NMEAD urges citizens to be vigilant and prepare for storm system

The National Weather Service (NWS) warned over the weekend of an atmospheric system that could impact weather conditions in Puerto Rico between Tuesday and Wednesday of this week.
“We are approaching the peak of the hurricane season, and the forecast announced in May is that we will have a ‘hyperactive’ season,” Bureau of Emergency Management and Disaster Administration (NMEAD) Commissioner Nino Correa Filomeno said Saturday. ‘We must have our individual, family and community plans ready for any emergency. In this case, people cannot disconnect from the media and must be alert to NWS bulletins.”
NWS meteorologist and warnings coordinator Ernesto Morales said the atmospheric system could cause rains, floods, landslides and dangerous maritime conditions. If it develops into a named storm, it will be called Ernesto.
“The main models related to this system place it passing through our area between Tuesday afternoon and Wednesday,” Morales said. “There is still no certainty about its potential. Still, we are observing it to establish a forecast regarding its development and intensity. Every year, we have hurricane season, and now that we are at the peak and the sea temperature is extremely warm, we will be seeing more events that will be approaching the Caribbean and we have to be vigilant and prepared. This is just the beginning.”

In order to continue promoting tourism, Vieques Mayor José “Junito” Corcino Acevedo announced on Sunday the installation of four large-scale signs, with nighttime lighting and bearing the slogan “We Are Vieques,” throughout the offshore island municipality.
The first of the signs was inaugurated on Friday at the historic Puerto Mulas Lighthouse, a point overlooking the entrance for passenger vessels.

Public Safety (DSP) Secretary Alexis Torres Ríos and Correa Filomeno noted that the DSP Bureau and the NMEAD operational zones would be activated to attend to any eventuality. The DSP Bureau communicates with the Municipal Emergency Management Offices of all municipalities and federal agencies.
In view of the possible impact of the system on the island, Canóvanas Mayor Lornna Soto Villanueva announced on Saturday that the municipality’s Emergency Operations Center (COE) executive committee had been activated.
“Given the possibility that this atmospheric system strengthens and impacts our area between Tuesday and Wednesday, I have made the decision to activate the COE Executive Committee to double-check and ensure that all municipal departments are coordinated and ready to respond to any eventuality, especially the support we provide to bedridden residents and elderly people with mobility problems and others,” the mayor said in a press release.
The next signs will be installed at the sports complex in the Luján community, at the entrance to the Sun Bay resort, and in the Malecón area of La Esperanza sector.
“Our goal is to serve the Vieques community and attract tourism,” the mayor said in a written statement. “After various studies, the municipal adminis-
tration adopted the concept of our friend Will Colón regarding the already famous giant letters and/or signs, emblematic of Isla Nena, and where not only can people see the name of Vieques from long distances, day or night, but they can also visit these four places to take photos and videos; so that they are part of the experience of being here, in Vieques.”
“These signs are inspired by the signs that [...] Colón has created over the years in different parts of our island, and we have decided to give him credit for our initiative and in his honor, we dedicated this one to him,” Corcino Acevedo added. “These signs are very eye-catching with very bright colors, which are also illuminated internally by lights during the night and were requested by the local administration and paid for by funds from the Puerto Rico Tourism Company.”
House to vote on censure of Venezuelan leader Maduro

The speaker of the island House of Representatives, Rafael Hernández Montañez, announced Sunday at a press conference, accompanied by Reps. Jorge Alfredo Rivera Segarra and Jesús “Chui” Hernández Arroyo, that he has called all members of the lower chamber to a special session to address two issues.
The first matter is to express the strongest censure on the part of the Puerto Rico House of Representatives regarding the serious human rights violations that have occurred in Venezuela under the leadership of Nicolás Maduro; to repudiate the continuous allegations of fraud that have occurred during the recent electoral cycle to perpetuate Maduro’s authoritarian regime; to denounce the lack of transparency of the National Electoral Council in disclosing the minutes containing the results obtained by each polling station; to demand the end of the dictatorship; and to demand that the standard-bearer of the largest opposition coalition in Venezuela, Edmundo González Urrutia, be recognized as the winner of the elections held on July 28, 2024 and that an orderly and peaceful transition begin in order to protect the democratic will of the Venezuelan people.

Hernández Montañez emphasized that “the measure will be debated and voted on by voice vote so that the position of each of the representatives at this historic moment is recorded in the minutes of the sessions.”

Governor enacts new laws, including one to punish those who cause false alarms

Gov. Pedro Pierluisi Urrutia has signed into law Senate Bills (SB) 944 and 945, which would amend the Penal Code and the Department of Public Safety law, respectively, to allow prosecutions against those who cause commonwealth emergency agencies to be activated by providing information that turns out to be false.
The governor also signed measures that would broaden protections for victims of gender violence and bills related to health and municipalities.
SB 944 amends the Penal Code so that citizens are required to replace lost funds after causing the activation of law enforcement and emergency agencies by providing information that is false. Also, any person who has caused a general or particular emergency situation and, upon learning that the information was false, does not report it to the relevant authorities, will be held responsible for breaking the law.
SB 945 provides that whoever issues a warning or false alarm in times of emergency, knowing that it is false, and results in damage to the public treasury, third parties or property that exceeds $10,000, or when the conduct results in physical harm to a person, will incur a fixed prison
sentence of three years. Additionally, the court may impose the penalty of restitution of funds.
To continue protecting victims of gender violence, the governor also enacted SB 740 to grant the judiciary the power to include in restraining orders a minimum circumferential distance point of 50 meters (164 feet) between the requesting party and the victimizing party.
As an additional effort to combat gender violence, the governor signed SB 786 to elevate to law the training given to public officials on the issue, covered by the law for the Prevention and Intervention with Domestic Violence and the executive orders issued to declare a state of emergency against gender violence.
On health issues, Pierluisi signed into law SB 546 to make technical amendments to the law to offer testing for the human immunodeficiency virus (HIV) as part of the routine testing of every medical evaluation performed at least once every five years. The law mandated that health plans cover HIV screening tests and that health providers report test results to the Department of Health (DS by its Spanish initials).
Under the new law signed by Pierluisi, the DS is now allowed to adopt the necessary regulations to obtain results in consultation with the Office of the Insurance Commissioner (OCS) and the Health Insurance Administration (ASES).

Energy Resilience Fund has yielded only a handful of rooftop solar units so far

Two years after its creation, the Puerto Rico Energy Resilience Fund, a $1 billion fund that seeks to help stabilize the power grid via the installation of thousands of rooftop solar units, has yielded only a tiny handful of solar panel systems, according to a probe by the Washington Free Beacon.
“We’re talking about energy and solar. That’s where the power is, right there,” Vice President Kamala Harris said during a speech in Puerto Rico earlier this year in which she touted the fund designed by Democrats in 2022. The fund has taken a central role in the administration’s plans to, as President Biden said in October 2022, “transform the entire” Puerto Rican grid, the Free Bacon report notes.
While the Department of Energy declined to tell the Free Beacon how many solar panels have been installed using program funds, the paper said Sunnova Energy -- one of two U.S. solar firms awarded funding to oversee implementation of the program -- acknowledged that just “a small, initial batch” of installations have been completed across the entire island so far. The other firm, Generac Holdings, declined to comment, according to the newspaper.
“The island is in the thick of hurricane season and high temperatures, and families on the island continue to battle weekly, or in some cases daily, power disruptions,” a solar industry expert with knowledge of the program’s inner workings told the Free Beacon. “We need to figure out how to move faster.”

The slow rollout of the Puerto Rico Energy Resilience Fund highlights the challenges facing the Biden-Harris administration as it attempts to oversee an influx of billions of
dollars in green energy funding nationwide. And it further highlights the ongoing energy-related issues facing residents of Puerto Rico -- in addition to the federal government’s ongoing inability to fully address those issues.
In recent years, Puerto Rico has been hit with a number of catastrophic storms and hurricanes that have inflicted substantial damage on the island and its power grid. Democrats have sought to address that damage through green energy programs. At the same time, residential electricity rates have surged, recently hitting an average of 23.77 cents per kilowatt-hour, the Associated Press reported last month, or 44% higher than the U.S. average.
The media have given little attention to the program because of the Biden-Harris administration’s decision not to provide a progress update on installations. Energy Secretary Jennifer Granholm and New York Democratic Reps. Nydia Velázquez and Alexandria Ocasio-Cortez, though, traveled to San Juan on July 17 to trumpet the program but, again, didn’t share information about the number of installations that have been completed.
The Department of Energy has said it has processed thousands of applications for the program and expects to complete at least 3,000 installations by the end of the year.
Roughly seven months after the Puerto Rico Energy Resilience Fund was established, Energy Department officials announced the agency would release $453 million of the $1 billion earmarked for the program. Then, in November 2023, the agency released the awardees for that first tranche: Sunnova, Generac, and a handful of smaller Puerto Rican firms. Sunnova and Generac are set to each receive $200 million to deploy the solar systems.
Governor urged to sign bill ceasing retroactive charges to solar power owners

The New Progressive Party minority leader in the island House of Representatives, Carlos “Johnny” Méndez Nuñez, along with San Juan District 4 Rep. Víctor Parés Otero, on Sunday asked Gov. Pedro Pierluisi Urrutia to sign House Joint Resolution 604, which orders the Puerto Rico Electric Power Authority (PREPA) and LUMA Energy to cease retroactive charges of $300 to thousands of photovoltaic (solar) system customers for “supplementary studies.”
“This resolution (604) is a measure that provides justice to consumers of solar systems in Puerto Rico, part of the highest vision of fiscal responsibility,” Méndez Nuñez said. “The use of photovoltaic energy systems in Puerto Rico has experienced an exponential increase in the last five years. According to available data, in Puerto Rico there were about 110,000 residences connected to photovoltaic energy platforms as of December 31, 2023. In contrast, in January 2017 the number did not exceed 2,000 units. Charging the majority of these customers $300 is a blow
to the pocket that we do not endorse.”
“LUMA, as an agent of PREPA, has issued thousands of notices to solar customers charging these $300 for supplementary studies on systems installed years ago, which is unacceptable,” Parés Otero added. “This Regulation 8915 is obsolete at the time of this study, as it conflicts with the automatic interconnection rule established in the Puerto Rico Energy Public Policy Act (Act 17 of 2019) for solar systems up to 25kW [kilowatts]. But since it has not been repealed or updated, it forces LUMA to implement unreasonable actions such as charging these $300. Resolution 604 corrects this and safeguards thousands of Puerto Rican consumers, which is why we urge the governor to turn it into law.”
The measure, unanimously approved by the House and Senate, establishes that the island Energy Bureau will repeal the provisions contained in the 2017 law, which orders customers interconnected with photovoltaic energy systems to pay PREPA $300 for the purpose of conducting a supplementary study of energy capacity.

Rallying in Las Vegas, Harris pledges to end federal taxes on tips

Vice President Kamala Harris said Saturday that she would seek to end federal income taxes on tips if she were elected president, mirroring a policy proposal that former President Donald Trump made earlier this year.
The proposal from Harris — which she announced in Las Vegas, where thousands of casino employees depend on tipped wages — is a priority of Nevada’s influential Culinary Workers Union. Both Harris and her running mate, Gov. Tim Walz of Minnesota, recognized the union in their remarks to a packed basketball arena Saturday night.
“When I am president,” Harris told the Las Vegas crowd, “we will continue our fight for working families of America, including to raise the minimum wage and eliminate taxes on tips for service and hospitality workers.”
The “no tax on tips” pitch has garnered bipartisan support since Trump first floated it in June, including from Sen. Ted Cruz, R-Texas, and both of Nevada’s Democratic senators, Catherine Cortez Masto and Jacky Rosen. Trump also announced his support for the policy in Las Vegas.
Trump responded immediately to Harris’ proposal Saturday night, posting on his social media website, Truth Social, that she had “copied” his own. “This was a TRUMP idea,” he wrote. “She has no ideas, she can only steal them from me.”
The Las Vegas stop was the last public event of a five-city introduction of the Harris-Walz ticket. As with the other rallies, Harris and Walz drew a crowd many times larger than any that had shown up for President Joe Biden while he was seeking reelection.
By Saturday, there were signs that some of the Democrats’ good vibes may have an expiration date. The Harris campaign said Walz “misspoke” when he said he had carried weapons of war “in war” in a video articulating his views on gun control. And Harris, before her event in Las Vegas, answered several questions from reporters for the first time since becoming the Democratic nominee — a development that took place after pressure from Trump and his campaign.

With her promises to raise the minimum wage and eliminate taxes on tips, Harris seemed to preview the planned release of her policy platform next week. She had told reporters earlier Saturday that the platform would focus on the economy and lowering costs for working families.
In addition to rank-and-file Democrats, wealthy donors are also responding to the new ticket. On Sunday, Harris was scheduled to attend a fundraiser in San Francisco that drew more than $12 million in contributions, her campaign said.

On Saturday, Walz urged the crowd at the arena on the campus of the University of Nevada, Las Vegas — which the campaign said included more than 12,000 people — not only to vote for the Democratic ticket but also to work to ensure their friends and neighbors did, too.
“I know very clearly that I am preaching to the choir,” Walz said. “But here’s my words for you: The choir needs to sing. The choir needs to sing.”
During stops in Philadelphia, Wisconsin, Detroit and Arizona, Harris and Walz spoke to capacity crowds. By the end of the week, the high points in their stump speeches had become familiar enough to audiences that people in the crowd shouted them along with the candidates. All told, the new running mates drew more than 64,000 attendees to their rallies, according to estimates from the campaign.
“Aren’t they a breath of fresh air?” Rep. Susie Lee, D-Nev., asked attendees in Las Vegas.
Biden had trailed Trump badly in Nevada, where inflation is a top concern for many voters. But Harris has tightened that gap significantly since Biden dropped out.
On Friday, the vice president secured the backing of the Culinary Workers Union, an endorsement that will likely add to her campaign’s organizing operation and eventual voter turnout.
The culinary union is a 60,000-member organization that represents casino and hotel workers and has been a key part of the coalition that has helped Democrats win in Nevada.

Harris’ crowd in Las Vegas would have been larger than it was, but law enforcement officials closed the doors as people fell ill while waiting outside the arena in temperatures that reached 109 degrees. Roughly 4,000 people were in line at that point and had to be turned away, the Harris campaign said.
“Don’t worry,” a hoarse-voiced Walz promised those who had made it inside. “We’re going to be back a lot.”
Before the rally began, thousands of attendees stood and danced in their seats waving Harris-Walz signs, as disco remixes, hip-hop and Latin pop blared over the speakers and the arena’s lights flashed in multicolored rhythm.
“We’ve got a party up in here,” D-Nice, a DJ and the event’s emcee, shouted to roars of approval. “Let’s light this place up.”

Walz in the National Guard: A steady rise ending with a hard decision

In the 1980s, the U.S. military was in the middle of a transformation. The Vietnam War was over, and a force once staffed with drafted troops who had fought and died in the jungles of Southeast Asia was transitioning to ranks filled solely with volunteers.
In Nebraska, Tim Walz was one of those volunteers. Walz, now Minnesota’s governor and the presumptive Democratic candidate for vice president, raised his hand to join the Army National Guard just two days past his 17th birthday on April 8, 1981. In a career in the military that spanned three decades, he battled floods, managed an artillery unit and achieved one of the highest enlisted ranks in the Army. He also navigated a full-time job teaching social studies alongside his part-time military occupation as a enlisted combat arms soldier, a role that trained him for war.
Walz never went to war. Most of his service covered a period when America was bruised from foreign entanglements and wary of sending troops into combat overseas for long stretches. And it ended when Walz was 41, as the military ramped up for war after 9/11.
Since being picked as Vice President Kamala Harris’ running mate this past week, he has found himself facing allegations previously aired by Minnesota Republicans and newly amplified by JD Vance, former President Donald Trump’s running mate.
Those criticisms center on Walz’s decision to retire from the Army in 2005, the year before his artillery battalion deployed to Iraq. He was thinking seriously about a run for Congress and spoke with other soldiers about being torn between his loyalty to his fellow troops and his desire to move on with his life. At the time, there were vague expectations that the unit might deploy, but actual orders came several months later.
The unit deployed to Iraq for more than one year beginning in 2006. During that time, soldiers in the unit provided security for transportation convoys and other tasks common in a combat zone.
Supporters say he served honorably for 24 years and had long since earned the right to retire from the Guard when he chose.
“In talking with him, it was a hard decision,” said Joseph Eustice, a soldier who served under Walz until his departure. “The guy I knew in the Guard, I’d walk through a wall for.”
But Thomas Behrends, a retired command sergeant major in his Guard unit, took Walz’s place for the Iraq deployment and said Walz was a “sell out” to his unit. “Whatever reason he had, he’s never explained it,” said Behrends, who wrote an editorial in 2018 speaking out against Walz during his campaign for governor.
In 2006, when Walz first ran for Congress, one critic who served in the Minnesota National Guard claimed that he was misleading people into thinking his record included a combat deployment. Walz pushed back strongly.
“There’s a code of honor among those who’ve served, and normally this type of partisan political attack comes only from one who’s never worn a uniform,” Walz wrote that year in a letter to the editor of The Winona Daily News, a newspaper in the district.
Even his most vocal opponents in the Guard agree that Walz was a respected soldier — someone who did his job dependably and could be counted on to take care of his troops.
Walz’s first job in the Nebraska Guard was in the infantry. In the 1980s, that meant Walz quickly learned how to fire an M16 and shoot, move and communicate in small units as he completed his training between junior and senior year of high school at Fort Benning in Georgia.
With the threat of war with the Soviet Union still present, Army recruiting commercials highlighted a modernizing American military: Newly formed Ranger units descended from Black Hawk helicopters and Apache gunships buzzed the ground, all with the Army’s famous motto “Be all you can be” blaring in the background.
As Walz climbed through the lower enlisted ranks, he bounced around the Midwest and the South, taking jobs in Texas and Arkansas before settling on his career path as a teacher. He figured that teaching left ample room in his schedule to train with the Guard. Those requirements frequently called on those in the Guard to show up for one weekend a month and a few weeks a year (sometimes in the summer months and sometimes for longer stretches of time).
“For many of us in the National Guard, there was an awful lot of teachers,” Walz said in the Library of Congress interview. “It was a very compatible profession. It felt like there was a lot of crossover and skill sets that worked there.”
Throughout the 1990s Walz performed the standard duties called upon by National Guard units — flood cleanup and recoveries from forest fires and tornadoes. In 1996 he changed jobs from the infantry to artillery and joined 1st Battalion, 125th Field Artillery in the Minnesota National Guard after he married and moved to Mankato, Minnesota. A year later he was in Norway on a training exercise.
“He was a good soldier,” said Bill Kautt, who was Walz’s battalion commander during the short deployment to Norway. “I think he was a respected member of the Guard and he did his job.”
Walz’s relatively peaceful time in uniform — having never been deployed as part of operations in Grenada in 1983, Panama in 1989 or the Gulf War in 1990 — changed on Sept. 11, 2001, when the terrorist group al-Qaida killed nearly 3,000 people in New York, Washington and Pennsylvania during a brazen strike on American soil.
Emily Falenczykowski-Scott, 41, saw the attack unfold on a television in the lobby of Mankato West High School and remembers Walz running by. He stopped when he saw her. “Emily, thousands of people have already died. This is war,” she recalled him saying.
In the twilight of his time in the Guard, before he retired in 2005 to run for Congress, Walz deployed to Vincenza, Italy in 2003. His artillery battalion was charged with guarding entry control points at Air Force bases that were supporting the war in Afghanistan as U.S. forces sought to capture or kill al-Qaida’s leadership there.
After that deployment ended in 2004, Walz made the decision to leave the Guard as he considered the run for Congress and as rumors swirled about a potential deployment to Iraq. He had been promoted to command sergeant major — a rank few soldiers reach.
But in the end, he retired as a master sergeant because he never completed the coursework — which would have taken 664 hours online and 86 hours in person to complete — required to keep the rank of sergeant major.

How to avoid online scams and what to do if you become a victim

Cybercrime is on the rise, but even the best antivirus software can’t thwart scammers who target the human psyche.
Some of the most damaging and costly scams involve what’s known as “social engineering.” That’s when fraudsters use time-tested techniques of deception and emotional manipulation, tricking people into divulging personal or financial information, or even granting remote access to their computers.
This is what happened to Barry Heitin, a 76-year-old retired lawyer who lost roughly $740,000 to sophisticated swindlers impersonating bank and government officials.
People of all ages and socioeconomic levels are potential targets, but older Americans are particularly vulnerable. They’re more likely to have amassed savings, and they’re perceived to be more isolated or perhaps less computer savvy.
There are also more entry points for scammers now — in our text messages, social media, dating sites or online groups. That silly personality quiz you just whizzed through on Facebook? It might have been created by fraudsters phishing for personal details.
“What is changing is the criminals’ ability to connect with us, and that’s because of the device we carry with us 24/7,” said Amy Nofziger, director of fraud victim support at AARP Fraud Watch Network. “A day doesn’t go by where we don’t have a million-dollar loss.”
Nobody ever expects to be the victim, but criminals are constantly fine-tuning their techniques and operating from well-worn playbooks.
Here are tips on how to avoid some of the most devastating schemes and what to do if you or someone you care about becomes ensnared. Avoiding scams
Familiarize. People may be susceptible to scams because of their life stage or circumstances. Young college graduates may be targeted by promising job offers. People buying homes are being tricked into wiring money to scammers. Older people tend to fall into schemes involving fraudsters who claim to be a government official or someone offering tech support. And people of all ages are lured into frauds promising lucrative investment returns, often in cryptocurrency.
To stay informed, familiarize yourself with the most common scams circulating. The Federal Trade Commission sends consumer alerts, and the FBI, which issues public service an-
nouncements on the latest schemes, will soon offer an option to subscribe to email updates. Check your emotions. Criminals appeal to our lizard brains and often combine those emotional appeals with a false sense of urgency.
“I am a sophisticated person and aware of these scams, but when I heard the words, ‘We are going to kill your daughter,’ all sense nearly went out the window,” said the Rev. Debra Andrew Maconaughey, rector of St. Columba Episcopal Church in Marathon, Florida, who was targeted last month by criminals demanding money.
Understand what you won’t be asked for. Nofziger sees complaints daily. Her advice: “Just listen to what they’re asking for,” she said. “If anyone is asking you for prepaid gift cards, bitcoin via ATM machines, gold bars, cash, Venmo, CashApp, Zelle or Social Security numbers or Medicare information, stop,” she said. Government and law enforcement rarely reach out to citizens by phone, and, even if they did, they will not ask you to pay them using cryptocurrency, prepaid cards and wire transfers.
Remember online hygiene. There are some basic practices that can help, but slowing down and moving more deliberately, like taking time to check whether suspicious emails have official looking addresses (or are off by one letter or digit), can help.
Don’t download software providing remote access to your computer or cellphone.
Don’t click on sponsored links, advertisements and pop-up screens, all of which can contain malware. Turn on pop-up blockers in your web browsers.
Scammers can spoof legitimate numbers on your caller ID so it looks like they are calling from, say, your bank or the Social Security Administration. Be sure to call back providers using phone numbers you found independently, or on the back of your bank cards. (Also be aware that scammers have been known to take over mobile phones and redirect outgoing calls.)
If you become a victim
What’s my first step?
The nature of each scam is different, so the remedies will vary. But generally speaking, the first call should be to your financial institution to alert it. If you’ve wired money to a fraudster, you can try to request a recall or a reversal, but that needs to be done almost immediately.
If you’ve purchased a gift card, immediately report it to the gift card issuer.
Which law enforcement agencies can
help?
Many people don’t report frauds because they feel so much shame, but it’s important to do so quickly with as much information as possible. That helps law enforcement aggregate complaints, detect patterns and emerging threats, and identify and investigate criminals.
Local police. Experts suggest starting with your local police department, though not every one will have experience or training in cybercrime. If yours doesn’t, ask for a detective who specializes in economic crimes. But some locales, including San Diego and Santa Clara, California, have created specific task forces to investigate online scams or elder exploitation.
FBI. All cybercrime victims should file complaints with the bureau’s Internet Crime Complaint Center, or IC3, the government’s central reporting hub.
Secret Service. The Secret Service may not immediately come to mind, but its cyber investigative section may be able to help, particularly if you’ve wired money. You can report crimes to your local field office.
But you need to do so almost immediately if you want to have any shot of recovering the funds. Jason Kane, special agent in charge of the agency’s Nashville, Tennessee, office, said that if a person wires money to a fraudster and can contact the Secret Service less than 48 hours later, agents may be able to help.
“The sooner you call, the better our chances to recover funds, but if we are past the 72-hour mark, the likelihood of funds return is significantly less,” Kane said.
The Federal Trade Commission also collects complaints.

The National Elder Fraud Hotline, run by the Justice Department, can help. The AARP Fraud Watch Network (available weekdays at 877-908-3360) can also provide more guidance.
What are the chances I can get my money back?
It’s sometimes possible but usually not probable. It depends on the scam and how quickly it’s reported to the financial institution and appropriate agencies.
What should I do if my computer may have been compromised?
If you believe a scammer may have had access to your device, get your machine scrubbed clean by a professional, like BestBuy’s Geek Squad service (just beware of related scams!), Apple’s Genius Bar or a local com-
puter technician.
That means formatting your computer back to its factory settings and reinstalling the operating system. Taking this step would remove any malware you can’t see, including remote access trojans, which let hackers control your device, said Sinan Eren, a cybersecurity expert and CEO of Opnova, a startup that automates security.
“This is the correct approach to remove any doubt,” Eren said.
If my computer starts sounding alarms, what should I do?
Several victims seem to have clicked on a pop-up window, ad or some other link that caused their computers to make loud noises, as if it were under attack. Do not follow the instructions on the screen. Instead, shut the machine off and disconnect from the internet. Then you’ll want to scrub the machine clean to ensure it’s free of any lurkers.
What should I do if I suspect my phone has been compromised?
Fraudsters can infiltrate your mobile device in different ways like having calls and messages forwarded to another number, or porting your phone number to a device they control (known as SIM swapping).
If you think your phone has been tainted, visit your mobile carrier’s store, or call the provider from another phone number.
Tell them about your suspicion and go over your account settings with them, including call forwarding and your voicemail password, Eren said. “It is a good idea to establish a security PIN with your mobile carrier, which will be asked when you call for service from there on,” he said.
Eren also suggests returning the device to its factory settings, recovering data through iCloud or Google Play, and always updating the operating system as soon as an update becomes available.
Anything else?
It’s always a good idea to get a free copy of each of your credit reports from the three credit agencies — Equifax, Experian and TransUnion — to see if fraudsters have opened up any accounts in your name. Then, freeze your credit files, which restricts access to your credit reports and makes it more difficult for scammers to open new lines of credit in your name.
Change passwords for email, financial institutions, computers and mobile devices and any other sensitive accounts. Always use twofactor authentication, if you don’t already.
US yields dip after volatile week, traders eye inflation data
Longer-dated U.S. Treasury yields fell on Friday after a volatile week driven by concerns about the U.S. economic outlook, while investors turned to key inflation data next week for fresh clues on the potential size of an expected September rate cut.
Yields have regained ground over the week after a dramatic bond rally sent them to more than one-year lows on Monday, with stock markets also recovering from a rout that was in part blamed on the unwind of popular dollar/yen carry trades.
A bigger-than-expected drop in jobless claims on Thursday helped ease worries about the possibility of an imminent U.S. recession. Concerns rose after last Friday’s non-farms payroll report showed an unexpected increase in unemployment.
“The main theme of the bond market at the beginning of the month was concerns about the state of the labor market and the future path of the Fed,” said Lou Brien, market strategist at DRW Trading in Chicago. Then “there was a lot of noise that was added onto markets because of the Yen carry trade.”
That trade involves borrowing yen at a low cost to finance U.S. asset purchases, including tech stocks. A sharp rise in the yen against the U.S. dollar, however, led traders to unwind these positions.
Yields on interest rate-sensitive two-year notes rose 1.1 basis points on the day to 4.055% and are up 18 basis points on the week, the biggest one week increase since March.
Benchmark 10-year note yields fell 5.3 basis points to 3.944% and are up 15 basis points this week, the largest one week increase since April.
The yield curve between two- and 10-year Treasury notes flattened 6 basis points to minus 11 basis points. It reached 1.50 basis points on Monday, turning positive for the first time since July 2022.
MOST ASSERTIVE STOCKS
The Fed is expected to cut rates at its next policy meeting on Sept. 17-18, but traders are grappling whether a 25 or 50 basis point reduction is more likely.
Stephen Gola, head of U.S. Treasuries Sales & Trading at StoneX Group in New York, said that markets may be overestimating the odds of a 50 basis points cut.
The Fed has “been very deliberate and slow-moving trying to adhere to their own tenet of policy working with long and variable lags,” he said. “Rush it when you need to, but otherwise we do live in 25 basis point increment world and we’re not falling apart at the seams.”
Traders are currently pricing in a 51% probability of a 50 basis point cut, and 49% odds of a 25 basis point reduction, according to the CME Group’s FedWatch Tool. A 50 basis-point cut had been fully priced in on Monday and traders had begun speculating on a possible emergency cut before September.
Fed policymakers on Thursday said they are increasingly confident that inflation is cooling enough to allow interest-rate
cuts ahead, and they will take their cues on the size and timing of those rate cuts not from stock-market turmoil but from the economic data.
Consumer price data on Wednesday is the next major data point and is expected to show that inflation continues to edge down closer to the Fed’s 2% annual target.
Annual core price growth is expected to slow to 3.2% in July, from 3.3% in June, and headline prices are expected to stay steady with a 3% annual gain, according to economists polled by Reuters.
“I’m concerned about a surprise on the headline if there’s anything quirky in the data, but our base case is inflation is moving lower,” said Zachary Griffiths, senior investment grade strategist at CreditSights in Charlotte.
“The economy is slowing, driven by the consumer that’s just running out of steam, running out of excess savings and starting to see this increase in the unemployment rate, which should work its way through to the spending and inflation numbers.”

Israel criticized after strike kills scores in Gaza

An Israeli airstrike early Saturday hit a school compound in the northern Gaza Strip where displaced Palestinians were sheltering, killing dozens of people, according to Gaza officials.
The Israeli military acknowledged the attack but said Hamas and another armed Palestinian group were using the facility for military operations and attacks on Israel.
The strike in Gaza City, the latest in a string of attacks on schools turned into shelters, drew strong condemnation from the European Union and the United Nations, with Josep Borrell, the top EU diplomat, saying: “There’s no justification for these massacres.”
The strikes have taken place alongside mounting international pressure on Israel to conclude a deal for a cease-fire and an exchange of hostages held in Gaza and Palestinian detainees, with President Joe Biden and the leaders of Egypt and Qatar saying this past week that “the time has come.”
The Gaza Civil Defense emergency service said more than 90 people were killed. But that number could not be confirmed, and two doctors at a hospital in the area gave slightly lower totals. Gaza health officials do not distinguish between civilians and combatants when reporting casualties.
The Israeli military did not provide a death toll. But it questioned the Gaza authorities’ statements, saying that its own assessment of the incident was at odds with the reported death toll.
Daniel Hagari, the military’s chief spokesperson, said that intelligence gathered by Israel indicated that “no women and children were present” in the building struck by Israeli forces. Regarding the casualty count, he said: “These figures do not distinguish between combatants and noncombatants, and they do not match the information” held by the Israeli military.
The Civil Defense emergency service in Gaza said the strike hit as more than 200 people gathered before sunrise in a prayer hall to worship. More than 2,000 displaced people had been staying at the shelter, the Al-Tabaeen school in the Al-Daraj neighborhood, the emergency service said.

dampen tensions between Iran, its militant allies and Israel, and put brakes on the momentum toward a regional war.
For days, Israel has tensely awaited retaliation for the assassination of top leaders from Hamas and Hezbollah, both groups backed by Iran. Biden and the leaders of Egypt and Qatar called Thursday for more talks between Israel and Hamas to end the war in Gaza, saying they would be willing to present a “final bridging proposal” to both sides.
There is “no further time to waste,” the leaders said in a joint statement, a sign of the growing impatience over the stalled peace talks. Hours later, Prime Minister Benjamin Netanyahu of Israel said he would send negotiators to talks next Thursday; Hamas has yet to respond to the offer.
In Gaza, however, Israel’s campaign — now in its 11th month — dragged on.
At least 17 school buildings have been targeted over the past month, killing at least 163 Palestinians, according to the United Nations. The Israeli military said Hamas has cynically exploited the compounds, and the displaced people sheltering inside, for its own protection; international law experts say Israel needs to do more to avoid harming civilians.
The Israeli military defended Saturday’s attack, saying in a statement that “the strike was
carried out using three precise munitions,” and that several steps were taken to mitigate civilian casualties, “including the use of a small warhead, aerial surveillance and intelligence information.” At least 19 militants from the Hamas and Islamic Jihad armed groups were killed in the attack, the statement said.
“The compound, and the mosque that was struck within it, served as an active Hamas and Islamic Jihad military facility,” said Lt. Col. Nadav Shoshani, an Israeli military spokesperson, without providing details. He added that information released by the Gaza authorities in the past has “proven to be sorely unreliable.”
The Gaza Health Ministry’s numbers are believed to be broadly reliable, though there is often uncertainty in the immediate aftermath of specific strikes, and the destruction of the territory’s health system has made tolls harder to track.
Saturday’s airstrike hit two floors, one of which was used
for communal prayers and the other for sheltering women and children, Civil Defense spokesperson Mahmoud Basal said. He said the prayer hall inside the school complex has been used for worship since the beginning of the war in October.
Basal, said 11 children and six women were among those killed in the strike Saturday, adding that many people were seriously wounded.
Many of those wounded in the strike, including children, were arriving with severe burns covering much of their bodies, said Tayseer al-Tanna, a surgeon at Al-Ahli Hospital in Gaza City, who called the scene “very difficult to watch.”
Al-Tanna said doctors had been forced to amputate several badly burned and mangled limbs since early morning. They had almost no painkillers to give their patients, he said, and did not have enough time to fully sterilize the overused equipment between operations.
Fadel Naim, a medical official at Al-Ahli Hospital who served for years as dean of the medical college at the Islamic University of Gaza, widely seen as a Hamas stronghold, said the hospital had received at least 70 bodies since Saturday morning. The strike was followed by a flood of people searching for loved ones missing in the wake of the explosion, he said.
Khamis Elessi, a doctor at the same hospital, in Gaza City, said more than 73 identified bodies had been brought to the hospital morgue, along with another 10 who had yet to be identified because they were disfigured in the explosion.
Philippe Lazzarini, the head of the U.N. agency for Palestinian refugees, called Saturday’s deadly attack “another day of horror” in Gaza. He called on all sides not to harm civilians or use schools for military purposes.
“It’s time for these horrors unfolding under our watch to end,” he said on social media. “We cannot let the unbearable become a new norm.”
What caused a plane to fall from the sky in Brazil?

Brazilian investigators have begun analyzing the black boxes from a Sao Paulo-bound flight to try to understand why the passenger plane fell from 17,000 feet Friday, in a crash that killed all 62 on board.
But to aviation experts around the world who watched videos showing the 89-foot plane spinning slowly as it plummeted before crashing almost directly on its belly, the question of what had happened was simple to answer: The plane had stalled.
In other words, the plane’s wings had lost the lift needed to keep the aircraft aloft, causing it to stop flying and start falling.
“You can’t get into a spin without stalling,” said John Cox, an airline pilot for 25 years who now aids plane crash investigations. “It’s A plus B equals C.”
The question of why VoePass Flight 2283 might have stalled, however, remained a mystery.
Did it lose significant speed? Did its nose pitch up too high? Did ice build up on its wings? Did an engine fail? Was its stall-warning system working? Were the two pilots tired or distracted?
“The main thing we know is that it’s never one thing,” said Thomas Anthony, director of the aviation safety program at the University of Southern California.
The plane was carrying 58 passengers and four crew members on the nearly twohour scheduled flight from Cascavel, Brazil, to Sao Paulo on Friday when it crashed in a gated community in the small city of Vinhedo, shortly before reaching its destination. No one on the ground was injured.

boxes — one containing flight data and the other recordings from the cockpit — and were working to extract information from them.
“There is still no estimated completion date for this work,” said Marcelo Moreno, Brazil’s chief crash investigator. “We are prioritizing quality over speed.”
The leading crash theory so far is that the plane may have stalled partly because it suffered from severe icing, meaning ice formed on its wings or on other parts of the plane, reducing its aerodynamic abilities and increasing its weight. With such icing, a plane has to
travel at faster speeds to avoid stalling, experts said.
“The way the aircraft fell, spinning out of control, is characteristic of someone who lost the functionality of the wing and the aircraft controls,” said Celso Faria de Souza, a Brazilian aeronautical engineer and forensic expert in plane crashes. “This can happen because of ice.”
Brazilian officials had issued a warning about the potential for severe icing where the plane was flying when it crashed. And shortly before the disaster, a different passenger plane had experienced such icing nearby, the pilot of that plane told the Brazilian news channel Globo.
Passenger planes have systems to break up ice that forms on the wings. On the plane that crashed — an ATR 72-500 turboprop built in 2010 — that system consisted of rubber tubes on the wings that are supposed to inflate and deflate to break up any ice.
“Did the crew activate the anti-icing system?” asked Jeff Guzzetti, a former crash investigator with the Federal Aviation Administration. “Or did they activate it and it failed?”
Icing was a main cause of a 1994 American Eagle crash of the same ATR plane model in Indiana, but the manufacturer has since improved the de-icing system.
Cox said publicly available flight data suggested that the plane was traveling roughly
325 mph when its speed dropped sharply in the minutes before the crash. The speed did not drop far enough to cause a stall, he said, unless icing was extremely severe.
“If there is enough ice, then it changes the shape of the wing, and that could cause it to stall at a much higher speed,” he said.
However, the experts said, icing alone should not lead to a crash. Under most circumstances, pilots can prevent icing from causing a stall, even if the plane’s systems fail.
If the system that warns of icing malfunctioned, the pilots should have been able to see ice on the wings and windshield wipers, they said. And if the system to break up the ice malfunctioned, pilots could have lowered the plane’s altitude, where warmer air would have melted the ice. “We’re talking about Brazil here, not Antarctica,” Cox said. The temperature on the ground where the plane crashed was around 63 degrees.
To descend to a lower altitude, pilots typically first alert air traffic controllers. But Brazilian officials said the pilots did not communicate with controllers just before the crash. “There was at no time a declaration of any type of emergency from the aircraft,” Moreno, the crash investigator, said.
Experts said they were mystified by the lack of communication.
“They may have tried to speak and the radio failed, the communication failed,” said Joselito Paulo, president of the Brazilian Aviation Security Association. “Or they made the communication, but it wasn’t intercepted by air traffic control.”
“If there was no communication,” he added, “it was something very quick, unexpected.”
Marcel Moura, operations director of VoePass, the airline operating the flight, told reporters that investigators would look at all possible causes.
“The plane is sensitive to ice. It’s a starting point,” he said. “But it’s still very early to make a diagnosis.”
At the crash scene inside the gated community Saturday, officials picked through the wreckage to try to extract the bodies of victims. By Saturday evening, they had found 42 of the 62 people who died.
Among the passengers on the flight were at least four doctors on their way to a medical conference, as well as university professors, a DJ, a bodybuilder and a judo referee, according to local news reports. All of the passengers were Brazilian, although three held dual citizenship with Venezuela and one with Portugal.
My travel tips for seeing the world’s best places

’Tis the season for vacations, so let me make my pitch that the best travel is not lounging at a beach resort but rather journeying into a different world. We all need relaxation at times, but nothing beats the thrill of a trip of discovery and the education that comes with it.
Mark Twain once observed that “travel is fatal to prejudice, bigotry and narrow-mindedness.” In that spirit, I’ve long urged young Americans to take gap years before college or junior years abroad. (One high school reader of such an essay, Spencer Cohen, ended up taking a gap year partly in Japan, became an Asia hand and is now a colleague at The New York Times.)
Still, there are risks, less of violence (the U.S. has more guns than other countries) than of having your passport and credit cards stolen. So, I preach both travel and prudence, and on a recent book tour, I found myself often asked about travel advice I had mentioned in my memoir. So let me share a few tips for the vacation season:
1. The most memorable travel often involves encountering something unfamiliar, so consider escaping the herds parading through Paris. Indonesia, Ghana, India, Nepal, Vietnam, Morocco and Bolivia are generally safe, far cheaper than Europe and offer indelible experiences. I’ll never forget venturing deep into the Potosí silver mines in Bolivia, exploring a grim slave castle in Ghana that dispatched prisoners to slavery in America, learning how to use a blowgun while staying with families in their longhouse in Indonesia’s Borneo rainforest. The world awaits us!
2. Some of the places that you find most culturally distant may be right here in the United States. A teenager from an affluent family in the New York or Boston areas would step into a different world by taking a ranch job in Wyoming. And this is the kind of travel that is not only affordable but actually pays for the experience.
3. Be spontaneous. As a law student in 1982, I spent five weeks backpacking through the Middle East and met a couple of Palestinian students on a West Bank bus; I jumped off at their stop and spent a memorable day with them in their refugee camp hearing about their frustrations and dreams (I wrote about reuniting with them last fall). And while on a bus in the Sahara, I accepted an Algerian man’s invitation to visit his village — which turned out to be a warren of underground burrows to protect families from the extreme heat, the most unusual residential architecture I’ve ever seen. In each case, I was with a couple of friends, which made it seem safer to put myself in the company of people I’d just met, and obviously one should be as judicious as one is spontaneous.
4. One occasionally hears that adventurous travel is just for men, but some of the most accomplished foreign correspondents and overseas photographers are women, as are a majority of
Peace Corps volunteers. As a man, I don’t face the same risks that women face, but I have seen female travelers — disproportionately from Australia and New Zealand — thriving as they backpack through the most remote places. Some have suggested the purchase of a cheap wedding ring; a $20 band and a fabricated husband can help keep pests away.
5. Carry a decoy wallet. If pickpockets grab it, let them run off — only to discover that it contains just a bit of cash for street purchases, a day pass for the subway and an expired credit card. But do remember to let the pickpockets escape. Years ago, in Lima, Peru, I instinctively jumped a pickpocket who was trying to grab my friend’s decoy wallet, forgetting that he had nothing much in it; next thing I knew we had a melee and a gun was being fired.
6. Carry your passport and valid credit cards and cash in a pouch that loops on your belt and is tucked inside your pants. Travelers often carry travel pouches round their necks under their shirts, but these are visible and sometimes get stolen. While I’ve had bandits make me take off my shoes and socks while searching for cash, nobody has found my pouch in my pants (I dare mention this only because I assume robbers are not big readers of my column).
7. Carry a small cable lock (those for skis are perfect) to lock your bags together so one doesn’t run off while you’re sleeping in a train or on a bench at the train station.
8. Never check a bag for a flight because then it will get lost. That means packing light and taking quick-dry clothes suitable for washing in a hotel sink. I’m fond of travel clothing from a company called Clothing Arts, and I also rely on ultralight backpacking gear such as a tiny Black Diamond or Petzl headlamp that is invaluable when the power goes out.
9. If you’re getting into a taxi or other car in a location that seems at all dubious, use your phone to photograph the license plate before you get in. The driver may wonder if you’ve texted it to a friend. And women can look for female drivers if they exist.
10. My editor doesn’t want me to say anything that might encourage readers to try something dangerous, so I won’t suggest that there is nothing like the view while riding on the top of a train in Sudan. (That was in my dissolute youth,

Pide estudio de impacto sobre SS para incluir policías y maestros
SAN JUAN – El candidato del Partido Nuevo Progresista (PNP) para la comisaría residente en Washington, William Villafañe informó que solicitó a Stephen Goss, principal actuario de la Administración del Seguro Social, un análisis actualizado sobre el impacto que tendría el proyecto bipartidista H.R. 82 de la Cámara de Representantes Federal, conocido como la Ley de Equidad del Seguro Social de 2023, del cual la actual comisionada y candidata a la gobernación, Jenniffer González Colón es copatrocinadora.
“Es esencial cuantificar el impacto potencial de la derogación de estas disposiciones en los residentes puertorriqueños. Estoy particularmente interesado en los datos que detallan el número de beneficiarios
afectados, el cambio estimado en la distribución de los beneficios y las implicaciones fiscales tanto para las personas como para los fondos fiduciarios del Seguro Social”, dijo Villafañe en declaraciones escritas.
Esta ley, si se aprueba, podría ampliar los beneficios para 6,395 policías y 44,100 maestros retirados en Puerto Rico. LA FORTALEZA – El gobernador Pedro Pierluisi, junto a la secretaria del Departamento de la Familia, Ciení Rodríguez Troche, y el administrador de la Administración de Desarrollo Socioeconómico de la Familia, Alberto Fradera, anunció un ajuste en las deducciones en el Programa de Asistencia Nutricional (PAN) para que los beneficios de los participantes que se encuentran en el umbral de elegibilidad continúen recibiendo los beneficios y no se vean afectados ante el aumento del salario mínimo estatal. Los cambios anunciados en las tablas y deducciones del programa PAN entran en vigor a partir de este mes de agosto y se incorporan al Reglamento del PAN y a las tablas de elegibilidad del programa de asistencia alimentaria.
“El compromiso de mi administración ha sido brindarle las herramientas a los ciudadanos y familias de bajos recursos para que puedan progresar, echar adelante a sus familias y aportar a la economía de la Isla. Las estadísticas reflejan 30 meses consecutivos con una tasa de desempleo de 6.5 por ciento o menos, una gesta histórica que se ha logrado gracias a la implementación de política pública dirigida a promover el crecimiento de la fuerza laboral. Hemos desarrollado programas de adiestramiento y apoyo, así como otorgado beneficios contributivos para que más personas se inserten en el mundo del trabajo. Por su parte, la secretaria de Familia manifestó que “la implementación de estapolítica pública tiene el efecto de incentivar el trabajo dentro de la economía formal y lograr que nuestros participantes tengan acceso a mejores oportunidades laborales que permitan mejorar su calidad de vida y la de sus familias. Este es otro ejemplo de que cuando unimos voluntades -gobierno estatal y federal, empresas y ciudadanía- se pueden realizar grandes transformaciones”.

‘The Arctic Convoy’ Set in the summer of 1942, “The Arctic Convoy,” directed by Henrik Martin Dahlsbakken, tells the story of a small vessel tasked with transporting arms to the Allies. When the fleet’s British navy escort suddenly departs from the boat’s fleet, leaving them to fend for themselves against the German navy, Skar (Anders Baasmo), the captain of one vessel, decides to continue his mission despite the protestations of his frightened first mate, Mork (Tobias Santelmann).
“The Arctic Convoy” is two tales of survival. The first is a power struggle between Skar and Mork that often mirrors “U571” or “Crimson Tide.” The other fight is with the Germans, which requires steely resolve and quick maneuvers by Skar’s young crew. Big sea battles and high-flying action between fighter planes provide visceral suspense to this psychologically rich war film that tells a lesser-known story from the world’s coldest front. (Rent or buy on most major platforms.)
‘Heart of the Hunter’ Zuko (Bonko Khoza) is a retired assassin pulled back into action by his old partner Johnny Klein (Peter Butler), who wants to end the corrupt reign of South Africa’s president (Sisanda Henna). Although Zuko resists coming out from the shadows, Klein’s attempt to reconnect puts Zuko in the cross hairs of the intelligence head Molebogeng Kwena (Connie Ferguson), who takes Zuko’s
girlfriend, Malime (Masasa Mbangeni), hostage. The assassin hides his young son while he seeks Malime’s freedom.
In director Mandla Dube’s espionage flick “Heart of the Hunter,” Khoza is a charismatic lead and an exceptional fighter. Cinematographer Trevor Calverley’s intimate lens captures the glimmers of hurt, anger and love that dance across his face. In multiple hand-to-hand combat scenes, especially the final climactic one against the president, Khoza moves fluidly, captivating viewers with irresistible intensity. (Stream it on Netflix.)
‘House of Ga’a’
A lavish historical epic filled with plenty of backstabbing, “House of Ga’a” takes place during the 18th century in the Oyo Empire of West Africa. Bashorun Ga’a (Femi Branch) is considered not only a great soldier — made plain in an ambitious, opening-scene battle against the Nupe army that recalls “Gladiator” — but a respected prime minister. Ga’a, however, comes to want more power: He greedily decides to murder the empire’s Alaafin (ruler), which begins a chain reaction with supernatural evils.
From Nigerian director Bolanle Austen-Peters, “House of Ga’a” features wonderful period detail such as colorful costumes and precise set pieces, including Ga’a’s lavish village. Branch also provides a multifaceted performance, one that sees him as a bewitching rascal rather than a despicable villain. The film’s slow-burn character studies are also balanced by its deluge of
death: cold assassinations, vicious beatings, throat-slitting and witchcraft — making for a captivating, ruthless soap opera. (Stream it on Netflix.)
‘Non Negotiable’
Alan (Mauricio Ochmann) is considered by many to be the best crisis negotiator in Mexico, but he can’t seem to mend his marriage with his wife, Victoria (Tato Alexander), a psychologist. His disgraced colleague Vincente (Leonardo Ortizgris) — who’s angry with Alan for not backing him after a hostage situation went awry — is looking for revenge and trying to take down a corrupt government. Vincente kidnaps the country’s crooked president (Enoc Leaño) and takes Victoria captive, too. It’s up to Alan to free them.
Director Juan Taratuto’s “Non Negotiable” is a long standoff not unlike “Inside Man.” Alan works desperately for more time to smooth over the situation as he attempts to investigate how far his government’s corruption has spread. A vat of romcom tropes, espionage mechanics and elaborate suspense-thriller set pieces — including a raid on Vicente by army personnel — result in a crowd-pleasing experience. (Stream it on Netflix.)
‘Perfect Addiction’ Action movies usually feature rugged, worldweary killers or innocent, wide-eyed protagonists who are unwittingly pu-
lled into violent confrontations. But director Castille Landon’s “Perfect Addiction” is younger, steamier and far more melodramatic than your prototypical action flick. Sienna (Kiana Madeira) is a trainer who falls for a chiseled mixed martial arts fighter named Jax (Matthew Noszka). Their relationship crumbles when Sienna catches Jax in bed with her younger sister, Beth (Bree Winslow). Emotionally broken, Sienna eventually moves in with another fighter, the kinder, gentler Kayden (Ross Butler), and becomes his trainer in the hopes of exacting revenge against Jax in the cage.
Although you get the expected visceral, muscular atmosphere of an MMA film, “Perfect Addiction” is alarmingly intimate. Limbs wrapped around limbs during training sessions — first between Sienna and Jax and later between Sienna and Kayden — turn into sweaty sex scenes. On a cinematic landscape often too timid to depict the pleasures of the flesh, “Perfect Addiction” is an arresting and welcome change of pace. (Stream it on Amazon Prime Video.)

10 wines from California, $20 to $40, to drink right now

It’s a question I hear frequently after one of my periodic roundups recommending 20 wines under $20: “Why so few California wines?”
It’s not that bottles under $20 from California are rare. I see plenty. The problem is that most are not particularly good, certainly not on par with what I can find from elsewhere in the world, including other American regions like the Finger Lakes, in New York.
California produces great wines. But most cost more than wines of similar quality from European regions. I want to explore some of the reasons for this disparity while also recommending 10 terrific California wines in the $20 to $40 range that I found recently while shopping in New York.
Particularly significant are the cultural differences between wine production in the European Union and in the United States.
Europe has vastly more diversity in its wine than California. Not only does each of the historic European wine-producing countries generally feature its own distinctive array of grapes, but also almost every wine region within those countries makes different sorts of wines, often the result of centuries of tradition.
Many small producers take particular pride in what they consider their heritage, no matter how unfashionable the wines might be. They farm and make the wine conscientiously, and because their grapes and regions are not well known, they are relatively inexpensive.
California’s setup is entirely different. Its choices of which grapes to plant are more likely to be based on sales potential rather than legacy or tradition.
Despite the many different appellations within the state, only a handful of grapes dominate production. Among white grapes, chardonnay accounted for more than 52% of acreage planted in 2023, ac-

cording to the California Department of Food and Agriculture, more than five times as much as the second most-planted variety, sauvignon blanc, about 10%.
Among reds, four grapes — cabernet sauvignon, pinot noir, zinfandel and merlot — account for roughly 74% of the acreage, with more than twice as much cabernet as pinot noir, followed by zin and merlot.
Prestigious regions in California that have successfully built reputations, like Napa Valley for its cabernet sauvignon or the Sonoma Coast for chardonnay, have been rewarded by being able to fetch high prices for their wines. Other regions seem content to piggyback on these successes, producing plenty of cabernet and chardonnay from everywhere else in California, including a lot of mediocre or poor mass-market wines at moderate prices.
Paradoxically, the narrow set of choices has proved to be a commercial advantage for California, especially among consumers who choose
not to pursue the more esoteric options available from around the world.
“California is more focused on marketing,” said Stephen Rannekleiv, a global beverage strategist with Rabobank, contrasting it to the industry in the European Union. “All these lesser-known grapes may be great quality, yes, but they require investment by consumers. Most consumers walk into wine aisles and get overwhelmed.”
I understand this, but, as a wine lover, it’s sad. Diversity and complexity are beautiful, but marketers prefer simplicity. They might wish to eliminate dozens of, say, Italian white grapes so they could focus on selling pinot grigio. A few large commercial producers might make a lot more money. But that would mean destroying local traditions and diminishing choices. For wine lovers, where’s the joy in that?
In California, it’s the smaller producers working around the margins that I’m drawn to.
They tend to work with
grapes deemed less prestigious or profitable than the dominant few, or, if they are using familiar grapes, they’re doing their best to make expressive wines rather than pale imitations.
Other factors play into this price gap. Labor costs, surprisingly, are probably not one of them.
“You would think so, but labor costs are high in Europe, and regulations are tight,” said Mike Veseth, a retired economics professor who writes The Wine Economist, a blog.
But land costs are often a consideration. For small estates in Europe, vineyard land has often been in a family for generations. It’s paid for, while vineyard owners in California are often mortgaged and need higher returns than in Europe, Veseth said.
This may be felt indirectly, as many of the California producers I recommend here don’t own their own vineyards. But costs are passed on, particularly if the producers are buying grapes farmed organically or biodynamically, which is often more expensive than chemical farming.
The European Union, Veseth pointed out, often subsidizes grape farmers in ways that the U.S. government does not, which can also make American grapes more expensive.
If wines from California will cost more than similar European wines, you might ask, why buy them?
Pride might be one answer. Just as we might root for American athletes in the Paris Olympics, why not root for American wine producers to make great wines and support their efforts? That goes not only for California, but for Oregon, Washington, New York and other American regions, too.
Just as important, the wines are different. The grapes are grown in different climates and soils, and the winemakers have their own sensibilities. California wine producers may be inspired by great European wine traditions, but they are making wines with their own singular identities, shaped by American terroirs.
I love these wines and want to drink them, just as I want to drink their European counterparts. As far as wine goes, I feel like a citizen of the world. But I can’t forget I
am American, either.
Here are the 10 bottles I recommend, in order of price. If you can’t find these producers, dozens of others are just as good.
Broc Cellars California Cabernet Sauvignon, “The Perfect Red,” 13.5%, $23
This is not at all a typical California cabernet. It’s made by Broc Cellars, a terrific micro-négociant that scours the state for unusual or neglected vineyards, in collaboration with Selection Massale, an importer and distributor that specializes in natural wines. The Perfect Red is vivid with fruit and lively acidity. It’s a delicious, thirstquenching wine that is most definitely a chillable red.
Lioco Mendocino County Indica Red Table Wine 2022, 12.5%, $25
I’ve been enjoying Lioco’s Indica for years. Why? This blend of carignan and valdigué is juicy, fresh, beautifully balanced and goes with all sorts of food, whether chicken enchiladas or wild king salmon. Lioco is led by the husband-andwife team of Matt and Sara Licklider, who seek out excellent vineyards on the North Coast and make a reliable array of wines.
Monte Rio Cellars Mendocino County Hawkeye Ranch Chardonnay 2022, 13%, $26
This straight-ahead Mendocino chardonnay, made from organically farmed grapes, is pure and unadulterated by oak flavors or other winemaking techniques. The result is a savory, salty, earthy wine that is remarkable for the clarity of its flavors. Monte Rio’s proprietor, Patrick Cappiello, was a top-level sommelier before turning to winemaking. Recently, he has used his Instagram pulpit to speak up for small American winemakers.
Iruai Shasta-Cascade White Wine 2023, 12.5%, $26
This is not strictly speaking a California wine, as it uses grapes grown in the Trinity Alps range in Northern California and near the Siskiyou Wilderness area in Oregon. The wine, a blend of five grapes inspired by French Alpine wines, is in tensely herbal, savory and delicious. Iruai was born in Berkeley in 2013 as Methode Sauvage, but its proprietors, Chad and Mi chelle Westbrook Hinds, changed its name in 2019 and relocated to the far north of the state, where they farm according to the hands-off precepts of Japanese agronomist Masanobu Fukuoka. What’s a more Cali fornia reinvention story than that?
Florèz Redwood Valley Upton Vineyard Sauvignon Blanc “Shangra-li Mendo Savvy-B” 2023, 12%, $28
James Jelks makes small lots of natural wines from different vineyards around the state. This organically grown sauvignon blanc comes from the Upton Vineyard in Mendocino County. It’s savory and pungent but deep as well, with the sort of complexity that, no matter how you try, never quite reveals all its elements.
Margins Clarksburg Wilson Vineyards Chenin Blanc Skin-Fermented 2023, 11.5%, $30
Megan Bell makes wines from grapes and vineyards that she believes exist on the margins, generally ignored by the corporate wine world. This chenin blanc from Clarksburg is a good example. It’s made from organically grown grapes, which she ferments with its skins to make an orange
rector of winemaking at Turley Wine Cellars. On his own time, he runs Sandlands, his personal project that focuses on old vineyards and neglected grapes. He makes superb chenin blancs like this one from Clarksburg, bright and floral with notes of honeysuckle.
A Tribute to Grace Santa Barbara County Grenache 2022, 13.9%, $36
Angela Osborne, proprietor of A Tribute to Grace, is part of a new wave of winemakers worldwide who have demonstrated that grenache can be fresh and elegant rather than overwhelmingly fruity. This Santa Barbara County bottle is made from riper grapes than the Emme grenache, and the fruit flavors are more prominent. It’s nonetheless fresh, earthy and lovely.
Pax North Coast Syrah 2021, 13%, $38
Pax Mahle’s syrahs are inspired by those of the Northern Rhône Valley of
France. This deliciously savory, almost feral bottle, virtually handmade like all Pax wines, comes from a blend of vineyards on the North Coast. He also makes wines of myriad other grapes, all well worth seeking out, and hosts a handful of likeminded producers in his sprawling winery in Sebastopol, California.
Lady of the Sunshine Ballard Canyon Stolpman Vineyard Sauvignon Blanc 2023, 12%, $39
Gina Giugni, proprietor of Lady of the Sunshine, makes all her wines from grapes grown biodynamically or organically. This lively, beautiful sauvignon blanc, full of saline and herbal flavors, comes from Ballard Canyon, a small appellation in the middle of the Santa Ynez Valley in Santa Barbara County. Giugni, with her husband, Mikey, also make the excellent Scar of the Sea wines.

Puerto Rico ends its journey in Paris with 2 bronze medals, 2

Wrestler Sebastián Rivera, one of the Puerto Rican delegation’s two flag bearers, won the second medal for the island on Sunday, the day of the closing ceremony of the Paris 2024 Olympic Games.
Puerto Rico finished with two bronze medals, both earned by its flag bearers, hurdler Jasmine Camacho Quinn and Rivera. Boxer Ashleyann Lozada and wrestler Darian Cruz earned Olympic diplomas.
Rivera defeated Mongolia’s Tulga Tumur 10-9 in the 65-kilogram bronze medal match in freestyle wrestling on the main mat at Champs de Mars Arena.
“I was down by six. I was down by four. Everything was going to be fine. It took me a while to get my offense going,” Rivera said in a written statement. “He’s very good at stop-
ping people, but I found out that I was a little bit stronger than him in some of those positions that I wanted to be in. And we got it.
“I thought it was two when we got there [for the challenge points],” he added. “So I wasn’t nervous. I knew something had fallen. I felt it. He wasn’t on all fours. So I wasn’t worried about it, but I’m happy that [corner trainer] Jeff held on to that challenge. I wanted a challenge, because I needed a break. And he said: ‘No. Go out there and fight.’ And it worked. So as soon as they saw that. As soon as it was seen.”
With the match tied at 8-8. Tumur swept Rivera out of the circle to “finish” the fight 9-8.
However, the Puerto Rican asked for a review of the video to make sure that his key above his rival’s arms was correct. So it was. Rivera won the video challenge, adding two
points for his technique to move ahead,10-9.
“When I saw his knee on the screen, we knew we won,” Rivera said.
In the match for a place in the final on Saturday afternoon, Rivera, 25, exited in pain when Japanese Kotaro Kiyooka hurt him with a knee lock.
“And yes, this morning I couldn’t move my knee and here we are. I got it,” he said. “Adrenaline. It’s a great thing.”
“Yes, it was bad. And thanks to Carlos [Rivera, a doctor in physical therapy for the Puerto Rican delegation] and everyone who is there [trainers and medical service
personnel in the mixed media area],” Rivera said. “They saved my life. My elbow and my knee. It’s the only reason I’m here now.”

Hurdler Jasmine Camacho-Quinn on Saturday became the first athlete to win double Olympic medals in the same event for Puerto Rico.
The Puerto Rico flag bearer won a bronze medal at the Paris Games in the women’s 100-meter hurdles after winning gold in the same event in the Tokyo 2020 Olympics.
“I am grateful to have a medal,” Camacho-Quinn said in a written statement. “Of course, it was not the one I wanted.”
The 27-year-old resident of Orlando, Florida crossed the finish line with a time
of 12.36 seconds for third place, behind gold medalist Masai Russell of the U.S. with a time of 12.33 and silver medalist Cyréna Samba-Mayela of France (12.34 seconds).
“I felt anxious on the block,” CamachoQuinn said. “It’s a final, so I was trying to get a good reaction to get into the race. I had a slow start, leaving the block a little slow, but I’m happy to have come away with a medal.”
“I know I still have a lot to do, but I’m happy to have won a medal here,” she added. “It’s my fourth medal for Puerto Rico [referring to her two medals at the World Championships and the Olympic gold medal]. I’ve been the most consistent hurdler; I
don’t give up.”
Camacho-Quinn earned the two world medals in Budapest 2023 (silver) and in Eugene, Oregon in 2022 (bronze). In addition, she represented Puerto Rico at the Central American and Caribbean Games San Salvador 2023, where she won a gold medal, setting the record for those Games of 12.60 seconds and punching her Olympic ticket for Paris 2024.
“The hurdles have changed and I knew what I was up against,” Camacho-Quinn said. “Honestly, I wanted to be the first to repeat [the gold medal]. But as I said, I’m leaving with another medal; I’m grateful.”

The Florida Titans defeated the Yabucoa Azucareros 6-1 on Saturday in Las Piedras in the continuation of the 2024 Lubricants Brava Final Series of the Double A Superior Baseball League. With the victory, Florida regained the lead in the series 2-1 as the Titans seek their
first national championship since 1982.
Héctor Santiago allowed five hits, two walks and struck out eight for Florida to earn his first victory in the finals. He improved his record to 13-2 on the year.
Right-hander Jonathan Castellanos and left-handed closer Pedro Rodríguez, who picked up the save, pitched in relief.

Noel Pinto in the first inning allowed Daniel Figueroa to score the Titans’ first run. In the third inning, Florida increased its lead to 3-0 with a single by Ángel Guzmán and an error by catcher Rubén Castro.
In the fourth inning, a sacrifice fly by Figueroa extended Florida’s lead by another run. A two-run single by Ángel Maldonado in the eighth inning accounted for
the final score after Jan Hernández drove in Yabucoa’s only run with a double in the seventh.
Pinto took the loss for the Azucareros, going seven innings and allowing four runs, two unearned. He gave up five hits and struck out seven.
Game 4 was slated for Sunday at 5 p.m. in Manatí.
