LUMA Energy says it is prepared for tropical storm impact

LUMA Energy, the private operator of the Puerto Rico Electric Power Authority’s transmission and distribution system, said Monday that it is prepared to handle any emergencies caused by Tropical Storm Ernesto, but nonetheless there are going to be blackouts.

The private operator said it has prepared to mobilize more than 4,000 employees, including more than 1,100 field workers, and 2,800 vehicles for response to the storm, which was projected to bring high winds and especially heavy rain to the island later today and early Wednesday.

It has also acquired over $255 million in available transmission and distribution materials distributed throughout the island to respond to storms.

The private operator has also coordinated with LUMA mutual assistance collaborators, including the company’s parent companies, Quanta Services and ATCO, and its pre-established emergency assistance contractors in and outside of Puerto Rico. The objective is to mobilize field workers and additional utility resources to assist and support service restoration efforts if necessary.

As part of its efforts to ensure public safety, LUMA will actively communicate through available communication channels the importance of customers preparing for possible storm impacts. This includes the possibility of extended outages, depending on the storm’s impact on the electrical system.

LUMA officials also urged customers with life preservation equipment to call them to be part of a record they maintain.

The private grid operator reported that it was monitoring the storm on Monday, and that it was ready to activate the Emergency Response Plan depending on the projected impact of the disturbance.

“LUMA prepares throughout the year to respond to any emergency, including the continuous training of our more than 1,100 field workers, maintaining an updated inventory of the materials available in our warehouses, carrying out planned improvements that contribute to a stronger and [more] resilient [electric power system], as well as maintaining constant communication with all municipalities and emergency response collaborators,” reads part of a statement sent by the operator.

At 5 p.m. Monday, the National Hurricane Center (NHC) announced that Potential Tropical Cyclone 5 had strengthened into a tropical storm.

“It is important that everyone has the LUMA number,” Saca said, reiterating that the operator was fully prepared. “This is nothing new because we prepare every day.”

As part of storm preparations, Bureau of Emergency Management and Disaster Administration Commissioner Nino Correa Filomeno and Director of Operations Ángel “Tito” Vázquez met on Monday morning with the interagency coordinators, and Ernesto Morales of the National Weather Service in San Juan gave an update. The NMEAD officials also met with the Public Safety Secretary Alexis Torres Ríos, commissioners of the Public Safety Department and agency heads.

As of 2 p.m. Monday the storm system that was to become Tropical Storm Ernesto was located some 670 miles southeast of San Juan with sustaining winds of 35 miles an hour and moving west at 26 miles per hour (mph). The disturbance was expected to pass over the Leeward Islands Monday night or early today, and to impact Puerto Rico and the Virgin Islands tonight or early Wednesday.

The NHC warned that the system could bring rainfall accumulations of 3 to 6 inches to Puerto Rico, with maximum amounts of up to 10 inches in some areas. In addition, tropical storm conditions are anticipated with strong winds, storm surge that could raise water levels by 1 to 3 feet, and large and dangerous waves that could generate dangerous rip currents.

The U.S. Coast Guard’s captain of the Port of San Juan, meanwhile, established Port Condition X-RAY at 1 p.m. Monday for ports in the U.S. Virgin Islands and Puerto Rico, due to the possibility of sustained gale force winds (winds greater than 39 mph) and storm surge from then-Potential Tropical Cyclone 5, which was expected to arrive within 48 hours from the port condition declaration.

The Coast Guard strongly advised the maritime community to remain alert and take necessary precautions due to the advisory. Tropical storm surge was in effect for the U.S. Virgin Islands and Puerto Rico.

Given this scenario, LUMA Energy CEO Juan Saca called for people with life preservation equipment that requires electrical connection to contact the consortium at 1-844-888-5862 (LUMA) so that they can be added to a registry.

He told WKAQ-580 that the areas where such people reside would have priority when repairing parts of the electrical system damaged by the storm.

Towns activate emergency centers with approach of tropical storm

Municipalities across the island activated their emergency management centers (COEs by the initials in Spanish) on Monday ahead of the arrival of Tropical Storm Ernesto.

In light of the threat, Canóvanas Mayor Lornna Soto Villanueva on Monday activated 250 employees from public works, emergency management and other agencies to launch a comprehensive operation in the communities.

The effort was focused on risk mitigation, debris collection, and providing guidance to citizens on the importance of preparing for possible atmospheric events. Starting at 5 a.m., municipal brigades were working to ensure the safety and health of the northeast town’s residents.

“We want to ensure that every family is ready and protected,” Soto said. “That is why I activated 250 employees from public works, emergency management, Canóvanas Saludable and other agencies to carry out this comprehensive operation in the communities. We are doing a double check to ensure that everyone is prepared.”

In addition, a special call was being made to the community to report any elderly people who live alone and may need assistance.

“Our priority is the well-being of everyone, especially those bedridden patients, people with mobility problems and other vulnerable people who need us most,” the mayor said. “If you know of an elderly person in a vulnerable situation, please send us the information.”

Cataño Mayor Julio Alicea Vasallo, meanwhile, reviewed with his emergency team the work plans to be executed.

“In light of the tropical storm warning for the island, the entire security component of the Municipality of Cataño is being activated,” the mayor said. “I have given instructions to draft an executive order declaring an emergency for the preparations and possible effects of the passage of the [storm]. The statute will provide $500,000 for these purposes, of which $25,000 are from a contribution made to us by the

senator for the District of Bayamón, Migdalia Padilla.”

Citizens were also urged to prepare with their individual plans, while it was stressed that this is not the time to put debris or trash out to the street. Citizens were also instructed to be aware of official announcements from the National Weather Service and official state entities regarding the amount of rain expected.

A shelter was being set up in Mercedes García de Colorado School in Cataño’s Las Vegas neighborhood, if needed.

“We reiterate to those who live in flood-prone areas that they follow official announcements and plan if they have to relocate with a family member,” Alicea Vasallo stressed. “If they have an emergency, they can call the municipal emergency management office at 787-788-0028.”

In Vieques, Mayor José “Junito” Corcino Acevedo announced the activation of the offshore island municipality’s COE in the Santa María neighborhood.

“Today we held a series of meetings with all the members of the COE

to fine-tune the action plans and ensure that they are ready to be implemented expeditiously in case the [storm] passes through our area as recent projections indicate,” Corcino Acevedo said. “We have also spoken with personnel from multiple central government agencies, such as the Public Safety and Health departments, among others. Our COE, which has the latest technology, as well as personnel trained to handle any situation, is ready to handle any emergency that may occur in the next few hours.”

The mayor reiterated that María M. Simons School has been readied to serve as a shelter, if necessary, and added that there is an emergency power generator system of about 30 tons and a second backup system based on solar technology that would provide electricity to the COE without interruption.

In Maunabo on Monday, Mayor Ángel Omar Lafuente Amaro activated the municipal component in charge of direct response to emergency matters in the municipality.

“Since yesterday, Sunday, we determined to activate the municipal COE to review all the emergency plans

that we had previously outlined and that as a result of this notification from the National Hurricane Center we are putting into practice …” the mayor said.

Municipal preparations were focused on collecting solid waste, cleaning storm drains to mitigate flooding and organizing possible shelters, Lafuente Amaro said.

“We are preparing for any scenario, but protecting the lives and property of the people of Maunabo is our priority responsibility,” he said. “The call is for our citizens to remain attentive to official bulletins and to use common sense; we are here to serve you and we will respond to the emergency quickly.”

Ponce and Mayagüez activated their emergency protocols as well on Monday.

La Fortaleza Chief of Staff Noelia García Bardales announced meanwhile that because of the storm, public school classes will be suspended today, and the Department of Consumer Affairs announced the freezing of prices effective Monday morning.

In the afternoon, the Medical Services Administration announced that the Medical Center in Río Piedras activated its operational emergency plan.

House Speaker Rafael “Tatito” Hernández Montañez also announced on Monday afternoon that the self-convened session scheduled for Wednesday was postponed until further notice.

DACO urged to probe tipping policies practiced by some restaurants

Rep. José Aponte Hernández has asked acting Consumer Affairs (DACO by its acronym in Spanish) Secretary Francisco González to expeditiously begin a series of orientation talks for restaurant owners in Puerto Rico on how to request a gratuity or tip when charging customers.

“The urgency of this matter cannot be overstated,” the veteran lawmaker said. “Recently, we have seen a surge in citizens expressing their dissatisfaction on social networks about the tipping practices of some restaurant owners. These owners are imposing high tips of 18, 20, and even 25 percent without offering the consumer the option of a 15 percent tip or no tip, as per regulations. This is a clear violation of the current rules, and DACO must step in.”

“We urge the acting secretary of the DACO to swiftly implement an orientation program for restaurant owners,” Aponte Hernández added. “This program should comprehensively explain Rule 7 of the DACO’s Commercial Practices Regulation Number 9158, which clearly states that tipping is optional and that the consumer must be given that choice. These educational talks are crucial, as the actions of some owners are putting both the waiter and the consumer in a difficult position. This is a situation that should not exist.”

The at-large New Progressive Party legislator said

DACO learns about the aforementioned practices mainly through complaints. Still, the reality is that many consumers

do not take the matter to the agency because they think it will take a long time for anything to be done about it.

“There are other ways to alert the department: through messages on the agency’s social media platforms, Daco a tu Favor, both on Facebook, Instagram and ‘X’,” the former House speaker said. “That said, DACO already knows this problem exists, so being proactive benefits everyone.”

DACO, meanwhile, said “tipping is not mandatory.”

“Businesses cannot force any consumer to tip or assign them what amount to leave,” the agency said in a statement.

DACO said it has noticed that there are increasingly many electronic machines in businesses that already include tipping options of 15%, 18%, 20%, or 25%. Some of them allow the client to choose how much they want to leave, but some do not.

It is important to emphasize, the agency noted, that there are restaurant employees who earn less than the minimum wage under the expectation that the tips they receive for their work reach or exceed the minimum wage threshold, which is currently $9.50 per hour.

The acting secretary warns, however, that if the business requires tipping, the customer can file a complaint as established by Rule 7 of the Trade Practices Regulations, which prohibits the imposition of tips on customers. If found to be in violation, the business could receive up to $10,000 in fines and would have to return the tip.

ASG has list of suppliers ready to deal with emergencies

Faced with a most active hurricane season, the General Services Administration (ASG by its initials in Spanish) brought together government specialists in emergency management and supply acquisition with private sector representatives to coordinate the contracting of supplies and services to respond swiftly to emergencies.

“Experience with previous events has shown us the importance of developing the protocols we will implement in emergencies in collaboration with the private sector,” ASG Administrator and Main Purchasing Officer Karla Mercado Rivera said Monday. “In this way, we ensure that companies have the necessary inventories to meet the needs of the victims and the government is prepared to acquire products and services in an agile and transparent manner.”

At an event, which included the participation of the Federal Emergency Management Agency, the island Bureau of Emergency Management and Disaster Administration and the National Weather Service, among others, the ASG presented the processes for making government purchases with the agility, efficiency, and fiscal responsibility that an emergency requires before an audience of 500 participants, including public servants and potential government suppliers.

The agency said it already has 300 pre-established emergency contracts as a result of joining efforts with the private sector.

“The Emergency Contract is one of the tools designed to respond effectively and in a coordinated manner in critical situations,” Mercado Rivera said. “This is one of the mechanisms presented at the Puerto Rico Purchase Summit, which took place at Luis A. Ferré Fine Arts Center, under the motto ‘Puerto Rico Prepares Itself.’”

Through the contract, suppliers interested in supplying products and services to the government are prequalified, and the rates and inventories necessary to respond in an emergency are ensured.

Nearly 300 public servants and 200 representatives of the private sector interested in doing business with the government responded to the ASG call to provide their products and services to the government in an equitable and transparent environment.

The main precontracted items, through the ASG, are heavy equipment, fuel, food, debris removal, among others.

“The more suppliers we have in our records, the greater the access to quality products and better prices,” Mercado Rivera said. “For us, it is crucial to ensure that transactions with the private sector are agile and transparent and to have the appropriate tools to guarantee the health and safety of

citizens before, during and after an emergency. For these purposes, we created this training event for the public and private sectors.”

Biden says he dropped out to avoid becoming a ‘distraction’ for Democrats

President Joe Biden said in an interview that aired Sunday that he had abandoned his bid for a second term because he did not want to create “a real distraction” for Democrats, but he expressed no second thoughts about whether he could still do the job, despite concerns about his age and capacity.

In his first interview since ending his reelection campaign July 21, Biden said that he had “no serious problem” with his health but added that the highest priority had to be defeating former President Donald Trump. “We must, we must, we must defeat Trump,” he told Robert Costa on “CBS Sunday Morning.”

The president attributed his decision to step aside to pressure from his own party but did not offer new details about the dramatic days leading up to his stunning announcement. “A number of my Democratic colleagues in the House and Senate thought that I was going to hurt them in the races,” he said. “And I was concerned if I stayed in the race, that would be the topic. You’d be interviewing me about, Why did Nancy Pelosi say, why did so — and I thought it’d be a real distraction.”

He said that he initially intended to be a bridge to the next generation in running for president in 2020. “When I ran the first time, I thought of myself as being a transition

president,” he said. “I can’t even say how old I am. It’s hard for me to get it out of my mouth. But things got moving so quickly, it didn’t happen.”

Even though he would have been 86 at the end of a second term had he won again, Biden suggested that he had originally resolved to seek reelection because he saw Trump as a singular threat who had to be stopped. He cited the former president’s support from white supremacists and referred to the deadly demonstrations in Charlottesville, Virginia, in 2017 that he has said inspired him to run in 2020.

“Every other time the Ku Klux Klan has been involved, they wore hoods so they’re not identified,” Biden said. “Under his presidency, they came out of those woods with no hoods, knowing they had an ally. That’s how I read it. They knew they had an ally in the White House. And he stepped up for them.”

The president vowed to campaign for Vice President Kamala Harris and praised her choice of Gov. Tim Walz of Minnesota as her running mate. “He’s a great guy,” he said. “As we say, if we grew up in the same neighborhood, we’d have been friends. He’s my kind of guy. He’s real. He’s smart. I’ve known him for several decades. I think it’s a hell of a team.”

He denied that his poor debate performance that led Democrats to pressure him to step aside revealed any larger issues

about his capacity at age 81. “Look, I had a really, really bad day in that debate because I was sick,” he said. “But I have no serious problem.”

As for his own legacy, Biden said he hoped it would be that he “proved democracy can work,” “got us out of a pandemic” and “produced the single greatest economic

recovery in American history.”

But he did express some regret for not doing more to take credit for the expansive $1 trillion bipartisan program to rebuild the nation’s roads, bridges, airports and other infrastructure. “The biggest mistake we made,” he said, was that “we didn’t put up signs saying, ‘Joe did it.’”

JD Vance supports Trump on presidential influence over Federal Reserve

JD Vance, the Republican vice-presidential candidate, said Sunday that he “absolutely” agreed with former President Donald Trump’s recent suggestions that presidents should have a say in determining the Federal Reserve’s benchmark interest rate, signaling his support for political influence over the central bank.

“It would be a huge change,” Vance said on CNN’s “State of the Union.” “The political leadership in this country should have more say over the monetary policy.” He added that determining interest rates “should fundamentally be a political decision.”

Economists broadly agree that the central bank should be independent from

political pressure to control inflation and preserve the value of a nation’s currency, and the president does not currently have direct influence over its decisions but does appoint its chair and the six other members of its Board of Governors.

During recent campaign rallies, however, Trump has promised to cut interest rates if elected, and The Wall Street Journal reported in April that Trump’s allies were seeking ways to undermine the independence of the Fed, which includes firing the chair, Jerome Powell.

“President Trump is saying something that’s really important and actually profound,” Vance said on CNN. “You have so many bureaucrats making so many important decisions. If the American people don’t

like our interest rate policy, they should elect somebody different to change that policy. Nothing should be above democratic debate in this country.”

It is unclear whether the president can fire a sitting Federal Reserve chair. Trump has said he would allow Powell to serve out his term.

During his presidency, Trump pressured Powell to lower interests rates and attacked the chair and the board members for keeping rates higher than he wished. He once asked his followers on social media who was a bigger “enemy”: Powell or Chinese President Xi Jinping.

Despite Trump’s suggestions, some of his previous administration officials seem to disagree.

“Thank goodness we have an independent Fed,” Jay Clayton, chair of the Securities and Exchange Commission during the Trump administration, said Tuesday.

Although Trump wants lower rates, he has said the Fed should not lower them before the election, implying a lower rate that can stimulate economic growth would be a political boon to incumbent Democrats. Fed officials have held interest rates at 5.3% — the highest level in about two decades — in an effort to snuff out painfully high inflation in 2022 and 2023 amid the coronavirus pandemic and Russia’s invasion of Ukraine. After a significant slowdown in inflation, Powell has signaled that rate cuts are approaching and could start in September.

Harris hopes a new playbook will neutralize GOP attacks on immigration

For weeks, Republicans have pummeled Vice President Kamala Harris on immigration, blaming her for President Joe Biden’s policies at the border.

Now, Harris, the Democratic presidential nominee, is seeking to neutralize that line of attack, one of her biggest weaknesses with voters, running a playbook that Democrats say has worked for them in recent elections and staking out her clearest position yet as a tough-on-crime prosecutor focused on securing the border.

Last week, she hit back by promising to heighten border security if elected and slamming her Republican opponent, former President Donald Trump, for helping kill a bipartisan border deal in Congress. And her campaign has walked back some of the more progressive positions she took during her bid for the Democratic nomination in 2019, including her stance that migrants crossing the U.S. border without authorization should not face criminal penalties.

“I was attorney general of a border state,” Harris, who was once California’s top prosecutor, said Friday at a rally in Arizona, a swing state where immigration is a top concern for voters. “I went after the transnational gangs, the drug cartels and human traffickers. I prosecuted them in case after case, and I won.”

A day earlier, the Harris campaign released a television advertisement highlighting her pivot. The ad, targeted to voters in the battleground states, promised that Harris would “hire thousands more border agents and crack down on fentanyl and human trafficking.” It made no mention of immigrants already in the United States illegally — a top priority for many progressives and immigration activists — although in her Arizona speech Harris stressed the importance of “comprehensive reform” that includes “an earned pathway to citizenship.”

No other Democratic nominee has taken a position this tough on border security since Bill Clinton. Her stance reflects a change in public opinion since Trump left the White House in 2021. More Americans, including many Democrats and Latino voters, have expressed support for hard-line immigration measures.

The shift in public opinion comes as Republicans have escalated their rhetoric against migrants. Border crossings skyrocketed during the Biden administration, though more recently they have sharply declined since a Biden executive

order designed to clamp down on the border. The question for Harris is whether her new message as the party’s standardbearer will come too late for voters who have already formed opinions of her record.

Senior Trump campaign officials have ranked immigration as among Harris’ deepest vulnerabilities and sought to pin responsibility for the Biden administration’s policies on her, calling her the “border czar.” The title far exceeds the actual policy portfolio given to her by Biden, who asked her to address the root causes of migration from Latin America.

Democratic polling has raised similar concerns about Harris’ immigration record. Blueprint, a Democratic group, recently tested six potential Republican lines of attack on Harris — including labeling her the “border czar” — and found that those involving immigration were the most effective, even more so than attacks related to the economy and inflation.

Other polls have shown that voters place more trust in Trump’s ability to handle border issues than in Harris’. But if Harris can at least counter Republican arguments on immigration, she may be able to sway voters on issues more friendly to Democrats, such as abortion, her allies say.

The decision for the Harris campaign to frame her record as California attorney general as a “border-state prosecutor” stands in contrast to how she ran in the 2020 Democratic primary.

Then, during a debate, she raised her hand in response to a question about whether people who are here illegally should be eligible for public health care.

For his part, Trump has attacked Harris over the border

in dark terms, engaging in fearmongering about migrants and using dehumanizing language to falsely paint them as a threat to Americans.

“Every day, Kamala is letting migrant criminals roam free to assault, rape, mutilate and kill our citizens,” the former president said at a rally in Montana on Friday.

Chris DeRose, a Republican who served as a clerk of courts in Arizona’s Maricopa County, said many swing voters would be dubious of Harris’ rhetoric.

“She’s part of the Biden-Harris administration,” DeRose said. “There’s going to be some skepticism.”

But Harris and her allies have tried to make Trump’s immigration record into its own campaign issue. This year, Trump successfully convinced Senate Republicans to kill a bill supported by Biden and Harris that would have effectively mandated that the border be shut down to migrants when numbers reached certain levels and that vastly expanded detentions and deportations.

“Donald Trump tanked the deal,” Harris said in Arizona as a crowd of more than 15,000 supporters booed. “Because he thought by doing that it would help him win an election.”

Jen Cox, a senior adviser for the Harris campaign in Arizona, said Democrats in that state, including Sen. Mark Kelly, had won elections with tougher messages on immigration.

“Voters want to see folks be serious about actually fixing the broken immigration system and securing the border,” Cox said in an interview. “They don’t want to see folks play politics with it.”

Los Angeles, next up for Summer Olympics, hopes to turn a profit

What Paris Olympics? Los Angeles is already looking ahead.

As the city prepares to host the 2028 Summer Games, construction crews have fanned out, racing to bolster the area’s infrastructure to accommodate hundreds of thousands of visitors.

Three main projects — expanding the rail system, revamping the airport and renovating the downtown convention center, which will be the competition venue for five sports — will have lasting effects on the region. The projects are funded through a mix of federal and city dollars as well as airport fees. And there will also be the tourist dollars spent while the Games take place.

The city sees the Olympics as a revenue producer, not an expense. Now it must disprove the skeptics who say it could be a boondoggle.

In 2019, two years after Los Angeles was awarded the Games, then-Mayor Eric Garcetti said he expected the city to turn a $1 billion profit.

For the current mayor, Karen Bass, hosting the Olympics is more than an opportunity to showcase familiar attractions such as Hollywood and Venice Beach. It’s also about connecting visitors with small businesses citywide.

“What determines success is for everybody to benefit,” Bass said in an interview. “They need to know about Little Ban-

gladesh

and Little Ethiopia and Little Armenia.”

Asked about potential downsides, Bass said she could think of only one, which she was determined to avoid. “We have to make sure that the Olympics is a positive economically and that the city of LA does not take an economic hit,” she said.

The 1984 Olympics in Los Angeles are widely considered to be one of the most financially successful modern Summer Games, because they largely used existing facilities for events. Repeating that success, however, will be a challenge.

The monetary benefits often promised by politicians eager to host the Olympics — infrastructure improvements, a swell of tourism and new jobs — are frequently exaggerated, said Jadrian Wooten, a professor at Virginia Tech, who researches the economics of sports and labor.

“While proponents usually just pitch the Olympics as an economic investment, it more closely resembles a really expensive party,” he said.

LA28, the private group organizing the Games, has an estimated budget of nearly $7 billion to cover costs associated with staging the events, including the opening and closing ceremonies.

As part of the city’s efforts to host the 2028 Games, Los Angeles officials and California lawmakers agreed to serve as a financial backstop, putting taxpayers on the hook for any expenses that run over budget. (The city has agreed to cover the first $270 million, and the state will cover the next $270 million.

Los Angeles is then responsible for additional cost overages.)

Many Olympics have gone well over budget.

The pandemic-delayed Tokyo Games in 2021 totaled $14 billion, about 128% over budget, according to a University of Oxford study on Olympic costs. And the Rio de Janeiro Games in 2016 cost $24 billion, the most expensive Summer Olympics to date, which came in 352% over budget.

Los Angeles has the best shot of benefiting economically from the Games, Wooten said, if it follows its own lesson from the past: Emphasize sustainability, and avoid building facilities from scratch.

Despite the price tag, which LA28 has vowed to cover with sponsorships, ticket sales, global television rights and payments from the International Olympic Committee, the group has touted the Games as a windfall for the local economy.

Separate from the cost of staging the Games — and perhaps of more strategic economic importance — is a larger, parallel investment in infrastructure, particularly transportation.

At a news conference last month outside the Los Angeles Memorial Coliseum, the focal point of the 1932 and 1984 Olympics, Bass announced that the city had secured nearly $80 million in federal funds to go toward zero-emission buses and electric charging infrastructure for them.

“We are hard at work preparing for all of the events,” Bass said alongside U.S. Transportation Secretary Pete Buttigieg, adding that the city was “preparing to host the world in a sustainable way that brings jobs to LA.”

The Los Angeles County Metropolitan Transportation Authority has spent $20 billion to expand bus and rail lines, including a train route from downtown to the westside, near the campus of the University of California, Los Angeles.

Los Angeles International Airport is getting a $14 billion face-lift that includes the addition of an automated people-mover linking the central terminal area to rail transit and a new rental car facility.

In March, the region received $900 million in federal funds for infrastructure and transportation improvements before the Games. And last month, the Los Angeles City Council approved $54 million for predesign work to expand the convention center.

The 1984 Games — which held most events at existing facilities such as the Coliseum, Rose Bowl Stadium and Pauley Pavilion, which is UCLA’s basketball arena — turned a reported $223 million profit ($670 million in today’s dollars), according to officials.

The cons of hosting far outweigh the pros, said Eric Sheehan, a member of a local group called NOlympics LA, which contends that the Games will speed up gentrification and worsen the region’s long-standing homelessness problem.

Given the ballooning budgets and last-minute logistical scrambles that lead up to many Games, some experts believe that the Olympics should select two cities as permanent hosts — one for the summer and another for the winter.

Doing so would create more economic and environmental sustainability, said Andrew Zimbalist, a professor at Smith College who has published books about the economics of the Olympics. And given its infrastructure and existing facilities, “Los Angeles would be an obvious choice for the Summer Games,” he said.

Treasury yields trade slightly lower ahead of inflation reports

U.S. Treasury yields slipped on Monday as the market marked time for inflation data later in the week that should be pivotal for Federal Reserve policymakers to confirm if an easing at their September meeting is warranted.

Japanese markets were closed on Monday and many U.S. participants are taking August vacations. So, after the gyrations of a week ago, there was scant motivation to trade ahead of July producer price data on Tuesday and, especially, the release of the Consumer Price Index on Wednesday.

After the Treasury rally over the last week and half during which a breakout of fear about a recession pushed benchmark yields to 14-month lows, investors are now looking to lock in yields in case of a hard landing, said Robert Tipp, chief Investment Strategist at PGIM Fixed Income in Newark, New Jersey.

Most have not been impressed by soft landings during the 2000s and are thinking: “’We need to get in here and lock in the long rates even though 200 basis points of cuts are priced in because the next thing you know is its going to be further than that’,” Tipp said.

With inflation trending toward the Fed’s 2% target and recent payrolls data indicating labor market tightness is abating, the futures market is pricing in at least a 25 basis point ease from the current 5.25%-5.50% fed funds rate at the next FOMC meeting in September, four quarter point cuts by the end of 2024 and almost as many next year.

With no August Federal Open Market Committee meeting, it leaves market players to hope Fed chair Jerome Powell signals intentions at the Jackson Hole Economic Policy Symposium next week.

Fed Governor Michelle Bowman softened her usually hawkish tone ever so slightly on Saturday, noting some further “welcome” progress on inflation in the last couple of months even as she said inflation remains “uncomfortably above” the central bank’s target and subject to upside risks.

“The major catalyst this week is CPI on Wed. I would describe it as ‘checking the box’ ahead of a probable September rate cut,” said Guy LeBas, chief fixed income strategist at Janney Montgomery Scott in Philadelphia.

“As long as the CPI report isn’t tragic, I don’t think there is a lot of ultimate market import in it.”

LeBas added that a few corporate bond deals on Monday were keeping light pressure on interest rates.

Benchmark 10-year note yields were off 3.8 basis points at 3.904%. They rose 15-basis points last week, the largest one-week increase since April, after recovering from last Monday’s sharp sell-off to the lowest since June 2023.

Yields on two-year notes, which typically move in step with interest rate expectations, fell 4.4 bp to 4.0089% having also posted the biggest one-week increase since March after a drop to the lowest level since May 2023.

notes steepened 1.2 basis points to minus 10.7 basis points. It steepened to 1.50 basis points a week ago, briefly turning positive for the first time since July 2022.

The breakeven inflation rate on five-year TIPS was 1.9837%, suggesting investors see inflation averaging under 2% over the next five years. The five-year TIPS BEI, fell below 2% on Aug. 2 for the first time since early 2021. The 10-year BEI was 2.1153%.

Wall Street stocks closed mixed on Monday as investors braced for a slew of U.S. economic data this week, especially consumer prices, to gauge the outlook for Federal Reserve monetary policy.

The Dow Jones Industrial Average fell. The benchmark S&P 500 index and tech-heavy Nasdaq Composite Index closed higher.

Investors are awaiting Wednesday’s U.S. consumer price index reading and retailer earnings to assess demand by shoppers.

Sidestepping deployed Kenyan forces, Haiti gangs continue reign of terror

In the predawn hours on a Sunday in late July, members of one of Haiti’s largest armed gangs attacked the town of Ganthier, about 25 miles east of the capital and on a road that authorities say is used to smuggle weapons.

When police reinforcements arrived in armored vehicles hours later, officers found the streets deserted, the gang members having left after destroying Ganthier’s police station and torturing and killing several residents, according to the town’s mayor and police.

“The whole town of Ganthier is emptied; there is no one left,” the mayor, Jean Vilonor Victor, told The New York Times.

Weeks after the arrival of a United Nations-backed international security force in Haiti, the gangs who have brought the capital, Port-au-Prince, and other regions in the country to their knees show no signs of letting up.

The international effort to reinforce Haitian police and a transitional government has alleviated conditions in some sections of Port-au-Prince, experts say, but gang members have refocused their attacks on the outskirts, marauding towns that had escaped their campaign of killings, kidnappings and rape.

The attack on Ganthier, a town of 60,000 people on a major highway linking the capital to the border with the Dominican Republic, is emblematic of the persistent security problem Haiti’s government faces as it tries to rebuild the shattered country, which has seen three years of violence, mass migration and economic ruin.

The first wave of Kenyan police officers to deploy in Haiti as part of the multinational force lacks the numbers or the armaments to dismantle the powerful gangs, experts said.

To make matters worse, three members of the Presidential Transition Council, a governing body that took office in late April, tasked with paving the way for national elections, is under investigation by an anti-corruption government agency over the handing out of government jobs to members of its coalition of political and economic groups.

Council members have denied any wrongdoing.

curity go hand in hand. For most of us, the more things change, the more things remain the same.”

The appointment in May of a new prime minister — a respected technocrat, Garry Conille, with experience as a senior United Nations executive — is part of a tricky transition back to democratic rule, with elections scheduled for next year. Haiti has been in turmoil since July 2021, when the last president, Jovenel Moïse, was assassinated in his bedroom.

The arrival of 400 Kenyan police officers this summer was meant to reinforce the beleaguered Haitian police force, which has been fighting a coordinated gang offensive since late February.

For now, the Kenyans are not straying very far from their base, built by U.S. contractors, at Port-au-Prince’s international airport, which reopened to commercial flights in May after being closed for more than two months because of gang vio-

lence outside the airfield.

Haitian police have helped reduce violence overall in recent months, analysts said. From March to June, at least 1,379 people were killed or injured because of gang violence throughout the country, a 45% drop compared with the previous four months, according to the United Nations.

“It’s much quieter in central Portau-Prince,” said William O’Neill, the United Nations-appointed human rights expert for Haiti.

With Kenyan officers providing support, Haitian police have entered parts of the capital they had abandoned, said Diego Da Rin, who monitors Haiti for the International Crisis Group.

But large parts of Port-

au-Prince, including downtown, are still no-go zones where residents fear to tread and businesses are boarded up. When Conille, a TV news crew and a heavy police escort went last month to Port-auPrince’s main public hospital, which has been abandoned because of gang violence, they came under fire and had to make a speedy getaway.

“The government needs to act quickly to reassure the public,” O’Neill said. “People want to see results more quickly.”

As part of his first moves, Conille fired Haiti’s police chief and several top commanders, promising bold action to regain control of “all areas controlled by gangs, house by house, district by district and city by city.”

But many Haitians remain unconvinced.

“There are a lot of promises being made but no positive signs of change yet,” said Kesner Pharel, a leading Haitian economist. “The capital is still cut off from the rest of the country by the gangs. They control the roads, and they are still taking territory.”

Conille acknowledged in a recent interview with the BBC that Haiti’s police were “undermanned” and that international support was arriving too slowly.

The Kenyan force is equipped with armored vehicles but has no air or sea assets, limiting its ability to respond to gang attacks, experts said, adding that the 400 officers already in Haiti need significant beefing up.

“It’s a small force under any account of what is needed,” said Keith Mines, the vice president of the Latin America program at the United States Institute of Peace, who follows Haiti closely.

“It’s a restraint on what they can do,” he added. “We just have to accept that’s what’s there.”

‘Operation Knock-Knock’: Venezuela sweeps up dissenters after disputed vote

Hundreds of people gathered several days ago outside a detention center known as “Zone 7” in Caracas, the Venezuelan capital, huddled around lists of prisoners, as they clutched plastic bags filled with meals they had packed for the inmates inside.

Eager for information about their detained loved ones, many told remarkably similar stories of sons, daughters and siblings arrested riding motorbikes, walking home from work, coming out of a bakery or stopping by a relative’s house in the days following Venezuela’s disputed presidential election.

They described arrests both sweeping and selective. And no one had been told what criminal charge their relatives faced.

The Venezuelan government has mounted a furious campaign against anyone challenging the declared results of the vote, unleashing a wave of repression that human rights groups say is unlike anything the country has seen in recent decades.

“I have been documenting human rights violations in Venezuela for many years and have seen patterns of repression before,” said Carolina Jiménez Sandoval, president of the Washington Office on Latin America, an advocacy and research organization. “I don’t think I have ever seen this ferocity.”

The country’s autocratic president, Nicolás Maduro, claimed victory in the July 28 election, but the government has yet to provide any vote tallies to support the announcement. The opposition, on the other hand, released tallies showing that its candidate had won in a landslide.

Now, experts say, Maduro, having seemingly been repudiated by a majority of his constituents, is bent on punishing those he considers disloyal.

People are leaving their houses without their phones, fearing that authorities will stop them on the street and look at their messages for objectionable content. One man in Zulia was arrested after police found a meme critical of the elections on his phone, his family said.

“It’s difficult to express in words the intensity and the indiscriminate nature of this wave of arrests,” said Gonzalo Himiob, vice president of the Penal Forum, a human rights organization tracking arrests since the elections.

Though the government claims that more than 2,000 people are in custody, Himiob said human rights organizations have only been able to document nearly 1,300 people detained.

“Maduro speaks of 2,000 detained, but it doesn’t seem true,” he said. “It seems more like an instruction. He wants to reach that number.”

On July 28, Maduro faced off against a littleknown diplomat named Edmundo González, a stand-in for a more popular opposition leader, María Corina Machado, who had been disqualified by the government from running for office.

“My son grabbed a flag and participated in a protest, but I don’t think he will be convicted for that, will he?” said María Vázquez, 62, a Caracas street vendor who supports the government and urged her son not to protest. “It’s worrisome.”

The Venezuelan government says it has arrested more than 2,000 people for participating in protests disputing the election results.

People were taken both in indiscriminate roundups, amid the protests, and later from their homes in targeted arrests, as the government launched what it called “Operation Knock-Knock,” according to interviews with family members and human rights activists documenting the detentions.

The surge in detentions is particularly alarming, rights groups say, because some arrests came after the president urged his supporters to snitch on their neighbors, using a government app that was supposed to be used to report issues like downed power lines.

“Maximum punishment! Justice!” Maduro said at a rally last Saturday. “There will be no forgiveness this time!”

The result has been an aggressive crackdown on dissent designed to silence anyone who dares question the election results, human rights activists said.

At least two human rights lawyers are in jail, including one who was arrested when he went to inquire about other detainees. Another activist was taken from the Caracas airport when she tried to leave the country.

When authorities showed up at the home of María Oropeza, an opposition party leader in Portuguesa, southwest of Caracas, she livestreamed it. “I think first you should show me whether you have a search warrant, no?” she could be heard telling a police officer. “Because this is my home, private property.”

Jordan Sifuentes, the mayor of Mejía, the only opposition mayor in the state of Sucre, in northeast Venezuela, has been held for a week on unknown charges. Mayor José Mosquera of Lagunillas, in Zulia state, was held for six days after being accused of a social media post against the government, which he had denied.

About six hours after the polls closed, the elections council announced Maduro had won another six-year term. Nearly two weeks later, the government has yet to publish any precinctlevel elections data proving it.

The tallies collected by opposition observers on election night show González won by millions of votes.

Spontaneous protests erupted the day after the race, some of which led to clashes among demonstrators, security forces and armed civilian groups that support the government. At least two dozen people were killed, according to human rights groups. Hundreds were arrested.

But arrests continued days after the protests, sometimes on the word of anonymous informers who reported them on VenApp, an app that the government had originally introduced to report public nuisances.

The app has been removed from Google Play and the App Store, but is still available for those who have already downloaded it, according to Amnesty International.

The people who have been arrested will be charged with inciting hatred and terrorism, the government said, and activists said they had been referred to a specialized terrorism court in Caracas. Some of those arrested were caught committing acts of vandalism such as taking down government statues, but many others were merely in the wrong place at the wrong time, civil rights lawyers said.

The attorney general’s office did not respond to a request for comment.

Biden made Trump bigger. Harris makes him smaller.

Kamala Harris has a very different theory of this election than Joe Biden did.

In 2020, and then again in 2024, Biden ceded the battle for attention to Donald Trump. Whether as a matter of strategy or as a result of Biden’s own limitations, Biden adopted a lowkey campaigning style, letting Trump dominate news cycle after news cycle. Trump wanted the election to be about Donald Trump, and Joe Biden wanted the election to be about Donald Trump. On that much, they agreed.

In 2020, when Trump was the unpopular incumbent, that strategy worked for Biden. In 2024, when Biden was the unpopular incumbent, it was failing him. It was failing in part because Biden no longer had the communication skills to foreground Trump’s sins and malignancies. It was failing in part because some voters had grown nostalgic for the Trumpera economy. It was failing in part because Biden’s age and stumbles kept turning attention back to Biden and his fitness for office, rather than keeping it on Trump and Trump’s fitness for office.

Then came the debate, and Biden’s decision to step aside, and Harris’ ascent as the Democratic nominee. Harris has been able to do what Biden could or would not: fight — and win — the battle for attention. She had help, to be sure. Online meme-makers who found viral gold in an anecdote about coconuts. Charli XCX’s “kamala IS brat.”

But much of it is strategy and talent. Harris holds the camera like no politician since Barack Obama. And while Harris’ campaign is largely composed of Biden’s staff members, the tenor has changed. Gone is the grave, stentorian tone of Biden’s news releases. Harris’ communications are playful, mocking, confident, even mean. Trump is “old” and “feeble”; JD Vance is “creepy.” Her campaign wants to be talked about and knows how to get people talking. It is trying to do something Democrats have treated as beneath them for years: win news cycles.

Biden’s communications strategy was designed to make Trump bigger. Harris’ strategy is to make him smaller. “These guys are just weird,” Tim Walz said on “Morning Joe,” and it stuck. Walz inverted the way Democrats talked about Trump. Don’t make a strongman look stronger. Make him look weaker. Biden’s argument was that Trump might end American democracy. Walz’s argument is that Trump might ruin Thanksgiving.

Not all elections take place in new media environments. But elections that do are often won by the candidate who best understands the way attention is changing. Franklin Roosevelt understood radio in a way that Herbert Hoover didn’t. John F. Kennedy understood television in a way that Richard Nixon didn’t. Obama rode the early wave of social media. Trump mastered the algorithmic era of social media, where outrage and controversy cashed out as engagement. The

platforms have changed again, chasing TikTok’s dominance, and now memes and clipped and remixed videos rule.

Biden was adrift in that medium. His age and instincts left him bereft of the moments that now ricochet across social media. Biden was getting mauled so badly on TikTok that I often heard Democrats wondering if the platform’s Chinese owners were tilting the algorithm against him.

I don’t hear Democrats worrying over that anymore. For very different reasons, Harris and Walz are both eminently meme-able, clippable, remixable. And the campaign has decided it wants to be memed, clipped, remixed. After Charli XCX called Harris “brat,” Harris’ team refashioned their social media header in the acid-washed chartreuse and lowercase font of that musician’s new album. Walz, in his first speech as Harris’ running mate, winkingly alluded to the (yes, baseless) memes about Vance’s affection for sofas. It was as clear a signal of the instincts of this ticket as could be asked for, a tip of the cap to the campaign’s army of posters.

This can go too far and often does. It’s easy for political movements with chaotic online energy to mistake what plays to the comment section for what plays to the electorate. This is the root of Vance’s weirdness: He’s a product of online MAGA subcultures that Trump inspired but doesn’t fully understand or reflect. He was reportedly pushed on Trump by Don Jr., Steve Bannon, Tucker Carlson and Elon Musk — the most terminally online of Trump’s supporters. Vance’s off-putting talk about punishing the childless and winning America back from the cat ladies is common in these circles but repellent everywhere else.

So far, Harris and Walz have been disciplined. The left’s 2020 energy, in which there was pressure for ever more selfdestructive displays of purity, has given way to an on-message ruthlessness. “Kamala is a cop” became a slur in 2020. “Kamala is a cop” is closer to a slogan in 2024.

There’s been little pressure for Harris to move left and easy acceptance of her swings back to the center: In a matter of days, she disavowed past support for fracking bans, singlepayer health care and redirecting funds for the police. One of her first ads frames her as “a border-state prosecutor” and focuses on the human traffickers she’s jailed and the thousands of additional border agents she’s promised to hire. The spot ends: “Fixing the border is tough. So is Kamala Harris.”

The result is that Trump is starved for the resource he craves most: attention. As is often the case when he loses control of the headlines, he’s making loonier and more selfdestructive arguments — that “nobody knew” Harris was Black, that his crowds stretch past 100,000 people, that Biden has changed his mind and wants to wrench the nomination back from Harris. And now, increasingly desperate, he has agreed to the ABC News debate he’d previously backed out of, and proposed additional debates to be hosted by Fox News and NBC.

Two months ago, Trump had control of the attentional field; now he’s struggling to get a word in edgewise.

“Con el objetivo de que las familias tengan los recursos necesarios para prepararse ante este evento atmosférico y cuenten con los abastos necesarios, se ha reprogramado para mañana martes 13 de agosto la emisión de los beneficios,” señaló Rodríguez Troche en declaraciones escritas.

Fradera explicó que las familias que recibirán el adelanto son aquellas cuyos encargados tienen números de

seguro social que terminan en 5 y 6. “El adelanto se recibe directo en su Tarjeta de la Familia sin necesidad de realizar ningún trámite adicional. Alrededor de 140 mil familias se beneficiarán de esta reprogramación,” añadió.

Policía exhorta a padres a evitar compartir información gráfica de menores en redes sociales

SAN JUAN – El comisionado de la Policía, Antonio López Figueroa, hizo un llamado el lunes a los padres y tutores a evitar la publicación de fotos y videos que muestren información gráfica o personal de estudiantes menores de edad, especialmente aquellos que los identifiquen con el uniforme escolar y sus pertenencias.

Esta práctica, que se ha vuelto común al inicio del semestre académico, podría tener consecuencias negativas, advirtió la Policía.

“Hacemos un llamado a evitar la difusión de imágenes de los menores y a la cautela en el uso de internet en respuesta a la proliferación de imágenes de estudiantes en entornos familiares, académicos y sociales en las redes a comienzos de cada ciclo académico,” expresó López Figueroa en declaraciones escritas.

Luis Maldonado Miranda, director de la División de Crímenes Cibernéticos de la Policía, señaló que este tipo de imágenes pueden proporcionar información clave como el nombre del alumno, el plantel escolar, rasgos físicos y pertenencias, que pueden ser explotadas por pederastas o

estafadores para lograr acceso al menor o fingir secuestros y exigir dinero.

“Hemos visto casos en los que, mediante inteligencia artificial, incluso pueden manipular las imágenes e imitar la voz del alumno pidiendo ayuda a sus padres o encargados,” agregó Maldonado Miranda, alertando sobre los peligros adicionales que esto conlleva.

En lo que va del año 2024, la División de Crímenes Cibernéticos ha investigado 161 casos, destacándose la intrusión en la tranquilidad personal y el fraude como los delitos más reportados.

The surprise of the Olympics: Breakers’ delight

By the time the B-girl finals wrapped up on Friday, the newly introduced Olympic event of breaking had passed a test. It was not awful. It was not just a litany of power moves. It was funny. It was sweet. Musicality mattered. By the end, I was completely invested.

In the B-girl competition, Ami (Ami Yuasa from Japan) slipped past Nicka (Dominika Banevic from Lithuania) in the gold medal battle. The B-boy competition was on Saturday, with the gold going to B-boy Phil Wizard (Phillip Kim of Canada).

But I didn’t really care who won. Breaking is dance. And you can’t give it a score.

Breaking was invented by Black and brown kids, mostly male, in the Bronx borough of New York City in the 1970s. That it made Olympic history by opening with Bgirls was everything. The logic of introducing breaking as a new competitive event aside, these female competitors, with their B-girl spirit and ethos, pulled the Olympic Games into the global here and now.

Their cool hoodie glamour made some other athletes seem out of touch. Before the quarterfinals began — the breakers needed some recovery time — my television coverage dipped into rhythmic gymnastics. Those competitors, sequined and slathered with lipstick, were clearly stressed. The B-girl mood? More like “pinch me, I can’t stop smiling.”

The pieces of cardboard that were lugged to parks and parties to create a dance floor in the early days were replaced by a round stage with violet accents at Place de la Concorde. Off in the distance stood the Eiffel Tower. Breaking may have strayed far from its roots, in which marginalized communities found expression and meaning through dance. But the B-boys and B-girls at the Olympics showed there is still community and generosity in — or despite — competition, along with a unified quest for individual dance expression.

These breaking Olympians, the good and the bizarre, left afterimages: Among the women, there was the stylish groove of B-girl Kate (Kateryna Pavlenko of Ukraine); the lanky coolness of B-girl Syssy (Sya Dembélé of France); and the tenacity and flair of B-girl India (India Sardjoe of the Netherlands). When it became clear that India had placed fourth, out of medal contention, B-girl Vanessa (Vanessa Marina of Portugal) hugged her tightly, as if determined to squeeze the disappointment out of her, to replace it with pride. It seemed to work.

Odd things happened, too. B-girl Raygun, Rachael Gunn from Australia, hopped like a kangaroo. Gunn is 36 and holds a doctorate in cultural studies, which makes me think she has something up her sleeve. Her performance

seemed to veer into performance art, as if an experimental downtown dancer had somehow slipped through the cracks and made it to the Olympic stage.

Like the B-girls, the B-boys were also distinct, full of camaraderie and brimming with joy — along with extraordinary levels of strength and speed. That two Americans, B-boy Victor (Victor Montalvo, the bronze medalist) and B-boy Jeffro (Jeffrey Louis), made it to the quarterfinals meant something. Breaking is an American art form, but it isn’t given the respect it deserves at home.

When Jeffro went up against B-boy Dany Dann of France (Danis Civil, who ended up with a silver medal), they seemed to be dancing for each other. Jeffro lost — someone had to — but what the Olympics showed was the bond among dancers. Maybe it has something to do with how marginalized the art form is. It’s bigger than any one dancer, even a gold medalist.

As for dance as sports? Sure, breaking is physical. But as commentator Candy Bloise put it, “We have to remember this is a dance.” (Bloise, a New York B-girl, offered insightful, personal commentary during the round-robin battles on Peacock. She should have been featured throughout the competition.)

If breaking at the Olympics was successful, it was because the dancers, putting their bodies on the line, showed their individuality. There was musicality, visible in their opening toprock displays that lit the stage with footwork as the rhythm of a song entered their bodies. I loved how the dancers could control how long they performed. Even within the confines of a com-

petition, it was spontaneous. But the judging, as it often is in events that fly too close to art, was confusing. Dance is subjective. Some of the most thrilling performers didn’t make it out of the round robins. So confusing.

Instead of watching breaking as a competition, it made more sense to treat it like a show. How many Olympic athletes smile while competing? Nicka, the 17-year-old silver medalist, couldn’t wipe the bliss off her face. The do-rag she wore over her long hair? Questionable. But this was someone who loves to dance, who dreams of dance. These breakers are athletes because all dancers are athletes. But athletes will never catch up to dancers.

I am a lover of movement in all its forms. I love when a sport turns into art, when basketball player Jalen Brunson contracts his body to slip like a ribbon through a crowd of bodies to drive to the rim. Athletic improvisation is its own kind of choreography. Physicality aside, dance isn’t really a sport. It’s too nuanced, its vocabulary too vast. In dance, and in breaking, there is no best in the world. There is only going deeper. There is only boundless creativity.

A new path in Tuscany offers rest, beauty and an escape from the crowds

In Italy’s Tuscany region, the Val d’Orcia, with its rolling fields and untouched landscape beneath the dormant volcano of Monte Amiata, seems created for photo ops. Within it, the town of Pienza is one of the finest examples of Renaissance architecture, designed by the famed Bernardo Gambarelli, better known as Bernardo Rossellino, in white travertine marble and surrounded by palazzi, which he also built.

This summer, a new path leads visitors from the town’s main piazza to the countryside, a journey of a little less than 2 miles. Along its length they’ll find 28 benches made of travertine marble created by well-known artists. Each bench is both a place to rest and take in the sweeping views of the Italian countryside, and a work of art shaped by the maker’s hand: One suggests a throne, another carries an image of a face, another has the tactile surface of a beach stone.

The route, Il Sentiero dell’Arte e dell’Anima, or the Path of Art and Soul, was unveiled in March, with contributions by renowned Italian artists including Giò Pomodoro, Sandro Chia and Mauro Berrettini, and international standouts such as Matthew Spender, Justin Peyser and Jean-Paul Philippe.

The benches are a gift from Fondazione

FUR, the foundation created by Swiss art collector Urs Rechsteiner, who has had a second home in the area for 30 years, the Villa Santa Maria. There, Rechsteiner created a garden for artworks, and in the process “fell in love” with a bench from artist Riccardo Grazzi. “It ignited a vision of a series of benches from various international artists to lead through the landscape, providing places to meditate and take stock,” he said.

In an almost fairy-tale twist, 20 years ago, Grazzi, along with artists Mauro Berrettini and Pietro Cascella, had a similar vision and had commissioned a series of benches, but had never been able to install them. They had been sitting in a warehouse. “Mauro Berrettini brought them to my attention,” Rechsteiner said. “But they seemed specifically created for this area.”

Travertine benches have long been built into Pienza. They sit in the main square where families can chat while their kids play, and along the path that leads to the town’s cemetery, where older residents sit in the sun and rest on their daily walks.

“It took us about two years to formulate the route and get the permissions,” said Giampietro Colombini, a former vice mayor of Pienza. “The foundation reached out with the idea and I instantly thought that instead of envisioning it as an exhibition, to conceive it as

a walk that would lead from the Duomo to a farmhouse that’s in almost an unvisited spot.”

The path gives the town’s residents a dose of contemporary art and encourages visitors to explore outside the confines of the city walls, relieving some of the crowding.

provides the opportunity to look back into the square or through the Porta al Santo, one of Pienza’s main archways, toward the countryside. The path then passes into the newly reopened Orti Piccolomini garden (once the orchards of Pio II’s family) before leading down the Via dell’ Addobbo and then the Via delle Fonti, where women used to wash clothes in a huge marble communal basin.

From there it leads down to the Pieve of Corsignano, the town’s first church and a more secluded refuge than the more visited cathedral; the pagan carvings inside include a mermaid with a split tail and a wolf licking the ear of a fiddler.

Finally, there’s a beautiful climb from the Pieve, around private vineyards and the woods of Porciano, past a former watchtower, and onto a small trail that passes two farmhouses, Il Pino and Il Sasso.

The placement of the 28 benches was a massive undertaking because of their weight and volume — some weigh more than 6,600 pounds — with special vehicles necessary for their transport.

One of the most striking features of the Sentiero is the “Guardiano della Valle,” or “Guardian of the Valley,” a 13-foot-tall sculptural figure conceived by Lorenzo Nisi and realized by Antonio Borrelli and the studio of Corto Circuito. The “Guardian” overlooks the countryside near the end of the path, and is “meant to transmit strength, courage and protection,” said Maria Cava, the curator of the installation.

More evidence links ultraprocessed foods to dementia

People who regularly eat processed red meat, like hot dogs, bacon, sausage, salami and bologna, have a greater risk of developing dementia later in life. That was the conclusion of preliminary research presented last week at the Alzheimer’s Association International Conference.

The study tracked more than 130,000 adults in the United States for up to 43 years. During that period, 11,173 people developed dementia. Those who consumed about two servings of processed red meat per week had a 14% greater risk of developing dementia compared with those who ate fewer than three servings per month.

Eating unprocessed red meat, like steak or pork chops, did not significantly increase the risk for dementia, though people who ate it every day were more likely to report that they felt their cognition had declined than those who ate red meat less often. (The results of the study have not yet been published in a journal.)

The majority of processed meats are classified as “ultraprocessed foods” — products made with ingredients that you wouldn’t find in a home kitchen, like soy protein isolate, high fructose corn syrup, modified starches, flavorings or color additives. Many of these foods also have high levels of sugar, fat or sodium, which have long been known to adversely affect health.

Ultraprocessed foods, which also include items like sodas, flavored yogurts, instant soups and most breakfast cereals, make up a huge part of the American diet. They account for about 58% of the calories consumed by children and adults, on average. Researchers have linked these foods to ailments such as heart disease, Type 2 diabetes, obesity, cancer and gastrointestinal diseases.

Now scientists are examining the connection between these foods and brain health.

What does the research suggest?

Several studies published in the past few years have found an association between eating more ultraprocessed foods and cognitive decline. In one study of more than 10,000 middle-aged adults in Brazil, for example, people who consumed 20% or more of their daily calories from ultraprocessed foods had more rapid cognitive

decline, particularly on tests of executive functioning, over the course of eight years.

Research tracking more than 72,000 older adults from Britain for 10 years found that a diet containing 10% more ultraprocessed foods was associated with a 25% increased risk for developing dementia. Similarly, a study following 30,000 Americans for an average of 11 years reported that a 10% increase in ultraprocessed food intake corresponded to a 16% higher risk for cognitive impairment. Greater processed food intake was also tied to an 8% higher risk of stroke.

The primary limitation of these types of studies is that, while they show an association between ultraprocessed foods and brain health, they cannot prove that the foods directly harm the brain. And not all studies have found a consistent link between ultraprocessed food consumption and cognition.

You cannot conclude that if you eat a certain amount of processed red meat, “you’ll definitely get dementia,” said Dr. Dong Wang, an assistant professor at Brigham and Women’s Hospital and Harvard Medical School who led the new red meat study. “That’s not the case.”

But given that several studies have reported similar results around ultraprocessed foods, “we have to take it seriously,” said Dr. Hussein Yassine, a professor of neurology at the Keck School of Medicine at the University of Southern California.

Experts aren’t sure how ultraprocessed foods might affect brain health, but they have a few theories. It could be one of these things happening, or a combination.

Theory 1: They can harm vascular health

Chronic health conditions like high blood pressure, obesity and diabetes — all of which are also associated with consuming a diet high in ultraprocessed foods — “have an impact on the health of our blood vessels,” said Dr. W. Taylor Kimberly, the chief of neurocritical care at Massachusetts General Hospital. “And the brain, in particular, is exquisitely sensitive to the delivery of normal nutrients and oxygen” from the blood vessels.

Unhealthy blood vessels can make the brain more vulnerable to “wear and tear,” Kimberly added, “and that, in turn, is associated with risk of stroke and cognitive impairment.”

Theory 2: They displace healthy nutrients

Good nutrition is essential for a healthy brain. Research has shown that diets high in fruits and vegetables, beans, whole grains, nuts, lean meats and healthy fats — like the Mediterranean and MIND diets — are associated with a decreased risk for dementia.

It’s possible that diets high in ultraprocessed foods are bad for the brain in part because they’re lacking more nutritionally rich choices. “If you’re consuming a lot of ultraprocessed food, that means you’re consuming less of fresh fruits and vegetables and other healthier options,” said Puja Agarwal, a nutritional epidemiologist at the Rush Alzheimer’s Disease Center in Chicago.

What’s more, the antioxidants and flavonoids that are present in healthier foods have been shown in animal studies to reduce inflammation and oxidative stress in the brain, Agarwal said. That, in turn, could help brain cells stay healthy and communicate better.

Unprocessed plant-based foods are also good for the gut, Yassine said. Ultraprocessed foods, on the other hand, can change your gut microbes and promote gastrointestinal inflammation, which emerging research has linked to neurological disor-

ders and poorer brain function.

Theory 3: They damage brain cells

Ultraprocessed foods are also thought to be “very taxing on the brain,” said Dr. Karima Benameur, an associate professor of neurology at Emory University School of Medicine.

For example, prior research has shown that harmful compounds found in certain foods — especially foods high in added sugars or animal fats, or those cooked at very high temperatures, like by frying — can be damaging to brain cells. These compounds can accumulate in the brain and promote inflammation and oxidative stress. Some studies have linked these compounds to cognitive decline and dementia.

What does this mean for you?

While researchers are still trying to tease apart exactly how ultraprocessed foods may interfere with brain health, they say it’s clear that making adjustments to your diet could benefit your brain. “Even modest changes over time can have an impact, and that’s important because it means it’s achievable,” Kimberly said.

Rather than trying to eliminate all ultraprocessed foods from your diet — what Benameur calls “a recipe for failure” — focus on cutting back on some of the worst offenders and replacing them with healthier options.

Chi Chi Rodríguez, 1935-2024: The golf world’s swashbuckling champion

Chi Chi Rodríguez, whose flamboyance on the course and passion for the game of golf transformed him into one of its most popular players through his more than three decades on the pro tours, died last Thursday at the age of 88.

His death was announced by the PGA Tour. The announcement did not cite a cause or say where he died.

In a sport typically associated with lush country clubs where respectful crowds idolize often bland players with comfortable roots, Rodríguez broke the mold.

Growing up in a poor family in Puerto Rico, he almost died at age 4 from vitamin deficiencies. At 7, he helped out in the sugar cane fields where his father, Juan Rodríguez Sr., whacked away with a machete for a few dollars a day.

The boy who would be known as Chi Chi also began caddying at a course that drew affluent tourists. He taught himself to play using limbs from guava trees to propel crushed tin cans into holes he had dug on baseball fields, and when he was 12 he shot a 67 in a real game of golf. After playing in Puerto Rican tournaments, he joined the PGA Tour in 1960.

Rodríguez was 5 feet, 7 inches tall and about 120 pounds. But he used his strong hands and wrists to get off long low drives, and he was an outstanding wedge player, offsetting his sometimes balky putting game. “For a little man, he sure can hit it,” Jack Nicklaus told Sports Illustrated in 1964, relating how Rodríguez often outdistanced him off the tee on flat, into-the-wind fairways.

Rodríguez won eight tournaments on the PGA Tour, then became one of the top players on the Senior (now Champions) Tour, capturing 22 events, including two majors, the 1986 Senior Players Championship and the 1987 Senior PGA Championship. He was inducted into the World Golf Hall of Fame in 1992.

And he played with a flourish seldom seen.

When he made a birdie, he would cover the hole with his narrow-brim straw hat, then perform a toreador dance.

“One morning we were playing for five cents a hole,” he once told People magazine, recalling his long-ago games against fellow caddies. “I made a 40foot putt, but there was a toad in the hole. When he hopped out, the ball came with it. I lost the nickel.” That inspired him to make sure that his ball would never again escape prematurely — or so the tale went.

After draining a difficult putt, Rodríguez would sometimes turn his putter into a simulated sword being unleashed on a bull, then wipe imaginary blood from it and place it in an invisible scabbard.

Such theatricality, plus his chattering with the galleries, didn’t endear him to some of his playing partners.

He was fined $200 by the PGA in October 1970 after Dave Hill complained that Rodríguez had distracted him during the Kaiser Open in California when he sought to amuse spectators with a simulated attempt to bat a golf ball with a bunker rake.

Rodríguez always maintained that he meant no disrespect to the game. But as he once put it: “Golf is show business. I love to make people laugh.”

For all his success, Rodríguez never forgot his origins, having been inspired to help others by his father’s generosity to those who had even less than him.

After visiting a Florida juvenile detention center to give a golf clinic, he vowed to do more. In 1979, he became a founder of the Chi Chi Rodriguez Youth Foundation, which provides counseling, educational and vocational training for disadvantaged students, and he contributed substantially to its funding. The Clearwater complex, in Clearwater, Florida, now includes a public-private academy for students from the fourth to eighth grades.

“I love kids because I never was a kid,” Rodríguez once said. “I was too poor to be a kid.”

Rodríguez joined the Senior Tour in 1985 and became one of its top money winners, crediting teaching pro Bob Toski with improving his game.

“Bob told me to stand taller,” he said. “At least, as tall as someone like me can stand. It helped my swing and it helped my putting.”

Juan Antonio Rodríguez Jr. was born Oct. 23, 1935, in Río Piedras, one of six children. Beyond golf, he played baseball as a young man and called himself Chi Chi after the Puerto Rican professional baseball player Chi Chi Flores.

In his later years he lived at the El Legado Golf Resort, which he built, in Guayama, on the island’s south coast. In May 2010, masked nighttime intruders tied him up along with his wife, Iwalani, and robbed them of cash and jewels valued at $500,000.

Rodríguez is survived by a daughter, Donnette Markham; two brothers, Jesús and Julio; and three sisters, Juanita, Carmen and María. His wife, a native of Hawaii, died in 2021.

Rodríguez complemented his flair on the golf course with a host of wry observations, often at his own expense.

On his youth: “I was poor when I was starting out. I mean, I had a room so small I couldn’t even change my mind.”

He served in the Army in the mid-1950s and then became the assistant pro at the Dorado Beach Resort in Puerto Rico, outside San Juan. He received a $12,000 stake from Laurance S. Rockefeller, who developed the property, to help finance Rodríguez’s beginnings

On his persona: “I’m a hot dog pro. That’s when someone in the gallery looks at his pairing sheet and says, ‘Here comes Joe Baloney, Sam Sausage and Chi Chi Rodríguez. Let’s go get a hot dog.’”

On his putting problems: “I read the greens in Spanish, but I putt in English.”
