Applications for peace of mind

The number of tourists killed, injured and cheated in Phuket has forced the government to raise business deposits required before year’s end.

DEATH, INJURY, FRAUD COMPLAINTS SPUR HUGE HIKES IN ‘COLLATERAL’ DEPOSITS FOR ALL TOURISM BUSINESSES Chanida Summast reporter@classactmedia.co.th

T

he security deposits required by the government from all tourism businesses will undergo huge rises following increasing complaints that the payouts made for tourism companies causing death, injury, cheating, defaulting on services or otherwise defrauding tourists are far outstripping the deposits held by the Department of Tourism.

The security deposits, called “Collateral”, are collected by the Bureau of Tourism Business and Guide Registration and will see sweeping increases introduced before the end of the year, said Pattara Lamultree, a legal official at the Tourism Business and Guide Registration Office in Phuket. “All tourism businesses will be affected,” he said. “The new fees and amounts to be held as collateral were set at a meeting on July 14. They are

expected to be ratified next month and brought into effect after a period of 120 days.” Companies operating tours outbound from Thailand will see their collateral deposits rise from B200,000 to B2 million, while companies bringing tourists into Thailand will be required to submit B1 million as collateral instead of the B100,000 required now, Mr Pattara explained. Companies operating domestic

tours within Thailand will see their collateral deposits rise from B50,000 to B200,000, he added. “Many companies have caused damage to tourism and we have to pay more,” Mr Pattara said. “For example, one company took a lot of bookings for tours to Japan, but the company shut down and the operators fled with the money. “The government had to pay B4 million in refunds to the people who had booked tours with them,” he said.

Security ramped up following Nice attack T H E CH I EF OF T H E Provincial Police has ordered every police station on the island to set up security checkpoints in their area to ensure maximum security is provided for residents and tourists following the attack in Nice last Friday (July 15). In addition, Provincial Police Chief Col Teerapol Thipjaroen has requested that business operators report any suspicious activities to authorities immediately. “To keep Phuket safe, officials must be vigilant when patrolling their area and must keep up with the security effort. I have ordered every department to set up checkpoints in all areas leading in and out of tourist areas,” he said. “I have requested Immigration Police be posted at the main checkpoint and at the airport. The Customs

office have also been advised to be on the lookout for any suspicious packages and there will be an increase in the number of checkpoints set up across the island, especially in areas with lots of tourists such as Patong, Karon and Kamala.” Later last Friday night, Thalang Police Deputy Chief Lt Col Amnoy Kraiwuttianan led officers to set up a checkpoint at the Tha Ruea police box on Thepkrasattri Rd southbound in Srisoonthorn and conducted a 24-hour patrol in the area to check vehicles left parked at local convenience stores. In Cherng Talay, Police Chief Col Serm Khawnnimit led his officers to set up a checkpoint at Surin Beach junction and another one in front of Tesco Lotus Cherng Talay. Eakkapop Thongtub

Safe swim zones set up off Phuket Chanida Summast reporter@classactmedia.co.th

T

he Department of Marine and Coastal Resources (DMCR) has started installing safe swim zones and moving large buoys from protected areas at the Koh Khai islands off Phuket to better protect the reefs from the hordes of tourists that visit the popular sites. DMCR officers began moving buoys at Koh Khai Nok, Koh Khai Nui and Koh Khai Nai, all a handful of kilometres off Phuket’s east coast last week. “Today, we started moving the big buoys that fishing and large tour boats use because they were too close to shore and inside the swimming zone,” said DMCR Phuket Director Suchar t Rattanareangsri last Friday (July 15). At low tides, the bottom of large boats hit the shallow reefs, said Mr Suchart. “Also, some captains were dropping their anchors in the area, which was also causing damage to the reefs,” he said. DMCR officers are also installing more buoys for smaller

DMCR officials have begun installing safe swimming zones and installing mooring buoys away from the swim zones to protect tourists and corals at the three Koh Khai islands. Photo: Suchart Rattanareangsri, Director, DMCR Phuket boats to use, Mr Suchart said. “We have started installing more smaller buoys at Koh Khai Nok first, and we hope to finish there by next week,” he said. “The buoys are outside the safe swimming zone so boat captains can safely drop off and pick up their guests,” explained Mr Suchart. “We do not allow boats and jet-skis to come inside the safe zone for tourists’ safety

and also to protect our reefs,” he added. Maps of the zones where tourists can swim safely and where tour boats can tie up to buoys will be available soon, Mr Suchart added. “After we have finished, we will create a map to let tourists and tour operators know what and where they can and cannot do while visiting these islands, and we will continue working to enforce

the rules,” he said. The move to protect corals at the three Koh Khai islands follows a crackdown on tourist activities at the popular sites late last month. The installation of safe swim zones also follows the death of 18-year-old Chinese tourist Li Yuheng after he suffered fatal slash wounds inflicted by a speedboat propeller while he was on a tour to Phi Phi Island on July 8.

ONE WOMAN DIED AND a man remains in hospital after they fell from their motorbike on Srisoonthorn Rd, which local residents have blamed for the accident, one of many in recent nights, as it has large potholes and poor street lighting. Lt Santichai Srimai of the Thalang Police was called to the scene, a section of roadworks west of the Heroines

Monument, at 11pm on July 12. Police arrived with Kusoldharm rescue workers to find a Yamaha motorbike lying on the road. Nearby were Pisit Thongkam 21, the driver of the motorbike, and his passenger, Anongwadee Boonsop, 24. “Both were taken to Thalang Hospital. Mr Pisit is still receiving treatment for his wounds, but Ms Anongwadee suffered a serious head injury

and died in the emergency room,” Lt Santichai said. “We were told that the couple left Cherng Talay on the motorbike. When they got to the area where the road was under construction to expand the lanes, Mr Pisit lost control of the vehicle and crashed due to the condition of the road,” he said, adding that no helmets were found at the scene. Tourism businesses face huge ‘collateral’ hikes Continued from page 1 ...The Department of Tourism will take the current review as an opportunity to increase all fees levied by the Tourism Business and Guide Registration Office. The fees have not budged since the office was formed in 2008, Mr Pattara noted.

“All fees will increase, including applications to register new tourism businesses and applications to register as a guide,” he said. “Also, fees for two-year renewals of tourism business registrations will increase and the Department of Tourism will introduce the requirement

for all guides to undergo a test in order for their guide licences to be renewed,” he said. Current fees are set at B500 to register or renew a licence for an outbound or inbound tourism business, and B300 to register or renew a domestic tourism business.

atong Municipality officials may have solved some of the mystery surrounding the areas ongoing floods after digging up drainage pipes to find them blocked with tyres, electrical cables and general everyday rubbish. However, another part of the problem was that the drainage pipes had not been properly connected. Mayor Chalermluck Kepsap led a team to investigate Patong’s drainage problems at the Omsin (GSB) Junction on Phrameita Rd on July 14 after residents complained of foul smells and water being trapped in the area. Using a backhoe, the drains were dug and various items including an old tyre, electrical wires, plastic and water bottles were found to be clogging the pipes. “We had to open the drainpipe to see why the rain water would not drain on Phrameita

we also found that the Rural Road Department had not connected the pipes properly so the rain water could not drain,” she said. “Workers have connected the pipes correctly so now the

Homes at the Rawai sea gypsy village, among other areas of Rawai, suffered flooding of up to 40 centimetre deep. In response, Rawai Municipality dispatched teams of workers with pumps to clear the floodwaters. In Patong, the streets along @thephuketnews

the foot of the hills at the southern end of the resort town, where Nanai Rd meets Sirirat Rd, were flooded with fast-moving waters of up to 50cm deep. The floodwaters receded within a couple of hours, but officials from the Patong branch of the Department of Disaster Prevention and Mitigation (DDPM Patong) warned residents and motorists to beware further flooding. Over the hills to the east of Patong, areas of central

The Thai Meteorological Department warns of further rain, with 70 per cent of Phuket likely to be doused throughout the rest of the week. NO CASUALTIES OR injuries were reported from a fire that is believed to have caused millions of baht in damage to at least two properties in Patong on Monday (July 18). A small panic was caused on the party street of Soi Bangla as many tourists and local employees ran for safety when the fire broke out at a suit tailor shop just after midnight.

At least one Thai national was taken to hospital and treated for smoke inhalation, but has since been discharged. At least five fire trucks from the local municipality were used to douse the fire. Police are still investigating the cause of the blaze and a full assessment of the damage is still pending. Eakkapop Thongtub

Doctors have yet to comment on Mr Few’s long-term prognosis.

Man gets member mangled A 17-YEAR-OLD YOUNG man from Myanmar was unlucky-but-lucky that his sexual reproductive organ remained intact after being slashed by the blade of an aeration turbine at a shrimp farm on the north of Phuket last Sunday (July 17). Thalang Police received a call from Thalang Hospital’s Emergency Room at 11:30am to notify them that a patient, named only as “Mr Few”, was conscious and responsive albeit in excruciating pain, bleeding steadily from a deep gash on his penis. A “good samaritan”, who was not named, and had reportedly brought the young man to hospital in the back of his pickup truck, told hospital staff that he had looked after the shrimp farm in Ban Yamu of Thalang’s Pa Khlok subdistrict, where the accident took place. According to the man, Mr Few was a labourer who had been visiting friends as it was his day off and was swimming in the pond when the accident took place. Eakkapop Thongtub

Phuket Poll: Is the Thai work permit necessary? PHUKET POLL The Phuket News editor@classactmedia.co.th

T

he news last week that a work permit is not required in order to receive income from renting out a condo brought much relief to expat condo owners across the island. However, the disparity of that decision compared with the need for a work permit for any other income-generating activities by foreigners has thrown the proverbial cat amongst the pigeons in a country where work permits are required by any foreigner even doing free volunteer work. For decades the concept of whether or not money is received has been irrelevant, as the definition of work in Thailand remains “engaging in work by exerting energy or using knowledge whether or not in consideration of wages or other benefits”. This definition was made plain as even emergency relief volunteers entering the country to help those affected the by tsunami in 2004 were technically required to have work permits in order to simply help for free. Yet for Australia, the United States and the United Kingdom, the work permit has gone the way of the dodo.

The work permit is used by Thai officials as critical in determining whether or not a foreigner is legally working in the Kingdom, but is it really necessary considering all the details required have already been submitted to the government? Photo: Tanyaluk Sakoot All the required information in order to work in those countries must be provided to the Ministry of Foreign Affairs or equivalent of those nations at the time of applying for an appropriate visa that allows the holder to work in the country. Thailand requires the same, yet all that same information must be provided to the Department of Employment in order to be issued a work permit. Worse, the Thai work

permit does not provide any extra protection against foreigners working illegally in the country and does not confirm whether or not appropriate income tax is being paid by the foreigner. To this, The Phuket News this week asks its readers: “Is the Thai work permit necessary?” Responses available are: 1) Yes, the work permit is a valuable form of identification and should be upgraded to a photo ID card.

2) Yes, the work permit is a valuable form of identification and should be kept in the booklet form as is. 3) No, the work permit not necessary but there is no harm in keeping it. 4) No, the work permit is pointless and should be discontinued immediately. To vote in the poll, visit ThePhuketNews.com and select “POLL” from the “NEWS” menu. The poll will continue online until August 2.

ore than 200 officials including Royal Forest Department (RFD) officers arrived at Bang Kanoon protected forest in northern Phuket with two backhoes on July 14 to uproot palm, rubber trees and remove illegal structures encroaching on state land. Vice Governor Chokdee Amornwat and RFD Regional Chief Boonsiep Samakras led the “demolition” team in reclaiming more than 48 rai of the forest, located in Thepkrasattri subdistrict. The team also began removing six illegal structures from the site. V/Gov Chokdee explained that the reclamation followed a legal battle. “Today, no residents or land developers intervened because encroachers had filed claims to the land in court, but the case is now over. “The court ruled that occupation of this land was encroachment and that officials were empowered to remove everything illegally introduced

It is national forest and maintained by officials through government funds,” V/Gov Chokdee said.

Mr Boonsiep, who as the local regional RFD office director is responsible for all RFD areas in Phuket, Phang Nga and Krabi, said the RFD had been fighting encroachment for years. “The area has been facing many issues, from encroachment to deforestation, for a long time. The move left the residents very distressed, they said. The area in question does not involve the 48 rai reclaimed on July 14 (see above). Immigration ban leaves attack victim in exile The Phuket News editor@classactmedia.co.th

Over 100 migrants arrested in raids, half deemed illegal MORE THAN 100 MIGRant workers were arrested last Sunday afternoon (July 17) during raids on a worker’s camp and construction site in Thalang. However, almost half were later released without charge after their employers turned up at the police station with their work permits. Wonsurachat Decharun, Deputy Chief of Security Affairs Group at Phuket Provincial Office, and officials from the Royal Thai Navy Third Area Command joined together to take part in the raids targeting workers in Thalang. Mr Wonsurachat said, “The first raid was carried out at 2:30pm at a camp on Moo 1, Srisoonthorn where

70 arrests were made. “We then went on to raid a construction site in Moo 4, Thepkrasattri, where a further 34 migrant workers were arrested,” he said. “All those arrested were taken to Thalang Police Station to be for mally charged. However, during this process some of the worker’s employers came to the station and presented their employee’s paperwork, confirming they were legal workers. “I understand that there are around 50 migrant workers who are still being held as nobody has come forward with their paperwork to confirm their legality,” he added. Phuket expat is hoping the Immigration Bureau later this month will lift his ban on re-entering Thailand instituted after an incident in which he was attacked by a woman with a knife. The ban has left his children to be cared for by friends for over a year and a half. John Young, who has lived in Phuket for more than 12 years, was attacked by a neighbour with a knife near his home in Karon seven years ago, but it wasn’t until February last year that he was denied permission to re-enter Thailand at Sadao, on the Malaysian border, forcing him into exile. The officer processing his re-entry to Thailand explained that the Immigration Bureau had declared Mr Young an unfit person to enter the country for being found guilty of trespass and a minor assault charge. With the re-entry ban in place, Mr Young has been unable to see or care for his own children. Even though he is the sole parent to Jack, 13, and Katie, just 7, due to Thailand’s child-protection laws both children until recently had been unable to leave the country to see their father. After finally being issued his passport, Jack flew to Penang on July 6 to see his dad. Katie had to remain behind.

The ‘Good Guys In, Bad Guys Out’ campaign by Immigration received much support, even from expats, but John Young of Karon has been caught in the crossfire. “The impact on my children has been very distressing. It has had a serious impact on their education and well-being ,without any parents to guide them,” Mr Young told The Phuket News this week. Appeals for assistance for Mr Young to re-enter the country have been sent to the Office of HRH Chakri Sirindhorn and the Office of the Prime Minister, while Mr Young’s case already has the support of the Office of the Phuket Public Prosecutor. In response to a written request for assistance dated June 22, the Phuket Public Prosecutor’s Office said they were “already providing assistance” and had sent a letter to Immigration Bureau to request to find a solution “to consider allowing (Mr Young) to reenter the country”. The letter

was signed by Maj Boonthop Larnthong. The Phuket Public Prosecutor has long supported Mr Young, with recommendations sent to the Phuket Provincial Court to levy only minor penalties for the charges against him as Mr Young was “known to be of good behaviour”. After years in court, on August 16, 2014, Mr Young was subsequently sentenced to one year probation and fined B3,500. The probation was duly completed and the fine paid. His assailant, Nanthana Kumjantie, was sentenced to three years jail for assault causing serious bodily injury after attacking Mr Young with a “meat knife” and a rake. However, her sentence was also suspended. Also, while Mr Young was awarded B100,000 in damages, this was reduced on appeal to a court-awarded B29,000 despite Mr Young being hospitalised for slash wounds to his head, leg and a fractured right arm. In statements to the court, the prosecutor reported that Nanthana and Mr Young had a long history of conflict. Notably, the prosecutor pointed out that Nanthana had admitted to previously poisoning and killing three of Jack and Katie’s dogs for digging up her garden. That conflict came to a head on October 31, 2009, when Mr Young returned home at about

2am from a family Halloween party – he is a major investor in well-known restaurant and guesthouse in Karon – to find Nanthana outside her house with friends, drinking, enjoying a party and shouting very offensive language at him and his family. Mr Young approached Nanthana about the abusive language and an argument ensued, police noted in their reports of the incident. Mr Young reportedly was attacked by Nanthana with a large knife, in self-defence she was pushed and she fell to the ground, to which she responded by attacking Mr Young with a garden rake. In a photo provided to police, Nanthana shows a oneinch cut to her left elbow as the extent of her injuries. “I just want this over with – just want to get back and be with my children, and continue to be a law-abiding member of Thailand,” Mr Young said. “In all my years living around the world, I have never been involved in any incident like this. Hopefully the Immigration Bureau will see the sense in lifting the re-entry ban. “Also, my case might inspire them to review the circumstances of which foreigners are rightly refused entry to Thailand, and which ones deserve a review of the circumstances and a second chance.”

Flu spike ‘just monsoon usual’ R E P R E S E N TAT I V E S from the hospitals in Phuket have confirmed that the rise in the number of patients they are seeing due to common colds and influenza is nothing unusual for the time of year. A recent message posted on the Ministry of Public Health’s website warned people to look after their health due to weather conditions. The message also advised parents to take care of children during the rainy season. The message on the website read: “Protect oneself from the rain because it can easily cause respiratory disease, especially common flu or influenza. Take an umbrella when heading outdoors, and if you get wet, dry off immediately, change cloths, and drink warm water. “People are advised to eat healthy food including fruit and vegetables to build their immune system to battle against common colds. Infants should drink breast milk, while toddlers and young children need healthy food and to drink plenty of water to keep hydrated. Exercise is vital to keep the body warm, get enough rest. Do not sleep next to the window, wear warm clothing. @thephuketnews

The hospital recommends people have an influenza vaccine every year, usually in May. Nationally and locally it has been found that the number of patients that become infected with influenza is rising each year,” the coordinator said. A member of staff from Vachira Hospital Phuket who asked not to be named said, “The number of patients with a colds is pretty much the same like last year. It is quite normal around this time of the year when many people get sick, especially young children.” The Phuket News

Mayor Aroon called the PMBC at 6:45pm on July 13 and reported that a dolphin had been found swimming along the shore at Rawai Beach. The dolphin had many wounds on its body and appeared to be having trouble breathing. PMBC officials and rescue workers managed to

bring the dolphin from the water and transport it to the PMBC, where it was given care and intravenously fed antibiotics. However, the dolphin later died. Dr Kongkiat Kitiwattanawong, Chief of the PMBC Endangered Species Unit, said, “After being brought to the centre, the dolphin was given veterinary care and antibiotics but it was not enough to save it. “We believe that the dolphin died of an infection, however, we will perform an autopsy to determine the cause of death,” he said. Commitment to relaying reality

I

t’s no secret, The Phuket News is full of unnerving reports about crime, violence and death, particularly those with unjust, odd, unusual or mysterious circumstances, especially those related to foreign residents and tourists. This should be no mystery to readers. After all, the “hard news” is central to any daily news’ business model – a key driver of traffic, not only in Thailand, but throughout the rest of the free world. “Why don’t we publish more happy stories?” is regularly asked by those who seem more concerned with painting Phuket in a certain pictureperfect light, as opposed to entertaining the critical dialogue about “what is”, and more importantly, when appropriate, “what ought to be”. The simple answer to said questions is, “We do”. Our Life section is full of feel-good,

warm, loving and positive stories that remind us all why living in Phuket is wonderful (Did you see that adorable puppy on the Life Cover?) The fact that the News section is dominated by vice is just a reflection of the dayto-day news itself. We don’t make these stories up, we don’t have to. Our job is to relay the facts to you and all the other educated readers who are sincere about understanding, and thus improving the quality of life here. And you do have a right to know, wouldn’t you agree? For the record, when we do get positive, time-sensitive newsworthy reports, we will run them, which are commonly in the form of progress updates – new projects, developments, infrastructure, budgets, laws, accountability (See Page 1)... If you look hard enough, you’ll notice.

Rest assured, our primary aim is not to lure mass readership at the expense of journalistic ethics, nor is it to paint “paradise” in any particular light. (If the latter is what you are seeking, we recommend the Public Relations Department news website: prd.go.th). Make no mistake, we’re here to serve you, Phuket, which often means telling you exactly how it is (within the sensitive constraints of media laws and ethics) while, hopefully, facilitating and promoting more honesty, transparency, integrity and accountability. With that, we will continue to uphold our commitment to delivering the facts, and publishing what we know to be true, in a timely fashion. Thanks for depending on us, and don’t be shy – your constructive comments and feedback are always welcome.

HAVE YOUR SAY Different strokes for different folks Re: Over 100 migrant workers arrested in Phuket, half deemed illegal Why are the Thai employers who employ illegal workers not arrested? The Thai employers break the Thai laws. If they didn’t, there would be not a single illegal foreign worker. Again, class justice is the Thai standard. Yes or no? Why this primitive raid? Why not visit the employers and check there the working permits first before arresting so many people who should never been arrested at all? Going after/arresting uneducated foreign people in such a way as described is a disgrace. With drugs the same, the dumb street sellers go for years behind bars (Thai prisons are more than full), but higher up in the drugs selling chain nothing happens. Why is that the Thai “standard”? Why is different “justice” for different people the standard in Thailand? Top monks with outstanding arrest warrants, the red bull heir, etc are walking free as a bird in the sky. They made the Thai justice system “unreal”. Innocent

foreign people with working permits get arrested. The world ups and down. Kurt I built two houses last year and had sometimes three times a week a check from very impolite local officers just waiting to get something, but unfortunately for them, all workers where legal. If they checked them at the beginning of the week, then they wouldn’t have to come back two days later as they have their papers done for one year. I also get fake ones, I asked for their ID, they don’t even have one, just told me that he was from the Tourist Police. What a joke, Tourist Police who check the Burmese workers… This is Thailand when you invest. We had three workers who ended up four weeks in jail and were deported because the government office was not working at a normal tempo. The employer went to the Thalang office with papers to show but they already had brought them to town and they could not stop anymore or had to pay B50,000/person to destroy the papers. Thais take the Burmese for

crap… but without Burmese no building in Phuket and no prosperity for the Phuketians because Thais do not want to do the same work! Disgusting to raid the way they do, I saw it and complained an officer that he had to treat the people with respect. They didn’t kill someone… The employer went to the police station to get them back so we ended up with a big pack of copies to show to these officers. What a poor mentality. Eric Dekegel Why are those employing illegal workers not being arrested? Can’t be that difficult to find out who are the contractors and, or owners of the building sites that are being raided. Whos In Charge?

Pessimistic about progress Re: Phuket Opinion: Is this Phuket’s day in the sun? Unnecessarily optimistic… you are cherry-picking facts to suit your theory. If fewer tourists want to visit here because of terrible traffic, polluted beaches, the destruction of

attractive businesses on Surin and Bangtao beaches, then a nice new airport terminal will not sway them. There are many nice places to visit like Bali, Nha Trang, Maldives, etc, that do not have these problems. It is up to businesses here to adapt to Chinese tourists, not the other way around, 10 years ago I saw many signs and menus in Swedish; five years ago Russian language was added. Yes, the outlook is bleak and a few big tardy projects will not turn it around. Maybe they killed the goose that laid the golden egg? Surin1

Awaiting PM’s orders

BANGKOK

T

he Commerce Ministry is waiting for an order from Prime Minister Prayut Chan-o-cha demanding that politicians connected with the previous administration’s government-to-government (G2G) rice sales provide compensation for financial losses connected to the allegedly fake deals. The prime minister needs to take urgent action before the two-year statute of limitations for the case runs out next February, said Commerce Minister Apiradi Tantraporn. She added that her staff was waiting for a reply from the Prime Minister’s Secretariat. However, Ms Apiradi said she was confident the measure, recommended by the Council of State, could be carried out before the case expires. Six former Commerce Ministry officials are believed to be linked to the allegedly fraudulent sales and will be asked to pay back to the state a total of B20 billion – an estimate calculated by the Finance Ministry – if the prime minister issues the order. Pattaya croc farm licence suspended PATTAYA Ex-premier Yingluck Shinawatra, presented a sheaf of rice for her 49th birthday last month, has denied every charge of corruption or mishandling of the rice-purchase programme. Photo: Apichit Jinakul minister Boonsong Teriyapirom, his then-deputy Poom Sarapol, former secretary to the Commerce Ministry Weerawut Wajanaphukka, former Department of Foreign Trade (DFT) director-general Manas Soiploy, his then-deputy Tikhumporn Natvaratat and the DFT’s former director of foreign rice trade Akharapong Chuaikliang. A total of 20 individuals and companies – including the six officials – face a Supreme

Court trial in relation to the G2G rice sales to two Chinese trading companies, after the National Anti-Corruption Commission found neither company was authorised by Beijing to handle the deals. Mr Boonsong, Mr Poom and Mr Manas were also impeached by the National Legislative Assembly last year, shortly after former prime minister Yingluck Shinwatra’s own impeachment over her alleged dereliction of duty regarding

the rice-pledging policy. Ms Yingluck too, may be asked to pay compensation under an administrative order instead of a civil suit, for allegedly failing to stop the corruption in the rice-pledging scheme. The statute of limitations in her case runs until May 2017. Deputy Prime Minister Wissanu Krea-ngam said Gen Prayut has signed the order demanding compensation from the men. Bangkok Post

A POPULAR CROCODILE farm has its operating licence suspended for 90 days after photos of tourists feeding the reptiles from a caged rafts raised concerns about safety. The feeding activity at Anachak Chang Pattaya, also known as Elephant Kingdom, could cause a risk to people’s lives, said Adisorn Promthep, director-general of the Fisheries Department. The popular attraction in Bang Lamungh district is owned by Utairatch Crocodile Farm & Zoo Co, whose main business is breeding the animals. Police and officials from

other agencies visited the farm last Friday (July 15) after a video showing the feeding went viral. The rafts have chest-high barriers, but many people who viewed the video believe the practice of feeding the crocs from such a platform is still risky. Mr Adisorn said the farm was in violation of a ministerial regulation issued under the 1992 Wildlife Preservation and Protection Act, which requires operators of public zoos to provide safety measures for visitors and people living nearby. In his capacity, Mr Adisorn has suspended the licence for 90 days while the farm improves safety measures. Bangkok Post

Senior Bang Rak cop moved over promotion kickback demand BANGKOK A SENIOR OFFICER AT Bang Rak police station in Bangkok has been moved to an inactive post over an alleged demand for a large payment in return for arranging a promotion – a promise he did not keep. Capt Chaninthat Ratchinotrai, 38, deputy crime suppression chief at Bang Rak

police station, has been moved to the operations centre at the Metropolitan Police Bureau’s (MPB) division 6. The transfer, signed last week by Maj Gen Songpol Wattanachai, chief of division 6, followed a complaint by Capt Charnchai Yensuk, deputy traffic police chief at Nimit Mai police station, that Capt Chaninthat had demanded B700,000 from him in return for helping him get promotion

to station chief, Thai media reported. Capt Charnchai, 39, arranged for his wife to deliver the money to Capt Chaninthat at a petrol station in Phaya Thai area on June 8. When the police transfer list was announced, Capt Charnchai did not get the promotion he was promised. The deputy traffic police chief had asked for his money back, but the accused officer

kept putting him off. An angry Capt Charnchai and his wife then filed a complaint with Bang Sue police. Capt Chaninthat went to Bang Sue police station to return the B700,000 to the couple on July 5. Lt Gen Sanit Mahathavorn, acting MPB chief, ordered an inquiry into the alleged kickback demand upon learning of it. Bangkok Post

Officers later arrested Julapan Saenweang, 35, and a Nigerian man, Muhammad Fahman Tayong, 22, who showed up to pick up the package at 1pm. The arrest led police to capture another Nigerian man, Philip Artumonye, 41, at an apartment in Watthana district. THE CHIEF OF KHANU Woralaksaburi district police in Kamphaengphet province has been transferred for failing to report the tearing up of lists of eligible voters for the Aug 7 charter referendum by two eight-year-old girls to superiors, said media reports. Under an order signed by Lt Gen Chanasit Wathanawarangkura, the Provincial Police Region 6 commissioner, Col

Itthi Chamnanmor, chief of the Khanu Woralaksaburi district police, was transferred to the Region 6’s police operations centre, effective from July 18. According to Maj Gen Damrong, the lists of eligible voters put up at a noticeboard in Wachirasan Suksa School in tambon Salok Bat of Khanu Woralaksaburi district were found to have been torn down last Saturday (July 16). A subsequent investigation found that the documents were torn down by two eight-yearold girls who were playing

around the board, which was also close to a temple where they had attended an ordination ceremony. The girls would not receive any punishment as they are aged under 10 and had no intention of committing the offence, Maj Gen Damrong said. However, Col Itthi, the district police chief, failed to report the incident to the superiors, including the Region 6 commissioner, leaving them to learn of it from media reports. Bangkok Post

Prison riot leaves three dead PATTANI

T

hree inmates were killed and four guards injured in a seven-hour riot at Pattani central prison, allegedly triggered by a protest over the institution’s strict rules. Conditions at the prison in Muang district returned to normal after a combined team of police, soldiers and local officials moved in and arrested those involved in the violence, Pattani deputy governor Veeranant Pengchan said last Saturday (July 16). The riot broke out at 4:30pm last Friday (July 15) and involved 100 inmates. Some threw stones and scrap wood at guards who tried to intervene. The rioters then set fire to the canteen and other properties. Ten fire trucks were called to the scene and the flames were put out. Talks were held earlier between prison officials and rioters who presented a list of 10 demands that were later rejected. Details of the demands were not disclosed. As the situation became tense, security forces were deployed. Some 300 police,

Inmates gather in the compound of the Pattani central prison following a riot last Friday afternoon (July 15) that left three inmates dead and four guards injured. Photo: Abdulloh Benjakat soldiers and local officials moved in to arrest those involved in the riot, which ended around 11pm, said Mr Veeranant. The damage to inmates’ living quarters and other prison facilities is still being estimated. The three dead inmates were identified as Su-anant Pongsao, Serm Chankhunthorn and Kriatisak Chan-

duang. Su-anant sustained stab wounds when a brawl erupted among the inmates. He was taken to Pattani Hospital where he was pronounced dead. Serm and Kiartisak perished of severe burns during the fire. Local media reports said some inmates were thrown into the fire during the melee. The four injured guards were Suthep Phetkiang, 56;

Kartkong Rattana, 53; Sulaiman Khongkaew, 45; and Siwakorn Jitrat, 30. They sustained head injuries after being struck by hard objects and stones. Relatives of the inmates flocked to the prison to seek information about the incident and the condition of jailed family members. Charnchao Chaiyanukit, the permanent secretary of

the Justice Ministry, on Saturday confirmed the reports that three inmates had died. Two of the dead inmates had served as helpers of guards and were killed by their fellow inmates during the riot, said Mr Charnchao. The third inmate was killed after the riot was brought under control. The causes of the deaths were being investigated, he said. He said the riot was in-

stigated by two inmates: one indicted on charges of theft and another jailed for attempted murder. They had breached prison rules and faced transfers to another prison, said Mr Charnchao. Authorities plan to expand the investigation to find out what triggered the riot, how other inmates joined in and whether officials followed proper procedures to re-establish control, he said. After the riot, about 300 inmates were transferred to four prisons in nearby Songkhla province: Na Thawi district prison, Songkhla provincial prison, Songkhla central prison and Songkhla correctional facility. The transfers were aimed at regaining control of the facility in Pattani and did not mean that all the inmates in question were involved in the riot, said Mr Charnchao. Officials are preparing to explain the transfers to relatives of those involved. Transport was being arranged for relatives to visit the transferred inmates at the facilities in Songkhla. The transfers were not permanent, he added. Bangkok Post

Six men, teen girl plead not guilty to murder of breadman BANGKOK SIX YOUNG MEN AND an 18-year-old girl last week entered pleas of not guilty in the Criminal Court to multiple charges related to the killing of a disabled bread delivery man in May. The court set Sept 19 for a preliminary hearing to examine evidence and witness lists after it was informed the defendants already had defence counsel arranged. The eight have been indicted for second-degree murder in stabbing to death Somkiat Sichan, 35, at a bakery in the Lat Phrao area on May 1. They are also charged with illegal possession of weapons and trespassing on the Pang Horm bakery owned by Somkiat’s elder sister, where the crime occurred. The male defendants are: Akkaradet Thatsana, 22; Phiraphon Yotphonganan, 21; Arin Yotphonganan, 19; Mek Phonkraison, 19; Jatuporn Chansopa, 18; and an 18-year-old woman, Nattanicha Litlumlert.

Nattanicha is Mr Monmanat’s girlfriend. The male suspects armed with knives alleged stormed the shop on Chokchai 4 Rd in Bangkok following a quarrel with Somkiat, who had difficulty walking, over a

motorcycle accident. Nattanicha encouraged the young men to attack Somkiat, prosecutors allege. A lawyer for Somkiat’s mother has petitioned the court to be a co-plaintiff on her behalf. The court will rule on Sept 19 whether to accept the request. Bangkok Post thephuketnews

Unique horseback library brings excitement to Serang villagers INDONESIA

A

stride his white mare, a wide-brimmed hat shielding his eyes, Ridwan Sururi looks more cowboy than librarian as he winds towards the hilltop village, his horse Luna saddled with books. Their arrival sends ripples of excitement through Serang, a quiet hamlet fringed by rice fields and a volcano on Indonesia’s main island of Java. “The horse library!” children shriek, sprinting towards the mosque where Luna is tethered. Slung over her saddle are two handmade wooden boxes filled with books. For many there, this unique mobile library is their only link to books. There is no traditional library nearby, and stores are miles away in big cities. It’s a problem for villages across the sprawling Indonesian archipelago. Sururi, a 43-year-old professional horse groomer, devised a unique way to encourage reading in his district. Armed with Luna, one of several horses under his care,

Children sort through books on a shelf hanging from Luna the horse in Serang, on Indonesia’s main island of Java. Photo: Adek Berry/AFP and about 100 books donated from a friend, Sururi began road-testing his novel mobile library in early 2015, unsure if it would succeed. It was a huge hit. In no time, the father of four was fielding requests from schools and villages further afield, eager crowds greeting him on arrival. “The kids are always waiting for my horse and I,” Sururi said. “Sometimes they even form a queue, waiting a very long time just to borrow a book.” In Serang, enthusiastic

youngsters flick through picture books, young adult titles and even some classics in English. Some shyly pet Luna while waiting their turn to browse. Sururi believes the gentle nature of his six-year-old mare helps attract children, and pique an early interest in the books. “The horse makes me happy,” said 10-year-old Arif, who like many Indonesians goes by one name, before settling in to read a book titled “Wild Animals”. But it’s not just children

discovering a love for reading via this charitable community library. Adults are almost just as enthusiastic, many pausing work and emerging from their homes as Sururi and Luna pass through the narrow lanes of one village. Seventeen-year-old Warianti, perusing titles alongside her elderly mother, said villagers of all ages benefited from Sururi’s visits, as most did not have time to source books elsewhere. “The horse library helps increase the knowledge of lo-

cal women through reading,” she said. Adult literacy rates in Indonesia have climbed steadily in recent years, reaching nearly 96 per cent in 2013, according to data from the ministry of education. But some provinces remain far behind others. Central Java, where Sururi makes his rounds, is lagging in the bottom third nationwide. Nearly 5% – or close to one million – adults in this mainly rural province remain illiterate. Sururi is aware of this, growing up in Central Java without access to a great deal of books. But the altruistic stable hand never underestimated the importance of reading, leading to his free-of-charge mobile book loaning service. “That’s the aim of the horse library, so that everyone can broaden their horizons, gain knowledge, become more intelligent,” he said. Outside his simple home, Sururi has cleared an area where he dreams of building a permanent library, one stocked with many books and – perhaps one day – a computer.

But for now, everything is done by hand. The spines of all books are clearly labelled with a code for identification, and he keeps meticulous records so books are returned on time. Like a conventional library, books can be borrowed free of charge but cannot be loaned forever. In Serang, Sururi checks his notebook and tells one boy he needs to first return an outstanding title before loaning another. The young student sprints off home, returning a short while later clutching the forgotten item, relieved to see his pick of choice remains untouched on the shelf. Once the flurry of borrowing is over, the children settle down in small circles, bearing their new books with pride as Sururi packs up for another week. Soon the air is filled with the sound of dozens of children reading aloud, older pupils helping their younger friends with difficult words or phrases. “When I see kids chasing my horse I feel so proud,” Sururi said. “I feel like I’m needed, and that’s hugely satisfying.” AFP

by the Mekong River, have agreed to give each country a quota of 500 vehicles under the transnational transport plan to promote regional logistics and tourism. This programme, which will initially last three years, will be applied to all member countries, except Myanmar, which “has asked for more preparation time”, Transport Minister Arkhom Termpittayapaisith said last week after a meeting with his counterparts.

Myanmar authorities argued their country has not had experience running such a programme, especially following its recent transition to democracy. However, during a grace period expected to last until the end of 2019, Myanmar and Thailand are required to hold bilateral talks on border transport. Before Dec 1, each country has to fine-tune details about international transport and

deal with “some complicated issues”, Mr Arkhom said, expecting talks to cover the types of vehicles and goods to be moved, and foreshadowing separate negotiations on tourist coach management. Road safety will also be on the agenda, he said, adding that Laos is worried about the state of some roads and authorities are aware some routes are in bad condition and need improvement. Another issue is right- and

US and Cuba, one year on They’re no longer enemies, but they’re not exactly friends CUBA

A

year after restoring diplomatic ties, the United States and Cuba are far from fully normalising their troubled relationship, which remains haunted by Cold War ghosts despite cautious ongoing talks. In a reconciliation that was long unthinkable, the two countries restored ties on July 20, 2015, 54 years after severing them in the aftermath of the Cuban Revolution. The moment was marked by the reopening of Cuba’s embassy in Washington, followed by the official reopening of the US embassy in Havana. But don’t confuse diplomatic relations with friendship, cautioned former Cuban diplomat Jesus Arboleya. “Cuba and the United States have never been friends and probably never will be,” he said. The restored relationship is more like a “coexistence of opposites,” he added. US President Barack Obama’s awkward visit in March to his Cuban counterpart,

Cuban President Raul Castro (right) raises Barack Obama’s hand during a meeting at the Revolution Palace in Havana last year. Photo: AFP Raul Castro, sealed the rapprochement they announced in December 2014, but underlined the huge gulf still separating the countries despite the mere 160 kilometres between them. Obama called for democratic reforms on the communist island, urged the regime to safeguard human rights and famously let his hand go limp when Castro tried to raise it in a victory salute at the end of a testy joint press conference. A month later, Cuba’s com-

munist party held a congress where it defied calls for greater opening, at which Castro condemned what he called external pressure “to end the revolution.” His predecessor, older brother and revolutionary comrade Fidel Castro lambasted Obama’s visit, telling Cubans not to be taken in by the US president’s “syrupy words” and recalling the island’s long enmity with “the empire,” including Washington’s backing for the failed invasion of Cuba

at the Bay of Pigs in 1961. The main outstanding grudge is the financial and trade embargo the US has imposed on Cuba since 1962. Obama has used executive power to chip away at it, but has failed to persuade a Congress controlled by his Republican opponents to scrap it entirely. Cuba is also demanding the United States return its naval base at Guantanamo Bay, end policies that fast-track Cuban immigrants for US citizenship

and pay it billions of dollars in reparations. But despite the lingering tension, there are visible changes on the ground. Cruise ships now sail from Miami to Havana. Travellers can stay at the Four Points by Sheraton. And regular commercial flights between the two countries are due to begin in the coming months. “It’s a very young process,” said Arboleya. But it started from “total divorce,” he added. The former British ambassador to Cuba, Paul Hare, said both sides remain “wary” of each other. “They know that every sign of ‘normality’ will be interpreted as a kind of ideological surrender,” he said. At a human level, the rapprochement has sent hordes of people across the Florida Straits in both directions. Cubans, fearing an end to their preferential treatment in the US immigration system, are flocking there in larger numbers: Arrivals increased 78 per cent last year, to more than 43,000, according to the Pew Research Centre.

American visitors to Cuba have meanwhile surged 84%, despite the ban on tourism under the embargo. In the United States, the question is how the November presidential election will impact the nascent thaw. Both the Democratic and Republican parties’ presumptive nominees, Hillary Clinton and Donald Trump, have voiced support for the rapprochement, though Trump said the US should have made a “better deal.” In Cuba, the question is how long it will take for reconciliation to boost an economy left adrift by the collapse of the Soviet Union and more recently the foundering of key backer Venezuela. For Cubans, “the outcome has been a mixed bag,” said Michael Shifter, head of the Inter-American Dialogue research centre. “This process has only served to reveal how deep Cuba’s political and economic problems go, and how complicated they will be to fix,” he said. a pot of water boiling over open coals. Tarabin lives in a tiny Bedouin village in Israel’s south, but right next to a landfill with mountain of rubbish and scavenging birds looming behind.

“The stench wakes us up in the middle of the night,” said Tarabin, a 52-year-old father of seven. The grim conditions are a stark example of the land disputes between Israel and Bedouins, Arab citizens of the country who usually live in the Negev desert. Tarabin tribal members say they were moved by Israel in 1956 to their current location, a patch of land in the Negev flanked on one side by fences of the Dudaim dump, created in the early 1990s. Israel insists their presence

there is illegal, and efforts to relocate the Tarabins have so far failed. The predicament highlights controversy over Israel’s attempts to regulate and finalise arrangements for the historically nomadic Bedouins. A spokeswoman for the Authority for Development and Settlement of the Bedouin in the Negev confirmed the Tarabins had been living at the Dudaim site prior to the dump. But she stressed the presence of the 40 families there

The Tarabin tribe say they were moved in 1956 to their current location, by the Dudaim dump. Photo Anahem Kahana/AFP was illegal and they were considered “trespassers on state land”, pointing to a number of court rulings to that effect. The authority is tasked

with forming new Bedouin communities and expanding existing ones for inhabitants of “unrecognised” and hence illegal villages. They receive compensation in return for moving. To Juma Qadi, a member of the Tarabin tribe living a few hundred metres from the Dudaim fence, feuds among his Bedouin brethren are the reason they have not relocated. “We need to work things out amongst ourselves first,” he said, relaying his efforts to coordinate a deal between his Tarabin relatives and Israel that he said were ultimately torpedoed due to “internal conflicts and jealousy”. Around 230,000 Bedouins live in Israel’s south, including 90,000 in “unrecognised areas”, according to recent official data. AFP thephuketnews

Langkawi introduces daily fees for tourists

T

he board of the Tourism Authority of Thailand (TAT) has revised down its target for tourism-related income next year, citing concerns about economic problems and the political situation after the charter referendum. The tourism agency is cutting its income projection for local tourism from B1 trillion to B950 billion and revenue from overall tourism from B2.89 trillion to B2.84 trillion. TAT Deputy Governor Sugree Sithivanich said the new revenue figure for local tourism would indicate a 10-per-cent growth. The TAT board disagreed with an earlier 16% growth projection by management for domestic tourism because the board did not see a clear economic recovery. TAT Governor Yuthasak Supasorn said the board wanted promotion campaigns in 2017 to focus more on quality tourists. “For local tourists, we plan to

The target groups are females, young tourists and retirees,” he said. The period of their vacations and the number of their activities must increase to meet the revenue target of B950 billion. Tourism-related income from foreign visitors is still expected at B1.89 trillion, up by 9.8%, based on the projected

number of foreign tourist arrivals of 36 million next year compared with 34 million this year. The government will assist with spending-promotion measures including a tax reduction for people spending at restaurants and possibly on local products to boost income for local communities. TAT deputy gover nor Srisuda Wanapinyosak, who

supervises the Asia and South Pacific markets, said the TAT expected 10.8 million Chinese tourists to visit Thailand next year. The number will show a 3.8% rise from this year and lead to B574 billion income, up 9.1% from this year. The TAT will also focus more on the Asean market so that the country would not overly depend on Chinese tourists, she said.

LANGKAWI MUNICIPAL Council’s tourism department has introduced a “tourism promotion” levy costing up to RM9 (about B80) on all tourists for every day of their stay. The fee, brought into effect on July 1, is charged according to the standard of accommodation, said Kedah Tourism Committee chairman Mohd Rawi Abdul Hamid when announcing the fees last month. Tourists staying in one-star or two-star hotels are charged RM1 per room per night, while three-star or four-star accommodation will charge tourists RM3 per day of stay. Five-star accommodations will charge tourists RM5 per day, while six-star venues will charge RM7 and seven-star

accommodations will charge a daily fee of RM9. Revenue generated from the fee will help fund improvements to infrastructure, public facilities and services that support tourism, said Mr Mohd Rawi. Before the fee was introduced, the council’s sole revenue came from fees and taxes levied on the island’s resident population, estimated at no more than 110,000 people who have homes on the island. However, the island attracts around three million tourists annually. Mr Mohd Rawi noted that similar levies are already paid by visitors in Melaka, Penang and Kuala Lumpur, and that the levy would be used entirely to support the tourism industry in Langkawi. M

omordica Charantia, or also known as bitter melon, is a vine widely grown in Asia, Africa and the Caribbean for its extremely bitter, edible fruit. This fruit is known as Mara ( ) in Thai. Bitter melon is one of two varieties of gourd popular in Thailand, the other being Chinese gourd.

Bitter melon is eaten in a variety of ways.

มะระ

Thai people often cook bitter melon by boiling it to make it into a vegetable dip. However, many people do not like to eat the highly nutritious herb because of its bitter taste. Although it is extremely bitter and is not exactly the most pleasant thing to eat, bitter melon is extremely healthy. Active constituents in the bitter melon can act as an insulin which inhibits key carbohydrate hydrolysing enzymes such as a-amylase and a-glucosidase. This can help treat diabetes. In addition, studies show that water extracted from bitter melon is able to inhibit breast cancer cells. Eating bitter melon leaves in a stirfry or soup is thought to be helpful in preventing or curbing colds and food allergies. Another bonus is that they provide relief from acid reflux and indigestion. It can also be a natural cure for yeast infections as well. Furthermore, bitter melon is full of vitamin C, which helps replenish your body and helps reduce acne. It also helps smoothens the skin. It is also thought to help with type II diabetes, kidney stones, low cholesterol, pancreatic cancer, weight loss, carbohydrate digestion

Biodiversity plunges below ‘safe’ levels: study

H

aving a range of different plant and animal species helps guarantee the health of the Earth, but a report issued last Thursday (July 14) suggested that biodiversity may be declining beyond safe levels. On 58 per cent of the world’s land surface, which is home to 71% of the global population, “the level of biodiver-

sity loss is substantial enough to question the ability of ecosystems to support human societies,” said the report in the US journal Science. Researchers at University College London (UCL) based their study on data from hundreds of international scientists, crunching 2.38 million records for more than 39,000 species at more than

18,000 sites in the world. They sought to estimate how biodiversity has changed over time, particularly since humans arrived and built on land. Areas most affected included grasslands, savannas and shrublands, followed by many of the world’s forests and woodlands, said the report. Using a reference known as the Biodiversity Intactness Index (BII), which captures changes in species abundance, researchers said a safe limit of change is generally considered about a 10% reduction in BII. In other words, “species abundance within a given habitat is 90% of its original value in the absence of human land use,” said the report. The study showed that global biodiversity has fallen below that threshold, to 84.6%. “This is the first time we’ve quantified the effect of habitat loss on biodiversity globally in such detail and we’ve found that across most of the world biodiversity loss is no longer within the safe limit suggested by ecologists,” said lead researcher Tim Newbold of UCL. “In many parts of the world, we are approaching a situation where human

Some have experienced extreme hardship.

Most stray animals are very friendly.

Visitor’s guide to stray animals

Providing care without causing harm SOI DOG STORIES Mike Pullen editor@classactmedia.co.th

A

nybody staying in Phuket or who is a regular visitor to the island is familiar with the street dog and cats phenomena of Thailand, where these mostly friendly communal animals roam free, owning the road or sleeping in shopfronts to take advantage of the cool air escap-

ing from the air-conditioned convenience stores. Street dogs or cats may be strays, pets which may have got lost or allowed freedom to roam by their owners, or may be feral animals that have never been owned. Reasons for the large amount of stray animals vary, from pet owners abandoning their animals once they have outgrown their cute puppy or kitten stage to owners who have not had their animals neutered or spayed, resulting in unwanted puppies or kittens being born and being dumped at temples or in remote areas. In addition, existing street animals have been allowed to breed unchecked, adding to the number of

street animals in Thailand. Soi Dog Foundation realised since its inception in 2003 that the unchecked and growing population of street animals was resulting in the needless suffering of the stray dog and cat population in Thailand, as a large number of these animals suffered and died from a range of injuries, diseases, starvation and neglect. With the donations and support of animal lovers worldwide, Soi Dog, with the help of the local Thai authorities, has humanely reduced the stray population in Phuket through their programme of mass sterilisation, medical treatment for the sick and injured, vaccination and sheltering and re-homing of these animals all over the world. This has reduced the suffering of street dogs and cats, and made the environment a safer and healthier place for the people and the street animals within their local communities, with Phuket also becoming the first officially rabies-free province in Thailand. Whilst most of these street animals are extremely friendly and loyal, some have experienced extreme hardship and trauma, and as a visitor does not know the background of the dog in question, it is always advisable to exercise caution when approaching street animals. Some visitors are tempted to help these animals by feeding them, if so, please do so well away from hotel and restaurants venues. Feeding these animals near hotels or restaurants can be counter-productive, as some of the hotel and restaurant managers believe that they are a nuisance to their customers, resulting in a potential loss of trade. This could lead to extremely negative consequences for these animals when they are removed from these environments. When coming across a sick or injured street dog or cat (not owned animals) in Phuket, visitors and residents can call the Soi Dog shelter for assistance. It is important to make a very clear assessment and distinction between emergency and nonemergency situations. An emergency would be a serious road accident or serious injuries sustained during an attack leaving the animal in a critical condition, whilst nonlife-threatening situations can be handled during normal working hours, leaving the Soi Dog emergency responders free to deal with genuine life-threatening situations. During normal shelter operating hours from 8am to 5pm, seven days a week, people can call 081-788 4222 for assistance for suffering, critical or not critical animals, and Soi Dog will, depending on availability, send a truck to pick up the animal and take

Call Soi Dog if you come across a sick or injured stray. it to the Soi Dog shelter for treatment. Outside normal shelter hours, people can call 098 927 9698 for emergency assistance only. In situations like this, Soi Dog will ask you, if possible, to take the animal to one of the Soi Dog-contracted vet clinics in Phuket for emergency treatment. In all cases, critical or non-critical, when calling for assistance, please try to take some photos of the animal or get a full and accurate description of the animal, be ready to give the precise location of the animal, a brief description of the injuries or the symptoms of the illness, and your name and mobile phone number. Soi Dog invites local residents and tourists to visit the Soi Dog shelter in Mai Khao to learn more about street dogs and cats. The shelter is open to visitor tours from Monday to Friday at 9:30am, 11am, 1:30pm and 2:30pm, after which visitors can spend some time socialising with the puppies and kittens. People wishing to volunteer can visit the shelter Monday to Friday between 9am-noon and 1pm-3:30pm. Soi Dog would like to thank the local Thai authorities and Thai communities, as well as the expat community and visitors to the island for all of their support to help end the suffering of dogs and cats in Thailand. Soi Dog Foundation, a not-for-profit organisation established in 2003, is a legally registered charity in Thailand, the United States, Australia, the UK, France and Holland. Our mission statement is to improve the welfare of dogs and cats in Asia, resulting in better lives for both the animal and human communities, to create a society without homeless animals, and to ultimately end animal cruelty. Feasting at sea Eating on a boat is surprisingly venturesome SAILING

THE WORLD

M

SV Delos

any people envision the cuisine on a boat as not much more than eating cold baked beans out of the can and rationing out water and mouldy pieces of bread. Not on Delos! The galley is fully kitted out with a gas stove, microwave, ice machine, fridge, freezer, bread maker, soda stream and all the cooking utensils you would need to make almost any meal, as well as a huge amount of storage space. We also have two stills on board, to make alcohol, and a water maker that can pump out approximately 200 litres of water an hour. We have two special diets on Delos, Karin who is intensely lactose intolerant, and I am unashamedly a bunnyhugging vegetarian (although I am open to the idea of eating fresh fish, killed and caught as humanely as possible by the crew). It has been surprisingly easy, so far, to cater to the both of us and I really appreciate the crew’s efforts in making me delicious veggie alternatives. The four boys, on the other hand, eat pretty much everything and anything, including all my leftovers. Each crew member has their own day to take charge of the galley and for that day you are responsible for lunch, dinner, as well as all the dishes. It may sound like a lot for one day, but it is quite enjoyable and for the next five days you can park off and get fed by the other crew members as you have time to contemplate the next feast you will cook up. We have a real big mix of personalities on board and that in turn makes for some interesting and different meals, each person having their own flair and flavour palette. Brady likes to make “mix ups” or “mash ups”, where he pretty much puts a huge variety of ingredients into a stew, soup or pie. His other specialty is Mexican food. Dillon is the pasta king and takes huge pride in his perfect al dente pasta. Karin likes to add the word “Swedish” as a description to her every meal; whether it is a “Swedish Tex Mex”, “Swedish Pizza” or “Swedish Chocolate Cake”, her flavour balance is perfect and always makes me feel right at home. Brian likes to cook greasy and meaty but is always kind enough to provide me with a delicious veggie option. Kiril underestimates his cooking, always fretting about what he is going to make on his day, but he has a great style in the kitchen and is one of the best choppers I have ever seen. I am more inclined to cook @thephuketnews

spicy curries (although I have had to tone them down a bit for the sake of the crew), I am from Durban after all. Variety really is the spice of life! Living on the ocean can really build up an appetite and I find myself constantly day dreaming about food. I am hoping I don’t put on too much weight during my time aboard, as we truly eat like kings. Some of the amazing meals we have had on Delos during our time in South Africa (each meal is lactose-free and vegetarian or had a veggie alternative for me): vegan vindaloo, veggie/chicken stir fry, “spag bol”, salad, roasted vegetables and roast chicken, burritos, pancakes, coconut cream curry, banana bread, couscous salad, quinoa salad, French toast and lasagna. The first three weeks eating on Delos was mostly at marinas with only four days cooking out at sea. After the 15-day passage from SA to Reunion, I have decided to write a bit about how our meals changed while out at sea. Firstly, I was horribly sea sick for almost half the passage, which made keeping my food in my stomach very difficult. Nothing really appealed to my appetite and my cooking day was quite tough on me. Secondly, the ocean was really rough for most of the passage, with only a few calm days. Cooking while the boat was surfing down huge swells and beating into 40 knots of wind was not easy, you had to strap yourself into the galley so you wouldn’t fall and break your face. Prep had to be done carefully, chopped veg had to be put into containers on grip pads so you didn’t have pieces of carrots and cucumber flying around the galley. Hot oil was a bit hazardous and frying was to be avoided, hot water for tea and coffee could also prove to be a little dangerous if you weren’t careful. Bread ran out by the third day so go-to easy sandwich lunches were done with and had to be replaced with meals

‘Swedish Tex Mex’ by Karin.

Burger night on Delos! like two-minute noodles, wraps and pancakes. Anything really goes out at sea! The vegetables were all refrigerated and lasted surprisingly well. We still had edible tomatoes, potatoes, onions, butternut, oranges, apples and even a cucumber that survived two weeks. I think everyone’s favourite meals of the voyage were those provided by a beautiful tuna that we caught on our 11th day out at sea, and ate for three days. All in all, the meals were simpler, we ate lots of one-pot meals, as they are obviously easier to make than complex

dishes with loads of different textures and tastes. But the crew really impressed me, everyone still put so much effort into making great meals even if they weren’t feeling so great themselves. No matter where or how I travel, food is always something to indulge in, enjoy with good company and will ultimately bring back memories when you eat similar meals in the future. Cheers for all the tasty meals and great conversations around the dinner table Delos! I hope to dine with you again one day! – Carmen

Off the bitten track

Khao soi, laab tod and more at Ombré restaurant

Anton Markhov news@novostiphuketa.com

W

hen it comes to dining, a typical tourist on vacation wants two adverse experiences: some typical samples of local cuisine and comfortable familiar foods to take in between gastronomic experiments. Building a balanced menu around these polar needs is a challenging task for hotel managers, and many give in to temptation of keeping everything safe and simple (read – boring). Still there are places that succeed, and Ombré is one of them. Located at the recently opened Hotel IKON Phuket, Ombré offers a well-thought-out selection of Thai and international dishes without providing a novel for a menu. Two pages is all you need here. On top of that, both Thai and international sections have interesting twists, which makes Ombré stand out from other hotel-based restaurants. Some of the dishes they serve are really hard to find in hotels at the island’s popular beach locations. To get straight to the point, let me say that we opened our dinner with laab tod, deep-fried spicy meatballs infused with the aroma of Thai herbs. If you haven’t heard about this dish, just trust me: it is Thailand’s ultimate snack. Being on a salty rather than spicy side, laab tod cried out for a cold draft brew to accompany it. Having marked the appetiser for my next visit, I moved to another: American chicken waffles, another rare bird on our island. The mix of crispy chicken and fluffy homemade waffles creates a wonderful harmony of textures while a spoon of spicy sauce gives it a nice kick. Simple, yet incredibly delicious. Khun Mon, who is Hotel IKON’s marketing communications manager, says this was one of her personal favourites from the USA and she couldn’t help but to introduce it to Phuket. Coming back to Thai food, we were surprised to find khao soi present in the noodle section. While being one of the most delicious Thai curries, this Northern specialty is not even close to being a standard treat in Phuket restaurants. Khao soi combines both soft and crunchy yel@thephuketnews

Chicken and waffles low noodles with a rich, creamy curry soup which gives it its unique texture. The curry was not too spicy but still robustly flavoured. Hats off to the chef, I wouldn’t be at all surprised to learn that he makes his blends of curry spices himself. More European classics were served later. First, the signature Ombré steak with red wine sauce with vegetables served on the side. Second, grilled seabass with white sauce and veggies again. The steak was tender and juicy while the sauce added a nice sweet and sour note to it. The seabass, to my liking, would make a perfect lady’s choice, and if I ever go to Ombré for a romantic dinner, that will be my recommendation to my better half. Actually, there are plenty of reasons to revisit the place, including pulled pork and grilled beef burgers; salmon (grilled or Thai-style); seared tuna salad with sesame and pork cordon bleu to name a few. These were all for the future, while in the meantime I had to save some space for a dessert. Khun Mon recommended a homemade banoffe (biscuit crumbs, banana, caramel and crème fraîche on top) and it was an enjoyable note to end our meal on. Odd not impressed Newcomer stuns PPL Continued from page 40 ...But it was Seon, who was making his first appearance for the Andaman Dragon since signing from Chainat Hornbill FC at the beginning of the month, who earned Phuket their vital three points. Seon, 32, has been in Thailand since 2013. He was born in Trinidad and made the Trinidad and Tobago squad in 2007, he has appeared in Fifa World Cup qualifying matches. Sadly, Phuket’s win was not enough to take them higher up the league table, they still remain at 6th but now on 19 points. However, the loss meant that Hatyai dropped two places to ninth still on 16 points. Despite taking home three points, Phuket FC’s Coach Pittaya “Odd” Phimarnman was not overly happy with the entire performance, especially from his midfielders and forwards. Speaking after the game, Coach Odd said, “To tell you the truth, we should have

scored at least four or five goals in this game, but we didn’t because our forwards were not strong enough. I am also not happy that our midfielders seemed to be so disconnected from our forwards. “I will have to discuss these issues with the team and management and find a solution as soon as possible. Yes, I am satisfied with the result, but like I said, the score should have been better than this,” he said. Next up for Phuket is another away game, this time against Yala United who currently sit two places above Phuket in 4th but with only a single point more (20). The game is set to be played on Sunday (July 24) at the Baan Jaru Municipality Stadium, with kick-off set for 4pm. Phuket then return home on July 31 when they take on bottom-of-the-table Nakhon Si Heritage. The Phuket News is proud media sponsor of Phuket FC.

to shred on every wave and earn himself the trophy. To see a rapid improvement in your own surfing, focus some time on your surf fitness. Phuket doesn’t offer great waves every day, so it allows you time between sessions to train. Surfing as much as possible will give you that edge,

but also the odd 5km jog together with strength, power and endurance interval training will take you to the next level. Does that seem daunting? Ignore the scary fitness terms and just practice what you would do in the water on land. For example, instead of paddling, run on the beach,

and every 200 metres instead of doing push-ups, lay down and jump to your feet just like you would jump on your board to ride a wave. Remember surfers, when you have a good level of surf fitness it will allow you to paddle stronger, allowing you to catch more waves and have more fun!

Mid-season thrillers FORMULA ONE

BOX OF NEUTRALS Michael Lamonato michael@boxofneutrals.com

T

he final back-to-back rounds of the Formula One season before the mid-season break promise to be thrillers thanks to the single point separating championship leader Nico Rosberg from his teammate Lewis Hamilton. Such a scenario was barely believable in May when, after the Russian Grand Prix, Rosberg’s lead stood at 43 points, but Hamilton has remained remarkably calm under the pressure to whittle away a gap he had confessed to believing was insurmountable. Rosberg won the opening four races of the year in Australia, Bahrain, China, and Russia, while his teammate struggled with a combination of unlucky breaks and poor form, but the tide began to turn at the Spanish Grand Prix, when the Mercedes rivals took each other out of

Just before they go into the mid-season break, only a single point separates Mercedes teammates Nico Rosbeg (left) and Lewis Hamilton. Photo: AFP the race on the first lap. Four of the five races since that afternoon in Catalunya have gone Hamilton’s way, with Rosberg claiming just one. “The glass-half-full version is that over 10 races I have scored [1] more point,” Rosberg said. “But I don’t want to speak about points; I don’t focus or think on that.” Though the points margin is tight – and will almost

certainly remain so after the next two rounds – the table is still tilted subtly in Rosberg’s favour because of Hamilton’s car’s early propensity to chew through its power units. Each car can make use of a maximum of five power units over the 2016 season – a power unit comprises the internal combustion engine, turbocharger, energy recovery system and other ancillaries – and Mercedes was forced

to install a fifth turbocharger and a fifth MGU-H energy recovery unit in Hamilton’s car at the start of the month. The reigning world champion will have to start from the back of the grid when he installs a sixth power unit, giving his teammate an open goal to maximise his points haul. “I will try to find a circuit where I feel I will be able to get the furthest up,” Hamilton said, pondering the

punishment hanging over him. “Maybe a track where I might be able to catch up [and] even challenge for the win. That’s my thought process.” Emerging from the midseason break with the championship lead would significantly ease that burden for the title holder. The championship stakes in Hungary are equally high in the constructors standings, where Ferrari has slipped significantly off Mercedes’s pace to open the door to a resurgent Red Bull Racing in the fight for second place. Red Bull Racing’s RB12 is an undoubted improvement on last year’s car, but Renault’s power unit upgrade in Monaco has made a marked improvement to the car’s speed, allowing it to beat Ferrari to Spanish Grand Prix victory. When Red Bull Racing boss Christian Horner was asked by this writer whether he felt his team lacked in any area compared to Ferrari, the response was definite. “Nowhere,” he said. “I think that we have a very strong car, we have very strong drivers, the engine’s improv-

ing – I don’t think there’s anything to fear.” Despite Mercedes’s hybrid era dominance, Red Bull Racing won in Hungary in 2014 and Ferrari in 2015, giving hope that only the second non-Mercedes win of this season could be on the cards. “The circuits coming up will hopefully play to some of our strengths,” admitted Horner. Ferrari, meanwhile, remains mired in gearbox-related reliability trouble that has twice in a row demoted Sebastian Vettel five places on the grid for unscheduled replacements. The team’s performance at Silverstone was its worst of the season, and Ferrari president Sergio Marchionne is reported to have held meetings at the team’s headquarters in Maranello in an attempt to revive its flagging 2016 fortunes. Australia face England first up in 2017 World Cup RUGBY LEAGUE AUSTRALIA WILL OPEN the defence of their rugby league crown in a testing clash against England while New Zealand face Samoa after the draw was made Tuesday (July 19) for the 2017 World Cup. The powerhouses of the game will meet in Melbourne on October 27 in Pool A, which also features France and Lebanon. The Kiwis, who Australia smashed 34-2 in the 2013 final at Manchester’s Old Trafford, begin their campaign

in Auckland a day later in Pool B that includes Scotland and Tonga. Australia, New Zealand and Papua New Guinea, where rugby league is the national sport, co-host the tournament that culminates with the final in Brisbane on December 2. “Rugby league is truly a game for everyone. We hope the Rugby League World Cup 2017 leaves a legacy for the game that sees it continue to grow and dominate the sporting landscape,” said the tournament’s chief executive Michael Brown. Games will be hosted in

more than a dozen locations to give as many fans as possible a chance to see some live action, including Canberra, Darwin, Christchurch, Auckland and Port Moresby. “Over the course of the pool stages we have looked to position matches in strong rugby league communities and where large populations of expats, Pacific and indigenous fans live,” said Brown. “The decision to take matches to places like Darwin, Perth, Christchurch and Port Moresby were made with the future of the game in mind. They are matches we believe

will give profile to the sport in markets that have already shown an appetite for rugby league.” Pool C features Papua New Guinea and two others coming from a European qualifying tournament later this year, with Wales, Ireland, Russia, Serbia, Italy and Spain in contention. ‘Pressure on EPL giants’ Ranieri says last season’s failures prepared to kill to win title FOOTBALL

C

laudio Ranieri, manager of shock Premier League champions Leicester, believes sides like Chelsea and Liverpool who failed to even make the Champions League will be prepared to kill all opposition in the forthcoming season. The 64-year-old Italian added the pressure was not on him but his rivals like old foe Jose Mourinho at Manchester United and Antonio Conte at one of his former clubs Chelsea. Both of them, like Manchester City’s Pep Guardiola, have taken on new challenges although Mourinho and Conte, like Jurgen Klopp at Liverpool, don’t have Champions League campaigns to be concerned about. “Everything’s different now. You imagine the big teams who didn’t win last season, who didn’t make the Champions League,” Ranieri told The Sun. “They are going crazy now. They want to kill now – not just us but all the other teams,” added Ranieri, who succeeded in keeping talismanic striker Jamie Vardy but lost French midfield enforcer N’Golo Kante last weekend to Chelsea. Ranieri, who suggested his side should be 6000/1 to defend their crown as opposed to the 5000/1 they were for last season’s title, said the managerial talent, all of it foreign, coming into the Premier League was fantastic but only one could emerge a winner. “Antonio Conte is fantastic, Jose [Mourinho], everybody knows Jose,” said Ranieri, who once was sneeringly dismissed by Mourinho as having only won one small trophy. “Pep Guardiola is an amazing person and a good manager. “I’m laughing because at the end of the season only one will win and the pressure is not

on me, it’s on them!” Ranieri admitted the odds were loaded in favour of one of the big beasts of the Premier League regaining the title given the disparity in transfer funds they had. The Italian has been pretty busy in the transfer market beating the club record outlay twice in a week to secure former France Under-21 midfielder Nampalys Mendy for £13million (B596mn), and then Nigerian forward Ahmed Musa for £16.6 million (B761mn). “The big clubs are spending a lot of money and for this reason they must win,” said Ranieri. “Leicester City? People are just curious. “What will happen with Leicester next season? Will it be a repeat? “I say to them we can repeat the level of performance but not to win. To win again is a dream.” Meanwhile, Musa admits the best decision he ever made was giving up goalkeeping to become a striker so feared that he is looking to make an immediate impact on the Premier League. The 23-year-old Nigeria international moved to the King Power Stadium from CSKA Moscow and, having given up his goalkeeping ambitions as a schoolboy because of his diminutive stature, the 5ft 7in tall forward has no worries about coping with the physical challenge of the English top flight. Musa became a striker while still at school when he decided to hang up his goalkeeping gloves. He believes it was a decision that made his career, which has now taken him to England as a short-term understudy and potential longer-term replacement for England striker Jamie Vardy, who is six years his senior. But Musa believes the pair could also operate in tandem. “I was a goalie between 10 and 12,” he revealed.

Leicester City’s Claudio Ranieri gestures during a recent training session. Photo: AFP “But changing was the best decision of my life because I would never have been good enough to become a professional goalkeeper. “It was difficult at first but then you get used to the fact you are not very big. A lot of people used to tell me ‘Musa, you are too small to be a striker.’ “But I said: ‘It doesn’t matter what size you are, it’s what you can do that matters’. “I think I am like Jamie Vardy. I have speed, I like to work hard, we are similar in lots of things. “Am I faster? I can’t say yet, I have never played with him. But I am looking forward to finding out! “I’m looking forward to playing with Vardy. I like his style. I think we can fit well together. “I think this is the right time for me to join Leicester. Last season, they were going after the title. “This time we are starting

afresh – that’s why I chose to join them this season. “I’m from Nigeria and all Nigerian players would like to play in the Premier League. I think this will be a good league for me.” Musa also admits he has been stunned by the Leicester work ethic in pre-season training. “When I started my first session I was thinking ‘wow’,” said Musa. “Because I have never seen that in Russia – but now I am getting used to it “The intensity here is quite different to Russia. Here it is a little bit harder, in Russia they are more laid back. “I think that is the most difficult thing, but I think that is the secret behind Leicester’s success. “Everyone is focussed and everyone is happy with each other. That’s the biggest secret – if you’re all happy with each other you can achieve a lot.” AFP

late goal from Phuket’s new signing Seon Power (20) sealed the team’s 4th win of the 2016 AIS Southern Region Division 2 season last Sunday evening (July 17) and brought them back to within six points of top-of-the-table Nara United. The game, played against Hatyai FC, was the Andaman Dragon’s 13th of the 22-fixture season leaving them with just nine games to secure their

place to reach the league’s play-off stage. Going into Sunday’s game, Phuket sat at 6th in the 12-side table on 16 points. Hatyai, meanwhile, were just one place lower – 7th – on identical points but with a much greater goal difference, 1 and -9 respectively. It was Hatyai who opened the scoring with a goal from their Thai forward Arnon Petchawat (28) early in the first half, but Phuket’s Nattapoom Maya (7) managed to bring the score level just before the halfway mark.
