Financial Oversight and Management Board Executive Director Robert Mujica says the board is concerned about the possibility that if elected, Republican presidential candidate Donald Trump may claw back as yet unused federal funds given to Puerto Rico to deal with its disasters.
“It is something that we all have to be concerned about because if not, you are going to be very surprised,” Mujica said in an interview aired on journalist Jay Fonseca’s YouTube channel.
Mujica added that it is important to obligate the funds and to spend them.
“It is harder to claw back funds when contracts have been signed,” he said in the recent interview. “They are moving. … But if the money has been sitting there for years, you don’t have to worry about the president, Congress can act. It is something that is of concern.”
Mujica stressed the importance of speeding the pace in the use of the federal funds.
While Hurricane Maria in 2017, the January 2020 earthquakes and the COVID-19 pandemic slowed down the distribution of federal funds and the reconstruction down, Mujica said that now it is time to double down.
In response to a question, he said the possibility of a clawback of federal funds, “is something that I have conversations [about].”
“When I have gone to Washington and expressed that … it is a real concern,” he said.
During Trump’s administration, from 2017 to 2021, he imposed certain restrictions on the use of federal Community Development Block Grant disaster funds to Puerto Rico. Financial data from the Central Office for Recovery, Reconstruction and Resiliency shows that of the estimated $40.1 billion assigned to Puerto Rico for its disasters, about $36.8 billion has been obligated, but just $9.8 billion has been disbursed.

Pablo José Hernández Rivera, the Popular Democratic Party candidate for resident commissioner, presented his proposals on Sunday to reduce student debt in Puerto Rico.
The proposals include increasing the Pell grant and adjusting it to inflation, allowing Medicaid beneficiaries to automatically qualify for the Pell grant, and extending the use of the grant to graduate studies. Hernández Rivera also proposes reducing the payments required for debt forgiveness in the public service program and eliminating the requirement of employment in public service at the time of forgiveness.
Hernández Rivera plans to reintroduce or co-sponsor bills such as the Loan and Assistance Opportunity Act, the Pell to Grad Act, and the Pell Grant Preservation and Expansion Act. Those bills would increase the Pell grant to $14,000 and extend its availability from 12 to 18 semesters, as well as reduce the
term of payments required for public service debt forgiveness from 120 to 96 months.
In Puerto Rico, more than 294,000 people owe more than $10.39 billion in student loans, with an average of $35,400 per person. The candidate stressed that his campaign focuses on youth and economic development.

Gabriel López Arrieta, a Popular Democratic Party atlarge candidate for the island House of Representatives and a former administrator of the Public Housing Administration (AVP by its initials in Spanish), called on the Department of Justice to investigate serious irregularities at the AVP that were pointed out in an Inspector General of Puerto Rico report on the years 2021 to 2024.
The report exposes serious irregularities and mismanagement at the AVP, highlighting a case in which a contractor obtained millions of dollars in profits through public funds intended to improve the quality of life of the most vulnerable communities.
“It is unacceptable for the AVP not to have taken action against a contractor who obtained millions in profits at the expense of public funds that should have been allocated to improving the quality of life of our most vulnerable communities,” López Arrieta said. “The report must be sent to the Department of Justice so that responsibilities are established.”
The Inspector General’s report details million-dollar payments made by the AVP to contractors, including payments that led to profits of over $7 million for one of them. The profits resulted from a 36% to 52% markup on the hourly cost of a subcontractor’s staff, with no negotiated provision in the contracts to justify such markups.
be mismanaged and end up benefiting a few instead of fulfilling their purpose, which is to assist Puerto Rican families in need.”
The inspector general’s analysis, which covered the period from July 1, 2021, to March 1, 2024, focused on the AVP’s use of federal funds to implement and administer the COVID-19 Income Assistance Program. The report found irregularities in the payment of $7.8 million to contractors and confirmed there were 878 cases of fraud totaling some $2.75 million.
“As public servants and representatives of the people, we are duty-bound to demand immediate accountability and take corrective measures to prevent this type of abuse from occurring again,” López Arrieta stressed. “The administration must act firmly and swiftly, implementing the Inspector General’s recommendations and ensuring that those responsible for these acts are held accountable for their actions.”
The report also noted that the AVP did not return a surplus of $1.1 million to the federal government, thus failing to comply with the stipulations for reimbursing unused funds. Moreover, it said, the AVP needs to comply with the guidelines of the Puerto Rico Innovation and Technology Service regarding government efficiency and the protection of privacy.
“This report directly reflects the current administration’s lack of oversight and transparency,” the candidate said. “We cannot allow federal resources, so necessary for our island, to
“It is time for difficult decisions to be made to correct course and restore the people’s confidence in their institutions,” the candidate said, emphasizing the need for transparency and efficiency in public management. “We cannot sit idly by while these injustices are perpetuated. We have to act.”

With the attendance of professionals linked to the health industry in the United States and Puerto Rico, the Sixth Health Law Symposium of the Puerto Rico Hospital Association concluded over the weekend.
The symposium featured speakers who addressed topics such as medical malpractice and its current challenges in both the federal and commonwealth courts, the management of artificial intelligence, legal consequences and compliance with new labor regulations, and legal aspects in the application of “clinical bioethics” in the hospital setting.
An experienced group of resources and speakers on the topics discussed was assembled at the event, such as: Mary Grady Walsh (vice president of claims at MedPro Group), Roberto J. Torres Antommattei (an attorney and professor at the Catholic University of Puerto Rico School of Law), Dr. Brian Anderson (CEO of the Health Coalition-CHAI), Brenda Rosado Aponte (a prosecutor from the Department of Justice’s Medicaid Fraud Control Unit), José Luis Soto (special agent in charge of the U.S. Department of Health and Human Services’ Office of the Inspector General), Jorge Pizarro and María Elisa Echenique-Arena (experienced labor lawyers from the law firm Pizarro & González), Coral M. Rivera Torres (legal adviser to Episcopal Health Services), Belinda L. Toro (CEO of Doctors’ Center Hospital Orlando Health), Moraima Torres
Toro (an attorney and legal adviser for Hospital Damas), José Escobar (the Mennonite System’s director of legal affairs) and Miglisa L. Capo Suria (vice president of legal affairs at Metro Pavía Health System).
Marie Carmen Muntaner, legal adviser of the Puerto Rico Hospital Association and organizer of the event, said the symposium reached a valuable consensus in the legal sector through a comprehensive discussion of the punitive damages incorporated in the civil code and their effect on making health services more expensive on the island, and how the situation promotes the exodus of doctors, and increases and complicates the costs of litigation.
It was emphasized that Puerto Rico already has a punitive mechanism through the Medical Licensing Board to revoke the licenses of doctors who have been found to have acted in serious disregard for the health and safety of a patient.
“Likewise, the keynote lecture was presented by Dr. Brian Anderson, in his first appearance as a speaker in Puerto Rico, who revealed the inherent risks of artificial intelligence due to the lack of uniformity in the mediation of satisfaction and precision of the regulatory agencies of the programs that have some element related to this topic,” Muntaner said.
“Meanwhile, the Office of the Inspector General of the federal Department of Health and Human Services addressed topics such as fraud prevention, how investigations are carried out, and how to avoid being prosecuted for not cooperating or
destroying evidence.”
The attendees also discussed the jurisdiction of the MFCO agencies, the Office of the Inspector General and the island Department of Justice to prosecute doctors, hospitals or other health entities that commit fraud and offered several examples of cases investigated and prosecuted in Puerto Rico and by local authorities and by the U.S. Department of Justice.
Dr. Brian Anderson, CEO of the Health Coalition-CHAI, pointed out the inherent risks posed by the use of artificial intelligence in the health industry.

Some 480 workers at Genera PR, the private operator of the Puerto Rico Electric Power Authority’s (PREPA) legacy power plants, recently voted to join the United Steelworkers (USW) union.
The newly unionized workers serve as technicians, electricians, field operators, instrumentalists and maintenance workers, among other positions, in 17 locations across Puerto Rico. Genera PR is an independently managed subsidiary of New York-based energy company New Fortress Inc., which generates electricity through natural gas for the entire island. The 261 to 149 vote in favor of joining the USW took place last week.
“This is a historic moment for not only the USW but also our new members at Genera PR,” USW District 4 Director David Wasiura said. “This victory has significant implications for electricity generation in Puerto Rico as well as our ability to hold companies that seek to enrich themselves by privatizing public services to account.”
Puerto Rico began privatizing the island’s power gener-
ation in 2017 after PREPA declared bankruptcy. Genera PR officially took over for the PREPA as power plant operator on July 1, 2023. Genera refused to recognize any of the unions that represented workers at PREPA, including the Electrical Industry and Irrigation Workers Union, which the government has tried to dismantle.
Workers said the transition from a public entity to a private company left them without labor protections.
“The transition to the private sector left us without the protection of a collective bargaining agreement,” said Stephany Resto Sierra, an electrician at the Genera PR San Juan plant. “Winning our union was a priority because uncertainty reigned here previously. Now, through our union, we’ll be able to improve our working conditions and have a say in the decisions that affect us. We now call on Genera PR to sit down with us and swiftly negotiate a fair first contract.”
“Working in the private sector brings new challenges, and the surest way for us to improve our working conditions and defend our labor rights was through securing union representation,” said Oscar Roque, a worker at Genera PR’s Palo Seco plant. “We trust that future collective bargaining will be done in good faith and for the benefit of all parties.”

Puerto Rico State Elections Commission (SEC) Alternate Chairwoman Jessika Padilla Rivera rejected late last week a motion filed by New Progressive Party Electoral Commissioner Aníbal Vega Borges in which he recommended that the sending of early voting ballots for the general elections on Nov. 5 be done by regular mail, not certified mail.
Padilla Rivera said her decision, which was included in a resolution shared with the electoral commissioners, puts an end to the disagreement among them regarding the issue.
“Guided by the prerogatives and protections that must safeguard the sacred right to vote, we are forced to conclude that certified mail promotes greater security in the delivery of that ballot, which at some point along the way, the SEC and the voter do not have control over,” the document states, emphasizing the need to maintain the security of voting processes.
Resolution CEE-RS-24-014 (CEE being the Spanish initials for the SEC), as issued, also addresses six other disagreements among the electoral commissioners, including the one related to the minimum age to request early voting, allowing that voting modality for all
voters over 60 years of age. In addition, the Regulations for Absentee Voting and Early Voting were approved, as well as the Request for Early Voting, as resolved in the document that will soon be available to the general public through the SEC website, www.ceepur.org.
The electoral commissioners from opposition parties objected to Vega Borges’ proposal to have early voting ballots sent by regular mail. The Popular Democratic Party, Puerto Rican Independence Party, Citizen Victory Movement and Dignity Project commissioners concurred that the proposal would compromise the transparency of the voting process.

The FBI alerted the public late last week about a fraud scheme in which scammers pose as bank representatives to fraudulently obtain bank cards with “chips” from clients of financial institutions.
According to the FBI, scammers call
customers from a number that appears to be from the bank and inform them about alleged fraudulent activity on their accounts. The imposters then tell the customer to cut up their bank card, leaving the “chip” intact, to be returned to the bank.
“The impostor arranges for an accomplice to visit the customer at home, posing as a bank employee, to pick up the
cut card, but with the chip intact,” the FBI said in a statement. If the imposters do not have the card’s PIN, the accomplice uses social engineering techniques to obtain it from the customer.
Using the chip and PIN, fraudsters can steal money from a customer’s bank account. It is not yet known how the fraudsters obtain bank customers’ personal
information and they are not believed to target a specific demographic.
The FBI urged the public to report fraudulent activity to the FBI’s Internet Complaint Portal (IC3) at www.ic3.gov, including details such as how they were contacted, phone numbers, and aliases used by the scammers, using the keyword #BankChipHack. It also recommends contacting the financial institution to regain control of the accounts, change passwords, and set alerts for suspicious access attempts or transactions.

She is not one of us.
When former President Donald Trump challenged Vice President Kamala Harris’ racial identity at a public forum last Wednesday — and again on social media the next day — that was the message at the core of his remarks.
It is a tactic that has long been part of the underside of American politics: presenting an opponent as somehow “other” or “not one of us” — someone who cannot be trusted or truly known.
But while this has been a recurrent theme in American campaigns for at least a century, Trump has taken it to a new level, historians and analysts said. What has often been a subtext or a whisper campaign driven by surrogates is, in Trump’s hands, a central message of his campaign — projected on screens at a rally, promoted on social media and reinforced by his running mate.
Trump has personally led the effort, explicitly falsifying the biography of his opponent and invoking race and gender in ways no modern major-party leader has done before. Even as a noncandidate in the 2008 election, he deployed such tactics against Barack Obama, demanding to see Obama’s birth certificate and claiming that Obama — who went on to be the nation’s first Black president and was born in Hawaii — was not born in this country.
“Whenever the United States is poised to break a political glass ceiling, we see an intensification of othering in our politics,” said Timothy Naftali, a presidential historian at the School of International and Public Affairs at Columbia University. “What makes Trump a singularly poisonous political player is that the top of the ticket is overtly engaging in othering against his political opponent.”
Over decades, the tactic of othering has been wielded against candidates with various backgrounds, characteristics and traits, among them race, ethnicity, gender, economic class and religion — all in the service of making them seem alien to voters. And it has often been effective. In 1928, Republican opponents seized
on the fact that Al Smith, the Democratic candidate for president, was a Roman Catholic, suggesting that he would therefore be beholden to the pope.
And it has long been a strain of politics in New York City, where Trump spent many of the formative years of his life. In 1989, Rudy Giuliani, who went on to become a close ally of Trump, ran against David Dinkins, who was Black. One of Giuliani’s top campaign surrogates, comedian Jackie Mason, described Dinkins, who would defeat Giuliani, with a pejorative term used against Black people.
In the case of Harris, Trump for weeks had mispronounced Harris’ first name, Kamala, which is a common name in India, and he made fun of her laugh. On Wednesday, during an interview at the National Association of Black Journalists convention, he said he had only recently realized that she identified as Black, asserting — falsely — that she had abruptly changed her identity.
“She was Indian all the way, and then all of a sudden she made a turn and she became a Black person,” he said before the audience of journalists. Harris’ father was Black and an immigrant from
Jamaica, and her mother emigrated from India; throughout her career in law and politics, Harris has identified as Black.
Trump returned to the theme Thursday on his social media platform, Truth Social, posting a photograph of Harris with members of the Indian side of her family. “Your warmth, friendship, and love of your Indian Heritage are very much appreciated,” he wrote.
This is not Trump’s only line of attack: He has sought to draw distinctions
from her as well on some of the critical issues of today, in particular immigration and the economy.
It is, to say the least, an open question whether Trump’s othering of Harris might chase voters away from her or bring any to his camp. More than 12% of Americans identify as multiracial.
Obama was elected president, despite Trump’s attempt to question his citizenship. “I think it will work less,” said Howard Wolfson, a former senior adviser to Hillary Clinton, a Democrat, who lost the presidential election to Trump in 2016. “The country is different. But given the politics he grew up in, it’s not surprising that it’s Trump’s first instinct.”
Even Abraham Lincoln was the object of unfounded rumors that he had Black ancestors, often promoted by segregationist Southern newspapers.
But it is fair to say that no presidential nominee in the nation’s history has embraced this tactic so frontally and exuberantly as Trump has. He turned up the volume on these strategies as his campaign witnessed the enthusiastic response to the arrival of Harris, at least among Democrats.
“It’s easier to play up the fears, the angst and the resentments that people have about others — aspects of individuals’ lives that they don’t like — than actually confront real issues,” said Michael Steele, the former head of the Republican National Committee.
“Trump has perfected it,” he said.

Tropical Storm Debby formed just off the Gulf Coast of the United States on Saturday afternoon, the fourth named storm of the 2024 Atlantic hurricane season, and was expected to make landfall in Florida as a hurricane.
A hurricane warning was issued for parts of Florida and tropical storm warnings were extended Saturday as the tropical depression became a tropical storm and moved over the southeastern Gulf of Mexico, threatening to bring heavy rain, gusty winds and the potential for flash flooding.
— Tropical Storm Debby was roughly 50 miles west-southwest of Dry Tortugas, Florida, and 260 miles south-southwest of Tampa, Florida, late Saturday, with maximum sustained winds of 45 mph.
— The National Hurricane Center warned that heavy rains could cause areas of flash flooding across Florida and the Southeast through Wednesday.
Florida prepares for potential damage.
On Saturday afternoon, the center issued a hurricane warning, meaning that hurricane conditions were expected by late Sunday, for the Florida Gulf Coast, from the Suwannee River to the Ochlockonee River. A hurricane watch was issued for a west-central portion of the Florida coast, from Ochlockonee River to Indian Pass, and for the Florida coast east of the Suwannee River to Yankeetown.
A tropical storm warning, meaning that tropical storm conditions were expected within 36 hours, was issued for the Florida Keys from west of the Seven Mile Bridge, including the Dry Tortugas, and along the western coast from south of Yankeetown to East Cape Sable in Florida.
The service also warned of the possibility of lifethreatening storm surge for Tampa Bay and other parts of
the Florida coast. Citrus, Hernando, Levy, Pasco and Taylor counties issued evacuation orders for low-lying areas.
Gov. Ron DeSantis declared a state of emergency for 61 Florida counties, which gives emergency managers the authority to allocate resources to respond to the fallout of the extreme weather.
Travel could be disrupted for the throngs of summer visitors who go to Orlando and the theme parks at Universal Studios Florida and Walt Disney World.
Water tables in some areas are already saturated, the governor said, and the incoming rainfall “will cause significant river flooding that may last for several weeks.”
The storm could damage “major interstates and roadways, bridges, airports, schools, hospitals, power grids and other critical infrastructure,” DeSantis said.
It was expected to cause widespread power outages from downed trees and power lines.
Gov. Brian Kemp of Georgia also declared a state
of emergency in his state, which is directly in the storm’s projected path.
Landfall is expected over Florida’s Big Bend coast.
On Saturday evening, Jamie Rhome, a forecaster with the hurricane center, said that Debby was expected to make “landfall somewhere in the Florida Big Bend area as a hurricane.”
Hurricane Idalia smashed into the same region last year with Category 3 winds and a storm surge of 7 to 12 feet along the coast, becoming the strongest storm to ever hit the area.
There is little that might keep the storm from intensifying as it moves over the eastern Gulf of Mexico. When a storm system’s wind speeds reach 39 mph, it becomes a tropical storm and is given a name. At 74 mph, it becomes a hurricane. Forecasters warned of damaging winds and a 2- to 7-foot storm surge. A storm surge warning was in effect from Aripeka, Florida, and up the coast to Indian Pass.
In the United States, 6 to 12 inches of rain, with maximum rainfall totals of up to 18 inches, could fall, raising the risk of flooding from Florida to the Carolinas. Where the heavy rain falls depends on the path the storm takes and how long it sticks around. The forecast track becomes highly uncertain after landfall, forecasters said.
The steering currents will likely cause the storm to slow down as it drifts northeastward of northern Florida and Georgia. It could then accelerate northeastward along the East Coast or get left behind, meandering for days over or near the Georgia and South Carolina coast.
If it were to stray, the rainfall could become problematic for areas that get days of tropical rain. The storm’s wind intensity along the East Coast highly depends on whether its center remains over land, where it would be weaker or over water, where it would have fuel to strengthen.

Q: I work for a smallish company. I enjoy my job, the challenge, my co-workers and the good worklife balance. I was hired by a leader in the company who I’ve known professionally for many years. The role I was hired into was a bit of a stretch, and I think this person went out a bit on a limb to bring me in. Fast-forward six years and I’ve excelled, been promoted and clearly made a positive impact on the company. One day, I received an email from a recruiter on LinkedIn about a similar role, but at a higher executive level and a larger organization with perhaps more prestige and compensation. The role seemed like a good fit, but then I also felt a heavy dose of guilt for leaving the leader who believed in me. Because of my conflicted feelings, I ended up not coming off as enthusiastic about the role in my final round and, ultimately, I didn’t get the job. How loyal does one need to be to someone who is responsible for a lot of my career growth and success?
— ALBERT
A: My first question for you: How much do you want a new job versus thinking you should want a new job? We live in a culture in which we feel we always need to be on the lookout for the next best thing. But what if we’re happy where we are?
It sure sounds that you’re in an enviable, if not ideal, position. A lot of us working stiffs don’t have this sort of luck. So the second question I’d urge you to ask yourself is: What do you think the chances are that you might find these sorts of attributes in the context of a new job?
As for the loyalty issue, this is tougher, which is why I’m saving it for last. Looking out for No. 1 and not letting emotions like guilt dictate our career decisions is important in terms of building our careers. At the same time, there’s something to be said for listening to one’s heart and one’s gut, and it sounds as if your heart (and your gut!) communicated something to these prospective employers, namely, that you aren’t that enthusiastic about taking on a new job at a new company.
I think you should also ask yourself where, after six years in your current role, you might go from here. And then, if it feels as if you’re ready for a new challenge, I’d recommend asking your supervisor — the person you’re feeling such loyalty to — what opportunities for advancement are available now or in the immediate future. Some career coaches might counsel that one way to get more responsibility in one’s current position is to come to the table with a job offer from elsewhere, but that can be risky: Your current employer might call your bluff, so to speak. And if you’re not actually ready to leave, then what? That said, it can’t hurt to know what else is out there in terms of job opportunities. After all, knowledge may not be prestige, or a padded bank account, but it is its own form of power. Advising a friend
How
Q: I have a good friend who is trying to advance her career. She has a top-notch resume, sterling education credentials and a track record of clinching every job she has applied for in the past. But over the past couple of years, she has gained a substantial amount of weight, is becoming poorly groomed and her clothing choices seem off the mark for the type of job she aspires to. Our circle of friends feels bad that she is discouraged by the job rejections, but we all agree that she is either inattentive to or willfully ignoring choices that would better her chances for career advancement. Yet none of us want to give honest advice for fear of hurting her feelings and jeopardizing our relationship. Is there a way to handle this? — ANONYMOUS
A: How people look on the outside can often be a strong indicator of how they’re feeling on the inside. It sounds as if your friend might be depressed. And depression can be part of a vicious cycle where we undervalue ourselves to the point where we communicate to others that they should undervalue us, either in behaviors or appearance. Or both.
I agree that you may hurt her feelings by giving her honest feedback about what might be holding her back in terms of finding a job. So I suggest you engage her in conversation not about her aesthetics — please don’t bring up her weight — but about her feelings. How is she doing? How are the job rejections affecting her? And what might
she do to turn things around?
Inquiry around, and validation of, one’s emotions and experiences by friends and family can go a long way toward instilling a measure of self-awareness that can lead to lasting change. Though you can’t make her improve how she presents herself, you can have an effect on how she feels about herself deep down. Offering her the opportunity to think aloud about this will give you — and her — valuable information as to how to best be of support, and maybe make some substantial changes.
A passive-aggressive boss
Q: Last year, I was hired at a large NGO. This was my first job after finishing my master’s degree, and I was excited to start my career at a renowned organization. As time went on, I started being pelted with assignments that were not only not in my job description, but also things I did not have any grasp on at that time. But I wasn’t in a position to make a fuss about it, so I did my best to learn. The problems really started once my manager started contacting me on weekends to fix mistakes she noticed on my assignments. My problem with that was the mistakes were for things that I had absolutely zero experience doing and the fact that my weekends were being rudely interrupted. The other issue was terseness and passive-aggressiveness. In person, she would treat me exactly as her other subordinates, but online it was a different story. This is what made her behavior hard to explain to upper management and HR. My co-workers understood me, but her supervisors never treated this as a big issue. I am open to being wrong, but I would like your thoughts on this. — ANONYMOUS
A: It’s clear that your boss is being overly demanding, passive-aggressive and downright rude. It sounds as if you’ve already tried to engage upper management and HR about your supervisor’s behavior. And it seems that they’ve done little to nothing about it. So, I’m torn. My instinct is to tell you to approach your supervisor directly and communicate to her that you want to have a better working relationship. You can ask what you can do to improve things — not just your work, but your relationship with her. If she responds negatively or — ugh — tersely, I’d set up another meeting with HR to discuss your continued concerns. I’d also think about other job opportunities.
Asharp drop in U.S. stocks is provoking selling from volatility-sensitive funds, exacerbating a selloff that has already brought the Nasdaq Composite into correction territory.
Volatility control funds - systematic investment strategies that typically buy equities when markets are calm and sell when they grow turbulent - have gorged on stocks as indexes soared to record highs in 2024.
More recently, they have begun selling, as worries over the economy and tech earnings rattle investors: volatility control funds have dumped about $83.6 billion of U.S. equity futures over the last two weeks, according to Charlie McElligott, managing director Cross-Asset Strategy at Nomura.
It’s “extremely rare” for the funds to sell in that size, McElligott said, noting that they have only recorded a sharper pullback in their equity allocations 3.2% of the time in the last 10 years.
The moves come on the backdrop of a selloff in U.S. stocks that deepened on Friday, after weaker than expected U.S. employment data spurred recession fears. The S&P 500 has slipped about 5% from its July 16 record high, while the tech-heavy Nasdaq Composite Index, has slipped about 10% from a record high reached last month, putting it on pace to confirm a correction.
The Cboe Volatility Index stands at its highest level in more than 16 months.
The funds’ behavior going forward depends on how volatile markets are in the next few weeks, McElligott said.
A 1% daily change in the S&P 500 over the next two weeks could spur another $15 billion of selling in that period, while daily 0.5% changes would stop the bleeding and
see these funds turn buyers to the tune of about $14 billion, McElligott said.
Certain other slower-reacting volatility-sensitive strategies could also join the selling if the market selloff worsens.
Equities trend-following commodity trading advisers (CTAs) sold only about $12.5 billion over the last two weeks. But these systematic, rule-based investment strategies could ramp up selling to about $36.0 billion if the S&P 500 were to sell off another 4% over the next two weeks, McElligott said.
A selloff that rocked equity markets around the world is clouding the outlook for investors looking to buy stocks on the cheap, as worries over the U.S. economy and disappointing tech earnings threaten more losses ahead.
A two-day rout late last week left the S&P 500 nearly 6% from its July peak while the tech-heavy Nasdaq Composite extended losses to notch its first 10% correction from a record high since early 2022. Equities plunged in Europe and Asia as well, with Japan’s Nikkei index losing nearly 5% for the week.
The market tumble presents a dilemma as another week of trading is set to unfold. Jumping into stocks during periods of weakness has rewarded investors over the last two years, as the S&P 500 has climbed about 50% from its Oct 2022 low.
But buyers of the dip risk being steamrolled if recession fears grow following last week’s run of alarming U.S. data. The S&P 500 has fallen an average of 29% during recessions since World War Two, according to Truist Advisory Services.
Saturday’s earnings report from legendary investor Warren Buffett’s Berkshire Hathaway may also give bargain hunters pause: the conglomerate sold about half its stake in Apple and let its cash pile soar to $277 billion in the second quarter. Berkshire often lets cash build up when it can’t find whole businesses or individual stocks to buy at fair prices.
“People are starting to reassess what their risks are and whether they are properly positioned.” said Mark Travis, a portfolio manager at Intrepid Capital, noting also that elevated valuations are giving investors pause.

At least 70 people were killed in clashes between security forces and protesters on Sunday in Bangladesh, as the country’s leaders imposed a new curfew and internet restrictions to try to quell a growing anti-government movement.
The revival of student protests after a deadly government crackdown late last month, as well as a call by the governing party for its own supporters to take to the streets, has plunged the country of over 170 million into a particularly dangerous phase.
The exact number of deaths in the violence Sunday was unclear, but it appeared to be the deadliest day since the protests began in July. A diplomatic official in Dhaka, the capital, said the toll across Bangladesh was at least 72, while tallies by local news media and the protest coordinators put the count at anywhere from 70 to 93. At least 13 of the dead were police officers, the country’s Police Headquarters said in a statement.
Sunday’s toll added to the more than 200 people killed in the crackdown on protesters last month by security forces under Bangladesh’s increasingly authoritarian leader, Sheikh Hasina. In a sign of the risk of further violence, the protest coordinators said they would march toward Hasina’s official residence Monday.
In a meeting with her top security officials Sunday, Hasina called those behind the violence “terrorists” and asked the country’s people “to curb anarchists with iron hands,” Bangladesh’s state news agency reported.
Over the weekend, the tensions flared into the kind of localized clashes nationwide that appeared difficult to contain. With the public angry at the police forces, seeing them as an overzealous extension of Hasina’s entrenched authority, attention focused on Bangladesh’s powerful military. Hasina has worked to bring the military to heel. But it has a history of staging coups and was being watched for how it positions itself in the escalating crisis.
What began as a peaceful student protest last month over a preferential quota system for public-sector jobs has morphed into unprecedented anger at Hasina’s growing autocracy and her management of the
any need of the state.”
Reports from student protesters and diplomatic officials about the army’s conduct on Sunday were mixed. While in some parts of the country the army cracked down on the protesters, in other places, it was seen protecting them against attacks by the governing party’s youth wing.
In announcing the reinstatement of the curfew, the army said it would “carry out its pledged duties in accordance with the Constitution and the country’s prevailing laws.”
While the army was long prone to staging coups, it has grown more disciplined in recent years, exercising its influence from behind the scenes.
Analysts attribute that to a combination of factors: Hasina’s stacking of the top ranks with loyalists, and the lucrative business of United Nations peacekeeping, to which Bangladesh’s army is a major contributor. Human rights abuses like those attributed to other forces under Hasina, or involvement in a coup, would have international ramifications.
economy.
While the crackdown, which included the arrests of more than 10,000 people and the lodging of police cases against tens of thousands more, temporarily dispersed the protesters, the demonstrations have been back in full force since Friday.
The protesters’ anger over the large number of deaths has solidified their demands to a single point: On Saturday, at a rally of tens of thousands, they demanded the resignation of Hasina, who has been in power for the past 15 years.
In response to the resignation call, her Awami League party called on its supporters to join counterprotests — setting up the tense situation that unfolded Sunday.
In a statement sent to the news media Sunday, as internet restrictions went into effect, leaders of the student movement called for the protests to continue uninterrupted.
“If there is an internet crackdown, if we are disappeared, arrested or killed, and if there is no one left to make announcements, everyone should continue to occupy the streets and maintain peaceful noncooperation until the government falls
in response to our one demand,” Nahid Islam, one of the movement’s leaders, said in the statement.
As the chaos escalates, with the protesters and Hasina’s party digging in their heels, and as opposition parties take the opportunity to pile on, the country’s military may help determine what happens next.
The army and other security forces were deployed during the crackdown in July. On Sunday, however, the army’s chief, Gen. Waker-uz-Zaman, gathered senior officers for a meeting that was seen as an attempt to allay concerns over the army’s position in the crisis and reinforce its neutrality.
In a statement issued after the meeting, the army said its chief had reiterated that “the Bangladesh army will always stand by the people in the interest of the public and in
In an indication of the growing pressure on the army to stick to a neutral position, dozens of former officers — including a former army chief — held a news conference Sunday in Dhaka and called on the military to withdraw its forces from the streets.
“We are deeply concerned, troubled and saddened by all the egregious killings, tortures, disappearances and mass arrests that have been tormenting Bangladesh over the past three weeks,” Iqbal Karim Bhuiyan, who served as army chief from 201215, said in a statement on behalf of the former officers. “In no way our armed forces should come forward to rescue those who have created this current situation.”

The message delivered last Thursday night was blunt: The United States recognized Venezuela’s opposition presidential candidate as the winner in Sunday’s election and dismissed a declaration by election officials that the country’s autocrat, President Nicolás Maduro, had won.
The government has not produced any data supporting his claim of victory, the Biden administration said, while his rival, Edmundo González, had tallies from a majority of voting machines that his team said show he had won by an “insurmountable margin.” The New York Times has not verified those tallies.
The U.S. declaration ratcheted up the international condemnation of a vote riddled with irregularities and was an attempt to warn Maduro that the world would not accept a farce. Even some of Maduro’s fellow leftist leaders in Latin America have expressed grave doubts about his claim of victory.
But will it matter?
There is widespread skepticism that foreign pressure will affect Maduro’s grip on power, at least in the short term.
Already, protests in support of González have sputtered out, as security forces and progovernment gangs have responded with force. At least 17 people have died, including one soldier. About 750 people have been arrested in the demonstrations, according to the country’s attorney general.
At the same time, a half dozen members of the opposition’s campaign team are hiding out in an embassy in Caracas, the capital, trying to avoid arrest. González’s main backer, popular opposition leader María Corina Machado, said in a recent op-ed that she was writing “from hiding, fearing for my life.” Her

public appearances since the election have been brief.
Authorities have threatened to arrest her and González, while their team awoke Friday to discover that her office had been broken into and vandalized. The two opposition leaders have called for a march in Caracas on Saturday. But many Venezuelans know they could face arrest, or even death, and it’s unclear how large the gathering will be.
In response to foreign governments criticizing Maduro’s victory claim, the Venezuelan leader has simply ordered some of their diplomatic missions to leave his country.
His movement — first under Hugo Chávez and, for the last 11 years, under Maduro — has ruled Venezuela for a quarter century, consolidating power and gaining control over every branch of the government and most of the news media.
The United States has tried for years to
oust Maduro, calling his reelection in 2018 a sham, imposing harsh sanctions on the country’s oil industry and, along with dozens of other countries, backing the head of the country’s legislature, Juan Guaidó, in 2019, when Guaidó declared himself the nation’s interim leader. None of that succeeded in removing Maduro. Now life in the repressive country could get even worse.
Francisco Rodríguez, a Venezuelan economist, said that following Sunday’s election, Venezuela was probably looking at “the beginning of a truly full-fledged dictatorship” in which even the remaining shreds of democracy would disappear.
In Venezuela many people believe Maduro allowed the vote to take place, after leading opponents were disqualified, jailed or driven into exile, in an effort to gain some domestic and foreign legitimacy, and as part of an effort to have the United States lift its sanctions.
People close to him said he believed that he could win.
But as exit polls Sunday began to show that Maduro was losing — badly — the goal shifted. By late afternoon, his quest was simply to remain in power, no matter the price, analysts said. And that appears to be exactly what Maduro did.
Hours after polls closed, the country’s election authority announced that with 80% of voting machines reporting, Maduro had received 51% of the vote, and González 44%. But it released no vote counts.
The opposition campaign, however, collected receipts printed by each polling machine. By Thursday the campaign said that it had gathered receipts from 81% of the machines, and that its count indicated that González had won 67% of the vote.
It has published the results online.
But the reality, Rodríguez said, is that the cost of losing was just too high for Maduro to even consider: Leaving power could land him in prison.
The leader has been indicted in the United States, accused of narco-trafficking, and is being investigated by the International Criminal Court for crimes against humanity.
But committing electoral fraud in such a seemingly brazen manner doesn’t cost him nearly as much.
Countries that could have some sway over Maduro are Brazil, Mexico and Colombia, all regional powers led by leftist leaders who have been relatively friendly with the Venezuelan leader.
All three have taken a softer approach than the United States, voicing doubts about the election rather than saying outright that Maduro lost, believing, perhaps, that if they avoid antagonizing him they can persuade him to finally release vote results.
Or, in the longer term, he could be pushed toward some kind of power-sharing deal with the opposition, as has happened in other authoritarian nations.
The administration of Luiz Inácio Lula da Silva in Brazil has become a key ally in the international community’s approach to Venezuela, according to a U.S. State Department official who was not authorized to speak on the record about diplomatic affairs.
The Brazilian leader has developed a warm relationship with President Joe Biden since the U.S. president helped Lula fend off Brazil’s own threat to democracy during the 2022 Brazilian election, and Lula has grown frustrated with Maduro in recent months, the official said.
His government this week came to the aid of six members of the González-Machado campaign who have been holed up the Argentine Embassy in Caracas in an effort to avoid arrest. When Maduro ordered the Argentines to leave this week, Brazil took over the embassy building, effectively offering its protection to Maduro’s enemies. It was a bold stance for Brazil.
Yet there are signs that Lula may ultimately shy away from taking dramatic steps against Maduro, like breaking off relations.
In an interview with the Brazilian television station Globo on Tuesday, he characterized the election dispute as a quotidian disagreement that could be resolved in the Venezuelan courts — though the country’s top court is run by Maduro allies. “It is normal for there to be a fight,” the Brazilian president said.

Ididn’t anticipate the political twists and turns of the past few weeks, but then, who did? One thing I do blame myself for not seeing coming, however, is the extent to which this has become a crypto election.
Six years ago, I argued that bitcoin and other cryptocurrencies served no useful purpose, that their market value rested on nothing but “technobabble and libertarian derp.” I stand by that judgment, which has actually been reinforced by the passage of time.
But I didn’t foresee how big a deal crypto would nonetheless become — not because it would fulfill its promise of replacing conventional money, which it hasn’t and never will, but because it has become a powerful force that is, among other things, warping our politics.
What is crypto? Donald Trump recently said, “Most people have no idea what the hell it is.” Indeed. Even now, it’s hard to explain exactly what bitcoin and other crypto assets really are.
But maybe this will help: Who guarantees that the money in my bank account belongs to me? Why can’t the bank tell me, “Sorry, we used that money to pay other people”? The answer is that doing so would be illegal.
What bitcoin and its emulators try to do is sidestep the need for a legal framework with a technological fix that doesn’t depend on banks’ centralized record-keeping. You “own” a bitcoin if you have access to a code that effectively turns a seemingly meaningless string of ones and zeros into a message that says, in effect, “I am a bitcoin,” in much the same way that numerical keys can unlock encrypted communications.
These keys are generated by “mining,” which means using banks of computer servers to solve extremely complex computational problems (a process that is costly and consumes huge amounts of electricity, generating lots of greenhouse gases).
It is, I’m told, a very clever system. But what problem does it solve that can’t be handled more easily and cheaply in other ways? I’ve been in many meetings over the years in which skeptics have asked crypto advocates that question and have never heard a clear answer.
And crypto has never shown any signs of supplanting conventional money. In the years since bitcoin was introduced, digital payment systems that skip the hocus-pocus, like Venmo and Apple Pay, have become ubiquitous. But for most of us, crypto assets have few uses other than the purchase of other crypto assets; notable exceptions are money laundering, extortion and scams.
El Salvador delighted the crypto faithful in 2021 when it made bitcoin legal tender, but three years later the cryptocurrency is barely used in
Still, isn’t a claim that crypto is basically useless refuted by the fact that crypto assets are now worth more than $2 trillion? No. This wouldn’t be the first time — or the hundredth! — that fast-talking operators with a good story line have persuaded investors to pay large sums for ultimately worthless assets.
If anything, what’s surprising is crypto’s durability, the way bitcoin and its emulators have managed to come back from repeated market crashes and scandals.
My guess is that crypto’s robustness has a lot to do, perversely, with its incomprehensibility: It’s hard to conclude that someone was misleading you when you never understood what was being said in the first place. Also, crypto isn’t like a company with a well-defined bottom line: “Hey, this company is still losing money” is easier to understand than “Hey, these so-called currencies still aren’t being used for everyday transactions.”
Finally, crypto has been heavily marketed to small investors — remember those Super Bowl ads? — who normally wouldn’t and shouldn’t be buying highly speculative assets.
But what does this have to do with politics? Support for crypto doesn’t break down along purely partisan lines; some Democrats still have positive things to say about the technology. But the Biden-Harris administration has in general advocated regulating crypto assets the same way we regulate other securities, like stocks, and regulating crypto institutions that are effectively banks the same way we regulate conventional banks.
And the crypto industry has reacted in much the same way as fossil fuel industries after Democrats began to take environmental concerns seriously: by throwing their support overwhelmingly behind Republicans. They seem to be getting results: The 2024 GOP platform says, “Republicans will end Democrats’ unlawful and unAmerican Crypto crackdown” — by which they mean, stop regulators from treating crypto assets and institutions the same way they treat stocks and banks. Trump has promised to turn America into a “bitcoin superpower,” which apparently means having the government buy a lot of bitcoin.
Backstage at the Fiserv Forum in Milwaukee, June 16, 2024, on the second day of the Republican National Convention. “I didn’t anticipate the political twists and turns of the past few weeks, but then, who did? One thing I do blame myself for not seeing coming, however, is the extent to which this has become a crypto election,” writes The New York Times columnist Paul Krugman. (Damon Winter/The New York Times)
All of which raises the disturbing prospect that an industry initially driven, seemingly, by libertarian instincts but which has never delivered on its economic promises will nonetheless be able to buy itself a huge government bailout.

Reunidos en la plaza pública Ramón Frade León el pasado sábado en la mañana, expresaron sentirse amedrentados por el constante hostigamiento en los medios y hasta frente a sus centros de trabajo.

In the nine years since “Hamilton” opened on Broadway, Lin-Manuel Miranda has acted (in the film “Mary Poppins Returns” and the HBO series “His Dark Materials,” among others), composed (songs for “Encanto” and “Moana,” for example) and even tried his hand at movie directing (“Tick, Tick ... Boom!”).
Now he’s returning to his roots, sort of. Miranda, who rose to fame as a musical theater savant, has been working with playwright Eisa Davis on a concept album inspired by a cult 1979 action film, “The Warriors.” And late last week, Miranda and Davis announced that Atlantic Records will release the album Oct. 18.
The album’s executive producer is rapper Nas; the producer is Mike Elizondo. The album will have 26 songs; the names of the singers have not yet been announced.
The album has been in the works for three years. It is unclear if it will lead to a stage production, but “Hamilton” was initially conceived as a concept album, and there is a history of concept albums evolving into stage productions, from “Jesus Christ Superstar” to “Hadestown.”
“The Warriors,” based on a 1965 novel that in turn
was based on an ancient Greek work, tells the story of a street gang facing a variety of challenges as it retreats from the Bronx borough of New York City to its home base on Coney Island in Brooklyn. The novel, also called “The Warriors,” was written by Sol Yurick, and the ancient Greek text, “Anabasis,” by Xenophon; the film was directed by Walter Hill.
Miranda, 44, is one of the few musical theater composers to become a celebrity based on his stage work. But “Hamilton,” about the nation’s first Treasury secretary, was a rare accomplishment, winning the Pulitzer Prize as well as 11 Tony Awards, including for best musical and Miranda’s book and score.
His other best-known musical is “In the Heights,” for which he wrote the score and lyrics and Quiara Alegría Hudes wrote the book. Since “Hamilton,” he contributed lyrics to the short-lived musical “New York, New York” but has not written a new stage production.
Davis, 53, is a longtime friend of Miranda and has worked as an actress, a playwright, a singer and a screenwriter. She performed on Broadway in “Passing Strange,” and has numerous credits as a performer off-Broadway and on television and film. Among her plays is “Bulrusher.”

Call it Bill and Ted’s Existentialist Adventure.
Keanu Reeves and Alex Winter, the actors who incarnated a pair of slacker musicians for three “Bill & Ted” films, are planning to reunite for a Broadway revival of “Waiting for Godot.”
The production, planned for the fall of 2025, will be directed by Jamie Lloyd, one of the hottest directors of the moment, whose work is characterized by a spare aesthetic and an emphasis on psychological intensity.
Lloyd said the project was Reeves’ idea, but that as soon as the actor approached him, “it was a no-brainer that this needed to be done.”
“Their instant chemistry and their shorthand and their friendship is going to be so valuable,” Lloyd said of Reeves and Winter in an interview. “This is a very deeply complex play, as we all know, but it’s also a very funny play, and they’re very witty people and their shared sense of humor in those movies and in real life is going to be very beneficial to the production.”
In “Godot,” Reeves will play Estragon and Winter will play Vladimir, who banter and bicker while waiting for a mysterious figure who never arrives. “Those characters take solace in their companionship as they stumble toward the void,” Lloyd said, adding, “that’s going to be the central the -
sis of the production, with Keanu and Alex’s own friendship.”
“Waiting for Godot,” by Irish playwright Samuel Beckett, was first staged in French in 1953 and then in English in 1955. The play was first performed on Broadway in 1956, and has been revived there three times since, most recently in 2013 with Ian McKellen and Patrick Stewart.
Reeves, the prolific film star of the “Matrix” and “John Wick” series, will be making his Broadway debut with “Godot.” He likes a challenge: In 1995, he played Hamlet in Winnipeg, Manitoba.
Winter, who writes and directs in addition to acting, appeared on Broadway twice in the 1970s, when he was a teenager, in musical revivals of “The King and I” and “Peter Pan.”
The two first worked together in 1989 in “Bill & Ted’s Excellent Adventure.” A second film, “Bill & Ted’s Bogus Journey,” arrived in 1991, and a third, “Bill & Ted Face the Music,” in 2020.
Lloyd, based in London, has become a regular presence in New York. Last year he directed a revival of “A Doll’s House” starring Jessica Chastain, and this fall he will direct a revival of “Sunset Boulevard” starring Nicole Scherzinger.
The “Waiting for Godot” revival is being produced by Lloyd’s production company, as well as ATG Productions, Bad Robot Live (J.J. Abrams’ company) and Gavin Kalin Productions. ATG is a British theater company that has a long
relationship with Lloyd and operates seven Broadway theaters; the production said “Godot” would be staged in one of those ATG theaters.

Aday in Brihuega during the lavender bloom requires only one set plan: Get to the fields by sunset, to view an unexpected, lush swath of purple as far as the eye can see, with the orange glow of the Spanish sun directly behind it.
Brihuega, a small medieval town in the roughly 4,700-square-mile province of Guadalajara and about an hour’s drive from Madrid, is surrounded by farmland, villages and nature preserves of brown and soft-green hues. But each year in summer, on fields where some of the bloodiest battles of the Spanish Civil War were once fought, those colors change with the bloom of a thousand hectares of lavender, the equivalent of about 2,500 acres or 3,000 American football fields.
In the past decade, the lavender harvest has revitalized Brihuega, drawing welcomed visitors — and their euros — with natural beauty rivaling vacation favorites like Provence in France.
“Not to say anything bad about the French, but the Spanish, we’re maybe more — dicharacheros,” said Ángel Corral Manzano, the town’s major lavender farmer, using a difficult-to-translate Spanish term that means outgoing and talkative. “We’re very eager, excited to welcome you.”
Blooming industry
I first learned about Brihuega while studying in the nearby university town of Alcalá de Henares. Craving manchego cheese and jamón Ibérico one afternoon, I stumbled into Vinoteca Esencias del Gourmet, a wine bar. While I feasted on croquetas and cheeses and drank a spicy syrah, the bar owner, Javier Hernandez, told me about his hometown, Brihuega.
For generations, his family was the town churreros, the churro-makers. But like many young people in small Spanish villages, Hernandez left Brihuega.
“I couldn’t see a future,” he said. He wasn’t alone.
“Brihuega was starting to lose its population,” Luís Viejo Esteban, Brihuega’s current mayor, told me later in an email. “That was the trend before we started developing our socioeconomic model, principally on tourism.”
Now, Brihuega is growing, thanks to its lavendercentered tourism. Last July, during peak bloom, more than 120,000 tourists visited, Viejo said. Lavender annually generates between 4 million to 6.5 million euros, roughly $4.3 million to $7 million, according to a study from the University of Alcalá de Henares and Fadeta, a local rural development group.
“If you told me 10 years ago that, thanks to lavender, there would be so much tourism, that so many shops would

open, so many restaurants, I wouldn’t believe you,” Corral said. “We’re just farmers. We live off the land and live for the land.”
Corral and his two brothers started planting lavender in earnest in 2007 after his oldest brother, Andrés, visited Provence and noticed the French region had similar terrain to his home.
Guadalajara already had espliego, a wild, mountain plant in the lavender family that is difficult to cultivate. But the Corral brothers started to grow French lavender, which is used in perfumes and high-end applications, and lavandin, a hybrid plant of espliego and lavender that can be used for commercial products, like cleaners.
“We had planted grains — wheat and barley — but we knew it would be good to diversify,” Corral said. Tourism was never in their minds. They started slowly, planting a few fields of lavender and lavandin at a time. But that grew as the brothers recognized a hectare of lavender — about two and a half acres — could make them a bit more money than a hectare of wheat. They later brought in Emilio Valeros, a Spanish perfumer, and the longtime “nose” for Loewe Perfumes, as a partner in their distillery to transform their crops into oil.
In 2013, the family hosted a sunset concert in their lavender fields, inviting 40 friends to drink beer and lavender gin and tonics. The event’s success evolved into the popular lavender festival the town hosts each July.
A sunset view
During my mid-July visit, I was accompanied by Hernandez. We started at a bar, Los Guerrilleros, drinking icecold beer and eating fresh, shatteringly crisp guerrilleros, the bar’s namesake specialty of tempura-battered shrimp and anchovies. We then roamed the pedestrian-only streets decorated with lavender streamers and hanging purple umbrellas, stopping by the old washing fountains, the bull ring, the cathedral; we picked up lavender-laced cookies from the local bakery and shopped for gifts in the boutiques. Moorish walls surround the town and the Piedra Bermeja Castle, the
roof of which offers picturesque views of the Tajuña River below, where, Hernandez said, the town’s kids learn to swim.
Last fall, Guadalajara’s first five-star hotel, Castilla Termal Brihuega, opened in a converted royal textile mill.
“Brihuega is the ideal site for the opening of Castilla Termal Brihuega for many reasons,” said the hotel’s chief executive, Roberto García, citing the region’s heritage, beauty and proximity to Madrid. The mill’s 19th-century gardens were deemed a cultural heritage site by the Spanish government.
As the sun began to set on my July afternoon visit, we drove out of town to view the lavender fields. We stopped at a scenic lookout and took in the vast fields of lavender on either side: The work of the Hermanos Corral was magnificent.
Family recipes, farther afield
The region’s charm and similarities to Provence do not end in Brihuega’s lavender fields. Guadalajara province boasts a bounty of appealing gastronomy, viticulture, hiking trails and bike routes, and charming stone villages.
The town of Cogolludo, a 45-minute drive north of Brihuega, is home to the Renaissance-style castle, Castillo de Cogolludo, but just outside the town is a winery with a renaissance of its own. La Finca Río Negro is a family-owned estate in the foothills of the Central System mountains, where flat farmland transforms into rocky hills with tall pines. Just
on the other side of the mountains from Spain’s prominent Ribera del Duero wine region, this area once had a winemaking culture of its own.
“This town was important enough to have a palace and dukes; it made a living from viticulture,” said Fernando Fuentes, the Finca’s manager. “But then it was very poor during the postwar period. As people left for the cities, the vineyards were abandoned little by little.”
When Finca Río Negro opened in Cogolludo, there were no other vineyards in the region. “Twenty years ago, we weren’t seen as pioneers, we were just seen as crazy,” Fuentes said. Today, they make award-winning wines and have rediscovered and cultivated a variety of grapes endemic to the region, Tinto Fragoso. It has red fruit flavors with unexpected floral notes and spice from the French oak in which it’s aged.
I also visited Hiendelaencina — a town of under 150, once the site of a silver mine — for the lunch at Mesón Sabory. The decades-old restaurant has been serving locally grown and raised food in a home built in the 1870s. I wasn’t given a menu because they only serve what’s fresh.
My meal started with Patatas bravas: Chunks of crispy potatoes, fluffy inside, with a spicy bravas sauce, a recipe from the mother of Julián Illana, one of the owners. A salad of tomato and sweet onions came next and a plate of liver and heart, cooked with onions. There were more courses — chorizo and torreznos, fried pork belly — then a big black clay pot arrived with two roasted goat legs inside. I tore the tender meat off the bone, and used crusty bread to make little boats, or hacer barquitos, to sop up the juices.
“It’s just salt and water, nothing else,” said Illana. The recipes haven’t changed in 50 years. The suckling goats
come from their family farm, and the clay ovens used for roasting are almost a century old. Thyme and rockrose are added to the flame and impress their flavor onto the goat that had roamed this land, eating these aromatics.
“The days you want to eat simple, honest, traditional food — that’s a good day to come to us,” Illana said.
After lunch, I drove west to Valverde de los Arroyos, one of the stops along the Route of Black Villages in Guadalajara, a series of villages built in slate. In Valverde, quartz specks make the stone shine gold in the sun, creating an otherworldly glint, like dragon scales. It’s also a starting point for several hikes in the Tajo Alto Nature Reserve. I opted for a short one, an hour up to the Despeñalagua waterfalls that come streaming down from the cliffs above.
Back in Alcalá de Henares, I asked Hernandez how he felt about the renaissance of his hometown.
“I’m so proud. There was a long history of the village, and now there are many more stories to be told,” Hernandez said. “I didn’t always see its future, but now I do, thanks to tourism, thanks to the lavender.”

Puerto Rico’s Ayden Owens Delerme finished ninth in the decathlon at the Paris Olympics on Saturday.
Owens Delerme entered the final event, the 1,500-meter run, with the possibility of winning an Olympic diploma for finishing in the top eight overall in combined scoring, after his medal hopes had slipped away in the penultimate event, the javelin throw.
Norwegian Markus Rooth surprised the more than 70,000 spectators and athletics experts by winning the gold medal in the decathlon with 8,796 points. He accumulated 683 points for his 11th-place finish in the 1,500 with a time of 4 minutes, 39.56 seconds on a wet track. With that performance he snatched the championship from one of the favorites, German Leo Neugebauer, who
took the silver medal with 8,748 points. The bronze went to Grenada’s Lindon Victor with 8,711 points.
“It has been a very difficult road, but we did it,” said Owens Delerme, who said he sustained several injuries during a competition in California after qualifying for the Olympics in April. “We are here at the Olympics.”
Owens Delerme, 24, attributed the decline in his performance on the second day of the competition to the lack of training in several events, such as the pole vault, due to stress injuries in his pelvic area three months ago. He finished 12th in the 1,500 meters on Saturday, less than a second behind Rooth.
“I couldn’t [elevate] much with the pole vault. I didn’t do so well with the javelin,” said the native of Pittsburgh who moved to San Germán to complete his training. “Despite that, I am happy to be here.”
Caguas native Gladymar Torres Crespo, meanwhile, expressed satisfaction with her performance in the 100 meters.
“I am not upset. I am satisfied with the work I did,” she said. “My heat (series) was of a very high level. It is important to have experience. I am leaving with that.”
The sprinter, who won the 100 meters and 200 meters at Las Justas for Ana G. Méndez University was in the second of three semifinal heats. Notable in that heat was the absence of three-time gold medalist Shelly-Ann Fraser-Pryce of Jamaica, who had qualified for the event with the second best time, 10.92 seconds. From that same heat came the top two finishers in the final, Julien Alfred of Saint Lucia (10.84 seconds) and Sha’carri Richard-
son of the U.S. (10.89.884).
“She [Fraser-Pryce] didn’t show up,” said Torres Crespo, who holds the Puerto Rico record in the 100 meters. “For me it was a surprise. That’s how sport is. I went to the call room and … they called her and they called her and she didn’t show up.”
The 100-meter specialist ran on Friday in heat eight of eight of the first round. She clocked a time of 11.12 seconds to break her own national mark of 11.20 seconds.
