The Puerto Rico Energy Bureau (PREB) has extended to May 31 the termination date for nine of 23 renewable energy and battery storage contracts that were going to expire today unless they achieve closing.
Achieving closing has been difficult because the service providers are seeking to amend agreements to accommodate inflation and new prices.
The decision comes as the Puerto Rico Electric Power Authority (PREPA) informed the PREB that four of the proponents have opted not to close any power and purchase operating agreements (PPOAs), the PREB announced earlier this week. The identity of the service providers that left the tender was not provided. The initial contracts are with Clean Flexible Energy LLC, CS-UR Juncos PY LLC, Convergent Coamo Energy Storage 1 LLC, Esmeralda Solar Farm LLC, Diversys Solar LLC, Go Green Usa America Corp., Pattern Barceloneta Solar LLC, Guayama Solar Energy LLC, Solaner Puerto Rico One LLC, Solarblue Bemoga LLC, YFN Yabucoa Solar LLC, Tetris Power LLC, Enerxia Solar LLC, Pattern Vega Baja Solar LLC, and Ciro Two Salinas LLC. Except for AES, the rest did not respond to requests for comment.
PREPA has been working against the clock to close the renewable energy agreements, especially the nine expiring today. The rest expire in June. The Tranche 1 bid consisting of the procurement of 1,000 megawatts (MW) of renewable energy capacity and 500 MW of battery storage was tendered in 2021.
On April 4, the PREB ordered PREPA to close all of the energy PPOAs and five battery storage contracts within a 60-day extension period the regulator had previously granted.
After PREPA insisted it was going to be difficult to close the contracts, the PREB on April 17 ordered PREPA to file the best offer received from each project so that it may consider a potential extension of the deadline. The regulator had initially said it would not grant extensions.
On April 20, PREPA’s governing board approved changes to the “levelized cost of energy, which varies in each contract, to provide the flexibility needed to close the negotiations.”
The levelized cost of energy (LCOE) is a number used in calculating the present value of the total cost of building and operating a power plant over an assumed lifetime.
In its Monday, April 24 order granting an extension, the PREB ordered PREPA to provide, no later than this Friday, supporting information on the LCOE and LCOS (levelized cost of storage) values for the projects. The PREB also ordered PREPA to resubmit any amended PPOAs for the regulator’s approval at least 15 days before the expiration of the applicable termination dates.
With the news of the most recent death of a cyclist on island roads, at-large Sen. Keren Riquelme Cabrera asked the Senate to approve a package of measures of her authorship that seeks to implement new initiatives to make the roads safer for bike riders.
“In October 2022, we filed a package of measures to make our streets safer for the enjoyment of cycling enthusiasts in Puerto Rico. Unfortunately, the measures have not been addressed,” the New Progressive Party senator said. “Today, sadly, we woke up to the news of the death of another cyclist in Puerto Rico. I call on the parliamentary majority to begin the evaluation of this package of legislation with the urgency merited by the problems we face.”
On Tuesday morning, the Police Bureau reported that a man died when he was hit by a truck on highway PR-6 in the jurisdiction of Bayamón. The victim was
the fifth cyclist to die this year in roadway accidents in Puerto Rico.
“These measures are important; the safety of cyclists is at stake,” Riquelme said. “We have not
addressed them for months. I hope that they will be evaluated in the full Senate before the end of this session in June.”
Senate Bill 1059, filed on Oct. 20, directs the Department of Transportation and Public Works (DTOP by its Spanish acronym), as well as the Highways and Transportation Authority to integrate the development of new bike lanes and the expansion of existing ones, all within its “Strategic Road Safety Plan” for the next fiscal year 2023-2024, which begins on July 1.
Senate Resolution 346, meanwhile, orders the DTOP to submit a detailed report on the current condition of bike lanes, including the current plans to address repairs that are being worked on at the moment and those scheduled in a recurring maintenance program, which must include correcting deficiencies in lighting and signage, among other actions.
Both measures are under evaluation by the Senate Committee on Innovation, Telecommunications, Urban Planning and Infrastructure.
Citizen Victory Movement Rep. Mariana Nogales Molinelli on Tuesday described as a “farce” the alleged filing of criminal charges against her by the Special Independent Prosecutor Panel (PFEI by its Spanish initials) for omission of information in her financial statements.
“Sometimes it is necessary for an unfair process to occur to unmask the institutions that no longer serve us,” Nogales Molinelli said at a press conference. “The Office of the Special Independent Prosecutor [Panel] is preparing to perpetrate a farce. A hoax it made almost a year ago, a
hoax requested by Thomas Rivera Schatz, Gregorio Matías and [the] Government Ethics [Office]. I am quite sure that it is a hoax. Many want my head and also feel frightened by the strength of our movement and intimidated by its integrity.”
“When I filed my self-referral, they couldn’t believe it. There was not even a procedure,” she added. “But I needed to correct an error in my report and unlike 38 other legislators who were able to amend it, I was not allowed to.”
PFEI President Nydia Cotto Vives confirmed to the press that Nogales Molinelli will face criminal charges for allegedly omitting information in a financial report she filed
with the Government Ethics Office about her positions in several corporations.
Prosecutor Ramón Mendoza Rosario will lead the filing of charges on May 3, she said.
Although the specific charges the lawmaker would face were not specified, perjury and other infractions have been alleged.
The investigation against Nogales Molinelli began as a result of three complaints received by the Justice Department from the aforementioned senators and the director of the Office of Management and Budget related to the entity Ocean Front Villas Corp. and the legislator’s role in it.
The Puerto Rico Planning Board projects growth in Puerto Rico’s economy of 0.3% and 0.8% for fiscal years 2023 and 2024, respectively, revealed the board’s chairman, Julio Lassús Ruiz, noting that “the projections are based, among other variables, on the slowdown in inflation.”
Lassús Ruiz stressed that “these projections are part of the Chapter of the Economy of Puerto Rico for the Budget Process 2023-2024 and although they are preliminary, the agency is working on the final stage of balancing the social accounts for fiscal year 2022, and these estimates will be subject to an eventual revision for fiscal years 2023 and 2024.”
The projections were made based on a valuation exercise using the econometric relationship of real gross product based on the Economic Activity Index as detailed in the aforemen-
tioned document, Lassús Ruiz added.
Among the main variables of the projections considered were fiscal plans where federal funds from hurricanes, earthquakes and the COVID-19 pandemic have positively impacted the performance of the economy. Fiscal year 2023 was projected to slow down from fiscal year 2022, due to the effect of rising inflation and the possibility of a global recession. The estimated inflation for fiscal year 2023 is 3.3%, according to the Financial Oversight and Management Board. According to the island Department of Labor and Human Resources, inflation as of February 2023 was estimated at 6.3%. In the case of fiscal year 2024, the Planning Board projects growth of 0.8%, also due to an estimated slowdown in inflation. According to the oversight board’s estimated data for fiscal year 2024, inflation will be 2%.

publications that these projections are subject to revision,” Lassús Ruiz said. “Our commitment to transparency and access to them is part of our mission to provide reliable data to the government, the private sector and citizens so that the best decisions can be made for the future.”
Alocal architect says the Integrated Transport Authority’s (ATI) plans to extend the Urban Train (Tren Urbano) to the T-Mobile District in Santurce is not such a good idea. The ATI said this week that it may extend the train or establish a system of rapid buses to the T-Mobile District.
However, Pedro Cardona Roig, an architect, emphasized the need for such transport in other areas of Santurce, as well as Luis Muñoz Marín International Airport and Caguas.
“You have to extend the train, you have to take it to Santurce, and then you have to take it to the airport [Luis Muñoz Marín] and you have to take it to Caguas […]. And then you have to take it to Toa Baja,” the architect said in a radio interview. “There is an availability of funds. And even if it was fully federally funded, you don’t make an investment like this down a route where no one lives.”
Cardona Roig was critical of the first expansion of the train system being to the Convention Center/T-Mobile District, arguing that the move is aimed at pleasing the district’s investors. He said the government is using the same optics it used when it built the Urban Train in the 1990s, which has resulted in a money-losing venture.
“What has been talked about, and it is a bit strange, is that this train is being contemplated with the same optics as the first
phase, which is to take it to a destination. In this case, to favor the investors of the T-Mobile District and the Convention Center area, and that is not a good line of thought,” Cardona Roig said. “The population of Puerto Rico has aged, has less income,” the urban architect pointed out. “Investing in public transportation is what must be done also to address climate
change, and what is projected in terms of pollution […], and also to give more comfort and happiness to the citizens. I believe that making the city accessible so that people can get to work without taking their car out is essential.”
The Puerto Rico Integrated Transportation Authority (PRITA/ATI) is conducting the Tren Urbano Extension Alternatives Analysis to assess the feasibility of an approximate two-mile extension of the Urban Train in San Juan from the Sagrado Corazon station (the current north end of the line) to the Convention Center District and its alternative routings.
“We will work to engage the broader San Juan community in this effort, which will culminate with the identification of an alternative that best supports local mobility needs and other goals,” ATI said on its web page.
“The desired outcome from this effort will assess different transit alignments, identify one locally preferred alternative, and will generate the supporting documentation that would be appropriate for federal funding program(s) submission,” the agency said.
The public, in social media networks, is already calling for extensions to Carolina, Caguas and even the construction of a station at Plaza las Américas in Hato Rey. “What about the east?” a Twitter user identified as Pedro Juan asked, noting that transportation is needed to Humacao, Fajardo and other eastern towns.

The program allows artists to dedicate themselves fulltime with a salary and benefits that correspond to their effort and production.
It also provides a budget of $20,000 for projects and the contracting will be extended for a period of three years to achieve financial stability and continuity in the projects.
In addition, Maneuver will support two important entities in Puerto Rico: Fundación Culebra and the Rafael Cepeda Atiles Bomba School in San Juan, which will allow the hiring of young people who will be the next generation of musicians and cultural managers in their communities.
The Center for Creative Economy (CEC) announced a $4 million investment for its cultural employment program called “Maneuver,” thanks to a grant from the Mellon Foundation.
CEC founder Javier Hernández Acosta said in a written communication that “Maneuver is a bet to invest in our best creative talent through the minimum employment conditions that our artists should have.”
The CEC is a nonprofit organization that provides support
to the cultural and creative sector through training, management services and direct support to artistic management in Puerto Rico.
The project will impact 18 artists in the music sector in Puerto Rico, joining 40 other artists in the visual and performing arts throughout the island. The program provides stable employment opportunities for artists, including salaries, fringe benefits, a medical plan, a budget allocated to invest in their projects, and technical advice. In addition, the selection process identified artists and projects with a broad trajectory of cultural management and that will represent the diversity of practices
Gov. Pedro Pierluisi Urrutia on Tuesday voiced his support for the initiative of former governor Ricardo Rosselló Nevares, who this week called for another “action in Congress.”
Through a message in social media, the former governor urged Puerto Ricans to go to the federal capital for the “third action to take Congress” from June 5 to June 7.
The request from Rosselló Nevares comes after legislation was filed in the U.S. House of Representatives that calls for a status vote in Puerto Rico.
“I think the initiative is very successful,” Pierluisi said. “The former governor had done this type of initiative in the past. They are always productive because what they do is basically organize a significant group of citizens to get appointments with members of Congress.”
The former resident commissioner also said he will check his calendar to see if it
is possible for him to be in Washington to support Rosselló Nevares’ initiative.
“I see it very favorably …” Pierluisi said in an aside with the press. “I have not checked my calendar but if I don’t have a major conflict, I would be willing to be there in Washington on those days to complement what this group of citizens are doing with meetings on my part, either with federal senators or representatives.”
Asked if Rosselló Nevares’ initiatives imply that he would seek to return to his political career on the island, possibly making a run for resident commissioner, the governor said. “I have no information about that.”
“That would be a very personal decision by the former governor,” Pierluisi said while steering clear of any comment on whether a Rosselló Nevares candidacy would receive his endorsement. “I do not anticipate it. My impression is that he is focused on his professional career at this given moment, as well as on promoting statehood as a delegate.”
Among the most critical impacts of Hurricane Maria was damage related to water resources, along with landslides that caused or aggravated some of that damage, something that the Federal Emergency Management Agency (FEMA) will address during its first Water Symposium scheduled for Thursday.
The main topic of the event, entitled “Recovery Strategies for Community Access to Drinking Water and Landslide Mitigation Strategies after Hurricane Maria,” will focus on the sedimentation caused by landslides and the risk it poses to thousands of communities. The first virtual session will be from 1-3:30 p.m. and is open to the general public through the following link: https://bit.ly/3MTf959.
The symposium is divided into two sessions: problem description and existing and proposed remediation solutions. The order of the topics is designed to provide participants with a resilient approach to water issues according to the watershed cycle; that is, from the top of the mountain to the ocean or from the downspout to the source.
“For FEMA, it is a priority to incorporate strategies that consider equity and climate change impacts throughout the recovery process. As an island, our communities are increasingly threatened by the effects of global warming, with rising sea levels, increased flooding, droughts and more intense weather events,” Federal Disaster Recovery Coordinator José G. Baquero said. “The agency already has recovery projects and strategies that incorporate climate adaptation with a community-wide focus. Our goal is to share information on how these strategies will strengthen long-term resilience.”
During the conference, FEMA will present recovery projects that promote water access for communities and how they incorporate nature-based solutions to reduce landslides and long-term maintenance costs. One of the examples the agency will showcase is the community aqueduct in San Lorenzo’s Los Díaz Sector in San Lorenzo. The focus will be on how the aqueduct was rebuilt with community participation and bioengineering techniques to ensure access to the main water source. Today, the aqueduct provides this essential resource to more than 80 families.
In addition to FEMA’s participation, one of the speakers
at the session will be University of Puerto Rico Mayagüez Campus Geology Professor Stephen Hughes. The professor -- and director of the SLIDES-PR project -- will present the landslide problems that worsened after Hurricane Maria and how SLIDES-PR has collaborated with the U.S. Geological Survey to develop an islandwide landslide monitoring network. Hughes will also present strategies for addressing the challenges in communities to reduce the amount of sediment that reaches reservoirs and shorelines.
The SLIDES-PR project, which involves about 15 undergraduate and graduate students, created a digital catalog of over 70,000 landslides that occurred after Hurricane Maria. With the information gathered, they developed a modern, high-resolution map to illustrate the susceptibility to future landslides due to heavy rains throughout the island.
Part of the project’s mission is to share those results to help determine the short- and long-term effects of sedimentation from landslides. The project team also seeks to help understand and forecast how future extreme events could impact the environment and society.
The symposium comprises a series of virtual and in-person events to promote a community discussion on resilient recovery in the face of climate change. The next two virtual sessions will take place on June 30 and Aug. 21. Pending topics include sedimentation and flooding; and flooding, water quality, and loss of natural coastal barriers.

President Joe Biden formally announced on Tuesday that he would seek a second term, arguing that American democracy still faces a profound threat from former President Donald Trump as he set up the possibility of a climactic rematch between the two next year.
In a video flashing images of a mob of Trump supporters storming the Capitol on Jan. 6, 2021, the president said that the “fight for our democracy” has “been the work of my first term” but is incomplete while his predecessor mounts a comeback campaign for his old office that Biden suggested would endanger fundamental rights.
“Around the country, MAGA extremists are lining up to take on those bedrock freedoms away,” Biden said, using Trump’s Make America Great Again slogan to describe the former president’s allies. “Cutting Social Security that you’ve paid for your entire life while cutting taxes for the very wealthy. Dictating what health care decisions women can make, banning books and telling people who they can love. All while making it more difficult for you to be able to vote.
“When I ran for president four years ago,” he added, “I said we were in a battle for the soul of America. And we still are.”
The official declaration finally ended any lingering suspense over Biden’s intentions and effectively cleared the way to another nomination for the president, barring unforeseen developments. While he had repeatedly and consistently said he intended to run, Biden stoked renewed speculation by delaying his kickoff for months. Now his team can assemble the formal structure of a campaign organization and raise money to finance it.
Biden tapped Julie Chavez Rodriguez, a senior White House adviser and granddaughter of the iconic labor leader Cesar Chavez, as his campaign manager. Quentin Fulks, a Democratic operative who most recently ran Sen. Raphael Warnock’s 2022 reelection campaign in Georgia, will serve as her principal deputy. But the operation is expected to be overseen from the White House by top presidential aides.
Although he described himself as “a bridge” to the next generation during his 2020 campaign, a comment that some interpreted as a hint that he would serve only one term, Biden concluded that he was not in fact ready to hand over the torch yet. His decision was fueled in part, aides said, by his antipathy for Trump and his belief that he is the Democrat best positioned to keep the criminally indicted and twice-impeached former president from recapturing the White House.
In offering himself as a candidate again, Biden is asking Americans to trust him with the powers of the commander in chief well into his ninth decade. At age 80, Biden is already the oldest president in American history, and, if he were to win, he would be 86 at the end of a second term, nearly nine years older than Ronald Reagan was when he left the White House in 1989. Trump, no youngster at 76, would himself outlast every president by age other than Biden if he were
restored to the Oval Office and finished his new term at 82. While Biden presides over a more unified party than his potential challenger does, many Democrats privately worry that the president may not be up to another campaign. His overall approval rating remains mired at just over 42% , according to an aggregation of polls by the political website FiveThirtyEight, lower than 10 of the last 13 presidents at this point in their terms.
While polls show that most Democrats have favorable opinions about Biden, a majority of them would still rather he not run again. In a survey by NBC News released this week, 70% of Americans, including 51% of Democrats, said he should not seek a second term. Seven out of 10 of those who did not want him to serve four more years cited his age as a factor.
Biden and Trump face a strikingly competitive race, with recent polls by Yahoo News, The Wall Street Journal and Morning Consult showing the president slightly ahead while surveys by The Economist and the Harvard University Center for American Political Studies find him trailing by several points. Biden faces similarly mixed results against Gov. Ron DeSantis of Florida, the strongest challenger to Trump for the Republican nomination.
Biden’s announcement represented the latest improbable chapter in a long life in public office, the fourth time he has thrown his hat in the presidential ring and presumably the last campaign of a half-century-plus career that began with his election to the New Castle County Council in 1970.
Over the course of 36 years in the Senate, eight years as vice president and campaigns for the White House in 1988, 2008 and 2020, Biden has become one of the most familiar faces in American life, known for his resilience in adversity as well as his habitual gaffes. And yet the avuncular, backslapping, work-across-the-aisle deal maker has struggled to translate decades of goodwill into the unifying presidency
he promised.
Working with the narrowest of partisan margins in Congress, Biden in his first two years scored some of the most ambitious legislative victories of any modern president, including a $1.9 trillion COVID-19 relief package; a $1 trillion program to rebuild the nation’s roads, highways, airports and other infrastructure; and major investments to combat climate change, lower prescription drug costs for seniors, treat veterans exposed to toxic burn pits and build up the nation’s semiconductor industry. Some of those bills passed with Republican votes.
Along the way, he has revitalized international alliances that had frayed under Trump, rallying NATO and other partners around the world to stand against Russia’s unprovoked invasion of Ukraine. With bipartisan support, he has committed more than $100 billion to arm Ukraine’s military and help its government and people survive the Russian onslaught.
Yet his decision to withdraw forces from Afghanistan after 20 years in keeping with an agreement with the Taliban struck by Trump led to a debacle in 2021 in which the radical militants took over the country, fleeing Afghans swarmed U.S. airplanes taking off from Kabul and a suicide bomber killed 13 American troops and 170 Afghans during the withdrawal.
Biden has also struggled to secure the southwestern U.S. border, where illegal migration has soared, and he has had mixed success in stabilizing the post-pandemic economy, which saw inflation rise to its highest level in four decades and gas prices shoot up to record levels. While both have begun to come back down and unemployment is near historic lows, many Americans remain unsettled by economic anxiety.
Perhaps most frustrating to Biden, his hopes to heal the rifts that widened under Trump have so far been dashed, with American society still deeply polarized and his predecessor still a potent force in stirring the forces of division and emboldening white supremacists and antisemites.
The president’s critics say that Biden is the one who is divisive because of his attacks on Trump’s “ultra-MAGA Republicans,” and they portray him as a socialist bent on destroying the country. Regardless of whom they nominate, Republicans expect to challenge Biden next year by linking him to the nation’s economic troubles and depicting him as a feckless leader held captive by his party’s activist left.

Ron DeSantis, who had said he would not approve the curriculum for use in Florida.
While written in couched terms, the College Board’s statement appeared to acknowledge that in its quest to offer the course to as many students as possible — including those in conservative states — it watered down key concepts.

“In embarking on this effort, access was our driving principle — both access to a discipline that has not been widely available to high school students, and access for as many of those students as possible,” the College Board wrote on its website. “Regrettably, along the way those dual access goals have come into conflict.”
The board, which did not respond immediately to an interview request, said on its website that a course development committee and experts within the Advanced Placement staff would determine the changes “over the next few months.”
The College Board, a billion-dollar nonprofit that administers the SAT and AP courses, ran headlong into a conflict between two sides unlikely to find any room for compromise. Black studies scholars believe that concepts the board deemphasized — such as reparations, Black Lives Matter and intersectionality — are foundational to the college-level discipline of African American studies. Conservatives — politicians, activists and some parents — believe the field is an example of liberal orthodoxy, and they are concerned that schools have focused too much on issues such as racism and systemic oppression.
Some leading scholars in Black studies have signed petitions calling on the College Board to revise the course, and they are planning a nationwide day of protest on May 3 around “freedom to teach and to learn.” Civil rights groups and teachers union leaders are also set to participate.
The College Board, which relies on state participation to administer its courses and tests, had denied that politics had anything to do with its changes to the curriculum. But over the course of last year, the board repeatedly discussed content of the class with Florida officials, who objected to specific ideas that were later removed or deemphasized.
In January, DeSantis announced that Florida would not allow the course to be offered in its high schools, saying that it was not “historically accurate” and violated state law.
In its written statement, the College Board said an updated course, “shaped by the development committee and subject matter experts from AP, will ensure that those students who do take this course will get the most holistic possible introduction to African American studies.”
Some experts are wary. Cheryl Harris, a legal scholar at the University of California, Los Angeles, and a leading thinker in the field of critical race theory, has helped organize the May 3 protest. In an interview Monday, she said she hoped the College Board had learned that it could not appease a political movement that, in her words, was seeking to “censor and suppress” ideas.
An analysis last year by the education publication Chalkbeat found that 36 states had moved toward restricting education on race.
Harris argued that scholars whose ideas had been removed from the Advanced Placement course should be included in the process to revise the curriculum, to reestablish trust within the discipline and “bring some degree of transparency” to the development process.
She named, among others, Kimberlé Crenshaw, originator of the concept of intersectionality, which refers to the complex ways that overlapping facets of identity, such as race, class, sex and gender, shape individual experiences of the world.
The College Board has had high hopes for the course, introducing it at a glittery reception in February at the National Museum of African American History and Culture, part of the Smithsonian. In its recent statement, the board said interest in the African American studies class was widespread across the country, with 800 schools and 16,000 students expected to take the pilot course during the next school year, up from 60 schools this year.
Matthew Guterl, a professor of Africana and American studies at Brown University, had criticized the curriculum as “lacking the intellectual heft and moral urgency” that students needed. Reacting to the news that the College Board planned to revise the curriculum once again, he said, “They may now realize that they can’t be supplicants to Ron DeSantis any longer.”
In the past three weeks, President Joe Biden’s administration has proposed regulations to speed the transition to electric vehicles, committed $1 billion to help poor countries fight climate change and prepared what could be the first limits on greenhouse gas emissions from power plants.
And yet, many young voters alarmed by climate change remain angry with Biden’s decision last month to approve Willow, an $8 billion oil drilling project on pristine federal land in Alaska. As the president announced his bid for reelection on Tuesday, it was not at all clear that those voters who helped him win in 2020 because of his commitment to climate action will turn out again.
Alex Haraus, 25, said he and other young people felt betrayed by the Willow decision, after Biden had pledged as a candidate that he would end new oil drilling on public lands “period, period, period.”
Haraus, whose videos on TikTok opposing the Willow project amassed hundreds of thousands of views, described his reaction as “mad and frustrated and disappointed.”
About a dozen young climate activists interviewed said they were not assuaged by the other actions by the Biden administration, even if they significantly draw down greenhouse gas emissions that are dangerously heating the planet, Haraus said. What they want, he said, is for the president to rein in oil and gas companies, which enjoyed record profits last year.
“I don’t think any of those things encourage people to forgive the Biden administration for projects like Willow,” said Haraus, who lives outside Chicago. “Young voters see our future getting thrown out the window. We need Biden
to take on the industry, otherwise there’s not much for us to hope for.”
Young voters overwhelmingly — about 62% — support phasing out fossil fuels entirely, said Alec Tyson, an associate director of research at Pew Research Center. There is broad support among registered voters of both parties for a transition to a future in which the United States is no longer pumping carbon emissions into the atmosphere, Tyson said. But most are not willing to break with fossil fuels altogether, he said.
From his earliest days in office, Biden has highlighted climate action as a top priority. Soon after moving into the White House, he reentered the United States in the Paris Agreement and set an ambitious goal of cutting the country’s emissions roughly 50% below 2005 levels by the end of this decade.
He signed into law the Inflation Reduction Act, which provides $370 billion in incentives to expand wind, solar and other clean energy and electric vehicles. He has proposed rules to ensure that two-thirds of new cars and one-quarter of new heavy trucks sold in the United States by 2032 are all-electric. Within weeks, he is expected to require that coal and gas plants, responsible for 25% of the country’s greenhouse gases, significantly cut their emissions.
Yet lawmakers and activists said they worried that regulatory moves would not capture the imagination of voters and that the Willow project would cast a long shadow.
“He takes one step forward with the IRA, and two steps back with the Willow project,” said Rep. Jamaal Bowman, D-N.Y., who along with more than 30 other progressive lawmakers has urged Biden to cancel the drilling permit.
Nationwide, 61% of 18- to 29-year-olds voted for Biden in 2020, while 36% voted for Donald Trump, according to an
analysis from the Center for Information & Research on Civic Learning and Engagement, a nonpartisan research center on youth engagement at Tufts University. That’s higher than the level of youth support Hillary Rodham Clinton received from young voters in 2016.
A March poll from Data for Progress, a liberal research group, saw a 13% drop in Biden’s approval ratings when it came to his climate agenda among voters ages 18 to 29 in the aftermath of the Willow decision.
But administration officials said they had seen no evidence that the president had lost ground with climate voters, or even young voters. They pointed to polls by YouGov and Morning Consult taken after the Willow decision that showed roughly half of Americans supported it. The Morning Consult survey found about 30% of young voters had not even heard of the Willow project.
“President Biden has been delivering on the most ambitious climate agenda ever with the support of labor groups, environmental justice and climate leaders, youth advocates, and more,” a White House spokesperson, Abdullah Hasan, said in a statement.
For years, the Willow project remained under the public’s radar, even among environmental activists. When social media campaigns objecting to Willow galvanized millions of activists early this year, it surprised administration officials, several people involved in the campaign said.
Mark Paul, a political economist at Rutgers University, said that while the Biden administration has a strong plan for reducing demand, it needs complementary policies that slash production.
“We already have enough fossil fuels to meet our needs as we transition,” he said. “The administration is scared to use the bully pulpit against oil and gas. It’s trying to play both sides.”
Michele Weindling, electoral director of the Sunrise Movement, a youth-led environmental group, said young people want to see Biden fight.
“This was a cultural moment for my generation,” Weindling said of Willow.
“It was a huge moment to say ‘No’ to the oil and gas industry,” she said. “It was a moment for President Biden to show us, what side are you on? He chose the wrong side. That makes our job a lot harder, to tell Generation Z and young voters that Biden will live up to his climate promises.”

When rising floodwater surrounded her home the morning of July 29, Carolyn Combs felt a sense of deja vu. The year before, floodwater had filled the first floor of her family’s home in Jackson, Kentucky, damaging living spaces, storage and her two teenage children’s bedrooms.
Combs, her husband and their children spent months living on the second floor while the lower level was gut-renovated, a project that was nearly complete when the 2022 storms began. Before evacuating this time, they moved as many belongings as possible upstairs in hopes of avoiding the previous year’s losses.
But this time, nearly 10 feet of water accumulated, reaching the second story.
“Everything inside was completely, completely gone,” said Combs, 37. “We had to get rid of everything.” She estimated that her family had spent $6,000 to $7,000 replacing items like furniture and appliances after the first flood. Now, they had to start over.
When they evacuated, Combs and her daughter had each carried a backpack filled with clothes and small belongings lsuch as phone chargers. Hours later, realizing the damage that was likely, her children returned in a neighbor’s kayak to grab critical medical care items for Combs’ husband, who is disabled.
The costs quickly added up. Three nights in a hotel room cost nearly $500. With no place to cook, the family bought all meals, about $80 per day. Combs remembered being shocked to discover that they had spent $75 on laundry alone in the early days after the flood.
The Combses needed hygiene supplies, like toothbrushes and feminine care products. They bought food, crates and litter boxes for their pets.
After major disasters like the Kentucky floods, broad analyses of costs factor in losses reported to insurance companies or government agencies. But smaller expenses are often overlooked and rarely reimbursed, even though they can take a significant toll on an individual or family bank account.
“It’s just the simple things,” Combs said. “Groceries, everyday needs, plus taking care of my kids, all while working two jobs. It’s hard on us trying to rebuild.”
The flooding in eastern Kentucky was severe enough that President Joe Biden approved a major disaster declaration for 13 counties. This allowed residents to receive aid from government agencies including the Federal Emergency Management Agency and the Small Business Administration.
The Combses knew their house was in a flood zone: In 2009, the house was damaged by about 3 feet of floodwater before Combs and her daughter moved in. At that time, the household was approved for FEMA assistance, which included a year of paid flood insurance.
The Combses then took over those payments for a few years until the expense — more than $500 a month, Combs said — became unaffordable. So when faced with flood damage again, they understood they would not receive assistance from the agency or insurance. Combs did apply for a loan from the Small Business Administration but was denied because of her credit score, she said. Without government aid, the family has relied on organizations like the American Red Cross and community support to make ends meet. A church group helped clean out the house, including throwing out the refrigerator, stocked with spoiled food. Aspire Appalachia, an eastern Kentucky nonprofit, installed new drywall and bought some of the major fixtures the Combses needed to replace, including a toilet, a washing machine and a dryer.
Family and friends have also pitched in, covering the price of the hotel stay, buying items from an Amazon wish list and paying for the teenagers’ back-to-school needs. Critically, the Combses have been able to stay at a relative’s property for free while their house is repaired.
They have been blessed, as Combs sees it. And yet, on a Friday evening in March, nearly eight months after the flood, she found herself feeling overwhelmed as she reviewed receipts. The family is still paying for water and electrical services despite not living in the damaged home.
The downstairs ceiling is unfinished, and they still need a new heating system.
Combs estimated that they had spent a few thousand dollars to get back home. Adding the past flooding expenses brings the total above $10,000.
Beyond FEMA assistance
According to a report from the Ohio River Valley Institute and the Appalachian Citizens’ Law Center, 6 in 10 households damaged in the 2022 floods reported incomes under $30,000, and most did not have flood insurance. For some, like the Combses, the policy cost was prohibitive; residents in the area say they’ve been quoted more than $1,000 per month.
Others were not considered to be living in a flood zone until after the storm. That was the case for Polly Barse Fleming, who said her house in Neon, Kentucky, had been in her husband’s family for more than a century and never experienced flooding before last July.
Four days before the heavy rains, Barse Fleming, 42, bought a new car for the first time. The $20,000 down payment for the Toyota Highlander, a practical choice to navigate the rural roads to the middle school where she teaches science, was a significant and carefully considered expense. Then virtually overnight, her family needed to take out loans for tens of thousands of dollars to address disaster costs.
The house now relies on jacks to stay upright. Barse Fleming applied for FEMA funding, and after an in-person assessment of the damage, the agency sent $40,000. FEMA bases these figures on reported losses and needs, explaining that its support will not make a survivor “whole” but is meant to assist with basic living expenses.
Barse Fleming’s family put the funds toward a down payment on a double-wide manufactured house. This choice was strategic: She said her insurance agent had explained that the double-wide’s policy would cover flooding, saving the family an extra monthly cost. This was a selling point because even with FEMA funding and preapproval for a Small Business Administration loan, the personal expenses have been mounting.
In addition to jacks for the house, the family needed cleaning supplies and extra gas money for the longer route that Barse Fleming takes to work to avoid damaged roads. She also lost her garden, which used to provide the family with tomatoes, squash, peppers and other produce — food she also gave to her pet tortoises and lizards.
Like Combs, Barse Fleming credits others for providing critical assistance in covering these costs. One donation that stood out was an upright bass from WoodSongs Old-Time Radio Hour, a nonprofit, for her 13-year-old daughter, a musician.
“Many of us have pieced our lives back together from the generosity of others,” Barse Fleming said. “There is no way our family could have afforded new contents of the house in addition to all else we were trying to do.”
The safe-haven dollar and yen rose on Tuesday as market sentiment turned risk-averse amid renewed worries about the banking sector and the outlook for the global economy, which knocked the euro off a nearly 10-month high.
The U.S. dollar index climbed 0.6% to 101.83, having dropped more than 4% since March 8.
“Lower risk appetite is clearly the main driver here for the dollar and for other havens as well,” said Shaun Osborne, chief FX strategist, at Scotiabank in Toronto.
“But we’re not really breaking out in the dollar or extending significantly at this point. This is not a longer-term development, so we have to look at opportunities to fade the dollar rally,” he added.
A weak consumer confidence report and a decline in Federal Reserve manufacturing data further added to the dollar’s and yen’s safe-haven appeal.
Data showed U.S. consumer confidence fell to a ninemonth low in April, a survey showed on Tuesday. The Conference Board said its consumer confidence index fell to 101.3 - the lowest since July 2022 - from a revised 104.0 in March.
The U.S. Richmond Fed manufacturing index slid as well, down at -10 in April, the fourth straight month of contraction.
Both surveys negated strong U.S. housing data, which showed new home sales beat estimates with a 9.6% rise in March to a one-year high of 683,000 after net revisions.
“The bias is for dollar weakness, but I think until U.S. data weakens substantially, it’s hard to see that trend really picking up,” said Vassili Serebriakov, FX strategist at UBS in New York.
News on Monday of plunging deposits at First Republic Bank served as a reminder that stability risks have not entirely died down, while UBS reported a 52% slide in quarterly income.
The yen firmed, behaving like a typical safe haven, even as the Bank of Japan’s (BOJ) new governor Kazuo Ueda signaled he was not in a hurry to shift policy. This week’s BOJ meeting, which concludes on Friday, is his first in charge.
The Japanese currency rose 0.6% to 133.495 per dollar and was up 1.2% at 146.42 per euro, having earlier touched an eight-year low of 148.635.
The euro dropped 0.7% against the dollar to $1.0969, having risen 1.2% so far in April and more than 4% since mid-March.
ECB board member Isabel Schnabel told Politico that a 50 basis point (bp) rate hike was not off the table and would depend on data - notably inflation figures due two days before May’s meeting.
Elsewhere, sterling was down 0.6% at $1.2403, but was close to a 10-month high of $1.2545 reached earlier this
month.

Ukraine is preparing to launch a counteroffensive against Russian forces as early as next month, U.S. officials say, in the face of immense risks: Without a decisive victory, Western support for Ukraine could weaken, and Kyiv could come under increasing pressure to enter serious negotiations to end or freeze the conflict.
U.S. and NATO allies have supplied Ukraine with extensive artillery and ammunition for the upcoming battle, and officials now say they are hopeful the supplies will last — a change from two months ago when weapons were only trickling in and U.S. officials were worried that the supplies might run out.
At the same time, 12 Ukrainian combat brigades of about 4,000 soldiers each are expected to be ready at the end of April, according to leaked Pentagon documents that offer a hint of Kyiv’s timetable. The United States and NATO allies are training and supplying nine of those brigades, the documents said.
Although Ukraine shares few details of its operational plan with U.S. officials, the operation is likely to unfold in the country’s south, including along Ukraine’s coastline on the Sea of Azov, near the Russian-annexed Crimea.
“Everything hinges on this counteroffensive,” said Alexander Vershbow, a former U.S. ambassador to Russia and senior NATO official. “Everybody’s hopeful, maybe overoptimistic. But it will determine whether there is going to be a decent outcome for the Ukrainians, in terms of recovering territory on the battlefield and creating much more significant leverage to get some kind of negotiated settlement.”
While Ukrainian officials have said their goal is to break through dug-in Russian defenses and create a widespread collapse in Russia’s army, U.S. officials have assessed that it is unlikely the offensive will result in a dramatic shift in momentum in Ukraine’s favor.
Ukraine’s military faces many challenges — one reason that a stalemate remains the most likely outcome. Fighting in Bakhmut in eastern Ukraine this past winter has drained ammunition reserves and led to heavy casualties in some experienced units.
Major questions about Ukraine’s artillery and other ammunition supplies remain. Kyiv’s supplies of air defense missiles and artillery rounds, critical to sustaining any push and to defend against Russian air attacks, could run dangerously low if its forces continue to expend ammunition at their current pace. After the offensive is over, there is little chance that the West can re-create the buildup that it did for Ukraine’s coming assault for the foreseeable future, because Western allies do not have enough supplies in existing inventories to draw from and domestic production will not be able to fill the gap until next year, experts say.
The Ukrainian military has been firing thousands of artillery shells a day as it tries to hold Bakhmut, a pace that U.S. and European officials say is unsustainable and could jeopardize the coming offensive. The bombardment has been so intense that the Pentagon has raised concerns with officials in Kyiv, warning them that Ukraine was wasting ammunition at a key time.
While Ukrainian forces can use drones to strike behind Russian front lines, they have not been given missiles with a long-enough range to hit Russia’s logistical hubs, a tactic that proved important in last summer’s offensives outside Kharkiv and Kherson.
The Russians have challenges of their own.
Since the beginning of the invasion, there have been major doubts about the basic competence of Russian commanders and their supply of well-trained soldiers, artillery shells and equipment. The Russians have expended many of their cruise missiles, lost thousands of people in Bakhmut alone and drained their stores of ammunition much faster than they can replace them with their domestic production.
But Russia is working to address those gaps. Russian troops have honed their ability to use drones and artillery to target Ukrainian forces more effectively. They have recently started using glide bombs — which use gravity and basic guidance devices to reach their targets without making any noise — to show they are still capable of deploying newer weapons on the battlefield. The efforts mean the window to make significant gains against Russia’s depleted forces may not remain open indefinitely.
In private meetings, Russian Defense Minister Sergei Shoigu has told other officials that he believes Russia has the numerical advantage on the battlefield because it has more planes, tanks, artillery pieces and soldiers than the Ukrainians, according to a senior European official aware of the discussions. In these conversations, Shoigu came across as supremely confident that Russia will eventually prevail.
U.S. intelligence officials have repeatedly warned that President Vladimir Putin of Russia thinks that time is on his side. Given Russia’s bigger reserves of equipment and
manpower, the officials say Putin believes he will ultimately emerge victorious as the West’s appetite to support Ukraine subsides.

Still, Russia’s capacity — and willingness — to absorb losses remains large, allowing it to mobilize more conscripts. But some analysts have raised doubts that Moscow has enough soldiers to fill the trenches they have built across their front lines.

After a diplomatic push by the United States and Britain, the Egyptians appeared to side with the Americans. According to a subsequent intelligence report, President Abdel-Fattah el-Sissi of Egypt rejected the idea of Cairo supplying the Russian side.
U.S. officials said a production contract has been agreed with Egyptian state-owned arms makers to produce artillery shells for the United States and American contractors, who, in turn, will send them to Ukraine.
Some European countries, including France, are pushing for negotiations. For now, Putin and Ukrainian President Volodymyr Zelenskyy are dug in, and peace talks appear to be nowhere in sight.

Wallander, the U.S. assistant secretary of defense for international security affairs, said there is no sign that Putin is ready for a compromise. “There is very little evidence and little reason to believe that Putin will give up on his strategic goal of subjugating Ukraine politically, if not fully militarily,” she said in an interview. “It’s been his goal, not just for a year, but it’s been going on for nearly a decade. So there’s no sign he’s giving up on that.”
Venezuela’s most prominent opposition leader, Juan Guaidó, said late Monday that he had been forced out of Colombia, hours after crossing the border into the country after receiving threats from the Venezuelan government.
Speaking in a video posted on Twitter, Guaidó said he had entered Colombia with plans to meet with political representatives who had gathered to discuss the future of Venezuela. But rather than welcome him, he said, the Colombians kicked him out.
“The persecution of the dictatorship has extended, unfortunately, to Colombia today,” he said, speaking from what appeared to be an airplane. He said he was on his way to the United States.
Late Monday, Colombia’s foreign ministry issued a statement saying that Guaidó was in Bogotá “irregularly,” and that migration officials had taken him to the airport “with the intention of verifying his departure on a commercial airline to the United States.”
A representative from the government of Colombia’s president, Gustavo Petro, did not respond to a request for more information.
In 2019, Guaidó rose from little-known Venezuelan lawmaker to national hero after declaring Maduro an illegitimate ruler and himself the interim head of state. At the time,
he posed the most significant threat to a deeply undemocratic and unpopular president, who had helped plunge Venezuela into an economic and humanitarian crisis.
Dozens of nations recognized Guaidó as the nation’s new leader, most prominently the United States. But Guaidó ultimately failed to oust Maduro, and late last year, his own colleagues in the opposition voted to dissolve his interim government and remove his title as interim president. Their assessment was that the parallel-government strategy would not be able to create political change, and that a new path was needed.
Maduro has jailed hundreds of political opponents over the years, and many have already fled for other countries, including Colombia. But Guaidó remained in Caracas with his family, under the assumption that arresting such a prominent leader would make Maduro even less popular at home and abroad.
Venezuela and Colombia share a long border and many cultural and economic ties, but their relationship became particularly strained under the previous Colombian government, led by President Iván Duque, a conservative.

tween the Maduro government; the large, often fractured Venezuelan opposition, of which Guaidó is just one player; and the rest of the world.
He met last week in Washington with President Joe Biden, and the two leaders issued a joint statement condemning “all forms of authoritarianism and aggression in the world” and expressing interest in a “solution to the situation in Venezuela.”
On Tuesday, Petro is scheduled to host a meeting with representatives of approximately 20 nations to discuss Venezuela’s future. Two officials from the National Security Council in Washington, Jon Finer and Juan Gonzalez, are expected to attend, along with former Sen. Chris Dodd.
On Monday, Colombia’s foreign minister, Álvaro Leyva, issued a notice clarifying that Guaidó had not been not invited to the meeting.
Kenyan police have uncovered dozens of bodies from graves connected to a Christian pastor, who is being investigated on allegations that he directed his congregants to starve themselves to death, according to police and local media reports.
The inspector general for Kenya’s police, Japhet Koome, told reporters that homicide detectives and pathologists had exhumed 11 more bodies from a series of shallow graves Monday, bringing the death toll to 58.
Many of the victims are believed to have been members of the Good News International Church, a “suspected religious cult,” according to a statement from Koome. The small sect, based near the town of Malindi, is led by a pastor, Paul Nthenge Mackenzie, who was arrested this month.
President William Ruto of Kenya called the allegations “akin to terrorism,” in a televised speech Monday. “Terrorists use religion to advance their heinous acts,” he said. Attempts to reach Mackenzie or a lawyer representing him were not immediately successful.
Mackenzie was arrested April 14 after authorities rescued more than 15 people from his property, four of whom were in critical condition and died soon after, according to media reports.
He was arraigned several days later by a judge in the Malindi Law Courts, who said the pastor would be held for two weeks as police conducted their investigation.
“The recent discoveries are still ongoing,” said an official in Kenya’s Office of the Director of Public Prosecutions, speaking on the condition of anonymity because she was not allowed to speak publicly. “So until the police finish and declare they have
exhausted the land and declare there are no more bodies the matter won’t be taken to court.”
Authorities approached Mackenzie’s property after they received a tip from residents about people who were starving on the land, according to Charles Kamau, the head of criminal investigations in Malindi.
“The information we received is that the people there were being starved after being radicalized by a certain member of a church who told them that their work in this world is done and they should die and go and see their creator,” Kamau said in an interview with Citizen TV after Mackenzie’s arrest.
The death toll was expected to rise this week as investigators continued searching for bodies as well as survivors. Some who had already been found alive were still refusing to eat or
drink water. At least 112 people have been reported missing, according to the Red Cross, which is helping trace the victims.

Kenyan Interior Minister Kithure Kindiki called the discovery a “massacre” in a statement posted to Twitter on Sunday, adding that it exposed the “clearest abuse of the constitutionally enshrined human right to freedom of worship.”
Security teams had been deployed to help block off 800 acres of forest for the investigation, Kindiki added in his post. A team of experts deployed by the National Police Service also included forensic investigators and homicide detectives.
Mackenzie had been arrested in late March as well, at that time in connection with the deaths of two children. A statement released by Koome on Monday said that the children “were allegedly starved to death on instructions issued by Paul Mackenzie that they observe fasting till death in order to meet their maker.”
“We called for a post-mortem on the deaths at the time, but nothing came of it,” said Walid Sketty, 28, a member of Haki, a human rights group that is working to assist the victims.
In a phone interview, Sketty said that he had tried to visit Mackenzie’s property with several colleagues after the pastor’s arrest in late March. “We suspected there were others on the land and we wanted to see if there was anyone we could help,” he said, adding that he was turned away by a group of men carrying machetes.
“We now fault the government for lack of intelligence,” Sketty said. “This is a matter of human rights: It is the duty of the state to ensure that their lives are not taken away — no matter their faith or background.”
Yevgeny Prigozhin, the founder of the notorious private military company Wagner, has offered weapons to the paramilitaries fighting for control of Sudan, according to U.S. officials.
Prigozhin, who is waging a brutal military campaign on behalf of Russia in Ukraine, said this week that he wanted peace and offered to help mediate between the rival generals fighting for power. But U.S. officials, who spoke on condition of anonymity because they weren’t authorized to speak publicly, said Prigozhin is actually intent on fueling the fighting between the two military factions in Sudan: the Sudanese army, overseen by Gen. Abdel Fattah Burhan, and the Rapid Support Forces paramilitaries, led by Lt. Gen. Mohammed
Hamdan Dagalo.
Wagner — which previously sent Sudan armored vehicles and training in return for lucrative gold mining concessions — has offered powerful weapons, including surface-to-air missiles, to Dagalo’s paramilitaries, U.S. officials said.
As of Friday, Dagalo had not decided whether to accept the weapons, which would come from Wagner stocks in the Central African Republic, the officials said.
Since 2019, Wagner has expanded its activities in Sudan, mining for gold, exploring for uranium and supplying mercenaries to the restive region of Darfur. After the two generals seized power in 2021, Wagner intensified its partnership with Dagalo, who visited Moscow in the early days of the Ukraine war and has received military equipment from the mercenary group.
In my last newsletter I wrote about the possible economic implications of artificial intelligence, arguing that while they might be large, history suggests that they will take longer to materialize than many people expect.
Life being what it is, several people came back at me, citing a prediction I made in 1998 that the internet’s growth would soon slow and that “by 2005 or so, it will become clear that the internet’s impact on the economy has been no greater than the fax machine’s.” I did indeed say that, in a throwaway piece I wrote for the magazine The Red Herring — a piece I still don’t remember having written, but I guess I was trying to be provocative.
Obviously I was wrong about the internet petering out, and have admitted that. So it goes. Show me an economist who claims never to have made a bad prediction, and I’ll show you someone who’s either dishonest or unwilling to take intellectual risks.
But how wrong was I, really, about the internet’s economic impact? Or, since this shouldn’t be about me, have the past few decades generally vindicated visionaries who asserted that information technology would change everything? Or have they vindicated techno-skeptics like economist Robert Gordon, who
argued in a 2016 book that the innovations of the late 20th and early 21st century were far less fundamental than those between 1870 and 1940?
Well, by the numbers, the skeptics have won the argument, hands down.
In that last newsletter, we looked at 10-year rates of growth in labor productivity, which suggested that information technology did indeed produce a bump in economic growth between the mid-1990s and the mid2000s, but one that was relatively modest and shortlived. Today, let me take a slightly different approach.
The Bureau of Labor Statistics produces historical estimates, going back to 1948, of both labor productivity and “total factor productivity,” an estimate of the productivity of all inputs, including capital as well as labor, which is widely used by economists as a measure of technological progress. A truly fundamental technological innovation should cause sustained growth in both these measures, especially total factor productivity.
So I looked at those 25-year rates of change in these two measures. I choose 25 years partly because that’s roughly one generation, and partly because I made my bad prediction 25 years ago.
That comparison shows no great productivity boom following the rise of the internet.
True, there are a couple of excuses you can make for the gap between the numbers and the hype. One is to assert that the internet really did do great things for the economy, but that they were offset by negative factors — a deteriorating work ethic, or the mysterious decline in construction productivity, or something.
The other is that official numbers on economic growth fail to capture many invisible gains. I get a lot of pleasure out of the ability to stream live musical performances on YouTube; as far as I can tell, those benefits aren’t counted in gross domestic product. Indeed, official economic growth surely understates true progress in the human condition. But this has been true for a long time.
Before the internet, official economic data didn’t directly capture the benefits of, say, plunging infant mortality thanks to improved sanitation, or the huge improvement in air quality after 1970. Are those invisible gains bigger now than they were in the past? It’s doubtful.
Maybe the key point is that nobody is arguing that the internet has been useless; surely, it has contributed to economic growth. The argument instead is that its benefits weren’t exceptionally large compared with those of earlier, less glamorous technologies. For example, circa 1920, only about 1 in 5 U.S. households had washing machines; by 1970, almost everyone had
one, or access to one. Don’t you think that made a big difference? Are you sure that it made less difference than widespread access to broadband?
For the fact is that while moving information around is important, we’re still living in a material world: Most of what we consume is physical stuff or in-person services, which haven’t been drastically affected by the internet.
Now, it’s quite possible that AI — or at any rate, the things we’re calling AI, regardless of whether they warrant that designation — will really, truly, be a big thing. But one thing we should have learned from the history of information technology is that things that seem exceptionally glamorous needn’t be especially useful, and vice versa.

They were on very different networks and did very different things to draw very different ratings.
But the synchronous exits of Tucker Carlson and Don Lemon from the cable news landscape earlier this week represented the end of an era for their industry — the most combative and partisan since Ted Turner introduced the concept of 24-hour news to television more than 40 years ago.
No equivalence can be drawn between the two hosts. Carlson often led in the ratings by running wild at Fox News with white nationalist and false conspiracy stories that put him in a class by himself. Lemon became known for his anti-Trump broadsides that were tame in comparison — and drew much smaller ratings — yet could come off as plenty hot by the standards of CNN.
But in their most recent incarnations, Carlson and Lemon were both products of the Trump years — set-top-box combatants who often made headlines themselves by giving their audiences generous helpings of indignation and outrage.
Now, in different ways, their ousters represent at least a temporary pulling back from the excesses of the media coverage that the Trump election, presidency and post-presidency spawned.
“On a lot of the mainstream channels, there was a race to be first to condemn Trump to celebrate his problems,” said Stephen F. Hayes, a founder of the conservative site The Dispatch. “And on Fox, in prime time especially, there was this over-the-top effort to defend him and amplify his lies.”
Hayes, who left his job as a Fox analyst over Carlson’s promotion of conspiracy theories about the Jan. 6 attack on the Capitol, said optimistically, “We can hope that this signals some kind of broader institutional change.”
Questions remain about the particulars of both exits, and both situations involved factors other than their general editorial approaches.
Carlson had become an embarrassing figure through the ample material that was produced in the defamation lawsuit Dominion Voting Systems brought against Fox, which settled last week at the eleventh hour for $787.5 million.
Emails and text messages produced
ahead of trial showed Carlson mocking Trump even while hailing him on his program, and using crude and misogynistic language about a lawyer pushing the election conspiracies about Dominion’s voting machines, Sidney Powell. In another lawsuit pending in Delaware, the former head of booking for Carlson’s show, Abby Grossberg, accuses Carlson and his staff of using similarly coarse language about women. That behavior — which Grossberg alleges created a toxic work environment — appears to have been a factor in his ouster as much as anything else.
Lemon’s ouster came after he made a sexist and ageist remark on a CNN morning program that the Republican presidential aspirant Nikki Haley wasn’t “in her prime” because, as he put it, “a woman is considered to be in prime in her 20s and 30s and maybe 40s.” The statement was deeply offensive by any measure. But in television terms, it also strayed into cardinal sin territory — it threatened to alienate an important ratings demographic. Though Lemon apologized, the network finally concluded that his future had become untenable.
But neither situation can be viewed outside of where the men stood on the shifting plates of the cable news terra firma.
Lemon was operating in a new environment at CNN, where a new network president, Chris Licht, made it clear he wanted to shave down what he views as the more partisan edges that emerged in the Trump years. As Licht told advertisers last June, “At a time where extremes are dominating cable news, we will seek to go a different way.” Sending CNN down that middle way also happens to be the priority of David Zaslav, the chief executive of CNN’s parent company, Warner Bros. Discovery, even though it means lower ratings and therefore less revenue. “Ratings be damned,” he has said.
It was in no small part because of this shift that Licht moved Lemon from his 10 p.m. show last year and assigned him as a co-host of a new CNN breakfast program.
“CNN This Morning” was positioned as a lighter, more conversational — and less edgy — program than the one from which Lemon was being vacated.
Yet it didn’t quite take. “Don Lemon is a lightning rod because he really came to prominence during an era where that was celebrated and encouraged in prime time,”
Licht conceded at a media conference held by Semafor earlier this month. “CNN has moved on from that and Don has moved on from that.” Now, CNN has moved on from Don.
The signal is a little less clear from Fox News. The network and its leaders Lachlan and Rupert Murdoch had stood by Carlson for years as he drew wide condemnation for airing false and racist conspiracies that won him such cachet with so many of the Trump faithful.
They seemed to do so for a basic reason — the large ratings and considerable revenues he gained as he did so. Even as the Dominion lawsuit appeared to be heading full steam to trial, Carlson doubled down by running reports falsely portraying the Jan. 6 attack as a mostly peaceful event. It sent a signal that even under the threat of a huge lawsuit, ratings trumped all at Fox.
Following its settlement with Dominion last week, Fox was met with the unan-
swered question of whether the experience of the case was singeing enough to make Fox News pull back from airing the sort of unbridled, false conspiracy content that gave Dominion such a strong hand at court.
The abrupt end of Carlson’s run at Fox News may not telegraph some broader pullback in the offing — indeed, there are various indications to the contrary. But his removal from Fox’s prime time is a pullback all on its own, and a pretty major one at that.
Then again, over the course of the past 40 years, cable news, in its perpetual hunt for ratings and relevance, has inexorably moved toward ever more strident programming and personalities. Carlson’s and Lemon’s exits might be the end of one era in cable news. But if Fox and CNN are unable to resist the siren call of Trump’s attentiongrabbing bag of tricks in the pursuit of ratings, who is to say what the next one will truly look like?

The Green Bay Packers traded quarterback Aaron Rodgers to the New York Jets earlier this week, ending a threeyear power struggle between the Packers and one of pro football’s greatest passers.
After a relatively lengthy negotiation process, the Jets agreed Monday to trade the No. 13 overall pick in this year’s draft, as well as two later-round picks and a conditional second-round pick in the 2024 NFL draft, in exchange for Rodgers, the No. 15 pick and a later-round pick. The trade, which was confirmed by a person with knowledge of the terms who was not authorized to speak publicly, was first reported by ESPN.
The deal for Rodgers had been imminent since March, when he said on “The Pat McAfee Show” that he intended to play for the Jets this season. In the six weeks since that confirmation, Jets and Packers leadership publicly said that the trade would happen, but the teams did not come to terms until three days before the NFL draft was scheduled to begin in Kansas City, Missouri.
Packers General Manager Brian Gutekunst said in a news conference Monday that it was “unfortunate and disappointing” that he had not talked with Rodgers since the season ended, but that he was “really excited” to move forward with Jordan Love, who had sat behind Rodgers for the past three seasons.
Since quarterback Joe Namath led the Jets to their only Super Bowl appearance, a victory in 1969, the franchise has struggled to find a long-term successor. The team has used first-round picks to try to fix the position: Richard Todd in 1976, Ken O’Brien in 1983, Chad Pennington in 2000, Mark Sanchez in 2009, Sam Darnold in 2018, and Zach Wilson in 2021.
In the promising 2022 season, the Jets began 6-3 behind one of the best defenses in the league and a talented offense. But lackluster quarterback play was the team’s most glaring deficiency, and it ultimately kept the Jets out of the playoffs for the 10th straight season. Now the Jets get Rodgers, who should position the team as championship contenders.
Rodgers, 39, spent 18 seasons in Green Bay, where he won the league’s Most Valuable Player Award four times, most recently in 2020 and 2021. But he had grown increasingly discontented with the franchise’s direction and his lack of input on personnel decisions.
Rodgers became the Packers’ starter in 2008, three years after the team drafted him with the 24th overall pick out of California, Berkeley. He replaced Hall of Famer Brett Favre, who had delivered one title in 16 seasons in Green Bay before the Packers traded him to the Jets.
Rodgers quickly eased fans’ nostalgia for Favre. After a six-win season in his first year as a starter, Rodgers made the Pro Bowl in the 2009 season after leading the Packers to an 11-5 record. In his third season as a starter, Rodgers and Green Bay won a Super Bowl title over the Pittsburgh Steelers.
He followed the championship with arguably the best season of his career. Rodgers won his first MVP Award, finishing with the most passing yards (4,643) of his career, and the highest quarterback rating (122.5) in NFL history. Rodgers also holds the record for the second-highest quarterback rating, 121.5, set in the 2020 season.
Favre became the first and only quarterback to win MVP in three consecutive seasons from 1995 to 1997. Starting in 2003, the award was traded between Tom Brady and Peyton Manning, two generational quarterbacks who won six of nine MVP Awards before Rodgers crashed the party.
Rodgers became a face of the NFL, noted as much for his endorsements with State Farm and Adidas as for posting some of the best statistical performances of any quarterback of his era. But another championship eluded him and the Packers, while Brady, Manning, Ben Roethlisberger and Patrick Mahomes have all won at least two Super Bowls.
The Packers lost in the NFC championship game five times with Rodgers under center, a playoff obstacle that revealed the fissure between the quarterback and his team beginning in January 2020 after a blowout loss to the San Francisco 49ers in that round.
Before that year’s draft, Rodgers criticized the Packers for not using first-round picks on wide receivers who could pair alongside the then-starter Davante Adams. “We haven’t picked a skill player in the first round in 15 years, so that would be kind of cool,” Rodgers said in an interview.
Green Bay team executives that year drafted quarterback Love with the 26th overall pick, a move that seemed to echo Rodgers’ selection in 2005 when a veteran Favre was the team’s starter.
Rodgers responded with one of his best seasons, leading the league in completion percentage (70.7) and touchdown passes (48) — and another loss in the conference championship game.
That offseason, Rodgers stewed privately and in public appearances on podcasts, and even as he guest-hosted the TV game show “Jeopardy!” The tension reached a head in April 2021, when ESPN reported that Rodgers had asked to be traded.
In July 2021, Rodgers skipped mandatory minicamp but later attended training camp, addressing the rift in his first news conference. “I just expressed my desire to be more involved in conversations directly affecting my job,” he said, explaining his desire for more of a role in the team’s personnel decisions.
But the season was defined as much by Rodgers’ performance as the reasons for his absences. He tested positive for the coronavirus in November, months after he had told reporters that he was “immunized” against the disease. Rodgers that month decried the league’s vaccination mandate and “woke culture” in two podcast interviews. The NFL later fined him $14,650 for violations of the protocols for unvaccinated players, which included not wearing a mask during his weekly news conferences and attending a Halloween party.
Despite the conflicts, Rodgers again excelled in the 2021 season, throwing 37 touchdown passes to just four interceptions, leading the NFL in passer rating and guiding the Packers to a 13-4 record during another MVP campaign. The team lost in the divisional round of the playoffs, but that offseason Rodgers signed a threeyear contract extension with a reported $150 million in guaranteed money.
In March 2022, the Packers traded Adams to the Las Vegas Raiders, and the Packers’ offense struggled. Green Bay missed the playoffs, losing its final game of the season to the Detroit Lions, a team Rodgers has beaten 18 times in his career.
As reports of Rodgers’ interest in the Jets hit social media in the weeks leading up to the trade, Jets players openly vied for his services. Ahmad Gardner, the Jets cornerback known as Sauce, wore a Packers fan’s cheesehead hat after the team beat Green Bay last season. He burned the hat alongside other Jets teammates on a video meant to recruit Rodgers.
The Jets’ campaign for Rodgers came just two seasons after selecting Wilson with the No. 2 overall pick, but Wilson rarely looked the part of franchise centerpiece. He was benched in November 2022, after the offense gained just 2 yards in the second half of a 10-3 defeat to the New England Patriots.
Wilson now enters the third year of his rookie contract expected to play backup behind Rodgers, who received the blessing of the franchise’s most successful quarterback in March. As the Jets sought the trade, Namath invited Rodgers to continue wearing the No. 12, which both quarterbacks share, despite the team having retired the jersey in Namath’s honor.
Rodgers could instead sport the No. 8, which he wore in college.
The NFL draft is a pinnacle for many players, most of whom have dreamed for years of hearing their names called by Commissioner Roger Goodell in front of millions of TV viewers.
But in 2020, as players celebrated reaching the professional ranks, the broadcast zoomed in on their personal tragedies.
In one widely condemned instance, as Tee Higgins, a wide receiver from Clemson University, was chosen 33rd overall by the Cincinnati Bengals, he pulled on the team’s cap and hugged family and friends who sat beside him in Knoxville, Tennessee. ESPN then showed viewers a graphic that, among other biographical details, spotlighted his mother’s past drug addiction.
It was one of several such gloomy instances in what is otherwise a celebratory event enjoyed by millions of football fans on television, but one that comes with aspects that can be dehumanizing to the people who should be its stars. Viewers learned, for example, that the sister of receiver Jerry Jeudy, whom the Denver Broncos selected 15th overall, had died while he was in high school. The package introducing Michael Pittman Jr., a receiver taken 34th by the Indianapolis Colts, revealed his stutter. Trevon Diggs, a cornerback picked 51st by the Dallas Cowboys, was noted to have lost his father to heart failure in 2008.
The spotlight on the heartbreak in the lives of the players selected, most of whom are Black, by producers of the broadcasts aired by ESPN and the NFL Network drew criticism for wading in socalled tragedy porn, an indulgent focus on personal trauma.
“We still think that’s a big deal, to acknowledge the obstacles they’ve had to overcome in their journey to the NFL,” said Seth Markman, who has led ESPN’s draft coverage for 11 years, and who apologized to Higgins in 2020. “But what we realized that year is that we can probably do a little better job balancing and making sure that not every story is about those obstacles and those backgrounds. Not everybody has to be a kind of a cliched bit of storytelling, if you will, and I think that year it was.”
Markman and his counterpart at NFL Network, Charlie Yook, said they have
also become more mindful of not focusing repeatedly on troubles in the prospects’ lives.
“You don’t want everyone to cry every time,” Yook said. “This is a celebration of a dream coming true. It’s not a game of gotcha. We want to tell your story and it will be unique to the player.”
It isn’t the only part of the draft process that has been called out for its indignities. As the NFL last year reevaluated the workouts, medical testing and physical measurements that players undergo before the draft, Troy Vincent, a league vice president who is Black, reportedly told team owners that the scouting combine had characteristics of a “slave market.”
“We just feel like the overall experience, talking to the players, we can be better in that particular aspect,” Vincent said of his meeting with team owners in March 2022. “So there was, I would say, a good discussion around what that looks like, where we could be, keeping in mind that the combine is the player’s first experience with the National Football League, and in that experience, there has to be dignity.”
The scouting combine is an annual audition for 300 college players who are interviewed by team personnel, given medical exams and perform drills in front of team scouts and coaches. After widespread complaints from agents and players — including some prospects who declined to attend the event — the league
now holds workouts on one day, instead of across two.
It streamlined the sharing of medical records so players don’t have to be tested several times. The interview process has also been standardized after complaints about intrusive questions. And the league last year stopped administering the Wonderlic test, a 50-question IQ exam long criticized for racial and socioeconomic biases, replacing it with the S2 Cognition test.
Players undergo only one full orthopedic exam, with the results presented to all 32 teams, and there is no longer a built-in window for teams to administer their own behavioral assessment tests.
Despite these changes, perhaps the most potentially dehumanizing aspect of the combine remains: Players still wear skintight outfits during drills as dozens of mostly white scouts evaluate their physical attributes.
Joby Branion, a longtime player agent, said the process has “hints of slavery.”
He added: “It’s about as dehumanizing at that moment in this process as it can be. It ain’t about you. It’s about how your body looks.”
This year, 17 top prospects will attend the first round of the draft in Kansas City, Missouri, on Thursday, with the league paying for airfare and hotels for the players and several of their family members and friends. There, they’ll wait to hear their names called in the draft’s green room, which the NFL said will feel more
like a living room than the stiff-table setup used in past years, when some prospects waited in partitioned rooms.
Markman said the networks have also reduced some of the close-up shots of players fretting as they wait to hear their names.
Still, the evening can quickly and unpredictably turn sour if a player’s name is not called for hours, or at all. The potential for that stress and embarrassment is why Brad Blank, a longtime agent who represented former offensive lineman D’Brickashaw Ferguson, former defensive lineman Chris Canty and other top players, tells his top prospects to skip the draft.
But some players ignored Blank’s advice because they viewed the draft, including the chance to wear their new team’s cap, hold up a jersey and hug Goodell on national TV, as a rite of passage.
Blank recalled the mother of one top prospect pushing back hard against his advice.
“She lambasted me: ‘This is our moment. We’re going and we’re going to hug the commissioner,’” Blank said.
Markman said ESPN began moving away from zooming in on players in the green room after 2013, when quarterback Geno Smith sat through the entire first round without getting picked.
“Every time someone got picked, the camera would look at me, and it created this perception of negativity that wasn’t there,” Smith said.
Figuring his name wasn’t going to get called, Smith left before the end of the first round so he could celebrate his mother’s birthday. His departure, though, led to suggestions that he was bitter.
“As TV producers, we were sort of like, this is going to capture ratings and this is going to be a juicy storyline, and make sure we have cameras with these guys,” Markman said. Now, “we don’t need to show these kinds of guys who are supposed to be having the best days of his life and it turns into a nightmare. Let’s not take advantage of him in this situation.”
Smith, now with the Seattle Seahawks, said he did not realize how he was portrayed until afterward. He had not planned on returning the next day, but his mother persuaded him to attend.
When the New York Jets drafted Smith in the second round with the 39th overall pick, he visibly exhaled as cameras trailed him to shake hands with Goodell and his voice cracked as he described his relief in an interview.
