While Puerto Rico’s use of rooftop solar systems grew to 12% from 4% in three years, the objections raised by the Financial Oversight and Management Board against Act 10 of 2024, which would stop the Puerto Rico Energy Bureau (PREB) from making any changes to the net metering and energy distribution policy until at least 2031, could hurt the sector’s growth.

The Financial Oversight and Management Board recently told the government to refrain from executing Act 10 of 2024 because it is inconsistent with the Puerto Rico Oversight, Management and Economic Stability Act and the Puerto Rico Electric Power Authority’s (PREPA) certified fiscal plan.

The law would prevent the PREB from changing the current net metering program, which allows consumers to get credit for energy produced.

“The Oversight Board has significant concerns about the implications of the Act on Puerto Rico’s energy transformation under the Fiscal Plans, namely its effect on PREB. The PREPA Fiscal Plan requires that PREB determine whether to make changes to the net metering system and initiate those changes by April 11, 2024,” a letter from the oversight board said. “Act 10 postpones that date by at least six years and price modifications for current and new net metering program participants for 20 years after PREB changes the net metering policy. As such, the Act is directly at odds with the PREPA Fiscal Plan.”

Act 10 is also significantly inconsistent with the fiscal plan’s requirement that the PREB be able to operate independently and “free from any direct or indirect political influence or interference,” the board said.

Solar and Energy Storage Association of Puerto Rico

(SESA-PR) spokesman P.J. Wilson said at a recent seminar that net metering would positively impact the island’s finances.

One of the principal arguments critics of continuing the net metering policy use is an allegation that it provides a subsidy to customers who have solar projects on their sites at the expense of other customers of LUMA, the private operator of the island’s electricity transmission and distribution system. By allowing the solar customer to receive a credit at roughly the retail rate, which equates to some 24 cents per kilowatt-hour (kWh), critics of net metering argue that this subsidizes the electricity use of onsite solar customers at the expense of all other customers.

SESA-PR released a report by Gabel Associates that places the financial value of net metered solar energy in Puerto Rico at $0.33 per kWh, more than the net metering credit of $0.24 per kWh.

“The direct benefit to the grid and all other ratepayers is 33 cents per kWh, which is 36% greater than the retail rate of 24 cents per kWh,” the Gabel report notes. “Accordingly, there is no subsidy flowing from other ratepayers to on-site solar customers and, in fact, there are benefits flowing to all other customers from the excess solar power produced by net metered solar customers.”

The avoided energy costs or charges that are eliminated by making a change to solar are $0.27 per kWh, according to the report.

The oversight board said net metering programs can be an effective way to encourage individual consumers to invest in green energy and, therefore, require careful study and calibration by an experienced regulator insulated from political influence that compromises the objective evaluation of the policy.

Resident commissioner invites students to participate in national art contest

Resident Commissioner Jenniffer González Colón on Thursday invited students to participate in the Congressional Art Competition, where the winner will have the opportunity to travel free of charge to Washington, D.C. to present their work.

She also detailed other congressional activities to promote the academic and artistic achievement of young people.

“Congress has many activities to motivate our young people to develop their skills,” González Colón said in a written statement. “I invite all students in both public and private schools to participate and take advantage of these

opportunities; I make the same call to school counselors to help more students have access to these offers that are available to them.”

The Congressional Art Competition is open to high school students, both public and private.

Participants have until April 26 at 4 p.m. to turn in the required art and documents at the resident commissioner’s district office in San Juan.

39 municipalities receive new ambulances; 10 towns join 9-1-1 system

Gov. Pedro Pierluisi Urrutia on Thursday delivered 39 equipped ambulances to be distributed in the same number of municipalities, and announced that 10 towns have been integrated into the 9-1-1 Emergency System. The governor also announced that the delivery of 249 vehicles that are part of the Public Buildings Authority

(AEP) fleet has begun, which will be vital for its personnel as they perform repairs of buildings, including schools as part of the School Impact program.

Regarding the delivery of ambulances, acquired with $6.6 million of the 9-1-1 Emergency System Bureau’s own funds, Pierluisi said in a written statement that “we continue to be extremely proactive in allocating available funds to continue improving and updating the equipment and vehicles we need to provide good service to our people, particularly when they need it most and have to call the 9-1-1 system, which is always available to assist them.”

He added that “in order to fulfill our mission of responding effectively, our officials must have the most modern and conducive resources to carry out their duties in an agile manner in times of emergency.”

The municipalities benefiting from the new ambulances are: Aguadilla, Arecibo, Barceloneta, Cabo Rojo, Camuy, Canóvanas, Ciales, Coamo, Corozal, Dorado, Fajardo, Florida, Guayama, Guayanilla, Gurabo, Guánica, Hormigueros, Humacao, Isabela, Juncos, Las Piedras, Loíza, Manatí, Naranjito, Orocovis, Río Grande, Patillas, Peñuelas, Sabana Grande, San Lorenzo, Santa Isabel, Trujillo Alto, Utuado, Vega Alta, Vega Baja, Vieques, Villalba, Yabucoa and Yauco.

Justice to appeal no cause ruling against police officers

Police Commissioner Antonio López Figueroa said Thursday that San Juan Judge Iraida Rodríguez’s no-cause determination against six police officers charged this week for the death of 16-year-old Javier Antonio Cordero Nevárez in 2022 shows the administration is transparent and respects democratic processes.

López Figueroa said the police will continue to move forward and do what it needs to do.

“God is with my police officers,” he said in a radio interview.

Following the judge’s ruling on Wednesday, the Justice Department immediately requested an appeal of the decision, contending it presented sufficient evidence for a finding of probable cause. A hearing is slated for April 30.

As previously reported in the STAR, the Public Integrity Division of the island Justice Department on Wednesday charged six officers for the killing of Cordero Nevárez, who was slain during a police intervention in 2022.

The accused police officers are Giovanny Santiago Avilés, Roseanne Ruiz Cisneros, Félix Ahmed de Jesús Abreu, Luis Enrique Vélez Mari, Kelvin Omar Meléndez Monsegur and Paola M. Farías Santiago.

Cordero Nevares died from 15 gunshot wounds from

seven police agents and one police sergeant after a chase on Aug. 1, 2022. The minor was unarmed.

According to information that emerged at the time, the police agents intervened with the teenager in the La Riviera Urbanization in the Puerto Nuevo sector of San Juan over a stolen vehicle.

The individual was wounded and died at the scene between 40th SW and 15th SW streets.

In the early hours of that same day, the police allegedly conducted surveillance to recover a stolen vehicle. Around 9 p.m., officers from the Carolina Stolen Vehicles Bureau and the Puerto Nuevo Precinct began a vehicle chase to stop an alleged stolen vehicle. They followed it to the urbanization, where the officers asked for reinforcements to intervene with the young man behind the wheel.

It was reported that when the teenage driver found himself on a dead-end street between 15 SW and 40 SW streets, the agents blocked the exit with their vehicles and got out of them to intervene with the subject.

Cordero Nevárez allegedly backed the vehicle onto the sidewalk and tried to escape, which the agents used as justification to open fire with more than 60 rounds. The youth was unarmed.

López Figueroa said the young man “tried to run over the police and that’s when the shooting started.”

Public Safety Secretary Alexis Torres Ríos said the delivery of the 39 ambulances “will strengthen the response capacity to medical emergencies in our municipalities.”

“It will provide peace of mind and security to our citizens knowing that they will receive timely and quality medical care at critical times,” he said.

Manuel González Azcuy, the commissioner of NSE911, stressed that, “from day one, our commitment to the people of Puerto Rico and to the governor was and is to work tirelessly to, number one, reduce the response time. I’m happy to report that, when we arrived, it was between 26 and 28 minutes and today, it’s between 16 and 18 minutes.”

“But we continue to do our best to bring that time in line with that of the United States: between 9 and 11 minutes,” he said. “The second commitment was to increase the number of municipalities integrated into the 9-1-1 Emergency System, because in this way, in emergency situations, we directly contact the dispatchers in the municipalities that already know every corner of their respective municipalities, thus maximizing response time.”

In reaction to the filing of charges against the police officers, Gov. Pedro Pierluisi Urrutia told the press later on Wednesday that “the police have more than a thousand members, with the vast majority of people doing their duty.”

“But when situations like that happen, that’s what we have the Department of Justice for,” he said. “That is why we have the Public Integrity Division of the Department of Justice, the NIE [Special Investigations Bureau, by its Spanish initials], which are precisely the entities that watch over the civil rights of the population. And if they detect that there has been any kind of irregularity or failure that leads to the filing of charges against police officers, they will not hesitate to do so.”

Evangelical minister & House candidate takes issue with governor’s religious conversion

In response to Gov. Pedro Pierluisi Urrutia’s recent statements about being a born-again Christian, a Dignity Project (PD by its Spanish initials) candidate for the island House of Representatives, Stephen David Gil Álamo, reacted angrily this week to what he considers to be the use of God and religion to advance political agendas.

Gil Álamo, an evangelist who is running for the District 38 (Carolina, Canóvanas and Trujillo Alto) House seat, said: “If it were true, we would be very happy, but what a coincidence that they [the governor’s statements] are made two months before the primaries.”

“Why didn’t he make them from the beginning of his

term?” the PD candidate said in a written statement. “With this announcement, the Christian community of Puerto Rico is asking: What is your position on abortion, gender ideology, religious freedom and the right of Puerto Ricans to decide on the treatment to follow in a pandemic and not force them to be vaccinated in violation of their rights?”

“We see once again how desperation has led the New Progressive Party to seek new strategies aimed at attracting the Faith Community, a significant sector of the country, in a last-minute action, knowing that the Church can decide the general election,” the radio and television journalist said. “How unfortunate it is to see how Christianity is used for partisan purposes when those of us who are ministers know what it means to be real followers of Christ.”

Infinigen announces renewable energy projects in Puerto Rico

Infinigen Renewables, a solar energy company, and ArcLight Capital Partners announced this week a milestone power and battery infrastructure project – a 15-megawatt (MW) storage project paired with a 32 MW solar project in Yabucoa.

Infinigen, a wholly owned subsidiary of a fund managed by ArcLight, is partnering with FlexGen Power Systems Inc. (FlexGen), a leading battery energy storage integrator and software technology provider, to bring the project online, the company said Wednesday.

Infinigen is one of several energy firms that have projects in Puerto Rico and are participating in renewable energy tenders launched by the Puerto Rico Electric Power Authority (PREPA) and the Puerto Rico Energy Bureau.

The project will provide needed reliability and flexibility to the island energy grid, and with increased power from the YFN

Yabucoa Solar Project. It will comply with some of the most demanding grid specifications (PREPA requirements) by utilizing FlexGen’s industry-leading HybridOS energy management system platform and digital controls.

Solar energy company Infinigen Renewables and ArcLight Capital Partners announced a power and battery infrastructure project in Yabucoa.

“This project expands our current fleet in Puerto Rico to over 100 MW. Coupled with our development pipeline of over 1 GW of renewable assets, it represents another step toward the strategic objective of being the leading developer and operator of solar and storage capacity in Puerto Rico,” said Leslie Hufstetler, CEO of Infinigen Renewables. “We are partnering with FlexGen to help deliver renewable power, reliability and grid enhancements to the infrastructure and people of Puerto Rico where power demand is expected to continue to grow.”

“Energy storage is critical to helping Puerto Rico with extreme weather and grid reliability,” FlexGen CEO Kelcy Pegler said. “The island also has some of the strictest grid requirements in the world. DMO market research shows more growth in reservations for Q2, Q3

The beginning of 2024 saw increases in passenger arrivals, demand for accommodations, hotel rates and short-term rentals, and jobs in the recreation and accommodation sectors, according to market data compiled by Discover Puerto Rico.

Likewise, growth of 2% is anticipated for the second quarter of the year in hotels, 23% in short-term rentals and 13% in reservations for tickets to Puerto Rico processed from outside the island. In the third quarter, the pace of reservations anticipates even greater growth, said Laressa Morales, director of research and analysis at Discover Puerto Rico.

“Some of the most frequently asked questions we receive are whether this growth will be sustained and whether we will have another record year,” Morales said during the Discover Puerto Rico Industry Update Report in a written statement. We are pleased to share that in the first months of 2024 we see

that tourism continues on the upward trajectory and continues to strengthen.”

“We have witnessed unprecedented growth that surpasses even the remarkable records set the previous year,” added Fernando Rodríguez, Discover Puerto Rico’s CFO. “This outstanding achievement is a testament to the hard work, dedication and innovation of all those involved in promoting our island as a premier tourist destination and a resilient industry and a strain of entrepreneurs who see tourism as great opportunities to progress and develop the Puerto Rican economy.”

During the event, the evolution of the Vive Boricua or “Live Boricua” campaign was also announced, which in March premiered a new series of ads starring Puerto Rican talents that invite travelers to discover local attractions.

The ads will be interspersed with previous versions of the advertising guidelines that will air in the 18 main Puerto Rican tourism markets and in international markets.

Puerto Rico carried out in February with the production of Jimmy Kimmel Live! had an advertising value of $989,000 and an investment of $440,000.

Johnson pushes ahead on foreign aid bill, teeing up a weekend vote

Speaker Mike Johnson earlier this week told Republicans that the House would vote Saturday evening on his foreign aid package for Israel and Ukraine, pushing through resistance in his own party to advance a long-stalled national security spending package for U.S. allies.

His announcement came amid a crush of opposition from Republicans who are vehemently against sending more aid to Ukraine, and have vented for days as congressional aides race to write the legislation Johnson proposed Monday.

The legislative package Johnson is trying to advance roughly mirrors the $95 billion aid bill the Senate passed two months ago with aid to Ukraine, Israel, Taiwan and other U.S. allies, but broken into three pieces that would be voted on individually.

There would be a fourth vote on a separate measure containing other policies popular among Republicans, including conditioning Ukraine aid as a loan, a measure that could lead to a nationwide TikTok ban and fresh sanctions on Iran. It would also pave the way to selling off Russian sovereign assets that have been frozen, in order to help fund the Ukrainian war effort.

The legislation includes $60 billion for Ukraine; $26 billion for Israel and humanitarian aid for civilians in conflict zones, including the Gaza Strip; and $8 billion for the Indo-Pacific.

“We’ve taken the Senate supplemental bill and we’ve improved the process and policy, and that’s a really important thing,” Johnson said on Fox News on Wednesday. “Every member gets to vote their own conscience.”

In a separate interview minutes later on CNN, he added: “We’re not the world’s policeman, but we’re going to do the right thing. And I think the Congress is going to take an important stand.”

After Johnson released the text of the aid plan on Wednesday afternoon, President Joe Biden endorsed it in a statement and urged its swift passage.

Israel and Ukraine, provide desperately needed humanitarian aid to Palestinians in Gaza, and bolster security and stability in the Indo-Pacific,” Biden said. “I will sign this into law immediately to send a message to the world: We stand with our friends, and we won’t let Iran or Russia succeed.”

The multipart plan has been painstakingly structured to cobble together just enough support from Democrats and mainstream Republicans to pass over the opposition of the hard right to funding for Ukraine and left-wing Democrats who do not support unfettered aid for Israel. If all four pieces passed the House, they would then be folded into a single bill for the Senate to take up, in an effort to ensure that senators could not cherry-pick pieces to approve or reject.

Its success will require everything to go right for Johnson this week to prevail.

The speaker has met with a parade of Republicans who have tried to convince him to abandon his plan in favor of more partisan proposals, such as abandoning aid for Ukraine entirely. To ensure enough lawmakers attend the votes Saturday evening to allow for the legislative package’s passage, he has had to manage the schedules of lawmakers eager to leave Washington this weekend to attend fundraisers and preplanned delegation trips abroad.

Johnson will also almost certainly need to rely on Democrats to provide the votes necessary to clear the way for it to come to the floor, in an unusual breaking of custom, and for the Ukraine aid itself. A number of Republicans have said they will vote to block the package from coming to the floor in protest.

“Every true conservative America First patriot in the House should vote against the rule for this borrowed foreign aid bill with no border security!” Rep. Bob Good of Virginia, the chair of the Freedom Caucus, wrote on social media.

Another spasm of resistance came later Wednesday night, when three conservatives on the House Rules Committee signaled that they intended to block Johnson from bringing a border security bill to the floor for a vote Saturday, as part of a larger protest over his handling of the legislative package.

Johnson had announced earlier that he would hold a separate vote on a border security bill “that includes the core components” of House Republicans’ stringent legislation, passed last May, that would crack down on unlawful immigration and revive severe Trump-era border restrictions. That was a nod to ultraconservatives who have demanded that the speaker not advance aid to Ukraine without securing sweeping concessions from Democrats on immigration policy.

But hard-liners on the panel said the planned vote was just for show — because it would not be bundled with the foreign aid package, and the Senate would not be forced to take it up.

“This is not the way we should be doing business,” said Rep. Chip Roy, R-Texas. “I believe this is part of a larger effort to push something through for very politically expedient purposes that I’m on record as disagreeing with.”

Book bans in public schools continued to surge in the first half of this school year, according to a report released earlier this wek by PEN America, a free speech organization.

From July to December 2023, PEN found that more than 4,300 books were removed from schools across 23 states — a figure that surpassed the number of bans from the entire previous academic year.

The rise in book bans has accelerated in recent years, driven by conservative groups and by new laws and regulations that limit what kinds of books children can access. Since the summer of 2021, PEN has tracked book removals in 42 states and found instances in both Republican- and Democraticcontrolled districts.

The numbers likely fail to capture the full scale of book removals. PEN compiles its figures based on news reports, public records requests and publicly available data, but many removals go unreported.

Here are some of the report’s key findings.

Book removals are continuing to accelerate.

Book bans are not new in the United States. School and public libraries have long had procedures for addressing complaints, which were often brought by parents concerned about their children’s reading material.

But the current wave stands out in its scope. Censorship efforts have become increasingly organized and politicized, supercharged by conservative groups like Moms for Liberty and Utah Parents United, which have pushed for legislation that regulates the content of library collections. Since PEN began tracking book bans, it has counted more than 10,000 instances of books being removed from schools. Many of the targeted titles feature LGBTQ characters, or deal with race and racism, PEN found.

Florida had the highest number of removals.

Florida’s schools had the highest number of book bans last semester, with 3,135 books removed across 11 school districts. Within Florida, the bulk of bans took place in Escambia County public schools, where more than 1,600 books were removed to ensure that they didn’t violate a statewide education law prohibiting books that depict or refer to sexual conduct. (In the sweep, some schools removed dictionaries and encyclopedias.)

Book removals have spiked in Florida because of several state laws, passed by Gov. Ron DeSantis and a Republicancontrolled Legislature, that aim in part to regulate reading and educational materials.

Florida has also become a testing ground for book-banning tactics around the country, said Kasey Meehan, the program director of PEN America’s Freedom to Read Program.

“In some ways, what’s happening in Florida is incubated and then spread nationwide,” she said. “We see the way in which very harmful pieces of legislation that have led to so much of the book banning crisis in Florida have been replicated, or provisions of those laws have been proposed or enacted in states like South Carolina and Iowa and Idaho.”

Books depicting sexual assault are increasingly being targeted.

found that nearly 20% of books that were banned during the 202123 school years were works that address rape and sexual assault.

Last year, several books that deal with sexual violence were removed from West Ada School District in Idaho, among them a graphic novel edition of Margaret Atwood’s “The Handmaid’s Tale,” the poetry collection “Milk and Honey” by Rupi Kaur, Jaycee Dugard’s memoir, “A Stolen Life” and Amy Reed’s young adult novel, “The Nowhere Girls.”

In Collier County, Florida, public school officials — aiming to comply with a new law that restricts access to books that depict “sexual conduct” — removed hundreds of books from the shelves last year, including “Their Eyes Were Watching God,” by Zora Neale Hurston; “A Time To Kill,” by John Grisham; and “The Bluest Eye” by Toni Morrison.

A movement to counter book bans is growing.

Opponents of book bans — including parents, students, free speech and library organizations, booksellers and authors — are leading an organized effort to stop book removals, often with the argument that book bans violate the First Amendment, which protects the right to access information.

Last fall, hundreds of students in Alaska’s MatanuskaSusitna Borough School District staged a walkout to protest challenges to more than 50 books. At a school board meeting in October in Laramie County, Wyoming, students held a “read-in” to silently protest book bans. Elsewhere, students have formed banned books clubs, held marches and created free community bookshelves in their towns to make titles more accessible.

Legislatures in California and Illinois have passed “antibook ban” laws. In several states, including Texas and Florida, lawsuits have been filed in an effort to overturn legislation that has made it easier to ban books.

“In nearly every case that’s come forward, judges have been finding that these laws are unconstitutional,” said Jonathan Friedman, who oversees PEN America’s U.S. Free Expression programs. Still, Friedman said it could take years for the laws to be challenged and possibly overturned, and noted that new legislation keeps proliferating.

“I don’t have the sense that this issue is about to go away,” he said.

Wall Street steered billions to blacklisted Chinese companies: Probe, WSJ reports

Acongressional investigation found that Wall Street used billions of dollars of American retirement savings and other investments to buy shares in index funds that included several blacklisted Chinese companies, the Wall Street Journal reported on Thursday.

The probe, conducted by a bipartisan House committee empowered to devise strategies for the U.S. to counter China, focused on world’s largest asset manager BlackRock and index provider MSCI, the report said.

BlackRock and MSCI did not immediately respond to Reuters requests for comment.

Ties between the U.S. and China, the world’s two largest economies, have been strained in recent years due to issues including Taiwan, the origins of the COVID-19 pandemic, allegations of spying, human rights issues and trade tariffs.

The House Select Committee on the Chinese Communist Party concluded that through investments in index funds, American financial institutions funneled $6.5 billion last year to some 63 Chinese companies flagged by the U.S., the report said.

The committee could not be immediately reached for a comment.

Shares of digital marketing firm Ibotta soared 33% on their debut on the New York Stock Exchange on Thursday, giving the Walmart-backed company a market valuation of $3.55 billion.

The PCE index rose to 52.6, from 52.5 the previous month, reflecting the pick up in the cost of things like gasoline and food that pushed the broader producer price index up by more than expected in March.

Ibotta sold 6.6 million shares at $88 apiece in its initial public offering (IPO), raising $577.3 million. Its earlier price range was $76-$84 apiece.

Tech offerings are leading the charge as the U.S. IPO market rebounds in 2024, after a sluggish two years, fueled by hopes of a soft landing in the economy.

Ibotta’s stellar listing follows successful debuts by social media platform Reddit and chip firm Astera Labs.

“We’re going to use the proceeds of the IPO to build out the AI-enabled technology, so that it’s ... the most sophisticated way to promote a product digitally in the world. So that it is, richer set of capabilities for our advertisers, who want to be able to reach large audiences,” Ibotta CEO Bryan Leach told Reuters in an interview.

Leach will hold about 69.7% of the total voting power in the company post-IPO.

Ibotta provides a platform for consumer brands to deliver promotions to customers and offer cash-back rewards on their everyday purchases.

The U.S. dollar’s dominant reserve currency status is likely to endure partly because even the most talked about alternative the Chinese yuan falls short as a credible challenger, Morgan Stanley said in a report on Thursday.

She was kidnapped a decade ago with 275 girls. Finally, she escaped.

Saratu Dauda had been kidnapped. It was 2014, she was 16, and she was in a truck packed with her classmates heading into the bush in northeastern Nigeria, a member of terrorist group Boko Haram at the wheel. The girls’ boarding school in Chibok, miles behind them, had been set on fire.

Then she noticed that some girls were jumping off the back of the truck, she said, some alone, others in pairs, holding hands. They ran and hid in the scrub as the truck trundled on.

But before Dauda could jump, she said, one girl raised the alarm, shouting that others were “dropping and running.” Their abductors stopped, secured the truck and continued toward what, for Dauda, would prove a life-changing nine years in captivity.

“If she hadn’t shouted that, we would have all escaped,” Dauda said in a series of interviews last week in the city of Maiduguri, the birthplace of Boko Haram’s violent insurgency.

Kidnapped from their dormitory exactly 10 years ago, the 276 captives known as the Chibok Girls were catapulted to fame by Michelle Obama, by churches that took up the mostly Christian students’ cause and by campaigners using the slogan “Bring Back Our Girls.”

“The only crime of these girls was to go to school,” said Allen Manasseh, a youth leader from Chibok who has spent years pushing for their release.

Their lives have taken wildly different turns since the abduction. Some escaped almost immediately; 103 were released a few years later after negotiations. A dozen or so now live abroad, including in the United States. As many as 82 are still missing, perhaps killed or still held hostage.

last. Today, kidnapping — including of large groups of children — has become a business across the West African country, with ransom payments the main motivation.

Before she was abducted, Dauda said, she was a happy teenager in a large, closeknit Christian family. She loved playing with dolls and dreamed of becoming a fashion designer. She was her father’s pet and adored her mother.

For months after being captured, Dauda said, the girls slept outside in the Sambisa forest, Boko Haram’s hideout, listened to a steady stream of Islamic preachers and fought over limited water supplies. When two girls tried to escape, she said, they were whipped in front of the others.

Then, she said, they were given a choice: Get married or become a slave who could be summoned for housework or sex.

Dauda chose marriage, converted to Islam and changed her first name to Aisha. She was presented with a man in his late 20s whose job was to shoot video of Boko Haram’s battles. Hours after they met, they were married.

He was not cruel to her, she said, but after a few months, he came home one day

and found her playing with a doll she had fashioned out of clay and had made a dress for.

“You’re playing with idols? You want to cause me problems?” she remembered him saying. She got angry and left their home, staying with another girl from Chibok. When he realized she was not returning, she said, he divorced her.

She soon married another Boko Haram fighter, Mohamed Musa, a welder who made weapons, and over time, they had three children. Although she was still a hostage of Boko Haram’s murderous leader, Abubakar Shekau, and his henchmen, she said that they were given everything they needed, surrounded by people “who cared about each other like a family,” and that she was happy.

As the years went by, Dauda kept track of the friends from Chibok who died. Sixteen in air raids and bomb attacks. Two in childbirth. One as a suicide bomber, coerced by Boko Haram. One of sickness, and one of snakebite. She noticed that it was mostly women and children dying in the air raids and wondered when it would be her turn.

And life became harder. When Boko Haram’s leader died and its powerful offshoot, Islamic State West Africa Province, took over in the Sambisa forest, Dauda and her husband found themselves on the wrong side, she said, and under suspicion. They worried they would be made slaves.

Late at night, in whispers, they talked about escape. But Dauda wanted to act faster than her husband and decided to go ahead. He refused to let her take the children, saying he would follow with them later.

At 3 a.m. one day, she made a little bundle of food, looked at the faces of her sleeping daughters and said a short prayer for their protection. She ducked out of their home. She waited under a tree, checking that nobody had seen her. Then she walked for days through the bush, going from village to village, telling people she was on her way to visit friends and always leaving during morning prayer, when the men would be in the mosque and not see her going.

She met up with other fleeing women on the way, and last May, they handed themselves over to the military together. She had heard on the radio that the Chibok Girls had become a cause celebre, and finally she experienced it.

After surrendering, Dauda was taken to Maiduguri and enrolled in the government rehabilitation program, for counseling and deradicalization. A few months later, she got word that her husband had escaped with their three daughters, and they were all reunited.

She said she had dreamed of seeing her parents again, holding them, feeling their warmth. One day, she was allowed out of the government facility with her children, to visit them in their village, Mbalala.

She hugged her father and her mother.

“She was crying, and I was crying,” Dauda said.

Her father offered her and her husband a place to stay if they became Christians, she said. But she refused, saying she had become a Muslim freely and wanted to stay one, even if many people thought that she and other escapees were victims of Boko Haram’s indoctrination.

“I was not brainwashed,” she said. “I was convinced by what was explained to me.”

Two of her daughters are named for her friends from Chibok. Zannira, 7, was named for a girl who escaped. Five-year-old Sa’adatu is named for one still in captivity.

Recently, she said, her husband gave their girls a doll.

US restores oil sanctions on Venezuela as hopes dim for free election

When the government of President Nicolás Maduro of Venezuela and his country’s opposition signed an agreement in October to work toward free and fair elections this year, it was seen as a glimmer of hope after years of authoritarian rule and economic free fall.

The United States, as a sign of goodwill, temporarily lifted some of the economic sanctions that have crippled the country’s crucial oil industry.

But six months later, the Maduro government has made several moves that have dimmed the chances of legitimate elections, and a frustrated Biden administration on Wednesday announced that it was letting the sanctions relief expire.

The reinstatement of the penalties could carry significant consequences for the future of Venezuela’s democracy, for its economy and for migration in the region.

“Maduro and his representatives did not fully comply with the spirit or the letter of the agreement,” said a senior administration official who spoke with a group of journalists on background to discuss a sensitive diplomatic matter.

stored sanctions cited the “disqualification of candidates and parties on technicalities, and what we see as a continued pattern of harassment and repression against opposition figures and civil society.”

The sanctions relief was to expire at midnight Wednesday, but the official said there would a be a “45-day wind down period for transactions related to the oil and gas sector operations” so that the expiration “does not provoke uncertainty in the global energy sector.”

The Venezuelan government did not immediately respond to a request for comment. But in a televised address Monday, Maduro, anticipating that the sanctions would be restored, said, “We are not a gringo colony. Venezuela is going to continue its economic march.”

The United States has placed sanctions on some Venezuelan leaders for years, but the Trump administration tightened them significantly in 2019, after the U.S. accused Maduro of fraud in the last presidential election.

The move was meant to force the Maduro government from power, but Maduro has managed to retain his grip, even as the sanctions have led to economic misery for many Venezuelans.

Venezuelan oil imports to the United

States — its biggest customer — have been effectively banned. Oil is Venezuela’s main source of export income and the sanctions have dealt a devastating economic blow that has contributed to a mass exodus of Venezuelans.

The sanctions relief allowed Venezuela to sell its crude freely for a period of six months.

Maduro, who has been in power for 11 years, has long sought the lifting of sanctions, while the United States and its allies in the Venezuelan opposition have demanded that Maduro allow competitive elections that could give his political opponents a legitimate shot at winning.

While the agreement last year, signed in Barbados, was a significant step forward, many were skeptical that Maduro would ever allow an election with any real possibility that he might lose.

Just days after the agreement was signed, a former Venezuelan lawmaker, María Corina Machado, won a primary election with more than 90% of the vote. Her victory and a high turnout showed, according to experts, that she stood a strong chance of defeating Maduro in a free and fair election.

Since then, the Maduro government has put up more barriers to prevent the possibility of a competitive vote.

The country’s top court disqualified Machado in January over what the judges claimed were financial irregularities that occurred when she was a national legislator. Those types of disqualifications are a common tactic used by Maduro to keep strong competitors off the ballot.

Then the government, using technical electoral maneuvers, prevented an opposition coalition from putting forward another preferred candidate. The opposition was ultimately allowed to put forth a different candidate, Edmundo González, a former diplomat, but it is unclear is if his name will appear on the ballot in the July 28 election.

One opposition party was allowed to officially

register another candidate: Manuel Rosales, the governor of the populous state of Zulia, whose candidacy is widely seen as rubber-stamped by Maduro, according to political analysts.

An unclassified U.S. intelligence report in February stated that Maduro was likely to win the election and remain in power “because of his control of state institutions that influence the electoral process and his willingness to exercise his power.”

While the Maduro administration had placed allies on Venezuela’s electoral council, the intelligence report said it was “also trying to avoid blatant voting fraud.”

Six of Machado’s campaign aides have been arrested and six more have gone into hiding since arrest warrants were issued against them. Men on motorbikes have attacked supporters at her events. Many Venezuelans living abroad have been unable to register to vote because of expensive and cumbersome requirements.

Now that sanctions have been reinstated, experts say it is unlikely the Venezuelan government will reconsider its antidemocratic actions.

The Maduro government does not “have any further reason to make more concessions or even maintain some of the concessions that they have made so far,” said Mariano de Alba, a senior adviser for International Crisis Group, a think tank. “So we could be walking toward a more uneven playing field on the electoral side.”

We were born and formed under a federalist system of government of the United States of America. We are 4th-, 5th- and 6th-generation American citizens with two flags. (See, G. Igartúa, One Nation Two flags? 15 San Juan Daily Star 9-1-2023).

We are American citizens of the territory that has been most assimilated to be like a state of our nation since 1898. We have defended democracy with thousands of soldiers. However, under the veil of Puerto Rican culture, independence leaders promote their political ideals daily, always under the guise of the Puerto Rican flag, even in the states to which they move. (For example, Rubén Berríos to Miami, Florida, and legal adviser to the President of Nicaragua, Daniel Ortega … contradictory?).

The latest independence cultural assault on our people is to refer to us as the PUERTO RICAN DIASPORA. Incorrect! The term applies to citizens of one country who have moved to another country (a group of people with the same descent, or a common country, or place of origin, who have moved to other countries in the world -- Jews, Cubans, Venezuelans, and others). We move within our nation, without a passport, not as foreigners (5 million). We cannot allow ourselves to be called foreigners in the states of our nation of which we are citizens. “The People are the Nation” and the “Nation is the

People.” (Afroyim v. Rusk). We are also the American people. However, pro-independence journalists insist on identifying us as “diaspora” and have great access to the public (see J. A. Delgado, Nuevo Enclave de la Diaspora, in Houston, Texas, Nuevo Día, April 9, 2024.) The insistence of some journalists occurs despite the fact that they have been informed of the

error of referring to the American citizens of Puerto Rico with the term “diaspora.”

Furthermore, they have promoted the sole use of the flag of Puerto Rico, appealing to the sentiment of the people, without considering that we have a double loyalty, one associated with the flag of the United States and another one with the flag of Puerto Rico. They use it in all of their political activities, in public places, in all sports activities, even in the States, especially in sports if a Puerto Rican participates. Some artists sneak it into television shows. Buildings are painted with the Puerto Rican flag. I mean, it’s practically an obsession. The problem is accentuated because the Popular Democratic Party leadership, contrary to its founder, Don Luis Muñoz Marín, promotes the use of a single flag, that of Puerto Rico.

Meanwhile, the pro-statehood leadership has folded its arms on this matter and does not promote the use of the American flag. Worse still, the present government itself cooperates in coordination with a group that identifies itself as “Junte Boricua” to highlight the pride of our cultural identity with a Puerto Rican Parade on the island in May. For the activity all Puerto Ricans residing outside of Puerto Rico are identified as the Puerto Rican diaspora (EM Vega, Junte Boricua, El Nuevo Día, April 5, 2024). All of the above does have its adverse effect and hinders Puerto Rico from moving toward equality, toward statehood. The independentistas want a virtual nation, a nation within a nation, and the prostatehood administration, under the veil of political blindness, is lending them a hand.

‘Johnny’ Méndez apoya incentivar turismo médico para Vieques

SAN JUAN – El portavoz de la delegación del Partido Nuevo Progresista en la Cámara de Representantes, Carlos ‘Johnny’ Méndez, avaló la propuesta de incentivar el turismo médico en el nuevo hospital de Vieques para asistir en el funcionamiento de dicha facilidad, la cual se encuentra en etapa de construcción.

“La Ley 196 de 2010 (Ley de Turismo Médico de Puerto Rico) es una herramienta que se puede utilizar para fomentar el uso de la facilidad del nuevo hospital de Vieques para personas de otras islas en el Caribe, como la Comisionada Residente Jenniffer González indicó esta mañana eliminando barreras burocráticas y fomentando acuerdos que permitan que en Vieques se puedan atender pacientes de lugares como las Islas Vírgenes Americanas, siempre recalcando que la facilidad es para los viequenses primero”, expresó el también Representante por el Distrito #36 de Río Grande, Luquillo, Fajardo, Ceiba, Vieques y Culebra.

Las expresiones del expresidente cameral se dieron después de que la Cpomisionada Residente presentará un paquete de medidas sobre el tema de la salud, el cual incluyó enmendar la Ley de Turismo Médico para

fomentar el uso del nuevo hospital y así mantener el mismo en operación constante para “el beneficio de los viequenses”.

“Tenemos que mover el turismo médico, que tanto potencial tiene. Cortar la burocracia que hizo que muchos hospitales desistieron de entrar el programa, es la manera a seguir y Vieques se puede beneficiar de gran manera, manteniendo la facilidad operando con procedimientos electivos, por dar unos ejemplos. Entendemos que es muy buena la iniciativa y la apoyamos, pues repercuta en mejores servicios para los residentes de Vieques”, agregó el Portavoz.

Alex Garland answers the question: Why make a film about civil war today?

One of the most haunting moments in Alex Garland’s new drama “Civil War” comes in the form of a question.

A soldier, fingering the trigger of his assault rifle, confronts a group of terrified journalists: “What kind of American are you?” he asks.

That question, and its underlying impulse to divide and demonize, is at the heart of why Garland made a much-anticipated and already much-debated film about the implosion of the United States. “Civil War,” which opened April 12, warns against the dangers of extreme partisanship, Garland said in a recent interview — the horrors that can happen when American citizens, or any other group of people, turn on themselves.

“I think civil war is just an extension of a situation,” said Garland, the 53-year-old British director behind “Ex Machina” and “Men.” “That situation is polarization and the lack of limiting forces on polarization.”

In the film, America’s divisions have erupted into chaos. Fleets of helicopters patrol the skies and explosions rock major cities as the secessionist Western Forces, including those from Texas and California, advance on the president, a three-term authoritarian who has disbanded the FBI and launched airstrikes on fellow Americans.

If polarization is one of the poisons causing this outbreak, Garland sees the work of a free, independent press as one of the antidotes. His film envisions the Fourth Estate as a check on extremism and authoritarianism.

“Something terrible, it seems to me, has been happening to the press,” said Garland, whose father was a political cartoonist and who grew up chatting with journalists at the dinner table. “I wanted to put the press as the heroes,” he added.

The heroes, in this case, include grizzled war photographer Lee Smith (Kirsten Dunst); an aspiring photojournalist, Jessie Cullen (Cailee Spaeny); as well as journalists played by Wagner Moura and Stephen McKinley Henderson. As they travel to Washington, D.C., to interview the president, the film shows war-torn America through their camera lenses.

At first, Jessie recoils at the atrocities she sees, but under Lee’s tutelage, she evolves into the kind of journalist Garland admires: someone who can record death and destruction without interfering or casting judgment. But is her transformation courageous or dehumanizing? How many monstrosities can one passively observe without also becoming a monster?

Cerebral and philosophical, hyper-attuned to nuance,

Garland seems to relish these complexities. An interview with him, in a room in A24’s New York office, at times felt like a crash course in political science, covering his fears about the rise of fascism to explanations for the decline of liberal democracy — and his reasons for having Texas and California join forces in the film. Here are edited excerpts from the conversation.

Q: Take me back to the time you were writing this film in 2020. What inspired this film?

A: If you think back to 2020, the discourse was almost identical to today. The strange thing is that so little has changed. Where there is change, some of the change is for the worse. Overall I’d say this film is about checks and balances: polarization, division, the way populist politics leads toward extremism, where extremism itself will end up and where the press is in all of that. One of the things that really preoccupied me four years ago was it was perfectly obvious there were really good journalists doing good work. But the thing that interested me, and this has been happening for a while, is how little traction they had. If it’s a film about checks and balances, one of the biggest checks and balances you have on government is the press. But the press needs to be trusted for that to work. They’ve been undermined and demonized partly by external forces and internal forces.

Q: You’re saying the press is meant to be a check on polarization?

A: It’s not meant to be, it is. That is its function. When I say external forces and internal forces undermining journalism, an external force might be the context of social media, all these other voices and the power these voices have. You could also have an external force in the form of an influential politician undermining media. But an internal force could be if large and important news organizations deliberately lean toward bias. And you start preaching to a choir, because that’s what the choir wants to hear. Then all of the surrounding choirs cease to trust.

Q: So this film could be seen as a defense of objectivity in journalism?

A: The film is presenting old-fashioned reporters, as opposed to extremely biased journalists who are essentially producing propaganda. They’re old-fashioned reporters, and the film tries itself to function like those reporters. One of the journalists is very young, but they’re using a 35-millimeter camera, which is the means of photojournalism from an era where the societal function of media was more fully understood and embraced.

I said to someone who works in the film industry, “I want to make a film about journalists where journalists are the heroes.” They said, “Don’t do that, everyone hates journalists.” That has a really deep problem contained within it. Saying you hate journalists is like saying you hate doctors. You need doctors. It’s not really a question of you like or don’t like journalists, you need them, because they are the check and balance on government.

politics between Texas and California was suddenly seen as less important than the threat?

As soon as the trailer released, people said there are no terms under which these two states could join. Which in itself is a very clear representation of the insanity of polarized politics. There are many things Texas and California do agree on. I could draw lines between all these dots, but I don’t do that. The film is attempting to act like old-fashioned reporters, to not be biased. If you report on an assassination, are you refusing to make judgment on the assassination? No, you’re just reporting.

Q: Why did you deliberately leave out so many details about the civil war in the film, about the politics of the two sides, and why is this not explicitly a conflict between liberal and conservatives?

A: Two reasons. One is just to avoid a quick lazy read. Just take that off the table, you can’t have it. But there’s a bigger reason. I’m provoking the question, why are they together? Is it because I’m British and I’m so stupid I don’t realize they’re in two politically different spaces? I do realize their differences. But what would be so important as a threat that the polarized

You can see it happening in Asia, in South America, Europe; you can see it in my own country. Now, if one is talking about polarization, extremism, the Fourth Estate, all of those things, would it be wise to make a Republican-Democrat conversation that immediately shuts down the other half? Would it even be true? It can’t be entirely true, because otherwise it wouldn’t apply to all these other countries. Now, I understand why people want it to be like that for exactly the reason that some of these news organizations have been so successful, which is that if you preach to the choir, the choir digs it.

Flying with dogs or cats? These are airlines’ pet policies

Flying with a pet can be expensive and confusing, with fees, weight limits, carrier size rules and the need to make sure there’s no loud barking (or meowing) on board.

Recently, American Airlines relaxed its pet policy to allow passengers to bring a carry-on bag in addition to a pet in a carrier, and more private flight options have been emerging in recent years for pet owners who can afford them.

Still, flying with large or medium-size dogs can be tricky, and many travelers are wary of leaving a pet in the plane’s cargo hold.

For those traveling on the major carriers with their pets as carry-ons, here’s what to know about each major domestic airline’s policy.

Southwest Airlines

On Southwest, a Dallas-based carrier, two checked bags can fly at no cost, but not pets. Southwest charges $125 per pet carrier on its flights.

Dogs or cats are allowed to travel below a seat in an approved carrier — up to 18.5 inches long by 8.5 inches high and 13.5 inches wide — according to the airline.

Southwest has a few caveats for those traveling with pets: The pet must stay in its carrier during the flight, and the carrier is considered a personal item or carry-on bag.

Up to six pets are allowed on Southwest flights. Once six pets are booked onto a flight, no further customers may add a pet companion to their booking.

United Airlines

United Airlines has no weight or breed restrictions for cats and dogs as long as they are in an approved carrier, measuring 17.5 inches long by 9 inches tall and 12 inches wide for a hard carrier, or 18 inches long by 11 inches tall and 11 inches wide for a soft carrier.

United charges $125 each way for travel with pets. There is no fee for service animals on United flights, but some forms are required before the flight.

The carrier must fit under a seat, and where a passenger is allowed to sit can vary according to the type of aircraft. For example, people traveling with pets cannot sit in emergency rows. If you’re traveling with

two pets (the maximum allotted), you are required to book two seats.

Delta Air Lines

Small dogs and cats can travel on Delta Air Lines flights as long as they can fit inside a carrier stored below the seat. The size of the carrier depends on the aircraft, but in general the airline recommends a soft-sided carrier no larger than 18 inches long by 11 inches tall and 11 inches wide.

Your pet must be at least 8 weeks old and small enough to have some room to move around in the carrier, which must have ventilation openings on three sides.

Delta charges $95 for pets traveling as carry-on companions, and the passenger can bring only one personal item along with the pet. Certain seats cannot be booked for travel with an animal, such as those in an emergency exit row.

American Airlines

American Airlines allows cats and dogs to travel in a carry-on container, which must remain under the seat in front of the pet owner throughout the flight. The airline recommends a soft-sided carrier that measures 18 inches long by 11 inches tall and 11 inches wide.

The fee for a carry-on pet on a domestic American Airlines flight is $150.

Flights are limited to seven carry-on pets, not including service animals, and American Eagle flights are limited to five carry-on pets, with one in first class. There is no charge for service animals flying on American flights, but the airline requires forms to be filled out in advance.

The airline said in a statement that it had recently changed its cabin pet policy to allow customers with a pet to also bring either a personal item or carry-on bag stowed in the overhead bin (but not both).

“We made the change to provide a more convenient and comfortable experience to customers whose pets fly American,” the airline said.

Spirit, JetBlue, Frontier and Alaska Spirit allows dogs and cats on its flights in a carrier no larger than 18 inches long by 14 inches wide and 9 inches tall for a fee of $125. The weight of the pet and the carrier cannot exceed 40 pounds, according to the airline.

Small dogs and cats can fly on JetBlue for fee of $125 each way, in an approved carrier. Up to six pets are allowed on JetBlue flights.

Frontier allows pets on board for a $99 fee each way, as long the pet fits in a carrier. Passengers can have only a personal item or carry-on in addition to their pet carrier.

Pets can travel in a carrier on Alaska Airlines flights for a fee of $100 each way. A passenger can travel with a pet carrier and a personal item, or a carrier and a carry-on bag.

Private or charter flights

Those who take their pets on private or charter flights, which can cost many thousands of dollars, have much more leeway. Dogs that weigh less than 150 pounds can sit on seats.

BarkAir, a charter operator tailored specifically for those flying with dogs, charges about $6,000 for a dog and its owner to travel, with flights between New York and Los Angeles and New York and London. Carriers are not required, and dogs can sit on laps, seats or beds.

Long-acting drugs may revolutionize HIV prevention and treatment

Apill taken once a week. A shot administered at home once a month. Even a jab given at a clinic every six months.

In the next five to 10 years, these options may be available to prevent or treat HIV. Instead of drugs that must be taken daily, scientists are closing in on longer-acting alternatives — perhaps even a future in which HIV may require attention just twice a year, inconceivable in the darkest decades of the epidemic.

“This period is the next wave of innovation, newer products meeting the needs of people, particularly in prevention, in ways that we didn’t ever have before,” said Mitchell Warren, executive director of the HIV prevention organization AVAC.

Long-acting therapies may obviate the need to remember to take a daily pill to prevent or treat HIV. And for some patients, the new drugs may ease the stigma of the disease, itself an obstacle to treatment.

“To not have to remember that every morning is earthchanging for them,” said Dr. Rachel Bender Ignacio, director of University of Washington’s UW Positive, a clinical research site focusing on HIV. “That stigma, that internalized stigma of taking that pill every morning, is what prevents them from taking it.”

Long-acting drugs are likely to be an even greater boon in populations that have long been hard to reach: patients who have spotty access to health services, or who have trouble taking daily pills because they have unstable housing or transportation, are struggling with substance use, are mentally ill or face discrimination and stigma.

In 2022, nearly 30 years after the advent of combination antiretroviral therapy, more than 9 million of the 39 million people living with HIV worldwide were not receiving treatment. About 630,000 died from AIDS-related illnesses that year.

Even in the United States, about one-third of those diagnosed with HIV are not keeping the virus in check. “We still haven’t addressed these sort of underlying issues around access,” said Gregg Gonsalves, a longtime HIV activist and an epidemiologist at the Yale School of Public Health.

“We can be elated about the science and the clinical implications” of long-lasting drugs, he added. “But for many people, it’s going to be a distant dream.”

One barometer of the excitement about long-acting regimens was their prominence at the Conference on Retroviruses and Opportunistic Infections in Denver in March. The annual meeting has served as the backdrop to many HIV milestones, including the electric moment in 1996 when researchers showed that a combination of drugs could suppress the virus.

Dozens of studies of long-acting regimens were presented at the conference this year. (While most such drugs are tantalizingly close for HIV prevention and treatment, similar options for tuberculosis, hepatitis B and hepatitis C are not far behind.)

One long-acting treatment — Cabenuva, two shots given every other month — has been available for nearly three years.

It costs more than $39,000 annually in the United States, although few patients pay that price. Even with a steep discount, however, the treatment is out of reach for many patients in lowincome countries.

Still, many researchers at the conference were excited about the results from one study showing that Cabenuva was more effective than daily pills at controlling HIV even in groups that typically have trouble adhering to treatment.

“When you think about how hard it is for some folks, giving them new tools that might be able to get them to be suppressed is a big deal,” said Dr. Kimberly Smith, who leads research and development at ViiV Healthcare, which makes one of the component drugs in Cabenuva.

Long-acting drugs might be useful even for children living with HIV. Worldwide, only about half of children diagnosed with HIV are receiving treatment.

That’s in part because of the lack of drug versions made for children, Dr. Charles Flexner, an HIV expert at Johns Hopkins University, said in a presentation at the Denver conference.

“With long-acting formulations, that will no longer be the case,” Flexner said. “Children will be able to use the same formulation as adults, just at a different dose.”

Most long-acting shots contain nanocrystals of drug suspended in liquid. While oral pills must pass through the stomach and the intestinal tract before they enter the circulation, so-called depot shots deliver the drugs directly into the blood-

stream. But they are released extremely slowly, over the course of weeks or months.

Some depot antipsychotics are given every two to eight weeks, and the contraceptive Depo-Provera is administered once every three months. Cabenuva — a combination of cabotegravir, made by ViiV Healthcare (majority owned by GSK), and Janssen’s rilpivirine — is injected into gluteal muscles every two months to treat HIV.

Cabotegravir given under the skin of the stomach produced more bruising and rashes than in the buttocks, and some people developed nodules that lingered for weeks or even months. But with gluteal injections, “there’s nothing that you see,” Smith said. “You feel pain for a couple of days and then you go on with your life.”

ViiV is trying to develop a version of cabotegravir to be given every four months and, ultimately, one every six months. The company aims to bring the four-month version to market for preventing HIV in 2026, and for treatment in 2027.

But injecting drugs into muscle is challenging for people who have significant body fat or who have silicone implants in the buttocks, as some trans women do. Some newer shots under development are administered under the skin, circumventing the problem.

Gilead’s lenacapavir can be given as a subcutaneous injection in the stomach once every six months, but it is so far approved only for people with HIV who are resistant to other drugs. The drug is in multiple late-stage trials as a long-acting HIV preventive in various groups, including cisgender women.

Lenacapavir is also being tested as a treatment in the form of a once-weekly pill in combination with another drug, islatravir, made by Merck. Having multiple long-acting treatments is ideal, “so people can really make the choice among the options that are going to work best for them,” said Dr. Jared Baeten, a vice president at Gilead.

To make it truly accessible for everyone, including those who may live far from a health care center, researchers must also come up with a long-acting injection that can be self-administered, some experts noted.

One team is developing exactly that and, with backing from the global health initiative Unitaid, planning to make it available in low- and middle-income nations.

“The really exciting thing about this is that the way that it’s being developed, it ideally will bypass the trickle-down effect to get into the people who need it most,” said Dr. Bender Ignacio, referring to the tendency of rich countries to gain access to new therapies first. She is leading the study.

Because the component drugs have each been independently approved, Bender Ignacio estimated the shots could be available to treat HIV in less than five years.

Many of the products, including those in Bender Ignacio’s study, can be adjusted to prevent HIV. There are currently only three options for that: two types of daily pills, and ViiV’s cabotegravir, which is injected into the buttocks once every two months.

“It’s been prevention where we have been lagging the greatest in the AIDS response over the last decade,” said Warren, of AVAC.

SUBASTA habrá de celebrarse el día 7 DE MAYO DE 2024, A LAS 1:30 DE LA TARDE, en mi oficina sita en el edificio que ocupa el Tribunal Superior de Puerto Rico, Sala Superior de Mayagüez. Siendo ésta la primera subasta que se celebrará en este caso, será el precio mínimo aceptable como oferta en la Primera Subasta, eso es el tipo mínimo pactado en la Escritura de Hipoteca para la propiedad, la suma de $50,000.00. Se dispone que una vez celebrada la subasta y vendido el inmueble relacionado, el alguacil pondrá en posesión judicial a los nuevos dueños dentro del término de veinte (20) días a partir de la celebración de la Subasta. Si transcurren los referidos veinte (20) días, el tribunal podrá ordenar, sin necesidad de ulterior procedimiento, que se lleve a efecto el desalojo o lanzamiento del ocupante u ocupantes de la finca o de todos los que por orden o tolerancia del demandado/deudor la ocupen. Cangrejeras lead LVSF final series 2-0

The Cangrejeras of Santurce defeated the Atenienses of Manatí on Wednesday night in the second game of the 2024 final series of the Women’s Superior Volleyball League (LVSF).

Santurce rallied for the victory with set scores of 25-21, 23-25, 23-25, 25-23 and 1614, at the Juan Aubín Cruz Abreu Coliseum in Manatí.

The Santurce sextet trailed in the fourth set, 16-10, at the second technical timeout for Manatí. The hosts threatened to take the victory by expanding their lead, 22-20, but errors were their undoing, giving the Cangrejeras a path to come back and win, 25-23, and force a fifth set.

In the fifth set, Manatí led, 8-7, at the change of sides. Santurce quickly scored twice to take the lead, 9-8, and Manatí called time. Upon returning to action, the hosts scored four straight points and managed to build leads of 12-10 and 14-11.

The Cangrejeras de Santurce, with four players scoring in double figures, rallied for the five-set victory (25-21, 23-25, 23-25, 25-23 and 16-14) on Wednesday night in Manatí to take a 2-0 series lead over the Atenienses in the Women’s Superior Volleyball League finals. Game 3 is Saturday night at Roberto Clemente Coliseum in Hato Rey.

It was then that the turning point came. A block by center back Neira Ortiz on Zoe Weatherington started Santurce’s streak of

five points, three of them due to errors with shots outside the lines. The final touch was applied by Shirley Florián with a block on

Jonnalys Matos, to close 16-14, and take a 2-0 advantage in the series.

For Santurce, McKenzie Adams scored 17 points, 16 in attacks, with one block, 15 digs and 24 assists; Andrea Rangel contributed 16 points, 14 in attacks, two in blocks and with 14 digs; Helena Havelkova had 15 points, 12 in attacks, three in blocks, with six digs and 15 assists; setter Carli Lloyd finished with 10 points, six in attacks, four in blocks, with 16 digs and 29 assists; and Neira Ortiz notched eight points, five in attacks and three in blocks.

For Manatí, Zoe Weatherington was the game’s top scorer with 28 points, 25 in attacks, three in blocks, with 16 digs; Karla Santos had 16 points, 15 in attacks, one block, with 12 digs and 20 assists; María Schlegel had 15 points, 14 in attacks, one block, with 19 digs and 12 assists. Claudia Dillon and Jonnalys Matos scored six points each.

The final series will continue Saturday at 8:30 p.m. at Roberto Clemente Coliseum in Hato Rey.

Biden weighs in on Caitlin Clark salary debate after WNBA draft

President Joe Biden jumped into a debate about gender and sports this week, calling for pay equity for women athletes after Caitlin Clark, the University of Iowa basketball standout, was selected first in the WNBA draft.

Clark’s salary will be far less than those of her male counterparts. Biden, writing on X on Tuesday, said that for all their accomplishments in sports, women athletes were undervalued.

“Right now we’re seeing that even if you’re the best, women are not paid their fair share,” he said. “It’s time that we give our daughters the same opportunities as our sons and ensure women are paid what they deserve.”

Biden was nodding to a banner moment for women’s basketball, one powered by stars like Clark, who was chosen by the WNBA’s Indiana Fever, and Paige Bueckers of the University of Connecticut and Angel Reese of LSU.

But Clark’s salary will amount to $338,056 over the next four years, under the WNBA’s collective bargaining agreement. The total is a fraction of the contract of Victor Wembanyama, whom the San Antonio Spurs chose with the top pick in last year’s NBA draft. His contract was for $55 million, according to Spotrac, a website that tracks salaries in sports.

The disparity has drawn intense scrutiny during a pivotal moment for sports, particularly in college athletics. Students have gained the opportunity to monetize their

athletic success through name, image and likeness, or NIL deals, that can earn top stars like Clark millions of dollars. But the overall compensation of women in sports is far outpaced by how much money male athletes make.

The women’s national championship game, in which Clark’s Iowa lost to South Carolina, earned higher ratings for the first time than the men’s championship contest between UConn and Purdue.

The president’s comments touched off a flurry of responses online, some echoing Biden’s perspective about inequity and others taking a more cynical point of view. Critics used the occasion to criticize Democrats over the participation of transgender athletes in women’s sports.

Martina Navratilova, the women’s tennis legend, praised Biden.

“Exactly,” she responded on X, and she called for protecting a policy that ensures equal access for women in education. “Which means do not mess with Title IX, thank you Mr President!”

Last year, Jill Biden, the first lady, created a stir after LSU defeated the University of Iowa, another squad led by Clark, when she suggested that both teams should be invited to the White House, which would have broken from the tradition of the president hosting just the title winners.

Reese, the LSU star who was also a top selection in the WNBA draft, panned the idea at the time.

“If we were to lose, we would not be getting invited to the White House,” she said on a podcast.
