The University of Puerto Rico (UPR) Río Piedras Campus welcomed 2,166 undergraduate students on Thursday at the start of orientation activities. The new students will begin their studies on Aug. 12.

“The University is your opportunity to explore, to ask questions, to live new experiences and to let your curiosity guide you,” Chancellor Angélica Varela Llavona said in a written statement. “The world is your classroom, and every interaction is an opportunity to learn.”

UPR President Luis A. Ferrao Delgado added: “The University of Puerto Rico enthusiastically welcomes the new students who have chosen the best university to forge their professional future. We will ensure that their experience is enriching and memorable.”

The new students come from diverse backgrounds: 845 from public schools, 1,262 from private schools, 43 from the mainland United States, 12 home-schooled, and four from foreign schools. Among them, 1,267 are women, 861 are men and 11 are non-binary.

Dean of Students Gloria Díaz Urbina emphasized the support available.

“The Dean of Students, along with the faculty

and staff, provides support and services so that students can advance and complete their university career,” she said. “In addition, the Río Piedras Campus offers a variety of opportunities and activities to make these years an unforgettable experience.”

New students participated in a general orientation on support services and information sessions at their colleges. A Services Fair was held at the University Center with information tables from various units, including the Athletic Department and the Student Attorney’s Office.

Scuba Dogs Society, a nonprofit dedicated to action education efforts to foster a culture of harmony with the environment, urges the entire community to donate to a fundraising event to be held next Thursday, Aug. 8, from 5 p.m. to 8 p.m., at the Balneario El Escambrón on the grounds of Scuba Dogs, behind the Hotel Normandie.

The event, which will include live music, food, snacks and the opportunity to learn more about the work of the Scuba Dogs Society to protect the coasts of Puerto Rico, is organized as part of efforts in advance of the International Coastal Cleanup, which will be held on Sept. 21 and is recognized as the largest environmental event in Puerto Rico, in which thousands of volunteers are mobilized to simultaneously clean up more than 200 beaches and rivers.

“Everyone’s participation is essential to achieve our goal of keeping Puerto Rico’s coasts clean and healthy,” said Dr.

María Ocasio Torres, executive director of the Scuba Dogs Society. “This fundraising event will allow us to raise awareness. Our mission is to bring together and finance cleanup activities, focusing on the protection and conservation of these natural ecosystems that we must preserve.”

Ocasio Torres stressed that “Puerto Rico is a place with ecosystems of great ecological value that deserve to be cared for.”

“The International Coastal Cleanup is a global initiative that seeks to unite people to educate about the problem of waste that reaches aquatic ecosystems,” she said. “Scuba Dogs Society has been the coordinator in Puerto Rico for decades for this initiative and this year is committing to raise even more funds to support the effort.”

Region’s first Amazon delivery center in Dorado to employ 300

Gov. Pedro Pierluisi Urrutia participated in Thursday’s announcement of the construction of the first Amazon delivery center in the Caribbean region, which will be located in Dorado and employ nearly 300 workers.

“Every time we inaugurate an economic project, as we have done in these three and a half years on multiple occasions, we reaffirm all the best that characterizes the Puerto Rican people and all the best that our island has to offer the world,” the governor said. “We offer productivity, experience, a spirit of improvement, resilience, vision, discipline, success, and a deep aspiration for a better future for our families and all of Puerto Rico.”

With the new delivery center of over 100,000 square feet, Amazon joins hundreds of local and foreign companies in commerce, pharmaceuticals, manufacturing, aerospace and entertainment “that are taking advantage of the attractive conditions that we have created in Puerto Rico in our process of economic transformation and reconstruction,” Pierluisi added.

“This investment opens up opportunities for collaboration with service providers and, at the same time, generates valuable jobs and hundreds of indirect jobs,” the DDEC chief said. “We have regained the trust of foreign and local investors, validated by the entry of Amazon, a company that has received the support of the DDEC at all times.”

During his message, Pierluisi said that after the island’s bankruptcy ended, investment was made in more and better services, and 125,000 jobs were created. Additionally, more than 3,500 infrastructure reconstruction projects have been completed, and more than 3,500 projects are under construction. He said the projects strengthen roads, energy, and water systems, build or repair homes and schools, and ensure a world-class environment for

all residents of the island.

“I continue to see a promising future for Puerto Rico,” the governor said. “Therefore, it is essential that we continue taking concrete actions to promote a first-class business environment that promotes the economic development of our island. I congratulate Amazon for choosing Puerto Rico and being part of our progress. I know that once this center is operational, it will greatly contribute to its clients and our economy.”

Judge denies ICSE’s request to represent consumers in PREPA debt talks

Title III bankruptcy case on Thursday denied a petition from the nonprofit Puerto Rico Institute of Economic Competitiveness and Sustainability (ICSE by its initials in Spanish) to participate as a consumer representative in mediation to end the utility’s case.

U.S. District Judge Laura Taylor Swain said nothing in her ruling prevents a party in interest from seeking to participate in the mediation.

“The motion is denied,” the judge said. “Nothing contained herein limits a party in interest’s ability to request that the Mediation Team permit it to participate in

the mediation as an Additional Party pursuant to the Order Establishing the Terms and Conditions of Mediation.”

The ICSE filed a petition Wednesday to obtain court permission to participate in the negotiations headed by the mediation team.

The nonprofit group said that if the government represented consumers, there would not be a need for consumer representation. As of Thursday, the citizen ombudsman had not certified candidates to occupy the position of consumer representative on PREPA’s governing board, a position left vacant since March 20 of this year.

ICSE said it has been the only active party in PREPA’s debt restructuring process that has consistently advocated for the public interest.

“This has included submitting detailed expert analyses and compelling requests to address the severe socioeconomic impacts on Puerto Rican consumers who can no longer endure additional financial burdens,” the organization said in its court petition. “Supported by various sectors in Puerto Rico through numerous joinder motions, ICSE has facilitated significant citizen participation before this court.”

“It is clearly an objective fact that the interests of the People of Puerto Rico (i.e., residential, commercial, and industrial customers) are not represented, either in reality or in the mediation proceedings before this Court,” the group added. “An effective step toward this goal is providing a seat at the table for those that promote their interests without biases inconsistent

with Puerto Rico’s public policies.”

PREPA filed for bankruptcy in 2017 to restructure over $9 billion in debt but has yet to reach a consensual agreement with creditors.

Last month, Swain ordered all parties to go to mediation and imposed a 60-day moratorium on all litigation and plan proposals to help push for a debt adjustment plan for the utility’s debt.

The latest effort to get a plan approved was thwarted by a June decision by the U.S. Court of Appeals for the First Circuit that bondholders have an $8.5 billion secured claim rather than a $2.4 billion claim, as Swain had ruled. Swain is now tasked with determining how much bondholders would be able to collect, so she is pushing for the parties to reach a consensus.

More than $1.3 million in funds from the Federal Emergency Management Agency (FEMA) have been allocated to repair three senior living homes in the municipalities of Dorado, Ponce and Culebra. The projects, like similar ones, are focused on providing adequate and safe places for Puerto Rico’s elderly population.

The three centers will benefit around 300 senior citizens. According to the 2023 census, the population over 65 years of age in Puerto Rico is around 771,000 people.

“The elderly are especially vulnerable in times of disaster. For FEMA, it is vital to help them have care facilities and places of recreation that offer the appropriate conditions for their health and safety,” said Federal Disaster Recovery Coordinator José G. Baquero. “The repairs to these three centers not only benefit these seniors, but also their respective families. This is all part of our commitment to the comprehensive recovery of Puerto Rico.”

The Puerto Rico Bar Association confirmed Thursday a scheme involving several lawyers to illegally acquire the ownership of apartments.

The existence of the scheme became known after authorities arrested 41-year-old lawyer Nelson Gustavo Rosario and accused him of illegally acquiring an apartment at the Torre de Oro condominium in Ponce.

Rodríguez said several lawyers are participating in a scheme of the same type and are under the scrutiny of authorities.

Puerto Rico Bar Association President Manuel Quilichini confirmed her remarks. He said that in the case of Rosario, who is accused of fraud, his guilt must be proven beyond reasonable doubt in court before the organization can disbar him.

Meanwhile, the District Attorney of Ponce, Marjorie Gierbolini, said her staff is working hard to compile evidence and make the case a strong one.

Police negotiators worked swiftly to convince a man with a knife to release his mother, but after the release the man stabbed a pet dog, and a tactical entry was carried out resulting in the assailant’s arrest. The pet was rescued and promptly taken for veterinary care.

Another center where $69,000 in renovations have been completed is the Marcelina Díaz Pellot Senior Center in the offshore island municipality of Culebra. In Ponce, meanwhile, the Ernestina Rodríguez Senior Home is undergoing a nearly $489,000 overhaul.

The Puerto Rico Police Bureau’s SWAT team intervened Thursday morning in a situation in which a man barricaded himself with a knife and held his mother against her will at a residence on Gardenia Street in the La Rosaleda 2 development in Toa Baja.

The intervention took place in relation to a protection order for an elderly person in favor of the mother, which was processed the previous day.

Thanks to the quick work of police negotiators, the individual, identified as Gabriel Fernández Agosto, was convinced to release his mother. However, after the release, Fernández Agosto inflicted stab wounds on a Siberian Husky dog with a knife. In response, a tactical entry was carried out resulting in the assailant’s arrest.

The pet was rescued and immediately taken away for veterinary care.

The negotiation was led by Capt. Raúl Negrón Caldero and Agent Fernán Colón.

Trump remarks on Harris evoke a haunting and unsettling history

The audience of Black journalists was prepared for a combative exchange well before Donald Trump took the stage earlier this week for an interview at their annual gathering in Chicago.

Yet when Trump, just minutes in, began questioning Vice President Kamala Harris’ racial identity, there was an instant ripple of reaction — a low rumble that grew into a roar of disapproval.

“I didn’t know she was Black until a number of years ago when she happened to turn Black and now she wants to be known as Black. So I don’t know, is she Indian or is she Black?” Trump said of Harris, whose mother was Indian American and whose father is Black.

The moment was shocking, but for those who have followed Trump’s divisive language, it was hardly surprising. The former president has a history of using race to pit groups of Americans against one another, amplifying a strain of racial politics that has risen as a generation of Black politicians has ascended.

The audacity of Trump, a white man, questioning how much a Black woman truly belongs to Black America was particularly incendiary.

And it evoked an ugly history in this country, in which white America has often declared the racial categories that define citizens, and sought to determine who gets to call themselves what.

“Give me a break,” said Fred Sweets, a contributing editor at The St. Louis American who watched the discussion from the third row. “He seemed to be denigrating her background. She knows who she is.”

Harris has embraced her dual racial identities. She has long identified as Black and was shaped by several Black institutions. She graduated from Howard University, a historically Black university in Washington, D.C., and there joined Alpha Kappa Alpha, the nation’s oldest Black sorority. She has spoken extensively about growing up in what she described as a Black community in Berkeley, California.

“She had two Black babies, and she raised them to be two Black women,” Harris told The New York Times in a 2016 interview about her mother.

On Wednesday evening, Harris responded to Trump’s comment at an event hosted by one of the nation’s most prominent Black sororities, saying they showed “divisiveness and disrespect.”

But Trump’s accusations were aimed at stoking suspicions and fears among white supporters who were all too eager to believe that Obama was born in Africa. Throughout 2011, when he was first considering a foray into presidential politics, he repeated the lie about Obama over and over again, in tweets, speeches and interviews. He hinted at a conspiracy to cover up the truth and he repeatedly brushed aside evidence to the contrary, including the actual birth certificate. And it was effective, to a degree that stunned even Trump’s political advisers: His popularity among hard-core Republican voters soared.

Attacks on Harris’ racial background have circulated among right-wing figures and Trump’s close allies for years.

In 2019, Donald Trump Jr. shared a social media post from an alt-right personality that falsely claimed Harris was not Black enough to be discussing the plight of Black Americans during a primary debate. Though he later deleted the post, it spread widely across conservative social media, prompting a wave of accounts to question her background, which was exactly the point of the effort, according to some farright activists.

But the Republican nominee’s remarks Wednesday were perhaps the most overt attack on her identity yet and seemed to be an effort to inject the fringe idea into the mainstream conversation about her bid.

“We’re saying this is shocking. He’ll probably put this in an ad saying how he went to talk to ‘the Blacks’ and how courageous that was,” said Cliff Albright, a liberal organizer and a co-founder of Black Voters Matter. “They’ll eat it up. He gets more out of this than we get out of it.”

Like many of Trump’s more provocative statements, the comments conveyed several unsettling ideas at once, all of them somewhat

open to interpretation: He implied Harris was deceiving voters and selecting an identity for political gain. He suggested to the predominantly Black audience that she was not one of them — and to Indian Americans listening that she abandoned them, an assertion echoed by onetime Republican presidential candidate Vivek Ramaswamy on Wednesday.

“Kamala leaned into her Indian heritage when it was convenient in California,” Ramaswamy wrote on the social platform X. “She’s now casting that aside & leaning into black identity when it’s convenient nationally.”

And by calling attention to her background, Trump seemed to be relying on an old political tactic of exoticizing nonwhite candidates.

Former President Barack Obama — the biracial son of a white mother and Black father — faced similar attacks.

For years, Trump and other Republicans spread conspiracy theories about Obama’s racial heritage with innuendo and lies about the authenticity of his birth certificate.

“Was it a birth certificate? You tell me,” Trump said in 2012, years before running to replace Obama in the White House. “Some people say that was not his birth certificate. Maybe it was, maybe it wasn’t. I’m saying I don’t know. Nobody knows.”

Border arrests in July drop to low under Biden

The number of arrests by border agents of migrants who crossed the southern border illegally in July is expected to fall under 60,000, according to three people with knowledge of the data, a precipitous drop from the record numbers of crossings that plagued the Biden administration just months ago.

The July arrest numbers are set to represent the lowest monthly apprehensions under the Biden administration. The previous low came in January 2021, the month President Joe Biden assumed office, when around 75,000 migrant apprehensions were made at the border.

The plunge in arrests — border agents made around 250,000 in December alone — comes after the Biden administration imposed sweeping restrictions on asylum at the southern border in June for migrants who cross illegally in an effort to deter them from making the journey to the United States. The changes suspended longtime guarantees that gave anyone who stepped onto U.S. soil the right to seek a safe haven, allowing border officials to more quickly return migrants to their home countries or Mexico.

The drop could provide a powerful counternarrative to what has been one of the Biden administration’s largest political weaknesses at a critical time before the November election. Republicans have excoriated Biden over his handling of the surge of border crossings, and are attacking Vice President Kamala Harris over her role as well now that she is the presumptive Democratic nominee.

The numbers, which were shared by the people on the condition of anonymity because they were preliminary and not yet released publicly, remain above those for most of President Donald Trump’s term. But they have fallen much more in line with border crossings during his presidency: There were nine months during the Trump administration in which arrest numbers exceeded July’s, according to Adam Isacson, a migration expert at the Washington Office on Latin America.

Republicans and immigration opponents argue that the numbers are not comparable. They say the Biden administration is simply letting migrants enter the country through other means, like a U.S. Customs and Border Protection app that allows a certain number of migrants a day to schedule entering the country at a port of entry. Altogether, they say, entries still exceed the totals at almost any point in

the Trump administration.

The Biden administration’s “unlawful mass-parole schemes have exploded the number of inadmissible aliens entering” through ports of entry along the southern border “despite having no right to do so,” Republicans on the House Homeland Security Committee said last week on social media.

Biden administration officials have lauded their crackdown in previous statements noting downturns in arrests. Experts, too, have credited the new border policies for the drop but have pointed out that other factors are most likely at work as well.

“This is a dramatic downturn in arrivals,” said Kathleen Bush-Joseph, an analyst at the Migration Policy Institute. She said the numbers most likely reflected quick deportations at the border, migrants using other ways of entering the country and “ongoing Mexican enforcement that has slowed the arrival of migrants to the U.S.-Mexico border.”

For most of his presidency, Biden struggled to stop migrants from entering the country illegally, a challenge exacerbated by failing governments in countries like Venezuela and what was seen as his softer immigration language after the often incendiary invective of Trump.

The number of border crossings skyrocketed — more than 2 million arrests were made in the 2023 fiscal year — and reached their peak in December, when more than 5,000 migrants a day were arrested.

Seeking to stanch the surge, Homeland Security Secretary Alejandro Mayorkas and other Biden administration officials flew to Mexico City, lobbying Mexican officials to ramp up enforcement in their country against migrants. U.S. border arrests began to drop early this year.

Immigration advocates have criticized the effort to bar asylum for those who cross illegally. The American Civil Liberties Union sued over Biden’s asylum ban, and the union that represents the nation’s asylum officers sided with the ACLU.

And some experts doubted the plunge in border crossings would last.

“This is a result of the Biden administration’s ban on asylum for most who cross between ports of entry,” Isacson said. “If past crackdowns are any guide, we can expect the impact to be short term: Numbers will bottom out within a few months and start to recover again.”

Fed opens door to September rate cut if inflation stays cool

Federal Reserve officials left interest rates unchanged at their July meeting, but the head of the central bank made it clear that recent progress in lowering inflation could enable policymakers to cut interest rates as soon as their next meeting in September.

“If we do get the data that we hope, then a reduction in our policy rate could be on the table at the September meeting,” Jerome Powell, the Fed chair, said during a news conference Wednesday. Powell also suggested that the Fed could make a string of reductions before the end of the year, depending on inflation and job market data.

“I can imagine a scenario in which there would be everywhere from zero cuts to several cuts, depending on the way the economy evolves,” Powell said. That remark was notable because it implied that three rate cuts were possible, which is in line with market expectations but more than the two the Fed had most recently forecast.

Powell spoke shortly after the Fed announced that it would hold rates at 5.3% for now — a two-decade high, where they have remained for a year.

Fed officials have been keeping interest rates elevated to slow the economy and tap the brakes on inflation but have signaled that a recent cool-down in price increases could allow them to cut rates soon. While policymakers want to make sure that they fully stamp out inflation, they also want to avoid keeping interest rates too elevated for too long, risking damage to the labor market.

Central bankers have said they want more “confidence” that inflation is down sustainably before cutting interest rates. Powell made it clear Wednesday that recent data were giving officials that conviction — they just needed to see a continuation before lowering borrowing costs. The Fed’s next meeting concludes Sept. 18, and Powell signaled that officials would closely monitor data leading up to that gathering as they decided whether to begin cutting.

“It’s going to be inflation data, it’s going to be the employment data, it’s going to be the balance of risks as we see it — it’s going to be the totality of all of that,” Powell said. “It’s just a question of seeing more good data.”

For investors, Powell’s comments and the Fed’s policy release reinforced a widespread expectation that rate cuts are imminent. Stocks rose during the Fed news conference Wednesday.

“The table is set for that September rate cut, barring any surprisingly high inflation reports between now and then,” said Kathy Bostjancic, chief economist for Nationwide.

Congress has given the Fed two main jobs: It is supposed to keep inflation low and stable while maintaining a strong job market.

The latest report showed that the Fed’s preferred price index picked up just 2.5% over the year through June. That is still quicker than the central bank’s 2% target, but it is much slower than that measure’s recent peak in 2022, which was above 7%.

As inflation cools, officials have begun to pay more attention to the job market side of their mandate.

“The downside risks to the employment mandate are real now,” Powell said Wednesday. “The time is coming when it will be appropriate to dial back that level of restriction so that we can address both mandates.”

The job market has shown some early signs of weakness in recent reports. While the unemployment rate is still low by historical standards, it has ticked up. Employers have fewer unfilled job openings, wage growth has been cooling from high levels, and part-time employment has climbed somewhat.

The Fed will receive fresh job market data Friday, when the Labor Department releases the July employment report.

“What we think we’re seeing is a normalizing labor market,” Powell said. “We’re watching carefully. If it starts to show signs that it’s more than that, we’re well positioned to respond.”

The Fed’s economic projections in June implied that central bankers could cut rates roughly every other meeting once they got started. That would lower rates to 4.1% by the end of next year and 3.1% by the end of 2026.

Fed officials will release their next set of economic projections after their September meeting, which will give a sense of whether they still think that pace of cuts is appropriate.

Stocks slump in August kick-off as data reignites slowdown worries

U.S. stocks kicked off August sharply lower after a round of economic data on Thursday spurred concerns the economy may be slowing faster than anticipated while the Federal Reserve maintains a restrictive monetary policy.

Equities initially opened higher, buoyed in part by gains in Meta Platforms after its quarterly results topped expectations and the Facebook parent issued an upbeat outlook for the third quarter. Its shares closed higher as the biggest boost to the S&P 500.

Early gains, however, evaporated after data showed a measure of manufacturing activity from the Institute for Supply Management (ISM) dropped to an eight-month low in July at 46.8, signifying contraction.

“What you’re seeing now, and you will probably see it for the next month or two, is some kind of consolidation and sideways price action,” said Bill Strazzullo, chief market strategist at Bell Curve Trading in Boston.

“The bigger picture bull trend is intact ... But we’re in a period now where the market is kind of digesting its gains sideways, back and forth.”

According to preliminary data, the S&P 500 lost 76.10 points, or 1.38%, to end at 5,446.20 points, while the Nasdaq Composite lost 405.25 points to 17,194.15. The Dow Jones Industrial Average fell 508.81 points, or 1.25%, to 40,333.98.

August is typically one of the weakest months of the year for stocks.

Other data showed the number of Americans filing new applications for unemployment benefits increased to an 11-month high last week, suggesting some softening in the labor market, although seasonal factors also played a role.

MOST ASSERTIVE STOCKS

Investors will eye the government payrolls report on Friday for any signs of further weakness in the labor market.

Both the S&P 500 and Nasdaq registered their biggest daily percentage gains since February in the prior session, boosted by a rally in chip shares after the Fed kept rates steady, as expected.

Defensive sectors such as utilities and real estate led gains, as geopolitical concerns over rising tensions in the Middle East boosted the dollar and pulled Treasury yields lower.

Declines in megacap names such as Apple and Amazon ahead of their quarterly results due after the closing bell weighed heavily on the tech and consumer discretionary indexes, which were among the worst performing of the 11 major S&P sectors.

Of the 342 companies in the S&P 500 that have reported earnings through Thursday morning, 79.2% have topped analyst expectations, according to LSEG data,

slightly above the 79% beat rate over the past four quarters. The estimated earnings growth rate for the quarter is 13.3%, up from 10.6% on July 1.

The small-cap Russell 2000 slumped more than 3% and for its biggest daily percentage drop since Feb. 13. Small caps have been volatile recently as investors rotate between cheaper names and more expensive stocks.

Nvidia slumped in a broader chip stocks selloff sparked by Arm Holdings’ conservative revenue forecast and Qualcomm flagging a revenue hit from the impact of trade curbs, dragging those stocks lower.

Moderna plunged after cutting its 2024 sales forecast for COVID-19 and respiratory syncytial virus vaccines by up to 25%.

Journalists and dissidents freed in prisoner exchange with Russia

Aprisoner swap Thursday involving seven countries freed Wall Street Journal reporter Evan Gershkovich and two other Americans held in Russia, along with jailed Russian opposition figures, the White House said, in a deal whose size and complexity has little precedent in the post-Soviet era.

The deal — which came together after an elaborate web of negotiations behind the scenes — was a diplomatic victory for President Joe Biden, who has long pledged to bring home imprisoned Americans and to support Russia’s embattled prodemocracy movement.

Biden said at a news conference that the prisoners had left Russia and were on their way home.

“Their brutal ordeal is over, and they’re free,” he said, surrounded by family members of the released prisoners.

For the first time since the fall of the Soviet Union, Moscow freed prominent dissidents as part of a swap; 16 people in total were released from Russian custody. In exchange, eight people were freed by the West. The exchange took place at the international airport in Ankara, Turkey’s capital, and involved seven different planes ferrying 24 prisoners from the United States, Germany, Poland, Slovenia, Norway and Russia, a Turkish intelligence official said.

The deal was also a triumph of a different sort for President Vladimir Putin of Russia, who can use the deal to highlight his loyalty to Russian agents who get arrested abroad. Germany released Vadim Krasikov, a Russian convicted of murdering a Chechen former separatist fighter in Berlin in 2019 on orders of the Russian government.

Here’s what else to know:

— The deal freed Gershkovich, 32, who had spent 16 months in a Russian prison; Alsu Kurmasheva, 47, a Russian American editor for Radio Free Europe/Radio Liberty, who was also arrested last year; and Paul Whelan, 54, a former U.S. Marine arrested in 2018. The three American citizens were expected to land Thursday evening at Joint Base Andrews in Maryland, and both Biden and Vice President Kamala Harris planned to

greet them.

— Prominent Russian political prisoners were also released. They included Ilya Yashin, 41, perhaps the most popular opposition politician who was still behind bars; Vladimir Kara-Murza, 42, a veteran activist who also writes for The Washington Post; and Oleg Orlov, 71, co-chair of Memorial, a Russian human rights group.

— Several of those freed by Russia were German nationals, including German Moyzhes, a lawyer who was helping Russians obtain residence permits in Germany and other European Union countries. The United States released a convicted hacker, Vladislav Klyushin, and two others. Slovenia, Norway and Poland released four people accused of being Russian spies.

— In 2022, the United States freed Viktor Bout, a convicted Russian arms trafficker, in exchange for Russia’s release of Brittney Griner, the basketball star arrested that year on drug charges.

— Some critics of deals like the one that freed Griner say they encourage further arrests of Americans by the Kremlin. But the newest deal was far broader than any trade that Biden or his recent predecessors had made with Putin.

Election results presented by Venezuela’s opposition suggest Maduro lost decisively

Venezuela’s electoral body announced early this week that the country’s president, Nicolás Maduro, comfortably won another six years in office, beating his main opponent by 7 percentage points in a vote that was marred by widespread irregularities.

But partial election results, provided to The New York Times by a group of researchers associated with Venezuela’s main opposition alliance, supply new evidence that calls the official result into question.

Their figures suggest that an opposition candidate, a retired diplomat named Edmundo González, actually beat Maduro by more than 30 percentage points. The researchers’ estimate of the result — 66% to 31% — is similar to the result obtained by

an independent exit poll conducted on Election Day across the country.

It was not possible for the Times to independently verify the underlying tallies, which the researchers say were collected from paper receipts produced by about 1,000 voting machines, about 3% of the country’s total. By Wednesday, Venezuela’s government-controlled election authority had still not released detailed results, despite growing international pressure.

But several independent survey and election analysts reviewed the researchers’ approach and said that, based on the tallies shared by the researchers, the estimates appeared credible. And given the partial tallies, the Times was able to broadly replicate the researchers’ estimates of the result within 2 percentage points.

The announcement of Maduro’s victory triggered deadly protests on Monday and led several Latin American countries to suspend or downgrade diplomatic relations with Venezuela, plunging the polarized country into a new period of flux.

The Times analysis shows that the election tallies provided by the researchers are not compatible with a victory by Maduro, by any margin.

Independent survey and election analysts said AltaVista’s methodology and techniques appeared sound. Dorothy Kronick, an expert on Venezuelan electoral data at the University of California, Berkeley, independently assessed the validity of the opposition researchers’ sample at the Times’ request. She arrived at a similar conclusion.

What the researchers did

There are about 30,000 voting machines in Venezuela. After polls close, each machine prints a vote tally, and volunteers observing the vote on behalf of political parties have a legal right to a copy.

To estimate the overall vote count, the research group, called AltaVista, created a random sample of 1,500 voting machines across the country, about 5% of the total. They designed the sample to proportionally represent the overall geography and partisanship of the country.

After the polls closed, AltaVista began collecting scanned copies of the tallies collected by opposition volunteers. Intimidation by government supporters, organizational lapses and patchy cellphone coverage prevented the researchers from obtaining all the tallies in the sample, but they collected and verified data for more than two-thirds of those precincts.

Kronick found the sample slightly favored the opposition-leaning areas, but not nearly enough to explain the tremendous difference between the numbers claimed by the government and the opposition. “The numbers are irreconcilable,” she said. “One of them is wrong.”

Adam Berinsky, an expert in survey methodology at Massachusetts Institute of Technology, said that the researchers’ approach seemed reasonable and that, if anything, challenges the researchers faced while collecting data, including witness suppression, may lead to an underestimate of opposition support.

Different statistical techniques would not affect the overall conclusion. The researchers’ data suggests a strikingly different result from the one claimed by the Venezuelan government.

AltaVista made the data, including images of the printed receipts, public Tuesday night.

The vote totals in these precincts show González, the opposition candidate, would be projected to defeat Maduro by a margin of 66% to 31%, the researchers said. Even in the ruling party’s strongholds in previous elections, the data shows that voters shifted away from Maduro.

Reasons to believe the researchers’ data

A similar approach would have yielded accurate estimates in previous elections. Because historical election data in Venezuela is public, we can see that the precincts sampled in this election have been representative of the nationwide vote in the past. In three prior elections, the weighted results from these precincts were within two points of the final national result, a Times analysis found.

The only significant difference is with the government-declared results of Sunday’s election.

Venezuelan elections under Maduro have long ceased to be considered free or fair, beset by voter suppression and other irregularities. But the validity of the actual voting tallies has never before been cast into such doubt in a competitive national election.

The researchers’ results are consistent with an independent exit poll. An exit poll by Edison Research conducted on Election Day found overwhelming support for González. Its poll, conducted across 100 polling stations and based on interviews with nearly 7,000 voters, found González leading, 65% to 31%.

If the claims were closer, smaller methodological choices — how to select which precincts to validate or how to weight data from those precincts — could be decisive. But that is not the case here. This kind of analysis may not be conclusive enough to adjudicate a twopoint difference, but it can offer clarity on a 30-point difference.

What’s still uncertain about the data

The researchers are aligned with the opposition party. The activists behind the project have a history of opposing Maduro’s government, and supporting opposition causes, which makes them a vested party in the country’s political standoff. But they have not held political office, and they have designed their methodology in collaboration with independent academics in the U.S. and Brazil.

There may be some biases in the data we don’t fully understand. The researchers’ sample of 1,500 precincts was drawn to assure representativeness in both partisanship and geography. But it’s possible that the selection is unrepresentative in some way the researchers did not detect.

It’s also possible that the precincts for which the researchers were not able to find voting receipts were meaningfully different from the ones where they were successful. (That would be unlikely, however, because the researchers selected the precincts randomly and say they were able to find voting records in most places where they sought them.)

Historical comparisons are challenging in a country with a history of election problems. Ensuring a sample with a representative number of Maduro supporters and opposition supporters is challenging without trusted, detailed historical election data. The migration of millions of Venezuelans in recent years makes any demographic estimates particularly challenging.

Arocket from Lebanon struck a soccer field last Saturday in the Israeli-controlled Golan Heights, killing at least 12 people, mostly teenagers and children, according to the Israeli military. On Tuesday, an Israeli airstrike killed a Hezbollah commander near Beirut, the Lebanese capital, in retaliation. It’s not too soon to ask what purpose the retaliation will serve in the context of Israel’s five wars.

Five wars? Yes. And they are more about ideas than they are about geography.

The first war — the war Israel is now waging against Hamas and its allies in the Gaza Strip and the West Bank, Hezbollah in Lebanon, the Houthis in Yemen and Iran itself — is about security. Israelis want to be able to live safely in their homes without fearing they could be rocketed, pillaged, killed or kidnapped with barely a moment’s warning. The threat of a major escalation on Israel’s northern border has turned entire cities into ghost towns and displaced more than 60,000 Israelis from their homes.

That’s the proportional equivalent of roughly 2 million Americans forced out of their homes by the threat of terrorism. Those who condemn Israel now for its allegedly disproportionate response to the attacks by Hamas and Hezbollah would be a little more intellectually honest if they asked themselves what they would demand of their own governments if they were

in the same situation. The second war fuels and explains the first. It’s about existence. Israel’s most strident critics insist that the current conflict is about Palestinian existence, about Israel’s alleged refusal to grant a Palestinian homeland. But that’s a historically ignorant claim — and a dishonest one. Israel agreed to a Palestinian Authority in 1993, offered a Palestinian state in 2000 and vacated the Gaza Strip in 2005. When campus protesters at Princeton chanted, “We don’t want no two states; we want ’48,” they weren’t asking for Israel to accept a Palestinian state. They’re demanding Israel’s abolition.

They are also adopting the views of Hamas’ Yahya Sinwar, Hezbollah’s Hassan Nasrallah and Iran’s Ali Khamenei — leaders of the so-called Axis of Resistance, which believes that the only solution in the Middle East is a final one: Israel’s annihilation. The pundits who incessantly fault Israel’s means of defense might at least pause to ask what Hamas would have done to Israeli civilians Oct. 8, 9 or 10 had Israel’s armed forces not been able to finally stop its slaughter.

The third war is metaphorical. It’s also dangerous and corrosive. It’s Israel’s war for the legitimacy of its actions, a war against the “yes but” thinking that now describes the middle ground of Western opinion on the conflict. That’s not a demand that people turn off their brains when it comes to judging Israel’s behavior. On the contrary, it’s a request that they turn their brains on.

To wit: How exactly do the people who say Israel has “the right to defend itself” propose that it do so against an enemy that entrenches itself beneath civilians in hundreds of miles of tunnels? What’s their strategy for lawful urban warfare against an enemy that fights unlawfully from hospitals and mosques and homes? Despite their notional acceptance of Israel’s right of self-defense, are they really calling for anything more than a unilateral cease-fire? The least the yes-but critics can do is recognize the fact that these questions have no easy answers.

The fourth war is global, ideological — and fundamental. It’s the war against antisemitism. Among the many toxic and defamatory charges leveled against Israel since Oct. 7 is that the war in Gaza has caused a

surge in antisemitism, a sly way of charging the Jewish state with being the agent of anti-Jewish hate.

The truth is precisely the opposite: Antisemitism is the cause of Oct. 7, not the consequence of it. Mountains of documentation attest to this and predate the creation of the state of Israel: Haj Amin al-Husseini, the mufti of Jerusalem, met Adolf Hitler in 1941 to avow their shared struggle against “the English, the Jews and the Communists.” Today, it’s no surprise to see those who cheer Hamas’ aims are assaulting synagogues in Berlin or Los Angeles. Hatred of Jews will always find a convenient explanation or excuse; Israel is the latest, but hardly the first.

Finally, there’s the war within the state of Israel and among the Jewish people worldwide. It’s a war that has been one of the most enduring, and often fatal, features of Jewish history. Its contours were visible during the fight over Israeli judicial reform before Oct. 7 and now in the lawlessness of right-wing Israeli mobs charging into Israeli army bases. It’s also a war between diaspora Jews who recognize that the assault on Israel is ultimately an assault on them, and the “As a Jew” Jews who provide moral cover and comfort to Israel’s enemies. Addressing these divisions is as central to Israel’s long-term security as confronting any other threat.

Israel struck Beirut on Tuesday, targeting the official it blamed for Saturday’s attack. Whatever Israel does next, it should be calculated to advance the national interests on all these fronts. If that means postponing a fuller response to explain its rationale, necessity and goal, so much the better.

AJARDO – Sobre 150 adultos mayores residentes del municipio de Fajardo fueron atendidos por personal del Departamento de Hacienda quienes tramitaron sus planillas especiales con el objetivo de que puedan recibir el ‘Crédito Senior’ en un periodo que pudiera ser menos de 48 horas.

El anuncio lo hizo el portavoz del Partido Nuevo Progresista en la Cámara de Representantes y gestor de la iniciativa, Carlos ‘Johnny’ Méndez.

“Iniciativas como esta buscan llevar los servicios del gobierno central a nuestras comunidades. El ‘Bono Senior’ es vital para muchos de nuestros adultos mayores, sobre 65 años, que usan esos ingresos para completar lo que reciben del programa del Seguro Social, entre otros. Ayer sobre 150 perso-

nas acudieron a llenar formulario 481.1, para el año contributivo 2023, con 80 radicaciones completas, y así poder recibir a la mayor brevedad posible sus créditos contributivos reembolsables de $200 y $400 para el año 2023”, explicó Méndez, quien también representa el Distrito #36 de Río Grande, Luquillo, Fajardo, Ceiba, Vieques y Culebra.

Desde tempranas horas de la mañana de miércoles, los funcionarios de Hacienda estuvieron en el salón de los Alcaldes, ubicado en los altos de la Casa Alcaldia de Fajardo, recibiendo a ciudadanos para asistirlos en el trámite.

Para cualificar para el crédito senior, los solicitantes deben, además de tener 65 años o más al último día del año contributivo, en este caso 2023, un ingreso bruto, incluyendo los beneficios del Seguro Social de no más de $30,000, en el caso de personas casa-

das, anuales y $15,000 para individuos.

También cualifican personas que no tengan 65 años al último día del año contributivo, cuyos ingresos no excedan los $4,800, sin incluir los beneficios del Seguro Social. Éstos, además, deberán ser pensionados de la Administración de los Sistemas de Retiro de Empleados del Gobierno, o la Judicatura, del Sistema de Retiro de Maestros, de la Universidad de Puerto Rico, de la Autoridad de Energía Eléctrica y/o pensionados del sector privado.

Según cifras oficiales del Censo de los Estados Unidos para el 2022 en Fajardo residen unas 31,982 personas. De eso, 14.9 por ciento tiene 65 años o más.

Para llenar sus planillas, las personas presentaron una tarjeta de identificación válida, evidenciando que al 31 de diciembre tenían 65 años de edad.

Dance leads the way as art meets sport at the Cultural Olympiad

In dance and in sports, there is a common ritual: warming up. As much an art as an activity, it energizes not just the body, but also the mind, speaking less to effort than to surrender. What does it take to get into the zone, that place where the body and mind show up as equals?

Since 2022 France has been warming up — on a grand scale. Culture, along with sport and education, is a pillar of Olympism, and France has taken that seriously with its Cultural Olympiad, a program of multidisciplinary arts events directed by Dominique Hervieu, a choreographer, an experienced leader in the arts and a former dancer as well.

The thread running through this Olympiad is the connection between sports and art. When do they find symbiosis? When do they diverge?

As Hervieu sees it, what binds the Olympic Games is culture, and there, the dance values she embraces play a role: “It’s a way to think with your body,” she said in an interview in Paris. “To think about society, to think about individuality, to think about space.”

In other words, to be aware of yourself in the larger world. The contemporary mandate for including a cultural component with the Games began in 1992 in Barcelona, Spain, Hervieu said. But how to integrate it is a choice made by the host city, and Hervieu decided on the sports-art connection.

There are obvious similarities between the two — the idea of excellence and surpassing oneself — but Hervieu also wanted to “show that art is not sport and vice versa,” she said. “The dimension of physical performance, which is the goal of sport with a view to winning, is not the goal of art. This difference is fundamental, because virtuosity in art is always a means of creating a space for meaning or poetry.”

Programming has been robust and will continue throughout the games, although managing it all has been a challenge.

“It has been very, very difficult,” Hervieu said. “At the beginning, I didn’t know how many people would apply. We have 2,500 projects, and it’s incredible. It could have been only 500. And everybody would be happy with 500. Me too! But I think it’s because of this spirit of the Olympic Games.”

Throughout her career, Hervieu has emphasized two areas of the arts that are important to her: creation and democratization. This isn’t surprising given that she was previously the artistic director of the Lyon Dance Biennial, where planning the popular défilé, or dance parade, was one of her favorite jobs — a way to spread the gospel of dance. Because of her background — and the obvious connections between dance and sport — the Olympiad’s dance programming is particularly plentiful.

Hervieu engaged hip-hop choreographer Mourad Merzouki to create an official dance of the games, or la danse des jeux, a simple, participatory work featuring images — or winks,

as Merzouki called them — from sporting events like boxing and archery.

“The aim was to make a dance that youth, old people, people with disabilities — everybody — could participate in,” Merzouki said in a video interview. “It’s reflecting the image of the Olympics, something that people can share.” (During the games, it will be part of the festivities at Club France in the Grande Halle de la Villette.)

For applicants to be considered for the Cultural Olympiad, their projects had to have a link with sports, they had to be artist-led, and they needed an audience component. They couldn’t just, in other words, wallow in the land of process. “It could be small,” Hervieu said. “And we had small projects — very funny, very dedicated.”

She cited an exhibition in Marseille exploring the athleticism of animals. “They don’t get an award or a medal,” she said. “It’s very simple. But at the end you learn many things.”

The dance performances I saw as part of the Cultural Olympiad — a drop in the bucket, in light of the immensity of the programming — in varying ways highlighted the intelligence of the body while showing how dance must embrace spontaneity to push aside the self-conscious self. This was the case, most profoundly, at the Panthéon in “Möbius Morphosis” by French-Algerian choreographer Rachid Ouramdane who harnessed the physical prowess of acrobats from Compagnie XY, the innocence of young singers from the Choir School of Radio France and the lithe, luminous dancers of the Lyon Opera Ballet.

The cast members flowed through the air like flocks of birds — running, flipping, flying, as they gradually transformed,

their sheer power giving way to a more poetic and almost unnerving display of vulnerability. It was, Hervieu said, an instance of Olympic values — friendship, generosity — being transformed into art.

Saïdo Lehlouh’s “Apaches,” featuring dancers from the Paris Opera Ballet and from the world of hip-hop and beyond, was an exploration of Hervieu’s other aim: democratization. Here, just as important as who was onstage was the stage itself, the Palais Garnier, the home of classical dance in Paris. In just an hour, Lehlouh dismantled notions of aesthetic hierarchy by putting street dance on an equal footing with ballet. He made it clear that there are no winners or losers in dance.

Breaking is a new sport at the Olympics this year; in one week of Cultural Olympiad programming just before the games began, Hervieu intriguingly showed different aspects of the art form — including “Apaches”; “Hip-Hop 360 Show”; and a staged battle between B-boys and B-girls at the Olympia theater.

“All these things are the world of breaking,” Hervieu said. “I think there is no danger in France that people are focused only on breaking as sport. This diversity is really why France is rich.”

In the battle at the Olympia presented by RStyle, the organization of hip-hop pioneer François Gautret, four illustrators from the Angoulême International Comics Festival drew the performers in real time to create, essentially, a live comic strip that was projected over the stage.

But the real jubilance came from the dancers, notably Campanita, the victorious B-girl who danced with force and fire but also understood that the spirit of a battle isn’t competition but generosity.

“The sport part is where athletes are showing they are the best,” Gautret said. “It’s all the competition spirit. But in culture we are talking more about exchanges, sharing with people.” What wins in a dance work? Imagination and individuality.

How to optimize your workout to boost your mood

We’ve all encountered that person who comes back from the gym or a run seemingly high on life. In fact, scientists say that even a single bout of exercise can alter your neurochemistry in ways that create feelings of hope, calm, connection and a generally better mood.

But for others, a workout just leaves them feeling worn out.

“It’s normal not to find exercise rewarding,” said Daniel Lieberman, an evolutionary biologist at Harvard University. “There’s nothing wrong with you.”

While some people are simply more genetically or psychologically inclined to enjoy exercise, recent discoveries have helped experts understand why it can be such a high. And, they say, by making a few changes to your workout, you can train your body and mind to find exercise more pleasurable.

It’s not just about endorphins.

Scientists once thought the rush people felt from exercise came exclusively from endorphins, which act like natural opioids in the brain by relieving pain. But in recent decades, researchers have discovered a more complex cocktail of other key “feelgood” chemicals produced during movement.

Each ingredient plays a distinct but complementary role, said Julia Basso, an assistant professor at Virginia Tech who runs a lab studying the effects of exercise on the brain. “These neurochemicals are really working in tandem,” she said.

The most potent players appear to be endocannabinoids, which share similar molecular structure with THC, and bind to the same receptors in the brain — giving you that buzzy feeling that all is right in the world.

Exercise also triggers dopamine, a much-debated neurotransmitter that creates a feeling of reward, and conditions you to pursue that reward. It’s one reason people get hooked on exercise: “to come back for that hit,” Basso said.

Physical activity also spurs the release of serotonin, which helps you to feel focused and calm. And most recently, scientists have discovered another chemical at play: oxytocin, a hormone that helps you bond with other people and feel a sense of social

connection.

Lieberman theorizes the body evolved to respond to physical activity in this way partly to help early humans endure hours of gathering and hunting food for their survival. But, he points out, our prehistoric ancestors didn’t exercise for its own sake.

How can you get the biggest mood boost from exercise?

Get your heart rate up for at least 30 minutes

It’s normal for the first 20 to 30 minutes of exercise to feel like a slog, whether you’re new to it or an elite athlete, according to experts.

That’s because it seems to take at least 20 minutes of moderate aerobic activity for the endocannabinoid system to kick in and start to lift your mood. The health psychologist Kelly McGonigal calls this response to staying the course the “persistence high.”

The longer you’re able to sustain an aerobic workout at a

moderate level of intensity — one in which you could carry on a conversation without becoming winded — the more your endocannabinoids will be flowing, and the higher your boost will be.

Give yourself at least three weeks

Just as your muscles require time to build, your brain takes time to develop a robust dopamine reward system for exercising. And the less physically active you are, the less responsive this dopamine system will be.

Research suggests that, if you haven’t been active in a while, it takes about three weeks of consistent exercise before it starts to feel rewarding — and for most people to want to come back for more, Basso said. That said, depending on your individual fitness level and neurochemistry, it could take shorter or longer; so if you don’t feel a kind of magical pull toward exercise after a month, don’t despair and keep going.

Make it social

When you exercise with friends or in groups, you will set yourself up to get twice the oxytocin boost, first from the physical activity itself, then from the social interaction.

The flood of oxytocin may be responsible for the powerful social connection that some people experience when moving in unison with others — our brains can be tricked into a feeling of personal boundaries dissolving, Basso said. This effect is especially apparent when we dance.

Mix things up

While moderately to vigorously intense aerobic workouts seem to be most effective at triggering a natural high, nearly every type of exercise benefits mood, said Ben Singh, an exercise physiologist and research fellow at the University of South Australia who, in 2023, published a large review of exercise and mental health studies.

Different types of workouts — aerobic, resistance and mindfulness practices such as yoga — release different combinations of mood-enhancing chemicals, and collectively, prime the brain to reap greater rewards.

To set yourself up for success, shop around until you find activities you find fun or rewarding — or at least don’t hate, said Cassandra Vieten, a clinical professor of psychology and director of the Center for Mindfulness at the University of California, San Diego.

“Track your mood and how much you like something,” she said, “and see if you can rotate different types of exercise until you find the one you love.”

Owens Delerme, other Olympic track debutants ready to compete

The track at the Olympic stadium in France will be filled with Puerto Ricans with the participation of decathlete Ayden Owens Delerme, hammer thrower Jerome Vega and sprinter Gladymar Torres, all debutants at the Paris 2024 Olympic Games.

It is no secret that Owens Delerme is one of the figures hoping to give Puerto Rico its first medal in this edition of the Olympic Games. He competes Friday and Saturday. Carlos Guzmán, the technical director of the Puerto Rican Track & Field Federation, confirmed that Owens Delerme is among the favorites in the competition.

“According to the experts, he is one of the five athletes who should have a chance at medals and with a lot of potential to be on the medal table,” Guzmán said.

Owens Delerme qualified directly for the Olympic Games with 8,732 points at a decathlon in California, setting the national record for Puerto Rico. In 2022, he fin-

ished in fourth place at the world championships in Eugene, Oregon with 8,532 points.

The competition includes world record holder and twotime Olympic runner-up Kevin Mayer of France, Olympic champion and record holder Damian Warner of Canada, and other outstanding athletes such as German Leo Neugebauer, Estonian Johannes Erm and Granada’s Lindon Victor.

“Everything is in top condition,” Owens Delerme said of Owens Delerme’s physical and mental health. “He is concentrated, focused and motivated.”

The decathlon has 23 participants who will compete in 10 events, and at the end of the second day the winner will be determined by total points. Friday they will compete in the 100 meters, long jump and shot put between 4 a.m. and 7 a.m. Puerto Rico time (10 a.m. to 1 p.m. in Paris). Four hours later, the athletes will return for the high jump and 400-meter dash events.

“The scores on the first day of competition are spectacular,” Guzmán said of Owens Delerme’s expected perfor-

mance in the first phase of the event. “Tomorrow (Friday), he should finish in the top spots.”

On Saturday, the events will be the 110-meter hurdles, discus throw and pole vault. After the break, the athletes will return for the javelin throw and 1,500 meters, thus concluding the competition.

Jerome Vega will compete in the Group B preliminary in the hammer throw at 5:35 a.m. PR time (11:35 a.m. in Paris).

“The best 12 marks compete in Jerome’s competition,” Guzmán noted, adding that Vega is seeded with a best mark of 75.98 meter, 40th place in the international rankings.

Gladymar Torres will compete in the 100-meter dash on the strength of her best mark of 11.20 seconds, which is the national record. The event will have two preliminary round sections, at 4 a.m. and 5:50 a.m. PR time (10 a.m. and 11:50 a.m. in Paris). Qualification in the first round will be for the first three runners in each series and the five fastest times.

Puerto Rican table tennis player Adriana Díaz González, ranked sixth in the Paris Olympics, fell on Wednesday to North Korean Gyong Song Pyon in seven sets (4-3) in the round of 16 at the Games, ending her participation.

“This is very difficult for me,” Díaz said tearfully in statements to the media.

The 23-year-old from Utuado started strong, winning the first three sets with scores of 11-6, 11-6 and 11-9. However, Pyon recovered and won the next four sets with scores of 11-9, 11-8, 11-6 and 11-7.

“I really started very well,” Díaz said. Everything was going well. I felt like I was playing well. I think that as time

went by she got used to my shots.”

Despite the loss, Díaz expressed gratitude and pride for representing Puerto Rico.

“I know that the people in Puerto Rico were watching me and I really wanted them to get up happy,” she said. “I really feel sorry for not being able to continue. I am just proud to be able to represent them.”

Díaz’s father and coach, Bladimir Díaz, praised his daughter’s effort.

“Adriana had a magnificent performance,” he said. “I saw her fighting with her heart. For me, she will always be my hero.”
