cores of grateful residents in poor communities throughout Rassada warmly welcomed Royal Thai Army trucks delivering much-needed household water supplies this week after many of the residents were left without mains water for a month. Lt Gen Pornsak Poonsawat, Commander of the Fourth Army Region base in Nakhon Sri Thammarat, which is the leading Army base in all of Southern Thailand, ordered his troops to provide emergency relief

water to water-starved communities across Phuket on Tuesday – starting with an initial delivery of 45,000 litres that arrived on Wednesday (Apr 24). In total, the first delivery was by nine trucks each carrying 5,000 litres, Lt Col Santi Sakuntanark, Commander of the Royal Thai Army’s 25th Military Circle, based in Phuket, told The Phuket News. “Lt Gen Pornsak has ordered for water from Surat Thani province and Nakhon Sri Thammarat province to be delivered to local residents in Phuket,” Col Santi said. “We will deliver the water to villagers in Phuket until their hearts are full,” he added.

With the trucks now on the island, they will continue water-delivery sorties to areas where the reduction in mains water pressure has left residents without running water. “Lt Gen Pornsak learned that local residents in Phuket were now in trouble because of the shortage of tap water, so he decided to solve the initial problem. He ordered the Army Region 4 command to have water trucks help local residents in Phuket,” Col Santi explained. “Lt Gen Pornsak has spoken with Phuket Governor Phakaphong Tavipatana before about the problem, but there has been no solution. Lt Gen Pornsak will again talk with

Governor Phakaphong soon to find solutions to the water shortages,” he said on Wednesday. News of Gen Pornsak ordering his soldiers to provide emergency water to Phuket broke when Bhuritt Maswongssa, General Manager of Patong Resort Hotel, posted a statement on his Facebook page on Tuesday night. Mr Bhuritt was welcoming Gen Pornsak to the 109th Thailand-Malaysia Regional Border Committee (RBC) meeting being held at Patong Resort Hotel. Wildfires break out as dry weather holds > p4

Governor flamed for inaction Continued from page 1 ...office is preparing to assist the Army in providing the water to hard-hit areas. “We are coordinating with Army Region 4 about where to deliver the water to residents. Right now, seven water trucks have already arrived at two points in Rassada which were requested by Rassada Municipality,” he said. “Five of the water trucks have already been sent to the National Housing Authority estate in Rassada and two water trucks have been sent the Supicha Siraycity housing estate on Koh Siray. “We are still waiting for other requests from local administrations so we know where the water should be provided,” he added. The move to have emergency water delivered immediately to affected communities throughout Rassada followed angry residents from the Ua

Arthorn (“Mercy for others”) housing estate in Baan Kuku staging a protest in front of Provincial Hall on Tuesday. The residents had been without mains water supply since Mar 21, and had already put what money they had into a central fund, some B700,000, on buying their own water supplies – without any government assistance. The Ua Arthorn estate – comprising more than 700 units in 16 tower blocks – is home to more than 1,500 people. The estate was built by the National Housing specifically for recognised low income earners. The residents shouted antiGovernor slogans and carried placards heavily criticising the lack of action by officials to solve the water shortage situation. Among the slogans shouted were messages such as, “When will the problem be solved? Where is the Phuket

Residents staging a protest on Tuesday flamed the Governor for his lack of action. Photo: Waranya Prompinpiras Governor?” Other messages were more forceful: “What will the Government do with a Governor that does not listen to people’s problems?”, and “Phuket people are brave and the Governor should not be a coward”. The protest came just hours after Governor Phakaphong held a press conference to

specifically assure that Phuket was not suffering a drought crisis. The Governor said that Phuket still had enough water to serve all residents across the island for at least 34 more days. That assurance came while the Provincial Waterworks Authority (PWA) on Tuesday confirmed that the water being

released from the Bang Neow Dum reservoir in Srisoonthorn has been reduced from 26,000 cubic metres per day down to 17,000m3 per day. Water being released from Bang Wad reservoir in Kathu, the island’s main reservoir, has been reduced from 36,000 m3 per day to 24,000m3 per day. The PWA also confirmed that three private sources were now being used to supplement supply to residents in Kathu, but no extra sources had been found to serve residents in Muang District, which includes Phuket Town, Wichit and Chalong, and extends to the southern coast areas of Rawai. The news also comes as the island’s three main reservoirs shrink to record low levels. Sporadic showers in recent weeks have had little effect on replenishing the reservoirs, a provincial government report said on Wednesday, noting that rainfall across Phuket from

January to March totalled just 86.5 millimetres. “I confirm that Phuket has enough water, but local administration organisations and municipalities must manage their budgets to provide water to people from private water sources,” Governor Phakaphong said. “I have heard inaccurate information. Only the Phuket Governor can declare whether or not we are in a crisis situation. Only after that is done can the provincial administration step in to take steps to resolve the water shortage situation,” Governor Phakaphong explained. By Tuesday evening, Governor Phakaphong had ordered local councils to immediately provide emergency water to affected areas in Rassada, to set up 24-hour water-shortage complaints centres and to organise emergency water supplies in their own areas.

Suspect arrested for rape of British tourist on Koh Phi Phi

A MEMBER OF A BOAT CREW HAS been detained and charged with the rape of a British tourist on Koh Phi Phi. Deputy national police spokesman Col Krissana Pattanacharoen last Thursday (Apr 18) announced that 23-year-old Trirat Changsanan had been arrested on Phi Phi Island. The suspect was apprehended on the Wednesday (Apr 17) after police examined security camera recordings and other evidence, he said. The victim, a 21-year-old Briton whose name is being withheld, filed a complaint with police on the island on April 15 alleging sexual assault. She said she could not remember the attacker as the assault occurred while she was drunk and asleep outside a hotel restaurant on Loh Dalum beach, Col Krissana said. CCTV footage inspected by police correlated with the victim’s account of what had happened as she explained that she was out drinking with an Irishman she had met until 1am when the bar they were at closed. The pair then started walking back to their hotels but stopped outside a beachfront guest house called Phi Phi Green House, in front of which were restaurant tables and chairs belonging to the guest house. As they were too intoxicated to continue, they decided to sleep on the floor in front of the guest house. The Irishman later left to return to his hotel. At approximately 3am, Trirat approached the woman while she was asleep and proceeded to cut her shorts off with a knife and removed her bikini shorts, investigators explained.

Trirat Changsanan, 23, has admitted to assault but denies rape. Photo: Suthee Krabi He then began to sexually assault her. The woman awoke and pushed Trirat away as he spoke about having sex with her. He then fled. At 10am that morning, the Brit filed a complaint at the local police station but was unable to provide much detail of what took place so police began investigating. They took the woman to see a doctor to examine signs of physical abuse. In addition, CCTV footage led them to the identification of the suspect who has now admitted to assaulting the woman but denies rape. National police chief Pol Gen Chakthip Chaijinda expressed his condolences to the tourist and ordered police and relevant agencies to assist in bringing justice as well as supporting the victim through the healing process. Trirat has been charged with violent sexual assault and is being remanded in custody while the case unfolds. The Phuket News thephuketnews

Seastead couple hunt afoot

P

olice are continuing their hunt for American Chad Elwartowski, 46, and his Thai partner Supranee Thepdet, who as of Tuesday (Apr 23) had been tracked to the southern island of Tarutao, on the Malaysian border, police have confirmed. Phuket Provincial Police Chief Maj Gen Wisarn Phanmanee told a press conference late Tuesday that the couple had been tracked to Tarutao by a mobile phone signal. “But the phone has now been switched off,” he said. Gen Wisarn made no comment on whether Malaysian authorities had been contacted to assist with apprehending the couple, who are now wanted for breach of Section 119 of the Criminal Code, he explained. The couple are wanted for their involvement in the construction and installation of a “seastead” some 42km south of Phuket – a claim that the couple have repeatedly denied. They were just the people who lived on the prototype to give their assessment, Mr Elwartowski had told The Phuket News earlier. The Royal Thai Navy has deemed

Phuket Provincial Police Chief Maj Gen Wisarn Phanmanee (centre) confirmed that an arrest warrant fro American Chad Elwartowski will not be requested until the Public Prosecutor’s Office has completed their initial investigation. The seastead, which has now been removed from its site and brought back to Phuket, was the first of 20 more such structures that were to be built and installed at the location, Gen Wisarn explained.

“This presents a new form of threat to national security. It cannot be tolerated,” he said, adding that all relevant laws are to be applied in the case. Section 119 relates to threats to national security, and punishment under the section may incur the death penalty. Gen Wisarn re-confirmed on Tuesday that Mr Elwartowski’s visa had been revoked, making him an illegal alien in the country. However, he also confirmed that no arrest warrant had been issued yet for the American.

“We will wait for the Public Prosecutor to conduct their initial investigation, then we will request an arrest warrant,” he said. The move to delay the arrest warrant, which must stipulate the exact law allegedly breached by the suspect, follows Lt Col Siriwat Inyim, Deputy Chief of the Wichit Police, which has been tasked with conducting the police investigation into the seastead, explaining to The Phuket News last Friday (Apr 19) that he will not ask the Public Prosecutor to move ahead with a charge under Section 119 if he does not find any evidence that the seastead threatened national security. “Instead, I will ask the Public Prosecutor to file a much lesser charge, one that very likely will not include the death penalty,” he said. However, Col Siriwat also noted, “I will have to still attach the Navy complaint to my recommendation as that is required by standard procedure.” In contrast, Gen Wisarn on Tuesday confirmed that police will not even request an arrest warrant for of Mr Elwartowski’s Thai partner Ms Supranee. “We would like to talk to her to assist with our investigation,” he said.

Also at the press conference were Phuket Governor Phakaphong Tavipatana and Vice Admiral Sittiporn Maskasem, Commander of the Royal Thai Navy Third Area Command, based at Cape Panwa. V/Adm Sittiporn confirmed that the seastead had been seized through a Navy operation involving three Navy boats, and had been brought back to Phuket in two sections on Monday. The living module returned to Phuket aboard the HTMS Mannai landing craft during the day, while the supporting spar was towed slowly back to Phuket by the HTMS Rin, arriving at the Phuket Deep Sea Port at about 9:30pm. “The living module and the supporting spar have been moved onto land at the port and are now both under guard as evidence to be examined by investigators,” he said. Regarding the ongoing investigation, Vice Admiral Sittiporn noted, “Police have completed questioning relevant persons.” That comment followed Phuket Vice Governor Supot Rotreuang Na Nongkhai on Monday saying, “All this evidence seized will be held for Wichit Police investigators. They will expedite their investigation, which is expected to be concluded within one week.”

n Australian man is recovering in hospital after he was stabbed multiple times following an altercation at a bar in Phang Nga in the early hours of last Thursday morning (Apr 18). Maj Charan Srisarak of Khao Lak Police Station, who was notified of the incident at about 12:50am, explained that investigations revealed that the suspect, 28-year-old Chanin Intharong, had parked his motorbike outside Monster’s Bar in Khao Lak as the bar was preparing to close. He got off the motorbike and approached a woman at the bar who was sitting with two men, one of whom was Australian, Wayne William Marks, 44. “Chanin demanded that the woman, Kamonthip Nambut, take off her T-shirt and give it to him as the T-shirt belonged to his girlfriend and she had not paid for it,” Maj Charan said. “Kamonthip said that she would return the T-shirt later as she was not able to take it off at the time.” A scuffle broke out as Chanin tried to pull the T-shirt off, so Mr Marks confronted Chanin to protect Kamonthip.

Police arrived to find Mr Marks lying on the floor bleeding from multiple stab wounds. He was taken to Takua Pa Hospital to be treated. Police later tracked down Chanin and apprehended him in front of Build Factory nightclub in Khao Lak. He was found in possession of a six-inch flick knife. “Chanin was taken to Khao Lak Police Station where he admitted to the

stabbing but claimed he did it in selfdefence,” Maj Charan reported. “We are still investigating to uncover the full details of the incident,” he explained. “We will soon resume interviewing witnesses.” “Right now Chanin is being held at Takua Pa Provincial Court pending further investigations. He has been charged with attempted murder and carrying a knife in public. “Mr Marks is in a stable condition now; he was released from the ICU room last night and remains at the hospital. I have not interviewed him yet as he needs to rest,” Maj Charan added.

Air Force mum stomped to death Wildfire warning in Rawai by husband in front of children A ROYAL THAI AIR FORCE OFFICER has been charged with murder after stomping his wife to death in front of their children in Rawai on Tuesday morning (Apr 23) as he suspected her of cheating. The family travelled to Phuket last Sunday (Apr 21) for a holiday and were staying at Smile Residence in Rawai. Chalong Police were alerted of the incident by hotel staff at approximately 8:30am on Tuesday and arrived to find Squadron Leader Rassdaporn Mongkolrungsab, 39, unconscious in the hotel room. She had bruising around her left eye, chest and mouth. Rescue workers arrived and took her to Vachira Phuket Hospital, where staff tried to save her, but she was pronounced dead by 9am. Police arrested and took the husband, 40-year-old Warrant Officer Nopanan Mongkolrungsab, to Chalong Police Station, where he confessed to the crime. He explained that he became suspicious that his wife was cheating as she was spending a lot of time using the LINE messaging application. As he confronted her about it, an argument broke out and escalated to violence.

RAWAI DEPUTY MAYOR Teerapong Taodang has urged people to beware of fire hazards after two wildfires broke out within three days in southern parts of the island. The first fire broke out near the tou r ist-popular Phromthep Cape last Thursday afternoon (Apr 18). Fire teams from the Rawai Municipality Fire Department were quickly on the scene, but took three hours to bring the blaze under control. The second fire broke out near homes in the Saiyuan area last Saturday (Apr 20). Rawai firefighters were called to the fire, on Soi Saiyuan 16, at 12:30pm. Quickly on the scene, the firefighters brought the blaze under control within 10 minutes. No buildings or other property were damaged by the fire. “The fire started in garbage dumped near the house. Do not pile up things that can catch fire altogether and always turn off electrical appliances and equipment before leaving your house,” Mr Teerapong added. Rawai Municipality firefighters two weeks earlier had called for people to be careful about wildfires amid the dry conditions after a small fire was contained at Phromthep Cape on Apr 3. atong firefighters are concerned that a male king cobra remains at large in a residential area at the northern end of the busy tourism town after catching a female king cobra in Kalim last Thursday (Apr 18). While catching the snake, the firefighters were told that a nest of 30 snake eggs had already been removed from under the house where the female was caught. The whereabouts of those 30 king cobra eggs is now unknown. The Patong Municipality Fire Department was called to the house, in Soi Prabaramee 7, at 10:10am, one of the firefighters, who asked not to be named, told The Phuket News. The call was made by Patong Councillor Manas Islam on behalf of a local resident, he said. “The owner of the house told us that while he was building his own fence yesterday (Apr 17), he found a snake nest with 30 eggs under the con-

The house owner also saw the female snake and quickly called his local councillor, asking him to call the correct officers to come and catch the snake, the fireman added. “It took us about 15 minutes to catch the snake. We needed to use a hammer and a

drill to break open the concrete floor so we could catch it,” he explained. The female king cobra will be released back into the wild, but away from houses, the fireman said. “I think there is a male king cobra still around, as we still have not been able to find it. King cobras usually stay in pairs when mating and rearing eggs ready for hatching. “I told the house owner to call us immediately if he sees another snake near his

house,” he added. The fireman also urged anyone who sees a snake near their house in Patong to call the Patong Fire Department on 076-342688. Me a nwh i le, P iyawat Sukon, Chief of the Khao Phra Thaew Non-Hunting Area Conservation Centre in Thalang, told The Phuket News that he will not investigate where the king cobra eggs disappeared to. “I understand if local residents find snake eggs around their homes, that they will be afraid and are likely to have destroyed them. But I will not go to check about the eggs because there is a lot of people in that community and I do not want to have problems with the local residents. I don’t want to use the law against local residents because I know everyone is afraid of finding snakes or king cobras around their homes,” he said. Regardless, Mr Piyawat confirmed that the king cobra is a protected wild animal in Thailand. The species has been listed as “Vulnerable” on the IUCN Red List since 2010.

Maya Bay closure remains ‘indefinite’: Park chief T H E CH I EF OF T H E Hat Nopparat – Mu Ko Phi Phi National Park, Worapoj Lomlim, has denounced reports that he is considering keeping Maya Bay closed to tourists for at least five years, and stressed that no estimate of when the world-famous bay will reopen has been considered at this stage. “ I n e ve r s a id t h a t Maya Bay might be kept closed for up to five years to recover. Nothing has changed. I ask other media to fix their facts,” Mr Worapoj told The Phuket News last Thursday (Apr 18). The news reports making the claims circulated in the Thai media last Wednesday night (Apr 17). “I don’t know how this news came to be published in this way, because I do not have the authority to declare Maya Bay open or closed,” he said. Mr Worapoj confirmed that the marine ecosystem within the bay is recovering from environmental damage caused by years of

It has improved very much now that is has been closed (since June 1 last year). Blacktip reef sharks have returned and the corals are continuing to regrow,” he said. Asked when he believed Maya Bay might reopen to tourists again, Mr Worapoj said, “Everything depends on how well the bay recovers naturally. “I can’t confirm when it will reopen. As I said, it is not within my power to reopen it,” he repeated. Tanyaluk Sakoot

Reflections

T

he protest in front of Phuket Provincial Hall this week by residents from the Ua Arthorn (“Mercy for others”) housing estate in Baan Kuku in Rassada shone a bright light on the true state of Phuket’s water shortage. The residents have every right to be angry. They have been without mains water supply for a month. They have spent what money they have on buying water, while emergency funds to provide water sit idle. The residents are members of one of the poorest urban communities on the island, more than 1,000 people living in tower block units built by the National Housing Authority specifically for people living on low incomes. Appreciate that point; even the national government recognises these people as poor. Now we know why Rassada was the first and only area

that the Phuket office of the Provincial Waterworks Authority (PWA) started providing emergency water supply to in late March. The community was the first to have their water supply “reduced” so much it was effectively shut off entirely. Try shutting off water supply – which is literally a medieval siege tactic – to any other part of the island for a month and see what reaction you get. Moves this week to start having Royal Thai Army water trucks and water trucks from other municipalities in Phuket dedicated to serving the Ua Arthorn estate and other communities across the island left without mains water supply finally came – but only after the protest by residents made news, to the public shame of the leading officials involved. Speaking of which, the Phuket Governor this week, in making his announcement

that Phuket is not suffering a drought crisis, also expressed his concern for the image of the ongoing water shortages being presented in the media. “If media presents information that is beyond the facts, then that can lead to our tourism image being affected,” he said. The way it has been going lately, the media doesn’t have to. Local officials are on a roll. First it was the ludicrous inclusion of the death penalty for taking selfies on the beach at the end of the runway at Phuket International Airport (now finally addressed), then it was – and is – the death penalty charge over the seastead fiasco, and now it’s our months-long water shortage situation that is apparently not a drought. The Phuket News can’t wait to see what incredible news Phuket officialdom will bring us next week.

April showers?

Re: Phuket has enough water, not a drought crisis: Governor Phuket is one of the wettest parts of Thailand, and the reserves from rain collection alone should be enough for all the residents and then some, even in an El Nino year. But the wild card is the excess number of hotels, resorts, villas – legal and illegal – that get distribution priority over local residents. And then there is the [mis] management of water on the most fundamental levels,

e.g. washing wastewater – treated or otherwise – out to sea, using huge water trucks to clear roads. As for the permanent residents complaining year after year about shortages in their moo bahn circa FebApril, perhaps it’s time to get several thousand-litre tanks. As soon as the rains do return, they’ll fill up in one storm. patrol boss Murder for drink-drivers Border replaces ‘Big Joke’ ‘could jeopardise case’ BANGKOK

BANGKOK Wassayos Ngamkham

T

he government on April 5 ordered police to charge drink-driving motorists causing fatal accidents during the Songkran holiday with premeditated murder as it stepped up efforts to curb preventable deaths. It is the harshest legal action ever taken against careless driving during Songkran. The move is welcomed by some public safety advocates but questioned by some law enforcement officers who are concerned such a serious charge can jeopardise the case when it reaches the court. Somchai Werotepipat was the first person to face charges of murder and attempted murder in connection with drink driving after he rammed his Mercedes-Benz into a Suzuki Swift driven by Pol Lt Col Chatuporn Ngamsuwittchakun in Bangkok on April 11. Pol Lt Col Chatuporn was killed instantly while his wife, Nutchanat, succumbed to her wounds later. Their 12-year-

Mr Somchai’s blood alcohol measured 260mg/dL just after the crash and he admitted he had been practising golf and drinking beer at a golf driving range before the accident. The legal limit is 50mg/dL. Police pressed for murder and attempted murder charges in line with the government’s new policy. However, those emerging concerns aired by law enforcement are coming into sharper focus after the Taling Chan Court on April 13 rejected

the murder and attempted murder charges after finding no grounds for them. The court suggested the charge of reckless driving causing death and injuries be considered. Deputy national police chief Wirachai Songmetta, who is in charge of this case, has insisted on keeping the charges of murder and attempted murder, saying police have “sufficient” evidence to back the charges. The case has yet to be submitted to the prosecution and at this stage no charges against the suspect have been dropped, he said. Senior investigators, mean-

while, are concerned that if policy-makers have their way, the case could end up being thrown out by the court. A high-ranking officer at the Crime Suppression Division (CSD) with a specialised law degree said a premeditated murder charge has several elements including a calculated plan to commit the offence while drink-driving causing death is about recklessness. According to the officer, a charge of recklessness causing death should be pressed against the suspect in this case, as “twisting” the law could adversely affect the investigation. Recklessness causing death is punishable by a maximum imprisonment of 10 years and a fine of B200,000. He pointed out that pressing both the charge of premeditated murder and the charge of recklessness causing death is likely to cause confusion as to what the suspect’s offence really is. “If investigators are confused, the case may end up being dropped by the court. Who will take responsibility?” Bangkok Post

THE CHIEF OF THE BORder patrol police has been named head of immigration police, replacing Pol Lt Gen Surachate “Big Joke” Hakparn, a high-profile leader who was transferred to an inactive position in early April. Pol Lt Gen Sompong Chingduang, commissioner of the Border Patrol Police Bureau, was transferred to lead the Immigration Bureau (IB) at a meeting of the Police Board presided over by Deputy Prime Minister Gen Prawit Wongsuwon last Friday (Apr 19). Gen Prawit declined to elaborate on the sudden removal of Maj Gen Surachate, who is believed to have close ties with him. “No panel will be set up to investigate Pol Lt Gen Surachate. The case is closed,” he said. A reshuffle, which involves 55 positions ranging from major general to general, will take effect after it is published in the Royal Gazette. Lt Gen Sompong Chingduang. Photo: Bangkok Post to the central operations centre at the National Police Office and removed him from all task forces. Four days later, the Cabinet approved his transfer to the Prime Minister’s Office as a civilian. On the same day, Prime Minister Prayut Chano-cha used his special powers under Section 44 of the interim charter to add him to the list of civil servants suspended pending an investigation for irregularities. Gen Surachate shot to fame after he was assigned several high-profile cases. He regularly held briefings on arrests involving at least two to three cases a day, ranging from street racing to the illegal entry of foreigners. Not a high crime The 71-year-old who distributes cannabis ‘cures’ for free SUPHAN BURI Karnjana Karnjanatawe

A

t the age of 71, Daycha Siripatra needs no eyeglasses. His nearsightedness and astigmatism are things of the past. His hands that once showed an early sign of Parkinson’s disease have no tremor. He says his brain, which once began to deteriorate, is now sharp. “I am like a new man. My brain and my body can function very well as if I was 50 years old, thanks to the cannabis oil that I use every night,” he said. Daycha is the founder and the president of Khao Kwan Foundation. Set up in his hometown in Suphan Buri in 1998, the foundation aims to educate rice farmers about organic farming and promote local rice varieties. He is known as a master organic rice farmer and a fighter for the rights of farmers.

Earlier this month, Daycha made headlines when authorities seized 205 marijuana plants, 20 litres of cannabis oil, 8kg of marijuana seeds and 500g of marijuana powder from his foundation. Pornchai Choolert, his assistant, was arrested and charged for illegally cultivating and possessing marijuana while Daycha was in Laos organising an organic farming workshop during the raid. Daycha said all the seized items were his and did not belong to the foundation. He processed and distributed cannabis oil for free to more than 5,000 patients through two temples, one in Suphan Buri and the other in Pichit, since the beginning of the year. He claimed his cannabis oil can cure all types of sickness. He knew what he did was illegal according to the 2019 Narcotics Act, which still lists marijuana as a narcotic but legalises the medical use of it. Daycha has until May 19 to make his public service

Daycha Siripatra, 71, says cannabis oil cured his Alzheimer’s and Parkinson’s. Photo: Procasur Asia Pacific legal. He has to be certified as a traditional doctor and pass the training and exam set up by the Department of Thai Traditional and Alternative Medicine. He also needs to have his cannabis oil checked for safety. Daycha became interested in medical marijuana when he was 65. Like other people, his first thoughts were negative but at the same time he wondered why the plant was

legal in many countries. “Although I read many medical studies about medical cannabis curing illness including cancer, I didn’t want to believe. I wanted proof.” His inspiration was Rick Simpson, a Canadian who used cannabis oil to cure his skin cancer and who shares knowledge on how to extract the oil, known as Rick Simpson Oil (RSO). In 2012, Daycha used cannabis oil to cure his Alzheimer’s and Parkinson’s diseases, which were in the early stages. One night after turning off the lights, he accidentally dropped the oil into his left eye instead of an anti-inflammatory drop, which he used to treat pterygium. “My eye hurt badly. I turned on the bed light and looked at the bottle in my hand, I was shocked. I thought I would become blind,” he said. Then the pain stopped and the itch was gone. “When I woke up in the morning, the pinkish tissue in my eye had disappeared. I thought it was a coincidence.” Daycha later adjusted a formula as advised by a monk. The pterygium was gone and

never relapsed. Age-related macular degeneration and vitreous degeneration in his eyes were also cured. Even his nearsightedness and astigmatism were healed. The early signs of Parkinson’s and Alzheimer’s were cured too. With his experiences, he spread the knowledge and shared cannabis oil with others. “The oil helps my body have a good sleep and that is the healing power,” he said. Quality of sleep plays a crucial role in physical and mental functions; it allows the cells to recover. When he was satisfied with the results on himself and the people around him, he organised workshops to train people to grow and extract the oil, distributed seeds and gave away cannabis oil in capsules for free at temples in Suphan Buri and Pichit. He has a volunteer team of Thai traditional doctors to diagnose illnesses and keeps records of cures. However, those who decide to use Daycha’s cannabis oil are asked to refrain from using modern medicine. “I do not recommend them to use both cannabis oil and conventional medicines because I cannot know if they are safe to use together. Besides, I will not know if their sickness is cured because of the oil or not,” he said. Crowds of people flocked to the two temples to get the oil. Today the service is halted after the raid so some people visited the foundation instead to ask for the cannabis oil. After the raid, about 100 people showed up daily, said his assistant Pornchai. But Daycha can’t yet provide the oil until he passes all the processes and becomes a certified traditional doctor with

training. The remedy of Daycha’s cannabis oil must also be proven to fit the definition of Thai traditional medicine. “Daycha’s cannabis oil is not like others. We need him to prove the source of his remedy because we have to ensure that his cannabis oil is effective and safe,” said Dr Pramote Stienrut, deputy director of the Department of Thai Traditional and Alternative Medicine. Chulalongkorn, Khon Kaen and Rangsit universities will help Daycha with the research. “Rangsit University has a facility that can test if Daycha’s cannabis oil is contaminated or not before he gives it to people,” said Prof Dr Surang Leelawat, a member of the university’s Medical Cannabis Research Team. Soon the university will have its own cannabis plantation and will conduct clinical research on lung cancer. Daycha agreed to give over all information and data his team has recorded from the 5,000 patients for public the benefit. For him, the number of patients is more than enough to prove the quality and efficacy of his oil. He is now ready to move on to another step – to campaign on fully decriminalising marijuana. “I want to see people grow marijuana plants at home like we plant chilli and basil because it is a herb and it is useful,” he said. But his dream can’t be true until cannabis is removed from the narcotics list. “Nothing can stop me from helping people. The law can be changed and it must be. “I will not stop and I hope others will not stop also,” said Daycha. Bangkok Post

FIT travellers on the rise Atta chief notes tourism disruption, industry must adapt TOURISM Dusida Worrachaddejchai

The number of inbound tourists from major source markets still using package tours is falling. Image: Bangkok Post

he rise of the independent traveller over the past decade has disrupted inbound tour operators in Thailand, says a veteran of the industry. To survive, operators must acknowledge the changes and learn about new forms of travel, adjusting their business to fit new trends, said Vichit Prakobgosol, president of the Association of Thai Travel Agents (Atta). The group has over 1,600 members offering inbound tourism and package tours. “We have to design more attractive and varied packages to meet traveller demand,” he said. “Tourism related to gastronomy, culture, sports and health should tap into demand in each segment.” Mr Vichit said the number of tourists visiting Thailand via group tour has been growing slowly, but those who come in small groups of 3-5 or less are set for a strong rise.

Last year, the number of arrivals who were clients of Atta members contracted, reaching 5.57 million, down from 5.82mn in 2017. For the first quarter this year, the statistics also show a plummet in arrivals from many major countries including China, Japan, the UK and France. Other factors such as the sluggish global economy and strong baht were blamed for the slowdown. China, Atta’s biggest market, dropped by 12% to some 880,000 visitors in the first three months. Atta reported a decline in the first quarter for foreign arrivals using the services of its members, totalling 1.53mn this year, down from 1.68mn in the same period last year. More Chinese are travelling on their own worldwide, including in Thailand. This segment rose to 63% of 10.5mn Chinese arrivals in Thailand last year, up from 59% in previous years, according to the Tourism and Sports Ministry. “Younger travellers, especially millennials, are travel-

ling more and it is vital for the country to prepare facilities to support wireless communication and safety to attract them,” said the ministry. Mr Vichit also noted the trend. “More Chinese are keen on foreign language communication and technology. It is easy for them to design their own trips and stick to a budget,” he said. “But we need to capture this huge market, which has been an important one for 30 years.” Mr Vichit is also the president of CCT Group, the first inbound operator focused on the Chinese market. Next month Atta will organise a roadshow to promote tourism in Thailand in the southern and central Chinese cities of Xiamen, Nanchang and Changsha. These cities have a combined population of 160mn with strong economies. There are also direct flights from Bangkok to these destinations. Roadshows to other markets such as India, Vietnam and the Philippines are also planned

this year. He has praised the government’s plan to extend the waiver of visa on arrival fees for another six months, expecting growth from China and India. The expiry of the B2,000 fee exemption for 21 nations is due by the end of this month and the extension plan is set for Cabinet consideration in April. The extension will help increase arrivals from these two populous nations by 10-20% this year, meaning 11-12mn visitors from China and 2mn from India, as targeted by the Tourism and Sports Ministry, said Mr Vichit. India has become another big market thanks to more direct flights. Thailand is a top-five destination among Indian travellers, who travel during the second quarter to escape hot weather. “This period is our low season, and having more Indian visitors here can maintain our tourism growth momentum,” he said. Indian travellers spend an average of B6,000 a day, with Chinese spending B6,500-7,000, said Mr Vichit. Bangkok Post

Your home is not a tax shelter

Using Thai companies to own property incurs income tax liabilities THE PHUKET PROPERTY GUIDE Thai Residential phuket@thairesidential.com

W

e touched on this in our first instalment, but we’ve since had a lot of questions about why a companyowned property should create an income tax liability for you. Today we expand on this – and we hope that existing owners don’t find it too frightening. It is an inconvenient truth that foreigners may not legally own land in Thailand. There are limited exceptions, related to investment in the Thai economy, which we will cover at a later date. But since these apply to only a small fraction of potential buyers, it is safe to say that freehold landed property is off limits to foreign buyers. One workaround which has been common for years is to set up a Thai limited company, and buy the land/house/villa in the name of the company. Doing so makes the owner a Thai entity, not a foreigner. It is, however, illegal for a foreigner to establish a company purely with the intent to purchase property. It is also illegal to use nominee (“sham”)

Having a Thai company set up – either your own company or using that of your employer – to legally own accommodation in Phuket invokes income tax obligation on both you and the company. Photo: Roberto Nickson shareholders to set up the company in the first place. (This topic will receive greater attention in a later segment.) Thai companies conducting legitimate business, producing audited accounts and filing taxes are perfectly allowed to own property. But if one such business – whether your own or your employer’s com-

pany – owns the house, villa or condo you live in, that is benefit in kind to you. And that makes it taxable. If your employer owns the property where you live, and you do not pay rent, the fair market value of the rental on that property is considered income to you. Likewise, if the company pays your rent as part of your employment package,

the actual amount of rent paid is also a benefit. Most employers are aware of this, and if you work for a multinational company, it is likely they handle your local income taxes for you. But most people are not aware that setting up a Thai limited company to buy a bungalow or villa in which to live creates an income tax liability.

Aside from the potential legal ramifications of setting up the company, if you are the director of a Thai company which owns the property in which you live, that is technically a “director’s perk”. And the fair market rent which your property would command is treated as taxable income to you. On top of that, the rental income which your Thai company should be collecting is assessed as income to the company, which is obligated to deduct withholding tax, as discussed in a previous article in this series. That withholding tax is essentially a “pre-payment” of income tax, which the company must file every year. So, by living in company-provided accommodation in Phuket, there is an income tax obligation on both you and the company. But if you are a director of the company, and you set it up specifically to own the property, then it’s triple the fun: the legal status of the company, the tax status of the company, and your personal income tax liability. WANT FRIES WITH THAT?

Deconstructing the winners of Phuket’s Best Burger 2019

Phuket’s Best Burger

The lowdown Winning an award is one thing, but taking away two trophies a mere month and a half after your restaurant has opened? That’s a different league, and one that Prime Burger operates in. The joint’s Stockholm burger ranked first place in the ‘Phuket’s Best Burger 2019’ category, while their halloumi burger came a close second in the ‘Phuket’s Best Vegetarian/Vegan Burger’ division. Tobias Garneij, owner of Prime Burger in Patong, opened the restaurant in mid-February. The memorable menu sees burgers named after famous cities around the world, each reflecting that city with flourishes in its ingredients: Bangkok with a spicy hit of pickled jalapenos; Paris with a generous helping of Dijon mustard; London with a mature Cheddar cheese. All are available in single, double and triple sizes; all wash down nicely with the imported beverages from around the world that line the walls of the restaurant. The Stockholm burger, named after Tobias’ hometown, is their best seller. A ‘smashburger’, the beef is placed on the hot griddle in a ball and, well, smashed thin. In this way, the juiciness of the meat is retained while the outside is browned. As the true burger geeks reading this may already know, this is referred to as the Maillard reaction. The chemical reactions in the proteins and sugars produce new flavours, aromas and colours.

@thephuketnews

The implement used in this process – let’s call it a smasher – Tobias had custom made. The smasher is a stainless-steel circular press with a handle and ridges in the base to seal in the moisture. Smasher and elbow grease applied, the patties make their way to the plate, where they sit between a locally-baked, lightlytoasted potato bun and are topped with American cheese, mustard, pickled red onions, pickles, tomato, lettuce and the restaurant’s signature Prime burger sauce. Tobias insists there is no secret to making the best burger; it just boils down to quality ingredients, especially beef. Prime Burger uses Australian grass-fed Angus beef, 70% chuck, 30% brisket, that’s freshly ground every day. The judges’ verdict “The patty was just so well done: crispy outside, juicy but not greasy and perfectly seasoned. Then there’s the freshness of the ingredients. It was a well-balanced burger with a hint of creation in the homemade sauce.” – Vincent Meuwly, chef and owner of Le Winch restaurant The details Prime Burger is located on Level B1 of Central Patong, 198/9 Rat Uthit 200, Pi 1 Rd, Patong, Kathu, 83150. www.primeburger.co.th 093 583 8700 Open every day 11am-11pm.

Best Vegetarian Burger

The lowdown ‘Phuket’s Best Vegetarian/Vegan Burger’ was a newly-introduced category in this year’s competition, and sceptics were sure to eat their words after eating the plant-based offerings. Although Le Meridien Phuket Beach Resort entered their soft-shell crab burger into the competition – which, with battered pincers poking out of the bun, is quite the culinary sight – it was their vegetarian burger that stole the show and saw them walk away with first prize. The burger itself was conceptualised by chef de cuisine Kornrawich Charncharoensin who works under executive chef Hans Kahrs. Chef Kahrs oversees the resort’s 10 restaurants and bars, in-room dining, banquets and catering. To make a burger this good, and simultaneously have so much else on his plate, is no mean feat. The burger itself reflects the diversity of the resort’s international cuisine with European, Indian and Thai influences. A common criticism of the vegetarian burger is its dryness, but Le Meridien swerve this by frying the patty instead of grilling it, and mixing mozzarella and parmesan into the patty itself which melts during the cooking process and oozes out with each bite. Chickpeas, sweet potato, cashew and pine nuts, avocado, spinach and coriander root are combined to make the patty. When it meets the butter brioche bun – which

is croissant-like in appearance, a nod to Le Meridien’s French roots – and lettuce and tomato, the burger stands tall and begs to be eaten. It packs a surprising punch too thanks to the hot basil and pepper that’s sprinkled on top of the burger sauce. The basil, hot basil, mint, microherbs, as well as the butterfly pea flowers that decorate the plate, are all sourced from Le Meridien’s own herb garden which was launched in March 2017 on a repurposed, underutilised plot of the resort. The burger is soon to feature on the menus of three of their ten restaurants: Tonson Restaurant and Bar, La Fiamma and Beach Barbecue, all of which are open to guests and non-guests alike. The judges’ verdict “As judges, we all agreed that it was not about the most fancy or creative, it was simply about the quality. It’s tricky to find the perfect balance of quality, precision and knowledge in cooking, but they did it very, very well.” – Vincent Meuwly, chef and owner of Le Winch restaurant The details Le Meridien Phuket Beach Resort is located at 29 Soi Karon Nui, Karon, 83100. lemeridienphuketbeachresort.com +66 76 370 100 Restaurant opening times vary and can be found online.

Art that brings us together

Theatrical collaboration an example for our polarised world THE PLAY’S THE THING! Joel Adams

To me, one of the most wonderful things about theatre is the collaborative quality of it and the camaraderie that is born from that.

“T

here is probably no more varied a motley crew than those who people a theatre production. We could hardly be less similar except for our love of this art, so we learn to get past all those differences and down to what binds us.” – Robert Barton from Acting Onstage and Off. That is certainly true of us in Theatrix. I took the time to count how many nationalities we have had in Theatrix Phuket in the past four years and we are from over 20 nations. Among us are Christians, Muslims, Buddhists, Hindus and Jews as well as plenty of non-believers. I’m sure we sit all over the political spectrum too, and yet we band together to do this wonderful thing we call theatre. To me, one of the most wonderful things about theatre, and I would say this is truer of amateur theatre than professional, where it can be done just as a job, is the collaborative quality of it and the camaraderie that is born from that. I want to take a moment, now that I have used the dreaded word ‘amateur’, to define it, because an amateur production is not necessarily amateurish. It can be, but not always so. Consider that all the Athenian productions were put on by amateurs who performed and prepared plays once a year and then went back to their regular lives afterwards. They created some of the greatest plays ever written and a standard that is still used to judge and evaluate plays today. The word itself – amateur – literally means someone who does something out of love. So when we say that someone is an amateur, we are merely saying he practises his art out of love and not for money.

However, when we say something is amateurish, we are indeed saying it is second rate. But back to theatrical collaboration. Theatre is perhaps the most collaborative of all art forms, considering that it needs a writer, a director, actors, set designers, costumers, props people, light and sound technicians, makeup artist, promoters, marketers, front of house staff and more. All these people donate their time and services out of love, and that, to me, is one of the most fulfilling things about theatre. In totally opposite parts of the world where I have done theatre, people inside and out of our theatre group have described the team as a family, and it is just that. It’s quite common to hear people lament that there isn’t enough community in Phuket and I can sympathise with that feeling. However, slowly but surely I see a community developing around our theatre efforts, real friends who volunteer their time and services, who enjoy getting together to work, or to party, or to perform, or to practise. We really are a family and I love it. There is also a community of those who love what we are doing as audience members and get to as many shows as possible. Without that wonderful human touch and connection in doing something so worthwhile, the creation of art, I think I would have gotten restless long ago, but as time passes, I just get more and more inspired by our community and what we can do together. To go deeper into this point on collaboration, actors must work together without any one of them feeling he or she is the star. Every actor has their moments onstage and it is every other actor’s job in that moment to do whatever is necessary to make them look good. Michael Caine, who starred with Sean Connery in the wonderful movie The Man Who Would Be King, said of Mr Connery that he had never worked with an actor who went so far out of his way to make his co-star look good. Connery was not so immersed in his own performance that he forgot that a quality product is the sum of its parts, plus those indefinable magic moments that happen organically between actors who are dedicated to teamwork and collaboration.

Several professional improv teams that I know of make it a habit, no, a ritual, that each actor pats each other actor on the back before going onstage, meaning, “I have your back.” That is one of the wonderful things about improv: it’s a team effort and it’s everyone else’s job to make the others look good. This collaboration doesn’t stop with the actors either; a director may feel strongly that a certain scene needs a particular lighting effect and he or she proposes it to the lighting designer who might know how to achieve that effect in a very different way than the director imagined. And so on down the line in every direction. What finally happens onstage is never the result of any one or even any group of people. It’s the actors who get the credit but an actor who is really honest with themselves knows they couldn’t have done it without the costumer, the props person, the light and sound technicians, the director, their fellow actors, their sponsors and more. And of course, the ultimate collaboration is that when we perform, we collaborate with the audience to create an evening we hope no one will ever forget. In a world that is increasingly polarised between sides that refuse to compromise and see eye to eye, I think what theatre does and gives us is an example for how we could learn to cooperate, despite all our differences, by concentrating on the things that we all care about, by accentuating our common points and by treating the differences as, well, minor. I think it would be a better world if we all did that, don’t you? We at Theatrix are right now collaborating among ourselves and with others to bring you a dynamic show you won’t want to miss: The 39 Steps by Patrick Barlow. I’ll write about that in next month’s article, but in the meantime, please schedule yourselves to come and see it at Underwood Art Factory on the evenings of June 1 and 2. Thai trips at BISP Primary

Cultural and historical excursions show children the unity in diversity

feature of Primary School at British International School, Phuket – BISP is the programme of day trips organised by our Thai department. Students are taken to local places of historical or cultural significance, which they learn about with the help of our dedicated Thai staff. It may be worth exploring why we set such store by this. As a school accredited by the Council of International Schools, we are committed to actively developing global citizenship. A lofty ideal, it can be difficult to see how to address this with primary-aged children. However, we are also a British International School following the English national curriculum. As such, we are expected to actively promote certain defined British values, including mutual respect for, and tolerance of, those with different faiths and beliefs. This ties in with our BISP Primary Virtues of kindness and respect. On a more intellectual basis, the development of international-mindedness has been described by Martin Skelton, Group Director of Learning and Education at the International Schools Partnership, as “a declining sense of egocentrism”. As I understand it, that means we come to learn that the world doesn’t revolve around us alone, that other people may well see things differently to ourselves and that there may be value in those differences. This has been widely recognised: ‘unity in diversity’ is a concept upheld by many organisations including the European Union and the Republic of Indonesia. We are lucky to have such a diversity of nationali-

@thephuketnews

Hands-on learning. Photo: BISP ties and cultures on which we can draw, as the recent International Day illustrated. However, there is a well-documented danger that pupils in such international schools can develop their own ‘third culture’, divorced from that of the host country which can run the risk of becoming relegated to a secondary position. Our Thai day trips are but the visible tip of the iceberg in attempting to counter this. Throughout Primary School, all students receive weekly Thai lessons. These include an introduction to the Thai language; they also focus on matters of cultural and historical significance. For the majority of our students, who are not Thai, they also have the

option to choose Thai as a modern language to study. Our Thai students follow a comprehensive programme of Thai studies in line with government requirements: we do not want learning in a British International School to be at the expense of their own culture. In addition to all this, the school community respects significant festivals such as Wai Kru, Loy Krathong and Songkran. And of course, our children get to go on day trips! ueensland’s capital city of Brisbane has a population of 2.4 million people, some four times the official figure for Phuket island. Yet driving around Brisbane, as I recently did, you would be forgiven for thinking you were in a quiet country town. The traffic flows efficiently and there’s rarely any bottlenecks or congestion with which to con-

tend. Certainly Brisbane has a modern and efficiently-planned system of superhighways, dual carriageways, roads and bridges over the Brisbane River, upon which the city stands. To complement its modern infrastructure, this forward-looking city also boasts superb cycle pathways, largely separated from the vehicular roads and traffic, and a new CityCycle scheme. Brisbane’s cycling initiative is designed both for recreational and workrelated biking. Of course the key to any successful cycling initiative is not just the convenient availability of rental bikes at reasonable prices, but also the availability of excellent and safe riding tracks, and here Brisbane excels. The beguiling waterside environment alongside the Brisbane River weaves right through the heart of the city, so that commuters and tourists alike can get to shopping centres, offices, cafes, botanical gardens, museums and art galleries quickly, safely and conveniently, and all by bike. Does that remind you of anywhere else where such an initiative might work? Exactly! Phuket has every opportunity to capitalise on its island topography and large tourist base to develop a financially successful, community bicycle rental programme, and can learn a great deal from the model that Brisbane has established. Brisbane has 150 separate locations where CityCycle bikes are available on a 24/7 basis. These dovetail closely with mainstream transportation infrastructure such as bus, rail and ferry stations, plus there are plenty of suburban and downtown car parks encouraging you to leave your vehicle and go by bike. You can sign up online for a day for as little as B100. You get a code to enter into the computer at the bike docking stations which releases a bike plus helmet for you and away you go. Amazingly, if you use your bike in less than 30-minute intervals throughout the day, you don’t have to pay any more than that. If you become a regular user, you can buy the annual subscription, giving you the flexibility of CityCycle any day of the year for B1,800, or

A break by the Story Bridge.

about B5 per day. So, when visiting Brisbane, you can do what I did. Take a bike from near your hotel, ride a river pathway into town, lock the bike into a nearby docking station and enjoy breakfast and the newspapers at a riverside coffee shop. Then, take another bike through the botanical gardens over to the Museum of Contemporary Art (also on the river), dock the bike again and spend a couple of hours browsing the Brett Whiteleys and Sidney Nolans prior to lunch in the museum’s outdoor restaurant. Take yet another bike across the river on a cycle/ footbridge to the free outdoor swimming pool on the riverbank, dock the bike and swim, then doze in the sun for an hour. Take a final ride back along the river to the little park by your hotel, lock up the bike and sit by the river enjoying a well-deserved sundowner while watching the evening commuters scurry home across the Story Bridge. I cycled for a total of almost three hours, covering maybe 30 kilometres, and I was out all day. All for the princely sum of B100. Now, imagine what a wonderful attraction it would be for tourists if Phuket could offer such a bike scheme with attendant cycleways. And imagine how much Phuket’s notorious traffic congestion, mayhem, death, injuries and pollution could be reduced by such a scheme. Food for thought indeed. thephuketnews

Time to save

ENVIRONMENT 15

our oceans

Marine pollution? Not on Seiko’s watch

T

Melalin Mahavongtrakul

he turtles seemed a little confused at first as we put them onto the beach, just before the spot where waves were rolling in on the white sands. Everyone looked on in anticipation as the turtles began taking a few tentative steps. Finally, they moved forward and allowed seawater to engulf them. With eyes ahead to the blue and green expanse of the Andaman Sea stretched out before us, they soon swam way, with cheers and waves given by onlookers on the beach. The turtle release took place recently on Koh Racha Yai, south of Phuket, where a boat brought participants of Seiko’s Save the Ocean project ashore. Five green sea turtles and five hawksbill sea turtles under the care of Phuket Marine Biological Centre were released on that day. Afterward, the team returned to the boat to put on their wetsuits and tanks. It was time for a dive to check out coral reefs. “In the shallow water, it was very typical of what I see in a lot of places in the world,” said Fabien Cousteau, aquanaut, ocean conservationist and Seiko Prospex’s global brand ambassador. “Climate change impact is devastating. It shows a very significant impact in that one location. This is not unique to Thailand. It’s unfortunately becoming more and more common everywhere.” Many may know Cousteau from the undersea expedition Mission 31, where he and the crew lived in an undersea laboratory for 31 days in the Florida Keys to explore the area and collect scientific data. His assessment of the reef was based on his perspective of the diving spot in Ao Siam of Koh Racha Yai. Seiko’s Save the Ocean project has been held for the past three years. It was previously known as Save the Sea, and was launched in 2016. The project makes use of the proceeds from the sales of Seiko Prospex Zimbe to give back to the ocean that inspired the collection. “Seiko has been in this country for over five decades,” said Katsumi Kubota, managing director at Seiko Thailand.

“I can say that Seiko has been very much loved by the Thai people. Thank you for all the support. For the past three years, Seiko has been delivering a Thai limited edition called the Zimbe, which is Japanese for ‘whale shark’. We want to give something back to the ocean, and so that’s how we started this activity.” This year, the project has become more global, with the inclusion of Cousteau and his team. The activities the team got to take part in included the release of sea turtles and an ocean cleanup. The team of divers, Cousteau included, was also inspecting the coralrestoration project that was part of Seiko’s corporate social responsibility project out in Ao Siam. From the expert analysis, the coral restoration in deeper water seems to be “working”. “The temperatures were probably a little lower. There was still enough sunlight and nutrition in the water. The corals are growing pretty well and are much less affected. So that was very nice to see. “[All sea life] depends on coral reefs. So even if you’re not a conservationist, even if you’re not a scientist, this is still extraordinarily important for the fishing industry, tourism industry, general ecosystem and the economy of the country,” he added. According to Kanokkittika Kritwutikon, director of the Tourism Authority of Thailand (Phuket Office), Phuket welcomed over 14 million tourists last year. “Phuket is considered one of the main travel destinations in Thailand, second only to Bangkok. Our attraction is the Andaman Sea,” said the TAT director. She added that she was very pleased to see a project like Save the Ocean coming in to help with the local environment and sea life. She thanked Seiko Thailand’s initiative. Aside from inviting international travellers to stay in Phuket, and hence spend in the local economy, she said this effort will also attract more environmentally-conscious tourists to the area. “This activity has shown that we share the same goal in making Phuket the preferred destination that is popular to tourists around the world,” she said.

The team dived down to inspect the coral restoration.

Seiko Thailand ambassador Ananda Everingham at the sea turtle release. The ocean and all its marine life are indeed priceless natural assets for all. Cousteau insisted that it will take every one of us, especially the younger generation, to become caretakers of this planet’s ocean. He also encouraged everybody to try diving – responsibly, of course – at least once in their lives. The undersea adventure is a kind of experience that nothing can really come close to. “We’ve explored less than 5% of our oceans to date, over the last hundred years of modern-day exploration. There’s a lot left to discover.” Bangkok Post

The language of caffeine

The newly opened Cowffee Cafe is the melting pot of Rawai Beach CAFE

SOCIETY Amy Bensema bensema.amy@gmail.com

The cafe is charming, the coffee is strong and the cakes and pastries super luscious.

A

newly opened coffee shop in southern Phuket which showcases stunning views of Rawai Beach, Cowffee Cafe serves up smallbatch roasted speciality coffees and luscious pastries in a relaxed environment. The coffee shop is a welcome addition to the neighbourhood and has quickly become a favourite amongst local expats and tourists looking for their caffeine fix at a prime beachfront location. On any given day, expect to hear a variety of chatter in many languages coming from the cafe as it truly is the melting pot of the Rawai beachfront. Cowffee Cafe serves up a variety of coffee specialities including such classic favourites as strong espresso and heaping mugs of creamy cafe latte. Coffee drinks are available both hot or iced, which makes for a nice choice. Cowffee Cafe also has a good variety of teas to choose from as well as popular drinks such as matcha latte. The coffee available at the cafe is of high quality. It tastes good and it’s strong. The beans have a spectacular robust flavour. The iced latte is really refreshing and leaves no bitter aftertaste. I recommend the signature Cowffee Latte, which is presented in a huge mug with their very cute spotted cow logo. The latte is rich and creamy, and a wonderful pick-me-up. The atmosphere within the cafe is comfortable and relaxing, and ample table seating is strategically placed throughout. There’s an overstuffed sofa

perfect to sink into while enjoying a hot drink and a lovely slice of cake. Cowffee Cafe features an outside seating area complemented by lush greenery, perfect beach views and fresh sea breezes. A charming little playground area for children is also available, which is especially good news for parents who need a bit of a break throughout the day. Upon entering the cafe, you will be greeted by friendly staff who speak English, Thai and Chinese languages well. A cake display fridge at the front of the cafe is sure to catch your eye. The display is filled with a variety of tantalising treats including slices of rich chocolate cake varieties, opera cake, strawberry cheesecake and more. Freshly baked cookies and soft, fluffy pastries are also available. Currently, there is not a proper food menu available at the cafe, but keep checking back as the cafe is newly opened and consistently evolving. Cowffee Cafe is open daily from 9am until 8pm. It’s a great place to stop into when you find yourself in the Rawai Beach area. The cafe is charming, the coffee is strong and the cakes and pastries super luscious.

The myth of Mae Phosop, rice goddess of Thailand

CULTURE 17

SIRINYA’S WORLD Dr Sirinya Pakditawan pakditawan@googlemail.com

W

orshipping goddesses like Mae Phosop ( ), the rice goddess, has been part of Thai culture and tradition since prehistoric times. Even though the role of female deities became subservient since the introduction of male-dominated faiths such as Hinduism, Brahmanism and the official religion Buddhism, the power of the matriarchal spirit has always played an important role in Thailand. She is also known as Mae Khwan Khao ( , the ‘Mother of Rice Prosperity’. Mae Phosop is considered the spirit or soul of rice, the main staple of the Thai diet. Thus, it is a common belief that without rice, a person cannot sustain and live long. The myth and legend of the rice goddess says she is badly mistreated by an old widow. Hence, she flees and finds shelter with a friend. This friend is a fish that leads the goddess into the deep forest where no human being can find and reach her. As a consequence, all human be-

@thephuketnews

Photo: Heiko S / Flickr ings begin to suffer from the absence of Phosop and try all that is humanly possible to find her. Finally, the fish advises the goddess to return to the humans because the next Lord Buddha will soon come to the world. Thus, the blessing of the rice goddess is needed since the Buddha will not be able to fulfil his duty on earth without Mae Phosop. Hence, she comes back to the community of mankind to stay forever. However, before her return, the goddess asks human beings to promise to treat her with respect forever after. In return she promises to bring abundant crops to mankind. Man keeps his word and so does Mae Phosop. This story explains Thai fertility rites concerning the cultivation of rice. Thus, we may be justified in claiming that the relationship between humans and the ‘soul’ of rice is mutually de-

pendent. Hence, there is also a saying that ‘The virtues of rice are 69, while the virtues of the Lord Buddha are only 59’. This proverb speaks for itself, and what is more, it also seems to point out the conflict between animistic beliefs and Buddhism. In addition, it reveals an intrinsic connection and relationship between mankind and what sustains its source of life. When the spirit of the rice goddess is invocated, the person who performs the rite will address the spirit with sweet, kind and respectful words. The invocation runs as follows: ‘Dear Spirit of Rice, Mother Phosi, Mother Phosop, Mother of the Nine Stars, Mother Chanthewi, Mother Si Dusada, come, please, come’ Mae Phosop is addressed by the title of mother (mae) who provides food for her children (mankind). Thus, people are her children and they treat

Image: devata.org her with respect as they would their natural mother. According to Thai tradition, children are also taught to wai – put their hands in the position of obeisance and respect – after finishing their meal. Summing up, we may say that on the one hand, the myth of the rice goddess shows how animistic and Buddhist belief were combined in the past. On the other hand, it also reveals mankind’s dependency on a good rice harvest. Hence, people feel grateful to the rice goddess and behave respectfully towards her. A chicken in every pot

Kwan’s Birdie Club crowned champions of Patong Pool League POOL Jeroen Tak

T

he 22nd and final round of this season’s Patong Pool League (PPL) sponsored by Thailand Pool Tables and Genius 2 Garden and Restaurant was played Thursday April 18. Kwan’s Birdie team was only seven points ahead of Caddy Shack; there could always be a surprise. Kwan’s Birdie lost the Championship last season to Caddy Shack because they were defeated by Happy End bar who won 9-2 playing in one of the last matches of that season. So they were a bit nervous from the start and counting their points. At the same time they were very interested to know what was happening about 300 metres down the road at Caddy Shack, who were playing against Red Light. Natalie was playing at home against Martin Swiss and had a weak start. However, after losing the first two singles, the team woke up and started winning the games and collecting the points. Nu and Avi, both playing for Natalie bar, won their singles and doubles games. Natalie bar was leading 6-3 before the beer leg but Martin Swiss who dislikes paying the beer leg came back strongly and won it in two sets. The final

The Dream Team – Kwan’s Birdie Club are the 2018-2019 PPL Champions. From left to right: Team Captain Goh, Ricky, Kwan, Mike and Paul. Team members missing in the photo are: Se, Jay, John, Colin and Lucky. Photo: PPL score was 6-5 for Natalie bar who secured third place in the final rankings of PPL this season. Champs bar was playing away against Genius. Poy, Wen and Rat all playing for Genius team won their singles and doubles, but so did Fai playing for Champs. Genius was leading 6-3 before the beer leg but Champs came back strongly and won the beer leg in two sets.

The final score was a 6-5 in favour of Genius but Champs could be satisfied of this marginal loss against a strong team like Genius. Ting Tong played at home against Kiki Sports Bar. Dilly, Nick and Ian, all playing for Ting Tong bar, had a very strong performance and won their singles and doubles games. However, Gervais who plays for Kiki Sports Bar also won his singles and

doubles game. Ting Tong was leading before the beer leg but Kiki Sports Bar won the beer leg in two sets but the victory went to Ting Tong who won on the evening with a 6-5 result. Caddy Shack was playing at home against Red Light. Dr Ben and Justin, playing for Caddy Shack, won their singles and doubles games. However, Gwen, playing for Red Light, also won his

singles and doubles game. The beer leg was a two setter and won by Caddy Shack who also won the match with a 7-4 score knowing that it was not enough to win the league. Caddy Shack were the champions of last season but this season achieved honourable second place in the league. Happy End bar played away against Kwan’s Birdie team. Kwan’s Birdie’s top

players Goh, Mike and Ricky were still suffering from a Songkran hangover or were they nervous about playing against Happy End and still remembering what happened last year? Teacher Tak and Peter had no mercy with Kwan’s top players and both won their singles and doubles games. Pressure on Kwan’s Birdie team was building up and there was some relief hearing that Caddy Shack was losing points against Red Light. Se and Paul both playing for Kwan’s Birdie team won their singles and doubles too. Paul was expelled from the team early in the year because he lost his singles twice. Now the same Paul contributed 50% of the team’s points and became their new wonder boy. However, Happy End continued strongly and won the beer leg in two sets and surprisingly won the match 7-4 over Kwan’s Birdie who secured enough points to become 2018-2019 Patong Pool League Champions 2018-2019, but were not in the mood to celebrate on the evening. The End of the Season Party was to be held last night (Apr 25) at Genius 2 Garden and Restaurant Bar. Anyone interested in playing in the Patong Pool League next season starting in June 2019 can contact the organiser on our Patong Friendly Pool League Facebook page.

Another great Cricket Week

Cricket is the winner at the 2019 ACST Phuket Cricket Week CRICKET Rob Bernard

H

eritage Cricketers of Dakha in Bangladesh and Cricket Club of Dibrugarh from Assam in India were the Cup winners of the Phuket International Cricket Sixes and Thalang International Cricket 7s, as another Asian Cricket Sixes Tour (ACST) 2019 Phuket Cricket Week ended last Sunday afternoon (Apr 21). Both tournaments featured ten teams from locations far and wide, who competed in Cup, Bowl and Plate divisions. All participants ensured that the spirit of the game and the ACST mantra of “Friendships through Cricket” was adhered to throughout. The Sixes saw debuts for Samoan outfit Eagles CC and House of Cricket from Northern Cape in South Africa, with several of that group leaving their homeland for the first time as skipper Michael Payne received the Spirit of Cricket Award. Final in the Heritage victory against Warriors of Qatar, for whom outstanding performer Imal Liyanage went on to be crowned as Player of the Tournament. The Australian contingent had plenty to cheer as Leederville CC of Perth defeated local side Patong Penguins in

the Bowl final, while Victoria’s Southern Stars proved too strong for the Buccs in the Plate in the other two divisions. A few days later the teams arrived on the island to compete in the Thalang 7s at the Alan Cooke Ground which again provided a fitting setting for players and spectators

involved in the Phuket Cricket Week. Cricket Club of Dibrugarh, regular attendees from Assam in India, added to their Bowl victory in 2016 and Plate victory in 2017, by lifting the premier Cup competition as they defeated another local team, the debutants of Phuket Misfits. Dibrugarh’s Bitop Mahanta was named as Player of the Final by the adjudicating panel. The Bowl was lifted by ever present outfit, CBB Postels, which will no doubt have been celebrated at their clubhouse in Chiang Mai, after they overcame Qatar side Rowdiez in the final. In the Plate final Surfers Paradise Demons were too strong for the holders, Phuket’s Village Cricket Team. Surfers Simon Worthington collected the coveted Spirit of Cricket Award, while the consistent play of Daniel Neu of the ADF Tigers won the plaudits as Player of the Tournament of the 7s. Several social functions were held for participants throughout the events at Mam-

ma Mia, the Aussie Pub and the Arinara Bangtao Resort, as local businesses were patronised. ACST Chairman, Michael ‘Cat’ Maher was a happy man as he reflected on the 2019 festival. “We have enjoyed another wonderful Phuket Cricket Week in which we have welcomed new sides as well as old favourites. There has been some magnificent cricket and friendships cemented. My congratulations go out to all teams, regardless of winning trophies. They have all been a credit to themselves, the Cricket Week and the ACST.” “The ACST is proud of the wide diversity of our participants as we bring cricket fans from around the world together. I’d like to thank all the committees of the ACG and PCG for their valuable assistance. I would also like to thank our valued major sponsors, The Phuket News, Arinara Bangtao Resort, Sunwing Bangtao Beach, Premier Best Western Bangtao Beach Resort & Spa and Asia Escape Holidays. Here’s to 2020 and more Fun in the Sun!”

Long scores fastest goal in Premier League history FOOTBALL AFP

S

outhampton striker Shane Long scored the fastest goal in Premier League history on Tuesday (Apr 23) after netting just 7.69 seconds into his side’s 1-1 draw at Watford, who snatched a point thanks to Andre Gray’s late equaliser. Long’s record-breaking goal came immediately after the kick-off when he blocked a clearance from Watford defender Craig Cathcart, allowing the Republic of Ireland international to dink a cool finish over Ben Foster. The 32-year-old’s effort surpassed the previous fastest Premier League goal, scored by Tottenham defender Ledley King in 9.9 seconds against Bradford in December 2000. “It’s a record, is it?” Long told Sky Sports News with a grin after the game. “Straight from the kick-off we wanted to put them under pressure. 99 times out of a hundred you block it and it doesn’t

work but this time it did.” Long’s historic goal, just his fourth this season, didn’t prove to be the winner at Vicarage Road after Gray’s 90th minute equaliser for the FA Cup finalists but nonetheless moved them six points from the relegation zone with three matches remaining. “It’s nice to have a record like that, but it would have been nicer if it was the winning goal,” Long added. King was watching Tottenham’s game against Brighton on Tuesday when he discovered that his 19-year record had been broken. After King’s goal, the next fastest strike in Premier League history was scored by Alan Shearer after 10.52 seconds for Newcastle against Manchester City in 2003. Christian Eriksen scored after 10.54 seconds for Tottenham against Manchester United last season. The strains of Elton John’s ‘Rocket Man’ had barely finished booming over the loudspeakers when Long gave Southampton lift-off.

@thephuketnews

The goal actually came from Watford’s kick-off as Roberto Pereyra played the ball from the centre-circle back to Cathcart some 40 yards from his own goal. As the centre-back attempted to clear up field, Long charged it down and raced through before lifting in his landmark goal. The Saints could have scored more with Nathan Redmond and Ryan Bertrand both hitting the woodwork. Redmond was also denied by a good save from Foster and Long headed two other presentable chances off target. Watford dominated after the break and Abdoulaye Doucoure attempted to convert a cross from Kiko Femenia but could only bundle the ball into Angus Gunn’s arms. Christian Kabasele felt he should have been awarded a penalty after a shove by Long in the area, but referee Mike Dean thought otherwise. Southampton could not hang on and Gray swept home from close range to lift Watford up to seventh and keep Hasenhuttl’s men looking over their shoulders a little longer.

loud, deep thud. Gasps from the grandstand. Then silence. With just seven minutes remaining in the final practice session for the Chinese Grand Prix, Thailand’s Alexander Albon lost control of his car at the exit of the final corner. He’d gotten too greedy on the throttle while riding the kerb, which spun him around and spat him backwards into the tyre wall in a 49G smash. In a cloud of gravel and broken bodywork the barrier launched him back onto the track, where his mangled Toro Rosso finally came to rest. He escaped unscathed, but the damage was too great to repair before qualifying. He’d expected to contend for the top 10, but now his Saturday had come to a sudden, violent halt. But in Formula One it’s how you bounce back from

your mistakes that defines you. Starting last from the pit lane, 23-year-old Albon executed a centimetre-perfect race of controlled aggression, making eight on-track passes and just a single pit stop – only four other drivers managed the same strategy – to finish 10th and score the final point of the race. It was a powerful performance in just his third grand prix, and it was his mental toughness in recovery that most impressed the paddock. But Albon is used to battling setbacks – indeed just to get to Formula One has been a six-year struggle against the odds after being dropped from the Red Bull Junior Team at the end of 2012. “It was always going to happen because the results weren’t good,” Albon admitted candidly to The Phuket News in Shanghai. “Truthfully speaking there was no reason for me to carry on another year in Red Bull, so I had to get ready for it. “It was a tough period, but

at the same time a really good experience mentally because you have that desire, that eagerness, to show everyone that I am good and I will come back strong.” The junior karting world champion managed to string together enough funding to recontest the European Formula Renault 2.0 series and commit to continue alone, and slowly he began rebuilding his momentum. He finished third in that series by 2014 and jumped to F1 support category GP3 in 2016, where he finished runner-up to Ferrari-backed Charles Leclerc. Two seasons in Formula Two re-established him as a junior contender, but even by 2018, when he took the title to the final round against eventual champion George Russell, the door to F1 remained closed to the young Thai racer. It wasn’t until a falling out between Toro Rosso and then driver Brendon Hartley that the sport came knocking again. “I was kind of having my best races at the end of the

year, which was doing my reputation very well… and to get the phone call was, ‘Oh, okay, here we go! This is what I’ve always wanted’. But getting to Formula One is one thing; doing enough to keep your seat is quite another, and as the last rookie to be signed for 2019, Albon arrived as the least prepared, having had none of the 2018 practice or testing of his contemporaries. “I didn’t have that chance,” he said. “If you’re already ahead in terms of you know what the switches are doing, you know all the toggles or the kind of feedback you need to be giving, then… you’ll be in a stronger position for it. “I felt very prepared out of the car… but there’s always that feeling of, ‘How’s it going to go?’, because it is a huge step.” Testing started ignominiously with a spin that beached him in the gravel – “That knocked the confidence down!” – but he quickly came to terms with his machine at the tricky Circuit de Barcelona-Catalunya

Indeed Albon has grown so quickly in confidence with the Toro Rosso STR14 that he’s had Kvyat’s measure on the balance of the three races to date, outqualifying and outracing him twice, scoring three points to the Russian’s one, culminating in his powerful Chinese Grand Prix drive. Of course the 21-race season is still young, but the signs are strong, and Albon already looks as though he belongs among F1’s exclusive ranks – so much so that the British-

dominated paddock continues to claim the dual British-Thai national as one of their own, in part because his father is a former racer. It’s an amusing sideshow surrounding a driver who flew under the radar for much of the preseason, but Alex is proud to race under the Thailand flag. “I chose Thai,” he said. “I see myself as a Thai – I’m very close to my mum and to my whole family in Thailand, I go there quite a lot, I’m Buddhist – I feel very much at home when I’m in Thailand. To me it was a choice.” Continued on page 30 thephuketnews
