports activities, there have so far been no reports of accidents.” (A couple of days after the Governor said this a Russian tourist was badly injured by the propeller of a parasailing speedboat that ran over him.) Phu ket Marine Off ice chief Phuriphat Teerakulpisut added, “We have already set up zoning for jet-ski [and speedboat for sport activities] at Patong Beach and are in the process of doing the same at Kata, Karon and Naka Island. Other beaches will follow. “Jet-skis and boats for sport activities are not allowed to move from one beach to another,” he added. Governor Nisit warned further, “Operators of jet-skis or boats may not use vehicles to tow them along the beach. Anyone breaking this regulation may
have their license revoked, by Marine Department officers or the police.” He did however, say that tourists do not need licenses to ride jet-skis which, technically, is required by law. “A driving license [for a jet ski] is not necessary for tourists because they just come to Phuket for a week or so, and ride jet-skis maybe only two or three days,” he confirmed. Gov Nisit also made public a list of 13 rules governing jet-skis and sports boats. These are: All boats must have a valid license. First class insurance must be bought.
Rental contracts must be in four languages: Thai, English, Russian and Chinese. Prices must be shown and must be the same for everyone. Tourists must be trained before being allowed to ride a jet-ski. Life jackets must be worn at all times. The power of jet-ski engines must not exceed 130hp. All jet-skis and boats must have a Marine Office sticker at the bow and trailers may be parked only in designated areas. Jet-skis and boats may not be
refuelled in the water or on the beach. Boat owners or staff looking after boats or machines must have the appropriate licenses and certificates. Tourists must not ride jet-skis outside the designated area of the sea. Boat crews must not drink alcohol or take drugs while controlling or operating machines. When any accident happens, the “designated officer” for the area must be informed. Mr Phuripat explained later that this last rule was aimed at preventing “private negotiations” over minor damage to jet-skis. Patong and Pattaya are notorious for scamming by jet-ski operators or staff who extort large amounts of money from tourists for scratching their machines – scratches that already existed from previously. It is difficult to see just how this rule will be enforced, since it is not in the interests of dishonest jet-ski operators to report scratches and to introduce a “referee” into the negotiations. Gov Nisit said he welcomed any suggestions for improvements to the 13 rules. “Suggestions on ways we can be more strict, or how we can fix any of the rules, would be very welcome, especially for jet-skis on Phuket’s beaches.”

Tourists don’t need to carry passport: police

aron Mayor Tawee Thongcham has promised to look into the case of a municipal officer stationed at Karon Beach who fined a foreign motorbike owner B5,000 for a parking violation but gave no receipt.
The Phuket News contacted Mayor Tawee after receiving a complaint from the motorcycle owner that after regularly parking his motorbike near the big snake monument near Karon Beach for the past 11 years without a problem, he returned on December 12 to discover his bike had been clamped and a ticket placed on it.
The bike owner went to Karon Police Station, where he was directed to the municipal office under the Karon stadium close to where the bike had been parked. There, an officer showed him a list of offences and fines under the 1992 Act to Maintain Cleanliness and Good Order of the Country,
and indicated that he had violated code 17(2) – parking on public land, which comes with a maximum fine of B5,000. Before paying the fine, the bike owner asked to see a supervisor, only to be told the supervisor wouldn’t be there until 10pm. “I then paid the fine and asked for a receipt but was told by the officer to ‘come back tomorrow’,” said the bike owner. Mayor Tawee confirmed that the expat had committed a violation and that it was legitimate for him to be fined, but added that B5,000 was rather high. Normally, he said the fine would be one tenth of that: B500. “More importantly, the fine was issued without a receipt, which is not acceptable,” said the Mayor. “Any fine should be accompanied with a receipt. Otherwise, it is an act of dishonesty by the officer concerned,” said the Mayor. He said that anyone having a similar problem could call him at 081 978 4471.
FOLLOWING AN ANnouncement in Bangkok this week by Pol Lt Gen Prawut Thawornsiri, spokesman for the Royal Thai Police, that tourists do not need to carry their passports with them at all times, the policy has been confirmed locally. Gen Prawut’s statement came in response to a spate of reports that foreigners were being targeted for a no-passport shakedown by police in Bangkok. The issue came to a head when the Australian newspaper, the Sydney Morning Herald, published a story last week that accused Thai police of stopping, searching, harassing and extorting money from foreigners along Sukhumvit Rd. On Wednesday (December 17) Pol Col Jiraphat Pochanapan, Superintendent of Kathu Police, confirmed that if his men suspect a foreigner may be up to no good, “we will check their passport. “If we find there is something illegal about their passport, that is the job of the Immigration Police.” But no one is fined for not carrying a passport. Pol Col Jittapab Dechintharasorn, Superintendent of Chalong, agreed. “We have no policy to fine tourists if they have passport problem,” he said. Pol Capt Ur umporn
Khundechsamith, Tourist Police Inspector, said, “I have no idea about any charge if people do not have their passports with them while they are travelling around Phuket.” Phuket Immigration chief Lt Col Tienchai Chompoo, too, confirmed that there is no law that forces tourists to carry around their passports. “The Immigration Act does not mention anything about charging tourists who do not have their passports with them. “If we come across a tourist without a passport, we will check them [through our database] by their passport number [if they remember it], or by name and/or birth date. “If they carry a copy of their passport rather than the real thing, that makes it easier to check their identity. “There is no reason to charge them with any offence.” The Phuket News notes that while there is no offence committed, tourists who do not carry their passports with them could be incoveniently delayed while their identity is checked. There is also the possibility that they could be targeted by unscrupulous officers, though residents will surely agree that such occurences in Phuket are extremely rare.
Russian tourists stranded TWO NORDWIND AIRlines flights were grounded at 2am on Sunday (December 14) over non-payment of aircraft leases, leaving Russian passengers stranded at Phuket International Airport for a day. The two flights were cancelled after the two aircraft were impounded on the tarmac.
Norwind was able to arrange two aircraft to come from Krabi 21 hours later and the stranded passengers were able to go home. Nordwind was founded in 2008 by the Russian and Turkish branches of tour operator Pegas. The airline’s website lists Thailand as its top destination.

Frenchman ‘stole bike and sold it through Facebook’ A FR ENCH M A N W HO allegedly stole a motorbike, disassembled it and then built a new bike from the parts and those of another bike – and sold the “new” bike over Facebook – was arrested at 9am on Tuesday morning (December 16). Police are now searching for a Thai woman seen on CCTV footage helping him to steal the motorbike. Kathu police led by Lt Col Kunadet Na Nongkai searched the house rented by Mathieu Alfano, 28, on Phrabaramee Soi 4 in Patong. They found enough motorbike parts to give them the evidence they needed to arrest him. Police say Alfano stole the Honda PCX 150 parked by a tenant outside an apartment building in Nanai Rd where Alfano had lived until November 28. Alfano then took the stolen bike apart and used the components and some from another PCX bike to create a new one. Finally, he posted the chopped motorbike for sale on

the Phuket Motorbike and Cars Facebook page. It was bought by a foreigner for B40,000. He dumped the remaining parts of the bike in Hasip Pi Rd. That was his undoing. The parts were found by a local resident who reported his find to police. Once police were sure that the dumped components were part of the bike reported stolen from Nanai Rd they checked CCTV footage and saw a foreign man and a Thai woman stealing the bike on December 3. Police canvassed people living in the area, who identified the foreigner in the images as Alfano. Police also discovered that the day after leaving the Nanai apartment, Alfano and the woman returned and stole a microwave and an electric frying pan from inside the apartment they had just vacated, then four days later returned for the Honda PCX. Police believe that this was not the first time Alfano had stolen a motorbike

he chief of Phuket’s Provincial Land Transport Office (PLTO) says he believes that American taxi call operator Uber could operate legally in Thailand so long as the cars it uses are legitimate taxis or limousines with drivers who have public transport driving licenses. His remark came after the announcement by the Department of Land Transport (DLT) on November 28 that Uber was effectively illegal because – the DLT alleged – it was employing unregistered drivers in private cars. The DLT warned on its website, “Do not use the Uber service because it is not safe and Uber is not part of the public transportation system.” Uber has come under fire in a number of countries for partnering with unregistered drivers. The worry in Thailand is that Uber is employing black taxis. Drivers of black
In Phuket, Uber has only a service using green-plate vehicles. taxis are off the official radar and therefore the potential for crime is much greater. Also, there is concern that, in the case of accidents, insurance companies will refuse to pay up because black taxi drivers have only private car insurance. In most places, Uber offers two main services, which it calls Uber Black and Uber X (the names vary – in Thailand Uber Black is called “the Original Uber”). While Uber Black uses registered taxi or limousine drivers, Uber X is effectively
an outgrowth from car pooling, which has become a way for unregistered drivers to make money from taxi services. In Bangkok, Uber offers both services, tempting people to use Uber X by announcing that it is “even more affordable … with rates cheaper than taxis!” But in Phuket, according to the website, it is only offering the Original Uber. No choice is offered when ordering a taxi using the app, and the fares quoted are the same as for Original Uber in the Phuket page of the website.
Teerayut Prasertpol, Chief of Phuket Provincial Land Transport Office (PLTO) told The Phuket News, “Uber opens its driver registration without screening people. This makes it very hard for officials to protect passengers from crime, fraud and poor service standards. “But if the cars and drivers Uber uses are all legally registered to provide public transport, that shouldn’t be a problem.” The Phuket News applied online to become an Uber Black driver in Phuket. The Uber system states that only cars with green plates, less then five years old and in fine condition will be enrolled. It asks for many details, including the driver’s “commercial driver’s license” number, national ID number, proof of company registration and “transportation license” (for the car). It also asks for scans of the documents. On the face of it seems that Uber should be on firm legal ground in Phuket, if not in Bangkok.

Local officials protest at Phuket provincial hall ore than 150 Kamnan and Phu Yai Baan mobbed provincial hall on Monday (December 15) as part of a nationwide protest aimed at stopping proposed changes to local administration. The changes have been proposed by law drafters in the army-appointed National Reform Council. At the moment Phu Yai Baan, or village headmen, are directly elected by villagers. The Phu Yai Baan in a tambon (sub-district) then choose one of their number to be the Kamnan, the main link with the District authorities. Once chosen, Kamnan and Phu Yai Baan remain in their posts until they retire at the age of 60. However, on November 25 the law drafters aired a proposal that provincial governors be directly elected by people in the province, and Kamnan and Phu Yai Baan appointed by the governor, both for a term of only five years. We insist that the plan to cancel our posts [as they are now] be dropped.
“[If the proposed changes are made] local administrators may not cooperate as willingly with the [central] government. We urge the government to eradicate any thought of the governor being elected or the Kamnan being appointed.” Kitisak Sotraksa, Kamnan of Srisoontoon Subdistrict and Head of the Phuket KamnanPhu Yai Baan Association, told local media, “This system of local administration has been in place for a long time. Our priority is taking care of the people. “If the Prime Minister believes that reform of the country’s administration is important, he should fix only the problems. “There are about 300 officials who support us,” he added. “These are impor tant points [we are making]. All of us have to make the same demand because we serve HM the King. “Kamnan and Phu Yai Baan have been taking care of people for 100 years.” Gov Nisit said, “I will receive your demands and your document about your ideas on reorganisation, which may give some ideas to the government. Every thought is important. They will be presented to the National Reform Council. Thank you.” Similar protests were held at provincial halls in many provinces.
Gov aims for safer roads during New Year GOVERNOR NISIT JANsomwong has set a target of reduced accidents and deaths on Phuket’s roads and seaways during the annual “Seven Days of Danger” around the New Year. He told a meeting of officials on Tuesday (December 16), “I would like to ask all of you to be on duty during these seven days of danger from December 30 to January 5, because my target is to reduce the number of the accidents and death toll.” Last year at the same time, five deaths were recorded on the roads, along with 28 crashes involving people being hospitalised. The statistics for last year showed that most crashes took place at night. In Patong most of the accidents involved drunkenness. In Thailand and Phuket Town, most injuries occurred because people were not wearing helmets. So in order to prevent road mayhem as much as possible this year, the Governor has set up three main integrated bodies, one per district, with a vice-governor in charge of each. Apart from setting up checkpoints in various parts of the island, the Governor also told the Rural Roads Department and the Highways Department to ensure that all road signs are clearly visible to drivers. “I want officials to install lights or signs that can be seen vividly in order to prevent losses such as the recent death of a seven-year-old child [Molly Bailey]. I don’t want to see that repeated. “Also, the Transportation Department needs to keep a look-out for buses and other types of mass transport coming in from other provinces, whose drivers may not be familiar with Phuket’s roads, especially the road over Patong Hill. “You need to install checkpoints in high-risk areas and report back to me.” He also addressed marine safety. “I know it is hard for government officials to control and force tourists to follow the rules and regulations but we need to do it for their own sake. We will enforce the tour boat rules strictly. “And if we find tourists breaking the law [by not wearing life jackets], then we will fine them [B500 per head].” He also urged the Marine Department to enforce rules – officially announced on December 18 – governing jet-skis. thephuketnews

13 hurt as Phuket tour bus slides off Phang Nga road THIRTEEN PEOPLE WERE injured when a 24-seat Phuketregistered bus carrying Chinese tourists crashed in Phang Nga on Sunday (December14). Pol Lt Col Sanay Ukoat of Phang Nga Police said that at about 10:30am, the driver of the An Xin Tours minibus, Sanya Ananphet, 36, from Krabi, lost control on a wet section of Phetkasem Rd in Tak Dad. The bus slid off the road, hit a concrete pole at the side of the road and crashed onto its side.
Rescuers arrived to a scene of havoc, with all 13 people on the bus – 10 tourists, a Chinese tour company rep, the driver and his assistant – all being injured. One of the passengers was trapped under the bus. All were taken at first to Phang Nga Hospital but five severely injured victims were later transferred to Vachira Hospital for treatment. Another five victims remain at Phang Nga Hospital while the remaining three were later discharged.

committee chaired by Vice-Governor Somkiet Sangkhaosutthirak met on Monday (December 15) to inquire into alleged corruption during the construction of the Rawai Pier. The corruption is believed to have caused a loss of B4 million to the state. The probe has been ordered by the Office of the Auditor General (OAG), Surat Thani branch, which wrote to Governor Nisit Jansomwong ordering him to set up the committee to investigate people believed to be involved in possible corruption. The letter from the OAG noted that the cost of materials requested by the local Procurement Price Setting Board (PPSB) differed from the estimate made by the OAG’s
Phuket teen dies after drive-alongside shooting POLICE ARE HUNTING FOR THE GUNman after a young man died of a gunshot wound on December 10 at Moo Baan Suan Niramit in Srisoonthorn. Police were told that around 10pm, Wuttisak Pwongsombat, 19, from Nakorn Sawan was shot while driving his motorbike home from a restaurant. After being shot he crashed his motorbike, then ran off into a nearby banana plantation. His passenger, Pongsak Sukjam, 44, ran off in the other direction to get help from relatives. Last evening they went to watch the Thailand-Philippines football match on the TV at a local restaurant about two kilometres from their home. On the way back two men on another bike pulled up alongside them. One of the men pulled a gun from his waistband and shot Wuttisak in the chest. Police believe the shooting may have been the result either of “an old rivalry” or of a new one sparked in the restaurant while the match was on. Forensics officers found three bullet holes in a nearby wall.

Another unnecessary death
T
he death of seven-yearold Molly Bailey at the weekend is a devastating tragedy for her parents and a cause of deep sadness for friends of the family. It is also a scandal. Molly’s death came after the pick-up she was in crashed into a huge hole in a small road in Srisoonthorn, which had not been repaired and which was not clearly marked as dangerous. The death of this bright, happy child was utterly unnecessary. In Thailand there are three main “owners” of roads: the Provincial Highways Department, which looks after major roads, particularly those that link provinces; the Rural Roads Department, whose job it is to promote trade by driving small roads into agricultural areas; and the local authorities, the tessabaan and OrBorTor, who are supposed to look after

minor roads in their area. OrBorTor roads are notorious for their poor upkeep, with unfixed potholes, mangled paving and chunks simply sliding away down hillsides after rain. Repairs are often not made for months, or even years. People in the area around the Bang Jo Prison live along such a road. When heavy rain in November undermined the road, the result was a hole eight meters long and two metres deep, stretching the full width of the road. The Srisoonthorn Tessabaan told the locals, “There’s no money to fix the road.” It also told them they should drive or ride their bikes through the grounds of the nearby Bang Jo prison. Imagine being a lone woman on a motorbike at 11pm doing that. It also erected some flimsy barriers to warn people. But the barriers disappeared. Borrowed? Stolen for sale to a scrap
merchant? No one knows. They were not replaced. There was an attempt to block the road with a piece of green plastic netting. No flashing warning lights. Local people say that “many” others have crashed into the hole, and been injured. But nothing serious was done by the Tessabaan to prevent further accidents. There have been far too many occasions when a dangerous situation is left unaddressed until something dreadful happens. This is just the latest one. Because of a lack of effort to protect the people the Tessabaan are supposed to represent – and whose interests it is supposed to look after, an innocent child is now dead. Someone must take responsibility for this. Those who neglected this very obvious danger should resign and make way for someone who really cares.

ext Friday, December 26, 2014 is Boxing Day, which marks 10 years since a series of fierce and fateful waves wreaked immense havoc across the Indian Ocean, including Phuket. An estimated 230,000 – 280,000 lives – in Indonesia, Sri Lanka, India, the Maldives, Thailand, Myanmar, Malaysia and even Somalia – were lost, with millions more directly and indirectly impacted all across the Southern Hemisphere. Here in Thailand, according to official estimates by the government, 5,393 were confirmed dead, another 8,457 injured and 3,062 missing, presumed dead.
Epicentre for Eulogies The main government -sponsored memorial event in Thailand will take place at the site in Khao Lak where the Marine Police Patrol Boat 813, washed in by the Tsunami, still sits, 800 metres from the sea. The Ministry of Foreign Affairs has invited diplomats from 23 countries to join the event and a live broadcast through national and local media, and international media such as the BBC and CNN is also planned. In Patong, the place in Phuket worst hit by the waves, there will be the traditional “Light Up Phuket” candlelighting ceremony on Patong Beach, supported by OrBorJor Phuket and starting at 6.30pm. Each year, thousands of people turn out to dig holes in the sand and place lit candles within to remember the tsunami victims. Others lay f lowers and offer prayers at temporary multi-faith altars near the beach.
Musical Tributes Aside from the “Light Up Phuket” memorial event, a number of other activities are planned in Patong, at Loma
Lighting candles on Patong Beach has become a tradition since the first anniversary of the Tsunami – a simple and moving way for people to mark the event.
A surf circle paddle-out ceremony at Patong will be one of many events taking place to commemorate the 10th anniversary of the massively destructive 2004 Boxing Day Tsunami.
Andaman Sea Surf Phuket/ Thailand, Surfing Thailand, Freedom Boardsports and the Phuket Lifeguard Club are organizing a “Paddle Out” memorial service on Friday morning for surfers. Participants will assemble at Andaman Sea Surf School (opposite Phuket Graceland Resort) for registration from 8am. There will be f loral wreaths, some paddle boards and free T-shirts provided for participants, but you can bring your own surf board and flowers. The paddling – stand up and lie down versions – will start from 10 am, and include “circle of life” paddling, praying and flower-release rites at sea. The Navy League of the United States had requested five years ago, and was given, the responsibility to maintain the wall and flags from 45 countries that lost citizens in the tsunami, which hang at the memorial wall. This year a fresh coat of paint has been applied and many flags will be replaced with other minor maintenance to the flag poles on the wall completed. The country flags will go up one week prior to December 26 and come down at the end of the year. The following is the schedule for the Mai Khao morning ceremony: 8am: Door open for ceremony 8.30am: Master of ceremonies asks attendees to be seated 9.05am: Director of the Mai Khao Administration Organisation Sarawut Srisakookam will open with a speech: “Ten Years in Memory of Tsunami”. All visitors – Islam, Buddhist and Christian – stand in mourning for one minute. 10.30am: Mr Sarawut will lay flowers in front of the memorial. 10.30am: All visitors will proceed to lay flowers in front of the Memorial. Midday: The ceremony will conclude.

Paddle out Patong
The Tsunami Wall in Mai Khao, close to where bodies of victims were kept until they could be identified, will be the site of a quiet, solemn ceremony in the morning of the 26th. A documentary, Silent Waters, produced by Englishman Mike Thomas, will be screened in Kata at 7.30pm on Friday (26). Mike, who was in Bangkok at the time the wave hit, was one of thousands who came down to help in the aftermath. The experience has stayed with him ever since and earlier this year he returned to start looking for suitable stories to power a documentary. Mike explains that the documentary, “is much more than a story about the tsunami”. It follows the recovery after the tsunami through the words of the Koh Phra Tong
islanders, who still live very simple lives. “They are content and fulfilled. They’re not stupid. They know that on the mainland children spend their time on their smart phones or tablets. On the island, the kids play together in the village.” “There’s no electricity apart from some generators. They know that when mains power arrives the developers will follow.” The documentary, which took four months to complete, also looks at the use, misuse and waste of relief funds after the tsunami. The documentary will be screened in the UK on

Robin Williams is Google’s top search trend ROBI N W I LLI A MS’S death had people worldwide scouring the Internet for insights into the famed comic’s life, making him the hottest search trend of the year on Google, the web giant said Tuesday. “The passing of beloved comedian and actor Robin Williams shook the world, bringing many people online to search for more information and to remember, and putting Williams in the #1 spot on our global trends charts,” said Google’s vice president of search, Amit Singhal, in a blog post. “There was even an uptick in searches related to depression tests and mental health in the days following his death.”

Williams, known for high-energy, rapid-fire improvisation and clowning, was found dead on August 11 at his home in Marin County, north of San Francisco. He hanged himself, according to coroners. There were signs that the 63-year-old comic actor – who had recently been diagnosed with Parkinson’s Disease – had tried to cut his left wrist, according to an autopsy report. Williams, an Oscarwinner and veteran of movies, stand-up shows and hit television series, was one of Hollywood’s most popular entertainers and his death triggered an outpouring of emotion the world over.

Sheikh Ahmed al-Ghamedi, who has said covering the face is not a must for women under Islam, sat alongside his wife Jawaher bint Ali as she spoke to Dubai-based Saudi MBC television, in a programme broadcast at the weekend. Saudi women rarely show their faces in public. Sporting trendy sunglasses, light makeup and varnished nails, but also wearing the traditional black abaya cloak, Ghamedi’s spouse spoke of the problems their children have at school because of their father’s controversial fatwas or edicts. “Our children complain that some teachers tell them: why does your father say this and that?” she said of fatwas that have enraged zealots in the desert kingdom. Ghamedi, who once headed the notorious religious police in the western city of Mecca, home to Islam’s holiest shrine, has openly challenged the tradition that imposes niqab or face veil on women.
HIDDEN GEMS: Women aren’t even allowed to drive in Saudi Arabia, let alone show their face in public. He has also said that wearing makeup is permissible. “The Prophet did not order women to cover their faces. Wearing make up is allowed,” he told Badria al-Bishr, female host of the television programme. “Happy now? Every mobile phone now has a picture of your wife, you cuckold,” said
one outraged post on Twitter. Like other posts, it used a picture of the couple -- but with the wife’s face blurred. Saudi Arabia’s mufti or religious leader Sheikh Abdul Aziz al-Sheikh criticised Ghamedi on Saudi news website Sabq, urging him to repent and praying that “Allah will guide Ghamedi to the right path”.
But Ghamedi supporters also took to social media. “They insult him for showing his wife’s face... but they shut up when it’s Alwaleed (bin Talal),” tweeted Ahmed Rasan, posting a picture of the Saudi billionaire prince next to his fashionably dressed wife. Saudi women are required to cover themselves from head to toe when outside the home, and still need permission from a male guardian to work and marry. Saudi Arabia is also the world’s only country which does not allow women to drive, and those who challenge the ban risk arrest. On December 9, rights group Amnesty International said authorities have extended the detention of two women’s rights activists, one of whom tried to drive into the kingdom. The interior ministry has still not commented on the case of Loujain Hathloul and Maysaa Alamoudi. Border officers stopped Hathloul when she tried to drive from neighbouring United Arab Emirates into Saudi Arabia on November 30. Alamoudi, a UAE-based Saudi journalist, later arrived to support her. A
high-end mixed-use residential and hotel, the Aetas in Soi Ruamrudee in the heart of Bangkok, has just been ordered demolished by Thailand’s Supreme Administrative Court. The Aetas consists of a 24-storey hotel and an 18-storey apartment block, which was only recently completed with a construction price tag of approximately B3 billion. There is no further appeal available to the developers. The order is final. At issue here was the width of the public road next to the Aetas. For the complex to be built the law required the public road be at least 10 metres wide. Aetas’s owner argued that it complied with all legal requirements for the construction. As to the road width, the owner cited a document issued by the Public Works Department, which among other details, gave its opinion that the width of the road next to the Aetas would allow for the construction of the Aetas’s high-rise buildings.
But after residents living nearby filed an administrative court case claiming that the Aetas construction was unlawful, the Public Works Department re-measured the road and found it to be less than the required 10 meters in width. That meant that anything over seven or eight floors of the Aetas was illegal. Given the facts of this case that we know, and for purposes of what follows, we will assume that the Aetas’s developer was allowed to build based on the initial measurement by the Public Works Department, which satisfied the legal requirements of public road width. Why would the Supreme Administrative Court order an existing building to be demolished even though the developer believed it had – and indeed may have – obtained a legitimate building permit? Such questions are particularly relevant for villa and other structure owners in Phuket where, for example, there are rampant examples of violations of the 80-metre elevation law and laws on proximity to the sea. This is defined in Section 5(1) of the Administrative Procedures Act, 1996 (APA) as follows: An exercising of powers under the law by the competent officers with an effect of creating legal relations between
persons in such a way to create, change, transfer, reserve, suspend, or which renders an effect to the status of rights or duties of a person, whether it be permanent or temporary, such as, ordering, permission, approval, decision of appeal, certification, and acceptance of registration, but excluding an issuance of rules. The relevant law that provides for the issue of a building permit administrative order is the 1979 Building Control Act (BCA). And if you want to build, modify or move a structure in Thailand you need this administrative order under the BCA, a building permit. The process for issuing such a permit includes review of relevant laws to determine if the contemplated building is legally permissible. In certain areas of Thailand, such as Phuket, the land use is primarily regulated by three laws: the BCA; the 1975 City Planning Act; and the National Environmental Control and Maintenance Act of 1992. If all the documents are in order and the building is
legally permissible, the local administrative office must issue a building permit. As long as the building permit is in effect, the applicant has the right to construct the building as permitted. Section 42 of the APA makes this clear: “An administrative order shall be valid so long as it is not revoked or terminated by time condition...”. Revoked? Can a building permit be revoked after its issue and before its expiration? Yes, it can. Legally speaking, a building permit is merely an administrative order and these can be revoked by government administrative measures or court action. A relevant and interested party – in other words, any third party affected by the administrative order, such as a neighbour of a development that received a building permit, can initiate a revocation. If the relevant government office or court agrees that there is a factual or legal problem with that permit, the permit may be revoked or amended. Building permit applicants and holders should take careful note that the relevant government office does not need to wait for the court to have a say. Section 49 of the APA states: The competent officer or the supervisor of the competent officer may revoke an administrative order according to the bases in Section 51, Section 52 and Section 53, whether or not it has passed the steps of appeal or protest under this law or other laws. The conditions for revoking an administrative order (without appeal) are strict and if revoked the consequences of such revocation depend on whether or not the original order was lawful or unlawful. The revocation of a lawful administrative order/permit is subject to compensation by the government for damages, whereas the revocation of an unlawful administrative order
is subject to compensation only if the recipient of the administrative order/permit was not aware of the unlawfulness. Section 51 of the APA clearly defines an unlawful adinistrative order: 1. The said person has produced false statements or has concealed facts which should have been reported, or has made a threat or a persuasion by offering property or providing any other benefits illegitimately; or 2. The said person has produced statements which are incorrect or incomplete in the material part thereof; or 3. The said person has known of the unlawfulness of the administrative order at the time of receiving administrative order, or his/her not knowing of such is due to his/her serious negligence. Thus, an illegal building permit obtained through corruption, for example, can be revoked with no compensation. So, once a building permit is received, that alone is no guarantee that the applicant will be able to finish the project. A building permit can expire, be revoked after a court appeal, or be revoked by the relevant administrative government itself. To avoid the harsh consequences of a building permit revocation, it is strongly advised that the developer perform a competent and comprehensive due diligence into the legality of the project prior to applying for the permit, and be certain that the project complies with law, regardless of the permit. No doubt the Aetas owners now wish they had. THE BIG LIST Creepy Christmas There’s more to the big day than Santa and elves. It’s all fun and games until you get a visit from the Christmas demon and witch while a log poops on your floor – at least you got some chicken.
La Befana: While Santa Claus rides a sleigh, shimmeys down chimneys and delivers gifts all around the world, La Befana does almost the same thing in Italy. La Befana, a soot covered, haggard, old well-intentioned witch, chooses to ride around the country on a broomstick to deliver her gifts. The character was recreated in the 13th century and inspired by an ancient year-end pagan custom. As legend has it, she turned down an offer from the three wise men to visit baby Jesus in his manger and now delivers gifts every year to make up for her regretful mistake. Spider webs: The Christmas trees in the Ukraine feature much more than just tinsel and ornaments – they include spider webs for good luck. The custom dates back to a Ukrainian legend where a poor mother had no decorations for her family’s Christmas tree. After the children cried themselves to sleep, friendly spiders got to work and spun light-reflective webs to decorate the tree. On Christmas morning, the children awoke to find the beautifully decorated tree and the family became prosperous and lucky from that day on. Catalonian poop log: If you ever find yourself in the Catalonia region of Spain it will be helpful to know that they have a log that poops out presents for Christmas. The tradition of the Caga Tio, which literally means “poop uncle”, begins on December 8 during the Feast of Immaculate Conception. Every night until Christmas, children “feed” the log, which is covered by a blanket, fruits and nuts to make it “bigger”. On Christmas day, families gather around the log and sing songs to make it “poop” presents – usually candy, coins and small toys. Winner, winner...: Thanks to a successful 1970s marketing campaign, fried chicken has become synonymous with Christmas in Japan. The 1974 “Kurisumasu ni wa ketakii!” (Kentucky for Christmas) campaign was so well done, that a bucket of “Christmas chicken” is now the go-to meal of the holiday. The meal, which also includes cake and champagne, is sold for about US$40 (B1,300) at KFC locations all over Japan. Krampus: Otherwise known as the Christmas demon, the Krampus is a beastlike creature from folklore of Alpine countries. Since Santa Claus gives presents to good children, Krampus visits the naughty kids and drags them into the black forest. The Krampus dates back to pagan traditions and the story has adapted to fit with the holiday. Every December 5 men in several countries, including Slovenia, Hungary and Croatia, dress up as the creature and roam the streets frightening children with rusty chains and bells.

Airline CEO apologises for daughter’s ‘foolishness’ orean Air CEO Cho Yang-Ho publicly apologised Friday (December 12) after his daughter triggered public anger and ridicule by kicking the head of cabin crew off a flight because of the way she had been served some nuts. During a televised press conference, Cho apologised for his daughter Cho Hyun-Ah’s “foolish act” and suggested he should share some of the blame for not bringing her up correctly. As well as being the boss’s daughter, Cho Hyun-Ah was a vice president of the family-run airline, but is being relieved of all her official posts.

The plane returned to the gate where he disembarked, causing an 11-minute delay in arrival. Her behaviour attracted heavy criticism in South Korea, where she was accused of being petty and arrogant, and prompted a state probe over a possible breach of aviation safety laws. Later Friday, Cho bowed deeply before TV cameras as she appeared at the transport ministry to be questioned over the incident. AFP
Workers find time capsule in Boston CONSTRUCTION WORKERS who were in the middle of repairs on the Massachusetts State House in Boston have stumbled upon a time capsule believed to have been placed there by Paul Revere in the 1790s. The cigar-sized box was found in a cornerstone of the building last week and it took seven hours to extricate it from its burial place. Pamela Hatchfield, a conversator at the Museum of Fine Arts, was called in to verify the authenticity of the time capsule and the items found inside: a Paul Revere plate, papers, and coins from the 1600s. “Hopefully there will be no damage and we will be able to observe the artifacts that trace us back to the history, not only
just of this building, but of our Commonwealth and our country,” said Massachusetts Secretary of State William Galvin. The box is believed to have first been buried by revolutionary war hero Paul Revere and Samuel Adams – the Massachusetts governor at the time. It is also the oldest time capsule discovered in the United States.

A man in the Dutch town of Ijsselstein rented a crane so he could be descended in front of his girlfriend’s bedroom in order to propose. Instead, the crane toppled over and smashed a giant hole on her neighbour’s roof. The original plan was to sing a song and pop the
question while he was on the crane. Still, the mishap didn’t faze the girlfriend, who was not identified, since she said “yes” anyway. The crane fell over once again while workers were trying to put it back in place and made the hole even larger. In the end, six apartments were evacuated.

While you can file the report at any police station, you should try to file it at a police station nearest to where you think you lost your wallet. The closest police station to Sapam that we know about is Mueang Police Station (geo coordinates: 7.891877, 98.387428) Just walk in and tell one of the idle police officers you want to file a report that you lost your wallet. An officer will ask your name, and for identification (your passport). He may not ask you specific details, so be sure to slowly and clearly volunteer any information you can (what you lost, where and when). When the officer is finished filling out the form, they will ask you to sign it and pay B20. This is the standard police report filing fee in Thailand. As for ‘Lost and Found’ channels, it is not likely that you will see your wallet again in the event it was stolen. But if you think you dropped it in or at the Supercheap, you can request to view their CCTV footage during the time you were there. They keep their CCTV logged online for a certain period of time. Once you have the police report, which will be in Thai language, then you also need to obtain a proof of residency document from Immigration (7.869823, 98.394031). You must obtain a new one and can not use an old one. Next, head to the Phuket Land Transport Office (7.870800, 98.389445), making sure to bring your passport, along with the proof of residency paper and police report. Note that Thai nationals only need a copy of their ID and can file a report of
filing fee (B100), take a new picture, and pay for the replacement driver’s license (B105 for 5-year class), which will be printed immediately and still expire on the original date it was due to expire on record. Regarding expired car tax, yes you can renew your tax certificate (the sticker that you post on your wind shield) at the PLTO, but at the registrar building on the east side of the compound. You need several things: the ownership book with your name on it, either the real one or a copy of the page with your name as owner or person in possession of the vehicle. If your name is not in the book, you may not be allowed to renew the tax certificate. You will also need a valid “PorRorBor” certificate showing you paid the mandatory motorist insurance required for every motorist. If you don’t have this, you can obtain a new one quickly at the PLTO. It should be about B900. Also, if your vehicle is more than 7 years old, you will need to a certificate from a PLTO licensed mechanic verifying that your vehicle is safe for the road. You can obtain that from a few garages located nearby (7.872320, 98.389922), which will take about 20 minutes to complete and cost about B200. The vehicle tax is annual, and will depend on the weight of your vehicle. It can be anywhere from B300 (less than 500kg) to B4,050 (more than 7 tonnes) per year. ea Pearl Villas Resort is nestled atop Patong Hill with stunning views of Patong Bay and the Andaman Sea. High scores for local kid
O
ne of the students at Darasamuth Phuket School, AJ Grosvenor, 11, did exceptionally well in a national spelling competition. He achieved first place in the Phuket round in September, scoring 100 per cent. In the next round, he competed against students from schools in all the southern provinces of Thailand. This took place in Krabi on December 11. He managed to win second place and received a gold award for scoring 100 per cent in the morning round and 90 per cent in the afternoon round. He will now progress to the final round in Bangkok, competing against students
from all over Thailand. Although still proud of his achievement, he was a little disappointed with second place in Krabi. For the past two years, AJ has been the national champion for his age group, winning the final round in Bangkok. He is currently in P5, and so is within the P4-P6 age group. He is now more determined than ever to do well in the national finals in Bangkok and is practising spelling unfamiliar words as well as keeping up with his studies. His home room teacher, Vicki Nolan, is working hard to help AJ increase his vocabulary and develop strategies for memorising some of the more unusual words in the English language.
BISP students gather Christmas boxes for orphans and elderly
E
very year the school puts together Christmas boxes for the orphans at the SOS Children’s Village Phuket. This is organised by Y12 and 13 students during a CAS activity throughout the first term. Each form takes responsibility for a number of boxes and fills them with toys, stationary, cosmetics and of course sweets! They made a record number of boxes this year and 120 children ranging in age from six months to 18 years will be
very happy on Christmas Eve when they get to open them. Boarding students also put together a further six boxes to send up to an orphanage in Chang Mai which they had
been asked to help also. In addition, this year, Y12 and 13 made 32 Christmas boxes to take to Phuket Home for the Elderly. They took these over to them
and four of the wonderful Thai musicians played for them as they opened their boxes. They loved hearing live Thai music and the girls received many requests to keep playing. The teachers at BISP said a big thank you to all the students, parents and tutors who helped to give 158 Christmas boxes to the community this year. Starting with clear targets, Treepop says the goal for the coming year is to reduce energy consumption to 79 killowatt hours (kWh) per room per year – from 81kWh currently, and 84kWh previously. “We will continue to install and implement new systems, replacing old electronic system with new, more efficient ones,” he said. To reach the target, Treepop’s engineering team are currently focused on several projects, which include the installation of energy-efficient LED (Lightemitting diode) lights throughout the property, especially in the main lobby, as well as the implementation of heat recovery units for water heating, and automation systems for improved energy regulation.

A total of 105 villas on the Karon property are currently being cooled by a central air conditioning unit, with their hot water supplied by some 36 electrical heating units “The existing electric heaters can only heat 60 litres at a time, and to operate, all together cost us about B1.1 million per year in electricity.” But Treepop’s research and calculations suggest that it will be possible to heat the villas’ water without using any electricity, and thus eliminating related costs from the overheads. By applying a simple, yet clever technology known as heat exchange, or heat recovery, Treepop is projecting significant savings in the near future. “We will install heat recovery water heater (HRWH) units, which can heat 100 litres of water at a time, and do so without additional electricity, but by recycling heat from compressed gas, a by-product in the air conditioning process.” “We will upgrade about half of the rooms this year, which will cost about B2 million, then the other half [and another B2 million] next year.” In other words, the return on investment would only be about three and half years, and after that, the savings would equal about B1mn annually. He noted that the HRWH units are rated for about 10 years, before any significant repairs/maintenance are expected. Aside from this, Treepop’s team is also looking to install various automation control systems. “Automating our various control systems should help us to reduce our electricity consumption by 30 per cent. For example, we will install a Relay Control
Unit (RCU) to help reduce electricity wasted in guests’ rooms, to automatically shut off lights and air conditioning when guests leave their rooms for extended periods.” Automation will extend to the property’s common systems too, with savings to be realized simply by installing sensors that can optimally regulate internal temperatures, fan speeds and air flow for the central chiller, ventila-
tion and kitchen exhaust systems, for example. And there are other projects he has his eye on for the near future. One interesting project under consideration is solar powered Tuk Tuks. The hotel already has electric vehicles ready to transport guests around the resort, so upgrading to solar power would be almost seamless and inexpensive. Watch this space.

with water and sodas; a bottle of red and a bottle of white wine, and a 24pack of beer between the four of us, each day. The service is truly amazing. Whatever you desire, they will make it for you. Whether that’s some scrambled eggs or an omelette in the morning, or a classic Thai dish for dinner. You really do feel like royalty. During our stop-off at Rawai, we played with the kayaks, snorkelling and scuba diving gear that was provided for us. We spent the afternoon riding around on the kayaks, followed by an evening of fishing (with the fishing rods provided on board) and competed to see who could catch the most fish. Over the next couple of days, we sailed through the Phi Phi islands and spent sunset overlooking famed Maya Bay. The staff are so flexible, you can stop off wherever you want (depending on costs) and for however long you want. From Krabi to the Similan Islands, it’s all up to you. After a few cocktails in the bars on Phi Phi, we headed back on to the yacht
and dug into the delicious beef massaman curry the chef whipped up for us. After a long tough day of relaxing in the sun, you can even take advantage of the on-board masseuse (an innovation since my trip). If that doesn’t relax you, then hop into the 50hp motor dingy and go for a little explore. Or if you really want, you can spend your evenings curled up with a book on the upper deck; playing on the Playstation 4; watching a DVD from the generous selection; or playing some chilled out beats on the iPod-friendly stereo system. On our last night we had a barbecue on the upper deck, while relaxing under the stars – it was an amazing way to spend our final evening on board this luxurious, stunning yacht. I will never forget the time I spent aboard. And three brief days, I felt like I was actually a superstar.

lavours restaurant at dusitD2 in Patong is definitely more than your average hotel restaurant. Not only does the restaurant feature fabulous food and ambience, it also boasts Chef Yi-Fan of Iron Chef fame. It is clear that Iron Chef Yi-Fan takes the same great care and pride in his food in the Flavours kitchen as he did on the Iron Chef TV show. During the day, the restaurant serves international cuisine, but when darkness falls, it changes to a refined southern Thai dining experience. Arriving slightly early, we sat at the luminescent bar and were treated to a range of Asian-themed delicacies like tuna sushi, Goong Sarong (prawns wrapped in vermicelli noodles) and delicate strips of duck wrapped around strands of lemongrass. Once seated at our table, we enjoyed butterfly pea tea, served with a slice of lime to cleanse our palates before the meal. We started with a Nam Prik Goong Sod, a local shrimp and chilli dip that is eaten everyday in Phuket. However, this one was much more sophisticated. Flavourful with a hint of chilli and served with fresh raw vegetables, it was the perfect way to enjoy this local specialty. Up next, an appetiser in which Iron Chef Yi-Fan created a unique twist to a pomelo salad by adding soft shell crab to give it texture. (Soft Shell crab is a culinary term for crabs which have recently molted their old exoskeleton and are still soft). It was served in a perfectly-sized red cabbage leaf and the pomelo exploded with freshness. A perfect
marriage of flavours. Plated up with the pomelo salad was a papaya salad, something locals eat with famed regularity. Also known as Som Tam, this dish was placed on the “World’s 50 Most Delicious Foods” list compiled by CNN Go in 2011. But this papaya salad was placed on top of a beautifully cooked snapper, so the flavours soaked into the crispy skin of the fish. An intriguing way to add flavour to fish. The soup was southern-style and based in country shrimp paste, combined with mixed vegetables. While a beautiful soup, the chef had chosen mushrooms and pumpkin as the dominant vegetables with strong pepper undertones, leaving you wondering whether you were eating a hearty vegetable broth or a

spicy pumpkin soup. Very clever! Then it was time for the main course, which included duck curry, the signature dish of the restaurant. The curry was sweet due to the lychees, pineapple and grapes. It was rich and satisfying, just what you want from a curry. The lobsters that were brought out were nothing short of spectacular. The presentation alone was enough to keep you staring! Iron Chef Yi-Fan had done a new take on Tom Yum by adding this flavour to the lobster. The meat was tender and succulent, so if you like Tom Yum, you will love this lobster! This is a brilliant way to serve this traditional Thai / Laotian dish. One of the highlights of the evening was the crispy grouper, served during the main course. It was cooked with green peppercorns and ginger and beautifully presented. Decorated with peppercorns, the soft flaky meat was falling off the bones. The final dish of the main course selection was stir fried morning glory with oyster sauce. A favourite among many, but this was much more complex than you find in local restaurants. Only the finest vegetables were used and the sauce was a lot smoother than in other dishes. We ended the meal with a traditional Thai sweet pudding, complete with a quail egg. The quail egg contrasted with the sweetness of dessert. The tapioca and coconut rice was colourful, sweet and fun. After all, food should be fun! It was lovely to have a night out experiencing local food, but with sophistication and refinement. Iron Chef Yi-Fan, you certainly are a winner in my books!

Instinctively, our body has three basic reactions to stress: freeze, fight and flight.
I
f you can talk – you can sing. If you can walk – you can dance. This African proverb is hard to deny. If we just watch babies, it becomes obvious that rhythm and moving to the music is natural to our body. Every one of us who has ever danced with soul, can remember a sense of catharsis and joy. Dance was one of the first forms of communication between people and to the divine. Ritual dances, along with songs, were an integral part of life. In the past, diseases were associated with the loss of soul, and dance was an integral part of the healing process to bring the soul back to the body. Often, dance movements are drawn from observations from the external world, from watching animals, the elements, and everyday movements of people. However, the essential component is the inner world of the dancer – the spirit they bring to the dance which becomes a source of inner healing. Dance invites us to descend into the inner world of
the psyche. “Put your psyche into the movement and it will heal itself,” as American dancer and choreographer Gabriella Roth used to say. During the day we feel a wide range of feelings, from sorrow to anger. Though we can hide these feelings from others, our body is still reacting to these emotions by sweating, producing stress hormones and sometimes redness. Instinctively, our body has three basic reactions to stress: freeze, fight and flight. But in the modern world often there is no time to show one’s true emotions, and they get stuck and freeze in the body. Even though you might not be aware of it, they have an influence on us. Several psychological theories say that unexpressed resentment, anger and other destructive feelings can cause digestion issues, allergies, inflammation and even cancer. Through dance, life’s difficulties and obstructions can be identified and released. We can attack imaginary enemies, run away or freeze in a frightened posture and, when we let go of this pose, our feelings associated with it lose their affect. We learn to move in response to bodily sensations, emotions, memories, movement impulses, and images. Rejected, forgotten, or new potent images and feelings can then surface and be brought to our consciousness through expressive movement. Dance can be a metaphor for how you move through your life. Does it look like firm strict ballet poses, circular motions or chaotic and undirected movements? Dancing is a path that can bring you closer to yourself. You can return to your own creative impulse, find ways to move through stuck places in your body and mind, as you re-connect with a deep inner source.
In sessions of Healing Dance at Santosa you have the opportunity to get close to your true nature and recognise the needs of your body. Dutch launch ‘intelligent bike’ that warns of danger
T
he Netherlands launched its firstever “intelligent bicycle” last week, fitted with an array of electronic devices to help bring down the high accident rate among elderly cyclists in the bicycle-mad country. Developed for the government by the Netherlands Organisation for Applied Scientific Research (TNO), the intelligent bicycle prototype runs on electricity, and sports a forward-looking radar mounted below the handlebars and a camera in the rear mudguard. A commercial-available bicycle is expected to be on the market in the next two years and should sell for between US$1,800 to US$4,000 per bicycle. The forward and rearward detection devices on the test bike are linked through an onboard computer with a vibrating warning system installed in the bicycle’s saddle and handlebars to alert cyclists to impending danger. The saddle vibrates when other cyclists approach from behind, while the handlebars do the same when obstacles appear ahead. It also has a cradle in which a computer tablet can be inserted, to wirelessly connect and “talk” to the bicycle through a dedicated application. The mounted tablet also flashes a bright signal if there is an approaching obstacle in the bicycle’s path, like a lamppost, or if another cyclist comes up from behind intending to pass. “Accidents often happen when cyclists
look behind them or get a fright when they are passed at high speed,” said Maurice Kwakkernaat, one of TNO’s research scientists involved in the project. “The onboard system utilises technology already at work in the automotive industry,” he said. Kwakkernaat said the devices would be useful for cyclists propelled along by the bicycle’s electrical motor, which can reach a top speed of 25 kph. “More and more elderly people are using a bicycle, not only for short distances, but also for longer distances,” Dutch Environment and Infrastructure Minister Melanie
Schultz van Haegen said. In the Netherlands, bicycles outnumber the population of 17 million by at least one million and there are some 25,000 kilometres of bicycle path in the country. Those statistics are set to grow as more and more people take to two-wheeled transport, leading to congestion and an increased risk of injury. Last year, 184 cyclists died in the country, of which 124 were older than 65, according to the Centrals Statistics Office (CBS). The year before, 200 cyclists died, the overwhelming majority of victims also being elderly. AFP

The top social networking website has announced plans to debut their own seach tool and have dumped Microsoft’s Bing in the process. Bing was used by Facebook to prov ide search results beyond the website itself. Reuters reports that Facbeook is developing their own search tool to allow users to filter through old statuses, comments, and other information. “We’re not currently showing web search results in Facebook Search because we’re focused on helping people find what’s been shared with them on Facebook. We continue to have a great partnership with Microsoft in lots of different areas,” said a Facebook spokesperson.
Viber adds game series
Following in the footsteps of the massively popular chat apps Line and We Chat, Viber has launched Viber Games. The lineup of integrated games include bubble shooter, a casino game and another title similar to Candy Crush Saga. All of the games will be rolled out in Malaysia, Singapore, Ukraine, Belarus and Israel. The games are free to download as standalone apps. hile Big Hero 6 is not the best animated film of the year, it gives The Lego Movie a good run for its money – and that’s saying a lot. Audiences will fall in love with Baymax, a robot the size of Wreck-it Ralph with the heart of Pikachu, as he carries the film firmly on his silky shoulders. The robot looks like a large marshmallow and has no understanding of everyday tasks like crossing the street. Along with protagonist Hiro Hamada – a 14-year-old high school graduate and robotics prodigy – the comedy doesn’t stop, especially in the first half of the film where we are introduced to Baymax’s limitations and naiveté Still, while Big Hero 6 is hilarious, it also strikes a raw sense of emotion and carries that throughout the rest of the film. Our
cast of characters have to pick themselves up following a terrible tragedy that affects all of them. The entire film is set in motion because of this and Big Hero 6 quickly turns into a teachable story that shows kids how to overcome loss and deal with anger. The film takes place in San Fransokyo, a modern city with all the bright lights of Tokyo and the techie vibe of California. Even though he is clearly a genius, Hiro resorts to robot fighting in the back alleys of the city. His older brother, Tadashi, tries to get Hiro out of that life by showing him the projects his classmates are working on at the robotics laboratory of his university. Here, Hiro meets Tadashi’s friends and Baymax – a personal healthcare robot that his brother created. Impressed, Hiro decides

to apply to the programme and submits his own project. Soon, darker forces begin to reveal themselves and Hiro is forced into a situation where he has to confront these villains head on, with the help of Big Hero 6 – a superhero team made up of Tadashi’s friends including Baymax. Big Hero 6 hits all the usual kid-storyline beats that a film like this should have with the added element of making science cool. In the past, films like Cloudy with a Chance of Meatballs, Meet the Robinsons and even Epic focused on either eccentric inventors or science-loving outcasts. It’s refreshing to see an animated film that promotes the useful wonder of science with characters that are, for the most part, relatable. It’s even better that these are our superheroes. There is nothing forced in Big Hero 6, it’s just a fun combination of comedy and family-friendly action. It does cling to a bit of oldfashioned narratives, though the film never seems to drag on. Big Hero 6 is visually ambitious with lovable characters that will make a second watch more than enjoyable.

How the grinch stole Kajonkiet
K
ajonkiet International School (KIS) held their annual Christmas production How The Grinch Stole Christmas on Friday December 12. The production was adapted from the classic Christmas tale with some traditional songs thrown in. The idea originally came from the students, who then continued to rehearse for a solid six weeks. Students across the whole school took part in the play, with all the main parts performed by students of the Performing Arts Society. Michael Davidson, drama teacher and director of the play, wrote the entire script along with Ms Kylie Miller. Michael said, “ Every
student from year 3-6 was involved.” The lead character, “The Grinch”, was performed by half-Thai, half-English, Sebastian O’Sullivan. The students have also been carol singing all around the island to raise money for charity, including singing at Bangkok Hospital, Mission Hospital and Vachira Hospital. The school were collecting donations for charity on the day as well. “We have already raised B30,000 for charity and hopefully more after today,” Michael said. “All the teachers are very happy with the overall performance and thank the students for all their hard work.”

orld-wide, some 60-70 million people play golf. Some started early in life, others in their teens or even later. My active interest in golf came late in life, largely due to two individuals who ignited an interest that would enable me to enjoy the pleasures of the game so much. Both were professional golfers but of widely different generations; one, the greatest British golfer of his era; the other, a European Tour player. I was privileged to have known them both, albeit in vastly different circumstances. I was given my very first golf lesson in an Edinburgh hotel car park by a 72 year old, 50 years after he played in the 2nd Ryder Cup at Moortown. Born in 1907, professional at 17, Henry Cotton became renowned as the public schoolboy who changed the face of professional golf. He achieved particular fame during the 1930s and 1940s, with three Open Championship victories (1934, 1937, and 1948), over 25 European titles and four times Ryder Cup player. His coaching stressed the need to build up hand and forearm strength, which he demonstrated by smashing a 2 Iron into a side of a car tyre. Henry had travelled from Portugal with his wife Toots to attend a private lunch I was hosting, an experience I will never forget. His name remains associated with golf to this day through the “Henry Cotton Rookie of the Year Award”, made to the European Tour’s most promising newcomer. Introduced in 1960 the Award lists many who went on to become golfing greats, including Jacklin, Torrance, Faldo Olazabal, Montgomerie and Garcia. But it was the 7th winner of the Award in 1970, Stuart Brown, who was to most influence my golfing interests and abilities. After a string of victories at home and abroad, Stuart’s Tour career was halted by a back injury. But his involvement in golf continued as a Midlands PGA Official, as 1989 Midlands PGA Captain, and an ever popular and skilful club professional with his own spectacular golf show. He enjoyed a particular successful time at the prestigious Northamptonshire Coun-
ty Golf Club at Church Brampton before moving as Director of Golf to Slaley Hall near Hexham, Northumberland in 1991. We first met at a corporate golf day in 1986 where we discovered our previous mutual links with Henry Cotton and thereafter became great friends. Thanks to Stuart’s patient coaching skills my interest in golf blossomed from absolute novice to a very handy handicapper. We played on many occasions, the most amusing being a round with Frank Carson, who treated us to an on course four hour cabaret. Sadly, Stuart died suddenly on December 10, 1995, aged just 49, after collapsing while training for the Seniors Tour. Perhaps ironically Henry Cotton also died in the month of December, 7 years earlier. Sir Henry is buried near his beloved Penina course; Stuart in a quiet corner of Colinton churchyard in Edinburgh not far from Bruntsfield Links where the first recorded game of golf was played in 1456. Patong players were looking to avenge their Outrigger T20 finals loss to ICC back in September but it was not to be. Patong’s new pace bowler,
Wasim Bhatt, combined well with Imtiaz Mushtaq to stifle ICC and have their batsmen reeling at 3 for 21 by the end of the seventh over. Indeed, both Bhatt and Mushtaq finished on almost identical figures of 4-27 and 4-26, respectively from their allotted eight overs. Desperate for stability, Shah Ullah (45) and Ravi Naik (37) put their heads down and notched up a partnership of 108, both taking advantage of dismal Patong’s fielding. With the score on 129, Naik and Ullah both lost their wickets to Patong’s openers, which brought Pir Sami to the
crease. His quick-fire 22 off 23 balls helped boost the total to 8 for 163, before Neil Quail wrapped up the ICC innings with two wickets from three balls in the 39th over. Over 20 countries expected for RBFC fishing tourney FISHING

ore than 57 hours of non-stop fishing are expected to take place in March at the Rawai Beach Fishing Club’s (R BFC) Thailand 2015 “Classic” Sport Fishing Tournament. The event traditionally takes place every February but has since been moved to March 18–20 to accommodate teams from other countries. Over 20 boats have confirmed that they will take part, including teams from Australia, Canada, Germany, Australia, Russia, USA, Hong Kong, the United Kingdom and Singapore. Fishing will be held on the waters surrounding the Similan Islands, renowned as Thailand’s ‘premium sport fishing area’ and is about 70 miles northwest

Young Phuketians race for SEA Games spot SAILING Nattapong “Max” Yuang-ngam and Kartoon “Toon” Jundet from the Phuket Youth Sailing Club (PYSC) have been invited to compete in the National Optimist qualifiers at Sattahip, taking place this weekend December 20 and 21. If successful, both Max and Toon will represent Thailand in the 28th Southeast Asian (SEA) Games in 2015. It’s a continuation of a big year for Phuket youth sailors, as Toon finished 5th overall in the 4.2m class at the Zhik Topper World Championships in Wales back in August. PYSC’s Kuluk “Ta” Sarawuth finished 7th in the same event. “The invitation to attend the qualifiers is a great accolade to the club and a great accomplishment to these young sailors who live in children’s home, and only train once a week against fellow sailors who train every day,” said Katy Gooch, head coach of PYSC. Max and Toon recently finished 1st and 2nd respectively in the Dinghy Series leading up to the Phuket King’s Cup Regatta. They also finished 4th and 6th respectively in the
PKCR International Dinghy Regatta in the Optimist Class. The Optimist class – for sailors under 15 – uses a small, single-handed sailing dinghy. Max and Toon have both been training once a week for several years at the PYSC in Cape Panwa. The club is known for training orphaned and disadvantaged children through their partnership with the Phuket Sunshine Village. “We have already come a long way. However, as with all amateur sports, finding stable financial support is the greatest obstacle to the best intentions so we need to find other ways to support the programme” Gooch said.
