Designated Health Secretary Víctor Ramos Otero on Tuesday provided the latest data on the epidemiological surveillance of respiratory diseases, showing an increase in influenza cases and a rise in related deaths in Puerto Rico.
In response, the official announced additional measures aimed at stopping the spread of the virus and protecting vulnerable populations.
To date, 339,157 influenza vaccines have been administered. Educational programs in schools have been reinforced, and vaccination efforts have increased for those who are bedridden or have mobility issues. The initiatives have helped keep cases below the epidemic threshold, Ramos Otero said.
During the week of Feb. 2-8,there were 2,824 new influenza cases reported, an increase of 142 cases from the previous week. The ongoing growth has brought Puerto Rico to the “Warning Threshold,” although it still remains below the epidemic threshold. Since the start of the 2024-2025 flu season, the island has recorded 32,944 confirmed cases, with a concerning incidence rate among the pediatric population (ages 0-19), accounting for 45 percent of all infections.
The regions with the highest incidence of cases last week were Aguadilla/Mayagüez, Caguas and Ponce. Notably, 79.5% of confirmed cases have been attributed to Type A influenza, which is the predominant variant this season.
The report also noted an increase in deaths associated with influenza. In the same week, 22 deaths were certified, bringing the total to 96 for the 2024-2025 season. Detailed analysis revealed that 82% of those who died from influenza had not been vaccinated against the virus and had underlying health conditions such as cardiovascular diseases, chronic respiratory conditions, diabetes and kidney diseases.
Ramos Otero emphasized the need for continued preventive measures and vaccination to prevent more avoidable deaths. “Each of these deaths is a tragedy,” he said. “We know that vaccination is the most effective tool to prevent severe cases and fatalities. Our message to citizens is clear: do not wait -- get vaccinated as soon as possible.”
Ramos Otero announced that the vaccination plan has been strengthened with home services for bedridden individuals and those with mobility challenges, as well as in senior care centers.
Since taking office at the Department of Health (DS by its initials in Spanish), Ramos Otero has initiated discussions with 103 patient associations, 330 primary health centers, members of the Health Services and Hospital Administrators Association, the Nursing Professionals Association, the Medical Technologists Association of Puerto Rico, faith-based organizations, mayors and insurers. The purpose of the discussions is to keep stakeholders informed, strengthen prevention efforts,
and gain their support in educational and community outreach campaigns to help contain the influenza outbreak.
Another concerning aspect highlighted in the report is the rise in outbreaks within educational institutions, raising alarms among health authorities and the school community. During the same week, 18 influenza outbreaks were identified in schools in the Bayamón, Metro, Arecibo and Fajardo regions.
Miriam Ramos Colón, the island’s chief epidemiologist, noted that a school outbreak is defined as the infection of at least 10% of the school community or a minimum of three confirmed cases within a specific group during a seven-day period.
In response, the DS has intensified educational efforts on preventive measures in schools, conducting 18 educational interventions that included 962 students and staff members.
“Schools are high-risk environments for the spread of respiratory viruses, which is why we have strengthened hygiene and education protocols to prevent further outbreaks,” Ramos Colón said. “As part of the early detection initiatives of the Epidemiology Division, we will enhance our educational interventions, particularly in the regions with the highest number of cases.”
Ramos Otero reiterated his call to citizens to adhere to preventive measures to reduce the spread of viruses, including frequent handwashing with soap and water, covering mouths when coughing or sneezing, disinfecting commonly touched surfaces, and visiting healthcare providers if experiencing symptoms.
“We are determined not to let our guard down in this fight,” Ramos Otero stressed.

In response to concerns regarding compliance with emergency protocols in the coastal areas of Puerto Rico, Sen. Nitza Moran Trinidad, who chairs the Committee on Economic Development, Small Business, Banking and Commerce in the upper chamber, introduced a measure Tuesday to conduct a study on the administration, implementation and effectiveness of the TsunamiReady program at the local level.
The initiative comes in the wake of a tsunami warning issued on Feb. 9, for Puerto Rico and the U.S. Virgin Islands, that revealed inconsistencies in the execution of emergency protocols among several coastal municipalities.
The Feb. 9 event highlighted serious concerns about the preparedness of island municipalities in the face of a tsunami threat, Moran said.
“We cannot afford failures in responding to this type of emergency, as they put lives at risk,” she said. “It’s alarming that some municipalities lack operational sirens or do not have them at all. We must ensure that established protocols are effectively followed to protect citizens.”
The study, to be conducted by the Senate committees on
Public Safety & Veterans Affairs and Municipal Affairs, will evaluate the following:
* Response time and effectiveness of alert activation protocols.
* Coordination between state and municipal agencies.
* Availability and functionality of sirens in coastal areas.
* Communication strategies with citizens and evacuation routes.
* Identification of municipalities lacking alert systems and potential solutions.
Currently, 46 municipalities in Puerto Rico have received TsunamiReady recognition from the National Weather Service (NWS). However, the warning on Feb. 9 demonstrated that such certification does not necessarily guarantee an adequate response to a real emergency at the municipal level or clarity on how citizens should act during such events.
“It is essential to thoroughly review which municipalities genuinely comply with the TsunamiReady criteria and which ones need support to enhance their evacuation plans and communication with residents,” the senator said. “Our responsibility is to ensure that when a tsunami warning is issued, each community knows how to respond and what to expect.”
The committees responsible will have 90 days to present a report with their findings and recommendations, including any necessary legislative or administrative actions to strengthen tsunami preparedness in Puerto Rico.

Gov. Jenniffer González Colón reacted on Tuesday to the hiring of the former La Fortaleza deputy chief of staff for energy affairs, Francisco Berríos Portela, by Quanta Services, one of the parent companies of LUMA Energy.
“The Government Ethics Law is supposed to have prevented him from doing that,” the governor said in response to questions from the press. “We have to see under what concept he was given a dispensation, if there is a dispensation to do that function, unless it is that he was not an energy czar and that he was just another assistant, because if the position was for just another assistant in La Fortaleza for public policy, and not for an oversight agent -- as in our case, which is by executive order -- which is engineer Josué Colón, that obviously speaks to why this company was allowed to do whatever it wanted.”
“With this, imagine [...]. The two people who supervised you [LUMA], one is from [the] Public-Private Partnerships [Authority], and the other, an assistant, did not do their job and now end up working with them [LUMA’s parent firm],” added González Colón, who was in Humacao at
the ribbon-cutting for a new Stryker medical devices manufacturing plant. “I think that, unfortunately, time has proven me right.”
According to press reports (NotiCel), the Government Ethics Office approved the exemption for Berríos Portela -- who until last December also served as chairman of the Puerto Rico Electric Power Authority governing board -- to work at Quanta Services.
Meanwhile, the Popular Democratic Party (PDP) minority leader in the island House of Representatives, Héctor Ferrer Santiago, denounced the actions of the director of the Government Ethics Office (OEG by its initials in Spanish), Luis Pérez Vargas, for turning the agency into what he called “a protective shield for the lack of transparency, cronyism and conflicts of interest in the government.”
“While the people suffer blackouts and increases in the [electricity] bill, the former La Fortaleza deputy chief of staff for energy affairs now works with the LUMA matrix, endorsed by the Government Ethics Office,” Ferrer Santiago said in a written statement. “In other words, the same person who made decisions in the government that benefited LUMA is now collecting a check from them with the blessing of the OEG.
There are no coincidences here. This shows that LUMA and the NPP [governing New Progressive Party] are pitcher and catcher.”
The legislator questioned how the OEG supports a scheme in which an official with decision-making power in the government suddenly becomes an employee of the same company that he was supposed to oversee.
“LUMA and the NPP are the same, and they do whatever they want, because they know they have someone to protect them,” Ferrer Santiago said .

He contended that the OEG has shown shady behavior in scandals that diminish confidence in public service, allowing officials to move, “without any problem,” from the government to a private company, and vice versa, thus creating a system “where revolving doors are the norm and not the exception.”

Fortaleza Chief of Staff Francisco Domenech maintains ties with lobbyists for the PREPA bonds, a complaint that the governor dismissed as part of a continuing pattern of politicking by the opposition party.
“This is not a coincidence or an oversight,” the lawmaker said. “The OEG, instead of supervising, has become the agency that opens the back door for officials to mock the country. There is no doubt about it. There are clear conflicts of interest, and the OEG turns a blind eye.”

Gov. Jenniffer González Colón on Tuesday announced the expansion of medical device company Stryker Puerto Rico LLC in Humacao, further solidifying its commitment to the island as a strategic destination for hightech manufacturing.
The company has leased a new facility with the goal of increasing its production capacity through investments in infrastructure, machinery and equipment. As part of the expansion, Stryker will create 46 new jobs, resulting in an estimated additional annual payroll of $1,758,160.
At the announcement in Humacao, the governor was joined by U.S. Rep. Nicole Malliotakis, (R-N.Y.), a member of the Ways and Means Committee in the U.S. House of Representatives; Economic Development and Commerce (DDEC) Secretary Sebastián Negrón Reichard; Industrial Development Co. (PRIDCO) Executive Director Eric Santiago Justiniano; and Puerto Rico Federal Affairs Administration Executive Director Gabriella Bofelli. Santiago Justiniano noted meanwhile that last month Stryker signed a lease agreement with PRIDCO to operate in a new facility of over 142,000 square feet in Humacao. The new space, he said, will complement the company’s operations at Las Guásimas industrial park in Arroyo, where they already have a 227,000-square-foot plant.

Rep. Ángel Peña Ramírez, along with fellow New Progressive Party Reps. Joel Franqui Atiles, Vimarie Peña Dávila and Carmen Medina Calderón, on Tuesday filed House Bill 298, which would create the “Puerto Rico Breastfeeding Code.”
The measure, which would be applicable in both the public and private sectors, was submitted through the citizen petition mechanism

According to the measure’s preamble, “the laws that protect the rights of nursing mothers are scattered. We urgently need to develop a code so that all people have easy access and that it is easy for everyone to understand. This matter requires this accessibility because, as they are scattered, sometimes some mothers are unaware of rights protected by other laws, which places them in a weaker position than the employer or the State.
“What is sought is to codify the current breastfeeding laws to collect them all in a single legal document and that they are organized and structured.”
Among the laws that would be in the new code are, among others, Law 427-2000; which regulates the period of breastfeeding or extraction of breast milk; Law 155-2002, which orders the secretaries of departments, executive directors of agencies, presidents of public corporations and directors and administrators of public instrumentalities of the central government to designate spaces for breastfeeding that safeguard the right to privacy of every nursing mother in the work areas; and Law No. 172005, which added a subsection (4) to Article 1A of Law 168 of May 4, 1949, as amended, which provides that “... every mother has the right to breastfeed her children in any place
of public access, regardless of whether or not there are areas designated for breastfeeding in these places.”
The preamble adds that “[b]y codifying, the original laws are repealed and from now on, the corresponding article will be mentioned within the code that we intend to approve. Since they are codified, it is much easier to handle. Here we can find all the laws on the subject of breastfeeding that may affect a certain situation.”

The notices came all weekend, landing in the inboxes of federal scientists, doctors and public health professionals: Your work is no longer needed.
At the National Institutes of Health, the nation’s premier biomedical research agency, an estimated 1,200 employees — including promising young investigators slated for larger roles — have been dismissed.
At the Centers for Disease Control and Prevention, two prestigious training programs were gutted: one that embeds recent public health graduates in local health departments and another to cultivate the next generation of Ph.D. laboratory scientists. But the agency’s Epidemic Intelligence Service — the “disease detectives” who track outbreaks around the world — has apparently been spared, perhaps because of an uproar among alumni after a majority of its members were told on Friday that they would be let go.

The Laboratory Leadership Service, a prestigious training fellowship at the CDC, was hit hard, according to three people familiar with the program. Of its 24 fellows, four were protected because they are in the Commissioned Corps of the U.S. Public Health Service, a uniformed branch whose members work across government. The other 20 were let go.
The program, begun in 2015 in response to quality and safety concerns in laboratories, is a sister program to the more prominent Epidemic Intelligence Service, or EIS. It was developed to strengthen ties between epidemiologists and laboratory scientists.
President Donald Trump’s plan to shrink the size of the federal workforce dealt blows to thousands of civil servants in the past few days.
But the cuts to the Department of Health and Human Services — coming on the heels of the coronavirus pandemic, the worst public health crisis in a century — have been especially jarring. The firings have excised the next generation of leaders at the CDC, the NIH, the Food and Drug Administration and other agencies that the department oversees.
“It seems like a very destructive strategy to fire the new talent at an agency, and the talent that’s being promoted,” said Dr. David Fleming, the chair of an advisory committee to the CDC director. He added, “A lot of energy and time has been spent in recruiting those folks, and that’s now tossed out the window.”
The dismissals have also rattled graduate students eyeing careers in public health and the biomedical sciences.
“I just lectured to 42 graduate students this morning whose whole future at this point is not clear,” said Dr. Michael T. Osterholm, the director of the Center for Infectious Disease Research and Policy at the University of Minnesota. “Will they have jobs? Will there be public health employment in the future?”
A spokesperson for the Health and Human Services Department said it was following administration guidance and “taking action to support the president’s broader efforts to restructure and streamline the federal government.”
“This is to ensure that H.H.S. better serves the American people at the highest and most efficient standard,”
the spokesperson, Andrew Nixon, said in an email Friday.
As with the rest of the government, the cuts are aimed at probationary employees with less than a year on the job. But the cuts come as Robert F. Kennedy Jr., a prominent vaccine skeptic and the newly confirmed health secretary, is starting in his job. Officials at the NIH are especially concerned that he might target more senior employees by asking for their resignations.
Kennedy has repeatedly said he intends to clean house at various federal agencies. He warned that he would cut 600 jobs at the health institutes. In October, after merging his presidential campaign with that of Trump, he instructed FDA officials to “preserve your records” and “pack your bags.”
About 700 staff members were cut at the FDA, including lawyers, doctors and doctorate-level reviewers in the medical device, tobacco, food and drug divisions.
The cuts over the weekend have touched all manner of health workers. They are not only scientists and disease hunters but also administrators who oversee grant proposals, analysts figuring out new ways to cut health care costs, and computer specialists who try to improve the government’s antiquated systems for tracking health information.
Arielle Kane was hired in May to worked on a new project that aimed to improve maternal health outcomes in Medicaid. She was assured by a manager Friday that her job at the Centers for Medicare and Medicaid Services was safe. On Saturday afternoon, she received an email that she had been fired for poor performance.

The agency has also lost its presidential management fellows, who were assigned to the CDC under a decades-old government initiative that describes itself as “the premier leadership development program for advanced degree holders across all academic disciplines.”
Veterans of the health agencies said they were troubled by the seemingly random nature of the cuts.
“If there’s a need to reduce the budget, that happens at all levels of government, but there should be a thoughtful approach,” said Dr. Joshua M. Sharfstein, a former deputy commissioner of the FDA.
Fleming, a former deputy CDC director, said many health professionals can earn more in the private sector but choose to join the government because they are drawn to public service. The terminations would make it harder to attract new talent, he said.
“We’re cutting off our hand to spite our face,” he said.

The top official at the Social Security Administration stepped down this weekend after members of Elon Musk’s so-called Department of Government Efficiency sought access to sensitive personal data about millions of Americans held by the agency, according to people familiar with the matter.
The resignation of Michelle King, the acting commissioner, is the latest abrupt departure of a senior federal official who refused to provide Musk’s lieutenants with access to closely held data. Musk’s team has been embedding with agencies across the federal government and seeking access to private data as part of what it has said is an effort to root out fraud and waste.
Social Security payments account for about $1.5 trillion, or a fifth, of annual federal spending in the United States. President Donald Trump has pledged not to enact cuts to the program’s retirement benefits, but he has indicated that he is willing to look for ways to cut wasteful or improper spending from the retirement program that pays benefits to millions of Americans.
An audit produced by the Social Security Administration’s inspector general last year found that from 2015 to 2022, the agency paid almost $8.6 trillion in benefits and made approximately $71.8 billion, or less than 1%, in improper payments that usually involved recipients getting too much money.

who spoke on the condition of anonymity out of fear of retaliation. The agency’s systems contain financial data, employment information and addresses for anyone with a Social Security number.
“SSA has comprehensive medical records of people who have applied for disability benefits,” said Nancy Altman, president of Social Security Works, a group that promotes the expansion of Social Security. “It has our bank information, our earnings records, the names and ages of our children, and much more.”
Warning about the risks of Musk’s team’s gaining access to the data, Altman added, “There is no way to overstate how serious a breach this is.”
Access to that information is generally held closely within the agency because of privacy concerns, according to one former employee. It is not clear how many members of Musk’s staff sought access to it, whether they ultimately succeeded or whether they had been granted full employment status at the Social Security Administration.

King in January had been made the acting commissioner of the Social Security Administration, which has about 58,000 employees. She started at the agency as bilingual claims representative in 1994 and rose through the ranks to hold numerous senior positions, including chief financial officer and deputy commissioner for operations. The Washington Post first reported King’s departure.
A family member said King had no comment.
King was replaced by Leland Dudek, a career official who has been overseeing the agency’s anti-fraud office, according to people familiar with the matter. He did not respond to a request for comment. Before he was named, Dudek posted comments on LinkedIn praising Musk’s team and saying he had been assisting its efforts, according to people who saw his posts. Dudek has deleted his account.
The Senate has not yet taken up the nomination of Trump’s pick to oversee the agency, Frank Bisignano, a financial technology executive who runs a digital payments company.
A White House spokesperson, Harrison Fields, said Monday that he expected Bisignano to soon be confirmed.
“In the meantime, the agency will be led by a career Social Security anti-fraud expert as the acting commissioner,” Fields wrote on the social platform X. “President Trump is committed to appointing the best and most qualified individuals who are dedicated to working on behalf of the American people, not to appease the bureaucracy that has failed them for far too long.”
Musk’s team has also been seeking access to sensitive data at the Treasury Department and the Internal Revenue Service.
The White House confirmed this weekend that Musk’s team was in the process of gaining access to taxpayer information from the tax collection agency.
In January, the Treasury Department pushed out a career civil servant, David Lebryk, after he resisted giving Musk’s team access to the government’s vast payment system at the Bureau of the Fiscal Service.
Speaking at the White House last week, Musk asserted without providing evidence that a cursory examination of the Social Security Administration found that people listed in its systems as being 150 years old were receiving benefits. And in a post on the social platform X on Saturday evening, Musk posted an image that he said was from a Social Security database that he suggested indicated dead people were collecting payments.
Martin O’Malley, who served as commissioner of the Social Security Administration in the Biden administration, said in an interview that the claims of Musk and his team about the agency were not true.
“They’re just making” things up, he said, referring to Musk’s suggestion that more than 1 million people in the Social Security database are in the 150 to 159 age range.
O’Malley described King as a “consummate civil servant.”

Southwest Airlines earlier this week announced plans to cut 15% of its workforce, the first round of broad layoffs in the airline’s 53-year history.
The company said it planned to cut about 1,750 jobs, with the cuts mostly focused on corporate positions. The layoffs will include 11 senior leaders with titles of vice president or higher, the airline said. Most of the cuts will be carried out by the end of June.
In a statement, Southwest CEO Bob Jordan called the decision “unprecedented.”
“We are at a pivotal moment as we transform Southwest Airlines into a leaner, faster and more agile organization,” he said. “I arrived at this decision thoughtfully and carefully, knowing how hard it will be to say goodbye to colleagues who have been a significant part of our Southwest culture and accomplishments.”

Jordan’s own job was under threat last year after hedge fund Elliott Management amassed an approximately 10% stake in the airline and began to push for widespread change, including Jordan’s ouster. Elliott had accused Jordan and the airline’s board of complacency and failing to control costs, eroding profit margins

Southwest also agreed to add board members recommended by the investment firm, and Elliott ultimately dropped its demand for Jordan’s departure.
The job cuts announced Monday will save Southwest about $210 million this calendar year and $300 million next year, the airline said. But those figures do not include a one-time cost of $60 million to $80 million to pay out severance and other benefits to laid-off workers.
Southwest had an unrivaled 47-year streak of annual profits until 2020, when it lost money along with the rest of the industry during the COVID-19 pandemic. It has reported profits each year since and remains the only one of the four largest U.S. airlines to have never filed for bankruptcy protection, although its costs have outpaced those of some of its peers.
Still, the airline, which offers only limited international flights, is a behemoth: Southwest carries more passengers and operates more flights in the United States than any other carrier. The airline is also beloved by flyers, who have routinely given its economy class the highest customer-satisfaction scores of any carrier, according to J.D. Power, a market research firm. The

Rep. José “Che” Pérez Cordero, who chairs the Legal Committee in the island House of Representatives, announced earlier this week that he will convene a meeting with members of the banking sector to evaluate possible measures to mitigate the dramatic increase in bankruptcy cases recorded in recent months.
“Certainly, over the past few months we have seen a dramatic increase in the number of cases submitted for bankruptcy proceedings, including many small and medium-sized businesses,” the at-large lawmaker said. “This past January, some 304 bankruptcy cases were filed, that is 20.2 percent more than in January 2024 and continues a pattern, since 2024 ended, with 5,712 filings, a record number not seen in Puerto Rico since 2019. The problem exists, now we must evaluate solutions.”
“We are concerned about all bankruptcies, but individual bankruptcies are too high,” Pérez added. “Given this reality, we are calling for a series of meetings starting with the island’s banking sector. It is important to know the input of the institutions that hold
the debt of these citizens and businesses in order to evaluate alternatives that assist citizens at this time.
That is the goal of this meeting, the search for short-
and long-term solutions.”
The New Progressive Party legislator also indicated that he will be summoning, for subsequent meetings, groups that advocate for consumer rights, as well as the secretaries of the departments of Economic Development & Commerce and Consumer Affairs, Sebastián Negrón Reichard and Natalia Catoni, respectively.
According to available data, beauty salons were the businesses with the most bankruptcy filings in January, followed by gardening businesses.
Most bankruptcy cases in January were individuals filing for Chapter 7 liquidation, with about 144 filings, 29.7% higher than in January 2024.

Europe’s defence stocks, up almost 20% for the year so far, surged another 1% on Tuesday as U.S. officials met Russian counterparts in Saudi Arabia for talks about ending the war in Ukraine and Germany prepared to go to the polls this weekend.
U.S. markets were closed on Monday for the President’s Day holiday and are set to return in relatively buoyant mood, with stock futures firmer near record highs even with Treasury yields and the dollar ticking back higher again.
But attention has turned to Europe in what may prove to be a landmark week for the continent politically and economically, and as Europe’s broad stock indexes are drawing value investors back across the Atlantic again this year, given their near 40% valuation discount to S&P500 cousins.
Euro zone stock gains of more than 12% in dollar terms this year are almost four times that of the American benchmark, with the record high German DAX up 14%.
While rebalancing due to valuation extremes is a key driving force, the prospect of higher defence spending in Europe has added a major tailwind - with the outcome of Germany’s elections also likely to decide whether a new government in Berlin will have the two-thirds parliamentary support needed to loosen the so-called ‘debt brake’ embedded in its constitution.
Hopes for some broader rethink of public investment spending as way to rebooting the sluggish German economy have encouraged portfolio investors to revise their aversion to the region even in the face of potential U.S. trade wars.
And in the backdrop, German investor morale posted its strongest increase in two years this month, according to the ZEW economic research institute.
But defence is front and centre of the latest stock price moves, with even some renewed speculation about the EU returning to joint sovereign borrowing as a possible route to increased spending in the area.
Reflecting in part Washington’s decision to engage Russia in talks this week without either Ukrainian or European Union governments at the table, Europe’s defence sector has surged again.
German arms maker Rheinmetall added another 2% to its 14% jump on Monday, while Thyssenkrupp, looking to spin off its warship division, advanced 3% after soaring nearly 20% on Monday.
Italy’s Leonardo was up another 2%, while Sweden’s Saab rose 2.5% and Britain’s BAE Systems also gained 1%.
Leaders from major EU states and Britain met in Paris on Monday, saying they were ready to give Ukraine security guarantees but adding it was dangerous to conclude a ceasefire there without a peace agreement at the same time.
EU Commission President Ursula von der Leyen said the EU would work with Washington on the talks while outlining plans “to scale up defence production and spending.”

For years, European leaders have fretted about reducing their dependence on a wayward United States. On Monday, at a hastily arranged meeting in Paris, the hand-wringing gave way to harried acceptance of a new world in which Europe’s most powerful ally has begun acting more like an adversary.
President Donald Trump’s plan to negotiate a peace settlement in Ukraine with President Vladimir Putin of Russia, with neither the Ukrainians nor Europeans invited to take part, has forced dazed leaders in capitals like Berlin, London and Paris to confront a series of hard choices, painful trade-offs and costly new burdens.
Already on the table is the possibility that Britain, France, Germany and other countries will deploy tens of thousands of troops to Ukraine as peacekeepers. European governments are affirming the need for major increases in their military budgets — if not to the 5% of gross domestic product demanded by Trump, then to levels not seen since the Cold War days of the early 1980s.

“Everybody’s hyped up at the moment, understandably,” said Lawrence Freedman, emeritus professor of war studies at King’s College London. “What is clear is that whatever happens, Europe will have to step up.”
That could put its leaders in a difficult spot. While public support for Ukraine remains strong across Europe, committing troops to potentially dangerous duty on Ukrainian soil could quickly become a domestic political liability. Estimates on the size of a peacekeeping force vary widely, but under any scenario, it would be an extremely expensive undertaking at a time of straitened budgets.
President Emmanuel Macron of France, who first floated the idea of a peacekeeping force last year — to widespread skepticism in Europe — has been weakened since his decision to call parliamentary elections last summer backfired and left him with a fragile government.
Germany may not have a new coalition government for weeks after its election on Feb. 23. On Monday, its chancellor, Olaf Scholz, dismissed talk of peacekeepers as “completely premature” and “highly inappropriate” while fighting was still raging.
Prime Minister Keir Starmer of Britain, who does not have to face voters for four years, said Britain was open to “putting our troops on the ground if necessary.” But former military officials said that after years of budget cuts, the British military was not equipped to lead a large-scale, long-term mission in Ukraine.
“Frankly, we haven’t got the numbers, and we haven’t got the equipment,” Richard Dannatt, a former head of the British army, told the BBC. He estimated that Britain would have to supply up to 40,000 troops to a 100,000-strong force.
For some Europeans, it is too soon to talk about a post-U.S. era on the continent. Scholz and Poland’s prime minister, Donald Tusk, warned leaders not to sunder the trans-Atlantic alliance, whatever the current tensions.
As a practical matter, a peacekeeping force would be difficult without logistical support from the United States. U.S. security assurances, analysts said, were crucial to making it politically acceptable in European capitals, where some leaders will have to win approval from their parliaments. Starmer spoke of an “American backstop,” saying that was “the only way to effectively deter Russia from attacking Ukraine again.”
Freedman said he believed senior Trump administration officials like Secretary of State Marco Rubio and national security adviser Michael Waltz understood those realities and were not bent on pulling the United States’ security umbrella from Europe. But he said Trump’s goals were harder to decipher; his drive for untrammeled power at home has been deeply alarming to Europeans.
“In the past, you assumed that this was a serious, competent country,” Freedman said. “It’s unnerving to think that might not be the case. There is a sense that
the guardrails just aren’t there.”
At the Munich Security Conference this past week, Vice President JD Vance delivered a blistering speech in which he urged Europeans to stop shunning far-right parties and accused them of suppressing free speech.
Those comments prompted anguish among Europeans. “We have to fear that our common value base is not that common anymore,” said Christoph Heusgen, who chaired the conference. Heusgen, who was clearly emotional at the end of his speech, later clarified that his strong feelings were because he was leaving his job and were not a reaction to Vance’s comments.
Many Germans viewed the vice president’s comments as brazen election interference. Vance, who skipped a meeting with Scholz, did find time to meet with the co-leader of the far-right Alternative for Germany party, or AfD, Alice Weidel. Germany’s mainstream parties have refused to enter coalitions with the AfD, which German intelligence agencies classify as an extremist organization.
Trump, meantime, has threatened to hit the European Union with sweeping tariffs. That could damage the bloc’s economies, which would make it even harder to lift spending on defense. NATO Secretary-General Mark Rutte has called on the alliance’s members to increase their spending to “considerably more than 3%” of GDP (the United States spends 3.4%).
In 2023, Germany spent 1.5% of its GDP on defense, while France spent 2.1% and Britain 2.3%.
Beyond the political and economic provocations, European leaders are struggling to make sense of the Trump administration’s strategy for Ukraine. Defense Secretary Pete Hegseth’s remarks signaled a reduction in U.S. support for Ukraine’s war goals — something that European leaders regret but privately acknowledge they share.
Yet Treasury Secretary Scott Bessent, on a visit to the Ukrainian capital, Kyiv, last week, suggested that the United States could supply a “long-term security shield” for Ukraine, provided it obtained access to the country’s valuable minerals.

Delta Flight 4819’s landing seemed routine — until it wasn’t.
For the 80 people on board, the world lurched immediately after the wheels hit the ground at Toronto Pearson International Airport on Monday afternoon. The plane sparked and burst into flames as it skidded along the runway, then it rolled onto its back, its right wing shearing off.
In the blink of an eye, passengers found themselves hanging upside down, still strapped into their seats as jet fuel began running down the windows, said Pete Carlson, one of those on the flight.
“The absolute initial feeling is just, ‘Need to get out of this,’” Carlson told CBC, the Canadian national broadcaster.
But after a horrific string of fatal aviation accidents over the past two months, this crash proved different. The seat belts passengers had strapped on to prepare for landing likely contributed to the lack of a more catastrophic outcome, aviation experts said. Flight attendants and passengers were able to help each other out of the emergency exits and onto the snow.
At least 18 people were injured, including one adult and one child in critical but non-life-threatening condition, but everyone was expected to survive. By late Monday, some of the injured passengers had been released from the hospital, Delta said.

Times, may give clues about what caused the plane to tilt to its right before flipping onto its back. It shows the aircraft landing hard on a snow-covered runway and then flipping over on its right side amid black clouds of smoke.
Fox Flight, a Canadian air ambulance company based in Toronto, told the Times that the video had been filmed from one of its aircraft, and that it had been shared with the appropriate authorities.
The jet, a Bombardier CRJ900 operated by a Delta subsidiary, Endeavor Air, was landing at 2:15 p.m. Eastern time after a seemingly normal flight along the busy route between Minneapolis and Toronto.
“The second that the wheels hit the ground, then everything happened,” Pete Koukov, a professional skier from Colorado who was on the flight, said in an interview Monday night. “The next thing I know, we’re sideways.”

The plane skidded on its right side, said Koukov, who was sitting at a window seat on the other side of the plane. He saw sparks and flames as the plane hit the ground.
When the plane came to a stop belly-up, he unbuckled and lowered himself down to the ceiling of the aircraft, which was now its floor, Koukov said. “People were panicking.”

Other videos from the scene showed flames and black smoke billowing from the plane as firefighters hosed it down. Photos taken after the crash showed most of the right wing of the jet shorn off, and the left wing damaged with the left landing gear still attached to the plane.
In the aftermath of the crash, an air traffic controller told a medical helicopter pilot who offered to help: “There are people outside walking around the aircraft there.”
“Yeah, we’ve got it. The aircraft is upside down and burning,” the helicopter pilot responded, according to LiveATC audio.
The Transportation Safety Board of Canada will lead the investigation into the crash, officials have said, and the National Transportation Safety Board has said it was leading a team of American investigators to assist the Canadian authorities.
The crash is likely to create aviation chaos for days to come. Toronto Pearson, Canada’s largest and busiest airport, was already juggling a slew of delays and cancellations caused by a series of winter storms. Although its operations resumed Monday afternoon, two of its five runways remain closed.
On Tuesday morning, most flights arriving at the airport were delayed or canceled and most departures were expected to be delayed, some by up to 10 hours, into the afternoon.
Few details have been released about the crash so far. At two short news conferences, Canadian officials gave brief statements but would not take questions.
But the government’s weather service said that gusts of up to 38 mph were coming from the west as it was landing. There was also drifting snow in the Toronto area, which was struck by two snowstorms in the past few days.
The jet’s pilots had told passengers during the flight that there were windy conditions, Carlson said. But he and others were still unprepared for the jolt when it came. “It was cement and metal,” he said.
The fact that the passengers would have had their seat belts on for the landing, as required under Canadian law, was one of several factors that limited injuries and contributed to a safe evacuation, said John Cox, a former airline pilot and founder of Safety Operating Systems, an aviation consulting firm.
“By the time the airplane comes to a stop, everybody’s belted in, the seats remain attached to the floor and the fuselage stayed together,” he said.
That the exit doors could still be opened underscored the construction quality of the plane, he added. And the ability of the crew to open those doors, even while upside down and get passengers out quickly, was a testament to their training.
Carlson, who had a scrape visible on his head, said he saw a woman who had ended up under a seat and a mother and a boy who were sitting on the ceiling of the aircraft. He had no idea what state any of them were in, he said. “My fatherly instinct and background as a paramedic kind of kicked in,” he said, making him focus on ensuring that they all got off the plane.
Even in those panicky moments, there was a palpable camaraderie as they escaped the plane, he said. “Everyone on that plane suddenly became very close in terms of how to help one another, how to console one another,” he said. “That was powerful.”
Jet fuel was running down the airplane’s windows, Carlson said. And after leaving the plane, he and others tried to move as far from it as possible once he noticed that a wing was missing and heard sounds of an explosion.
Emerging from the upside-down plane, onto the tarmac and into the blowing snow Monday, Carlson said, “it felt like I was stepping onto the tundra.”
“I didn’t care how cold it was,” he said. “I didn’t care how far I had to walk, how long I had to stand. All of us wanted to just be out of the aircraft.”

President Donald Trump’s determination to bend the American justice system to his will, combined with his broad tolerance for political corruption and his abhorrence of checks and balances on his power, slammed hard last week into the commitment to duty, honor and the rule of law shared by a group of federal prosecutors in the Southern District of New York and Washington, D.C. The confrontation between Trump’s lieutenants at the Justice Department — led by his former personal defense lawyer Emil Bove III — and Manhattan’s interim U.S. attorney, Danielle Sassoon, and her colleagues is the clearest example yet of this administration’s efforts to bake quid pro quo deal making, coercive tactics, loyalty tests and other dishonorable practices into American government and warp its long-held principle of equal justice before the law.
Those tactics are being used not just in Washington but increasingly at the state and city level, too, particularly against local policies that Trump opposes. In this case, the Justice Department has undermined the ethical and trustworthy governance of New York City by moving to let its mayor, Eric Adams, off the hook for corruption charges brought by Southern District prosecutors, in apparent exchange for Adams’ acquiescence and support for the Trump administration’s desires, starting with its crackdown on illegal immigration.

the indictment was unsealed; the damage and destabilization now resulting from this devil’s bargain between the mayor and the Justice Department make it only more urgent that Adams step down. If he does not, he must face an investigation and possible prosecution by state officials. New York City voters will also have an important say in the matter. In the June mayoral primary, they will have to muster the clarity and resolve to stop Adams if he continues his candidacy for reelection.
What is so alarming about the Trump Justice Department’s actions is that the nation’s top law enforcement officials are bent not just on turning an intentionally blind eye to their peers alleging illegal actions and exploiting the misconduct of a desperate lackey like Adams for their own purposes but also on corrupting the prosecutors and civil servants in the department itself. That much was clear in letters written by Sassoon and her Southern District colleague Hagan Scotten outlining the reasons they would not obey the flagrantly dishonest and untenable order to drop the Adams charges from Bove, the acting deputy attorney general who served (and lost) as Trump’s criminal lawyer in his hush-money case. The resignation letters by the two prosecutors, both with conservative backgrounds, are compelling declarations of why demands like these from the administration are serious violations of democratic practice, tradition, precedent, decency and legality.
“It is a breathtaking and dangerous precedent to reward Adams’ opportunistic and shifting commitments on immigration and other policy matters with dismissal of a criminal indictment,” Sassoon wrote to Attorney General Pam Bondi.
“No system of ordered liberty can allow the government to use the carrot of dismissing charges, or the stick of threatening to bring them again, to induce an elected official to support its policy objectives,” Scotten said in his resignation letter.
Adams became the first sitting mayor in modern New York City history to face a criminal indictment when he was charged last September with five federal counts, including conspiracy, wire fraud, soliciting illegal foreign campaign contributions and bribery. Since then, he has shamelessly sought to win Trump’s favor, and the mayor’s lawyers asked for a pardon for him.
In a clear sign that Trump’s protection comes with expectations, Adams made an appearance with Trump’s socalled border czar, Thomas Homan, on Fox News, after the deal was reached. They collegially discussed reopening an Immigration and Customs Enforcement office at the city’s Rikers Island jail, contrary to New York law. Homan was unusually forthright during the appearance in saying that the administration expected Adams to comply with its mass deportation efforts.
“If he doesn’t come through, I’ll be back in New York City, and we won’t be sitting on the couch. I’ll be in his office, up his butt, saying, ‘Where the hell is the agreement we came to?’” Homan said.
Adams, of course, denies that his intent in courting Trump was ever to have the federal charges dropped and says that he remains independent. And Bove and Adams’ lawyers deny any quid pro quo. But as Sassoon wrote in her letter, the mayor’s lawyers “repeatedly urged what amounted to a quid pro quo”

to federal prosecutors, offering to assist in the president’s immigration enforcement in exchange for dropping the charges.
And the deal that the mayor offered “is the nature of the bargain laid bare in Bove’s memo,” she wrote. In it Bove wrote that the “pending prosecution has unduly restricted Mayor Adams’ ability to devote full attention and resources to the illegal immigration and violence crime.” It is clear that Trump’s and Bove’s claims about the Adams indictment being politicized by prosecutors and the Biden administration are specious. The lawyers installed by Trump never questioned the validity or seriousness of the charges; their case for dismissal was driven by the mayor’s potential usefulness to the Trump administration.
All of this leaves New York City with a mayor plainly unfit for office, whose credible accusations of corruption — let’s remember that five aides or associates of Adams have been charged as well and that seven others have left office under pressure — are now joined by the strongest possible disincentive to cross the president in any way. If he is loyal to the great city he was elected to lead, he will resign.
Appealing to the better instincts of this new Trump administration — with its open disdain for law and morality — has so far proved a losing proposition. And it would be naive to hope that the public backlash to this abuse of power will give Trump and Bondi real pause about further such abuses in the future. But the efforts of prosecutors, civil servants, elected officials and others to document and decry this injustice and to stand up and even resign in the face of this administration’s transgressions matter enormously. The attempt to dismiss the charges against Adams must still come before the federal district judge assigned to the case, Dale Ho, and he may yet conduct a thorough inquir y on the government’s action.

Los integrantes de este comité ya se están nombrando para ejecutar los planes de trabajo. Sostendremos reuniones frecuentes para seguir de cerca cada caso, realizar las entrevistas de rigor y, con la colaboración de los especialistas, dar curso a
los exámenes y protocolos correspondientes”, expresó Quiñones Rivera en declaraciones escritas.
El secretario sostuvo una reunión con la directora del
Instituto de Ciencias Forenses, María Conte Miller, para coordinar estrategias y agilizar el manejo de casos dentro del sistema correccional.
“El seguimiento al intercambio de información entre ambas agencias nos brindará mayor agilidad en la investigación medicolegal y conclusión de los casos que recibimos. For years, it seemed fair to assume that actor Sebastian Stan could make a career on both sides of Hollywood. There was dabbling in juicy supporting roles — he played the ex-husbands of both Tonya Harding and Pamela Anderson — while comfortably returning to the action-hero part for which he is best known: Bucky Barnes. As the erstwhile sidekick of Captain America, Stan has been a regular in the Marvel Cinematic Universe movies since 2011 (including “Thunderbolts*,” which hits theaters in May). There are surely worse fates than simply maintaining that balance.
“There’s a group of actors — I’ll put Colin Farrell in this group as well — that are so handsome that in some sense it works against them,” said Jessica Chastain, Stan’s friend and castmate in “The Martian” and “The 355.”
While being too good-looking a movie star may be world’s-smallest-violin territory, a whirlwind year with two standout unconventional performances now has the 42-yearold cast in a very different light. It has also already brought in some leading-man hardware, with more maybe to come.
In the surreal comedy “A Different Man,” an actor who has a condition that distorts his facial features has a medical procedure to make himself instead look classically attractive — specifically, to look like Sebastian Stan. Stan’s gutsy subversion of his looks won him the Silver Bear for leading performance at last year’s Berlin International Film Festival and the Golden Globe for acting in a comedy or musical last month.
The other movie, “The Apprentice,” is about a showy, morally questionable real estate mogul in 1970s and ’80s New York named Donald Trump. Stan plays Trump, his looks this time buried underneath both considerable physical makeup and all the figurative baggage viewers bring to the subject. From the movie’s premiere at the Cannes Film Festival last May, it was unclear if the film would find distribution and open in theaters, let alone be a part of awards season discussion.
But now Stan finds himself up for the Oscar in a lead acting role for playing the man who was reelected weeks after the movie’s release, going up against four performers who have received Oscar nominations before: Adrien Brody (“The Brutalist”), Timothée Chalamet (“A Complete Unknown”), Colman Domingo (“Sing Sing”) and Ralph Fiennes (“Conclave”).
“A well-crafted character built from rage and years of suppression,” is how Stan described his character in an interview last week in Manhattan. “I would argue that even though I’m sure he’s seen the movie, maybe a few times — I have no idea by the way, this is me totally speculating — one of the issues he’s probably had with the film is it really shows you the opportunistic evolution of this person.”
After the Cannes premiere, Trump, through a spokesperson, pledged to sue the filmmakers and called the movie “pure fiction” and defamatory. (Trump has not sued.)
Major studios and streaming services, from A24 and Searchlight to Netflix and Amazon, all passed. Even after “The Apprentice” was picked up by Briarcliff Entertainment and eventually made available on platforms like Apple TV+, Amazon and YouTube, the controversy surrounding it didn’t fully subside.
Trade magazine Variety could not place Stan in its prominent “Actors on Actors” series, in which acclaimed performers interview each other during awards season, because other actors “didn’t want to talk about Donald Trump,” Variety’s coeditor-in-chief Ramin Setoodeh confirmed in a statement.
“I found it distressing that the business of Hollywood didn’t have the courage to support this movie,” said Stan’s “The Apprentice” co-star Jeremy Strong, who is up for best supporting actor for playing Trump’s mentor, attorney Roy Cohn. “And I found it incredibly heartening that the community of artists and the creatives in Hollywood have acknowledged” the film with Oscar nominations.
The Trump of the first half of the movie might surprise viewers used to the 2025 version: an outer-borough scion, ambitious but unsure, who bristles under his despotic father, aspires to greater recognition and bets big on the revival of midtown Manhattan during its 1970s nadir.
The early Trump, whom Stan encountered in hours and hours of television interviews and documentaries he consumed while preparing for the role, really was rather different than the man who has dominated our national life for the past decade, Stan argued. “There is a dreamer there,” he said. “There is some idealism about America and New York and what it could be.”
As the ’70s turns to the 1980s, the movie’s Trump beco -
mes far less sympathetic. Having disburdened himself of his need for a connected father-figure, he betrays Cohn, a gay man dying of AIDS. He rapes his wife, Ivana (who detailed an assault by Trump under oath but later clarified, “I do not want my words to be interpreted in a literal or criminal sense”).
“What I’ve always seen in his journey, and certainly what we were exploring in the film,” Stan added, “was the solidifying of a person into stone, the loss of humanity.”
When Stan received the offer to play Trump three years ago, he had already branched out beyond Bucky Barnes with the roles of Jeff Gillooly, the ex-husband to Tonya Harding who plotted the violent attack on Nancy Kerrigan, in “I, Tonya,” and Tommy Lee, of Mötley Crüe and sex-tape fame, in the Hulu limited series “Pam & Tommy” — in other words, real people who dominated tabloid pages in the 1990s (and probably shared a few with Trump).
“The Marvel of it all,” Stan said, has contributed to his willingness to take on riskier roles. Bucky Barnes “allowed me to, one, have the opportunity to survive,” he explained. “But coming back to that character over time and getting to do certain things with that character allowed me to look for its core opposite.”
Even so, he said he took seriously the several people he polled for advice — a studio executive, a casting director — who advised him to say no to playing Trump. But ultimately he accepted the part, betting on artistic growth.
As Stan studied Trump, he found more common ground.
“I think everything he does is about power,” Stan said. “There were a lot of times growing up where I felt very powerless over my life.”
Stan was born in 1982 in Romania, then ruled by communist dictator Nicolae Ceausescu. His parents split up, and his father emigrated to California. His mother, a pianist, moved to Vienna to play and teach following Romania’s revolution in 1989. For more than a year, Stan was primarily cared for by grandparents. Then he joined his mother in Vienna, where he struggled to learn German and English.
He transferred to an international school where his future stepfather was headmaster. The family eventually moved to New York.
Stan’s background was something Ali Abbasi, the Iranian filmmaker based in Denmark who directed “The Apprentice,” identified as resonant with the role of Trump, Stan said.
“I understood something about the script, about this person who was so desperate to get up there that he was not going to stop at anything,” Stan said.
Beyond the profundities of Trump’s motivations, Stan also set out to master the basics — the stare, the accent, the walk, the rhythm. The goal was not to do the most precise impression so much as to feel comfortable enough to forget about doing all the tics and instead live in (and improvise as) the character.
“He did such a deep dive and became a forensic detective,” Strong said, “tirelessly absorbing, observing, studying, internalizing everything he possibly could, to the point that you sort of graft it onto yourself, as if it’s a second skin, and you tip over into it.”

Every July, at the opening ceremony of the San Fermín festival signaling the imminent start of the running of the bulls in Pamplona, Spain, more than 5,000 people cram into the city’s central plaza. The crowd starts the morning dressed in white. By noon, much of their clothing has been dyed pink by the free-flowing sangria.
Participants in the event have described the raucous crush of people to Denis Bartolo, a physicist at the École Normale Supérieure in Lyon, France, who hasn’t dared step foot in the plaza himself. “The density of people is so high that it’s not just that you’re feeling uncomfortable,” he said he’d been told. “It becomes painful, like you can feel pressure on your chest.”
Over several years, he filmed and studied the event with the goal of perhaps one day helping prevent stampedes that can turn lethal in large public events. In a paper published Wednesday in the journal Nature, Bartolo and his colleagues say it may be possible to predict the spontaneous motion of a large crowd in a confined space once the density of people crosses a critical threshold.
Studying large, densely packed crowds is notoriously difficult. “You cannot just invite a thousand people to participate in an experiment,” Bartolo said. Even if he could, “I wouldn’t know how to guarantee their safety,” he added.
That’s why the San Fermín festival was so appealing. It involves thousands of people who gather predictably, and relatively calmly, each year.
Bartolo and his colleagues mounted cameras on the upper balconies of two buildings on opposite sides of the plaza to film the attendees amassed below. “If you take a look at the video, indeed the dynamics seem to be erratic, chaotic, turbulent,” he said. But he wondered whether he could tease out an organizing principle that governed the movements of the crowd.
Analyzing the footage presented a challenge akin to studying the flow of water. “Of course you cannot detect the position of every single molecule of water. It’s impossible,” Bartolo said. And yet there are mathematical techniques from the field of fluid dynamics that allow researchers to measure the flow of a material by inspecting its direction and velocity. Bartolo applied these same methods to the San Fermín festival.
The crowds turned out to be less chaotic than they appeared. Instead, the researchers detected circular oscillations within the sea of people. “We are talking about hundreds, if not thousands, of people, all following the same circular trajectory in sync,” Bartolo said.
In addition, the orbital motions, in which each person traces out a rough circle from their individual starting point in the crowd, took 18 seconds to complete in this particular plaza. The timing was so reliable that Bartolo said “you can
set your clock” to the dynamics of this crowd, even if the movements might initially seem random.
The research team then applied what they’d learned to a deadly stampede. They examined surveillance footage of the 2010 Love Parade in Duisburg, Germany, where 21 died

and hundreds more were injured in a stampede. “And we detected the very same oscillations,” which emerged just before the deadly stampede, Bartolo said.
When the researchers built a mathematical model of crowd mechanics, they found that above a critical density of people, these circular movements emerge spontaneously. They don’t depend on some internal or external force, such as people actively pushing one another.
As a safety precaution, Bartolo suggests monitoring densely packed crowds for these orbital motions. Detecting them can offer advance warning of the emergence of dangerous and uncontrolled movements. By catching oscillations when they’re small, he says event organizers could ask the crowd to disperse, or stand still, before the orbits grow in size and lead to people being crushed or trampled.
“We’re not quite there yet,” Annalisa Quaini, a computational mathematician at the University of Houston who wasn’t involved in the study, said of such real-world applications. It’s one thing to have a well-lit venue filmed with high-quality cameras. But grainy nighttime security footage, for instance, may not reveal the telltale circular movements.
Still, Quaini called the research an important contribution to understanding the collective behavior of large dense crowds.
“This is a huge effort,” she said. “And one day, we will be able to use it in a practical setting.”

Maintaining your enthusiasm for a long-term fitness goal is challenging for any exerciser. Whether you are hoping to run a marathon or do your first pullup this year, you need a plan to get there. That means setting up a series of benchmarks, like how many pushups you can do, with assessments along the way to track your progress.
“I like to think of a benchmark as a snapshot of your fitness at a specific time,” said Dr. Tamanna Singh, co-director of the Cleveland Clinic Sports Cardiology Center. “Having an objective measure of current strength and cardiovascular health is key to building a safe exercise program.”
But the first step is knowing and accepting your starting point, she said. It’s easy to overestimate.

Plan to track progress and adjust accordingly. Albert Matheny, a strength and conditioning specialist and co-founder of SoHo Strength Lab in New York, said a good timeline to retest your benchmarks is every four to eight weeks.
How quickly you progress depends on your current fitness level and how often you work out, but it often takes six to 10 workouts to see lasting improvement, Matheny said. So if you train three times a week, you could see improvement in just two weeks.
It isn’t always a steady progression, though; jumps and plateaus are normal. “It’s a waste of time if you aren’t pushing your body,” Singh said. “Discomfort is where we grow.”
If you’re new to exercising and have never used fitness benchmarks, below are three simple progressions, designed by Matheny.
If Level 1 feels too easy, find one that feels challenging but can still be performed with good form. When you can complete an exercise in the allotted time or do all of the reps without fatigue, move on to the next level.
Below are three sets of benchmarks, designed by Matheny, for lower and upper body strength, and cardiovascular fitness: a squat, pushup and running. Start at a level that feels just beyond your ability.
Lower body strength: Squat
Take the sit-to-stand test and count the number of repetitions you can do. If you can only do 10 in 30 seconds or cannot get up out of the chair without using your hands, start at Level 1.
Level 1: Start seated in a chair. Stand and then sit back down without using your hands. Perform 10 times in 30 seconds.
Level 2: Do a full body weight squat. Start with one round of 10 repetitions. Increase to three rounds of 10, with 60 to 90 seconds rest in between.
Level 3: Add weight — be it a dumbbell, kettlebell or backpack with books. Select a load where you can do five squats with good form. Work up to 15. Progress to three sets of 15 with a two-minute rest between sets.
Level 4: Increase by no more than 10% of the weight you had been lifting, Matheny said. Build up to three rounds of 15 reps, with two-minute rests.
Keep going: You can continue to increase the weight. Or try a sumo squat, where your stance is wider and toes are turned out, to target your glutes and inner thighs. Challenge your balance with single-leg variations like a split squat; build power by doing jump squats.
Upper body: Plank to pushup
Level 1: Place your hands about shoulder-width apart on a table. The higher the surface, the easier it will be. Step your feet back until your arms are completely straight. Build up to holding for 30 seconds.
Level 2: Place your hands on the seat of a chair and hold for 30 seconds. Work up to 60 seconds.
Level 3: Hold a plank on the floor with straight arms for 30 seconds. Work up to three rounds of 60 seconds with 60 to 90 seconds rest in between sets.
Level 4: Start with three kneeling pushups. Build up
to three sets of 10 with 60 to 90 seconds rest in between sets.
Level 5: Aim to do three regular pushups. Work up to three rounds of 10 reps with 60 to 90 seconds rest.
Keep going: Elevate your feet on a short stool, about one foot off the ground, then a chair and eventually a stability ball, which will challenge your core. Target your triceps with narrow, or diamond, pushups, where you hold your hands together with your thumbs and forefingers touching; add weight by wearing a weighted vest or placing a small weight on your back.
Cardiovascular endurance: Walk to run
Level 1: Progress to walking for 10 minutes with no rest. Continue until you can do this at a pace where you can hold a conversation without losing your breath.
Level 2: Continue adding walking increments of five minutes. Aim to walk continuously for 30 minutes.
Level 3: Maintain the same time or distance but add a weighted vest or backpack. Or walk hills or an incline on a treadmill.
Level 4: Walk-jog on a flat surface. Start with 30 seconds of jogging and one minute of walking. When you can do this at a conversational pace for five minutes, try jogging for one minute and walking for 30 seconds. Aim to do this at a conversational pace for 30 minutes.
Level 5: Jog for five minutes and walk for one and repeat four times. Add time or take out the walking.
Keep going: Challenge your fasttwitch muscle fibers by incorporating sprints. Try hills and stairs or running with a weighted pack.

The United Soccer League (USL) is set to introduce an elite men’s professional league, with the aim of expanding its presence in the United States and increasing the availability of top-tier soccer across North America.
The USL currently fields two professional leagues: the second-division USL Championship and third-division USL League One. It now intends to have a 12- or 14-team firstdivision league up and running in 2027-28 that would operate as a separate and competing Division 1 entity from Major League Soccer.
USL President Paul McDonough said this was a natural next step for the league as it studied how to expand its impact after the 2026 men’s World Cup, which the United States, Canada and Mexico will co-host.
“It’s a key moment for soccer in this country, and as we see where this game is going, we want to be a part of it,” McDonough said in an interview with The Athletic. “Taking this big initiative allows for the growth of the game throughout the country.”
The move to start a first division would give the USL a full three-tier pyramid that would make possible promotion and relegation, which McDonough and the USL have outlined as a long-term goal for the league. The USL would be the first U.S. sports league to institute promotion and relegation.
“We’ve been very public about trying to get there,” McDonough said, adding: “We’re not there yet, but we’ll continue to push forward with it.”
McDonough, who previously held executive roles with MLS teams in Orlando, Florida, Atlanta and Miami, said USL leaders feel strongly that the country can support more first-division teams. He pointed out that Europe has hundreds of first-division men’s soccer clubs, while the United States has only 30 with MLS. That number follows similar footprints for North American professional men’s sports leagues, but McDonough said there are
many more markets capable of supporting professional teams.
“If soccer in the country is truly going to grow, it’s going to grow outside of 30 or 32 markets,” McDonough said.
U.S. Soccer’s pro league standards for men’s leagues require Division 1 outfits to have at least 12 teams, located across the Eastern, Central and Pacific time zones, with at least 75% of the teams playing in metropolitan markets of at least 1 million people. All league stadiums must be enclosed with a minimum seating capacity of 15,000. The league must also meet several levels of financial viability, including ownership groups that can demonstrate the financial capability to operate a team for five years. A first-division league must also have a broadcast contract, full-time team staff for each club and a full-time league operations staff.
The USL is the first to attempt a U.S.-based first-division league separate from MLS since the North American Soccer League in 2016. A jury recently ruled in favor of U.S. Soccer and MLS in an antitrust lawsuit filed by the NASL, which has since gone out of business, contending that the league and federation conspired to keep the NASL from receiving Division 1 sanctioning.
McDonough said the court decision did not affect the USL strategy to push for a topflight league. The USL commissioned a study with consultancy firm Twenty First Group several years ago to study how it could differentiate itself in the marketplace. That study offered three options, which included promotion and relegation and a move for first-division sanctioning.
McDonough said the USL waited for the NASL trial to conclude before moving forward with its plans.
“We probably were ready to go with this sooner, but with everything pending with U.S. Soccer, we just put it on hold until it was resolved,” McDonough said. “But we have to get going, so now’s the time.”

over their plans, McDonough said, and “at this stage, there’s no pushback from U.S. Soccer.”
“We shared our plan and our vision with them,” he said. “They were very good and asked what they could do to help.”
Notably, the USL recently launched a firstdivision women’s soccer league, the USL Super League, which operates separately from the NWSL, the other first-division women’s league in the United States. The Super League began play in August and is in the midst of its first season, with eight teams competing.
USL owners were informed of the decision about the new first division last Wednesday. The expectation is that multiple teams will move from the USL Championship into the new first-division league, including markets such as Louisville, Kentucky; Sacramento, California; Indianapolis; Phoenix; and Las Vegas.
Those USL Championship markets have previously either been directly wooed by MLS — Sacramento was announced as an MLS expansion team in 2019 before the prospective owner, Ron Burkle, pulled out of the agreement — or have had open flirtations in the case of Indianapolis, Phoenix and Las Vegas.
“What’s naturally happened for us over
our conversations with owners is there is a desire for a higher standard, and we’ve leaned into that,” McDonough said. “When you look at the size of the country, and you look at what can happen in a place like Louisville or Albuquerque, New Mexico, where they’re doing so well with attendance and growing the game, our feeling is that if we can execute this well, with the size of our country, this can help soccer by providing more top-tier soccer in markets that traditionally wouldn’t see it.”
McDonough said the goal is to build out infrastructure with soccer-specific stadiums and to increase the level of play in the league. He pointed to the success of soccer-specific stadiums in markets such as Louisville and Colorado Springs, Colorado, as well as pending projects in Indianapolis and Sacramento, as evidence of markets ready to support a more ambitious offering.
“Stadiums change the whole dynamic of the business model, so having the proper stadium and training facilities is really, really important for us,” McDonough said. “And we need more owners with that ambition to drive the game forward.”
The USL also operates differently than MLS. USL owners run teams as separate businesses, while MLS uses a single-entity system in which team owners are partners in the league business. The USL also operates without a salary cap and other restrictions such as academy territories, which give MLS teams vast control over youth players in their respective markets.
“We want to try to be as close to the global game as possible,” McDonough said.
The USL will make a push to find investors for new first-division markets, and fewer restrictions and a cheaper expansion fee might be appealing to foreign stakeholders looking for an entry point into the American marketplace. As a comparison, owners of MLS’s 30th and most recent team, San Diego FC, paid a $500 million expansion fee.
The USL also believes its history is evidence that its markets are capable of firstdivision success. Seven former USL teams have gone on to have healthy launches as MLS expansion teams, including Seattle; Portland, Oregon; Orlando; and Cincinnati.
“By uniting people through soccer and bringing Division 1 to more cities,” USL CEO Alec Papadakis said in a statement, “we’re not just growing the sport — we’re creating lasting opportunities while building a more sustainable and vibrant soccer ecosystem in the U.S.”
