FEMA, in coordination with island groups, tackles coastal erosion for long-term recovery

The Federal Emergency Management Agency (FEMA) will carry out a series of works on the island’s northern coast to mitigate the reduction in the size of dunes and their ability to act as natural barriers to prevent coastal erosion in Puerto Rico.

The northern coast is home to nearly 50 percent of the island’s dunes, which play an important role in the ecosystem: they protect hawksbill turtle habitats, as well as communities and critical infrastructure, from coastal flooding and storm surges. However, hurricanes Irma and Maria, the commercial and illegal extraction of sand and heavy foot traffic from beachgoers, among other factors, have reduced the dunes’ size.

Attention to this and other damage due to climate change is key in coordinating a long-term recovery for Puerto Rico, experts agree. Aware of this, FEMA said it is working with local organizations to find solutions that contribute to preserving the island’s infrastructure and natural resources.

“Long-term recovery requires us to develop projects focused on mitigation, preservation and nature-based solutions. The agency has already obligated over $1.5 billion for mitigation measures for public assistance projects and approved over $3 billion under the Hazard Mitigation Grant Program,” said Federal Disaster Recovery Coordinator José G. Baquero. “However, citizen participation and the knowledge of local students and researchers are required to find answers that apply to our needs as a Caribbean island. Puerto Rico has the talent and FEMA provides the funds: we all work as a team for the common good.”

To address coastal erosion, a team of students and researchers from Vida Marina: Center for Conservation and Ecological Restoration, from the Aguadilla Campus of the University of Puerto Rico (UPR), has been working with communities on natural measures to restore the dunes of the north coast.

With the support of over $650,000 from FEMA and through a collaborative agreement with the Department of Natural and Environmental Resources (DNER), the organization will restore what is known as biomimicry matrices on Maranto Beach in Arecibo, the Nolla Farm in Camuy, and the Middles and Poza del Teodoro beaches in Isabela. Biomimicry is the practice of designing solutions that imitate nature or natural processes. As part of the project, Vida Marina installed pieces of disused wooden pallets to create matrices three feet underground to promote the sand’s natural accumulation. The project also includes the reconstruction of boardwalks and fences at critical access points to reduce pedestrian impact on the dunes.

The center will install informational signs to educate the public about the dunes and to protect them from potential human damage. As part of the mitigation measures for the project, materials will be used to reinforce the structure of the

boardwalks against the waves caused by future hurricanes.

Puerto Rico Central Office for Recovery, Reconstruction and Resiliency (COR3) Executive Director Manuel A. Laboy Rivera stated that “government agencies, as well as municipalities and nonprofit organizations, concentrate part of their efforts on the development of projects focused on mitigating multiple risks to rebuild a resilient infrastructure.”

“Complying with Governor Pedro Pierluisi’s public policy, we will continue supporting this development led by the DNER and the UPR Aguadilla Campus, which is in addition to other measures the governor recently announced to mitigate coastal erosion through an allocation of $105 million.”

Repairs to the Caña Gorda Beach facilities in the municipality of Guánica is another permanent project of the agency that incorporates nature-based solutions. There are nearly $770,000 to address damage to the lifeguard area, offices, lightning poles, and gazebos, among others. Within the mitigation measures for the project, the affected area will include a revetment with vegetation to protect the coastline. This nature-based solution provides economic, aesthetic and ecological benefits, and also mitigates erosion and damage from storm surges.

A $1.5 million allocation, meanwhile, allowed UPR to develop an assessment of beach systems after the passage of Hurricane Maria. The study generated a high-precision database that presents the attributes and extension changes of the 1,285 beaches of Puerto Rico after the storm. As part of the project, UPR designed a story map that contains all the study findings and is accessible to government agencies and other entities, civic organizations and the public.

During the disclosure of the study, 48 actions were presented to solve the erosion problem on the island.

To address the challenges of climate change from the agency and with a focus on the particular needs of Puerto Rico, a group of local FEMA personnel developed the Climate Change Mitigation and Adaptation Memorandum, which acknowledges the need to establish immediate actions that address the threats of climate change as part of FEMA’s recovery efforts on the island. The memorandum is an initial effort to define and identify steps, and support those considered at the federal level, in response to President Biden’s public policy to address climate change.

Attention to coastal erosion exacerbated by recent hurricanes and other damage due to climate change is key in coordinating a long-term recovery for Puerto Rico, experts agree.

Fiscal board: An additional $300 million will be available for new budget items

Financial Oversight and Management Board Executive Director Robert Mujica said late last week that $300 million will be available to add to the 2023-2024 fiscal year budget if needed.

“So there is $300 million more for any issue that is understood to be added to the budget,” Mujica said in response to questions from the press.

Mujica said the funds can be used to mitigate a $500 million decrease in tax collections reflected in the tax proposal of Gov. Pedro Pierluisi Urrutia, which is under discussion in the Legislative Assembly.

Regarding the amendments to income tax laws, Mujica noted that he agrees that tax changes are warranted, but they must occur in a broader context.

“And I hope we can have that conversation with the governor and the Legislature,” he said.

As for the budget, Mujica said “they are fundamentally aligned” with the governor on the budget for the fiscal year 2023-2024.

“There may be differences about what the economic assumptions are and what the revenues might be,” he said. “We agree with them today. What I’m saying is that while we sometimes move forward, it’s likely that most

of the things we disagree on are income assumptions and economic outlook.”

“On the budget side we are quite aligned. The only thing I would leave out is Medicaid, although we are quite aligned on the assumptions,” Mujica added. “So we do not have major differences except in the funds to the municipalities, because although we understand that the funds must be given, conditions must be imposed.”

The chairman of the oversight board, David Skeel, insisted meanwhile that the board is aware of the economic impact that the Puerto Rico Electric Power Authority (PREPA) debt adjustment plan could generate, which is why they have not made a final determination on the amount of a charge on the bill to pay the debt to creditors.

“We are extraordinarily aware of the burden of any additional charges on Puerto Rico’s residential [power] customers and businesses that we have,” Skeel said during a meeting of the oversight board last Friday. “Our advisers have engaged in an extraordinarily complicated, long-term extensive analysis of how much is affordable for the people of Puerto Rico, before the cost becomes unbearable. Six percent is a part of that analysis. It’s comparable to other parts of the United States that suggest paying more than 6% of household income for electricity becomes a problem. But that’s only part of a very complicated analysis.”

“This analysis continues and will continue to be

refined, and I insist that we are very aware of the burden and limits that the people of Puerto Rico can assume,” he added. “The judge [in PREPA’s Title III bankruptcy proceeding, Laura Taylor Swain] has been clear that this debt restructuring must end in or before July. So unless she changes the date, we expect to have court hearings on the restructuring plan in July.”

The plan proposed by the oversight board envisages the payment of a hybrid charge to guarantee payment to creditors. The charge has been objected to by the governor, who has stated that the debt to creditors must be paid with the budget assigned to PREPA.

Unemployment rate remains steady at 6%

“This rate did not represent a change when compared to February 2023, but marked a 0.2 percentage point decrease when compared to the same date last year, March 2022, when the rate stood at 6.2 percent,” the labor secretary said in a written statement. “When compared to January 2021, it represents a decrease of three percentage points.”

The most recent employment and unemployment statistics for March revealed that the seasonally adjusted unemployment rate in Puerto Rico remains stable at 6%, Labor and Human Resources (DTRH by its Spanish initials) Secretary Gabriel Maldonado González announced late last week.

Maldonado González noted that according to the DTRH’s Employment and Unemployment publication, which uses data from the Worker Group Survey, the non-seasonally adjusted labor participation rate for March 2023 was estimated at 43.6%, for a decrease of 0.5 percentage points both monthly and year-on-year, but represents an increase of 3.2 percentage points when compared to January 2021.

In making the announcement, the official emphasized the importance of the stability seen in Puerto Rico’s labor market at a time when the economy is in full recovery, after a fiscal crisis, natural disasters of great impact such as hurricanes, earthquakes, the coronavirus pandemic

“The statistics we publish in the DTRH are essential for the planning, decision-making and the development of our economy,” Maldonado González said. “As we saw throughout 2022, for the third consecutive month of 2023, the monthly statistics we compile in conjunction with the [federal] Bureau of Labor Statistics … reflect a positive, stable and solid trend in the labor market … and allow the development of long- and short-term work plans for various sectors. We remain focused on drawing up strategies to continue increasing labor participation at a time when our economic activity demands it, as evidenced by the large amount of labor supply in all industrial sectors.”

As for the number of citizens who are unemployed, the seasonally adjusted figure stood at 73,000 people in March. That figure represents no change when compared to February 2023, but indicates a decrease of 1,000 people compared to the same date for March 2022 (74,000), while when compared to January 2021 the decrease was 27,000 citizens.

PREPA faces uphill battle to close Tranche 1 green energy contracts

With little time left, the Puerto Rico Electric Power Authority (PREPA) governing board recently approved amendments to facilitate and accelerate the closing of some 23 renewable energy contracts, nine of which will expire this week unless they are closed.

The projects make up the first of six renewable energy tranches that Puerto Rico is tendering. The first tranche, which was put out for bids in February 2021, called for the procurement of 1,000 megawatts (MW) of renewable energy capacity and 500 MW of battery storage capacity. However, the closing of the contracts, 18 for renewable energy and five for battery energy storage systems, has been delayed because of different situations.

PREPA blamed LUMA Energy, the private operator of the authority’s electricity transmission and distribution system, for failing to perform certain interconnection work needed to close the contracts. In addition, some of the service providers wanted to make changes to the agreements to accommodate rising costs due to inflation, including increasing the capacity for some of the projects.

The Puerto Rico Energy Bureau (PREB), the sector’s regulator, blamed PREPA for the delay and on April 4 or-

dered the utility to close the power purchase and operating agreements (PPOAs) within a 60-day extension period the

regulator had previously granted. PREPA officials insist they need more time. Some of the contracts are expiring this Wednesday (April 26) unless they are closed before that date, and others expire in June.

Last Thursday, PREPA’s board met to discuss all the power purchase and operating contracts and to approve a resolution that would ease the “levelized cost of energy” to allow for flexibility in the negotiations to close the contracts. The levelized cost of energy (LCOE) is a number that calculates the present value of the total cost of building and operating a power plant over an assumed lifetime.

PREPA board member Tomás Torres Placa said it is an average number throughout the 20 years of the contract.

So far, PREB has declined to grant more extensions even though PREPA has warned that some of the service providers might drop out.

In an informational motion submitted to the PREB last week, PREPA said it was working “tirelessly” to comply with the energy public policy that calls for the transformation to renewables so the projects can move forward, but “we are warning that neither the Authority, nor its staff nor any government entity can obligate resource providers to sign and close the contracting process established by the PPOAs.”

Governor calls on NPP membership to support refiled status bill

New Progressive Party (NPP) President and Gov. Pedro Pierluisi Urrutia requested support for HR 2757, the Puerto Rico Status Bill, during the NPP directory held over the weekend.

The bill would set out a process to resolve the political status of Puerto Rico, authorizing a federally sponsored referendum where constituents will pick one of several non-territorial, non-colonial options. Finally, the legislation details the transition and implementation of the chosen status by the majority of voters in Puerto Rico.

“As a Party, we are united with Congress to obtain once again the approval of a bill that contains non-colonial and non-territorial options that resolve the problem of the status of our island. This fight for Equality guaranteed by Statehood does not expire until it is achieved,” Pierluisi

said in a written statement. “Therefore, as governor and president of the NPP and together with the leaders of my party, we will all be working hard together in the Federal House and Senate to do justice to the 3.2 million American citizens who live in Puerto Rico but who do not enjoy full democracy.”

The NPP leader also spoke of the efforts to continue strengthening the party’s community structure in view of next year’s elections. The Progressive Organizations of Public Servants, Youth, Women, the Statehood Mission, and the electoral team, meanwhile, established their work agendas to continue carrying the message of equality.

Pierluisi was accompanied by NPP Vice President Thomás Rivera Schatz, NPP Secretary Carmelo Ríos Santiago and Deputy Secretary Gabriel Rodríguez Aguiló, Electoral Commissioner Vanessa Santo Domingo and Mayors Federation President Gabriel Hernández Rodríguez, along with the members of the NPP board.

“The eternal discussion of this issue limits us as a people,” Ríos Santiago said in the statement. “We will solve the problem of status with Statehood once and for all. Our party will continue to demand Equality for all American citizens who reside in Puerto Rico. Our fight does not stop, and we will continue focusing on achieving the Equality that we deserve as citizens.”

The legislation was the same as the one introduced

last year during the previous congressional session. The bill calls for a vote to select from statehood, independence and free association.

Even though the House passed the bill in December, the Senate never scheduled a floor vote for it, effectively restarting the process of getting the legislation approved by a new Congress.

The original bill’s sponsors and cosponsors in the House said they are hoping to garner more support from senators, as well as majority Republicans in the House.

Parador Boquemar in Cabo Rojo marks 50th anniversary

The Boquemar Inn (Parador Boquemar) in Cabo Rojo celebrated its 50th anniversary Sunday.

The inn opened its doors in April 1973, specifically on a day during Holy Week, at a time when the neighborhood of Boquerón was in a stage of development and expansion at the population and economic level.

Boquemar owner Ángel Rodríguez said the inn began with 20 rooms. Subsequently, another 44 were added and now there are 75 rooms.

“As we have grown, the village of Boquerón has grown,” Rodríguez said. “We gave life to the area, in addition to attracting a lot of local and foreign tourism.”

The businessman said that through the 50 years the inn located in the southwest corner of the island has faced several challenges, among which was the construction of a sewage system that the town did not have up until that time. However, thanks to the efforts of the business sector, the goal was achieved.

Another challenge they had to overcome was the lack of a pumping system to bring drinking water to the shops and residences of Boquerón. Finally, they also had to deal with several situations related to electrical service. Fortunately,

little by little things have stabilized in the seaside village.

“Thanks to the fact that we have both cisterns and power plants we have never stopped operating due to lack of water or electricity, since our northern star is always to please customers,” he said.

Upcoming projects for Boquemar include more multiroom renovations and an ambitious maintenance plan for the

surrounding area, including the swimming pool. Rodríguez did not rule out that at some point the restaurant could reopen. Rodríguez foresees significant growth in tourism in Cabo Rojo, with the arrival of more visitors from different countries. However, he stressed that more funds should be allocated to the Tourism Company to continue its work of sponsoring the island’s attractions.

Police: Security guard assaults woman in Santurce bar

The San Juan Municipal Police on Sunday answered a complaint of an assault against a client in the Vibra Lounge on Orbeta Street at the corner of Duffault in the Placita de Santurce.

“Around 3:35 a.m. today, Sunday, April 23, it was reported that a female was assaulted at the Vibra Lounge establishment. It emerged from the investigation that Mrs. Elia Jiménez Rivera was in the place, along with other people, and that a private security guard on duty allegedly made derogatory comments about the people who accompanied her, who do not understand the Spanish language,” San Juan Deputy Commissioner of Police Juan Jackson said. “When

she complained to the guard, there was an argument and another private security agent identified as Sergio Velázquez Cruz assaulted the woman by striking her in the head with a manual metal detector, causing an open wound. The husband of the assaulted lady, Miguel Sierra, tried to take a photo of the incident and he was also hit in the face by Velázquez Cruz.”

According to reports, Mrs. Jiménez Rivera was transferred in a private vehicle to the Pavía Hospital in Santurce, where she remained under observation Sunday. Velázquez Cruz, meanwhile, arrived at the Santurce precinct house, where he was placed under arrest and placed in a holding cell. The patient was expected to be discharged to consult the case with a prosecutor before the possible filing of charges.

EPA to propose first controls on greenhouse gases from power plants

President Joe Biden’s administration is poised to announce limits on greenhouse gas emissions from power plants that could compel them to capture the pollution from their smokestacks, technology now used by fewer than 20 of the nation’s 3,400 coaland gas-fired plants, according to three people who were briefed on the rule.

If implemented, the proposed regulation would be the first time the federal government has restricted carbon dioxide emissions from existing power plants, which generate about 25% of the planet-warming pollution produced by the United States. It would also apply to future plants.

Almost all coal- and gas-fired power plants would have to cut or capture nearly all of their carbon dioxide emissions by 2040, according to the people familiar with the regulation, who asked not to be identified because the rule has not been made public.

The proposed rule is sure to face opposition from the fossil fuel industry, power plant operators and their allies in Congress. It is likely to draw an immediate legal challenge from a group of Republican attorneys general that has already sued the Biden administration to stop other climate policies. A future administration could also weaken the regulation.

The regulation, proposed by the Environmental Protection Agency, is being reviewed by the White House’s Office of Management and Budget, and could still be adjusted.

Maria Michalos, an EPA spokesperson, said the agency is “moving urgently to advance standards that protect people and the planet, building on the momentum from President Biden’s Investing in America economic agenda, including proposals to address carbon emissions from new and existing power plants.”

It would not mandate the use of carbon capture equipment, a nascent and expensive technology; rather, it would set caps on pollution rates that plant operators would have to meet. They could do that by using a different technology or, in the case of gas plants, switching to a fuel source like green hydrogen, which does not emit carbon, according to the people familiar with the matter. But the regulation could lead to the broader adoption of carbon capture technology, the people said.

Most of the electricity generated in the

United States last year — about 60% — came from burning fossil fuels like coal, natural gas and petroleum, according to the U.S. Energy Information Administration.

The proposal comes on the heels of two other Biden administration plans to cut tailpipe emissions dramatically by speeding up the country’s transition to electric vehicles, and curb methane leaks from oil and gas wells.

If those three regulations are implemented as proposed, they would significantly reduce the planet-warming pollution created by the world’s largest economy. Together with the 2022 Inflation Reduction Act, a law that is pouring $370 billion into clean energy programs, they would put the country on track to meet Biden’s pledge to cut the country’s emissions roughly in half by 2030, and to stop adding carbon dioxide to the atmosphere by 2050.

That is the action required of all major industrialized countries, scientists say, to keep average global temperatures from increasing 1.5 degrees Celsius (2.7 degrees Fahrenheit), compared with preindustrial levels. Beyond that point, the effects of catastrophic heat waves, flooding, drought, crop failure and species extinction would become significantly harder for humanity to handle. The planet has already

warmed by an average of 1.1 degrees Celsius.

Biden has said that he is willing to use his executive authority to act on global warming, a point he has recently stressed after facing sharp criticism from environmentalists, particularly young climate activists, for his decision last month to approve an enormous oil drilling project on pristine land in Alaska, known as Willow.

“We have to do more than recognize the climate challenges we face,” Biden told other world leaders during a virtual gathering Thursday to discuss climate and energy. “We are determined to strengthen our ambition and our actions. And, yes, we’re willing to do the hard work to limit global warming to 1.5 degrees Celsius.”

In releasing a climate rule for power plants, Biden hopes to succeed where his former boss, President Barack Obama, failed. Nearly a decade ago, Obama tried to enact broad limits on power plant pollution that were first blocked by the Supreme Court and then rolled back by President Donald Trump. Last summer, the Supreme Court confirmed that the EPA had the authority to regulate carbon emissions from power plants but in a limited way.

But three factors have emboldened the

Biden administration. First, carbon capture technology has advanced since the Obama administration. Second, when Democrats passed the Inflation Reduction Act last year, they added language that classified greenhouse gases as pollutants to be regulated by the EPA. Lastly, the new law provides tax credits to power plant operators that capture their carbon, making the technology more financially feasible.

Instead of creating one limit that all power plants must comply with, the EPA intends to be flexible, the people familiar with the new plan said. It plans to set various targets based on the size of the plant, whether it runs regularly or intermittently, and whether it is already scheduled for retirement. Some coal plants that are scheduled to shut down in the next decade may not have to meet the new standards at all.

Patrick Morrisey, the Republican attorney general of West Virginia, a major coal-producing state, said Friday that he and others were waiting to see Biden’s plan. “We are eager to review the EPA’s new proposed rule on power plants, and we’ll be ready once again to lead the charge in the fight against federal overreach,” he said in a statement.

Some environmental groups are also critical of carbon capture technology, arguing that it makes more sense to switch to wind, solar and other clean energy sources that don’t pollute in the first place.

Like the proposed regulations governing tailpipe emissions and methane from oil and gas facilities, the power plant rules would be subject to a public comment period and are not likely to be finalized and implemented until next year.

Florida at center of debate as school book bans surge nationally

Two years into a surge of book bans across the United States, Florida is a hot spot in the clash over what reading material is appropriate for children, with laws that have greatly expanded the state’s ability to restrict books.

Historically, books were challenged one at a time. As bans in schools and libraries began increasing nationally in 2021, efforts were largely local, led by a parent or a group. But over the past year, access to books, particularly those touching on race, gender or sexual orientation, became increasingly politicized. With that came an increase in legislation and regulations in some states and school districts that affected which books libraries could offer.

The shift is particularly evident in Florida, where Gov. Ron DeSantis, a Republican-controlled Legislature and a rapidly growing network of conservative groups aligned to pass three state laws last year aimed, at least in part, at reading or educational materials. Among the books removed from circulation in one of the state’s school districts are Toni Morrison’s “Beloved” and Margaret Atwood’s “The Handmaid’s Tale.”

The policies have energized DeSantis’ supporters and are part of the platform from which he is expected to run for president.

Proponents of the restrictions say their aims are to protect students from inappropriate materials and to give parents more control over their children’s education. In focusing on “parents’ rights,” DeSantis is trying to build on the popularity he amassed when he resisted COVID-19 restrictions, particularly in schools. The push is a signature part of the conservatism he is showcasing in Florida. His Parental Rights in Education law, for example, constrains instruction on gender and sexuality, which has led some districts to remove books with LGBTQ characters.

Some teachers and librarians say the policies are vague, with imprecise language and broad requirements, leading to some confusion. But they are trying to comply. Violation of the law could be a third-degree felony; in general, such crimes are

punishable by up to five years in prison

In January, when the new guidelines went into effect, some teachers removed or covered up books that had not been vetted by certified media specialists, whose approval is now legally required. Others are not ordering titles that could draw complaints. Some educators emptied shelves or pulled collections until the titles could be reassessed.

“It is a whole new level of fear,” said Kathleen Daniels, president of the Florida Association for Media in Education, a professional organization for school librarians and media educators. “There are books that are not being selected because they have been challenged.”

Florida ranks second, behind Texas, as the state with the highest number of book removals, according to a report released Thursday from freespeech organization PEN America, which tracked book bans in schools from July 1 to Dec. 31. But PEN said Florida’s broad, state-level approach, with “wholesale bans” that restrict access to “untold numbers of books in classrooms and school libraries,” made the true extent of book removals in the state difficult to quantify.

Many of the new restrictions come from a law passed last year that requires trained media specialists to evaluate each schoolbook to ensure that it is age-appropriate and free of “pornographic” content. The law also requires schools to keep a searchable online database of the books in their libraries and classrooms.

Proposed legislation goes further. In March, the Florida House passed a bill that could require schools to remove a book promptly based on a single complaint from a parent or county resident that the book depicted sexual conduct. Under the proposed bill, the book would remain unavailable until the complaint was resolved.

Two other laws are contributing to book bans in Florida schools. The Stop WOKE Act prohibits instruction that could make students feel guilty or responsible for the past actions of other members of their race. The Parents Rights in Education law prohibits classroom instruction on sexual orientation and gender identity in some elementary grades; a state rule is expected to

expand the restrictions through 12th grade.

Efforts by Florida’s 67 public school districts to put the new regulations into practice have been uneven and often chaotic. Some districts have taken no major action. Others enacted blanket removals that essentially gutted libraries.

DeSantis has reacted aggressively to criticism that public schools are banning books. He dismissed news reports that Duval County schools had removed a title about baseball player Roberto Clemente as “a joke,” accusing critics of “manufacturing” a narrative about book bans.

The book, which addresses the racism that Clemente faced, was removed and then restored in February after a review. Last month, the state’s education commissioner named the title, “Roberto Clemente: Pride of the Pittsburgh Pirates” by Jonah Winter, a book of the month for third through fifth grades.

At a news conference last month, DeSantis stood behind a sign that read “Exposing the Book Ban HOAX” and said that the state was trying to protect children from pornographic material. The event began with a presentation on books reported to districts for removal — including “Gender Queer,” by Maia Kobabe, and “Flamer,” by Mike Curato — and highlighted scenes about sexual contact and masturbation.

“This idea of a book ban in Florida, that somehow they don’t want books in the library — that’s a hoax,” DeSantis said. “And that’s really a nasty hoax, because it’s a hoax in service of trying to pollute and sexualize our children.”

Critics in the state are pushing back. In March, Democracy Forward, an advocacy organization, filed a lawsuit with the state on behalf of the Florida Education Association and other groups challenging the rules, arguing that they censor educators, limit students’ access to books and harm public education. The Florida Freedom to Read Project organized a rally in Tallahassee last month with authors and free-speech activists to protest censorship.

A widow said her husband was left in a drinks cooler after dying on a cruise

In August, Marilyn Jones and her husband, Robert, set out from Fort Lauderdale, Florida, on an eight-day Caribbean cruise aboard the Celebrity Equinox.

The couple, of Bonifay, Florida, were just two days into the trip when Robert, 79, died of a heart attack.

Celebrity Cruises presented Marilyn Jones with two options, according to a federal lawsuit that she filed against the cruise line this past week: disembark with her husband’s body in San Juan, Puerto Rico, or agree to have it stored in the ship’s morgue until it returned to Florida six days later.

She opted to remain with the ship. But when a funeral home worker and a Broward County sheriff’s deputy came aboard in Fort Lauderdale to retrieve Jones’ body, they discovered that it had been moved from the morgue to a cooler on a different floor, according to the lawsuit, which was filed Wednesday in U.S. District Court for the Southern District of Florida.

perature, the body had “horrifically decomposed,” the lawsuit said, preventing his family from having an open casket at his wake and funeral.

For her trauma, Jones, who had been married to her husband for 55 years, and her family are seeking a jury trial and at least $1 million in damages.

In a statement, Celebrity Cruises declined to comment, citing “the sensitivity of the alleged facts and out of respect for the family.”

The lawsuit, which was reported by Miami New Times, said members of the ship’s crew told Jones that there was a “50/50 shot” if she got off the ship in San Juan that the coroner’s office there would take possession of her husband’s body for an autopsy before releasing it to a funeral home. She was told she would have to stay in Puerto Rico with his body and make arrangements on her own to get his body and her back to Florida.

Assured that the Equinox was equipped to safely transport her husband’s body back to Fort Lauderdale, Jones, who was 78 at the time and suddenly traveling alone, gave the crew

and agreed to remain on board for the rest of the cruise, the lawsuit says.

“She was given a very difficult choice,” Thomas Carey, a lawyer representing Jones, her two daughters and three grandchildren, who are also plaintiffs in the lawsuit, said in an interview Friday. “She logically selected the ship’s morgue,” he said, after she was assured it had a working facility.

“At some unknown point,” he said, “somebody discovered that the refrigeration was not working.”

When the funeral home worker and the sheriff’s deputy found that Jones’ body was not in the morgue but had been moved to a beverage cooler, the lawsuit said, it was “immediately clear” that it was in the advanced stages of decomposition, the lawsuit said. The body, it said, had expanded with gas and “his skin had turned green.”

The cooler was intended for things such as soda, Carey said, and was not nearly cold enough to store a human body.

Like all cruise ships, the Celebrity Equinox,

to 2,852 people, is required to have a morgue because onboard deaths are not uncommon, said Hendrik Keijer, a marine operations expert who served for 10 years as a captain on Holland America Line cruise ships.

“For some people, it is their last vacation, unfortunately,” Keijer said. “That’s why morgues are onboard.”

Jacob Munch, a maritime lawyer who is also representing Jones in her lawsuit, said cruise lines have an obligation to maintain the morgues.

“It’s incumbent on them to make sure they’re working properly,” he said in an interview, “especially in sensitive situations like this. She’s turning to them for advice.”

If Jones had known the ship did not have a working morgue, the lawsuit said, she would have chosen to take her husband’s body off the ship in Puerto Rico. Celebrity Cruises’ handling of the matter had been “reckless and careless,” it said.

Jones and her family are “devastated” and will struggle to heal, Carey said.

The debt ceiling debate is about more than debt

Speaker Kevin McCarthy of California has repeatedly said that he and his fellow House Republicans are refusing to raise the nation’s borrowing limit, and risking economic catastrophe, to force a reckoning on America’s $31 trillion national debt.

“Without exaggeration, America’s debt is a ticking time bomb that will detonate unless we take serious, responsible action,” he said last week.

But the bill McCarthy introduced Wednesday would only modestly change the nation’s debt trajectory. It also carries a second big objective that has little to do with debt: undercutting President Joe Biden’s climate and clean energy agenda and increasing American production of fossil fuels.

The legislation, which Republicans plan to vote on next week, is meant to force Biden to negotiate over raising the debt limit, which is currently capped at $31.4 trillion. Unless the cap is lifted, the federal government — which borrows huge sums of money to pay its bills — is expected to run out of cash as early as June.The House Rules Committee said Friday that it would meet on April 25 to consider the bill and possibly advance it to a floor vote.

More than half of the 320 pages of legislative text are a rehash of an energy bill Republicans passed earlier this year, which aimed to speed up leasing and permitting for oil and gas drilling. Republicans say the bill would boost economic growth and bring in more revenue for the federal government, although the Congressional Budget Office projected it would slightly lose revenue.

The Republican plan also gives priority to removing clean energy incentives that were included in Biden’s signature climate, health and tax law. That legislation, known as the Inflation Reduction Act, included tax credits and other provisions meant to encourage electric vehicle sales, advanced battery production, utility upgrades and a variety of energy efficiency efforts.

The proposal does include provisions that would meaningfully reduce government spending and deficits, most notably

by limiting total growth in certain types of federal spending from 2022 levels.

The bill would claw back some unspent COVID relief money and impose new work requirements that could reduce federal spending on Medicaid and food assistance. It would block Biden’s proposal to forgive hundreds of billions of dollars in student loan debt and a related plan to reduce loan payments for low-income college graduates.

As a result, it would reduce deficits by as much as $4 trillion over those 10 years, according to calculations by the Committee for a Responsible Federal Budget in Washington. The actual number could be much smaller; lawmakers could vote in the future to ignore spending caps, as they have in the past.

Even if the entire estimated savings from the plan came to pass, it would still leave the nation a decade from now with total debt that is larger than the annual output of the economy — a level that McCarthy and other Republicans have frequently labeled a crisis.

The Republican plan is estimated to reduce that ratio — known as debt-toGDP — in 2033 by about 9 percentage points if fully enacted. By contrast, Biden’s

latest budget, which raises trillions of dollars in new taxes from corporations and high earners and includes new spending on child care and education, would reduce the ratio by about 6 percentage points.

Those reductions are a far cry from Republicans’ promises, after winning control of the House in November, to balance the budget in 10 years. That lowering of ambitions is partly the product of Republican leaders ruling out any cuts to the fastrising costs of Social Security or Medicare, bowing to an onslaught of political attacks from Biden.

The lower ambitions are also the result of party leaders being unwilling or unable to repeal most of the new spending programs Biden signed into law over the first two years of his presidency, often with bipartisan support.

At the New York Stock Exchange on Monday, McCarthy accused the president and his party of already adding “$6 trillion to our nation’s debt burden,” ignoring the bipartisan support enjoyed by most of the spending Biden has signed into law.

The speaker’s plan would effectively roll back one big bipartisan spending bill, which Biden signed at the end of 2022 to fund the government through this year. But

the other big drivers of debt approved under Biden that are not singled out for repeal in the Republican bill include trillions in new spending on semiconductor manufacturing, health care for veterans exposed to toxic burn pits and upgrades to critical infrastructure like bridges, water pipes and broadband.

Some of that spending could potentially be reduced by congressional appropriators working under the proposed spending caps, but much of it is exempt from the cap or already out the door. Most of the $1.9 trillion economic aid plan Biden signed in March 2021, which Republicans blame for fueling high inflation, is already spent as well.

The plan squarely targets the climate, health and tax bill that Democrats passed along party lines last summer by cutting that bill’s energy subsidies. It would also rescind additional enforcement dollars that the law sent to the Internal Revenue Service to crack down on wealthy tax cheats. The Congressional Budget Office says that change would cost the government about $100 billion in tax revenue.

Taken together, those efforts reduce deficits by a bit over $100 billion, suggesting that debt levels are not the primary consideration in targeting those provisions. The bill’s next 200 pages show what actually is: a sustained push to tilt federal support away from low-emission energy and further toward fossil fuels, including mandating new oil and gas leasing on federal lands and reducing barriers to the construction of new pipelines.

Republicans say those efforts would save consumers money by reducing gasoline and heating costs. Democrats say they would halt progress on Biden’s efforts to galvanize domestic manufacturing growth and fight climate change.

White House officials warn that Republicans are risking a catastrophic default with their demands attached to raising the borrowing cap. “The way to have a real negotiation on the budget is for House Republicans to take threats of default, when it comes to the economy and what it could potentially do to the economy, off the table,” White House press secretary Karine Jean-Pierre told reporters Thursday.

Wall St posts slim gain ahead of big earnings week

Major U.S. stock indexes ended with fractional gains on Friday following mixed earnings results as investors assessed how conflicting economic data might influence interest rates and looked ahead to a massive week of corporate reports.

A survey showed U.S. business activity accelerated to an 11-month high in April, further clouding the outlook for the Federal Reserve’s monetary policy after data earlier in the week indicated a weakening economy.

Procter & Gamble Co’s shares rose 3.5% as customers kept buying despite repeated price hikes, helping the maker of products raging from Tide detergent and Gillette razors to Head & Shoulders shampoo and Crest toothpaste boost its sales forecast and third-quarter margins.

The benchmark S&P 500 has been generally stable over early stages of a first-quarter earnings season that investors expect to show tepid results. Next week will see a flood of reports, including from megacap tech and growth companies whose shares have helped the S&P 500 rally to start the year.

“The market has been basically in a bit of a holding pattern ahead of big tech earnings next week,” said Keith Lerner, co-chief investment officer at Truist Advisory Services. “There is a tug of war between good and bad economic data, good and bad earnings data.”

The Dow Jones Industrial Average rose 22.34 points, or 0.07%, to 33,808.96, the S&P 500 gained 3.73 points, or 0.09%, to 4,133.52 and the Nasdaq Composite added 12.90 points, or 0.11%, to 12,072.46.

For the week, the S&P 500 slipped 0.1%, the Dow dipped 0.2% and the Nasdaq lost 0.4%.

Results next week are due from some of the highest-valued U.S. companies including Microsoft, Google parent Alphabet and Amazon. Amazon shares rose 3% on Friday after a research firm predicted the online retailer’s business in North America would beat Wall Street’s estimates.

The materials group fell 0.9%, most among S&P 500 sectors, weighed down by declines in Freeport-McMoRan Inc and Albemarle Corp. Albemarle slumped 10% after Chile unveiled plans to nationalize the lithium industry. Shares of Freeport dropped 4.1% after the copper miner’s first-quarter profit more than halved.

In other earnings news, HCA Healthcare Inc shares jumped about 4% after the hospital operator lifted forecasts for 2023. Its report boosted shares of other hospital operators.

So far, analysts have largely retained last week’s expectations of a near-5% year-on-year fall in quarterly profits at S&P 500 companies, according to Refinitiv data.

“The unpredictability of earnings and revenue and guidance going forward has increased a lot,” said Peter Tuz, president of Chase Investment Counsel. “You have signs that the economy is softening all over the place.”

Data showed the number of Americans filing new claims for unemployment benefits increased moderately last week, suggesting that the labor market was gradually slowing, while another set of numbers showed factory activity in the U.S. MidAtlantic region slumped more than expected in April.

“The momentum of the data is shifting toward weaker economic growth and the argument in favor of a Fed pause is increasing,” David Russell, vice president of market intelligence at TradeStation.

Russia pounds cities across the country, Ukraine says

Russian forces pounded Ukrainian cities with missiles, mortars, artillery fire and airstrikes over the weekend, killing at least one person and taking out homes and critical infrastructure, Ukrainian officials said Sunday.

The damage reports came in from various hot spots: Kherson, in the south; Kharkiv, in the northeast; and the besieged eastern city of Bakhmut, in Ukraine’s Donbas region, where Russian forces have been slowly but steadily advancing.

“Fierce battles for the city of Bakhmut continue,” according to a Sunday morning update from the Ukrainian military’s General Staff. But the update emphasized that Bakhmut was hardly the only target and that Russian forces had rained down dozens of airstrikes and many other artillery attacks across the country.

The violence comes as Ukraine is preparing for an anticipated counteroffensive that could focus on seizing back territory in the east and south of the country. For Russia’s part, President Vladimir Putin has made the seizure of the entire Donbas region, in eastern Ukraine, a priority for Russian forces.

“The threat of further missile and airstrikes on the entire territory of Ukraine remains high,” the battlefield update said. The Ukrainian reports could not be independently

verified.

In just two southern regions, Zaporizhzhia and Kherson, Russian forces hit more than 30 settlements with mortar and artillery fire over the past 24 hours, according to the update. Shelling killed one person and wounded two others in the Kherson region, said Oleksandr Prokudin, the head of the local military administration.

“The Russian military targeted residential quarters of populated areas across the region,” he said in a post on the Telegram messaging app.

Meanwhile, older explosives buried in the ground continued to maim and kill. The military administration in the Kherson region said that a 30-year-old in a farming town near the regional capital had died after he “came across a Russian explosive.” The report didn’t provide further details, but more than 100 Ukrainians have been killed by mines and other concealed explosives left behind by Russian forces, the Ukrainska Pravda news outlet reported on Saturday, citing Ruslan Berehulia, a Ukrainian demining official. The dead include six children, he said.

Ukrainian teams have been deployed to demine liberated areas but specialists believe there are still thousands of Russian mines, trip wires and booby traps hidden across the country. An area more than four times as large as Switzerland is unsafe because of land mines, the United Nations has estimated.

In Donbas, heavy fighting continues across a wide swath of already ravaged territory. Ukrainian officials said that Russian warplanes dropped 1,000-pound bombs on civilian areas.

One strike took out a critical power station on Saturday in Karlivka, Ukrainian officials said, leaving more than 67 settlements without running water.

Under Russian fire, a Ukrainian soldier evacuates the wounded

The sound of artillery launching and landing along the front line punctures the stillness of the forest just a few miles away, where combat medics are waiting to receive the wounded.

On the horizon, a military vehicle moves along a dusty road and screeches to a halt when it reaches the trees. A soldier named Valentyn parks it there for natural camouflage from Russian drones scouting for Ukrainian military positions.

A group of soldiers, visibly shaken, quickly unloads three bodies that have just been recovered from the front line, placing each one into a plastic body bag and zipping it closed. Their position was shelled and then attacked by a drone, they say.

“They’re shooting at you from all sides. You turn, you run, they hit you, and it’s impossible to get away,” said Maksym, who survived the attack. “This is a big tragedy for us.”

“One more body is left behind with the Russian soldiers,” he added.

Although much of the world’s attention has fixated on the bloody urban battle taking place in Bakhmut, Russia’s campaign in eastern Ukraine is also raging in forests and fields about 50 miles north of the city, near Kreminna. Here, soldiers take positions in trenches surrounded by tall,

slim trees, crouching to avoid the direct line of sight of their Russian enemies.

“People say it’s harsh in Bakhmut,” said Valentyn, who joined the army seven months ago. “But it’s harsh here, too.”

For the past month, Valentyn has been stationed at this evacuation point, traveling back and forth to the front line almost daily to rescue wounded soldiers and recover the dead. His job requires him to drive directly toward Russian forces, and he has come under fire at times.

“There is nothing good about it,” Valentyn said. “What is this war for?”

Ukrainian and Russian military officials have been reluctant to release data on casualties within their ranks, although the U.S. government and military experts estimate that both sides have suffered significant losses in the tens or hundreds of thousands.

For Valentyn, the work of responding to the casualties has been both grim and relentless.

“There is blood everywhere,” he said, while cleaning it from his vehicle. “It has a smell. Especially fresh blood.”

Bright red liquid trickled through his fingers as he rinsed out a bloodied cloth. He drained the cloth and used it again to wipe off the back seat.

“It’s difficult to see young boys die,” Valentyn said. “Sometimes I cry quietly.”

In calmer moments when there is no one to evacuate,

Valentyn travels deep into the forest to transport soldiers to and from the contact line, where Ukrainian and Russian soldiers are sometimes positioned just hundreds of meters apart.

He said at least one group of soldiers couldn’t make it to their position because Russian troops had already taken it over.

“Every day is scary here,” said Viktor, a soldier who returned with Valentyn. “I feel constant anxiety, for our country and our lives.”

His stoic face reflected the fear and horror known only to those who had witnessed the fight in the forest.

“Those who haven’t been there will never understand.”

US and other countries evacuate embassy staff from Sudan

As violence between rival military factions in Sudan entered a ninth day on Sunday, a wave of countries, including France and Britain, mobilized evacuation efforts for their citizens and diplomatic staff within hours of the U.S. announcement.

With the airport in Khartoum ravaged by shelling and a route by land to Port Sudan more than 500 miles away, the evacuation efforts have proved challenging. The United States and France both relied on special operations troops, and Britain said 1,200 of its military personnel were involved in evacuating its diplomatic staff and their families.

Here is a look at the evacuation efforts announced by countries and international organizations:

— The United States evacuated less than 100 people, mostly embassy staff, from Khartoum early on Sunday, President Joe Biden said. Helicopters flew in from the nation of Djibouti, about 800 miles away, to carry them out. About 16,000 U.S. citizens are believed to be in Sudan, mostly dual nationals.

— France said it was coordinating a “rapid evacuation” of its nationals and diplomatic staff in cooperation with its European and allied partners. French special forces brought evacuating diplomats and citizens to a hangar at a military airfield to await on-

ward travel, according to a Western official in touch with the group. The official, who spoke on condition of anonymity given the sensitivity of the operation, said one evacuee had been wounded by a bullet.

— The Netherlands is evacuating its citizens and embassy from Sudan to a “safe” location, according to the Dutch Embassy in Khartoum.

— Britain also evacuated its diplomats and their families from Sudan in what Prime Minister Rishi Sunak called “complex and rapid” operation by armed forces.

— Germany began evacuating its citizens from Khartoum. A similar mission was canceled last week because of the fighting.

— Sweden on Sunday approved a proposal to send 400 personnel from its armed forces to evacuate Swedish citizens and other foreign nationals, describing the situation as “serious.”

— Canada said it had decided to temporarily halt its operations in Sudan and move embassy officials to “work from a safe location outside of the country.”

— Turkey announced it would repatriate its citizens and other foreign nationals who had requested its help by land, traveling through an unnamed third country.

— India had two military transport planes in Jiddah, Saudi Arabia, and a naval vessel in Port Sudan on standby to rescue its citizens. But any movement on the ground

would depend on the security situation, which the government called “volatile.”

— Greece dispatched two aircraft and 30 members of the special forces to Egypt over the weekend in preparation for an evacuation of 120 Greek and Cypriot nationals from Khartoum, the country’s foreign minister, Nikos Dendias, said Sunday.

— Belgium said Sunday that it was collaborating with France and the Netherlands to evacuate European nationals, including Belgians, as quickly as possible.

— A convoy of vehicles carrying staff from the United Nations and other interna-

tional aid groups was traveling from Khartoum for Port Sudan on Sunday, according to a U.S. official in contact with the convoy.

— Saudi Arabia evacuated its diplomatic staff on Saturday by land to Port Sudan, in the country’s east, and from there to Saudi Arabia, according to the Sudanese army leader, Gen. Abdel-Fattah Burhan.

— China issued a notice via its embassy to Khartoum on Saturday asking its citizens to register if they wanted to be rescued.

Airman shared sensitive intelligence more widely and for longer than previously known

The Air National Guardsman accused of leaking classified documents to a small group of gamers had been posting sensitive information months earlier than previously known and to a much larger chat group, according to online postings reviewed by The New York Times.

In February 2022, soon after the invasion of Ukraine, a user profile matching that of Airman Jack Teixeira began posting secret intelligence on the Russian war effort on a previously undisclosed chat group on Discord, a social media platform popular among gamers. The chat group contained about 600 members.

The case against Teixeira, 21, who was arrested on April 13, pertains to the leaking of classified documents on another Discord group of about 50 members, called Thug Shaker Central. There, he began posting sensitive information in October 2022, members of the group told the Times. His job as an information technology specialist at an Air Force base in Massachusetts gave him top secret clearance.

It is not clear whether authorities are aware of the classified material posted on this additional Discord chat group.

The newly discovered information posted on the larger chat group included details about Russian and Ukrainian casualties, activities of Moscow’s spy agencies and updates on aid being provided to Ukraine. The user claimed to be posting information from the National Security Agency, the CIA and other intelligence agencies.

The additional information raises questions about why authorities did not discover the leaks sooner, particularly since hundreds more people would have been able to see the posts.

The exposure of some of America’s

most closely guarded secrets has prompted criticism about how the Pentagon and intelligence agencies protect classified data, and whether there are weaknesses in both vetting people for security clearances and enforcing the mantra that access to secrets should only be given to people with a “need to know.”

The Times learned about the larger chat room from a Discord user. Unlike Thug Shaker Central, the second chat room was publicly listed on a YouTube channel and was easily accessed in seconds.

A chain of digital evidence collected by the Times ties the posts containing the sensitive information to Teixeira. The posts were made under a user name that the Times has previously connected to Teixeira. The person leaking the information said he worked at a U.S. Air Force intelligence unit. Details in videos and photographs he posted matched images posted by family members inside the Teixeira home in North Dighton, Massachusetts. Fellow Discord members sent the user birthday wishes on Dec. 21, the same date Teixeira’s sister wished him a happy birthday on Facebook. And he posted a photograph of an antique Ger-

man rifle for which the Times found an online receipt in Teixeira’s name.

The posts reviewed by the Times appear to be detailed written accounts of the classified documents themselves, and identify which intelligence agency they are from. While it appears that the user likely posted pictures of some documents, those have since been deleted from the chat group.

Joshua Hanye, one of Teixeira’s attorneys from the Boston public defenders office, declined to comment about the latest revelations. Officials from the Federal Bureau of Investigation and the Justice Department also declined to comment.

It appears the first leak came less than 48 hours into Russia’s invasion of Ukraine. “Saw a pentagon report saying that 1/3rd of the force is being used to invade,” the user wrote. Apparently eager to impress others in the group who questioned his analysis, he said: “I have a little more than open source info. Perks of being in a USAF intel unit,” referring to the U.S. Air Force.

Some of the intelligence posted appeared to foretell battlefield developments. On March 27, 2022, he shared classified information about the Russian pullback from Kyiv, information he said he “found on an NSA site.”

“Some ‘big’ news,” he wrote. “There may be a planned withdrawal of the troops west of Kiev, as in all of them.” Two days later, Russian officials announced they were pulling back from the Ukrainian capital.

sualty numbers. He also reported on Ukraine’s targeting priorities and the activities of Russian intelligence agencies. He took particular interest in posting updates of which countries were providing lethal aid to Ukraine.

At times, he appeared to be posting from the military base where he was stationed. In one conversation, he said he was about to enter an area where people with security clearance can access classified computer networks, known as a SCIF — Sensitive Compartmented Information Facility.

How Teixeira obtained the documents that he is accused of posting online has been a key question for investigators. They believe he used administrator privileges connected to his information technology job to access documents. In his posts, Teixeira said his job gave him access to material that others could not see. “The job I have lets me get privilege’s above most intel guys,” he wrote.

Teixeira also claimed that he was actively combing classified computer networks for material on the Ukraine war. When one of the Discord users urged him not to abuse his access to classified intelligence, Teixeira replied: “too late.”

At one point he offered to share information privately with members of the group living outside the United States. “DM me and I can tell you what I have,” he wrote.

On another occasion, he wrote that he was able to access a site run by the National Security Agency, the U.S. spy agency that focuses on communications intercepted from computer networks, to look for updates on the war.

He also claimed to have access to intelligence from U.S. partners. “I usually work with GCHQ people when I’m looking at foreign countries,” he told the chat group in September 2022, referring to Government Communications Headquarters, the British agency for intelligence, security and cyberaffairs.

A spokesman for the NSA declined to comment, referring questions to the Justice Department. A spokeswoman for the British Embassy declined to comment as well.

Teixeira continued to share more detailed information to the larger chat group until a month ago.

“I was very happy and willing and enthusiastic to have covered this event for the past year and share with all of you something that not many people get to see,” he wrote on March 19, before adding, “I’ve decided to stop with the updates.”

Making manufacturing greater again

It can be hard to remember, but initially MAGA seemed to be about more than election lies and cultural/racial grievance. One central theme of Donald Trump’s 2016 campaign was a promise to bring manufacturing jobs back to the United States. And once in office he tried to make good on this promise by slapping tariffs on many imports and engineering tax cuts that were supposed to induce corporations to invest in America rather than overseas.

Unfortunately, his policies were a flop: The promised manufacturing revival never happened.

Remarkably, however, President Joe Biden appears to be presiding over the kind of manufacturing surge Trump had promised. If you follow such things, it seems as if hardly a week goes by without the announcement of plans to build a major new factory in response to Biden-era legislation.

This impression turns out to be true. The advocacy group Climate Power has tracked plans to build scores of cleanenergy factories, producing batteries, electric vehicles and more since the passage of the Inflation Reduction Act (which, despite its name, is largely a climate law). There have also been many factory announcements tied to the CHIPS and Science Act, intended to promote domestic semiconductor production.

And all of this isn’t just talk. While many of the announced projects will presumably take time to get fully underway, spending on manufacturing construction has

already soared; it’s currently running about 75% higher than at any point during the Trump years, and it seems set to go much higher. Goldman Sachs predicts that the Inflation Reduction Act will involve substantially higher government outlays than was initially projected but will also induce trillions of dollars in private investment.

Before I get into the reasons Biden’s manufacturing push is succeeding where Trump’s failed, a few caveats:

First, no policy can restore the economy of the 1950s, when 30% of U.S. workers were employed in manufacturing. All advanced nations, even those like Germany that run persistent trade surpluses, are increasingly becoming service economies with a declining share of manufacturing in employment.

Second, we shouldn’t fetishize manufacturing. A good job is a good job; there’s nothing inherently superior about manufacturing as opposed to health care or even entertainment (a major U.S. export).

Third, some of the current manufacturing surge reflects Buy American rules that are problematic in a couple of ways: They raise costs and create trade frictions with our allies.

The defense of Biden policy goes something like this: The CHIPS Act promotes domestic manufacturing because it’s about national security in a time of growing tension with China. The Inflation Reduction Act is de facto protectionist in part because that was the only way to get crucial climate legislation passed, but it also promotes domestic manufacturing to help lagging regions within the United States and blue-collar workers.

We can argue about these pros and cons, but my question right now is about results: Why is Biden’s manufacturing push succeeding where Trump’s failed?

Trump’s tariffs seem to have failed to boost manufacturing in part out of sheer incompetence: By raising the cost of steel and other industrial inputs, they made U.S. industry as a whole less competitive, and overall probably reduced manufacturing employment.

As for Trump’s tax cut, it was basically trickledown economics: Increase corporations’ after-tax profits and hope they create more jobs. This failed (as trickle-down consistently does) because the underlying premise was wrong: Taxes on corporate profits weren’t a significant factor deterring investment in the United States, so the tax cut didn’t boost U.S. manufacturing. All it did was give corporations a financial windfall.

Biden’s policies, by contrast, might be described as trickle-up economics. Instead of offering corporations broad tax cuts, they provide incentives for the transition to an economy that runs on renewable energy: tax credits for production of or investment in clean energy, for consumers who purchase electric vehicles or energy-efficient appliances, and so on. Combined with Buy American provisions, these incentives will create increased demand for a wide range of U.S.-produced manufactured goods, from batteries to electric motors.

And business is responding to that prospective increase in demand by investing a lot more in American manufacturing than it has for a long time.

Can this policy be criticized? Of course. Biden may be trying to kill too many birds with one stone — using targeted tax credits to save the planet and create good blue-collar jobs and lift up lagging regions. Trying to do all these things at once may lead to doing none of them especially well.

And it’s not at all clear whether these policies will succeed in their implicit political goal: winning back working-class voters who have gone down the MAGA rabbit hole.

Still, the fact is that Biden is actually doing something Trump boasted about but never achieved: promoting a significant revival in U.S. manufacturing.

“Hemos destacado un gran componente de nuestros profesionales de emergencias de salud en este evento para garantizar una adecuada cobertura médica y atender los imprevistos de salud, que pueden ocurrir en actividades multitudinarias como ésta, con la prontitud y efectividad que requieren”, dijo el secretario en declaraciones escritas.

El personal de Medicina de Campo ocupará dos hospitales portátiles, en uno de los cuales proporcionará asistencia médica, mientras que en el otro mantendrán los medicamentos y otros suministros. Toda persona que resulte lesionada será transpor-

S AN JUAN – El joven Josué Solá Soto resultó ser el primer recipiente de la Beca Virginia Pennock para Reválida LARE, la cual tiene como propósito fomentar la continuación en los procesos de reválidas para los futuros profesionales en la arquitectura paisajista en Puerto Rico, así lo anunció la arquitecta paisajista Olga Angueira Andraca durante la celebración del Mes de la Arquitectura Paisajista en el Colegio de Arquitectos y Arquitectos Paisajistas de Puerto Rico (CAAPPR). La Beca Virginia Pennock aportará el costo de una de las primeras dos parte de la reválida LARE, acreditará un año de membresía del CLARB (Council of Landscape Architectural Registration Boards) y un año de la cuota de colegiación.

“La Beca Virginia Pennock sirve para recordar la memoria de una excelente profesional de la arquitectura paisajista como también ayudar a los profesionales emergentes a culminar el proceso de licenciatura y así ponerse al servicio de Puerto Rico. Killer moms and bloody elevators: A talk with the stars of ‘Evil Dead Rise’

Actresses Alyssa Sutherland and Lily Sullivan grew up near each other in Brisbane, Australia, a serendipitous discovery they made when they were cast to play sisters in the new horror film “Evil Dead Rise” (now in theaters). Sullivan enjoyed riding motorbikes and exploring the outback. Sutherland’s mom taught her to be like Annie — “Get Your Gun,” not Warbucks.

“This is a generalization, but Australian women aren’t superprecious,” said Sutherland in a recent video call. “My mom’s always been like, ‘Well, if a man can take a chain saw to a hedge, I can take a chain saw to a hedge’ — and she did, recently.”

But what about a chain saw to the head? That is but one of many bodily injustices Sutherland and Sullivan encounter in this relentlessly gory addition to the “Evil Dead” universe. In it, they play Ellie and Beth, estranged sisters who reunite at Ellie’s apartment on the night that one of Ellie’s kids reads an ancient text that summons an evil demon. Ellie gets possessed, unleashing a brutal assault on her family.

Written and directed by Lee Cronin, this is the fifth film in a beloved horror franchise that includes the 1981 original and two sequels, all directed by Sam Raimi and starring Bruce Campbell, plus Fede Álvarez’s 2013 remake. Over video, Sullivan joined Sutherland to talk about women in horror, faith in fans and gore in excess. (The interview has been edited and condensed.)

Q: This “Evil Dead” is all about the lives of women. Was that a draw for you?

SUTHERLAND: I don’t know if I’ve ever seen a character like Ellie on screen. She’s a horrifically bad woman, and that is so exciting to me. In “The Shining,” we could have a dad turn on his family, but to watch a mother turn on her family? I know that was a real risk for Warner Bros. and New Line to take, but they were behind us. I don’t get roles like that. I don’t think many actresses do, so to sink my teeth into it — I love that.

SULLIVAN: It was a joy to enter this primal essence and get into the animal, which is superrare. Also, these women are completely flawed. They have a bit of grit. Tight energy that gets to explode is such a rare experience and expression for women to do on screen.

Q: Behind the scenes, it was mostly men.

SULLIVAN: Yes, and we pass the Be -

chdel test. But it wasn’t like, “Wow, female, how good for us.” Lee, when he developed the script, was like, “My sister and my mom can be the most twisted people I know.” It’s what Lee knows, as opposed to “Let’s make ‘Evil Dead’ female.”

Q: How do you think “Evil Dead” fans will respond?

SUTHERLAND: I don’t think any of us were looking to try to please fans. Having been a people pleaser most of my life, it doesn’t really work. But we have deep respect for the films that came before. Lily and I watched it again last night at a screening, and we were laughing the whole way. My laughter at points was uncomfortable. But what Lee does so well is that he makes it OK for you to laugh.

SULLIVAN: Laughter is medicine and blood is God in this film.

Q: I’ll say. Please tell me you had fun being so disgusting on set.

SUTHERLAND: I’m pretty masochistic.

[Laughs] If I’ve had a really hard day’s work, I feel very satisfied. Like, my beer tastes better that night. I’m one of those people that’s like, “I’ve got to earn my weekend.”

SULLIVAN: There were days where they were like, “We’re going to dunk you in a giant tank of blood” and “Hey, Lil, check out this slippery slide where it’s going to drop this ton of blood in an elevator, like ‘The Shining’” — there were so many moments where you would be hysterically laughing. Then it becomes a very serious working environment. It’s a rare, extreme boundary to be working in, and it’s great to cross that boundary.

Q: Alyssa, your character says and does awful things to her kids. What did it take, inside yourself, to do that?

SUTHERLAND: I think a lot of women can relate to having some unexpressed rage. I’ve definitely been conditioned to self-sacrifice and abandon myself to make other people comfortable and deny my own needs. That

leaves a residue inside of you. I’m tapping into rage from somewhere else to be able to say these things.

Q: Lily, what was it like to tread inside that blood elevator?

SULLIVAN: You get to genuinely act. While the elevator is filling up and there’s bleeding through the walls, you’re like, “It’s actually happening.” You didn’t have to extend your imagination too far. But then you get to the fourth hour and you have to go to the bathroom and the resets are really intense but you want to get the shots. It was kind of a nightmare and I’m kind of claustrophobic, but I love the adrenaline. It was like being at horror summer camp, having a great time.

Q: A controversial scene in the original “Evil Dead” involves a female character being sexually assaulted by a possessed tree. Alyssa, your character experiences something similar in this film, but it’s not depicted as a sexual assault.

SUTHERLAND: I’m really happy that the possession scene was different. Again, you pay respect to what’s come before. But we’re in a different place in society. Back then, that’s where we were at. You look at any movie from 40 years ago, there are things that don’t necessarily date so well. I like that we’ve moved on.

Q: Are you horror fans?

SUTHERLAND: Now I am. I wasn’t in the past just because my imagination is way too active. I have a difficult time sleeping as it is without having watched a horror film beforehand.

SULLIVAN: If I’m paralyzed by the end of the film and laughing uncontrollably because it rocked me, that’s my happy place.

Fasten your seat belts: What you need to know about turbulence

Countless travelers have experienced the distinct anxiety-inducing sensation of turbulence on flights: eyes squeezed shut, hands clamped to the armrests for dear life, bracing for the roller coaster to come.

Recent incidents have left dozens of passengers with injuries. Last month, seven passengers on a Lufthansa flight from Texas to Frankfurt, Germany, were hospitalized with minor injuries after their plane encountered severe turbulence as it flew over Tennessee. And in December, about two dozen people, including an infant, were hurt on a Hawaiian Airlines flight from Phoenix to Honolulu that hit rough air shortly before landing.

The recent reports raise questions about whether turbulence is getting more frequent and intense.

We spoke to a handful of experts to learn more about the tricky-to-predict weather phenomenon. Here’s what they said.

What is turbulence?

Turbulence is unstable air movement that is caused by changes in wind speed and direction, such as jet streams, thunderstorms, and cold or warm weather fronts. It can range in severity, causing minor to dramatic changes in altitude and air speed.

It’s not just associated with inclement weather, but can also occur when skies appear placid. And it can be invisible both to the eye and weather radar.

There are four classifications for turbulence: light, moderate, severe and extreme. In cases of extreme turbulence, pilots can lose control of the airplane, and there can even be structural damage to the aircraft, according to the National Weather Service.

Is turbulence increasing? And if so, why?

Recent research indicates that turbulence is rising and that this change is sparked by climate change — specifically, elevated carbon dioxide emissions affecting air currents.

Paul Williams, a professor of atmospheric science at the University of Reading in England, has studied turbulence for more than a decade.

Williams’ research has found that clear air turbulence, which occurs most frequently at high altitudes and in winter, could triple by the end of the century. He said that this type of turbulence, of all categories, is increasing around the

world at all flight altitudes.

His research suggests that we could encounter bumpier flights in the coming years, which could potentially result in more passenger and crew injuries.

How is turbulence monitored and measured?

Meteorologists rely on a variety of different algorithms, satellites and radar systems to produce detailed aviation forecasts for conditions such as cold air, wind speed, thunderstorms and turbulence. They flag where and when turbulence might happen.

Jennifer Stroozas, a meteorologist at the weather service’s Aviation Weather Center, called turbulence “definitely one of the more challenging things to predict.”

Using these forecasts, in addition to guidance from air traffic controllers, pilots attempt to skirt turbulent areas by adjusting their altitude to find the smoothest ride. This means flying higher or lower than the altitude where forecasters predict turbulence and potentially burning more fuel than initially anticipated, an endeavor that can be costly.

Robert Sumwalt, a former chair of the National Transportation Safety Board who now heads a new aviation safety center at Embry-Riddle Aeronautical University, stressed that it was impossible to prevent or predict all turbulence.

“There is always the possibility of unexpected rough air,” Sumwalt said. “Generally, it’s not going to hurt you and not going to pull the wings off the airplane.”

Turbulence also presents a greater threat to small planes that are more susceptible to changes in wind speed, rather than larger commercial airliners, Stroozas of the weather service said.

Is it that dangerous? How can I stay safe during turbulence?

Airplanes are designed to withstand rough conditions, and it is rare for aircraft to incur structural damage because

of turbulence.

But turbulence can toss passengers and crew members around, potentially causing grave injuries. Multiple experts emphasized that staying seated and keeping your seat belt on as much as possible during flights were the best ways to reduce risks.

“If you stay fastened, you’re far less likely to incur an injury,” said Thomas Guinn, a professor of applied aviation sciences at Embry-Riddle Aeronautical University.

In severe turbulence, the vertical motion of the plane will exceed gravity’s pull, Williams said.

“What that means is that if you’re not seat-belted, by definition, you’ll become a projectile. You’re a catapult. You will lift up out of your seat,” he said.

Fatalities caused by turbulence, while exceedingly uncommon, do happen. The last time a passenger on a commercial flight died from a turbulence-related injury was in 1997, when a United Airlines flight from Tokyo to Honolulu experienced severe turbulence over the Pacific Ocean, according to an NTSB investigation. This passenger was not wearing a seat belt and flew up from her seat, possibly striking her head on the luggage bin, according to the investigation.

Last month, a former White House aide aboard a business jet traveling from New Hampshire to Virginia died from fatal injuries initially attributed to severe turbulence. However, a preliminary NTSB investigation found that the airplane’s pilots turned off a switch stabilizing the aircraft, causing it to briefly oscillate in the air.

What about babies on laps?

Children 2 years old and younger are allowed to be carried on an adult’s lap during flights, but many industry experts, citing dangers such as turbulence, believe this practice should be prohibited.

Last month, the Association of Flight Attendants-CWA, a union representing about 50,000 flight attendants across 19 airlines, renewed its decadeslong push for every passenger to have their own seat, no matter their age.

Sara Nelson, the union’s president, said in an interview that with turbulence becoming “much more common” lately, the need for young children to be properly secured in child safety seats during flights is a greater priority.

“We are talking about events in the cabin that are potentially deadly but survivable when you do the right things to protect yourself,” Nelson said.

Unexpected turbulence is the leading cause of pediatric injuries on airplanes, according to the Federal Aviation Administration, which has detailed information about various child restraint systems and how to correctly install them onto airplane seats. Some of these products are compatible for both cars and airplanes.

For decades, the FAA and NTSB have urged parents to secure young children in their own ticketed seats and in an approved safety seat. The American Academy of Pediatrics also echoes this guidance. There is no federal law requiring these measures.

A: La Parte Demandada, al (a la) Secretario(a) de Hacienda de Puerto Rico y al Público General: Certifico y Hago Constar: Que en cumplimiento con el Mandamiento de Ejecución de Sentencia que me ha sido dirigido por el (la) Secretario(a) del Tribunal de Primera Instancia, Sala Superior de Guaynabo, en el caso de epígrafe, venderé en pública subasta y al mejor postor, por separado, de contado y por moneda de curso legal de los Estados Unidos de América y/o Giro Postal y Cheque Certificado, en mi oficina ubicada en el Tribunal de Primera Instancia, Sala de Guaynabo, el 6 de junio de 2023, a las 11:00 de la mañana, todo derecho título, participación o interés que le corresponda a la parte demandada o cualquiera de ellos en el inmueble hipotecado objeto de ejecución que se describe a continuación: APARTAMENTO DOCE GUION A (12-A): Apartamento localizado en el piso número Doce (12), de forma irregular situado en el centro del lado Norte del Edificio denominado CONDOMINIO TORRIMAR PLAZA (ANTES ALTOMAR), y que consta de sala, comedor, tres (3) cuartos dormitorios con sus respectivos “closet”, sirviendo uno de ellos como vestidor, tres (3) cuartos de baño, dos de los cuales tienen el lavamanos fuera de la paredes del área del baño, cocina con espacio de lavandería, plafón lumínico colgante, además de un “closet” de almacenamiento ocupado parcialmente ocupado parcialmente por el calentador de agua, un balcón con espacio para la unidad de condensación del aire acondicionado central del apartamento, en los pasillos hay tres (3) “closets”, uno de los cuales es para el evaporador del aire acondicionado central de Apartamento, en otro de los “closets” se encuentra un conducto de ventilación cuya área no se incluye en el área del Apartamento, todas las dependencias del Apartamento se comunican interiormente.

Este Apartamento tiene acceso a través de un pasillo y un vestíbulo de uso común que se comunica directamente con la sala. Tiene un área aproximada de MIL SEISCIENTOS SETENTA Y OCHO PUNTO CERO CERO PIES CUADRADOS (1,678.00 P.C.), equivalentes a CIENTO CINCUENTA Y CINCO PUNTO NOVENTA Y CONCO METROS CUADRADOS (155.95 M.C.). Colinda; por el NORTE, con área verde del patio posterior que separa el edificio de la servidumbre de paso de la Carretera Estatal número Ciento Setenta y Siete (177); por el SUR, con el pasillo de uso común limitado, con una conducto de ventilación y con el “closet” de teléfono; por el ESTE, con pared que lo separa del espacio libre; y por el OESTE, con pared que lo separa del Apartamento número Doce guion B (12-B). Le corresponde el espacio de estacionamiento marcado con el número Noventa y Uno (91). Noventa y Dos (92) y Ciento Dos (102). Le corresponde un porcentaje de uno punto cuarenta por ciento (1.40%). Inscrita al folio 270 del tomo 532 de Guaynabo, finca 22,090, Registro de la Propiedad de Guaynabo. La Hipoteca Revertida consta inscrita al folio 160 del tomo 1430 de Guaynabo, finca 22,090, Registro de la Propiedad de Guaynabo, inscripción 5ª. Propiedad localizada en: 40 CALLE 10, COND. TORRIMAR PLAZA APTO. 12-A, GUAYNABO, PUERTO RICO 00969. Según figuran en la certificación registral, la propiedad objeto de ejecución está gravada por las siguientes cargas anteriores o preferentes: Nombre del Titular: N/A. Suma de la Carga: N/A. Fecha de Vencimiento: N/A. Según figuran en la certificación registral, la propiedad objeto de ejecución está gravada por las siguientes cargas posteriores a la inscripción del crédito ejecutante: Nombre del Titular: Secretario de la Vivienda y Desarrollo Urbano. Suma de la Carga: $412,000.00. Fecha de Vencimiento: 25 de julio de 2086. Se entenderá que todo licitador acepta como bastante la titularidad de la propiedad y que todas las cargas y gravámenes anteriores y los preferentes al crédito ejecutante antes descritos, si los hubiere, continuarán subsistentes. El rematante acepta dichas cargas y gravámenes anteriores, y queda subrogado en la responsabilidad de los mismos, sin destinarse a su extinción el precio del remate. Pedro Hieye González, Alguacil Supervisor de la División de Subastas del Tribunal de Primera Instancia, Sala Superior de San Juan, a los demandados y al público en general les notifico que, cumpliendo con un Mandamiento que se ha librado en el presente caso por el Secretario del Tribunal de epígrafe con fecha 4 de abril de 2023, y para satisfacer la Sentencia por la cantidad de $397,583.89 de principal, dictada en el caso de autos el 10 de marzo de 2021, notificada el 11 de marzo de 2021, procederé a vender en pública subasta, al

mejor postor en pago de contado y en moneda del curso legal de los Estados Unidos de América, todo derecho, título e interés que hayan tenido tengan o puedan tener los deudores demandados en cuanto a la propiedad localizada en el: Municipio de San Juan, Puerto Rico, el bien inmueble se describe a continuación: URBANA: Propiedad Horizontal: Apartament number 2-C, located on the second floor of the Condominium Solemar at the Condado Section, Santurce, San Juan, Puerto Rico. lt has a private area of approximately 1.190.00 square feet. lts boundaries are as follows: on the North, with stairway, incinerator and corridor to elevators; on the East, with wall facing open concrete terrace, the Atlantic Ocean and Presbyterian Hospital: on the South, with exterior wall facing entrance ramp and visitors parking and, on the West, with wall facing open concrete terrace and extension of Washington Street. This apartment consists of living dining room, two bedrooms, one bathroom, kitchen, laundry, one vestibule, one linen closet, one utility closet and one compartment for air conditioning This kitchen is equipped with kitchen cabinets an electric range, hood, and garbage disposal unit. The apartment is located genarally toward the South end of the building and its principal entrance leads to the hallway which gives access to the elevators. The kitchen door leads to the stairway. The above described property has a right of exclusive use as an annex to the right of private ownership of said property to use a duly marked and numbered space located on the basement of the building for the purpose of parking a motor vehicle. Corresponde a este apartamento en los elementos comunes generales una participación igual a 2.5225% y en los elementos comunes limitados corresponde a este apartamento una participación igual a 33.7440%. Finca 18752, inscrita al folio 206 del tomo 517 de Santurce Norte, Registro de la Propiedad de San Juan, Sección l. Que con el importe de dicha venta se habrá de satisfacer a la parte demandante las cantidades adeudadas, según la Sentencia dictada en el caso de epígrafe, por el Tribunal de Primera Instancia, Sala Superior de San Juan. El tipo mínimo para la subasta será la suma de tasación pactada, la cual es $410,400.00, para la propiedad descrita. Si no produjere remate o adjudicación la primera subasta, se procederá a una SEGUNDA SUBASTA y servirá de tipo mínimo de 2/3 partes del valor de la tasación, o sea $273,600.00. AVISO DE DEMANDA con Prohibición de Enajenar dictado en el Tribunal de Primera Instancia Sala de San Juan sobre Interdicto sobre Cobro de Dinero caso civil #SJ2020CV046413 seguido por la Junta de Directores del Condominio Solemar vs Grace Monje La Fosse, mediante la cual se reclama el pago de $6,384.89 por concepto de deuda con la póliza de seguro, según Orden del 3 de mayo de 2021 y Mandamiento del 11 de mayo de 2021, anotado al tomo Karibe finca #18752 de Santurce Norte, el 28 de junio de 2021 anotación “B”. EMBARGO ESTATAL contra Grace Monge Laffosse (así surge) seguro social #XXX-XX-1644 por la suma de $40,135.86 en concepto de Ley #210 del 2015, según Certificación expedida por el Departamento de Hacienda de Puerto Rico el 13 de julio de 2022, anotado al asiento 2022006686-EST el 21 de julio de 2022 en el Sistema de Embargos y Sentencias Karibe. Se le advierte a los licitadores que la adjudicación se hará al mejor postor, quien deberá consignar el importe de su oferta en el

NFL walks a fine line on players’ betting

When the Supreme Court cleared the way for legalized sports gambling in 2018, the NFL rushed to embrace a lucrative line of business it had denounced for decades as bad for the sport. There was, after all, new money to be made. The consequences of that about-face are now coming due.

The league last Friday handed down some of the strictest penalties it has ever issued, banning three players for at least the 2023 season for betting on NFL games and suspending two others for six games for other violations of the league’s betting policy. The scale of the latest scandal and the terse verdict from the league rekindle questions about the precarious line the NFL is trying to walk on gambling.

The indefinite suspension of three players — receiver Quintez Cephus and safety C.J. Moore of the Detroit Lions and defensive end Shaka Toney of the Washington Commanders — means that five players in the past four years have received at least seasonlong bans for betting on NFL games, after decades without any such punishments. This past week’s investigation ended with two more Lions players — receivers Stanley Berryhill and Jameson Williams — suspended for six games for lesser gambling violations that did not include betting on NFL games.

This kind of scandal may have been what the NFL was guarding against during the 25 years it spent inveighing against legalized sports betting. “We should not gamble with our children’s heroes,” Paul Tagliabue, then the league’s commissioner, testified to Congress in 1991 in support of legislation that effectively banned sports betting nationwide. In 2012, it was Roger Goodell’s turn to take up the cause.

“The NFL cannot be compensated in damages for the harm that sports gambling poses to the goodwill, character and integrity of NFL football,” Goodell wrote in a declaration for a court case about sports betting.

Yet, in 2018, when the Supreme Court overturned the law that Tagliabue had championed, paving the way for states to legalize sports betting, the NFL quickly reversed course and sought to profit. Once a critic of everything Las Vegas stood for, the league in short order permitted the Raiders to build a stadium just off the Strip with a view of Luxor’s pyramid, held the Pro Bowl and the draft in the city, and will conclude the 2023 season with a Super Bowl there.

In the process, the league swung the door open to the very harm its leaders spent a quarter century warning against.

“Now, the young athletes are coming up in professional sports leagues with mixed messaging, not just from society and gambling companies, but from the sports leagues themselves,” said Marc Edelman, a law professor and director of sports ethics at Baruch College. As long as the NFL has partnerships with betting companies, advertises betting during its games and encourages betting to the point of having sportsbooks on-site at NFL stadiums, there will be “a level of cognitive dissonance for some players,” who may not fully realize the ramifications if they do bet on sports, Edelman said.

The NFL, which says it educates all personnel annually about its gambling policies, has justified its stringent penalties as being necessary to protect the “integrity of the game.” Yet, the NFL did not disclose enough information about the viola-

tions for the public to know whether the players bet on their teams’ games, or bet in coordination with one another, or how they were caught. There has been no clarity from the league on whether, or how, the integrity of that game or others was at risk.

The seriousness of the discipline, on par with that levied against players who have previously bet on their own teams, seemed aimed at deterring others. But the league’s explanation of its penalties fell short of another purpose: ensuring public trust.

In a 181-word statement, issued on the cusp of the weekend, the league asked fans to take at face value its single-sentence assertion that “a league review uncovered no evidence indicating any inside information was used or that any game was compromised in any way.”

But the league has a track record of not being forthcoming about damaging information. The NFL destroyed the videotapes and other evidence it collected as part of the 2007 Spygate investigation, which showed that the New England Patriots had filmed their opponents’ sideline to steal signals. And it refused to compel and release a written report detailing the findings of the league-sponsored investigation into accusations of workplace abuse and harassment under Daniel Snyder’s leadership of the Commanders.

Although sports betting has been widely legal in the United States for only a few years, today’s players have effectively been raised on gambling as entertainment. Sports-betting apps borrow from the microtransactions and loot boxes that are widespread in video games, and many are created by the same companies that once saturated the NFL’s airwaves with advertisements for daily fantasy sports.

“The ease with which people can bet on sports on their phone is a boon to the sports gambling industry, because it puts a casino at the tip of everybody’s hand,” Edelman said. “But it is much easier for somebody to make an instantaneous decision to place a single bet of a small amount without thinking twice about it, and only realizing afterward that’s a violation.”

Many sports-betting experts argue that catching players betting is evidence the system is working. With sports leagues, betting data companies and law enforcement aligned, their monitoring, they say, is more effective at rooting out illicit activity now that betting is legal.

The partnerships the NFL has forged with sports-betting companies are estimated to be worth hundreds of millions of dollars annually. Instead of the “damages” Goodell warned of in 2012, the NFL has reaped spoils, including massive sponsorship deals with casinos — while a handful of players have paid a steep price as the league heralds its integrity.

Arizona Cardinals defensive back Josh Shaw, who was suspended in 2019 for more than a season for betting on NFL games, has never played in the NFL again. Former Atlanta Falcons receiver Calvin Ridley, a former first-round pick, was traded to the Jacksonville Jaguars during his season-long suspension and was reinstated in March. The Lions promptly cut Cephus and Moore on Friday.

Bob Boland, a sports law professor at Seton Hall who teaches subjects that include gaming law, described the influx of new gambling money to the NFL as having a “steroidal effect” that hastened the league’s abandonment of its view of gambling as an existential threat.

“That probably will dissipate with time,” Boland said. “But it’s certainly sent a message that we’re no longer treating this with the amount of fear and trepidation that we used to, so maybe you shouldn’t worry about it, either.”

Finding a palatable way to embrace something long viewed as a vice, Boland added, “is a difficult challenge,” particularly when the change happened so quickly.

Goodell was right in 2012 that there would be a cost to legalizing sports betting. But the NFL continues to hope it won’t be the one to pay it.

With Las Vegas land deal, Athletics may finally leave Oakland

For more than half a century, the Oakland Athletics were one of the signature professional sports clubs in the Bay Area, a consistent presence alongside Interstate 880, while other teams in the city like the Oakland Raiders, the Golden State Warriors and even the California Golden Seals came and went.

Last week, the A’s announced that they also plan to leave, abandoning Oakland just as those other teams did, for what they hope will be a more lucrative and successful future on the Las Vegas Strip.

The club announced it had reached an agreement to acquire land near the famous street of casinos and hopes to begin playing games in a new billion-dollar retractable roof stadium there by the 2027 season.

The deal on the 49-acre site in Nevada, which the team’s president, Dave Kaval, confirmed Wednesday night, will seemingly end years of tense negotiations for a new stadium in the Bay Area, an investment the team insisted it needed to remain financially viable and competitive with its peers in Major League Baseball.

“The reality is that despite six years of very hard and sincere work for a visionary stadium in Oakland, the progress necessary for it to succeed is just not occurring,” Kaval said in an interview Thursday. “We just are not able to see a path where we would be able to open a stadium in Oakland any sooner than seven or eight years from now. That is just too long, and it doesn’t work on anyone’s timeline.”

The A’s would become the first MLB team to relocate since the Montreal Expos moved to Washington, D.C., in 2005 to become the Nationals. Before that, a team hadn’t moved since the Washington Senators left for Arlington, Texas, and became the Texas Rangers after the 1971 season.

For baseball, it is a chance to follow the NFL, the NHL, the WNBA and the NCAA men’s basketball tournament into a Las Vegas market long coveted by sports leagues and team owners, even as it was once considered taboo because of its strong association with sports gambling, which is now legal in many states.

Attendance at Oakland Coliseum has plummeted in recent years to untenable levels, with the team consistently ranking

toward the bottom of MLB. Since 2006, the A’s had either the lowest or second lowest average attendance six times. Last season, the run-down and cavernous Coliseum was the only venue in baseball to average fewer than 10,000 fans a game.

In the past decade, the A’s have explored moves to Fremont, California, and San Jose, California, before settling on a detailed plan for a waterfront stadium in Oakland. Two years ago, they announced, with MLB’s blessing, that they would simultaneously investigate the possibility of moving to Las Vegas, a two-pronged approach that appeared to many skeptics as predestined to leave Oakland behind.

The news that the team had a land deal in Las Vegas drew an angry response in Oakland. Mayor Sheng Thao of Oakland issued a statement saying the city would no longer negotiate with the A’s, whom she contended had “simply been using this process to try to extract a better deal out of Las Vegas.”

“I am not interested in continuing to play that game,” Thao said. “The fans and our residents deserve better.”

The decision is also sure to infuriate A’s fans, who have bemoaned the team’s unwillingness to spend the money required to field a competitive team that would rival its championship clubs of the early 1970s; the home-run-bashing A’s of the late ’80s; and the more budget-conscious teams that followed — clubs that introduced baseball to the cost-cutting, value-centered approach known as Mon-

eyball.

Kaval said he saw the mayor’s statement and said the team was willing to maintain a dialogue with the city, even though the decision had been made to move.

“We are focusing our efforts on Las Vegas at this time,” he said. “We feel that there is a path there to get an approval on a timeline that MLB has dictated, and we are putting all our effort into that at the current moment.”

The Athletics still need to secure an agreement to finance the stadium through private and public funding, Kaval said, and to get formal approval from MLB, which has repeatedly signaled it supports the move.

“There are still material steps left to get to a point where we can formally move and relocate to Southern Nevada,” Kaval said, “but this is a big milestone and one that we understand from all parties is building momentum in Southern Nevada.”

MLB Commissioner Rob Manfred, in a statement provided to The New York Times, said, “We support the A’s turning their focus on Las Vegas and look forward to them bringing finality to this process by the end of the year.”

If and when the team moves, Las Vegas would become the fourth city the Athletics franchise has called home. Originating in 1901 as the Philadelphia Athletics, the team moved to Kansas City, Missouri, in 1955 and to Oakland in 1968. The Athletics have often struggled on the field, but

they have always been mobile.

In recent years, the situation grew more dire, as Oakland faded as a competitive force, selling off all of the team’s prominent players without developing suitable replacements, resulting in an MLB-low payroll of $58.2 million for 2023.

In an affront to the fans, the team increased ticket prices in the Coliseum. As a result, attendances fell further, sometimes to fewer than 3,000 fans a game.

Those who did show up were among the most loyal in baseball. To try to signal to the team that interest still existed, a group of A’s fans this week announced plans for what they said would be a reverse boycott: an effort to show the team their numbers and commitment by filling the Coliseum for a weeknight game in June. It now appears the initiative may have been in vain, and the group called the decision “a slap in the face.”

“We are absolutely disgusted and heartbroken to hear the news that the Oakland A’s will be building a new stadium in Las Vegas,” the group, Rooted in Oakland, said in a statement. “It is truly a heartbreaking day for Oakland A’s fans.”

Now the A’s will have to contend with a near future in which their relationship with fans in Oakland could be harmed even further. The team’s lease at the Coliseum runs out after the 2024 season, and possibilities include a short-term solution of playing games in San Francisco’s Oracle Park or moving early to Las Vegas Ballpark, currently occupied by the Las Vegas Aviators, a Class AAA affiliate of the A’s.

“That is an option,” Kaval said of the possibility of relocating to the Las Vegas minor league field, which holds fewer than 10,000 fans.

The A’s impending departure will signal the end of an era for major professional sports leagues in Oakland, a port city that has in recent years become an extension of California’s Silicon Valley.

The NFL’s Oakland Raiders, who were founded in 1960, moved to Los Angeles in 1982 for 13 years and then back to Oakland before settling in Las Vegas in 2020 inside a glittering new stadium. After 47 seasons in Oakland, the NBA’s Golden State Warriors slipped across the bay to San Francisco in 2019, and the NHL’s Golden Seals abandoned Oakland for Cleveland in 1976.
