A

s we celebrate our 20th anniversary this year, it is satisfying to see that an organisation that was initiated by a handful of dedicated professionals in 1996 has risen significantly in stature and influence over the past two decades. We have remained committed to the National Health Service and improving patient care, while encouraging fairness and equality in the organisation. As a first for any similar organisation, BAPIO has formed a partnership with an NHS Hospital Trust: A Memorandum of Understanding (MOU) was signed between Morecambe Bay University Hospitals and BAPIO. The idea is to support the Trust with Workforce Race Equality Standards, as well as to assist BME doctors in difficulty to find solutions. There are plans in place to develop similar partnerships with other hospital trusts. BAPIO has developed an innovative concept of conflict resolution. Our approach relies upon ‘early intervention’ to prevent disputes escalating to an irretrievable stage. We have trained 12 of our consultants through ACAS to help the trust and affected doctor identify a solution at the very early stages. This service will soon be offered nationally. I am pleased to report that our unique service to provide comprehensive professional support to doctors – the Medical Defence Shield, established by BAPIO in 2010 – is showing very healthy growth under the leadership of Dr Joydeep Grover, the Medical Director. We now have an in-house legal team delivering excellent service. The launch of the BAPIO Training Academy (BTA) was followed by a new initiative of the BAPIO International Fellowship Programme in Emergency Medicine. This offers Indian doctors access to two years’ training in an NHS Trust, as well as providing manpower to the Trust. We provide mentors to these doctors and ensure that they are offered appropriate training before they return home two years later. The BTA, in collaboration with the Delhi-based All India Institute of Medical Sciences, ran several successful Advanced Ultrasound in Trauma and Life Support courses. We thank Prof. Sanjiv Bhoi and his team from AIIMS, and Dr Vivek Chhabra, Dr Simon Godwin, Dr Raghu Ramaiah, Dr Parag Singhal and Dr Guru Karnati for their support.

The theme of our mid-year conference held in Leicester on 25th June was ‘Teams without walls’. The star event of the conference was the highly successful Research and Innovation Competition for medical students and young doctors. Shyam Gokani, winner of the oral presentation and a medical student from Imperial, will be travelling to India in January to present his work at a Global Conference and will have a week’s attachment in Paediatric Intensive Care at Hyderabad, all expenses paid! As we are approaching the year’s end, I look forward to the New Year with plans for fresh initiatives and the hope that many of you will come forward to join us as leaders to serve the fraternity! This year’s annual conference on 19-20 November 2016 in London was a great success. It provided excellent networking opportunity for members to meet national leaders like Simon Stevens CEO NHS England, Sir Malcolm Grant Chairman of NHS England, Prof Terence Stevenson Chairman GMC, RCP President Prof Jane Dacre and RCPCH president Prof Neena Modi just to name a few. We also had high profile guests from India including Prof Misra director AIIMS, Prof Kalra Vice Chancellor Haryana University, Prof Batra CEO National Board of Examinations and Prof Jamkar former VC Maharashtra University of health sciences.

Annual Conference 2017 will be held in November 2017 in Manchester.

IMMIGRATION HEALTH SURCHARGE

The present regulations in India prohibit doctors of Indian origin from being appointed to a university faculty if they don't have a postgraduate qualification from India. This means that many doctors of Indian origin returning to the country are not given the appropriate recognition, with no opportunity to contribute to the Indian health sector.

he Hon Secretary of the British Association of Physicians of Indian Origin (BAPIO), Dr Parag Singhal, has written to Hon Shri Jagat Prakash Nadda, Union Minister of Health and Family Welfare, highlighting the concerns. In a letter forwarded via the High Commission in India, BAPIO has argued that increasingly, there is an opportunity for a huge step forward in Global Heath Education through sharing knowledge and skills between developing and developed nations. Dr Singhal said, “This is especially true in the case of the Indo–British or Indo–USA relationship involving medical professionals. We appreciate the fact that most of the doctors of Indian origin working in the National Health Service of the United Kingdom have acquired a high degree of experience and qualifications, and many are part of the teaching faculty of the UK. Most have graduated in India and they are familiar with hospitals and universities contributing to undergraduate and postgraduate teaching programmes”. It is estimated that there are over 40,000 doctors working in the NHS who are

Many of these doctors have expressed an intention to return to India, and it would be desirable for the Indian Health Care sector to harness their expertise in order to supplement the sector’s existing requirements. Dr Singhal continues, “In addition, we believe that most of these doctors have emotional bonds and some may wish to satisfy their desire to serve their motherland, so we urge the Indian government to capture their expertise, since they would bring added value to India’s own requirements”. BAPIO, one of the largest and most proactive bodies representing the interests of doctors of Indian origin in the UK, has asked for the Health Minister’s intervention in support of a successful amendment to the current clause that would enable Indian doctors to contribute to undergraduate and postgraduate teaching and thus better serve their country. 

The BAPIO Executive is concerned about the 'Immigration Health Surcharge' (HIS) that was first introduced in April 2015, following the Immigration Act 2014, and applies to those both on Tier 4 and Tier 2 visas. Those on Tier 4 visas now have to pay £150 per year, which means those entering the Foundation Programme for trainees must pay £300. Meanwhile, those on Tier 2 visas must pay £200 annually.
