he controversial mural painted on the walls of the historic Standard Chartered Bank building in Phuket Old Town is to be painted over by May 15. The mural on the old Standard Chartered Bank building is part of a collection of 12 murals being painted on various buildings around Phuket Town, Mr Wirachai explained “This project will go on until all 12 are f inished. The mural, featuring the enigmatic figure of “Mardi”, a child dressed in a rabbit outfit, was completed on April 9, but soon after local residents took to social media to either severely criticise or praise the design.

Man arrested for knifepoint robbery A 20-YEAR-OLD MAN wanted for robbery of a Family Mart convenience store in Phuket has been arrested with drugs after police spent four days hunting him down through CCTV footage. Phuket City Police led by Lt Col Somsak Thongkleang arrested Phattalung native Krittanai Maneechoti at 5:30pm on Tuesday (Apr 26). Krittanai, taken into custody in front of Khunthawat apartments in Soi Rassadaramlieg, off Thepkrasattri Rd, in Rassada, was found in possession of 760 grammes of kratom and 64 pills of alprazolam when police searched him and his motorbike. Among the items seized in making the arrest were Krittanai’s Honda Wave motorbike, clothing, a bag and a knife which police say he used in carrying out the robbery. Krittanai was wanted for robbery of the Family Mart store on the corner of Soi Patchanee-Bang Cheelao
and Thepkrasattri Rd at 3:55am last Friday (Apr 22), Col Somsak said. “We got a description of him and his getaway vehicle after we saw CCTV footage from the store that showed a male suspect armed with a knife approached the store clerk and then went behind the counter to empty the cash register,” he added. “While we were looking for the suspect in the area, an undercover officer noticed that Krittinai and his motorbike matched the description, so we approached him and searched his motorbike, where we found all items used during the robbery in a brown bag.” Krittinai confessed to the robbery, Col Somsak said. “He said he had spent all the money (B5,000) that he got from the robbery,” he added. Krittinai was taken to Phuket City Police Station and charged with robbery and possession of Category 5 and Category 2 drugs. Darawan Naknakhon
German man in Phu ket escaped with his life after his 38-year-old girlfriend stabbed him in the neck with scissors after she returned home early Wednesday morning (Apr 27) to allegedly find him with another woman. The girlfriend, Namphueng Munkerd, told police it was an act of self-defence. Axel Bernd Dannheimer, 56, arrived at Karon Police Station at 2am covered with blood to file a complaint against Namphueng, an Uttaradit native whose name means “honey”. He accused her of attacking him with scissors while he was asleep at their rented home in Soi Patak 14. Mr Dannheimer was taken to Patong Hospital shortly after while a team of officers led by Lt Col Asol Jiraksa launched a search for Namphueng. The search was short. She was waiting at the couple’s rented home when officers arrived.

German national Axel Bernd Dannheimer, 56, points to where he said the attack took place. Photos: Karon Police “There were traces of blood on one of her wrists and on scissors that we seized from her. She is facing a charge of assault causing injury,” said Lt Col Asol. According to Mr Dannheimer’s statement to police, Namphueng came home drunk and stabbed him in the neck with scissors while he was sleeping.
“My neck was bleeding and I ran out to neighbours and called for help,” he said. Namphueng told police that she had been living with Mr Dannheimer as husband and wife for five years. “She said that she and Mr Dannheimer went out drinking, but he came home first,” said Col Asol. “She said she got home 20
minutes after him and found him with another woman. She admitted she was angry and jealous and they got into a fight. “Ms Namphueng also claimed that Mr Dannheimer pushed her, so she grabbed whatever was nearby for protection,” he added. Namphueng was taken to Karon Police Station for further questioning, Col Asol confirmed. “After treatment for his injury, Mr Dannheimer was released from hospital this morning” he added.

Town). It is not from Phuket City Municipality.” However, he declined to reveal the amount. Phuket City Mayor Somjai Suwansupana told attendees about discussions held about removing the mural and said, “I regret having to delete the mural on the old Standard Chartered Bank building. I know the ‘So Phuket’ group wanted to do this for Phuket. “We will have to be more thoughtful when we consider other projects of this nature and will set up committees to discuss them. “Thank you everyone, thank you,” she concluded, clearly upset by the issue. Bangkok-based artist “Alex Face” told The Phuket News this week that he was not discouraged by the decision to have the Mardi mural removed from the bank’s walls. “I do not feel bad about it at all, but I would like to remove it by myself. This I will do before May 15,” he said. “For me, it has been a

Mr Rukkit’s mural is titled “Pigeon”. However, Mr Wirachai declined to reveal where the murals will be located. “If people knew before they saw them, then the murals wouldn’t be much of a surprise,” he said. thephuketnews

Cleanup underway T at Surin Beach T H E H UGE CLEA N U P operation to remove debris left over from the mass beach business demolition at Surin Beach last Wednesday (Apr 20) is underway. MaAnn Samran, head of the Cherng Talay Tambon Administration Organisation (OrBorTor), told The Phuket News that officials from his office were using heavy machinery to clean up the area and it is likely that the cleanup will be complete within a week. Mr MaAnn said, “Right now we have two backhoes supplied by the Phuket Provincial Administration Organisation (OrBorJor) and several six-wheeled trucks and cranes working on-site. “Most of the debris is large and cannot be moved by hand so we have had to rely on
heavy machines, which is a lot faster. Hopefully workers will finish the cleanup in one week. After all the debris has been cleared from the site we will clean up and resurface the land to make it attractive,” he said. “We did not put up signs to keep people out of the area as we believe residents and tourist know what is going on and not to come near the site. A few people have come close to the site, but only to take photos,” Mr MaAnn added. Phuket Vice Governor Chokdee Amornwat on April 19 noted that after the demolition, Surin Beach was to become a beach honouring HM The King and Queen known as Rajabhakti Park, a place of education for the future. he move to clear businesses from Phuket beachfronts continued on Wednesday (Apr 27) when officials began dismantling structures along Layan and Leypang beaches. The move follows the high-profile clearing of Surin Beach last week. However, officials began deconstructing the structures, instead of crushing them with large excavators as done in carrying out the Surin beach demolitions last Wednesday (Apr 22). “We cannot demolish the buildings here like we did at Surin, because at Surin Beach, the government was demolishing its own buildings, but here we have the right to remove the structures, but not destroy them,” explained MaAnn Samran, Chief of the Cherng Talay Tambon Administration Organisation (OrBorTor). The contingent of more than 100 officers at the site included Royal Thai Navy security personnel and police acting under orders of Phuket Provincial Police Deputy Commander Col Saman Chainarong. They started at 9am with Tony Restaurant, which has twice won court-approved postponements to its removal,
First to go was Tony Restaurant, which twice had won court-ordered postponements. in September and October last year. However, objections by Tony Restaurant owner Kanokpol Somrak delayed workers by only an hour before they began pulling down the restaurant. “Today eight shops will be removed at Leypang and Layan Beaches, and the first restaurant to go is Tony Restaurant because it the biggest among the eight,” said Vice Governor Chokdee Amornwat. “The owner, Kanokpol Somrak, showed up with legal documents and tried to stop officials from proceeding. He insisted that he had the right
to operate his restaurant while his case is being heard by the Administrative Court, but his attempt failed to stop the demolition after we reviewed his papers and talked to him,” V/Gov Chokdee added. Noopadon Juntanoo, an officer with the Cherng Talay (OrBorTor), explained to The Phuket News that Mr Kamol presented a court order preventing the demolition. “But that was outdated and superceded by the court’s decision to reject that appeal,” he said. Mr MaAnn added, “There are 10 businesses on Leypang Beach that will be removed,
but today we will remove only eight because appeals filed by two of businesses are still being heard by the Administrative Court. We have to wait 30 days for the court’s decision whether we can proceed. “The beach covers 178 rai, and after the demolitions are complete, the entire area will be left as a public beach,” Mr MaAnn said. “We are waiting for the Land Office to issue a public land document, or NorSorLor, specifically for this area so there will be no further arguments about whether or not this is public land,’ he added.

QUESTIONS & ANSWERS The Phuket News editor@classactmedia.co.th
Question I am a foreigner living in Phuket. I have seen several police boxes at different intersections across the island, but I have rarely seen an officer on duty at them. I am just wondering if any officers are assigned to work at any of these “watch boxes” and what is the responsibility of Traffic Police stationed at these intersections? – Anton, from Wichit
Answer Officers on duty at police boxes are responsible for controlling traffic signals at the intersection where they are located and generally making it more convenient for traffic to pass through the junction and ensure it is safe for pedestrians to cross the road at those locations. This includes directing traffic when necessary. These
Traffic proceeds past the police box at the Darasamuth Intersection. Photo: Tanyaluk Sakoot officers are also to respond to any accidents in the area if necessary, take complaints from residents, and help stop any suspects being pursued by any authorities. There are a lot of police boxes on the island. In Phuket Town alone, we have several, such as the one in front of Satree Phuket School, another in front of the District Office, and another one on Montri Rd. These police boxes also serve as rest stops for officers on patrol and can be
used as the “base” for police checkpoints. Normally only one to two officers are on duty at a police box at any one time. Each police box is under the responsibility of the nearest police station, and the number of officers stationed at each police box depends on how busy the intersection is and the staffing level at that the police station responsible. At some locations, officers work in shifts – from 7am to midday, midday to 6pm, and
from 6pm to 10pm. At other locations, officers are there only during rush hours. People can report crimes or any other incidents to officers stationed at these police boxes. This can make it faster for police to respond to situations. The officer may respond himself or call for other patrol officers to respond. – Pol Lt Col Teerawat Liamsuwan, Phuket City Traffic Police Chief and Deputy Superintendent of Phuket City Police Station.
Keep Songkran water play zones: Phuket Poll AUTHORITIES SHOULD keep the “water play zones” enforced on the island for celebrating the Thai New Year Songkran in traditional festive spirit, according to an online poll by The Phuket News. Each year authorities announce “water play zones”
for Songkran, with safety the primary reason given for delineating where people can – and cannot – enthusiastically join in the Thai New Year celebrations. To this, The Phuket News asked readers, “Should Songkran water play zones be regulated?”
A resounding 74 per cent of respondents to the poll voiced their support for waterplay zones, but differentiated on the extent and size of the zones to be used. “The entire island should be made a special zone with regulated behaviour – no exceptions,” said 24% of respondents. A further 25% voted, “Set zones with specific guidelines on behaviour, as is done now.” The most popular response, garnering 27% of all votes cast in the poll, called for different types of zones to be set to cater
to different people, namely to, “Set zones, but rate them differently as zones for families and zones for adults.” While support for waterplay zones gained huge support in the poll, 24% of respondents urged, “Abolish the zones – all normal laws regarding behaviour still apply during the holidays.” To see the full poll results, or to vote in our new poll, which asks “Should Phuket street art stay?”, visit ThePhuketNews.com and select Poll from the News menu. Phuket Airport remains on high security alert Eakkapop Tongtub editor@classactmedia.co.th
P
huket International Airport (PIA) officials have confirmed that airport security remains on the highest level of security (Level 3+) following a recent alert from Singapore about two Turkish nationals suspected of plotting an attack against Chinese interests on Thai soil, who might be in the Kingdom. Of the three names handed over by Singapore, only one, identified as Ali Yalcin, 36, was found to have entered and left Thailand in March. Further checks have found he had travelled with another Turkish national, Arif Yilmaz, 35, who was not on Singapore’s watch list. According to the immigration database, Mr Yalcin arrived at Don Mueang airport on March 18 from Singapore on an AirAsia flight and left for Cambodia on March 22. He re-entered the country on March 24 and left for Malaysia via Phuket International Airport on March 28. There was no record of a third entry.

Police and security on patrol at Phuket International Airport. Photo: Eakkapop Tongtub Phuket International Airport Director Monrudee Gettuphan said that security at the airport has remained at “Level 3+” since the attack of Brussels Airport. “During Songkran we continued to provide maximum security for tourists and will continue to be on high alert at Level 3+. At present we have no plan to lower it although we have not found anything suspicious or threatening,” she said.
“More officers have been assigned to patrol the entrance and exit to the airport, and officers are conducting checks on vehicles entering the car park building since the bomb in Brussels,” she added. “Security patrols through the departure and arrival halls have been increased and the only vehicles allowed to approach the terminal are those picking up or dropping off passengers,” Ms Monrudee said.
Student, 16, dies as pickup slides on wet road, hits tree A 16-YEAR-OLD PHUKET student was killed when a pickup truck slid off a rainsoaked road and slammed into a tree in Takua Thung, north of Phuket, last week. The student, Attapinya Jonpleaw, was launched through the windscreen in the impact, at the “Phangchang curve” on Phetkasem Rd in Kalai subdistrict, on April 20. When police arrived shortly after 8:30pm, she was unconscious and unresponsive, lying on the road about one metre away from the wreckage. She was pronounced dead on arrival at Phang Nga Hospital. Police declined to name the school Attapinya attended, only referring to it as “a well known school in Phuket”. Capt Ekkapop Phuthong of the Takua Thung Police said a medical unit from Phang Nga Hospital, Kalai village headman Chakkrich Ngandee and rescue workers were already at the scene when officers arrived. “The wrecked Toyota pickup truck was on its roof, its windscreen broken and other debris was scattered all over the road,” Capt Ekkapop said. “Five victims were still @thephuketnews

The driver of the pickup, 25-year-old Siripong Yongkana, suffered injuries to his chest and right leg, while 23-yearold Lapasarada Soda, listed as a teacher at a government school in Phuket, suffered a broken right hip. “The three other passengers suffered only minor injuries,” Capt Eakkapop noted, adding that all five were taken to Phang Nga Hospital for treatment. “Mr Siripong explained that all five in the vehicle were relatives of his. They had left Phuket and were travelling to Nakhon Sri Thammarat to
prepare for a ceremony for Mr Siripong to be ordained as a Buddhist monk on Saturday (Apr 23),” Capt Ekkapop said. “He said it was raining hard when they reached the curve. He lost control of the vehicle on the wet road and crashed into a tree on the central reservation. “The impact caused Attapinya, who was sitting on the back seat, to plunge through the windscreen,” he said. Capt Ekkapop confirmed that no charges have been pressed at this time. “We are collecting evidence and waiting to question all the surviving passengers before we can conclude our investigation,” he said. Airport Immigration Chief Col Supachok Yongstar added that officers will ramp up security. “We will keep an eye on these groups and will work with local police and military on the island to help with security patrolling,” he said. “About 10,000 foreigners are arriving per day and the same number for departures. However, we will increase patrol officers and will keep working diligently,” he said.
T H E SIGH T I NG OF A four-metre-long whale shark off Naiyang Beach, Phuket’s northwest coast, on Monday (Apr 25) has inspired confidence in the quality of the marine natural resources in the area. Phuket International Airport security personnel Chana Wongthanawiruth reported the whale shark was spotted about two kilometres from the runway at about 5pm while he was teaching trainees on how to operate a boat. “We were excited when we saw the whale shark break the surface of the water to catch small fish. It stayed on the surface for a bit before it dived. I think it was frightened by the sound of the boat’s engine,” he said.
“It has been a long time since we spotted a whale shark off Naiyang Beach,” said Mr Chana, who hails from a local Naiyang family. “The last spotting was 30 years ago, but it was dead. It was trapped in a fishnet before the body washed onto the beach,” Mr Chana said. “Today we saw a live one, which is a good sign. It lets us know that natural resources in these area are abundant. We are starting to see coral, sea turtles or other marine animals that we hardly see in this area,” he added. Mr Chana expressed concern that the whale shark spotted on Monday might be harmed, accidentally or otherwise, by people in the area. Darawan Naknakhon

Talks dim sea gypsies’ hopes Darawan Naknakhon editor@classactmedia.co.th
M
ore than 100 sea gypsies gathered outside Phuket Provincial Hall on Tuesday (Apr 26) as their fellow indigenous villagers attended talks with Army officers and Governor Chamroen Tipayapongtada about their impending eviction from parts of the sea gypsy village in Rawai. The first order of business was to allay fears that sea gypsies had been called in for “attitude adjustment”. Present for the talks was Tianjai Deetas, from the National Human Right Commission (NHRC). Maj Gen Teenachat Jindangern, commander of Royal Thai Army’s 41st Military Circle, said a letter issued earlier this month was “only a request” for the people named in the letter to present themselves to the ISOC Region 4 Army base in Nakhon Sri Thammarat province. “The letters were only written requests to gain information in order to end the dispute with Baron World Trade Co Ltd, which is moving ahead with its claim to land alongside the sea gypsy
village,” Gen Teenachat told The Phuket News. The letters, issued on April 1, named 10 Rawai sea gypsies and two “activists” who took part in a demonstration in Rawai on January 27 that stifled attempts by workers to proceed with clearing the site. The letters also pointed out that participation in the protest was in defiance of the National Council for Peace and Order (NCPO) ban on political congregations. “So we made it clear today that the letter was not a demand for them to report to us,” Gen Teenachat said. “We only need some information regarding the issue so we can help to resolve it. “We talked to villagers and explained to them our intention. We only want to talk to them so we understand each other. We want to hear from the point of view from the sea gypsy villagers. We want to know what they really want, what kind of life they expect to have. “We have heard enough from others and officials reports of what is best for them. Today, we want to hear from the villagers themselves. Today, we gained enough information about their livelihood and what they want, but to end

We do not want to see any conflict between villagers and the developer (Baron World Trade). We will have a meeting with representative from Baron World Trade again within this month.” Gen Teenachat said. Sea gypsy Niran Yangpan

Regardless, Gov Chamroen pointed out that the sea gypsies were likely running out of time, and options, in defending their claims to land in their village. “This problem has been going on for years. Regarding claims by private landowners to 19 rai in the village, the landowners have legal documents to prove their claims to the land and the dispute has been in heard in the courts for years, with more than 30 cases under review,” he said. “So far the court has ruled

said he was shocked to be named in the letter. “My actions represented all villagers who wanted to exercise their rights,” he said. Mr Niran explained to The Phuket News that the 12 named were unable to comply with the request to present themselves to the Army base in Nakhon Sri Thammarat on April 22 as the village was holding a religious ceremony on that day. “We asked to meet on a different day, and so the Army wanted to meet us today,” he said.

Gen Teenchat agreed. “Their cases have been heard in court and we respect the court’s decision. We are not here to change that, but only to maintain the peace,” he said. Gov Chamroen also assured that maintaining peace and order was the government’s top priority. “That’s why the Army is here to hold talks today and we report all developments to the Interior Ministry and other departments involved in this issue,” he said. The Governor highlighted that 45 rai had been set aside in Rassada, north of Phuket Town, for sea gypsies in Rawai to move to if a court judgement rules against them. “We even proposed that the government buy the disputed land for the villagers if they didn’t want to move. I understand it is hard for villagers to move out of the area and resettle somewhere else that does not have access to the sea, but there is little we can do. Everything must be done according to the law,” he maintained.

making the arrest, police seized a Honda car valued at more than B300,000, Maj Sitthichai said. Parichat Aksorn, 39, was found in possession of 55.56g of ya ice, while Chaiyut Sangthong, 27, was found in possession of 43.27g of ya ice, he added. The other arrests were listed as : • Suksan Salee, 29, possession of ya ice (7.65g) • Boonpreuk Boonjitmonkon, 25, possession of ya ice (4.03g) • Komson Thitkratok, 26, possession of ya ice (2.82g) • Thanakon Chantaboon, 37, possession of ya ice (1.78g) • Thawatchai Aphichai, 41, possession of ya ice (1.5g) • Sakdina Seena, 37, possession of ya ice (650mg) • Neng So (Myanmar na-
tional), 23, possession of ya ice (450g) • Prinda Parakan, 29, possession of ya ice (420mg) • Jarat Feungsuwan, 36, possession of ya ice (590mg) and marijuana (31.42g) • Sornrasit Isarasereetham, 37, possession of marijuana (12.91g) and a handmade handgun (Thai Pradit) • Suthep Sangthong, 28, possession of marijuana (1.96g) “Some of the suspects have been charged already, but some of them we are still questioning,” said Maj Sitthichai. All suspects except Suksan were taken to Phuket City Police Station for questioning and to be charged. Suksan was taken to Chalong Police Station. Eakkapop Thongtub

Authorities then expanded their net, bringing their investigation further up the supply line, and collaborating with counterparts in Phuket’s Muang District, who organised a task force led by Muang District Chief Suphot Chanakit, defence clerks Wiratdet Boonreuankhao and Somsak Saengkaew, along with district admin clerk and chief of the district’s security division, Samran Yukhunthorn. The task force set up a sting op in the parking lot of the main SuperCheap store in
Rassada, where they seized half a kilo of bricked Thai weed from 24-year-old Nitti Namkul. A search of Mr Nitt’s residence in Rassada uncovered an additional kilo of bricked weed, bringing the reported seizure to 1.56 kilos. Authorities didn’t end their investigation there, and proceeded to arrest 50-year-old Noom Toom-ong with 9.66g of crystal meth stashed at a bus garage at Laem Hin in Koh Kaew subdistrict. Mr Nitti was charged with possession of a Category 5 drug (marijuana) with intent to sell, while Mr Noom was charged for possession of a Category 1 drug (crystal meth) with intent to sell. “The total cost for this project is B1.2 million. It was launched last year with many activities including removing the ruined coral, cleaning them and returning them to the sea to create the foundation for the new artificial reef,” he said. “We had divers picking up rubbish and workers setting up mooring buoys. Last year we planted 150 cubes of artificial reef in one rai and today we have added another 120 blocks of artificial reef to the rest of the area,” he said.

ruined by global warming, coral bleaching, increasing numbers of crown-of-thorns starfish which feed on coral, but worse of all it was ruined by the 2004 Tsunami, debris from construction sites and water pollution released into the sea,” he said. Mr Paitoon explained that with the help of Emerald Bay Villa Co and Emerald Resort and Spa, which have tourism businesses in Patong, officials have managed to complete the artificial reef project.
MORE THAN 1.5 KILOgrammes of compacted, dried cannabis and just under 10 grammes of crystal meth have changed hands from local dealers to Phuket authorities following recent seizures and arrests. Phuket police last Saturday (April 23) announced their latest drug suppression progress, credited to two separate teams between the hours of 4:30pm and 11pm the previous evening. The initial ar rest, of 2 0 -y e a r- o l d P a n u p o n g Chuchaat, was executed by a mixed task force comprising Thalang police officers and civil defence volunteers from the district’s Stability Division, headed by district chief administrative officers (Palad) Seereepong Leeprasit and Danai Jaikaeng. Authorities were tipped off that Panupong had been selling small bags of marijuana to local teens and proceeded to stage a sting operation by luring the suspected dealer with a B200 purchase at the young man’s house in Thepkrasattri’s Moo 2. At the suspect’s house, officers made an initial seizure of two small bags of weed, and proceeded to search the house, in which they found and seized 18 more bags of

Staking claim in paradise If Phuket’s long and documented history of land “development” (read “stake claim, evict and build”) is any kind of precedence, then one can induce that it is only inevitable influential land “owners” will ultimately prevail in upholding claims to 19 rai of private land in Rawai occupied and contested by sea gypsies. The sea gypsies, who have built a strong case to remain on the land they have called home for decades, if not centuries – thanks in great part to a revealing investigation by the Department of Special Investigations (DSI) (which included DNA, half-centuryold school record and aerial photo evidence) – have so far failed to convince courts, who have continued to rule in favor of investors’ claims that existing land titles were legitimately issued. It appears the local govern-
ment, and now military, fully intend to uphold and enforce the courts’ judgement – which have yet to put much, if any, weight on DSI revelations – the writing on the wall is getting clearer by the week for the Rawai sea gypsy community, who may just have to throw in the towel (see story on page 6). Many readers of The Phuket Ne ws followi ng this story have continued to express outrage, not only over the fact that an ethnic community may be coerced to concede and relocate, ultimately to make way for yet more private real estate offerings (in what is arguably already an oversaturated market), but also over the fact that scrutiny in issuing land documents of the Rawai land in question has not been as meticulous as that in cases where titles were allegedly issued on public land – in the case of Sirinath
National Park, for example, where aerial photography was deemed sufficient to arbitrate the legality of deeds. While the fate of Rawai sea gypsy villages, and anticipated developments, now lies with the Supreme Court, considering the recent tone of the Governor and military, The Phuket News would be surprised if the sea gypsies’ claims were to be recognized. ‘Tis the nature of our paradise: every road, house, condo, estate, shop, golf course, showroom, mall – each of these ‘private’ places used and occupied for personal benefit, has its own unique-but-similar stor y, usually involving questionable stakeholders and vague paper trails, ultimately legitimised through diligence, money, inf luence – or all of the above. Welcome to Phuket, please stake with care.

HAVE YOUR SAY Reckless rain to blame vRe: Phuket light rain blamed for five-vehicle pile-up Why do not press charges against the rain? Jome Ha Ha. Wet road. They have monsoons every year and they blame a wet road. Nothing to do with driving to fast (as usual) or too close (as usual) in the light shower. No wonder Phuket is losing tourists. If they don’t get killed going to and from the airports they sure will if they get in a tour bus, speed boat or use any thing involving a Thai driver on Phuket’s roads. Before this was news but now it’s become a joke. I am shocked bad brakes were not used. I guess some water makes for a variation of excuse for bad driving as usual. simon01 Yet again, it’s the “rain’s fault” not driving too fast for the road conditions, of course not! Never the drivers fault, they shouldn’t be allowed driving licenses, the whole country needs educating on how to drive because the driving test is obviously not
geared to explaining these issues that in rain you need to leave a 4 second gap between vehicles, 2 seconds in the dry, “Only a fool breaks the 2 second rule” that was educated into us! malczx7r Blame anything but the way they drive. Light rain caused it, yeah right, he hit the back of another vehicle then ‘flew ‘ across the median strip to hit another one, but of course he wasn’t speeding , or travelling too close, or using his phone or, or, or, or. No, it was definitely the light rain.. it will be a crazy time when the heavy rain comes! Marklouisw

No sympathy for either side Re: Army calls sea gypsies in for eviction dialogue You make it sound like some ancient Amazon tribe being burned out of their tribal hunting grounds by big oil development. It isn’t. I have been to this Sea gypsie village...lazy people sitting around freeloading and making a disgusting mess. We were there in the afternoon and there was nothing but lazy-ass people literally laying around sleeping on the floor. There is no evidence of pride and responsible stewardship of the
land... just bums and freeloaders with no respect for themselves or the land... another case of Thai entitlement. With that said, I also have no confidence that the Baron project will be anything other than another ... unimaginative development ... and as long as the gypsies remain in the area, it will be plagued by trash, litter and lots of unsavory-looking bums hanging around. Court turns down DSI warrant request BANGKOK THE CRIMINAL COURT on Tuesday (Apr 26) rejected the Department of Special Investigation’s request to arrest Phra Dhammajayo for failing to acknowledge charges in the Klongchan Credit Union Cooperative embezzlement case, saying he was not a flight risk. Lt Col Pakorn Sucheewakul, head of the DSI’s Finance and Banking Office, said investigators would summon the abbot of Wat Dhammakaya for the third time within 15 days following the court’s decision. Samphan Sermcheep, Phra Dhammajayo’s lawyer, said his legal team may consider suing the DSI investigators for
malfeasance. He alleged the agency’s request for the arrest warrant of Phra Dhammajayo was illegal. Mr Samphan earlier filed a petition with the Criminal Court to block the DSI’s warrant after investigators said on Monday they would seek the warrant for Phra Dhammajayo’s arrest on Tuesday E a r l ie r, t h e d e p a r tment summoned the monk to hear the charges twice but he sought a delay, citing religious duties and poor health. he Department of National Parks, Wildlife and Plant Conservation insists the zoo licence granted to the tiger temple in Kanchanaburi province was done legally. Adisorn Noochdamrong, the department’s deputy chief, said Wat Pa Luang Ta Maha Bua, known as the Tiger Temple, had set up a company, the Tiger Temple Co, to run the zoo. It submitted a request to the department in February to set up the private zoo and applied for the required licences. He was responding to the Wildlife Friends Foundation Thailand, which has criticised the department for granting the zoo license despite the fact the temple has faced legal troubles over wildlife in its possession, including tigers. The activist group has petitioned the Central Administrative Court to withdraw the zoo permit. “The court has not yet is-
Speeding Benz driver slammed with 8 charges AYUTTHAYA PARENTS OF TWO POSTgraduate students killed in a collision with a speeding Mercedes-Benz last month said they were disappointed that premeditated murder was not among the eight charges brought against driver Janepob Veeraporn on Tuesday (Apr 26). Travelling at very high speed, Janepob’s Mercedes slammed into the back of a Ford transporting Thanthaphat Horsaengchai, 34, and Kritsana Thaworn, 32, on March 13. Both were killed when their compact burst into flames on Phahon Yothin Road in Ayutthaya’s Bang Pa-in district. Police questioned 54 witnesses and handed their completed investigative report to Region 1 prosecutors today. Deputy national police chief Pongsapat Pongcharoen said investigators were confident Janepob would be convicted based on solid evidence. Gen Pongsapat added that the defendant has been informed of the charges. Janepob remains free on bail until the court rules on bail for a requested fourth round of detention. The parents of the two higher-education students had tried to get police to charge
Janepob with premeditated murder, arguing that he would have known that his car would kill someone if he crashed while travelling at the 215-257 kilometres per hour he was charged with. The maximum urban speed limit in is 60kph while major highway and rural roads have limits of 90-120kph. Stunted by poverty
Thai village children whose parents leave for Bangkok ISAAN
W
ith a bit of luck e ig h t-ye a r- ol d Chayanit will see her mother twice this year. The little girl has been raised by her grandparents for most of her life after her mother left their rural village to find work in Bangkok, Thailand’s economic nucleus. A tide of internal migration has left three million Thai children growing up in similar circumstances and experts fear the phenomenon is incubating a social crisis. Grinning widely as she plays with a top knot in her hair, Chayanit says she is happy with village life in Thailand’s Isaan region. Her smile fades as the conversation turns to her family set-up, an arrangement shaped by economic realities in a rice-farming region where work is scarce and wages low. “I like being with my grandparents, but I miss my mum. I can’t go to see her and
Eight-year-old Chayanit with her grandmother, Ms Chanpen Uthachan. Photo: AFP she can only come here every six months,” she says. Her mother has an office job in Bangkok and sends back monthly remittances of around B3-4,000. Poor but populous Isaan has for decades seen its families split by migration. An estimated 30 per cent of the region’s under-18s are the children of migrant workers, most of whom leave for
several years at a time, returning only for annual holidays. The exodus “has been normalised” by Thai society, explains Aree Jampaklay, of the Institute for Population and Social Research (IPSR), at Mahidol University, who has led pioneering studies on the issue in conjunction with UNICEF. It is laden with risk, their research indicates that Thai
children living without their parents are prone to being poorly nourished, and suffer from developmental and behavioural issues. Those factors are particularly damaging in Isaan, where deprivation has been compounded by an ongoing drought. The region has several of Thailand’s poorest provinces and its schools already turn out some of its worst-performing students. It has long been the epicentre of political opposition to the elites of Bangkok. Baan Dau in Ubon Ratchanthani province is much like any other Isaan village: the tallest building is an ornate Buddhist temple, chickens flit between yards while a tiny shop serves a close-knit community cocooned by rice fields. It is also nearly completely devoid of working age adults. Most have gone to Bangkok, a sprawling metropolis of some eight million that dwarfs all other Thai cities and where a taxi driver can make several times the monthly wage of a farmer.
“Eighty, maybe 90 per cent of the households have grandparents raising the children,” says Chayanit’s grandmother Chanpen Uthachan, 70. “There is no work here, so my children have all moved to Bangkok.” Chanpen and her husband Prajak, also in his 70s, care for the girl and her five-year-old brother Kittipop. While there is no shortage of love, Chanpen says she has less energy than when she raised her own offspring. “It’s hard especially when they are sick and I have to stay up all night,” she laments. It’s not just home life that suffers. Local teachers say rural children without parents struggle to concentrate and as a result score lower in literacy and numeracy than their urban peers. Bangkok, which hoards Thailand’s wealth and political power, has for generations pulled in poor rural migrants, but the topic of what happens to the children left behind is not widely discussed. “The research is starting to show that this will affect the children’s future and therefore the future of the country,” explains Aree, the academic. Children aged between eight and 15 were significantly “less happy, less responsible and less confident” than those brought up by their parents. Worse still, infants’ language and social skills suffer. “Children are less exposed to activities that stimulate them such as reading, storytelling or games,” she said, explaining the rural elderly are often poorly educated themselves. In addition, the absence of breast-feeding and a poor awareness of a children’s di-
etary requirements also means many suffer stunted growth. The issue amounts to a poverty trap, explains Thomas Davin UNICEF’s Thailand representative, as migrants doggedly trying to remedy their situation end up undercutting their children’s lives. “The poor become poorer... the cycle of vulnerability repeats itself,” Davin adds. Boosting rural economic growth to encourage parents to stay and overhauling the country’s education system are among the long-term solutions, while UNICEF is also working with the government to give monthly support payments to poor families with young children. Policy implementation is rarely simple in Thailand, a country whose recent history is saturated with coups and political unrest. Policies involving Isaan are often highly charged. When they are allowed to vote, Isaan’s people do so for parties allied to billionaire ex-premier Thaksin Shinawatra, whom they laud for recognising their challenges and aspirations, but who is hated by the Bangkokcentric elite for his populist appeal. But it is the distance from his two young sons, not the politics of poverty, that preoccupy Assani Laocharoen, an Isaan migrant who works in Bangkok delivering furniture. Outside a squat, scruffy block of f lats for migrant workers he says he can make it home only twice a year. “I miss my kids so much. I just want to live with them, hug, kiss and hang out with them,” he said. AFP

Rising from the rubble Nepal’s quake-hit ghost village starts to be rebuilt NEPAL
L
angtang in Nepal is now little more than a graveyard. The once tranquil mountain village was obliterated last April when a massive earthquake shattered a glacier, raining tonnes of ice, snow and rock down into the valley below, where hundreds of bodies still lie buried. Nepal’s Rasuwa district scientists estimate the avalanche hit the ground with enough force to cause a blast more than half the strength of the nuclear bomb dropped on Hiroshima, making it a miracle that anyone survived. Those who did are starting to make a hesitant return. Still struggling to come to terms with their loss, unable to forget the horror, they are nonetheless attempting to rebuild their lives. All lost loved ones in the disaster, which killed 283 Nepalis and 43 foreign visitors in a village whose bucolic charm attracted thousands of trekkers every year. Many of the bodies were buried too deep under the debris ever to be found. Suppa Tamang, who lost dozens of relatives including his second wife and 13-yearold son, was among the first of the villagers who started to return last month. “I can’t account for our losses, so many people have died, nothing is left... still, we have to find a way forward,” he said tearfully. Tarp-covered shelters and a handful of construction sites now dot a landscape that was once home to more than 60 thriving guesthouses, two of them Tamang’s. Frustrated by the government’s slowness in disbursing

Photo: Jiji/AFP a promised $2,000 (B70,214) in aid, a few villagers have begun rebuilding on their own – a daunting task in a remote Himalayan valley accessible only on foot or by helicopter. “It is all so difficult and so costly – we can use mules and porters for cement and food rations, but we have to pay hundreds of dollars to helicopter companies to bring metal rods, plywood and glass panes,” said Tamang. “My biggest fear is that Langtang will collapse unless people like us come back, rebuild and encourage our young to return home.” After the avalanche Langtang residents set up camp in a Tibetan Buddhist monastery in Kathmandu until authorities deemed it safe for them to return. But the heat and dust of the
capital left villagers yearning for their serene, high-altitude homeland. The small Buddhist community that crossed over from Tibet and settled here hundreds of years ago relied on yak herding and farming for its livelihood until tourism transformed the local economy. Despite an influx of visitors, villagers held on to their own cultural and religious practices, building traditional stone guesthouses with carved wooden windows and speaking a local variant of Tibetan. The extent of the destruction wreaked by the avalanche shocked even experts – among them hydrologist Walter Immerzeel, who went to Langtang last October to study its impact. “So much ice and debris came down the mountain – when you consider the total mass and compute the speed
and the altitude from where it (the avalanche) originated, we estimated that the amount of energy that would have been released would have been equivalent to the energy from 7.6 kilotons of TNT,” said Immerzeel, assistant professor at Utrecht University in the Netherlands. That is more than half the amount of energy released by the nuclear bomb dropped on Hiroshima in 1945. Chiring Chokpa Lama recently opened Langtang’s first new guesthouse – a humble affair with tin and plywood walls and windows made of thin plastic sheets – taking a brave step forward even as painful memories continue to haunt her. Lama was at home with her 21-year-old daughter, Nangse, when the avalanche struck, burying them both.
“As we ran, everything got covered by snow, rocks and debris. It buried us as well,” she recalled. “It came down with such force, took away so many people. We never found them again.” Hours passed as Lama and her daughter screamed for help. A relative eventually dug her out but arrived too late to save Nangse. Dazed by grief, she finally gathered up the courage to return to Langtang with her husband, leaving their two other children in Kathmandu, where they are studying. “We have lived here for generations, everyone we ever loved lived in this valley,” Lama said. “We had to come back. There is nowhere else to go.” For many in this devout, close-knit community, the
future remains uncertain, shadowed by sorrow and anxiety. At 61, yak herder Nurpu Tamang faces a lonely life, set adrift after the avalanche killed everyone in his family, including three grandchildren. “It was the worst day in the world, I had never seen anything like it before,” said Tamang, now living in a temporary shelter in a nearby village. For months, he woke up thinking his loved ones were still alive before realising that his nightmare was real. “I never found their bodies... and I feel like their ghosts are still here, it makes it very hard for me to think about building another home here,” he said. “It’s been a year but I haven’t learned to live without them.” AFP

Cooking up a future, inside UNITED KINGDOM
W
ith its leather chairs, glass tables and London prices, The Clink seems like any other restaurant. But the cutlery is plastic, the kitchen knives are kept locked up and the view from the window is of barbed wire. Located inside Brixton Prison in south London, The Clink lies behind three security gates in a courtyard ringed by high fences, and is staffed by inmates serving lunch each day to up to 120 members of the public. “Prison is the worst experience of my life. This has saved me, it’s kept me sane,” said Matt, a trainee in the kitchen for the past nine months. Outside, the 45-year-old ran his own construction business. Inside, he prepares dishes such as sesame coated duck breast with bok choy, priced at £14.95 (B756). Today, Matt is one of half a dozen white-clad cooks taking part in a master-class with Gilles Quillot, head chef at the French embassy in London. “I was a bit nervous at the idea of coming into a prison,
The Clink restaurant inside Brixton Prison uses plastic cutlery. Photo: Alice Ritchie/AFP as you would imagine,” said Quillot, as he showed one of the trainees how to prepare white asparagus. “But I have to say that the guys have been absolutely fantastic... I’ve already offered a job to one or two!” Quillot was visiting ahead of the upcoming “Gout de France” (Good France) event, when The Clink will join restaurants around the world in a celebration of French food promoted by the French government. “To be a good cook, it’s simple – you have to enjoy
giving to others,” he said. “So cooking is obviously a good idea for rehabilitation.” The Clink is one of four such restaurants run by a charity which aims to give inmates the skills and qualifications needed to start a new life when they are released. They claim to have cut reoffending rates from about one in two prisoners nationally, to one in eight graduates. But for many trainees, the scheme is as much about helping them survive their time inside. Built in 1819, Brixton is
one of Britain’s oldest prisons with former inmates including Mick Jagger – in 1967 following a drugs bust – and the notorious London gangsters, the Kray twins. These days the jail is focused more on getting its 800-odd low-risk prisoners ready for release, sending some out into the community every day to work. Prison governor Giles Mason says the restaurant, which opened in 2014, is “a really good part of what we do at Brixton” – and insists that no
risks are taken when it comes to public safety. The tables are neatly laid with black plastic cutlery, and the knives in the kitchen have to be signed in and out. There is no alcohol, and customers have to leave their phones and laptops outside. “You don’t feel like you’re in a prison when you’re in here,” said Mohammed, a 23-year-old waiter who is working towards a qualification in hospitality. Another waiter, Jamie, is a roofer by trade who has been
in and out of 17 prisons in the last decade. He said his experience serving the public has boosted his confidence. “I’ve given myself a second chance,” he said. Quillot praises the wellequipped kitchen, but rehabilitation efforts at Brixton are hampered by the prison’s age, with inspectors reporting cramped and often grim conditions. “It’s horrible,” said Lancelot, as he expertly rolls risotto balls to make arancini. “That’s why I love it in here. I get away from all the animosity out there.” Before he was sent to jail, the 59-year-old ran his own takeaway business serving traditional West Indian food. Goat curry was his speciality, and he grins at the memory of it. “This is really out of my comfort zone!” he laughs, holding out a ball of rice. “But I’m gettin’ perfect.” He looks over to watch Quillot plate up a starter of pan-fried scallops over a bed of broad beans and chorizo. The trainee cooks jostle each other to try the dish, but Lancelot makes a face. “Not my kinda thing,” he said. AFP

Wayward Madrid dog owners to be made to clean streets SPAIN DOG OW NERS IN THE Spanish capital who do not pick up their pet’s mess could be made to work as street cleaners under a “shock plan” against dog poo unveiled this week by Madrid city hall. Municipal police will test the scheme in the two city districts where the biggest concentration of dog droppings have been found, city hall said in a statement. Dog owners who do not clean up after their pets will be fined up to 1,500 euros (B59,437) or they will have the option to perform street
cleaning duties for a few days as a substitute, it added. Madrid city hall said “there is still excrement in the streets, parks and other places” despite “repeated public awareness campaigns” and the distribution of millions of free bags to collect dog poo. “The municipality has prepared a shock plan against these infractions which will start to be deployed shortly in two districts,” it added. Several Spanish cities have come up with creative ways to crack down on dog droppings in recent years. Last year the north-eastern city of Tarragona announced
it would use DNA analysis of dog droppings to track down owners who fail to clean up after them. During a brief period in 2013 the town of Brunete near Madrid delivered dog poo back to the homes of pet owners who left it behind, in boxes marked “Lost Property”. Volunteers would strike up conversations with unsuspecting, offending pet owners after their pooch had done its business to obtain its name and species, which would then allow officials to identify them and find their address from a registered pet database. When homes become hotels The unsettling state of the law for renting out your own property Jerrold Kippen Tax & Law Expert Duensing Kippen
L
ocal authorities recently promised to “crack down” on illegal ho tels. If you are a homeowner in Thailand you may think this does not concern you. However, if you are renting out your house or condo – or if you are using a company to own it and are staying in it yourself – this does indeed concern you. Local authorities are em powered under two laws to regulate and tax you in such cases: 1) the Hotel Act; and 2) the House and Land Tax Act. Hotel Act The Hotel Act (2008) definesa ny place that provides accom modation for less than a period of one month in exchange for payment as a “Hotel”, regulated by the Hotel Act, and requires a hotel licence. There is a limited excep tion to this. A licence is not required if: 1) the said place has less than five rooms; and 2) cannot accommodate over 20 guests at a time; and 3) the income being earned for such is merely “additional income”. However, even in this case the owner must report such accommodation activity to the relevant local authorities. Anyone who operates a “Hotel” without a licence is liable to: a) a fine of up to B20,000; plus b) a fine of up to B10,000 per day of such illicit opera tion; and c) imprisonment of up to one year (in the case of a company, the person subject to such imprisonment would be the director).
A property legally deemed to be a hotel or rental accommodation can leave a big bill to pay. Photo: Tanyaluk Sakoot House and Land Tax Act If you or your company own a condominium unit or villa here in Thailand that was used – even if only for one day – by someone other than its legal owner with or without you having received rental income, then you or your company have incurred liability under the House and Land Tax Act (1932) (HLT). The HLT tax is imposed on the owner of such structures if they receive, or should have received, rental income. And the HTL tax is one of the few taxes that localities, rather than the national revenue authorities, are empowered to collect. However, and very im portantly, “houses or other structures inhabited by the owners thereof…” are exempt from the HLT tax. The amount of HLT tax is 12.5% of an amount equal to the annual “rental value.” It is calculated based on the total annual rental value of the fore going year. The annual “rental
value” is defined as the “sum for which the property might reasonably be expected to be let from year to year. When there is a lease, the rent is the basis of the annual value…” Thus, if you allow an ac quaintance to stay in your villa or condominium without you for a few days, the authorities have the discretion to deter mine that you did, or should have, charged rent. They may then charge you an amount equivalent to 12.5% of total amount of money that they think you did, or could have, earned by renting it during the entire preceding year. To make this clear, if your property is subject to assess able rental income for even one day, then the HLT tax payable is 12.5% of the total rental value for the entire year. Any owner of property subject to HLT tax is required to submit their official dec laration of the annual rental value of the property for the foregoing year within 30 days after having received notice

from the relevant authorities (or within the time frame out lined in the same notification). The relevant local authori ties may then use this informa tion to determine the annual rental value of the property and the amount of tax to be paid. However, if the local au thorities do not agree with the rental value figures submitted, or if no figures are submitted, they are empowered to assess and assign the rental value themselves. Such assessment may be appealed if the owner submit ted their official declaration. But not doing so means the right to appeal the assessment is waived. Failure to file the official declaration or providing false information, or doing so in order to evade the proper cal culation of the annual value, is punishable by fines, imprison ment, or both. Liability for companies There are exemptions from the
tax under the HLT. The most common is found under Sec tion 10 and is applicable if the houses or condo is inhabited by either: a) an agent (of the com pany) to protect the place; or b) the owners thereof. One might presume that one or both of these exemptions apply where the director of the company is the one staying in the house or condo. After all, isn’t it the director of a com pany legally obliged to protect the company’s property? Unfortunately, the Su preme Court in 2006 did not concur with this reasoning (ruling 1410/2549). Instead, the Supreme Court held that an “agent to protect the place” requires that the agent be actually assigned to protect the building and not just al lowed to live there. Thus, according to the Supreme Court a company owning a structure and having its legal representative residing in the building for dwelling purposes is not eligible to that part of
the Section 10 exemption. Alternatively, one might presume that the other Section 10 exemption should apply to a company’s director. After all, isn’t the director basically the company itself with regard to interacting with third parties. Isn’t the director staying in the building owned by the company the same thing as the owner of the building staying there itself? Again, unfortunately, the Supreme Court in 2007 said “no” (ruling 689/2550). The Supreme Court reasoned that a company can use a structure it owns as a registered address or in the course of its business and therefore it does not need its director to stay there. Moreover, said the Court, since the director is a distinct legal entity from the company, the director living in the build ing is not the same as the company living in the build ing. Therefore, the “owner” exemption provided under Section 10 of the HLT also does not apply to such a case. Thus, if any company – whether Thai or offshore – owns a house or condo in Thailand and someone, including the director, stays there even for one day, that company will be liable to pay HLT tax. In closing, it should also be noted that the HLT tax is not the only tax applicable to such use of a building owned by a company. Rental income tax is also payable and assessable by the Revenue Department under the Revenue Code. International tourist numbers surge 15% TTR Weekly
First-home buyers will not be taxed for properties under B50 million. Photo: Bangkok Post
First-home buyers get B50mn tax-free FIRST HOMES WILL be mostly exempt from the land and buildings tax as the Finance Ministry mainly seeks to gain additional tax income from commercial property, Finance Minister Apisak Tantivorawong revealed this week. “Residential units will be waived under the new tax bill, but landlords and homeowners who own more than one unit will inevitably be taxed for the units they own for commercial purposes,” he said. If a property is a first home but is expensive, it means the owner has high purchasing power and cannot avoid being taxed, he said. Mr Apisak declined
to give further details but Deputy Prime Minister Somkid Jatusripitak previously told the media that home prices starting from B50 million would be taxed. Mr Apisak said the law would increase the country’s tax income by B30-40 billion a year. The new tax will seek cabinet approval soon and take effect next year. The Treasury Department has done land appraisals for 12.9 million plots out of 32.1 million nationwide, said director-general Chakkrit Paraphantakul. The department is set to seek an extraordinary budget of B1 billion to complete the other 19.2 million appraisals on time. Bangkok Post

nternational tourist arrivals to Thailand reached more than 9 million during January to March, this year, an rise of 15.45 per cent, reports the Ministry of Tourism & Sports. China supplied more than 2.6 million visits to Thailand during the first quarter, up a staggering 31% improvement over slightly more than 2 million visitors in the first quarter of 2015. Released late last week, the ministry’s data showed the country attracted 9,038,893 international visits during the first three months of this year compared to 7,829,153 visits during the same period last year. Tourism and Sports Minister Kobkarn Wattanavrangkul said tourism continued to expand in the first quarter of this year, which would drive the number of international travellers to reach 32 million by year’s end. “The number of foreigners visiting the country is rising steadily. Thailand’s focus now is on enhancing the image of Thailand to be a quality leisure destination through
China as source a market grew by more than 31% in Q1 2016. Table: TTR Weekly Thainess. At the same time, we need to ensure a balance between tourism growth and its social and environmental impact.” The ministry data is based entirely on foreign arrivals counted at immigration checkpoints (land, sea and air). It does not reflect accurately how many leisure travellers visit the country; just trips made by foreigners. It will include foreigners working in Thailand, retirees, business visitors and cross-border trade visits of more than 24 hours duration.
The minister added that sports related travel is an emerging trend focused on mountain biking, marathons, golf, tennis and sailing. Learning the skills of Muay Thai has also been identified as a reason for visiting Thailand. In March alone, tourist arrivals reached 2,948,690, an increase of 15.39% from 2,555,362 visits during the same month last year. By regions, all markets recorded increases in the third month of the year except Oceania. East Asia (Asean
included) recorded the highest growth of 17.70% from 1,633,131 to 1,922,203 visits. Europe grew 12.70% from 560,964 visits to 632,223 visits. The markets that showed improvements were: Russia (+29.21%); Belgium (+27.00%); Ireland (+25.33%); Spain (+22.71%); the United Kingdom (+17.97%); Switzerland (+11.90%); France (+10.95%); Italy (+10.14%). The United States recorded the highest arrivals from the Americas at 87,174 up 16.74% from 74,675.
CPN earmarks B10bn for expansion, debt repayment C E N T R A L PAT TA N A Plc (CPN), the property arm of Central Group, will raise B10 billion to invest in new retail projects over the next five years, including the Phase II of Central Festival Phuket currently under construction across Wichit Songkram Rd from the shopping mall’s main site on the bypass road. Shareholders last week approved a fund-raising scheme that includes the issue of se-
cured or unsecured debentures and bills of exchange or shortterm bonds with a 270-day duration. Some B2-3 billion in fresh funds from the scheme will be used each year to develop new shopping projects and repay debts to creditors. CPN chief financial officer Naparat Sriwanvit said the plan aims to drive average annual revenue growth of 15 per cent from 2016-20.
The company will improve its retail complexes, adjust rents and develop two or three new retail projects a year. CPN plans to open a shopping centre in Nakhon Sri Thammarat this year. Three retail projects under construction will open in 2017 and 2018: CentralPlaza in Nakhon Ratchasima, Phase II of Central Festival Phuket and the Central I-City project worth B8.3 billion in Malaysia.
Two existing projects, Phase II of CentralPlaza Pinklao and Phase III of CentralPlaza Bang Na, are under renovation. In the provinces, construction of three Escent condominiums in Chiang Mai, Khon Kaen and Rayong is expected to start by June with a combined investment of B1.62 billion. The three high-rise towers will have 26, 24 and 25 storeys with 400, 408 and 419 units. All 400 units at the Escent project in Chiang Mai are booked, while Khon Kaen is 77% sold and Rayong 61%. Chief executive Preecha Ekkunagul said CPN is considering 20 locations for projects nationwide. Last year, CPN operated 29 retail projects across the country. Revenue rose 8% to B25.87 billion, with net profit up 8% at B7.88 billion. The company allocated B16.97 billion to expand its retail business last year. About B2.16 billion was spent to renovate existing projects and B14.79 billion went to buy land and develop new projects.
Construction of Phase II of Central Festival Phuket continues across Wichit Songkram Rd from the main site. CPN will allocate B46.14 billion to expand shopping complexes during 2016-18. Some B11.98 billion will be spent on projects under construction including CentralPlaza in Nakhon Ratchasima, which is to open in the fourth quarter or the first quarter of 2017, and CentralPlaza in Nakhon Sri Thammarat; B29.98 billion will go
to develop new projects; and B4.18 billion will be used to improve projects in Pattaya, Phuket, Bangkok’s Rama III Road and the third phase of CentralPlaza Bang Na. CPN shares closed Friday (April 22) on the Stock Exchange of Thailand at B53.50, down B1.25, in trade worth B312 million. Bangkok Post thephuketnews

House spirit, pride on Sports Day Onrawee Intrapaladecha onrawee_kisp@kajonkietsuksa.ac.th
K
ajonkiet International School (KIS) saw out the end of Term 2 (January to April) of the 2015-2016 academic year with a bang through the annual KIS Sports Day extravaganza. Students, parents and teachers gathered earlier this month for a morning of sporting events for the benefit of all who took part. This year’s Sports Day was bigger and better than in previous years, and included everything from eggand-spoon and three-legged races for the school’s Early Years students, to sprints, cross country, relays, high and long jump and even shot put for Primary and Secondary entrants. As part of the school’s intramural
and community building House system, students and staff represented one of three Houses: Einstein (red); Churchill (blue) and Shakespeare (green), vying for valuable points to accumulate in the annual tally climaxing at the end of Term 3 for bragging rights. It proved to be a close contest throughout the morning with Shakespeare just managing to take home the winning cup with a total of 164 points. House of Churchill came second with 155 points, and Einstein an incredibly close third with 148 points. Sports Day proved to be a fantastic opportunity and exercise to promote athletic excellence on both the individual and group level, while promoting team building, exercise and school (and House) pride – well done and thank you to all the organisers and participants.
Students developed pride for their respective houses: Einstein, Churchill and Shakespeare. With Term 3 underway, KIS students, staff and parents are looking forward to more fun and educational
House activities and events leading up to the End of Year show to conclude the school year at the end of June.

Canine Commitments
All the things to consider when looking for a new dog…
W
elcome to the world of Canine Point Academy, Phuket’s “Premier Dog Training Facility”. Over the coming months, this column will aim to tackle a variety Russell Distance Russell russelldrussell@gmail.com of canine issues, answer your questions and also provide some handy training tips for you. One of the most common questions I am often asked is, “Which is better, a street dog, or a purebred dog?” There are a lot of factors to consider, starting with the abundance of wonderful and lovable street dogs here in Phuket, desperate for a new home – that makes it generally a no-brainer for me. A more important question than breed is the reason for getting a dog in the first place. Sometimes, people want specific breeds because they had one themselves as a child, and love the breed. Or they believe that a certain breed is great with kids, and will make good companions for their children. Some people want a certain breed because they think it makes them look “cool” – we all know someone like that. If you’re buying a specific breed, consideration of its specific characteristics is paramount, and be certain your lifestyle is suited to accommodate those needs, and that you can manage those needs. In Phuket, pugs, beagles and huskies have come to be popular, despite their characteristics. Known as one of the Brachycephalic breeds, pugs have “squashed noses”, which makes breathing hard for them and also self-regulates their temperature. As such, they are not breeds suited to warm weather. Cute and fun no doubt, beagles are hound dogs that have energy to burn. Most are visually stimulated, and as anyone who has ever owned a Some breeds are chosen to look ‘cool’. beagle will know, once they see a rab-

Some breeds are chosen for specific qualities. bit or a squirrel, they’re off and gone. If you limit their exercise, they will bay your house down. If you’ve never heard a beagle baying, you should sample it first to make sure it’s your cup of tea. The husky is high on the list of dogs badly suited to Phuket. They are snow dogs, and more particularly, working dogs, which means without relatively high levels of physical activity, their boredom can easily translate itself to result in a level of agitation that can be quite possibly destructive. That gorgeous brown-eyed dog loitering outside a 7-Eleven? Nothing wrong with it at all. With mixed-breed dogs, you can sometimes see certain breed characteristics, and from there you can, to some degree, extrapolate what are
the likely traits you are going to get. At other times, there can be no clues to glean any potential breed correlations – in these instances, simple evaluation exercises are always a great way to gather information. In summary, I will always advocate adopting a street dog over buying a specific breed, especially here in Phuket. If you’re thinking about taking the plunge and getting a dog, be it a street dog or a specific breed feel, free to get in touch before you make commitments. We’d be more than happy to answer your questions and give you some pointers. Drop us an email to info@k9pointacademy.com, call 091 654 1960 or go online to k9pointacademy.com

The Crossing
Life afloat across 1,500 nm of the Indian Ocean
Karen had never sailed before Delos
SAILING
THE WORLD SV Delos
Last month, the crew of SV Delos – currently sailing off the coast of South Africa – announced their plan to return to Madagascar and the Andaman Sea, instead of completing their circumnavigation of Earth, which would require a skip across the Atlantic and ultimately back to the US, where the vessel initially left port for an adventure around the world some seven years ago. As the crew has just left anchor in South Africa, many o’ fan ’round the world, especially here in Phuket, are anxious to follow and dream they were part of the crew. In this month’s column, a snapshot of crewman Karin’s daily logs when the Delos initially crossed the Indian Ocean almost a year back gives us a better idea what it’s like out at sea. Enjoy!
C
asting off
We left Cocos (Keeling) Islands at 2:35 in high spirits. The air was alive with excitement and anticipation for our 1,500-nauticalmile passage across a big chunk of the Indian Ocean. Our destination: Chagos. It wasn’t long until the euphoria in all of us got replaced by a slight nauseous feeling. It was blowing a frisky 25-30 knots just off the port stern and Delos was buzzing off her chops, surfing down the three-metre swells and cruising up to 12 knots. Babs was hanging off the rail, loosing her cookies, and I wasn’t doing that much better myself, one wrong turn and I would have been there right next to her. The Delos was in her element again and even though I had a hard time keeping my lunch down, this was awesome sailing. We were finally in the trades promising a constant strong breeze. This was awesome!
21 hours
I found myself sitting, staring out into the vast open ocean. And it hit me like it always does when I do this – how small I am and how this open ocean almost feels like a wet desert. I find it incredibly captivating to stare out into the dark blue and see all the waves and clouds roll by, it’s almost the same sensation as staring into the dancing flames of a fire. A trance feeling and time just fades away. I thought about our time in Cocos and how it couldn’t have been more perfect. Since Brian and I came back to Delos seven months back, it has been full-on travelling mode. We’ve been to so many cool places and met so many incredible people, but we’ve been moving fast and it was definitely time to slow down, and Cocos ended up being the ultimate place for chilling. A perfect anchorage, super protected, a constant breeze cooling everything off, clear blue water, internet, a short swim to a perfect white sand beach that had tables, fresh water showers, endless supply of coconuts and hundreds of incredibly cute hermit crabs patrolling the beach. And the list goes on… I had
so many of those “top of my life days” there. I got to swim with dolphins for the first time in my life, an experience unlike anything else. A five-minute dingy ride from Delos we found a beautiful wall dive spot where we saw mantas every day for a whole week. A crackerjack family that opened their home and hearts to us. Rik, Jo, Kimberly and Hudson really showed us what Cocos was all about. With radio nights, BBQs, boat adventures, beach days and good stories. I sat there thinking about all the amazing times we had in Cocos and before I knew it my watch had ended, the sun set and we where still hooning along at eight knots.
Day 1
This day contained nothingness. A full day where I really didn’t do any-
thing. It’s always like that the first days on passage before my body adapts to its new constantly moving reality. I woke up for my watch, was awake for two hours. Saw the beautiful sunrise, ate an egg. Went to sleep again for two hours. Woke up, ate toast. Sat staring at the ocean, sat on another spot staring at the ocean. Five hours passed then ate a suspect-looking rice mush. Went back to sleep.
Day 3
The best thing with passage is that the days are allowed to just pass by without concrete substance or productivity. I feel no anxiety or bad conscience for not doing anything, it’s okay – it’s how it should be.
Day 3
One of the many things that makes
Babs, Frida and Karen enjoying life onshore after so many idle days at sea

me so fascinated by this vast open blue sea is my fear of it. Not a fear that keeps me up at night and makes me tip on my toes. But the kind of fear that sometimes grips me by the neck and gives me those chills down my spine. As a reminder to keep my respect and understand the extreme power it holds. I only dwell on these thoughts at night. As the sea changes from being invitingly light-blue sparkling hills moving across the horizon only to becoming invisible black mountain crashing around me. I thought about all the safety and warmth Delos gives me. How a small unfortunate circumstance could take all that away. I think my fear mixed fascination with the ocean and the thrill of being so isolated in the middle of this vast landscape is one of the reasons why I love it so much out here. Constantly pushing myself to learn and grow as a person.
Day 4
We are halfway (750nm). I’ve never been very clever with distances, but it’s about the length of Sweden, from north to south, which puts it in perspective for me. The hazy feeling in my head and the tight grip in my belly felt like long lost memories. This might have been because the swell had become a lot less intense. Instead of surfing down steep cliffs, Delos was now getting gently lifted up soft hills giving an awesome view of the surrounding vast ocean only to a minute later get lowered down into what feels like a valley with only the hills of water around. Never the less, I was happy to feel like myself again and we all sat up chatting about random dreams, podcasts and creatures of the deep.
Day 5
I wept. I have always been a wimp when it comes to sad movies, documentaries about poor animal treatment or the emotional endings of (the American reality show) ‘Extreme Makeover’. I stared at my watch. It was 6pm and I sat listening to the end of my audio book (Odd Thomas). I started listening to this book two days ago and had gotten really swept into the life of the main character, Odd. The end was extremely sad and I had to restrain myself from falling into a big whimper. I had only two minutes left and felt determined to finish the story. I looked

Left: Pirates Brady and Josje in the spirit; Above: dolphins, manta ray and the mast view. out over the ocean and I could feel my eyes watering, but I still had everything under control. Until Josje came over and asked me if I wanted a taste of her old party snacks before she threw them overboard. This tipped me over the edge and I couldn’t hold my tears back anymore. Because I’d been holding it in for a while, it came out more like a small screamcry than a silent sob. After describing to everyone that I wasn’t hurt and nothing serious had happened, just an emotional ending to my book. I sat staring at the sunset and thought about how incredibly fortunate I am to be right here with all these people that I love.
Day 7
BOOM! One of the bottles functioning as our hand line alarm suddenly got ripped out of under the cleat. Brian screamed, “FISH ON, FISH IS ON!” Suddenly everyone is rushing towards the back. Our first hit of the passage. Brian takes the half-ripped gloves off the rail and starts pulling in the hand line. It’s a mahi-mahi (dolphinfish), you can see its beautiful yellowand-blue body soaring through the water. Energy is high and just as the fish is within reach, it flicks to the side, hits the side of the boat and bam!… It’s gone. A second later… boom! The other bottle goes off! This time its “Ashrash”, the bigger of the two lures. Brian starts pulling it in. It’s big not a mahi-mahi, but something much longer and less colourful. Cameras are rolling, knife is ready and everyone is holding their breath with excitement. It’s just by the boat, a massive 15kg wahoo! Just over
a metre long with sparkling light-blue stripes and a body of a true sea predator: big beak of a mouth, fast sharplooking dorsal fins and a long slim body of muscle. An amazing catch, we will eat like kings for the next few days. Life is good!
Day 10
I wake up to Josje’s soft voice saying, “We’re right at the passage. Time to wake up.” I’ve had about five hours of sleep since my last night watch. I felt a joyful, excited feeling in my belly and it kind of felt like Christmas morning. I walked outside and there it was, the land smell. I never really knew land could smell so much and so special. We were now only a few boat lengths away and it looked awesome. We slowly approached the narrow pass, which is the only way into the Salomon Atoll (in the Chagos Archipel-
ago). With Brady up the mast guiding us in, we had one metre under the keel most of the way. We spotted another boat on the other side of the lagoon and decided to be social cruisers and sail over to say hello. As we got closer, the boat seemed to be anchored boldly close to land and it looked like it was missing a mast. We got closer and the white hull that we thought was another boat was actually a washed up wreck of a catamaran. It looks like its going to be only us… No boats, no people – just Delos and thousands of fearless birds for a whole month. Delos is a 53-foot Amel Super Marmu ketch. She is home to young adventurous souls and has been exploring the world’s oceans since 2007. Like sailing, diving, cruising and sun? Come on board and follow along at www.svdelos.com

Touch the legend
Ghostinium brings Hollywood to life
Anton Makhrov news@novostiphuketa.com
Ghostinium Phuket is located on the second floor of Central Festival East (next to homeWorks). The venue is open to the public Tuesday to Sunday, from noon till 8pm. During its promotion period tickets are sold at B400 (adult) and B300 kids. For more information and updates, please got to facebook.com/ ghostiniumphuket.
P
huket is home to various exotic species, but until recently, Tyrannosaurus rex, pterodactylus and giant gorilla were not among them. Everything changed in early April when the Ghostinium animatronic centre opened at homeWorks in Central Festival East. The person behind this project is Vadim Gostev who has decades of experience in creating lifelike creatures and visual effects for movies. The dinosaurs are surrounded by painstaking detail: running lava, stars, planetoids and more. Brought to life by cutting-edge technology, they move, breath, throb and stir in the most natural way. That is what makes modern blockbusters so realistic, and that is what’s hiding inside Ghostinium Phuket. Mr Gostev confirms that some of the creatures he brought to Phuket represent a true Hollywood level of technology – the pterodactylus is fully identical to the one from ‘Jurassic Park’. Others are also close relatives of those you have seen on the screen. The centre has been designed to represent an alien spaceship that landed in Phuket after centuries of collecting rare species from around the galaxy for contemporary humans to learn more about them. As soon as you go through the door, two humanoids welcome you and tell about their mission. Moving from one room to another, you encounter various species, from Earth and far beyond. The first ones are three dancing aliens, singing a song in their alien language, which is actually Kazakh, Mr Gostev’s

Vadim Gostev and his creations. mother-tongue. After stepping over a flow of boiling lava, you meet a giant spider in its nest. Don’t be scared when it starts crawling towards you, it does not bite (its less fortunate prey can be seen in the web). The acoustics in the rooms are impressive, intense artistry that makes your heart soar. Even understanding that the beast is not real doesn’t help: the appearance and movements of the
dinosaur are so realistic that they immediately appeal to the unconscious. It takes some time for the rationale of your mind to kick in and override the instinct to run. In further rooms, more amazing creatures are waiting. These include a giant snake, a prehistoric crocodile, a pterodactylus and an absolutely charming Triceratops. The tricorn is so captivating that you are even ready to pet it. If you have a chance to do so, you will discover that the creatures at Ghostinium not only look, but also feel real. Mr Gostev explains that both natural and composite materials were used to create the animals. The giant King Kong is dressed in yak wool and 200 yaks had to contribute to make the ape so realistic. The overall tour around the spaceship takes about 30 minutes, and on your quest you will see way more than listed above. Don’t let us tell you too much and spoil the quest. thephuketnews

What’s cooking, chef?
DINING 21
Superior ingredients, minimal effort within modest expense

BELLINI
KITCHEN CLUB Steven Layne editor@classactmedia.co.th
A
spiring home chefs in Phuket rejoice, three of the island’s premier experts on everything fine dining are collaborating on a new monthly foodie column Bellini Kitchen Club. Three-time Pizza World Cup champion, Chef Danilo “Lucky” Sangrigoli, and fellow Phuket culinary experts, Chef Francesco Greco, executive chef at Cape Sienna Hotel & Villas, and Chef Ronnie Macuja, executive chef at Higher Restaurant, are coming together to share their techniques and demonstrate how easy and fun cooking can be. At the forefront is their intent to create a better understanding of quality ingredients, especially why some are more expensive than others. “As chefs, we aren’t magicians. If I buy an old tomato, it’s still an old tomato, I cannot change that. But of course if you give me a fantastic red tomato, I can work that tomato to another level,” explained Chef Danilo, who adds that the column is aimed at people who like to eat well, but who may not have time to take a three-month course in fine dining. “Our readers are those who learn by doing, by following the recipes which we will provide in the column,” he said. Key to the column’s success will be feedback and interaction between readers and the chefs.
From L-R: Chef Ronnie Macuja, Chef Danilo Sangrigoli, and Chef Francesco Greco in front of Bellini in Chalong. “If something is not working, we welcome readers to approach us, as a group, or individually, with questions, something they want to know, perhaps from a recent meal they had with us,” says Chef Danilo. Chef Francesco elaborates. “Becoming a chef is a long way, it takes years and years and years of training, and learning. It took me over 15 years to arrive to the level of being able to manage a kitchen at a fine dining restaurant. “We do not expect to transform an ordinary cook reading this column to become a brilliant chef, that would be silly. However, being a chef means catering food for a lot of people, a lot of people who all want different things. It can be quite demanding.

HARD ROCK FIRES UP A ‘TASTE OF MEXICO’
H
ard Rock Cafe Phuket is introducing new offerings inspired by authentic ethnic Mexican flavours for its latest menu innovation to offer a fiesta of fiery food as part of the new ‘Taste of Mexico’ menu, to run from May 2-31. The menu includes tacos, quesadillas and vegetarian dishes, all of which incorporate traditional Mexican-inspired flavours. “The addition of the new menu items reflects the brand’s commitment to satisfying our customer’s ever-evolving taste profiles and pro-

Pan Roasted Shrimp with Mezcal viding an authentic dining experience that guests can’t find anywhere else.” said Antonio Bautista, SVP of Franchise Cafe Development & Operations for Hard Rock International.
“But that’s not necessarily the case for cooking at home, where one might only need to prepare food for three, four or five persons at a time, who sit down at the same time and all eat the same thing. Given this relative simplicity, then we can definitely help people at home put on the table something really nice with minimal effort and fair expense. This is what being a chef at home means.”
Chef Francesco personally cooks dinner for his wife and three kids nearly every day, which he boasts only takes him between 10 to 30 minutes per meal. Chef Ronnie is looking forward to contributing to the column, likewise. “This will be a good chance, as a chef, to give back to the readers of The Phuket News and the greater Phuket community and provide them with simple recipes and advice. They can then use this at home or for hosting small social gatherings, in which they can, for example, show off their fantastic villa to guests. You don’t always have to go to an expensive restaurant to enjoy fine dining,” he says. Chef Danilo is confident that this column will encourage readers to eat at quality restaurants more often, when they appreciate that eating quality food can at times actually be cheaper in a restaurant than at home. In the meantime, readers are encouraged to send in questions they may have about fine dining and would like featured in a future column, by writing to Chef Danilo (info@pastabellini.com), Chef Francesco (chef@capesienna.com) or Chef Ronnie (ronnie@higherphuket.com)

goal in the 30th minute of Phuket FC’s game against Nakhon Si Heritage last Sunday (Apr 24) was disallowed as the referee judged that one of Phuket FC’s players had impeded Nakhon’s goalkeeper. A cross from a corner found the head of Phuket’s Japanese captain Yusuke Sato who neatly headed the ball home. But Phuket’s Nattapoom Maya was said to have fouled the keeper just before the ball crossed the line cancelling out the goal. However, after the game perhaps the ref should have had second thoughts about his decision, as, after 90 minutes he should have noticed that each and every time a Phuket player went anywhere near the keeper he would drop to the floor and roll around like he had been shot. Sadly, this is something that is all too common in Thai football today. However, Phuket still man-

It was the Andaman Dragon who took an early lead in the game when just five minutes in, a goal came from their Thai centre forward Faiso Jehmoh (14). However, that lead was short lived as just 12 minutes later Nakhon’s number nine Sarawut Tararit found the back of Phuket’s net bringing the score level at 1-1. At around the 40 minute mark South Korean defender Baek Yongsun gave Phuket the
lead once again. A nice long ball from a free kick found Baek unmarked and the tall centre-back made no mistake in heading the ball home. Yet again that lead was short lived as just five minutes later, and in the one minute of time added on Nakhon pulled the game back to 2-2. That was the score at the end of the first 45. There were ver y few goal scoring opportunities for either team in the second 45, both teams seemed happy to hang on for a draw. But the positive was that Phuket had the most of the
possession and were by far the stronger team. Speaking to The Phuket News after the game, Phuket’s Coach Pittaya ‘Odd’ Phimarnman said that he was mystified by the ref’s decision to disallow Sato’s goal. “The ball had already crossed the line when their goalkeeper came out and collided with Nattapoom, then the ref disallowed the goal. I don’t know how he can make that decision,” he said. It wasn’t only the ref Coach Odd was unhappy with, it was also the condition of the pitch at the Nakhon Si Stadium.
“The pitch was in a terrible state and I don’t know how games are allowed to be played on it. There were rocks everywhere, and the poor state of the pitch has left three of my players with injuries,” Coach Odd told The Phuket News. However, Coach Odd knows that the team has to move on and is urging the fans to come out on Sunday (May 1) when the team take on Phatthalung FC in a home game to be played at Surakul Stadium. “We are still without some of our starting 11 and I know
that at this stage in the competition three points are going to be vital. “It is important that the fans come out to get behind us as they are the ones who help us perform to our best, especially when we are at home,” he said. Admission to Sunday’s game is just B50 for adults and free for young children and students who present a student ID card. Kick off is set for 7pm. See you at the ground. The Ghost of Richelieu Rock: a true story FISHING
CAST AWAY Jimmy Stewart info@fishinginphuket.com
ABOUT 20 KILOMETRES off the Surin Islands is a place named after the only farang (white foreigner) ever to have been in charge of the Thai Navy, Richelieu Rock, one of the top five dive sites on earth. So now you can imagine the location, a rock in the middle of nowhere.
Some years ago my young mate Eric, a highly trained exponent of working in dangerous environments, was relaxing of an evening, and being no longer interested in the party on board the boat, not to mention having had a “few”, decided to take a paddle around Richelieu Rock on a small sea canoe, just to chill, as one does, late at night, in the middle of nowhere. As he rounded the rock, losing sight of his “parent” boat, and “still chillin”, he looked down into the crystal clear water only to be confronted by the torch lights of
3 or 4 divers on a night dive about 7 or 8 metres below him. Eric, being the type of character he is, stripped off, and decided to go down for a visit. For every diver, their first night dive is very special, “spooky” special, for above you is the eerie light of the moon beams trickling down and giving the water that mysterious, scary sparkle, with only the beam of your torch to give you a vague sense of reality. At this point, a very fit, agile, naked, young nutter, who is running short
on breath on a “free” dive, decides to “buddy” breathe, and from behind, taps an unwitting diver on the shoulder and “signs” for air. The rookie takes off, fins a flappin, in the direction of the other divers forcing Eric to the surface for air, extremely p’d off, “The ***** wouldn’t give me any air”. Years later when retelling the story, in my bar, as an example of inexperienced divers, I remembered a story my pal Laurence had once told me, about the “Ghost of Richelieu Rock” the details of which are written up in his ship’s (MV Phoenix) log. It tells of where four divers, including an instructor, all confirm seeing a “white”
Andreas du Plessis de Richelieu ghost which just appeared out of nowhere then disappeared. Fo r by t he t i me t he shocked divers surfaced, Eric was well on his way back to his ‘mothership’, which being on the other side of the rock,
would have been invisible to the traumatised divers. Eric Roth – The Ghost of Richelieu Rock. Laurence Walker – Gone but not forgotten. fishinginphuket.com

Phuket Vagabond goes Thai RUGBY
Matt Pond editor3@classactmedia.co.th
continued from page 40 ...“Before moving to Thailand I was a school teacher and first team rugby coach. I loved teaching new skills to new, young future South Africa talent. But in 2012 I decided to make the big move over to Thailand and start a new adventure and ended up in Phuket doing rugby development to kids of the NGO Asia Center Foundation,” he said. After settling in his new home, Darryn was keen to find out more about the local rugby scene and this was when he was first introduced to Pat [Cotter] and learnt about the Vagabonds. “When I first met Pat he mentioned that there was going to be a Phuket Rugby 10s tournament. It was going to be held two months from when I first met him, and he asked me if I would be interested in trying to get together an adult team who could enter the tournament,” Darryn explained. “I decided to take Pat up on his challenge and started by putting rugby ads for players
on Facebook. I was surprised by the reaction I received, and in just one week I had around 15 local players from all over the world attending training,” he said. “After a few sessions I could tell we were ready to enter the tournament, and all the players were extremely excited to be be members of a team going into what was already a popular tournament featuring teams from across the Asia-Pacific region. “What was even more rewarding, was that Pat was very happy that I had managed to form a solid team that would represent Phuket in the tournament,” he added. Darryn went on to say that playing for the Vagabonds was like nothing you can imagine. “All the players came from different backgrounds. We had school teachers from South Africa, Americans that had only ever played American football, British yacht brokers, French real estate agents and a lot more, but we gelled together so well,” Darryn said excitedly as he recalled memories from 2013. “In our first tournament we reached the semi-finals but lost in extra-time. But we
weren’t too disappointed as our opponents were the Sri Lankan national team. “But this result made me realise that this was going to be a real team.” he added. He continued: “The players became best friends, and at the time, with all our supporters, girlfriends, wives and kids, we were probably the biggest expatriate group on the island. “In 2014 the Vagabonds took home the plate in the Phuket Rugby 10s, but we really wanted to win it. Then last year the team had never been stronger, and with all our wins throughout the year we reached the managed to reach the final. “We won the tournament for the first time in Vagabond’s history, and for all the Phuket rugby players it was a dream come true. “I can say that was certainly the best day ever for each and every player in the Vagabonds team,” Darryn said. Speaking about his recent appointment with the Thai national team, Darryn said that he has always followed Thai Rugby as he has been in the country for several years. At one tournament, a Thai national rugby coach
Phuket Vagabond Darryn Mathee helped shape the team into what they are today. approached him and asked if he would be interested in playing for them. “At first I thought it was a joke, but indeed it wasn’t,” he said. “However, at the time I was living in Phuket and couldn’t attend any training sessions in Bangkok. But last October I moved to Bangkok and was again invited for trials. I went for trials on April 18-19 along with 150 or so players from all over Thailand. “We played full contact games against each other and were all competing for a spot in the 35 man squad which is to travel to Uzbekistan in May. “After two tough days of trials they announced the team. My name was on the list and I can honestly say that I nearly hit the ceiling with excitement,” he added. If you’re wondering how it is even possible for a 29-yearold South African to make the Thai national team, Darryn has the answer. “It’s simple. All it takes to
qualify to play for the Thailand national rugby team is that you must have lived and worked in the country for a minimum of three years,” he said. Asked what the future holds for Darryn, he replied; “My plans are to enjoy this time playing rugby for a different country. I am not planning on leaving this beautiful country anytime soon. “I will continue playing the game that I love so much until I can’t play any more. And I will play wherever I am in the world in the future,” he said. Adding his two-pence worth, Pat Cotter told The Phuket News, “When I first met Darryn he was fresh from South Africa and full of beans. We sat and discussed the future of Phuket rugby, which because of the nature of the environment has never had a settled team. “I remember Darryn saying that in a couple of years we will win the Phuket International Rugby 10, and three years later we did just that.
“Under Darryn’s inspirational leadership and playing ability he forged, over a couple of years an oiled team who won the 2014 Pattaya 10s before leading the Vagabonds to glory in the 2015 Phuket 10s with a win over the Moorabbin Rams from Australia 12-10,” he said. “ It ’s a b i g l o s s fo r Phu ket r ugby t hat Da rryn has left, but his legacy will live on and he will be remembered for helping revive Phuket rugby at a time when it was most needed. “Darryn’s inclusion in the Thai national side can only en hance the team, and his enthusiasm, skill set and professionalism will help other players fulfil their potential. “I really feel that the glory days of Thai rugby could just be round the corner. “We wish Darryn all the best in his new venture and a prosperous international career. Once a Vagabond, always a Vagabond!” he said.

eicester will complete an “incredible” Premier League title triumph and be crowned champions of England for the first time in history if they beat Manchester United at Old Trafford on Sunday (May 1). Tottenham Hotspur, the only team who can deny the Midlands club the title, lost ground with a 1-1 draw at home to West Bromwich Albion on Monday (Apr 25) that meant they were seven points behind with three games left to play. Even if Leicester, 5,000/1 rank outsiders in pre-season to win the Premier League after narrowly avoiding relegation last term, slip up at Old Trafford the Foxes will still be in pole position to finish the season as champions. “There’s still work to do, but in most people’s eyes it is done and dusted,” former Leicester defender Matt Elliott told BBC Radio Five. “Leicester can win the title at Old Trafford... it sounds incredible. I’m covering it on the radio and there are three of us going up in the car. If they win, it won’t be me driving home.” This season has seen Mid-

Pardew plots revenge after Palace emulate spirit of 1990 FOOTBALL ALAN PARDEW CLAIMED Crystal Palace were inspired by the spirit of 1990 as they beat Watford 2-1 to set up an FA Cup final revenge mission against Manchester United. manager leaned heavily on that famous giant-killing to mastermind the south Londoners’ success at Wembley last Sunday Apr 24). After inspiring his players earlier in the week with a motivational talk about the 1990 run, which ended in a final replay defeat against United, Pardew also reached back into the archives for a set-piece routine used by then
boss Steve Coppell. A back-flicked header by Andy Thorn from a corner led to Pardew’s headed winner against Liverpool. And Palace deployed the same tactic to create the opening goal in the sixth minute against Watford when Damien Delaney headed on Yohan Cabaye’s corner for Yannick Bolasie to nod home. “It got a couple of men-
tions in the week. Some of my staff talk about it all the time,” Pardew said. “We did pay homage to that side with the flicked on corner. Sometimes history does repeat itself. “It was a well constructed goal and Steve Coppell can take a bit of credit for that.” The disappointment of Troy Deeney’s 55th minute equaliser couldn’t shake Palace’s belief
they would return to the final for the first time since the golden days of Ian Wright and Mark Bright and they won it in the 61st minute through Connor Wickham’s towering header. Asked to compare Palace’s current Cup finalists with their 1990s cousins, Pardew admitted there were similarities between the two unheralded squads. “We have a similar side to
1990 in terms of the characteristics; diligent, hard working and a bit of pace on the attack,” he said. “I’m pleased for the players. They have an honesty about them. “We had a game plan and they delivered it to the letter. We were magnificent and the spirit of the group saw us through.” AFP

REPRESENTING South African-born Vagabond gets Thai national team call-up EXCLUSIVE Matt Pond editor3@classactmedia.co.th
S
outh African-born Darryn Mathee, 29, has been a face on Phuket’s growing rugby scene since 2013 when he met Pat Cotter whilst coaching rugby development to less fortunate kids from Thailand for the NGO Asia Centre Foundation, a job he found very rewarding. Darryn helped Cotter – who had founded the island’s only rugby team, the Phuket Vagabonds in 1994, and is seen by many as the “Phuket Rugby Man” – to build what the Vagabonds have become today. However, just last week, Darryn learnt that he is soon to be
a member of Thailand’s national rugby team, something which he initially thought a joke. The Phuket News recently caught up with Darryn in his new base in Bangkok to find out more about him, his love of rugby, and most importantly, how a South African can be selected for Thailand’s national team. Born in the South African capital Cape Town, Darryn has always been a crazy sports fanatic, especially when it comes to rugby. He’s been playing since the age of five and hasn’t stopped since. “I played first team throughout my schooling career, and once leaving school played for False Bay, a super A league team in Constantia, Cape Town,” Darryn explained... continued page 38
