Ortiz González requests dialogue with governor on SEC appointment

After several days of dialogue, Popular Democratic Party President Jesús Manuel Ortiz González announced Monday that he managed to reach agreements with the speaker of the House of Representatives and Senate president on House Bill (HB) 1822, which contains amendments to the Electoral Code.

“After talking with the legislative [leaders], we have overcome differences and reached an understanding in terms of what the [majority] Popular Legislature will be evaluating in terms of the Electoral Code,” Ortiz González said. “I have been consistent in that the amendments in this important matter must have the institutional endorsement of our party, in coordination and communication with our legislative delegations. The main objective has to be to achieve a reliable and unquestionable electoral system.”

For his part, House Speaker Rafael “Tatito” Hernández Montañez said that as part of the agreement the House will only concur with the approval of HB 1822 if the bill includes amendments that are a product of agreements with the speaker.

“With humility, I recognize the importance of this agreement for the benefit of the future of our institution, and with maturity I rectify the deficiencies of our communication during this process,” Hernández Montañez said in a written statement.

Ortiz González went on to say that as a result of the understanding reached with the legislative leaders, he rescinded the disciplinary measures imposed on the speaker and several other House members on Aug. 23, along with the convocation of the party’s General Council on Sept. 10.

On another front, Ortiz González on Mon-

day rejected the appointment by Gov. Pedro Pierluisi Urrutia of Judge Jorge Rivera Rueda as chairman of the State Elections Commission (SEC), a matter for which he requested the opportunity to dialogue with the governor.

“What cannot happen -- and I am going to take advantage of this moment to also make a call to the governor -- the governor has to sit down and talk in good faith,” Ortiz González said in a press conference. “And the governor has to understand that the fact that he has, and his party, a majority that gives him the possibility of governing, that does not mean that they are masters of the process of improving the electoral system.”

“Here we have a commission without a chairman, without a proper chairman, at a time when decisions are being made about the upcoming electoral cycle. And my call is for him to feel like negotiating seriously,” the PDP president added. “That appointment he made recently is not a serious appointment. [It is] a person who has already been rejected twice, who he knew did not have the endorsement of the electoral commissioners, nor did he have it in the Legislative Assembly. That demonstrates that [the governor] did not, they have not, taken the amendments and attention to the electoral system seriously. So, the doors are open to dialogue, but there must be on their side, I mean the NPP [New Progressive Party] and Governor Pierluisi, a genuine desire to address electoral issues that are important.”

Settlement was reached with student at center of Ríos’ appointment as RCM chancellor

Upon the advice of lawyers, University of Puerto Rico (UPR) Medical Sciences Campus (RCM by its Spanish initials) chancellor-designate Ilka Ríos Reyes, who is slated to officially assume the post on Sept. 1, reached a settlement with a 15-year-old medical student who had failed several courses or risk a lawsuit because the School of Medicine had failed to provide required assistance the student needed because of her age, documents obtained by the STAR showed.

Following the terms of the settlement, Ríos allowed the gifted student, who had been accepted at RCM when she was 14 years old, to drop the courses she had failed and to audit others as part of a transaction to avoid a long litigation for the campus. A document obtained by the STAR from UPR-RCM showed that as part of the transaction, Ríos authorized the student to drop the courses and had not authorized changes to her grades, as had been alleged.

Some 300 RCM workers, including the Medical School staff, constituting a small percentage of the campus -- which has 1,141 professors, 1,231 non-teaching employees and more than 2,000 students -- have objected to the appointment of Ríos as chancellor by the UPR governing board. The group of workers

says Marcos Antonio Román López, a former RCM legal adviser, said he learned about the student’s situation when he was informed by

professor Hilton Franqui Rivera, who wanted to know about a settlement reached with the student, who failed her first year of medical school and had been allowed to repeat it. Franqui Rivera informed Román López that the student had also failed her second year.

Román López said that when he requested the student’s file, he found out that the school’s Promotion Committee had said nothing could be done about the student’s grades after she failed her first year, but that the Office of the President had reached an agreement to allow her to repeat the first year. However, he also noted that the school had failed to provide the student with the help she needed to cope with her coursework. He said he contacted the school’s psychologist, identified as Luis Sánchez Caso, who informed the lawyer that “the girl’s rights had been violated” and that the school did not execute any of the recommendations he had made.

An agreement had been reached with the student and her parents in February 2021, and Román López had observed that the Medical School had violated that agreement. Román López also said he believed the February 2021 agreement, which was made because the student failed her first year, was also valid for the second year. The school’s Promotion Committee, which evaluates such situations,

had an impasse over the issue.

Román Lopez said he spoke with Ríos about his concerns regarding a prolonged litigation. Ríos met with the parents of the student. The parties reached an agreement similar to the one reached in February 2021 with Chancellor Segundo Rodríguez. The new agreement included a waiver of responsibility and was signed July 7, 2022.

In a letter dated Aug. 2, 2022, Ríos asked the RCM registrar to allow the student to drop some of the courses in her second year that she had taken in the 2021-2022 academic year, and to take three courses. The Promotion Committee in a letter dated Aug. 5, had voted to expel the student, who was informed of the decision.

The father of the student, Alejandro Franco Fernández, charged that following the July 7, 2022 transaction, three professors, Franqui Rivera, Joalex Antongiorgi and Adelaida Ortiz “manipulated the truth,” causing damage to his family.

“They engaged in an act of insubordination with the Chancellor, who had the capacity to do what she did,” said Franco Fernández, who is a lawyer.

He also charged that Carlos Ortiz, a former medical school chancellor, and UPR President Luis Ferrao Delgado have prevented the execution of the agreement.

Women’s advocate office extends educational campaign

As part of the initiatives aimed at the prevention of gender violence, the Office of the Women’s Advocate is extending its most recent educational campaigns in various high schools and universities in Puerto Rico, interim advocate Madeline Bermúdez Sanabria said Monday.

“Through education, social change is generated and in this way, we aspire to transform situations of inequality and violence,” Bermúdez said. “Educational institutions are an ideal space to evaluate, reform and recreate society, particularly for the new generations. For this reason, during the months of August and September, our staff will visit several institutions throughout the island.”

Among the efforts is an educational campaign aimed at combating macho culture, “Recognize Yourself and Change:

Macho Culture Canceled,” which is aimed at raising awareness about micromachismos -- psychologist Luis Bonino’s

term for subtle acts of violence that take place in daily life and are for the most part unperceived -- how they manifest

themselves and their adverse impact on the overall well-being of women and society in general.

Similarly, the #PonleFreno campaign reiterates among adolescent and adult women that control and humiliation should not be tolerated or normalized within a relationship, highlighting the importance of understanding and identifying the signs and alerts to get out in time of what can become a pattern of abuse.

Another community education effort being carried out under the #PonleFreno campaign is aimed at the prevention of sexual violence. The informational and promotional material for these campaigns is also being distributed at various traffic lights in the San Juan metropolitan area.

“We remind the community that Women’s Advocate has a 24/7 guidance line, free of charge. If you need help, you can call 787-722-2977,” Bermúdez said.

‘We demand respect’

PRASA union workers air discrimination, compensation grievances in front of authority headquarters & Labor Dept.

Work is not always pleasant; after all, some days are probably going to be better than others for those in the workforce. However, if the overall working conditions aren’t considered sustainable by the employees, they have the right to protest and make their grievances known. That is why on Monday, the Authentic Independent Union (UIA by its Spanish initials) of PRASA (Puerto Rico Aqueduct and Sewer Authority) stood in front of PRASA offices in San Juan to protest what they say is discrimination against older employees of the public corporation due to the fact that while the newer employees received a pay raise, older employees who have worked with the authority for a longer period of time did not.

Apart from the unionized workers’ insistence that the meal compensation is too low because of the high cost of living on the island, PRASA employees are also demanding better compensation for work performed on holidays and more control over the rising cost of deductibles under healthcare plans. UIA President Luis de Jesús Rivera demanded respect from PRASA executives after he said they refused to engage in any sort of negotiation with the union.

The protest started at PRASA but eventually moved on to the Department of Labor and Human Resources, where de Jesús Rivera was able to begin negotiations. All the issues on the table are related to inflation, which the workers believe is the main culprit. They also believe that lower pay is what has caused island employees to leave for the mainland where the pay is better. In other words, the pay doesn’t match the current cost of living on the island, and so many employees are forced to leave to find more financial stability.

“This is the first of many protests to come in the next few weeks to demand that PRASA negotiate in good will,” the union president said. “Even though the negotiations started on May 19 … three months later we’re in the same boat. The negotiations have yet to

advance at all -- nothing’s been done. Even worse than that, on July 27, the executive president [Doriel Pagán Crespo] assured me that on Friday, June 30 PRASA would submit a proposal to the Union to adjust the dietary payments in line with the current cost of living. Unfortunately, PRASA has yet to do this and in fact, two months later they have notified us that they would not submit a proposal. Those are bad negotiations.”

Everyone needs water to live, and the UIA believes strongly that keeping its employees on the island should be a top priority for PRASA. Regarding the economics of the situation, de Jesús Rivera stated that “in terms of salaries, PRASA has refused to negotiate the impact of the new state minimum wage.”

“They allegedly stated that the Financial [Oversight and] Management Board doesn’t allow them to make such adjustments,” the UIA president said. “This only demonstrates that superiors in PRASA have been incapable of providing evidence to the [oversight] board that the way they adjusted salaries was discriminatory against older employees. Discriminating against employees because of their age is prohibited in any place of work, by state and federal laws, which also apply to the board.”

It would seem that austerity would be an issue all across the board for PRASA; however, the union says, the authority is currently offering bonuses to executives.

“Apart from the fact that they raised the salaries of newer employees and left out older employees, it is important to note that [meal compensation] payments are not an economic benefit, it’s a reimbursement of expenses we have throughout the month,” UIA Executive Treasurer Héctor Mota Ríos told the STAR. “The diet payments are currently $8 a day. They have been at the same rate, which is $8, since 2002. With $8 you can’t buy a meal anymore. It is clear inflation has had a great effect on our economy, but the agency doesn’t seem to get that.”

“They’ve been denying a price raise in the reimbursements for more than a decade at this point,” the official added. “We made a claim in one of the negotiations and they offered a proposal of $8.50, which we consider to be highly disrespectful.”

“On top of that,” Mota Ríos said, “the deductibles on healthcare are exorbitant; a lot of coworkers have had to stop treating themselves because of these high deduct-

ibles. We are high-risk employees constantly exposed to chemicals and bacteria, so healthcare is not a benefit, it’s a need.”

“They also forgot about us when they gave bonuses to public employees,” the union treasurer continued.

“Our department is extremely important for the island, and we want to tell the governor that he has to remember us. Even though we are essential workers, they do not treat us as such. It’s very frustrating. They don’t solve any of these issues and the [PRASA] governing board only becomes richer by adding a $6,000 bonus to their pockets, while they are paid between $3,520.83 and $3,791.66 every month.”

Grupo HIMA seeks mediation for urgent financing to stave off shutdown

Bankrupt Grupo HIMA has filed an urgent motion seeking mediation before Aug. 30 with the opponents of its petition to obtain debtor-in-possession (DIP) financing, arguing the high risk of a shutdown and the loss of 3,500 jobs.

In the motion filed late Sunday, Grupo HIMA, which filed for bankruptcy earlier this month because of over $400 million in debt, is seeking interim financing to meet payroll and keep the hospital operating. However, the Municipal Revenue Collections Center (CRIM by its Spanish acronym), the U.S. Trustee and the Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials) have raised objections because of the impact they say such financing would have on their claims.

Grupo HIMA obtained court approval to sell its Fajardo facility and is already seeking buyers for the rest of its assets, but it wants to avoid closing facilities.

“This acute liquidity crisis will shortly result in the loss of 3,500 jobs (including medical doctors and other health personnel), 1,200 hospital beds and essential healthcare services, in addition to the loss of value. All of this could be avoided if DIP

Financing is made available to the Debtors,” Grupo HIMA said in a statement. “The Debtors are at imminent risk. While they have made great efforts to be able to pay the insurance premiums for malpractice and personal liability insurance policies, among others, due by August 29, 2023, other expenses for professionals, utilities, future payroll, and operations require additional capital to keep the hospitals operating.”

Grupo HIMA said it cannot continue to operate based on cash collateral and collections alone and urged the court to compel CRIM, AAFAF and the U.S. Trustee to engage in court-supervised mediation.

Grupo HIMA owes about $11 million in property taxes to the CRIM. While hospitals are generally exempt from property taxes, Grupo HIMA has lost the exemption because it owes commonwealth taxes. CRIM is concerned that the DIP lender can hold a senior lien over all real estate and could prime CRIM’s lien.

The hospital group also owes about $70 million in unpaid taxes and withholdings.

The U.S. Trustee presented objections because the DIP financing motion, it said, looks more like a final disposition motion and it is concerned about the impact to the estate.

Cayey health center receives $3.2 million for power supply, equipment upgrades

Velázquez announced the investment of $3.2 million in federal funds for the Mariano Rivera Ramos Municipal Health Center, specifically for the replacement of air conditioners and important equipment needed in health facilities, as well as the installation of an emergency electrical generator.

“Our institution was acquired by the municipal government in 1999 to promote the good health of the 22 neighborhoods of Cayey, as well as the neighboring towns,” the mayor said.

The Rivera Ramos Health Center offers health services such as an emergency room with an adult and pediatric area, laboratory, X-rays, pharmacy, vaccinations and a medical emergency corps.

“We also have private practices within the institution that offer services from general practitioners, internists, psychiatry, urology, audiology and ophthalmology,

as well as oncology, a radiotherapy center and a surgical center,” Ortiz Velázquez added.

The municipal facility has more than 60 professional employees such as doctors and medical technologists, as well as 55 municipal employees engaged in various tasks. People from all over the region come to the private practice offices, but particularly for the internal services that are offered in the emergency room, laboratory, X-ray department and pharmacy. There were about 3,500 users of the various services in July of this year.

“Particularly meaningful to us is the commitment employees have to their work and to all of our patients or visitors,” the mayor said. “Without our employees, this operation would not be successful, nor would it have the excellent reputation that we maintain under the direction of comrade Jason N. Pérez Rivera.”

When sheriff’s deputies arrived, about 1:19 p.m., they heard a single gunshot, which was most likely the gunman killing himself, Waters said.

“When a person grabs a hold of a gun with hateful intentions, it’s very difficult to stop that from happening,” he said.

The gunman had no criminal record, although authorities had held him for an involuntary, 72-hour psychiatric evaluation in 2017, when he was 15, Waters said. A year earlier, police received a domestic violence call involving him and his brother.

The gunman legally bought the two weapons he used in the shooting — a Glock handgun and an AR-15-style rifle — in April and June, Waters said.

Psychiatric evaluations under a Florida law known as the Baker Act do not show up in background checks unless the person has been committed for treatment.

The Justice Department is investigating the attack as a hate crime and an act of racially motivated violent extremism. In March, the FBI released an analysis of hate crime incidents in 2021 — the last year that data was fully available — that said hate crimes overall had increased by more than 11% since 2020. According to the data, anti-Black hate crimes made up the largest “bias incident category,” with 31% of all single-bias incidents in 2021.

Jacksonville, a city of nearly 1 million people, where about 30% of residents are Black, has a long history of racism. Sunday marked the 63rd anniversary of Ax Handle Saturday, when white supremacists severely beat a group of mostly Black civil rights activists.

In the span of 11 terrifying minutes, a gunman targeting Black people killed two shoppers and an employee at a Dollar General store here, a rampage that authorities are investigating as a hate crime and that has reverberated through a community that has long coped with the legacy of racism.

The shooting Saturday — the day that the nation commemorated the 60th anniversary of the March on Washington — prompted somber vigils and renewed vows for unity from residents and officials, but also a tense appearance by the governor in a city that in recent years has dealt with a series of hateful incidents and a continuing dispute over Confederate monuments.

“We have three people who are dead because they are Black,” state Sen. Tracie Davis, a Jacksonville Democrat, said at a vigil Sunday morning. “Shopping. In our community. Gunned down. Because they were Black.”

Laguerre Jr., known as A.J., 29, who worked at the store; and Jerrald De’Shaun Gallion, 19. Waters identified the gunman as Ryan Christopher Palmeter, a white 21-year-old from neighboring Clay County, and gave a chilling timeline of how the shooting had unfolded.

Carr, an Uber driver, had dropped off a friend at the store just before she was killed, said her son, Chayvaughn Payne.

“She would give her shirt off her back for people,” said Payne, 30, describing Carr as someone who would invite people to cookouts and other family events.

“This is really hard to process,” he added. “To lose a mother for nothing.”

The gunman, wearing a shirt over a tactical vest, as well as a mask and gloves, began his rampage at about 1:08 p.m. Saturday by shooting 11 times into a car parked outside the Dollar General, killing Carr, Waters said at a news conference.

The assailant went into the store, turned right and killed Laguerre before chasing some customers out, although it was unclear why. He returned and killed Gallion, who had entered through the front door with his girlfriend. The gunman then chased and shot at a woman, although he

A campus security guard saw him, and the gunman drove away in a gray Honda Element. The guard reported the gunman’s suspicious presence to a nearby sheriff’s deputy, Waters said.

Two people were in proximity to the gunman in the Edward Waters parking lot, but he did not go after them, Waters said, cautioning against assumptions that the university might have been the intended target.

Still, Waters said it was clear that the gunman sought Black victims. Most — but not all — of the customers he ordered out of the store were white, Waters said at the news conference. In an interview, Waters said the gunman did not shoot at one person inside the store who was also white.

“I know for a fact that he did not like Black people,” said Waters, who is Black. “He made that very clear.”

Toward the end of the shooting, the gunman texted his father, instructing him to use a screwdriver to get into his room at home, Waters said. On the gunman’s laptop, his family found a last will and testament and a suicide note as part of more than 20 pages of racist writings, Waters said

Mayor Donna Deegan and other local officials planned to attend a commemorative ceremony in the afternoon, before a vigil for the Dollar General shooting victims.

In May, Deegan, a Democrat, was elected to lead Jacksonville, Florida’s largest city, where Republican mayors had been in power for all but four of the past 30 years. Among her administrative appointments was a chief of diversity, equity and inclusion — a $185,000-a-year position that a committee of the City Council voted to defund Thursday, citing budgetary concerns.

The morning vigil, at Saint Paul AME Church of Jacksonville, was attended by at least four Edward Waters students. A professor described students as still too overwhelmed to talk about the shooting.

The choir sang “Amazing Grace” as some of those in attendance wiped away tears.

Tropical Storm Idalia to hit Florida as a hurricane

Florida officials began to deploy the National Guard and emergency utility crews before what forecasters called a “dangerous major hurricane” expected to make landfall on the Gulf Coast early Wednesday, bringing heavy winds and storm surge to parts of the state battered less than a year ago by Hurricane Ian.

Tropical Storm Idalia was east of Cancún on Mexico’s Yucatán Peninsula at midday Monday. It was expected to intensify and become a hurricane as it passed western Cuba and moved north into the Gulf of Mexico.

Forecasters with the National Hurricane Center said the storm would rapidly intensify Tuesday over the Gulf’s warm waters and continue to strengthen until landfall. It was likely to hit Florida as a Category 3 storm Wednesday morning, they said, with winds of 115 mph.

Three coastal counties issued evacuation orders for some residents Monday, and Gov. Ron DeSantis said more would be likely as the storm neared. “This is going to be a major hurricane,” he said at a news conference, warning everyone in the storm’s path to make preparations Monday before it became too late.

The governor declared a state of emergency for 46 of the state’s 67 counties. “This is likely going to cut across the interior of the state,” he said of the storm.

DeSantis warned that people in Idalia’s path “should be prepared to lose power,” adding that the major utility companies would have “tens of thousands” of workers in place before the storm strikes. Some 5,500 members of the state’s National

Guard would also be available to assist after the storm, the governor said.

Anticipating major disruptions, Tampa International Airport announced that it would close just after midnight early Tuesday and urged travelers to check the status of their flights with airlines.

Pasco, Pinellas and Hillsborough counties, all in the Tampa region, ordered people living in low-lying areas and mobile homes to evacuate and urged other vulnerable residents to leave as well. MacDill Air Force Base in Tampa also ordered a mandatory basewide evacuation by 10 a.m. Tuesday, except for certain essential personnel.

Mayor Donna Deegan of Jacksonville — a flood-prone city that is far from the Gulf Coast but within the path of the storm once it moves inland — declared a state of emergency Monday and said that district schools would be closed Tuesday, Wednesday and Thursday. Shelters were set to open at noon Tuesday.

Exactly where Idalia comes ashore will be difficult to predict, because the storm is expected to run parallel to Florida’s western coast. The National Weather Service warned that “only a small deviation in the track could cause a significant change in Idalia’s landfall location.”

Forecasters said the west coast of Florida was likely to experience life-threatening storm surge and dangerous winds by late Tuesday.

President Joe Biden spoke with DeSantis on Monday and approved an emergency declaration for Florida before Idalia’s

arrival, according to a White House statement. The governor said schools would be closed along the Gulf Coast and urged people to heed any warnings from local officials — but said it was not necessary for people to leave the state to escape the danger.

“It’s not necessary to outrun the storm,” he said. “Just get to higher ground.”

Another storm, Hurricane Franklin, also strengthened in the Atlantic on Monday, but it was not expected to pose a serious threat to land.

As of 2 p.m. Monday, Idalia was 50 miles south-southwest of the western tip of Cuba and had maximum sustained winds of 70 mph, the hurricane center said. Tropical storm-force winds extended up to 140 miles from the storm’s center.

Storm surge watches were in effect for parts of Florida on Monday, and a hurricane warning extended from the middle of Longboat Key northward to the Ochlockonee River, including Tampa Bay. A hurricane warning was also in effect for the Cuban province of Pinar del Rio.

The hurricane center noted in an advisory Monday morning that Idalia (pronounced ee-DALya) could produce 4 to 7 inches of rain in western Cuba, and 4 to 8 inches in portions of the west coast of Florida, the Florida Panhandle, southeast Georgia and the eastern Carolinas.

A tropical storm watch was also issued for the Gulf Coast south of Englewood, which is about 80 miles south of Tampa, to Chokoloskee, a community south of Fort Myers, while a storm surge watch was in effect from Chokoloskee to Indian Pass.

The combination of the tide and storm surge was expected to bring water levels up to 11 feet in some parts of the Florida coast, forecasters said.

Florida emergency officials told residents to keep their gas tanks at least half-full as evacuations were ordered, and the state mobilized 1,100 members of the National Guard, which has 2,400 high-water vehicles and 12 aircraft ready for rescue efforts.

The Gulf Coast of Florida suffered extensive damage from both Hurricane Ian last year and Hurricane Michael in 2018. Both rapidly intensified before striking Florida as major hurricanes, with significant wind speeds and storm surges. Michael made landfall in the Panhandle, while Ian hit the southwestern part of the state.

There is consensus among scientists that hurricanes are becoming more powerful because of climate change. Although there might not be more named storms overall, the likelihood of major hurricanes is increasing.

Climate change also increases the amount of rain that storms can produce. In a warming world, the air can hold more moisture, which means a storm can hold and produce more rainfall, like Hurricane Harvey did in Texas in 2017, when some areas received more than 40 inches of rain in less than 48 hours.

After the fires, native Hawaiians seek revival through ritual

The week after devastating wildfires swept across Maui, Hokulani Holt walked to the center of a grassy courtyard about 12 miles from Lahaina, just over the island’s steep mountains.

A kumu hula, or hula teacher, Holt gathered about 50 listeners into a half-circle, and exhorted them to “lift your voice.” They each held a cup of water, a connection between the body, soul and ‘aina, Hawaiians’ expansive idea of the land. Several men and women blew hollowed-out bamboo pipes called pu ‘ohe, producing a deep, trumpetlike sound. Then, led by Holt’s voice, the group began to chant.

After the country’s deadliest fire in more than a century — at least 115 people have been confirmed dead, with hundreds still missing — practical recovery responses were clicking into place: food distribution, debris cleanup, a visit from the president.

But traditional Hawaiian ceremonies such as the one Holt held are addressing another need that many residents say is crucial: spiritual healing.

Although more than half of the people in the state describe themselves as Christian, and there is a strong Buddhist presence on the islands, in recent decades, traditional Hawaiian spiritual practices have been revived and advanced across the state.

In a survey conducted last year, more than 40% of Native Hawaiians said they interacted with the sea or the ‘aina — an entity sometimes described as a relative who is respected and cared for and who, in turn, cares for the people — for religious or spiritual reasons. Among non-Native Hawaiians, the number was 31%.

“People automatically now expect the kumu hula to form some type of ceremonial situation to address whatever the need is,” said Cody Pueo Pata, a kumu hula and musician who was raised on Maui and still lives there.

Within two days of the fire, he was among the small group of kumu hula who were making plans for the gatherings led by Holt, at the invitation of the nonprofit community health center hosting the events. The midday ceremonies over the course of 10 days started out drawing a few dozen people and grew to as many as 100 in person and more than 80,000 watching a livestream on social media. Oprah Winfrey, who has a home on the island, attended quietly on the last day.

which ancestors to address, and what to petition them for.

“What we didn’t want was to call too much rain,” said Keali’i Reichel, a musician who was born in Lahaina. Rain could cause flooding, and wash ashes and debris into the ocean. Instead, he said, “we try to urge moisture, just enough to create regenerative growth.”

He likened the practice of chant to the action of pulling back an arrow from a bow, poised to shoot. Practitioners must be aware of that power and know where to aim it, he said.

The prayer, in English, reads in part:

Reichel is one of the most prominent recording artists on the islands, known for several bestselling albums of Hawaiian music in the 1990s. But he has also become an ambassador for Hawaiian culture both on and off the islands. He founded a hula school in 1980 and is a longtime kumu hula, a role that goes far beyond choreography and includes responsibilities including passing down knowledge of specific spiritual lineages. More than onequarter of the state’s residents identify as at least part Native Hawaiian or Pacific Islander, according to the most recent census.

Revitalizing Lahaina, Reichel said, is “going to take planning, a lot of chanting, a lot of ceremony.”

Lahaina itself is a complex symbol for the way Hawaiian culture and Christianity are layered on the islands, with many residents practicing a blend of beliefs. It was where Christian missionaries established Maui’s first mission in 1823, at the invitation of Queen Keopuolani soon after the dismantling of key parts of the islands’ traditional religious system under King Kamehameha II. A large banyan tree was planted on Front Street in 1873 to commemorate the 50th anniversary of Christianity on the island, and it was a popular public gathering place downtown. The tree was badly scarred in the fires, and its survival is uncertain.

But many Native Hawaiians in particular

see Christian influence as having been deeply damaging. Hula dancing was banned in public places for decades in the 19th century. Temples were destroyed, and use of the Hawaiian language withered.

“Our religion has been denigrated for centuries,” said Marie Alohalani Brown, a professor of Hawaiian religion at the University of Hawaii at Mānoa, and a Native Hawaiian cultural practitioner. “We’ve been called pagans, heathens, ignorant, naive.”

Nonetheless, Native Hawaiians never stopped practicing their traditional religion, a faith that includes multiple deities and identifies spirits in entities such as the sky and the sea. Its roots stretch back to the Pacific Islanders who most likely landed on Hawaii sometime after 1100 A.D. In the 1970s, a movement known as the “Hawaiian Renaissance” revived many traditional practices that were banned or discouraged in the 19th and early 20th centuries — a pattern also found in Guam and other colonized Pacific islands.

Those who came to the ceremony conducted by Holt welcomed the chance to gather and pray together, rather than at home.

Passing it all on to the next generation also seemed to be a priority. Mothers held infants who stayed silent through the chanting. Toddlers and teenagers quietly paid close attention.

Ceri Zablan, who is 16, said that for many young Hawaiians, the connection between culture, faith and history had become more powerful in recent years. She said she had been baptized Catholic but had gradually moved away from Christianity.

“There are people who kind of choose both,” Zablan said. “For me, this is more important.”

Labor groups target Hyundai — and Biden — over transition to electric

Acoalition of labor unions and civic groups in Georgia and Alabama launched a pressure campaign on Monday targeting Hyundai’s electric vehicle plants and its clean energy suppliers, an effort that could also push the Biden administration to make good on its oft-repeated pledge to create not just jobs but “good union jobs.”

By focusing on the shift to electric vehicles at Hyundai, a nonunion carmaker expected to reap huge benefits from Biden’s prized initiatives, the coalition hopes to make inroads at other automakers, such as BMW in South Carolina and Mercedes-Benz in Alabama, which similarly chose union-hostile territory for their U.S. manufacturing bases.

The campaign could also raise the heat on domestic automakers in the middle of contract negotiations with the newly aggressive United Automobile Workers, who are focused on raising wages at electric vehicle suppliers like battery makers.

For Biden, the Hyundai campaign has political ramifications, in setting specific demands on one of the largest automakers in the world in one of the most important swing states in the 2024 presidential election, Georgia.

“The people in the community should be able to come to work in these plants, with a livable wage and good jobs,” said Yvonne T. Brooks, president of the Georgia state AFLCIO, adding that “to bring jobs here but not provide a livable wage kind of defeats the purpose.”

Biden has campaigned on the sheer number of jobs created by his three signature laws, a $1 trillion infrastructure package, a $280 billion measure to rekindle a domestic semiconductor industry, and the Inflation Reduction Act, which included $370 billion for clean energy to combat climate change. A $25 million advertising blitz announced by his campaign last week kicked off with a one-minute spot that proclaims, “Manufacturing jobs are coming home,” and “America is leading the world in clean energy.”

But despite low unemployment, tempering inflation and steady job creation, Biden’s overall approval ratings have been dragged down by voters’ refusal to give him credit for the good economic news. Clifford Young, who oversees U.S. public opinion research at Ipsos, a polling company, said that

last year’s 8.5% inflation and the ensuing interest rate hikes and slower economic growth might have sealed Biden’s fate with the voting public.

“The dirty secret is a bad economy hurts a president more than a good economy helps,” he said.

White House officials, who were notified of the Hyundai effort ahead of time, said Thursday that Biden fully backs the aims of the coalition in Georgia. And labor leaders have generally supported Biden as the most pro-union president ever.

But in a notable shift, those leaders also say the volume of jobs created on his watch might not be enough to win worker loyalties if those jobs are low-paid, dangerous and insecure. That is especially true if substandard jobs are underwritten by the taxpayer.

“I know the president can’t make stipulations that all new jobs have to go to union workers, but there have to be fair labor standards for jobs that are supported by tax dollars,” said David Green, the United Automobile Workers’ regional director for Ohio and Indiana. “Members are a little frustrated with it. It’s our tax dollars, too.”

Such concerns have led the UAW to withhold its endorsement of Biden as the union’s new leadership threatens to strike over wages and benefits at electric vehicle

suppliers. Biden has responded with support, tapping a senior adviser and Democratic veteran, Gene B. Sperling, as liaison between the union and the automakers and backing the UAW this month in contract negotiations.

But union leaders are worried about the transition that Biden has set in motion with his push to address climate change with federal money funding the shift from fossil fuels. They are pressing automakers shifting to electric vehicles to “honor the right to organize,” take necessary steps to avoid plant closings, and provide training programs to help workers transition into new jobs at comparable wages.

A letter to the chief executive of Hyundai’s American subsidiary, José Muñoz, signed by coalition members including the UAW, the AFL-CIO, the International Brotherhood of Electrical Workers (which is particularly close to Biden), and religious, community and environmental groups, maps key labor demands.

Such letters, demanding “community benefits agreements” enforced with binding arbitration systems, have been trotted out in the past to little effect. But union leaders said the Hyundai effort is more focused and forward-looking, hinting at the strategy of organizers in the South as unions across the

country have become much more aggressive. The letter pushes for Hyundai and its subsidiaries to hire locally, train workers from the communities around the plants, bolster safety standards, and protect the environment around the plants, which are expected to employ more than 30,000 Georgians and Alabamians. Of those, 12,750 are expected to work at or around Hyundai’s new electric vehicle “megasite” in Bryan County near Savannah, the largest economic development project in Georgia’s history.

The coalition is seeking a binding agreement modeled on one reached last year with the electric bus maker New Flyer, which promised, among other things, that at least 45% of new hires and 20% of promotions would be women, minorities and U.S. military veterans.

“These facilities will transform our communities, and we are faced with a once-in-a-lifetime opportunity to ensure that this transformation is for the best,” the coalition wrote, demanding that Hyundai and its suppliers come to the bargaining table to make “highroad commitments to workers and their communities.”

A spokesperson for Hyundai USA, Michael Stewart, said in a statement that the company’s “top priority is the safety and well-being of the more than 114,000 individuals we employ, directly and indirectly, whose market-leading skills and expertise are driving America’s auto industry forward.”

The Biden administration has had some successes with clean energy companies, securing commitments by a Danish wind energy giant to use union labor on its offshore wind projects and by a North Dakota metals company to stay neutral in any union drive at its new battery plant.

But union leaders have only so much influence over the rank and file — and against the pull of Donald Trump, who has made working-class appeals central to his political movement. Green pointed to the former president’s promise to revive a General Motors plant in Lordstown, Ohio, by enticing an untested startup to buy the facility. That startup, Lordstown Motors, filed for bankruptcy protection in late June.

“I will not, could not support any endorsement of Donald Trump,” he said. “But we’ve got a lot of members. Do I think that Trump’s rhetoric is contagious among our members? Absolutely.”

Wall St Gains as Investors Eye Key Economic Data for Interest Rate Cues

Wall Street’s main indexes rose on Monday ahead of key inflation and jobs data this week that will offer more clues on the Federal Reserve’s interest rate path, while a pullback in Treasury yields cushioned some megacap growth stocks.

Stocks ended a volatile session higher on Friday after Fed Chair Jerome Powell at the Jackson Hole meet said the U.S. central bank may need to raise interest rates further.

Focus now shifts to a report on the personal consumption expenditures price index, the Fed’s preferred inflation gauge, which is set to be released on Thursday and the nonfarm payrolls data due on Friday.

“There’s some risk core inflation on a year-over-year basis is still at a level that’s untenable for members of the Fed ... there are some upside risks in terms of rates going into the September meeting,” said Roosevelt Bowman, senior investment strategist at Bernstein Private Wealth Management.

Traders’ bets of a pause in tightening by the Fed next month were unchanged, while bets of at least a 25-basis point interest rate hike in November rose to nearly 50% from 38% a week earlier, according to CME Group’s FedWatch tool.

As a result, the euro/dollar exchange rate fell to its lowest level in more than two months on Friday – 4.5% below July’s peak, as US long-term bond yields began their upward march through August again .

The dollar index rose to its highest since June 7 against most-traded currencies (.DXY), while sterling also retreated sharply to June levels as UK economic clouds gathered.

The dollar’s jump ahead of the Jackson Hole set-piece was a modest change in Fed futures pricing, which now indicates a more than 50% chance of a Fed rate hike to 5.55.75% next month.

While there hasn’t been a major change in pricing, the changing constraints put the onus on Powell to return to the market if he really wants to signal that the Fed is done with its rate hike campaign.

Some of his aides indicated on Thursday that the central bank has indeed done enough to tighten the policy rate –and may continue to drive inflation down by keeping rates high longer. This allows it to reduce the traditional lag in credit tightening while keeping the long-term bond markets under its control.

Philadelphia Fed President Patrick Harker and Boston Fed President Susan Collins tentatively welcomed the recent jump in bond market yields, which complement the Fed’s work to bring inflation back to the 2% target and prevent another hike Can do.

Collins said, “We may be close, we may even be at a place where we will stop.”

Tech-related stocks were mixed by afternoon trade after kicking off the session on a strong note, with the yield on the U.S. 10-year Treasury note easing to 4.21%.

Alphabet and Meta Platforms inched 0.3% and 0.4% higher, while Amazon and Nvidia slipped 0.9% and 0.7%, respectively.

At 11:49 a.m. ET, the Dow Jones Industrial Average was up 166.01 points, or 0.48%, at 34,512.91, the S&P 500 was up 11.39 points, or 0.26%, at 4,417.10, and the Nasdaq Composite was up 46.50 points, or 0.34%, at 13,637.14.

The U.S. Federal Trade Commission suspended its challenge of Amgen’s $27.8 billion purchase of Horizon Therapeutics. Horizon’s shares rose 5.5%.

Hundreds of flights into Britain canceled after ‘technical issue’ with UK air traffic control

Airlines were forced to cancel hundreds of flights and delay hundreds more Monday after Britain’s air traffic control service experienced a “technical issue” that caused widespread disruption on one of the country’s busiest travel days of the year.

More than 200 flights departing from Britain were canceled, according to Cirium, an aviation analytics company, along with 271 that were scheduled to arrive in the country Monday. Many other flights would be delayed by more than eight hours, “which will inevitably result in a cancellation,” Cirium added.

NATS, Britain’s National Air Traffic Service, said a technical problem had affected its ability to automatically process flight plans, which meant that the information had to be entered manually, slowing the process.

While British airspace was not closed at any time, NATS restricted the number of flights departing from and landing at airports to maintain safety while its engineers tried to fix the problem. At 3 p.m. local time, NATS said it had resolved the issue, but noted that air traffic remained disrupted. Britain’s government has a 49% stake in NATS, which is a public-private partnership.

The delays hit during a particularly heavy travel period, as people returned from summer vacations or extended weekend trips on Monday’s “bank holiday,” or national day off, in Britain.

Thousands of holidaymakers spent hours stuck in departure lounges or on runway tarmacs, facing long delays and uncertain departure times.

In Palma de Mallorca, Spain, Jon Hughes, 49, boarded a plane bound for the English city of Leeds at 1 p.m. local time with his two children, ages 13 and 15. Once seated, he said, they were told the plane had been allotted a departure slot in about seven hours.

“It’s very hot and kids are getting restless,” he said in

a message. “We don’t know how long we will be stuck on the plane. Or even if we will get home today.”

Two hours after NATS said it had resolved the technical issue, Mark Harper, the government minister responsible for transportation policy, said flights were still affected, and advised travelers to “be aware” of their rights when flights were delayed or canceled.

Heathrow Airport, near London, advised passengers to contact their airline before heading there, and Edinburgh Airport told passengers not to leave home before checking

the status of their flight.

Jamie Steele, 39, a British nurse returning to Manchester from a vacation in the Italian city of Pisa, had been set to depart at 10:30 a.m. local time. Four hours later, he was still sitting in the plane on the tarmac. The pilot told passengers the plane would have a departure slot in the next three hours, but added that he was “not sure he trusts the time given.”

“It’s difficult not knowing the time we will get home,” Steele said in a message.

Louise Haigh, the lawmaker in charge of transportation policy for the opposition Labour Party, described the disruption as “extremely concerning for passengers” on “one of the busiest days of the year.”

The Scottish airline Loganair warned on social media that there had been “a network-wide failure of U.K. air traffic control computer systems this morning.”

The number of flight departures during the three-day holiday weekend had been scheduled to be 10% higher than the same period the year before, according to Cirium, and 83% higher than in 2021, when the COVID-19 pandemic drastically reduced air travel.

Alex Macheras, an aviation analyst, said the backlog of flights would cause flight disruptions for several days.

“That’s probably the worst timing ever given it’s the end of August, which is typically one of the busiest weeks of the calendar year,” he said.

Macheras said that compared with last summer, when there were numerous cancellations and delays, this summer’s air travel in Britain and Europe had been “smooth sailing” until Monday.

The disruption is expected to have little effect on overall operations for U.S. airlines, which collectively had just over 140 planned flights to or from Britain on Monday.

European flights were disrupted for hours in December 2014 because of a technical problem at NATS’ air traffic control center in Swanwick, England.

Hailstorm in Germany rips through a town, damaging buildings and cars

An estimated 80% of buildings were damaged during a hailstorm in a town in southern Germany on Saturday, according to local authorities, leading officials to declare a state of emergency.

The storm was part of a weather system that caused injuries and damage across the southern part of the country over the weekend during one of the most turbulent summers Europe has faced in years.

Hailstones, some of which measured 3 inches wide, damaged cars, roofs and windows during a 15-minute storm in Bad Bayersoien, a small town of 1,300 people in Bavaria.

On Sunday morning, local authorities ordered a state of emergency in order to mobilize state resources to clean up the town; emergency roofing was ordered and will be installed until the damage can be repaired permanently.

“The end of the operation is not yet in sight and the forces on the ground still have some heavy work ahead of them,” Anton Speer, the district’s commissioner, said in a statement.

Elsewhere in Bavaria, the storm left several people injured. In Kissing, a town just outside of the city of Augsburg, 12 people were hurt when a gust of wind tore through a festival tent as it was being erected. About 100 residents of a senior home in the town were relocated after the storm damaged the facility’s roof.

Pastor Marco, an evangelical church leader, told his followers that they were bulletproof as they marched against a gang on the outskirts of Port-au-Prince, a witness said.

Agang vying for control of a swath of Haiti’s capital, Port-au-Prince, opened fire Saturday on protesters organized by a church leader, killing at least seven people, human rights groups said. The shooting points to escalating violence around the city.

“This shooting is symptomatic of the state’s inability to protect its citizens,” said Gédéon Jean, executive director of the Center for Analysis and Research in Human Rights, or CARDH, an independent Haitian group that consults for the United Nations. As authorities and rights groups examined the aftermath of the shooting, Jean said the death toll could increase because of the large concentration of people at the demonstration, some of whom had been wielding machetes.

The killings reflect the sharp increase in violence in Haiti after the assassination of President Jovenel Moïse in 2021, which created a power vacuum in the unstable Caribbean nation. Since then, gangs — whose tactics include random killings, rape and kidnappings — have taken over large parts of the capital. In response, a citizens “self-defense” movement has coalesced, unleashing a wave of gruesome executions of suspected gang members.

The shooting unfolded in Canaan, a squatter community on Port-au-Prince’s outskirts formed by survivors of the devastating 2010 earthquake, in response to a protest organized by an evangelical church leader known as Pastor Marco. Before the shooting, the worshippers were demonstrating against an organization known as the “5 Seconds” gang, which holds sway in Canaan.

A spokesperson for Haiti’s National Police did not immediately respond to a request for comment on the episode.

Amid the breakdown in security in Portau-Prince, the U.S. Embassy in Haiti recently ordered the departure of nonemergency government personnel from the country. Haitian aid groups backed by the International Rescue Committee also said this month that they were temporarily halting operations, citing the violence.

In a potential bid to ease the crisis, Kenya’s government has said that it was prepared to lead a multinational force to assert order in Haiti, including 1,000 Kenyan police officers. The Bahamas has also pledged to send 150 security personnel to support such an effort. The United States said this month that it would put forward before the U.N. Security Council a resolution authorizing the Kenyan force.

Still, doubts have emerged about the Kenyan proposal, underscoring wariness about the effectiveness of such efforts in Haiti, following a deadly cholera outbreak that was connected to infected sewage from U.N. peacekeepers sent to Haiti after the 2010 earthquake. Other concerns involve human rights violations by Kenyan peacekeeping missions in Africa and reports that a Kenyan force could be limited to guarding key government infrastructure such as airports and main roads.

An update this month from the United Nations on Haiti’s security crisis provided grim details about some of the challenges on the ground, after alleged gang members fatally shot a municipal representative, his wife and child in the Decayette neighborhood of Port-au-Prince.

They were apparently targeted in retaliation for the municipal representative’s support of a local vigilante group created to confront the gangs, said Ravina Shamdasani, spokesperson for the U.N. human rights office in Geneva. Just hours before those killings, five men and two women from the same family were burned alive when their home was set on fire on Aug. 14 by gang members, she added.

More than 350 people have been killed by local people and vigilante groups since April, said Shamdasani, including 310 suspected gang members, 46 members of the public and a police officer.

Some 5,000 people have fled this month from areas in the capital rife with gang activity.

How indigenous techniques saved a community from wildfire

The wildfire was blazing a clear path toward a Canadian lakeside tourist spot in British Columbia with a population of 222,000 people.

The fire advanced on the city of Kelowna for 19 days — consuming 976 hectares, or about 2,400 acres — of forest. But at the suburban fringes, it encountered a fire prevention zone and sputtered, burning just a single house.

The fire prevention zone — an area carefully cleared to remove fuel and minimize the spread of flames — was created by a logging company owned by a local Indigenous community. And as a new wildfire has stalked the suburb of West Kelowna this month, its history with the previous one — the Mount Law fire, in 2021 — offers a valuable lesson: A well-placed and well-constructed fire prevention zone can, under the right conditions, save homes and lives.

It’s a lesson not only for Kelowna but also for a growing number of places in Canada and elsewhere threatened by increased wildfire amid climate change.

“When you think about how wildfire seasons are playing out, if we invested more into the proactive, then we would need less of that reactive wildfire response,” said Kira Hoffman, a wildfire researcher at the University of British Columbia. “We’re not going to see probably the effects of a lot of this mitigation and treatment for 10 or 20 years. But that’s when we’re really going to need it.”

Wildfires are an essential component of the natural cycle of forests, but in recent years, more of them have grown so big that containment is nearly impossible. Fire prevention zones — created in the offseason — can help slow approaching blazes so that

people can escape, and can also enable firefighters to gain control over some areas.

The creation of these zones is being greeted with renewed interest in parts of Canada, including in the western provinces of British Columbia and Alberta. Interest has peaked in Indigenous communities, which have been most affected by the country’s wildfires.

Ten times as many acres have burned in Canada this year than all of last fire season, at times sending smoke as far south as Georgia and as far east as Europe. The current fire in West Kelowna has breached areas that lack fire prevention zones, consuming 110 buildings and upending the lives of about 30,000 evacuees in the area.

By contrast, the 50-acre fire resistant zone starved the in 2021 fire, allowing firefighters to suppress it, keeping it away from houses.

The logging company, Ntityix Development, that created that fire prevention zone drew in part on traditional Indigenous forestry practices, including thinning the forest; cleaning up debris on the floor; and burning the debris and ground cover in a controlled way to prevent it from becoming fuel for wildfires — an act once banned by the provincial government.

“This was the first test of any of the work that we’ve done and it indicates to me that it works,” said Dave Gill, general manager of forestry

at Ntityix Development, which is owned by the Westbank First Nation, as he walked through the still largely intact forest a few weeks before this year’s fire began. “It certainly stopped it advancing.”

Ntityix’s strategy helps slow fires by reducing the flammability of forests showered by airborne embers, the main way wildfires spread, said Hoffman, a former wildfire fighter.

In 2015, six years before the Mount Law fire threatened Kelowna, Gill began creating the fire prevention zone, called the Glenrosa project, named after a forested neighborhood in West Kelowna. A key objective was keeping any fires on the forest floor.

“If you have a fire and it’s on a surface, it’s fairly easy to contain or to fight,” Gill said. “But as soon as it gets up into the crowns, it’s game over.”

The project also conserved mature trees with thick fire resistant bark and only harvested less valuable but more combustible young trees — a reversal of customary forestry practice.

Before coming to Ntityix, Gill, who is not Indigenous, had a decadeslong career in government, as well as with commercial forestry and consulting companies.

He said the First Nation’s elders, who have instructed him to manage the forest on a 120-year timeline, and his Indigenous coworkers changed how he thinks about the forest. “We’re leaving the trees that have the most timber value behind,” Gill, said. “This is trying to just instill a different paradigm in the way that you look at the forest, not just putting dollar signs on trees.”

After thinning the forest, Ntityix crews finished the project in 2016 by pruning the

lowest 10 or 12 feet of limbs on the remaining trees so that they won’t become ladders for fire to climb. The accumulated debris from the forest floor was either chipped and trucked away or burned.

In the areas where it is logging, Ntityix does not clear cut, the standard industry practice, but does selective logging and leaves stands of fire resistant deciduous trees intact.

While billions of dollars have been spent putting out Canadian wildfires — British Columbia alone spent nearly 1 billion Canadian dollars in 2021 — funding for measures to make forests less welcoming to flames has generally been modest. Nor has the value of such measures been fully embraced by everyone in Canada’s forestry establishment.

Although more mitigation efforts are needed, their general effectiveness is being undermined by the growing intensity and size of wildfires, said Mike Flannigan, a wildfire scientist at Thompson Rivers University in Kamloops, British Columbia.

“When things get extreme, the fire will do what the fire will do,” he said. “Unless you treat 40% of the landscape, it’s not going to work because the fire will just go around it or jump over.”

Hoffman, however, is less pessimistic, and says that not enough large-scale risk reduction has been attempted to judge its effectiveness.

“There are not a lot of economic incentives for doing” what Ntityix did, Hoffman said. “It’s not really sexy to go and take out 6-inch pine from the forest.”

The measures taken by Ntityix and other companies, many of them owned by First Nations communities or their members, are labor intensive and costly. The company has committed CA$100,000 a year to carrying out a variation of its work that turns logging roads into wildfire mitigation zones, a process that will likely take decades.

Craig Moore — a member of the Syilx Okanagan Nation in British Columbia — is also a former municipal firefighter and owns a company that does fire mitigation in forests.

During an interview at his company, Rider Ventures, in Vernon, British Columbia, he recalled how his efforts slowed a fire in the province in 2021. Moore said that afterward, the area’s wildfire ranking fell from 6 — the most severe on the province’s scale — to 2, giving firefighters the chance to save 500 homes.

“Having water and trees are our biggest things,” Moore said, standing amid a forest where his company had worked. “If we lose that, we’re all going to perish pretty fast.”

In a report from a distant border, I glimpsed our brutal future

Once in a while, some single thing manages to encapsulate all that feels terrible about our world today. For me, last week, it was a bone-chilling report from Human Rights Watch documenting how Saudi border guards had killed hundreds — perhaps thousands — of Ethiopians seeking to cross from Yemen into Saudi Arabia. It landed in my inbox last Monday with concussive force. The accounts were so brutal that I struggled to read the 73 pages in one sitting: A 14-year-old girl named Hamdiya described waking up after an attack: “I could feel people sleeping around me. I realized what I thought were people sleeping around me were actually dead bodies.” There were bloodied corpses all around her. Another survivor, a 17-yearold boy, described being forced by Saudi guards to rape two girls after another man who had been asked to do the same was executed for refusing. These are defenseless children, unarmed people fleeing a savage conflict and relentless poverty, hoping for some chance at a life free of violence and want in one of the richest countries in the world.

In these reports from a remote corner of a distant desert, I saw a glimpse of the unrelenting cruelty that is our future.

First, let’s talk about Saudi Arabia. In 2018, its security forces, allegedly at the direction of Crown Prince Mohammed bin Salman, known far and wide by his initials, MBS, dismembered a Washington Post journalist and American permanent resident in the Saudi consulate in Istanbul. That

was merely the most shocking and public example of Saudi human rights abuses: Courts routinely sentence citizens to decades in prison and even death for the crime of speaking their minds or living their lives as they wish.

Of course, none of this chilled the blossoming friendship between then-President Donald Trump and MBS, not to mention the Saudi prince’s warm bromance with Trump’s son-in-law, Jared Kushner, who would later get a $2 billion investment from a Saudi fund MBS controls.

This administration was supposed to be different. During the 2020 campaign, Joe Biden rightly referred to Saudi Arabia as a pariah. In an awkward moment on a swing through the Middle East last summer, he avoided shaking hands with MBS by bumping fists with him instead.

Fast forward a year. Biden is now seeking to broker a historic pact between the Saudis and Israel. The contours of any such deal will be highly contested, and it faces a steep climb in Congress. But such a deal, far from making Saudi Arabia a pariah, would draw it even closer to the United States through defense guarantees.

Our messy, multipolar moment in global politics means that some countries are simply too important to face any kind of lasting opprobrium for their brutality. And so, MBS swans across the global stage like a prima ballerina in a careermaking role. He was welcomed with warmth in Paris by Emmanuel Macron in June. He convened dozens of nations to discuss prospects for peace in Ukraine this month. Britain’s government said this month that Prime Minister Rishi Sunak is eager to meet him “at the earliest opportunity” to discuss deepening ties between the two countries.

It is tempting to argue that given Saudi Arabia’s track record on human rights, mowing down defenseless women and children as they desperately try to reach some semblance of safety is par for the course. It may be unusually brazen, but how different is it, really, from how Greek officials handled a sinking ship filled with migrants in the Mediterranean?

This brings me to the other grim truth the Human Rights Watch report underscores. There appears to be no limit to the cruelty that will be tolerated in the name of keeping out people whom rich countries deem undesirable. Despite the many international agreements and norms around the movement of people, everything from wanton disregard for the lives of migrants right up to deliberate, maximum deadly force seems to be on the table.

“We are at a level where state officials are directly firing explosive weapons and shooting people at a border and doing such insidious things like forcing a boy to rape a girl survivor,” Nadia Hardman, author of Human Rights Watch report, told me. “Where do we go from here?”

Indeed, the moral standard in how we treat those seeking safety and freedom across borders has unquestionably been set by the West. It was the European Union that decided to open its coffers to the murderous Libyan Coast Guard to prevent migrants from crossing the Mediterranean. Europe has paid Turkey’s government billions of euros in exchange for keeping millions of Syrian refugees out of Europe. Britain’s

Conservative government is trying to send asylum-seekers to Rwanda, of all places, rather than accept its obligation under international law to admit refugees.

Europe is hardly alone. The governor of Texas, Greg Abbott, has strung barbarous devices across the Rio Grande. If the current doesn’t drown migrants, the razor wire and giant saw blades could. And it’s not just Republicans who engage in this cruelty. The Biden administration has continued many of Trump’s border policies or even pursued some that are arguably harsher.

We are living through a brutal new era of realpolitik, where might equals right amid a frenzy of global jockeying. This world has been very good to Saudi Arabia, a very rich and very important country by dint of its geography and natural resources. China brokered a deal between Saudi Arabia and its archenemy, Iran; and now the Biden administration seeks a grand bargain between the Saudis and the government of Israel. For the West, the dictates of our current moment are clear: Counter China. Contain Russia. Keep unwanted migrants out.

The Biden administration came to power with many promises and good intentions. Two years ago, speaking after the chaos of the necessary and long overdue withdrawal of American troops from Afghanistan, Biden declared: “I have been clear that human rights must be the center of our foreign policy, not the periphery.”

Biden made similar commitments about migrants. “If I’m elected president, we’re going to immediately end Trump’s assault on the dignity of immigrant communities,” he said in his acceptance speech at the 2020 Democratic National Convention. “We’re going to restore our moral standing in the world and our historic role as a safe haven for refugees and asylum-seekers.”

I am certain that Biden believed these words when he said them and believes them still. His administration is playing the hand it has been dealt. But as the events in the Saudi desert illustrate, this century is going to be nasty, brutish and long.

Presidente del Senado anuncia abarcadora agenda ambiental

SAN JUAN – El presidente del Senado, José Luis Dalmau Santiago, anunció hoy que ese cuerpo legislativo, encaminará una abarcadora agenda ambiental de 10 puntos que incluirá la creación de un Código Ambiental, legislación para trabajar el deslinde estatutario de la zona marítimo terrestre, la regulación del litoral costero, la delimitación de los cuerpos de agua, las zonas de protección de los ríos, cuencas hidrográficas y el acceso a las playas.

“Por años, ha sido palpable la necesidad de regular el uso y disfrute de los cuerpos de agua; particularmente, en lo relativo al deslinde de la zona marítimo terrestre, el litoral costero, las zonas de protección de los ríos, mangles, humedales, las cuencas hidrográficas y el acceso a las playas. Estos asuntos, constituyen un tema prioritario que requiere de una acción legislativa clara y efectiva. A esos efectos, este Senado -el más diverso de la historia- asumirá su responsabilidad de cara al futuro”, afirmó el dirigente senatorial.

Como primer paso, Dalmau anunció la creación de un grupo de trabajo que “estará compuesto, inicialmente, por asesores y expertos en el área ambiental y de planificación en representación de las cinco delegaciones y el senador independiente. Este grupo de trabajo, realizará un inventario y acopio de toda la legislación que haya sido presentada sobre estos temas e identificará aquellas medidas que contengan áreas de consenso o propuestas que puedan ser armonizadas bajo objetivos comunes”.

Posteriormente, dijo “se integrarán a este esfuerzo a las agencias del gobierno, la academia y a las organizaciones profesionales y comunitarias que puedan aportar en la discusión de estos temas a través de una cumbre ambiental que será convocada en las próximas semanas. Una vez se redacten las medidas de forma final por las comisiones legislativas correspondientes, el Senado procederá a considerar las mismas”.

El dirigente senatorial explicó que los trabajos legislativos comenzarán por la regulación de la zona costera y los cuerpos de agua, ante la importancia que revisten esos recursos para la isla. “Puerto Rico cuenta con 66,762 cuerdas de mangle y humedales que se supone sean áreas protegidas. Además, existen 668 millas lineales de costas y en los 44

municipios costeros de la isla, residen un total de 1,815,000 personas lo que representa el 61 por ciento de la población. A pesar de esas impresionantes cifras, todavía es la hora que el deslinde de la zona marítimo terrestre no está establecida por ley y las definiciones que se usan como guías de desarrollo, provienen de la antigua Ley de Puertos de España implantada en el año 1866. Esto es insólito y es hora de corregirlo”, dijo el presidente senatorial.

Dalmau enfatizó que la agenda no tiene el propósito de detener el desarrollo, sino todo lo contrario. “Nuestro propósito es acabar con la tirantes y polarización que existe entre diversos sectores que parecen antagónicos, pero que no lo son. Múltiples países han logrado regular y ordenar el uso de sus recursos de forma armoniosa y balanceada”, sostuvo.

El líder senatorial recordó que países como Costa Rica, Ecuador, Chile, México, Bolivia y Brasil han adoptado medidas legislativas integradas para la protección del ambiente, mientras que países como Estados Unidos, Canadá, Australia, Filipinas, Nueva Zelanda, España y la Unión Europea, han adoptado medidas estatutarias uniformes para regular sus costas y cuerpos de agua.

En cuanto al Código Ambiental, el presidente del Senado explicó que de un análisis inicial que realizaron sus asesores, se han detectado un total de 117 leyes ambientales distintas que cobijan temas similares pero que están dispersas y desorganizadas en diferentes estatutos. Entre ellas, se destacan medidas sobre la declaración de áreas de reserva, las regulaciones sobre humedales, las zonas pesqueras y las servidumbres de conservación de ríos y quebradas.

“En este Senado, las cinco delegaciones y el

senador independiente han presentado medidas legislativas de importancia en el tema ambiental y de planificación. Esas medidas serán el punto de partida para la discusión de estos temas, porque uno de los objetivos que queremos promover con este esfuerzo es la aprobación de medidas multisectoriales, incluyendo la inclusión del tema ambiental en los currículos académicos”, indicó Dalmau.

Sobre esto, el presidente del Senado destacó el Proyecto del Senado 557, de la senadora Ada García Montes y los senadores populares Ramón Ruíz Nieves y Rubén Soto Rivera, que procura regular el acceso a las playas. Además, el Proyecto del Senado 787 de la senadora del Partido Nuevo Progresista, Nitza Morán que procura enmendar la Ley de la Junta Interagencial de manejo de costas.

Igualmente, el Proyecto del Senado 32 de la senadora María de Lourdes Santiago y los senadores Rafael Bernabe y Ana Irma Rivera Lassén que propone la creación de una nueva ley de costas; el Proyecto del Senado 923 de la senadora Joanne Rodríguez Veve, el cual se encuentra en conferencia y que propone una reforma de permisos; así como las recomendaciones de la investigación del senador José Vargas Vidot sobre el manejo de los acueductos rurales y su impacto en el ambiente.

Gustavo Dudamel reunites with his Venezuelan orchestra

When superstar conductor Gustavo Dudamel took the podium at Usher Hall in Edinburgh, Scotland, on Saturday night to lead the Simón Bolívar Symphony Orchestra of Venezuela, there were the usual cheers from the audience.

But onstage, there was also a sense of joy and celebration: Dudamel had not performed with this 140-member ensemble since 2017, when he ran afoul of the Venezuelan government after criticizing the ongoing social and political crisis in his home country. He then stopped traveling there.

The reunion, at the Edinburgh International Festival, was emotional for Dudamel, who has led the orchestra since 1999 and said he missed performing with the musicians, many of whom he has known since they were children in El Sistema, the Venezuelan program that teaches music to young people.

“To have the chance to see them — to play music with them in person — is something that reconnects me with my soul, with my spirit,” he said in a telephone interview. “It’s really a very historical and special moment for us.”

Players in the ensemble said that they were energized by Dudamel’s return.

“It’s like we’re reborn,” Abner Padrino, a 31-yearold cellist, said in a telephone interview. “It feels like we’re playing at home.”

Kira Riera, a 31-year-old violist, said that Dudamel had helped improve morale in the orchestra. “He has brought really good energy to us,” she said. “It feels like the darkest times have just passed in Venezuela. We are now seeing some light once again.”

Dudamel, who also leads the Los Angeles Philharmonic and will become the music and artistic director of the New York Philharmonic in 2026, last appeared with the Simón Bolívar Symphony Orchestra in March 2017, on tour in Spain, Germany and Austria.

But in the months that followed, as unrest gripped Venezuela and a young El Sistema-trained viola player was killed during a street protest, Dudamel, who had resisted weighing in on politics, spoke out. He issued a statement saying that “enough is enough” and wrote an opinion piece in The New York Times, criticizing a government plan to rewrite the constitution.

The government of President Nicolás Maduro canceled the orchestra’s planned tour of Asia in apparent retaliation, a week before the ensemble was to depart, as well as another Dudamel-led tour with El Sistema musicians.

The orchestra entered a challenging period, with many of its top players leaving the country because of political and economic turmoil. Dudamel, feeling unable to return there, stayed in touch with the musi-

cians by phone and video calls.

He finally went back to Venezuela last year, and spent time with friends and family. He also met with El Sistema students and teachers, and found time for a private reunion with the orchestra, leading a rehearsal of Mahler’s “Resurrection” Symphony in Caracas. He returned again in June, for rehearsals with the orchestra of a production of Beethoven’s “Fidelio” conceived for both hearing and deaf audience members.

Dudamel said the political situation in Venezuela had improved to a point that he felt able to return. But, he added, there were still problems that needed to be addressed.

“People have the desire to get out of this unrest — this political, ideological unrest — and really make things move forward,” he said. “There has been a change, but we need to keep working to make things better because they are still very difficult.”

He said that he hoped to one day bring the Los Angeles Philharmonic and the New York Philharmonic there: “We are in a moment where we can start to build something — something that goes beyond the unrest.”

In Edinburgh, where the Simón Bolívar Symphony Orchestra was in residence this past week, Dudamel led a performance of Mahler’s Symphony

No. 1, as well as two works by Venezuelan composers: “Guasamacabra,” by Paul Desenne, who died this year; and “Odisea,” by Gonzalo Grau, a concerto for cuatro, a small guitar, featuring Jorge Glem on the instrument.

On Thursday, the orchestra performed Beethoven’s Symphony No. 9 and a work by Villa-Lobos, with Venezuelan conductor Rafael Payare. Many of the orchestra’s players are younger than 25 and have joined over the past year; Dudamel has overseen auditions in person and remotely.

Dudamel also met with students and teachers from Big Noise, a music education program in Scotland for disadvantaged children inspired by El Sistema. At the Scottish Parliament’s Festival of Politics on Friday, Dudamel spoke about his efforts to build on the legacy of his mentor, José Antonio Abreu, the celebrated Venezuelan educator who founded what became El Sistema in 1975. He described El Sistema as a “social project first and a cultural project second.”

“I have made it my personal mission not to rest until music is truly a fundamental human right for everyone,” Dudamel said. “El Sistema has endured through seven different governments in Venezuela. It is not about politics. It is about the shared belief that art must be a part of the fabric of society.”

Joanna Lubkin, a Unitarian Universalist minister, has chronic pain and fatigue and relies on her service dog, a 4-year-old black Labrador named Sully, to pick up items she drops, press elevator buttons and brace her when her body weakens. She never travels without him.

In June, when she and Sully arrived at the Pittsburgh International Airport to fly home to Boston after a conference, the agent at the JetBlue Airways gate told her that there were no forms on file certifying Sully as a service dog, and refused to let her board.

Since 2021, the Department of Transportation has required travelers with disabilities to fill out a standard form before boarding an aircraft with their trained service animal, attesting to the dog’s health, behavior and training. Before her flight to Pittsburgh on Delta Air Lines, Lubkin, 37, had completed the DOT form for both Delta and JetBlue and uploaded it to their websites. With Delta, she experienced no issues.

But a week later, she found herself stranded in Pittsburgh, confused and frustrated. She did not know she was only one of many travelers with disabilities encountering hurdles with the verification process, and finding themselves stuck at the airport even after they had correctly verified their service dogs for air travel.

JetBlue is one of four airlines that uses a third-party — a small, Chicago-based company called Open Doors Organization — to review the new DOT forms and issue approvals or denials on their behalf. And when Lubkin arrived at her gate for her return flight home, she was told Open Doors had not verified her form and she would not be allowed to fly.

Angry and tired, Lubkin called a friend, who offered to drive her 570 miles back to Boston.

“Flying is physically painful for me and for a lot of people,” she said. “Making it that much harder for us to travel is just unjust, and it doesn’t feel right to me.”

A JetBlue spokesperson acknowledged her concerns.

“We understand that we need to ensure better consistency in verifying paperwork during travel on all flights of a customer’s itinerary,” said Derek Dombrowski, the airline’s senior manager for corporate communications.

‘I consider that discrimination’

Before the coronavirus, air travelers looking to bring an animal into the cabin had to adhere to airlines’ individual rules for flying with pets, which sometimes required the purchase of a special ticket. Fully trained service animals were exempt from any charges.

Airlines say the 2021 regulations were needed after a

pandemic-related uptick of pets on airplanes, many of them untrained and presenting a risk to travelers and legitimate service animals alike. There were also a number of incidents where passengers attempted to pass off pets or emotionalsupport animals as trained service animals. At the end of 2021, most major airlines had declared they would no longer accept emotional-support animals on board, and the Transportation Department put forth new rules for service animals.

Among the changes: Airlines can require users of service animals, which are defined as dogs trained to perform a task directly related to an owner’s disability, to submit a DOT form attesting to the animal’s health, behavior and training.

JetBlue, Allegiant Air, Sun Country Airlines and Alaska Airlines have partnered with Open Doors to process the forms. Travelers upload their forms to the airlines’ websites, and the airlines then pass them on to Open Doors, which verifies the legitimacy of the service dog by examining the form and sometimes calling the trainer, whose contacts are required on the form, with additional questions.

Other airlines, including American Airlines and United Airlines, review and approve the forms themselves.

Some dog trainers and disability advocates say the new rules may be illegal.

After Lubkin filled out her DOT form and uploaded it to JetBlue’s website, more than a week before departure, she received an email from NEADS, the service dog organization that trained Sully, letting her know they had been contacted by Open Doors regarding her form and she was

“all set.”

But in Pittsburgh, the gate agent couldn’t find any communication from Open Doors in her file.

“The fact that a corporation is making it so difficult for somebody to get accommodations for their disability — I consider that discrimination,” Lubkin said.

Travelers on other airlines have also faced issues. In June, Ashley O’Connor, a stay-athome mother of three, was eager to fly home to Columbus, Ohio, from Myrtle Beach, South Carolina, with her son, Owen, and his new service dog.

Owen, 4, has CHARGE syndrome — an acronym for a genetic illness affecting the heart and airways — and Téa, a German shepherd, was trained to alert people around her when Owen is at risk of respiratory distress.

Three days before their return flight on Allegiant, O’Connor, 30, filled out the DOT form on Allegiant’s website but was told her application was denied because she didn’t list the specific tasks for which the dog is trained. She filled it out again, resubmitted and then received a confirmation. An email from Open Doors came next, saying she could “request travel” from Allegiant. She did.

At the airport, however, O’Connor was told there were no forms on file. She tried to submit them yet again with her phone, at one point pausing at the check-in counter to suction Owen’s tracheostomy tube. But she received a series of error messages and was eventually told by the Allegiant gate agent that her application was denied.

She had to enlist the help of Owen’s great-grandparents, both in their late 70s, to drive Téa nearly 10 hours to Columbus. She flew home alone with Owen.

“My obviously disabled child was sitting in a stroller next to me,” she said of the incident at the check-in counter. “There was no compassion.”

Allegiant said that O’Connor’s application was held up due to incomplete information and that she did not inform the airline she was traveling with a service animal until she arrived at the airport. She contests this.

“Open Doors Organization is a trusted nonprofit disability advocacy organization,” a spokesperson with the carrier said. “This strategic partnership has equipped Allegiant with better tools to serve the disability community, allowing us to streamline the service animal approval process while ensuring the safety of all passengers and crew members.”

Open Doors has admitted that communication with the airlines at times has gone awry. But the organization’s founder, Eric Lipp, said the issue mostly stemmed from airline workers who lacked proper training.

Confused, frustrated and stranded at the airport with a service animal

“We have had a couple of hiccups,” Lipp said. But when paperwork issues arise, he added, airline workers should allow customers with a clear disability to board, or reach out directly to Open Doors for guidance in that moment.

“JetBlue and Allegiant take up 90% of our time,” he said, adding that airlines should call the organization for input before issuing a denial. “Sometimes, the people who work for the airlines just do stuff. And we don’t want the people at the airport to be the ones making the decisions.”

Passed off as service animals

The Air Carrier Access Act, passed in 1986, requires airlines to allow travelers with disabilities to board a flight with their service animals. And it limits the questions airlines can ask about a traveler’s disability as well.

“There are certain reasons an airline can deny a service animal, such as if it’s not a dog or if they see behavioral issues,” said Cait Malhiot, an attorney with Marko Law, a law firm in Detroit. But an airline can’t require passengers to show any specific training for a dog, or that a dog be trained only by an accredited source.

Ashley Townsend, a 32-year-old social worker, is blind and relies on Lolly, a 3-year-old black Lab. In June, Townsend was invited to fly from her home in Denver to a fundraiser in New York City for a guide-dog conference. The organization booked her ticket on JetBlue, and Townsend called the carrier two days before her flight to ensure she wouldn’t face issues boarding with Lolly. She was assured that she was all set to fly.

But the next day, Townsend used her screen reader to look at JetBlue’s website. Only then did she see that her DOT form, which she was used to submitting, would have to be reviewed by Open Doors before flying. She had flown just two months earlier with Lolly on a Southwest Airlines flight and not encountered an Open Doors review. When she received an automated message that it would take 48 hours to receive a response, she panicked — her flight was in less than a day. She again called JetBlue, and after hours on hold, she was informed that she had not completed the paperwork properly and would not be allowed to fly.

She canceled her ticket and purchased a new flight on United, which does not use Open Doors. She and Lolly flew without issue.

JetBlue said the Open Doors partnership had been put into place because of multiple incidents of dogs being passed

off as service animals on flights, but then wreaking havoc in the air, including biting crew members and relieving themselves on the plane.

“We have developed a process to at tempt to distinguish properly trained service dogs traveling with a qualified individual with a disability from other dogs,” said Dombrowski, the JetBlue spokesperson.

Townsend said she understood the rules have been tightened, but she feels that the disability community is bearing the brunt of the responsibility for an issue they did not cause.

“I’m faced with this burden of proving that my service animal is legitimate, instead of people being held accountable for inten tionally blurring that line,” she said.

In May, Erin Brennan Wallner, a Jack sonville, Florida-based communications as sociate, and her family were left stranded in Boston with their son’s service dog. Mason, 14, has autism and relies on Zoe, a 65-pound goldendoodle in moments of stress.

The family booked a vacation to Boston and was unaware of the change in the DOT rules. So were the agents and crew on their outbound JetBlue flight — they flew with Zoe from Jacksonville to Boston with no issues. But when they arrived at the airport to return home, they were told they could not board without an approved DOT form.

Frantic, Wallner attempted to fill out the form in the airport. The family watched their flight depart without them, and two hours later, while still hoping to be rebooked that day, Wallner received an email from Open Doors stating that Zoe, who was trained by a company called Off Leash K9 Training, did not qualify as a service animal.

Open Doors, when contacted about the situation, said Zoe had been rejected because Wallner had used vague language to describe the dog’s training, rather than offering specifics on the tasks the dog performs. Lipp, Open Doors’ founder, said his company processes about 120 forms a day and in cases like Wallner’s, he always attempts to contact the trainer for more information.

But Zoe’s trainer, Matt Gregory, said he never received a call from Open Doors. The family ended up renting a car and driving 18 hours back to Jacksonville.

Wallner said the fact her family was allowed to fly to Boston in the first place proved the system is not working.

“I understand that plenty of people take advantage of the situation,” she said. “But don’t you have a responsibility to at least get us home?”

Carlos Alcaraz is bending tennis to his will and taking over the game

Alittle after 5 p.m. Wednesday, Carlos Alcaraz, racket bag over his shoulders, bounded into the U.S. Open player garden outside Arthur Ashe Stadium in the Queens borough of New York like a high school quarterback striding into the cafeteria on the first day of school.

He slapped hands and bro-hugged with new friends and old ones. He posed for selfies with other players and their hangers-on. He double-kissed and hugged a few kids his agent had brought along. A few minutes later, as he began a slow, autograph-filled walk to a practice court, a roar rose from beyond the high hedges.

Less than a year after his breakout win at the U.S. Open, and a little more than a month after his thrilling five-set win in the Wimbledon singles final over Novak Djokovic, there is no longer any question: Alcaraz has pushed tennis permanently into its future.

Djokovic, 36 years old and with 23 Grand Slam titles, knows his career is sunsetting, and that Alcaraz, a 20-year-old Spanish star who has established himself as the game’s new standard, is at daybreak.

“The talk of our sport for the last two years, and, of course, deservedly because he has done things that probably no other, you know, teenager has ever done,” Djokovic said of Alcaraz during an interview last week.

Beyond all the accolades and the attention, Alcaraz is forcing the best players in the world into a devil’s choice — to change how they have trained to play for years and adapt to him, or to likely spend most of the next decade or more smothered by an athlete who plays on every inch of his side of the net and tries to hit balls to every inch of his opponent’s.

“There’s lots of power, not a lot of weaknesses, but also the all-court game, and the transition from neutral or defensive to offense is so quick,” said David Nainkin, who leads player development for the U.S. Tennis Association. “And now every player knows if he is going to compete with him, he’s going to have to do that as well.”

Alcaraz knows that better than anyone. He has said his goal, along with winning as often as possible, is to entertain and thrill the spectators who pack stadiums for his matches that have also sent television ratings soaring.

Winning efficiently is not enough. He wants to win spectacularly, showcasing his power and speed and touch from everywhere on the court.

“It’s dynamic,” Alcaraz has said time and again of his style.

For years, this was the sort of shift that might happen every half-decade or so, though for the last roughly 15 years, Roger Federer, Rafael Nadal, Djokovic and, for a while, Andy Murray turned the sport into an exclusive scrum of skill and wit. Each took a turn or two redrawing the tennis court to suit his style. First came Federer’s supreme and unmatched shotmaking, which ran into Nadal’s power and competitive fire, which ran into Djokovic’s relentless defense and angular creativity, which ran into Murray’s magical touch and movement.

Now Alcaraz has begun collecting the sport’s most important championships and also accomplishing the far larger feat of forcing nearly everyone to think and compete differently. He is inside their head every time they step on the practice court.

The days of winning by hitting a big serve and whaling forehands from a foot behind the baseline, a style that has mostly dominated play in this era, appear to be numbered, as everyone goes to school on the talent that, barring injury, they know will be at the top for the foreseeable future.

“There’s pretty much never going to be a chance to go from defense to offense in

the middle of a point against him unless you are a ridiculous athlete like Novak,” Tommy Paul, a rising American who is ranked 14th in the world, said last week as he prepared in the Hamptons for the year’s final Grand Slam tournament. “Everyone now only has one choice. You got to get forward and go on offense before he does, because once he is on offense, you’re probably toast.”

Paul, 26, is worth listening to, since he is the rare player other than Djokovic who has consistently tested Alcaraz, winning two of their four meetings, including this summer in Toronto. A week later in Cincinnati, Alcaraz needed all three sets to beat Paul, with two of those sets decided by tiebreakers.

Jannik Sinner, 22, is also in that category, winning three of their six meetings. At the moment, he has positioned himself as Alcaraz’s most likely rival during the next decade. Their 5 1/2-hour, five-set battle in the quarterfinals at last year’s U.S. Open ended just before 3 a.m. and was arguably the match of the year.

In a sport that is all about matchups, Paul and Sinner are pretty sure they know why they can go toe-to-toe with Alcaraz while other players who have won far more prestigious titles often struggle. Both are plenty comfortable hitting the ball hard. They are able to cover the whole court. They aren’t afraid to move forward and use as much of the playing surface as possible to make Alcaraz move. They stay cool in tight moments

because they are confident they won’t be forced outside their natural skill set.

“He causes me problems, but also I cause him problems,” Sinner, who was also preparing — and relaxing — last week in the Hamptons, said recently. “Sometimes I try to overpower him, which is sometimes also the only solution.”

It’s hard to overestimate the level of fascination with Alcaraz at every level of the sport.

Coco Gauff has been studying his matches to learn how to become better at staying calm and composed, noting that sometimes Alcaraz even smiles after making a mistake or losing an important point.

Murray went to the All England Club on the Sunday morning of the Wimbledon finals to take care of some business, with no intention of staying for the afternoon. But once there, he realized he should stick around, got his hands on a ticket for a Centre Court seat and sat mesmerized for nearly five hours, shooting videos on his phone and trying to figure out how Alcaraz was hanging with Djokovic, who had won the last four Wimbledon singles championships and seven overall. Murray paid special attention to Alcaraz’s movement, his return positions — and Djokovic’s as well — and when and how he decided to play aggressive and offensive tennis.

“You could sort of see Alcaraz learning as the match went on,” Murray said last month.

J.J. Wolf, a 24-year-old American ranked 44th, watched on television and decided then and there that he needed to hit the weight room.

“I’ve always been in decent shape, but he’s so physical,” Wolf said in early August at the Citi Open in Washington, where he was already making plans for an offseason training program that would begin in November. “If I’m going to be able to play like that, I’m going to have to get stronger.”

Jimmy Arias, a star of the early 1980s who is now the director of tennis at IMG Academy in Bradenton, Florida, a leading talent incubator, has struggled in recent weeks to wrap his brain around how Alcaraz can hit a ball from 10 feet behind the baseline to a deep corner of the court and then get to the net, a play that forces opponents to be aggressive on that shot or else give Alcaraz an easy volley.

He compared it to when Federer destroyed Lleyton Hewitt in the 2004 U.S. Open final 6-0, 7-6(3), 6-0. Hewitt could hit the ball as hard as anyone, but Federer had such exquisite timing, and could step in and return Hewitt’s shots so quickly, that the rhythm of the game that Hewitt had played with for years disappeared.

“The only thing you are going to be able to do is outAlcaraz Alcaraz,” Arias said. “Good luck with that.”

Patrick McEnroe, an ESPN commentator and former pro who runs a top tennis academy in New York City with his brother, John, a seven-time Grand Slam winner, said he is planning to incorporate parts of Alcaraz’s game into his curriculum this fall. Players will have to learn how to follow a big serve with a drop shot the way Alcaraz does, and how he uses the drop shot as an offensive weapon, coming in after it for an easy finish.

There was a time, not long ago, when a slice backhand was not all that important. Then Murray used one that rarely

missed to become the world No. 1, and now no one serious about winning Wimbledon shows up without a slice. After Djokovic started hitting powerful second serves in pressure moments, hitting a 115 mph second serve became almost normal.

Now Alcaraz has come along, following his serve with a drop shot and a topspin lob, a risky combination, serving for the Wimbledon title against Djokovic.

“He has taken the game to a different place,” Patrick McEnroe said. “He does things no one thought was possible.”

Spanish soccer chief finds his defenders backing away

When the president of the Spanish soccer federation, Luis Rubiales, kissed Jennifer Hermoso, a star forward on the Spanish national team that had just won the Women’s World Cup, much of the Spanish news media condemned his behavior. Most mainstream outlets, along with Spaniards on social media, called out the kiss as evidence of a callous disregard for Hermoso and, more broadly, lingering sexism in soccer.

Not radio sportscaster Manolo Lama, who said on a popular late-night show on the Cadena Cope radio station, “Those who are angry, it’s because they have never been kissed.” He used the female pronoun for “they” in Spanish.

Earlier, in a post-match interview with Rubiales, also on Cadena Cope, a popular sports presenter, Juanma Castaño, did not question the federation president about the appropriateness of his behavior. When Rubiales characterized the kiss as a “peck be -

tween two friends celebrating something” and brushed off his critics as “losers,” “idiots” and “stupid people,” Castaño laughed and said, “I think the same thing.”

As the chorus of condemnation grew over the week following Rubiales’ actions at the World Cup final, it became harder to defend the federation president.

Prime Minister Pedro Sánchez waded in, calling it “unacceptable” that Rubiales had kissed a player on the lips without her consent. The secretary of the opposition People’s Party, Cuca Gamarra, described the kiss as “shameful.” On Saturday, the world soccer federation temporarily suspended Rubiales. On Monday, Spanish soccer officials will hold an emergency meeting about the situation.

Since their initial comments, both sports journalists have apologized to their

audiences. Castaño issued a statement last Monday saying that he now realized the kiss was “more than a mistake with no importance.”

Lama published an apology of sorts on X, formerly known as Twitter, asking last Monday for “forgiveness from those I have offended.” But he did not condemn Rubiales, and wrote of the kiss: “I simply think it is an act produced from euphoria and without malice.”

“But Spain has become a country of inquisitors,” he continued, “if you think differently, you’ll be stoned.”

The Cadena Cope radio station did not immediately respond to a request for comment.

The kiss has brought the ongoing lively conversation in Spain about the treatment of women back to the fore.

Some of Spain’s conservative mainstream news outlets have used the incident to take a dig at a controversial law passed in August last year by Sánchez’s Socialist government. The law classifies all nonconsensual sex acts as rape, but initially contained a loophole that allowed some convicted offenders to lower their sentences.

On Saturday, an editorial in Spain’s conservative newspaper, La Razón, described the episode as a “national monstrosity,” and said the progressivism of Sánchez’s government had created an environment that enabled Rubiales. “His vulgar and inappropriate behavior in the Women’s World Cup final would have been impossible” the editorial said, without the protection that Sánchez’s government “has provided to his escapades.”

The more left-leaning El País has focused on the emergence of a hashtag in support of Hermoso: “se acabó,” or “it’s over,” coined by Alexia Putellas, a member of the Spanish national team, who is widely acknowledged as the best female player in the world. An editorial Saturday said that “women are saying enough to the abuse of power and Spanish society is with them.” By Sunday, El País led with the simple affirmation: “Spain no longer tolerates ‘los Rubiales,’” referring not only to Rubiales, but to sexist behavior in general.

The sports newspaper AS, which had seemed to initially back Rubiales, has dropped its support for him.

Last week, it ran a headline blaming Hermoso — “Jenni lets Rubiales take the fall.” By Saturday, after widespread criticism, it was leading with a photo of Rubiales and a more neutral headline in reference to him, “Struck down.”

Some of his colleagues at the Spanish soccer federation are shifting their allegiance as well.

On Friday, as Rubiales defiantly announced he would not be quitting, many of his closest colleagues, including Jorge Vilda and Luis de la Fuente, managers of the Spanish women’s and men’s squads, gave him a standing ovation.

Hours later, FIFA announced Rubiales’ suspension from soccer for 90 days, and the entire female squad and dozens of other players signed a joint statement saying they would not take the field to play for Spain “if the current managers continue.”

De la Fuente and Vilda have now distanced themselves from Rubiales, with Vilda saying that he regretted the “inappropriate conduct” of his boss.
