In a ground breaking initiative, on the 27th November the President of BAPIO, Dr Ramesh Mehta and the CEO of UHMB Ms Jackie Daniel signed a partnership agreement during a conference titled, ‘Towards Inclusion’, jointly hosted with BAPIO. The first of its kind in the UK, the partnership will help the Trust realise its ambition of becoming truly inclusive by creating a culture in its hospitals that recognises, respects, and values diversity for the benefits of staff, patients, and local communities. BAPIO has joined hands with Leicester University and NHS BME Network to provide this support. Jackie Daniel, Chief Executive, said: “The first principle of the NHS Constitution is to be truly inclusive in service provision, so I am really proud that we have been able to sign a formal agreement with BAPIO. This partnership will help us to further change our culture to one that truly recognises the importance of a diverse workforce and the benefits having one brings to us as a Trust, but also, the wider communities. Dr Mehta said: “I am delighted that UHMBT is taking commendable steps to support the equality and diversity agenda. This partnership with BAPIO will assist in the development of cultural sensitivity amongst staff, and in turn improve staff morale and ultimately patient care.” The agreement will see the Trust and BAPIO work together to develop internal staff networks for protected characteristic groups, including a Black and Minority Ethnic (BME) network, open to all BME staff from all occupational groups and disciplines. Mr Shyam Kumar, Chair of the BAPIO UHMB Unit said "I am proud that we are part of this exceptional work. We have an excellent team in the trust and we are committed to work with the trust to create an environment to provide best patient care”.

The BAPIO Training Academy was launched at the BAPIO Conference by Mr Simon Stevens, CEO of NHS. BTA strategic group met on 10th November to plan activities. www.bapiotrainingacademy.com is now live.

resident Dr Ramesh Mehta and Director of Policy Mr Buddhdev Pandya received a delegation of concerned doctors working at Brighton Hospital to highlight their plight in employment. BAPIO has been aware of the unfortunate situation at Brighton. BAPIO was unable to comment on the specific circumstances of these doctors but they were referred on to the MDS team for best possible support. BAPIO has written to the trust with concerns about the worried staff and offered assistance in implementation of Workforce Racial Equality Standards. This will help in improving the atmosphere in the trust and raising staff morale. The trust CEO has accepted the offer and BAPIO will be meeting the trust management in New Year. BAPIO is also planning to setup a Unit in the region. Dr Parag Singhal, Hon. Secretary of BAPIO said that it would have been easier for BAPIO to help the doctors in difficulty if they were members. He said, “We like to work with the hospital trust to help redress issues before they escalate into major disputes.” Mr Buddhdev Pandya, BAPIO’s Director of Policy, said, “The time has come to move on beyond the usual tick box exercises regarding equality standards”. He added that the key to happy working environment in the trust is by bringing about the ‘Culture change’.

BAPIO Meets the GMC BAPIO and BIDA had a joint meeting with Prof Terence Stephenson, Chair and Mr Niall Dickson CEO, GMC on the 30th November. BAPIO was represented by President Ramesh Mehta and Vice President Satheesh Mathew and BIDA by Chandra Kanneganti and Umesh Prabhu. Also present was Prof Iqbal Singh representing the BME forum. The issue of differential attainment and unconscious bias was raised and the GMC agreed to write to all Colleges and Faculties, confirming its commitment to fair training pathways for all doctors, and asking them to provide information on the following points:  What unconscious bias/ cultural awareness training is provided ?  The profile of examiners There were a number of concerns raised about Responsible Officers (ROs) bullying and discriminating against BME doctors and IMGs. GMC do not performance manage them. The organisations asked the GMC to circulate data on ROs and Medical Directors referred to the GMC. They also discussed the huge stress and pressures borne by around 2000 doctors whilst under investigation by the GMC. The GMC confirmed that there had been a substantial reduction in recent times from 245 days to 63 days, but that they were not complacent, and would like to reduce this even further. The issue of the screening process and faults detected therein a few years ago was raised, and the GMC agreed to have a team of observers again as suggested. Indian High Commissioner HE Mr.Ranjan Mathai and the Minister of Co-ordination Mr Sukhdev Sidhu have completed their term in London. BAPIO wishes them well.

Adam Bailey, the Managing Director said “The partnership is aiming to develop more activities to support educational and training needs of doctors at a time when the NHS is facing severe financial constraints. This year for the first time we had partnership with an NHS trust, The Heart of England Foundation Trust to support our Annual Conference. We were delighted to welcome 50 doctors from the trust who actively participated in educational activities and enjoyed excellent networking opportunities. It was a win-win for both the organisations. BAPIO is grateful to GMC, BMA, Oxford Deanery and the Royal College of Paediatrics and Child Health for their ongoing support to our educational. activities.

n a press release, BAPIO confirmed that the delegates at its annual conference 2015 unanimously supported the junior doctors in their bid to get a fair contract deal. Talks around the contract have been going on for three years, but have now broken down over issues that BAPIO feels should have been resolved amicably. The Secretary of State for Health, Mr Jeremy Hunt has planned to impose a new contract by the next summer, unless the junior doctors accept the terms of the NHS Employers. This has resulted in the BMA balloting its junior doctor members for an industrial action. BAPIO believes that this is in no one’s interest and has urged Mr David Cameron to resolve the matter before any such action is taken. The junior doctors of today are the Consultants and GPs of tomorrow. They form the very fabric of the NHS and therefore it would put patient safety at risk if the terms and conditions of their working patterns are not adequately safeguarded. NHS Employers must remove the threat of an imposed contract and start negotiating a fair contract which would recognise the sterling work that the junior doctors do, and stem the flow of doctors now leaving the NHS. GMC: New draft on confidentiality guidance The GMC has announced consultation on its guidance on ‘Confidentiality’ to update this and make sure it is compatible with the law and relevant to doctors’ everyday needs. The regulatory body had issued the guidelines in 2009 and there have been significant changes in law, technology and the wider healthcare landscape since then. The guidelines raises some important issues for discussions in an attempt to find a fine balance between protecting confidential patient information and sharing information appropriately and frequently. There are few pertinent questions raised in the document.

 
