aids on nightlife venues in Phuket Town on Monday night (July 27) marked the island’s first foray into clamping down on venues selling alcohol near educational institutions – an issue that has sparked confusion and controversy in Bangkok. Phuket Provincial Police Commander Maj Gen Pachara Boonyasit on Tuesday (July 28) called the chiefs

of all police stations in Phuket to a meeting at Provincial Police headquarters in Phuket Town to order them to enforce the ban on the sale of alcohol within 300 metres of any “educational institution”. Gen Pachara explained that he understood “educational institutions” to include all places of education, from pre-schools and kindergartens to primary and secondary schools to

technology institutes, polytechnic colleges and university campuses. “Everything must be followed by the NCPO [National Council for Peace and Order] command published on July 23, which means we are to inspect all areas near education places in Phuket,” he said. Provincial Police Deputy Commander Col Theerapol Tipcharoen was terse in his warning. “Anyone

The raids began at 10pm after Phuket Governor Nisit Jansomwong passed down the order to make sure all officers throughout Phuket were upholding their duty “to enforce the law seriously to decrease crime and social problems and to protect teenagers from alcohol”. Phuket City Police Superintendent Col Kraithong Chanthongbai told The Phuket News that any operators found breaking the order will have their licenses to sell alcohol revoked. “Phuket City Police will check all areas within city limits, including Sapan Hin and the Baan Kuku area [in Rassada]. CONFUSION

The confusion over the alcohol-free perimeter around places of education follows two separate law-making incidents. The first legal measure was an amendment to the 2008 Control of Alcoholic Beverage Act passed by the Office of Prime Minister on July 22. The amendment outlawed the sale of alcohol within 300m of the “boundary” of universities and colleges, both public and

private. Lower schools were not included in the ban. The amendment, which will come into effect 30 days after its publication in the Royal Gazette, also exempted hotels, wholesale factories and distributors, and businesses within “entertainment zones”. In Bangkok, currently only Patpong district and parts of New Petchburi Rd and Ratchadapisek Rd are considered entertainment zones. Likewise, Phuket currently has only two entertainment zones: Patong’s Soi Bangla

and 50m either side of it; and Taina Road in Karon. Following the July 22 amendment, Prime Minister Gen Prayut Chan-o-cha, who is also the leader NCPO, issued a separate order the next day – July 23 – that became effective immediately. The order was issued through the harsh penalties dictated through Section 44 of the interim constitution, sending a shudder of fear through the nightlife-operator community in Bangkok. The NCPO order forbid

the sale of alcohol in the “vicinity” of “educational institutions” and student dormitories. The scope of “vicinity” and “educational institutions” was not specified in the order, though the latter is defined in existing laws as including all levels of education, such as elementary schools and high schools. The ensuing confusion has left operators and officials struggling to understand which order applies now and to who, and which definitions will apply after the July 22 amendment comes into effect later this year. Justice Minister Paiboon Koomchaya on Monday tried to quell the controversy over the vaguely worded July 23 order banning alcohol sales “near” educational institutions, denying it prohibited booze sales within 300m of schools. He also said that enforcement depended on the formation of new entertainment zones. Minister Paiboon said it would take 180 days to draw up new entertainment zones to clarify where alcohol could and could not be sold legally. Until then, there’s nothing that says existing operators cannot sell booze within 300m of any school, he said.

Man, 68, unharmed in motorbike fireball leap A 68-year-old man was spared from being engulfed by fire when his trusty old motorcycle erupted into flames in Phuket Town on Wednesday morning (July 29). Prasit Katanchaleekul was riding his Suzuki Crystal motorbike from his house and was crossing the Taling Chan bridge near Surin Circle when the flames took hold. “I had just filled it up with gasoline,” Mr Prasit said. “Then while riding along I felt my feet getting hot, so got off the motorbike as quickly as I could.” Mr Prasit’s fast exit was well timed; seconds later his motorbike burst into flames and exploded. A

tour bus carrying 18 Chinese tourists veered out of control and flipped in front of Phuket Outlet mall on the bypass road last Sunday morning (July 26). The bus, owned by BRT Travel, crashed into a ditch and knocked over a lamppost on the northbound side of the road. Sixteen victims were rushed to hospital, while rescue workers battled their way in to rescue the remaining victims trapped inside the wreckage. Eleven tourists were initially admitted to Vachira Hospital in Phuket Town. Eight who were administered first aid and released were named as: Xo Yizhen, 27; Liu Jiajin, 13; Liao Yuan, 52; Zhao Hang, 21; Peng Shiqi, 4; Wang Qiuping, 32; and Chen Xiaoying, 41. One person’s name was not recorded. As of Wednesday, three remained in care at the hospital. They were named as Huang Xiang, who has bleeding on the brain; Sun Hui, who has a broken leg; and Chen Lihua, who has internal bleeding. A further seven tourists were taken to Bangkok Hospital, but

“We are waiting for all the tourists to be released from hospital before moving ahead with pressing any charges,” said Maj Pornthip Chumsri of the Phuket City Police. Phuket City Police Superintendent Col Kraithong Chanthongbai told The Phuket News on Wednesday that police had yet to hear of any definitive cause of the accident. “The case has already been handed over to investigators, so we will have to wait for them to verify the actual cause of the accident,” he said.

Guard’s throat slit over jealousy POLICE ARE WILLING to forego serious charges against a man who slashedthe throat of a former friend competing for the attention of the same woman if the two agreed to end their conflict amicably. Security guard Halem Dami, 26, had his throat slashed at a Phuket resort last Friday night (July 24). He survived the attack and was taken to Thalang Hospital for immediate treatment. Lt Thanom Thongpan of the Tha Chatchai Police confirmed to The Phuket News that he was notified @thephuketnews

of the incident at 8pm. “An officer on patrol on the Naiyang beachfront called in that a man covered in blood had run up to him appealing for help,” he said. “The injured man had a serious slash wound to his throat and other cuts on his face.” The victim, Mr Halem, later told police that he was on duty in front of the hotel where he worked when another guard from the same security company walked past and said: “What are you looking at?” Mr Halem said the other

security guard then attacked him. “We got into a fight and he pulled out a knife. He tried to stab me many times before he cut my throat,” he told police. Officers later arrested Abdultuley Daso, 26, over the attack. However, Lt Thanom on Wednesday (July 29) said that no serious charges would be effected if the two agreed to end their feud. “Both men have been charged with affray. A 26-YEAR-OLD MYANMAR labourer died last Sunday morning (July 26) when a vehicle slammed into the side of the pick-up truck he was riding in, causing him to bounce off the back and hit his head on the road. At 9am, Thalang police were called to the scene to investigate the accident on Thepkrasattri Rd, northbound in front of Suan Palm Anchalee. Police and Kusoldharm rescue workers arrived to assist the victim, Soe Thu, who appeared to be suffering from severe head injuries. Rescue workers administered CPR in an attempt to save his life. The victim died on the way to Vachira Hospital. Police found the two vehicles involved in the accident nearby, the Isuzu pickup truck, loaded with construction tools, had some scratches on the left side, while the Toyota

Fortuner had damage to the front. Police said that the Isuzu carrying three Myanmar labourers had been travelling from Thalang and was heading towards Phuket Town. Soe was sitting on the rim of the truck, on the right hand side. The truck was in the right lane, when the Fortuner attempted to overtake the truck. “The Fortuner smashed into the left side of the pickup truck, causing the victim to fall off and hit his head on the road,” said Lt Sanit Nookong. “He was suffering severe head injuries and rescue workers tried to save his life, but it was too late.” The driver of the Fortuner, Somwong Robkid, 44, and the truck driver, Baramee Shaeleab 22, were taken to Thalang police station for more questioning. The campaign – organised by Siam Guardian Services and the Phuket Community Foundation – aims for a new generation of Thai drivers to become a good example for other teenagers to follow, namely by wearing helmets when riding motorbikes and be concerned about their own safety and the safety of others when driving on the road. Phuket News at the event. “I’ve seen many of my friends go out on their motorbikes without helmets or even a licence, which is very dangerous,” said the teen star, who spent years growing up in

Phuket… I want to tell everyone that they should take better care of their own safety and protect their lives, and they should be more concerned about how this will affect their families. “When accidents happen, it is the family that suffers greatly.” Sophie’s brother, singeractor Chinawut, better known as “Chin” among his adoring fans, agreed. “The reason that people – including teenagers – do not care about wearing helmets is because they think that accidents won’t happen to them,” he said. “They’re not even aware of the risk of not wearing a helmet until an accident happens.”

After a series of classes on traffic regulations and lessons on how to drive safely, the about-100 participants took to the streets to practice their new-found skills. On their return to the college, they received an autographed helmet from Chin and Sophie, and a certificate of completion signed by the Head of Academics at the Department of Transport and the Head of the Traffic Police. It is illegal to carrying people in the back of standard pickup trucks and larger trucks.

It does not matter how many people are in the back. People should use their truck to transport things, not people. However, it is legal if the vehicle has been legally modified to safely transport people, such as tuk-tuks and songtaew (local buses). Please note that according to Section 20 of the Land

A BMW Z4 THAT EXITED the Darasamuth Underpass on the bypass road on July 18, only to flip into a roadside drain under construction, has inspired an island-wide safety boost at all roadworks sites in Phuket. Samak Lueduanghad, Director of the Highways Department Phuket office, announced the order for ramped-up warnings at all roadworks sites last Friday (July 24). “Signs to warn motorists must be installed one kilometre, 500 metres and 300m before each roadworks site,” he said. “All safety equipment, such as barricades and lights must be in place and ready to use before construction starts.” Mr Samak explained that order follows an investigation into the crash of the BMW in front of Phuket International Hospital on July 18. “Before the accident, our officials inspected the area and confirmed that all required safety equipment was in place. However, some of it may not have been functioning at the time of the accident,” Mr Samak said. “After the accident, we ordered the construction company to install more warning lights,

In March, her parents voiced their anger over the lack of preventative action taken by Srisoonthorn Municipality. nline taxi hailing service GrabTaxi debuted its beta system in Phuket at a launch attended by Phuket Governor Nisit Jansomwong at the Phuket Merlin Hotel last Friday (July 24). More than 100 metered taxi drivers were in attendance at the event, organised by the Provincial Land Transport Office (PLTO) to explain the app’s use. Speaking to the drivers at the launch, Governor Nisit said, “Today I want all of you to understand that this new application will give you more choice for income. “You do not have to believe me, just think and decided for yourself. “At this time you have to accept that this system is now available and this will make it easier and safer for people in Phuket to find a taxi. “I do not want to force you to sign up to use the service, but you should consider it. “This application will not only serve tourists, it will also serve local people and it will help to increase your income,” he said. “However, here there are different groups and I donʼt want you to fight with each other,” he

Imitation monk faces fraud, land encroachment charges A MAN WHO HAS BEEN pretending to be a monk is likely to face charges of fraud and encroachment after he was found to have tried to fraudulently obtain money from the government and also set up a make-shift monastery on a beach on Koh Sirey. Phuket Defence Officer Jiradech Burarak, Phuket Buddhism Office Director Wathin Klodtem, Phuket City police, forestry officials and Marine Office officials arrested Adul Phongsuwan at a hut set up on a beach on Koh Sirey at 10am on July 23. Adul, 53, from Nakhon Pathom, also went by the name “Phra Adul Panyatharo”. The arrest came after officials received complaints from local people of Adulʼs inappropriate behaviour which did not reflect him being a monk. Adul claimed that he was a monk and that he came from a temple in Nakhon Pathom. However, investigations discovered that he had never been ordained as a monk. When officials searched Adul’s make-shift monastery, to which he claimed to be the abbot, they did discover Bud@thephuketnews

A 23-YEAR-OLD MAN WAS arrested last week with six kilos of kratom leaves he had just picked up from the post office. Marine police arrested Saharat Khaisil, 23, from Talad Neua, Phuket Town, with six kilos of kratom leaves in front of his home on Phoonpon Rd at 9am on July 23. Officers said they were notified by an undercover officer that Saharat had been to the post office to pick up a suspect package. Police tracked down Saharat to the address in Talad Neua and approached him. They found six kilos of kratom in his parcel. Krabi coal plant under fire PM Prayut agrees for expert panel to resolve protest impasse

he government has agreed to protester demands to set up a joint committee to end the stalemate over the controversial Krabi coal-fired power plant project. Anti-coal activist Prasitchai Nunuan said he learned of Prime Minister Prayut Chan-o-cha’s decision on the committee from PM’s adviser Gen Jirasak Chomprasop. The ag reement was reached yesterday afternoon (July 23) after the protesters from Krabi, led by anti-coal activists from the Save Andaman Coal Network, ramped up their rally by moving closer to Government House. On Monday (July 20) the activists submitted three demands to the government, which included halting approval of the plant’s Environmental Impact Assessment (EIA) and deep sea coal port’s Environmental and Health Impact Assessment (EHIA) report. Protesters also asked the government to stop the project’s bidding process being conducted by the Electricity Generating Authority of

Myanmar man found dead at fishing port POLICE ARE INVESTIGATing the death of a Myanmar national whose body was found floating near the main fishing port in Rassada, on the east side of Phuket Town, on Monday morning (July 27). Officers arrived at the Seang Arun fish market, near Rassada pier, at about 8am along with rescue workers from the Kusoldharm Foundation, who recovered the body. An identification card found on the body identified the man as Aye Ko, 29. “He died about eight hours before his body was found,” said Maj Suchart Meelampong of the Phuket City Police. “We found a wound on his chin which may have something to do with his death, but it is not conclusive, so we have sent the body to Vachira Phuket Hospital for confirmation of the cause of death,” Maj Suchart said. T H E CONST RUC T ION contracts have been signed and the two contractors have 780 days from Tuesday (July 28) to complete their respective underpasses – at the Bang Khu Intersection and under Chalong Circle – but the plans have yet to be finalised, The Phuket News has learned. “The contracts to complete the construction began today – giving contractors 780 days each to complete an underpass at Bang Khu and another one under Chalong Circle,” Samak Lueduanghad, Director of the Highways Department Phuket

office, said on Tuesday (July 28). “But no exact date has been set yet for actual construction to begin on either project.” The contracts were signed in Bangkok on Monday (July 27), Mr Samak confirmed. “Italian-Thai Development PCL, the same company that built the Darasamuth underpass, will build the underpass at Bang Khu, and Civil Engineering Co Ltd will take care of the Chalong tunnel,” he said. The total budgeted cost of the two underpasses will exceed a billion baht, Mr Samak confirmed.

“The Bang Khu underpass has been set a budget of B600 million and the tunnel under the Chalong Circle has been budgeted at B550mn,” he said. However, plans for both projects have yet to be finalised as final touches are still needed to the final drawings, despite both projects already having passed their respective Environmental Impact Assessment (EIA) reports. “Both companies now have one month in which to submit their final plans for each project to Phuket Governor Nisit Jansomwong,” Mr Samak said. “The plans are much more

comprehensive than just another underpass,” he added. “For example, the Bang Khu project requires more than just a tunnel, it also requires roadworks covering 2.2 kilometres, and the Chalong Circle underpasses now requires two lanes in each direction each 2-3 meters wide.” At last report, the Bang Khu underpass will have two lanes stretching 790 meters in length, while the Chalong Circle tunnel will be 750m long. Cabinet approves Phuket port expansion, mulls cruise port for Krabi THE CABINET HAS APproved a raft of upgrades to the Phuket Deep Sea Port in order to enable the facility to accommodate bigger cruise ships, and is also considering the construction of a similar port either in Krabi or on Koh Samui. Russian man has regained consciousness after two weeks in a coma after the motorbike he was riding slammed into a Phuket police patrol car and killed his 19-year-old fiancée. Sergey Koltsov, 24, and Marina Smirnova, 19, both sustained serious head injuries when they fell from the rented motorbike they were riding on Patak Rd in Karon on July 4. “The accident happened at 1:45am,” said case officer Lt Santichai Srimai. “The motorbike they were on skidded on the wet road and crashed. “Both victims fell off and the motorbike slammed into a parked patrol car in front of Mae Somjit Market.” Miss Smirnova died on

Landscaper dead after helping friend from high-voltage shock ONE LANDSCAPER DIED and another was taken to hospital after they were both electrocuted while using a crane to lift a tree into the back of a truck in Srisoonthon last Friday morning (July 24). At 9:40am, Thalang police received a call from Thalang Hospital stating that one person who had been electrocuted while lifting a tree close to electrical cables had died. Police said that af ter checking the body with doctors they found no sign of assault or wounds on the body. Kusolharm rescue workers had tried to save Mr Supakit’s life when transporting him and the other victim, Phumi Boonyapitak, 40, to Thalang Hospital but were unsuccessful. Mr Phumi remained at Thalang Hospital recovering from his injuries.

Police revealed that prior to the incident Mr Phumi was operating the crane used to lift a tree onto the back of a truck for a customer. Supakit and some other workers were standing on the ground. The crane hit the electricity cables above while Mr Phumi was using the crane and an electric current was passed to his body. When he saw what happened, Mr Supakit ran to pull Mr Phumi away and the current was passed onto him. Mr Supakit collapsed and loss consciousness and died on the way to hospital. Eakkapop Thongtub

THE DRIVER WHO ABANdoned his red Volvo V70 after crashing it into lamppost in Srisoonthorn last week has surrendered himself to police. Chamnan Intham, 48, arrived at Thalang police station at 10:30am last Friday (July 24), said Lt Suporn Muangkhai. “He said he panicked after the accident, so he and his friend fled the scene,” he said. Both men suffered only minor injuries in the crash, he added. Chinese tourists are getting FIT

T

he results of the recent Phuket News online poll (see page 4) are interesting to say the least. As the poll was cast in English, it obviously received responses from English-literate persons only. But the results also give critical feedback on the current state of play of Phuket’s English-speaking community with the burgeoning Chinese and Russian tourist markets. Of note, respondents to the poll credited Chinese with only 2 per cent of the votes as their “most preferred tourist”. Russians scored just 3pc. Ironicall, many of the first Westerners to set up shop in Phuket had their signs and shop names in English, mainly because it represented who the shopowners were and, wittingly or unwittingly, who they were appealing to as their customers. So why would the logic change when appealing to the Chinese

or Russian markets? Many Thai business folk recognise this: They don’t need to speak English when appealing to Chinese and Russian tourists. But what many people may not realise is that the Chinese market is changing. They are breaking away from the traditional destinations, including Phuket, and heading for Phang Nga, Krabi and elsewhere nearby. They are also breaking away from package tours. They are becoming the free, independent travellers (FITs) that the plethora of small business owners in Phuket cater to – except they likely speak very little English. The TAT Guangzhou Office report pointed out as early as 2013 that Chinese travellers were coming here for golf tours, diving, honeymoons, muay thai camps – even medical tourism was on the rise. Young generation Chinese

and white collar groups were enjoying “soft adventure” tours, such as ziplines, rifle shooting, ATVs, snorkelling and trekking, and hitting the shopping malls and restaurants. Higher-end Chinese tourists and executives were heading for the beauty, health and wellness services. Yet the same report highlighted how Thailand was still not fully prepared for this shift, including the inability to communicate effectively in Chinese. Further the report highlighted how there was no deep penetration to retail ends, no new social media usage to target this burgeoning market, and no second and third-tier cities sales. Perhaps the wise local business owner would be best prepared for this change, and address the critical issues listed above, because like it or not, the FIT Chinese are coming.

Since then most of the time there is hardly any back up. Building an underpass, however, will bring over 2 years of misery as the only alternative route would be via the Kata hill route, a bad danger spot. No plans have been issued and locals cannot see how it would work without major demolition. This is exacerbated by the usual lack of planning and foresight in Phuket by allowing new buildings to be erected around the circle over recent years. PM predicts 2016 TIP upgrade P

rime Minister Prayut Chano-cha says he is confident Thailand’s standing on human trafficking in the US Trafficking in Persons (TIP) report will improve next year, as international accusations flew that the rankings were influenced by politics and economic interests. The TIP report, issued in the US on Monday (July 27), has come under increasing fire from US lawmakers and international human rights advocates after it upgraded Malaysia and Cuba from Tier 3, the lowest level, but kept Thailand at its present Tier 3 ranking. Gen Prayut refrained from commenting on claims that the report was motivated by politics rather than trafficking concerns alone. Malaysia’s upgrade from Tier 3 to Tier 2 comes at a time when it is involved in negotiations to join the Trans-Pacific Partnership, a key regional trade pact which the US hopes it will join. Meanwhile, Cuba’s upgrade coincides with its decision to normalise relations with the US. In the US, one of the most stinging criticisms came from Republican congressman Chris Smith, the author of the Trafficking Victims Protection Act of 2000 (TVPA). “For political reasons alone, President Obama has done a grave disservice to victims of human trafficking in Cuba and Malaysia by

He called the upgrade for those countries “trafficking cronyism”. “If you want proof these decisions were politicised, just look at the numbers,” Mr Smith said. “China convicted 35 traffickers, Malaysia three, and Thailand 151 – but only Thailand is on Tier 3. “What message does that send? When we engage in trafficking cronyism, giving a free pass to new friends and partners for reasons unrelated to the suffering of trafficking victims, US credibility is harmed, US leadership is undermined and the trafficking victims are left helpless and alone.” Meanwhile, Gen Prayut advised the public not to worry. “Please be calm. Do not wor-

ry. We are doing well and we are confident this can be solved,” Gen Prayut said, adding Thailand remains determined to tackle human trafficking. The government is dealing with the problem on many fronts – amending laws, changing the conduct of officials, punishing corrupt officials, registering foreign workers, verifying victims’ nationalities and investigating employers for potential violations, according to Gen Prayut. Regulating the fishing industry will also help Thailand meet international standards and conserve its marine resources for sustainable management, he said, adding that Thailand’s ongoing efforts should lead to a better rating next year as the campaign gains momentum.

Commerce Minister Chatchai Sarikulya said the private sector sees the TIP assessment as a “double standard”, because the Thai government has made the utmost effort to address the problem but was not rewarded. Justice Minister Paiboon Koomchaya admitted on Tuesday (July 28) he was disappointed Thailand remained on Tier 3. Thai officials working to combat trafficking believe it is up to the international community to judge the value of the TIP report, a senior official said. The official said work will continue against human trafficking regardless. The government thought its ranking would likely remain unchanged because the cut-off date for the report

was March this year and the crackdown ensued afterwards. Government efforts to combat trafficking from April onwards can only be considered for the 2016 report, they said. Speaking about the Thai effort yesterday, US embassy Charge d’affaires Patrick Murphy acknowledged changes made between 20142015, notably amendments to the law and improved cooperation between state agencies. “But ultimately Thailand has not adequately met the standards required for an upgrade. Therefore, Thailand remains on Tier 3 in the ranking system of the TIP report,” he said. Mr Murphy insisted the TIP report was objective. “It has nothing to do with politics in any particular country, it is about international standards,” he said. Deputy Foreign Minister Don Pramudwinai said on Tuesday that the US State Department will next hand the TIP report to the US president, who will decide within 90 days whether to impose sanctions on Tier 3 countries named in the report. Sanctions could include a US vote to deny loans from the International Monetary Fund and other multilateral banks, and barring non-humanitarian, non-trade related foreign assistance, as well as certain education and cultural exchange programmes. POLICE A R R ESTED A member of a notorious Roi Et crash-and-extort gang in Udon Thani province on Monday (July 27), after she swindled B6,700 from a fresh victim. Pol Maj Gen Chaiyat Saithin, chief of Udon Thani police, told the press on Tuesday (July 28) that Paweena Kheokham, 21, was arrested with the money in a Bangkokregistered black Toyota Altis sedan. Shortly before, she had

extorted the 20-year-old driver of a pickup truck on the Mitrapharp Highway in Khok Klang sub-district of Non Sa-at district. The Udon Thani police chief said that about 4pm on Monday the victim, Supachai Sap-asa of Khon Kaen province, was driving his blue Isuzu pickup truck behind Miss Paweena’s vehicle, which was deliberately being driven very slowly. He was being followed by a Toyota Vigo pickup truck driven by her boyfriend. When the victim went to pass the slow car in front, the

Toyota truck driver moved up rapidly behind him and blew his horn. At the same time the sedan in front turned into the path of the victim’s truck and hit it. The accomplice’s Toyota truck then sped away. “The two vehicles involved in the ‘accident’ pulled over. Miss Paweena, who drove the sedan, demanded B15,000 in compensation. She received B6,700 after they bargained, and then drove away suspiciously fast,” Pol Maj Gen Chaiyat said. It was only then the victim and relatives in his pickup

esidents protesting against plans for a new coal-fired power plant and sea port in Thepa district held their own “public review” on Tuesday (July 28). The move followed their boycott of the third and final public hearing on the Environmental and Health Impact Assessments (EHIA) for the 2,200 megawatt power plant and sea port, organised by project owner Electricity Generating Authority of Thailand (Egat). “We believe the session held by Egat is not fair for those who don’t agree with the project,” said Isdares Hayeeda, deputy mayor of Thepha district municipality. The protesters snubbed the Egat sessions, held on Monday (July 27) and Tuesday, after they were told they could not attend if they brought in their anti-power plant placards. “People have the right to know what happens in their area. Protesters say they are concerned about the social and environmental impacts of the Egat project. They claimed that Songkhla governor Thamrong Charoenkul had abused his power by issuing an order banning gatherings at the TAO office between Sunday (July 26) and Tuesday. They said the order was to ban people opposed

to the plant. Mr Isdares said Egat had rushed the assessment of public opinion on the plant as the process had taken just nine months from last November. Songkhla anti-coal activist Direk Hemnakhon, coordinator for the Network of People Developing Thepha, called for the government to overturn the Egat public review. The network believes authorities did not truly welcome different opinions, he said. Mr Direk said armed police and

army officers deployed around the Pak Bang TAO office during the hearings had created an intimidating atmosphere for those opposed to the project, and was inappropriate. “It looks like a one-sided event as only those who agree with the project are allowed to participate,” he said. The network also raised concerns over increased greenhouse gas emissions and air and water pollution that would be caused by the plant. Meanwhile, just under 6,000

people registered to participate at the coal seaport EHIA public review on Tuesday. About 50 local representatives spoke about the project, with most offering their support saying it would benefit their communities and livelihoods. Many said they trusted that Egat would take measures to mitigate the project’s impact. Anuchart Palakawong Na Ayutthaya, director of Egat’s Project Environmental Division, insisted the floor was open for every opinion. Anyone could send comments to Egat within 15 days of the last public review, he said. “These power plant and sea port projects are still at the review stage. It doesn’t mean the EHIA of every project will be approved,” he said. The EHIAs for the power plant and sea port are expected to be finalised by October before being submitted to the Office of Natural Resources and Environmental Policy (Onep). “We believe the Onep expert committee will scr utinise the EHIA reports thoroughly,” Maj Anuchart said. He insisted Egat has taken measures to address any issues arising from the plant, and it would hire a local workforce to operate it. Bangkok Post

Pet dog foils drug deal SA KAEO A PET DOG IN THE EASTern province of Sa Kaeo brought his owner a package of methamphetamine pills (ya bah) on Monday morning (July 27), likely disrupting a drug deal, police said. T he ow ner of the dog, Montri Moonmook, 53, said he saw his pet staggering around “like a drunk person” on his lawn on Monday morning. “I thought he was poisoned,” recalled Montri. When Montri walked over to inspect the dog, named

Khao, he noticed a slightlytorn black backage nearby that contained tablets of ya bah pills. Montri said he promptly called police and gave Khao water mixed with Thai herbs. According to Pol Maj Chaiya Maneesutthi, an investigative office at Aranyaprathet Police Station, 760 ya bah pills were found inside the package, which Khao had chewed open. Around 30 more tablets were also strewn on the lawn near the dog, who appeared to have consumed some of the pills. Maj Chaiya said he be-

lieves the pills were buried by local drug dealers in a nearby wooded area as part of “dead drop” deal. The officer explained that it’s common for dealers to hide drugs at a specified location and instruct their buyers to pick up the package on their own. Khao likely dug up the package while he was wandering around the neighborhood, the officer said. “We will investigate and find this meth seller gang and bring them to punishment,” Maj Chairaya said. Myanmar’s betel habit P

lying his trade in the seemingly eternal gridlock of Myanmar’s now booming commercial hub, he is more than used to spending long days on the roads and kun ja – better known as betel nut or quid – is the one thing that keeps him going. “I’m so sleepy when I start driving the taxi,” the 32-year-old tells AFP. “So I eat kun ja to help me stay awake.” Kun ja is an enormously popular stimulant chewed throughout Myanmar. But it comes with a long list of serious health downsides including addiction, deeply stained gums and a high risk of mouth cancer. The small parcels of tobacco, areca nuts, slaked lime and optional spices, wrapped in the vivid green leaves of the betel plant, are ubiquitous across the former junta-run nation. Users sing its praises as a pickme-up that increases alertness, boosts energy and freshens the breath. “When I started eating betel quid for my tooth pain, I didn’t like it much. But it made my toothache go away and I came to like it,” Myo Min Htaike says, the tell-tale red stains visible on his lips. Yangon is a city in a constant state of change since decades of brutal

Cranes jostle for space on an increasingly crowded skyline as locals furiously tap away on mobile phones that just a few years ago were far beyond their reach. But some things have not changed, as the vivid red splashes of spat out betel on virtually every pavement and wall testify. Chewers queue up at small kiosks across the city selling the wraps for 200 kyats (around US20 cents). Hawkers carry them in trays hung around their necks and sell them to passing motorists

at busy junctions. For sellers, feeding the national habit can provide a good living. Myo Myint Tun rises at 3am every morning to sell quids to commuters at a city train station. On top of his 20 regulars, he estimates another 80 people stop by each day, earning him around US$40 (B1,394) – a good living in a country where the average wage in 2012 was less than $100 (B3,485) a month. “Most of the people in Myanmar eat betel quid – it’s Myanmar’s habit. It’s been that way since long ago,” he says. But doctors warn that the national appetite for the stimulant is damaging health in a country with a

Airport ‘sinking’ says AirAsia MALAYSIA

DISCOUNT CARRIER AIRAsia on Monday (July 27) called for urgent repairs at Malaysia’s new budget airline terminal, claiming the tarmac was “sinking”. AirAsia chief Tony Fernandes criticised Malaysian aviation officials after a plane came off its chocks, a block that braces the wheel, at the KLIA2 terminal in Kuala Lumpur on Saturday (July 25), causing an eight-hour delay. “The wheel was bent because the aircraft went over the chock, because it’s sinking,” Fernandes told reporters on Monday. Since opening last year, @thephuketnews

KLIA2 has been riddled with controversy, with cracks reportedly forming on the taxiway and faulty design leading to water pools on its grounds. “The airport needs to be fixed. Fix it and let’s move on,” Fernandes said. Malaysia Airports Holdings Bhd (MAHB), which oversees KLIA2, had previously acknowledged the airport was located on unstable ground, which could require years of considerable maintenance to address. MAHB did not immediately respond to an AFP request for comment. But Bloomberg news agency quoted the company as saying the problems stemmed

from uneven soil settlement. The settling “has been anticipated from the start of construction”, the company was quoted as saying, adding that the airport was addressing the issue by patching and resurfacing problem areas and injecting polyurethane under the ground. A concrete slab to be completed by next April will provide a more permanent solution, it said. However AirAsia said permanent solutions must be found quickly. “We can’t afford to have an airport where it is continuously under construction as it obstructs our operations,” Aireen Omar, chief executive officer of AirAsia, added. His research has found just over half of Myanmar’s men use the substance, in addition to 16 per cent of its women. Both tobacco and areca nut are known carcinogens, with mouthrelated cancers accounting for a fifth of all of Myanmar’s cases of the illness. Those who chew betel quids without tobacco, Dr Sinha says, have a 250pc greater chance of having oral and oropharyngeal cancer than non-users. For those who chew tobacco as well the risk jumps 770pc. But doctors say the message to stop chewing is not getting through. “People do not know what are the side effects or the health effects of eating betel quids in Myanmar,” warns Dr Than Sein of local advocacy group the People’s Health Foundation (PHF). According to the latest WHO figures, Myanmar spends the lowest proportion of its GDP on healthcare in the world – just 0.5pc in 2013, lower than South Sudan and Haiti. By comparison, the military budget accounted for 4.3pc of GDP in 2014, say defence analysts from the Stockholm International Peace

Research Institute. The onset of mouth cancer is often a slow and avoidable death sentence. In common with neighbouring countries, cigarette packs in Myanmar now carry gory photographic warnings of the health risks, but betel is free of any packaging. The PHF has produced leaflets and posters aiming to get its message across, and wants warnings placed at betel kiosks. The Health Ministry says it is studying the proposal. But helping Myanmar kick the habit will not be easy. Betel-chewing is a deeply-rooted cultural practice throughout south and Southeast Asia, thought to date back several centuries. Nonetheless, Dr Than Sein says he takes inspiration from neighbouring countries. “If you go to Thailand, you will not see much of the people eating betel quid anymore, even in the rural areas. If you go to Malaysia, the same way. So why do our people still keep the tradition?” he asks. Sitting behind the wheel of his taxi, Myo Min Htaike says he is more than aware of the health risks, but after 12 years sees no prospect of quitting. “I’m afraid [of suffering health problems],” he admits. “But I can’t live without it.” AFP

he Mirandole beach on the French Riviera, which is usually packed with holidaymakers and sunbathers, is eerily quiet as the stretch of sand has been locked down for the lavish visit of Saudi Arabia’s King Salman that has riled some locals. The king’s vast holiday home overlooks the beach, where a police sign says: “Access and circulation are forbidden on this public maritime domain and swimming is banned under the right of the residence of the king of Saudi Arabia.” A French police van is parked at the entrance of the royal home, where the king and 1,000 members of his entourage arrived on Saturday (July 25). Another police vehicle is stationed at the Mirandole beach, between Antibes and Marseille. In the water, two police boats patrol the coastline to ensure that no intruders breach the 300-metre radius ban. At the main entrance to the king’s villa which stretches along several hundred metres of turquoise coastline, security guards can be seen relaxing on plastic sun loungers. One petition demanding that the beach stay open has gathered 120,000 signatures from locals. “The Saudis are welcome in France so long as they respect French law,” said local councillor Jean-Noel Falcou, who started the petition, referring to illegal construction work by the villa. “Where will we end up if the rich and powerful have the right to not abide by the law, under the pretext that they spend money?”

But others felt differently. A rival petition went online Sunday (July 26), gathering some 100 signatures, calling for “support for the Saudis for obvious reasons of state security and for the economic benefits.” For starters, some 400 luxury sedans with tinted windows have been hired for the royal visit this month, according to a group of drivers waiting at a hotel entrance. They will be used to drive the Saudi king’s relatives and friends around, as well as military officials from the oil-rich Gulf country. Waiting for clients at a top hotel in Cannes, where some of the Saudi guests are being

hosted, one driver wearing a shirt and tie despite the damp Mediterranean mid-summer heat is sure to have plenty of work in the coming weeks. “They ask us to take them to restaurants, or they say they want to visit Saint Tropez, Monaco, Nice or villas in the area, because they want to buy property,” he told AFP. Other locals also see the visit as a boon for the Riviera. “The beach closure bothers me a little,” said Tony, who owns an apartment across the road from the Mirandole beach. “But I am ready to sacrifice my personal comfort because the king is a good client for France.” AFP

A BRITISH POLITICIAN resigned from the House of Lords Tuesday (July 28) after a tabloid newspaper published footage of him allegedly snorting cocaine with prostitutes. Lord John Sewel, 69, apologised for the “pain and embar rassment ” he had caused after the Rupert Murdoch-owned Sun newspaper published pictures of him apparently wearing an orange bra as he chatted to two sex workers. S c o t l a n d Ya r d h a s launched an investigation into his actions and raided his home at an exclusive block of flats near the Houses of Parliament on Monday night (July 27). “I have today written to the clerk of the parliaments terminating my membership of the House of Lords,” Sewel said in a statement. “I want to apologise for the pain and embarrassment I have caused.” On Monday, Prime Min-

ister David Cameron questioned whether it would be “appropriate” for Sewel to continue approving laws amid the “very serious allegations” against him. In the video, he is heard discussing the allowance he gets as a peer and telling the two women: “It’s not [for] lunch, luvvie darling – it’s paying for this.” He gave the women a £200 cheque each. Lords Speaker Baroness Frances D’Souza said the “revelations about the behaviour of Lord Sewel” were “shocking and unacceptable”. She wrote to the police and to parliamentary authorities asking for an investigation. If he was found to have breached the House’s code of conduct, Sewel would have become the first peer to be expelled under new rules he helped to introduce. Reaching out in the Amazon PERU MEMBERS OF AN ISOLATed indigenous group made contact over the weekend with villagers in Peru’s Amazon basin seeking food and supplies, a Lima newspaper reported Monday (July 27). A video taken by the villagers captured the encounter with the Mashco-Piro people on the banks of the Madre de Dios river. “The agents succeeded in communicating in yine (an indigenous language), maintaining a dialogue for more than 20 minutes,” Cesar Jojaje, the leader of a federation of indigenous people in the Rio de Madre region, told the newspaper El Comercio. He said they asked for yuca, plantains, machetes and ropes, before retreating peacefully along the riverbank. The video showed the vil-

lagers and the Indians engaged in conversation and the handover of food. It was the second time since July 23 that the MashcoPiro have emerged from isolation in the jungle to make contact with villagers on the outside, raising fear the community is under increasing stress from deforestation due to logging. A sighting in May of Mashco-Piro ended badly with a villager in the community of Shipetiari shot dead with an arrow. Jojaje said his federation opposed “controlled contact” with the group, as proposed recently by Peru’s culture ministry, for fear they will be threatened by that type of an overture. lanning for a retirement overseas can be one of the most daunting financial planning goals a person can undertake in their lifetime. If you choose to live abroad, far removed from the “social safety net” offered by many developed or western nations, it is imperative that you do not run out of money during your retirement years. There are a number of factors to take into consideration. First, what would your preferred income be, and are there likely to be any major cash purchases immediately prior to or during retirement (such as a new car every few years)? What sort of lifestyle do you aspire to, and will this change as you get older? Last, and probably the most overlooked element of retirement planning, is your life expectancy? We are all living longer, and so need to plan for retirement funding to cover this longer lifespan.

In addition to these basics of retirement planning, there are also external factors over which you have no control, so you must also plan for the possibility of the proverbial spanner throwing itself in the works of your dream retirement overseas. Ask anyone from the Eurozone who receives their pension income in euros: they have seen the euro weaken against the baht for the past 12 months, which obviously means fewer baht each month for all of them. Another factor that has proved unpredictable is the rate of inflation around the world. While interest rates the world over continue to provide meagre returns on cash and bonds, the cost of living has risen by significantly more so than official retail or consumer price indices. Although historically, the cost of living has been forecast rising by 4 per cent per annum, we have recently witnessed prices rising much faster than this historical average. This can make a big difference to a fit and

Running a calculation today based on a fixed retirement income doesn’t necessarily guarantee you can enjoy the same lifestyle in the future. If you draw 10pc per annum from a retirement portfolio and that portfolio falls 30pc that year, you will require a whopping 60pc gain the following year just

to get your portfolio back to the previous year’s value. And that’s before drawing the next year’s 10pc income. The best way to make sure you have sufficient income throughout your retirement is to plan for each timeframe – 10 years at a time. To do this, calculate what it costs you each year to live your ideal lifestyle, including any expected cash purchases, then compound this by 6pc per annum, which will tell you what you will roughly need in 10 years to maintain the same lifestyle. You may even consider adding an additional 10-20pc cushion to cover any currency fluctuations. Once you know you have covered all your living expenses for the next 10 years, you should aim to get your remaining cash working as hard as it can be for you. AIRPORTS OF THAILAND has reported its June data, which showed increases in both aircraft movements and passengers at the six airports under its management. AoT this past week reported that all of its supervised airports handled 8,044,421 passengers up 37.79 per cent from 5,838,276 during the same month last year. CP to build B200mn private Phuket jet terminal

C

ha roen Pok pha nd (CP) Group’s plan to consolidate its aviation-related business is becoming a reality. Subsidiary Siam Land Flying Co (SLF) has won approval from Airports of Thailand Plc (AoT) to build and run a private jet terminal and provide support services to general aviation operators at Phuket airport. When completed, the new facility will be the second of its kind in Thailand after the one at Bangkok’s Don Mueang airport run by Mjets Ltd. In return for the right, AoT has accepted SLF’s offer to invest in building the facility and then transferring ownership to the statecontrolled airport operator before being allowed to operate the facility over a 30-year period. In addition to the “build-transferoperate” scheme, SLF must also provide a profit-sharing deal based on gross revenue at a progressive rate payable on a monthly basis, senior AoT executives told the Bangkok Post. SLF has already obtained a seven-rai plot adjacent to Phuket airport for the development of the

terminal and fixed-base operator (FBO) facilities. FBO refers to the rights granted by an airport authority to an entity to provide aeronautical services such as fuelling, hangaring, tie-down and parking, aircraft rental, aircraft maintenance and other services for corporate and private aircraft. SLF is negotiating for the purchase of 10 more adjacent rai to embark on full-scale development. The company’s ability to secure land is key to the project as the AoT has long maintained there is no nearby land available for a private jet terminal and FBO facilities. The AoT also insists there is no room within airport grounds to accommodate such facilities. SLF attaining the right to annex its facilities to the Phuket airport was seen as the most crucial part in realising the venture, as it allows private aircraft access to the airport’s runway, taxiway and other common facilities. A draft accord between SLF and AoT is under consideration by the Office of the Attorney General, whose approval is needed before an agreement can be clinched.

Plans for AEC free flow of labour stall Myanmar visa-free travel deal inked THAILAND’S CABINET ON July 21 approved a reciprocal agreement with Myanmar to allow visa-free visits by passport holding citizens of both countries for up to 14 days. Deputy Prime Minister and Foreign Affairs Minister, Thanasak Patimakorn, were tasked with signing the agreement this week in Chiang Mai. The agreement, once signed, will become effective August 27. An agreement for mutual visafree visits was agreed upon by the Yingluck Shinawatra government in October 2013, but not ratified. After a military coup in May 2014 it was placed on the back burner. The new agreement is slightly different, according to a Cabinet document released after its approval. “Citizens of the two countries holding ordinary passports will receive a visa waive for visits up to

14 days if arriving by commercial aircraft,” it read. The agreement also allows either side to cancel the agreement in writing via diplomatic channels. The cancellation would become effective after 90 days, the same timeframe stated in the Asean Framework Agreement on Visa Exemption. The previous agreement provided for only 60 days cancellation deadline. However, it could be suspended temporarily for security or health reasons with notice given. The agreement will apply to Myanmar travellers arriving in Thailand at 23 airports across the country in principle. However,in practice Myanmar citizens are limited to flights operating to Thailand and that means they can obtain the visa-free stay at first points of entry; Suvarnabhumi, Don Mueang airports in Bangkok and Chiang Mai. PLANS TO ALLOW THE FREE flow of skilled labour from neighbouring countries under the Asean Economic Community (AEC) are on hold as there are no new provisions in place to hire Asean workers, The Phuket News has been told. The news comes less than six months before the bilateral relations ratified under the AEC are slated to come into effect at the end of this year. The key sector to be affected in Phuket is tourism, said a concerned Pitool Dumsakorn, chief of the Phuket Provincial Employment Office, in an exclusive interview with The Phuket News. “The AEC is to provide free flow of skilled labour in eight sectors, of which tourism will have the greatest impact in Phuket,” he said. The seven other professions that the AEC will allow free flow of skilled labour across Asean borders are: engineering, nursing, architectural services, surveying, accounting services, dental practitioners and the medical profession. “Thailand and other Asean members have already signed Mutual Recognition Arrangements agreed to facilitate free labour movement among these [seven] career types, and Thailand is going to conclude the agreement on workers in the

Lack of agreement on what would constitute as “fair” under the AEC arrangements has delayed any news of what will be required to hire staff from Asean nations, he explained. “The official regulations for the eight professions is now in process. They will come as it is under an agreement among all Asean nations, but it will take time to ensure that all Asean countries receive fair benefit [under the terms],” he said. Until any new rules are announced, prospective employers must abide by the current employ-

ment law, Mr Pitool added. “As Phuket is one of the most popular tourism destinations in Thailand, there are many foreign workers on the island, but all foreign workers must have the correct visa and a work permit in order to work in Phuket,” he said. “Also, even after the AEC comes into effect, employers in Phuket wanting to hire foreign labourers from AEC countries outside of these eight professions must still make sure the worker obtains the correct visa and a work permit before starting work.” Yonlaphat Boonsusakul thephuketnews

Miss Universe entrant tells all

P

huket Has Been Good To Us Foundation (PHBGTU) works to improve the economic opportunities and life chances of young people, by funding and implementing high quality, practical English language education in government schools on Phuket. PHBGTU recently sat down with Miss Amanda Obdam, a contestant for Miss Thailand World 2015. Read on for the exclusive interveiw below... PHBGTU: How old are you and where are you from? Amanda Obdam: I’m 22 years old and originally from Phuket. PHBGTU: You mentioned that you recently graduated university. Where, in what and how did you like it? Amanda Obdam: Yes, I have recently graduated from the University of Toronto, Canada, with a degree in Business Administration and Economics. It was a fantastic experience and Toronto is a lovely place to live and to explore new cultures. Although Toronto can get quite cold, the experience that I've gained is totally worth it. PHBGTU: That sounds really nice, what did you miss the most from home? Amanda Obdam: Well, I really missed the warm weather, the beaches, the people in Thailand in general you know,

Ah, I can’t forget to mention my mom’s food, still the best I ever had. PHBGTU: Next time you stop by to visit please bring some of your mother’s food. Talking about your visit to Phuket Has Been Good to Us, what motivated you to come and visit? Amanda Obdam: That is an interesting history, back in 2011 I came to visit the Coconut Club project with a friend from British International School, Phuket. We had a really good time playing with the kids and stimulating them to speak English. After all my time living abroad, when I came back to Phuket, I’ve decided to stop by to take a look at how things are going. PHBGTU: That is a really cool story, what do you think about the project now? Amanda Obdam: What you guys do here with the local kids is formidable, provid-

ing them the opportunity to have a quality English education can change their lives and I really appreciate that. PHBGTU: We are glad you had a good time, I know the kids loved it. When you're not busy preparing for the contest, what are some of your favourite things to do? Amanda Obdam: During my free time I really enjoy hanging out with my family and exploring new places on the Phuket island with my friends. PHBGTU: That sounds fun. Earlier on the interview you mentioned the beaches here in Phuket, do you have any favourites and why? Amanda Obdam: It is hard for me to pick a favourite because they are all so beautiful, but I do really like the southern part of the island, specially Kata and Naiharn. I think they have a more relaxed vibe compared with Patong, which can get very busy and is where I live. PHBGTU: You seem to really enjoy nature

and a relaxed environment. Where is your favourite place to travel in Thailand? Amanda Obdam: Yes, you got that right, I do love nature. One of my favourite places to go here is Pai, it is just so amazing to be around all that nature and recharge the batteries you know, we all need that energy to move forward. PHBGTU: That is a beautiful place, we love it. Just out of curiosity, what is your all-time favourite movie and why? Amanda Obdam: I really like The Pursuit of Happyness. I find the story to be very inspirational; it makes you appreciate life and not take anything for granted. PHBGTU: Just to finalise our lovely chat Amanda, if you were granted one wish, what would it be? Amanda Obdam: I would wish to end hunger! It breaks my heart to be reminded that there are still so many people suffering in this world.

Govt boasts success in resolving teacher shortages at small schools

he government has boasted of its success in solving teacher shortages in small schools with its satellite educational programme. According to the government, its satellite teacher programme has reached more than 15,000 schools across the country, giving children in remote areas more educational opportunities. The latest survey indicates that assessment scores of primary and secondary students in most schools have markedly improved.

The number of vocational school applicants has jumped by 26 per cent this year, while those studying for high vocational certificates has risen by 8.48 per cent. There are layers of Asian flavours, yet with a strong Mexican base.

T

he career of Chef Garfield Angove can be easily summed up in his Bangkok Nacho dish, a cornerstone of the new menu at Bliss Beach Club in Bang Tao where he leads the kitchen. There are layers of Asian flavours, yet with a strong Mexican base – the entire thing can be eaten with one hand and it packs many tastes in one powerful bite. It’s the culmination of a career that began when he was 13 in Detroit washing dishes and has taken him all over the world, from serving Hollywood celebrities to the Indonesian President. Still, Chef Garfield believes his best is yet to come. “I want to be able to experiment with dishes because I am still evolving as a chef. Being in Thailand, with all the great food here, it’s a chance to soak up the Thai methods and apply them at Bliss,” he says. Angove started working in restaurants and country clubs near his native Detroit, Michigan. In 1997, a 21-year-old Garfield moved to Los Angeles and got a job working

at a restaurant at the Renaissance Hollywood Hotel, where he worked for over a year cooking omelettes. “Eventually, I got sick of cooking omelettes. I wanted to be a chef. My boss was a really good chef and I asked him to help me. He gave me a copy of the French Laundry Cookbook and told me to start making him one recipe a day,” he recalls. This became Chef Garfield’s cooking school and after another year, working his way up to Chef de Cuisine of the restaurant, he left for Indonesia where he worked as a consultant, private chef and caterer to several influential figures. One of those people was Megawati Sukarnoputri, the Indonesian President at the time. He spent four years in the country, became fluent in both Balinese and Indonesian, before returning back to Los Angeles in early 2008 to open Izakaya Bistro in Beverly Hills. “It was a small place but that was where me and my mentor had a chance to regroup after all the years in Renaissance and Indonesia. It was a meeting of the minds, it was his restaurant and concept but he trusted

all of us in the kitchen to produce the taste,” he says. Izakaya Bistro became one of the trendiest restaurants in Los Angeles, garnering several high reviews from critics and customers, but it was brief. The financial collapse of late 2008 in the United States became too much to overcome and the place shutdown. This was when Chef Garfield decided to come back to Southeast Asia. “There are a lot of discouraging things that happen to you along the road to becoming a chef. You just have to keep going,” he says. After a stint in Singapore, Chef Garfield moved to Phuket in 2013 where he joined a hotel chain before landing his current job at Bliss. “I think that this place is such a good fit for me, the kitchen team and staff are learning something that they haven’t learned before with the Japanese, it’s still Asian but slightly different than before. The biggest thing is my upper management, and them giving me the freedom that I need,” says Chef Garfield.

Commemorating the two big Buddha days

T

he end of this month celebrates two big Buddhist holy days, Asarnha Bucha (July 30) and Wan Khao Phansa Asarnha Bucha (July 31), a Buddhist holy day which begins on the first full moon of the eighth luna month, and this year it fell on July 30. Asarnha Bucha Day commemorates the day, over 2,500 years ago, that Lord Buddha gave his first sermon to his first five disciples at a place called the Deer Park in Benares, today also known as the holy city of India. Each year on Asarnha Bucha Day, ceremonies are held in Buddhist temples throughout Thailand, where elaborate wax candles are lit and kept burning throughout Buddhist Lent. The day involves donating offerings to temples, giving alms to monks and listening to sermons. In the evening Buddhists join the candle procession known to Thais as Wien Tien, where the faithful walk with a lit candle clockwise around the temple three times to symbolise the three jewels (Buddha, Dharma, and Sangha) of Buddhism and pray for blessings. Asarnha Bucha is also considered the most popu-

lar day for many young men to enter monkshood to honour their parents, as the following day is the Buddhist Lent day or Wan Khao Phansa, also known as the Theravada rains retreat. Phansa in Thai means three months, while Khao is to enter or take part in a particular activity. Starting on this day, Thai monks will remain in the temples and avoid unnecessary travel for three consecutive lunar months during the rainy season, for fear that they might accidentally step on young plants or tiny animals. It is also a time for senior monks to teach newly ordained monks Buddhist teachings. It’s the time for all Buddhist monks to study and absorb the Dharma (teaching) of Buddhism. Khao Phansa is also considered the time for merit making and many of the faithful will also try to strictly take part in the five precepts during this period. During these holy days, the Thai government encourage locals to take part in its “Ngod Lao Khao Phansa” (no drinking alcohol campaign, since avoiding intoxicants such as alcohol is one of the five precepts). Alcohol sales are strictly prohibited during

both of these holidays. Tourists are invited to join the locals for the beautiful Wein Tien ceremony at a Wat in your area and are encouraged to join the “Ngod Lao Khao Phansa” campaign. Supatra Sutham

O.T. Genasis to star at Patong’s Illuzion nightclub

I

magine having a gun pointed at your head, your killer with hatred in eyes and his finger on the trigger. There is no time to move out of the way, not even enough time to pray. Click! The trigger is pulled, but no bullet comes out. Click! Click! Still nothing. Divine intervention. Raised in Long Beach, California, O.T. Genasis (real name, Odis Flores) had to learn how to navigate his hometown’s notorious streets at an early age. Through his adolescent eyes, he would see the crimes in his neighbourhood and eventually be lured into the underworld lifestyle. “When I was growing up, I was a follower,” O.T. Genasis says, reflecting back on his past mistakes. “I saw a lot of followers get killed. Music definitely saved me.” Influenced by the likes of legends such as Snoop Dogg, Tupac and Jay-Z, O.T. Genasis would avidly pen lyrics and began formulating songs. His love of music, however, took a temporary backseat to necessity as O.T. Genasis shifted his focus on his family suffering through harsh times. His teenage years found him in the muddy underbelly of his hometown learning the dynamics of hustling for survival. By 19, O.T. Genasis mastered his nefarious craft, but soon decided to pursue his dream career as a music artist. “I just started attacking the streets with my music, utilising the same aggression I did as a hustler,” O.T. Genasis explains, “I knew I had to get my buzz up.” The gutter grind eventually caught the attention of music mogul, 50 Cent, who in 2011 signed O.T. Genasis to a single deal for his track, “Jackie Chan”. The song was met with moderate fanfare and he was soon back on the streets as a free agent pounding the pavement with his new release, “Touchdown”. The record used sports as a metaphor for street jostling and found O.T. Genasis buzzing on the streets and LA’s club scene. One witness to his grind was the iconic rap legend, Busta Rhymes, who noticed O.T. Genasis’ grind during the festivities in L.A. surrounding the BET Awards, O.T. Genasis explains. “He saw me perform at a club and

The song also finally gave listeners a chance to see the O.T. Genasis experience as he treks throughout the country’s hottest clubs showing his performance acumen by performing the song up to four times

a night at clubs through out the country, as many as 14 times in one venue. “‘CoCo’ is a brief glimpse at a chapter in my life and a lot of times you have to start with the worst to get to the best. hu ket FC we r e i n Bangkok last Sunday (July 26) to take on Big Bang Chula United Football Club (BBCU) in both team’s 20 th game of the 2015/16 Yamaha League Division One season, and a game that marked the start of the second half of the season. The game was played at the Nonthaburi Municipality 72 Anniversary Stadium. Going in to the game, BBCU were placed at 13th in the league table with 26 points, Phuket were in 13th with 24 points. The battle between the Ronins and Big Bang started with the home team attacking strongly and great combination plays between Bing Bang’s midfielder Yuki Bamba and defender Woranet

a chance on goal, but his header was saved by Phuket keeper Piyawat Intarapim. The teams went in at half-time with the score level at 0-0. Phuket started the brighter of the two teams in the

second-half and in the 78th minute their Guinean midfielder Moussa Sylla was awarded a free-kick just outside of the penalty box. He stepped up to take it, but his effort was saved by Big Bang’s keeper and captain

Kittikun Jamsuwan. But it was in the final minute of the game that Phuket FC let their guard down after giving away a free kick just outside of the box. Yuki Bumba stepped up to take the strike and managed to curl the ball around the wall and into the back of the net, giving BBCU a 1-0 victory. The result saw BBCU move up two places to 13th in the table with 29 points, while Phuket dropped one place to 14th , just one place above the relegation zone. Phuket FC will play their 21st game of the season tomorrow (August 1) at home against Sukhothai FC, who sit at 8th place in the league. Kickoff will be at 7pm at Surakul Stadium. PHUK ET FC ON MONday (July 27) held a press conference to announce the signing of their latest player, 30-year-old Australian Trent McClenahan. He has signed for an undisclosed fee from Thai Yamaha League One side PTT Rayong and can play in various positions, including right/centre back and as a defensive midfielder. Trent was born in Chipping Norton, New South Wales and was a student at Westfields Sports High School, playing for Chipping Norton FC, Bankstown, Sydney Olympic, Parramatta Power and captaining NSW at all youth levels. At 16, Trent left Australia and signed for West Ham United on a three-year deal after impressing in trials. After rising through the ranks he made his league debut, aged 19, against Crewe Alexandra in August 2004, the first of three first-team appearances for the club, achieving promotion to the Premier League. He went on to sign a two-year extension, before leaving for more playing opportunities. After leaving West Ham, Trent had stints at various clubs in the UK including MK Dons, Hereford Utd, Hamilton Academical and Scunthorpe Utd. In 2011 he returned to @thephuketnews

T

he 2015 Hungarian Grand Prix was one of those rare unforgettable Formula One weekends – but it had nothing to do with the racing. One week prior to the grand prix the deeply saddening news of former F1 driver Jules Bianchi’s death rocked the sport, and it has been in mourning ever since. Emotions peaked on Tuesday (July 27) at Jules’ funeral, attended by a swathe of drivers, team personnel, and other Formula One figures past and present, but the quiet persisted well into the race weekend. The paddock went about its business as per usual, but it was undoubtedly subdued as it did so. Problem-riddled practices, a stonking Lewis Hamilton qualifying lap and the promise of a mouth-watering battle on Sunday (July 26) certainly kept spirits high, but still a certain shadow floated just below the surface. But there was no staring at shoes or awkward shuffling of feet about the place; rather it was a mood of introspection that clung close to all those who walked through the circuit.

Photo: Ronald Zak/AFP For an environment so ordinarily filled with competitiveness and aggression, with brutal rivalry and uncompromising gamesmanship, there was something overwhelmingly beautiful about the pre-race minute’s silence to Jules. With team principals present, the drivers linked arms, visibly emotional, with members of the Bianchi family to form a circle around their helmets. In the middle was Jules’ – they were racing with him this weekend. He was gone, but not forgotten. It was as human a moment as one is ever likely to see in Formula One. Even Bernie Ecclestone, the

sport’s unflappable ringleader, took a moment to reflect as he stood on his own on the grid, perhaps considering the return of death, the sport’s oldest foe, to once again take one of his flock, as he had personally known it to do for so many years. One could not hope for a better grand prix to pay tribute to a racing driver like Jules. There was action up and down the field, and emerging victoriously from the fray was Ferrari, the team that guided him through his F1 rookie months with the intention of signing him perhaps as soon as next year. “Merci, Jules. Cette victoire est pour vous,” said race winner

Sebastian Vettel over team radio. “This victory is for you.” The podium celebrations were poignant, and though every driver who raced today will have admitted that they raced with Jules in their minds, Daniel Ricciardo appeared in equal parts proud to dedicate his podium place to Jules’ memory and upset not to have been able to win in his name. Ricciardo credits Jules as amongst the first friends he made upon moving to Europe to pursue his Formula One dream. They were mates as teenagers, as Ricciardo’s touching Twitter tribute alluded to after the world heard the terrible

news “This race was for Jules,” he said afterwards. “I left everything on the track. Whether some competitors like it or not, that’s how I wanted to do it and that’s how I’ll always do it – and watching Jules grow up, that was how he did it. “I drove inspired today and I’m happy to be standing up here. It’s been an emotional week. This one’s for him.” On the podium, as the drivers clutched their trophies and signalled to the sky, there was a sense after the race that a page had been turned. The memory of Jules will rightfully stay with Formula One forever, but just as the racing couldn’t be halted, life too must go on. “I’ll never forget you and the good times we had,” read Ricciardo’s message, and with Formula One heading into the midseason break with two exciting races under its belt and a renewed feeling of connectedness amongst its ranks, it started doing that most difficult thing: it took strength from the good times, and it started to heal. The 2015 Hungarian Grand Prix was a beautiful weekend, and it was the power of one driver that brought the sport together for a moment, however brief, to remember its humanity. That in itself is the mark of the man.

en future Olympians are travelling to Russia to compete among the world’s best at the FINA World Championships, with the hopes of smashing some of the current national swimming records. The talented swimmers will kick off their competition in Kazan next week at the 16th FINA World Championships, being held in Kazan, to August 9, after spending the past two months training at Thanyapura – the Official FINA Training Centre of Southeast Asia – as part of a one-year long scholarship, which prepares the swimmers for the Rio Olympics 2016. Reigning from six coun-

tries across the world, including Nepal, the Maldives, Bangladesh, Rwanda, Sri Lanka and India, the swimmers will compete in a bounty of races such as the 50m, 200m, 1500 freestyle, 100m breast stroke and 50m and 200m butterfly. The swimmers names are Aminath Shahidha, Sajen Shahidha, Mahfizur Rahman Sagor, Shivani Singh, Sajan Prakash, Eroi Maniraguha, Kimiko Raheem, Sofia Shah, Sirish Gurung and Cheran de Silva. Head Coach Miguel Lopez, who coached five Olympians and three Paralympians to a successful swim career with 20 medals, said: “We are hoping to come back to Thanyapura with at least eight National Records and one Olympic qualifying time. I don’t know what my limits are now.” Meanwhile, f resh off claiming nine medals at the recent South East Asian (SEA) Games, five members of the BISP JSA Swim Academy, based at the British International School, are also racing in nine individual events at the championships. “The opportunity for five of our high school swimmers to qualify and compete at the biggest competition in the swimming calendar this year, is a testament to the dedication and application to excellence that these swimmers have shown all season. “Its been a very busy competition schedule over the past few months, which has also coincided with IGCSE and IB end of year exams. “It takes a special type of student athlete to be able to successfully achieve in both disciplines, and not only do we have high achieving scholars within this group heading off to university in the United States with excellent academics, we also have students that still have World Junior Championships and Commonwealth Youth Games

to compete in before the start of the next academic year. “Whilst the World Championships carry no weight of expectations with them, the experience is vital in their development from elite age group competitors into the senior ranks. With five Olympic qualifying times achieved already from these swimmers, the coming 12 months provide an opportunity that very few globally will ever place themselves in. “We know there is still a lot of work to be done to secure these positions and officially make their respective international teams for Rio 2016, yet Kazan will provide yet another motivational boost for all of the hard work and sacrifice that the next academic year will require.” thephuketnews
