Federal funds will be used to repair docks that will be transferred to private operator of cruise port

Gov. Pedro Pierluisi Urrutia announced Thursday that work will begin to rebuild the Pan American Piers I and II on Isla Grande in the coming weeks through an investment of $7.5 million even though the facilities will be put under a private operator.

Piers I and II will become part of the proposed public-private partnership with Global Ports Holding for a cruise ship terminal. La Fortaleza press officials were unavailable for comment. In 2022, Global Ports Holdings won the 30-year concession to operate the San Juan Cruise Port.

The $7.5 million will pay for permanent improvements and thus repair and mitigate the damage caused by Hurricane Maria in 2017.

The news was reported Thursday by Pierluisi, Ports Authority (APPR by its Spanish initials) Director Joel A. Pizá Batiz, Central Office for Recovery, Reconstruction and Resilience of Puerto Rico (COR3) Executive Director Manuel Laboy Rivera and the federal disaster recovery coordinator of the Federal Emergency Management Agency (FEMA) in Puerto Rico, José Baquero Tirado.

“The Pan American docks are a great asset to continue expanding our goals to attract more cruise ships that choose us as a home port or stopover,” the governor said. “Each dock can receive deep-draft ships and has a large passenger terminal and baggage handling area. In addition, the docks also receive the ferry that provides service between Santo Domingo in the Dominican Republic and San Juan. Keeping in mind the importance of these docks, we will now make a series of permanent improvements to address the damage caused by Hurricane Maria, with an investment amounting to $7.5 million from the FEMA Public Assistance Program,, along with the matching of CDBG-DR [Community Development Block Grant Disaster Recovery] funds under the Department of Housing.”

Pierluisi noted that the improvement works include waterproofing of roofs in the terminal; restoration of the metal envelope of the building; replacement of doors, windows and skylights; improvements to the drainage system; interior restoration and painting work; replacement of lighting fixtures; repairs to utilities; and pavement improvements, among other restoration work for damage caused by Hurricane Maria.

The start date of the project is October 2023. It is estimated that the work will last for a period of 6-12 months. Operations at both tourism docks will not be affected since the work will be scheduled by area and

coordinated so that any interruption to port operations is mitigated through effective collaboration between the APPR, the contractor, the operators and related agencies.

“This project to improve the dock facilities will provide a safer environment for employees and tourists, as it will mitigate the possibility of damage in the event of an emergency in the future,” Pierluisi said.

Pizá Batiz stated that “maintaining maritime facilities in optimal condition and complying with the regulatory standards of local and state agencies” is an administration priority.

“For this reason, we continue to move forward with numerous capital improvement projects to have a robust and resilient infrastructure, as well as continue supporting the maritime industry and the economic development of Puerto Rico.”

The COR3 chief, meanwhile, emphasized that “to give resilience to the infrastructure of these docks, the project includes mitigation measures and the use of materials resistant to future natural disasters.”

“This project has an advance from the Working Capital Advance pilot program of $2.8 million,” Laboy Rivera said. “At COR3, we will continue to support the Ports Authority team in completing this reconstruction process, as well as 87 other permanent projects in the design stage and with obligations that amount to $177.5 million.”

San Juan installing solar traffic lights in Condado

The municipal administration of San Juan initiated the project to install new solar traffic lights in the Condado area this week, as part of the public policy of Mayor Miguel Romero Lugo aimed at guaranteeing the road safety of drivers and pedestrians, as well as its visitors, in the island capital.

The new solar traffic lights will be located at seven intersections of high vehicular flow, specifically Eduardo Conde Avenue and San Jorge Street, McLeary Street and Kingscourt Street, Ashford Avenue and Diego Avenue, Ashford Avenue and Manuel Rodríguez Serra Street, Ashford Avenue and Condado Avenue, Magdalena Avenue and Condado Avenue, and Magdalena Avenue and Cervantes Street.

When making the announcement, Romero Lugo stressed that the project is a high priority for his administration since it promotes stability in the operation of the traffic lights on the aforementioned thoroughfares through solar energy, while improving traffic safety and quality of life in the area.

“Using next-generation technology, we are modernizing and automating traffic lights

on roads that have presented problems for years, for various reasons,” the mayor said in a written statement. “With this initiative, we seek to improve the mobility experience

in the Capital City and reduce delays and traffic accidents. This project significantly influences urban planning, social development, businesses and the economy, and

we aspire to be able to expand it to other intersections in San Juan.”

The project, which is being developed by the staff of the Department of Operations with a budget of $804,810, will be divided into two phases. The first includes the removal of unusable and non-reusable traffic management equipment, installation of new traffic lights, installation of traffic control cabinets, and excavations, as well as structural wiring for the new traffic lights.

For the operation of the traffic lights with solar energy, a photovoltaic system, solar panels, inverters and rechargeable batteries will be installed as part of the second phase of the project, and is projected to be completed by December.

With the installation of the new solar traffic lights, security cameras will also be installed that will serve to enforce the law against those who commit traffic crimes and/or to address emergency situations. Likewise, a video detection system called Grid Smart was acquired. It is a tool that monitors and classifies objects to improve safety at intersections. The technology has been shown to improve the handling of vehicular traffic and reduce car congestion, among other benefits.

Crackdown on gangs dedicated to carjacking, stealing vehicles and selling weapons nets 18

Aconfidential investigation carried out by the Puerto Rico Police Bureau and the island Department of Justice culminated in the early hours of Thursday, with the arrest of 18 people and the filing of 75 criminal charges against the members of four gangs dedicated to armed car theft (carjacking), vehicle theft and transfer of weapons that operated in 10 municipalities on the island.

“These individuals violently appropriated citizens’ property and were evading the law for some time,” Justice Secretary Domingo Emanuelli Hernández said at a press conference. “But the joint and strategic work of the prosecutors of the Organized Crime Division and police agents managed to stop these groups that have made crime a profession. After an extensive investigation, we have the evidence to prosecute them beyond a reasonable doubt. The time has come for them to answer for their crimes before justice.”

The charges were presented by prosecutors Diannete Aymat Frías and Liza Morales Jusino, from the Justice Department’s Division to Combat Organized Crime and Drugs, in the

judicial centers of San Juan and Bayamón, where bails were set for the defendants at the sum of $5.8 million. In addition, the attorney for Minor Affairs of San Juan, Ivelisse Maldonado Muñoz, filed an offense against a minor, against whom she has an arrest warrant.

The investigation, led by the Police Bureau’s Stolen Vehicles Division and the aforementioned division of the Justice Department, lasted nearly two years and resulted in the identification of four criminal organizations responsible for carjackings and a large portion of the vehicles stolen in the 10 municipalities, as well as their respective leaders, who were arrested. The detainees are between 17 and 51 years old. In the raid, six rifles and 12 pistols were also seized and 15 vehicles reported stolen or carjacked, which were used to commit crimes, were recovered. Additionally, in the process of serving the arrest warrants, five cars were seized, along with chargers, ammunition and various controlled substances for distribution, including cocaine, heroin and marijuana.

“We have dealt a great blow to the theft of motor vehicles on the island,” Police Commissioner Antonio López Figueroa said. “The

illegal trade in stolen vehicles, and the illegal possession and sale of firearms by organized groups and individuals have no place in our society. The activities of these gangs harm citizens, businesses, the economy and public safety and in the vast majority of cases, they are linked to other criminal activities.”

According to the investigating agents, two of the dismantled groups had links with each

other and sometimes worked in coordination. One of them, which operated in the areas of San Juan and Caguas, was directed by Karla Verdejo Cardona (alias Loco). She had been prosecuted at the federal level and is currently serving a probationary sentence for carjacking. The Federal Bureau of Investigation (FBI) collaborated in this investigation, which led to the arrest of Verdejo Cardona.

LUMA seeks 4 cents/kWh temporary rate hike, citing fuel price fluctuations

Citing increases in fuel and generation costs for July and August, LUMA Energy, the private operator of the Puerto Rico Electric Power Authority’s (PREPA) transmission and distribution system, asked for a temporary 4 cents per kilowatt-hour hike in utility rates to offset costs.

LUMA informed the Puerto Rico Energy Bureau (PREB), the sector’s regulator, on Wednesday of the required quarterly adjustments to the cost of generation fuel and purchased energy according to the information provided by Genera PR and other generating companies.

Based on the information provided by Genera PR, the cost of fuel used by generation facilities during July and August was 20% higher than expected because of the impact of the global hike in fuel prices and the higher-than-expected demand for energy during the quarter.

The international oil price increased more than 28% during July and August, reaching $90 per barrel compared to $70 per barrel on July 1.

“Considering these factors, the estimated adjustment in the purchase of energy and fuel in the report presented to the PREB foresees an increase of approximately four cents per kilowatt hour,” LUMA said, noting that the PREB, not LUMA, determines the ultimate impact of the fuel cost adjustment on customer rates or bills.

“Global fuel prices are a factor that is out of our control and is a serious problem affecting utility customers in Puerto Rico and the United States,” LUMA CEO Juan Saca said. “LUMA has no control over these fuel prices. These

are established worldwide. It is important to remember that LUMA does not produce electricity or determine fuel costs’ impact on customer rates. Although LUMA is not responsible for the increase in generation fuel costs, we are committed to helping our customers.”

“We will be sharing information about various economic assistance programs, and we are working with our collaborators in the government and in the generation sector throughout

Puerto Rico to develop energy solutions that reduce the need to use expensive fossil fuels in the future,” Saca indicated.

The recent global rise in fuel costs represents an ongoing problem affecting customers in Puerto Rico, the mainland U.S. and elsewhere. For example, the price of gasoline in Puerto Rico has increased 11% in the past three months. LUMA does not benefit financially from any rate changes due to increased generation fuel costs, the company said.

Rep. Jesús A. Hernández Arroyo, who chairs the Energy Committee in the island House of Representatives, said later on Thursday regarding the possible hike in the electricity bill that “the people cannot stand another increase in the cost of energy, and although global fuel prices are an external factor, it cannot translate into more economic burdens for Puerto Ricans who already face very high electricity rates.”

“This week I am in Washington, D.C., specifically addressing various critical issues for Puerto Rico, including the energy crisis we face,” Hernández Arroyo said in a press release. “In the Puerto Rico House of Representatives we are fully committed to the search for sustainable energy solutions that reduce our dependence on fuel costs.”

“I am aware that the volatility of oil prices has a significant impact on the economy of every home and business in Puerto Rico,” the lawmaker added. “Therefore, our work is focused on diversifying our energy sources and strengthening the resilience of our electrical system.

“It is imperative that financial assistance initiatives for consumers be explored and implemented and that all stakeholders be working together to mitigate the impact of these costs.”

Resident commissioner feted for aid to disadvantaged

The National Health IT Collaborative for the Underserved (NHIT) has recognized Resident Commissioner Jenniffer González Colón for her work to eradicate health disparities affecting the people of Puerto Rico and her efforts in support of infrastructure and technology projects that would provide broadband access to rural areas.

“I am deeply grateful for this recognition, which I accept on

behalf of the 3.2 million residents on the island and many other Puerto Ricans who have been forced to move to other states in search of the equality to which they are entitled as American citizens and yet are denied at home,” González Colón said. “Puerto Rico’s longstanding lack of equal treatment in public policy and federal funding as a U.S. territory is most evident in the area of health and health care. Disparities in Medicaid funding, as well as differences in Medicare implementation, have contributed to even broader fiscal and health challenges for the island, which have been exacerbated by recent natural disasters and the COVID-19 pandemic.”

On her most recent achievements in the area of health, the resident commissioner highlighted the nearly $19 billion she secured for five years to stabilize Puerto Rico’s health system, as well as the increase in the federal contribution to the Medicaid program from 55% to 76%.

In addition, she highlighted legislation that she has introduced in the current 118th Congress to correct the disparities among island residents in the area of health, such as HR 4411, the Medicare Advantage Program Integrity Act; HR 4028, the Territories Equality in Medicare Drug Assistance Act; HR 4410, the Medicare Savings Program Fairness Act; and HR 4027, the Medicare Part B Enrollment Justice Act.

Earlier this year, González Colón introduced the E-Bridge Act (HR 1752) with House Transportation and Infrastructure Committee Chairman Sam Graves to advance high-speed broadband projects in rural and economically disadvantaged communities nationwide.

Caguas showcases its gastronomic diversity at inaugural forum

Most people would agree that eating out is something enjoyable, which is why restaurants on the island tend to be full, especially on the weekends. Even though many people enjoy the luxury of sitting at a table with friends and family enjoying a nice dish, maintaining a restaurant takes a lot of work and sometimes trial and error, as food business sales are never guaranteed considering that they aren’t selling essential items like supermarkets or pharmacies do.

Caguas, however, has seen a lot of success in terms of restaurants and other food stops. Due to the overwhelming amount of cafeterias, restaurants and food trucks, the Caguas municipal administration decided to have its first ever gastronomy forum at the Centro Criollo de Ciencias y Tecnología, commonly known as C3TEC, on Thursday morning. It was a chance for many food business owners to

enjoy different speakers and listen to numerous success stories from various food business owners around the city.

The event was organized by Zamia Baerga, the municipal economic development secre-

tary. Mayor William Miranda Torres delivered opening remarks.

“The diverse and large amount of gastronomy that has been established in the city distinguishes us as an entity important in the tourism of Puerto Rico and in the programs and initiatives related directly and indirectly to this line,” the mayor said. “This is the product of planned and strategic management from our Economic Development Secretariat that includes: direct support for businesses, and economic subsidies and tax incentives provided to the city’s merchants/businessmen. Thanks to these efforts, today we have in Caguas more than 250 food and drink establishments, including restaurants, cafes and food trucks, among others. In addition, we offer more than 10 gastro-tourism experiences aimed at the cruise ship and group market, and more than 30 gastronomic routes around the city.”

touching many topics so that people get to know different success stories, so that they know people who had a dream and worked hard for it.”

One of those success stories is restaurant owner Loumiri Sánchez López.

“Years ago I had an idea to start something of my own,” Sánchez López told the STAR. “Originally I wanted to make an artisanal beer bar, but when we presented the idea to the municipality they told us that if we were going to sell alcohol we had to have food, so as a vegan it was a bit of a wall for me because I was vegan so I was afraid that it wouldn’t work because I thought somebody who wants to drink craft beer wouldn’t want to eat vegan food. So I decided to make a vegan restaurant and marry the two concepts of artisanal beer and vegan food.”

Her restaurant, El Grifo, has seen so much success, in fact, that it was featured on “Diners, Drive-Ins and Dives” and is quite popular with people from all over the island.

Justice Secretary Domingo Emanuelli Hernández said Thursday of the release through the writ of habeas corpus of Delwin “Tun Tun” Berríos Navarro, the alleged leader of a criminal organization in Yabucoa, Humacao and San Lorenzo, that “if six months pass and the trial has not been held,” then it is the right of the accused person to be released to home incarceration.

“That is why the Prosecutor’s Office is working, so that the trials can be heard as soon as possible,” Emanuelli Hernández said in response to questions from the press.

Lead prosecutor Jessika Ivelisse Correa González insisted meanwhile that the Puerto Rico Constitution allows defendants like Berríos Navarro to take steps to be let out of prison and remain under supervised release.

“Berríos Navarró changed his legal representation several times, which caused the process against him to be delayed, due to, among other things, changing his lawyer several times,” Correa González said.

When asked if there are guarantees that the subject will not commit a crime again while he is under electronic supervision, the prosecutor said “there are security measures that were taken; if he commits any violence, the Prosecutor’s Office is prepared to request that he be admitted [to prison] again.”

“If he goes missing or the shackle [electronic ankle bracelet] is cut, the case is processed and we will process him,” Correa González added.

Berríos Navarro was captured in September of last year in San Lorenzo by agents from the Humacao Criminal Intelligence Division and the Federal Marshals Service. As more than six months had passed without the judicial process beginning, Humacao Court Judge Martín Ramos Junquera accepted the request for release.

Republicans inch closer to spending deal, spoiling for a shutdown

House Republicans inched closer earlier this week to overcoming deep internal divisions and reaching an agreement that would allow them to advance stalled spending legislation, as Speaker Kevin McCarthy bowed to the demands of far-right lawmakers for steep spending cuts that stood little chance of surviving in the Senate.

The emerging deal was unlikely to bring Congress closer to averting a shutdown in 10 days, and it remained unclear whether Republicans could even reach agreement among themselves on a purely symbolic measure that underscored McCarthy’s precarious hold on his job.

McCarthy emerged from a lengthy Wednesday night meeting with Republican lawmakers saying he felt optimistic that he was closer to having the votes to pass a stopgap funding measure to keep federal agencies open through October, despite a handful of hard-line Republicans who have threatened to stand in the way.

Behind closed doors, he proposed a monthlong bill that would temporarily set overall government spending at $1.47 trillion, the funding level in place before the pandemic that hard-right lawmakers have been clamoring for since January; include stringent border restrictions; and create a commission to tackle spending and debt. And he said the House would move individual spending bills that would result in overall expenditures of $1.56 trillion for the coming year, a substantial cut from the level he agreed to with President Joe Biden as part of the debt deal reached in May.

In a sign that the House was shaking off the paralysis that has gripped it for most of the week, McCarthy said he planned to bring a Pentagon spending bill back to the floor on Thursday, two days after a handful of hard-line Republicans blocked a vote on it, dealing him an embarrassing defeat. Republicans emerging from the meeting said two of the rebels, Rep. Ken Buck of Colorado and Rep. Ralph Norman of South Carolina, had changed positions and would now allow a vote on the bill to proceed.

Still, even if the stopgap spending plan were to succeed, it would place the House on a collision course with the Democratic-controlled Senate, where there is bipartisan opposition to the cuts McCarthy has laid out and the immigration restrictions. With government funding slated to lapse after Sept. 30, it left Congress still far from an agreement to avert a shutdown.

Nor was it entirely clear whether McCarthy could muster support for his latest gambit. At the closed door meeting on Wednesday evening, Rep. Matt Gaetz, R-Fla., who has led the resistance to McCarthy, said he knew of at least seven Republicans who would vote against any stopgap funding measure to avert a government shutdown, no matter what the spending level. He would not say who they were.

That assertion received some pushback from other hard-right members.

Rep. Patrick McHenry, a McCarthy ally from North Carolina, said it was too soon to start thinking about turning to Democrats for help and called the impasse part of the “natural give and take” of finding an overall funding figure that Republicans could agree on.

“The first go of it in the House of Representatives is always within your own party,” he said after the meeting. “That’s what the speaker is trying to do, is build consensus among Republicans.”

The speaker also said he was not ready to give up and seek help from Democrats, an option likely to set off an immediate effort by right-wing lawmakers to remove him from the speakership.

“Anytime we have an obstacle, let’s not quit,” McCarthy told reporters earlier Wednesday as he was pressed on how he intended to overcome the resistance from the far right. “Sometimes it takes longer than others. There were a lot of Republicans who said they would never vote for me as speaker either,” he said, referring to his January fight for the speaker’s gavel that took 15 House votes to decide.

But it was that battle that was coming back to haunt McCarthy, who was still working to

satisfy the same band of hard-right rebels who had demanded concessions from him — including promises to rein in federal spending — in

exchange for their votes to make him speaker. With the outlook uncertain, McCarthy intended to keep House members in town and voting at least through Saturday, lawmakers said, as he and his backers groped for a way out of the impasse.

“The speaker‘s been talking to a lot of different people and he’s pretty good at pulling rabbits out of hats,” said Rep. Tom Cole, R-Okla., chair of the Rules Committee. “My guess is we’ll see another rabbit.”

One top ally of the hard-liners, Russell T. Vought, the president of the Center for Renewing America, said McCarthy either needed to embrace their position on lower spending and their push to challenge the Biden administration more aggressively, or face a threat to his job.

“We’re going to have a shutdown,” Vought said. “I think that’s a fundamental reality.” He added, “I don’t think his speakership will continue if he doesn’t move to unite his conference.”

Garland rebuffs Republicans’ efforts to reveal details on Hunter Biden inquiry

Attorney General Merrick Garland offered a fiery defense of the Justice Department’s investigation of Hunter Biden earlier this week, telling a House committee he was “not Congress’ prosecutor” — and would not reveal details of the inquiry no matter how much pressure lawmakers applied.

During a grueling hearing before the House Judiciary Committee that foreshadowed a bruising impeachment fight ahead, Garland repeatedly refused to answer questions about internal deliberations or offer explanations for decisionmaking in the investigation, or the two federal indictments of former President Donald Trump.

House Republicans view Garland as a linchpin as they seek to bolster an impeachment inquiry into President Joe Biden that is grounded, thus far, in inconclusive evidence that he profited from the business dealings of his son, Hunter. They have suggested Garland also might face impeachment, or contempt charges, for not fully answering their questions or providing access to documents and witnesses they have demanded.

Many of the claims and insinuations they leveled against Garland — that he is part of a coordinated Democratic effort to shield the Bidens and persecute Trump — were

not supported by fact. And much of the specific evidence presented, particularly the testimony of an investigator who questioned key decisions in the Hunter Biden investigation, was given without context or acknowledgment of contradictory information.

Garland, a former federal appellate judge known for

his circumspect and soft-spoken demeanor, took a more aggressive approach than during past hearings, alarmed by relentless attacks against his department. Countering their claims, he denounced escalating threats Trump supporters have directed against prosecutors, including special counsel Jack Smith, and FBI agents, prompting significant increases in security.

“Singling out individual career public servants who are just doing their jobs is dangerous — particularly at a time of increased threats to the safety of public servants and their families,” said Garland, who later reacted angrily when a Republican committee member called out a career prosecutor by name.

“We will not be intimidated,” he added. “We will do our jobs free from outside influence. And we will not back down from defending our democracy.”

It was Garland’s first appearance before the committee — stocked with far-right Trump stalwarts — since Smith brought two criminal indictments against Trump and a plea deal for Hunter Biden collapsed over the summer.

Garland’s testimony took place at what had been, in years past, a routine oversight hearing that would typically center on policy, crime, law enforcement initiatives and civil rights — issues that were largely jettisoned for attacks by Republicans and counterattacks by Democrats.

Republican committee members had signaled that they would grill Garland about his role in the later stages of a five-year investigation into Hunter Biden. It appeared to be nearing an end this summer until it imploded in July over the terms of the plea deal between Biden and the U.S. attorney for Delaware, David C. Weiss.

Republicans focused on a claim by a former IRS investigator, Gary Shapley, who said Weiss had suggested that he was being blocked from fully investigating the case of Biden’s taxes by being denied the power to independently pursue charges in jurisdictions outside Delaware. (Weiss and several other investigators in the case have rejected the claim.)

On Wednesday, they homed in on one of the biggest unexplained questions: why Weiss requested to be appointed special counsel in August. Garland told a Senate committee this year that as the U.S. attorney in Delaware, Weiss had all the authority he required — and had never asked for a change in status.

“Did you ask him what had changed, that made him now need to be made a special counsel?” asked Rep. Dan Bishop, R-N.C.

In response, Garland cited a promise he had made to senators during his confirmation in 2021 — that he would not interfere with the work of Weiss to avoid any appearance that he was influencing an investigation into his boss’ son.

“The way to not interfere is to not investigate an investigation,” he said.

The theory that Joe Biden intervened to protect his son, widely trumpeted by House Republicans and amplified by conservative news media, is a prime motivator behind the impeachment inquiry begun by Speaker Kevin McCarthy under pressure from the right flank of his party.

from the case, including by reappointing Weiss, who was installed under the Trump administration. Similarly, officials say, Garland has virtually cut off communications with the White House since the department began investigating Trump.

“As the president himself has said, and I reaffirm here today: I am not the president’s lawyer,” he said in his opening statement.

Over the past week, Rep. Jim Jordan, R-Ohio, chair of the Judiciary Committee, has increased the pace and scope of his demand for access to documents and officials, including Weiss and his deputies, claiming they are fundamentally necessary for his committee to fulfill its oversight function.

Several times Garland was asked about his role in the two federal indictments of Trump — and whether he had personally approved it at the request of President Biden, as Trump has claimed without providing evidence.

“No one has told me to indict,” he said. “And in this case, the decision to indict was made by the special counsel.”

Jordan repeatedly accused the Justice Department of slow-walking potential felony tax charges into Hunter Biden because the statute of limitations has since expired. But the FBI continues to investigate the president’s son, including whether he violated the Foreign Agents Registration Act, commonly known as FARA, in his business dealings abroad.

The hearing was as much an exercise in political combat as an exchange of information. Jordan, speaking in a shout for most of the hearing, established the tenor by declaring in his opening statement that “the fix is in!”

Rep. Jerrold Nadler of New York, the top Democrat on the committee, shot back, saying “extreme MAGA Republicans have poisoned our vital oversight work” in an effort to distract from the multiple indictments of Trump.

Ford averts strike in Canada as talks in US inch along

Negotiations between each of the three large U.S. automakers and the United Auto Workers union remain far from being resolved, but one of the companies — Ford Motor — has averted a second strike in Canada.

Late on Tuesday, the company reached a tentative labor agreement with Unifor, Canada’s main auto union. The deal was announced minutes before an 11:59 p.m. deadline set by the union for a strike by its 5,600 members at Ford.

Neither side disclosed the terms of the agreement, but Unifor said the company had made a “substantive offer.”

“We believe that this agreement will solidify the foundations on which we will continue to bargain gains for generations of autoworkers in Canada,” Unifor’s national president, Lana Payne, said in a statement.

Unifor’s talks with Ford, General Motors and Stellantis, which owns Chrysler, Jeep and Ram, started Aug. 10 but have been overshadowed by the UAW contract talks in the United States.

Ford has an assembly plant and two engine plants in Canada. Unifor selected Ford as the “target” of its talks, meaning it focused on securing the best deal it could from the company before turning to the other two automakers. Now, it will seek to strike similar agreements with GM and Stellantis.

Ford’s deal in Canada appears to have little bearing on the UAW strikes in the United States.

On Sept. 14, the UAW told nearly 13,000 workers to leave their jobs at three U.S. plants: a GM pickup truck factory in Wentzville, Missouri; a Ford truck and sport utility vehicle plant in Wayne, Michigan; and a Stellantis SUV plant in Toledo, Ohio.

The talks appear to have progressed only a little since the strikes began last Friday. On Wednesday, the UAW said it was

reviewing a new offer from Stellantis but declined to provide details.

The union is seeking a 40% increase in wages over four years, saying the pay of the automakers’ CEOs rose by roughly that much over the previous four years. The companies have offered raises of just over 20%.

The U.S. union also wants more workers to qualify for pension plans, company-paid health care for retirees, shorter working hours and other improvements. And the UAW is seeking an end to a practice under which new hires are paid about $17 an hour — a bit more than half the top union wage of $32 an hour.

At $32 an hour, a UAW member working 40 hours a week is paid about $67,000 a year. In recent years, the companies have paid workers profit-sharing bonuses of $9,000 to $15,000.

burn Hills, Michigan, on Wednesday, workers who are not on strike picketed in support of the work stoppage, chanting, “No justice, no Jeeps.”

Josh Boyd, 36, an auto mechanic who works at the headquarters’ technical center, said he was ready to walk out if asked by the union. “There’s always uncertainty, but there’s also excitement,” he said. “I think we’re going to get a good contract.”

Boyd, who carried his young daughter on his shoulder, said that he earned $32 an hour, but that his family of three was stretched. “Day care is $250 a week,” he said. “I’ve got a mortgage. My wife is in school, so we are on one income.”

LaShawn English, who was elected this year as the director of the UAW’s Region 1, which includes parts of Michigan and Canada, said the wage increases offered by the automakers would apply to most but not all workers. Among those who would not get the same raises are temporary workers who make up about 12% of Stellantis’ unionized workforce of 43,000.

“It’s not just about the higher-wage workers,” she said. “We have to move everybody forward. We can’t leave people behind.”

Earlier Wednesday, Stellantis presented a new offer to the union but did not disclose details other than to say it primarily addressed issues other than wages. The company also said it had to lay off 68 workers at a machining plant in Ohio, and might have to lay off 300 more in Indiana because of the UAW’s strike at its Toledo plant, which makes Jeeps.

On Tuesday, UAW President Shawn Fain said the union might expand the strike to additional plants this week if it did not make significant progress toward an agreement. Fain is expected to announce additional strike locations Friday morning with workers leaving their jobs at noon.

Separately, the UAW said Wednesday that 190 union members went on strike at a Tuscaloosa, Alabama, plant owned by ZF, a company that supplies axles to Mercedes-Benz.

Stocks Fall, Yields Rise as Central Banks Rattle Markets

World stocks fell for a fifth straight session and the dollar hit its strongest since March on Thursday as Treasury yields rose to levels last seen before the Great Financial Crisis after the U.S. Federal Reserve warned rates will stay higher for longer.

The Fed on Wednesday kept its key lending rate steady, as expected, but indicated another hike is possible as it and other central banks tighten policy to tame inflation.

The British pound and the Swiss franc tumbled after the Bank of England and Swiss National Bank refrained from raising rates, both surprise moves, but the central banks of Norway and Sweden each hiked by a quarter percentage point as expected.

Major equity indices in Europe fell more than 1% and stocks on Wall Street slid on concerns higher rates will curb growth. The question is whether the market shrugs off higher rates as in the past on expectations the Fed will cut rates as the economy slows.

“For the last year there’s been a gap for this hopeful optimism by investors that the Fed is near done or we’ll be done and the Fed continues to suggest we’re not so sure,” said Michael Arone, chief investment strategist at State Street Global Advisors in Boston.

“You are seeing some subtle shifts in both stocks and in the bond markets to reflect higher for longer, to reflect the uncertainty that the Fed is in fact nearing the end of its tightening cycle,” he said.

Futures pared back expectations the Fed’s target rate will stay above 5% through late July 2024 from September next year, as indicated on Wednesday.

But rates moved higher. The two-year Treasury yield, which reflects interest rate expectations, rose 1.1 basis points to 5.131%, while the yield on the benchmark 10-year note was up 12.5 basis points at 4.472%, a fresh 16-year high.

Saxo Bank analyst John Hardy said Europe’s central bank moves showed there was now more uncertainty about both when and where interest rates max out.

“Different countries are in different gears so it is real datadriven responses we are seeing now, especially for the UK,” Hardy said following the BoE’s decision, which had been its first pause after 14 consecutive hikes.

“It punctures the balloon on terminal rates and also creates more second guessing on the quality of the (economic) landings.”

MSCI’s gauge of stocks across the globe shed 1.19%, firmly on course for a fifth day in the red, which will be its longest losing streak since March. The pan-European STOXX 600 index lost 1.07%.

U.S. stocks declined less. The Dow Jones Industrial Average fell 0.43%, the S&P 500 lost 0.92% and the Nasdaq Composite dropped 1.07%.

against a basket of currencies, rose as high as 105.59, its strongest since March 9, pushing the yen close to its weakest since November.

The dollar index later eased, down 0.038% at 105.35, with the euro down 0.01% to $1.0658.

Overnight in Asia, MSCI’s broadest index of Asia-Pacific shares outside Japan slumped 1.6% in what was its biggest move since early August. Japan’s Nikkei fared only slightly better with a 1.4% loss.

With a crucial Bank of Japan meeting still to come this week, Japan’s 10-year government bond yield rose to its highest in a decade.

Though the rise signals an expectation that the BOJ could finally move away from its easy money “yield curve control” policy, it was also tracking U.S. 10-year Treasury yields, which had risen to a 16-year high of 4.43% in the wake of the Fed.

US wants to keep migrants away from the border by moving it south

As the Biden administration struggles to tackle a humanitarian and political crisis at America’s doorstep, it is focusing increasingly on keeping migrants far from the U.S.-Mexico border by establishing migration processing centers in Central and South America.

But the program is off to a rocky start, with demand for appointments far outstripping supply, leading to periodic shutdowns of the online portal and some countries’ limiting applicants over concerns that the centers will cause migrants to overwhelm their own borders.

The centers, in Colombia, Costa Rica and others planned in Guatemala, have become a primary focus of the president’s migration strategy, U.S. officials said, and the administration is already exploring expanding the program to other nations in the region, including opening a similar office in Mexico.

The program, known as the safe mobility initiative, is “the most ambitious plan I’ve seen,” said Sean Garcia, the deputy refugee coordinator for the U.S. Embassy in Colombia, who has worked on migration for more than a decade.

But even some officials involved in the initiative acknowledge that it is a modest response to an enormous challenge.

More people — 360,000 through the beginning of the month — have already crossed the Darién Gap this year than in all of last year. And in August, roughly 91,000 families at the U.S. southern border were arrested after crossing illegally, a monthly record.

“The effect on migration through the Darién will be minimal or none at all,” Francisco Coy, Colombia’s vice minister of for-

eign affairs, said about the U.S. program.

“Let’s be frank.”

Since it was kicked off in June, the program has put about 3,600 migrants out of roughly 40,000 applicants on a path to be allowed into the United States, according to U.S. officials.

A spokesperson for the National Security Council, Adrienne Watson, said it would “take time to build up the program to the scale we want to.”

“We’re ensuring services are being provided in an orderly and efficient manner, while also being able to improve processes,” she added.

Alex Díaz, his wife and 4-year-old son were about to board a boat in May to reach the Darién Gap, a brutal stretch of jungle connecting North and South America.

They had spent about $80 on tickets but quickly aborted their plans when they learned of a far safer option to try to make it to the United States: the new Biden administration plan to open offices in several countries, including Colombia, where migrants, like the Díaz family, could apply for entry.

Once online applications opened in June, Díaz, who is Venezuelan, quickly registered for an interview appointment.

He has heard nothing since.

The program is meant to provide legal entry into the United States for qualified people seeking refugee status, family reunification or another temporary status known as parole. It does not provide asylum, which must usually be sought once inside the U.S. border or at a port of entry.

With migration one of President Joe Biden’s most vexing challenges and emerging as a potent issue in next year’s election, the administration is essentially offshoring the issue by relying on Central and South American countries to keep migrants from journeying northward.

Mexican authorities had been intercepting migrants crossing into Mexico from the south and preventing many from traveling to the U.S. border, though in recent weeks the flow of migrants heading north appears to be growing.

Colombia has accepted 2.5 million Venezuelan migrants in recent years and, with the help of U.S. aid, has provided residency permits, though many migrants have abandoned the country because of a lack of economic opportunity.

Following the expiration in the spring of a pandemic-era public health order that allowed the swift deportation of most migrants, the Biden administration introduced rules designed to restrict asylum at the border, while also expanding legal avenues for entry into the United States.

After a notable dip in border encounters, the numbers have started rising. Illegal border crossings have climbed to record levels during Biden’s tenure, part of an immense global movement of people driven by poverty, violence and political instability.

The online portal to schedule appointments in Colombia, which opened June 28, shut down after just one day. The portal was supposed to close after receiving 3,000 applications, a State Department official said,

but was flooded with more than 5,000 applications in the first 12 hours. It opened again briefly in August and received another 5,000 applications.

Two offices opened last month in Medellín and Cali, the country’s second- and third-largest cities. A third is set to open soon near Bogotá.

A top concern for the United States and other countries during negotiations over the program was that the new offices would attract waves of migrants, according to Colombian and U.S. officials.

To deter mass movements, officials set strict rules. The offices do not accept walkins and are limited to certain nationalities. The program in Costa Rica is open to Venezuelans and Nicaraguans who were in the country before June 12, while in Colombia it is reserved for Venezuelans, Haitians and Cubans who were in the country before June 11.

The Guatemalan government initially said it would accept applicants from Nicaragua, Honduras and El Salvador but has since restricted it only to Guatemalans.

“We will not allow any kind of massive or irregular flows or caravans,” Mario Búcaro, Guatemala’s minister for foreign affairs, said in a video interview distributed to journalists in June. “They are always moved by criminal groups that try to destabilize the sovereignty of the countries.”

Some applicants, in addition to complaining about getting no follow-up when they registered for the program, said the requirements were unclear and that applicants in the three major cities where offices have opened, or will be, were contacted before people who had submitted applications earlier.

U.S. officials said they were trying to reduce caseloads in large cities while figuring out how to reach applicants outside of them.

“We are committed to making sure that everybody gets a shot at this,” Garcia said.

While new programs involving multiple governments are bound to experience hiccups, the safe mobility initiative needs to be better managed and be much bigger to be effective, migration experts said.

“They’re not providing what could be called an alternative pathway; they’re providing an alternative trickle — maybe,” said Adam Isacson, director of defense oversight for the Washington Office on Latin America.

Migrants are “going to tell everybody they know that this was a total waste of time” if they don’t receive quicker responses from program administrators, he said.

In Washington visit, Zelenskyy tries to shore up critical support

President Volodymyr Zelenskyy of Ukraine made his second wartime visit to Washington on Thursday, and he warned lawmakers that his country would fall to Russia if the United States curtailed the military and financial aid that helped Ukraine withstand a brutal onslaught but had ultimately not given the Ukrainians an upper hand.

Zelenskyy’s blunt warning comes as Ukraine struggles to break through Russian front lines. On Thursday, Russia launched a missile attack on cities across Ukraine, including Kyiv, the capital, hours after Zelenskyy denounced Russia’s “criminal and unprovoked aggression” against his country before the U.N. Security Council.

Zelenskyy was in Washington to make an appeal for more aid and to follow up on President Joe Biden’s request to Congress for a $24 billion package of military and humanitarian funding, bucking concerns from congressional Republicans who have promised not to “write a blank check” for the war.

“If we don’t get the aid, we will lose the war,” Zelenskyy said in a meeting on Capitol Hill with dozens of senators, as recounted by Sen. Chuck Schumer, D-N.Y., the majority leader. In a show of bipartisan comity, Zelenskyy, dressed in olive fatigues, was escorted by Schumer and Sen. Mitch McConnell, R-Ky.

“American support for Ukraine is not charity,” McConnell, the minority leader, said in a statement. “It’s in our own direct interests — not least because degrading Russia helps to deter China.”

Still, Washington has changed in the nine months since Zelenskyy was invited to deliver a joint address to Congress — complete with Vice President Kamala Harris and Rep. Nancy Pelosi, the speaker of the House at the time, brandishing a Ukrainian flag signed by soldiers on the front line. Republicans now control the House, and conservative lawmakers in both chambers have been vocal about the cost of the war, both in dollars and flagging U.S. support, as a government shutdown looms.

This time, Speaker Kevin McCarthy, RCalif., told reporters that Zelenskyy had already had his chance to deliver a congressional address. In a smaller closed-door meeting, Republican lawmakers asked Zelenskyy to address their concerns and provide them with his vision of a plan for victory. And Democrats asked him how they could convince their conservative colleagues that continuing to support the war was the right answer.

Zelenskyy’s visit, which included a stop at a United Nations summit this week, comes at a crucial moment in the war, with Ukraine’s fight against Russian invaders heading into the harsh winter months. In Washington, he seemed in-

tent on emphasizing the toll of the war as well as personally appealing to lawmakers: After visiting Capitol Hill, he traveled to the Pentagon and stopped at a memorial to the 9/11 terrorist attacks, closing his eyes as if in prayer or meditation while a bugle played.

He was later set to meet Biden at the White House, where the president was hoping to get a “battlefield perspective” on the war from Zelenskyy, said John Kirby, a White House spokesperson. Biden has made support for Ukraine a centerpiece of his foreign policy, arguing that it is vital to U.S. national security. He has continued to provide aid using previously approved funds, and Defense Secretary Lloyd Austin announced this week that American M1 Abrams tanks would be arriving in Ukraine soon.

Ukraine has been lobbying for the United States to supply a powerful weapon called the Army Tactical Missile System, known as ATACMS (pronounced like “attack ’ems”), which Kirby said was not off the table.

ATACMS, which can strike targets 190 miles away with a warhead containing about 375 pounds of explosives, could help Ukraine regain Crimea, a part of the country Russia seized in 2014. But the United States has expressed fears about escalation.

“We’re trying to avoid World War III,” Biden has said.

Even so, polls have shown a dip in support among Americans, partly because of concerns about the economy and other issues at home. McCarthy, whose position is imperiled by a farright faction of his party that opposes Ukraine aid, had a private meeting with Zelenskyy, and both men were cordial. But he has also publicly questioned supporting the war.

“Where is the accountability on the money we already spent?” McCarthy asked reporters this week. “What is the plan for victory? I think that’s what the American public wants to know.”

Speaking to reporters Wednesday, Kirby defended the weaponry the United States had provided to Ukraine.

Biden is caught between allies as Canada accuses India of assassination

Aday after promising to “defend democracy,” President Joe Biden brought up India and Saudi Arabia this week during a round of meetings at the United Nations — not to raise concerns about repression by either, but to hail them for helping establish a new economic corridor. “I think it’s a big deal,” he said.

Perhaps no two countries reflect the difficult and delicate trade-offs in Biden’s foreign policy at the moment more than India and Saudi Arabia. He has made it a priority to court both nations as part of his effort to counter Russia and China, even as India has been backsliding in its democracy and Saudi Arabia never had one to begin with.

The news of the week illustrated just how acute that tension really is. India’s government was accused of orchestrating the assassination of a political opponent on Canadian soil, leaving Biden caught between one of America’s oldest friends and the newer friend he has been cultivating. And word emerged that Biden’s envoys are negotiating a new defense treaty with Saudi Arabia, putting aside its own history of extraterritorial killing.

While Biden did not address either subject, the White House responded to Prime Minister Justin Trudeau’s accusations against India on Wednesday with studied judiciousness. John Kirby, a spokesperson for Biden’s National Security Council, pronounced the administration “deeply concerned” about the allegations and said that “the facts should take the investigators where they may and that the perpetrators of this attack need to be brought to justice.”

But he emphasized American ties with India. “I can just tell you that our relationship with India remains vitally important not only for the South Asian region but of course for

the Indo-Pacific,” Kirby told reporters. Then, shortly after the briefing, the council emailed a statement from another spokesperson, Adrienne Watson, saying: “Targeting dissidents in other countries is absolutely unacceptable and we will keep taking steps to push back on this practice.”

The killing in Canada spawned secondguessing about Biden’s outreach to India at a time when he has increasingly prioritized bolstering partnerships over full-throated advocacy for democracy. He just visited India this month and on the way back stopped in Hanoi to cement a strategic relationship with Vietnam, a one-party communist-run state, with barely a mention of repression there. His administration just signed a new security and economic agreement with Bahrain, a tightly controlled monarchy. And last week, it approved $235 million in military aid for Egypt that had been frozen for two years over human rights issues.

“They talk a lot about the importance of democracy,” Sarah Margon, who was Biden’s original nominee for assistant secretary of state for democracy, human rights and labor, said in an interview Wednesday. “There are important initiatives that have developed to support democracy. But when push comes to shove, what we’re seeing is that supporting and sustaining democracy does not reach the same level of other geopolitical concerns.”

Biden, who has called the “battle between democracy and autocracy” the defining struggle of this era, has lately been moving away from that

framing. While he used some version of that wording 11 times last year, he has only done so four times this year and not in the past two months, according to a search of Factba.se, a service that records presidential statements.

During his annual address to the United Nations General Assembly on Tuesday, Biden did not use the democracy-versus-autocracy phrase, as he had in his speech at the world forum a year ago. And rather than casting the war in Ukraine as a battle for democracy, he talked about it in terms of sovereignty, territorial integrity and freedom from foreign domination.

His main reference to democracy in the speech Tuesday came in condemning a series of recent coups in Africa. “We will defend democracy — our best tool to meet the challenges we face around the world,” he said. “And we’re working to show how democracy can deliver in ways that matter to people’s lives.”

Even some of his own advisers have long considered the black-and-white dichotomy too simplistic and diplomatically confining, particularly at a time when Biden has focused on building alliances to resist aggression by Russia and China. In effect, he has concluded that he needs the help of some real or budding autocrats to battle bigger, more dangerous autocrats. If that means making nice with India and Saudi Arabia, among others, so be it.

The furor in Canada over the shooting of Hardeep Singh Nijjar, a Sikh community leader, in British Columbia in June feels like an eerie echo of the Saudi-orchestrated assassination of Jamal Khashoggi, a Saudi dissident and journalist living in the United States, at the kingdom’s consulate in Istanbul in 2018. In both cases, a government considered an American friend was accused of carrying out the killing of a critic on the soil of a NATO ally.

Unlike Saudi Arabia or Russia, India has long been a thriving democracy with diverse and robust points of view debated in parliament and the media. But the space for freedom has shrunk in recent years under Modi, a Hindu nationalist who was once barred from entering the United States because of the massacre of Muslims in the province where he was then chief minister.

Even as Biden treated Modi to a coveted state dinner at the White House in June, the news media in India has come under pressure, opposition figures face legal threats, and Hindu supremacists have impunity to attack mosques and harass religious minorities. During the Group of 20 meeting Modi hosted this month, he plastered New Delhi with so many hundreds of billboards and posters of his own face that it would challenge the cult of personality in any authoritarian state.

The negotiation of a possible mutual defense treaty with Saudi Arabia resembling military pacts with Japan and South Korea comes amid a broader effort to transform America’s relationship with the kingdom. Biden hopes to broker a deal to normalize relations between Israel and Saudi Arabia, and Crown Prince Mohammed bin Salman wants a stronger security commitment from Washington as part of any arrangement.

Crown Prince Mohammed suggested Wednesday that progress was being made toward normalization. “Every day we get closer,” he told Fox News. The topic was also a big part of a meeting held by Biden with Prime Minister Benjamin Netanyahu of Israel, who likewise offered an optimistic forecast for “a historic peace between Israel and Saudi Arabia,” as he termed it. “This is something within our reach,” the Israeli leader told reporters.

The notion of drawing closer to Riyadh belied Biden’s 2020 campaign promise to make Saudi Arabia a “pariah” because of the murder of Khashoggi, who was killed and dismembered, according to the CIA, on the orders of Crown Prince Mohammed, often called MBS. Biden shared a friendly handshake in a brief conversation with Crown Prince Mohammed on the sideline of the recent Group of 20 meeting in New Delhi, abandoning the more distant fist-bump the president opted for while visiting Jeddah a year earlier.

As with India, Vietnam and other countries Biden has sought to bolster relations with, the subtext of the move to strengthen ties with Saudi Arabia is China and Russia. The Biden administration wants not only to bring an end to generations of conflict between Israel and its Arab neighbors but also to anchor the oilproducing kingdom more firmly in America’s orbit.

Will Republicans abandon this medical triumph?

Twenty years ago, the Republican Party started what may have been the most lifesaving government initiative in modern history. It turned the tide of AIDS around the world and has saved 25 million lives so far — equivalent to the entire population of Australia.

So it’s a reflection of the madness that has infected the Republican Party that today some conservatives are repudiating perhaps the best thing they ever did, battling the reauthorization of this program.

PEPFAR, which stands for the President’s Emergency Plan for AIDS Relief, has a legislative authorization that expires at the end of this month. And Republicans are now fighting that reauthorization.

Republicans should be extraordinarily proud of their boldness in crafting PEPFAR, which provides antiretroviral medicines to AIDS patients and operates in more than 50 countries.

The devastation of AIDS in the 1990s and 2000s, particularly in southern Africa, may be difficult for people today to understand. Intimacy became lethal. Estimates circulated that AIDS would kill 100 million people over the next 20 years.

PEPFAR changed all that. It brought AIDS under control and gave countries their futures back.

The assault on PEPFAR accelerated in May with a report by the conservative Heritage Foundation warning

without evidence that the Biden administration was using the program to promote a “radical social agenda” — including liberalized abortions.

Conservative critics, seeing a crusade forming, rushed to join. They noted that some PEPFAR dollars have gone to nonprofits that also, using separate resources, support abortions. That’s true. But long-standing U.S. policy ensures that the accounts are separate and the U.S. dollars don’t pay for abortions. There’s nothing new here, and it’s particularly galling that Republicans preen as “pro-life” for attacking a program that saves lives on a scale like nothing before or since.

Unfortunately, some conservative organizations have said that in their political score cards rating members of Congress, they will count a vote to reauthorize PEPFAR in its present form as a vote for abortion rights. That makes it toxic for many Republican members of Congress who fear that they might no longer have a perfect “pro-life” record.

The Heritage Foundation critique also argued that AIDS is primarily a “lifestyle disease” and so “should be suppressed through education, moral suasion and legal sanctions” rather than medication. That phrase reeks of sanctimony. During the worst of the epidemic, I met Zambian women whose husbands were away working as miners; the women were terrified that when their husbands, whom they loved, came home on vacations, they would have to sleep with them — and risk death if their husbands had strayed.

The most dangerous thing a woman there could do, it was said then, was to get married. If American conservatives want to fight AIDS with finger wagging instead of antiretrovirals, those women will again be at great risk.

This crisis over reauthorization has to do with the fever that has beset elements of the GOP, leaving some senators and House members inhabiting what seems to be delirium. A PRRI poll in 2021 found that 23% of Republicans agree that “The government, media and financial worlds in the U.S. are controlled by a group of Satan-worshipping pedophiles who run a global child sex-trafficking operation.” Even now, some two-thirds of Republicans believe that President Joe Biden was not legitimately elected. Only 40% of Republicans say that the benefits of COVID vaccines outweigh the risks (which is why research suggests that COVID may have disproportionately killed Republicans).

Republican critics say that they’re still for PEPFAR in principle, but only if there are changes or a shorter reauthorization period, which would undermine confidence in the program — think of it as death by 1,000 cuts. If PEPFAR is not reauthorized by its expiry at the end of this month, it would still continue if Congress separately appropriates further funding for it, but in hobbled form.

The denunciations of PEPFAR horrify the Republican Party’s grown-ups, who recognize how important the program has been.

“This is America at its best,” said Condoleezza Rice, President George W. Bush’s national security adviser and secretary of state.

“Let’s not throw away one of the really great moments when the United States took on this extraordinary challenge of people who were dying from this pandemic and intervened and started to save lives,” Rice said. “I just don’t understand why we wouldn’t want to continue to do that.”

PEPFAR is one reason polls show that Africa is one of the most pro-American parts of the world. China is competing for hearts and minds there, and America’s struggle to reauthorize PEPFAR amounts to a gift to Xi Jinping.

Early this year, I chided Democrats for failing to acknowledge Bush’s heroism in creating PEPFAR. I wrote that column because we all have cognitive biases that nudge us toward self-congratulatory narratives in which our own side is virtuously battling idiots on the other side. PEPFAR reminds us of the complicated truth, which is that in 2003, Bush both began a catastrophic war that killed hundreds of thousands of people and also started a program that saved 25 million lives.

Does that mess with our heads? Of course. But that’s not necessarily a bad thing. The ability to navigate a messy, contradictory world is a mark of maturity — and of governing.

Now it’s Republicans who need to muster the maturity to govern. And in that sense PEPFAR’s reauthorization is a test for a once great political party that now sometimes seems to be fighting psychosis.

SAN JUAN – Los abogados de la Oficina de Ética Gubernamental de Puerto Rico presentaron el jueves, querellas contra Carlos Ramírez Irizarry, alcalde del Municipio de Arecibo y Luis Cruz Vélez, exdirector de Recursos Humanos del municipio.

A estos se les imputa nombrar a Edgar Cancel Zapata, un exconvicto inhabilitado para ocupar un puesto de médico en el municipio.

Según la querella, el alcalde de Arecibo, contrató al doctor Edgar Cancel Zapata a pesar de que era inelegible para pertenecer al servicio público por razón de su convicción por la comisión de delito. Según la OEG, Cacel Zapata estaba impedido de ocupar un puesto como médico por no conar con una licencia de médico vigente al momento de su nombramiento.

Se estipuló una violación al Artículo 4.2, inciso (b), de la Ley 1-2012, supra, el cual dispone: “Un servidor público no puede utilizar los deberes y las facultades de su cargo ni la propiedad o los fondos públicos para obtener, directa o indirectamente, para él o para una persona privada o negocio, cualquier beneficio que no esté permitido por ley.”

Asimismo, se señaló que el alcalde violó el Artículo 4.2, inciso (s), de la Ley 1-2012, supra, el cual dispone que: “Un servidor público no puede llevar a cabo una acción que ponga en duda la imparcialidad e integridad de la función gubernamental”.

La OEG le impuso una restitución de 8 mil, 861 dólares y 52 centavos. Además, se le requirió el pago de una multa.

Además, se emiti;o una querella contra Luis Cruz Vélez, exdirector de Recursos Humanos del Municipio de Arecibo por dar paso al nombramiento de Cancel Zapata como médico el 4 de agosto de 2021, con vigencia hasta el 30 de septiembre de 2021.

En mayo de 2015 el Tribunal federal en Puerto Rico dictó una sentencia de un año y un día de prisión contra el doctor Cancel Zapata. Posteriormente, la Junta de Licencia, miento y Disciplina Médica de Puerto Rico suspendió sumariamente la licencia del doctor Cancel Zapata efectivo el 11 de mayo de 2017.

Por su parte, el alcalde de Arecibo, Carlos Ramírez Irizarry se expresó en declaraciones escritas: “Respeto

y doy la bienvenida a la investigación que anunció la Oficina de Ética Gubernamental en contra de este servidor en mi carácter de primer ejecutivo de Arecibo. Estoy en la mejor disposición de entregar la información que necesiten como parte del proceso investigativo.

“Hay que recordar que tanto el Departamento de Justicia como la Oficina sobre el Panel Fiscal Especial Independiente hicieron sus respectivas investigaciones y no encontraron evidencia para sostener que yo como primer ejecutivo hubiera hecho algo ilegal con relación a la contratación del Dr. Edgardo Cancel Zapata. No empece a lo anterior en aras de fortalecer los procesos internos del Municipio relacionados con contrataciones, entre otros, se implementaron medidas correctivas.

“Es lamentable que agencias de gobierno que velan por la salud fiscal se presten para atender querellas basadas en solicitudes político partidistas. Esto lacera la imagen de la agencia, así como la del Gobierno central mientras menoscaba la confianza de los ciudadanos en los funcionarios públicos. A los arecibeños, les recuerdo que seguimos trabajando e identificando oportunidades que redunden en beneficio de cada uno de ustedes. Ese es el norte de mi administración y nada ni nadie me desenfocará de esa gestión. Estoy listo para someterme una vez más al escrutinio sobre la contratación del Dr Edgard Cancel Zapata, en esta ocasión ante la Oficina de Ética Gubernamental. estoy confiado de que la verdad prevalecerá pues no he incurrido en ningún acto ilegal que envuelva responsabilidad”.

AN JUAN – La Asociación de Bancos de Puerto Rico (ABPR) anunció este jueves el nombramiento de la licenciada Zoimé Álvarez Rubio como presidenta y principal oficial ejecutiva de la entidad que agrupa y representa a los bancos comerciales de la isla. Álvarez Rubio ocupaba anteriormente el puesto de vicepresidenta ejecutiva.

Dicho nombramiento fue confirmado por la Junta de Directores de la ABPR, compuesta por Ignacio Álvarez, presidente y principal oficial ejecutivo de Banco Popular de Puerto Rico; Aurelio Alemán, presidente y principal oficial ejecutivo de FirstBank de Puerto Rico; CPA Ángel Sáez, presidente y principal oficial ejecutivo de Banco Cooperativo de Puerto Rico; Maritza Abadía, vicepresidenta ejecutiva y gerente de Banesco Puerto Rico; y César Vertiz, principal oficial ejecutivo de Citi Puerto Rico.

“Como profesional de la industria bancaria, me honra asumir la presidencia de la ABPR; entidad que por los pasados ocho (8) años me ha permitido trabajar en una industria pilar para la economía de Puerto Rico”, expresó Álvarez Rubio en declaraciones escritas.

De igual forma, la Licenciada enfatizó que la Junta de Direc-

tores, compuesta por los presidentes de los bancos comerciales miembros de la ABPR, ha sido una de avanzada en la toma de decisiones noveles, incluyendo su nombramiento como la primera mujer en ocupar el cargo de vicepresidenta ejecutiva, y ahora su ascenso a la presidencia de la Asociación.

A partir del primero de octubre, y por los próximos dos años, Aurelio Alemán fungirá como presidente de la Junta de Directores de la ABPR; César Vertiz como vicepresidente, y Maritza Abadía como tesorera.

Como nueva presidenta de la ABPR, Álvarez Rubio reafirmó su compromiso en pro del sector financiero en la isla y enfatizó en “la importancia de continuar impulsando la unión de esfuerzos multisectoriales para trabajar en conjunto por el desarrollo económico de Puerto Rico. La banca comercial seguirá enfocada en ser una industria facilitadora en la búsqueda de alternativas. Esto para fortalecer la posición de la isla como un destino sólido para los negocios e inversiones, y para continuar sirviendo bien a Puerto Rico y nuestros clientes”.

Colaboración y acción: prioridades de la Cámara de Comercio para 2023-2024

La Cámara de Comercio de Puerto Rico (CCPR) es la única organización profesional que une una amplia gama de sectores económicos del sector privado de nuestra isla, con igual énfasis en respaldar tanto a las pequeñas empresas, como las grandes. Durante décadas, hemos ejercido con mucha responsabilidad el rol de portavoz del sector privado, liderando iniciativas diversas para impulsar el desarrollo económico de Puerto Rico.

Recientemente compartimos públicamente los pormenores de nuestro plan de trabajo para el resto del año 2023 y la primera mitad de 2024. Este plan constituye un pilar estratégico para fortalecer la posición de la institución y allegar nuevos miembros.

Una de nuestras prioridades es identificar nuevos espacios e iniciativas para la colaboración de la Cámara de Comercio con otras entidades, tanto asociaciones afiliadas del sector privado como otras instituciones del tercer sector. Unidos podemos ser mucho más efectivos en lograr las metas que nos hemos trazado en el desarrollo de nuestra economía.

Las iniciativas trazadas en este renglón incluyen activar el Consejo del Tercer Sector de la CCPR para estrechar lazos con organizaciones comunitarias, sin fines de lucro y no gubernamentales (ONG'S). De la misma forma, nos proponemos reanudar los trabajos de la Fundación de la CCPR y colaborar con las entidades afiliadas en el liderato de los diversos temas específicos.

Igualmente, nos hemos propuesto fortalecer la capacidad de la CCPR de producir análisis y estudios relevantes al desarrollo económico de Puerto Rico. Los estudios que ya están pautados para el próximo año incluyen nuevas ediciones de los índices de confianza de los empresarios y el consumidor. Asimismo, se ha comisionado un estudio demográfico de la diáspora que constituya una plataforma para la creación de propuestas concretas de política pública para atraer esta población de vuelta a la Isla.

Nuestros comités estarán trabajando arduamente para cumplir con nuestra encomienda de emitir informes de posición sobre diferentes temas. En este año pre eleccionario, asumiremos posturas fundamentadas sobre diferentes temas, no basadas en opiniones sino en estudios y análisis de expertos para aportar a la discusión pública.

Otra de las prioridades de la Cámara para los próximos meses será fortalecer nuestras actividades de cabildeo junto a las entidades afiliadas en la capital federal. Los temas para impulsar incluyen la transición del Programa de Asistencia Nutricional, al Plan de Asistencia Nutricional Suplementaria (NAP to SNAP en inglés), así como temas prioritarios de salud y energía. Puerto Rico necesita una presencia fuerte en Washington DC y nuestra visión es insertarnos en estos procesos desde el punto de vista de la libre empresa

Para el próximo año contemplamos incrementar las oportunidades de “networking” para los empresarios y profesionales, la celebración de eventos exclusivamente para socios, fortalecer el rol de los capítulos universitarios y de los jóvenes empresarios, continuar mejorando los beneficios para los socios, fortalecer la Red de mujeres empresarias e incrementar la membresía.

Estamos construyendo sobre el trabajo realizado por los presidentes que nos han precedido en los pasados cinco años. Reafirmamos nuestro compromiso de continuar creciendo y fortaleciendo la cámara, dando continuidad a los esfuerzos anteriores, pero adaptándonos a la realidad actual. Invitamos a todos los empresarios a unirse a la Cámara y respaldar estos esfuerzos por el bien de Puerto Rico.

El comité que dirigimos fue creado en el año 1998 con la misión de que nuestros miembros colaboren y brinden asesoramiento sobre las estrategias necesarias para estimular la incursión de la mujer en el mundo empresarial. Igualmente, trabajamos para coordinar los esfuerzos de la Cámara de Comercio como centro de apoyo, información y canalización de servicios para las empresarias y mujeres profesionales, así como aquellas mujeres que desean incursionar en el comercio. Finalmente, laboramos para promover y fortalecer las redes de comunicación entre las empresarias, los comités de trabajo multisectoriales de la Cámara de Comercio, las asociaciones afiliadas y los organismos educativos y gubernamentales de Puerto Rico.

Desde que asumimos la presidencia de la Red, nuestra visión ha sido guiar al Estado en el establecimiento de política pública que redunde en la creación de oportunidades para la mujer, eliminar la brecha salarial que aún persiste y promover la equidad de género.

Durante nuestra presidencia, hemos logrado una mayor integración de la Red a los trabajos de los comités empresariales multisectoriales de la CCPR, logrando de esta forma mayor participación en la toma de decisiones. Los planes que hemos trazado para la Red en los próximos meses incluyen, por una lado, educar y servir de guía a grupos de mujeres de diversas comunidades que desean incursionar en los negocios, facilitando su acceso a servicios de asesoría organizacional, administrativa, contributiva y legal. Nuestra finalidad es fomentar la creación de nuevas empresas lideradas por mujeres y ayudar a guiarles en las distintas etapas del ciclo de vida de los negocios, desde el desarrollo de la idea hasta su ejecución y madurez.

Por otro lado, la Red de Empresarias y Mujeres Profesionales trabajará para insertarse en la discusión asuntos de política pública con el liderato de la Legislatura para dar continuidad a los temas y proyectos de ley que promuevan la cultura empresarial, la libre empresa y el acceso a capital para emprendimiento.

La Red es la voz que unifica a las empresarias y mujeres profesionales que claman por la eliminación de barreras culturales. Somos la representación de la mujer profesional y empresaria ante el Estado, que pide una mayor participación de la mujer en los asuntos comerciales y decisiones importantes de la Isla. Estos temas aún retienen gran relevancia, pues a pesar del momento histórico y de los avances que hemos logrado en la disminución de brechas que han traído más oportunidades a las féminas, aún sigue existiendo una marcada diferencia en la representación de la mujer en los asuntos económicos y políticos.

Es por eso que invitamos a las mujeres empresarias y profesionales a unirse a la Red. Nos reafirmamos en nuestro compromiso de continuar avanzando el rol de la mujer en los negocios. Hace 16 años fundó Maxbilling, compañía de facturación de planes médicos especializada en el segmento de las ambulancias. Ubicada en Morovis y con una fuerza laboral compuesta por entre 20 y 25 empleados, la empresa brinda servicio a toda la isla, incluyendo Vieques. “Iba a estudiar Administración de Empresas. Me convertí en madre a los 18 años y decidí ser madre a tiempo completo y estudiar algo más corto como Secretarial

con Facturación a Planes Médicos. En ocho meses obtuve la certificación técnica y cuando descubrí lo que era, me enamoré. Vi la necesidad de que hubiesen más profesionales capacitados en esta área”, manifiesta con entusiasmo Sheila Otero, presidenta de Maxbilling. Su trabajo de práctica en un hospital le ayudó en su crecimiento y aprendizaje, así como asistir los sábados a la Asociación de Facturadores a tomar cursos para su mejoramiento continuo. como lo es el caso de los planes médicos, una pieza fundamental en los negocios de facturación”. Lo más que disfruta es “ayudar a otros con lo que soy. Apoyo a mi equipo, lo escucho y capacito con los valores que le enseñaron sus padres como la lealtad, la ética, la integridad y la responsabilidad”. Para esta carismática mujer, el éxito se logra “con la constancia, el método y la organización. Va más alla de lo que se estudió o la profesión que se tenga. Hay amas de casa que también son exitosas”.

El emprendimiento, un fenómeno que está en constante crecimiento, la transformó. “Como emprendedora estoy convirtiendo sueños en acciones, he desafiado paradigmas establecidos y buscado soluciones innovadoras, lo que ha tenido un impacto positivo”. Si hay tres cualidades que definen su evolución son “valiente, inquebrantable y motivada. Hago las cosas con pasión y entrega total”, asevera. Servir es sinónimo de ser un buen empresario.

Entre los retos que ha sobrepasado, destaca el “haber perdido el edificio en el que nos íbamos a mudar, esto a consecuencia del divorcio. Fue un reto informarle al equipo. También el huracán María fue un desafío. Muchos de los empleados perdieron sus casas y nuestros clientes se unieron a Maxbilling para brindarles ayuda. Convierto cada reto en una oportunidad y ninguno de ellos me ha detenido”.

No tengo miedo de alzar mi voz para defender los derechos de los empleados, clientes o paramédicos. Tampoco para alertar en situaciones en las cuales se pueden mejorar ciertos procesos,como lo es el caso de los planes médicos, una pieza fundamental en los negocios de facturación.

“Nuestros clientes ynosotros brindamos servicios que salvan vidas. En la empresa todos somos importantes y nos complementamos. Sin el equipo de trabajo no funcionaría esta transformación. Esta es una oportunidad que Dios me ha dado para poder tocar a las personas a través de lo que hacemos”, expresa Otero. La determinación de Sheila ha rendido frutos, ya que es miembro de la Junta de Directores del Centro Unido de Detallistas, y es Chair del Centro Empresarial para la Mujer de la Universidad Ana G.Méndez. El año pasado Maxbilling recibió el premio de Embajadores de la Facturación en la isla por parte de la Asociación de Facturadores, esto de manos del profesor que le dio clases en la carrera técnica que la enamoró de su profesión. La egresada del programa Emerging Leaders de la Small Business Administration (SBA) está pronta a terminar la certificación John Maxwell para ser coach y sigue muy activa en las redes sociales con su blog Womenpreneur. Motivada por compartir su historia, en el mes de noviembre publica un libro acerca de sus vivencias. Apasionada de hablar de negocios y servicio al cliente, actualmente brinda servicios de mentoría en los que provee las herramientas necesarias para triunfar y que puedan entender la visión del emprendimiento. El éxito de Edgar A. López Román, trabajar en lo que le apasiona

Elpresidente ejecutivo de la Cooperativa de Ahorro y Crédito Las Piedras, Edgar Antonio López Román, proyecta una trayectoria sólida e intensa en las finanzas y el cooperativismo que inició en una firma de Contadores Públicos Autorizados, auditando diferentes industrias como la construcción, hospitales y Cooperativas de Ahorro y Crédito. Tras varias ofertas de empleo de cooperativas, comenzó a trabajar como Supervisor de Contabilidad en dicha cooperativa en 1997. Así siguió despuntando en este campo profesional.

López Román revela la razón de su carrera exitosa: “El éxito para mí, en el campo profesional, es trabajar en algo que verdaderamente genere pasión y deseo. Cuando algo a tí te gusta, vas a ver cómo te levantas todos los días con ese deseo de continuar día a día para seguir orientado hacia las metas y objetivos propuestos y liderar a otros hacia el éxito, incluyendo los valores, el compromiso social y la posibilidad de integrar y armonizar la profesión y vida profesional”. Señaló que disfruta “el día a día, la relación con los empleados, los socios, la planificación para la obtención de los objetivos y metas, más la satisfacción de los buenos resultados”. Además, estableció que su excelencia consiste en obtener mejores resultados y alcanzar aquellos que satisfagan plenamente a todos los grupos de interés de una organización.

Edgar Antonio manifestó que en la Cooperativa, en el área de Crédito, siempre trataba de aportar ideas desde su plaza de Supervisor de Contabilidad hasta 2004, cuando el presidente ejecutivo le ofreció el puesto de Vicepresidente de Crédito. Estudiar nuevamente hipotecas en Mortgage Banker’s School, hasta desarrollarse como “Underwritter”; continuar estudios en préstamos comerciales, y ayudar y orientar a socios, son otras dinámicas que aseguró le apasionan.

Previamente, durante cuatro años en la firma Suárez & Rivera, auditó las cooperativas: Oriental, Roosevelt Roads, Las Piedras, Vega Coop, San Blas, Vega Baja, Sagrada Familia, Zeno Gandía y Gurabo, entre otras. Cuenta con Bachillerato en Administración de Empresas, con concentración en Contabilidad, en la Universidad de P.R. de Río Piedras.

No obstante, López Román destacó que alcanzar la plaza de Presidente Ejecutivo Interino en enero de 2021 fue “algo bien retante en ese momento, con el volumen y tamaño de nuestra Cooperativa y un Plan de Capitalización a cumplir”. Dijo que conllevó trabajar y manejar las responsabilidades como presidente y continuar con su rol de Vicepresidente de Crédito a la vez. Otra experiencia que marcó un desafío fue el Proyecto de Financiamiento para el Hotel El Conquistador por $20 millones, en ese mismo año.

Pese a esas situaciones complejas, precisó poder manejarlas todas mejorando el capital, CAEL y economías hasta lograr dicho proyecto con la unión de 16 cooperativas y “fue todo un éxito”. Sin embargo, subrayó tener apoyo de su familia en todo momento, al mismo tiempo que se describió como persona bien familiar. Específicamente, le respaldaron en ese primer año brindándole el tiempo y ofreciéndole mensajes positivos de estímulo en el período que trabajó todos los domingos, por casi nueve meses.

El presidente ejecutivo de Cooperativa de Ahorro y Crédito Las Piedras también sostuvo tener el aval de todo el recurso humano y la Junta de Directores por “logros colectivos con el esfuerzo y la unión de todos trabajando hacia las mismas metas y objetivos”.

El éxito para mí, en el campo profesional, es trabajar en algo que verdaderamente genere pasión y deseo. Cuando algo a tí te gusta, vas a ver cómo te levantas todos los días con ese deseo de continuar día a día para seguir orientado hacia las metas y objetivos propuestos y liderar a otros hacia el éxito, incluyendo los valores, el compromiso social y la posibilidad de integrar y armonizar la profesión y vida profesional.

La salud oral y la estética dental son sus dos pasiones. Con 20 años ejerciendo la profesión de odontóloga y ocho, enfocada en la Cosmética Dental, la Dra. Alexandra Cruz Oyola estableció su clínica dental especializada en Cosmética y Odontología Digital con Láser.

“Seleccioné la odontología como profesión, ya que puedo combinar la salud oral con la estética dental. Diseñar sonrisas me permite llevar el arte a mi trabajo, así como crear. Con este proceso conozco las expectativas, los deseos y las preferencias del paciente en cuanto a la estética de su sonrisa. A su vez, puedo producir cambios en la imagen del paciente, mejorando su autoestima y posibilitando sonreír con confianza”, asegura la profesional de la salud quien cuenta con un bachillerato en Biología y un doctorado en Medicina Dental.

Uno de sus mayores retos fue en el 2017, tras el paso del huracán María. “Este fenómeno marcó un nuevo comienzo y, luego de 13 años ejerciendo en Puerto Rico, inicié mi clínica cosmética en el estado de Florida. Tuve que revalidar nuevamente mi licencia en los EE. UU., ya que la licencia dental de Puerto Rico no se puede utilizar en Florida”, cuenta la odontóloga quien siempre ha tenido el respaldo de su familia.

Además de contar con la lealtad de sus pacientes en la isla, a la doctora Cruz Oyola la visitan pacientes de varios estados de la nación americana. “Celebridades y personas del ambiente artístico son parte de mi porfolio de pacientes”, revela con entusiasmo.

Reconocida por el periódico de negocios Caribbean Business en el 2022 como “Women Who Lead” y en la revista Imagen del mismo año en la sección de “Mujer Empresaria Exitosa”, Alexandra disfruta crear “diseños de sonrisa, ya que me entusiasma el arte y poder crear belleza. Me enfoco en el lado cosmético de mi profesión. Me apasiona todo lo moderno. Es por eso que brindo a mis pacientes una práctica dirigida a la odontología moderna digital y láser”.

Dr. José Gerardo Cruz: Hombre de Éxito Nueva Generación

Ser seleccionado como Hombre de Éxito Nueva Generación, por ser uno de los empresarios más jóvenes cuya trayectoria y logros aquí se reseñan, ha sido un reto para el joven farmacéutico y propietario de la Farmacia Las Catalinas, Dr. José Gerardo Cruz, más allá de ofrecer un servicio de calidad y consigo la suma de clientes nuevos. Sin embargo, es la llave que abre la puerta a un futuro prometedor, sirviendo de ejemplo a jóvenes empresarios y colegas que desean seguir sus pasos.

Vivimos tiempos difíciles con retos dentro de la profesión. Como profesionales, aún no somos catalogados proveedores de (cuidados de) salud, cuando los pacientes sí necesitan de nosotros para recibir terapias, tratamientos y un cuidado farmacéutico de excelencia y calidad.

Dr. Cruz estableció su visión de éxito como “una persona realizada, convirtiendo sueños en realidad y siendo ejemplo a seguir para los demás”. Añadió diciendo: “Luego de muchos sacrificios y obstáculos en el camino, logras salir adelante cumpliendo las metas propuestas”. Dicha definición va unida a su concepto de excelencia en el plano personal, logrando objetivos que nunca esperaba alcanzar, y a nivel profesional, llevando al máximo la profesión de Doctor en Farmacia.

Nacido y criado en Humacao, cursando preparación escolar académica en San Benito y San Antonio Abad. Su preparación universitaria en sus primeros dos años en Química en UPR- Cayey, su tercer año en UPR-Río Piedras y su cuarto año dio entrada a comenzar su Doctorado en Farmacia en la Escuela de Farmacia del Recinto de Ciencias Médicas, donde se graduó en 2017. Dr. Cruz planteó su estilo de servicio con el fin que el paciente “se sienta como en casa y salga satisfecho por el trato recibido”. Por otro lado, destacó como reto para la Farmacia

Las Catalinas aumentar el alcance a pacientes, ya que como todo negocio, comenzó poco a poco a aumentar su flujo de clientes y que la misma sea reconocido por su empatía y por la importancia de hacer sentir a sus pacientes en familia. El Dr. Cruz adquirió la farmacia a sus 29 años en agosto 2021 e inmediatamente se lanzó a la calle distribuyendo hojas sueltas promocionales, contactando égidas y conversando con especialistas. Esto debido a que todo paciente debe tener receta médica para poder

despacharle los medicamentos y esto se convierte en un reto debido a la escasez de médicos en la isla. “Vivimos tiempos difíciles con retos dentro de la profesión. Como profesionales, aún no somos catalogados proveedores de (cuidados de) salud, cuando los pacientes sí necesitan de nosotros para recibir terapias, tratamientos y un cuidado farmacéutico de excelencia y calidad”, prosiguió el farmacéutico en un tono reflexivo.

Añadió: “lo difícil no es manejar un negocio, si no los altos costos de permisos, licencias y documentos que se exigen para poder tenerlo” Sus expresiones se basaron por su experiencias de trabajo en farmacia Walgreens 2017-2020 y regente y administrador de otras farmacias entre 2020 y 2021.

A pesar de todo el esfuerzo, calificó como “motivacional” el apoyo de amistades, compañeros de estudio y familia. Manifestó que logró hacer que sus padres, hermanos, abuela y cercanos se enorgullecieran de él. Agradeció a sus compañeros de estudio doctoral por su apoyo, cuyo círculo se convirtió en familia.

El propietario de la Farmacia Las Catalinas terminó la entrevista instando a colegas a seguir sus pasos y a “no tener miedo, luchar por su sueños hasta hacerlos realidad, sobrepasar las expectativas y mirar más allá de lo establecido, tomado de la mano de Dios. No importa las barreras, siempre tendrás las herramientas necesarias para lograr lo que deseas, porque eres capaz. Somos el futuro y la esperanza de un mejor Puerto Rico”, puntualizó.

Su éxito personal también se proyecta al mantener una respetable trayectoria de medio siglo de este concesionario, empresa que a la vez es la razón para brindar un servicio de altura a su clientela. Durante una entrevista, Medina enmarcó orgullosamente su visión en “compromiso y lealtad hacia nuestros clientes en brindarles un servicio de altura y calidad. Y el compromiso con y de todos nuestros compañeros de trabajo para lograr y exceder las expectativas de nuestros clientes”. en la búsqueda de la excelencia en su labor, basada en los siguientes factores: buena comunicación, trabajo en equipo, definir objetivos y a proveyendo las herramientas necesarias para un buen desempeño. Subrayó, además, en desarrollar las fortalezas de cada miembro lograr las metas trazadas y establecer estrategias de motivación lograr un equipo del alto rendimiento. El servicio es otro aspecto relevante para él, ya que conlleva “llenar las expectativas de nuestros clientes con un servicio de excelencia y calidad total”.

Medina, quien cuenta con Bachillerato en Administración Empresarial y Mercadeo, lleva las riendas del concesionario fundado en 1973, expresó que nació para esta profesión. Reveló que siempre le gustaron tanto el automovilismo como su trabajo con todo tipo de personas, más allá interés en continuar el legado familiar de esta compañía. El empresario reiteró que además de sentir pasión por los autos, el trabajo con la gente y los retos diarios que ello conlleva, disfruta ser parte “toda la dinámica que envuelve el día a día. Por ejemplo, la interacción compañeros de trabajo, clientes y socios de negocio, entre otros, la toma de decisiones y estrategias de mercadeo”.

Conocimiento, servicio y motivación: llaves del éxito de Carmen Acevedo Agosto

Carmen M. Acevedo Agosto muestra una trayectoria interesante que tiene como punto de referencia un negocio familiar en la entrada al pueblo de Humacao. Luego prosiguió una brillante carrera en la ingeniería industrial, al desempeñarse plenamente como subgerente de piezas en una compañía automotriz, hasta iniciar su proyecto de vida: Glam Boutique by Carmen Acevedo. Esta tienda, inaugurada en 2022, cuenta con vestimenta dirigida a mujeres “plus size”.

Todo lo anterior resume el éxito en su carrera, motivado por el deseo de servir, poner en práctica sus conocimientos y sobre todo, ser una mano amiga para resaltar la autoestima y valorar el autoconcepto de su clientela. Acevedo Agosto lo define en sus propias palabras: “El éxito, más allá de lo personal, significa que cada acción que realices mejore la calidad de vida de aquellos a los que impactas”. Su contexto empresarial viene acompañado de la búsqueda de la excelencia, motivada por tres objetivos: levantarse todos los días con el propósito de impactar la vida de cada una de las clientas que son atendidas en su Boutique las cuales más allá de adquirir una pieza de ropa reciben asesoría de imagen personalizada, motivación para cumplir todas sus metas, logrando que la clientela se vaya satisfecha y segura de sí misma, Acevedo destacó que, aunque es ingeniera industrial de profesión, su interés por su propia empresa surgió desde que sus abuelos administraban una tienda de venta de gas en el local donde tiene actualmente su negocio. Relató que al mediodía ella y su abuela visitaban los Telares de Humacao, pues la moda y el buen vestir eran sus pasiones. Señaló que en la ingeniería desarrolló “la búsqueda de la excelencia, brindar un mejor servicio y optimizar procesos”; pero seguía en ella el interés de establecer su proyecto mientras también ejercía como subgerente de piezas.

Añadió que después del paso del huracán María, se preparó tomando clases de costura, consultoría de imagen “fashion stylis” y temas afines a la moda. Sin embargo, explicó que Glam Boutique by Carmen Acevedo empezó a tomar forma en 2019 tras perder un bebé, con la idea de reforzar la autoconfianza y el autoconcepto de las chicas size plus. Reveló que, tras hacer un plan de negocio en 2020, certificarse en manejo de redes sociales, mercadeo digital y aprender a trabajar en este campo, lanzó su concepto en abril de 2021, mostrando la mercancía en Facebook. Durante este periodo Carmen llevó su concepto a

plataforma de moda Diamond Night Awards. Carmen, quien también se graduó del Programa de Empresarismo del Centro para Puerto Rico (de la Fundación Sila M. Calderón), reveló que luego de escuchar las necesidades de sus clientas de ver y medirse las piezas, en 2022 decide llevar el concepto a un espacio físico, preparando así el local donde actualmente ubica la Boutique. Admitió que no estuvo exenta de retos: el capital inicial obtenido de su propio bolsillo, noches de desvelo, permisología, mantener funcionando la boutique mientras se mantenía trabajando a tiempo completo e incluso, el paso del Huracán Fiona que retraso la apertura y la falta de energía eléctrica justo el día de su inauguración. Entretanto, reconoció que también le apasiona su profesión de la ingeniería, por lo que además de poner en práctica sus conocimientos en su negocio se mantiene activa en el

campo, ofreciendo consultoría de optimización de procesos de servicio a través de una compañía local. Carmen además brinda charlas de Asesoría de Imagen, donde fomenta la autoestima el amor propio e imagen personal bajo su lema “El mejor vestido es la confianza en ti misma”. También participa de actividades de impacto social en su comunidad como en la iniciativa “Ponte tu Outfit, gózate el Prom” del Municipio de Humacao y otras a las que ha sido invitada como tallerista.

Confirmó que su mamá, Carmen Agosto, ha sido su apoyo incondicional en todo el proceso desde que tomó la decisión de emprendimiento, le da “gasolina adicional” impartiendo energía, acompañándola a todas partes. Cuenta con el apoyo del resto de su familia: su hermano Cheo, quien hacía “delivery” o entregas a domicilio; su tío Carlos, responsable de poner el local ready al montar el mobiliario y otros detalles, así como sus tíos, Yungui y Kenny que aportaron para que el espacio quedara en óptimas condiciones para recibir a la clientela.

Su tía Dolly y su prima Janice la acompañan a eventos y su cuñada Zuheill quien hace los montajes de los eventos en los que participamos.

Para la presidenta de la institución privada postsecundaria y técnico-vocacional de altas destrezas en el área automotriz Automeca Technical College (ATC), María de los A. Pagán Negrón, quien preside la institución desde 2015, el éxito es “la suma de características personales, profesionales y desarrollar competencias”. Ello se traduce en responsabilidad, liderazgo, actitud emprendedora, comunicación, aportar a la creatividad y saber reaccionar ante las adversidades.

Dicha visión motiva a Pagán Negrón a fomentar el progreso de estudiantes de la institución y el personal de la misma. Destacó que le apasiona escuchar testimonios de personas egresadas que establecieron sus propias empresas, trabajan para concesionarios y talleres y lograron realizar sus metas.

Sin embargo, reconoció que no estuvo exenta de retos que logró sobrellevar efectivamente. Mencionó, entre otros: el discrimen por ser la líder de una institución educativa dirigida mayormente por varones; lidiar con los efectos adversos del Huracán María en 2017 y retornar a cumplir,

en tiempo récord, responsabilidades con estudiantes. Reveló que también enfrentó desafíos aún más fuertes como el fallecimiento del fundador, Héctor L. Ortiz (actualmente llevan las riendas su viuda, Mildred McCormick y sus hijas Viviana y Cristina Ortiz). Añadió los daños del Recinto de Ponce, por los terremotos de enero de 2020 y, posteriormente, la enseñanza virtual ante la pandemia del COVID-19. Otro reto significativo para ella es la competencia “cada vez más fuerte” del mercado y el esfuerzo de las empresas por ofrecer el mejor servicio al cliente para asegurar la fidelidad de sus consumidores. Destacó, como remedio a esa situación, “depender de un buen servicio de excelencia al cliente para la continuidad de las operaciones de la institución”.

Pagán Negrón, quien desde 1986 labora en instituciones postsecundarias, subrayó que su pasión por este campo inició al comenzar a trabajar en uno de estos centros, “con el propósito de obtener experiencia. Luego me enamoré de la educación postsecundaria”. Catalogó como “muy gratificante contribuir

Igualmente satisfactorio es ver las personas que llegan a Automeca, y contribuir en el estudiantado y el personal del colegio, con sus recintos en Bayamón (el primero, fundado en 1982); Ponce (1986), Caguas (1988), Aguadilla (1992) y su primer Centro de Extensión en Fajardo (2012), “pueden cambiar sus vidas y progresar”. También admitió le regocija ver a estudiantes desfilar en su graduación y conocer su progreso en sus respectivos quehaceres.

Más allá de los frutos de su trayectoria, sus retos y logros, agradeció a Dios por el apoyo familiar durante su desempeño; especialmente su madre, Victoria Negrón, y su hijo José A. Burgos Pagán. “Mi hijo, mis nietos, mi nuera y mi madre son el motor que me motiva a continuar dando lo máximo de mí”, continuó diciendo. Obtuvo importantes galardones como: Primer premio de Automeca

en competencia “Mecánica por una Buena Causa 2019”, Top Management Award en Educacion 2018 otorgada por la SME, Automeca como primera institución puertorriqueña postsecundaria que participa de las competencias Skill USA en junio de 2018 y School Distintion Award 2016, Primera Mujer Presidenta de una institución educativa con ofrecimientos académicos 100% de mecánica (2015) y Women To Watch (2012). En la actualidad, hace visitas de reacreditación con ACCSC como Team Leader (líder de equipo). Finalmente, la presidenta de Automeca Techinical College resumió su carrera con su visión de excelencia: “Cada persona busca en su trabajo, tratar de cumplir a cabalidad con todas las tareas asignadas, lo mejor posible y ver cada día laboral como un reto y una oportunidad para aprender. Estar en un continuo aprendizaje, ver el vaso siempre medio lleno, corregir detalles y errores y experimentar la alegría de ver una mejoría en la empresa que labora y un desarrollo en lo que se está haciendo”.

rindar ayuda a la clientela y buscar maneras para cubrir su necesidad es una acción que hace exitoso al actual administrador de la funeraria García Memorial, en Avenida Georgetti en Caguas (salida hacia San Lorenzo), Edwin Montañez Algarín, a partir de su vasta experiencia en el campo funerario y del embalsamamiento. Montañez Algarín enfocó su visión de éxito al identificarse con la clientela y estar presente en el momento de necesidad. Explicó que esta la une a su definición de servicio como “cubrir una necesidad, ayudar a otros y ofrecer a otros lo que de alguna manera necesitan”. Tomando lo anterior en cuenta, indicó le satisface ver a contratantes y asistentes a los servicios funerales complacidos y contentos “dentro del difícil momento que están viviendo. Me gusta tener alternativas ajustadas a los diferentes presupuestos para que todos puedan despedir apropiadamente a sus seres queridos. Me llena servir y ayudar”. Destacó que este amor por servir a otras personas por medio de este campo lo demuestra desde temprana edad al comenzar a relacionarse con esta industria, ya que su padre trabajaba en una marmolería haciendo lápidas y accesorios para tumbas. Añadió que también fue embalsamador en una funeraria, en la cual asistió al personal en días libres, incluyendo vacaciones.

Un dato significativo que Edwin compartió es que, gracias a “su curiosidad y atrevimiento”, las oportunidades se le dieron y “Dios fue abriendo puertas”. Reveló que todo comenzó desde que se quedó donde trabajaba su padre, y al ver la máquina que usaba, aprovechó esos minutos para crear su primera lápida. Luego laboró en otras encargadas por su padre y muchas otras labores que le fueron confiando y todo ello lo fue llevando hasta donde se encuentra hoy.

Dentro del difícil momento que están viviendo. Me gusta tener alternativas ajustadas a los diferentes presupuestos para que todos puedan despedir apropiadamente a sus seres queridos. Me llena servir y ayudar...

Por otro lado, Montañez Algarín confirmó que en el camino encontró retos como incertidumbre por el futuro, no contar con el capital necesario para emprender por cuenta propia y crisis como el Huracán María, terremotos y pandemia por COVID-19, entre otros. No obstante, comunicó su satisfacción por poder superar todas esos desafíos gracias a la intervención divina y la de su familia, amistades, compañeros(as) de trabajo y colegas de la industria. Destacó el papel de su familia en su desarrollo profesional y personal. “La familia siempre ha estado disponible para apoyarme y ayudarme; desde contestar llamadas, limpiar, ayudar a repartir cosas, preparar las sopas de la cafetería, hacer la compra y hasta embalsamar, en el caso de que mi padre pueda hacerlo”, prosiguió. Insistió que contar con su familia no solamente le tranquiliza, también afirma el lema de “somos un equipo”. Asimismo, expresó estar pendiente de cada detalle: desde la tarjeta de recordatorio, si está derecha y bien impresa, hasta que el cuadro memorial sea perfecto. Esto es, “trabajar para que el último recuerdo que tengan los asistentes a ese velatorio sea uno grato y digno de atesorar”.

“La excelencia en mis labores consiste en trabajar como si fuera yo el que solicita el servicio. En hacer las cosas como me gustaría que lo hicieran por mí. Excelencia en mi empresa es estar lo mejor para todo el que de alguna manera es impactado por García Memorial se lleve la mejor impresión”, puntualizó Montañez Algarín.

Ana Hilda, quien es natural de Bayamón, egresada de Administración de Empresas de la Universidad de Puerto Rico-Río Piedras en 1986 y residente en Gurabo y Antioquía, Colombia, explicó que escogió este campo en 2006 debido a un cierre de operaciones de la compañía que laboraba. Expresó que tomó la decisión de no trabajar ya para nadie, sino emprender un nuevo reto en su vida y poner sus conocimientos y habilidades en función de sí misma. Pero recalcó que más allá de cultivar su potencial a su favor, le apasiona resolver las necesidades e inquietudes de su clientela, conseguirle a pacientes aquellos productos que se les hizo difícil conseguir.

amigos siempre la apoyan en todos sus proyectos. Reveló que actualmente desarrolla una iniciativa diferente fuera de Puerto Rico y de la industria a la cual nunca he pertenecido e incursiona en este último año: la industria gastronómica. Para ello estableció junto a su esposo Culturas Bar y Restaurante, un concepto de comida colombo-rriqueña en el municipio de Guatapé en Medellín, Colombia. Manifestó sentirse “contenta y feliz de recibir turistas de todo el mundo, especialmente a mis hermanos boricuas”.

Destacó que en Culturas procura estar presente en cada elaboración de los platos típicos puertorriqueños. Además, se encarga personalmente de preparar las alcapurrias, bacalaítos, arroz con gandules y hasta la Sangría De Ana, entre otros manjares. Comentó que disfruta y le ha gustado tanto esta fase de la gastronomía, que en un futuro visualiza establecer un Restaurante Culturas en la Isla.

De “bagger” a dueño: Una vida destinada al éxito

Desde temprana edad, incursionó en diversas actividades que le dieran la oportunidad de servir. Sus primeros pasos en el comercio fueron haciendo mandados en la bicicleta a los vecinos de Bayamón Gardens quienes lo remuneraban. Hoy, José Israel Vega Nevárez es un exitoso empresario que administra cinco supermercados Econo.

Supermercados Amigo le brindó la primera oportunidad de trabajar en el giro de alimentos, algo que le apasionó. Como bagger, su salario mínimo era $2.10 la hora y recibía propinas. Vega Nevárez recuerda que se imaginaba ocupando distintos puestos en la tienda. “Sentía en mi interior que tenía la capacidad de superación para ser promovido a otras áreas de la tienda. Tenía definidas mis metas y puse un interés personal en conocer las dinámicas de cada departamento, al punto de realizar todas las funciones en la tienda y convertirme en gerente”, expresa. Luego de cinco años, concluyó sus labores en la tienda de Bayamón Gardens, una de las de mayor venta.

En J.F. Montalvo, trabajó directamente con don Francisco Montalvo (q.e.p.d.) en su oficina. Esto le permitió conocer su estilo, su forma de negociar y administrar, aparte de aprender de otras áreas administrativas, incluso la relación obrero-patronal. Luego, en Pérez Hermanos, laboró con José “Pepito” Pérez, a quien considera un excelente maestro y mentor y quien se refiere a él como “un alumno que salió bueno”. Es laborando allí que se le abren las puertas para trabajar en Econo como comprador, cuando las oficinas centrales estaban en Cataño y luego fueron trasladadas a Manatí.

José admiraba del grupo Econo, “la actitud de los comerciantes que renunciaron a sus gestiones individuales para aunar esfuerzos colectivos. Juntos crearon un modelo de negocio compartido en que los socios dueños son ganadores según su participación”, comenta.

En esta, la cadena más importante del giro de alimentos y de mayor crecimiento sostenido en Puerto Rico, “desarrollé un orgullo inexplicable por esas cinco letras que, al día de hoy, es imposible de explicar. Puedo afirmar que los mejores años de mi vida en el giro de alimentos, fue “cuando ejercí mis funciones en el departamento de Compras, junto al Comité de Mercadeo de la cadena”.

En esos momentos tenía como ayudantes exclusivos a una veintena de socios cuyas aportaciones fueron una fuente de enseñanza de valor incalculable. “Aprendí

de cada uno su estilo de trabajo y sus características particulares, lo que me permitió encontrar el rumbo correcto para aspirar a ser exitoso como ellos”, manifiesta.

Su vínculo mayor era convertirse en socio de la cadena y para ello debía ser dueño de una tienda. Calzar los zapatos de un dueño no era fácil, pues ellos son parte de una historia que se caracteriza por una sólida formación inspirada en los valores esenciales. “Por mi mente pasaba que me llegara el orgullo de los fundadores de la cadena, como Facundo Colón, Sergio Morales, Rafael Acosta, padre; Jaime Huertas y Mariano Pastrana, entre otros”, expone.

Sueño cumplido

Su sueño de pertenecer a la cadena como dueño, llegó cuando Rafael Acosta le dio la oportunidad de adquirir la tienda ubicada en Caguas. “Así fue como, en sociedad con Nandín Torres y el apoyo de mi suegro Miguel Ángel Sánchez (q.e.p.d.), adquirimos la tienda y me dieron la bienvenida al mundo de Econo”, declara con entusiasmo.

Como asociado, muchas personas representativas de distintas empresas e instituciones confiaron en él para adquirir la tienda de Turabo Gardens, en Caguas. “La mayor confianza fue la de mi familia y mis hijos, pues, además de entrar a una nueva etapa de crecimiento, esta no dejaba de ser una de incertidumbre”, confiesa. Los primeros tres años abría y cerraba la tienda los siete días a la semana, haciendo prácticamente todas las funciones porque no podía pagar un gerente. En estas, más de 700 familias componen la fuerza laboral, lo que constituye el mejor indicativo para ilustrar que la confianza recibida hace 24 años, fue correspondida satisfactoriamente lo que nos consolidó con más fuerza en la industria de alimentos. En mi carácter personal, incluyendo a mi esposa, mis hijos, y mi equipo de trabajo, agradezco el iconismo de esas cinco letras que conforman la marca”, revela. En esta cadena, puede verse el envolvimiento familiar en todos los aspectos. Esposas, hijos y nietos son parte fundamental del éxito colectivo. “En mi caso, Econo ha sido mi universidad. Soy el producto de comerciantes que compartieron sus enseñanzas conmigo y eso me inspira a compartir lo aprendido con los que comienzan. Todo lo que tengo en este momento y en parte, lo que soy, se lo debo a Econo. No me refiero únicamente al aspecto económico, sino a otros aspectos del diario vivir. Dorado native Carla Acevedo-Yates is one of a very few Puerto Ricans who serve as curators in major North American museums. She is the only one in the Midwest. Her influential work, now as Marilyn and Larry Fields curator at the Museum of Contemporary Art Chicago (MCA) – where her work stimulated a museumwide decision to become totally bilingual – highlights themes close to her own experience of migration, colonialism, and the “complex identities” that result from finding one’s way under the influences of multiple, often combative influences.

While Acevedo-Yates’ responsibility at MCA includes Latin America and the Caribbean, her most recent project directly reflects her natal home and present life. The museum’s “entre horizontes: Art and Activism Between Chicago and Puerto Rico,” with 18 Puerto Rican artists in diverse media will be on display until May 5, 2024.

A flavoring of artists represented are early influencers, painter-sculptor Rafael Ferrer and photographer Frank Espada; Chicago-based artist Edra Soto; painter and former political prisoner Elizam Escobar; videographers Beatriz Santiago Muñoz and nibia pastrana santiago; and Mayagüez-born DePaul University faculty member Bibiana Suárez.

These works reflect the early post-WWII diaspora that deposited more Puerto Ricans in Chicago than any city outside New York. Tensions were felt and expressed in prejudicial policies and brutal policing. These broke the surface in “rebellions” or “riots” – depending on one’s perspective – via the multi-day uprisings on Division Street in 1966 and Humbolt Park in 1977. One learns that the fa-

One intent of the show is corrective. Acevedo-Yates seeks to “re-center Chicago as the epicenter of Puerto Rican activism for self-determination and also a training ground for Puerto Rican artists.” Chicago’s robust Puerto Rican population welcomed artists who sought off-island opportunities for education. Notably, the School of the Art Institute of Chicago figures in the CVs of multiple artists in the show.

I met Acevedo-Yates in April of this year in a chance encounter in the Peruvian Andes. She had come to Peru for the Peruvian contemporary art EXPO and to view the 20year retrospective of my nephew, sculptor Ishmael RandallWeeks, whose show had drawn me south. Her prior show at MCA, “Forecast Form: Art in the Caribbean Diaspora: 1990-Today,” was just closing.

Acevedo-Yates’ position as a translator between cultures is evident in the insightful dialogue “On Thinking and Being Caribbean: A Roundtable Discussion” on the museum’s website. The artist panel delves into many of the themes that inform Acevedo-Yates’ curatorial view, evident in the new exhibit, that it is her job, paradoxically, to both “infect and to heal.” I reached her for a short interview, edited here for clarity and space.

Q: The theme of migration repeats itself in your shows.

Acevedo-Yates “choreographed” the exhibit so that visitors – even those who can only explore the show online – reflect on the interplay of art history with history. She acknowledges heavy reliance on mentoring from Chicagobased Puerto Rican community organizer and historian José López and civil rights attorney Jan Susler. The exhibit includes a timeline of relevant events.

A: I always feel that personal experiences translate into collective experiences. As a Puerto Rican, I have been coming in and out of the island since I was 18, with significant time in France, in Spain, now here in the Midwest. I don’t have the difficult experience of being a migrant. I want to preface with that. Yet I am very interested in how identity is formed through displacements. I am Puerto Rican and at the same time all these experiences accumulated into a very layered and complex identity. Movement and displacement challenge notions of nationality and identity. There is a kind of human impulse to categorize and define into very discrete categories. I don’t think that’s how life works, that’s not how identity works. It’s a lot messier than that.

Museum curator Carla Acevedo-Yates explores migration, colonialism & identity in exhibit on art & activism between Chicago & Puerto Rico

Have you seen Paul McCartney’s lost bass guitar? Tips welcome.

Before Beatlemania, there was the distinctive Höfner violin bass — the first guitar that Paul McCartney bought after becoming the bassist for the Beatles.

That bass can be heard on some of the band’s most famous hits, including “Love Me Do,” “She Loves You” and “Twist and Shout.”

McCartney picked up the instrument in a Hamburg, Germany, music store in 1961, and it accompanied the Fab Four as they rocketed to stunning success, becoming the most famous band in the world. But the guitar vanished eight years later.

A new campaign is seeking to find the missing instrument, and hundreds of people have responded, hoping to help solve the decadesold mystery: Where is Paul McCartney’s missing bass guitar?

“It’s a hugely significant instrument in its own right,” said Nick Wass, a semiretired consultant for Höfner, the guitar’s manufacturer, who has joined forces with two journalists to try and track the guitar down. “It’s the bass that made the Beatles.”

“The bass was absolutely at the heart of the origins of the Beatles sound,” said one of the journalists, Scott Jones, who worked for the BBC. “The smallest pieces of information can often lead to the biggest breakthroughs,” he said of their appeal for tips on its fate.

Jones’ wife, Naomi, is the other journalist behind what they are calling The Lost Bass Project.

The three Beatles fans have urged members of the public to come forward with any information that might help. No tip is too small, they say, and they are promising to keep sources confidential. They say they have already received

several credible leads since the project was launched Saturday.

The instrument’s treasured place in Beatles mythology is intertwined with the band’s story. After the departure of their original bassist, Stuart Sutcliffe, McCartney, who had been playing guitar, switched instruments to replace him during a residency in Hamburg in 1961. For that, he needed a new bass guitar.

“I got my Violin Bass at the Steinway shop in the town center. I remember going along and there was this bass which was quite cheap,” he said in a 1993 interview with Guitar Magazine, adding that he had not wanted to go into debt and could only afford the Höfner, 500/1 guitar at the time. It cost about 30 pounds, or $38, he recalled. “And once I bought it, I fell in love with it.”

McCartney took the guitar back to Britain, where it accompanied the Beatles through hundreds of gigs — from the band’s early concerts at the Cavern Club in Liverpool,

where they were spotted by Brian Epstein, who would become their manager, to the recording of their first two albums. It was repaired in 1964, according to the team behind the new search, and then used along with other bass guitars.

But the last confirmed sighting of the instrument was in London in 1969, in video footage of the band members writing their final album, “Let It Be.” Rumors have percolated ever since about what happened to the instrument: The Lost Bass Project suggests that it could have been stolen or lost either from the basement of Abbey Road Studios, or from the Apple Corps recording studio on Savile Row.

A representative for McCartney declined a request for an interview. But Wass said he understood, from previous communications with McCartney, that he was keen to be reunited with the instrument. “He calls it the ancient one,” Wass said.

Among the leads they had received, Jones said, were suggestions that the instrument could have traveled to the United States or Japan. But he added that all the leads need to be vetted. “Somewhere among that information there is going to be the answer,” he said.

Other iconic instruments have been lost and found over the years — one close example being a Gibson acoustic guitar belonging to John Lennon, which was bought in 1962 and then lost the following year. A half-century later, it reemerged and was sold at auction in 2015 to an anonymous buyer for $2.4 million.

It is unclear what the market value of McCartney’s missing guitar would be, but the team behind the search insists that the effort is not for monetary gain, calling the guitar “priceless.”

“We just want to know where it is,” Wass said.

Q: Wikipedia used the term “riots” for what you called “rebellions.” Why the difference?

A: That came from José López, the director of the Puerto Rican cultural center who mentored me on the history. They were rebellions because there was a point of inflection where the people couldn’t take it anymore. There was a series of discriminating actions, housing discrimination by the city, police violence. This was clearly the community’s view. And when I was thinking about this show in 2020 there was a lot of talk, after the murder of George Floyd, about police violence. In Chicago, this is usually thought of as violence

Q: There seems to be activism in your choices.

A: I don’t consider myself an activist. But growing up in a colonial context I’m always asking myself questions about the status of things. The status of how history is presented, stories presented, of how structures function. One such question is how this is reflected in the structure of the institution I represent. I want to structurally change the institution.

Q: An example?

A: One of the ways I think my work has done that is the museum’s bilingual initiative. A show I curated in 2020 with artist Carolina Caycedo was the first that was fully bilingual. That jump-started an institutional conversation on bilingualism. Then with Forecast Form, bilingualism became part of the strategic plan. The museum now has a staff translator. It’s

A: I am in the institution, but I also have a foot out. Negotiating all these different things. It’s always a balancing act. I am bringing new histories, new stories to the institution, and new audiences with it. At the same time, I advocate for and support the institution. I believe in it. So how do we work within the structures, and do projects that always challenge the status quo? I am interested in curating projects that live within the institution and challenge it at the same time.

A fireball whacked into Jupiter, and astronomers got it on video

Ko Arimatsu, an astronomer at Kyoto University in Japan, received an intriguing email a couple of weeks ago: An amateur astronomer in his country had spotted a bright flash in Jupiter’s atmosphere.

Arimatsu, who runs an observation program to study the outer solar system using backyard astronomy equipment, put out a call for more information. Six more reports of the Aug. 28 flash — which, according to Arimatsu, is one of the brightest ever recorded on the giant gas planet — came in from Japanese skywatchers.

Flashes like these are caused by asteroids or comets from the edges of our solar system that impact Jupiter’s atmosphere. “Direct observation of these bodies is virtually impossible, even with advanced telescopes,” Arimatsu wrote in an email. But Jupiter’s gravity lures in these objects, which eventually slam into the planet, “making it a unique and invaluable tool for studying them directly,” he said.

Characterizing these flashes is a crucial way to understand our solar system’s history. They offer “a glimpse of the violent processes that were happening in the early days of our solar system,” said Leigh Fletcher, a planetary scientist at the University of Leicester in England. It’s like “seeing planetary evolution in action,” he added.

Today, powerful impacts into Jupiter are a lot more rare, but they do occur. In 1994, a comet whacked into Jupiter with so much force that it left a visible debris field.

Astronomers saw another massive impact in 2009.

Most collisions with Jupiter, the solar system’s fifth planet, are witnessed opportunistically by amateur astronomers. (Eight of the nine flashes seen on Jupiter since 2010 were reported by amateurs, according to Arimatsu.) Typically they use a technique called lucky imaging, which takes a video of a portion of the sky at a high frame rate.

Those frames contain “a treasure trove of data,” Fletcher said, from which professional astronomers can deduce information about Jupiter’s atmosphere, meteorology and storms.

According to Arimatsu’s initial analyses, the flash reported in August had an impact comparable to the 1908 Tunguska explosion in Siberia, which experts believe was an asteroid that ripped apart 800 square miles of forest. This is the second Jupiter event observed in the past decade with this much energy, said Arimatsu, who reported the last one in 2021, with an estimated energy equivalent to 2 megatons of TNT.

Still, the latest impact wasn’t strong enough to leave behind a visible debris field, Fletcher said. Scientists study such traces to learn how the chemistry and temperature of Jupiter respond. Similar collisions might once have been important for generating the composition of planets seen in our own solar system, he added, and maybe in others, too.

Astronomers focus on Jupiter because it’s big, making it easy to see and more likely to suffer the impact of cosmic debris.

But some scientists think that Saturn’s rings were once shaped by such explosions, and tentative evidence indicates that Uranus and Neptune have also been hit.

“If I was a betting man, I would say that all of our giant planets are being bombarded by asteroids and comets,” Fletcher said.

Stargazers are waiting for the next big flash — one that will create enough wreckage to be seen from Earth. When that happens, astronomers around the world will turn their telescopes toward Jupiter to study the fallout, with the James Webb and Hub-

ble Space Telescopes likely to join in, too.

But because these winks in space are captured by chance, it’s the amateurs who are really pulling the weight in this line of research. “You can’t have hours and hours, night after night, on big professional telescopes,” Fletcher said. “You have to have dedicated backyard astronomers across the globe to be able to do it.”

Arimatsu also emphasizes the importance of small-scale astronomy initiatives in a field overrun by massive projects. “It’s a vital part of the scientific community that often goes overlooked,” he said.

Spain women’s soccer team agrees to play after talks

Nearly a month after Spain’s World Cup-winning women’s national soccer team was thrown into turmoil over a forcible kiss, the players have agreed to come back and play their scheduled highprofile matches in the coming days.

The players’ participation had been in doubt after many of them demanded an overhaul of Spain’s soccer federation to guarantee a “safe place where women are respected.” In addition to the furor over the kiss, by Spain’s top soccer official, Luis Rubiales, after the team’s World Cup victory in Australia on Aug. 20, the players had voiced long-standing complaints of sexism and of unequal treatment compared with their male counterparts.

Rubiales has since stepped down over the episode, and the team’s coach, Jorge Vilda, was fired amid complaints of outdated training methods and controlling behavior. But the players continue to push for more changes within the federation as well as demands such as equal pay and better-quality sports facilities.

And Wednesday night, the soccer federation posted a statement on its website confirming that the first of those changes had been made.

The statement read: “The Royal Spanish Football Federation has today dispensed with the services of its general secretary, Andreu Camps,” who was nominated to the role in 2018 and was a staunch ally of Rubiales.

Earlier on Wednesday, after a meeting of players, government officials and soccer federation bosses that went on through the night, the president of the state-run National Sports Council said that 21 of the 23 players on the roster for UEFA’s Nations League matches against Sweden and Switzerland over the coming week had agreed to play.

The Nations League matches are particularly important because they determine which three European countries can compete in the 2024 Summer Olympics in Paris.

“Twenty-one players are going to Sweden,” said the National Sports Council president, Víctor Francos, adding that “there are two players who don’t feel they have the spirit or the strength” to take the field.

Under Spanish law, players can face fines of up to 30,000 euros (about $32,100) or suspensions of up to five years for refusing to take

the field for the national team without a valid reason. Francos had warned this week that any players who defied the roster could be penalized.

But on Wednesday morning he offered assurances at a news conference that “neither the federation nor the sports council” would initiate “a sanctioning process” against players who decided not to represent their country.

Amanda Gutiérrez, the president of the women’s soccer union, FUTPRO, applauded the government’s commitment to addressing discrimination in the sport and the “reconciliation of positions” between the players and the federation.

Speaking on behalf of the players, who must now focus on preparing for their match against Sweden on Friday, Gutiérrez said that a commission would be set up involving the government, the federation and the players to monitor the agreement reached Wednesday.

“It is the beginning of a long road,” she said, with consequences for “future generations.”

The two players who did not agree to play in the matches — Mapi León, a defender, and Patri Guijarro, a midfielder — were among the 15 players involved in a rebellion last year against Vilda’s behavior. A dozen of them subsequently said they wanted to rejoin the team, and three were invited back, but neither Leon nor Guijarro asked to return.

León said Wednesday, “We are happy because changes are being made.” But Guijarro said, “We’re not mentally prepared to be here.”

The emergency meeting that led to the agreement took place at the Oliva Nova Beach & Golf Hotel in Valencia, where the players had been summoned Tuesday by the team’s new coach, Montse Tomé — the first woman to be chosen for the post — to prepare for the match against Sweden.

Earlier in the week, Tomé had drawn up a roster for the match, even though the federation had not met the players’ demands.

The roster did not include Jennifer Hermoso, the player whom Rubiales forcibly kissed on camera after the team captured the World Cup title. She filed a sexual assault complaint against him this month, which cleared the way for prosecutors to open a case against him over the kiss.

At the news conference, Rafa del Amo, the president of women’s soccer within the

national federation, said of Hermoso, “I think that she has to be protected from pressure.”

Many players had been upset over being included on the roster before their demands were met.

When Misa Rodríguez, a goalkeeper, turned up for duty Tuesday morning, reporters asked her whether she was happy with the roster.

“No,” she replied.

Most of her teammates declined to give remarks upon arriving at the venue.

At the news conference Wednesday morning, Francos offered assurances that the federation would immediately take steps to appease its players.

“I’ve debated many things, many decisions that you will see shortly,” del Amo said.

Both he and Francos said that Tomé would remain in her role, a situation that had been in doubt because of lack of dialogue with players before the roster announcement and over support that she expressed for Rubiales on Aug. 25, when he said that he would not resign and railed against “false feminism.”

Miquel Iceta, the minister for culture and sports, welcomed the agreement reached between the players and the soccer federation. “We want a principle of trust between the players and the Royal Spanish Football Federation to be reestablished,” he said at a midmorning news conference.

To that end, the government’s National Sports Council said that legislation would be drafted including gender-equality policies, pay equity and quality sports facilities for women’s soccer.

As she arrived for Spanish team preparations in Sweden on Tuesday, reporters asked the goalkeeper Misa Rodríguez if she was happy to be on the roster. “No,” she said.

A new dispute arises over a 15-year-old Formula 1 title

Felipe Massa, the Brazilian racing driver, believes he lost the Formula 1 championship unfairly, and now he plans to ask a British court to have the result overturned.

The twist is that the title he is seeking is from 2008.

Massa lost the championship that year by a single point, but a scandal about a possibly deliberate crash in one race and revelations that have come in the ensuing years have prompted him to seek a reversal.

The long delay has not leavened his determination, Massa said.

“I trust and I really believe that for justice that we will show what happened was not correct,” he told The Associated Press last month. “I am the champion, and I feel that.”

But many in the sport are uncomfortable reexamining such an old case.

“If everybody were to open up situations, then the sport would be in disarray,” Toto Wolff, the current head of the Mercedes team, told reporters over the weekend.

Despite receiving a formal letter last month from Massa’s lawyers seeking damages, Formula 1 has been silent on the claims and did not respond to a request for comment earlier this week.

The disputed race happened in September 2008 in Singapore. Massa was in first place until Nelson Piquet Jr. crashed, leading organizers to slow the race behind a safety car. This gave another driver, Fernando Alonso, a huge advantage. Although he started the race in 15th place, Alonso was the only driver who had already made a pit stop at the time of the crash, allowing him to take the lead, which he held until the end of the race.

Massa’s woes were compounded when he botched his own pit stop and failed to score a point in the race. And at season’s end, he lost the title to Lewis Hamilton by one point.

Piquet, the driver who crashed, was Alonso’s teammate, immediately prompting speculation that the crash had been intentional. A year after the race, Piquet confessed that his team had told him to crash. After an investigation, Alonso’s Renault team was found guilty of conspiracy to fix the race, and some team

officials were suspended. But there were no changes to the standings or the title.

Massa’s new push comes after Bernie Ecclestone, who was head of Formula 1 at the time of the incident, said in March that he had known about Piquet’s intentional crash well before his public confession, but that he had chosen not to act.

“We decided not to do anything for now; we wanted to protect the sport and

save it from a huge scandal,” he told F1Insider in an interview in German. He added that he persuaded Piquet to stay quiet at the time.

“According to the statutes, we would probably have had to cancel the race in Singapore under these conditions,” he said. “That means it would never have taken place for the World Cup standings. Then Felipe Massa would have become world champion and not Lewis Hamil-

ton.”

“I still feel sorry for Massa today,” he added.

When that interview caused a storm in the world of Formula 1, Eccleston, 92, claimed he didn’t remember giving it.

Hamilton, who has more wins than any Formula 1 driver in history and has gained even more popularity with his appearances in the documentary “Drive to Survive,” has declined to be drawn into the debate. He told reporters last month that he was “not really focused on what happened 15 years ago.”

Massa continued driving in Formula 1 until 2017 but never did win the title. For Hamilton, it was the first of what would be seven championships.

If Formula 1 is concerned that changing the results of an old championship would open up a can of worms, it cannot be blamed; there are worms aplenty. With his seven titles, Hamilton is currently tied with Michael Schumacher for the record; losing his 2008 title to Massa would drop him to second place. In the March interview, Ecclestone said: “Michael Schumacher is still the sole record world champion. Even if the statistics say otherwise.”

Other disputed titles could be relitigated as well. In the last race of the 2021 season, with a razor-close championship in the balance, an official allowed a final racing lap, giving Max Verstappen the chance to pass Hamilton and win the title.

Formula 1 later acknowledged the ruling was an error, but declined to change the standings.

Should the 2008 championship be reopened, Hamilton’s Mercedes team could ask for a reversal based on the 2021 mistake. Wolff, the director of the Mercedes team, acknowledged that he was following the Massa case “with interest” and with an eye on that disputed title.

It is not the first time that old sporting titles have remained controversial long after they have been added to the record books. The Italian soccer team Lazio remains aggrieved that it was not awarded one league title after a season was halted.

And if 2008 seems like a long time ago, consider that the title Lazio still claims is from 1915.
